THE PRIMARY FOCUS IS TO DISCUSS NEXT YEAR'S EMERGENCY DRILLS AND EXERCISES.AND AFTER TODAY, WE'LL SEND THAT EMAIL OUT TO ALL THE MEMBERS SO YOU CAN LOOK AT IT AGAIN.
IF YOU HAVE ANY QUESTIONS DURING ANY OF THIS TODAY, PLEASE BE SURE TO ASK.
WE WANT TO BE ABLE TO ADDRESS THOSE FOR YOU TODAY AS WELL.
LEADING THE EFFORT IN THIS DISCUSSION IS OUR COORDINATOR FOR SECURITY OPERATIONS, MARK QUINN. MARK.
MEMBERS OF THE COMMITTEE, I APPRECIATE YOU GIVING ME THE BRIEF OPPORTUNITY TO SPEAK ON THIS, I WANTED TO SHOW YOU A BRIEF OVERVIEW OF OUR TENTATIVE DRILL SCHEDULE.
I WILL TALK BRIEFLY ABOUT WHAT WE DO ON DRILLS, AND THEN I'LL SHOW YOU EXACTLY THE BREAKDOWN OF THE DRILLS THAT WE WILL DO IN SCHOOL AND DRILLS WE WILL DO AT OUR AUXILIARY BUILDINGS. SORRY.
SO THE BREAKDOWN THAT WE HAVE ON DRILLS, THE STANDARD RESPONSE PROTOCOL, VIDEO REVIEW, THAT IS A VIDEO THAT WE WILL SHOW ALL STAFF MEMBERS IN THE WEEK OF IN-SERVICE BETWEEN JULY 26TH AND 30TH.
WE WILL FOLLOW THAT UP A LITTLE BIT FURTHER ON IN THE YEAR WITH A FACE TO FACE, STANDARD RESPONSE PROTOCOL TRAINING.
THAT'S WHERE OUR SECURITY OFFICERS GO.
WE SIT DOWN, WE ACTUALLY TRAIN THE STANDARD RESPONSE PROTOCOL TO ALL THE STAFF MEMBERS.
WE WILL FOLLOW THAT UP A LITTLE BIT LATER IN THE YEAR WITH WHAT WE CALL TABLETOP EXERCISES, A STANDARD RESPONSE PROGRAM, TABLETOP EXERCISES.
THAT'S WHERE OUR OFFICERS WILL GO BACK INTO THE SCHOOLS.
WE WILL KIND OF GIVE SCENARIOS TO THE STAFF.
WE WOULD SOLICIT RESPONSES ON WHAT THEY BELIEVE IS THE PROPER RESPONSE TO EACH SCENARIO THAT WE KIND OF THROW OUT THERE TO THEM THEN.
SO ALL OF THOSE ARE COVERED IN STANDARD RESPONSE PROTOCOL.
WE ALSO HAVE SECURE DRILLS, AS YOU MAY OR MAY NOT REMEMBER, THE I LOVE YOU GUYS FOUNDATION RECENTLY CHANGED THE WORDING OF A SECURE DRILL.
THEY USED TO CALL IT A LOCKOUT, BUT THERE WAS SOME CONFUSION WITH LOCKOUT AND LOCKDOWN DRILLS. SO THEY'VE CHANGED THE WORDING TO SECURE DRILLS.
SO A SECURE DRILL IS BASICALLY IF YOU HAVE AN INCIDENT INVOLVING SOMETHING OUTSIDE THE IMMEDIATE AREA OF A SCHOOL WE WILL LOCK THE DOORS.
SCHOOL BUSINESS CONTINUES AS USUAL WHILE THE POLICE OR WHOEVER IS TAKING CARE OF ISSUES ON THE OUTSIDE, THAT IS A SECURE AS OPPOSED TO A LOCKDOWN DRILL.
WE ALSO HAVE FOUR OF THOSE PER SCHOOL YEAR.
LOCKDOWN IS WE HAVE AN INCIDENT IN THE SCHOOL.
WE HAVE AN IMMINENT PROBLEM IN THE SCHOOL THAT WE HAVE TO DEAL WITH.
LIGHTS OUT OF SIGHT LOCK THE DOORS, TURN OFF THE LIGHTS, PUT THE KIDS ON A BLIND WALL AND WAIT FOR THE POLICE TO RESPOND.
THIS IS ACTUALLY A DISCUSSION WITH THE STAFF SO THAT WE WOULD DISCUSS HOW TO RELOCATE FROM THAT BUILDING, TAKE THE STAFF, TAKE THE STUDENTS TO A DIFFERENT LOCATION IN CASE ANY KIND OF INCIDENT AROSE WHERE WE WOULD HAVE TO RELOCATE FROM THAT SCHOOL BUILDING.
AS YOU'RE AWARE, WE HAVE SEVERAL SCHOOLS THAT ARE CLOSE TO RAILROAD TRACKS.
WE HAVE THE ISSUE WHERE IF WE HAVE A CHEMICAL SPILL, A RAILROAD ACCIDENT WITH SOME KIND OF HAZMAT, WE DISCUSS ALSO WITH THE STAFF HOW TO ADDRESS THAT SCHOOL, HOW TO TAKE ISSUE WITH EACH ROOM IN THAT CLASSROOM, HOW TO SEAL IT OFF, SHUT OFF THE AIR CONDITIONING, THAT

