IT'S NOW 5:49 P.M., THIS IS TUESDAY, SEPTEMBER 14TH.

[I. Call to Order and Determination of Quorum ]

THIS IS A REGULAR SCHEDULED MEETING OF THE GARLAND INDEPENDENT SCHOOL DISTRICT FINANCE COMMITTEE. A QUORUM IS PRESENT.

MS. HOGAN ANYBODY ON PUBLIC FORUM? OK, LET'S GO TO ITEM THREE.

DR. LOPEZ. FOR THE SAKE OF TIME, WE'LL GO AHEAD AND MOVE FORWARD.

WELL, OK.

[V. Information Items ]

WELL, THEN GO TO ITEM FIVE INFORMATION ITEMS AND WE'LL GO TO ITEM A RECEIVE BOARD OF TRUSTEES CONTRACT RENEWAL REPORT FOR SEPTEMBER MR. BOOKER. YES, SIR.

TO MR. GLICK TO MEMBERS OF THE BOARD OF TRUSTEES.

TO DR. LOPEZ. WE DO HAVE BEFORE YOU ARE SEPTEMBER CONTRACT RENEWAL REPORT, WHICH CONSISTS OF 15 CONTRACTS WHICH NONE OF THOSE THAT ARE APPEAR ON YOUR REPORT EXCEEDED EITHER THE DOLLAR THRESHOLD OR A MODIFICATION IN AWARD.

THEY ARE BEFORE YOU FOR INFORMATION, AND I'LL BE HAPPY TO ANSWER ANY OF THE QUESTIONS THAT YOU MIGHT HAVE ABOUT ANY OF THOSE CONTRACTS.

THERE ANY QUESTIONS FOR MR. BOOKER? I THINK WE OWE HIM A ROUND OF APPLAUSE FOR WINNING THE AWARD THE OTHER DAY.

[APPLAUSE] CONGRATULATIONS, MARK.

CONGRATULATIONS. OK, LET'S GO TO ITEM B RECEIVE REVIEW THE JULY 2021 ONE MONTHLY FINANCIALS MS. DAVENPORT.

HI, MR. GLICK, BOARD OF TRUSTEES, DR.

LOPEZ. BEFORE YOU ARE THE JULY 2021 MONTHLY FINANCIALS YOU WILL NOTICE, OUR NEW PAGE IN THE BACK IS OUR ESSER EXPENDITURES.

CURRENTLY, THERE ARE NONE, BUT YOU WILL SEE THE BUDGET THAT HAS BEEN ESTABLISHED.

AND SO AS THIS CONTINUES TO COME BEFORE YOU EACH MONTH, YOU WILL NOTICE THE SPENDING WE WILL. THIS IS CURRENTLY THE ESSER THREE PLAN AND THE ESSER TWO WAS, AS YOU'VE BEEN APPRIZED JUST JUST RECENTLY APPLIED FOR.

AND SO THAT WILL CONTINUE. THAT WILL COME BEFORE YOU AT THE APPROPRIATE MONTH.

ANY QUESTIONS, ANY QUESTIONS.

THANK YOU FOR ADDING THE ESSER FUNDS ON THE BACK THAT THAT'LL BE VERY HELPFUL AS WE PROGRESS. OK.

LET'S GO TO ITEM C REVIEW.

FOURTH QUARTER INVESTMENT REPORT MS. ROUNTREE, WHAT YOU HAVE BEFORE YOU TONIGHT AS AN INFORMATION ITEM IS THE FOURTH QUARTER INVESTMENT REPORT FOR THE 2020-2021 SCHOOL YEAR, COVERING THE TIME FRAME APRIL ONE THROUGH JUNE THE 30TH.

THE FIRST CHART YOU'LL SEE IS A PIE CHART THAT'S A SNAPSHOT OF THE DISTRICT'S INVESTMENT POSITION AS OF JUNE THE 30TH.

AS OF JUNE 30TH, THE DISTRICT'S THREE HUNDRED EIGHTY TWO MILLION WAS INVESTED.

THIRTY THREE PERCENT IN AGENCY SECURITIES AND TREASURY BILLS, WITH THE REMAINING SIXTY SEVEN PERCENT IN THREE SEPARATE INVESTMENT POOLS.

