MS. HOGAN DO WE HAVE ANY COMMENTS? I HAVE NO WE WILL NOW MOVE TO ITEM FIVE INFORMATION ITEM A.
[V.A. Evidence of Excellence]
EVIDENCE OF EXCELLENCE.NUMBER ONE WE WILL RECOGNIZE SCHOOL NURSES MALLORY MIKESELL, GINA LOGAN, AND LARA KOGEL.
GOOD EVENING, PRESIDENT SELDERS, BOARD OF TRUSTEES, AND DR.
LOPEZ, THIS PAST YEAR HAS CERTAINLY BEEN A CHALLENGE FOR OUR COUNTRY.
NO ONE HAS FELT THE CHALLENGE MORE THAN GISD NURSES.
THE PANDEMIC HAS ALMOST BEEN LIKE WE WERE GOING THROUGH A LOSS OF A FAMILY MEMBER.
I DON'T WANT TO SOUND MELODRAMATIC, BUT IT IS IMPORTANT THAT WE REMEMBER EVERYTHING THAT WAS LOST IN THIS LAST YEAR.
NURSES HAVE HAD TO LEAD THE CHARGE AS OUR COMMUNITY HAS HAD TO GO THROUGH THIS GRIEVING PROCESS. IT STARTED WITH DENIAL, DENIAL THAT IT WASN'T GOING TO HIT US IN OUR COMMUNITY, DENIAL THAT THINGS WEREN'T GOING TO BE THE WAY IT SHOULD BE.
THIS ISN'T REAL. THIS CAN'T BE HAPPENING.
AND I THANK GOD EVERY DAY THAT OUR LEADERSHIP AND NURSES DID NOT DENY WHAT WAS HAPPENING AND DECIDED TO EMBRACE IT AND TOOK IT HEAD ON.
THEN CAME THE ANGER, WHICH I'M SURE EVERYONE HAS FELT WITH WHY ARE YOU KEEPING ME HOME? THEN THE CALL WOULD COME, WHY ARE YOU NOT KEEPING ME HOME? WE GOT THROUGH THAT.
THEN CAME THE DEPRESSION, THE LOSS OF CUSTOMS AND NORMS, THE LOSS OF FAMILY AND FRIENDS AS PEOPLE WERE GOING THROUGH THESE STAGES OUR NURSES WERE THERE TO ABSORB THAT GUILT THE ANGER LET PEOPLE KNOW THEIR SADNESS AND ABLE TO ALLOW THEM TO VOICE IT AND GUIDE THEM THROUGH THE GRIEVING PROCESS.
I THINK WE ARE AT A PLACE RIGHT NOW THAT WE CAN FINALLY MOVE TO ACCEPTANCE AND HOPE IS A NEW WORD OF THE DAY.
I THINK WE ALL HAVE A NEWFOUND UNDERSTANDING THAT IF WE STICK TOGETHER, GISD CAN GET THROUGH ANYTHING AND THIS YEAR HAS CERTAINLY PROVED THAT TO ME.
AND I HOPE MEMBERS OF THE COMMUNITY IT PROVED IT TO THEM AS WELL.
TODAY, WE ARE HERE TO HONOR THREE OF OUR NURSES, MALLORY MIKESELL, WHICH, BY THE WAY, THIS IS HER FIRST YEAR AS A SCHOOL NURSE, WHICH IS INCREDIBLE, THE AMOUNT OF WORK THAT SHE HAS DONE THIS SCHOOL YEAR.
AND THEN LAURA KOGEL AND GINA LOGAN, THEY HAD THE HONOR OF RECEIVING THE SACHSE COMMUNITY HERO AWARD. I AM SO PROUD TO WORK WITH THESE NURSES.
THEY HAVE TAUGHT ME ABOUT PERSEVERANCE, PATIENCE AND COMPASSION.
THEY ARE NOT ONLY SACHSE'S HEROES, BUT THEY ARE MY HEROES AS WELL.
THEY HAVE BEEN WORKING SEVEN DAYS A WEEK, WHICH IS NO EXAGGERATION DURING HOLIDAYS SINCE THIS PANDEMIC STARTED.
AND I WANT TO SAY A PERSONAL THANK YOU FROM ALL STAFF, PARENTS AND COMMUNITY MEMBERS FOR
[00:05:03]
ALL YOUR HARD WORK IN MAKING A DIFFERENCE IN OUR COMMUNITY FAMILY'S LIVES.I LOVE THESE LADIES AND I LOVE EACH AND EVERY NURSE IN GISD.
WELL SOME I JUST KIND OF LIKE, JUST KIDDING.
I LOVE THEM ALL. [LAUGHTER] I REALLY DO.
I [INAUDIBLE] ALL THE WORK THAT THEY HAVE DONE HAS BEEN WORTH IT FOR THE STUDENTS AND THE STAFF IN OUR DISTRICT.
AND I WOULD LIKE TO AWARD THEM THE EVIDENCE OF EXCELLENCE.
[APPLAUSE] THANK YOU. GINA. [APPLAUSE].
AND MALLORY, [APPLAUSE] THANK YOU SO MUCH FOR EVERYTHING YOU'VE DONE FOR US.
CONGRATULATIONS THANK YOU ALL. [APPLAUSE] SUPER APPRECIATIVE OF ALL THE WORK THAT THEY'VE DONE AND AS WELL AS ALL OF OUR NURSES TO GET US THROUGH THIS CHALLENGING PERIOD.

AFTER FIVE YEARS OF GREAT MEMORIES AS AN ASSISTANT I AM GRATEFUL AND EXCITED TO BE CONTINUING MY CAREER AT LC AS THE HEAD FOOTBALL COACH AND BOYS ATHLETIC COORDINATOR.
I DO NOT TAKE THIS ROLE LIGHTLY AS I TAKE THE EDUCATIONAL WELFARE AND ATHLETIC ADVANCEMENT OF THE STUDENTS VERY SERIOUSLY.

STARS AWARD FOR CONTRACTS AND PROCUREMENT DR.RINGO. MR. SELDERS BOARD OF TRUSTEES. GOOD EVENING AGAIN.
I'M EXCITED TO ALSO PRESENT THIS TO MARK BOOKER AND TEAM.
THIS JOURNEY HAS BEEN 18 MONTHS IN THE MAKING OF HIS TEAM WORKING TOWARDS ACHIEVING THE STATUS. IT IS THE CONTRACTS AND PROCUREMENT TRANSPARENCY STAR FROM THE STATE COMPTROLLER'S OFFICE.
THROUGH MARK'S WORK, THERE ARE OVER ONE THOUSAND SCHOOL DISTRICTS IN STATE OF TEXAS AND AT THIS TIME ONLY FIVE SCHOOL DISTRICTS HAVE ACHIEVED THIS AWARD.
AND ONLY TWENTY FIVE PUBLIC ENTITIES IN THE STATE HAVE ALSO ACHIEVED THIS AWARD.
IT IS NOT AN EASY TASK TO DO DUE TO THE AMOUNT OF INFORMATION THAT'S REQUIRED TO BE ON THE WEBSITE WORK THAT'S TO BE DONE WITHIN THE ROLE AND THE POSITION OF THE DEPARTMENT WITH THESE TEAM MEMBERS. AND SO I'M VERY EXCITED TO INTRODUCE MARK BOOKER AND I WILL HAVE HIM INTRODUCE HIS TEAM TO BE RECOGNIZED TONIGHT BECAUSE THIS IS A HUGE ACCOMPLISHMENT FOR GISD. [APPLAUSE] THANK YOU, DR.

[V.F. Announce Board Member Continuing Education Credit Hours - Mechelle Hogan]
MS. HOGAN. YES, SIR.GOOD EVENING. GOOD EVENING BOARD PRESIDENT SELDERS DR.
THIS EVENING PER LAW, WE'RE REQUIRED TO ANNOUNCE OUR MAY 2021 TRUSTEE CREDITS.
EACH YEAR PRIOR TO YOUR GENERAL ELECTION YOU ARE TO ANNOUNCE THE CREDITS THAT YOU ALL HAVE RECEIVED OVER THE COURSE OF THE YEAR PRIOR.
YOU KNOW, LAST YEAR WITH COVID, OUR TIME WAS SHORTENED BECAUSE WE MOVED OUR ELECTION FROM MAY TO NOVEMBER AND GOVERNOR GREG ABBOTT GAVE US AN EXTENSION TO JANUARY OF THIS YEAR TO COMPLETE THE REQUIREMENTS FOR THAT YEAR.
SO THAT ALSO ALLOWED US A LITTLE TIME TO GET OUR HOURS DONE FOR THIS YEAR.
AS YOU CAN SEE OUR TRUSTEES ARE SPECTACULAR.
[00:25:01]
NONE OF YOU ALL ARE DEFICIENT ANY CREDITS YOU ALL HAVE EXCEEDED WELL BEYOND WHAT TEA AND TASB HAVE RECOMMENDED YOU ALL TO COMPLETE.SO THIS WILL BE THE OFFICIAL READINGS.
I'M GOING TO DO MY REQUIRED STATEMENT AND THEN I'LL GO DOWN THE LIST.
LET THE RECORD STATE THAT ALL TRUSTEES MET OR EXCEEDED THE REQUIRED HOURS OF TRAINING FOR THE MAY 2021 TRAINING PERIOD.
THE RECORD FOR CONTINUING EDUCATION HOURS OBTAINED BY EACH TRUSTEE READS AS FOLLOWS.
FOR MR. BEACH. HE COMPLETED ALL OF THE REQUIRED COURSES.
IN ADDITION TO 12 HOURS OF CONTINUING EDUCATION FOR A TOTAL OF 22 HOURS.
MR. GLICK COMPLETED ALL OF THE REQUIRED HOURS.
IN ADDITION TO 82 CONTINUING EDUCATION CREDITS FOR A TOTAL OF 92 HOURS.
MS. GRIFFIN COMPLETED ALL OF THE REQUIRED HOURS IN ADDITION TO 79.25 CONTINUING EDUCATION CREDITS FOR A TOTAL OF 90.25 HOURS.
MR. MILLER COMPLETED ALL REQUIRED HOURS IN ADDITION TO 11.5 CONTINUING EDUCATION CREDITS FOR A TOTAL OF 22.5 HOURS.
MR. SELDERS COMPLETED ALL REQUIRED HOURS IN ADDITION TO 17.75 CONTINUING EDUCATION CREDITS FOR A TOTAL OF 28.25 HOURS.
AND MR. JOHNSON COMPLETED ALL REQUIRED HOURS IN ADDITION TO 28.25 HOURS OF CONTINUING EDUCATION FOR A TOTAL OF 37.75 HOURS.
AS YOU CAN SEE, OUR HOURS ARE BROKEN OUT BY THE SIMILAR CHART AS TEA AND TASB REQUIRES.
TO THE LEFT YOU HAVE THE LEGISLATIVE UPDATE THAT YOU ALL HAVE COMPLETED BETWEEN NOVEMBER OF 2020 AND TO TODAY.
YOU ALSO COMPLETE ANOTHER ONE FOLLOWING THIS LEGISLATIVE SESSION THAT WILL PROBABLY BE COVERED IN SUMMER LEADERSHIP THAT WILL GO TOWARDS YOUR MAY OF 2022 HOURS.
YOU ALSO HAVE COMPLETED THE REQUIREMENT FOR THE CHILD ABUSE PREVENTION.
THAT WAS ABOUT AN HOUR DONE AT THE LAST SUMMER LEADERSHIP AS WELL AS THE TASA TASB CREDIT . THAT'S DONE. YOU'VE ALSO COMPLETED THE SB 1566 CREDIT STUDENT EVALUATIONS OF OUTCOMES THAT ALSO WAS DONE ANNUALLY.
YOU'LL DO THAT AGAIN FOR THIS COMING 2022 YEAR AT SUMMER LEADERSHIP THAT HOUR IS DONE EVERY OTHER YEAR. SO YOU GUYS DIDN'T COMPLETE IT WITHIN THIS LAST CALENDAR YEAR.
YOU DID IT THE YEAR PRIOR, BUT IT'S STILL COVERED FOR THIS SESSION.
YOU ALSO COMPLETED THE MINIMUM REQUIRED OF AT LEAST FIVE HOURS AND YOU'VE EXCEEDED THAT WELL BEYOND THOSE NUMBERS.
ARE THERE ANY QUESTIONS ABOUT YOUR HOURS AS YOU'VE SUBMITTED? ALL RIGHT, CONGRATULATIONS AND THANK YOU GUYS FOR ALWAYS WORKING HARD FOR ME.
[APPLAUSE] THANK YOU, MS. HOGAN. YOU'RE WELCOME.
WE'LL NOW MOVE TO ITEM SIX DISCUSSION ITEMS, TRUSTEES' REPORT NUMBER ONE, TRUSTEE
[VI.A. Trustees' Report]
ATTENDANCE AT RECENT DISTRICT AND COMMUNITY EVENTS.NUMBER TWO, ANNOUNCEMENT OF UPCOMING DISTRICT AND COMMUNITY EVENTS.
NUMBER THREE, RECOGNITION OF OUTSTANDING PERFORMANCE BY DISTRICT STAFF AND STUDENTS.
NUMBER FOUR, RECOGNITION OF NEW PROGRAMS AND SPECIAL ACTIVITIES.
WE'LL START WITH YOU, MR. GLICK. THANK YOU, SIR.
SO TODAY COMPLETES MY 14TH YEAR OF SERVICE ON THIS BOARD.
AND AS YOU CAN SEE FROM THE HOURS, I THINK I'VE AVERAGED JUST UNDER 50 HOURS OF TRAINING FOR EVERY YEAR I'VE BEEN ON THE BOARD.
I COMPLETED THE TRAINING TO MAKE ME A MASTER TRUSTEE . I READ MULTIPLE BOOKS A YEAR ON EDUCATION, I SUBSCRIBE TO EDUCATION JOURNALS, AND YET IN BETWEEN OUR MEETINGS TODAY, THE PRESIDENT CHASTISED ME, NOT MAYBE ON HIS OPINION, MAYBE ON OTHERS ON THIS BOARD FOR SPEAKING ON THESE SUBJECTS AT THIS TIME.
WELL, I READ NUMBER THREE TO SAY RECOGNITION OF OUTSTANDING PERFORMANCE OF MY DISTRICT STAFF AND STUDENTS. SO, YES, I SPOKE A FEW WEEKS AGO ABOUT MS. MARCIA ZOFFUTO, WHO DIED IN AUGUST OF 2008.
FIRST APPROACHED THE BOARD IN 2011, 2018 AND 2021.
I THOUGHT AT THAT TIME I WAS DOING WHAT THE AGENDA SAYS I'M ALLOWED TO DO.
APPARENTLY PEOPLE TOOK EXCEPTION TO THAT.
IT'S JUST VERY SAD THAT SOMEONE OF HER CALIBER HAS NEVER BEEN RECOGNIZED BY THIS DISTRICT, BUT BEEN RECOGNIZED LITERALLY ALL OVER THE UNITED STATES AND IN CERTAIN PARTS OF THE WORLD. WE'RE THE ONLY ONES WHO HAVEN'T EVER RECOGNIZED HER.
I HAD A LOT OF OTHER THINGS I WAS GOING TO TALK ABOUT TONIGHT.
I'VE ATTENDED A LOT OF MEETINGS, BUT I'M AFRAID THAT THAT WILL LEAD TO ADDITIONAL CHASTISEMENT. SO, SIR, THANK YOU.
[00:30:02]
MR. MILLER. I WOULD JUST SAY, TO THAT THERE'S AMPLE ROOM FOR PEOPLE TO PUT ITEMS ON THIS AGENDA IF THEY FEEL LIKE THEY NEED TO BE DISCUSSED, SOME OF THE ITEMS MR. GLICK HAS BROUGHT UP NEEDED DISCUSSION, BUT SINCE THEY WEREN'T ON THE AGENDA, NOBODY'S BEEN ABLE TO SPEAK ON IT EXCEPT FOR MR. GLICK. SO IF THEY'RE THAT IMPORTANT, I WOULD THINK THEY WOULD GET PUT ON AN AGENDA ITEM.WITH RESPECT TO AND MAYBE WE NEED TO PUT THIS ITEM THIS SESSION, THIS SECTION OF THE AGENDA AND MAKE IT AN AGENDA ITEM SO WE CAN DISCUSS WHAT IS PROPER AND WHAT IS NOT.