TYPE OF THING. YOUR SHELTER FOR WEATHER DRILLS, TORNADO DRILLS, INCLEMENT WEATHER DRILLS.WE HAVE A HOLD DRILL, WHICH IF YOU HAVE AN INCIDENT IN A HALLWAY, SO YOU HAVE AN INJURED CHILD, YOU HAVE A SICK TEACHER, SOMETHING THAT'S HAPPENED IN THE HALLWAYS WHERE YOU NEED TO KEEP THOSE HALLWAYS CLEAR.
WE WOULD JUST HOLD THAT BUILDING KIDS WOULD NOT DO A CLASS CHANGE UNTIL THAT INCIDENT IN THE HALLWAY HAS BEEN TAKEN CARE OF.
AND THEN OBVIOUSLY, WE HAVE YOUR FIRE RELOCATION DRILL, WHICH WE HAVE A FIRE DRILL EVERY MONTH IN WHICH THERE ARE TEN OR MORE INSTRUCTION DAYS.
AND THAT FIRST DRILL HAS TO BE NEEDS TO BE COMPLETED WITHIN THE FIRST TEN DAYS OF INSTRUCTION. SO WHAT YOU'LL SEE IS THE ACTUAL LIST OF DRILLS THAT WE HAVE PROVIDED FOR THE SCHOOLS.
THE DATE THAT YOU'LL SEE TO THE LEFT, IS THE DATE THAT THOSE DRILLS NEED TO BE COMPLETED BY. SO IF THEY WANT TO GET THOSE DONE BEFORE, YES.
IN THAT MONTH, THEY CAN GET THEM DONE BEFORE.
BUT THEY NEED TO BE COMPLETED BY THAT MONTH SO THAT WE HAVE ALL OUR STANDARD RESPONSE PROTOCOL ISSUES WE HAVE ALL OUR DRILLS LISTED OUT BY DATE.
AND THIS SLIDE IS ACTUALLY FOR OUR SCHOOLS.
WE ALSO HAVE DRILLS THAT WE RUN FOR OUR AUXILIARY BUILDINGS.

