GREG ABBOTT'S EXECUTIVE ORDER ON SEPTEMBER 17. 2020 AND THE TEXAS HEALTH AND HUMAN SERVICES. THESE MODIFICATIONS ARE NECESSARY TO PROMOTE THE HEALTH AND SAFETY OF THE GARLAND ISD COMMUNITY AND TO COMPLY WITH GOVERNMENTAL ORDERS AS WELL AS GUIDANCE FROM HEALTH AUTHORITIES. Consider Approval of the Joint Election Contract submitted by the Dallas County Elections Department - Mechelle Hogan] WE'RE GOING TO PROCEED WITH ITEM 4 ACTION ITEMS, ITEM A CONSIDERE APPROVAL OF THE JOINT ELECTION CONTRACTS SUBMITTED BY THE DALLAS COUNTY ELECTIONS DEPARTMENT. MS. HOGAN. HERE WE ARE.. OK, GOOD AFTERNOON. BOARD OF TRUSTEES DR. LOPEZ, PRESIDENT SELDERS. PRESENTED BEFORE YOU TONIGHT IS THE MAY 2021 JOINT ELECTIONS CONTRACT SUBMITTED BY DALLAS COUNTY ELECTIONS. AND THE REASON WHY WE'RE HERE TONIGHT IS BECAUSE THE CONTRACT IS OVER, THE SIGNATORY AUTHORITY OF MYSELF. AND IN MY TENURE, THIS IS THE FIRST TIME, MAYBE THE SECOND THAT I'VE HAD TO COME AND PRESENT A CONTRACT DUE TO IT BEING OVER THE SEVENTY FIVE THOUSAND DOLLAR THRESHOLD. THIS EVENING, WE ARE REQUESTING APPROVAL OF THE CONTRACT. IT IS SLATED FOR FOUR HUNDRED EIGHT THOUSAND THREE HUNDRED EIGHTY ONE DOLLARS AND FORTY FOUR CENTS. IN PREVIOUS JOINT ELECTIONS, DALLAS COUNTY ALLOCATED ELECTION COSTS USING A FORMULA TO SPLIT THE COST OF THE POLLING PLACES BETWEEN ALL THE JURISDICTIONS THAT USE THE POLLING SITE. AND THEN THEY TOOK THAT PERCENTAGE TIMES THE NUMBER OF VOTERS WHO USE THE SITE. THEN THEY ADDED IT WITH THE REGULAR ELECTION COSTS, CLEANING, JUDGES, CLERKS, ETC. AND WE CAME UP WITH A SMALLER NUMBER. BUT ON THE BACK END, DALLAS COUNTY WAS EATING UP A BIGGER AMOUNT UP FRONT. FOR THE MAY 2021 ELECTION DALLAS COUNTY HAS CHANGED THEIR ALLOCATION METHODOLOGY TO USE VOTES DUE TO THE USE OF VOTE CENTERS RATHER THAN INDIVIDUAL POLLING PLACES WITHIN AN ENTITIES JURISDICTION. SO SINCE ANYONE WITHIN A COUNTY OF DALLAS CAN VOTE ANYWHERE IN DALLAS COUNTY, THERE'S NO RELEVANT MEANS OF USING A PERCENTILE OF A SHARED POLLING SITE BECAUSE THERE'S LITTLE BENEFIT TO THE COUNTY TO TRACK A POLLING SITE BY A VOTER VERSUS THE COST BEING MORE EFFECTIVE IF THE ENTITIES TOOK THE NUMBER OF REGISTERED VOTERS AND TOOK THAT PERCENTAGE AND TOOK THE COST FROM THEM THAT WAY. SO THE NEW FORMULA IS USED BY ALLOCATING THE COST OF THE TOTAL ELECTION MULTIPLIED BY THE PERCENTAGE OF REGISTERED VOTERS AND THE PARTICIPATING JURISDICTIONS ELECTION TERRITORY TIMES ANOTHER NUMBER, WHICH IS BASICALLY THE TOTAL COST OF