[I. Call to Order and Determination of Quorum] [00:00:06] THANK YOU. GOOD AFTERNOON AND WELCOME TO THIS EXCITING COMMITTEE MEETING TONIGHT OF THE FACILITIES COMMITTEE AND WE APOLOGIZE FOR BEING FOUR MINUTES LATE, BUT I NOW CALL THIS MEETING TO ORDER. THE FACILITY MEMBERS ARE PRESENT AND WE ALSO HAVE A QUORUM PRESENT. SO AT THIS TIME, PUBLIC FORUMS, MS. HOGAN, DO WE HAVE ANY PUBLIC FORUM COMMENTS OR READINGS OR EMAILS? NO, MA'AM. NO CARDS? NO, MA'AM. ALL RIGHTY. THANK YOU SO MUCH. UM, WE WILL LISTEN TO THE SUPERINTENDENT'S MESSAGE AND WE'RE GOING TO GO OUT OF ORDER OF THE PRINTED AGENDA. AFTER THE SUPERINTENDENT. WE WILL MOVE DOWN TO ITEM SIX, WHICH IS OUR DISCUSSION ITEM, AND WE WILL DISCUSS A, B AND C, AND THEN WE WILL COME BACK TO ITEM FOUR, BEGINNING WITH OUR MAINTENANCE AND OPERATION WORK ORDER UPDATES. ARE THERE ANY CONCERNS ABOUT THE CHANGE OF THE AGENDA? THANK YOU. THEN THAT'S HOW WE WILL PROCEED. [III. Superintendent's Message] DR. LOPEZ. THANK YOU. CHAIRPERSON GRIFFIN. I JUST WANT TO THANK OUR MAINTENANCE STAFF, OUR BUS, ALL OUR OPERATIONS, FOOD AND NUTRITION. THEY DID AN OUTSTANDING JOB OF OPENING SCHOOL JUST THIS LAST WEEK. AND THE THING THAT WAS AMAZING WAS THE AMOUNT OF WORK THAT HAD TO HAPPEN DURING THE SUMMER TO ORDER TO GET ALL OUR OPERATIONS UP AND RUNNING. IT WAS MORE THAN JUST CLEANING, OF COURSE. IT'S GETTING OUR HVAC SYSTEMS WORKING. IT'S ENSURING THAT OUR BUSSES ARE ALL RUNNING. IT'S ENSURING THAT THE ROUTES HAVE BEEN ROUTED. AND NOT ONLY ROUTED, BUT THE BUS DRIVERS KNOW THE TIMING AND EVERYTHING THAT'S GOING ON. AND, OF COURSE, NUTRITION. MUCH OF THE PUBLIC THAT'S LISTENING'S SAYING, OH, MY GOD, BUT WHY DID WE HAVE SUCH LATE BUSSES? WELL, TRAFFIC, YOU KNOW, THE FIRST ABOUT THREE WEEKS OF SCHOOL. TRADITIONALLY IN MY YEARS BEING HERE, I'VE SEEN IT'S TAKEN ABOUT THREE WEEKS FOR TRAFFIC TO SIMMER DOWN. AND UNFORTUNATELY, OUR SCHOOL PLOTS AREN'T LARGE ENOUGH TO HAVE SEPARATE ENTRANCES FOR BUSSES AND FOR OUR EVERY DAY PEOPLE DROPPING OFF KIDS OR GOING TO WORK. EVERYBODY'S FUNNELING THROUGH THE SAME AREAS AND SOME OTHER SCHOOLS THAT HAVE MORE LAND, YOU'LL SEE DIFFERENT WAYS TO GET IN. SO IF A SCHOOL IS WAITING WITHIN THE CONTEXT OF DROPPING OFF A KID AND IT'S 20 MINUTES LATE, IT'S ALREADY 20 MINUTES LATE TO THE NEXT ROUTE. AND IF THAT NEXT ROUTE IS ABOUT 30 MINUTES LATE, THEY'RE ALREADY 50 MINUTES LATE. NOW TO THE NEXT ROUTE. AND SO ALL OF THAT JUST KEPT HAPPENING AND HAPPENING AND HAPPENING. AND, YES, THERE WERE SOME THINGS THAT WE HAD TO DO ROUTINELY TO FIX IT. BUT I APPRECIATE THE PUBLIC'S PATIENCE. WE REACHED OUT TO ALMOST EVERYBODY TO GET THINGS IN ORDER. AND IT SEEMS LIKE EVERYTHING IS GETTING BETTER AS THE DAY GOES. FOR FOOD AND NUTRITION, WE ARE SHORT STAFFED. WHAT HAS HAPPENED IS A LOT OF THE COMPETING AGENCIES, SUCH AS MCDONALD'S, HAVE RAISED THEIR MINIMUM WAGE TO FOURTEEN DOLLARS AN HOUR. SO WHAT THAT'S CAUSED IS PEOPLE THAT ARE NORMALLY IN THE NUTRITION SYSTEM ARE ELECTING TO GO TO HIGHER WAGE JOBS IN THOSE TYPE OF SETTINGS. AND SO WE HAVE TO ADJUST OUR AND WE'VE SEEN IT NOT ONLY IN OUR SCHOOL DISTRICT. THIS ISN'T A GARLAND THING. THIS IS A WHOLE DFW THING. AND SO OUR DISTRICT, ALONG WITH OTHER DISTRICTS, HAVE HAD TO SHIFT OUR PAY IN ORDER TO MAINTAIN OUR CURRENT [INAUDIBLE] STAFF. AND WE WERE PUTTING ROTATIONS, DIFFERENT SYSTEMS AND TRYING TO GET THE KIDS FED. NOW, THE GOOD NEWS IS THE KIDS AREN'T COMPLAINING ABOUT THE FOOD. THEY'RE EATING IT. THEY'RE LIKING IT. IT'S JUST THE AMOUNT OF TIME IT TAKES TO GET THEM THROUGH LINES. AND ONCE AGAIN, THAT HAS GOTTEN SIGNIFICANTLY BETTER. SO I JUST WANT TO CONGRATULATE THE FACILITY STAFF, THE BUS STAFF, THE FOOD AND NUTRITION STAFF. IF YOU LOOK OUTSIDE, WE ARE SHORTHANDED BECAUSE ONCE AGAIN, PEOPLE ARE PAYING MORE FOR PEOPLE TO DO MAINTENANCE ON THEIR LAWNS. SO PEOPLE ARE WORKING EXTRA HARD BECAUSE THEY REALLY CARE ABOUT THE STUDENTS AT GISD. THEY WANT THEM TO BE IN A VERY WELCOMING ENVIRONMENT. SO THAT BEING SAID, I'LL TURN IT BACK TO YOU. CHAIRPERSON GRIFFIN. YES, THANK YOU, DR. LOPEZ. AND TO YOUR TEAM. AND I KNOW I SPEAK FOR ALL OF THE BOARD THAT WE ARE JUST EXCITED THAT WE HAVE ACCOMPLISHED SO MUCH WITH THAT FIRST WEEK OF SCHOOL. IN KEEPING WITH THAT OPENING, LET'S MOVE TO ITEM SIX AND LET'S DISCUSS THE FACILITIES [VI. Discussion Items ] OPENING OF SCHOOL UPDATE. [00:05:02] AND, THERE IS NO PRESENTATION, THIS IS GOING TO JUST BASICALLY TALK ABOUT DID WE HAVE ANY FACILITIES ISSUES THAT WE HAVE ANY PROBLEMS, DID ANY OF OUR RENOVATIONS GET IN THE WAY? JUST BASICALLY AN UPDATE ON HOW'RE WE DOING WITH OUR FACILITIES. BEFORE WE GET STARTED, I JUST WANT TO LET EVERYBODY KNOW THIS IS GOING TO BE LIKE THE FOURTH PRESENTATION THAT WE'VE FORMALLY GIVEN OR WE'VE BEEN PART OF. THE FIRST PRESENTATION WAS TO OUR STAFF AT PARK CREST THAT WE GAVE THIS UPDATE TO. THE SECOND PRESENTATION WAS HELD BY THE EPA THIS PAST THURSDAY, AND THERE WAS A NUMBER OF PEOPLE IN ATTENDANCE, ESPECIALLY WE HAD GREAT CONCERNED CITIZENS FROM CLEAN UP GARLAND. DID I SAY THAT RIGHT? AND WE HAVE A NUMBER OF PEOPLE FROM OUR STAFF AND COMMUNITY. SO ABOUT ONE HUNDRED PEOPLE WERE ONLINE, ABOUT 30 PEOPLE WERE IN-PERSON. AND THAT PRESENTATION WAS GIVEN JUST LAST NIGHT. WE HAD AN INTIMATE PRESENTATION. WE DIDN'T HAVE A BIG TURNOUT FOR JUST OUR PARENTS. SO WE'RE JUST DOING THIS FOR FULL TRANSPARENCY. SINCE OUR BOARD PRESENTATION ON OUR FINDINGS, THERE IS NOTHING OF SIGNIFICANCE THAT HAS CHANGED. BUT WE ARE NOW JUST HAVING AN UPDATE SO THAT WAY WE CAN ANSWER ANY PUBLIC QUESTIONS. DR. LOPEZ, ARE YOU RESPONDING TO A OR C? C. OK, AND WE'RE DOING A. OH, SORRY, I THOUGHT WE GOT OUT OF ORDER THERE, SO I GOT A LITTLE EXCITED. [CHUCKLING] BUT WE TOOK THE WHOLE ROMAN NUMERAL OUT OF ORDER. I'M SO SORRY, MAN. I APOLOGIZE TO THE PUBLIC. YOU WERE LOSING ME AND I WAS TRYING TO FIGURE OUT WHAT IS IT THAT I HAVE MISSED, BUT I WAS GOING TO LET YOU FINISH YOUR DEAL. [LAUGHTER] I COULDN'T FIND A PLACE TO INTERRUPT YOU, YOU KNOW, SO YOU JUST KEPT GOING. YOU WERE READY. WELL, YOU KNOW WHAT? I WON'T HAVE TO REPEAT THAT. YES YOU WILL. OH, I WILL? OK, SO JUST KIND OF WRITE DOWN. MY APOLOGIES, MS. GRIFFIN. WE'RE GOING TO REWIND AND WE'RE GONNA GO BACK UP TO A GUY THAT IS TALKING ABOUT GENERAL FACILITIES OPENING UP THIS SCHOOL YEAR, IF THERE ARE ANY CONCERNS OR DID WE RUN INTO ANY UNFORESEEN THINGS. SO LET'S DO THIS. THANK YOU. GOOD AFTERNOON. FACILITIES CHAIR GRIFFIN FACILITIES COMMITTEE, BOARD OF TRUSTEES AND DR. LOPEZ, SUPERINTENDENT OF SCHOOLS. THIS WAS A A DIFFERENT YEAR COMING BACK WITH ALL OUR STUDENTS AND IT WAS CHALLENGING. BUT AS DR. LOPEZ SAID, THE STAFF STEPPED UP. WE HAD SEVERAL DEPARTMENTS THAT WERE SHORT STAFFED. WE HAVE VACANCIES THAT WE'RE TRYING TO GET FILLED. BUT WE STEPPED UP TO THE CHALLENGE. THE MAJORITY OF THE MAJORITY OF THE OF THE ISSUES WERE UNFORESEEN BREAKDOWNS OF OLDER EQUIPMENT. BUT THIS IS MY 20TH YEAR OF OPENING SCHOOLS AS A DIRECTOR OR AN EXECUTIVE DIRECTOR. THIS IS VERY COMMON. AS DR. LOPEZ HAS STATED, WHEN WE OPEN FACILITIES, IT TAKES SEVERAL WEEKS FOR UNFORESEEN THINGS, BREAK DOWNS. AFTER A COUPLE OF WEEKS, WE START, YOU KNOW, PRIORITIZING AND VETTING EVERYTHING OUT AND MAKING THOSE REPAIRS. SO IT'S GOING TO TAKE A COUPLE OF WEEKS TO GET CAUGHT UP. BUT DURING THAT TIME, WHAT WE ARE ENSURING THE DIRECTOR OF MAINTENANCE MR. JIMMY BEACH, IS WORKING WITH PRINCIPALS AND IDENTIFYING AREAS WHERE WE HAVE AIR ISSUES OR HVAC ISSUES AND TEMPORARY AIR UNITS ARE BEING BROUGHT IN FOR COMFORT. SO WE'RE PLACING TEMPORARY UNITS IN THESE AREAS THAT WOULD PROBABLY BE THE MOST IMPACTFUL ON OPENING THE SCHOOLS. BUT FROM THE CUSTODIAL SIDE, WE'RE DOING VERY WELL. AND FROM THE GENERAL MAINTENANCE AND GROUNDS, WE'RE DOING VERY WELL. THE LARGEST IMPACT WAS HVAC. BOARD MEMBERS, ARE THERE ANY QUESTIONS? DID I SEE YOUR HAND, MR. GLICK? YES. FOR MANY YEARS NOW, I'VE SERVED ON THE ROWLETT CHAMBER OF COMMERCE BOARD, AND ONE OF THE THINGS THAT I DO AT EACH MEETING IS GIVE A GISD UPDATE. ALSO ON OUR BOARD IS THE COO OF LAKE POINTE HOSPITAL, WHICH I THINK IS NOW THE LARGEST HOSPITAL IN OUR THREE CITIES. AND SO SHE GAVE HER REPORT FIRST AND OF THE PRECEDING MONTHS, THE REPORT WAS MAINLY ABOUT THEIR EXPANSION, NEW PROGRAMS AND JUST A BRIEF MENTION OF COVID BECAUSE THEY ALMOST HAD [00:10:08] NO NEW CASES TWO WEEKS AGO. HER REPORT WAS VERY DIFFERENT AND THE REPORT INDICATED THAT THEY HAD GONE FROM ALMOST ZERO TO TWENTY SIX CASES IN A FEW WEEKS. I WAS SITTING LITERALLY RIGHT NEXT TO HER AND I WAS STARTLED KNOWING FROM THAT POINT WE WERE OPENING SCHOOL IN LESS THAN TWO WEEKS AND I ASKED HER SOME QUESTIONS. THEY HAD TO RECONFIGURE PARTS OF THE HOSPITAL BECAUSE WHAT THEY KNEW WAS COMING. I DID MENTION THAT EVENING TO DR. LOPEZ. I HAVE WATCHED WHAT HAS HAPPENED IN THIS STATE AND IN THIS COUNTRY. I HAVE WATCHED WHAT OTHER SCHOOL DISTRICTS HAVE DONE IN DECIDING THAT THERE IS A LEGAL GOVERNOR'S ORDER PREVENTING US FROM ASKING STAFF AND KIDS TO MASK. ON THE OTHER HAND, OTHER DISTRICTS HAVE DECIDED THAT WHAT IS THE MOST IMPORTANT THING TO THEM AND TO ME, WHEN I GOT ON THIS BOARD, I MADE A DECISION THAT I WOULD SPEAK MY MIND, WHATEVER I THOUGHT THAT WAS RIGHT. AND TO ME, THE MOST IMPORTANT THINGS ARE THE KIDS WE BRING INTO OUR SCHOOLS AND OUR STAFF. AND I HAD HOPED THAT WE WOULD HAVE TAKEN SOME ACTION BEFORE TODAY. BUT OBVIOUSLY WE HAVE IT. I KNOW LATER ON THIS EVENING WE HAVE AN EMERGENCY MEETING WITH OUR COUNSEL TO DISCUSS OPTIONS, AND I APPLAUD US FOR DOING THAT. WHAT I WOULD LIKE TO DO IN THE INTERIM IS ASK FOR US TO HAVE A SPECIAL MEETING. WE ARE ALLOWED TO DO A SPECIAL MEETING, EITHER ON THE DESIRE OF THE PRESIDENT OF THE BOARD, MR. MILLER, OR THREE INDIVIDUAL TRUSTEES. AND THAT IS UNDER BE LOCAL. THE PURPOSE OF CALLING A SPECIAL MEETING WOULD BE THE SOONER WE TALK ABOUT THIS, THE SOONER WE CAN MAKE A DECISION WHETHER THIS DISTRICT, WHETHER THESE SEVEN ELECTED OFFICIALS BELIEVE IT'S THAT IMPORTANT TO CHANGE OUR EXISTING POLICY. AND THAT IS WHAT WE DO. WE GOVERN AND WE SET POLICY. THE REASON I'M MENTIONING IT NOW IS TO CALL A SPECIAL MEETING. WE NEED TO NOTICE SEVENTY TWO HOURS. SO THE EARLIEST WE COULD DO IT WOULD BE IF EITHER THE PRESIDENT OR THREE TRUSTEES ARE WILLING TO WOULD BE TO SAY YES THEY ARE OR YES HE IS. AND AT THAT POINT THE CLOCK WOULD START RUNNING. I WOULD ASK MS. HOGAN IF WE COULD DO THAT AND IF SHE SAID WE COULD, SHE WOULD BE ABLE TO SET AN AGENDA ITEM 72 HOURS PLUS, WHICH WOULD PROBABLY BE SOMETIME EITHER FRIDAY AFTERNOON OR FRIDAY EVENING FOR US TO DISCUSS THIS. NOW, WE KNOW AND I THINK THE IMPORTANCE OF WHAT I'M TALKING ABOUT NOW IS ADDED TO BY THE FACT THAT OUR BOARD COUNSEL, WILL BE HERE THIS EVENING TO TELL US WHAT WE CAN AND CAN'T DO. THE SPEED OF OUR ACTION, THOUGH, IS IMPORTANT. WE CAN WAIT FOREVER AND EVENTUALLY CALL A MEETING OR EVENTUALLY MAKE THAT DECISION. BUT DAYS AND WEEKS ARE COULD PASS BEFORE WE COME TO A DECISION. AND I THINK WE'RE JEOPARDIZING OUR STAFF AND OUR CHILDREN. SO, MADAM, CHAIRLADY, I DON'T KNOW HOW TO PROCEED AT THIS POINT. I DON'T KNOW IF THERE ARE THREE TRUSTEES WHO ARE WILLING TO SAY YES--I WOULD BE ONE--YES, LET'S CALL A SPECIAL MEETING OR IF THE PRESIDENT WANTS TO SAY I WILL CALL A SPECIAL MEETING OR WE COULD WAIT AND LET TIME EXPIRE AND THEN MAYBE HAVE A SPECIAL MEETING SOMETIME NEXT WEEK. THANK YOU, MA'AM. OK, MR. GLICK, AND YOU AS I'M GOING TO TIE THIS BACK TO FACILITY OPENING OF SCHOOL UPDATED, IT'S REALLY ABOUT THE SAFETY PROTOCOLS. AND AS MANY OF US ARE AWARE AROUND THE BOARD, WE'VE BEEN QUESTIONED ABOUT THE PLEXIGLASS AND ALL THE SOCIAL DISTANCING. SO I KNOW YOU ALL ARE TRYING TO SAY HOW DOES THIS FIT IN? AND IT REALLY DOES FIT IN BECAUSE THAT TOPIC THERE IS, GENERAL, OF WHAT THINGS THAT WE SAW WHEN THE FACILITY OPENINGS WERE. I WILL LISTEN AND ENTERTAIN ANY OF THE TRUSTEE COMMENTS AND THEN SEND IT TO DR. LOPEZ FOR ANY COMMENT. [00:15:01] AND I GUESS SOMETHING WAS SAID THERE THAT I DIDN'T KNOW ABOUT. BUT WE HAVE THREE MEETINGS TODAY. SO, I MEAN, IT'S A LOT GOES ON WHEN WE COME FOR THESE THREE SETTINGS. MS. GRIFFIN, COULD I JUST AMEND WHAT I SAID? IF YOU THINK OF WHERE LAKE POINTE IS LOCATED, THAT'S IN ROWLETT, BUT THAT WOULD BE OUR, I GUESS, WESTERN END OF OUR DISTRICT. DISD THAT HAS MADE NATIONAL HEADLINES BY SAYING WE'RE GOING TO MASK UP, THEY'RE ON THE EASTERN END OF OUR DISTRICT. SO WE HAVE BOTH SIDES SAYING THIS IS A PROBLEM--THE OPPOSITE [INAUDIBLE][CHUCKLING]. OK, BUT THAT'S WHAT'S GOING ON RIGHT NOW. EAST AND WEST ARE SAYING THAT'S HOW IMPORTANT IT IS TO THEM. THANK YOU, MS. GRIFFIN, SORRY. ALL RIGHT. OK, MR. JOHNSON, DID I SEE YOUR HAND? YEAH. I'M JUST CURIOUS AS TO I MEAN, YOU'RE CALLING FOR A SPECIAL MEETING, BUT I'M NOT SPECIFICALLY AWARE OF WHAT YOU'RE CALLING THE MEETING ON. IT SEEMS JUST LIKE CORONAVIRUS KIND OF. IS IT JUST A GENERAL SPECIAL MEETING IN RESPONSE TO CORONAVIRUS? I MEAN, I THINK, SIR, IT COULD BE A LITERALLY A ONE OR TWO SENTENCE ITEM, SUCH AS SHOULD THE DISTRICT REQUIRE THAT ALL FACULTY AND ALL STUDENTS WEAR MASKS, SPECIFICALLY ABOUT TAKING ACTIONS SIMILAR TO WHAT THE DISD TOOK? YES, SIR. AND YOU DON'T THINK THAT HEARING FROM WHAT OUR BOARD ATTORNEY HAS TO SAY ON THAT IS RELEVANT TO THAT ISSUE? I THINK IT IS. BUT THE PROBLEM IS WE PROBABLY WON'T SEE HER TILL EIGHT OR NINE O'CLOCK TONIGHT. WE MAY HAVE A MEETING MONDAY MORNING AND NOTICE THAT TOMORROW AND LITERALLY NOT A SINGLE MINUTE OF SCHOOL WOULD HAVE TRANSPIRED FROM WHEN YOU'RE PLANNING ON HAVING A MEETING FRIDAY EVENING AND MONDAY MORNING OR MAYBE LIKE TWO OR THREE HOURS. I REALLY I MEAN, I DON'T SEE WHAT THE SENSE OF URGENCY IS, WHERE WE HAVE TO DO IT RIGHT NOW DURING THE FACILITIES COMMITTEE. I DON'T NECESSARILY AGREE OR DISAGREE WITH