THE OTHER QUESTION I KNOW YOU MENTIONED ALL THE FIRE DRILLS SOME TIME AGO.
I WAS AT ONE OF OUR SCHOOLS MEETING WITH THE PRINCIPAL AND IN WALKED THIS WAS ONE OF THE GARLAND SCHOOLS, CITY OF GARLAND SCHOOLS IN WALKED FIRE CAPTAIN.
AND HE SAID, WE'RE ABOUT TO DO A TEST.
THAT'S NOT THE FIRE DRILLS YOU'RE TALKING ABOUT.
AND THEY IMMEDIATELY HAD TO EVACUATE THE SCHOOL.
AND THEY HAD A STOPWATCH TO TIME IT.
SO HOW OFTEN DO THOSE OCCUR? THAT'S NOT OUR SCHEDULED DRILLS.
IT'S THE FIRE DEPARTMENT MAKES THAT CALL AND IT'S UNKNOWN WHEN THEY'RE COMING.
THIS IS LIEUTENANT ESTES WITH THE GARLAND FIRE DEPARTMENT.
AGAIN I'M JOE ESTES WITH THE GARLAND FIRE MARSHAL'S OFFICE.
SO THOSE DRILLS WE DO ONCE A YEAR, USUALLY IN OCTOBER AS PART OF FIRE PREVENTION MONTH AND OUR LOCAL FIRE CREWS WILL GO OUT TO THE SCHOOLS IN THEIR DISTRICT AND HAVE THE UNEXPECTED DRILL, AND THEY'LL TIME THEM AND OBSERVE AND MAKE SURE THAT EVERYBODY GETS OUT SAFELY. AND LIKE I SAID THAT'S JUST A ONCE A YEAR THING.
AND THE RESULTS OF THAT GET BACK TO PAT.
YES, I'M ASSUMING THEY DO THROUGH THE PRINCIPAL AND UP THROUGH THAT.
I KNOW THERE WAS A LOT OF STRESS AND THE PRINCIPAL WANTING TO HAVE IT UNDER A CERTAIN TIME, AS YOU COULD WATCH THE STOPWATCH GO ROUND.
AND I THINK IT WAS LIKE SEVENTY SOMETHING SECONDS.
SO THAT WAS PRETTY FAST. THAT'S PRETTY GOOD.
THAT WAS REALLY GOOD. THEY WERE VERY PROUD.
ONE OF THE THINGS WE TALK ABOUT AND YOU KNOW THIS IS WE TALK ABOUT THE FOUR PRINCIPLES OF SECURITY. ONE IS POSITIVELY ENGAGE ALL VISITORS TO THE CAMPUS.
IF YOU SEE SOMEBODY ON THE CAMPUS AND THEY DON'T HAVE A DISTRICT I.D., THEY NEED TO HAVE THAT RAPTOR ID IF THEY DON'T TAKE THEM TO THE OFFICE.

EVERYBODY IN OUR DISTRICTS ENTITLED TO SOUND THE ALARM, EVEN TO PUT THE SCHOOL INTO LOCKDOWN. GONE ARE THE DAYS WHERE I MIGHT SAY CALL THE FRONT OFFICE.

AND THE NUMBER 4 WE RESPOND TO THE GREATER THREAT, WE'VE LEARNED THROUGH SOME ACTUAL EVENTS, LET'S SAY WE'RE IN A LOCKDOWN.
WE GO INTO LOCKDOWN BECAUSE THERE'S AN IMMINENT LIFE SAFETY THREAT IN THE SCHOOL.
AND THEN LO AND BEHOLD, THE FIRE ALARM SOUNDS.
WHAT DO WE DO? WELL, UNLESS THERE'S FIRE IN THAT CLASSROOM, YOU STAY PUT BECAUSE YOU GOT TO RESPOND TO THE GREATER THREAT.
THE OTHER THING WE LOOK AT IS TEXAS EDUCATION CODE 37.114 NOW MANDATES CERTAIN DRILLS.
WE GO FAR AND ABOVE THAT MANDATE.
AND LASTLY, I SAY THE STANDARD RESPONSE PROTOCOL IS THAT PROTOCOL THAT IS PUSHED OUT BY THE GOVERNOR. HE DID THAT IN 2018.
WE'VE BEEN USING THIS SINCE 2015 AND WE'VE BEEN AT 100 PERCENT SUCCESS RATE FOR ALL DRILLS AND EXERCISES IN GARLAND ISD, WHICH SPEAKS TO THE LEADERSHIP OF THIS DISTRICT.