THE ELECTION OUTSIDE OF THE POLLING SITES. AND THEN YOU GET YOUR DOLLAR AMOUNT, WHICH IS THE TWO DOLLARS AND THIRTY CENTS FOR US. THEN YOU TAKE THAT NUMBER TIMES THE NUMBER OF REGISTERED VOTERS IN YOUR DISTRICT, AND THAT PUTS US AT APPROXIMATELY FOUR HUNDRED AND EIGHT THOUSAND THREE HUNDRED EIGHTY ONE DOLLARS AND FORTY FOUR CENTS. ANOTHER REASON WHY THE COST HAS GONE UP IN NOVEMBER OF 2020 FOR THE PRESIDENTIAL ELECTION. WE INCREASED THE NUMBER OF POLLING SITES WE, MEANING ALL PARTICIPATING ENTITIES, INCREASED THE NUMBER OF POLLING SITES FROM THREE HUNDRED AND FORTY NINE SITES TO 468 VOTE CENTERS. AND THAT'S TO ACCOMMODATE THE LARGE NUMBER OF VOTERS WHO WANTED TO PARTICIPATE IN THE ELECTORAL PROCESS IN NOVEMBER, AS WELL AS THE INCREASED NUMBER OF REGISTERED VOTERS THROUGHOUT THE COUNTY. IN 2019, GARLAND ISD HAD ONE HUNDRED AND FORTY THOUSAND REGISTERED VOTERS. IN NOVEMBER OF 2020, OUR NUMBER INCREASED TWENTY THOUSAND TO ONE HUNDRED AND SIXTY ONE THOUSAND REGISTERED VOTERS. SO IN ADDITION TO THAT, THE COSTS ARE INCREASED DUE TO THE RECAPTURE PAYMENTS FOR THE 2019-2020 ELECTION EQUIPMENT UPDATES. IF YOU GUYS RECALL, I CAME BACK BEFORE YOU IN 2019 TO TELL YOU ALL OF THE ENTITIES PARTICIPATION IN THE UPDATES TO THE VOTING MACHINES THE EPOLL BOOKS THE NEW DIGITAL ELECTRONIC VOTING MACHINES. THIS YEAR'S RECAPTURE PAYMENT IS INCREASED DUE TO THE TIMELINESS OF HAVING TO REPAY THE VENDOR ON DALLAS COUNTY'S END. EVEN THOUGH WE WERE PAYING A SMALLER PERCENTAGE PRIOR TO THIS YEAR. THIS YEAR WE HAD TO INCREASE THAT PAYMENT SO WE CAN GO AHEAD AND FINISH THE PAY OUT OF THOSE ELECTRONIC VOTING MACHINES. IN ADDITION TO THAT, THE COMMISSIONER'S COURT IN AGREEMENT WITH THE ENTITIES, INCREASED THE PAYMENT FOR JUDGES AND CLERKS DURING THE COVID PAYMENTS BECAUSE IT WAS DIFFICULT, ALLURING SENIORS WHO WOULD TYPICALLY WORK THE POLLS FOR US AS JUDGES AND CLERKS. SO WE HAD TO INCREASE THE PAYMENT TO ALLURE DIFFERENT GROUP. SO JUDGES PAYMENT WENT FROM 12 TO 18 DOLLARS AND CLERKS WENT FROM 10 TO 16 DOLLARS. [00:05:02] ALL THOSE COSTS ARE NOW REFLECTED IN OUR ESTIMATED PAYMENT, AS YOU CAN SEE FROM THE HIGHLIGHTED SECTION THERE. AND IN COMPARISON TO THE OTHER ENTITIES WITH THE NUMBER OF REGISTERED VOTERS WE HAVE, IT'S SOMEWHAT APPLICABLE. WE ARE STILL FIGHTING TO GET THE NUMBER OF POLLING SITES REDUCED DUE TO THE NUMBER OF VOTERS WE USUALLY HAVE PARTICIPATED IN OUR MAY ELECTIONS. WE HAD OVER NINETY THOUSAND VOTES CAST IN NOVEMBER. WE WILL NOT SEE