LOPEZ. YOU ARE ALWAYS POSITIVE, ENERGETIC AND CHARISMATIC.
YOU KNOW, I HAVE BEEN A FAN OF YOURS SINCE THE MINUTE YOU WALKED INTO RUTH ROACH ELEMENTARY SCHOOL FOR THE VERY FIRST TIME.
WE GOT TO SPEND OUR DAY TODAY AT THE GRCTC, WHICH IS AMAZING.
THERE'S NO OTHER WORD FOR THAT.
COLEMAN BRUMAN, WHO IS ALSO A MEMBER OF CLASS 40 AND HIS STAFF, DID A GREAT JOB WITH THE TOUR AND HOSTING.
THEN THIS AFTERNOON. WE GOT TO GO TO THE NATATORIUM AND I THINK THAT WAS THE HIGHLIGHT OF THE DAY FOR ME BECAUSE THAT PLACE IS SO SPECTACULAR.
WE LEARNED ABOUT LOTS OF PROGRAMS FOR GARLAND ISD AND THE CHOICES FOR OUR STUDENTS.
THERE'S SO MANY AMAZING CHOICES.
I'VE KNOWN ABOUT CHOICE OF SCHOOL FOR A LONG TIME.
BUT I DID LEARN ABOUT SOME OF THE PROGRAMS TODAY AND I LOVE THE LOOK AT MONTESSORI.
I WAS FAMILIAR WITH MONTESSORI BEFORE, BUT TO SEE THOSE KIDS IN ACTION WAS JUST FANTASTIC. WE HAD SOME REACTIONS IN THE ROOM OF GOING, OH, WOW, I DIDN'T KNOW THAT.
SO GARLAND ISD HAS A LOT TO OFFER.
THANK YOU. THANK YOU SO MUCH, CLASS OF FORTY FOR BEING HERE AND PRESENT WITH US TODAY.
WOULD LIKE TO GIVE A SPECIAL SHOUT OUT TO ALL GISD STAFF AND SUPPORT WHO HELPED US PLAN TODAY. SO THANK YOU, GISD, GARLAND CHAMBER, WE APPRECIATE YOU FOR BEING HERE.

LOPEZ, I AM HONORED TO HAVE THESE MEN STANDING BESIDE ME, DELBERT, HOMER, LARRY AND JOHN.
YOU SEE, OFTEN THEY SHED LIGHT ON THE PROGRAMS, STUDENTS, EMPLOYEES, PARENTS INITIATIVES THROUGHOUT OUR DISTRICT.
AND IT'S EASY TO LOSE SIGHT OF THEM BECAUSE THEY'RE ALWAYS BEHIND A CAMERA.
BUT TODAY, I AM BRINGING THEM IN FRONT SO THE SPOTLIGHT CAN BE PLACED ON THEM.
WATCHING THIS TEAM WORK HAS GIVEN ME AN APPRECIATION OF THE IMMENSE BEHIND THE SCENES EFFORT TAKING PLACE TO PRODUCE THE CONTENT AND STORIES THAT PERMEATE THROUGHOUT OUR DISTRICT. THEIR JOB ENTAILS SO MUCH MORE THAN THE EYE CAN SEE.
TYPICALLY, WHEN YOU ARRIVE ON SET, THE STAGE IS ALREADY READY.
BUT WHAT YOU DIDN'T SEE IS THE HEAVY BAGS THAT THEY CARRY MOVING THE SET, LOOKING FOR THE PERFECT ANGLE, LOCATING AND REACHING OUT TO MEMBERS OF THE TEAM, CHECKING THE LIGHT AND THE SOUND AND THE LIST GOES ON.
AND LET'S NOT FORGET THE HEAVY EQUIPMENT THAT THEY MUST THAT THEY LUG ALL ACROSS TOWN IN THEIR QUIET STRENGTH THEY FIND WAYS TO CAPTURE EVERY IMPORTANT MOMENT ON CAMERA.
THEY INTERPRET OUR VISION IN A WAY THAT IS NOT INTRUSIVE AND NATURAL.
THEY BRING PERSONALITIES AND LIVES TO THE STORIES IN OUR DISTRICT.
THEY ARE PATIENT AND THEY ARE KIND.

[V.D. Receive Information Regarding TxSSC Outstanding Individual Service Award Bestowed to Pat Lamb – Dr. Shelley Garrett]
REGARDING THE TXSSC OUTSTANDING INDIVIDUAL SERVICE AWARD BESTOWED TO PAT LAMB.LOPEZ. PRESIDENT SELDERS, I AM HONORED TO BE ANNOUNCING AN AWARD.
YOU'VE ALREADY HEARD ABOUT IT.
IT IS SPECIFICALLY FOR PAT LAMB.
TEXAS SCHOOL SAFETY CENTER HAS BEEN EMPOWERED BY TEXAS EDUCATION AGENCY TO MONITOR SCHOOL SAFETY.
IN EDUCATION CODE IT SAYS THEY ARE RESPONSIBLE FOR MAKING SURE ALL THESE THINGS GET DONE.
SO TEXAS SCHOOL SAFETY CENTER GIVING AN AWARD IS QUITE A BIG DEAL.
SO OUTSTANDING INDIVIDUAL SERVICE AWARD IS TO AN INDIVIDUAL WHO HAS MADE A SIGNIFICANT CONTRIBUTION TO SCHOOL SAFETY AND SECURITY THROUGH THEIR PERSONAL INITIATIVE, COMMITMENT, STRONG ADVOCACY EFFORTS AND LEADERSHIP.
GARLAND ISD, DIRECTOR OF SAFETY AND SECURITY PAT LAMB, HAS DEDICATED TWENTY FOUR YEARS TO KEEPING STUDENTS, STAFF AND COMMUNITY MEMBERS SAFE.
HE SINGLE HANDEDLY INTRODUCED THE ENTIRE REGION TO THE STANDARD RESPONSE PROTOCOL FROM THE I LOVE YOU GUYS FOUNDATION WHEN HE INVITED JOHN-MICHAEL KEYES TO PRESENT IN GARLAND IN AUGUST OF 2015 AND I WAS THERE.
SO I'M SO GLAD THAT YOU GAVE THAT TO ALL OF US IN THIS AREA.
MR. LAMB LAUNCHED THE ANONYMOUS ALERTS APP, WHICH PROVIDES ANONYMOUS REPORTING OF MORE THAN 50 ISSUES BY STUDENTS, PARENTS AND STAFF.
HE HAS ALSO IMPLEMENTED AND INGRAINED INTO THE DISTRICT CULTURE, SOMETHING THAT I CALL THE PAT.
P POSITIVE ENGAGEMENT IMMEDIATELY WITH ALL VISITORS.
A ANYONE IS EMPOWERED TO CALL A LOCKDOWN AND T, TEACH WITH CLASSROOM DOORS LOCKED.
HE INVOLVES EVERY STAKEHOLDER IN THE SCHOOL ORGANIZATION, FROM CUSTODIAN TO BUS DRIVER TO COMMUNITY MEMBERS, SENIOR CITIZEN AND SUPERINTENDENT IN ALL SAFETY PROCEDURES WITH HIS STAFF. MR. LAMB ENSURES THAT EVERY ASPECT OF SCHOOL SAFETY IS MEASURED AND TESTED.
HE GOES ABOVE AND BEYOND TO CONTINUALLY MONITOR THE QUALITY, PERFORMANCE AND RELIABILITY OF SAFETY PROCEDURES, THEREBY SAVING LIVES.
PAT. [APPLAUSE] THANK YOU. THANK YOU.
MR. SELDERS, ESTEEMED MEMBERS OF THE BOARD, DR.
LOPEZ. COME UP, GUYS. COME UP.
COME ON UP. WE ALL KNOW THAT AN AWARD LIKE THIS IS NEVER BASED ON ONE PERSON AND WANTED TO HAVE MEMBERS OF OUR TEAM HERE.
I DO APPRECIATE YOU TAKING THE TIME TO RECOGNIZE THIS SPECIAL ACKNOWLEDGMENT.
I AM PROUD TO WORK WITH MEMBERS OF TEAM GISD. I'M VERY, VERY PROUD OF THIS BOARD.
FOR SIX YEARS NOW, I'VE GOTTEN THE SUPPORT, INCREDIBLE SUPPORT FROM THE BOARD ON ALL THINGS RELATED TO SAFETY AND SECURITY.
SO THANK YOU. I ALSO WANT TO THANK DR.
DR. LOPEZ IS VERY, VERY STRATEGIC.
HE'S VERY TARGETED. HE KNOWS WHAT HE WANTS IN SAFETY AND SECURITY.
AND THAT GUIDANCE HAS BEEN INCREDIBLE.
RINGO IS A BUSY MAN, BUT EVERY TIME I CALL HIM, HE PICKS UP THE PHONE AND HE TALKS TO THE ISSUE WITH ME. I APPRECIATE THAT.
AND I COULD NOT ASK FOR A BETTER SUPERVISOR IN DR.
SHELLEY GARRETT, HEY, SHE KNOWS SECURITY.
AND I THINK BECAUSE OF HER, OUR SCOPE HAS BEEN ENHANCED AND OUR EFFECTIVENESS HAS BEEN INCREASED. AND OF COURSE, I THANK THE LORD ABOVE TO WORK WITH THE LIKES OF KEITH CHAPMAN, MARK QUINN, MIKE PIERCE AND CHANTELLE, YOU KNOW HIM BY MO MOORE AND ALSO MY SECRETARIES, ALICE JORDAN. AND WE HAVE SOME OF THE FINEST MEN AND WOMEN ON THE SECURITY TEAM WHO EVERY DAY, 365 DAYS A YEAR, 24 HOURS A DAY, DO EVERYTHING THAT'S WITHIN THEIR POWER TO MAKE SURE THAT EVERY STUDENT ENJOYS A SAFE LEARNING ENVIRONMENT AS WELL AS ALL THOSE WHO TEACH THEM. SO ON BEHALF OF TEAM GISD, I ACCEPT THIS RECOGNITION FROM OUR PARTNERS AT THE TEXAS SCHOOL SAFETY CENTER.
[00:26:13]
MIC] WE'LL NOW MOVE TO ITEM SIX TO DISCUSSION ITEMS, STARTING WITH A TRUSTEES REPORT[VI.A. Trustees' Report]
. TRUSTEE ATTENDANCE AT RECENT DISTRICT AND COMMUNITY EVENTS ANNOUNCEMENT OF UPCOMING DISTRICT AND COMMUNITY EVENTS, RECOGNITION OF OUTSTANDING PERFORMANCE BY DISTRICT STAFF AND STUDENTS AND RECOGNITION OF NEW PROGRAMS AND SPECIAL EVENTS.START WITH MR. GLICK. THANK YOU, SIR.
WE HAVE TWO NATIONAL NEWSPAPERS, THE NEW YORK TIMES AND THE WALL STREET JOURNAL.
AND PEGGY NOONAN IS, IN MY OPINION, THE NUMBER ONE OR TWO NATIONAL JOURNALISTS IN THE UNITED STATES. I'D LIKE TO JUST READ SOMETHING SHE WROTE.
THE PANDEMIC CHANGED EVERYTHING, BUT WE HAVE YET TO ABSORB FULLY EVERYTHING.
THAT MEANS ONE IS GOING TO BE THE PROFOUND PSYCHOLOGICAL IMPACT ON SOME YOUNG PEOPLE, HOW ANXIOUS AND FRIGHTENED THIS ERA WILL LEAVE THEM, EVEN HOW DOOM LADEN.
KIDS, FIVE AND SEVEN YEARS OLD ARE TRAPPED IN A HOUSE SURROUNDED BY SCREENS AND THE SCREENS SAID GERMS AND DEATH AND INVISIBLE CARRIERS.
THE PICTURES WERE ABSOLVING PEOPLE ON GURNEYS.
WE SHOULD BE ESPECIALLY CONCERNED ABOUT KIDS WHO ARE NEGLECTED AND HAVE NO CALM IN THE HOUSE BECAUSE THEY WERE LEFT MOST EXPOSED TO THE ENDLESS VIBRATIONS OF THE ADULTS ON THE SCREENS AND HAD NO SCHOOLS OR TEACHERS TO HELP THEM.
ABOUT TWO MONTHS AGO, I GOT A PHONE CALL FROM A GENTLEMAN, A VERY WELL-KNOWN TEACHER IN THE DISTRICT WHO WAS RETIRING AND HE WANTED TO NAME A FACILITY.
I WON'T MENTION THE TEACHER OR THE FACILITY.