OUR TEAM ARRIVED APPROXIMATELY 8 A.M., FEBRUARY 16TH.
RECORD LOW TEMPERATURES IN DFW WAS AT NEGATIVE TWO DEGREES.
WE ARRIVED JUST HOPING FOR THE BEST, JUST WANTING TO BE HERE JUST IN CASE SOMETHING HAPPENED. AND INDEED IT DID.
OLD MAN WINTER STARTED BEARING DOWN.
FIRE ALARM, NORTH GARLAND WATER FLOW.
WHEN WE HEAR WATER FLOW, WE THINK THERE'S WATER FLOWING INSIDE THE BUILDING SOMEWHERE.
SO AT A SNAIL'S PACE I'M 911 TO NORTH GARLAND.
I GET TO NORTH GARLAND FIND OUT THAT THE ISSUE IS IN THE BASEMENT.
BIG RELIEF BECAUSE I KNOW THE BASEMENT IS A CONCRETE FLOOR AND THERE'S A LARGE FLOOR DRAIN. SO AFTER WE ASSESS THE DAMAGE, WE ARE NOTATING PARTS NEEDED FOR THE REPAIR.
PHONE RINGS AGAIN, FIRE ALARM, PDC WATER FLOW.
AND THIS IS WHAT I SEE WHEN I ARRIVED AT PDC.
WELL, THAT'S NOT GOOD BECAUSE I HAD TO WALK THROUGH THAT WATER FLOW TO GET TO THE SYSTEM, TO TURN OFF THE CONTROL VALVE.
[LAUGHTER] SO PRIOR TO THIS, WE PUT TOGETHER A THINK TANK OF TEAM MEMBERS, OUR VENDORS, AND REACHED OUT TO OUR TRI-CITY PARTNERS AND FIRE PROTECTION AND TRIED TO COME UP WITH A PLAN OF ATTACK BECAUSE WE KNEW THE IMPENDING STORM WAS UNUSUAL, NOT NORMAL FOR TEXAS.
YOU HAVE A COUPLE OF FOUR TO FIVE DIFFERENT FIRE SPRINKLER SYSTEMS. THE MAJORITY OF THE FIRE SPRINKLER SYSTEMS IN OUR DISTRICT ARE THE WET SPRINKLER TYPE, MEANING THE PIPING CONTAINS WATER AT ALL TIMES UNDER PRESSURE.
AND THE CODE REQUIRES THAT THE FACILITIES THAT HOUSE THESE WET SPRINKLER SYSTEMS, THAT

THEY BE MAINTAINED AT 40 DEGREES DURING THE WINTER MONTHS.BUT THAT'S CONSIDERING A NORMAL TEXAS WINTER, NOT NEGATIVE TWO DEGREES.
SO THE DECISION WAS MADE TO DRAIN ALL OF OUR SYSTEM, DRAIN THE WATER FROM ALL OF OUR SYSTEMS IN HOPE OF MINIMIZING ANY DAMAGE.
WE SET OUT THAT SATURDAY EVENING IN AN EFFORT TO DRAIN ALL OF OUR SYSTEMS. THAT PROVED BENEFICIAL AS OVER HALF OF OUR SYSTEMS WERE NOT AFFECTED.
AFTER THE STORM, WE BEGAN REPAIR.
THE DECISION WAS MADE BECAUSE WE COULDN'T VISUALLY SEE ABOVE THE CEILING EVERY INCH OF THE PIPING. WE DECIDED TO ADD AIR TAPS AND WE BROUGHT IN LARGER COMPRESSORS, AIRED THE SYSTEMS UP AND LET THEM SIT UNDER PRESSURE FOR 12 TO 24 HOURS.
SO INSTEAD OF APPLYING WATER, IF YOU HAVE A PIPING SYSTEM WITH A HOLE IN IT, YOU APPLY WATER, YOU'RE GOING TO GET WATER OUT WHEREVER THAT FAILURE IN THE SYSTEM IS.
SO WE DECIDED TO PUT AIR UNDER PRESSURE ON THESE SYSTEMS FOR 12 TO 24 HOURS AND COME BACK. IF THE SYSTEM HELD PRESSURE, WE WERE GOOD.
WE REFILLED IT WITH WATER, SET THE SYSTEM BACK UP TO NORMAL.
IF THE SYSTEM DIDN'T HOLD PRESSURE, THEN WE KNEW THERE WAS AN ISSUE AND WE WENT OUT AND REPAIRED AND THEN WE REFILLED THE SYSTEMS. WE SAVED A LOT OF MONEY BY DRAINING THE SYSTEMS TO PREVENT THE DAMAGE.
AND IF WE FACE ANOTHER ONE OF THOSE AIR TAPS THAT WE INSTALLED, THEY ARE STILL IN PLACE.
SO THAT WOULD SAVE APPROXIMATELY TWO HUNDRED THOUSAND DOLLARS IF WE SHOULD EVER FACE ANOTHER WINTER LIKE THAT IN THE REPAIR COSTS.
OK, NOW THAT'S NOT A NORMAL PRACTICE OF DRAINING SYSTEM.
THAT'S SOMETHING THAT WE FELT LIKE WOULD BE IN THE BEST INTERESTS OF THE DISTRICT TO MINIMIZE ANY SYSTEM DAMAGES AND WATER DAMAGES IN THE BUILDINGS.
OK. OK, NOW MOVING FORWARD, WE BEGAN THE MDI ON THE GALAXY SYSTEM.
THOSE ARE THE SYSTEMS THAT CONTROL THEY ARE OUR SECURITY SYSTEMS THAT CONTROL OUR CARD ACCESS AND OUR CC TELEVISIONS, OUR MOTION DETECTORS, ALL THINGS SECURITY RELATED HARDWARE WISE.
WE BEGAN LAST SUMMER TRANSFERRING OR CONVERTING FROM THE MDI SYSTEMS TO THE GALAXY SYSTEMS. THE PLAN IS BY FRIDAY TO HAVE COMPLETED OUR VERY LAST CONVERSION, AND THAT'S AT OUR TECHNOLOGY BUILDING.

