I. Call to Order and Determination of a Quorum

II. Due to health and safety concerns and in light of the national and statewide declarations of emergency related to the COVID-19 coronavirus, the Board Meeting will be conducted, in part, by videoconference in accordance with the Center for Disease Control (CDC) and the State of Texas guidelines and recommendations to maintain the public health. Further, pursuant to Governor Abbott’s temporary suspension of applicable provisions of the Texas Open Meetings Act and some participants in the meeting may participate via electronic means. Open Session portions of the Board Meeting may be viewed via live stream at https://www.garlandisd.net/content/board-meetings. An electronic copy of agenda materials is available at https://meetings.boardbook.org/Public/Organization/1084. Additionally, a recording of the open session portions meeting will be posted online as soon as possible after the conclusion of the meeting.

III. Public Forum: Members of the public who wish to make comments may complete a Public Comment Participation Request in person at Harris Hill Administration Building or via email at BoardPublicComments@garlandisd.net prior to the start of the meeting indicated in the posting notice. The emailed comments will be read aloud at the meeting by a designated speaker. Emails should include the requester’s name, address and the detailed topic to be read aloud. In addition, comments must be limited to issues that can be presented in a public forum and are directly related to the posted and noticed agenda items. Complaints about student discipline, specific student issues or personnel must be addressed through appropriate administrative channels, in accordance with the Texas Open Meetings Act and Board policy. IV. Executive Session: Executive session will be held for purposes permitted by Texas Open Meetings Act, Texas Government Code Section 551.001 et seq.

IV.A. Pursuant to Texas Government Code Section 551.071, private consultation with the Board’s attorney, in person or by phone, when the Board seeks the advice of its attorney about: 1) pending or contemplated litigation; 2) a settlement offer; or 3) on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter;
Pursuant to Texas Government Code Section 551.074, deliberation regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee and; Pursuant to Texas Government Code Section 551.082, to deliberate in a case: (1) involving discipline of a public school child; or (2) in which a complaint or charge is brought against an employee of the school district by another employee and the complaint or charge directly results in a need for a hearing. |