IT WASN'T A NAME SCHOOL AFTER THIS TEACHER.
AND I WAS VERY NICE AND TOLD THEM ABOUT THE PROCEDURES, I SAID I WOULD MENTION IT TO DR.
WE HAVE SUBSEQUENTLY GOT A LETTER FROM THAT INDIVIDUAL ABOUT THAT GENTLEMAN.
IN FACT, WHAT I REALLY WANTED TO SAY WAS HOW DIFFICULT IT WAS GOING TO BE TO ACHIEVE WHAT HE WANTED TO ACHIEVE.
BUT I WANTED TO SAY IS FOR THE LAST 11 YEARS, I HAVE TRIED TO DO SOMETHING SIMILAR WITHOUT ANY SUCCESS. AND I'M GOING TO PUT ON A HAT AND I'M GOING TO HOLD UP A LITTLE SIGN. I DON'T KNOW HOW WELL YOU'LL BE ABLE TO READ IT, BUT IT SAYS MAY 22 2018.
AND I WOULD LIKE TO DIRECT EVERYBODY WATCHING THIS AND LISTENING AND IN THIS ROOM TO GO AND WATCH THAT BOARD MEETING, MAY 22ND 2018.
IT'LL TAKE YOU ABOUT 17 MINUTES OF YOUR LIFE.
HOPEFULLY YOU HAVE ENOUGH TIME TO DO THAT.
AGAIN. MAY 22, 2018, YOU'LL KNOW YOU'RE AT THE RIGHT SESSIONS BECAUSE YOU'RE GOING TO SEE A BIG TROPHY SITTING RIGHT IN FRONT OF ME AS BOARD PRESIDENT.
YOU'LL KNOW YOU'RE AT THE RIGHT SESSION.
WHAT TRIGGERED THIS? WELL, THAT WAS 34 MONTHS AGO YESTERDAY THAT I BROUGHT THAT TO THE BOARD AND THERE WAS NO ACTION TAKEN.
THIRTY FOUR MONTHS ACTUALLY STARTED 11 YEARS AGO.
[00:30:01]
ACTUALLY, THERE WAS SOME ACTION TAKEN BECAUSE I PROMISED IN THAT VIDEO, WHEN YOU WATCH IT, THAT I WOULD DELIVER THIS PACKET TO EVERYBODY AND EVERYBODY IN THIS ROOM GOT ONE.THIS IS ALL THE INFORMATION ABOUT MY REQUEST.
AFTER THEY GOT THIS PACKET, I WAS TOLD BY A BOARD MEMBER, WE HAVE A BETTER IDEA.
RATHER THAN NAMING THE COYLE BAND HALL AND PUTTING A SIGN THERE, WHY DON'T WE PUT THE SIGN OR THE PLAQUE AT ROWLETT HIGH SCHOOL? BECAUSE THAT'S WHERE COYLE DID ALL THEIR PERFORMING.
AND I AGREED BECAUSE THAT WAS THEIR WINTER AND SPRING CONCERTS WERE ALL DONE AT ROWLETT HIGH SCHOOL. AGAIN, THIRTY THREE MONTHS HAVE PASSED SINCE THAT WAS TOLD TO ME, AND AGAIN, NOTHING HAS HAPPENED.
SO I RAN ACROSS AN INTERESTING DOCUMENT AND IT WAS INTERESTING THAT MR. FIGARELLI WAS HERE.
WE HAVE A THING THAT WE CALL THE BAND FEST.
AND EVERY YEAR ALL OF OUR SEVEN HIGH SCHOOLS AND THE TWELVE MIDDLE SCHOOLS COME TO BAND FEST AND THEY PERFORM.
THERE WAS A TRADITION, I DON'T KNOW IF IT STILL EXISTS, THAT EVERY YEAR IT WOULD BE ROTATED AMONG THE SEVEN HIGH SCHOOLS SO EVERY SEVEN YEARS, WHO WOULD ACTUALLY TAKE CHARGE OF PRODUCING THE PROGRAM FOR THE BAND FEST AND TAKE THE REVENUES.
BECAUSE I WAS ON THE BAND BOARD AT HIGH SCHOOL, I GOT THAT ASSIGNMENT AND PRODUCED THIS DOCUMENT. AND ON THE FRONT PAGE IT SAYS, BEST HUNDRED COMMUNITIES IN AMERICA FOR MUSIC EDUCATION. NOW, YOU'VE HEARD MR. FIGARELLI, YOU'VE HEARD MR. GEORGE JONES COME AND TALK ABOUT US BEING ONE OF THE BEST COMMUNITIES IN AMERICA FOR MUSIC EDUCATION.
THAT AWARD COMES FROM NAMM NATIONAL ASSOCIATION OF MUSIC MERCHANTS.
WE'VE TALKED ABOUT THAT IN OUR CONNECTED MAGAZINE, THIS SPECIFIC ONE.
WE TALKED ABOUT BEST COMMUNITIES.
IN THIS MAP OF GISD WE'VE TALKED ABOUT IT.
THE DIFFERENCE IS NOW TO MAKE THAT QUALIFICATIONS TO ABOUT ALMOST 600 DIFFERENT DISTRICTS GET THERE.
BACK THEN, IT WAS A TOP HUNDRED.
HOW DID WE GET TO BE THE TOP HUNDRED? WELL, BECAUSE OF THE COYLE MIDDLE SCHOOL, THE ONE I TALKED ABOUT 11 YEARS AGO THE ONE I TALKED ABOUT THIRTY FOUR MONTHS AGO, AND THE ONE WE STILL HAVE NOT BEEN ABLE TO PUT A PLAQUE ON A WALL.
THIRTY FOUR MONTHS, A TEACHER WHO LITERALLY GAVE HER LIFE CAME BACK THE NEXT YEAR TO TEACH HER KIDS INDIANAPOLIS, THE ONLY ONLY MIDDLE SCHOOL OF ALMOST FOURTEEN THOUSAND MIDDLE SCHOOLS TO PERFORM THAT YEAR, STILL THE ONLY SCHOOL TO WIN A STATE CHAMPIONSHIP IN GISD FOR MUSIC. AND THEY WON TOO.
THE ONLY ONE TO GET THAT TROPHY, THE BIG TROPHY YOU'LL SEE WHEN YOU WATCH IT.
THAT WAS BECAUSE THEY WERE THE BEST MIDDLE SCHOOL IN THE WORLD.
AND YET WE CANNOT PUT A PLAQUE ON A WALL THAT I AGREED TO PAY FOR WE CANNOT DO THAT.
MY DAUGHTER AND SON IN LAW AND GRANDDAUGHTER WERE JUST IN TOWN VISITING AND WE WERE DRIVING PAST COYLE AND I SAID TO MY GRANDDAUGHTER, WHO'S THREE, THAT'S THE SCHOOL WHERE MOMMY, YOUR MOM WENT TO SCHOOL.
AND MY DAUGHTER, OF COURSE, I KNEW SHE'D ASK ANYTHING WE'D DONE [INAUDIBLE] OH, OF COURSE NOT I SAID.
WHAT WAS MOST INTERESTING IS THERE WAS A GENTLEMAN WHO EVERYBODY KNOWS HIS NAME SAID TO ME AFTER THE PERFORMANCE OF COYLE THAT YOU'LL SEE ON THAT VIDEO, HE SAID, LOOKS LIKE YOU'RE FINALLY GOING TO GET IT DONE.
AND I SAID, WHY DO YOU THINK SO? WHY DO YOU THINK? SO I DIDN'T HAVE I SAID, IT SHOULD BE DONE.
THIS SHOULD HAVE BEEN AN AUTOMATIC ELEVEN YEARS AGO, BUT IT WASN'T.
WELL, I GAVE THIS OUT TO EVERYBODY.
I ASSUME MOST PEOPLE WON'T READ THIS BECAUSE IT'S VOLUMINOUS.
IT'S REALLY COOL. IT'S IN HERE.
I SAID, WHY DON'T YOU JUST READ ONE PAGE? I SAID, READ NUMBER SEVEN.
AND THIS IS FROM A GENTLEMAN NAMED TIM [INAUDIBLE], WHO MAY BE THE BEST KNOWN MUSIC PERSON IN THE WORLD, DIRECTOR OF MUSIC AT [INAUDIBLE], CLINICIAN, AUTHOR.
HE'S EVERYWHERE. AND I'VE NEVER MET SOMEONE WHO DIDN'T KNOW THE NAME OR HAVE READ SOME OF HIS WORKS. THIS IS THE LETTER HE WROTE ON THIS IN DECEMBER OF 2003.
[00:35:01]
NOW HISTORY. BUT YOUR EXTRAORDINARY PERFORMANCE ON FRIDAY AFTERNOON, DECEMBER 19, 2003, WILL LONG BE REMEMBERED BY THOSE OF US WHO WERE FORTUNATE ENOUGH TO BE IN THE AUDIENCE.WE WERE THE BENEFACTORS OF YOUR COMMITMENT AND DEDICATION TO MUSICAL ARTISTRY.
THANK YOU. EACH YEAR THERE IS A MIDWEST CONTEST THAT, QUOTE, KNOCKS ME OUT.
IT'S USUALLY THE AIR FORCE BAND OR SOME COLLEGE ENSEMBLE.
BUT THIS YEAR IT WAS YOU IN CAPITALIZED.
CLEARLY, YOU AWAKENED ALL OF US TO A NEW LEVEL OF POSSIBILITY.
AFTER EACH SELECTION, I WOULD WATCH PEOPLE NODDING TO ONE ANOTHER, GIVING THE TRADITIONAL THUMBS UP AND AFFIRMATIVELY SHAKING THEIR HEADS IN AWE OF YOUR MATURE SOUND, TECHNICAL ABILITIES AND INCREDIBLE MUSICAL EXPRESSION.
AS ONE OF MY COLLEAGUE SAID, I WANT TO RECRUIT THE WHOLE ENTIRE GROUP FOR MY UNIVERSITY BAND.
WORDS LIKE BRAVO IN QUOTES AND CONGRATULATIONS IN QUOTE, FALL FAR SHORT OF EXPRESSING THE WONDERFUL GIFT OF MUSIC YOU UNSELFISHLY SHARED WITH ALL OF US.
THANK YOU. IN EVERY DISCIPLINE, THERE ARE CERTAIN EVENTS THAT ARE CONSIDERED THE ULTIMATE. AS I'M SURE YOU KNOW, THE MIDWEST STAGE REPRESENTS THE OLYMPICS OF OUR MUSIC EDUCATION WORLD.
EVERY QUALITY ENSEMBLE ASPIRES TO BE INVITED TO SHARE THEIR TALENTS WITH THE MIDWEST AUDIENCE. AND YOU ARE NOW A MEMBER OF THE ELITE GROUP OF MUSICIANS WHO HAVE ACHIEVED THIS GIVEN GOAL. IT IS TRULY AN ACCOMPLISHMENT OF NOTEWORTHY PRAISE AND DO CELEBRATIONS.
BEST WISHES. TIM [INAUDIBLE] EXECUTIVE DIRECTOR AND THEN HE WROTE IN THE WORDS UNDERLINED EXCLAMATION POINT, BRAVO.
NOTHING HAPPENED. SO I WANTED TO TELL THAT PERSON WHO CALLED ME ABOUT THIS OTHER NAMING. YEAH, WE'LL DO IT BECAUSE IT'S SOMETHING WE SHOULD DO.
IT'LL TAKE SEVENTEEN MINUTES OF YOUR LIFE.
GO WATCH MS. [INAUDIBLE]. GO WATCH THE INCREDIBLE COYLE BAND.
JUST RECENTLY A COMPOSER COMPOSED A PIECE IN HER MEMORY AND HE SENT IT TO THE COYLE MUSICIANS FOR THEM TO PLAY PARTS IN IT.
MY DAUGHTER GOT IT. THAT'S HOW I KNEW ABOUT IT.
AND SHE PLAYED THE FIRST FRENCH FRENCH HORN PART.
THANK YOU, SIR. THANK YOU, MR. GLICK. MR. MILLER. EXCUSE ME, YES.
MY BOARD REPORT WILL BE TWO VERY, VERY COOL THINGS THAT I WAS ABLE TO DO FOR THE DISTRICT AND WITH THE KIDS. ONE WAS WASN'T WITH THE KIDS, BUT ONE WAS WITH LEADERSHIP GARLAND THIS MORNING.
I THINK THEY HAVE NAMED THEMSELVES THE BEST CLASS, THE CLASS OF 40.