IT DOESN'T NEED TO BE ANY ONE PERSON'S OPINION THAT SWAYS IT ONE WAY OR THE OTHER.
SO I WOULD BE FOR IF IT NEEDS TO BE A DISCUSSION ITEM I'D BE FOR ELEVATING THIS TO THAT POINT SO WE CAN TALK ABOUT WHAT IS PROPER AND WHAT IS NOT.
REALLY AND THERE'S A COUPLE OF THINGS I WOULD MENTION, BUT I THINK I'M JUST GOING TO LIMIT IT TO SOMETHING THAT WAS REALLY FUN TODAY.
WENT TO THE SCHOLARSHIP PRESENTATION, THE SIGNINGS THAT WE HAD A BUNCH OF KIDS THAT ARE CONTINUING THEIR EDUCATION AND THEIR ATHLETIC CAREERS IN THE COLLEGE RANKS.
IT WAS CERTAINLY GOOD TO SEE THAT THERE WAS A LOT OF SUPPORT.
WE WERE ABLE TO HAVE SOME LIMITED AUDIENCE THERE, AND I THOUGHT THAT WAS EXCELLENT TO ACTUALLY SEE A FEW PEOPLE IN THE BLEACHERS.
I DID GO BY GARLAND HIGH YESTERDAY AND I GOT TO SEE PROBABLY MY FIRST BASEBALL GAME SINCE MAYBE SINCE I GRADUATED.
IT WAS WONDERFUL TO GO SEE THE NEW FIELD AND BE OUTSIDE.
SO I APPRECIATE THAT AND REALLY LOVE THE STUDENT INVOLVEMENT.
AND CONGRATULATIONS TO ALL OF OUR AWARD SCHOLARSHIP WINNERS AND GO BRING US HOME A DIPLOMA. THANK YOU, MR. MILLER. MS. GRIFFIN. YES.
I WOULD JUST LIKE TO SAY THAT I'M KEEPING HOPE ALIVE, THAT OUR LEGISLATORS THAT ARE IN AUSTIN ARE GOING TO DO WHAT'S RIGHT BY THE SCHOOLS IN TEXAS.
AND I CONTINUE TO WATCH THE PUBLIC HEARINGS VIRTUALLY.
AND I JUST THINK THAT THEY'RE GOING TO COME THROUGH AT THE LAST MINUTE AND I'M KEEPING HOPE ALIVE THAT WE ARE GOING TO GET OUR MONEY THAT WE NEED TO GET.
THANK YOU, MS. GRIFFIN. MR. BEACH. YES.
FIRST OF ALL, I'D LIKE TO SAY TO MECHELLE HOGAN, FOR PROFESSIONAL ADMIN THIS WEEK HAD FOR ALL YOU DO FOR THE BOARD AND EVERYTHING YOU'VE DONE FOR GARLAND INDEPENDENT SCHOOL DISTRICT AND ALL YOUR HARD WORK MECHELLE, I WANT TO PERSONALLY RECOGNIZE YOU TODAY FOR ALL YOUR EFFORTS AND ALL THOSE PROFESSIONAL ADMIN THAT ARE OUT THERE LISTENING TO THIS TODAY.
ALSO I WAS ABLE THIS WEEK TO GO OVER AND DO A COOKOUT AT MEMORIAL PATHWAY.
THE PRINCIPAL, IT WAS NICE TO GET OUTSIDE WITH THEIR GRILL AND GRILL UP SOME HOT DOGS AND HAMBURGERS FOR THEIR ENTIRE STAFF.
THE PRINCIPAL TOVAR, DECIDED EVERYBODY AT THAT SCHOOL DESERVES A RECOGNITION THIS WEEK.
AND I THOUGHT THAT WAS REALLY A GREAT VENUE FOR THEIR STAFF AND REALLY ENJOYED DOING THAT FOR THEM AND ENJOYED GOING OVER AND COOKING FOR THEM.
ALSO TODAY, I LIKE MR. MILLER I WAS ABLE TO GO TO THE NATIONAL SIGNING DAY AT THE TRIPLE C, AND IT WAS REALLY NICE TO SEE ALL THE COACHES AND ATHLETES COME OUT AND THE PARENTS.
AND I WANT TO CONGRATULATE ALL THE PARENTS INTO SIGNING UP FOR THEIR STUDENT ATHLETES THAT ARE GOING OFF TO COLLEGE NEXT YEAR AND I KNOW THAT THOSE ROOMS ARE VACANT NOW AND THE PEOPLE, THE OTHER CHILDREN OR THE OTHER KIDDOS ARE MOVING INTO THEM.
SO JUST THANK YOU FOR THAT HAPPENING TODAY.
THAT WAS PRETTY GOOD THAT CLIFF ODENWALD SAID, OF COURSE, THE RETIREMENT OF CLIFF IS GOING TO BE A BIG LOSS, BUT WE WISH HIM THE BEST.
SO IT WAS A GREAT DAY THERE TOO AT THE TRIPLE C.
THANK YOU. THANK YOU, MR. BEACH. MR. JOHNSON, I WANT TO REMIND EVERYBODY THAT WE ARE CURRENTLY IN THE MIDST OF AN ELECTION THAT AFFECTS NOT ONLY THE SCHOOL BOARD, BUT ALSO AFFECTS YOUR VARIOUS MUNICIPAL AND CITY COUNCIL ELECTIONS.
TODAY WAS THE LAST DAY OF EARLY VOTING.
SO IF YOU UNLESS YOU GOT A MINUTE ANYWHERE IN THE PARKING LOT OF A PLACE, YOU'RE PROBABLY NOT GOING TO MAKE EARLY VOTING.
I KNOW I'VE BEEN FORTUNATE ENOUGH.
I'M UNOPPOSED. SO I'M NOT ENDORSING ANYBODY OR ANYTHING HERE.
BUT I HAVE BEEN PARTICIPATING IN THE CANDIDATE FORUMS. THEY'VE BEEN VERY KIND AND THEY'VE INVITED ME EVEN THOUGH I DON'T HAVE AN OPPONENT.
SO IT'S BEEN KIND OF A BIT OF A MORE OF A LISTENING TOUR ALMOST, BECAUSE I'M ABLE TO HEAR WHAT SOME CITIZENS HAVE IMPACT WITH RESPECT TO CONCERNS ABOUT THE DISTRICT, WHETHER
[00:35:04]
THEY'RE WORRIED ABOUT WHERE WE'RE GOING AND OVERWHELMINGLY.SEEMS LIKE MOST PEOPLE ARE WORRIED ABOUT THE LEARNING LOSS THAT'S HAPPENED AS A RESULT OF COVID. I CAN ASSURE EVERYBODY IN THE PUBLIC THAT OUR ADMINISTRATION, OUR STAFF, EVERYONE HAS WORKED EXHAUSTIVELY.
WE WORKED HARDER THAN ANY DISTRICT IN THE COUNTRY AT TRYING TO ADDRESS THIS LEARNING LOSS. AND WE'RE GOING TO START SEEING THE RESULTS NEXT YEAR.
I GUARANTEE IT. WE'RE GOING TO REBOUND FROM THIS FASTER THAN ANYONE ELSE.
THANK YOU. THANK YOU, MR. JOHNSON. I'LL JUST BEGIN MY COMMENTS BY SAYING I WOULD HOPE THAT BOARD MEMBERS WOULD HONOR AND ADHERE TO THE BOARD OPERATING PROCEDURES THAT WE ALL AGREE TO REVIEWED AND WE APPROVED WITH RESPECT TO HOW WE CONDUCT OURSELVES.
TO THAT END MR. GLICK I WOULD LIKE TO JUST SHARE THAT WHAT I CALL AS A CONVERSATION WITH YOU WAS IN RESPONSE TO BOARD MEMBERS SHARING INFORMATION WITH ME, SIMPLY FOLLOWING BOARD OPERATING PROCEDURES.
I APPROACHED YOU AND SHARED THAT INFORMATION WITH YOU.
SO I HARDLY CALL WHAT I DID CHASTISEMENT OTHER THAN JUST BRINGING INFORMATION TO YOUR ATTENTION. AND SO THE NEXT STEP WOULD BE FOLLOWING OUR BOARD OPERATING PROCEDURES.
AND FIRST, I WANT TO THANK MS. HOGAN FOR YOUR PROFESSIONAL ADMINISTRATIVE ASSISTANTS DAY, I MEAN, IT'S AWESOME HAVING SOMEONE WHO HELPS US WITH EVERYTHING THAT WE HAVE TO DO AND KEEPS US IN LINE AND MAKES SURE THAT OUR JOBS ARE ABLE TO BE DONE EFFICIENTLY AND WE CAN BE EFFECTIVE IN THE WORK THAT WE DO.
ALSO I ALSO LIKE MR. MILLER AND A FEW OTHER TRUSTEES, ATTENDED THE GISD SIGNING DAY TO HAVE AN OPPORTUNITY TO SHARE IN THE EXCITEMENT WITH ALL OF OUR STUDENT ATHLETES WHO ARE GOING ON TO THAT NEXT PHASE OF THEIR ACADEMIC AND ATHLETIC CAREER.
I KNOW THE WORK THAT THEY PUT IN, AS WELL AS THE SACRIFICE OF THEIR PARENTS AND THEIR COACHES AND TEACHERS, GETTING THEM TO THIS POINT.
AND IT WAS GREAT TO SEE THAT AND EXPERIENCE THAT WITH THEM.
I KNOW DR. RUSSELL IS GOING TO SHARE MORE ABOUT THE OPPORTUNITY WITH THE HOLDSWORTH CENTER. I JUST WANTED TO JUST KIND OF ACKNOWLEDGE THAT.
AND I WAS GLAD THAT I WAS ASKED TO PARTICIPATE IN THAT PROCESS AND SHARE SOME THOUGHTS WITH THE INTERVIEWERS.
IT WAS A GREAT EXPERIENCE AND I WAS JUST EXCITED THAT WE WERE SELECTED FOR THAT THAT PRESTIGIOUS AWARD AND THEN ALSO HAD A MEETING WITH SEVERAL INDIVIDUALS A COUPLE OF WEEKS AGO ON THE IDEA OF ENTREPRENEURSHIP.
I SHARED A BOOK BY CRAIG HALL WITH EACH OF THE TRUSTEES AND DR.
LOPEZ AND SOME MEMBERS OF HIS STAFF AND CENTERED AROUND THE CONCEPT OF ENTREPRENEURSHIP AND HOW THAT COULD HELP TO DECREASE OR IMPACT THE OPPORTUNITY GAP IN OUR COMMUNITIES.
AND SO IT WAS A REALLY GREAT MEETING.
AND I UNDERSTAND AND THANK YOU, DR.
LOPEZ, FOR ALLOWING ME TO PROCEED WITH THAT AND GETTING THAT SCHEDULED.
I THOUGHT IT WAS A GREAT MEETING.
UNDERSTAND, THERE'S PROBABLY SOME FOLLOW UP CONVERSATIONS THAT ARE HAPPENING FROM THAT.
BUT JUST LOOKING AT OPPORTUNITIES FOR OUR STUDENTS NOT ONLY TO HAVE THE ABILITY TO START A CAREER RIGHT OUT OF SCHOOL AND HAVING THE TRAINING VOCATIONALLY AND CERTIFICATIONS THAT IT WOULD TAKE FOR THEM TO BEGIN THAT CAREER, BUT ALSO HAVING THE UNDERSTANDING AND WHAT IT LOOKS LIKE TO ACTUALLY OWN A BUSINESS DOING THE THING THAT THEY GOT CERTIFIED IN OR THEY HAVE BEEN VOCATIONALLY TRAINED IN.
SO I THOUGHT THAT BRINGING THAT TO OUR DISTRICT AND HAVING THAT AS A POTENTIAL OPPORTUNITY FOR OUR STUDENTS WAS HUGE, AS WELL AS THOSE THAT WOULD GO TO COLLEGE OR GO INTO THE MILITARY. SO BUT THAT'S WHAT I DID.
SO SUPERINTENDENTS REPORT ITEM B ON THE DISCUSSION ITEMS.
[VI.B. Superintendent's Report]
WELL, I WANT TO THANK THE BOARD, FIRST OF ALL, FOR ALL THEIR SUPPORT.SOME GREAT, GREAT NEWS JUST HAPPENED TODAY MATTER OF FACT.
AND AS WE'RE GETTING RESULTS, THE BEST HIGH SCHOOLS IN AMERICA WAS ANNOUNCED TODAY BY US NEWS AND REPORTS. IT'S A YEARLY THING THAT GOES OUT.
AND I'M PROUD TO SAY THAT WE HAVE FIVE HIGH SCHOOLS THAT WERE NAMED TOP HIGH SCHOOLS IN AMERICA.
AND THIS IS THE INCREDIBLE THING.
SCHOOL SIX AND SEVEN ARE CLOSE THEY ARE WITHIN THE TOP 50 PERCENT.
SO WE DON'T HAVE ANYBODY ON THE BOTTOM QUARTILE.
THE TOP SCHOOL IN OUR DISTRICT, ACCORDING TO US NEWS AND REPORTS, IS NORTH GARLAND.
ONE OF TEXAS' BEST OR ONE OF THE BEST HIGH SCHOOLS IN AMERICA.
SORRY I SAY TEXAS' BEST THIS IS AMERICA'S BEST.
NUMBER THREE LAKEVIEW CENTENNIAL, ONE OF AMERICA'S BEST.
[00:40:05]
NUMBER FOUR GARLAND HIGH SCHOOL, ONE OF TEXAS' BEST AND THE UNITED STATES BEST AND NUMBER FIVE, ROWLETT HIGH SCHOOL, ONE OF AMERICA'S BEST, NAAMAN AND SOUTH ARE ON THE VERGE.SO THE THINGS THAT ARE HAPPENING HERE IN THIS BOARDROOM ARE TRANSCENDING TO RESULTS.
AND WHEN YOU HAVE FIVE OUT OF SEVEN THAT ARE OUR NATION'S BEST, THAT'S SOMETHING TO BE VERY, VERY PROUD OF.
THE SECOND THING WAS EXCITING NEWS HAPPENED YESTERDAY.
WE GOT ACCEPTED INTO THE HOLDSWORTH CENTER, YOU KNOW.
AND WHAT I WANTED TO HIGHLIGHT WAS THEY WANTED TO MEET WITH THE BOARD PRESIDENT AND IN MY DEBRIEFING EXERCISE WITH THEM AFTER THEY MET WITH MR. SELDERS, THEY WERE DEEPLY IMPRESSED, NOT ONLY WITH HIM AS AN INDIVIDUAL, BUT THE THE COLLECTIVE FOCUS THAT THE BOARD HAS ON INSTRUCTIONAL IMPROVEMENTS.
SO THE QUESTIONING AND THE REQUESTIONING AND THE CONVERSATIONS THAT YOU HAD WITH THEM, IT REALLY RESONATED WITH THE HOLDSWORTH CENTER THAT THIS BOARD IS ABOUT STUDENT PERFORMANCE, STUDENT ACHIEVEMENT, AND IN MAKING SURE THAT WE'RE DOING WHAT WE CAN FOR THE SCHOOLS.
AND, YOU KNOW, WHEN YOU'RE AROUND IT EVERY DAY, YOU KIND OF GET USED TO IT AND YOU THINK THAT'S THE WAY IT IS.
BUT WHEN THEY HEAR THOSE CONVERSATIONS OUTSIDE OF THESE WALLS, THEY WERE REALLY, REALLY IMPRESSED. AND I REALLY FEEL THAT THAT WAS A CATALYST FOR THEM TO CHOOSE GARLAND AS ONE OF THE SCHOOLS DISTRICTS TO PARTNER WITH BECAUSE THEY KNOW THAT NOT ONLY WILL ADMINISTRATION BE INVESTED, BUT THE BOARD WILL BE TOTALLY INVESTED IN IT, TOO.
AND THAT'S A HUGE STEP FORWARD.
SO THAT'S REALLY CONFIDENCE IN OUR BOARD.
AND THEN FINALLY, I JUST WANT TO THANK ALL OUR PROFESSIONAL ADMINISTRATORS OUT THERE FOR ALL THE WORK THEY DO.