THAT IN MAY. I WOULD LOVE FOR IT TO, BUT I KNOW BETTER. HISTORICALLY, WE USUALLY HAVE BETWEEN EIGHT AND TEN THOUSAND VOTES PARTICIPATE IN THE MAY ELECTION. SO TO HAVE US PAY $408,000 FOR THE MAY ELECTION IS A LITTLE HIGH, BUT WE REALLY ARE KIND OF BOUND AT THE HIP WITH THIS. THERE ANY QUESTIONS? TRUSTEES HAVE ANY QUESTIONS FOR MS. HOGAN. MS. GRIFFIN. SO THE INCREASE IS TECHNOLOGY UPDATE, IT'S THE STAFFING OF THE POLLING PLACES WITH THE. INCREASED PAYMENT TO THE STAFFING CORRECT. STAFFING, AND IS THAT EVERYBODY THAT'S WORKING? SO THAT'S PRECINCT. DO YOU THINK THAT THAT'S PRECINCT JUDGES AS WELL AS THE OTHER CLERK PEOPLE THAT ARE THERE? SO IT'S ELECTION JUDGES AS WELL AS CLERKS. AS WELL AS CLERKS. SO WE GOT A STAFFING INCREASE. YES, THE NUMBER OF STAFF MEMBERS INCREASED AS WELL AS THEIR HOURLY RATE IT WENT UP. AND THIS IS OVER EARLY VOTING AS WELL AS ELECTION DAY. CORRECT. THIS IS THE TOTAL COST FOR OUR ENTIRE ELECTION. WHEN IS THE TIME TO LOOK AT THE CONSOLIDATION OF VOTING PLACES? TYPICALLY, YOU CAN LOOK AT IT AS AN ENTITY. WE WILL PARTICIPATE IN THE COMMISSIONER'S ACTION FILE. I PARTICIPATED IN THE INITIAL ONE AND I'VE BEEN ASKED TO JOIN THE TASK FORCE AGAIN. WE ARE GATHERING A NUMBER OF WILLING PARTICIPANTS TO DO THIS AGAIN. WE'RE TRYING TO GET OUT IN JULY TO SUBMIT THIS. THERE'S NOT A SPECIFIC TIME. THERE'S ONLY A NUMBER OF TIMES YOU CAN ONLY TAKE YOUR REDUCED NUMBER OR YOUR REVISED NUMBER TO THE STATE ONCE A YEAR. SO THE DALLAS COUNTY ELECTIONS TASK FORCE THAT WOULD INCLUDE MYSELF AND SEVERAL OTHER ENTITIES, SCHOOL DISTRICTS AND CITIES, WE'LL HAVE REPRESENTATIVES WORK WITH THE COMMISSIONERS COURTS OF DALLAS TO REDUCE THAT NUMBER AND COME UP WITH A FEASIBLE AMOUNT THAT WOULD BE MORE EQUITABLE TO YOU FOR BOTH MAY AND NOVEMBER ELECTIONS. AND SHOULD THERE BE A CALL TO INCREASE THEM BASED ON VOTER OUTCRY OR NEED IF WE HAVE NOT ALREADY REQUESTED TO REDUCE, WE CAN GO BACK AND ASK FOR INCREASE. BUT IF WE'VE REQUESTED ANY KIND OF CHANGE, YOU ONLY CAN DO THAT ANNUALLY. OK, BECAUSE WITH THE NUMBER OF I THINK WE HAVE 40 SOME SCHOOLS, 30 SOME SCHOOLS, SOMETHING, IT REALLY DOESN'T MATTER HOW MANY THAT WE ARE PARTICIPATING WITH. I KNOW IT'S OVERALL. IT'S OVERALL. SO IT'S NOT ABOUT US REQUESTING TO REDUCE HOW MANY WE WOULD INCLUDE IN THAT TOTAL NUMBER. IT WOULD TRULY BE BASED OFF THE AMOUNT OF ACTIVITY ACROSS THE COUNTY. IT COMES OUT TO ABOUT ONE HUNDRED AND SEVENTY THOUSAND COMPARED TO WHAT WE SHOW AS GISD ONE HUNDRED AND SIXTY