DIRECTLY BEHIND THIS CHART, YOU'LL SEE THE INFORMATION THAT DETAILS HOW THE INVESTMENT POOLS INVEST, THE FUNDS THAT WE DEPOSIT WITH THEM.

THIS IS PROVIDED SO THAT YOU CAN SEE THE UNDERLYING INVESTMENT OF THE POOLS, AND YOU CAN ALSO SEE FROM THAT INFORMATION THAT THE INVESTMENT POLICIES OF THE POOL MIRROR THAT OF THE INVESTMENT POLICY OF THE DISTRICT.

NEXT, YOU'LL SEE A GRAPH THAT ILLUSTRATES THE DAILY RATES IN THIS POOL OVER THE LAST QUARTER, THE DAILY RATES RANGE FROM .005 TO .0951 OVER THE COURSE OF THE QUARTER. THE FINAL DOCUMENT SHOWS THE INTEREST INCOME FOR ALL OF THE FUNDS FOR THE FISCAL YEAR. IF YOU HAVE ANY QUESTIONS, I'LL BE GLAD TO ANSWER THEM.

MR. MILLER. YEAH, JUST ONE QUICK ONE.

THANK YOU FOR THE REPORT.

I WAS JUST CURIOUS.

I DON'T THINK I'VE EVER ASKED IN OUR LOW INTEREST RATE ENVIRONMENT WE HAVE.

HAVE ANY OF THE LIKE THE WEIGHTINGS OF OUR THE CHART ON THE FIRST PAGE, IT TAKES [INAUDIBLE] LONE STAR AGENCY DISCOUNTS AND TREASURY IS THAT WEIGHTED THAT WAY BECAUSE WE HAVE DESIGNATED IT THAT WAY? OR IS THAT JUST A RESULT OF RECOMMENDING INVESTMENT ACTIVITIES FROM OUR? IT IS. IT IS WEIGHTED THAT WAY JUST BECAUSE OF THE CHOICES THAT WE MADE REGARDING THE INVESTMENTS. WE CAN ALWAYS SHIFT THAT UP IF THAT'S SOMETHING THAT YOU ALL THINK THAT WE SHOULD DO DIFFERENTLY. BUT IT'S WEIGHTED THAT WAY BASICALLY, AS FAR AS THE PERCENTAGE OF SECURITIES AND AGENCIES AND T-BILLS, WE CAN ALWAYS INCREASE OR DECREASE THOSE BASED ON WHAT YOUR PREFERENCES ARE. WE HAVE TYPICALLY TRIED TO MAINTAIN 100 MILLION IN TEX POOL, AND SO THEREFORE WE DON'T TYPICALLY GO BELOW THAT WITH INVESTING.

IS THAT A LIQUIDITY ISSUE? WE CAN ALWAYS DECREASE THAT TO A DIFFERENT LEVEL IF YOU ARE MORE COMFORTABLE WITH THAT.

NO, I WOULD ASK.

YES, IT'S BASED OFF, YOU KNOW, WE CAN'T GO OUT MORE MORE THAN 12 MONTHS ANYWAY, BUT BASED OFF WHERE THE MARKET WAS IN THOSE INVESTMENTS AND LOOKING AT COMPARISONS, THAT'S HOW THEY WERE CHOSEN TO BE DONE IN THE CURRENT TIMES WE'RE IN WITH INTEREST RATES.

YEAH, I MEAN, I HAVE NO RECOMMENDATION TO CHANGE IT.

I JUST WONDERED IF BECAUSE OF THE LOW INTEREST RATE ENVIRONMENT, I MEAN, IS IT DOES THIS PIE CHART LOOK DIFFERENT THAN IT HAS IN THE PAST OR IS IT PRETTY MUCH THE SAME? I THINK IT'S PRETTY MUCH THE SAME.

I WILL TELL YOU THAT I LOOK JUST TODAY AND LIKE IF YOU LOOKED AT THE THE POOL THAT WE INVEST IN MOST COMMONLY, WHICH IS TEX POOL THEIR RATE IS .024 AND YOU WOULD HAVE TO GO

[00:05:05]

OUT BEYOND ALL OF 22 TO GET A SECURITY THAT WAS OVER .025.

YEAH. AND I'VE SEEN THAT JUST IN BANK CD PRICING AS WELL.

