THIS MEETING IS BEING HELD IN ACCORDANCE OF GOVERNOR GREG ABBOTT'S EXECUTIVE ORDER OF SEPTEMBER 17, 2020, AN ORDER BY ORDER OF THE DEPARTMENT OF TEXAS HEALTH AND HUMAN SERVICES.

THESE MODIFICATIONS ARE NECESSARY TO PROMOTE THE HEALTH AND SAFETY OF THE GARLAND ISD COMMUNITY AND TO COMPLY WITH GOVERNMENT ORDERS, AS WELL AS GUIDANCE FROM HEALTH AUTHORITIES.

WE'RE GOING TO HAVE DISCUSSIONS ABOUT JUST HOW WE'RE MAINTAINING THE MASK MANDATE AND HOW WE'RE GOING TO HAVE DISCUSSIONS ON HOW WE WANT TO HANDLE OUR FORUMS FOR BOARD MEETINGS FROM HERE ON OUT.

THE TEXAS SCHOOL SAFETY CENTER GIVES OUT AN OUTSTANDING INDIVIDUAL SERVICE AWARD AND THEY HAVE BESTOWED THIS TO OUR VERY OWN PAT LAMB.

IT'S GIVEN TO AN INDIVIDUAL WHO HAS MADE A SIGNIFICANT CONTRIBUTION TO SCHOOL SAFETY AND SECURITY THROUGH THEIR PERSONAL INITIATIVES, COMMITMENT, STRONG ADVOCACY EFFORTS AND LEADERSHIP.

AND AT THE REGULAR BOARD MEETING, I WOULD LIKE TO BRING PAT TO SAY A FEW WORDS AND HIS ENTIRE TEAM.

I CHECKED THEIR WEBSITE YESTERDAY, TEXAS SAFE SCHOOLS, AND THEY DID NOT HAVE IT UP YET, BUT JUST A MOMENT AGO THEY DID.

SO I'M GOING TO PASS THIS OUT, IF THAT'S OK.

OK, SO 91 PROJECTS WERE APPROVED IN THE BOND PROGRAM.

TO DATE, 86 HAVE CLOSED.

WE HAVE A TOTAL OF FIVE PROJECTS THAT ARE EITHER IN CONSTRUCTION OR IN CLOSE OUT.

BEFORE WE GET STARTED, I NEED A CLARIFICATION ON THIS SLIDE.

OK, ARE THOSE NUMBERS CORRECT? DID I MESSED UP? SO FIVE THAT HAVEN'T BEEN CLOSED OUT, RIGHT? HOW MANY WERE NOT CLOSED OUT WHEN YOU FIRST GOT ON BOARD? THE NUMBER OF PROJECTS THAT WERE CLOSED WAS 20.

I'VE STARTED THE I TOOK OVER THE BOND PROGRAM IN JULY OF 2019.

SO IN ABOUT TWO YEARS TIME, A LITTLE UNDER TWO YEARS TIME, YOU CLOSED OUT A LOT OF PROJECTS.

I JUST WANT TO LET EVERYBODY KNOW HOW DILIGENT YOU'VE BEEN WORKING AND BRINGING THIS TO A CLOSE.

SO MANY THINGS WERE LEFT OPEN.

AND TRYING TO GET THIS PROGRAM TO THE FINISH LINE.

AS FAR AS DISCIPLINE SUMMARIES GO, AGAIN, THIS IS THE LIST OF DISCIPLINES THAT ARE INVOLVED WITH A PROJECT SO MANY TIMES WHEN WE HAVE A CONSTRUCTION PROJECT, WE TALK ABOUT THE ARCHITECT AND THE GENERAL CONTRACTOR.

BUT THERE ARE VARIOUS NUMBER OF OTHER CONSULTANTS THAT ARE INVOLVED WITH THE COMPLETION OF A PROJECT.

AND SO WE SHARE THIS WITH THE BOARD SO THAT YOU CAN UNDERSTAND AND SEE HOW MANY ACTUAL DISCIPLINES ARE INVOLVED WITH THE WORK THAT IT TAKES TO GET A PROJECT DONE WITHIN GARLAND.

SO THE GOAL IS THAT AT THE END OF MARCH, WE WILL HAVE FIVE PROJECTS THAT WILL STILL BE OPEN FROM AN ARCHITECT AND CONTRACTOR STANDPOINT, AND WE'LL HAVE FIVE PROJECTS THAT ARE STILL IN THE TEST AND BALANCE PIECE.