YOU. I JUST THINK THE POINT IS THE LONGER WE WAIT--WE'RE TALKING TWO HOURS. NO, NO, NO, IT'S NOT. IT'S THE AMOUNT OF TIME TILL WE ARE ABLE TO ACTUALLY ISSUE SOMETHING TO THE PRESS AND TO THE PARENTS TO SAY--SO, FOR EXAMPLE, IF WE WERE TODAY CALL A SPECIAL MEETING AND THAT MEETING OCCURRED AT FOUR THIRTY ON FRIDAY AFTERNOON, WHICH WOULD WORK POTENTIALLY, WE'D HAVE TO CHECK WITH MS. HOGAN AND ANNOUNCED IT. AS OF MONDAY MORNING, WE WOULD HAVE ALL OF OUR KIDS AND STAFF MASKED UP. THAT'S ALL I'M SAYING. WE'RE LITERALLY TALKING ABOUT THE DIFFERENCE OF ONE ACADEMIC DAY; THAT'S LITERALLY WHAT WE'RE TALKING ABOUT. SO I THINK THAT IT'S MORE IMPORTANT THAT WE DO THINGS RIGHT AND WE HEAR FROM OUR ATTORNEYS AND WE GET THE LEGAL RAMIFICATIONS OF THE ACTIONS THAT ARE BEING PROPOSED BEFORE WE DO THAT. THAT'S MY TAKE--WES JOHNSON, I--THAT'S IT. I MEAN, BUT I WOULD SUGGEST WE HEAR WHAT MS. MCGOWAN HAS SAID. LET'S GET CLARITY ON SOMETHING. AND MAYBE EVERYONE HAS CLARITY BUT ME. WHAT IS OUR ATTORNEY COMING FOR TONIGHT AND WHEN ARE THEY SCHEDULED? AND I THINK THAT WILL MAKE ALL THE DIFFERENCE IN THE WORLD. AND MR. MILLER. YEAH. LET ME TRY TO PROVIDE SOME CLARITY TO IT. I BECAME AWARE THIS AFTERNOON THAT THIS POTENTIAL MOTION, LET'S CALL IT, WOULD HAPPEN. I'M CONCERNED THAT WE BASICALLY HAVE A LAW THAT SAYS YOU CAN'T REQUIRE MASK. I'M VERY CONCERNED ABOUT THE POSSIBILITY OF THIS BOARD HAVING TO VOTE ON WHETHER OR NOT TO BREAK THE LAW. SO I THOUGHT BEFORE THE BOARD WENT OUT AND TRIED TO TAKE ACTION, THAT IS A VIOLATION OF LAW. IT WOULD BE DUE DILIGENCE TO HEAR FROM OUR ATTORNEY BEFORE WE TAKE SUCH AN ACTION. JUST A SECOND. AND I THINK THAT'S OK. I THINK WHAT I WAS TRYING TO GET CLARITY ON IS THAT WE HAVE CALLED OUR ATTORNEY TO BE HERE TODAY. WE HAVE CALLED OUR ATTORNEY GROUND. AND I LOOKED AT THE EYES OF PEOPLE AND WE DID NOT KNOW THAT. AND SO THAT'S THE ONLY REASON I ASKED FOR THE BASIC CLARITY. AND SO THAT'S WHY I SAID, LET'S GET CLARITY MOVING FORWARD. AND THAT MEANS SHE WILL COME IN AT DISTRICT AFFAIRS COMMITTEE. IS THAT WHERE IT'S COMING? YES, COMING IN DISTRICT AFFAIRS, THERE'S BEEN AN AMENDED AGENDA ITEM THAT WAS PREPARED BY OUR ATTORNEY SUBMITTED TO MICHELLE, I BELIEVE THAT WAS POSTED ON THE WEBSITE AS SOON AS IT WAS AVAILABLE. AND SO ALL THE PRECAUTIONS AND ALL OF THE PREPARATIONS TO HAVE SUCH AN [00:20:04] ACTION CALLED WERE PREPARED BY OUR ATTORNEY, M. MCGOWAN, WHO WILL BE HERE THIS EVENING SOMETIME AT 6:00 OR AFTER. I THINK THAT'S GREAT. IT'S JUST THAT I JUST WANT US TO BE AWARE. ALL OF US HAVE JOBS, SO WHEN WE GET THINGS THAT CHANGE ON THE DAY THAT WE HAVE ALREADY REVIEWED. SO I HAD NOT SEEN THAT. NOT SAYING THAT I'M CAUGHT UP ON MY EMAIL. SO I WILL PUBLICLY SAY I'M NOT SITTING HERE, I HAVE OTHER THINGS TO DO. SO THAT'S ALL I WAS TRYING TO DO, WAS GET CLARITY. SO ALL OF US KNEW THAT THIS WAS A PLANNED ACTION. YEAH. SO I THINK THERE IS A TIME AND A PLACE FOR THIS DISCUSSION. AND I DON'T THINK IT'S A BAD DISCUSSION FOR THE BOARD TO HAVE. WHILE I'VE GOT THEIR MICROPHONE, I'LL JUST SAY THAT I THINK THAT THINGS ARE CHANGING REALLY FAST, REALLY QUICK. AND WE HAVE HEARD FROM SO MANY CONCERNED PARENTS ON BOTH SIDES OF THIS ISSUE. AND IT'S ABOUT 50/50, WHETHER YOU WANT TO BELIEVE IT OR NOT. I'M KIND OF SHOCKED. BUT WHAT WE REALLY NEED TO DO IS ASK OURSELVES, IN MY OPINION AND THE ATTORNEY, DO WE HAVE A LEGAL WAY TO VOTE TO HAVE A MASK MANDATE? AND IF WE DON'T, I'M GOING TO HAVE A LOT OF ISSUES WITH THIS BOARD TAKING A VOTE TO BREAK THE LAW. AND A GOOD IDEA FOR OUR ATTORNEY COME FORWARD, ADDRESS THIS BOARD IN EXECUTIVE SESSION AND LAY OUT THE PROS AND CONS. AND THERE'S A WHOLE LOT OF OTHER STUFF THAT I THINK SHE WILL PRESENT. YEA, BECAUSE IT'S ALL THE SAFETY PROTOCOLS ALONG WITH THE MASK IS MORE THAN THAT. AND SO I APPLAUD YOU PRESIDENT MILLER. WHAT I WANTED WAS JUST EVERYONE TO BE ON THE SAME PAGE BECAUSE I SAW ALL OF THESE EYES AND I'M LIKE, DON'T BE LOOKING AT ME. I DON'T EVEN KNOW WHAT WE'RE TALKING ABOUT. AND I COULDN'T SIGNAL TO DR. LOPEZ I WAS TRYING, BUT MY EYES ARE NOT THAT GOOD TO BE ABLE TO COMPOSE A SENTENCE THAT HE WOULD BASICALLY UNDERSTAND. SO I APPLAUD THE ACTION. LET ME ADD ONE LAST THING MS. GRIFFIN. WITH RESPECT TO ALL THAT, I'D RATHER BE SITTING HERE TALKING ABOUT EDUCATING KIDS, AN ACADEMIC RECOVERY PLAN. COVID IS SOMETHING THAT'S HONEST AND HAS CAUSED A WHOLE LOT OF PRESSURE AND A LOT OF DIFFERENT AREAS. I THINK THIS BOARD NEEDS TO HAVE A FULL DISCUSSION OF WHATEVER IT IS WE'RE GOING TO DO. AND I DON'T THINK TRYING TO RUSH SOMETHING THROUGH RIGHT NOW BEFORE WE TALK TO ATTORNEY IS SOMETHING THAT I CAN SUPPORT. THANK YOU. OK, AND I JUST WANT TO MAKE THIS COMMENT. AFTER FRIDAY, THERE ARE TWO MORE DAYS; IT'S CALLED SATURDAY AND SUNDAY. SO WE TRADITIONALLY TRY TO GET EVERYTHING DONE IN, YOU KNOW, BY FRIDAY. SO, DR. LOPEZ. NO, WAIT A MINUTE. ARE THERE ANY OTHER BOARD MEMBERS WHO WANT TO WEIGH IN. AND I THINK ALL OF THIS IS CRITICALLY IMPORTANT. I MEAN, IF OUR KIDS AREN'T SAFE AND THEY ARE NOT AT SCHOOL, THEN THE RECOVERY PLAN MAKES NO SENSE. SO I JUST THINK EVERYTHING IS A TOP PRIORITY. AND YOU ALWAYS SAY YOU HAVE TO MAKE A DECISION. BUT WHERE WE ARE RIGHT NOW, TO ME, EVERYTHING IS A TOP PRIORITY. DR. LOPEZ. IT'S NO SECRET THAT A FEW DISTRICTS ANNOUNCED THAT THEY WERE GOING TO MOVE AGAINST THE GOVERNMENT'S ORDER AND HAVE MASK MANDATES IN THEIR SCHOOL DISTRICT. I'M NOT GOING TO TALK ABOUT THE THREE SCHOOL DISTRICTS; I'LL TALK ABOUT, TWO. ONE OF OUR NEIGHBORS, MADE A PUBLIC PROCLAMATION AND SAID, WE'RE GOING TO DO A, B, C, D, AND E. I DON'T KNOW THEIR PLANS. I'M NOT GOING TO JUDGE. I'M NOT DOING ANY OF THAT. THERE'S ANOTHER ONE, HOUSTON ISD, WHERE THE SUPERINTENDENT ANNOUNCED THAT'S THE PLANS AND THEY'RE ACTUALLY GOING TO DO A RESOLUTION THROUGH A BOARD VOTE ON THURSDAY. OK, TWO DIFFERENT APPROACHES STILL GOING THROUGH THE SAME THING. THERE'S GOING TO BE LEGAL BACK AND FORTH GOING AROUND THIS ISSUE. WE ALREADY KNOW ALL OF THAT. IN THE MEANTIME, WE HAVE AND MR. MILLER'S RIGHT, WE HAVE A COMMUNITY THAT HAS DIFFERING VIEWPOINTS ON THIS. I'VE READ EVERY EMAIL. I'VE GOTTEN HUNDREDS OF EMAILS SINCE THIS HAS COME THROUGH HUNDREDS NOW. I DON'T KNOW WHICH ONES HAVE BEEN SENT FOR MORE COMMENT. RIGHT. WE HAVE A NUMBER THAT ARE GOING TO BE READ FOR MORE COMMENT. BUT FROM THE EMAILS THAT I'VE GOT, IT'S ALMOST BEEN ABOUT 50/50 FOR EVERYONE THAT TALKS ABOUT WHY WE NEED TO WEAR MASKS. WE HAVE THOSE THAT TALK ABOUT WHY WE DON'T HAVE TO WEAR MASKS. [00:25:01] I BELIEVE THAT THIS IS GOING TO BE A DECISION FOR THE TEAM OF EIGHT. WE'RE A TEAM. WE GO FORWARD TOGETHER AND WHATEVER DECISION IS VOTED ON OR NOT VOTED ON, WE MOVE FORWARD WITH IT. OK, MR. GLICK TODAY GAVE ME A CALL AND GAVE ME HIS PERSPECTIVES, AND IT WAS A VERY GREAT CONVERSATION. I'M GOING TO BE VERY HONEST WITH YOU. AND HE GAVE ME SOME PERSPECTIVES. I GAVE HIM SOME PERSPECTIVES. RIGHT. AND WE BOTH WE BOTH TALKED A LITTLE BIT. AND WHAT I DID AND I TURNED TO MR. MILLER BECAUSE THIS COULD BE A POTENTIAL ITEM ON THE AGENDA. WHO APPROVES THE AGENDA IS MY BOARD PRESIDENT. HE'S THE ONLY ONE I SPOKE TO ABOUT IT. AND HE TURNED AROUND AND SAID, LET'S LET'S DO THIS RIGHT AND LET'S REACH OUT TO OUR BOARD COUNSEL. I WANT TO BE INFORMED ON THIS MATTER. AND IF SHE CAN COME AND INFORM THE BOARD DURING THE DAC PRESENTATION, WHICH IS SCHEDULED LATER ON, SHE WILL BE PRESENT WITH THE COVID DEAL. RIGHT. OK, MR. GLICK, IT LOOKS LIKE WHAT I'M HEARING AND I'M GOING TO YIELD TO MY FACILITY MEMBERS RIGHT NOW IS THAT WE ARE GOING TO HAVE A DISCUSSION IN DAC. I THINK THE GREAT NEWS OF THIS CONVERSATION, THIS WAS NOT WHAT I HAD IN MIND WHEN I PUT THIS ON THE AGENDA. BUT IT IS OK BECAUSE IT MEANS THAT WE ARE ACTIVE AND ALERT AND IN TUNE WITH OUR COMMUNITY. WHAT IT LOOKS LIKE TO ME THAT WE WOULD LIKE TO WAIT AND SEE AND HEAR THAT, AND THEN AFTER THAT PRESENTATION IN DAC, COME OUT AND SAY BASICALLY WHAT WE NEED TO DO OR WHAT OUR DIRECTION IS. AND AGAIN, I'M GOING TO SAY THE GOOD NEWS ABOUT THIS CONVERSATION AND THE OUTCOME IS THE FACT THAT WE ARE GOING TO HAVE A DISCUSSION. AND I THANK THE SUPERINTENDENT, THE PRESIDENT, OUR SERVICING MANAGER, FOR GETTING THE UPDATED AGENDAS OUT THAT I DID NOT SEE. OK, SO THERE WE HAVE IT. AND THAT'S THE BEAUTY OF WHY WE HAVE CUT OFF DATES FOR INFORMATION UNLESS IT'S AN EMERGENCY AND WE ARE ADDRESSING THIS AS AN EMERGENCY. OK, MR. GLICK, I'LL GIVE YOU ONE MINUTE. THAT'S OK. [LAUGHTER] GO ON. SAY WHAT YOU WANT TO SAY, BUT I MAY CUT YOU OFF A LITTLE BIT. OK, GO ON. I'M GLAD THAT THE CONVERSATION I HAD WITH THE SUPERINTENDENT TODAY TRIGGERED SOME OF THE EVENTS THAT ARE GOING TO OCCUR TODAY. IT WAS NEVER THE INTENTION TO HAVE A DECISION FROM THIS BOARD. IT WAS AN INTENTION TO SCHEDULE THE POSSIBILITY OF A DECISION THAT'S A LITTLE DIFFERENT. AT SOME POINT, AND OUR GENERAL COUNSEL CAN GIVE US MORE INFORMATION, BUT THAT'S ALL IT IS WHEN THE DAY IS ALL SAID AND DONE. THERE ARE SEVEN PEOPLE HERE WHO MAKE DECISIONS, NOT OUR GENERAL COUNSEL AND MAKING POLICY, NOT EVEN THE SUPERINTENDENT. IT'S THE SEVEN OF US. THAT'S WHAT IT COMES DOWN TO. AND SOME PEOPLE DON'T WANT THAT. SOME PEOPLE WOULD RATHER SAY, I'D RATHER PUSH THAT DECISION TO THE ADMINISTRATION. WELL, THIS IS NOT ONE OF THOSE DECISIONS, ALTHOUGH APPARENTLY IN DALLAS IT WAS. TO ME, IT'S OUR DECISION. I THINK IT'S A CRITICAL DECISION. I'M GLAD OUR COUNSEL IS COMING TONIGHT. AND I HOPE WE REALIZE THAT THE LONGER WE WAIT, THE LONGER WE PUT STAFF AND OUR STUDENTS IN JEOPARDY. AND THIS THING IS IT WAS PREDICTABLE. IF YOU STUDY WHAT HAPPENED WAY BACK IN 100 YEARS AGO AND THEN TWO YEARS AGO, SAME THING. FIRST VIRUS CAME CALLED SPANISH FLU. AND THEN THERE WERE VARIANTS AND SOME CASES THE VARIANTS WERE WORSE. AND THAT'S WHERE WE'RE AT RIGHT NOW. THIS IS GOING TO CONTINUE. I WISH IT WASN'T THE CASE, BUT I'M GLAD WE'VE TAKEN SOME STEPS AND WE'LL TAKE MORE STEPS THIS EVENING AND HOPEFULLY WE'LL MOVE IN THE RIGHT DIRECTION. THANK YOU, MS. GRIFFIN. AND THANK YOU, MR. GLICK FOR YOUR LEADERSHIP ON THIS APPARENTLY WAS A DOMINO EFFECT AFTER THE CONVERSATION WITH BASICALLY DR. LOPEZ. AND I KNOW YOU'VE BEEN STANDING THERE FOR A MINUTE, BUT UNLESS I THINK WE ARE POSSIBLY THROUGH WITH THE FACILITY OPENING OF SCHOOL UPDATE, WE OPENED WELL WITH A FEW AIR CONDITIONING PROBLEMS. SO NOW LET'S TALK ABOUT OUR SUMMER MAINTENANCE PROJECT UPDATE. DID ANY OF THOSE IMPACT THE OPENING OF SCHOOL? HOW ARE WE DOING? WE'RE ON SCHEDULE? ARE WE COMPLETED? ARE WE STILL GOING? WHAT IS THE DEAL? MS. GRIFFIN WE HAD A GREAT PRESENTATION LAST MONTH AND IDENTIFIED DIFFERENT PROJECTS WE'RE WORKING ON ACROSS THE DISTRICT. I WANT TO SAY THAT ALL OF THE SUMMER PROJECTS, WITH THE EXCEPTION OF THE SOUTH GARLAND [00:30:01] REBRANDING, IS STILL UNDERWAY. A FEW ITEMS STILL LEFT TO DO ON THE REBRANDING IS WE HAVE THE MARQUEE THAT WE'RE STILL HAVING DISCUSSIONS ABOUT AND THEN THE PAINTING OF THE FACILITY. THAT SCHOOL'S GOING TO LOOK REALLY, REALLY NICE ONCE WE GET ALL THE PAINTING DONE. SPEAKING TO THE STAFF, WE'RE PROBABLY LOOKING AT ABOUT ANOTHER MONTH OF PAINTING AND WE SHOULD BE WRAPPING THAT UP. BUT OTHER THAN THAT, ALL THE OTHER PROJECTS FOR THE SUMMER GOT COMPLETED. WELL, ON BEHALF OF THE BOARD [INAUDIBLE] AND INACCURACY AND BASICALLY GETTING THE WORK DONE FOR THE SUMMER. OK, ANY MORE DISCUSSIONS OR QUESTIONS ON THE SUMMER MAINTENANCE PROJECT UPDATE? OK, ITEM C, ARE YOU GOING TO LEAD OR DR. RINGO? HOW ARE WE GOING TO DO THIS? WE WILL BRING DR. RINGO UP AND BOARD MEMBERS, THIS IS A VIRTUAL PRESENTATION. AND WHEN WE GET STARTED, WHOEVER IS PRESENTING TO US, VIRTUALLY, IF YOU COULD JUST IDENTIFY EVERYONE THAT'S THERE, WHETHER THEY ARE SPEAKING OR NOT, BUT IF WE COULD JUST HAVE A FEEL FOR WHO'S IN THE ROOM AND WHO'S ON THIS THIS MEETING FEED WITH US. MS. GRIFFIN BOARD OF TRUSTEES, DR. LOPEZ, GOOD AFTERNOON. THIS IS THE DISCUSSION REGARDING SOIL COMPOSITION AT PARK CREST ELEMENTARY, AND AS WE GET GOING, THE APPROPRIATE PARTIES, I WANT THEM TO INTRODUCE THEMSELVES BEFORE WE GET STARTED. AND SO OUR COLLEAGUES ARE THAT'RE ON THE LINE WITH THE EPA AND THE DEPARTMENT OF HEALTH AND HUMAN SERVICES. I WILL LET THEM INTRODUCE MYSELF RIGHT NOW. SO, MR. DELGADO, I WILL LET YOU GO AHEAD AND INTRODUCE YOU AND YOUR TEAM. HELLO, HI, I'M ERIC DELGADO, A [INAUDIBLE] COORDINATOR WITH THE EPA FOR THE GLOBE-UNION SITE. SO BASICALLY HERE TO ANSWER ANY QUESTIONS THAT YOU GUYS MAY HAVE REGARDING THE NEXT STEPS. THAT'S IT FOR EPA ON THE LINE. WE ALSO HAVE THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES, AND I'LL LET THEM INTRODUCE THEMSELVES. HI, I'M JESSICA KESSINGER. I AM THE LEAD HEALTH OFFICER FOR THE HEALTH ASSESSMENT AND TOXICOLOGY PROGRAM, WITH THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES. HI. GOOD AFTERNOON, EVERYBODY. THIS IS DR. [INAUDIBLE] PATEL. I AM ALSO WITH JESSICA KESSINGER, AT THE TEXAS DEPARTMENT OF HEALTH SERVICES. AND I'M THE MANAGER FOR THE PROGRAM THAT JESSICA LEADS. THANK YOU. AND WE DO HAVE TERRACON WITH US WHEN THEY COME UP SHORTLY, WE WILL INTRODUCE THEM. THEY ARE PHYSICALLY PRESENT WITH US TO PRESENT. AND SO THE GOAL OF THIS [INAUDIBLE] INFORMATION HAS BEEN NEW AS OF JULY 21ST, 2021. AND SO ONCE WE RECEIVE INFORMATION, JULY 21ST, 2021, WE'LL GO THROUGH THE TIMELINE SHORTLY. OUR PARTNERSHIP WITH THE EPA AND THE DEPARTMENT OF HEALTH AND HUMAN SERVICES AND TERRACON, AS TERRACON HAS BEEN VERY CLEVER OF THIS PROCESS. AND SO WE'VE HAD MEETINGS AND DR. LOPEZ SPOKE TO THIS EARLIER WITH THE FACULTY AND STAFF AT PARK CREST ELEMENTARY LAST THURSDAY. AND THEN WITH THE STAKEHOLDERS ARE PARENTS, STUDENTS AND TEACHERS WHO WANTED TO COME BACK LAST NIGHT AT PARK CREST AND THEN WITH OUR BOARD OF TRUSTEES TODAY. SO FIRST AND