I THINK ROBERT SELDERS PROBABLY ARGUED WITH THAT.
HE SAID, WHAT? CLASS OF 30? 31. THE BEST THIRTY ONE.
FOR REAL. MS. GRIFFIN SAYS 17.
I ATTENDED LEADERSHIP GARLAND SO LONG AGO, I DON'T EVEN KNOW WHAT CLASS IT WAS.
IT MIGHT HAVE BEEN TWO OR THREE.
SO LEADERSHIP GARLAND HAS ALWAYS BEEN A GREAT GROUP IT HAS GROWN UP SOME VERY GOOD LEADERS FOR THE DISTRICT, FOR THE COMMUNITY.
AND I APPLAUD ALL THOSE WHO HAVE AN EFFORT IN LEADING AND GUIDING THAT EFFORT.
VERY MUCH ENJOYED MEETING THE PEOPLE THIS MORNING.
I'M VERY GLAD TO HAVE THEM WITH US HERE TONIGHT.
ALSO, WE HAD A WE HAD A INTERSESSION CELEBRATION, SO TO SPEAK.
WE HAD I WAS ABLE TO ATTEND THREE SCHOOLS.
I WENT TO MONTCLAIR, SAM HOUSTON AND NORTH GARLAND HIGH SCHOOL TO ACCOMPANY ELIZABETH PATTERSON, TEAM USA HIGH JUMPER CHAMPION, HIGH JUMPER FROM NORTH GARLAND HIGH SCHOOL, WHO WENT ON, I BELIEVE, TO ARIZONA, ARIZONA STATE AND COMPETED AND THEN WAS ABLE TO COMPETE PROFESSIONALLY FOR YEARS.
Y'ALL SHE DID DID A GREAT JOB TALKING TO THE KIDS, INSPIRING THE KIDS, TELLING THEM THAT THEY CAN DO ANYTHING, THAT THE ONLY LIMITATION IS THEMSELVES, THEIR DESIRE AND THEIR VISION FOR THEMSELVES.
AND SHE JUST HAD A WONDERFUL MESSAGE FOR THE KIDS.
AND IT WAS KIND OF WAS KIND OF ON THOSE SPINE TINGLING MOMENTS.
WHEN SHE LEFT MONTCLAIR, THE KIDS WERE LINED UP IN THE HALLWAY FOR HER AND SHE HAD ON HER TEAM USA WARMUPS.
AND AS SHE WALKED DOWN THE HALL, THEY BROKE OUT IN THE USA, USA CHANT THESE LITTLE KIDS WITH NO PROMPTING FROM THEIR TEACHERS.
THEY JUST DID IT ON THEIR OWN.
AND SO IT WAS JUST A REALLY NEAT MOMENT.
[00:40:01]
AND I WAS SO GLAD TO HAVE BEEN THERE.THANK YOU. THANK YOU, MR. MILLER. MS. GRIFFIN. YES.
I'D JUST LIKE TO SAY, AS WE CONTINUE TO WORK TOGETHER AND AS WE CONTINUE TO STAY ON THIS EDUCATIONAL JOURNEY OF EXCELLENCE IN THE GARLAND INDEPENDENT SCHOOL DISTRICT, WE ARE ACCOMPLISHING MUCH.
ALL IS NOT LOST WITH REMOTE LEARNING, DISTANCE LEARNING, VIRTUAL LEARNING, WHATEVER WE WANT TO CALL IT.
WE HAVE STUDENTS THAT ARE SUCCEEDING AND DOING QUITE WELL.
WE HAVE PARENTS WHO ARE QUITE ENGAGED IN THEIR CHILDREN'S EDUCATION.
AS ALWAYS, WE DO HAVE STUDENTS THAT NEED THAT EXTRA HELP.
SO WHEN WE LOOK AT WHAT WE ARE ACCOMPLISHING AND WE LISTEN TO THE NEWS ABOUT THIS IS JUST TERRIBLE. WE DIDN'T CREATE AS AN EDUCATIONAL INSTITUTION THIS PANDEMIC.
BUT THE ONE THING WE'VE DONE IN GARLAND IS THAT WE'VE RISEN TO THE OCCASION AND WE HAVE KEPT EDUCATION FOREMOST ON OUR MINDS.
AND AS I ALWAYS DO IN TRYING TO BETTER MYSELF AND IMPROVE MYSELF.
I'VE BEEN ATTENDING VIRTUAL CONFERENCES, MEETINGS, LEGISLATIVE HEARINGS, ALL TYPES OF WORKSHOP IN AN EFFORT TO SEE WHAT DO WE NEED TO DO AND MOVING FORWARD.
SO I WILL ALWAYS CONTINUE TO TRY TO REPRESENT THIS DISTRICT AND IMPROVE MY OWN EDUCATIONAL CONCEPTS OF WHAT'S NEEDED FOR THIS GREAT GISD WITH THE SCHOOL OF COLOR AND THE CHIEF SCHOOL OF CHOICE.
THANK YOU. THANK YOU, MS. GRIFFIN. MR. BEACH, YES, THANK YOU, PRESIDENT SELDERS.
FIRST OF ALL, I'D LIKE TO CONGRATULATE LEA ANN SCHKADE AND HER TEAM AND THE INTERSESSION WEEK THAT TOOK PLACE.
I JUST WANT TO RECOGNIZE A FEW FOLKS HERE AND GOT SOME EMAILS FROM STUDENTS SAYING THEY WISH THEY DIDN'T HAVE TO GO TO SPRING BREAK OR BE OFF FOR SPRING BREAK.
THEY WOULD LIKE TO GO ON AHEAD AND DONE SOME MORE INTERSESSION.
THEY WERE HAVING THAT MUCH FUN.
SO THAT SPEAKS HIGHLY OF WHAT TOOK PLACE DURING THAT WEEK I AND SAW SOME PICTURES OF SOME OF THOSE ACTIVITIES. AND THEY WERE REALLY, REALLY EXCITING WHAT THE KIDS WERE LEARNING.
I WANT TO GIVE CONGRATULATIONS TO ALL OF OUR STUDENTS AND ALL THE SHOW AND THE ANIMALS.
I THINK WE HAD A NATIONAL CHAMPION COME OUT OF THAT PARTICULAR SHOW.
ALSO, I'D LIKE TO CONGRATULATE ALL OF OUR BAND AND CHOIR STUDENTS THAT MADE ALL STATE, ALL REGION AND ALL AMERICAN.
AND ALSO, I'D LIKE TO THANK RECOGNITION FOR THE GARLAND HEALTH DEPARTMENT FOR PUTTING OUT THE VACCINES FOR ALL OF THE TEACHERS.
THERE WAS THREE HUNDRED AND SIXTY FOUR TEACHERS CONTACTED LAST WEEK TO GO OUT AND GET THE VACCINES AND ALL THREE HUNDRED AND SIXTY FOUR SHOWED UP.
SO AND I UNDERSTAND NOW THAT WE'RE GOING TO DO MORE FOR OUR TEACHERS THAT WANT TO GET THE VACCINE. SO CONGRATULATIONS TO ALL OF THOSE FOLKS AND TO EVERYTHING THAT'S GOING ON.
OUR COMMUNITY IS RALLYING AROUND OUR SCHOOL DISTRICT AS WE RALLY AROUND THE COMMUNITY OF ROWLETT AND SACHSE AND GARLAND.
AND I JUST WANT TO SAY THANK YOU FOR BEING BEHIND US 100 PERCENT.
WE'VE GOT A LOT AHEAD OF US, BUT THE ROAD LOOKS GOOD.
SO WE'RE GOING TO WE'RE GOING TO DO GREAT THINGS.
THANK YOU. THANK YOU, MR. BEACH. MR. JOHNSON.
THANK YOU, MR. PRESIDENT. I'D LIKE TO START OFF BY CONGRATULATING THE FOLKS OVER AT THE GARLAND EDUCATION FOUNDATION, PARTICULARLY LISA COX, WITH RESPECT TO THE FOUNDATION WINNING TWO DIFFERENT AWARDS AT THE ANNUAL TEXAS SCHOOL PUBLIC RELATIONS ASSOCIATION.
THEY WON A BEST IN CATEGORY GOLD MEDAL FOR THE 2020 GOLF INVITATION.
AND THEY ALSO WON A CRYSTAL AWARD.
APPARENTLY, IT'S REALLY BIG FOR THE 2019 TINSEL AND TRIVIA.
AND THEY WERE BOTH CONSIDERED EXTREMELY INNOVATIVE CONCEPTS THAT ARE PROBABLY CATCHING FIRE AROUND THE STATE AS EVERYONE COPIES US LIKE THEY ALWAYS DO.
I WOULD ALSO LIKE TO GIVE A SHOUT OUT TO THE INTERSESSION FOLKS, LEA ANN SCHKADE AND ALL THE TEAMS AT THE SCHOOLS.
I ACTUALLY HAD A CHILD WHO ATTENDED INTERSESSION AND HE LIKED IT VERY MUCH MORE THAN REGULAR SCHOOL. HE TOLD ME.
SO THERE'S THAT. SO CONGRATULATIONS WITH RESPECT TO THAT.
IN ADDITION, I WILL POINT OUT THAT LEADERSHIP GARLAND CLASS 37 REMAINS THE BEST CLASS TO DATE. AND IN FACT, I'M GLAD YOU POINTED OUT THE GARLAND HEALTH DEPARTMENT.
JASON CHESSHER, WHO IS ONE OF THE ORGANIZING FACTORS, ALSO CLASS 37.
SO GIVE YOU A SHOUT OUT, JASON, AND THE GOOD WORK YOU'RE DOING OVER THERE WITH THE VACCINATIONS. THANK YOU VERY MUCH.
THANK YOU, MR. JOHNSON. I HAVE SEVERAL COMMENTS AND HAD AN OPPORTUNITY TO ATTEND SEVERAL
[00:45:06]
THINGS IN THE DISTRICT ABOUT A FIRST ONE OR TWO.JUST ACKNOWLEDGE THE TRANSITION.
MR. HOMER JOHNSON, RECOGNIZING HE WAS A LEGEND HERE IN GARLAND ISD AND AS A COACH AND MENTOR AND A PERSON THAT POSITIVELY IMPACTED MANY LIVES, HE LEAVES A LEGACY AND OUR PRAYERS ARE WITH HIS FAMILY AND THOSE THAT LOVED HIM.
THE SECOND. I WANTED TO JUST ALSO ACKNOWLEDGE INTERNATIONAL WOMEN'S MONTH.
AS A FATHER OF THREE DAUGHTERS, MARRIED ALMOST TWENTY FIVE YEARS, I HAVE A HOUSE FULL OF WOMEN. AND SO I DON'T THINK THAT THIS DAY COULD PASS WITHOUT ME AT LEAST ACKNOWLEDGING THAT IT IS INTERNATIONAL WOMEN'S MONTH, BUT ALSO APPRECIATING ALL THE WOMEN IN OUR LIVES WHO GO ABOVE, WHO ALWAYS GO ABOVE AND BEYOND THE CALL OF DUTY TO MAKE OUR WORLD A BETTER PLACE. AND WITH THIS RECOGNITION OF IT BEING A MONTH LONG CELEBRATION TO HONOR WOMEN'S CONTRIBUTIONS TO AMERICAN HISTORY.
SO WITH THAT, WE HAVE SO MANY WOMEN IN OUR TRI CITY COMMUNITIES OF GARLAND, ROWLETT AND SACHSE, AND WE HAVE WOMEN IN OUR DISTRICT WHO ARE ADMINISTRATORS, TEACHERS, STAFF, MOTHERS, GRANDMOTHERS, GREAT GRANDMOTHERS WHO HAVE ALSO MADE THEIR PLACE IN HISTORY.
AND ON OUR BOARD, MS. GRIFFIN JUST WANTED TO ACKNOWLEDGE THE CONTRIBUTIONS THAT YOU'VE MADE AS A WOMAN TO OUR SCHOOL DISTRICT AND TO OUR TRI CITY'S COMMUNITY.
SO WE APPRECIATE YOU AND ALSO TO MY WIFE AND MY DAUGHTERS.
I ALWAYS SAY THAT NONE OF THIS AND NONE OF THE THINGS THAT I'M DOING ARE POSSIBLE WITHOUT THEIR SUPPORT AND THEIR LOVE AND THEIR ENCOURAGEMENT.
SO I REALLY APPRECIATE ALL THE WOMEN FOR INTERNATIONAL WOMEN'S MONTH.