AS I SPOKE BEFORE THE TEST AND BALANCE PIECE IS THE HVAC PIECE, AND THAT IS ONE OF THE LAST ITEMS THAT GETS TESTED AND ADJUSTED BEFORE THE PROJECT IS CLOSED.

AND SO THOSE TYPICALLY FALL IN LINE WITH THE ARCHITECTS AND THE CONTRACTOR.

ON PHASE THREE, O'BANION, IT'S STILL UNDER CONSTRUCTION, AND I WILL ADDRESS THE O'BANION CONSTRUCTION IN A FOLLOW UP ITEM THAT I HAVE WITHIN THIS MEETING TO DISCUSS SOME OF THE THINGS THAT ARE STILL OPEN AT O'BANION.

IN CLOSE OUT IS THE JACKSON MIDDLE SCHOOL, NORTH GARLAND AND SOUTH GARLAND.

I WILL AM GLAD TO SAY THAT EVERY SINGLE ONE OF THESE SCHOOLS WE ARE IN AND WE HAVE DEMOBILIZED ON EVERY ONE OF THESE CAMPUSES, THE LAST ONE TO DEMOBILIZE WAS COYLE MIDDLE SCHOOL, AND IT WAS DEMOBILIZED LAST WEEK.

SO WE'RE STILL WORKING ON SOME PUNCH LIST OF THOSE.

BUT CONTRACTORS, TRAILERS AND EVERYTHING HAVE MOVED ON.

SO AT SOUTH GARLAND.

THIS IS THE INSTRUMENT STORAGE THAT WE HAVE AT SOUTH GARLAND THEY ARE UTILIZING THE SPACE NOW.

SO THAT WAS ONE OF THE LAST CAMPUSES WHEN WE MET LAST MONTH THE BUILDING WAS READY, BUT WE HAD NOT OCCUPIED THE SPACE.

AND SO STUDENTS ARE STARTING TO OCCUPY THE SPACE AT SOUTH GARLAND NOW.

SO ALL OF THEIR MATERIALS AND THINGS ARE BEING STORED AT THE CAMPUS.

AND PHASE FOUR IS COYLE MIDDLE SCHOOL.

AGAIN, IT'S STILL UNDER CONSTRUCTION.

I HAVE AN ITEM TO DISCUSS LATER ON IN THIS MEETING TO DISCUSS THE ITEMS THAT ARE STILL OPEN AT COYLE MIDDLE SCHOOL IN ORDER TO COMPLETE THAT PROJECT.

ONE OF THE LAST ITEMS THAT WERE REMAINING COYLE WAS THE SITE WORK THAT WAS PART OF THE PROJECT AND THAT WAS ENSURING CONFORMANCE WITH ADA ACCESS TO THE FRONT ENTRY.

AND SO THOSE ITEMS ARE COMPLETE NOW AT THE CAMPUS.

AGAIN, THIS IS A SITE WORK ON THE SIDE OF ON THE SIDE OF COYLE AND SOME OF THE NEWS DOORS AND FRAMES THAT WE ADDED AT COYLE AND WITH THAT, IN ADDITION TO THAT, THERE IS A REPORT ON OUR EXPENDITURES.

THIS IS A REPORT FROM ORACLE THAT GIVES YOU THE DATA AS WE SEE IT FROM THE FINANCE DEPARTMENT.

TO THE OPENING OF TEXAS IN RESPONSE TO THE COVID-19 DISASTER AND GARLAND ISD OPERATIONS, DR. RUSSELL AND DR. RINGO.

MR. JOHNSON, BOARD OF TRUSTEES, DR. LOPEZ, GOOD EVENING.

AS WE SAW AND HEARD LAST WEEK, THE GOVERNOR HAS LIFTED THE ORDER ON CAPACITY AND MASK STARTING TOMORROW.

AND WITH THAT, TEXAS EDUCATION AGENCY'S GUIDANCE IS FOR SCHOOL TO CONTINUE WEARING MASK AND PLEXIGLASS.

SO AS A DISTRICT, WE ARE FOLLOWING THE SAME GUIDELINES IN PLACE.

