AND WHAT I'M GOING TO DO IS NOT TALK ABOUT EACH OF THOSE SECTIONS JUST AT ONE TIME. I'M GOING TO START OFF TODAY, AS WE DID THE NEW EMPLOYEE ORIENTATION. WE HAD JAMIE MILLER AND LINDA GRIFFIN WELCOME OUR NEW EMPLOYEES. THE BEAUTIFUL THING ABOUT IT WAS NOT ONLY THE ENERGY AND SYNERGY THAT THESE NEW EMPLOYEES BROUGHT, BUT I DON'T KNOW ABOUT THE BOARD MEMBERS THAT WERE PRESENT OR THE ROUNDTABLE MEMBERS PRESENT. BUT WHAT PARTICULARLY CAUGHT MY ATTENTION WAS THE FIRST THING WAS THE AMOUNT OF NEW EMPLOYEES TO OUR DISTRICT THAT ARE VETERANS. WE HAVE A LOT OF PEOPLE THAT HAVE YEARS OF EXPERIENCE THAT CHOSE TO COME TO GISD. AND WHEN WE ASKED THEM TO STAND LIKE THE BRAND NEW TEACHERS, USUALLY THE BRAND NEW TEACHERS REALLY TAKE UP THE ROOM AND THEY'RE THE ONES THAT DOMINATE THE PRESENCE. BUT THIS TIME IT WASN'T SO. AND THEN THE SECOND THING THAT WAS VERY INTERESTING WAS THAT WHEN MR. MILLER ASKED THEM TO STAND ON WHO LIVES IN THE DISTRICT, I DON'T KNOW, MS. GRIFFIN, MR. MILLER WAS IT ABOUT TWO THIRDS OF THE PEOPLE STOOD UP? SO A LOT OF OUR PEOPLE IN THE COMMUNITY THAT ARE VESTED IN THE COMMUNITY ARE TEACHING OUR STUDENTS COME IN THIS YEAR. AND THOSE ARE THE TWO MOST BEAUTIFUL THINGS, BECAUSE WE GOT PEOPLE THAT ARE VETERANS, PEOPLE THAT LIVE IN OUR COMMUNITY. THOSE ARE GOING TO BE THE PEOPLE THAT ARE MOST VESTED IN OUR GISD. AS YOU CAN SEE, THERE WAS A LOT OF MARQUEES THAT HAD TO BE REMOVED WITH THE OLD COLONEL'S INFORMATION ON THERE THAT WAS IDENTIFYING THAT CAMPUS AT THAT TIME. BUT NOW WE'RE MOVING ON AND WE'RE IN THE PROCESS OF REPLACING THOSE. ALSO, WE'RE IN THE PROCESS OF PAINTING ALL THE INTERIOR AND EXTERIOR. YOU CAN SEE OUR PAINTERS, THERE HARD AT WORK, GETTING THE BUILDING NICE AND CLEAN AND REPAINTED. AGAIN, OUR GYMS, IF YOU HAVEN'T HAD THE OPPORTUNITY, YOU NEED TO WALK INTO THOSE GYMS, THEY'RE BEAUTIFUL. ALL THE CEILINGS WERE PAINTED, ALL THE BLEACHERS WERE CLEANED REALLY GOOD. THAT'S SOMETHING THAT WE'RE ADDRESSING DISTRICTWIDE. IN THE GROUNDS DEPARTMENT, SOME NEW FENCING IS GOING AROUND THE AG FACILITY TO KEEP ALL THE ANIMALS IN. AND IT WAS WELL OVERDUE. AND WE'RE GETTING ALL THAT BARBED WIRE FENCE REPLACED. PLAYGROUNDS, MULCH ACROSS THE DISTRICT,, IT'S BEING REDONE FOR THE FALL ZONES. WE'RE PUTTING OUT THE OLD MULCH AND THEN PUTTING IN NEW, FRESH