ALSO WANTED TO DRAW ATTENTION TO AN ALERT THAT WE HAVE ON OUR DISTRICT WEBSITE ABOUT A VIRTUAL SCHOOL SURVEY THAT IS GOING TO BE COMPLETED, OR WE'RE ASKING THAT YOU COMPLETE IT BY FRIDAY, MARCH 26TH.
WE RECOGNIZE THAT, YOU KNOW, THERE ARE OTHER WAYS THAT STUDENTS CAN LEARN IN THIS PANDEMIC WITH COVID, WE HAVE OPTIONS.
AND SO WE WANT TO SEE WHAT OPTIONS PARENTS WOULD LIKE TO ENGAGE IN TERMS OF THEIR THEIR CHILD'S LEARNING EXPERIENCE FROM GRADES THREE THROUGH 12, PLEASE, IF YOU CAN GET AN OPPORTUNITY TO ACCESS THE WEBSITE AND COMPLETE THAT SURVEY.
WE REALLY, REALLY WANT TO HEAR FROM YOU AND YOUR INPUT BECAUSE THAT MATTERS.
AND ALONG THAT SAME LINE, I WANT TO ENCOURAGE FAMILIES TO ENROLL THEIR KIDS IN OUR PRE-K PROGRAM. IT'S GOING TO OPEN UP MARCH 24TH.
PRE-K IS A FOUNDATIONAL PIECE TO CHILD DEVELOPMENT AND WE FEEL LIKE IT'S SUPER IMPORTANT.
AND SO I HOPE THAT YOU WOULD TAKE THE TIME TO ENROLL YOUR CHILD INTO OUR PRE-K PROGRAM IN GARLAND ISD. I ALSO WANT TO CONGRATULATE LEA ANN SCHKADE AND HER TEAM FOR THE GAME ON FOR GISD INTERSESSION EVENT AND HOW THAT FLOWED.
I WAS ABLE TO I WASN'T ABLE TO MAKE THE MONDAY THAT MR. MILLER WAS ABLE TO ATTEND. BUT I DID GO ON TUESDAY, THURSDAY AND FRIDAY.
SO ON TUESDAY, I HAD A CHANCE TO MEET JARED, MEETING JARED MAYDEN, WHO PLAYS FOR THE SAN FRANCISCO 49ERS.
SO WE WERE ABLE TO GO TO [INAUDIBLE] AND ROWLETT HIGH SCHOOL.
AND HE GAVE A PHENOMENAL MESSAGE ABOUT EFFORT AND WORK ETHIC.
I ALSO ATTENDED VIAL AND THERE WERE THREE FOOTBALL PLAYERS THERE, JEFFERSON FROM THE LOS ANGELES CHARGERS, RESHARD HOLLYWOOD HIGGINS FROM CLEVELAND BROWNS AND ANTOINE WOODS FROM THE DALLAS COWBOYS. AND WHAT WAS INTERESTING IS MY DAUGHTER, YOUNGEST DAUGHTER, AVA, ATTENDED VIAL SHE WAS THERE, WITH MS. BEATRICE MARTINEZ.
AND SO I ASKED HER IF SHE WANTED TO COME ALONG WITH ME.
AND SO SHE CAME ALONG WITH ME AND I SAID, WELL, I'M JUST GOING TO MENTION YOUR NAME AND JUST HAVE YOU STAND UP. SHE WAS LIKE, DADDY, DON'T DO THAT.
AND SO WHAT ENDED UP HAPPENING SHE SAT IN THE BACK OF THE CAFETERIA.
AND SO I JUST ACKNOWLEDGED HER, I ASKED HER TO STAND UP AND SHE JUST STOOD UP AND WAVED.
BUT MS. MARTINEZ ACTUALLY BROUGHT HER ON THE STAGE AND HAD HER SPEAK TO THE STUDENTS FOR A FEW MOMENTS. AND I WAS LIKE, OK, I DON'T KNOW HOW THIS IS GOING TO GO, BECAUSE SHE'S PRETTY SHY. BUT SHE GOT UP THERE AND SHE JUST TALKED TO THE STUDENTS.
AND IT WAS REALLY EYE OPENING TO ME BECAUSE I'VE NEVER HEARD HER SPEAK PUBLICLY LIKE THAT BEFORE. AND SO IT'S AMAZING THAT, YOU KNOW, AS YOUR KIDS GO THROUGH THE DISTRICT AND THINGS THAT THEY PICK UP THAT YOU DON'T EVEN KNOW, THAT THEY PICK UP IN THE SKILLS AND THE ABILITIES. AND I WAS SUPER PROUD OF HER FOR DOING THAT.
AND THEN ON FRIDAY, I HAD A CHANCE TO GO TO ARMSTRONG, HUDSON AND SACHSE, AND WE HAD A CHEIL TAC, WHO IS A FORMER SACHSE BASKETBALL PLAYER, AND SHE NOW PLAYS PROFESSIONALLY
[00:50:02]
OVERSEAS. AND, YOU KNOW, HER MESSAGE WAS WAS AWESOME.AND SO JUST THE EXPERIENCE AND SEEING THE STUDENTS FACES AND THE INSPIRATION THAT ALL OF THESE ATHLETES BROUGHT IN TERMS OF ENCOURAGING THEM TO CONTINUE TO WORK HARD AND DO THEIR VERY BEST DURING AN INTERSESSION WEEK WHEN OTHER STUDENTS MIGHT HAVE BEEN OFF DOING THINGS AND STARTING THEIR SPRING BREAK.
WE HAD THESE STUDENTS THERE WHO WANTED TO TAKE ADVANTAGE OF THE TIME.
SO I REALLY APPRECIATED HAVING THEM THERE.
MS. GRIFFIN SAYS ALL THE TIME ABOUT THANKING OUR DISTRICT AND ADMINISTRATION.
BUT I WANTED TO ALSO ECHO THAT AND THANKING ADMINISTRATION, TEACHERS, STAFF, PARENTS, OUR STUDENTS AND ALL OF OUR COMMUNITY MEMBERS FOR EVERYTHING THAT YOU GUYS ARE DOING.
YOU KNOW, WE'VE GONE THROUGH A LOT IN A SHORT PERIOD OF TIME AND IT TAKES A LOT.
AND I JUST APPRECIATE THE EFFORT AND CONTINUING TO PRESS FORWARD THROUGH THIS PARTICULAR PERIOD. AND COVID-19 HAS BEEN A REALLY INTERESTING SITUATION FOR US ALL.
AND I REALLY, REALLY APPRECIATE EVERYTHING THAT YOU GUYS HAVE DONE TO HELP US CONTINUE TO GET THROUGH THIS THIS TIME.
AND ALONG THAT SAME LINE I ATTENDED CALI SAIGON MALL.
WE HAVE MS. JENNIFER NGUYEN SHE ORGANIZED A COVID VACCINE REGISTRATION DRIVE.
AND IT WAS SO AWESOME TO SEE OVER TWO HUNDRED OR SO GISD RESIDENTS ARE NOW REGISTERED TO GET THE VACCINE. AND SO I THINK THAT THERE'S GOING TO BE SOME ONGOING CONVERSATIONS ABOUT WHAT THAT LOOKS LIKE FOR THEM GOING FORWARD.
AND, YOU KNOW, AND I THINK THAT THAT'S GOING TO BE A BEAUTIFUL THING.
AND LIKE MR. BEACH MENTIONED, I ALSO WANT TO THANK THE CITY OF GARLAND AND WHAT THEY DID IN TERMS OF THE PARTNERSHIP THAT WE HAVE WITH THE CITY FOR OFFERING THE VACCINATION TO OUR TEACHERS.
AND I UNDERSTAND THAT THERE'S GOING TO BE ONGOING SUPPORT THERE AND ONGOING COLLABORATIVE EFFORTS TO MAKE. THAT ALL OF OUR TEACHERS THAT ARE ABLE TO GET THE VACCINE WILL DO.
AND TO THOSE TEACHERS THAT SHOWED UP THREE HUNDRED AND SIXTY FOUR, WE HAD ONE HUNDRED PERCENT SHOW RATE. SO LET'S CONTINUE THAT VEIN AND KEEP THAT GOING.
SO REALLY APPRECIATE EVERYBODY'S EFFORT AND LET'S KEEP MAKING IT HAPPEN.
[VI.B. Superintendent's Report]
WILL NOW GO TO MESSAGE FROM OUR SUPERINTENDENTS REPORT.DR. LOPEZ. WELL, I THINK IT WAS PRETTY COMPREHENSIVE FROM THE BOARD.
YOU GUYS DID AN EXCELLENT JOB OF RECOGNIZING EVERYBODY.
MY PRAYERS AND THOUGHTS GO OUT TO THE FAMILIES THAT HAVE LOST LOVED ONES DURING THE COVID-19 PANDEMIC.
YOU KNOW, IT'S ALL AFFECTED US NEAR AND FAR SOME SOME CLOSER THAN OTHERS.
BUT PLEASE UNDERSTAND THAT WE CONTINUALLY HAVE YOU IN OUR THOUGHTS AND OUR PRAYERS, NOT EVEN JUST THE GISD FAMILY, BUT THE EXTENDED GISD FAMILY.
SO YOUR LOVED ONES AND THE COMMUNITY HAVE ALWAYS FIRST ON OUR MINDS.
I DO WANT TO CONGRATULATE LEA ANN SCHKADE FOR A SPECTACULAR INTERCESSION WE HAD.
OUR NUMBERS ARE PRELIMINARY UP FROM THE TIME BEFORE.
WE'RE GOING TO HAVE TO FINALIZE THAT.
BUT THE ENGAGEMENT LEVELS, THE LOVE OF GOING TO SCHOOL, MY GOODNESS, YOU KNOW, THE THINGS THAT PARENTS WERE TELLING ME, THE THINGS THAT PEOPLE WERE POSTING, PEOPLE REALLY LIKED THE INTERSESSION, BACKED UP WITH SPRING BREAK.
EVERYTHING JUST FLOWED NICELY.
AND NOW WE'RE IN THE LAST QUARTER OF THE YEAR AND WE'VE GOT TO FINISH STRONGER THAN WE STARTED. AND SO AS WE GO INTO THIS LAST QUARTER OF THE YEAR, YOU KNOW, I WANT THE PUBLIC TO KNOW THAT YOU'RE GOING TO SEE A HYPERFOCUS FROM THIS BOARD.
WHEN WE RAN INTO A WALL WITH POTENTIAL VACCINES, THIS BOARD WENT OUT OF THEIR WAY TO CONTACT EVERYBODY THEY KNOW.
I WANT TO THANK ROBERT SELDERS FOR REPRESENTING THE BOARD AND SHOWING UP TO THE CITY COUNCIL MEETING AND SPEAKING ON THE EMPLOYEE'S BEHALF.
I WANT TO THANK EACH OF YOU THAT HAVE CONTACTED ALL THE PEOPLE THAT YOU HAVE DONE.
I ALSO WANT TO THANK MS. GRIFFIN BECAUSE SHE'S GONE OUT OF HER WAY AND SHE'S GOT US ANOTHER VENDOR THAT'S GOING TO HELP US OUT AND THAT'LL BE RELEASED SOON.
AND SO THAT'S THE LOVE AND CARE THAT I SEE WITHIN OUR BOARD THAT I CAN'T SAY IS EVERYWHERE. IT'S A VERY SPECIAL IT'S A VERY SPECIAL SYNERGY.
AND WHEN PEOPLE GO OUT OF THEIR WAY, JUST BECAUSE THEY CARE, THAT SAYS A LOT ABOUT ABOUT THE PEOPLE THAT ARE HELPING MAKE THE MOST IMPORTANT DECISIONS BASED ON CHILDREN'S LIVES.
LAST BUT NOT LEAST, YES, IT'S WOMAN'S MONTH.
AND I AM A FATHER OF FOUR DAUGHTERS.
I THINK YOU CAN SEE SIMILARLY WITH ME AND ROBERT SELDERS, I KNOW HE'S MUCH MORE GOOD LOOKING, BUT WE BOTH HAVE BALD HEADS.
SO I DON'T KNOW IF IT'S GENETICS OR ALWAYS BEING OUTSMARTED.
AND WE ALWAYS HAVE TO BE CONSTANTLY THINKING.
BUT, YOU KNOW, IT'S A BEAUTIFUL THING TO BE SURROUNDED BY YOUNG, POWERFUL FUTURE LEADERS THAT HAPPEN TO BE FEMALE.