PERSONALLY, I HAVE TARA, I WORK VERY CLOSELY WITH MECHELLE, BUT THEY'RE THE FACE OF THE ORGANIZATIONS AT EVERY CAMPUS THEY'RE THE ONES THAT MEET AND GREET THE PARENTS THEY ARE THE ONES THAT ANSWER THE PHONES.
THEY'RE THE GLUE THAT HOLDS THINGS TOGETHER.
WHEN TEACHERS NEED SOMETHING, THEY'RE THE ONES THAT ARE THE FIRST CALL TO RESPOND.
AND SO WE HOPE THEY HAD A GREAT WEEK.
WE THANK THEM FOR BEING A VITAL PART OF OUR DISTRICT.
AND IT'S JUST AMAZING ALL THE THE WORK THAT THEY DO TO MAKE US SHINE.
SO WITH THAT, I'LL TURN IT BACK TO YOU, MR. SELDERS. THANK YOU, DR.
LOPEZ. WE'LL NOW MOVE TO A DISCUSSION ITEM C FUTURE AGENDA ITEMS. ARE THERE ANY FUTURE AGENDA ITEMS. BOARD MEMBERS? THANK YOU, MR. MILLER. YEAH I WOULD LIKE TO ELIMINATE THE ITEM WE DISCUSSED EARLIER ABOUT THE PROPER YOU KNOW, WHAT WE'RE GOING TO DEEM IS PROPER COMMENTS OR PROPER HOW WE'RE GOING TO CONDUCT THAT ITEM, THE TRUSTEE REPORT.
AND I JUST THINK IT'D BE GOOD FOR US TO HAVE A GOOD, HEALTHY DISCUSSION.
I DON'T THINK WE'VE EVER TALKED ABOUT IT BEFORE IN THE BOARDROOM.
THANK YOU. ANY OTHER TRUSTEES FUTURE AGENDA ITEM.
AWESOME MOVING ON TO ITEM SEVEN CONSENT AGENDA, CONSIDER APPROVAL OF A A HUMAN RESOURCES
[VII. Consent Agenda]
REPORT. TRUSTEES, THERE WERE NO ADDITIONS THIS EVENING, SO WHAT'S IN THE BOARD BOOK IS WHAT WE HAVE FOR APPROVAL TONIGHT.IS THERE A MOTION. MR. PRESIDENT. YES, MR. JOHNSON, I MOVE WE ACCEPT THE HUMAN RESOURCES REPORT AS PRINTED IN THE BOARD BOOK.
SECOND. BEEN MOVED AND SECONDED BY MR. BEACH.
MOTION CARRIES 6 0. WE WILL NOW MOVE TO EIGHT.
[VIII.A. Consider Approval of MOU for Holdsworth Center - Dr. Susanna Russell]
ALL OF OUR ACTION ITEMS FOR NON CONSENT.8 A CONSIDER APPROVAL OF MOU FOR HOLDSWORTH CENTER.
DR. RUSSELL. PRESIDENT SELDERS TRUSTEES, DR.
LOPEZ, IT IS WITH GREAT EXCITEMENT THAT I COME BEFORE YOU TONIGHT TO REQUEST YOUR APPROVAL OF THE MOU WITH THE HOLDSWORTH CENTER.
BY APPROVING THIS MOU YOU'LL APPROVE OUR ENTERING INTO A PARTNERSHIP WITH THE HOLDSWORTH CENTER FOR THE NEXT FIVE SCHOOL YEARS, FIVE YEARS.
OVER THE COURSE OF THOSE FIVE YEARS, WE WILL TRAIN A COHORT OF DISTRICT LEADERS AND THEN BY THE END OF THE FIVE YEARS, WE WILL HAVE TRAINED 50 PERCENT OF OUR CAMPUS LEADERS AND THEIR CAMPUS TEAMS BY THE END OF THOSE FIVE YEARS.
THAT, YOU KNOW, IT'S HARD TO PUT A PRICE TAG ON SOMETHING OF THIS NATURE.
BUT THE HOLDSWORTH CENTER ESTIMATES THAT THE VALUE OF THE PROFESSIONAL LEARNING AND THE TRAINING THAT OUR SCHOOL LEADERS AND THEIR TEAMS AND OUR DISTRICT LEADERSHIP TEAM WILL
[00:45:03]
GAIN IS ABOUT SIX MILLION DOLLARS.AND ALL OF THIS TRAINING WILL COME AT NO COST TO THE DISTRICT OTHER THAN WE WILL PAY FOR OUR TRAVEL. THEY HAVE A BEAUTIFUL FACILITY.
IF YOU LOOK AT HOLDSWORTH.COM, THEY HAVE A BRAND NEW CAMPUS THAT THEY HAVE JUST BUILT ON LAKE AUSTIN THAT INCLUDES A RESIDENTIAL AREA WHERE THEY WILL HOUSE US DURING THE TIME THAT WE ARE TRAVELING TO AUSTIN.
THE FIRST YEAR OUR LEADERSHIP TEAM WILL TRAVEL TO AUSTIN ABOUT EVERY MONTH FOR A FOUR TO FIVE DAY TRAINING. SOME MONTH IT'S FOUR SOME DAYS IT'S FIVE.
AND STARTING WITH YEAR TWO, WE WILL BE ADDING OUR FIRST CAMPUS COHORT GROUP WHO WILL TRAVEL AS WELL.
WE'RE VERY EXCITED TO HAVE THIS EXTENSION OF OUR LEADERSHIP PROGRAMING THAT'S ALREADY BEEN UNDERWAY.
YOU MIGHT RECALL THAT THREE YEARS AGO WE UNDERTOOK A PROJECT TO CREATE A PRINCIPAL PROFILE WITH BEST IN CLASS COMMIT.
AND OUR WORK THROUGH THAT LED US TO A PARTNERSHIP WITH THE WALLACE FOUNDATION AND WORKING ON REFINING OUR PRINCIPAL PIPELINE.
AND THAT LED TO THE CREATION OF OUR ASSESSMENT CENTERS FOR PRINCIPALS ASSISTANT PRINCIPALS. AND NOW WE'RE USING ASSESSMENT CENTERS FOR ALL OF OUR SENIOR STAFFING POSITIONS.
FROM THE SUNDAY INSIGHT TWO WEEKS AGO, YOU MIGHT REMEMBER THAT WE TALKED ABOUT A PARTNERSHIP WITH THE UNIVERSITY OF NORTH TEXAS AT DENTON TO CREATE A GARLAND ISD MASTER'S PROGRAM AND PRINCIPAL CERTIFICATION PATHWAY.
THAT IS ONE OF THE MISSING PIECES THAT WE WERE HOPING TO ADD FROM OUR WORK WITH THE WALLACE FOUNDATION.
AND ALL OF THOSE PIECES TOGETHER HAVE LED US, I BELIEVE, TO BE IN A POSITION WHERE WE ARE VERY SOLID TO EMBARK ON REFINING OUR PRINCIPAL PATHWAYS AND OUR LEADERSHIP DEVELOPMENT.
THE KEY BELIEF THAT THE HOLDSWORTH CENTER HOLDS IS THAT PRINCIPALS ARE THE KEY LEVER TO CHANGING WHAT HAPPENS FOR STUDENT OUTCOMES.
GREAT PRINCIPALS HIRE GREAT TEACHERS AND RETAIN GREAT TEACHERS, AND GREAT TEACHERS MAKE A DIFFERENCE EVERY SINGLE DAY IN THE CLASSROOM.
SO BASED ON THAT THEORY OF ACTION AND THAT VISION, WE ARE EMBARKING AND REQUESTING YOUR APPROVAL OF THE MOU WITH HOLDSWORTH SO THAT WE CAN JOIN THEIR TEAM AND CONTINUE TO LEARN AND GROW AND STRETCH OURSELVES IN WAYS WE PROBABLY HAVEN'T EVEN IMAGINED YET.
HOW MANY PEOPLE ARE IN EACH SESSION OR COHORT.
THERE ARE SIX SCHOOL DISTRICTS IN ADDITION TO US, DR.
I'M TALKING ABOUT JUST FROM OUR TEAM.
OH, FROM OUR TEAM. IT'S A TEAM OF SIX.
IT'S DR. LOPEZ IS THE SUPERINTENDENT.
I AM WHAT THEY CALL THE DISTRICT CHAMPION.
AND THEN THERE ARE FOUR ADDITIONAL MEMBERS OF THE TEAM.
IS IT OK FOR ME TO SAY WHO THEY ARE, DR.
OK, SO FROM THE HUMAN RESOURCES DEPARTMENT, IT IS MS. TANYA RAMOS AND FROM THE AREA DIRECTOR CREW, IT IS DR.
JASON ADAMS AND MS. IDA PERALES. AND THEN FROM OUR COMMUNICATIONS TEAM, IT IS SHERESE LIGHTFOOT.
MR. GLICK. MS. GRIFFIN. I'M SORRY, WHAT WAS THE ORDER.
I WAS TALKING TO, MS. HOGAN. OH, OK.
WHEN I WAS READING THROUGH THE MOU I GUESS THIS IS FOR THE NEXT YEAR, YEAR TWO.
IT TALKED ABOUT THE SELECTION OF THE SCHOOLS.
YES, MA'AM. AND I JUST WANT TO KNOW, IS THERE CRITERIA FOR THE SELECTION OF THE SCHOOLS? HAVE WE SELECTED THOSE SCHOOLS? AND AS ALL OF THIS TRAINING IS GOING ON, WHAT IS THE INTENT AS WE REMAIN FOR FIVE YEARS THAT A GROUP OF YOU GO TO GET TRAINED.
WHAT IS IT THAT YOU BRING BACK TO THE DISTRICT? OR DO WE SEE NOTHING UNTIL THE BASIC END OF THE FIVE YEARS? AND I SHOULD HAVE SAID THIS AT FIRST BEFORE I GIVE YOU AN OPPORTUNITY TO ANSWER, I'D LIKE TO JUST THANK WHOEVER THE TEAM THAT HAD TO PARTICIPATE IN WRITING THIS AND ANSWERING ALL THE QUESTIONS WITH APPLICATIONS.
I MEAN, THOSE ARE WHY MANY DISTRICTS DON'T RECEIVE, BECAUSE THAT'S JUST DETAIL IN EXTENSIVE WORK.
SO I JUST WANT TO SAY THANK YOU TO THAT TEAM AND NOW YOU CAN ANSWER.
THANK YOU, MS. GRIFFIN. THOSE ARE GREAT QUESTIONS.
AND THE KUDOS CERTAINLY GOT TO DR.
WELLS AND HER TEAM FOR THE OUTSTANDING WORK THEY DID, PREPARING THE APPLICATION PACKET AND PREPARING EVERYTHING.
SO WITH RESPECT TO YOUR FIRST QUESTION, WHICH WAS SELECTING THE SCHOOLS, WE HAVE NOT IDENTIFIED THEM YET. WE HAVEN'T ATTENDED ANY TRAINING YET WITH HOLDSWORTH.
THAT WILL START THE WEEK OF JULY 12TH.
[00:50:02]
AND AT THAT TIME, I ANTICIPATE THAT THEY WILL GO THROUGH WHAT THEIR RUBRICS ARE FOR IDENTIFICATION OF THOSE SCHOOLS AND SO FORTH.SO I DON'T HAVE THAT ANSWER FOR YOU, BUT AS SOON AS I DO HAVE IT, I WILL INCLUDE THAT EITHER IN AN UPDATE TO THE BOARD OR IN A SUNDAY INSIGHT.
I'M WONDERING THE SAME THING, WHAT THEIR CRITERIA ARE.
SO I'M REALLY EAGER TO FIND OUT.
AND AS FAR AS UPDATES, MY ANTICIPATION IS THAT WE WILL HAVE PROGRESS TO SHARE WITH THE BOARD ON A REGULAR BASIS.
I WAS INITIALLY THINKING EITHER QUARTERLY OR BI SEMESTER, DEPENDING ON HOW THE LEARNING ROLLS OUT WITH HOLDSWORTH, MUCH LIKE WE UPDATED YOU ON THINGS THAT WE WERE DOING WITH COMMIT AND BEST IN CLASS AND THEN WITH THE WALLACE PROJECT.
AS WE HAVE PROJECTS TO SHARE WITH YOU, WE WOULD LIKE TO TURN AROUND AND BRING THAT BACK.
SO MY ANTICIPATION, I HAVEN'T BEEN THERE YET.
SO MY BEST ESTIMATE IS THAT WE WILL HAVE REPORTS TO BRING BACK TO YOU ON WHAT OUR LEARNING WAS. AND I THINK IT WOULD BE A GOOD THING TO SHARE IN THE SUNDAY INSIGHT WHEN WE COME BACK FROM OUR FIRST SESSION.
THESE ARE THE TOPICS WE COVERED.
THIS IS WHAT IT WILL LOOK LIKE AS WE TRANSLATE THAT LEARNING INTO ACTION AND SO FORTH, BUT THANK YOU. THOSE WERE GREAT QUESTIONS.
AND IT LOOKS LIKE YOU HAVE A FOLLOW UP.
YES I DO. YES, MA'AM. I'M READY.
AND ONE OF MY THOUGHTS BEHIND THIS BECAUSE AS I WAS READING OVER THE WEEKEND, I HAD TO SIT DOWN AND DRAW ME A LITTLE FLOW CHART OR DIAGRAM BECAUSE WE ARE ALL ABOUT CONTINUOUS.
MIC. MS. GRIFFIN. OH, WE'RE ALWAYS ABOUT CONTINUOUS IMPROVEMENT AND STUDENT OUTCOMES.
AND SO WITH ALL OF THE THINGS THAT WE HAVE GOING ON, WE HAVE MAJOR THINGS WITH OPEN ENROLLMENT, PRE-K EXPANSION, SPECIAL ED AUDIT THE SYSTEMS OF GREAT SCHOOLS.
WE HAVE THE EQUITY ASSESSMENT.
THEN WE HAVE ALL OF THESE OTHER THINGS.
AND WHAT I'M STRUGGLING WITH AS A BOARD MEMBER IS WHERE'S THE INTERSECTIONALITY OF HOW ALL OF THESE THINGS COME TOGETHER, BECAUSE IT'S THROUGH ALL OF THESE THINGS THAT WE HAVE ON THE TABLE THAT IS GOING TO MAKE US GREAT.
BUT IF WE'RE GOING TO BE IMPLEMENTING THEM ONE AT A TIME OR IN ISOLATION, SO MY THOUGHT PROCESS TO JUST THROW OUT IT WOULD BE REAL INTERESTING IF WE COULD SIT AND LOOK AT HOW THIS DIAGRAM LOOKS AND WHERE ARE THE INTERSECTIONALITY SO THAT WE ARE REALLY, AS THIS IS GOING ON, STILL TRACKING AND DOING THINGS THAT NEED TO BE DONE TO IMPROVE STUDENT OUTCOMES. SO THANK YOU JUST A LINDA GRIFFIN THANK YOU, MS. GRIFFIN. MR. GLICK. THANK YOU, SIR.
I CAN'T TELL YOU HOW EXCITED I AM ABOUT THIS AWARD.
THROUGH COLLEAGUES AROUND THE STATE I'VE FOLLOWED THEIR PROGRESS.
THIS IS FROM THE BUTT FAMILY, THE HEB SUPERMARKET CHAIN.
BACK IN, I GUESS MY THIRD YEAR ON THE BOARD, I MADE A PROMISE TO THE VOTERS THAT I WOULD VISIT EVERY SINGLE SCHOOL, WHICH WAS MORE MONUMENTAL THAN I THOUGHT WOULD BE, BUT WHEN I CAME BACK FROM THOSE MANY, MANY, MANY, MANY MONTHS OF VISITS, I CAME TO DR.
CALDWELL AND I SAID THE MOST IMPORTANT THING YOU DO.
AND HE SAID, WHAT DO I THINK IT IS? I SAID, IT'S HIRING GREAT PRINCIPALS.
I SAID, IF YOU DO THAT, THIS DISTRICT RUNS VERY, VERY SMOOTHLY.
AND HE THOUGHT ABOUT IT FOR A FEW MINUTES AND HE AGREED.
AND THAT'S WHAT THIS PROGRAM DOES.