MULCH. AGAIN, MORE BEAUTIFICATION, JUST WORKING ON PLANTERS AND SHRUBS AND JUST TRYING TO GET OUR GRASS CUT AND MAINTAINED FOR THE OPENING OF SCHOOL. AGAIN, THERE'S SOME ADDITIONAL PICTURES THERE ON THE GROUND, PEST CONTROL AND INSPECTIONS. ONE OF THE THINGS THAT WE WORK REALLY CLOSELY WITH OUR OUR HEALTH DEPARTMENT AND ALSO NUTRITION SERVICES, WE HAVE TO MAINTAIN MAKE SURE THAT EVERYTHING HAS BEEN SPRAYED AND WE HAVE ALL OUR TRAPS OUT AND WE'RE DOING A GOOD JOB MAINTAINING THE CLEANEST OF THOSE KITCHENS. HVAC GETTING OUR WATER HEATERS INSTALLED AND JUST ANY KIND OF BOILER INSTALLATION. WE'RE PREPPING FOR THE WINTER TIME. SO THIS IS THE TIME WHEN WE HAVE TO ENSURE THAT ALL THE BOILERS ARE WORKING FOR THE WINTER AND THEN OUR REGULAR HVAC MAINTENANCE, CLEANING COILS, CHECKING CONTACTORS, JUST MAKING SURE OUR FILTERS ARE CHANGED. THEY'RE HARD AT IT RIGHT NOW, TRYING TO GET ALL THESE COOLING SYSTEMS REPAIRED. LOCKSMITH ENSURING THAT ALL OUR DOORS IN CASE OF LOCKDOWN SITUATIONS, ALL THE LOCKS ARE WORKING. KEYS ARE BEING ISSUED TO NEW ADMINISTRATION AND TEACHERS. SO THEY'RE REALLY BUSY RIGHT NOW IN THE LOCKSMITH DEPARTMENT. PAINTING DEPARTMENT, YOU'VE PROBABLY SEEN THEM OUT AS YOU PASS BY THE CAMPUSES ARE DOING A LOT OF EXTERIOR PAINTING THIS SUMMER, TRYING TO FRESHEN UP THE BUILDINGS. [00:10:04] STRIPING GETTING ALL THE FIRE LANES IN, MAKING SURE OUR PARKING LOTS HAVE THEIR CROSSWALKS AND ENSURING THAT, YOU KNOW, PAINTING IS DONE FOR OUR HANDICAPPED PARKING, REALLY HARD AT IT TO SUMMER. IT'S REAL HOT OUT THERE. PLUMBING, JUST MAKING NECESSARY REPAIRS. THEY'RE HARD AT IT TOO. SOIL CONDITIONS IN THIS HEAT, EXPANSIONS OF SOILS, WE'VE BEEN HAVING A LOT OF SEWER REPAIRS THIS SUMMER, AGAIN, THERE'S SOME MORE PICTURES. THIS IS A REALLY NICE WE ACTUALLY HAD SOME TIME TO DO SOME TRAINING WITH OUR STAFF. WE WERE VERY FORTUNATE TO BE ABLE TO GET A NEW EXCAVATOR FOR OUR DEPARTMENT TO MAKE THOSE NECESSARY REPAIRS. AND WE DID A LITTLE BIT OF TRAINING. TRADES DEPARTMENT. WE'VE DONE SOME BOARDROOM WORK IN HERE, DID SOME PAINTING REPLACED SOME SHEETROCK. AND WE'RE JUST TRYING TO FRESHEN UP THE BOARD ROOM FOR THIS SCHOOL YEAR. CARPET REPLACEMENT AT SOME CAMPUSES ARE GOING ON, ON THE STAGE AREAS. UNDERPINNING PORTABLES. THIS IS A LARGE TASK THROUGHOUT THE DISTRICT. WE'RE TRYING TO GO