AND IN THE EDUCATION PROFESSION, ONE COMES TO RECOGNIZE THAT THE MAJORITY OF THE PEOPLE WITHIN THIS THESE RANKS ARE WOMEN AND THEY'RE THE ONES THAT ARE EDUCATING OUR FUTURE.
THEY'RE THE ONES THAT ARE LEADING THE FUTURE THROUGH CAMPUS PRINCIPALS, MAKING DECISIONS,
[00:55:02]
BEING CHIEFS, BEING ATTORNEYS AND BEING BOARD MEMBERS.AND SO WITH THAT, YOU KNOW, WE SALUTE YOUR EFFORTS AND WE THANK YOU FOR FOR MAKING THIS WORLD A BETTER PLACE.
FINALLY, WE HAVE A VERY, VERY INTERESTING LAST QUARTER OF GISD.
SO I WANT TO MAKE SOME THINGS KIND OF OUT THERE SO PEOPLE UNDERSTAND WE DO HAVE EACH HIGH SCHOOL DESIGNING THEIR OWN PROM AND THEY'RE COMING UP UNDER OUR GUIDELINES.
AND SO EACH AREA IS GOING TO BE IS GOING TO BE DEALING WITH CREATING THAT ENVIRONMENT FOR FOR STAFF AND STUDENTS.
BUT ONE OF THE STANCE THAT THE DISTRICTS HAVE MADE IS THAT IT ONLY GISD STUDENTS CAN ATTEND THE PROM. AND I WANT THE PUBLIC TO UNDERSTAND THAT IT DOESN'T MEAN THEY HAVE TO BE FROM THAT SCHOOL. SO, OF COURSE, SOMEBODY FROM LAKEVIEW CAN GO TO A ROWLETT PROM IF THEY'RE INVITED. OK, BUT OUTSIDE OF OUR DISTRICT, WE DON'T KNOW IF THEY'VE BEEN QUARANTINED. WE DON'T KNOW IF THEY'VE BEEN CONTACT TRACED.
WE KNOW THAT IF IT'S WITHIN OUR BOUNDARIES AND THE LAST THING WE WANT TO DO IS ALLOW SOMEBODY TO COME IN ON A VERY GOOD EVENT AND RUIN IT FOR EVERYBODY.
AND I REALIZE PEOPLE WANT TO BRING IN OUTSIDERS TO THESE PROM EVENTS.
BUT THE FACT OF THE MATTER IS, WE'RE NOT AT THAT POINT YET.
AND WE'RE LUCKY WE'RE WE'RE MOVING FORWARD WITH THE PROM.
WE'RE ALSO MOVING FORWARD WITH OUR GRADUATIONS AT THE CCC.
SO EVERYTHING IS ON COURSE FOR GRADUATIONS AT AT THE DATES THAT WE SAID WE WERE GOING TO HAVE THEM. SO IF THE PUBLIC IS WATCHING, MAKE YOUR ARRANGEMENTS FOR THOSE.
IT'S GOING TO BE AN EXCITING TIME.
IT'S GOING TO BE WITHIN THE FIRST WEEK OF JUNE.
AND I PROMISE YOU, WE'RE GOING TO GIVE THEM THAT GRADUATION THAT THEY DESERVE IN A FACE TO FACE MANNER. SO WITH THAT, I'LL TURN IT OVER TO YOU, MR. PRESIDENT. THANK YOU.
[VI.C. Future Agenda Items]
ALL RIGHT, WE'LL MOVE ON TO ITEM C.FUTURE AGENDA ITEMS, ANY TRUSTEES WITH ANY ITEMS THAT YOU WANT TO ADD.
MR. BEACH. ROBERT, I'D LIKE TO SEE US GET A REPORT FROM THE GILBREATH-REED AND AN UPDATE ON THE COURSES THAT ARE THERE AT THAT FACILITY RIGHT NOW AND JUST GET AN UPDATE OF HOW WELL THEY'RE DOING AND JUST KIND OF AN OVERVIEW OF WHAT'S GOING ON THERE, BECAUSE WE HAVE APPROVED A LOT OF NEW COURSES JUST RECENTLY AND THAT ARE GOING TO BE THERE AT THAT CENTER ALSO. BUT I JUST LIKE TO, IT DOESN'T HAVE TO BE A LONG ONE.
BUT JUST A QUICK UPDATE OF WHAT IS HAPPENING THERE WITH SOME OF THOSE COURSES AS FAR AS OUR CYBERSECURITY. JUST ALL THE COURSES THAT ARE GOING ON THERE AT THE GILBREATH-REED.
THANK YOU, MR. BEACH. ANY OTHER TRUSTEES WITH ANY OTHER FUTURE AGENDA ITEMS. MR. GLICK. THANK YOU, SIR.
I WOULD HOPE THAT DISTRICT AFFAIRS IN APRIL OR THE REGULAR BOARD MEETING, WE HAVE AN UPDATE ON THE WINTER MAP RESULTS.
I KNOW FROM TRUSTEES, I KNOW IN OTHER DISTRICTS, THEY'RE ALREADY SEEING THE RESULTS.
SO I HOPE WOULD WE WOULD ALSO.
MR. GLICK. ANY OTHER TRUSTEES? OF ANY FUTURE AGENDA ITEMS. THANK YOU. WE'LL MOVE TO ITEM SEVEN CONSENT AGENDA.
[VII. Consent Agenda]
CONSIDER APPROVAL OF ITEM A HUMAN RESOURCES REPORT.YES, MS. GRIFFIN. BEFORE I MAKE THE MOTION, I WOULD LIKE TO DR.
LOPEZ HINTED, OR STATED IN HIS COMMENTS.
BUT WHEN WE LOOK AT OUR UPDATED REPORT ON THE H.R.
REPORT, WE SEE A CATEGORY THAT WE HAVEN'T SEEN UNTIL THIS PANDEMIC.
AND THAT TITLE OR THAT REASON IS DECEASED.
SO I WOULD JUST LIKE FOR US, IF WE COULD, BEFORE I MAKE A MOTION FOR US TO JUST THINK ABOUT ANOTHER MOMENT OF SILENCE JUST FOR THOSE FAMILIES.
BUT WE ACTUALLY HAVE ON THIS REPORT THE NAMES.
AND WHEN YOU KIND OF LOOK AT IT AND THEN WE'VE GOTTEN EMAILS THIS WEEK AND WE HAD SOME MORE LAST WEEK, SO I WOULD JUST OFFER BEFORE THE MOTION IF WE COULD JUST KEEP THE DECEASED FAMILIES AND THINGS IN PRAYER.
AND SINCE THIS IS THE H.R., A MOMENT OF SILENCE FOR JUST WHAT THOSE FAMILIES ARE GOING TO AND AND HOW THEY COME OUT OF THIS.
ABSOLUTELY. I'LL JUST PAUSE FOR A MOMENT OF SILENCE.
[01:00:11]
THANK YOU.AND WITH THAT, I WOULD MAKE THE MOTION THAT WE APPROVE THE HUMAN RESOURCE REPORT AS UPDATED IN OUR FOLDER SECOND. BEEN MOVED BY MS. GRIFFIN, SECONDED BY MR. GLICK. THOSE IN FAVOR, RAISE YOUR HAND.
[VIII.A. Consider Approval of Waiver for Low Attendance - District Affairs Committee]
WE'LL NOW MOVE TO ITEMS EIGHT ACTION ITEM NON-CONSENT AGENDA ITEM A CONSIDER APPROVAL OF WAIVER FOR LOW ATTENDANCE.THIS ITEM AS WELL AS ITEM B CONSIDER APPROVAL OF WAIVER FROM MISSED SCHOOL DAYS WE HAD IN DISTRICT AFFAIRS. MR. MILLER, DID YOU WANT TO SHARE ANYTHING THERE? NO, SIR. EXCUSE ME.
THESE WERE DISCUSSED AND WE HAD GREAT PRESENTATIONS TWO WEEKS AGO IN OUR OR WAS IT LAST WEEK. I DON'T REMEMBER.
TWO WEEKS AGO IN OUR MEETING AND I DON'T BELIEVE THERE ARE ANY CHANGES TO THAT PRESENTATION. AWESOME.
I WOULD LIKE TO TAKE ITEM A AND B AND RECEIVE A MOTION FOR BOTH OF THOSE.
ARE YOU GUYS OK, WITH THAT? CAN WE HAVE A POINT OF CLARITY ON THAT.
YES MS. GRIFFIN. I THINK, BECAUSE THIS IS A STATE MANDATED WAIVER.
DO WE NEED TO TAKE THEM SEPARATELY TO TAKE THEM SEPARATE.
THAT'S FINE. WE CAN TAKE THEM SEPARATELY.
SO ON ITEM A CONSIDER APPROVAL OF WAIVER FOR LOW ATTENDANCE.
MR. PRESIDENT. YES, MR. JOHNSON. I MOVE THAT WE APPROVE THE WAIVER FOR LOW ATTENDANCE PRESENTED AS ACTION ITEM EIGHT A IN OUR BOARD BOOK.
SECOND. BEEN MOVED BY MR. JOHNSON, SECONDED BY MR. GLICK. ALL THOSE IN FAVOR.
[VIII.B. Consider Approval of Waiver for Missed School Days - District Affairs Committee]
WE'LL NOW MOVE TO ITEM B, CONSIDER APPROVAL OF WAIVER FOR MISSED SCHOOL DAYS.MR. PRESIDENT? YES, MR. JOHNSON. I MOVE THAT WE APPROVE THE WAIVER FOR MISSED SCHOOL DAYS, PRESENTED AS ACTION ITEM EIGHT B IN OUR BOARD BOOK.
SECOND. BEEN MOVED BY MR. JOHNSON AND SECONDED BY MR. GLICK. ALL THOSE IN FAVOR.
RAISE YOUR HAND. RAISE YOUR HAND, PLEASE.
I WANT TO SAY THANK YOU. THE MOTION CARRIES 6-0.
[VIII.C. Consider Approval of Budget Transfers and Amendments to the 2020-2021 General Fund and Student Nutrition Service Fund – Finance Committee]
ITEM EIGHT C CONSIDER APPROVAL OF BUDGET TRANSFERS AND AMENDMENTS TO THE2020-2021 GENERAL FUND AND STUDENT NUTRITION SERVICE FUND.ITEM CAME TO US IN THE FINANCE COMMITTEE.
MS. GRIFFIN. YES, THIS IS THE SAME REPORT.
WE APPROVE THE BUDGET TRANSFERS AND AMENDMENTS FOR THE TWENTY TWENTY, TWENTY, TWENTY ONE GENERAL FUND AND THE STUDENT NUTRITION SERVICE FUND AS PRINTED IN OUR AGENDA.
IT'S BEEN MOVED BY MS. GRIFFIN, SECONDED BY MR. GLICK. ALL THOSE IN FAVOR, PLEASE RAISE YOUR HAND.
[VIII.D. Consider Approval of Tax Refunds for Overpayments or Erroneous Payments – Finance Committee]
WE'LL NOW MOVE TO ITEM D.CONSIDER APPROVAL OF TAX REFUNDS FOR OVERPAYMENTS OR ERRONEOUS PAYMENTS.
MS. GRIFFIN. YES, AGAIN, THIS WAS DISCUSSED IN COMMITTEE.
THERE HAVE BEEN NO CHANGES, SO I MOVE APPROVAL TO CONSIDER THE TAX REFUNDS FOR OVERPAYMENT AND ERRONEOUS PAYMENTS AS PRINTED IN OUR AGENDA.
SECOND. BEEN MOVED BY MS. GRIFFIN SECONDED BY MR. GLICK. THOSE IN FAVOR, PLEASE RAISE YOUR HAND.
[VIII.E. Consider Approval of Job Order Contractor for HVAC Equipment and Fine Arts Acoustical Sound Panels for O’Banion Middle School Fine Arts Addition and Renovations (2014 Bond Program) – Facilities Committee]
WE'LL NOW MOVE TO ITEM EIGHT E.CONSIDER APPROVAL OF JOB ORDER CONTRACTOR FOR HVAC EQUIPMENT AND FINE ARTS ACOUSTICAL SOUND PANELS FOR O'BANION MIDDLE SCHOOL, FINE ARTS ADDITION AND RENOVATIONS IN THE 2014 BOND PROGRAM. THIS ITEM CAME THROUGH TO US IN THE FACILITIES COMMITTEE.
MR. JOHNSON, IS THERE ANYTHING THAT YOU'D LIKE TO SHARE? MR. PRESIDENT, THIS ITEM WAS PRESENTED AT LENGTH IN THE FACILITIES COMMITTEE.