FOREMOST, WHAT YOU HAVE IN FRONT OF YOU AND IS ALSO ON OUR WEBSITE IS THE DETAILED TIMELINE FROM HOW THIS PROCESS STARTED TO AS RECENT AS THIS WEEK. AND SO IN JANUARY WITH OUR BOARD OF TRUSTEES, SINCE YOU HAVE THIS TIMELINE AND DETAIL, I WILL NOT NECESSARILY READ THROUGH EVERY LINE ITEM, BUT I WILL COVER THE KEY POINTS. WE READ THROUGH EVERY LINE ITEM WITH OUR PRIOR MEETINGS WITH OUR COMMUNITY AND OUR STAKEHOLDERS. BUT THERE WAS A COMMUNITY GROUP CLEAN UP GARLAND THAT BROUGHT SOME CONCERNS TO THE CITY'S ATTENTION, THE DISTRICT'S ATTENTION AND THE EPA'S ATTENTION. AND AS THAT CONVERSATION STARTED IN JANUARY OF 2020, THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY REQUESTED ACCESS TO PARK CREST ELEMENTARY SCHOOL AND SUNNYBROOK LANE, WHICH IS A RESIDENTIAL LOT THAT NO DISTRICT ACTIVITIES THAT TAKE PLACE ON. [00:35:01] AND SO JUST TO HIGHLIGHT SUNNYBROOK LANE AGAIN, IT'S A RESIDENTIAL LOT WHERE NO ACTIVITIES TAKE PLACE ON. IT'S VACANT AND IT IS FENCED OFF TO THE CREEK. AND SO ACCESS GRANTED IN JANUARY 2020. TCEQ I WILL NOT READ THROUGH THIS TIMELINE OF THAT PROCESS. THE KEY POINT BEING THEY CONDUCTED SOIL SAMPLING AND IN JUNE OF 2020 WE RECEIVED NOTIFICATION THAT THERE WERE NO CONCERNS OF ELEVATED LEVELS OF CONTAMINATION FOR LEAD AND THAT NO FURTHER ACTION WAS REQUIRED ON PART OF THE DISTRICT. AND FIRST AND FOREMOST, SINCE THAT IS A CAMPUS ON THAT CREEK AND THOSE CONCERNS BEING BROUGHT FORWARD BY THE COMMUNITY GROUP, WE DECIDED AS A DISTRICT TO PURSUE FURTHER TESTING. AND THAT'S WHEN WE ENGAGED TERRACON TO COME ON BOARD AND BASICALLY REPLICATE THOSE TESTING DONE IN THE CREEK AT PARK CREST ELEMENTARY SCHOOL. AND SO TERRACON, AS YOU CAN SEE, THOSE TESTS STARTED IN JULY OF 2020 AND PROCEEDED ALL THE WAY UP UNTIL, I BELIEVE FEBRUARY OF 2021. THE FINAL REPORT WAS COMPLETED AND WITHIN THE GROUNDS WHERE OUR STUDENTS AND FACULTY ARE THERE WERE NO FINDINGS AT THAT TIME OF ELEVATED LEVELS OF LEAD. AND AT THAT SAME TIME OUR PARTNERS AT THE EPA, MR. DELGADO, AND AROUND JANUARY OF 2021, REQUESTED TO PROCEED AND IN DOING TESTING NOT JUST FOR LEAD BUT ALSO ARSENIC AT THAT TIME FRAME DUE TO THE GLOBE--I WAS ABOUT TO SAY GLOBE LIFE, BUT NOT GLOBE LIFE. THE GLOBE-UNION. THE GLOBE LIFE IS THE BASEBALL FIELD, BUT TO THE GLOBE-UNION BATTERY PLANT THAT OPERATED IN GARLAND FROM THE 60S. AND SO THE EPA CONDUCTED SOME VERY THOROUGH TESTING ALSO AND WITHIN THE CREEK BED, WHICH IS NOT WHERE OUR STUDENTS PLAY AND USED FOR INSTRUCTIONAL PURPOSES AND IS SEPARATED BY A FENCE AND HAS BEEN SEPARATED BY A FENCE PRIOR TO ALL OF THIS TESTING OCCURRING, THAT FENCE HAS BEEN IN PLACE JUST DUE TO SAFETY OF JUST THE CREEK NATURE WITH POISON IVY AND OTHER [INAUDIBLE] IN THAT CREEK. AND SO THEIR TEST, WHICH THEY WILL SPEAK TONIGHT, DID FIND SOME ELEVATED LEVELS OF LEAD WITHIN THE CREEK AREA AND THEN ALSO ELEVATED LEVELS OF ARSENIC ON THE SCHOOL GROUND SITE WHERE OUR STUDENTS AND FACULTY ACTUALLY ARE PARTICIPATING AND THAT ARSENIC BEING IN THE GARDEN AREA AND ARSENIC BEING BY THE ISLAND AT THE FRONT ENTRY DRIVE. SO THE DISTRICT RECEIVED THAT NOTIFICATION OF THESE ELEVATED LEVELS ON JULY 21ST, 2021. AND SO YOU CAN SEE FROM JULY 21ST, 2021, LESS THAN 2.5 WEEKS AGO TODAY, THAT IS WHAT STARTED THESE CONVERSATIONS IN OUR PARTNERSHIP AND WITH THE CITY. AND WE HAD THAT COMMUNITY MEETING A LITTLE LESS THAN A WEEK AGO HELD BY THE EPA, WHERE THE CITY, THE DISTRICT AND THE EPA PARTICIPATED IN A CITYWIDE COMMUNITY MEETING. AND SO IT HAS HELPED FURTHER THOSE CONVERSATIONS AND LED INTO THE COMING REMEDIATION PLAN TOWARDS THIS MONTH, BUT SINCE I'M NOT THE EXPERT IN REGARDS TO DISCUSSING ELEVATED LEVELS OF THIS, WE DO HAVE OUR EXPERTS HERE. AND JUST FOR FORMAT AND EASE, OUR FIRST MEETING, WE DID HAVE THE EPA GO FIRST. BUT IN OUR SECOND MEETING, BECAUSE TERRACON WITHIN THE REPORT HAS VISUALS OF EACH OF THESE STUDIES, WHICH WAS LAST NIGHT, WE DID HAVE TO GO FIRST. AND SO TONIGHT, THIS AFTERNOON, WE'LL HAVE TERRACON COME UP AND GO THROUGH THEIR PRESENTATION FIRST. SO YOU CAN SEE THE STUDIES THAT TOOK PLACE, THE MEANING BEHIND THE STUDIES, AND THEN THAT WILL ALSO OPEN IT UP TO THE EPA AND THE TEXAS DEPARTMENT OF HEALTH SERVICES TO ALSO TALK ABOUT THESE STUDIES AND THESE FINDINGS. SO WITH THAT, I'LL BRING UP TERRACON TO TALK THROUGH THE PRESENTATION. AND WHILE THEY ARE COMING UP, DR. LOPEZ, IF YOU WANT TO ADD GENERAL COMMENTS AT THIS TIME. THANK YOU, MS. GRIFFIN. I DO WANT TO SAY A FEW THINGS WHILE TERRACON COMES UP. FIRST OF ALL, I SAID WHAT I NEEDED TO SAY IN MY INTRODUCTION A LITTLE PREMATURELY. GOT A LITTLE EXCITED THERE. SECONDLY, WE JUST WANT TO LET EVERYBODY KNOW THAT WE'RE LOOKING AT DOING ADDITIONAL TESTING AT SAM HOUSTON, IT'S RIGHT ACROSS THE STREET. WE DON'T KNOW WHAT WE'RE GOING TO FIND, BUT WE'RE GOING TO BE SEARCHING. AND AS SOON AS THOSE THINGS COME UP, WE'RE GOING TO GO AHEAD AND ANNOUNCE THOSE. MEETING WITH THE STAFF AND STUDENTS, THIS IS ALL IN FULL TRANSPARENCY. IN MEETING WITH NOT THE STUDENTS, THE STAFF. AND ON THAT FRIDAY RIGHT BEFORE SCHOOL STARTED, WHAT WE DID WAS WE ASKED THEM IF THERE'S [00:40:02] ANY CONCERNS. THE MAJOR CONCERN THAT THEY HAD WAS WOULD THIS BE IN THEIR DRINKING WATER? AND SO I'M LETTING THE BOARD KNOW THAT BY MONDAY, THE CITY OF GARLAND CAME OUT AND THEY'RE DOING TESTING. WE'RE AWAITING RESULTS. ONCE THOSE RESULTS COME OUT, WE'RE GOING TO NOTIFY THE BOARD AND GO THROUGH THE SAME PROCESSES AND THEN WE'LL MAKE IT PUBLIC FOR THE COMMUNITY ON THE PARK CREST WEB PAGE. SO WE'RE JUST LETTING PEOPLE KNOW EXACTLY HOW WE'RE PROCEEDING WITH FULL TRANSPARENCY. THANK YOU. I'M GOING TO LET THE WOMEN INTRODUCE THEMSELVES AS THEY COME UP TOO. THANK YOU. ALL RIGHT, I GUESS WILL THE PRESENTATION BE LOADED OR? MR. YEAGER. AWESOME. VERY GOOD. OK, SOUNDS GOOD. GOOD AFTERNOON, EVERYONE. MY NAME IS SCOTT KOLODZIEJ WITH TERRACON CONSULTANTS. I'VE BEEN WITH TERRACON SINCE 2008. WE'RE A NATIONWIDE ENGINEERING CONSULTING FIRM, LICENSED ENGINEERING FIRM, AS WELL AS GEOSCIENCE FIRM IN THE STATE OF TEXAS AND AS WELL AS SOME OTHER STATES. I'M ALSO A LICENSED PROFESSIONAL GEOSCIENTIST IN THE STATE OF TEXAS. SO I'VE BEEN WORKING ON THIS PROJECT SINCE GARLAND REACHED OUT TO US, ALONG WITH MY COLLEAGUE WADE WATKINS, AND THAT'S PRETTY MUCH MY INTRO. I'LL GIVE WADE THE MIC HERE REAL QUICK AND WE'LL GET INTO THE PRESENTATION. HEY, FOLKS, GOOD TO SEE EVERYBODY AGAIN. MY NAME IS WADE WATKINS. WE'VE BEEN WITH TERRACON FOR GOING ON 15 YEARS, BEEN IN THE INDUSTRY FOR APPROXIMATELY 20 YEARS. SCOTT'S OFFICE IS IN OUR DALLAS OFFICE [INAUDIBLE] OFFICE AND OUR FORT WORTH OFFICE. SO YOU GET THE DFW METRO TAG TEAM HERE SPEAKING TO YOU GUYS TODAY. I AM A CERTIFIED HAZARDOUS MATERIALS MANAGER. I HAVE BEEN FOR A NUMBER OF YEARS. SO I THINK AND WE'RE ABLE TO HELP YOU GUYS FIGURE OUT WHAT THE DATA SAYS AND BE ABLE TO PUT TOGETHER A PLAN TO HELP ASSESS IT AND WORK WITH THE EPA AND YOU GUYS TO GET IT FIGURED OUT. RIGHT. ADVANCE THE SLIDES HERE. THERE WE GO. ALL RIGHT, SO A QUICK OUTLINE FOR TODAY'S DISCUSSION. LET ME JUST MAKE IT A LITTLE BETTER. I'M NOT USED TO SPEAKING ON MIC, USED TO BEING BEHIND A COMPUTER, BUT NOT SPEAKING ON A MIC. SO WE'RE GOING TO PROVIDE A QUICK BACKGROUND. WE'RE GOING TO GO OVER OUR SOIL SAMPLING PROCESS WHERE WE SAMPLED WHEN WE SAMPLED, AS WELL AS OUR SAMPLE RESULTS. WE'RE ALSO GOING TO GET INTO BRIEFLY THE EPA SOIL SAMPLING AND RESULTS, ALTHOUGH WE WILL DEFER THE MAJORITY OF THAT DISCUSSION TO THE EPA SINCE TODAY THEY WILL BE GOING AFTER US AND THEN Q&A, I SUSPECT, WE'LL LEAVE THAT UP TO THE FORMAT HERE. THAT MAY OCCUR AFTER ALL THE PARTIES HAVE HAD A CHANCE TO SPEAK. I'M NOT SURE IF WE WILL DO THAT. I'LL LEAVE THAT UP TO THE PROCESS AND FORMAT OF TODAY'S MEETING. SO A LITTLE BIT OF BACKGROUND ON THIS. SO REALLY, WHY WE'RE ALL DISCUSSING THIS PARTICULAR MATTER IS BECAUSE OF A BATTERY MANUFACTURER NAMED GLOBE-UNION, INC. THEY OPERATED AS A BATTERY MANUFACTURER FROM THE 1950S TO 1995, APPROXIMATELY, THAT'S THE RANGE. KIND OF NORTHEAST OF PARK CREST ELEMENTARY ABOVE SHILOH. AND ESSENTIALLY THEY HAD OPERATED AS A BATTERY MANUFACTURER FOR QUITE SOME YEARS. THERE WERE CONCERNS BROUGHT BY THE COMMUNITY AND OTHERS RELATIVE TO POTENTIAL RELEASES RELATED TO THAT FORMER BATTERY MANUFACTURING OPERATION. AND THE EPA AND TCEQ WORKED TOGETHER AND THEY OFTENTIMES FORM A COLLABORATIVE RELATIONSHIP OR AGREEMENT ON INITIAL INVESTIGATIONS. SO ACTUALLY, THAT INITIAL INVESTIGATION, THE PRELIMINARY ASSESSMENT, WHICH WAS A LITTLE MORE OF A REVIEW OF THE SITE, AS WELL AS THE PRELIMINARY SITE INSPECTION, WHICH ACTUALLY INCLUDED COLLECTION OF SAMPLES ON THE CREEK, THOSE WERE DONE BY THE EPA IN CONCERT WITH THE TCEQ AND THEY COLLECTED SAMPLES ALONG THE CREEK IN FEBRUARY 2020 SOIL AND SEDIMENT SAMPLES ALONG THE CREEK. AND WE'VE GOT A FIGURE HERE WE CAN SHOW TO SHOW WHERE GLOBE-UNION WAS AS WELL AS WHERE STREAM 2C4 IS. THAT'S THE CREEK THAT IS TRANSPORTING THE METALS, AS WELL AS HOW THE RELATES TO THE LOCATION OF THE SCHOOL. SO THAT CREEK, IT'S THE CREEK THAT RUNS NORTH OF PARK CREST ELEMENTARY. IN A LOT OF THESE REPORTS, YOU'LL SEE IT REFERRED TO AS STREAM TO STREAM 2C4 . THAT'S THE DESIGNATION OF THAT WATER BODY. IN RELATION TO THE FEBRUARY 2020 SAMPLING SPECIFICALLY TO THE RESULTS AT THE PARK CREST ELEMENTARY SITE, WHICH THE EPA AND TCEQ COLLECTED THREE SOIL SAMPLES IN THE BANKS OF THAT STREAM. THERE WAS A LETTER FROM THE TCEQ DATED JUNE 5TH 2020, AND THAT IT CONCLUDED THAT BASED ON THE SAMPLING OF METALS IN THOSE THREE SAMPLES, THAT THEY DID NOT FIND CHEMICALS OF CONCERN. IT WAS, QUOTE, NO CHEMICALS OF CONCERN WERE DETECTED AT CONCENTRATIONS ABOVE THEIR RESPECTIVE CHART PCLS. OUR WORLD HAS A LOT OF ACRONYMS. SO I'LL SPELL THEM OUT REAL QUICK. TEXAS RISK REDUCTION PROGRAM. THAT IS THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITIES REGULATIONS IN PROCESS FOR HOW TO ASSESS AND REMEDY SITES. TEXAS RISK REDUCTION PROGRAM'S THAT REGULATION AND PROCESS. [00:45:04] PCLS WOULD BE PROTECTIVE CONCENTRATION LEVEL. SO THAT IS A LEVEL OF A CHEMICAL IN A MEDIA SOIL, GROUNDWATER, SEDIMENT, SURFACE WATER. THAT WOULD BE IF YOU'RE BELOW OR UP TO THAT LIMIT AND THAT PROTECTIVE CONCENTRATION LEVEL THAT IS DEEMED BY THE TCEQ TO BE SAFE FOR THAT LAND USE IN THOSE CIRCUMSTANCES. IF YOU'RE ABOVE THAT PCL, IT WOULD BE CONSIDERED TO NEED SOME FURTHER LOOK INTO IT, SOME FURTHER ASSESSMENT AND POSSIBLY REMEDIATION. SO AT THE END OF THE DAY, THE TCEQ HAD CONCLUDED AND SUBMITTED IN THE LETTER TO GARLAND ISD, FOR PARK CREST THAT THERE WERE NO CHEMICALS OF CONCERN AND THEY SAMPLED FOR METALS, A VARIETY OF THEM ABOVE THEIR TRRP PCLS, AND THAT NO FURTHER ACTION WAS REQUIRED. SO UPON RECEIPT OF THAT AND ACTUALLY, I THINK I'VE GOT A FIGURE I'LL GO TO FIRST. SO HERE'S AN AREA MAP. IN THE NORTHEAST CORNER OF THIS MAP, YOU'LL SEE A RED OUTLINE THAT OUTLINES THE LOCATION OF THE FORMER GLOBE-UNION. GLOBE-UNION STOPPED OPERATING THERE IN THE MID 1990S. SO THAT'S NO LONGER OPERATING. BUT YOU CAN SEE THE RED OUTLINE IS OF THE FORMER GLOBE-UNION FACILITY. THIS BLUE OUTLINE WITH AN AERIAL SHOWS SURFACE WATER DRAINAGE THAT EVENTUALLY GETS INTO WHAT WE HAVE IS A [INAUDIBLE] FEATURE, AN ACTUAL STREAM CALLED STREAM 2C4. AND THAT FLOWS TO THE NORTH SIDE ALONG THE NORTH BOUNDARY OF PARK CREST ELEMENTARY. SO YOU CAN SEE STREAM 2C4 AS IT GOES DOWN THROUGH THE RESIDENTIAL NEIGHBORHOOD. AND YOU CAN SEE PARK CREST ELEMENTARY ALSO OUTLINED IN RED ON THE MAP. THAT GIVES YOU AN IDEA OF WHERE'S GLOBE-UNION RELATIVE TO PARK CREST ELEMENTARY, AS WELL AS HOW WOULD HAVE CONTAMINANTS GOTTEN INTO THAT CREEK NORTH ADJACENT TO PARK CREST. SO FOLLOWING RECEIPT OF THAT LETTER IN JUNE OF 2020, AN ABUNDANCE OF CAUTION, GARLAND ISD DID CONTACT US AT TERRACON TO PERFORM SOME INDEPENDENT SOIL SAMPLING. ALTHOUGH THE RESULTS IN THE LETTER WERE BELOW THE PCLS AND THE TCEQ INDICATED NO FURTHER ACTION WAS WARRANTED OR REQUIRED. THEY DID WANT TO BE SAFE. IT WAS A SCHOOL. THEY MADE IT CLEAR TO US THAT WE WANT TO GO AHEAD AND DO AN INDEPENDENT EVALUATION USING PROFESSIONALS TO MAKE SURE WE ARE INDEED SAFE. SO WE OBTAINED TCEQ SAMPLE RESULTS. GARLAND ACTUALLY ASSISTED BY GETTING INFORMATION FROM THE TCEQ AND EPA OBTAINING RESULTS. WE ALSO LOOKED AT PUBLICLY AVAILABLE INFORMATION ONLINE AT THE TIME THROUGH THE EPA'S WEBSITE, AND WE REVIEWED THE SAMPLING PROGRAM BY THE TCEQ. WE REVIEWED THE DATA AND WE USED THAT INFORMATION TO PREPARE A SAMPLING SCOPE. AND ACTUALLY WE ULTIMATELY ENDED UP DOING A SERIES OF THREE DIFFERENT SOIL SAMPLING EVENTS CONSISTING OF A TOTAL OF 55 [INAUDIBLE] SOIL SAMPLES ACROSS THE CAMPUS. AND I'LL GO THROUGH WHY THAT OCCURRED IN THREE SEPARATE EVENTS AND HOW WE DID THE WORK. SO OUR SOIL SAMPLING HERE, THIS IS A SITE DIAGRAM SHOWING OUR DIFFERENT SOIL SAMPLING EVENTS, OUR INITIAL SOIL SAMPLING WAS DONE NORTH OF THE PERIMETER FENCE AND I'LL TAKE A STEP BACK. SO OUR CONCEPTUAL SITE MODEL, BASED ON A REVIEW OF THE EPA'S PRELIMINARY ASSESSMENT APPROACH, BASED ON WHAT WE KNEW ABOUT THE PROPERTY AND BASED ON A REVIEW OF THE TCEQ DATA, OUR CONCEPTUAL SITE MODEL OR MODE OF TRANSPORT FOR CONTAMINANTS ON THE PARK CREST, THAT PRIMARY MODE WAS VIA TRANSPORT FROM THE CREEK. SO OUR INITIAL ROUND OF SAMPLING WAS CONDUCTED IN JULY 2020 AND THOSE ARE THE SAMPLES IN READ ON THE MAP. YOU'LL SEE THAT MOST OF THOSE ARE MORE PROXIMATE TO STREAM 2C4 OR THAT CREEK. THEY'RE ALSO NORTH OF THE NORTH PERIMETER FENCE OF PARK CREST. AND THAT WAS OUR INITIAL SERIES OF SAMPLES THAT WE COLLECTED. NOW, IN SOME CASES, AND I'LL GET TO THE RESULTS, WE DID FIND SOME ELEVATED LEVELS OF LEAD IN THOSE SURFACE SOILS PROXIMITY TO THE CREEK AND WHAT THE MODE OF ACTION OR THE TRANSPORT MECHANISM BEING THAT IF LEAD AS WE KNOW, THERE'S LEAD AND