IT BRINGS YOU GREAT LEADERS, PEOPLE WHO RUN OUR SCHOOLS.
AND I'M GOING TO GIVE YOU A THOUGHT.
I'VE SHARED THIS WITH DR. LOPEZ ALREADY.
IT'S KIND OF ON THE LINES OF MY FAMOUS THINGS ON SCHOOL BUSSES, BUT IT'S A LITTLE DIFFERENT. SO A COUPLE OF YEARS AGO, I SPOKE TO DR.
MILLIGAN, WHO WAS RUNNING COMMUNICATIONS AT THE TIME, AND WE WERE ABLE TO PUT SIGNS AT EVERY ONE OF OUR SCHOOLS.
IF YOU THINK WE HAVE SIGNS WE HAVE MONUMENT SIGNS AT EVERY SINGLE SCHOOL.
WE HAVE MONUMENT SIGNS IN STADIUMS. WE HAD MONUMENT SIGNS AT GILBREATH-REED AND WE HAD DIFFERENT SLOGANS THAT THE PRINCIPALS COULD SELECT. WELL, WE ARE IN A COMPETITIVE ENVIRONMENT AND ANYBODY WHO DOESN'T THINK SCHOOL DISTRICTS TODAY ARE IN A COMPETITIVE ENVIRONMENT DOESN'T UNDERSTAND WHAT'S GOING ON WITH VOUCHERS, WITH CHARTER SCHOOLS, PRIVATE SCHOOLS AND THE LIKE.
I WOULD SUGGEST AND I THINK THERE'S STILL TIME WE HAVE SO MANY RECENT AWARDS WE'VE WON, INCLUDING THIS ONE, INCLUDING, AS MS. GRIFFIN JUST SAID, THE SYSTEM OF GREAT SCHOOLS THAT MR. BEACH AND I HELPED CONTRIBUTE TO AND WE HAD A WONDERFUL CONVERSATION WITH THE LEADERS OF THAT GROUP. THERE WERE OTHER AWARDS.
[00:55:02]
PEOPLE FORGET HOW GOOD WE ARE.THEY DON'T KNOW IT UNLESS YOU TELL YOUR STORY.
OTHER PEOPLE WILL TELL THEIR STORY AND YOUR STORY NEVER GETS OUT.
THIS IS A WONDERFUL OPPORTUNITY TO USE SEVENTY FIVE, SEVENTY SIX, SEVENTY SEVEN DIFFERENT BOARDS WE HAVE AT SCHOOLS.
IN THE LAST TWO DAYS I THINK I PASSED, I STARTED COUNTING.
COULD YOU SEE HOW MANY SCHOOLS I HAD PASSED? IT WAS NINE DIFFERENT SCHOOLS, ALL ON MAJOR ROADS IN OUR THREE CITIES, ALL OF WHICH HAVE SIGNIFICANT TRAFFIC PASSING THEM.
I THINK BETWEEN COMMUNICATIONS AND ADMINISTRATION, YOU COULD COME UP WITH SLOGANS, INCLUDING THESE AMAZING AWARDS WE'VE WON, PUT THEM OUT THERE, LET THE PUBLIC KNOW, HEY, THAT'S A GREAT DISTRICT OR ELSE THEY WILL NEVER KNOW.
MR. GLICK. ANY OTHER QUESTIONS? MS. GRIFFIN PIGGYBACKING ON MR. GLICK, OUR SCHOOL BOARD MAGAZINE, LONE STAR.
IT IS FOREVER ASKING FOR PROGRESS AND UPDATES ON DISTRICTS.
AND I THINK THAT THAT'S A MAGAZINE WE TEND TO OVERLOOK AND THE TASB STAFF STANDS READY.
YOU JUST HAVE TO SUBMIT, YOU KNOW, I DON'T KNOW WHERE YOU ARE IN THE HOPPER, BUT THAT IS ANOTHER WAY FOR US TO TELL OUR STORY, PUT IT IN THE MAGAZINES THAT REFLECT EDUCATION AND SCHOOL BOARD SERVICE.
THANK YOU BOTH. I THINK THEY NEED TO BE ON THE PAYROLL FOR OUR MARKETING.
FOR MARKETING RIGHT. THEY BOTH DO A GREAT JOB.
OKAY I'LL TAKE MY CAN I ADD ANOTHER CAVEAT TO THAT TOO? YEAH. WE ALSO SUPPORT ALL THREE CHAMBER OF COMMERCE AND I THINK THAT THEY SHOULD BE PUTTING IT OUT ON THEIR WEBSITES FOR US ALSO.
THANK YOU. THANK YOU. THERE ARE NO OTHER COMMENTS.
PRESIDENT I'D LIKE TO MAKE A MOTION TO APPROVE THE MOU FOR THE HOLDSWORTH CENTER.
SECOND. BEEN MOVED BY MR. GLICK AND SECONDED BY MR. MILLER, ALL THOSE IN FAVOR RAISE YOUR HAND.
WE WILL NOW MOVE TO ACTION ITEM B CONSIDER APPROVAL OF VIRTUAL SCHOOL PROPOSAL BY DR.
[VIII.B. Consider Approval of Virtual School Proposal - Dr. Jovan Wells, Dr. Kimberly Caddell, Dr. Melissa Hill, Dr. Bonnie Martinez, Veronica Joyner]
WELLS, DR. CADDELL, DR.HILL, DR. MARTINEZ AND MR. JOYNER.
GOOD EVENING PRESIDENT SELDERS TRUSTEES AND DR.
LOPEZ. WE'RE VERY THRILLED TO BE ABLE TO BRING YOU BACK AN UPDATE THIS EVENING ON OUR PROGRESS WITH THE VIRTUAL SCHOOL PROGRAM, AS WELL AS AN ADJUSTED BUDGET BASED ON OUR CONVERSATIONS AT THE DISTRICT AFFAIRS COMMITTEE.
AND TONIGHT, WE HAVE A SMALLER GROUP, BUT WE WILL BE ABLE TO ANSWER ANY QUESTIONS YOU MAY HAVE. SO I WILL TURN IT OVER TO DR.
CADDELL TO PROVIDE THIS UPDATE.
NORMALLY, WE WOULDN'T DO A FULL PRESENTATION BECAUSE YOU RECEIVED ALL OF THE INFORMATION AT THE LAST DISTRICT AFFAIRS COMMITTEE.
BUT WE DO HAVE UPDATED RESULTS FROM OUR RELEASE OF OUR VIRTUAL SCHOOL PROGRAM APPLICATION. YOU ALL JUST RECEIVED A HARD COPY OF THAT.
WE ALSO HAVE SOME UPDATED INFORMATION AND RECOMMENDATIONS RELATED TO BUDGET.
SO JUST A REMINDER ABOUT THE WHY.
AS YOU KNOW, WE'VE BEEN DOING REMOTE LEARNING FULLY SINCE SPRING OF 2020, JUST OVER A YEAR AGO. AND WE HAVE MANY STUDENTS WHO ARE THRIVING.
AND WE KNOW THAT IN ORDER FOR THOSE STUDENTS TO CONTINUE TO THRIVE AND IN ORDER TO MEET OUR GOAL OF BEING A DISTRICT OF CHOICE, A VIRTUAL SCHOOL PROGRAM OPTION FITS NICELY IN BEING ABLE TO MEET ALL OF OUR STUDENT NEEDS.
AS A REMINDER, WHEN WE CAME EARLIER THIS MONTH, WE PRESENTED TWO OPTIONS RIGHT UP FRONT OPTION A IS OUR PREFERRED OPTION.
OPTION A WOULD BE A FULL K THROUGH 12 VIRTUAL SCHOOL PROGRAM OPERATED BY OUR DISTRICT STAFF WITH OUR DISTRICT CURRICULUM.
IT IS DEPENDENT ON ADA FUNDING FROM THE STATE.
HOUSE BILL FOURTEEN SIXTY EIGHT WAS ON THE HOUSE FLOOR TODAY.
THERE'S A COUPLE OF AMENDMENTS THAT I SAW THAT WERE ATTACHED TO IT, BUT IT LOOKS LIKE IT IS PROGRESSING NICELY.
SO WE'RE VERY ENCOURAGED BY THAT.
AS A REMINDER, OUR VIRTUAL PROGRAM STRUCTURE, WE DESIGNED A KINDER THROUGH EIGHTH GRADE PROGRAM AND THEN A HIGH SCHOOL PROGRAM.
AND YOU'LL REMEMBER THAT EARLIER THIS MONTH WE PROVIDED YOU WITH AN OVERVIEW OF WHAT THAT WOULD LOOK LIKE AS FAR AS STAFFS AND AS FAR AS STUDENTS, AND THEN WHAT WE WOULD DO TO ENSURE THAT THE TEACHERS AND ADMINISTRATORS, COUNSELORS AND INSTRUCTIONAL COACHES SELECTED TO ENGAGE WITH OUR STUDENTS THROUGH THE VIRTUAL PROGRAM WERE PREPARED AND READY TO DO THAT. AND ALL OF THE TRAINING THAT WENT AND WAS INCLUDED.
OPTION B, NOT OUR PREFERRED OPTION, WOULD BE ENTERING INTO A PARTNERSHIP WITH THE TEXAS
[01:00:06]
VIRTUAL SCHOOL NETWORK OR TXVSN.THROUGH TXVSN WE ARE ABLE TO ACCESS HALF-DAY FUNDING FOR STUDENTS IN GRADES THREE THROUGH 12. AND IF WE OFFERED A K THROUGH TWO PROGRAM, THAT WOULD BE AT FULL DISTRICT EXPENSE.
TEXAS VIRTUAL SCHOOL NETWORK DOES REQUIRE THE USE OF AN APPROVED CURRICULUM AND SO WE ARE ALREADY IN CONVERSATIONS TO GET OUR CURRICULUM APPROVED IN THE EVENT THAT WE HAVE TO GO THROUGH OPTION B.. AND THIS IS WHERE WE HAVE THE UPDATED INFORMATION ON THIS SLIDE.
YOU DID GET A COPY OF IT IN YOUR BOARD PACKET OPTION A ASSUMES FULL ADA FUNDING AND WE CAN SUPPORT AND ANY STUDENT THAT WANTS TO PARTICIPATE IN VIRTUAL.
OPTION B WOULD BE THE TEXAS VIRTUAL SCHOOL NETWORK.
AND WE HAVE TWO PROPOSED OPTIONS.
THE MIDDLE COLUMN IS WITHOUT KINDERGARTNER SORRY, WITH KINDERGARTEN THROUGH SECOND GRADE.
AND THE LAST COLUMN IS WITHOUT KINDER THROUGH SECOND GRADE.
ONE OF THE THINGS THAT WE DECIDED TO DO WHEN WE BROUGHT THIS FORWARD FOR YOUR CONSIDERATION TONIGHT WAS PUT A CAP ON THE RECOMMENDATION FOR A DISTRICT NEGATIVE IMPACT.
AND SO YOU'LL SEE THAT THAT NEGATIVE IMPACT DOLLAR WAS SELECTED AT FIVE MILLION DOLLARS.
SO IN ORDER TO CAP IT FIVE MILLION UNDER OPTION B, WE WOULD BE ABLE TO SERVE APPROXIMATELY THIRTEEN HUNDRED AND THIRTY SEVEN STUDENTS, ROUGHLY TWO HUNDRED AND ONE STUDENTS IN GRADES K THROUGH TWO.
AND THEN YOU CAN SEE GRADES THREE THROUGH EIGHT.
UNDER OPTION B WITHOUT KINDERGARTEN THROUGH SECOND GRADE.
YOU SEE WE STILL HAVE THAT SAME FIVE MILLION CAP ON A DISTRICT LOSS TO OUR BUDGET.
BUT BECAUSE WE WOULD GIVE PARTIAL FUNDING FOR OUR GRADE THREE THROUGH 12 STUDENTS WERE ABLE TO INCREASE THAT ENROLLMENT CAP WITH A RESULT OF FIFTEEN HUNDRED AND THIRTY EIGHT STUDENTS. THIS IS A REMINDER WE HAVE BRANDED OUR VIRTUAL SCHOOL PROGRAM, THE ICON, VIRTUAL SCHOOL, INNOVATING CURRICULUM ONLINE.
AND I CAN'T TELL YOU HOW MANY TIMES I LOOKED AT THIS TAG LINE BEFORE.
AND IT HIT ME TODAY WHEN WE WERE IN A CONVERSATION WITH TEA INNOVATIVE I CURRICULUM C ONLINE ON.
IT MADE PERFECT SENSE, BUT SOMEHOW I MUST HAVE MISSED THAT IN ALL OF OUR CONVERSATIONS.
WE HAVE THE MASCOT OF THE ASTRONAUTS FOR OUR ICON PROGRAM AND OUR HIGH SCHOOL WILL BE UNDER THE ROCKETS.
BEFORE WE GET INTO QUESTIONS, YOU DO HAVE AN UPDATED VIRTUAL SCHOOL APPLICATION REPORT.
THIS IS AS OF 2:00 O'CLOCK THIS AFTERNOON.
WE HAD SIX HUNDRED AND SEVEN STUDENTS THAT APPLIED TO BE A VIRTUAL STUDENT GOING FORWARD SO THAT WE CAN KEEP UP WITH OUR DEMOGRAPHICS AND MAKE SURE THAT OUR DEMOGRAPHICS MIRROR WHAT WE HAVE IN THE DISTRICT THE TWO GRAPHS ON THE LEFT HAND SIDE, THE PIE GRAPH AN THE BAR CHART DISPLAY OUR DISTRICT PEIMS DEMOGRAPHIC PER OUR FALL PEIMS SNAPSHOT IN FALL 2020. THEN THE RIGHT SIDE ARE OUR VIRTUAL STUDENTS WHO HAVE SELECTED THAT IN THE APPLICATION PROCESS.
SO YOU CAN SEE WHEN WE'RE LOOKING AT RACE AND ETHNICITY IT'S VERY, VERY SIMILAR.
THERE IS A LITTLE TABLE IN BETWEEN THE PIE CHART AND THE BAR GRAPH THAT PROVIDES INFORMATION ON MALE FEMALE DISTRIBUTION AS WELL AS GRADE LEVEL RANGES.
THE BAR GRAPH PROVIDES AN ANALYSIS AND COMPARISON BETWEEN OUR FALL SNAPSHOT DATA AND OUR VIRTUAL SCHOOL STUDENTS.
AS FAR AS PROGRAM SELECTION, BECAUSE WE ARE NOT MAKING THIS A MAGNET PROGRAM AND THAT THERE ARE NO QUALIFICATION CRITERIA BEYOND YOU'VE BEEN SUCCESSFUL IN A VIRTUAL ENVIRONMENT, YOU HAVE PASSING GRADES.
THIS IS NOT SOME SORT OF ACHIEVEMENT TEST ENTRY CRITERIA.
WE WANT TO MAKE SURE THAT WE'RE ABLE TO PROVIDE AND SUPPORT STUDENTS WITH A WHOLE ARRAY OF PROGRAMS THAT WE ARE CURRENTLY PROVIDING TO OUR FACE TO FACE STUDENTS NEXT FALL.
SO YOU CAN SEE PROGRAMMATIC BREAKDOWNS BY ECONOMICALLY DISADVANTAGED, LIMITED ENGLISH PROFICIENT.
OUR LIMITED ENGLISH PROFICIENT STUDENTS PARTICIPATING IN BILINGUAL PROGRAMS AS WELL AS ESL, OUR SPECIAL EDUCATION STUDENTS, OUR 504 STUDENTS, OUR DYSLEXIA STUDENTS, OUR MAGNET STUDENTS, AND JUST ADDED THIS AFTERNOON GIFTED AND TALENTED STUDENTS.
AND THAT LAST BAR, IT LOOKS LIKE IT WAS CUT OFF ON THE DESCRIPTOR, THAT IS THE PERCENTAGE OF STUDENTS THAT HAVE BEEN FULLY VIRTUAL, ALL FOUR GRADING CYCLES OF THE CURRENT ACADEMIC YEAR, BECAUSE WE WANTED TO JUST SEE THOSE THAT WERE FULLY VIRTUAL THIS YEAR.
WOULD THEY BE RETAINING AND REMAINING IN FULLY VIRTUAL GOING FORWARD?
