FOURTH QUARTER INVESTMENT REPORT MS. ROUNTREE, WHAT YOU HAVE BEFORE YOU TONIGHT AS AN INFORMATION ITEM IS THE FOURTH QUARTER INVESTMENT REPORT FOR THE 2020-2021 SCHOOL YEAR, COVERING THE TIME FRAME APRIL ONE THROUGH JUNE THE 30TH.

THE FIRST CHART YOU'LL SEE IS A PIE CHART THAT'S A SNAPSHOT OF THE DISTRICT'S INVESTMENT POSITION AS OF JUNE THE 30TH.

AS OF JUNE 30TH, THE DISTRICT'S THREE HUNDRED EIGHTY TWO MILLION WAS INVESTED.

THIRTY THREE PERCENT IN AGENCY SECURITIES AND TREASURY BILLS, WITH THE REMAINING SIXTY SEVEN PERCENT IN THREE SEPARATE INVESTMENT POOLS.

DIRECTLY BEHIND THIS CHART, YOU'LL SEE THE INFORMATION THAT DETAILS HOW THE INVESTMENT POOLS INVEST, THE FUNDS THAT WE DEPOSIT WITH THEM.

THIS IS PROVIDED SO THAT YOU CAN SEE THE UNDERLYING INVESTMENT OF THE POOLS, AND YOU CAN ALSO SEE FROM THAT INFORMATION THAT THE INVESTMENT POLICIES OF THE POOL MIRROR THAT OF THE INVESTMENT POLICY OF THE DISTRICT.

HAVE ANY OF THE LIKE THE WEIGHTINGS OF OUR THE CHART ON THE FIRST PAGE, IT TAKES [INAUDIBLE] LONE STAR AGENCY DISCOUNTS AND TREASURY IS THAT WEIGHTED THAT WAY BECAUSE WE HAVE DESIGNATED IT THAT WAY? OR IS THAT JUST A RESULT OF RECOMMENDING INVESTMENT ACTIVITIES FROM OUR? IT IS. IT IS WEIGHTED THAT WAY JUST BECAUSE OF THE CHOICES THAT WE MADE REGARDING THE INVESTMENTS. WE CAN ALWAYS SHIFT THAT UP IF THAT'S SOMETHING THAT YOU ALL THINK THAT WE SHOULD DO DIFFERENTLY. WE HAVE TYPICALLY TRIED TO MAINTAIN 100 MILLION IN TEX POOL, AND SO THEREFORE WE DON'T TYPICALLY GO BELOW THAT WITH INVESTING.

IS THAT A LIQUIDITY ISSUE? WE CAN ALWAYS DECREASE THAT TO A DIFFERENT LEVEL IF YOU ARE MORE COMFORTABLE WITH THAT.

YEAH. AND I'VE SEEN THAT JUST IN BANK CD PRICING AS WELL.

DR. RINGO. WHAT YOU HAVE BEFORE YOU TONIGHT AS AN INFORMATION ITEM IS THE ANNUAL INVESTMENT REPORT FOR 2021.

IN SUMMARY, THE REPORT THAT BEFORE YOU HAS THE FOLLOWING THE CHART ENTITLED THE GISD PORTFOLIO SUMMARY DETAILS THE HISTORICAL DATA OF OUR INVESTMENT PORTFOLIO BY MONTH AND INVESTMENT TYPE FOR THIS SCHOOL YEAR.

FOR THIS FISCAL YEAR, OUR ANNUAL YIELD TO MATURITY WAS ZERO POINT ONE ONE SEVEN.

AS A MONTHLY AVERAGE, OUR PORTFOLIO MAKEUP WAS SEVENTY EIGHT PERCENT, INVESTMENT IN GOVERNMENT POOLS IN 22 PERCENT INVESTED IN AGENCY SECURITIES.

AND YOU'LL REMEMBER FROM THE REPORT I JUST GAVE YOU AS OF JUNE 30TH, THE MAKEUP WAS A LITTLE BIT DIFFERENT. SIXTY SEVEN PERCENT IN INVESTMENT POOLS IN THIRTY THREE PERCENT IN AGENCY SECURITIES.

ALSO INCLUDED IN YOUR PACKET IS SOME HISTORICAL INFORMATION ON QUARTERLY AND ANNUAL YIELDS TO MATURITY AND THE INTEREST INCOME COMPARISON FOR PRIOR YEARS, WHICH, LIKE MR. GLICK SAID, IS GOOD REFERENCE POINT FOR YOU TO SEE WHERE WE ARE.

THE FINAL SPREADSHEET IS A COMPARISON OF THE AVERAGE MONTHLY INTEREST RATES OF OUR PORTFOLIO IN COMPARISON TO THAT OF THE 30 60 90 DAY TREASURY BILLS AND OTHER GOVERNMENT INVESTMENT FUNDS.