SOME OTHER METALS, ALTHOUGH IT'S PRIMARILY LEAD BEING THE DRIVER, METALS IN THAT CREEK, AS THE WATER GOES THROUGH THE CREEK, IT'LL DEPOSIT THOSE SOILS AND SEDIMENTS FROM THE CREEK, AS WELL AS METALS THAT ARE IN THAT SURFACE WATER THAT GET PICKED UP, IT WILL DEPOSIT THOSE ONTO NEARBY SURFACES WHERE THAT HIGH WATER MARKER THAT HIGH WATER GETS ON THE PROPERTY, ADJACENT PROPERTY. SO SO OUR INITIAL SAMPLING WAS REALLY INTENDED TO SEE IF THAT WAS OCCURRING AT THE SITE. FOUR OF THOSE SAMPLES DID HAVE SOME LEVELS THAT WERE ELEVATED, SO THAT TOLD US, YES, THE CREEK IS ACTUALLY TRANSPORTING LED UP ON TO THE PARK CREST PROPERTY ITSELF, BUT AGAIN, NORTH OF THE FENCE. AND THEN WE CAME BACK IN AUGUST OF 2020 AFTER FINDING THAT RESULT NOT LONG AFTER. AND WE INSTALLED A SERIES OF SOIL SAMPLE LOCATIONS THERE IDENTIFIED ON THE MAP AND GREEN. THOSE WERE DONE JUST SOUTH OF THE FENCE AND IN AREAS ON THE NORTH AND NORTHEASTERN PORTION OF THE PROPERTY. KIND OF OUR SECOND LINE OF SAMPLING TO SEE IF THE CONCENTRATIONS OF LEAD ACTUALLY MADE IT UP ONTO ACCESSIBLE PORTIONS OF THE PROPERTY. AND AT THAT POINT, WE DID NOT FIND IT DRAMATICALLY DROPPED OFF. AND I'LL GET TO THE RESULTS SLIDE HERE. THAT WAS GREAT NEWS. WE WERE EXCITED TO SEE THAT LEAD CONCENTRATIONS WENT DOWN QUITE A BIT, REALLY WITHIN NATURALLY OCCURRING BACKGROUND RANGES OR RANGES YOU WOULD FIND IN AN URBAN ENVIRONMENT, YOU KNOW, BASED ON OUR EXPERIENCE. AND THAT WAS GREAT TO SEE. [00:50:01] GARLAND DID REACH BACK OUT TO US TO DO SOME ADDITIONAL SAMPLING. AGAIN, JUST OUT OF AN ABUNDANCE OF CAUTION ACROSS CERTAIN AREAS OF THE CAMPUS WHERE CHILDREN ARE MORE LIKELY TO FREQUENT, INCLUDING PLAYGROUND AREAS, GRASSY AREAS IN THE COMMUNITY GARDEN THAT WAS DONE IN NOVEMBER OF 2020. AND THOSE RESULTS GENERALLY FELL IN LINE WITH THE AUGUST EVENT INDICATING THAT THERE WERE NOT ELEVATED LEVELS OF LEAD IN SURFACE SOILS ON THE PARK CREST PROPERTY, WITH THE EXCEPTION OF CERTAIN SAMPLES COLLECTED IN NORTH OF THE FENCE AND MORE PROXIMATE TO THE CREEK. FROM A SAMPLING RESULTS PERSPECTIVE, HERE'S ANOTHER SITE PLAN THAT DOES SHOW THE SAME SAMPLE LOCATIONS ALONG WITH THE DATES THAT WE SAMPLED. THE ONE DIFFERENCE HERE IS WE DO SHOW IN THESE GREEN BOXES THE FOUR DIFFERENT SOIL SAMPLES WHERE THE LEAD CONCENTRATIONS IN THE SHALLOW SOIL EXCEEDED WHAT THE EPA HAS AS THEIR SCREENING LEVEL OF 400 MILLIGRAMS PER KILOGRAM. YOU WILL ALSO SEE THAT REFERRED TO AS PARTS PER MILLION. SO MILLIGRAMS PER KILOGRAM IS ALSO PARTS PER MILLION. YOU MIGHT SEE THAT USED IN DIFFERENT REPORTS, DIFFERENT WAYS, BUT THAT IS THE SCREENING LEVEL TO THE EPA IS USING FOR THEIR ASSESSMENT AND EVALUATION IS 400 PARTS PER MILLION. YOU WILL SEE IN THE TERRACON REPORT AND IN SOME OTHER POTENTIALLY SOME OTHER, YOU KNOW, RESULTS, ET CETERA, TCEQ LEVEL, PROTECTIVE CONCENTRATION LEVEL OF 500 PARTS PER MILLION. SO THE TCEQ, IF WE'RE THINKING ABOUT THE SAME PATHWAY. THERE IS A LITTLE BIT OF A DIFFERENCE. EPA SCREENING LEVEL'S 400. THE TCEQ'S PROTECTIVE CONCENTRATION LEVELS 500. NOT A HUGE DIFFERENCE. THERE ARE SOME REASONS FOR THOSE DIFFERENCES AND ERIC MIGHT SPEAK TO THAT A LITTLE LATER. BUT AT THE END OF THE DAY, IT'S THE SAME PATHWAY WE'RE TALKING ABOUT DIRECT CONTACT WITH SOILS THROUGH COMBINED EXPOSURES. AND I CAN TALK A LITTLE BIT MORE ABOUT THAT IN THE NEXT COUPLE OF SLIDES. SO ESSENTIALLY, THESE FOUR LOCATIONS WHERE WE HAVE GREEN HIGHLIGHTING IS WHERE WE FOUND LEAD IN THE SURFACE SOIL PROXIMATE TO THE CREEK THAT WERE ALL NORTH OF THE FENCE. AND IN TERMS OF THE KIND OF THE NARRATIVE SUMMARY, ONCE WE GOT TO THE SAMPLES THAT WERE COLLECTED SOUTH OF THE FENCE, AS WELL AS THE SAMPLES THROUGHOUT THE SCHOOL PROPERTY, THE LEVELS OF LEAD THAT WE LOCATED IN THE SHALLOW SOIL ARE IDENTIFIED THROUGH LABORATORY ANALYSIS RANGED FROM EIGHT POINT SEVEN TWO PARTS PER MILLION TO FORTY POINT SEVEN. SO YOU CAN SEE THAT RANGE OF LEAD AND SURFACE SOIL ON THE SCHOOL PROPERTY WAS DRAMATICALLY LOWER, NOTABLY LOWER THAN, YOU KNOW, THOSE LEVELS NEXT TO THE CREEK, WHICH IN SOME CASES EXCEEDED THE SCREENING LEVEL OF 400. AND AGAIN, THOSE RESULTS REALLY KIND OF BASICALLY SUPPORTED OR VALIDATED OUR CONCEPTUAL MODEL THAT THE PRIMARY SOURCE OF LEAD DEPOSITION ON THE PARK CREST WAS THROUGH STREAMFLOW, THROUGH THE DEPOSITION OF SEDIMENTS FROM THE CREEK AND METALS AND SEDIMENTS RELATIVE TO AERIAL DISPERSION FROM STACKS, ET CETERA. IF AERIAL DISPERSION WAS A THING OF CONCERN, WE WOULD SEE MORE UNIFORM OR MORE CONTAMINATION WIDESPREAD ACROSS THE SURFACE SOILS OF THE CAMPUS AS WELL AS RESIDENTIAL LOTS. ERIC CAN SPEAK A LITTLE MORE TO THAT. THAT'S PART OF WHY THEY SAMPLED THE WAY THEY DID, TOO. BUT AT THE END OF THE DAY, OUR RESULTS DID SUPPORT THAT THE LEAD IMPACTS WERE LIMITED TO THE PROXIMITY OF THE CREEK AT PARK CREST, AS WELL AS THE TRANSPORT MECHANISM BEING DEPOSITION FROM THE CREEK ITSELF. AND SINCE ERIC'S GOING TO SPEAK IN MORE DETAIL ON THIS, I'LL BE RELATIVELY BRIEF. IN PAST FORMATS WE'VE ACTUALLY GONE AFTER THEM. SO BUT I WILL TALK TO THIS AND ERIC AND, YOU KNOW, CAN FILL YOU IN ON SOME MORE DETAILS. EPA, THE REMOVAL ASSESSMENT, WHICH THIS DATA IS THE DATA THAT WAS RELEASED, YOU KNOW, AROUND TWO WEEKS AGO OR SO TO PARK CREST, AS WELL AS MULTIPLE RESIDENTIAL PROPERTY OWNERS. AFTER THE EPA DID THEIR PRELIMINARY SITE INSPECTION, THEY REQUESTED ACCESS FOR MULTIPLE PROPERTY OWNERS, INCLUDING PARK CREST. AND THEY CONDUCTED WHAT THEY CALLED A REMOVAL ASSESSMENT ON OVER 35 PROPERTIES, ONE OF THOSE, INCLUDING PARK CREST ELEMENTARY. AND THAT SAMPLING WAS CONDUCTED MULTIPLE DAYS IN FEBRUARY OF 2021. AND NOT JUST FOR PARK CREST, BUT FOR ALL THE PROPERTIES. THE EPA'S APPROACH, IN PART DUE TO THIS CONCEPT OF MAYBE, ALTHOUGH AERIAL DEPOSITION WASN'T DEEMED TO BE A PRIMARY MODE OF TRANSPORT, IT WAS ON THE TABLE IN THEIR OPINION. THEY TOOK SAMPLES ACROSS THE ENTIRE PROPERTIES AT THE PARK CREST ELEMENTARY SCHOOL AS WELL AS RESIDENTIAL PROPERTIES. SO THEY SAMPLED THE ENTIRE PROPERTIES AND THEY ALSO SAMPLED FOR A VARIETY OF METALS. I BELIEVE IT WAS UP TO TWENTY THREE OR SO METALS, DIFFERENT HEAVY METALS. I THINK IT WAS UNDERSTOOD THAT BASED ON THE ORIGINAL DATA THAT LEAD WAS THE PRIMARY DRIVER AND THAT WAS OUR ANALYSIS. BUT, YOU KNOW, AS ERIC HAS INDICATED IN PAST MEETINGS, THEY TAKE A VERY, YOU KNOW, BROAD BASED APPROACH. THEY'RE GOING TO SAMPLE THE WHOLE PROPERTIES. IT IS POSSIBLE THAT OTHER METALS COULD BE INVOLVED. SO THAT'S WHY THEY SAMPLED FOR A LARGER SUITE OF METALS. AND THEN HERE'S THE EPA RESULTS MAP. AGAIN, ERIC CAN GET INTO THIS FURTHER AT THE END OF THE DAY, I'LL TOUCH ON IT BRIEFLY HERE. THE AREAS IN YELLOW WERE WHERE THE EPA IDENTIFIED LEAD IN EXCESS OF THE SCREENING LEVEL OF 400 PARTS PER MILLION. AS YOU CAN SEE ON THE MAP, THOSE ARE ALL ALONG THE CREEK AND DO NOT EXTEND ON TO ACCESSIBLE PORTIONS OF THE PARK CREST PROPERTY SOUTH OF THE FENCE. [00:55:02] THERE WAS ONE INSTANCE WHERE ARSENIC IN BLUE HERE ALONG THE CREEK TOWARDS THE NORTHEAST SIDE OF THE PARK CREST PROPERTY EXCEEDED. AND THEN THERE ARE TWO AREAS IN GREEN WHERE ARSENIC AND LEAD EXCEEDED. THE ARSENIC VALUE IS A CLEANUP VALUE OF TWENTY FOUR PARTS PER MILLION, AND THAT IS ACTUALLY RELATED TO THE TCEQ'S PROTECTIVE CONCENTRATION LEVEL FOR ARSENIC IN THIS COMBINED EXPOSURE PATHWAY. IN ADDITION TO THE AND AGAIN, YOU CAN SEE THE LEAD IMPACTS BEING THE PRIMARY DRIVER AGAIN, BEING FOCUSED ALONG THE CREEK KIND OF VALIDATED OUR DATA. IT ALL STARTED TO LINE UP. THE ONE THING THAT WAS DIFFERENT, AS YOU KNOW, THE EPA [INAUDIBLE] OFF THE ENTIRE PROPERTY AND SAMPLED IT. THEY SAMPLED FOR A BROAD SUITE OF METALS. THEY DID FIND ARSENIC IN CERTAIN INSTANCES WHERE, AS INDICATED BY THESE BLUE GRIDS IN THE FRONT OF THE SCHOOL, WHERE ARSENIC DID EXCEED NOT BY A LOT, BUT DID EXCEED THE TWENTY FOUR POINT FOUR MILLION CLEANUP LEVEL. AND I HAVE A TENDENCY I'VE DONE IT ON EACH ONE OF THESE PRESENTATIONS. I KIND OF JUMP AHEAD WHEN I'VE GOT THE FIGURE IN FRONT OF ME. BUT HERE ARE THE BASIC FINDINGS. YOU KNOW, EPA FOUND ELEVATED INSTANCES OF LEAD AND IN SOME CASES ARSENIC IN PROXIMITY TO THE CREEK. THEY DID NOT SEE LETTER ARSENIC ACROSS THE PROPERTY AND SURFACE SOILS ABOVE THE SCREENING OR CLEANUP LEVELS. WITH THE EXCEPTION OF THOSE [INAUDIBLE] IN THE FRONT THAT WERE NOTED IN BLUE WERE ARSENIC DID EXCEED THE CLEANUP LEVEL OF TWENTY FOUR PARTS PER MILLION. I WANT TO SAY THE MAXIMUM CONCENTRATIONS THAT EXCEEDED WHERE AROUND THE FORTY PPM RANGE. SO WE'RE NOT TALKING ABOUT, YOU KNOW, 200 PARTS PER MILLION OR THREE OR FIVE. WE ARE TALKING, YOU KNOW, SOMEWHAT MARGINAL EXCEEDANCES OF THAT TWENTY FOUR. AND AT THIS POINT THE SOURCE OF ARSENIC IS UNKNOWN. THERE DOES NOT APPEAR TO BE A LINK THERE. BUT AT THIS POINT, I DON'T THINK EPA IS RULING THAT OUT. BUT AT THE END OF THE DAY, THE SOURCE OF ARSENIC IS UNKNOWN. AND WE DO KNOW THAT ARSENIC IN OUR INDUSTRY, IT'S NOT UNCOMMON TO SEE IT AT SLIGHTLY ELEVATED LEVELS BASED ON A VARIETY OF ANTHROPOGENIC SOURCES. IT COULD BE OLD COTTON FARMING. IT COULD BE APPLICATION OF PESTICIDES AND HERBICIDES. IT COULD BE MAYBE FILM MATERIAL THAT MAY HAVE BEEN BROUGHT INTO THE CAMPUS DURING CONSTRUCTION YEARS AGO. METALS DO STAY AROUND. THEY DON'T BIODEGRADE, SO THEY'RE GOING TO STICK AROUND FOREVER. AND JUST WHEN YOU'RE IN AN URBAN ENVIRONMENT, YOU KNOW, EVEN JUST PROPERTIES, RESIDENTIAL PROPERTIES, EVEN IF WE WERE ALL OLD FARMLAND, THERE ARE A NUMBER OF REASONS WHY WE COULD SEE ANTHROPOGENIC LEVELS OF ARSENIC IN SOILS ON PROPERTIES, AND IT'S NOT UNCOMMON TO SEE THAT. SO AND ERIC HAS SPOKEN TO THAT, AND I'M SURE HE MIGHT GET INTO THAT AS WELL. SO BUT AT THIS POINT, THE SOURCE OF WHY THE ARSENIC IS IN THOSE GRIDS IS AN UNKNOWN. AND THAT'S BASED UPON OUR ANALYSIS. AND EPA, I THINK, CONCURS WITH US THAT IT'S AN UNKNOWN AT THIS TIME. BEFORE WE MOVE TO OUR NEXT SPEAKER, TRUSTEES ARE THERE QUESTIONS? MR. BEACH. THANK YOU FOR THAT PRESENTATION. I'M JUST CURIOUS, WHEN YOU DO THE SOIL SAMPLES FOR ARSENIC, HOW DEEP DO YOU GO AS FAR AS TO DETERMINE THAT THERE IS ARSENIC THERE? IS IT A SURFACE SITUATION OR IS IT IN THE SOIL DEEP? I MEAN, WHAT ARE WE LOOKING AT? SO IN OUR INITIAL ANALYSIS FOR LEAD AND ANY METAL, YOU WOULD BASICALLY TREATED THE SAME WAY. SO THE EPA TREATED ALL OF THEIR METALS. THE DEPTHS WERE SIMILAR. SO FOR THE EPA'S ANALYSIS, YOU CAN SEE IN THE DATA TABLES THAT THEY'VE PROVIDED THAT IS ZERO TO ONE INCH SAMPLE OF ONE TO SIX INCH SAMPLE, A SIX TO 12, I BELIEVE, A 12 TO 18 AND 18 TO 24. SO THEY DID A TOP INCH AND THEN THEY WENT IN SIX INCH INTERVALS IN A VERTICAL PROFILE AND TYPICALLY IF IT'S ANTHROPOGENIC AND OR MAYBE IF IT WERE RELATED TO GLOBE-UNION, YOU KNOW, ALTHOUGH THAT'S, YOU KNOW, IT'S UNKNOWN AT THIS TIME AND YOU CAN'T RULE IT OUT, BUT IT DOESN'T APPEAR TO BE YOU WOULD TYPICALLY SEE IF IT WAS AERIAL DEPOSITION OR SEDIMENTS DEPOSITED BY A CREEK OR EVEN PESTICIDE HERBICIDE USE. WE KNOW THE METALS DON'T REALLY MIGRATE VERTICALLY. ONCE THEY'RE IN THE SOIL, THEY CAN, BUT THEY TYPICALLY HANG OUT WHERE THEY WERE DEPOSITED. THEY MIGHT MIGRATE A LITTLE BIT. SO A LOT OF TIMES, IF YOU LOOK AT THE EPA DATA SET, THE ELEVATED LEVELS OF ARSENIC ON THE SITE ARE GENERALLY IN THE TOP SIX INCHES. ONCE YOU GET BELOW SIX INCHES, IT DOES DROP OFF PRETTY SUBSTANTIALLY IF IT WERE NATURALLY OCCURRING. AND SOMETIMES WE DO SEE NATURALLY OCCURRING ARSENIC IN SOIL AND BEDROCK AT THESE LEVELS, 40, 50 PPM. IT CAN HAPPEN. YOU WOULD TYPICALLY SEE HIGHER CONCENTRATIONS THROUGHOUT THE PROFILE. SO HOW DEEP DID THEY GO BEFORE THEY FOUND THAT IT WAS BELOW THE LEVEL THAT THEY WERE [INAUDIBLE]? THE EXCEEDANCES FOR ARSENIC, THE EXCEEDANCES OF THE CLEAN UP STANDARD OF TWENTY FOUR PART PER MILLION WERE ALL WITHIN THE TOP SIX INCHES. ANYTHING BELOW THAT WAS OK? EVERYTHING BELOW THAT WAS BELOW 24, CORRECT. THANK YOU, OTHER TRUSTEES? OK, SO IS EPA GOING TO TALK TO US NOW? HOW IS THAT GOING TO WORK? HI. HI. CAN YOU ALL HEAR ME? YES, YOU CAN PROCEED, THANK YOU. [01:00:01] THANK YOU. SO I WANT TO START OFF A LITTLE BIT, BUT THERE'S A LOT THERE. RIGHT? SO WHEN TCEQ TOOK THE SAMPLES IN FEBRUARY OF 2020. RIGHT. SO THEY WERE DOING THIS AS PART OF A COOPERATIVE AGREEMENT WITH THE EPA. THE OBJECTIVE OF THAT SAMPLING MISSION WAS TO FIGURE OUT WHETHER THE GLOBE-UNION SITE COULD BE CONSIDERED TO BE PART OF ONE OF THE MOST CONTAMINATED SITES IN AMERICA AND THE SITE TO BE PLACED ON WHAT'S CALLED THE NATIONAL PRIORITIES LIST. SO THE RESULT, LETTERS THAT YOU GUYS RECEIVED FROM TCEQ, YOU KNOW, IT SAID THAT, YOU KNOW, THEY TOOK SOME SAMPLES ON YOUR PROPERTY. THERE WAS NO CHEMICALS OR HAZARDOUS SUBSTANCES OF CONCERN THAT EXCEEDED THEIR PROTECTIVE CONTAMINATION LEVELS. AND SO, AS I'VE BEEN HEARING THESE CONVERSATIONS GO ON, I THINK THAT LETTER WAS A LITTLE BIT WHILE TRUE. RIGHT. AND THE OBJECTIVE OF THE SAMPLING MISSION WAS TO FIGURE OUT, DOES THIS SITE POSE? COULD IT BE INCLUDED ON THAT NATIONAL PRIORITIES LIST? AND SO WHAT'S CONSIDERED A DETECTION OR A HIT FOR THAT TYPE OF SAMPLING IS FOR THAT SAMPLE RESULTS TO COME BACK TO BE THREE TIMES THE BACKGROUND LEVELS THAT YOU WOULD FIND IN THE AREA. AND SO IF YOU WERE TO TAKE, YOU KNOW, SOIL SAMPLES FROM AROUND GARLAND DIFFERENT AREAS, YOU KNOW, AREAS THAT THEY PROBABLY AREN'T IMPACTED BY, A CREEK DOWNSTREAM FROM A FORMER BATTERY MANUFACTURER, YOU'LL FIND THAT THOSE LEAD LEVELS ARE SOMEWHERE IN THE NEIGHBORHOOD OF THE 20S, THE 30S PARTS PER MILLION OR MILLIGRAMS PER KILOGRAM. AND SO REALLY, WHEN THEY TOOK THE SAMPLES, THEY FOUND LEVELS THAT WERE EXCEEDED THE THREE TIMES BACKGROUND, BUT THEY WERE BELOW THE STATE'S CLEANUP VALUES FOR RESIDENTIAL SETTINGS OF 500 PARTS PER MILLION. SO THERE'S A LOT OF THIS. WHY IS IT 500 PARTS PER MILLION? WHY IS IT THREE TIMES BACKGROUND? WHY IS IT 