[01:05:04]
THE BOTTOM TABLE THEN BREAKS IT DOWN BY EACH OF THOSE PROGRAMMATIC AREAS BY GRADE LEVEL.THIS WILL BE VERY IMPORTANT AS WE BEGIN TO LOOK FOR STAFFING TO SUPPORT THE STUDENTS.
AND THEN JUST AS AN FYI, ON THE BACK IT IS BROKEN DOWN BY CAMPUS.
SO YOU SEE BY EACH CAMPUS THE NUMBER OF ENROLLED AND THE PERCENT ECONOMICALLY DISADVANTAGED PEIM SNAPSHOT.
THEN YOU CAN SEE THE NUMBER OF APPLICATIONS AND THE PERCENT OF THEIR FALL ENROLLMENT THAT HAS SUBMITTED AN APPLICATION.
AND THEN YOU CAN SEE ACCOUNT BY A VARIETY OF THOSE SPECIAL PROGRAMS. SO AT THIS TIME, I'LL ENTERTAIN ANY QUESTIONS.
BOARD MEMBERS ARE THERE ANY QUESTIONS.
WE DISCUSSED AT THE COMMITTEE MEETINGS EARLIER WHEN WE WERE GOING OVER ICON AND THE FORMAT THAT THESE STUDENTS WOULD BE KIND OF CONCURRENTLY ENROLLED BOTH AT ICON AND AT A PHYSICAL CAMPUS LOCATION. HOW WOULD THAT WORK WITH RESPECT TO CLASS RANK? SO THEY WILL BE RANKED IN WITH THEIR BRICK AND MORTAR GRADUATING CLASS, JUST LIKE ANYBODY ELSE THAT PARTICIPATES IN A PROGRAM.
SO OUR MAGNET STUDENTS, SPECIAL EDUCATION, ECONOMICALLY DISADVANTAGED, THEY'RE ALL RANKED TOGETHER COLLECTIVELY.
I GUESS THAT WITH RESPECT TO COMPLETELY VIRTUAL OPTION, THEN I WOULD THINK THAT THOSE ARE SUCH DIFFERENT LEARNING ENVIRONMENTS.
IT KIND OF BECOMES A DIFFICULT THING TO SAY.
THESE ARE APPLES AND APPLES HERE WITH RESPECT TO RANKING THEM, BECAUSE A KID THAT IS AT SAY ICON FOR FOUR STRAIGHT YEARS, YOU KNOW, MAYBE WALKED ON TO CAMPUS AT GARLAND HIGH A FEW TIMES DURING THAT TIME FRAME.
BUT YET HE'S BEING RANKED RIGHT NEXT TO A KID THAT'S BEEN IN CLASS AT GARLAND HIGH FOR FOUR STRAIGHT YEARS THAT TOOK A COMPLETELY DIFFERENT CURRICULUM, COMPLETELY DIFFERENT DELIVERY MECHANISM, ALMOST A COMPLETELY DIFFERENT SYSTEM OF EDUCATION.
I MEAN, DO YOU SEE KIND OF MY CONCERN THERE? I WANT TO MAKE SURE WE'RE BEING FAIR TO BOTH THOSE COHORTS OF STUDENTS THAT THEY'RE BEING RANKED IN A GROUP OF THEIR PEERS, NOT SOMETHING THAT'S SOMEWHAT STRANGE TO THEM.
AND I THINK THAT THAT'S SOMETHING THAT WE COULD EXPLORE, I THINK, FOR YEAR ONE.
RIGHT. WE'RE GOING TO HAVE SENIORS GRADUATE UNDER ICON AND WHATEVER THE RANKING IS, IS TRANSFERRING FROM WHATEVER THERE ARE RIGHT NOW.
SO WE'RE GOING TO HAVE JUNIORS.
BUT MAYBE THAT'S SOMETHING WE EXPLORE WITH THE FRESHMAN CLASS AS THEY MOVE UP IN A TOTAL VIRTUAL EXPERIENCE.
THE ICON CLASSES ARE NOT GOING TO PROBABLY HAVE THE WELL, THEY'RE NOT GOING TO HAVE IB.
I KNOW THAT. SO THEY'RE NOT GOING TO BE ABLE TO GET THOSE EXTRA POINTS AND COMPETE AND STILL BE ABLE TO DO THOSE THINGS.
THEY WILL HAVE ACCESS TO SOME AP, BUT NOT AS MUCH AP AS A KID IN A TRADITIONAL BRICK AND MORTAR CLASSROOM. AND WHEN YOU LOOK AT OUR GPA, THE WAY THINGS ARE SET UP, THAT GIVES THE BRICK AND MORTAR KIDS AN ADVANTAGE.
IN ADDITION TO THAT, OUR DUAL CREDIT COURSES, AGAIN, BECAUSE WE REALIGNED THOSE THIS SUMMER IN OUR GPA WEIGHTS, THE MAJORITY, IF NOT ALL OF OUR DUAL CREDIT CLASSES, WILL NOT BE ABLE TO BE OFFERED VIRTUALLY BASED ON THE AGREEMENT WE HAVE WITH DALLAS COUNTY.
AND I JUST WANT TO MAKE SURE WE'RE BEING FAIR TO THE KIDS AT BOTH TYPES OF CAMPUSES HERE THAT THEY'RE GOING TO BE RANKED NEXT.
LOPEZ IS SAYING, THEY DON'T HAVE THE SAME OPPORTUNITIES TO GET GRADE POINT AVERAGE AS SOMEONE IN A BRICK AND MORTAR CAMPUS, THEN I GUESS THAT'S SOMETHING YOU FACTOR INTO, WHETHER YOU MAKE THE DECISION TO GO VIRTUAL OR NOT.
BUT I DON'T THINK RIGHT NOW WHEN SOMEONE'S MAKING THAT DECISION, THAT'S EVEN FACTORING INTO THE EQUATION.
RIGHT NOW, THEY'RE THINKING ABOUT A VARIETY OF DIFFERENT THINGS, SUCH AS CORONAVIRUS AND ALL KINDS OF OTHER ISSUES.
BUT IF WE'RE BUILDING THIS, WE'RE BUILDING THIS TO BE HERE FOUR YEARS FROM NOW, 10 YEARS FROM NOW, 20 YEARS FROM NOW.
SO I THINK IT'S BETTER TO SOLVE THESE PROBLEMS ON THE FRONT END THAN LATER ON DOWN THE LINE. YEAH I THINK WE SHOULD REVISIT OUR POLICIES, SEE HOW IT GOES.
I MEAN, THIS YEAR IT WOULD HAVE TO STAY BECAUSE EVERYBODY'S NEW.
RIGHT. AND THEN FOR THOSE THAT START THEIR FRESHMAN YEAR, LIKE THAT'S HOW MUCH OF OUR GRADING POLICIES HAVE BEEN, THE INTRODUCTORY CLASS RECEIVES THOSE EXPECTATIONS.
SO. MR. GLICK. THANK YOU, SIR.
I WAS READING ONE OF THE AMENDMENTS TO THE LEGISLATION, I'M NOT SURE IF IT'S GOING TO BE INCLUDED OR NOT, BUT IT SEEMED TO SAY TO ME THAT SCHOOL DISTRICTS COULD NOT EXCLUDE STUDENTS WHO WANTED TO PARTICIPATE.
NOW, I THOUGHT I REMEMBERED IN OUR PREVIOUS PRESENTATIONS, WE TALKED ABOUT LOOKING AT THEIR PAST HISTORY THIS YEAR.
DO YOU SEE ANY CONFLICT BETWEEN BOTH OF THOSE? NO. I THINK WHEN THEY'RE SPEAKING TO EXCLUSION, THEY'RE SPEAKING MORE TO EXCLUDING STUDENTS BY PROGRAM PARTICIPATION.
SO IF YOU'RE A SPECIAL EDUCATION STUDENT OR DYSLEXIA STUDENT, WE COULDN'T SAY YOU'RE NOT
[01:10:05]
ELIGIBLE TO BE VIRTUAL BY NATURE OF THOSE PROGRAMS. AND SO THAT IS ONE THING FROM THE VERY BEGINNING OF OUR CONVERSATIONS, WE WERE VERY INTENTIONAL THAT ANY STUDENT THAT WANTED OR NEEDED TO BE TO BE A PART OF OUR VIRTUAL SCHOOL WOULD BE ABLE TO DO SO.YES, WHEN WE LOOK IN THE BOARD BOOK AND YOU ALL HAVE PROJECTED FOR OPTION B THIRTEEN HUNDRED STUDENTS AND THEN WITH K THROUGH TWO AND WITHOUT OPTION B, WITHOUT K THROUGH TWO, WE SEE FIFTEEN HUNDRED.
AND TO TO DATE WE HAVE HAD SIX HUNDRED AND SEVEN.
YES. ARE WE TRYING TO MEET THESE NUMBERS.
IS THERE A THRESHOLD THAT WE ARE TRYING TO MEET TO CONDUCT THIS VIRTUAL SCHOOL.
ARE WE GOING TO GO WITH VIRTUAL SCHOOL REGARDLESS.
BECAUSE WHERE WE ARE WITH THE NUMBERS NOW AND I FORGOT WHEN THE APPLICATION WENT OUT AND HOW LONG IT WAS OUT AND WHETHER IT OPENS AGAIN OR WHATEVER.
SO ARE WE GOING TO START REGARDLESS SO WHAT'S OUR THRESHOLD? IS IT FIVE HUNDRED? IS IT EIGHT HUNDRED? IS IT A THOUSAND? OR WE GO WITH WHOEVER SIGNS UP.
RIGHT NOW I THINK WE MEET THE THRESHOLD.
SO THIS IS WHERE WE'RE AT A MID-SIZED ELEMENTARY SCHOOL.
OK, AND I THINK THAT'S A GOOD SUSTAINABLE AMOUNT.
WE WILL NOT BUILD IT OUT IF IT COSTS MORE THAN FIVE MILLION DOLLARS WITHOUT STATE FUNDING. WE ANTICIPATE IT TO BE TO BE PASSED.
BUT IF IT'S NOT, THAT'S WHERE OUR LIMITS ARE.
SO WE JUST PUT NUMBERS OUT THERE ON GUESTIMATES THAT MAY HAPPEN.
SO THAT WAY THE BOARD HAS AN IDEA OF WHAT'S OUT THERE, BUT WE'RE NOT TRYING TO PUSH FOR FIFTEEN HUNDRED OR TWO THOUSAND KIDS.
WHAT WE'RE TRYING TO DO IS FIRST TO SEE IF WE HAVE INTEREST.
AND THE SCHOOL WHAT I WANT THE BOARD TO THINK ABOUT THE SCHOOL IS GOING TO BE NONTRADITIONAL. YOU'RE NOT GOING TO SIT ON ZOOM EIGHT HOURS A DAY, OK? YOU'RE NOT GOING TO SIT THERE.
THERE MIGHT BE MULTI-AGED CLASSROOMS, WHICH THERE SHOULD BE.
IF YOU'RE A FAST LEARNER, YOU SHOULD BE ACCELERATED.
IF YOU NEED EXTRA TIME, YOU GET THE EXTRA TIME.
IT'S GOING TO BE A VERY FLUID PROCESS, WHICH IS EXCITING.
AND I THINK A LOT OF PEOPLE WOULD CHOOSE IT ONCE THEY START SEEING HOW IT WORKS.
AND SO YOU SAY AT A MIDSIZE ELEMENTARY? YES, MA'AM. AND SO WHAT'S THAT PROJECTION OF STAFF MEMBERS? AND I GUESS WE DON'T KNOW BECAUSE WE DON'T KNOW THE GRADE LEVEL.
BUT IN JUST YOUR PROJECTIONS IN PLANNING.
OK, SO IT'S NOT AS SIMPLE AS LIKE SAYING IN ELEMENTARY IS THE EASIEST TO STAFF.
RIGHT. OK, YOU KNOW, YOU YOU DON'T HAVE THIS BIG COURSE OF ELECTIVES.
WHAT'S REALLY HURTING US IS SEEING THE HIGH SCHOOLS WITH THEIR DEGREE PLANS ARE ALL OF THOSE. THAT'S THE ENIGMA.
SO THOSE ARE THE THINGS THAT WE'RE LOOKING AT.
WE MAY JUST FOR THE RECORD, WE MAY HAVE A TEACHER THAT TEACHES FIVE CLASSES FACE TO FACE AND ONE CLASS VIRTUALLY, OK, AND THAT TEACHER IS LOCATED AT SOUTH GARLAND.
RIGHT. AND THAT AND THAT CLASS WOULD LOG INTO THAT TEACHER FOR THEIR ASSIGNMENTS.
SO THAT'S HOW FLUID IT'S GOING TO BE.
IT'S NOT NECESSARILY THESE TEACHERS.
THAT'S ALL THEY DO IS WORK ON THE COMPUTER.
THERE'S GOING TO BE A FEW THAT HAVE TO SPLIT IT OUT.
SO WHAT YOU ARE WANTING FOR US WITH THIS ACTION ITEM IS A MOTION DEPENDENT UPON IS IT SOMETHING ELSE, YOU KNOW, A MOTION TO OFFICIALLY PROCEED AND OPEN UP THE SCHOOL SO THAT WAY WE CAN START STAFFING, GETTING THE KIDS ACQUAINTED.
I MEAN, LIKE I SAID, WE HAVE A SHORT RUNWAY AND THAT OFFICIAL APPROVAL WILL ALLOW US TO MOVE FORWARD. AND SO WITH THAT APPROVAL, YOU'RE SAYING REGARDLESS OF WHICH OPTION, BASED ON FUNDING, WE'RE GOING TO JUST GO WE'RE GIVEN APPROVAL TO MOVE HOWEVER, YOU GUYS NEED TO MOVE. TO NOT EXCEED FIVE MILLION, BUT NOT EXCEED FIVE MILLION.
OK, AND MR. SELDERS, SORRY TO INTERRUPT.
I DRAFTED A MOTION WITH MS. HOGAN'S ASSISTANCE, AND WE DELINEATED THAT TO WITH THE OPTION A, OPTION B, WITH THAT CUTOFF OF FIVE MILLION DOLLARS.
[01:15:01]
OK, THANK YOU.MR. MILLER. YEAH, JUST QUICK, EASY QUESTION.
LOOKING AT THE DISTRIBUTION BY GRADE, LIKE A K-12 THREE TO FIVE, SIX TO EIGHT, NINE TO 12, DOES THAT DISTRIBUTION KIND OF WHAT YOU EXPECTED? I WAS A LITTLE SURPRISED THAT IT WAS A LITTLE HEAVIER IN THE IN THE HIGH SCHOOLS.
I THINK IT'S ABOUT WHAT WE EXPECTED WHEN WE DID THE INITIAL.
ARE YOU INTERESTED SURVEY BEFORE WE OPENED UP THE APPLICATION, SOME OF THE PARENT FEEDBACK THAT WE GOT WAS THAT OR THAT WE RECEIVED WAS THAT THEIR STUDENTS WERE THRIVING BECAUSE THEY DIDN'T HAVE TO WORRY ABOUT TRANSITIONS IN THE HALLWAY OR SOME OF THE PEER PRESSURES THAT THEY MIGHT FACE ON A FACE TO FACE CAMPUS.
AND SO WE'RE NOT SURPRISED TO SEE AN INCREASED INTEREST AT THAT SECONDARY LEVEL.
COUPLED WITH THAT, MR. MILLER, YOU'LL NOTICE THAT PERCENTAGE WISE, THE SPECIAL ED INTEREST IS PRETTY HIGH, TOO.
SO SO THAT TELLS US THAT PEOPLE HAVE CONCERNS ABOUT HEALTH AND SAFETY STILL.
RIGHT. SO WE'RE COUPLING ALL OF THAT TO SEE TO SEE HOW WE ROLL IT OUT.
THAT'S ANOTHER THING. MS. GRIFFIN, HOW SPECIALIZED ARE THOSE UNITS? RIGHT, FOR VIRTUAL.
AND SO THERE'S SOME THINGS THAT IF IT'S LET'S JUST SAY THEY'RE A SELF-CONTAINED UNIT AND THEY WANT TO CREATE A VIRTUAL PLATFORM, THERE'S THINGS THAT YOU CANNOT DO, THAT SELF-CONTAINED.