BUT THE PURPOSE OF THIS AGENDA ITEM IS A DISCUSSION WITH THE BOARD FOR HOW YOU WISH TO PROCEED WITH BOARD MEETINGS WITH THE CHANGE IN ORDER ON CAPACITY AND MASK AFTER TODAY'S OR AFTER TOMORROW'S DATE AND FOR UPCOMING BOARD MEETINGS.

IN REGARDS TO SCHOOLS AS YOU PONDER THAT IN THAT DISCUSSION, AGAIN, THERE WILL NOT BE ANY CHANGES.

OUR GOAL IS THAT OUR SCHOOLS REFLECT THE SAFE ENVIRONMENT THEY HAVE BEEN AND CONTINUE

TO BE WITH OUR CLEANING PROCEDURES AND MASKS INSIDE THOSE FACILITIES.

ANY COMMENTS, MS. GRIFFIN.

YES, WHY WOULD WE CHANGE ANYTHING IF THE REST OF THE DISTRICT IS GOING TO REMAIN UNDER THE GUIDELINES THAT WE'RE USING THUS FAR? SO WHY WOULD WE CHANGE ANYTHING HERE? MS. GRIFFIN, I CAN SPEAK TO THAT.

IT'S WHETHER OR NOT LEGALLY WE ARE ABLE TO.

THERE IS AN ORDER THAT GOVERNOR ABBOTT HAD ISSUED BACK IN SEPTEMBER 17, 2020 THAT I HAVE HERE.

AND ORIGINALLY THEY HAD SAID BACK IN SEPTEMBER 17TH THERE WAS NO OCCUPANCY LIMIT FOR THE FOLLOWING, AND IT OUTLINED LOCAL GOVERNMENTAL OPERATIONS, INCLUDING COUNTY AND MUNICIPAL GOVERNMENTAL OPERATIONS RELATING TO LICENSING, YADA, YADA, YADA, AND ALSO ANY PUBLIC OR PRIVATE SCHOOLS AND ANY OTHER PUBLIC OR PRIVATE INSTITUTION OF HIGHER EDUCATION.

SO WE HAD THAT BACK IN SEPTEMBER.

AND NOW WE HAVE THE MOST RECENT GUIDANCE THAT GOVERNOR ABBOTT IS ALLOWING 100 PERCENT OCCUPANCY.

AND, YOU KNOW, ALSO THE T.A GUIDANCE IS JUST FOR SCHOOL SCHOOLS, BUT NOT NECESSARILY ADMINISTRATIVE BUILDINGS.

SO I'M CHECKING WITH OTHER DISTRICTS TO SEE WHAT THEY'RE DOING AS WELL.

BUT WE HAVE THE ORDERS THAT I JUST MENTIONED BEFORE YOU.

ARE YOU SAYING WE HAVE NO CHOICE? SO WHY ARE WE DISCUSSING IT IF WE HAVE NO CHOICE? I'M NOT SAYING THAT WE HAVE NO CHOICE.

I'M JUST TRYING TO GLEAN LEGALLY WHAT WE CAN DO.

IN MY OPINION, I LOOKED INTO THIS ISSUE, ANTICIPATION OF THIS MEETING SOMEWHAT.

AND BASED ON THE SEPTEMBER 17TH, 2020 ORDERS, ONE OF THE ONES, I BELIEVE, THAT WAS RESCINDED BY THIS CURRENT EXECUTIVE ORDER.

SO WE CAN'T RELY ON ANYTHING THAT'S CONTAINED IN THAT.

SO WHEN YOU LOOK AT THIS EXECUTIVE ORDER, IT DOESN'T PROVIDE US WITH ANY GUIDANCE ON WHAT WE DO WITH RESPECT TO BOARD MEETINGS.

IT DOES SAY YOU CAN REFER TO THE TEA WITH RESPECT TO THE OPERATION OF THE SCHOOL, BUT THE GENERAL PUBLIC DOESN'T HAVE ANY RIGHT TO GO INTO A SCHOOL GENERALLY, IT'S ONLY WHAT WE ARE ABLE TO GRANT.

WE CAN'T KEEP THE GENERAL PUBLIC FROM BOARD MEETINGS UNDER NORMAL REASONS BECAUSE THE TEXAS OPEN MEETINGS ACT.

SO THAT'S THE DICHOTOMY WE HAVE.