MR. BOOKER IS HERE IF ANYONE HAS ANY QUESTIONS.
BUT I BELIEVE THAT ABSENT ANY QUESTIONS, I MOVE FOR APPROVAL.
IF THERE ARE NO QUESTIONS, DO I HAVE A SECOND.
SECOND. WHO SECOND? MR. GLICK. MOVED BY MR. JOHNSON, SECONDED BY MR. GLICK, ALL THOSE IN FAVOR, PLEASE RAISE YOUR HAND.
[VIII.F. Consider Approval of Lakeview Centennial High School HVAC Ductwork Replacement Project – Facilities Committee]
WE'LL NOW MOVE TO ITEM F.CONSIDER APPROVAL OF LAKEVIEW CENTENNIAL HIGH SCHOOL HVAC BACK DUCTWORK REPLACEMENT PROJECT. THIS ITEM ALSO CAME TO US THROUGH FACILITIES.
AGAIN AT THE LAST FACILITIES COMMITTEE MEETING, THIS ITEM WAS DISCUSSED OVER A GREAT DEAL OF TIME. THE BOARD WAS VERY ENGAGED WITH IT AND ABSENT ANY QUESTIONS I MOVED FOR APPROVAL OF THIS ITEM AS WELL. IT'S BEEN MOVED BY MR JOHNSON AND SECONDED BY MR. BEACH. ALL THOSE IN FAVOR, PLEASE RAISE YOUR HAND MOTION CARRIES 6-0.
WE'LL NOW MOVE TO ITEM EIGHT G CONSIDER APPROVAL OF LOCATIONS OF PRIVATE CELLULAR TOWER AT
[VIII.G. Consider Approval of Locations of Private Cellular Tower at Jackson Technology Center for Math and Science - Matt Yeager]
JACKSON TECHNOLOGY CENTER FOR MATH AND SCIENCE.[01:05:04]
ALL RIGHT, GOOD EVENING PRESIDENT SELDERS, BOARD MEMBERS, DR.LOPEZ, THIS ITEM WAS PREVIOUSLY ON LAST MONTH'S AGENDA AND WE TABLED IT FOR VARIOUS REASONS REGARDING THE HEALTH AND SAFETY OF THE TOWERS WE WERE PUTTING UP.
SO THIS INFORMATION IS REALLY TALKING ABOUT THE SITE LOCATION.
WE ARE RECOMMENDING AN ALTERNATIVE SITE LOCATION FOR THE TOWERS, WHICH IS GOING TO BE ON THE NORTH SIDE OF THAT DETACHED GYM ON THE PICTURE BELOW AND IN YOUR BOOK.
AND THAT'S KIND OF THAT'S ONE HUNDRED AND FIFTY FEET AWAY FROM THE SCHOOL BUILDING AND OVER A HUNDRED NINETY FEET AWAY FROM ANY HOMES IN THAT AREA.
AND SO THAT THAT'S ABOUT A MARGINAL COST EFFECTIVE, ABOUT EIGHT THOUSAND DOLLARS TO CHANGE THAT, TO BORE UNDERNEATH THE FIRE EXTEND FIRE ROAD RIGHT THERE AROUND THE CORNER.
BUT INSTEAD OF BEING RIGHT NEXT TO THE BUILDING, WE'RE MOVING IT TO THAT DETACHED GYM AREA NORTH SIDE OF THAT.
AND THAT'S RIGHT, KIND OF NORTH OF THE PLAYING FIELD.
ALSO WANT TO GIVE FOR THE COMMUNITY TO UNDERSTAND WHAT THESE TOWERS ARE.
I HAVE ANOTHER PRESENTATION TO KIND OF GO OVER GENERAL ASPECTS OF WHAT THE PRIVATE CELLULAR NETWORK IS AND GIVE YOU AN UPDATE, WHAT IT REALLY A LITTLE BIT MORE INFORMATION.
AND OBVIOUSLY, THE PRIVATE CELLULAR IS NOT JUST ABOUT THE PANDEMIC RIGHT NOW.
THIS IS ABOUT EQUITY AND ACCESS.
SO WE'RE LOOKING AT MAKING SURE THAT ALL GISD STUDENTS HAVE ABILITY TO CONNECT 24/7, 365.
AND SO THAT'S A PRIMARY GOAL HERE BECAUSE WE HAVE OVER THIRTY SEVEN THOUSAND ECO DIS STUDENTS IN OUR DISTRICT, WHICH IS ABOUT 68 PERCENT OF OUR STUDENTS.
AND SO THAT'S A LOT OF STUDENTS THAT HAVE AN OPPORTUNITY THAT THEY MAY NOT HAVE ACCESS.
ACCORDING TO OUR SURVEYS LAST YEAR, SINCE 2020, WE'RE SERVING OVER 13000 STUDENTS THAT HAVE INDICATED THEY HAVE NO INTERNET AT HOME.
AND SO WE HAVE 13000 HOT SPOTS CURRENTLY OUT THERE BEING USED FOR STUDENTS TO CONNECT SO THEY CAN DO THE REMOTE LEARNING GOING FORWARD.
SO THIS IS REALLY TRYING TO MAKE SURE THAT WE HAVE THE PLATFORMS AVAILABLE TO ALLOW THEM TO CONNECT FROM ANYWHERE WITHIN GISD GOING FORWARD.
AND THIS IS JUST STEP ONE OF THE PILOT GOING FORWARD.
SO AND THEN OBVIOUSLY, WHAT IS A PRIVATE CELLULAR NETWORK IS BASICALLY AN EXTENSION OF OUR WI-FI FROM OUR BUILDINGS.
SO IF YOU LOOK AT IT THAT WAY, IT'S A TOWER THAT'S CONNECTED TO OUR SCHOOL.
IT'S JUST LIKE A WI-FI HOTSPOT THAT YOU THINK IS SITTING RIGHT HERE IN THE BUILDING.
THERE'S A HOTSPOT THERE, CONNECT WIRELESSLY, BUT IT'S AN EXTENSION.
SO NOW IT EXTENDS IT OUT TO A TWO MILE RADIUS, APPROXIMATELY TWO MILE RADIUS FROM THAT BUILDING. SO IT'S NOT REALLY EVEN THOUGH IT'S SITTING AT JACKSON, IT'S NOT JUST BENEFITING JACKSON STUDENTS IS BENEFITING EVERY KID, EVERY STUDENT THAT LIVES WITHIN THAT RADIUS ABOUT TWO MILES.
SO THEY COULD BE GOING TO ANY OTHER SCHOOL ACROSS THE DISTRICT.
IF THEY LIVE THERE, THEY CAN CONNECT AND RECEIVE CONNECTION FROM THAT TOWER.
AND OBVIOUSLY, IT'S ALL GISD OWNED WE OWN THE TOWER.
IT'S JUST LIKE PUTTING UP A WI-FI SPOT IN THE SIMPLE TERM OF THAT OF OUR OWN BUILDINGS THAT WE MAINTAIN THAT IT'S IT'S KIND OF A HIGH COST UP FRONT, BUT IT GOES DOWN OVER THE LIFE OF THE DOING THAT.
SO THE TOTAL COST OF OWNERSHIP IS A LOT CHEAPER THAN CONTINUE TO PURCHASE HOT SPOTS AT FIFTEEN DOLLARS A MONTH PER DEVICE, YOU KNOW, PER YEAR OVER AND OVER AGAIN TO SUPPORT ALL OF OUR STUDENTS. SO THIS ALLOWS US TO GROW AND EXPAND.
AND THE PILOT PROGRAM IS BENEFITING THE ACTUAL TWO LOCATIONS WITHIN OUR DISTRICT THAT HAVE THE THE THE DENSEST POPULATION OF OUR LOW INCOME STUDENTS.
AND THAT'S IN THE JACKSON JUST NORTH OF HERE, AS WELL AS IN THE [INAUDIBLE] REGION AREA.
THAT WAY, WE SERVE ALMOST 5000 STUDENTS IN BOTH OF THOSE LOCATIONS.
SO THERE'S A QUITE A BIT OF STUDENTS WITHIN THAT POPULATION.
SO THE PRIVATE CELLULAR NETWORK, WHAT IT IS AND FAILED TO PROVIDE THIS PREVIOUSLY, BUT IT'S OVER THE CALL CBRS, IT'S A NEW TECHNOLOGY.
WELL IT'S NOT A NEW TECHNOLOGY.
IT WAS IN THE HANDS OF THE GOVERNMENT BEFORE, BUT SINCE LAST YEAR, IN JANUARY, THEY RELEASED THAT TO THE PUBLIC FOR USE.
AND SO THE CBRS IS OVER THE 150 MEGAHERTZ CHANNEL OF THREE POINT FIVE GIGAHERTZ BAND.
AND SO THAT'S THROUGHOUT THE SKY OUT THERE YOU CAN THINK OF THE RADIO SIGNALS ARE HITTING CERTAIN BANDS. AND SO IT'S TRAFFIC.
SO CERTAIN THINGS ARE ALLOWED TO GO ON CERTAIN AREAS.
SO IT'S LIKE A TRAFFIC JAM. SO RADIO, TV IS UP HERE.
YOU KNOW, CELL SERVICE IS HERE.
AND SO IT'S JUST KEEPING A MODERATE.
SO EVERYONE IS IN THEIR CHANNEL KIND OF CROSSING ROAD TRYING TO FIGURE OUT WHO'S IN WHAT CHANNEL. AND SO CBRS IS A CHANNEL THAT IS MORE CONSISTENT AND IT'S PROVIDED TO THE PUBLIC FOR OUR USE. AND SO THAT'S WHAT THESE RADIO SIGNALS ARE GOING TO GO OVER CBRS.
AND SO IT'S A THREE POINT FIVE GIGAHERTZ.
SO THAT NUMBER IS IMPORTANT AS WE GO FORWARD.
AND HERE IS THE CBRS EQUIPMENT THAT WE ARE PURCHASING, THE NOKIA AIRSCALE MICRO TOWERS.
AND WE'RE ALSO PUTTING THEM ON ONE HUNDRED AND FIFTY FOOT MONOPOLES.
SO THEY'RE REALLY HIGH UP IN THE AIR.
AND WE'RE PUTTING THREE OF THESE NOKIA TOWERS, NOKIA RADIOS ON TOP OF EACH TOWER.
AND THIS IS THE SPECS ON THERE SAYING THAT IT IS UNDER THE 3550, WHICH IS THE THREE POINT FIVE GIGAHERTZ BAND, AND THAT IS REALLY WHAT IT WILL LOOK LIKE, THAT'S ONE OF THE SCHOOLS
[01:10:09]
OUT NEAR FORT WORTH THAT ACTUALLY HAS THIS ONE UP.SO THAT'S AS TALL AS IT WILL GET.
KIND OF THE RADIOS AND THAT'S THE FOOTPRINT THAT IT WILL HAVE NEXT TO THE THE BUILDING GOING FORWARD. AND THEN ALSO, SINCE WE HAD SOME CONCERNS ABOUT THE HEALTH AND SAFETY OF OUR STUDENTS BASED ON THE RF EXPOSURE.
AND SO WHAT I WANT TO DO IS JUST KIND OF GIVE YOU A LITTLE BIT MORE INFORMATION ABOUT WHAT THE RF IS, WHAT RADIATION IS, BECAUSE RADIATION HAS A BAD NAME.
AND SO RADIATION, EVERYONE THINKS, OH, IT'S CANCER CAUSING.
WELL, THERE IS TWO DIFFERENT TYPES OF RADIATION, AND I'LL SHOW YOU THAT THROUGH THE ELECTRO MAGNETIC SPECTRUM.
AND SO THIS IS THE ELECTROMAGNETIC MAGNETIC SPECTRUM.
AND I'M NOT A SCIENCE TEACHER, SO DON'T ASK ME ALL THE GENERAL SCIENCE QUESTIONS.
I JUST KIND OF GIVE YOU INFORMATION ABOUT IT.
THIS REALLY CONTROLS EVERY AIRWAY, ANY TECHNOLOGY THAT'S ACTUALLY OUT THERE, SUNLIGHT, UV RAYS, GAMMA RAYS, X RAYS.
IT'S ALL ABOUT THE FREQUENCY OF THAT POWER.
MICROWAVES IN YOUR ROOM, TV AT YOUR HOUSE, TVS HERE ALL PROVIDE RF EXPOSURE AND ACTUALLY AN RF SIGNAL AND THEY ALL KIND OF FALL WITHIN THESE RANGES.