ONE THOUSAND, WHICH IS ABOUT A 9000 DIFFERENCE. YOU HAVE TO REALIZE THAT SOME OF THOSE, LIKE SACHSE, CAN ALSO SPAN TWO DIFFERENT COUNTIES. THAT DOESN'T MEAN THAT EVERYBODY WITHIN SACHSE WOULD BE VOTING IN OUR GARLAND ISD ELECTION TO GET US OUR REGISTERED NUMBER. ALSO THE SAME WITH THE CITY OF GARLAND. YOU COULD BE CITY OF GARLAND, BUT NOT VOTE IN THE GARLAND ISD ELECTION SHOULD YOU BE ON THAT BOUNDARY WHERE YOU'RE REALLY A DALLAS OR RICHARDSON VOTER. WE ALSO HAVE POSITIONS AT LARGE, WHICH MEANS WE DON'T HAVE THE OPPORTUNITY TO CANCEL ELECTIONS. SO LIKE MR. JOHNSON, PLACE SEVEN IS UNCONTESTED. WE DO NOT CANCEL HIS POSITION. WE'RE NOT ALLOWED BY LAW. HE STILL MUST BE ON THE BALLOT. SOME OTHER DISTRICTS HAVE DISTRICT POSITIONS, CITY COUNCIL SEATS THAT ARE BY PLACE THAT ARE A SINGLE MEMBER DISTRICTS SO THEY CAN CANCEL THOSE IF THEY'RE UNCONTESTED, WHICH MEANS THAT THOSE NUMBER OF REGISTERED VOTERS IN THAT DISTRICT DON'T GO TOWARDS THIS NUMBER. SO THESE NUMBERS ARE NOT ACTUAL FOR MOST COUNTIES AND FOR MOST SCHOOL DISTRICTS I F THEY ARE SINGLE MEMBER DISTRICTS SUCH AS DALLAS ISD, THEY HAVE SINGLE MEMBER DISTRICTS. SO SOME OF THEIR SINGLE MEMBER DISTRICTS WERE UNOPPOSED. THEY WERE ABLE TO CANCEL THOSE OTHERS WERE NOT. SO I WENT BACK AND RECONFIGURED OUR NUMBERS SO THAT WE COULD PAY BASICALLY TWICE WHAT WE WOULD HAVE PAID LAST MAY TO COVER THE ENTIRE YEAR. SO I'VE FACTORED IN ABOUT TWO HUNDRED AND FIFTY THOUSAND DOLLARS FOR BOTH ELECTION COSTS ADVERTISING AND GETTING IT IN BOTH THE NEWSPAPER AND ONLINE. SO THIS HAS IF WE DO NOT APPROVE THIS, THE FOLLOWING TRANSFER, IT WILL WIPE OUT OUR BOARD BUDGET. BUT WE'RE TRANSFERRING IT FROM THAT UNUSED EXCESS, IF YOU WILL ON THE DP SIDE TO COVER EXPENSES FOR THIS. IT IS NO IMPACT TO THE BUDGET. BUT AT THE SAME TIME, YOU'RE RIGHT, IT'S TRANSFERRING SAVINGS THAT WE HAD IN ONE HAND TO PAY FOR UNEXPECTED EXPENSE ON THE OTHER. SO IT'S NOT A REALLY A WIN. THE ONLY CHANGE THAT HAS BEEN MADE TO THE RESOLUTION THAT YOU APPROVED LAST MONTH OF THE FEBRUARY BOARD MEETING IS ON ITEM NUMBER SIX, WHERE WE STATE THIS RESOLUTION SHALL TAKE EFFECT IMMEDIATELY UPON ITS PASSAGE AND IS RETROACTIVE TO DECEMBER 1ST, 2020, THE INITIAL DATE OF VACCINE AVAILABILITY. THE PRIOR RESOLUTION HAD BEEN DATED FEBRUARY 4TH, WHICH WAS THE DATE THAT WE HAD PARTNERED WITH THE CITY OF GARLAND TO WITH OUR HBJ STADIUM TO START THE VACCINATIONS. HOWEVER, THERE WERE EMPLOYEES THAT HAD RECEIVED VACCINATIONS PRIOR TO THAT DATE.