OUR MONTHLY AVERAGES EXCEEDED ALL THE COMPARISONS WITH THE ONE EXCEPTION OF THE TEXAS CLASS INVESTMENT POOL, WHICH HAS A 90 PERCENT INVESTMENT IN COMMERCIAL PAPER, SO IT EXCEEDED EVERYTHING EXCEPT THAT ONE.

WE ARE HAVE IMPROVED ON THESE NUMBERS JUST A LITTLE BIT FROM A DRIVER PERSPECTIVE.

THERE'S A NATIONAL DRIVER SHORTAGE.

WE NOW HAVE 17 VACANCIES, SO WE'VE MADE A LITTLE HEADWAY IN THE LAST FEW DAYS.

I WANTED TO ACTUALLY, IF I MAY READ TO YOU FROM A SURVEY THAT WAS DONE BY THE NATIONAL ASSOCIATION OF PEOPLE TRANSPORTATION AND A COUPLE OF OTHER RELATED ASSOCIATIONS, THE NUMBER OF RESPONDENTS WAS FIFTEEN HUNDRED NATIONALLY, EVERY REGION OF THE COUNTRY IS CURRENTLY ALTERING TRANSPORTATION SERVICE DUE TO COVID, BOTH FROM THE STANDPOINT THAT IT'S AFFECTING THE POPULATION, THE STUDENT POPULATION, AS WELL AS THE DRIVER POPULATION.

FIFTY ONE PERCENT OF RESPONDENTS DESCRIBED THEIR DRIVER SHORTAGE AS SEVERE OR DESPERATE.

ROUGHLY THREE QUARTERS OF RESPONDENTS ALSO INDICATED THE SCHOOL BUS DRIVER SHORTAGE IS GETTING MUCH WORSE OR A LITTLE WORSE.

ROUGHLY TWO THIRDS OF THE RESPONDENTS INDICATED THE BUS DRIVER SHORTAGE IS THEIR NUMBER ONE PROBLEM OR CONCERN.

SO THIS IS NOT JUST IN GARLAND, TEXAS, BUT IT'S ALL OVER THE COUNTRY.

AND WE HAVE SUCH A DEDICATED GROUP OF WORKERS IN THE TRANSPORTATION DEPARTMENT THAT ARE WORKING LITERALLY OVERTIME, DAY IN AND DAY OUT TO GET ALL OF OUR STUDENTS TO SCHOOL, WHICH IS OBVIOUSLY OUR MISSION AND MOST IMPORTANT THING FROM ACCOMPLISHMENTS DURING THE TIME RIGHT BEFORE SCHOOL STARTED AND THEN AFTER SCHOOL STARTED IN AUGUST, WE TOOK OVER 12000 PHONE CALLS IN THAT FOUR WEEK PERIOD.

A VAST MAJORITY OF THESE CALLS HAD TO DO WITH WHAT'S MY STUDENTS ROUTE NUMBER, WHICH IS AVAILABLE ON SKYWARD.

AND ALSO, I WANT TO CHANGE MY STOP, AND IT'S ONLY THE FIRST OR SECOND DAY OF SCHOOL.

WE ROUTED TWENTY TWO THOUSAND ELIGIBLE STUDENTS.

WE HAVE SOMEWHERE BETWEEN 12 TO FOURTEEN THOUSAND STUDENTS RIDING ON A DAILY BASIS.

WE ALSO GOT THROUGH OUR SUMMER PREVENTATIVE MAINTENANCE PROGRAM ON OVER THREE HUNDRED BUSSES. AND IT JUST KIND OF AN INTERESTING INDICATOR I THINK ENCOMPASSES OUR ROUTING SYSTEM, AND WE HAD OVER 10000 CHANGES.

NOW, SOME OF THOSE CHANGES, ABOUT 20 PERCENT OR LESS, 15 TO 20 PERCENT HAD TO DO WITH PEOPLE THAT WERE ACTUALLY DROPPED OUT OR DELETED FROM SKYWARD.

SOME OF THE FIRST WEEK AND FIRST DAY CHALLENGES WE HAD.

BESIDES, WE ALWAYS HAVE THIS.

WE HAVE HIGH VOLUME TRAFFIC AT ALL OUR SCHOOLS JUST ABOUT ALL THE TIME.

BUT THE FIRST WEEK IS ESPECIALLY CHALLENGING AND I HAVE A PICTURE HERE OF DICKENS ROAD.

I'M STANDING IN THE MIDDLE OF THE DICKENS ROAD, LOOKING TOWARDS DUCK CREEK IN FRONT OF BRANDENBURG MIDDLE SCHOOL.

AND AS YOU CAN SEE, WAY BACK IN THIS LINE OF TRAFFIC IS THE SECOND SCHOOL BUS THAT'S TRYING TO GET INTO THE SCHOOL.

SO OBVIOUSLY, SAY ALL THE OTHER 17 ROUTES, EXCEPT FOR ONE ROUTES, THEY WERE LATE THAT DAY PICKING UP AT THE SCHOOL AND THEREFORE ONCE THEY'RE LATE PICKING UP, OBVIOUSLY THEY'RE LATE DELIVERING.