AND SO I PUT A LITTLE RED LINE RIGHT THERE WHERE OUR CBRS OUR TOWERS WILL BE AT.
SO THAT'S THE 3.4 GIGAHERTZ RANGE.
THAT'S RIGHT. ON THE CELL TOWER.
SO YOU HAVE VISIBLE LIGHT IN THE MIDDLE THERE.
AND ANYTHING TO THE RIGHT, IT'S CALLED IONIZING.
THAT'S LIKE X RAYS. THAT IS THAT WILL ACTUALLY, WHAT THEY CALL IT, CHANGE DNA AND THINGS LIKE THAT. AND THAT'S WHAT I'M TALKING ABOUT NEXT IS WHAT IS NON-IONIZING RADIATION.
AND SO X RAYS THOSE ARE IONIZING RADIATION.
THEY CAN ACTUALLY CHANGE YOUR MOLECULAR STRUCTURE IN YOUR BODY.
AND THAT'S WHAT CAUSES CANCER.
YOUR CELLS ARE CHANGING WITH THAT RADIATION.
AND SO THEY TREAT CANCER WITH RADIATION.
THEY HAVE A LOT OF DIFFERENT TYPES OF RADIATION TO TREAT IT.
BUT WE'RE ON THE FAR LEFT SIDE HERE.
AND SO I WANT TO MAKE SURE EVERYONE UNDERSTANDS WE'RE ON THIS FAR SIDE OVER HERE THAT IS NON-IONIZING. AND SO WHAT IT DOES IS IT REALLY JUST LIKE A MICROWAVE, YOU THINK, IT WARMS YOUR FOOD UP, YOU KNOW, BUT THAT'S REALLY INTENSE.
AND SO THESE THINGS ARE WAY UP THERE IN THE SKY.
THEY'RE ACTUALLY DOING A LOW BAND, RF RADIATION SIGNAL FROM OUR TOWERS.
AND THIS IS REALLY WHAT THE TOWER SIGNAL WILL LOOK LIKE WHEN THE POLES UP.
YOU WON'T SEE IT BECAUSE IT'S LIKE IT'S A COLORLESS, SIGHTLESS, BUT THAT'S REALLY WHEN THE TOWERS UP, YOU'LL SEE THIS BIG.
WELL, YOU WON'T SEE IT, BUT THAT'S REALLY THE BIG PLUME.
IT GOES HORIZONTAL ACROSS THE GROUND.
IT DOESN'T GO DOWN. SO IT PROJECTS OUT.
SO IT'S PARALLEL TO THE GROUND.
AND IT HAS BASICALLY THE HIGHEST BEAM IS RIGHT IN THE MIDDLE.
SO IT GOES THAT'S WHY MAKES IT GO ABOUT TWO MILES AWAY.
SO IT'S THE BIGGEST BEAM STRAIGHT OUT AND IT'S 150 FEET IN THE AIR.
SO THE FCC, THE FEDERAL COMMUNICATIONS COMMISSION, REGULATES EVERYTHING WE DO WITHIN CELL SERVICE AND EVERYTHING. SO BASED ON THE FCC STANDARDS IS SAYING, I'M GOING TO HIGHLIGHT SOME OF THIS, I DON'T LIKE READING EVERY SINGLE THING, BUT BASICALLY TRYING TO GET MY NOTES HERE. THE RF EMISSIONS FROM SOUTHERN PC BASE STATIONS ANTENNAS ARE GENERALLY DIRECTED TOWARD THE HORIZON AND RELATIVELY NARROW PATTERN ON A VERTICAL PLANE, MEASUREMENTS MADE NEAR A TYPICAL CELL SERVICE CELL INSTALLATION, ESPECIALLY THOSE WHERE TOWER MOUNTED ARE SHOWN THE GROUND LEVEL POWER DENSITY AS HUNDREDS OF THOUSANDS OF TIMES LESS THAN THE FCC LIMIT FOR SAFE EXPOSURE.
BUT WHAT WE WANTED TO DO AND I SHOULD GO TO THE NEXT ONE, WE WANTED TO PROVIDE AN INDEPENDENT REVIEW. SO WE WENT OUT AND WE CONTACTED A COMPANY CALLED TERRACON TO DO INDEPENDENT REVIEW ABOUT OUR EQUIPMENT, NOT ABOUT WHAT THE FCC SAYS, BUT WHAT DOES OUR EQUIPMENT SAYS AND WHAT OUR EQUIPMENT RADIO FREQUENCY IS.
AND THAT IS THE LETTER THAT YOU SHOULD RECEIVE IN YOUR PACKET.
AND I THINK RUSS IS ON RUSS ARE YOU THERE? YES, SIR. CAN YOU TURN YOUR CAMERA ON? GIVE ME JUST ONE MINUTE.
IT'S LOOKING LIKE IT'S STOPPED ON YOUR END, NOT ALLOWING ME TO TURN MINE ON.
I'LL TRY THAT ONE MORE TIME. THERE WE GO.
OK, CAN YOU SEE ME? YES. ALL RIGHT.
SO RUSS IS THE THE AUTHOR OF THIS AND THE SIGNATURE ON THIS REPORT FOR YOU.
SO HE IS HERE TO ASK ANY QUESTIONS.
BUT IF YOU READ THROUGH THIS, I WANT TO HIGHLIGHT A FEW THINGS.
HE GOES OVER WHAT THE FCC, THE MAXIMUM EXPOSURE LIMITS ARE, AND THEN HE ACTUALLY GOES THROUGH THE FORMULA TO ADDRESS THOSE.
AND THEN WHAT OUR EQUIPMENT SAYS BASED ON THE FREQUENCY AND POWER RATIOS OF OUR EQUIPMENT
[01:15:03]
AND WHAT OUR TOWER IS.AND AT THE BOTTOM, THE RESULTS ARE WE ARE .29 PERCENT OF THE ONE MILLIWATTS [INAUDIBLE] FCC MAXIMUM PERMISSIBLE EXPOSURE.
CAN YOU TELL THEM WHAT THAT MEANS? AS WITH ALL RADIATION, MOST RADIATION LIMITS ARE BASED ON THE AMOUNT OF ENERGY THAT'S DELIVERED PER UNIT OF AREA.
AND THE THE FCC LIMITS ARE BASED ON THE AMOUNT OF WATTS OR MILLIWATTS ONE THOUSANDS OF A WATT PER SQUARE CENTIMETER OF AREA AND A SQUARE CENTIMETER IS ABOUT OH, IT'S A LITTLE LESS THAN IT MIGHT BE, ABOUT A HALF OF AN INCH, NOT EVEN THAT BIG SQUARE.
AND SO ONE MILLIWATT BEING DELIVERED TO ONE SQUARE CENTIMETER OF SURFACE AREA WOULD BE THE FCC LIMIT FOR AN WHAT WE CALL AN UNCONTROLLED ENVIRONMENT.
AND I WON'T GET INTO THE DETAILS ABOUT THAT.
BUT THAT'S THAT'S WHAT THE FCC ALLOWS THE GENERAL PUBLIC TO BE EXPOSED TO FROM ANY SINGLE ANTENNA OR TRANSMISSION SOURCE.
AND SO WHAT I DID IS I CALCULATED AND THE CALCULATIONS ARE VERY STRAIGHTFORWARD, AS WITH ALL RADIATION, IT'S VERY EASY TO CALCULATE HOW MUCH ENERGY OR POWER IS GOING TO BE DELIVERED BASED ON THE CHARACTERISTICS OF THE ANTENNA AND HOW MUCH POWER IS BEING PUT [INAUDIBLE] YOU CAN KIND OF THINK OF THAT IN TERMS OF LIKE A LIGHT BULB.
IF YOU HAVE A BARE LIGHT BULB HANGING UP IN SPACE, IT'S RADIATING ENERGY IN ALL DIFFERENT DIRECTIONS IN A SPHERE ANTENNAS HAVE WHAT ARE CALLED WHAT'S CALLED GAIN, AND THAT'S THE RELATIVE FOCUS OF THAT BEAM OF ENERGY.
SO AND THE ANTENNAS THAT ARE GOING TO BE USED FOCUSED THAT ENERGY, AS YOU SAW IN MATT'S DIAGRAM. AND THEY SHOW JUST SORT OF THE PATTERN THAT THAT ENERGY GETS THROWN OUT AT.
AND I THINK AND WHAT I DID IS I TOOK EACH ONE OF THOSE RADIOS AND THERE'S GOING TO BE THREE RADIOS PER POLL, 20 WATTS PER RADIO.
SO IF YOU HAVE A MAXIMUM AT ANY ONE TIME OF 60 WATTS BEING PUSHED THROUGH THE ANTENNA, AND IF YOU HAVE A A ANTENNA SITTING ON A POLE, THAT'S ONE HUNDRED AND FIFTY FEET HIGH, THE MAXIMUM POWER YOU COULD HAVE AT THAT FOCUSED POINT WHERE IT'S ORANGE THERE ON HIS DIAGRAM, THE MAXIMUM AMOUNT YOU CAN YOU COULD BE EXPOSED TO OR YOU COULD YOU COULD MEASURE WOULD BE POINT ZERO ZERO TWO NINE MILLIWATTS PER SQUARE CENTIMETER, BECAUSE AS YOU SPREAD OUT YOU HAVE A LOT MORE SQUARE CENTIMETERS IN THAT IN THAT BIG SPHERE.
SO I TOOK THE WORST CASE SITUATION, 60 WATTS GOING THROUGH THE ANTENNA AND BEING FOCUSED AT THAT AT THAT FOCAL POINT AT ONE HUNDRED AND FIFTY FEET, YOU WOULD BE AT POINT ZERO ZERO TWO NINE MILLIWATTS PER SQUARE CENTIMETER.
AGAIN, THE FCC LIMIT FOR AN UNCONTROLLED ENVIRONMENT IS ONE.
SO YOU'RE LESS THAN YOU'RE ABOUT ZERO POINT TWO NINE PERCENT OF THE LIMIT.
AND TO PUT THAT INTO PERSPECTIVE, YOU COULD HAVE THREE HUNDRED TIMES AS MUCH POWER BEING PUT THROUGH THE ANTENNA BEFORE YOU WOULD HIT THE FCC LIMIT.
OK? AND SO THE FURTHER YOU ARE, AS WITH ALL THE RADIATION, THE FURTHER YOU ARE, THE ENERGY DROPS OFF VERY RAPIDLY.
SO THESE JUST DO NOT CREATE MUCH ENERGY.
A LITTLE BIT MORE PERSPECTIVE.
YOUR CELL PHONE HAS A POWER OUTPUT OF ABOUT ZERO POINT THREE WATTS.
AND IF YOU'RE HOLDING THAT RIGHT UP NEXT TO YOUR HEAD, YOU CAN KIND OF GUESS WHERE YOUR EXPOSURES ARE GOING TO BE. IT'S GOING TO BE MUCH HIGHER THAN THE ONE MILLIWATT PER SQUARE CENTIMETER IF YOU'RE RIGHT NEXT TO THAT ANTENNA.
SO, YOU KNOW, OUR KIDS ARE EXPOSED TO RF RADIATION ALL THE TIME CAN'T GET AWAY FROM IT, IT'S IN OUR ENVIRONMENT, MOST OF OUR IF YOU HAVE A NEW REFRIGERATOR OR MICROWAVE, A LOT OF THOSE ARE EVEN CONNECTED TO THE INTERNET.
SO THOSE ARE GIVING OFF THESE RADIO FREQUENCY WAVES AS WELL.
SO WHEN I PUT IT IN PERSPECTIVE, IT'S JUST NOT VERY MUCH ENERGY REACHING THE GROUND AT ONE HUNDRED AND FIFTY FEET.
AND RUSS IF YOU WOULD HOLD ON IN CASE THEY HAVE ANY QUESTIONS AT THE END OF THIS, WILL BE
[01:20:01]
GOOD. YES, SIR.ALL RIGHT, THEN I ALSO WANT TO PROVIDE THE COMMUNITY, THE NOKIA EXPOSURE POSITION STATEMENT SAYING NOKIA ONLY PROVIDES THINGS THAT ARE WITHIN FCC COMPLIANCE SO ALL THE EQUIPMENT THAT WE ARE PURCHASING IS WITHIN FCC COMPLIANCE GOING FORWARD.
AND THEN OBVIOUSLY, I'M ADDING AMERICAN CANCER SOCIETY BECAUSE IT WAS BROUGHT UP THAT THEY'RE CONCERNED ABOUT CANCER CAUSING.