400 PARTS PER MILLION? SO THERE'S A LOT TO UNRAVEL THERE. ONCE THE STATE FIGURED OUT THAT SOIL RESULTS, THERE WERE THREE TIMES BACKGROUND. AND THEY LOOKED AT IT AND THEY SAID, WELL, THIS IS NOT ONE OF THE MOST CONTAMINATED SITES IN THE COUNTRY BUT THERE STILL REQUIRES FURTHER INVESTIGATION FOR THE SITE. THAT'S WHEN THE SITE GOT REFERRED OVER TO MY BRANCH IN THE REMOVAL BRANCH. SO IT'S ANOTHER ARM OF THE SUPERFUND PROGRAM. THAT'S WHEN WE EMBARKED ON THE REMOVAL ASSESSMENT THAT TERRACON MENTIONED. WE IDENTIFIED 74 RESIDENTIAL PROPERTIES IN THE AREA THAT BORDER ALONG STREAM 2C4 AND THE PARK CREST ELEMENTARY SCHOOL. WE GAINED ACCESS TO THE PROPERTY TO THE SCHOOL AND ATTEMPTED SOME SAMPLING IN THE NOVEMBER TIME FRAME. AND THEN WE HAD TO SHUT DOWN BECAUSE OF COVID. AND SO FOLLOWING THAT, WE WERE ABLE TO COME BACK IN FEBRUARY AND FINISH THE REST OF THE SAMPLING. AND SO I'M JUST GOING TO GO OVER FAIRLY QUICKLY. I'M NOT SURE IF I HAVE THE ABILITY TO SHARE SCREEN, YES I DO. CAN YOU GUYS SEE THAT? YES. OK, SO, YOU KNOW, THIS IS YOUR SCHOOL AND AS TERRACON MENTIONED WE HAD A LOT OF COORDINATION, NOT ONLY WITH THE CITY OF GARLAND, WITH DISTRICT REPRESENTATIVES, BUT ALSO WITH COMMUNITY MEMBERS. AND SO. WE HEARD ANECDOTES OF, YOU KNOW, THE CREEK, YOU KNOW, WASH OUT COMING FROM THAT, WE HEARD THAT THERE WAS A POTENTIAL AERIAL DEPOSITION PROBLEM, WHICH WHEN THE FORMER GLOBE-UNION SITE RECEIVED LEAD OR THEY DO A PROCESS WHICH CALLED SMELTING. AND SO THAT SMELTING PROCESS TAKES THAT ORE AND MAKES THE LEAD INGOTS OUT OF THAT. RIGHT. AND SO TO MAKE THE BATTERIES. AND SO FROM THAT, WE WERE TOLD THAT, YOU KNOW, THERE'S FALLOUT. [01:05:05] THERE WAS PARTICULATE MATTER THAT WOULD COVER CARS OR SOMETIMES PATIOS AND SINCE EPA DIDN'T HAVE ANY INFORMATION FIRSTHAND THAT THAT HAPPENED, YOU KNOW, WE TOOK THE COMMUNITY'S REPORTS AND THEN GENERATED A SAMPLE DESIGN LIKE TERRACON WAS MENTIONING. WE DID KNOW FROM THE SITE INSPECTION THAT THE PRIMARY MODE OF TRANSPORT FROM THE GLOBE-UNION FACILITY WAS STREAM 2C4 BUT WE NEEDED TO CHECK AND SEE IF THERE WAS AN ISSUE WITH AERIAL DEPOSITION. AS YOU SEE IN THESE PICTURES HERE, THE PRIMARY GRADES THAT ARE IMPACTED WITH LEAD AND OR ARSENIC ARE PRIMARILY ALONG THE CREEK. AND THEN WE JUST HAVE THESE ODDBALL GRIDS OUT ON THE SOUTHERN PORTION OF YOUR PROPERTY THAT EXCEED FOR ARSENIC. I WILL TELL YOU THAT FROM OUR BACKGROUND SAMPLES FOR ARSENIC, WE'RE SEEING THAT, YOU KNOW, IT'S PROBABLY IN THE NINE TO 10 PARTS PER MILLION RANGE, BUT SOMETIMES CAN GO AS HIGH AS 17 PARTS PER MILLION IN THE AREA. AND SO ALL OF THESE YOU KNOW, THESE VALUES, YOU KNOW, THEY COME FROM CALCULATIONS THAT I WORK WITH TOXICOLOGISTS. AND THEY'RE PRETTY CONSERVATIVE VALUES, MEANING THAT THEY'RE VERY PROTECTIVE OF OF ALL POPULATIONS. SO NEEDLESS TO SAY, YOU KNOW, WE'VE IDENTIFIED THE ISSUES. WE HAVE WHAT'S CALLED AN ACTION MEMORANDUM, WHICH IS A DECISION DOCUMENT WHERE I CAN MAKE RECOMMENDATIONS TO OUR SUPERFUND DIVISION DIRECTOR ON A COURSE OF ACTION. THAT DOCUMENT IS CURRENTLY UNDER REVIEW. WE ANTICIPATE THAT DOCUMENT TO BE SIGNED IN THE NEXT WEEK OR SO SO THAT WE CAN START OUR CLEANUP SOMETIME AROUND AUGUST 23RD. I HAVE BEEN WORKING WITH MR. PAUL GONZALEZ AND JAVIER FERNANDEZ AND HAVE ASSURED THEM THAT WHEN THE TIME PRESENTS ITSELF TO INITIATE FIELD WORK, THAT PARK CREST WILL BE AT THE TOP OF THE PRIORITY LIST. AND I HAVE ASSURED THEM THAT WE WILL NOT PERFORM ANY ACTIONS ON THE SCHOOL WHILE CHILDREN ARE IN SESSION. SO WE'LL SCHEDULE THIS FOR THE WEEKENDS AND MOVE FORWARD FROM THERE. SO IF YOU GUYS HAVE ANY OTHER QUESTIONS, YOU KNOW, WE HAVE THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES TO ANSWER ANY HEALTH RELATED QUESTIONS. BUT IF YOU GUYS HAVE ANY QUESTIONS REGARDING THE NEXT STEPS, THE GENERAL STEPS OF WHAT'S GOING TO COME FORWARD, I'M HAPPY TO ANSWER THEM FOR YOU. OK, THANK YOU FOR YOUR PRESENTATION. I WILL ASK THE BOARD FOR QUESTIONS. MR. SELDERS. THANK YOU FOR THAT PRESENTATION AND FOLLOW UP EXPLANATION. YOU MENTIONED THAT YOU GUYS ARE GOING TO TREAT THIS AS A PRIORITY. I JUST WANTED TO KIND OF GET A SENSE OF WHAT THAT TIMELINE LOOKED LIKE. IS THAT A WEEK, 10 WEEKS, FIVE WEEKS? I THINK I SAW 10 WEEKS SOMEWHERE. JUST WANTED TO KIND OF GET MORE CLARITY ON THAT. YEAH, THANK YOU FOR THAT. SO ONCE WE START IF WE START ON THE TWENTY THIRD, YOU KNOW, YOU GUYS HAVE PROVIDED THE SCHOOL SCHEDULE FOR TO ME. WE'D START EXCAVATION ON, ON THAT FOLLOWING WEEKEND. SO PROBABLY THAT SATURDAY AND SUNDAY DO AS MUCH AS WE CAN. AND WHAT HAPPENS WITH THAT IS WE WILL, LIKE TERRACON WAS MENTIONING, A MAJORITY OF THE CONTAMINATION IS FOUND IN THAT IN THAT FIRST ZERO TO SIX INCH COLUMN ALONG THE CREEK. WE'RE FINDING SOME LEAD ALL THE WAY DOWN TO A FOOT. RIGHT. SO ONCE WE REMOVE THAT DIRT AND HAUL IT OFF, WHAT WE DO IS WE COLLECT A SOIL SAMPLE. THAT'S A CONFIRMATION SAMPLE. AND THAT CONFIRMATION SAMPLE GETS SENT OFF TO A LAB. WE SHIP IT OFF FOR 24 HOUR ANALYSIS AND WE'LL FIND OUT, YOU KNOW, DID WE GET IT ALL? [01:10:02] AND TYPICALLY WHAT HAPPENS IS ONCE YOU REMOVE ABOUT SIX INCHES OF SOIL, THOSE NUMBERS DROP DOWN DRAMATICALLY. SO FROM A YOU KNOW, FROM AN OPERATIONS PERSPECTIVE, WE WOULD HIT THE GARLAND AREA FIRST AND PROBABLY THE ISLAND THEN THE GRASSY AREA. SO ONE THING I FORGOT TO MENTION IS THAT AND I THINK WE'VE DONE A PRETTY GOOD JOB OF EDUCATING THE PUBLIC AND THE PARENTS AND STAFF, IS THAT JUST BECAUSE HAZARDOUS SUBSTANCES ARE PRESENT ON THE SITE DOESN'T MEAN THAT THERE'S AN EXPOSURE. RIGHT. SO AN EXPOSURE ALSO HAS TO BE PRESENT FOR THERE TO BE SOME THINGS THAT YOU HAVE TO WORRY ABOUT. SO WITH THE RISK MITIGATION EFFORTS THAT THE DISTRICT HAS PUT IN PLACE BY PUTTING A FENCE AROUND THE GARLAND AREA, BY PUTTING MULCH AROUND THE ISLAND AREA, THOSE ARE ALL JUST, YOU KNOW, NICE STOPGAP MEASURES TO KEEP THE POTENTIAL FOR EXPOSURES FROM HAPPENING. SO WE ANTICIPATE 10 WEEKS TO COMPLETE THE WHOLE PROJECT THAT WE HAVE IDENTIFIED RIGHT NOW, WHICH IS NINE RESIDENTIAL PROPERTIES, THE VACANT LOT, WHICH IS THE SUNNYBROOK PROPERTY AND THE SCHOOL. WE ARE GOING TO ACCEPT ACCESS AGREEMENT FROM RESIDENTS BECAUSE OUT OF THE SEVENTY FOUR PROPERTIES THAT WE WE WANTED TO SAMPLE, WE ONLY GOT ACCESS TO THIRTY FOUR, SEVEN PROPERTIES DENIED US ACCESS. AND I BELIEVE THAT REMAINS 32 THAT HAVE NEVER ANSWERED OR SIGNED UP FOR THAT, FOR THAT SAMPLING. SO IT COULD TAKE A LITTLE BIT LONGER. BUT JUST LETTING YOU KNOW, PARK CREST WILL BE AT THE TOP OF THE LIST. TRUSTEES, ANY MORE QUESTIONS? DR. LOPEZ? I JUST HAD ONE QUESTION. HOW ARE YOU DOING, MR. DELGADO? FIRST, THANK YOU FOR ALL YOUR SUPPORT AND PARTNERSHIP. YOU KNOW, JUST ONE THING CAME TO MIND WHEN YOU DID THE PRESENTATION ON THURSDAY TO THE COMMUNITY AND ON THE FORUM, THERE WAS SOMETHING THAT SAID THAT THERE MAY BE A CHANGE ON THE LEVELS. I GUESS WE'RE CURRENTLY AT FOUR HUNDRED AND MIGHT DROP. IS THAT SOMETHING THAT'S GOING TO HAPPEN IN TEXAS OR NO? WELL, I CAN'T SPEAK FOR THE STATE OF TEXAS. RIGHT. TEXAS HAS THOSE ARE THOSE ARE LEVELS THAT ARE, I THINK, ESTABLISHED BY STATE LAW. RIGHT. BUT I THINK THESE ARE IF YOU WERE TO ASK THE HEALTH AGENCIES, ESPECIALLY CDC, AND I THINK IF YOU ASKED TEXAS DEPARTMENT OF STATE HEALTH SERVICES, THEY WILL TELL YOU THAT THESE NUMBERS, THESE CLEANUP VALUES ARE PROBABLY ABOUT EIGHT YEARS BEHIND THE SCIENCE. RIGHT. AND SO WHAT I INTEND TO DO IS THAT WHEN I CLEAN UP THESE PROPERTIES, I AM GOING TO CONSIDER THE GRIDS TO BE CLEANED AT THE 200 PARTS PER MILLION LEVEL. SO THAT WAY, IF THAT NUMBER DOES CHANGE OFFICIALLY, THEN WE WOULDN'T HAVE TO COME BACK AND DO IT FURTHER FOR THE CLEANUP. PERFECT. THAT ANSWERED MY QUESTION. THANK YOU SO MUCH. PRESIDENT MILLER. YES, MA'AM. I KNOW THAT WE HAVE THE TEXAS DEPARTMENT OF HEALTH SERVICES WITH US. ARE WE GOING TO HEAR FROM THEM TONIGHT? I WOULD HAVE TO LEAN TO DR. RINGO. YES. THEY'RE AVAILABLE TO ANSWER ANY HEALTH RELATED QUESTIONS THAT YOU GUYS MAY HAVE, OK. MAY I FINISH THEN? YES. JUST WITH RESPECT TO THAT. AND I THINK JESSICA'S ON THE LINE WITH US. IN A PREVIOUS MEETING WITH STAFF, WE TALKED ABOUT SOME STUDIES THAT HAD BEEN DONE. THERE'S BEEN A LOT OF TALK IN THE COMMUNITY ABOUT CANCER CLUSTERS AND SO ON, SO FORTH. IF YOU WOULD JUST FOR INFORMATION PURPOSES, KIND OF SUMMARIZE WHAT THE STATE DEPARTMENT HAS DONE WITH RESPECT TO THAT STUDY, WHAT IT FOUND, AND THEN ANY COMMENT YOU WOULD HAVE ON THE USE OF THIS FACILITY BY KIDS WHILE WE'RE IN THIS KIND OF TEMPORARY CLEANUP, WAIT AND SEE MODE. THANK YOU. YEAH, I CAN ANSWER THE SECOND PART OF YOUR QUESTION. CURRENTLY, IS IT SAFE FOR CHILDREN TO USE THE FACILITY? YES, IT IS. FORTUNATELY, ALL THAT LEAD IS NORTH OF THE FENCE. SO THAT IS GREAT NEWS. WE DID EVALUATE THE ARSENIC LEVELS IN THE GARDEN PER REQUEST TO THE STUDENTS AND PARENTS. [01:15:01] SO WE EVALUATED BECAUSE ARSENIC HAS NONCANCER HEALTH EFFECTS AND ALSO CANCER HEALTH EFFECTS. IT'S KNOWN TO, WE'VE SEEN THAT IN TOXICOLOGY STUDIES AND EPIDEMIOLOGY STUDIES. SO WE EVALUATED A SCENARIO, A VERY CONSERVATIVE SCENARIO, IN WHICH CHILDREN WERE GOING OUT TO THE GARDEN FIVE DAYS A WEEK FOR SEVEN YEARS, FOR 40 WEEKS WITHIN THE YEAR. SO IT'S A VERY CONSERVATIVE SCENARIO. WITH CANCER, IT'S ALL ABOUT HOW OFTEN, FOR HOW LONG AND WHAT AT WHAT LEVELS. AND SO WHEN WE LOOKED AT THAT, WE SAW A VERY LOW INCREASE CANCERS. SO FOR SKIN CANCER, WE DON'T THINK THAT'S LIKELY GIVEN THE CONSERVATIVE SCENARIO WE ASSESSED FOR NON CANCER. WE LOOKED SAME SCENARIO, LOOKED AT THAT AND COMPARED THAT TO THE TOXICOLOGY STUDIES FOR NON CANCER HEALTH EFFECTS, WHICH ARE HYPER PIGMENTATION, SO SKIN CHANGES AND THOSE LEVELS ARE BELOW THOSE NONCANCER HEALTH EFFECTS. SO I DO THINK IT'S SAFE FOR THE CHILDREN TO BE AT THE SCHOOL CURRENTLY. AND THEN FOR THE QUESTION REGARDING THE STUDIES, I'M GOING TO LET DR. PATEL TALK ABOUT THAT. SHE IS AN EPIDEMIOLOGIST FOR OUR BRANCH. GOOD AFTERNOON, EVERYBODY. I'D BE HAPPY TO REITERATE WHAT WE'VE SHARED DURING OUR MEETING WITH THE SCHOOL STAFF A COUPLE WEEKS AGO. SO BACK IN TWO THOUSAND EIGHTEEN, WE DID RECEIVE REQUESTS FROM A FEW COMMUNITY MEMBERS IN THE CITY OF GARLAND ABOUT CONCERNS OF AN INCREASED NUMBER OF CANCERS IN THE COMMUNITY. AT THE TIME, THE REQUEST DID NOT COME IN RELATION TO THIS PARTICULAR SITE OR GLOBE-UNION PER SE. SO LET ME FIRST START BY SAYING THAT, YOU KNOW, OUR DEPARTMENT OF STATE HEALTH SERVICES HOUSES THE TEXAS CANCER REGISTRY, WHICH IS OUR STATE-WISE, POPULATION BASED REGISTRY THAT SERVES AS THE FOUNDATION THAT WE USE TO ESTIMATE THE BURDEN OF CANCERS IN THE ENTIRE STATE. SO WHEN WE DID RECEIVE THE REQUEST IN 2013, WE LOOKED AT THE TEXAS CANCER REGISTRY DATA FOR ABOUT 60 YEARS OF DATA. THAT IS FROM THE YEAR 2000 TO 2015. AT THE TIME, THAT WAS THE MOST [INAUDIBLE] OF DATA THAT WAS AVAILABLE TO OUR BRANCH TO TAKE A LOOK AT. AND WE LOOKED AT MULTIPLE TYPES OF CANCERS, SPECIFICALLY EIGHT DIFFERENT TYPES OF CANCERS THAT THE REQUEST ASKED US TO LOOK AT. DURING OUR CANCER ASSESSMENTS, WHEN WE DO, WE BASICALLY DO NOT LOOK AT, YOU KNOW, EXPOSURES AND CAUSALITY, BUT RATHER WE TAKE A LOOK AT IF THE NUMBER OF CANCERS IN A PARTICULAR COMMUNITY, IS IT TRULY OR STATISTICALLY SIGNIFICANTLY GREATER THAN THE RATES OF CANCER IN THE STATE OF TEXAS? AND WE USE CDC GUIDELINES TO DO THESE KINDS OF ASSESSMENTS. SO IN RELATION TO THE REQUEST THAT WE RECEIVED IN 2018 FROM CITY OF GARLAND COMMUNITY MEMBER, WE LOOKED AT EIGHT DIFFERENT CANCER TYPES AND WE DID NOT FIND ANY STATISTICALLY SIGNIFICANT THE ELEVATED RATES OF CANCER COMPARED TO THE ENTIRE STATE OF TEXAS FOR TWO SETS OF [INAUDIBLE] THAT WERE REQUESTED THAT WE EVALUATE. AND THESE TWO SETS OF [INAUDIBLE] TECHNICALLY COVER THREE ZIP CODES, WHICH INCLUDES 75041, 75042, AND 75040. AND WE LOOKED AT ALL EACH CANCERS FOR EIGHT DIFFERENT TYPES. AND I'LL JUST READ OUT THE EXACT CANCER TYPES THAT WE LOOKED AT. THE CANCERS THAT WE LOOKED AT WERE CANCERS OF BLADDER, CANCERS OF BREAST, CANCERS OF KIDNEY, LEUKEMIA, LUNG CANCER, LIVER CANCER, PANCREATIC CANCER AND COLON CANCER FOR ALL AGES. AND I WOULD LIKE TO REPEAT THAT WE DID NOT FIND ANY INCREASE IN NUMBER OR RATES OF CANCERS FOR ALL THESE EIGHT CANCER TYPES FOR THESE ZIP CODES COMPARED TO THE ENTIRE RATES OF CANCERS IN THE STATE OF TEXAS. SO THAT'S OUR ASSESSMENT THAT WE CONDUCTED IN 2018. THE ASSESSMENT, IF YOU ALL ARE INTERESTED, IS STILL AVAILABLE ON THE SHS WEBSITE IF SOMEBODY WANTS TO TAKE A LOOK AT IT AND IF YOU HAVE FURTHER QUESTIONS ABOUT THE METHODS OR THE DATA ITSELF OR WOULD JUST LIKE A CHAT ABOUT IT, YOU CAN CONTACT US AND WE WILL DEFINITELY SHARE OUR E-MAIL ADDRESS. THANK YOU, MR. BEACH. MR. DELGADO, CAN YOU ANSWER A QUESTION FOR ME. THE CLEAN UP YOU'RE GOING TO BE DOING IN THE CREEK, WILL IT JUST BE BEHIND PARK CREST? [01:20:04] ARE YOU GOING FAR UPSTREAM EITHER DIRECTION OR WHATEVER? I'M LOOKING AT THE AREA MAP THAT'S SHOWN FROM TERRACON THAT'S COMING OUT OF GLOBE-UNION. I'M JUST WONDERING, ONCE CLEANUP HAS TAKEN PLACE, WHENEVER WE HAVE A FLOOD OR WHATEVER THE CASE MAY BE, THERE'S NOT A CHANCE OF CONTAMINATION COMING BACK AGAIN FROM GLOBE-UNION AREA, FROM WASTEWATER OR WHATEVER THE CASE MAY BE OR DO YOU KNOW? YEAH, SO I KNOW. SO WE'RE GOING TO HAVE WE'LL BE VERY CAREFUL WITH THIS. RIGHT. SO WE'RE WORKING ALONG BODY OF WATER, SOMETIMES DIFFICULT. SO I HAVE FAITH IN THE TEAM. THEY'RE FINALIZING THE APPROACH RIGHT NOW ON, YOU KNOW, WHICH AREAS WE'RE CLEANING UP FIRST AND HOW THAT'S GOING TO OCCUR. SO ONCE WE I CAN'T SHARE, YOU KNOW, WHICH PROPERTIES WE'RE GOING TO CLEAN UP, WHICH INDIVIDUAL RESIDENTIAL PROPERTIES DUE TO THE PRIVACY ACT. BUT JUST KNOW THAT, YOU KNOW, WE DON'T WANT TO BE CLEAN UP THE SCHOOL AND THEN ALL OF A SUDDEN, YOU KNOW, GO UPSTREAM AND CLEAN UP ANOTHER PROPERTY AND THEN HAVE SOME STUFF