BACK AND ALL THE ROTTED WOOD THAT'S BEEN ROTTED. WE'RE REPLACING ALL THE ROTTED WOOD. WE'RE ALSO REPLACING THE RAMPS IN A LOT OF CAMPUSES THAT HAVE HAVE ROTTED OUT OVER THE YEARS. AND THIS IS A LOCKER FABRICATION FOR NUTRITION SERVICES, FOR THE STUDENT NUTRITION SERVICE STAFF. WE FABRICATED THESE IN OUR MILL SHOP. SO THOSE ARE GOING OUT TO THE DIFFERENT CAMPUSES, CUSTODIAL SERVICES, JUST GOING TO DEEP CLEANING, ENSURING THAT OUR SCHOOLS ARE SANITIZED, WAXED, MOPPED, STRIPPED FROM TOP TO BOTTOM, ALL COBWEBS REMOVED, WHATEVER WE NEED TO DO TO FRESHEN UP THE SCHOOLS AND GET THEM READY FOR FOR THE START. AND HOW THE MARQUEES WERE ACTUALLY PROCURED IS VARIOUS METHODS. SOMETIMES THE MARQUEES WERE PART OF THE CONSTRUCTION OF THE FACILITY AND OTHER TIMES THE MARQUEES WERE ACTUALLY PROCURED THROUGH PTA OR THROUGH RAISING OF FUNDS OR THROUGH BOOSTER CLUBS AND WHAT HAVE YOU WHEN THE WHEN WE DO BUSINESS THAT WAY. AND THAT'S A VERY, VERY TRADITIONAL WAY FOR SCHOOL DISTRICTS. SO THIS IS NOT UNUSUAL FOR GARLAND ON HOW MARQUEES WERE ACTUALLY INSTALLED IN THE PAST. HOWEVER, WHEN WE DO THAT, WHAT HAPPENS IS THAT WE GET A LOT OF VARIATIONS IN MARQUEES IN OUR CAMPUSES. WE'LL HAVE SOME THAT ARE SOME HAVE SOME FLOWERS AROUND THEM. AND SO WHAT WE'RE DOING IS TRYING TO DEVELOP A STANDARDIZED MARQUEE THAT WE WOULD UTILIZE FOR ALL OF OUR DISTRICTS GOING FORWARD, SOMETHING THAT WE CAN SOMETHING THAT A MARQUEE ITSELF THAT IS ONE MEETS THE NEW MUNICIPALITIES REQUIREMENTS BECAUSE WE ACTUALLY ARE GOVERNED BY THREE DIFFERENT MUNICIPALITIES. I SAY, NOT GOVERN, BUT WE ACTUALLY, GEOGRAPHICALLY WE'RE PART OF CITY OF GARLAND, PART OF THE CITY OF SACHSE AND PART OF THE CITY OF ROWLETT. AND EACH ONE OF THESE MUNICIPALITIES HAS DIFFERENT SIGN ORDINANCES. SO WHAT WE HAVE DONE IS WE'VE LOOKED AT ALL THE THREE CITIES ORDINANCES AND WE HAVE DEVELOPED A MARQUEE, IF YOU WILL, SPEC THAT MEETS ALL THREE CITIES ORDINANCES. SOMETHING THAT IS VERY PLEASING FOR THE DISTRICT TO LOOK AT SOMETHING THAT IS LARGE ENOUGH SO THAT WE CAN PUT OUR SIGNAGE ON THERE. NOW, THESE ARE DIGITAL MARQUEES, SO THAT MEANS THAT WOULDN'T BE CHANGING ANY OF THE LETTERING ON THOSE. AND SO WHAT DOES THIS LOOK LIKE? THE REASON WE'RE DOING THIS IS BECAUSE ONE OF THE ONES THAT AN AGENDA ITEM THAT FOLLOWS THIS IS SOUTH GARLAND HIGH SCHOOL. AS