AND BASICALLY AT THIS TIME, THERE IS NO STRONG EVIDENCE THAT EXPOSURE TO RF CAUSES ANY CANCER BASED ON THE NON-IONIZING AND THEN THE WORLD HEALTH ORGANIZATION AS AN INTERNATIONAL SOURCE BECAUSE THEY BROUGHT ANOTHER INFORMATION ON INTERNATIONAL REPORTS AND EVERYTHING. OBVIOUSLY, THE STRENGTH OF OUR FIELD IS GREATEST AT IT'S SOURCE, BUT IT DIMINISHES CONSIDERABLY WITH THE DISTANCE.
BASICALLY, IT SAYS THE EXPOSURE BASED WIRELESS ARE SO LOW THAT THE TEMPERATURE INCREASE IS INSIGNIFICANT AND DO NOT AFFECT HUMAN HEALTH.
AND THEN I ALSO WANT TO JUST RECAP AGAIN THAT THIS ONE PILOT RIGHT NOW, WE'RE TALKING ABOUT JACKSON MST AND I ADDED THE SECOND POTENTIAL PILOT, UNFORTUNATELY, DAUGHERTY WILL NOT BE IT JUST BECAUSE OF THE LOCATION.
WE CAN'T FIND A LOCATION THAT WILL FIT PERFECTLY ON IT.
AND SO OUR NEXT LOCATION, WE'RE SUGGESTING LATER, NOT NOW, LATER, WOULD BE THE MEMORIAL PATHWAY AREA, ACTUALLY HAS TWO SCHOOLS.
AND THERE'S A BIG PLOT OF LAND RIGHT BETWEEN THEM THAT'S REALLY FAR AWAY AND NICE AND NEAT THAT WE CAN PROBABLY PUT THAT LOCATION ON.
AND IF YOU LOOK AT IT, SERVES ABOUT 3500 STUDENTS WITHIN WITHOUT RELIABLE INTERNET, ACCORDING TO OUR DATA. AND I SAID WITH THAT, I'D LIKE TO PROPOSE THAT YOU APPROVE THE ALTERNATIVE LOCATION, WHICH IS ON THE NORTH SIDE OF THE EXTENDED FIELD, DETACHED FIELD HOUSE TO THE NORTH OF THAT IS OUR RECOMMENDATION.
CAN I ASK A COUPLE OF QUESTIONS? YES, SIR, GO AHEAD.
MR. BEACH. MR. RINGO IS THE COST FOR PUTTING UP THE POLE ALREADY IN NEXT YEAR'S BUDGET.
IT HAS BEEN WHAT WAS APPROVED IN JANUARY AND IT IS IN THE 651 I BELIEVE.
YES, THE BOARD HAS APPROVED THIS AND IT'S IN THE BUDGET.
IT DOES NOT IMPACT GENERAL FUND DOLLARS.
SECOND IS MAINTENANCE COST ON THE POLE? IF WHEN IT IS PUT UP, THERE WILL BE I MEAN, BECAUSE WHERE ARE WE GOING TO LOOK AT RESALE FOR OTHER PEOPLE TO BE ON THIS POLE ALSO? WELL, AT THIS TIME, WITH THESE PILOTS ARE WE'RE JUST GOING TO REALLY LOOK AT OUR CONNECTIVITY RIGHT NOW AND WE'LL MAKE DETERMINATIONS AS WE GET GOING AND HOW WE EXPAND FURTHER PAST THAT. WE WANT TO MAKE SURE THIS IS A VIABLE SOLUTION FOR US IN THE LONG RUN.
IT IS BECAUSE DALLAS HAS ONE WE'RE ALL WORKING TO ADD IN THAT SOLUTION.
BUT ONCE WE GET THE REAL DETAILS OF HOW CONNECTIVITY IS GOING TO WORK, HOW MANY KIDS WE CAN ACTUALLY GET ON TO THE FULL TOWER, AND THEN WE'LL MAKE THAT DETERMINATION HOW WE EXPAND FURTHER.
BUT IT'S ABOUT IT'S ABOUT FORTY TO FIFTY THOUSAND DOLLARS PER YEAR TO HAVE THAT ANNUAL MAINTENANCE.
I THINK HE WAS TALKING ABOUT RENTALS, A RENTAL OF OTHER PEOPLE THAT WANT TO BE ON.
YEAH, AND THOSE ARE OPPORTUNITIES WE ARE GOING TO LOOK AT GOING FORWARD.
OK, SO SINCE WE OWN IT AND SINCE WE OWN THE FIBER AND EVERYTHING ELSE, WHO IN THE DISTRICT IS GOING TO BE THE GO TO INDIVIDUAL FOR THE SALES OR THE WHATEVER, FOR THE UPKEEP AND THE SALE OF ANY OTHER MECHANISM FOR THAT POLE? WELL, DR.
RINGO AND I WILL ADDRESS THAT AND LOOK AT WHAT INDIVIDUAL WILL BE RESPONSIBLE FOR MOVING FORWARD ON SELLING SPOTS.
THE MAINTENANCE IS WITHIN MY TEAM.
AND I'M JUST CURIOUS, IF SOMEBODY WANTED TO DO SOMETHING, YOU KNOW, COME IN AND BE ON THE POLE ALSO WHAT THE CHARGE WOULD BE TO THOSE INDIVIDUALS? WE HAVEN'T NEGOTIATED. WE HAVEN'T TALKED ABOUT THAT.
OK, THANK YOU. ANY OTHER QUESTIONS.
I READ THROUGH ALL THE MATERIALS FOR THIS AND MY CONCERNS BASED ON WHAT WE'RE DOING WITH IT, WE'RE ALLEVIATED. I DO HAVE A NEW CONCERN BASED UPON THE PRESENTATION BECAUSE IT SAYS WE MIGHT BE LEASING SPACE ON OUR TOWERS.
I LIKE MAKING MONEY AND OFFSETTING COST OF THE NEXT GUY.
BUT I HAVE SOME CONCERNS WITH RESPECT TO CELLULAR PROVIDERS USING OUR TOWERS FROM THE PERSPECTIVE OF ONE.
WHAT WE'RE DISCUSSING BROADCASTING AT IS EFFECTIVELY THE LTE RANGE OF TRANSMISSIONS.
I'VE DONE SOME HOMEWORK ON THIS.
IF YOU HAVE, I'M NOT NORMALLY A RADIO FREQUENCY ENGINEER TYPE OF PERSON, BUT MY UNDERSTANDING IS THAT 5G BROADCAST AT A SUBSTANTIALLY HIGHER GIGAHERTZ THAN WHAT LTE IS.
WHAT WE'RE SENDING OUT, ALL THE DATA WE'RE REVIEWING IS WHAT WE WOULD BE DOING, SAY, VERIZON OR AT&T DECIDES TO PUT A 5 G UP THERE.
FIRST GENERATION 5G IS GOING TO BE SUB SIX GIGAHERTZ IS WHAT THEY'RE SAYING.
[01:25:03]
SECOND GENERATION IS GOING TO BE TWENTY FOUR GIGAHERTZ.THAT'S A HUGE JUMP IN CONNECTIVITY AND THINGS OF THAT NATURE.
AND I STARTED READING ABOUT THAT.
AND THERE IS ACTUALLY A LOT OF INFORMATION NOT FROM SOUTH AFRICAN STUDIES AND THINGS WE SAW BEFORE, BUT FROM THE UNIVERSITY OF CALIFORNIA, BERKELEY, GENTLEMAN BY THE NAME OF JOE MOSKOWITZ, THE DIRECTOR OF THE CENTER FOR FAMILY AND COMMUNITY HEALTH AT BERKELEY, AND 250 OTHER SCIENTISTS PETITIONED CONGRESS REGARDING THE APPLICATION OF 5G, AND THEIR WORDS WERE ALSO ECHOED BY THE SCIENTIFIC AMERICAN LATE 2019, AN ARTICLE.
WE HAVE NO REASON TO BELIEVE 5G IS SAFE, AND THEY GO THROUGH A VERY DETAILED LISTING ABOUT THE THE TYPES OF RADIO FREQUENCIES AT THAT BAND.
WHAT WE'RE TALKING ABOUT, THEY AGREE THAT, GENERALLY SPEAKING, 2G, 3G, LTE, 4G, NONE OF THAT SEEMS TO BE HAVING AN ADVERSE EFFECT ON HUMAN HEALTH.
THERE IS SOME ANECDOTAL EVIDENCE ABOUT BEE COLONIES AND THINGS LIKE THAT, BUT THEY'RE TALKING WHENEVER YOU GET INTO THIS 5G, IT'S NOT NECESSARILY THE THE BANDWIDTH, IT'S THE SIGNAL POLARIZATION.
AND THEY SAY THAT WHEN YOU GET TO THAT LEVEL, THE WORLD HEALTH ORGANIZATION HAS IDENTIFIED THAT LEVEL AS POTENTIALLY CARCINOGENIC.
SO I'M FINE WITH MOVING THE TOWER.
I'M FINE WITH PUTTING UP BROADCASTING OUR SIGNAL, CONNECTING OUR STUDENTS, GETTING THEM GOING WITH THE TECHNOLOGY TODAY.
I JUST WANT A WORD OF CAUTION.
IF WE'RE GOING TO START LOOKING AT LEASING THE SPACE, WE'RE GOING TO HAVE TO REVISIT THIS ISSUE REGARDING WHAT TYPE OF TECHNOLOGY WE'RE PUTTING ON OUR TOWERS, NOT JUST FOR OUR KIDS, BECAUSE WE'RE ALSO AFFECTING THE REST OF OUR COMMUNITY UP TO A TWO MILE RADIUS.
AND I DON'T WANT TO BE CAUSING ANY PROBLEMS FOR ANYBODY.
SO THAT'S JUST MY TWO CENTS WORTH WITH RESPECT OF IT.
BUT I'M 100 PERCENT OK WITH MOVING FORWARD WITH THIS WITH OUR TECHNOLOGY, THE WAY WE WANT TO USE ANY OTHER QUESTIONS.
I HAD ONE QUESTION, SO YOU MENTIONED ABOUT THE CHANGE IN LOCATION IN THAT YOU DIDN'T HAVE THE SPACE AVAILABLE FOR THAT.
SO I'M ASSUMING THAT MEMORIAL PATHWAY HAS THE ABILITY TO HAVE A DISTANCE OR THE SAME.
CORRECT, IT WOULD BE THE 150 FEET AWAY FROM THE BUILDING.
AND THEN WITH RESPECT TO ANY RESIDENTIAL AREAS AROUND THERE.
COOL. GOOD DEAL. I'LL ENTERTAIN A MOTION.
YEAH, JUST REAL QUICK, ROBERT, YOU KNOW I TOO ORIGINALLY HAD SOME CONCERNS.
AND DELIGHTED THAT WE SPENT A LITTLE EXTRA TIME LOOKING AT THIS BEFORE WE TRIED TO GO FOR THE HEALTH ASPECT.
I THINK IT'S BEEN SATISFIED IN MY MIND WITH MR. JOHNSON'S CONCERN ABOUT IF IT RAMPS UP TO A FIVE G OR SOMETHING THAT WOULD BE POSE HIGH RISK, I WOULD HOPE THAT THAT WOULD COME BACK TO THE BOARD FOR ANY DECISIONS, FOR ANYTHING LIKE ANY USE LIKE THAT.
I DON'T KNOW HOW WE WOULD PUT A GAUGE ON THAT, BUT I THINK I'M NOT SPEAKING FOR EVERYBODY, BUT I'M COMFORTABLE GOING FORWARD.
AND WOULD MOVE THAT WE APPROVE THIS AS PRESENTED.
BUT I WOULD JUST WANT TO CAVEAT THAT IF WE ENTERTAIN ANY LEASING ACTIVITY OUTSIDE USE OF OUR TOWER, THAT THAT COME TO THE BOARD FOR APPROVAL.
AND ONCE WE PLAN THAT, WE'LL OBVIOUSLY HAVE TO GO TO THE FACILITIES COMMITTEE AND REVIEW THAT WITHIN FACILITIES.
BUT WE'LL DEFINITELY BE ENGAGING THE BOARD WITH ANY FUTURE POLICING GOING FORWARD.
WITH THAT UNDERSTANDING, I WOULD MOVE THAT WE APPROVE THIS ITEM.
SECOND. MOVED BY MR. MILLER AND SECONDED BY MR. GLICK.
ALL THOSE IN FAVOR. RAISE YOUR HAND.
THANK YOU RUSS. APPRECIATE IT.