I GUESS THE QUESTION I WOULD HAVE FOR LEGAL AND YOU, DR. RINGO, IS IF WE DO HAVE TO ALLOW THE PUBLIC TO THE MEETING, CAN WE LAY OUT THE ROOM AS SUCH THAT WE KEEP THE SEATS AS DISTANT AS POSSIBLE, I.E. WE REDUCE CAPACITY, BUT WE ALLOW FOR SOME MEASURE OF THE PUBLIC TO COME IN SO WE CAN COMPLY WITH THE OPEN MEETINGS ACT.

BUT WE HAVE THE SEATS SPREAD OUT AS CLOSE TO SIX FEET APART AS POSSIBLE.

AND THEN WE ALL GO BACK TO THE OTHER SIDE OF THE OF THE WALL OVER THERE.

YES, SIR.

THAT I'M SORRY, DR. RINGO.

MR. JOHNSON, WE DID ALLOW MEMBERS OF THE PUBLIC TO COME TO THE MEETINGS.

IT WAS JUST IN THE OVERFLOW ROOM IN THE GARLAND ROWLETT ROOM THEY JUST WERE NOT IN THIS PARTICULAR BOARDROOM WHILE THE MEETINGS WERE OCCURRING.

BUT WE DIDN'T JUST SAY THAT FOR MEMBERS OF THE PUBLIC.

WE ALSO HAD THAT FOR EMPLOYEES, FOR EXAMPLE, WE DON'T HAVE EMPLOYEES CONGREGATING RIGHT BEFORE THEIR PRESENTATION.

THEY LITERALLY GET A TEXT OR A CALL FROM THEIR RESPECTIVE CHIEF TO SAY, YOU'RE UP AND THEN THEY COME IN.

SO IT WASN'T JUST FOR THE PUBLIC, BUT SO THE PUBLIC DOES THEY ARE ALLOWED TO COME INTO THE BUILDING.

SO YOUR OPINION PRIOR TO SEPTEMBER 17TH, WE COULD HAVE DONE THAT ARRANGEMENT ALSO.

WE COULD HAVE NEVER HAD A MEMBER OF THE PUBLIC IN THIS ROOM.

THEY COULD HAVE JUST BEEN IN A REMOTE ROOM, JUST WATCHING ON TV AND THAT WOULD HAVE BEEN FINE.

AND THEY WERE DOING THAT.

WHEN IT WAS TRULY OVERFLOW.

NO, NO.

HE'S SAYING PRIOR TO ANY ORDER, LIKE IF THIS WAS A YEAR AGO OR.

PRE PANDEMIC.

YES.

COULD WE HAVE DONE THAT.

WE COULD HAVE DONE THAT.

WE COULD HAVE DONE THAT.

OTHER DISTRICTS, IT ALSO DEPENDS ON YOUR SPACE LIMITATIONS, TOO.

BUT THINK ABOUT PRE PANDEMIC.

WE HAD STUDENTS IN HERE, WE HAD PARENTS IN HERE WE HAD MEMBERS OF THE PUBLIC COME IN HERE TO AND WITH THE GUIDANCE THAT WE HAVE RECEIVED FROM DALLAS COUNTY HEALTH AUTHORITY AND ALSO GOVERNOR ABBOTT ORDERS, THIS IS WHAT THE DISTRICT

IMPLEMENTED FOR SAFETY PRECAUTIONS.

I'M JUST AND I UNDERSTAND I UNDERSTAND WHY WE DID THIS, AND I APPROVE OF WHAT WE DID IN RESPONSE TO IT, AND WE NEED TO COMPLY WITH THOSE ORDERS AND WE NEED TO COMPLY WITH LOCAL HEALTH REGULATIONS.

HOWEVER, WE CAN'T HIDE BEHIND THAT NOW.

WE'RE GOING TO HAVE TO COME UP WITH A PLAN THAT THAT CORRESPONDS WITH THE ORDER THAT THAT'S IN PLACE.

SO IF YOU'RE SAYING PRIOR TO ALL OF THIS, IT WAS PERFECTLY FINE TO HAVE NO PEOPLE IN THE ROOM EFFECTIVELY, THEN I GUESS WE'RE STILL LEGALLY COMPLIANT.

I JUST WANT TO MAKE SURE THAT'S THE CASE.

