Emergency Meeting

Due to the urgent public necessity and in light of the national declared emergency related to the ongoing pandemic of COVID-19, this supplemental notice is provided to update the location of the meeting and provide notice of deliberation or action regarding COVID-19 pursuant to Section 551.045 of the Texas Government Code. I. Call to Order and Determination of Quorum
II. Public Forum
A. An Emergency Meeting of the Board of Trustees of Garland ISD will be held Thursday, March 19, 2020, beginning at 2:00 PM by telephonic and/or videoconferences in accordance with suspension of certain provisions of the Texas Open Meetings Act as authorized by the Governor of Texas and the State’s Attorney General. In addition, in light of the latest protocols outlined by the *Centers of Disease Control and **Dallas County, the Board meeting room will be closed.  Members of the public may view this Emergency Meeting of the Board of Trustees via videoconferencing at the following: https://garlandisd.zoom.us/j/493811327.  Upon entering the telephonic and/or videoconference, all public participants will be muted.

Members of the public who wish to make comments may complete a Public Comment Participation Request via email at BoardPublicComments@garlandisd.net prior to the start of the meeting indicated in the posting notice. The comments will be read aloud at the meeting by a designated speaker.  Emails should include the requester’s name, address and the detailed topic to be read aloud.  In addition, comments must be limited to issues that can be presented in a public forum and are directly related to the posted and noticed agenda items. VII. Executive Session: Executive session will be held for purposes permitted by Texas Open Meetings Act, Texas Government Code Section 551.001 et seq.
A. Pursuant to Texas Government Code Section 551.071, private consultation with the Board’s attorney, in person or by phone, when the Board seeks the advice of its attorney about: 1) pending or contemplated litigation; 2) a settlement offer; or 3) on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter; 
Pursuant to Texas Government Code Section 551.074, deliberation regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee; and
Pursuant to Texas Government Code 551.076 Considering the deployment, specific occasions for, or implementation of, security personnel or devices.
VIII. Reconvene from Executive Session for action relative to items considered during Executive Session, if any.