AND THESE GENTLEMEN HAVE THE SOLE RESPONSIBILITY PERFORMING MY ANNUAL INSPECTIONS.
THEY NOT ONLY PERFORM THE INSPECTIONS, BUT AFTER THE INSPECTIONS, ANY ISSUES FOUND, THEY MAKE THE REPAIRS. AND WE SAVE A LOT OF MONEY BECAUSE WE HAVE LICENSED TECHNICIANS WITH EXPERIENCE THAT ARE CAPABLE OF DOING SO.

WITH THIS AES RADIO, WE WILL GET A SPECIFIC ALARM DATA THAT THAT READS FIRE ALARM HARRIS HILL SECOND FLOOR ELECTRICAL ROOM AT ROOM 230.

AND SO WE'RE VERY PLEASED WITH JOSH.
HE HAS SOME PROFESSIONAL DOGS.
WHEN I TELL YOU THOSE DOGS ARE AWESOME, THOSE DOGS ARE AWESOME.

AND THEY TRULY ARE PARTNERING WITH OUR SCHOOLS AND PRINCIPALS IN THE WORK THEY DO AND SUPPORTING OUR CAMPUSES. AND IN THE LAST 18 MONTHS SINCE COVID HIT, THE SECURITY DEPARTMENT ALONE HAS ANSWERED OVER SEVENTY FIVE THOUSAND TELEPHONE CALLS 24 HOURS A DAY.
THEY'RE AVAILABLE AND WE'VE WORKED VERY CLOSE OVER THE LAST YEAR WITH FACILITY ACCESS AND GETTING PEOPLE IN OUR FACILITIES DURING OUR DOWNTIME ON THE WEEKENDS AND THE HOLIDAYS.
AND THEY ARE THE FIRST ONES TO RESPOND WITH OUR VARIOUS POLICE DEPARTMENTS WHEN IT'S 2:00 A.M. IN THE MORNING AND THERE'S AN ALARM THAT GOES OFF SECURITY'S ON SITE ALONG WITH THE POLICE DEPARTMENT, AND AS THE BOARD OF TRUSTEES ARE AWARE YOU DO RECEIVE THOSE UPDATES, 24 HOURS A DAY WHEN SOMETHING DOES HAPPEN.
SO THEY ARE CONSTANTLY WORKING AROUND THE CLOCK AND I CANNOT THANK THEM ENOUGH.