WASHED DOWN FROM THERE AND IT IMPACT WHAT WE JUST CLEANED UP. RIGHT. SO THERE'LL BE A METHODICAL APPROACH FOR HOW WE ADDRESS THESE SITES SO THAT WE'RE NOT, YOU KNOW, DOUBLE HANDLING OR IMPACTING OTHER PROPERTIES. THANK YOU. MR. SELDERS. THANK YOU. JUST WANTED TO ADD OR ASK WITH ALL OF THE FORMS AND THE CONVERSATIONS THAT YOU GOT GUYS HAVE HAD WITH THE COMMUNITY MEMBERS AND PEOPLE THAT WERE CONCERNED, AS YOU HAVE EXPLAINED AND EXPRESSED TO THEM, THE PROCESS THAT YOU'RE GOING TO TAKE OR THE STEPS THAT YOU'RE GOING TO TAKE TO BASICALLY RESOLVE THE ISSUE, WAS THERE A GENERAL CONSENSUS THAT PEOPLE WERE PLEASED WITH THAT APPROACH AND THAT THEY WERE IN FAVOR OF WHAT YOU'RE DOING AND THAT WAS GOING TO SATISFY THEIR CONCERNS? DIFFICULT QUESTION TO ANSWER, RIGHT, SO I EMPATHIZE WITH THE GROUP, RIGHT, SO THEY HAVE YOU KNOW, THIS IS A GRASSROOTS GROUP THAT HAVE BEEN ASKING FOR SOMETHING TO BE DONE IN THEIR COMMUNITY FOR QUITE SOME TIME. RIGHT. AND SO SOMETIMES WE ASK THEM TO KIND OF SEPARATE THE PERSON FROM THE PROBLEM. RIGHT. AND BECAUSE, YOU KNOW, ONE THING I'VE LEARNED ABOUT GARLAND, RIGHT, IS EVERYONE LOVES THEIR COMMUNITY AND THEY'RE PASSIONATE ABOUT, YOU KNOW, THEIR SCHOOLS ARE PASSIONATE ABOUT THEIR HEALTH OF THEIR OF THEIR, YOU KNOW, THE COMMUNITY. AND SO I'VE HAD TO TALK TO THE COMMUNITY MEMBERS AND ACKNOWLEDGE THAT, YOU KNOW, THERE MAY BE OTHER POLLUTERS IN THE CITY. BUT I JUST DON'T KNOW. RIGHT. OR NOT JUST ME PERSONALLY, BUT EPA AND TCEQ MAY NOT KNOW. AND SO WHAT WE WOULD HAVE ASKED THEM TO DO IS TO KIND OF THINK ABOUT THIS, THIS SITE AS JUST ONE OF THE LITTLE BATTLES THAT THEY HAVE IN THEIR OVERALL, YOU KNOW, QUOTE UNQUOTE, WAR AGAINST, YOU KNOW, POLLUTION. RIGHT. AND SO BUT AS THE CITY HAS MENTIONED. RIGHT. SO GARLAND IS A STRONG MANUFACTURING TOWN. AND SO TO TRY TO FIND THE BALANCE BETWEEN, YOU KNOW, THE IDENTITY OF THE CITY AND CLEANING THINGS UP IS SOMETIMES KIND OF A DELICATE BALANCE. RIGHT. SO WHILE I THINK EVERYONE YOU KNOW, WE'VE HAD ABOUT 17 INDIVIDUAL MEETINGS WITH THE COMMUNITY MEMBERS, YOU KNOW, FROM AUGUST THROUGH JULY. AND SO I THINK WITH THEM, YOU KNOW, IDENTIFYING THAT THIS IS JUST ONE PIECE OF THE WHOLE PUZZLE THAT WE CAN ADDRESS. AND SO I THINK I HAVE THEIR THEIR CONFIDENCE. I BELIEVE, YOU KNOW, I HAVEN'T HEARD ANYTHING DIFFERENTLY. AND THAT THE APPROACH THAT WE'RE GOING TO TAKE WILL ADDRESS THE IMPACTS FROM THE FORMER GLOBE-UNION SITE ALONG STREAM 2C4. THANK YOU. MR. GLICK. YEAH, A FOLLOW UP QUESTION. YOU'VE INDICATED THAT YOU HAVE A CLEANUP PLAN IN PLACE. AND I THINK WHEN YOU LAST ADDRESSED US, YOU INDICATED IT WOULD TAKE 10 TO 12 WEEKS. IS THAT STILL THE CASE? YES, SIR. YEAH. AND DO WE KNOW OR DO YOU KNOW WHERE YOU'RE GOING TO BE STARTING? WILL PARK CREST BE IN THE BEGINNING, MIDDLE, END? IS THERE ANY DEFINITION AS TO WHERE YOU'LL START AND WHY YOU'LL START THERE? YEAH. SO WHAT I MENTIONED EARLIER, JUST A FEW MOMENTS AGO IS THAT WE ARE GOING TO START [01:25:05] PARK CREST WILL PROBABLY BE CLEANED UP THAT FIRST WEEKEND AND IT MAY BE IN DIFFERENT PHASES. RIGHT. SO I THINK TO THINK ABOUT, YOU KNOW, WHAT ARE THE MOST, YOU KNOW, AREAS THAT WOULD BE IMPACTED OR POTENTIALLY IMPACTED BY KIDS. RIGHT. IS THAT IS THAT FRONT OF THE GARDEN? IT'S THAT ISLAND AREA. IT'S THAT GRASSY AREA IN FRONT OF THE SCHOOL, WE'D PROBABLY HIT THOSE UP FIRST. AND THEN I CAN'T REMEMBER WHO ASKED THE QUESTION ON THE BOARD. BUT WE HAVE TO BE CAREFUL ON HOW WHICH HOUSES WERE CLEANING UP SO THAT IF THERE ARE ANY WE DON'T WANT TO IMPACT OTHER GRIDS THAT WE HAVE CLEANED. AND SO WE'RE FINALIZING THAT APPROACH RIGHT NOW. AND SO WITH PARK CREST ELEMENTARY IN THE PRIMARY, THE LEAD ABOVE ARE NORTH OF THAT FENCE AREA, YOU KNOW, I THINK YOU GUYS, THAT'S KIND OF THE LEAST LIKELY AREA WHERE PEOPLE OR KIDS ARE GOING TO BE HANGING OUT JUST BECAUSE, YOU KNOW, IT'S OUTSIDE THE FENCE. IT IS A CREEK AND THERE'S A TON OF POISON IVY IN THE AREA. THAT'S KIND OF A NATURAL BARRIER TO KEEP FOLKS FROM HANGING OUT IN THAT AREA. SO THE ARSENIC AREA IS FIRST AND AT SOME POINT LATER THE LEAD AREAS AND WE'LL BE GIVEN UPDATES AS YOU COMPLETE DIFFERENT AREAS OR DIFFERENT SECTIONS. OR WILL YOU TELL US WE'RE DONE WITH THE ARSENIC CLEANUP WHEN NOW WEEKS AWAY FROM LEAD, WILL WE BE ABLE TO BE ABLE TO COMMUNICATE THAT TO OUR STAFF AND THE COMMUNITY? ABSOLUTELY. SO WHENEVER WE ARE WORKING AT THE PARK CREST ELEMENTARY, I INTEND TO HAVE JAVIER FERNANDEZ, YOU KNOW, YOU KNOW, RIGHT THERE WITH ME AND US COMMUNICATING DAILY ON ON ON WHAT WE PLAN TO DO. WHAT WE'RE DOING AND THEN EXPECT THAT JAVIER WILL COMMUNICATE THAT TO THE GARLAND STAFF. THANK YOU. THANK YOU, MS. GRIFFIN. OK, WE HAVE A PRINT CHRONOLOGICAL RECAP OF WHAT ALL HAS HAPPENED. WE HAVE SEEN THE FINDINGS. WE HAVE HEARD THE APPROACH. AND I THINK WHAT I HEARD IS PARK CREST IS SAFE FOR OUR CHILDREN TO REMAIN. THAT A THUMBS UP FROM EVERYONE? AND SO EVERYTHING THAT YOU'VE DONE, WE APPRECIATE IT. WE THANK YOU FOR BASICALLY THIS APPROACH. AND MY ONLY QUESTION IS TO THE BOARD ARE WE UNDERSTAND WHAT'S BEFORE US AND WE ARE IN AGREEMENT WITH WHAT NEEDS TO HAPPEN. AND WE HAVE HAD THOROUGH DISCUSSION AND INFORMATION. AND ONLY ONE THING I WOULD ASK IS, AS THE COMMUNITY GETS THE UPDATE, PLEASE MAKE THAT SIMULTANEOUS UPDATE TO THE BOARD SO THAT IF I'M CAUGHT SOMEWHERE THEY'VE RECEIVED AN UPDATE OR LETTER AND I'M HAVING TO LOOK AND GO BECAUSE I DON'T WANT TO LIE. SO IF WE COULD JUST ADD THAT TO OUR DEAL AS THE COMMUNITY GETS UPDATE, PLEASE INCLUDE THE BOARD AT THE SAME TIME. I THINK THAT WOULD BE GOOD FOR COMMUNICATION AND NOTIFICATION TO THE BOARD UNLESS A TRUSTEE THINKS THAT'S NOT APPROPRIATE. SO, MS. GRIFFIN THIS IS ERIC DELGADO AGAIN, SO I JUST ASKED THE DISTRICT AND I DO THIS A LOT FOR OTHER TYPES OF SPILLS OR RESPONSES, IS THAT IT WORKS BEST IF I HAVE A SINGLE POINT OF CONTACT AND, YOU KNOW, WHETHER THAT'S A SHARED EMAIL ADDRESS THAT YOU GUYS ALL HAVE. WELL, THAT WOULD BE DR. RINGO. OK, I HAVE BEEN TOLD THAT MY POINT OF CONTACT HAS BEEN JAVIER AND PAUL. IF THERE'S A CHANGE TO THAT, LET ME KNOW. WELL, LET ME SAY NO, NO, NO, NO. LET ME RESTATE THAT, OK? I WAS ANSWERING A SIMPLE QUESTION, I THOUGHT, BUT LET ME BACK UP. JAVIER [INAUDIBLE] REPORT UNDER DR. RINGO'S DIVISION AND SUPERVISION. WHEN I WAS SPEAKING FOR THE BOARD, DR. RINGO CAN GET THAT TO OUR SERVICING MANAGER WHO WILL THEN DISSEMINATE IT TO THE BOARD. SO DON'T STOP THE APPROACH THAT YOU HAVE IN PLACE. I WAS JUST ADDING COMMUNICATION TO THE BOARD AT THE SAME TIME. [01:30:03] AND SO DR. RINGO AND HIS TEAM WILL TALK OF HOW WE GET THAT DONE. AND I'M SURE THERE'S NO PROBLEMS WITH THAT. MR. DELGADO, WE'LL FOLLOW YOUR SAME PROTOCOL. AND BEFORE WE DO PROGRESS, I JUST WANT TO THANK PUBLICLY THE EPA TEAM, MS. KESSINGER, MS. PATEL FOR BEING PART OF THIS AND ALL THESE COMMUNITY EVENTS, BECAUSE IT HAS BEEN A LOT OF TIME THEY'VE PUT INTO IT IN JOINING US THROUGH EACH OF THESE MEETINGS. THANK YOU. AND I THINK WE CAN MOVE ON? YES. SO WE WILL GO BACK TO ROMAN NUMERAL FOUR AND RECEIVE THE MAINTENANCE AND OPERATION [IV. Maintenance and Operations Work Order Update February 2021-April 2021 – Jimmy Beach] WORK ORDER UPDATE. AND THIS IS THE UPDATE FROM FEBRUARY OF 21 TO APRIL OF 21. MR. JIMMY BEACH. THANK YOU, MA'AM. CHAIRMAN GRIFFIN, TRUSTEES OF THE FACILITIES COMMITTEE, FELLOW TRUSTEES, SUPERINTENDENT LOPEZ, THANK YOU FOR THE CHANCE TO BE HERE TONIGHT. I WAS GOING TO GO THROUGH THIS WITH YOU, BUT I WANT YOU TO UNDERSTAND ONE THING. WE DON'T FOLLOW A QUARTERLY SYSTEM LIKE WE DO IN THE ACCOUNTING FOR THE SCHOOL DISTRICT. SO WE DO USE THE QUARTERS, JUST LIKE YOU MENTIONED, FEBRUARY, MARCH AND APRIL ON THIS PARTICULAR REPORT. AND ONE OF THE SLIDES I HAVE IN HERE ACTUALLY WE'LL DO THE SAME THING WHEN I GO BACK AND GIVE YOU SOME DATA FROM THAT. ALL RIGHT. THE FIRST SLIDE IS THE MAINTENANCE QUARTERLY ACTIVITY FOR FEBRUARY, MARCH AND APRIL. YOU CAN SEE AND I THINK THE MAIN PURPOSE OF TRYING TO DO THIS WAS TO SHOW YOU THAT WE MADE HUMONGOUS GAINS ON TRYING TO GET OUR NUMBERS WHERE THEY WERE THE PREVIOUS YEAR. WE'VE BEEN ABLE TO SETTLE DOWN AND BEGIN TO WORK TOWARDS FULFILLING OUR MAINTENANCE LIKE IT NEEDS TO BE DONE. WE'RE TRYING TO GET BACK TO A STRONGER PM PRESENCE. AND YOU CAN SEE THE PERCENTAGES ARE GETTING VERY CLOSE TO GOING AND SWINGING THE OPPOSITE DIRECTION WHERE IT SHOWS THAT WE'RE AHEAD OF LAST YEAR. SO ALL GOOD FIGURES, ALL LOOKING REALLY WELL. THE NEXT SLIDE, I ADDED THIS ONE, YOU DIDN'T HAVE THIS ONE THE LAST TIME I CAME. BUT THIS IS THE YEAR TO DATE ACTIVITY. SO I WENT BACK NINE QUARTERS BASED ON THE REPORTING THAT WE DO AND SHOWED YOU WHAT THE ANNUAL AVERAGE WAS. AND IF YOU LOOK AT THE VERY LAST SLIDE AND IF I CAN PUT MY GLASSES ON, I'LL SEE IT. YOU'LL NOTICE THAT WE'RE WITHIN ONE POINT THREE PERCENT OF EVENING OUT WHAT WE DID LAST YEAR. SO OUR MAINTENANCE ACTIVITY IS REALLY STRONG. OUR GUYS ARE WORKING LIKE CRAZY TO GET SCHOOLS READY, TO MAKE SURE THINGS ARE HAPPENING LIKE THEY SHOULD. WE'RE ON A GOOD TREND AND A GOOD ROLL. THE NEXT SLIDE SHOWS YOU WHAT PERCENTAGE OF OUR PM VERSUS ROUTINE MAINTENANCE WE HAVE. OUR GOAL IS TO HAVE HALF AND HALF. IF WE HAVE HALF PMS, THEN IT HELPS, I GUESS YOU'D SAY ELIMINATE OR REALLY HOLD DOWN UNSCHEDULED BREAKDOWNS AND REPAIRS OF EQUIPMENT THAT WE DON'T COUNT ON. SO YOU CAN LOOK AT THE COMPARISON. IN 2020, OUR ROUTINE MAINTENANCE WAS AT 58 PERCENT. THIS YEAR WE WERE AT 67 PERCENT. AND SURE, IT'S EASY TO EXPLAIN BECAUSE THAT WAS A TIME PERIOD WHERE WE HAD THE FLOOD. THAT WAS THE TIME PERIOD WHEN WE HAD ALL THE FREEZES. WE'RE STILL RECOVERING FROM ALL OF THOSE THINGS. SO KIND OF A GOOD ESTIMATE THERE TO SHOW YOU. ALL RIGHT. THE NEXT SLIDE SHOWS ON-TIME COMPLETION RATES. THIS IS SOMETHING THAT WE'RE VERY, VERY SERIOUS ABOUT BECAUSE THE STATE AVERAGE OR THE NATIONAL AVERAGE IS 75 PERCENT SHOULD BE DONE WITHIN SEVEN DAYS. WE'RE NOT QUITE THERE, BUT A LOT OF THESE WERE DUE TO IF YOU HAVE A BUSINESS OR BEEN TRYING TO BUY PLYWOOD OR LUMBER, YOU CAN'T GET IT. AND SO WE'VE ENDED UP WITH SUPPLY PROBLEMS. WE'VE ENDED UP WITH HAVING TO EXTEND THE TIMELINE ON WORK ORDERS FOR COMPLETION PURPOSES BECAUSE WE COULD NOT GET CONTRACTORS TO HELP US WITH CERTAIN THINGS. SO IT'S KIND OF BEEN A TOUGH YEAR FROM THAT STANDPOINT. AND I THINK IT WILL ONLY IMPROVE. IN FACT, THIS MORNING I SAW A TRAIN GO BY OUR SHOP UP THERE, AND IT HAD ABOUT 30 OR 40 CARS OF PLYWOOD. AND I THOUGHT, WELL, THERE'S A GOOD SIGN; THAT'D BE WORTH A LOT OF MONEY ANYWAY. AND I PUT ON THERE THAT WE DIDN'T MEET THE GOAL DUE TO THE WINTER FREEZE, FIRE WATCH DUTIES AND THE THIRTY PLUS JOB VACANCIES THAT WE HAD DURING THIS TIME FRAME. AND WHEN I PUT ON THEIR FIRE WATCH DUTIES, PLEASE UNDERSTAND THAT LIKE AT LAKEVIEW HIGH SCHOOL AND SOME OF THE SCHOOLS WHERE WE HAD MAJOR WATER BREAKS, WE ACTUALLY HAD TO POOL AND TRAIN OUR PEOPLE TO STAND IN THOSE SCHOOLS, WALK THE SCHOOLS, DOING JUST WHAT IT SAYS, WHICH IS FIRE WATCH BECAUSE FIRE SYSTEMS HAD TO BE PULLED DOWN. SO THERE WAS NO FIRE ALARMS, NO FIRE SUPPRESSION, ET CETERA. SO WE WERE ACTUALLY THE EYES AND EARS OF THE FIRE DEPARTMENT DURING THAT TIME PERIOD. [01:35:01] THIS ONE, I JUST KIND OF WANTED TO SHOW YOU WE GET A LOT OF REQUESTS FOR [INAUDIBLE] AN EMERGENCY. PLEASE UNDERSTAND THAT MOST OF THE REQUESTS THAT ARE EMERGENCIES REALLY ARE NOT, QUOTE UNQUOTE, SOMETHING THAT WILL STOP SCHOOL, WHICH IS WHAT WE CONSIDER OR LIFE THREATENING AS AN EMERGENCY. WHAT WE HAVE MOST OF THE TIME ON EMERGENCY REQUESTS REALLY, OR WORK ORDERS THAT ARE AIMED AT MAYBE A COMFORT ISSUE, POSSIBLY A STUDENT NOT WANTING TO DO SOMETHING. THE PARENTS ARE NOT HAPPY WITH SOMETHING, BUT NOT TRULY AN EMERGENCY. AN EMERGENCY WOULD BE LIKE A FIRE. IT WOULD BE LIKE A FLOOD. AND THAT'S A WORD I DON'T LIKE TO HEAR. WHEN I GET THE PHONE CALLS AT 2:00 IN THE MORNING, THAT SAYS, HEY, SUCH AND SUCH'S SCHOOL IS FLOODED AND I GET THERE AND IT'S A PUDDLE OF WATER ABOUT THE SIZE OF THAT BLANKET OUT THERE ON THE FLOOR. SO, YOU KNOW, WE TRY TO USE THOSE WORDS AND USE THEM SPARINGLY SO THAT WE KNOW WHAT WE'RE TALKING ABOUT WHEN I GET THOSE MESSAGES AND WHEN I SEND THE INFORMATION TO MR. GONZALES. OK, THAT'S KIND OF WHAT I HAD FOR WORK ORDER REPORT. ARE THERE ANY QUESTIONS OR COMMENTS THAT ANYONE MIGHT HAVE? TRUSTEES? OK, THANK YOU SO MUCH. WE WILL NOW MOVE TO OUR PRESENTATION ON BOND PROGRAM AND FACILITIES PROJECTS UPDATE. [V.A. Information Items] MR. FERNANDES. THANK YOU, COMMITTEE CHAIR TRUSTEE GRIFFIN, MEMBERS OF THE COMMITTEE, MEMBERS OF THE BOARD, DR. LOPEZ, THIS PRESENTATION IS GOING TO BE VERY BRIEF. LAST MONTH, WE SHARED WITH YOU THE NUMBER OF PROJECTS THAT WE WERE WORKING ON AND REALLY WHERE WE WERE WRAPPING UP THE PROJECTS. THIS PRESENTATION FOCUSES MORE ON THE FINANCIAL PIECES OF IT. SO THIS IS AN UPDATE OF THE 681 FUND WHERE THE DOLLARS ARE AND THE PROJECTED AMOUNTS THAT WE ANTICIPATE UNSPENT REMAINING BUDGET BEING UNSPENT AT THIS POINT. WHAT I MEAN BY UNSPENT IS THE ITEMS, THE SCOPE OF WORK THAT WAS IDENTIFIED, THE SCOPE OF WORK WAS COMPLETED, AND THESE ARE THE FUNDS THAT STILL REMAIN WITHIN THOSE CATEGORIES, FOR SIX, EIGHT ONE. THE LAST MEETING THAT WE HAD, THERE WAS A REQUEST TO DISCUSS NOT ONLY THE SIX EIGHT ONE PROJECTS THAT YOU SEE HERE, BUT ALSO TO TALK ABOUT THE FUNDING THAT WAS USED FOR THE 654 FUND. AND THAT WAS THE DOLLARS THAT WERE ALLOCATED FOR PROJECTS WITHIN THE BOND, BUT WAS A SEPARATE BUCKET OF MONEY, IF YOU WILL. SO THIS IS A 654 FUND. AND THE REQUEST WAS TO NOT ONLY IDENTIFY, YOU KNOW, HOW MUCH DID WE ACTUALLY SPEND OF THE 654 FUND? IT'S A LOCAL PORTION OF THE BOND PROJECT. BUT WHERE DID WE SPEND THAT MONEY AND WHAT DID WE ACTUALLY SPEND THE MONEY ON? SO THIS IS A SUMMARY OF THE PROJECT ITSELF, ALONG WITH THE CAMPUS, THE