OCCUPATIONAL THERAPY, PHYSICAL THERAPY, THOSE TYPE OF THINGS.
YOU HAVE TO HAVE A FACE TO FACE ENVIRONMENT.
WE NEED TO REALIZE IF SOME OF THESE KIDS ABSOLUTELY WANT TO GO TO THE GRCTC.
THERE'S GOING TO BE TIMES WHERE OUR SCIENCE TEACHERS SAY YOU HAVE TO COME IN FOR A LAB, OK? LABS AREN'T MADE TO BE VIRTUAL.
THERE'S JUST GOING TO BE TIMES THAT THEY HAVE TO COME FACE TO FACE.
BUT MOST OF THE TIME IT'S GOING TO BE A VIRTUAL.
AND WHAT I WHAT I ENVISION IS THIS EVENTUALLY BECOMING A VERY HYBRID TYPE OF SCHOOLING TO WHERE THEY COME IN FOR FACE TO FACE WHEN THEY NEED TO.
THEY DO VIRTUAL, THEY TURN IN THEIR PAPERS AND THEN, YOU KNOW, IT'S JUST GOING TO BE A DIFFERENT TYPE OF LEARNING ENVIRONMENT FOR THE KIDS THAT LIKE THAT.
RIGHT. NOT EVERYBODY WANTS TO BE IN THE HALLS AND BE IN THAT SOCIAL ENVIRONMENT.
SO. READY FOR THAT? I HAVE A DRAFTED MOTION, IF YOU'D LIKE ME TO MAKE ONE IF THERE'S NOT ANY OTHER QUESTIONS.
YEAH, IT DIDN'T SEEM LIKE THERE WERE ANY OTHER QUESTIONS.
NO OTHER QUESTIONS. I HAVE HAVE A MOTION FOR THE VIRTUAL SCHOOL.
I MOVE THAT THE BOARD APPROVE THE VIRTUAL SCHOOL PROPOSAL THAT WERE RECOMMENDED BY THE ADMINISTRATION AND OUTLINED IN THE BOARD BOOK TO ALLOW THE FOLLOWING OPTION A APPROVAL OF DEPENDENT ON AVAILABILITY OF FULL STATE ADA FUNDING TO ESTABLISH A VIRTUAL PROGRAM BASED ON DISTRICT CURRICULUM, UTILIZING DISTRICT STAFF AND DISTRICT TEACHER TRAINING IN THE EVENT THAT THE STATE FUNDING IS NOT AVAILABLE.
I MOVE TO APPROVE THE VIRTUAL SCHOOL PROPOSAL OF OPTION B, WITH APPROVAL DEPENDENT ON AN APPROVED PARTICIPATION AGREEMENT WITH THE TEXAS VIRTUAL SCHOOL NETWORK TO DELIVER THE APPROVED CURRICULUM AND TEACHER TRAINING WITH AN ENROLLMENT CAP AND A MAXIMUM IMPACT OF FIVE MILLION REVENUE LOSS.
THAT COULD BE MOVED BY MR. BEACH AND SECONDED BY MR. MILLER, ALL IN FAVOR, RAISE YOUR HAND.
MOTION CARRIES SIX - 0. THANK YOU.
I'LL NOW MOVE TO ACTION ITEM C, CONSIDER APPROVAL TO ALLOW INNER DISTRICT TRANSFERS FOR
[VIII.C. Consider Approval to Allow Inter-District Transfers for the Garland Independent School District - Dr. Susanna Russell]
THE GARLAND ISD. DR.RUSSELL. PRESIDENT SELDERS, TRUSTEES, DR.
LOPEZ, IT'S GREAT TO BE BACK UP HERE FOR THIS IMPORTANT DISCUSSION, PRESIDENT SELDERS.
WOULD YOU LIKE US TO GO OVER THE FULL PROPOSAL? IT HAS CHANGED SLIGHTLY FROM WHAT WE PRESENTED TO THE FINANCE COMMITTEE.
PERFECT. SO I HAVE JASON WHEELER HERE WITH ME.
AND SO, YOU KNOW, WE'RE GOING TO WELCOME HIM AND HE'LL BE OUR LAST PRESENTER.
AND DR. HEMPHILL IS HERE, OF COURSE.
AND AS WE ALL KNOW, WE HAVE DECLINING ENROLLMENT THAT HAS LED US TO BE CREATIVE IN OUR PROBLEM SOLVING. AND THAT'S WHAT BRINGS US HERE TONIGHT.
OUR GOAL IS TO REVERSE OUR TRANSFER OUT TREND, WHICH IS CONTINUING TO INCREASE.
AND WE HAVE AN EIGHT PERCENT TRANSFER OUT RATE.
THESE ARE THE SLIDES THAT WE SHARED WITH YOU IN THE FINANCE COMMITTEE THAT SHOW THE CLUSTERS AND HOW MANY SCHOOLS OF ABCDE AND F RATINGS ARE LOCATED WITHIN FIVE, 10 AND 15 MILES OF OUR EPICENTER AS A DISTRICT AND THE SAME FOR SECONDARY SCHOOLS.
[01:20:01]
SO WE DO BELIEVE THAT THERE ARE IS HIGH POTENTIAL FOR SOME FAMILIES TO CHOOSE TO UPGRADE THEIR CHILD'S EDUCATIONAL EXPERIENCE AND #CHOOSEGARLANDISD.THESE GIVE YOU SOME OF THOSE NUMBERS AND THESE ARE PROBABLY THE MOST SIGNIFICANT OF STUDENTS. THERE ARE SIGNIFICANT NUMBERS OF STUDENTS WITHIN FIVE TO 10 MILES OF US WHO ARE ATTENDING A SCHOOL THAT IS RATED CD OR NOT RATED AND COULD UPGRADE.
AND SO HERE ARE SOME OF THE UPGRADES THAT HAVE BEEN PROVIDED TO US BY OUR GISD TEAM AND SYSTEM OF GREAT SCHOOLS. AND I WILL TURN IT OVER TO DR.
HEMPHILL. ALL RIGHT, SO THIS MAP ACTUALLY SHOWS OUR PROJECTED OPEN ELEMENTARY SCHOOLS FOR THIS COMING SCHOOL YEAR, AND WE PROVIDED JUST A LARGER MAP SO YOU COULD SEE THAT AND IT HAS A FEW MORE DETAILS ON IT.
SEAT AVAILABILITY IS A LITTLE MORE COMPLICATED THAN WHAT YOU SEE ON THIS MAP.
AND INDIVIDUAL FAMILY WILL CHOOSE THE GRADE LEVEL AND PROGRAM SUCH AS A FIRST GRADE BILINGUAL SEAT OR SECOND GRADE ESL SEAT OR GENERAL EDUCATION.
AND SO IN LOOKING AT THE APPLICATION THAT WE'RE CREATING FOR THESE OPEN ENROLLMENT TRANSFERS, THE STUDENTS WILL ONLY BE ALLOWED TO SELECT A CAMPUS AT THE GRADE LEVEL AND PROGRAM IF IT HAS AN AVAILABILITY THAT IS 15 PERCENT OR GREATER THAN THE ASSIGNED CAPACITY FOR THE GRADE LEVEL.
THE 15 PERCENT CUT OFF THAT WE HAVE SHOWN IN THIS MAP ALLOWS FOR CONTINUED ENROLLMENT OF OUR CURRENT AND FUTURE RESIDENT STUDENTS.
THAT WAS A POINT, AS WE DID OUR PARENT FOCUS GROUPS AND OUR COMMUNITY FOCUS GROUPS.
THEY WANTED TO ENSURE THAT WE WOULD STILL BE ABLE TO SERVE OUR RESIDENT STUDENTS IN THEIR NEIGHBORHOOD SCHOOLS.
AND SO WE WANTED TO MAKE SURE THAT WE INCLUDED THAT AND WANTED TO GIVE YOU A REPRESENTATION, AS ACTUALLY YOU ALL HAD ASKED FOR IN THE FINANCE COMMITTEE MEETING EARLIER THIS MONTH.
AND SO YOU CAN SEE THAT WE HAVE QUITE A FEW SCHOOLS THAT ARE ON THE OUTER PERIMETER OF THE SCHOOL DISTRICT THAT WE'RE SURE STUDENTS WILL BE ABLE TO TAKE ADVANTAGE OF AT THE ELEMENTARY LEVEL.
WE USE THE SAME LOGIC IN LOOKING AT THE SECONDARY LEVEL AS WELL, SO THE SCHOOLS THAT YOU SEE IN GREEN ARE OUR OPEN SCHOOLS AND WE DID INCLUDE MIDDLE AND HIGH SCHOOL TOGETHER THERE REMEMBERING THAT WE ARE LOOKING AT GRADE LEVEL AND PROGRAM TYPE THAT THE STUDENT WILL TAKE ADVANTAGE OF.
OUR MAGNET SEATS ARE NOT INCLUDED IN THIS BECAUSE A STUDENT HAS TO APPLY FOR A MAGNET PROGRAM. SO ONE OF THE OTHER FEATURES THAT WE WANTED TO SHARE WITH YOU WERE JUST THE PROTOCOLS. AND SO THIS SLIDE, YOU SEE JUST AN EXAMPLE OF SORT OF THE OPENING AND THE CLOSING SECTION OF OUR ONLINE APPLICATION.
AND ONE OF THE THINGS THAT YOU HAVE AT YOUR PLACE IS OUR DRAFT OF OUR OPEN ENROLLMENT PARENT HANDBOOK THAT REALLY DETAILS THE PROTOCOLS THAT WE EXPLAINED IN THE PREVIOUS MEETING. AND I'M JUST GOING TO HIT THE HIGHLIGHTS OF A FEW OF THOSE.
WE WILL BE OPENING THESE TRANSFERS IF APPROVED ON MAY 3RD.
AND THAT'S WHY WE'VE TRIED TO PUT SO MUCH TOGETHER, BECAUSE IF APPROVED, THAT WILL START NEXT MONDAY.
AND WE WOULD BEGIN NOTIFICATIONS AT GRADES FIRST THROUGH 12TH, BEGINNING ON MAY 10TH, AND THEN FINAL ASSIGNMENTS WOULD BE MADE BY MAY 31ST.
AND THAT WILL GIVE US AN OPPORTUNITY ON JUNE 1ST TO OPEN THIS PROCESS FOR OUR PRE-K AND KINDERGARTEN STUDENTS.
AS YOU ALL KNOW, WE ARE IN THE MIDST OF PRE-K AND KINDERGARTEN ENROLLMENT.
AND SO, OF COURSE, WE HAVE THAT SAME COMMITMENT TO OUR RESIDENT FAMILIES THAT WE WILL COMPLETE THE CHOICE PROCESS BEFORE CONSIDERING CAMPUSES FOR OPEN ENROLLMENT.
AND SO THAT IS JUST A QUICK OVERVIEW OF THE PIECES OF THE PROTOCOL THAT WE HAD NOT ALREADY ADDRESSED.
BABETTA, MS. HEMPHILL, WHEN YOU SAY THE WAIT LIST SEATS ARE THEY FOR SPECIFIC GRADE LEVELS AND PROGRAMS THAT ARE NOT AVAILABLE.
FOR EXAMPLE, GARLAND HIGH SCHOOL IN THE SECONDARY, YOU HAVE A WAIT LIST OF TWENTY NINE KIDS. SO IN OTHER WORDS, WOULD THOSE STUDENTS THEN HAVE TO CHOOSE AN ALTERNATE SCHOOL FOR A DIFFERENT PROGRAM THAT THEY'RE WANTING TO DO OR? SO THIS IS ACTUALLY OUR CURRENT WAIT LIST AND WE ACTUALLY CALLED IT STUDENT SERVICES.
WE DID THE WAITING LIST FOR GARLAND HIGH SCHOOL.
WE CALLED THOSE FAMILIES AND SO SOME OF THESE FAMILIES WERE WAITING TO HEAR FROM AND SOME OF THEM JUST DECIDED TO STAY WHERE THEY WERE.
SO THAT'S WHAT YOU'RE SEEING THERE.
THOSE ARE A CURRENT RESIDENT STUDENTS.
SO FROM WHAT I'M SEEING HERE ON THE SECOND AVAILABLE SEAT, THE SEAT FOR 2021 AND 22, YOU
[01:25:07]
SHOW THE ENROLLMENT THAT WHAT THE SCHOOL CAN HANDLE, THE NUMBER THERE FOR THE NUMBER OF SEATS THAT WE HAVE.YES. AND THE ENROLLED IS WHAT HAVE SAID THAT ARE GOING TO GO THERE.
EXACTLY. SO WE'RE LOOKING LIKE WE'RE GOING TO FILL UP PRETTY GOOD.
AND THEN THE AVAILABLE THAT'S JUST THE AVAILABLE SEATS THAT ARE THERE.
AND THEN THE WAIT ARE THOSE FOLKS THAT THAT PROGRAM MAY NOT BE AT THAT PARTICULAR CAMPUS.
YES. AND SO ALL OF THE AVAILABLE SEATS ARE POTENTIAL SEATS WHERE WE COULD HAVE AN OUT OF DISTRICT OR AN OPEN ENROLLMENT STUDENT TO TAKE ADVANTAGE OF THAT SEAT.
NOW, SOME OF THESE SEATS THAT YOU SEE HERE ARE MAGNET SEATS AND WE'LL HAVE OUR SECOND CHANCE MAGNET WINDOW THAT WILL OPEN IN JUNE.
AND SO WE WOULD OPEN THAT FOR OUR RESIDENT STUDENTS FIRST AND THEN THOSE SEATS THAT DID NOT FEEL WE WOULD STILL ALLOW OUR OPEN ENROLLMENT STUDENTS TO TAKE ADVANTAGE OF THOSE SEATS. SO IF IT'S A STUDENT ON A WAIT LIST AND IT'S NOT OFFERED AT GARLAND AND THEY WANT TO GO TO ANOTHER CAMPUS, WILL WE PROVIDE THAT TRANSPORTATION AS LONG AS THEY'RE IN OUR BOUNDARIES? SO NO.
AND SO THAT WAS ACTUALLY ONE OF THE QUESTIONS THAT OUR COMMUNITY AND OUR PARENTS STAKEHOLDERS WANTED TO CLARIFY.
AND I DID INCLUDE SOME OF THE FAQ PIECES IN THERE.
BUT TRANSPORTATION WOULD NOT BE PROVIDED.
NOW, IF THE STUDENT IS ABLE TO GO TO LIKE A CLASS AT THE GRCTC BECAUSE THEY'VE MET THE REQUISITES IN THEIR PREVIOUS DISTRICT AND THEY'RE ABLE TO SIGN UP FOR A CLASS THERE, ONCE THE PARENT GETS THEM TO THE DISTRICT, WE WOULD TRANSPORT THEM TO THE GRCTC.
THE OTHER THING I DIDN'T SEE MEMORIAL LISTED AS A SCHOOL NAME ON HERE, AND I KNOW THEY'RE MORE OF A PROGRAM THAN THEY ARE CONSIDERED HIGH SCHOOL OR WHATEVER THE CASE MAY BE.
IS THERE ANY KIND OF NUMBERS AS FAR AS SEATS OR WHATEVER THAT THEY'RE GOING TO BE EVALUATED THERE.
SO WE COULD PROVIDE THOSE SEATS.
BUT RIGHT NOW, THE STUDENTS WHO ATTEND MEMORIAL PATHWAYS ARE ACTUALLY CODED BACK TO THEIR HOME SCHOOL. SO IF THEY ARE ABLE TO GET INTO ONE OF OUR SCHOOLS THAT HAS OPENINGS AND THEN WHAT WE WOULD DO FROM THERE IS THEY'RE EVALUATED BY THE COUNSELOR, JUST LIKE OUR STUDENTS WOULD BE, AND DETERMINE WHETHER OR NOT THEY WOULD BE ABLE TO ATTEND MPA.
AND IF THERE ARE SEATS AVAILABLE, THEY WOULD THEY WOULD BE ABLE TO ATTEND THAT PROGRAM AS WELL. OK, THANK YOU, MR. GLICK. YES, THANK YOU.