PART OF THE REBRANDING, WE ARE LOOKING AT CHANGING THE MARQUEE AT SOUTH GARLAND HIGH SCHOOL. SO THIS WAS A GREAT OPPORTUNITY FOR US NOT ONLY TO LOOK AT SOUTH GARLAND HIGH SCHOOL AS FAR AS WHAT THAT MARQUEE LOOKS LIKE, BUT ALSO TO DEVELOP A STANDARD FOR US AS WE MOVE FORWARD. SO I WANTED TO SHARE WITH YOU THIS INFORMATION ITEM. SO WORKING WITH AN ARCHITECTURAL FIRM AND WORKING WITH THE MUNICIPALITIES. WE'VE GOT AN ELEVATION HERE THAT IS A DIGITAL MARQUEE THAT ALLOWS US TO MAXIMIZE THE UTILIZATION OF SPACE. FROM A SQUARE FOOTAGE STANDPOINT, THE MAXIMUM SQUARE FOOTAGE WE CAN UTILIZE IS FIFTY EIGHT, FIFTY EIGHT SQUARE FEET. AND SO THIS SIGN HERE IS RIGHT AT FIFTY EIGHT SQUARE FEET, JUST A LITTLE LITTLE BIT OVER THAT. SO IF WE LOOK AT OUR NEW NATATORIUM, THE MARQUEE THAT'S IN FRONT OF IT, THAT WOULD BE SMALLER THAN THIS? YES, IT'S VERY MUCH SMALLER THAN THIS. OK, GOOD, BECAUSE THAT WAS A LITTLE TOO SMALL. THAT ONE'S A LITTLE TOO SMALL FOR SUCH A GRAND PLACE, RIGHT? YES, SIR. SO TO ANSWER THE QUESTION, SIR, WHEN THE MUNICIPALITIES LOOK AT OUR SIGN ORDINANCE, THERE'S A SIGN AUDIENCE AND WHAT THEY'RE CONCERNED ABOUT IS THE OVERALL DIMENSION OF THE SIGN. THE MOST IMPACTFUL SIGNS YOU NEED, IN MY OPINION, PROFESSIONALLY, IS GOING TO BE AT YOUR HIGH SCHOOLS. OK, AND WHILE WHILE I UNDERSTAND WE TALK ABOUT RED SIGNS THAT WAS STATE OF THE ART WHEN IT WAS AVAILABLE, WHEN THEY GOT THOSE SIGNS YEARS AGO AND NOT EVERYBODY GOT THOSE SIGNS, IT'S ROWLETT AND SACHSE THAT YOU NORMALLY SEE THOSE SIGNS, OK? AND SO THINGS HAVE EVOLVED OVER TIME. AND IF WE LIMIT AND PUT A CAP ON OURSELVES, WE'RE NEVER GOING TO GO. I DO AGREE, THOUGH, THAT WE SHOULD LOOK AT THE PRICE DIFFERENTIAL AND THIS WOULD BE A GOOD BASELINE TO SEE HOW BIG DO WE REALLY NEED A SIGN AT A HIGH SCHOOL? AND THEN YOU SCALE IT BACK FOR SOMETHING, NOT THROUGH ONE STANDARD. THIS IS WHAT YOU NEED. BUT WHAT WOULD THAT STANDARD LOOK LIKE FOR MIDDLE SCHOOL OR AN ELEMENTARY SCHOOL THE NEEDS A VERY, VERY DIFFERENT. OK, AND IF YOU PUT A MINIMUM STANDARD, THEN YOU'RE NOT GOING TO HAVE THEM INVESTING IN SIGNS BECAUSE SOME OF THESE SIGNS AND I'M GOING TO BE HONEST WITH YOU, THEY LOOK THE SAME. BUT YOU HAVE TO GO AND SOME OF THESE SIGNS, GO OPERATE IT FROM THE POLE ITSELF. YOU GOT TO GO CLIMB IN AND PUT IN A JUMP DRIVE AND DO