SITE AND A BRIEF DESCRIPTION OF THE WORK THAT WAS DONE WITH THOSE DOLLARS AND THE AMOUNT SPENT FOR EACH ONE OF THOSE PROJECTS OF THE 654 FUND. SO AS YOU CAN SEE FROM HERE, WE HAD A LOT OF FLOORING, ROOFING AND PAINTING THAT WE HAD SOME WORK THAT WE WERE DOING. WE ALSO HAD, GO DOWN THE LIST, SOME OF THEM HAD FLOORING, SOME OF THEM JUST HAD ROOFING. WE HAD QUITE A BIT OF THAT. IN ADDITION TO THAT, WE HAD SOME TURF FIELDS THAT WE REPLACED. THE TURF FIELDS REPLACED. YOU CAN SEE THERE THE CAMPUSES THAT HAD THAT DONE. AND THEN WE HAD SOME WEIGHT ROOM EQUIPMENT THAT WE PURCHASED WITH THE DOLLARS. WE ALSO HAD SOME CHALKBOARD RETROFITS. THIS WAS VERY, VERY EARLY ON IN THE BOND PROGRAM. THESE THINGS WERE DOLLARS WERE SPENT. YOU CAN SEE THERE'S QUITE A BIT OF A LIST OF THE CAMPUSES WHERE THE CHALKBOARDS WERE ACTUALLY REPLACED. SO WE HAVE GOT THE EXTERIOR PAINTING, WHICH IS ONGOING. WE ARE DOING THE EXTERIOR PAINTING AS PART OF 654. AND SO YOU CAN SEE THE DOLLARS THAT ARE SPENT ON A PER CAMPUS BASIS ON THE EXTERIOR PAINTING THERE. IN ADDITION TO THAT, YOU'VE GOT OUR DISTRICT FLOORING, WE'VE GOT INDIVIDUAL FLOORING PROJECTS THAT ARE OUTSIDE OF WHAT THE BOND WAS DOING. AND THESE WERE SEPARATE FLOORING PROJECTS THAT WE WERE DOING WITHIN THE BOND. AND IN ADDITION TO THAT, THESE ARE THE DISTRICT ROOFING PROJECTS EXCUSE ME, THE WEIGHT ROOM PROJECTS. WE HAD SOME HVAC FOR OUR WEIGHT ROOMS THAT WE HAD AT HIGH SCHOOLS AND MIDDLE SCHOOLS. SO YOU CAN SEE THE DOLLARS THAT WERE SPENT FOR THAT. SO OVERALL, YOU CAN SEE JUST FROM TADLOCK IN THIS UP, I HAVE NOT DONE THE TALLY. [01:40:07] BUT IF YOU LOOK AT ALL OF THE PROJECTS WITHIN 681, ALL OF THE PROJECTS WITHIN 654, YOU'VE GOT WELL IN EXCESS OF OVER 300 PROJECTS THAT THIS BOND PROGRAM HAS DONE FOR THE STUDENTS OF GARLAND INDEPENDENT SCHOOL DISTRICT. AND YOU CAN DEFINITELY SEE THE BENEFIT THAT THIS IS DONE BY BY UTILIZING THESE THESE RESOURCES FOR STUDENTS. SO THERE'S THE TOTAL AT THE BOTTOM. AND I'M OPEN TO ANY QUESTIONS OR COMMENTS THAT YOU MAY HAVE. TRUSTEES OTHER QUESTIONS? MR. BEACH. I JUST WANT TO GO ON RECORD SAYING THAT I VISITED FIVE SCHOOLS ON MONDAY WHEN SCHOOL STARTED [INAUDIBLE] OPENED AND I AM TOTALLY BLOWN AWAY. IT IMPRESSED HOW CLEAN THE BUILDINGS WERE, HOW GOOD THEY LOOKED, THE AIR CONDITIONERS WERE WORKING. EVERYBODY CAME IN READY TO GO, PUMPED UP. AND SO I JUST WANT TO MY HAT'S OFF TO THE MAINTENANCE DEPARTMENT. PAUL, JAVIER, MY BROTHER, THE MEN THAT GOT OUT THERE AND DID THE JOB THAT NEEDED TO BE DONE. AND THEY DID AN OUTSTANDING JOB IN THE THINGS THAT YOU SEE HERE. I MEAN, EVERYBODY IS READY TO GO. AND I THANK YOU VERY MUCH FOR THE JOB WELL DONE. THANK YOU. MR. GLICK. YEAH, THIS IS MORE A QUESTION FOR DR. RINGO ON HOW WE'RE PORTRAYING THE 681 FUND . AS YOU AND I HAVE TALKED, AND WE HAD A PRESENTATION MULTIPLES OF ALL THE EXTRA WORK THAT WE HAD DONE ON THE BOND, AND IT REALLY IS NOT REFLECTED HERE IN ANY WAY. AND SO SOMEONE WHO WAS LOOKING AT THIS AND SAYING, OH, OK, WE VOTED FOR FOUR HUNDRED FIFTY FIVE MILLION, THEY SPEND A LITTLE BIT OVER THAT. WE GOT EXACTLY WHAT WE PAID FOR. WELL, IN FACT, WE GOT A LOT MORE THAN WE TOLD THE CITIZENS WE WERE GOING TO GET. I MADE SOME NOTES THIS AFTERNOON, THESE ARE ROUGH NUMBERS. SO, FOR EXAMPLE, WE ADDED THE PLANETARIUM FOR HALF A MILLION DOLLARS. WE ADDED NURSES CLINICS BECAUSE THEY WERE TOO SMALL. THE BATHROOMS IN THE NURSES CLINICS ARE TOO SMALL. THEY HAD TO BE ADA COMPLIANT AND WE MADE THE ACTUAL CLINICS LARGER. THAT WAS A LITTLE OVER TWO MILLION DOLLARS THAT WE DIDN'T HAVE IN THE BOND. HVAC CONTROLS. WE DECIDED DURING THE PROCESS TO MODERNIZE ALL OF THE HVAC CONTROLS AND BRING THEM UP TO DATE. AND WE SPENT ABOUT A MILLION DOLLARS ON THAT. THAT'S NOT SHOWN ANYWHERE. APPLIED LEARNING ENVIRONMENT THAT'S SELF-CONTAINED SPECIAL ED CLASSROOMS, I THINK THERE WERE AT LEAST 15, IF NOT MORE OF THOSE THAT WE HAD TO CHANGE DRAMATICALLY. AND WE SPENT ABOUT A MILLION, FOUR ON THAT. AGAIN, NOT SHOWN ANYWHERE. DURING THE PROCESS, WE INDICATED WE WOULD ADD FINE ARTS IMPROVEMENTS TO FIVE OF OUR HIGH SCHOOLS. THAT WAS AN EXTRA NINE MILLION DOLLARS. AGAIN, NOT SHOWN HERE, NOT INCLUDED IN THE ORIGINAL NUMBERS. WE THEN CAME BACK AND ADDED LAKEVIEW AND NAAMAN, WHICH IS THE FIRST PROJECTS DONE AND ENHANCE THOSE FINE ARTS ANOTHER THREE MILLION DOLLARS. WE ADDED MONEY THAT IS SHOWN HERE FOR THE NATATORIUM. WE CAME BACK AND ADDED AN ORCHESTRA HALL AT WEBB THAT WAS NOT SHOWN THAT WAS ABOUT THREE QUARTERS OF A MILLION. ADDED MONEY TO JROTC THAT WAS NOT IN THE ORIGINAL BUDGET FOR ENHANCED ITEMS TO MAKE IT STATE OF THE ART WHEN IT OPENED. AND ALSO SO THERE WAS AN EXTRA THIRTY MILLION DOLLARS, GIVE OR TAKE, THAT WE ADDED AND THAT'S BECAUSE, AGAIN, AS I'VE TALKED ABOUT IN THE PAST, WE NEVER WERE HIT WITH INFLATION. SO WHERE WE PROJECTED THAT A PROJECT IN THE FOURTH YEAR WOULD BE MUCH MORE EXPENSIVE, IT TURNED OUT NOT TO BE. AND WE WERE ABLE TO SPEND ALL THOSE DOLLARS COME REALLY CLOSE TO WHAT WE PROMISED THE VOTERS WE'D SPEND AND YET GOT ALL THOSE [INAUDIBLE]. AND MAYBE DR. RINGO AT SOME POINT, THAT COULD BE AN ADDENDUM TO A REPORT LIKE THIS JUST TO SHOW THAT WE GOT A LOT MORE THAN WE PROMISED, NOT WHAT WE PROMISED. THANK YOU, MS. GRIFFIN. KAY, ARE THERE ANY OTHER QUESTIONS? THANK YOU SO MUCH, AND I WILL LEAVE THAT UP TO YOUR DISCRETION DR. RINGO HOW YOU WILL MOVE FORWARD WITH THAT. OK, THANK YOU. THANK YOU SO MUCH. DID YOU HEAR THAT, DR. RINGO, YOU GOT IT? YES, MA'AM, THANK YOU. OK, BECAUSE I THINK, YOU KNOW, WHAT WE'VE TALKED ABOUT IS JUST ACCURATE RESULTS AND TRACKING OF WHAT WE'VE DONE AND HOW WE HAVE BEEN GOOD STEWARDS OF EVERY DOLLAR THAT WE [01:45:05] RECEIVED. AND SO, HOWEVER YOU CHOOSE TO BRING THAT BACK TO US, WOULD BE GREATLY APPRECIATE IT. OK, IF WE JUST TAKE A DEEP BREATH, THIS SESSION IS GOING ON. MEETING IS GOING ON A LITTLE LONGER. BUT IF WE'LL TAKE A DEEP BREATH, WE HAVE A RIDE TO THE VERY LAST PRESENTATION OF THIS FACILITY COMMITTEE AND WE'RE GOING TO GET THE PRESENTATION ON THE NATATORIUM UPDATE. AND TRUSTEES IF I COULD JUST ASK YOU A QUESTION WHILE WE'RE GOING THROUGH IT, IF YOU WOULD JUST JOT DOWN THE QUESTIONS YOU WANT TO ASK SO THAT WE CAN JUST KIND OF AS WE GO TO ONE PERSON, WE CAN JUST GET THEM DONE. AND SO AS WE LOOK AT THEIR PRESENTATION SO THAT WE CAN KIND OF GET BACK ON SCHEDULE SINCE WE HAVE TWO MORE COMMITTEE MEETINGS AFTER THIS ONE. SO AT THIS TIME, WE WILL HEAR THE PRESENTATION ON THE NATATORIUM UPDATE, DR. RON GRIFFIN AND MR. PHILLIP WIGGINS. TRUSTEES, WE'RE ON PAGE TWENTY SEVEN IN MY BOOK. GOOD EVENING COMMITTEE CHAIR, MS. GRIFFIN, COMMITTEE MEMBERS, BOARD OF TRUSTEES, DR. LOPEZ. WE'RE PLEASED TO BE HERE THIS AFTERNOON TO PROVIDE YOU WITH AN UPDATE ON THE NATATORIUM. WE'RE VERY EXCITED THAT THE NATATORIUM IS DOING A WONDERFUL JOB OF SERVING OUR DISTRICT AND OUR COMMUNITY. WE'VE BEEN ABLE TO HAVE OUR SWIM TEAMS PRACTICE IN THE FACILITY. WE'RE HOSTING EXTERNAL EVENTS AND MEETINGS. AND WE START WITH OUR WATER SAFETY PROGRAM NEXT WEEK WITH ABBETT ELEMENTARY SCHOOL. SO AT THIS POINT, I'M GOING TO BRING UP OUR AQUATICS MANAGER AND COACH, MR. PHILLIP WIGGINS, AND HE'LL PROVIDE YOU WITH SOME MORE INFORMATION. THANK YOU FOR HAVING ME. WE'RE VERY EXCITED ABOUT THE START OF THE YEAR. WE'RE EXCITED TO HAVE ALL THE KIDS BACK. THE KIDS ARE EXCITED. WE'RE REALLY LOOKING FORWARD TO STARTING NEXT WEEK WITH THE SECOND GRADE WATER AND SAFETY AWARENESS PROGRAM. SO THIS WILL SERVICE APPROXIMATELY THIRTY NINE STUDENTS OVER THIRTY TWO WEEKS. IT WILL START NEXT WEEK. THEY WILL RECEIVE WATER SAFETY TRAINING, NOT SWIMMING LESSONS. WE DO WANT TO EMPHASIZE THAT BECAUSE IT DOES TAKE LONGER TO TEACH A CHILD TO SWIM. OUR MAIN GOAL IS TO MAKE SURE THAT THEY ARE MORE COMFORTABLE BEING AROUND OR ON THE DECK ANYWHERE AROUND A POOL, A LAKE, A SWIMMING POOL, BATHTUB, A CREEK, WHATEVER IT MAY BE, JUST TO TRY TO MAKE THEM FEEL MORE COMFORTABLE AND KNOW THINGS THAT WILL HELP MAKE THEM SAFE. SO THE CLASSROOM WILL BE USED AS WELL AS THE POOL. SO IT'S A BLENDED PROGRAM. WHEN THEY FIRST COME INTO THE BUILDING, WE'LL BRING THEM INTO THE CLASSROOM, THEY'LL SEE A VIDEO. WE'LL DISCUSS THE TOPICS AND THE LESSONS FOR THAT DAY BEFORE WE TRANSITION OUT ONTO THE DAY. SO, AGAIN, THE GOALS TO MAKE IT MORE SAFETY WHERE THEY KNOW THEIR OWN LIMITS AND ABILITIES AND TO BE MORE COMFORTABLE AROUND THE WATER. THEY'LL HAVE AN ASSESSMENT OF SKILLS. SO WHEN WE FIRST GET THEM INTO THE WATER, THERE WILL BE INSTRUCTORS IN THE WATER WITH THEM. AND WE WILL WATCH THEM JUST BASICALLY FOR A QUICK OVERVIEW. HOW THEY GET INTO THE WATER. DO THEY JUMP IN THE WATER OR ARE THEY TIMID GETTING IN THE WATER ONCE THEY GET IN? ARE THEY WILLING TO PUT THEIR FACE IN THE WATER? JUST THOSE CUES RIGHT THERE CAN HELP US ASSESS THEM AND WHAT THEIR ABILITY IS. WE CAN PUT THEM IN A SKILL GROUPS THAT WE CAN WORK TOGETHER WITH THEM IN A SMALL GROUP TO WORK, IT MAY BE JUST GETTING THEM TO PUT THEIR FACE IN THE WATER AND BLOW BUBBLES. OR IT MAY BE THAT THEY FEEL COMFORTABLE JUMPING IN FROM THE SIDE, COMING UP, TURNING AROUND, GOING BACK TO THE SIDE. I DID GIVE YOU AN EXAMPLE. REACH AND THROW. DON'T GO. THAT'S ONE OF THE LESSONS. THAT'S A VERY IMPORTANT LESSON THAT WILL TEACH THE SECOND GRADERS. THAT'S IMPORTANT FOR EVERYBODY. SO IF YOU SEE SOMEONE IN DISTRESS, YOU'RE NOT GOING TO HOP RIGHT INTO THE WATER AND PUT YOURSELF IN DANGER AS WELL. YOU'RE GOING TO TRY TO FIND SOMETHING THAT YOU HAVE THAT YOU CAN REACH OR THROW OUT TO THEM TO HELP THEM. THEY WILL STAY IN THE GROUP THAT WE PUT THEM IN ONCE THEY'RE ASSESSED FOR THE WHOLE WEEK AND THEN THAT WILL HELP US GET TO LEARN REAL QUICKLY, BUT ALSO THAT WE CAN ADAPT OR CHANGE WHAT THEY'RE WORKING ON BASED ON THEIR LEVEL. AN EXAMPLE OF THE CLASS TIMES THERE, WE DO HAVE SOME FLEXIBILITY THERE, OF COURSE, ON THE BACK END WITH THEM GETTING PICKED UP AND GOING. THE BIGGEST THING THAT WE SEE WILL BE, OF COURSE, THE CHANGING IN AND OUT OF THE CLOTHES AND GETTING THEM BACK BACK ON THE BUS TO GET THEM BACK TO SCHOOL ON TIME. AND SO WE WILL PROVIDE CAPS, GOGGLES AND TOWELS. SO WE'RE EXCITED ABOUT THAT. THE ONLY THING THEY'LL NEED TO BRING, OF COURSE, IS A SWIMSUIT. AND SO THEY'LL BE ABLE TO KEEP THE CAPS AT THE END OF THE PROGRAM. [01:50:04] AND AS YOU ALL KNOW, WELL, WE'VE DEVELOPED A HAIR POLICY. WE'LL HAVE AIR CONDITIONING AVAILABLE FOR ANY STUDENT THAT WOULD LIKE TO USE IT. WE ALSO FILLED THE SWIM TEAMS AND DIVING TEAMS IN ALL SEVEN OF THE HIGH SCHOOLS, A LOT OF GROWTH THIS YEAR. IT'S BEEN FUN TO ALREADY BE WORKING WITH THOSE YOUNG MEN AND WOMEN TRYING TO GET THEM IN THE RIGHT PLACE SO THAT WE CAN START WORKING A LITTLE BIT MORE LIKE WORKOUT WISE. WE HAVE ABOUT TWENTY TWO DIVERS THIS YEAR, SO WE'RE EXCITED ABOUT THAT. THAT'S BEEN A GREAT INCREASE FOR US. THE PRACTICE TIMES, JUST SO YOU ALL KNOW, AROUND SIX TO EIGHT A.M. FOR THE VARSITY LEVEL, DIVING GOES ON AS WELL THAT MORNING AND THEN JV SWIM IS THE AFTERNOON FROM 1:15 TO 3:15. STARTING THIS FALL, WE'RE EXCITED THAT WE'LL BE ABLE TO HOST MEETS THIS YEAR. DUAL MEETS, TRI-MEETS WILL BE WHERE WE HAVE TWO OF OUR SCHOOLS. THOSE WILL BE ON WEDNESDAY NIGHT SWIMMING AGAINST ANOTHER SCHOOL FROM THE METROPLEX. INVITATIONALS, HERE ON SATURDAYS AND THAT'S ALL OF OUR SCHOOLS. AND THEN WE'LL OPEN IT UP TO ANYONE IN THE AREA. AND THEN, OF COURSE, THE CHAMPIONSHIP SEASON FOR US IS IN JANUARY AND FEBRUARY. COMMUNITY SWIM HAS REALLY GROWN. AND SO I'M EXCITED ABOUT THAT. WE'VE SOLD CLOSE TO A HUNDRED OF THE PUNCH CARDS AND WE'RE PRETTY SPLIT BETWEEN WHAT WE CONSIDER TO BE GISD RELATED AND THE GENERAL PUBLIC. AND I'M ALSO HAPPY THAT THIS FALL WE'RE GOING TO BE ABLE TO EXPAND THE HOURS FOR COMMUNITY SWIM AND THEN OFFER OFFER MORE WATER TIME FOR EVERYBODY THAT'S COMING TO GET IT. JUST REVIEWING THERE, THE PUNCH CARD. IT'S A FIFTEEN PUNCH PUNCH CARD. IT'S GOOD FOREVER. AND SO IF THEY COME FOR A LITTLE BIT OR COME FOR A LOT AND IT'S WORKED, IT SEEMED TO WORK OUT PRETTY WELL FOR US. WE DO ONLY OFFER LAP SWIMMING AND OF COURSE, THE DIVING BOARDS, UNFORTUNATELY, THE HOT TUB IN THE WEIGHT ROOM ARE NOT AVAILABLE FOR PUBLIC USE. WE WERE ASKED ABOUT SOME OF THE LEASING FEES, SO THIS IS CURRENTLY WHAT OUR FEES ARE, SO 10 DOLLARS AN HOUR PER LANE THAT'S BASED OFF A TWENTY FIVE YARD LINE. THE TWENTY FIVE DOLLARS IS FOR THE 50 METERS. AND OF COURSE, BECAUSE IT'S LONGER, IT'S TAKING UP MORE SPACE. YOU CAN FIT MORE PEOPLE IN IT. THE FULL FACILITY RENTAL FOR THREE HUNDRED AND SIXTY DOLLARS DOES INCLUDE THE ADMINISTRATOR DOES INCLUDE LIFEGUARDS AND WHAT CUSTODIAL STAFF THAT WE ALREADY HAVE. OUTSIDE OF THAT, IF WE NEED TO ADD IN A FACILITY MANAGER, MORE LIFEGUARDS, MORE CUSTODIAL, YOU CAN SEE THE POLICE THERE, WHICH IS COMMON FOR ALL ATHLETIC EVENTS THAN WE CAN DO SO. I WAS ALSO ASKED TO TALK A LITTLE BIT ABOUT REVENUE. SO REVENUE SO FAR THAT WE BROUGHT IN THROUGH THE END OF JULY, JUST SHY OF NINETY FIVE THOUSAND DOLLARS, I STILL THINK A LITTLE BIT LOW. BUT I DID DO THAT ON THE TWO HUNDRED THOUSAND DOLLARS FOR ESTIMATED NEXT YEAR JUST BECAUSE MAINLY YOU ONLY HAVE THE WEEKEND, FRIDAY EVENING AND SATURDAY, SUNDAY TO BRING IN SOME DIFFERENT SWIMMING EVENTS WITH OUR BIG ONES BEING IN JUNE AND JULY. SO I THINK THAT WE COULD SCHEDULE MORE NEXT YEAR, BUT OF COURSE WE'LL HAVE TO SEE. SO WE DO HAVE A DAILY SCHEDULE. SO I HOPE YOU ALL CAN SEE THAT OKAY; I TRIED TO MIX UP THE COLORS SO I COULD SEE A LITTLE BIT BETTER, BUT IT'S JUST OVERVIEW. AND AGAIN, WE HAVE THE VARSITY LEVEL KIDS IN THE MORNING. JUST SHORTLY AFTER THAT, WE'LL BRING IN THE WATER SAFETY PROGRAM. RIGHT AFTER THEM WILL BE THE JUNIOR VARSITY. AND THEN WE DO SOME OF THE OUTSIDE GROUPS THAT COME IN. AND SO WE'LL HAVE SWIM LESSONS AND INSTRUCTIONAL POOL. IT'LL BE AVAILABLE