AT YOUR LAST PRESENTATION, BOTH MR. JOHNSON AND I ASKED ABOUT OUR MONTESSORI AND LUNA AND HERFURTH BEING IN LITERALLY THE PERFECT POSITION FOR TO GET TRANSFERS.
AND BASED ON THIS, THEY'RE BOTH CLOSED AND I GUESS WILL REMAIN CLOSED.
SO THERE'S SOME EXCITING NEWS THERE, AND CAN I GO AHEAD AND SHARE SO WE PLEASE? YEAH, WE ARE OPENING ADDITIONAL SECTIONS AT LUNA AND HERFURTH AND BASED ON THE, NOT PRESENTATIONS, BUT BASED ON THE ENROLLMENT THAT WE HAVE DONE FOR PRE-K AND KINDERGARTEN, WE'RE GOING TO HAVE RESIDENT STUDENTS FILL THOSE SEATS.
SO IF WE DO HAVE REMAINING SEATS AFTER WE OPEN THOSE ADDITIONAL SECTIONS TO OUR RESIDENT STUDENTS, THAT COLOR WOULD CHANGE ON THE MAP.
BUT RIGHT NOW, JUST LOOKING AT JUST EVEN THREE YEAR OLDS, WE HAVE OVER A HUNDRED THREE YEAR OLDS WHO ARE INTERESTED IN TAKING ADVANTAGE OF THE MONTESSORI PROGRAM, AND THEY HAVE VERY LIMITED SEATS.
SO WE'RE GOING TO BE OPENING THAT UP FOR OUR RESIDENT STUDENTS.
WHICH, BY THE WAY, IS ONE OF THE REASONS THAT WE ACTUALLY ADDED MONTESSORI BECAUSE OF THOSE VERY REASONS. I'M GLAD YOU'RE OPENING THE SESSIONS.
AND I WOULD HOPE WHEN THAT'S ALL DONE AND VERY SUCCESSFUL, THAT MAYBE THERE EVEN SOME MORE SEATS BECAUSE AGAIN, PERFECT POSITION.
TELL ME WHAT YOU MEAN BY OPENING UP SEATS, OPENING UP SESSIONS.
WE'LL BE ADDING ADDITIONAL MONTESSORI CLASSES TO THOSE CAMPUSES.
AND IS IT. AND THAT'S BECAUSE WE HAD A CAP RIGHT NOW OR WHAT IS THE DEAL? WELL, WE'RE OPENING IT BECAUSE OF THE DEMAND THAT WE'VE BEEN ABLE TO SEE.
WE HAVE OVER A THOUSAND FOUR YEAR OLDS THAT ARE REGISTERED THAT HAVE SUBMITTED APPLICATIONS. RIGHT.
BUT AS WE'RE CONSIDERING OPENING THE DISTRICT TO OUR OPEN ENROLLMENT STUDENTS, WE KNOW, JUST LIKE WE'VE PROMISED TO OUR PARENTS THAT WE NEED TO TAKE CARE OF THE DEMAND THAT'S ALREADY HERE. AND WHEN YOU ALL BROUGHT THAT UP AT THE LAST MEETING, WE HAD DISCUSSIONS ABOUT THAT INTERNALLY.
AND WHEN WE STARTED LOOKING AT OUR NUMBERS OF ACTUAL LIVE APPLICANTS AND ENROLLMENTS FOR THIS UPCOMING SCHOOL YEAR, WE HAVE THE DEMAND RIGHT HERE IN THE DISTRICT RIGHT NOW.
[01:30:03]
AND SO THIS THIS OPPORTUNITY TO ENTERTAIN OPEN ENROLLMENT HAS REALLY OPENED A LOT OF DOORS IN OUR THINKING AND MEETING THE NEEDS OF OUR FAMILIES.SO IT'S BEEN VERY EXCITING TO WORK ON THIS.
ALONG THOSE LINES, I'M LOOKING HERE HOW WHEN YOU SAY YOU'RE OPENING UP NEW SECTIONS OF MONTESSORI AT THESE SCHOOLS, I MEAN, HOW MANY STUDENTS ARE WE TALKING ABOUT? SO WE'RE.
IN SEATS. TOTAL OF THREE SECTIONS.
AND SO THAT'S GOING TO BE 60 WELL, 70, 72? 72 RIGHT NOW.
THAT WOULD THAT WOULD RAISE FOR INSTANCE, LUNA TO ABOUT 380 FOR THE NUMBER OF SEATS THAT COULD HAVE.
MY UNDERSTANDING IS THE SCHOOL ITSELF IF I RECALL CORRECTLY HAD A CAPACITY PRE MONTESSORI OF ABOUT ALMOST 700.
YES. SO WE'RE STILL USING ONLY 50 PERCENT OF THE CAPACITY OF THAT STRUCTURE.
YES. BUT WE ARE GROWING UP THE PROGRAM AND SO THAT SEVENTY TWO IS GOING TO COMPOUND EACH YEAR UNTIL WE ARE ABLE TO ADD A FEW HUNDRED TO EACH OF THOSE CAMPUSES.
I MEAN, ONE OF THE PROBLEMS, OBVIOUSLY, OBVIOUSLY WITH MONTESSORI, AS YOU GET INTO THE OLDER GRADES, WHEN PEOPLE KIDS MOVE OR THEY LEAVE, THEY CAN'T BE REPLACED BECAUSE YOU CAN'T UNLESS YOU HAVE SOME RARE BIRD OF SOMEONE'S MOVING IN FROM ANOTHER DISTRICT.
THAT'S A MONTESSORI PROGRAM, WHICH THERE'S NOT MANY OF.
SO THAT'S ALWAYS BEEN KIND OF THE ACHILLES HEEL.
SO MUCH OF THIS PROGRAM IS THAT AS YOU MOVE UP, IT STARTS TO THIN OUT.
I GUESS THIS IS MORE DIRECTED TO YOU THAN THEM.
WHAT ARE THE WHAT ARE THE OPTIONS ABOUT USING MAYBE OPEN ENROLLMENT KIND OF FOR SOME OTHER PROGRAMS IN THE HIGHER GRADES THAT ARE LOCATED IN THAT TO FILL UP THAT SCHOOL.
LIKE REGULAR GENERAL GENERAL PROGRAMS? YOU KNOW, SO WE'VE GOT TO REMEMBER ANOTHER THING ABOUT MONTESSORI.
YEAH, OK. SO LIKE A REGULAR CLASSROOM IS TWO CLASSROOMS. IT'S NOT JUST ONE.
SO WE CAN LOOK AT THE SPACE THAT WE HAVE AND JUST SAY, HEY, WE'RE USING THIS AS A REGULAR SCHOOL AND PHASE IT OUT.
I MEAN, WE CAN LOOK AT SOMETHING LIKE THAT AND SEE HOW MANY CLASSROOMS WE'LL HAVE FOR LIKE THIRD, FOURTH AND FIFTH OR FOURTH AND FIFTH FOR THOSE THAT ARE INTERESTED.
AND THEN IF THEY COME AND THEY STICK WITH [INAUDIBLE] FOURTH AND FIFTH, MORE LIKELY THOSE KIDS, LET'S SAY, IN HERFURTH, WILL MORE LIKELY GO TO COYLE OR SCHRADE.
RIGHT. BECAUSE THEY'LL STAY WITH US SO THAT WE COULD LOOK INTO THAT.
I MEAN, AND THE FLIP SIDE OF IT IS IF WE NEEDED TO RETROFIT THE BUILDING EVEN MORE.
BUT TO TO ATTRACT BECAUSE I'M I STILL I'M ALONG WITH LARRY ON THIS LUNA AND HERFURTH ARE PROBABLY, IN MY OPINION, THE TWO BIGGEST SELLING POINTS IN THE OPEN ENROLLMENT PROGRAM.
AND WE'RE NOT REALLY LOOKING AT IT AS A SOMETHING WE'RE CONSIDERING WITH RESPECT TO THE OPEN ENROLLMENT PROGRAM. I THINK IT'S GREAT WE HAVE MORE PEOPLE IN THE DISTRICT THAT ARE INTERESTED IN IT NOW THAN HAVE EVER BEEN INTERESTED IN IT BEFORE.
BUT THAT JUST MEANS MAYBE BECAUSE WE'RE STILL, LIKE I SAID, EVEN THOUGH THIS IS GOING TO COMPOUND, I DON'T THINK WE'RE ON PACE TO FILL UP THAT SCHOOL IN FOUR YEARS.
I MEAN, WE HAVEN'T WE'RE STILL HALF FULL AND MONTESSORI HAS BEEN AROUND NOW FOR FOUR YEARS. SO I THINK THAT WE THAT WE IF WE CAN STILL USE THIS AS A MARKETING TOOL FOR OPEN ENROLLMENT, I WOULD LIKE TO ANYWAY WE CAN DO IT.
IF THAT MEANS WE NEED TO MAYBE OPEN UP MORE SPACE AND MORE SEATS FOR THEM, THEN I THINK WE SHOULD. OK, I GUESS I'M.
MS. GRIFFIN. I'M CONFUSED A LITTLE BIT.
THE CAPACITY OF THAT SCHOOL WAS SEVEN HUNDRED PLUS WHEN IT WAS A REGULAR ELEMENTARY SCHOOL BEFORE WE DID ALL OF THE REDESIGN.
WHAT IS THE CAPACITY OF THE SCHOOL NOW BECAUSE WASN'T IT REDESIGNED TOTALLY FOR MONTESSORI? SO I THINK I'M TRYING TO FIGURE OUT THE SEVEN HUNDRED POSSIBILITY ISN'T STILL THERE, BUT WHAT IS THAT NUMBER? SO I CAN GET THAT INFORMATION FOR YOU.
WE DO HAVE A REPORT BASED ON WORK THAT THE GIS HAS DONE WITH OUR FACILITIES GROUP AND SO WE CAN SHARE THAT WITH YOU.
I THINK THAT WOULD BE GOOD BECAUSE I DON'T THINK IT'LL BE SEVEN HUNDRED, BUT I DON'T KNOW WHAT THE NUMBER IS. IT WON'T BE SEVEN HUNDRED IT'S PROBABLY THREE HUNDRED.
I MEAN, EVEN EVEN IF YOU HAVE TO USE MORE SPACE PER STUDENT PER MONTESSORI, YOU DON'T NEED MORE CAFETERIA SPACE, YOU DON'T NEED MORE LIBRARY SPACE.
[01:35:01]
I MEAN, THERE'S.I'M NOT DISAGREEING. I'M JUST SAYING LET'S JUST KNOW WHAT THAT NUMBER IS.
AND THE SEATS THAT YOU SEE REFLECTED HERE ARE ONLY FIRST THROUGH FIFTH GRADE BECAUSE WE HAVE NOT SEATED PRE-K AND KINDERGARTEN YET.
WE'RE STILL TAKING APPLICATIONS.
SO WE DID TAKE THOSE NUMBERS OUT TO GIVE YOU A BETTER REPRESENTATION OF WHAT'S AVAILABLE NOW THAT WE'VE COMPLETED CHOICE FOR FIRST THROUGH TWELFTH GRADE.
I'LL ENTERTAIN A MOTION? MR. PRESIDENT, I WILL MAKE A MOTION TO ALLOW INTO DISTRICT TRANSFERS FOR THE GARLAND INDEPENDENT SCHOOL DISTRICT. SECOND.
BEEN MOVED BY MR. GLICK, SECOND.
SECONDED BY MS. GRIFFIN, THOSE IN FAVOR, RAISE YOUR HAND.
THE NEXT TWO ITEMS ACTION ITEMS D AND E CAME TO US THROUGH COMMITTEE.
[Items VIII.D & VIII.E]
D, CONSIDER APPROVAL OF WAIVER TO REQUEST HYBRID INSTRUCTION DURING DISTRICT SCHEDULE TESTING DAYS FOR K THROUGH EIGHTH GRADE STUDENTS.AND THEN E CONSIDER APPROVAL OF WAIVER TO REQUEST FOR 40 PERCENT CAMPUS HYBRID INSTRUCTION FOR NINTH THROUGH 12TH GRADE STUDENTS.
IF IT'S. IF THERE'S NO DISCUSSION I'LL MAKE A MOTION.
I DON'T THINK THERE WAS ANY CHANGES.
WE'D LIKE TO TAKE BOTH OF THOSE TOGETHER.
YES, ITEM D CONSIDER APPROVAL OF THE WAVIER, I MAKE A MOTION THAT WE APPROVE THE WAIVER TO REQUEST A HYBRID INSTRUCTION DURING DISTRICT SCHEDULED TESTING DAYS FOR K THROUGH EIGHT GRADE STUDENTS AND ALSO ITEM E, CONSIDER APPROVAL OF THE WAIVER REQUEST FOR 40 PERCENT CAMPUS HYBRID INSTRUCTION FOR 9 THROUGH 12TH GRADE STUDENTS AS WRITTEN IN OUR BOARD BOOK. SECOND.
BEEN MOVED BY MR. BEACH TO TAKE ITEMS ACTION ITEMS D AND E AND SECONDED BY MR. GLICK. THOSE IN FAVOR RAISE YOUR HAND.
WE'LL NOW MOVE TO ACTION ITEM F CONSIDER APPROVAL OF RESOLUTION CONCERNING WAIVER OF LOCAL
[VIII.F. Consider Approval of Resolution Concerning Waiver of Local Board Policy to Require Two Readings of Policy before Adoption - Lisa Ray]
BOARD POLICY TO REQUIRE TWO READINGS OF POLICY BEFORE ADOPTION.GOOD EVENING. PRESIDENT SELDERS RESPECTED TRUSTEES AND SUPERINTENDENT LOPEZ, BEFORE YOU YOU HAVE A RESOLUTION WAIVING ASKING YOU TO WAIVE THE LOCAL BOARD POLICY BF TO REQUIRE TWO READINGS OF POLICIES BEFORE ADOPTION.
WE HAD A POLICY ADVISORY GROUP MEETING ON MARCH 29 THAT HAD A FEW POLICIES THAT WENT FORWARD. THESE INCLUDE THREE GRIEVANCE POLICIES, DBGA LOCAL, GF LOCAL, CJ LOCAL AND THEN LIKE FIELD OF DREAMS, BUILD IT AND IT WILL COME.
WE WERE HOPING THAT YOU WOULD PASS THE OPEN ENROLLMENT OPPORTUNITY.
AND SO WITH OUR FC LOCAL AND FDA LOCAL, WE HAVE PROPOSED REVISIONS TO THE POLICIES TO ALLOW AND TO DELINEATE WHEN THOSE STUDENTS THAT COME IN FROM OUTSIDE THE DISTRICTS WHEN THEY WOULD BE ABLE TO BE ELIGIBLE FOR CHOICE OF SCHOOL.
FL LOCAL IS ABOUT STUDENT RECORDS.
AS YOU HAD HEARD EARLIER, JASON WHEELER HAD DONE PUBLIC INFORMATION REQUESTS FOR STUDENT INFORMATION AT OTHER SCHOOL DISTRICTS.
SO WE WANT TO LOCK THAT DOWN SO WE CAN ONLY HAVE STUDENT NAMES BE AVAILABLE WHEN PEOPLE DO PUBLIC INFORMATION REQUESTS FOR US.
AND THEN FINALLY, CFC LOCAL IS THE INTERNAL AUDIT POLICY AND THE REVISIONS THAT ARE BEFORE YOU WERE PROPOSED BY MR. GREG GIBSON OUR INTERNAL AUDITOR.
AND SO THE RESOLUTION IS BEFORE YOU TO WAIVE THE TWO READINGS.
YES, I MOVE THAT WE APPROVE THE RESOLUTION CONCERNING WAIVER OF LOCAL BOARD POLICY TO REQUIRE TWO READINGS OF POLICY BEFORE ADOPTION AS PRINTED IN OUR AGENDA.
SECOND. BEEN MOVED BY MS. GRIFFIN, SECONDED BY MR. JOHNSON. THOSE IN FAVOR RAISE YOUR HAND.
CONSIDER APPROVAL OF BOARD POLICIES.