A COUPLE OF THINGS WE HAVE HEARD IS THE PARENTS ARE CONCERNED ABOUT COVID, OR AT LEAST WERE THE FIRST MONTH OF SCHOOL.

THE OTHER THING THAT HAPPENED THE FIRST DAY OF SCHOOL, WHICH WAS UNFORTUNATE FOR US, IS THAT IT RAINED BOTH MORNING AND AFTERNOON.

SO A LOT OF THE PARENTS THAT LIVE IN THE WALK ZONE TOOK THEIR STUDENTS TO SCHOOL, AND SO THAT JUST EXACERBATED THE PROBLEM.

THE OTHER REAL CHALLENGE WE HAVE IS THE CHANGE IN THE SCHOOL SCHEDULE HAS REDUCED THE NUMBER OF ACTUAL WORK DAYS WE HAVE TO ROUTE THOSE TWENTY TWO THOUSAND STUDENTS ACTUALLY SEVEN WEEKS IS IS REALLY FIVE WEEKS WHEN YOU TAKE IN CONSIDERATION, WE TRY TO GET FINISHED TO GET PUSHED OUT THE INFORMATION TO THE STUDENTS ONE WEEK BEFORE SCHOOL.

AND THEN WE ALSO HAD THE JULY HOLIDAY.

THE OTHER KIND OF A TYPICAL THING WE GET AND THIS IS.

WHERE WE CAN, I THINK, IMPROVE OUR COMMUNICATION GOING FORWARD OF WHAT OUR POLICIES ARE, THEY'RE ACTUALLY PUBLISHED, BUT THEY'RE KIND OF IN THE DETAIL.

SO WE'RE GOING TO DO A BETTER JOB IN THE FUTURE.

BUT THE STUDENTS WANT OR THE PARENTS HAVE GOTTEN SO USED TO HAVING THESE CORNERS STOPS THAT THEY WANT THE CLOSEST ONE TO THEIR HOUSE.

AND THEY MAY BE IN A SITUATION WHERE FOR THREE, TWO OR THREE OR FOUR YEARS, THAT STOP MAY HAVE BEEN THE CLOSEST ONE TO THE HOUSE.

BUT YOU KNOW, THE STUDENT MAKES CHANGES.

PEOPLE MOVE ON OR WE ADD ADDITIONAL STUDENTS.

SO SOMETIMES THE STOP LOCATION WILL CHANGE.

AND BUT IT'S STILL WITHIN THE ALLOWED WALKING DISTANCE, AND IT'S SO THAT WE CAN OPTIMIZE

OUR ROUTING AND TO REDUCE THE NUMBER.

THE MORE STOPS YOU HAVE AND THE FARTHER YOU GO, THE MORE TIME IT TAKES TO ACTUALLY DELIVER THE STUDENTS TO SCHOOL.

SO SOME IMMEDIATE SOLUTIONS THAT WE IMPLEMENTED IS WE ACTUALLY HAD SOME OF THE SCHOOLS, WE SENT THE BUSSES OUT, ESPECIALLY IN THE AFTERNOON, TO GET TO THE SCHOOL A LITTLE BIT EARLIER TO GET AHEAD OF THE PARENT TRAFFIC SO THAT WE COULD ACTUALLY GET INTO THE SCHOOL AND GET POSITIONED TO PICK UP THE STUDENTS.

WE SPLIT SOME OF OUR HIGH DENSITY ROUTES.

WE REALLY JUMPED ON OUR COMMUNICATION QUITE HEAVILY, ESPECIALLY ON TWITTER.

WE HAVE DAILY COMMUNICATED VIA TWITTER AND SOME ON FACEBOOK.

WHEN WE HAVE DELAYS OR EXTREMELY LONG DELIVERY TIMES, WE'RE ABOUT TO COMPLETE THE COMPASS MIGRATION OF A ROUTING SYSTEM, WHICH WILL HAPPEN IN ABOUT THREE WEEKS, AND THAT WILL HELP US.

AT THE BEGINNING OF THE YEAR WE, AS WE SAID, WE ROUTED ALL THE STUDENTS.

AFTER THREE OR FOUR WEEKS WE KIND OF FIGURE OUT WHO'S GOING TO RIDE THE BUS AND WHO'S NOT GOING TO RIDE THE BUS. SO WE GO IN AND DELETE THE STOPS ON THOSE ROUTES, AND THAT OBVIOUSLY REDUCES THE RIDE TIME.

SO LONG TERM SOLUTIONS? WELL, WE WOULD LIKE TO INCREASE OUR CALL CENTER CAPACITY, BOTH WITH PEOPLE AND EXTENDING IT A COUPLE OF WEEKS.

WE ARE GOING TO TALK ABOUT WAYS THAT WE CAN HANDLE THE VOLUME OF CALLS.