FOR COMMUNITY SWIM AFTER WE DO HAVE CLUB SWIMMING GOING ON, YOU KNOW, WE CAN BREAK THE POOL UP INTO SEVERAL SECTIONS. SO WE HAVE COMMUNITY SWIMMING, A MASTER SWIM AND THEN WATER POLO DOWN IN THE DIVING AREA. ALL RIGHT, ANY QUESTIONS, PLEASE? OKAY, I'M GOING START OVER WITH MR. SELDERS. AND IF WE CAN JUST GO AROUND AND IF WE CAN ASK ALL THE QUESTIONS. THANK YOU, YOU MENTIONED, [INAUDIBLE] WHAT THE CURRENT NUMBERS WERE. CURRENTLY JUST OVER ONE HUNDRED AND SEVENTY. MS. STANLEY. SO I HAVE A FEW, BECAUSE I'M NEW. YOU MENTIONED A HAIR POLICY. WHAT IS THE HAIR POLICY? YEAH, WHAT IS IT? BASICALLY, IT WOULD BE FOR ANY STUDENT, BUT MAINLY FOR AFRICAN-AMERICAN [01:55:06] STUDENTS, THERE'S CONCERN THAT THE CHLORINE MIGHT DAMAGE THEIR HAIR. AND SO WE HAD GONE AND TALKED TO SEVERAL PEOPLE WITH YOUNGER KIDS, AS WELL AS IN THE COMMUNITY AT DIFFERENT SALONS AND THINGS. AND SO HAVING A CONDITIONER AVAILABLE BEFORE AND AFTER FOR THEM TO PUT INTO THEIR HAIR COULD HELP KEEP SOME OF THAT CHLORINE AND STUFF FROM ADHERING TO IT AND DAMAGING IT. THAT'S WHY WE ALSO HAVE THE CAPS AVAILABLE. THE GOOD THING ALSO IS THAT WE'RE NOT GOING TO BE EXTENDING AMOUNT OF TIME THAT THEY'RE IN THE WATER. SO THAT'LL HELP AS WELL. IF ANY OF THE KIDS AS WELL WANT TO RINSE OFF BEFORE OR AFTER, THEN WE'LL, OF COURSE, LET THEM DO THAT. AND THEN WHAT'S THE GRADE FOR THE-- SECOND GRADE. SECOND GRADE? YES, MA'AM. AND THEY'RE GOING TO BE EXPECTED TO PUT THEIR BATHING SUITS ON AND OFF. WELL, YES, MA'AM, I CERTAINLY HOPE SO. [CHUCKLING] WELL, BLESS YOUR HEART IS ALL I CAN SAY ON THAT ONE. OUR STAFF WILL HELP MONITOR THAT. SO OBVIOUSLY, THE DRY SIDE IS ALWAYS A LITTLE BIT EASIER. YES, AND THEN ON THE WEST SIDE. BUT THAT IS AGAIN, WHILE WE PROVIDING TOWELS TOO, SO THEY DON'T HAVE TO CARRY THAT AROUND WITH THEM, THEY ONLY HAVE THE SMALL LITTLE BIT HOPEFULLY TO TAG AROUND. AND THEN FOR THE FACILITY, THE 360 WAS THAT IS THAT HOURLY RATE. SO 360 FOR THE HOUR OR IS THAT. YES, MA'AM, THAT'S FOR AN HOUR. OK, THANK YOU. MR. JOHNSON. I THANK YOU FOR THE PRESENTATION. GETTING TO THE WATER SAFETY CLASSES SPECIFICALLY. HOW MANY STUDENTS DO YOU ANTICIPATE BEING AT ONE OF THE WATER SAFETY CLASSES? IF WE'RE GOING OFF OF THE 22 STILL PER CLASS, WE STILL SHOULD BE UNDER 50. SO TWO CLASSES WILL COME FOR EACH HOUR. FOR EACH HOUR? YES. SO IT'S NOT GOING TO BE ALL THE SECOND GRADERS FROM A PARTICULAR ELEMENTARY COMING. IT'S ONLY GOING TO BE JUST--WELL, IT WILL BE, YES, SIR, BASED OFF SO WITH ABBETT, THEY HAVE SIX CLASSES. SO WE WOULD HAVE TWO EACH HOUR. SO ALL THE SECOND GRADERS WILL COME DURING THAT DAY, WHETHER IT BE AT THE 9:00 SESSION, THE 10:00 OR 11:00 O'CLOCK, AND IN THE TRAINING POOL OR THE EDUCATION POOL. I'M NOT SURE WHAT THE COLLOQUIAL NAME IS FOR IT, BUT HOW MUCH SPACE DO YOU HAVE FOR THOSE 50 STUDENTS? OH, MORE THAN ENOUGH. SO IT'S A FIVE LANE WIDE TWENTY FIVE YARD LONG POOL. MORE THAN LIKELY WHAT WE'LL DO OFF THE START IS WE'LL PULL OUT SOME OF THE LANE ROUTES, HAVE HALF OF IT SECTIONED OFF, HALF OF IT NOT THE ACCEPTABLE RATIO IS TEN TO ONE ON THAT EACH STUDENT. BUT WE SHOULD BE ABLE TO GET IT DOWN TO HAVE MORE INSTRUCTORS AND HAVE IT DOWN ABOUT SEVEN TO ONE RATIO. OK, SO THAT'S GOOD ON THE RATIO. BUT I'M MORE SPECIFICALLY ASKING ABOUT THE ABILITY TO DISTANCE. WELL, WE'RE NOT GOING TO PUT ALL OF THEM IN AT ONE TIME, SO THAT'LL HELP. THEY'LL STAY IN THAT GROUP, THE SMALL GROUPS, ONCE WE PUT THEM ALMOST IN LIKE PODS. I KNOW WE'VE TALKED ABOUT THAT IN OTHER SITUATIONS. WE ALSO HAVE DIFFERENT ACTIVITIES, DRY LAND ACTIVITIES GOING ON. SO, THEY'LL STAY WITH THAT GROUP TRANSITIONING AROUND EITHER IN THE WATER, IN THE POOLS, SO ALL 50 OF THEM WILL NOT BE IN THE POOL AT ONE TIME. THEY WILL BE IN DIFFERENT PLACES, BUT THEY WILL BE IN SMALL GROUPS. SO WE'LL KEEP THEM WITH THAT GROUP. BECAUSE WE DO HAVE TO BE MINDFUL THAT THE SECOND GRADERS, LITERALLY NONE OF THEM HAVE BEEN VACCINATED AT THIS TIME, AND I'M A LITTLE BIT CONCERNED ABOUT THE BUSSING. 22 STUDENTS ON A BUS, DOESN'T SEEM LIKE--MY KIDS TAKE THE BUS AND THERE'S LIKE EIGHT KIDS ON THE BUS. I MEAN, IT'S PRETTY EASY TO STAY FAIRLY SPREAD OUT. TWENTY TWO POTENTIALLY COULD BE A LITTLE BIT MORE DIFFICULT, ESPECIALLY IF THERE'S TWO COMING FROM THE SAME SCHOOL. SO THAT'S FORTY FOUR. YES. SO DO YOU KNOW HOW MANY BUSSES WE'RE GOING TO USE TO TRANSPORT THESE KIDS. WELL, CURRENTLY, YES, SIR, JUST ONE PER PER GROUP. THAT'S KIND OF WHAT I WAS THINKING. ALL RIGHT, THANKS. MR. MILLER, YEAH, THANK YOU. MY QUESTION HAS TO DO WITH THE COMPETITION CLUBS AND GIVE ME SOME IDEA OF THE FEEDBACK YOU'RE GETTING FROM THE GROUPS AND THEIR INTEREST AND THEIR DESIRE TO RENT OR HAVE COMPETITIONS AT THE AT THE FACILITY. OH, WE HAVE GREAT, GREAT INTEREST. SO THREE WEEKS AGO, WE WERE ABLE TO HOST THE AMERICAN LONG COURSE CHAMPIONSHIP, WHICH BROUGHT IN SWIMMERS FROM ACROSS THE NATION. SO THAT WAS POSITIVE FOR BOTH THAT AND THE FOLLOWING WEEK WE DID THE JUNIOR NATIONAL WATER POLO TOURNAMENT. SO TWO DIFFERENT INTEREST GROUPS THERE COMING IN. THEY WERE FROM AROUND THE JUNIOR NATIONAL WATER POLO WAS NATIONWIDE AS WELL. SO POSITIVES ON THAT. THEY'RE STAYING IN OUR HOTELS FOR FIVE OR SIX DAYS. [02:00:02] RIGHT. AND THEY'RE EATING IN OUR RESTAURANTS AND SHOPPING IN OUR PLACES. AND SO A POSITIVE ON THAT SIDE FOR US AND FOR THE COMMUNITY. THEY LOVE THE LIGHTS. THE LIGHTING IS GREAT. THEY LOVE THE AIR QUALITY. AND THEY YOU KNOW, IT'S JUST IT'S BEEN A GREAT EXPERIENCE OVERALL FROM EVERYONE THAT I'VE TALKED TO. WE CONSTANTLY HAVE GROUPS, YOU KNOW, WANTING TO GET IN AND RENT IT. WE'RE GETTING THERE. WE'RE MAKING THE CURVE A LITTLE BIT BETTER. I KNOW MR. GONZALES KNOWS, BUT JUST THERE'S A LIFEGUARD SHORTAGE, YOU KNOW, NATIONWIDE. AND SO WE'VE BEEN FIGHTING THAT ALL SUMMER. BUT WE ARE PICKING UP SOME MORE, WHICH IS HOW I'VE BEEN ABLE TO EXPAND SOME OF THE HOURS, ESPECIALLY FOR COMMUNITY SWIM. SURE, IS THERE CONCESSION IN THE BUILDING? THERE IS A CONCESSION UPSTAIRS. DO WE RUN IT? WE ARE IN THE PROCESS OF WORKING TO HAVE THAT, AND RUN IT. YES, SIR. CONTRACTING IT? MORE THAN LIKELY. YES. OK, THANK YOU. WELL, YOU ANSWERED ONE OF MY QUESTION, AND THAT WAS ARE YOU FULLY STAFFED? SO I GUESS YOU'RE NOT AT THIS PARTICULAR POINT. WE CAN ALWAYS USE MORE LIFEGUARDS SINCE THE MAJORITY OF THEM ARE ALWAYS GOING TO BE HIGH SCHOOL KIDS, YOU KNOW, AND THEY HAVE STUFF GOING ON. SO AND I'LL ALWAYS SAY THAT I CAN ALWAYS USE MORE SWIM COACHES. I ALSO WANT TO SAY THANK YOU, MR. WIGGINS, FOR YOUR PATIENCE OF GETTING STARTED IN THE NATATORIUM BECAUSE YOU WERE WAITING, WAITING, WAITING FOR THAT TO HAPPEN. AND I GUESS IS THE FACILITY WHAT YOU THOUGHT IT WOULD BE. IT'S MORE, YES, SIR. ARE YOU EXCITED ABOUT WHAT THE POTENTIAL IS? OH YES SIR. I'M BLESSED. AND WE ALL ARE, WE ALL LOVE BEING THERE AND WE'RE ALL EXCITED ABOUT GETTING THE KIDS IN AND GETTING GOING. AND I'M GOING TO ASK YOU ANOTHER THING, SINCE YOU'RE GOING TO BE A PROFESSIONAL IN THE INDUSTRY IN THE NATATORIUM OR SWIMMING TO HELP US AS FAR AS IN SHERESE LIGHTFOOT AND EVERYBODY ELSE TO MARKET THIS FACILITY AS MUCH AS WE CAN THROUGHOUT THE NATION. WE'VE GOT NATIONAL WATER POLO AND SOME OTHER THINGS, AND HOPEFULLY WE CAN DO SOME UIL EVENTS AND SOME OTHER THINGS THAT WILL COME IN AND WANT TO USE OUR FACILITY. SO. OH YES. WELL I'M TRYING TO WORK RIGHT NOW WITH US GETTING THE DISTRICT MEET AND REGIONAL MEET; IT'LL PROBABLY BE IN THE NEXT CYCLE. BUT YES, SIR. OK, THANK YOU VERY MUCH. THANK YOU, VERY MUCH. MR. GLICK. THANK YOU. MS. GRIFFIN. I DIDN'T PLAN THIS, BUT THE DALLAS MORNING NEWS ON SUNDAY HAD A REALLY INTERESTING ARTICLE CALLED FOCUS ON WATER SAFETY. EXPERTS URGE GREATER EFFORTS TO PREVENT DROWNING. A COUPLE OF QUOTES. FOR CHILDREN, DROWNING IS THE SECOND LEADING CAUSE OF DEATH AFTER BIRTH DEFECTS, WITH THREE DYING EVERY DAY THAT IS THE SECOND LEADING CAUSE OF ACCIDENTAL DEATH AFTER VEHICLE CRASHES FOR THOSE UNDER AGE 14. PUBLIC HEALTH EXPERTS SAY WATER SAFETY IS WORTH FOCUSING ON BECAUSE NEARLY ALL DROWNING DEATHS ARE PREVENTABLE. AND FINALLY, BY INCREASING ACCESS TO POOLS AND TRAINING IN WATER SAFETY, THE RED CROSS SAYS IT HAS HELPED REDUCE ACCIDENTAL DROWNINGS OVER 90 PERCENT. SO ONE OF THE THINGS THAT WE TALKED ABOUT WAY BACK IN 2013, THEY'RE STILL TALKING ABOUT IT AND WE'RE ABOUT TO START IT. ONE OF THE OTHER THINGS THAT I KNOW PAUL AND JAVIER ARE WORKING ON, WHEN WE VISITED THE LEWISVILLE POOL, THEY HAD THIS REALLY COOL DEVICE. I DON'T KNOW IF YOU'VE GOTTEN IT YET, BUT IT WAS ONE THEY USED IN THEIR TRAINING POOL. LIKE WE HAVE A TRAINING POOL WHERE I CAN'T REALLY DESCRIBE IT, BUT IT CREATES MINOR WAVEFUNCTION. SO THE KIDS WHO ARE DOING TRAINING THE YOUNG KIDS BECAUSE THEY MIGHT BE IN A FLAT SURFACE, BUT MORE THAN LIKELY THERE MAY BE SOME WAVES LET'S CALL IT OR SOMETHING MINOR. AND THIS WAS EXACTLY WHAT LEWISVILLE THEY BUILT IT THEMSELVES. AND I KNOW WE'RE GOING TO TRY TO BUILD SOMETHING VERY SIMILAR AND THAT'LL, AGAIN, ASSIST IN OUR WATER TRAINING PROGRAM. SO THANK YOU VERY MUCH. THANK YOU, MS. GRIFFIN. WELL, I'M EXCITED. HOPEFULLY MY NAME IS CLEARED UP FROM 2015. SOME PEOPLE ARE SMILING, SO YOU CHECK WITH THEM AND THEY'LL GIVE YOU THE INSIDE INFORMATION ON THAT. I WAS PASSING BY ON A FRIDAY NIGHT AND I SAW THE CARS, AND IT'S NOT THE ONLY NIGHT I'VE PASSED BY OR AFTERNOON AND I'VE SEEN THE CARS THIS TIME I TURNED AROUND AND I CAME BACK AND PARKED AND WENT INTO THE NATATORIUM. AND AS I WAS APPROACHING THE FRONT DOOR, THERE WERE TWO YOUNG MEN AND A LADY SITTING [02:05:09] THERE. AND SO TRYING TO BE FUNNY--WHICH MOST OF YOU KNOW, I CAN'T TELL A JOKE OR DELIVER IT WELL--I SAID, SO WHAT DO YOU THINK ABOUT THE NATATORIUM? AND THEY WERE LIKE, OH, IT'S JUST REALLY GREAT. WE JUST REALLY LIKE IT. I SAID, REALLY? I SAID, SO WHAT HIGH SCHOOL ARE YOU IN? MAKING AN ASSUMPTION THAT THIS WAS ONE OF OUR STUDENTS AND THEY GAVE SOME NAME AND I WAS LIKE, OH, OK. I SAID, SO YOU DON'T ATTEND GARLAND? AND THE LADY SITTING THERE SAYS, NO, HE DOESN'T. I SAID, SO WHAT DO YOU THINK ABOUT THE FACILITY? HE SAYS, OH, I THINK IT'S REALLY NICE. AND I LIVE IN ROCKWALL. SO I'M LIKE, OH, OK. AND SO I SAID, SO WHERE ARE YOU ALL FROM? AND THEY SAID HAWAII AND I WAS LIKE, OH, OK, YEAH, SO THIS IS WHAT HAPPENS WHEN YOU MAKE ASSUMPTIONS. AND I SAID, HAWAII. OH YEAH, RIGHT. AND HIS AUNT SAID HE IS FROM HAWAII. IN FACT, I CAME TO WATCH HIM COMPETE IN THIS POLO EVENT. AND I'M LIKE, OH, OK. I TOTALLY APOLOGIZED. AND I WENT INSIDE AND LOOKING FOR MR. [INAUDIBLE], I'M LIKE TELL ME WHAT IS GOING ON HERE. SO THE EXCITEMENT IS THERE. AND I WAS EXCITED TO HAVE SEEN THEY WERE ON BREAK WHEN I STOPPED BY AND I DIDN'T HAVE THE TIME TO WAIT TILL THEY RESUMED, BUT PEOPLE ARE COMING. PEOPLE ARE EXCITED. AND BEING ABLE TO TALK TO A YOUNG PERSON THAT WAS FROM HAWAII WHO SAID THAT THEY THOUGHT IT WAS AN EXCELLENT FACILITY. OK, SO BACK TO MY QUESTIONS NOW. SECOND GRADERS, THE PARENTS MUST OPT-IN WITH A PERMISSION SLIP. SO I'M ASSUMING THAT THE CAMPUSES HAVE SOMETHING WORKED OUT FOR THE KIDS THAT WILL NOT BE OPTING IN THE PROGRAM. DR. LOPEZ CAN ANSWER. YES, THIS IS BEING TREATED LIKE ANY FIELD TRIP, SO A PARENT HAS TO OPT IN, GIVE PARENT PERMISSION, AND FOR THOSE THAT DON'T, LIKE ANY FIELD TRIP, THEY WOULD HAVE ALTERNATE ACTIVITIES AT THE CAMPUS, AND JUST THINK OF IT THIS WAY. SO THEORETICALLY, IF IT WORKS THE WAY HE DOES IN A PERFECT WORLD, YOU'LL ALWAYS HAVE A CLASS BACK WITH THE SAME AGE GROUP THAT THE KID CAN JOIN TEMPORARILY FOR LEARNING UNTIL THE CLASS RETURNS. AND WHEN SCHOOLS ARE IDENTIFIED, THEY COME UNTIL THEY COMPLETE. HOW LONG IS THE IS THE PROGRAM? IT'S FOUR DAYS. YES, MA'AM. SO THEY COME FOR THE FOUR DAYS WITH A FIFTH IF WE NEED IT FOR ANY OTHER STUDENTS. OK. ALL RIGHT. THANK YOU. I'M VERY EXCITED THAT YOU ARE PROVIDING THE CAPS. THE GOGGLES AND THE TOWELS, BUT I'M MOSTLY EXCITED ABOUT THE HAIR CONDITIONER, BECAUSE IF YOU DON'T HAVE BLACK HAIR, YOU DON'T REALLY UNDERSTAND THAT. AND I AM A SWIMMER AND I DO PUT ON CONDITIONER BEFORE I SWIM AND AFTERWARDS. SO THANK YOU FOR LISTENING TO US BASICALLY ON THAT. WHEN WE LOOK AT THE COST, DOES THE THREE HUNDRED AND SIXTY DOLLARS ACTUALLY TAKE IN OUR OVERHEAD EXPENSES? OR WE'RE BEING GENEROUS TRYING TO GET STARTED AND WE WILL LOOK AT THAT AT A LATER DATE. WHAT OTHER OVERHEAD? IT'S BASICALLY THE LANE RENTALS AND SO YOUR LANES AND THEN THE STAFF THAT'S THERE. YES, MA'AM. BUT OUTSIDE OF THAT WILL BE ANYTHING TO DO WITH ELECTRICITY OR WATER, NO. SO WHO PAYS FOR THE POLICE OFFICERS? THEY DO AS WELL. THAT'S AN ADDITIONAL COST. THAT'S AN ADDITIONAL COST; THE ONE HUNDRED DOLLARS IS ADDITIONAL PER HOUR ON TOP OF THE 360. YES. I'M ASSUMING YOU HAVE SOMETHING LIKE A CONTRACT OR YOU'RE WORKING ON IT. A BASIC ONE THAT I SEND OVER TO LEASING. YES. SO I THINK THAT WOULD BE GOOD FOR US TO SEE THAT TO HAVE A TOTAL UNDERSTANDING OF WHAT WE'RE DOING. THAT'S IT FOR ME. ARE THERE ANY QUESTIONS FOR ANYONE ELSE? I THINK IT WAS WORTH THE WAIT. WE DEFINITELY ENDED UP WITH SOMETHING BETTER THAN WHAT WE THOUGHT INITIALLY, BUT IT WAS [02:10:05] PAINFUL TO WAIT AND WE HAD TO EMPLOY PATIENCE. AND NOW PATIENCE HAS YIELDED THESE RESULTS. SO THANK YOU SO MUCH. THANK YOU. WELL, I NEED TO APOLOGIZE TO THE NEXT COMMITTEE THAT WE ARE NOW FINISHING UNLESS WE ARE TO HAVE AN EXECUTIVE SESSION. NO EXECUTIVE SESSION. AND SO I APOLOGIZE TO THE FINANCE COMMITTEE FOR BEING AT 5:14. BUT MR. GLICK, THAT'S YOUR COMMITTEE, RIGHT? OK, SO YOU WERE PART OF WHY WE'RE OVER. ALL RIGHT. [LAUGHTER] BUT I'M STILL GOING TO APOLOGIZE BECAUSE--OK, IF YOU CAN'T HAVE FUN DOING THIS WORK, WHY ARE WE HERE? SO AT THIS TIME, I'M GOING TO CALL FOR ADJOURNMENT OF THIS COMMITTEE. SO MOVED. THANK YOU. * This transcript was compiled from uncorrected Closed Captioning.