AND, YOU KNOW, IF WE DO NEED TO HAVE BE ABLE TO HAVE PUBLIC IN THIS ROOM, I WANT TO MAKE CERTAIN THAT WE DO IT IN A SAFE AND PRUDENT MANNER TO WHERE THEY'RE SPREAD OUT.

AND THERE'S NOT, LIKE YOU SAID, EVERYONE SHOULDER TO SHOULDER THE WAY IT WAS.

I THINK AT LEAST IN THE SHORT TERM, IF WE ARE GOING TO HAVE PEOPLE IN THIS ROOM, MAYBE WE TRY TO DO ANY TYPE OF AWARDS LIKE GEMS AND STUFF VIRTUALLY.

SO WE DON'T BECAUSE SO MUCH OF THAT ARE PEOPLE COMING IN SUPPORT OF THOSE PARTICULAR INDIVIDUALS.

AND THAT'S ONE OF THE REASONS WHY WE GET SO MANY PEOPLE IN THE ROOM AT ONE TIME.

I THINK IF WE DIDN'T HAVE THAT AND WE DID CONTINUE TO KEEP OUR STAFF ON CALL THROUGH TEXT, I HONESTLY, I DON'T THINK WE'D EVER HAVE MORE THAN FOUR OR FIVE PEOPLE WHO WANTED TO ACTUALLY BE HERE AS A GENERAL RULE.

BUT I THINK EVEN IF WE DO DETERMINE THAT WE NEED TO LET PEOPLE IN THE ROOM, I THINK WE CAN DO IT IN A RELATIVELY SAFE MANNER.

BUT I DID PUT THIS MATTER ON THIS AGENDA BECAUSE I WANTED OPEN DISCUSSION ON WHAT THE BOARD FELT MOST COMFORTABLE WITH.

AND WHAT I WANTED TO DO IS MAKE SURE WE'RE NOT ASSUMING THAT WE'RE JUMPING THE GUN AND WE'RE WORKING WITHIN THE LEGAL GUIDELINES AND WE HAVE THESE OPEN DISCUSSIONS HERE.

AND SO, YOU KNOW, THAT WAY WE CAN WE CAN MOVE APPROPRIATELY AND THE PUBLIC KNOWS WHAT WE'RE THINKING AND WHY WE'RE REACTING TO WHATEVER ORDER IS OUT THERE.

THE ORDER DOES SAY UP TO 100 PERCENT CAPACITY.

THERE'S PLACES THAT WILL NOT OPEN UP 100 PERCENT.

THERE'S PLACES THAT WILL BE ENFORCING THE MASK POLICY.

OK, THERE'S PEOPLE THAT ARE GOING TO BE DOING DIFFERENT THINGS.

WE JUST WANT TO MAKE SURE THAT WHATEVER IS DONE, BECAUSE WE SAID THIS IS WHAT WE DO FOR OUR CLASSROOMS. AND MS. GRIFFIN BRINGS UP A GOOD POINT.

WELL, WHY WOULD WE CHANGE ANYTHING FOR THE WAY WE RUN BOARD ROOMS. BECAUSE THOSE THINGS CAN BE MODIFIED AND WE WANT TO MAKE SURE THAT WE FOLLOW THE BOARD'S DISCRETION ON THAT.

SO ANY TYPE OF FEEDBACK FROM YOU ALL WOULD BE APPRECIATED AS WE MOVE FORWARD.

ONE, I THINK THERE'S A COMPELLING REASON THE TEA HAS RECOMMENDED WE CONTINUE THAT.

AND I THINK WE NEED TO FOLLOW TEA AND LOCAL HEALTH AUTHORITIES TO THE BEST EXTENT WE CAN.

BUT THERE'S ANOTHER ASPECT TO THIS THAT I THINK WE'RE UNIQUE ABOUT AND WE'RE A CHOICE DISTRICT.

AND WE HAVE LAID OUT ALREADY LAID OUT OUR CHOICES FOR THE FOURTH QUARTER.

SO I IMMEDIATELY LEFT THE MEETING THAT I WAS AT AND I HURRIED UP TO LAKEVIEW CENTENNIAL, TOOK THE DROP CEILING OUT, LOOKED AND SAW WHAT I WHAT I SAW.

AND WHAT I FOUND WAS, NO, THE BUILDING WAS NOT FALLING DOWN.