[VIII.G. Consider Approval of Board Policies: DGBA (Local), GF(Local), CJ (Local), FC (Local), FDA (Local), FL (Local), CFC (Local) - Lisa Ray]
DGBA LOCAL, GF LOCAL, CJ LOCAL, FC LOCAL, FDA LOCAL, FL LOCAL AND CFC LOCAL.TRUSTEES AS INDICATED BEFOREHAND, THESE ARE THE THE ABOVE REFERENCED GRIEVANCE POLICIES CJ LOCAL THAT YOU HAVE IN YOUR BOARD BOOK IS FOR OUR VENDORS TO HAVE THE OPPORTUNITY TO FILE A GRIEVANCE PRIOR TO FILING A LAWSUIT.
SO IT WOULD BE KIND OF LIKE A NOTICE PRIOR TO A LAWSUIT BEING FILED AGAINST THE DISTRICT,
[01:40:01]
OUR DGBA LOCAL, WHICH INADVERTENTLY WAS NOT PUT IN YOUR BOARD BOOK BUT IS IN A MANILA FOLDER BEFORE YOU JUST STREAMLINES OUR GRIEVANCE POLICY.AND WITH THAT IT GIVES AN EMAIL ADDRESS FOR THOSE EMPLOYEES WHO WANT TO FILE A GRIEVANCE IT WILL GO STRAIGHT TO THAT EMAIL ADDRESS.
SIMILAR LIKE IF SOMEONE HAS A QUESTION ABOUT SALARIES, THERE'S SALARY@GARLANDISD.NET AND FOR THOSE PERSONS AND THIS WAS A CONCERN OF DR.
BROWN IN H.R. BUT THOSE PERSONS WHO DON'T FEEL COMFORTABLE EMAILING A GRIEVANCE, THEY WANTED TO HAVE A PERSON IN THE HUMAN RESOURCES DEPARTMENT IF A PERSON WANTED TO HAND THEM THE GRIEVANCE. AND SO THAT'S DGBA.
AND ALSO WE MADE A SMALL CHANGE TO OUR GF LOCAL POLICY, WHICH IS FOR THE PUBLIC.
SEVERAL DISTRICTS HAVE HAD A PERSON I WILL NOT NAME WHO THAT PERSON IS THAT LIVES OUTSIDE THE NORTH TEXAS AREA, THAT HAS FILED NUMEROUS GRIEVANCES IN THE NORTH TEXAS AREA, AND THAT PERSON IS OUT OF DISTRICT.
AND SO WITH THAT, OUR GF LOCAL THE ONLY CHANGE IS TO PERMIT GRIEVANCES FROM THE PUBLIC WHO LIVE IN THE DISTRICT. AND FL LOCAL.
WE AS STATED EARLIER, IT'S JUST TO BY LAW, STUDENT INFORMATION NEEDS TO BE GIVEN FULLY TO MILITARY RECRUITERS AND INSTITUTIONS OF HIGHER EDUCATION OR FOR SCHOOL DISTRICT SPONSORED PURPOSES. BUT THE ONLY CHANGE WOULD BE TO PROVIDE STUDENT NAMES FOR THOSE THIRD PARTY REQUESTERS. AND CFC LOCAL IS AGAIN THE PROPOSED REVISIONS TO THE AUDIT POLICY PROVIDED BY MR. GIBSON. THANK YOU, MISS RAY.
DO WE HAVE A MOTION? I'LL MAKE A MOTION TO APPROVE THE PROPOSED REVISIONS TO BOARD POLICIES DGBA LOCAL, GF LOCAL, CJ LOCAL, FC LOCAL, FDA LOCAL, FL LOCAL, CSC LOCAL, AS RECOMMENDED BY ADMINISTRATION.
MOVED BY MR BEACH, SECONDED BY MR. JOHNSON. THOSE IN FAVOR.
THANK YOU, MISS RAY. WE'LL NOW MOVE TO ACTION ITEM EIGHT, CONSIDER APPROVAL OF THE 2021 -
[VIII.H. Consider Approval of 2021-2022 Raise Scenarios - Brandy Mayo, Dr. Gradyne Brown, Dr. Brent Ringo]
2022 RAISE SCENARIO.THIS ITEM CAME BEFORE US AND WE HAD SOME DISCUSSION ON IT.
YOU KNOW, MS. GRIFFIN, AS CHAIR OF THE FINANCE COMMITTEE, DID YOU HAVE ANY ADDITIONAL COMMENTS YOU WANTED TO ADD? NO, NOT AT THIS TIME.
I THINK WE ARE READY FOR A MOTION.
IF THERE IS NO DISCUSSION I'LL ENTERTAIN A MOTION.
I'LL ENTERTAIN A MOTION AT THIS TIME, OK.
I MOVE THAT WE ACCEPT, LET ME FIND THE PAGE.
I MOVE THAT WE APPROVE A TWO PERCENT RAISE AT MIDPOINT FOR THE EMPLOYEES OF THE DISTRICT.
BEEN MOVED BY MS. GRIFFIN AND SECONDED BY MR. GLICK, THOSE IN FAVOR.
[VIII.I. Consider Approval of Budget Transfers and Amendments to the 2020-2021 General Fund – Brandy Mayo]
CONSIDER APPROVAL OF BUDGET TRANSFERS AND AMENDMENTS TO THE 2020-2021 GENERAL FUND.MS. MAYO. PRESIDENT SELDERS, BOARD OF TRUSTEES.
I DO WANT TO HIGHLIGHT A COUPLE OF ITEMS BECAUSE THERE HAVE BEEN SOME CHANGES SINCE FINANCE AND AUDIT COMMITTEE.
IF I COULD BRING YOUR ATTENTION TO THE GENERAL FUND BUDGET AMENDMENT, YOU CAN SEE, ON THE COLUMN 3 THERE THE ONLY CHANGE THERE IS DUE TO THE PAYROLL DEPARTMENT RENOVATIONS.
WE NEEDED TO MOVE TWENTY ONE THOUSAND FROM FUNCTION FIFTY ONE TO FUNCTION EIGHTY ONE.
SO THAT'S THE ONLY CHANGE THERE.
THERE'S NO IMPACT TO THE GENERAL FUND.
IT'S JUST A CROSS FUNCTION TRANSFER.
BUT THAT IS DIFFERENT FROM FINANCE AND AUDIT COMMITTEE.
AND THEN WE ARE BRINGING, AS WE MENTIONED IN FINANCE AND AUDIT COMMITTEE, WE MENTIONED THAT WE WOULD BE BRINGING A DEBT SERVICE FUND BUDGET AMENDMENT AND IS PRESENT HERE TODAY.
[01:45:02]
SO YOU'LL SEE AN INCREASE IN REVENUE OF TWO MILLION DOLLARS.THAT'S BASED ON OUR TAV VALUES THAT WE DO HAVE.
SO WE DO HAVE AN EXPECTED INCREASE IN REVENUE THERE FOR LOCAL REVENUE AND WE ARE ADDING SOME FUNDING TO FUNCTION SEVENTY ONE AND SEVENTY THREE AND YOU'LL SEE THE OFFSET THERE.
SO AN INCREASE IN REVENUE THERE IS AN INCREASE IN THE EXPENSE BUDGET, BUT IT IS STILL A POSITIVE IMPACT TO THE DEBT SERVICE FUND BALANCE.
AND THOSE INCREASES ARE DUE TO THE 2020 REFUNDING.
MR. GLICK. JUST A QUESTION, SIR.
IN PREVIOUS AMENDMENTS, YOU INDICATED THE LOSS OF PROJECTED REVENUE ON INTEREST.
SINCE THAT TIME, INTEREST RATES HAVE STARTED TO GO HIGHER OR THEY ARE GOING HIGHER ALMOST EVERY DAY, NOT BACK TO A COUPLE OF YEARS AGO, BUT THEY ARE IN THE ONE POINT FIVE, ONE POINT SEVEN RANGE, MUCH, MUCH BETTER THAN THEY WERE THE LAST COUPLE OF QUARTERS.
ARE YOU PROJECTING ANY REVENUE, ADDITIONAL REVENUES YET FOR THE INCREASED INTEREST RATES AT THIS POINT? WE'RE NOT PROJECTING THOSE AT THIS TIME.
WE WILL CONTINUE OUR ANALYSIS.
AND IF WE DO SEE A CHANGE THAT NEEDS TO BE ADDRESSED, WE'LL BRING IT IN MAY.
THANK YOU. THANK YOU, MISS MAYO.
ANY OTHER QUESTIONS? IF THERE ARE NO QUESTIONS I'LL ENTERTAIN A MOTION.
MR PRESIDENT, I MOVE THAT WE APPROVE THE BUDGET TRANSFERS AND AMENDMENTS TO THE 2020-2021 GENERAL FUND AND DEBT SERVICE FUND AS PRINTED IN OUR BOARD BOOK.
SECOND. BEEN MOVE BY MS. GRIFFIN, SECONDED BY MR. GLICK. THOSE IN FAVOR RAISE YOUR HAND.
CONSIDER APPROVAL OF TAX REFUNDS FOR OVERPAYMENTS OR ERRONEOUS PAYMENTS.
[VIII.J. Consider Approval of Tax Refunds for Overpayments or Erroneous Payments – Kristi Cooper]
MS. COOPER. MR. SELDERS, IF THERE'D BEEN NO CHANGES, I'D JUST MOVE THAT WE APPROVE THE REPORT.BEEN MOVED BY MR. MILLER AND SECONDED BY MR. GLICK, THOSE IN FAVOR, PLEASE RAISE YOUR HAND.
WE NEED TO MAKE L AND K OUT OF ORDER.
[VIII.L. Consider Approval of Statutory Write-Off of Delinquent Taxes – Kristi Cooper]
WE'LL MOVE L ABOVE K JUST FOR PROCEDURAL REASONS.WE NEED TO APPROVE THE STATUTORY WRITE OFF OF DELINQUENT TAXES BEFORE WE CAN APPROVE THE RESOLUTION AUTHORIZING THE WRITE OFF OF DELINQUENT TAXES.
[LAUGHTER] WHO SAID, SO MOVED.
I MAKE A MOTION TO APPROVE ITEM L AS PRESENTED IN THE BOARD BOOK.
SECOND. ALL RIGHT. IT'S BEEN MOVED BY MR. MILLER, SECONDED BY MR. GLICK.
ALL THOSE IN FAVOR, RAISE YOUR HAND.
[VIII.K. Consider Approval of Resolution Authorizing the Write-Off of Delinquent Taxes – Kristi Cooper]
I MAKE A MOTION THAT WE APPROVE THE RESOLUTION AUTHORIZING THE WRITE OFF OF DELINQUENT TAXES. SECOND.BEEN MOVED BY MR. BEACH, SECONDED BY MR. MILLER. THOSE IN FAVOR, PLEASE RAISE YOUR HAND.
THANK YOU. WE GOT ITEMS M AND N IN COMMITTEE.
[Items VIII.M & VIII.N]
I'D LIKE TO TAKE THOSE TWO TOGETHER.IF TRUSTEES DON'T HAVE ANY OBJECTION TO THAT.
I DON'T THINK ANYTHING HAS CHANGED SINCE THEN.
IF THERE NO QUESTION I'LL MAKE A MOTION.
ITEM M APPROVAL OF DISPOSAL OF BUSSES AS PRINTED IN OUR BOARD BOOK AND ITEM N, APPROVAL OF THE STOREFRONT IN P-TECH/ECHS PROJECT AT ROWLETT HIGH SCHOOL.
BEEN MOVED BY MR. BEACH FOR ACTION ITEMS M AND N AS PRINTED IN OUR BOARD BOOK.
SECONDED BY MR. MILLER. THOSE IN FAVOR, PLEASE RAISE YOUR HAND.
CONSIDER APPROVAL OF THE NAMING RECOMMENDATION FOR THE ROWLETT HIGH SCHOOL BASEBALL
[VIII.O. Consider Approval of the Naming Recommendation for the Rowlett High School Baseball Field - Ray Merrill, Dr. Susanna Russell]
FIELD. THAT ITEM ALSO CAME TO US IN COMMITTEE.IF THERE'S NO QUESTION I CAN MAKE A MOTION.
I WAS ABLE TO VISIT WITH HIM TODAY, IN FACT, AT THE SIGNING AND WHEN I TOLD HIM CONGRATULATIONS ABOUT HIM RETIRING, HE STARTED CRYING.
SO I'D LIKE TO APPROVE THE NAMING AND RECOMMENDATION FOR THE ROWLETT HIGH SCHOOL BASEBALL FIELD TO BE NAMED AFTER THE MR. CARMON. SECOND.
BEEN MOVED BY MR. BEACH, SECONDED BY MR. GLICK.
THOSE IN FAVOR RAISE YOUR HAND.
BOTH OF MY CHILDREN ATTENDED AND GRADUATED FROM ROWLETT HIGH SCHOOL AND BOTH OF THEM HAD FRIENDS ON THE BASEBALL TEAM.
AND SO I GOT TO GO WITH THEM TO AN AWFUL LOT OF GAMES.
WE ALSO, AT LEAST TWICE THAT I REMEMBER, DROVE DOWN TO BAYLOR UNIVERSITY, WHERE THE
[01:50:06]
REGIONAL PLAYOFFS WERE TAKING PLACE TO SEE THE ROWLETT HIGH SCHOOL BASEBALL TEAM PLAY.AND MR. CARMON ALSO WAS A TEACHER OF ONE OF MY CHILDREN.
AND SO I THINK THIS AWARD IS TRULY JUSTIFIED.
AND FOR A WONDERFUL PERSON, WONDERFUL TEACHER AND A WONDERFUL COACH.
THANK YOU, SIR. YOU'RE WELCOME.
THANK YOU, MR. GLICK. IT'S BEEN MOVED BY MR. BEACH. DO I HAVE A SECOND.
SECOND. SECOND BY MR. GLICK. THOSE IN FAVOR, PLEASE RAISE YOUR HAND.
WE'LL NOW MOVE TO ACTION ON P, NEW BIDS.
[VIII.P. New Bids]
EXCUSE ME, ALL OF THESE CAME TO US THROUGH COMMITTEE ITEM ONE, CONTRACT NUMBER 11-21.CONSIDER APPROVAL OF PURCHASE OF HAZARDOUS MATERIALS ABATEMENT, REMOVAL DISPOSAL AND OTHER RELATED SERVICES.
ITEM TWO, CONTRACT NUMBER 30-21.
CONSIDER APPROVAL OF PURCHASE OF ONLINE DATA ANALYSIS WITH STUDENT AND STAFF DEVELOPMENT AND EVALUATION AND THEN CONTRACT NUMBER 113-21 CONSIDER APPROVAL OF PURCHASE OF TECHNOLOGY TICKET SYSTEM.
IF IT'S THE TRUSTEES DO NOT OPPOSE.
I'D LIKE TO TAKE ALL THREE OF THOSE TOGETHER.
MR. PRESIDENT. MR. JOHNSON. I MOVE THAT WE APPROVE NEW BIDS P 1, 2 AND 3 AS PRINTED IN THE BOARD BOOK.
SECOND. MOVED BY MR. JOHNSON SECONDED BY MR. GLICK. THOSE IN FAVOR, PLEASE RAISE YOUR HAND.
NOW MOVE TO ACTION ITEM Q INCREASE TO AWARDED BIDS.
[VIII.Q. Increase to Awarded Bids]
NUMBER CONTRACT, NUMBER ONE CONTRACT NUMBER 207-18.CONSIDER APPROVAL OF INCREASE IN AWARDED AMOUNT FOR HVAC MAINTENANCE, REPAIR AND BUILDING AUTOMATION SERVICES.
AND THEN ITEM TWO CONTRACT NUMBER 397-21.

CONSIDER MODIFICATION TO INTERNET SERVICE PROVIDER.MISS GRIFFIN. YES, MR. PRESIDENT, I MOVE APPROVAL OF CONTRACT NUMBER 15-21, CONSIDER A MODIFICATION TO INTERNET SERVICES AS A SERVICE PROVIDER AS PRINTED IN OUR AGENDA.
SECOND. BEEN MOVED BY MS GRIFFIN, SECONDED BY MR. GLICK. THOSE IN FAVOR, PLEASE RAISE YOUR HAND.
CAN I ASK A QUESTION. YES, MR. BEACH. IS THERE ANY MODIFICATION TO THE HANDOUT THAT WE GOT COMPARED TO WHAT IS IN THE BOARD BOOK. NO THERE'S NOT.
WE'RE PLEASED TO MOVED INTO EXECUTIVE SESSION.