THOSE THINGS. I MEAN, THEY HAVE DIFFERENT FUNCTIONALITIES AND OTHERS THAT YOU CAN USE A COMPUTER. I MEAN, THEY MIGHT LOOK THE SAME, BUT THEY VARY IN NEEDS AND EVERYTHING ELSE. AND SO I THINK WHAT WE DO AND THROUGH THE WILL OF THE BOARD IS WE CREATE A MINIMUM STANDARDS FOR EVERYBODY. SO THEN IF SOMEBODY WANTS TO INVEST IN A SIGN, THEY KNOW WHAT IT'S GOING TO TAKE. AND I DO WANT TO SAY THIS, THAT IF A SCHOOL DOES INVEST IN THE SIGNS, THEY TAKE CARE OF THE HARD COSTS. AND OUR CONTRIBUTION IS TAKING CARE OF THE CIVIL ENGINEERING, TAKING CARE OF THE WIRING, TAKING CARE OF ALL THE OTHER THINGS SO THEY DON'T HAVE TO PROJECT OUT. THE FRUSTRATION OF FUNDRAISING FOR ONE OF THESE MARQUEES IS JUST THAT. THEY TURN AROUND AND SAY, WE'VE GOT OUR SIGN AND THEN WE'RE LIKE, WELL, YOU DIDN'T ADD A,B,C,D, AND E. WOULD THEY EVER BE ABLE TO HAVE A MARQUEE TO DISPLAY THEIR PRIDE USING THE STANDARD THAT WE JUST SET, OK, AND IF THE ANSWER'S NO, WHY WOULD WE EVEN MOVE FORWARD WITH THAT? WE CAN COME UP WITH A SMART SYSTEM THAT ALLOWS PEOPLE TO DO SOMETHING THAT WE'RE ALL PROUD OF. OK, SO ON THE DISCUSSION ON THE FLOOR, IS THE DIGITAL MARQUEE AT SOUTH GARLAND HIGH SCHOOL, A PROJECT THAT'S ALREADY IN PROGRESS. OK, WE'RE GOING TO CONTINUE TO MOVE AGAIN, AND I GUESS WHAT I WANT TO SAY IS EVERY TIME WE ENTER INTO BUILDING SCHOOLS OR MODIFYING SCHOOLS, STANDARDS HAVE CHANGED, NEEDS HAVE [01:20:08] CHANGED. AND SO WHATEVER POINT WE ARE AT WHEN WE START THOSE PROJECTS, THAT THOSE ARE THE STANDARDS THAT WE ARE BOUND BY. AND UNLESS WE MAKE A CONSCIENTIOUS EFFORT THAT WE ARE GOING TO DO SOMETHING FOR ALL, I THINK THAT'S A WHOLE DIFFERENT DISCUSSION. AND I JUST REMEMBER HOW WE EVOLVED INTO SOME OF THE OTHER STANDARDS THAT WE HAVE SET IS USUALLY BASICALLY ON NEED. SO WHAT YOU HAVE BEFORE YOU IS LOOKING FOR THIS IS THE COVER SHEET WHICH TALKS ABOUT THERE WAS ORIGINAL NOT TO EXCEED BACK IN TWENTY EIGHTEEN OF SIXTEEN POINT FIVE MILLION DOLLARS. AND THE AGREEMENT WAS ACTUALLY SIGNED FOR THIRTEEN POINT THREE. AND WITH THE APPROVAL OF THIS LAST CHANGE ORDER, THE AGREEMENT WOULD BE INCREASED TO THIRTEEN POINT FIVE. THESE ARE THE ITEMS THAT OR ARE PART OF CHANGE ORDER NUMBER THREE FOR A TOTAL OF SIXTY ONE THOUSAND THREE HUNDRED SEVENTEEN DOLLARS. AGAIN, THIS WOULD BE ALL FUNDED OUT OF THE BOND FUND 681.