THE BUILDING IS STRUCTURALLY SOUND AND WAS DEFINITELY NOT FALLING DOWN.

BUT WHAT HAPPENED WAS WE HAVE THE DUCTWORK, IT'S GOT SOME CHASES WHERE THE DUCTWORK SITS AND WE HAVE HIGH PRESSURE AND LOW PRESSURE DUCT THE HIGH PRESSURE DUCT.

SO SOMEONE GOT SCARED AND THOUGHT THE BUILDING WAS FALLING DOWN.

SINCE THEN, WE HAVE INVESTIGATED THE COMPLETE AIR CONDITIONING SYSTEM AT LAKEVIEW CENTENNIAL.

AND WHAT WE HAVE FOUND IS THAT WE HAVE MULTIPLE AIR HANDLERS IN THAT CAMPUS THAT HAVE LOSS OF PRESSURE ON THE SUPPLY SIDE DUCTS.

WE HAVE A TOTAL OF NINE AIR HANDLERS THAT HAVE THAT HAVE EXPERIENCED SOME FORM OF AIR LOSS.

THAT BEING THE CASE, THE UNITS ARE WORKING HARDER TO CONTINUE TO SUPPORT BOTH COOLING AND HEATING WITHIN THE BUILDING.

AND THE BUILDING ITSELF IS NOT BEING CLIMATIZED CORRECTLY BECAUSE A LOT OF OUR AIR IS BEING LOST WITHIN THE CAVITY.

AND SO THIS PROJECT HERE IS A PROJECT TO GO BACK TO LAKEVIEW CENTENNIAL AND TO REPLACE ALL OF THE HIGH PRESSURE DUCT BETWEEN THE AIR HANDLERS.

THERE'S NINE OF THEM AND BETWEEN THE AIR HANDLERS AND THE VARIABLE AIR VOLUME UNITS.

THOSE ARE THE UNITS THAT ACTUALLY TAKE THE AIR AND DISTRIBUTE THE AIR INTO SPECIFIC CLASSROOMS. SO THOSE THE DUCT WORK BETWEEN THE THE PAV UNITS AND THE CLASSROOM WOULD NOT BE REPLACED.

IT'S ONLY THE DUCTWORK THAT'S BEING REPLACED BETWEEN THE VAVS AND THE AIR HANDLERS AND ATTACHED TO THIS.

WE COMMISSIONED A REPORT FROM EMA, WHICH IS A ENGINEERING AND CONSULTING FIRM THAT THE DISTRICT USES QUITE A BIT.

AND WE ASKED EMA TO GO AND INVESTIGATE LAKEVIEW CENTENNIAL TO DETERMINE HOW MANY UNITS WERE ACTUALLY HAVING A PROBLEM.

AND SO I SHARE WITH YOU THAT WE HAVE A WE HAVE A STUDY AND IT'S IN YOUR PACKET THERE.

WE WENT AHEAD AND ATTACHED IT THERE.

AND LIKE EVERYTHING ELSE WITHIN A FACILITY, EVERYTHING HAS A LIFE EXPECTANCY.

AND SO THAT DUCTWORK HAS REACHED ITS END OF LIFE.

AND SO IT DOES TEND TO START TO CRACK, START TO CREATE SEAMS WHEN YOU GET SEAMS IN THERE YOU START TO LOSE AIR.

SO IT'S NOT REALLY RELATED TO ANY UPGRADES WE DID WITH THE HVA SYSTEM HVAC SYSTEM RECENTLY.

NO, SIR.

WE CANNOT POINT TO ANYTHING THAT WAS DONE WITHIN THE BOND PROGRAM THAT WOULD HAVE CAUSED THIS CONDITION.

EVERYTHING THAT WE SEE FROM LOOKING AT THE DUCTWORK, IT LOOKS AS THE DUCT WORK ITSELF HAD REACHED THE END OF LIFE AND AND WAS NOT REPLACED.

AND SO BUT IT NEEDS TO BE REPLACED NOW.

DO WE HAVE ANY OTHER SCHOOLS APPROXIMATELY REACHING THIS AGE THAT WE NEED TO CHECK? JUST I MEAN, IT WOULD SEEM TO ME THAT THE HVAC SYSTEM, WHEN IT WAS LEAKING, WAS EXTREMELY INEFFICIENT, LEADING TO HIGHER COST AND LOTS OF THINGS.