AGAIN, IT'S A GOVERNMENT INSURED INVESTMENT UP TO TWO HUNDRED AND FIFTY THOUSAND, AND YOU'VE GOT TO GO OVER TWO YEARS ALMOST RIGHT THERE TO GET ABOVE A POINT THREE RETURN IN MOST MARKETS.

SO AND SOME OF THEM ARE NOT EVEN QUOTING.

I MEAN, THEY DON'T EVEN HAVE A RIGHT QUOTED BECAUSE IT'S JUST SO LOW.

OK, THANK YOU. THANK YOU.

ANY OTHER QUESTIONS? TRUSTEES, IF YOU WOULD JUST TURN TO PAGE THIRTY ONE IN OUR BOOK, WHICH IS VERY INDICATIVE OF WHERE WE ARE RIGHT NOW AS A NATION WITH INTEREST RATES, AND YOU COULD LOOK AT THE PAUCITY OF REVENUES WE'VE RECEIVED VIA INTEREST AND ALL THE ACCOUNTS WE HAVE.

I WAS ABLE TO ATTEND A RECENT SEMINAR PUT ON BY ROBERT KAPLAN, WHO'S HEAD OF THE DALLAS FED. VERY INFLUENTIAL.

HE'S CALLED FOR AN END OF THE FED'S TAPERING PROGRAM, WHICH WOULD START INTEREST RATES COMING UP AGAIN.

VERY CONTROVERSIAL.

HE'S BEEN JOINED BY, I THINK, THE ST.

LOUIS FED POTENTIALLY WE'LL SEE.

BUT RIGHT NOW YOU CAN SEE WHAT IT'S DOING TO OUR REVENUES AND OUR PROJECTIONS FOR REVENUES IN THE FUTURE. SO IT'S AN IMPORTANT PAGE TO BE AWARE OF.

THANK YOU VERY MUCH. THANK YOU.

OK, LET'S GO TO ITEM D RECEIVE THE ANNUAL INVESTOR REPORT.

DR. RINGO. WHAT YOU HAVE BEFORE YOU TONIGHT AS AN INFORMATION ITEM IS THE ANNUAL INVESTMENT REPORT FOR 2021.

IN SUMMARY, THE REPORT THAT BEFORE YOU HAS THE FOLLOWING THE CHART ENTITLED THE GISD PORTFOLIO SUMMARY DETAILS THE HISTORICAL DATA OF OUR INVESTMENT PORTFOLIO BY MONTH AND INVESTMENT TYPE FOR THIS SCHOOL YEAR.

FOR THIS FISCAL YEAR, OUR ANNUAL YIELD TO MATURITY WAS ZERO POINT ONE ONE SEVEN.

AS A MONTHLY AVERAGE, OUR PORTFOLIO MAKEUP WAS SEVENTY EIGHT PERCENT, INVESTMENT IN GOVERNMENT POOLS IN 22 PERCENT INVESTED IN AGENCY SECURITIES.

AND YOU'LL REMEMBER FROM THE REPORT I JUST GAVE YOU AS OF JUNE 30TH, THE MAKEUP WAS A LITTLE BIT DIFFERENT. SIXTY SEVEN PERCENT IN INVESTMENT POOLS IN THIRTY THREE PERCENT IN AGENCY SECURITIES.

ALSO INCLUDED IN YOUR PACKET IS SOME HISTORICAL INFORMATION ON QUARTERLY AND ANNUAL YIELDS TO MATURITY AND THE INTEREST INCOME COMPARISON FOR PRIOR YEARS, WHICH, LIKE MR. GLICK SAID, IS GOOD REFERENCE POINT FOR YOU TO SEE WHERE WE ARE.

THE FINAL SPREADSHEET IS A COMPARISON OF THE AVERAGE MONTHLY INTEREST RATES OF OUR PORTFOLIO IN COMPARISON TO THAT OF THE 30 60 90 DAY TREASURY BILLS AND OTHER GOVERNMENT INVESTMENT FUNDS.

OUR MONTHLY AVERAGES EXCEEDED ALL THE COMPARISONS WITH THE ONE EXCEPTION OF THE TEXAS CLASS INVESTMENT POOL, WHICH HAS A 90 PERCENT INVESTMENT IN COMMERCIAL PAPER, SO IT EXCEEDED EVERYTHING EXCEPT THAT ONE.

IF YOU HAVE ANY QUESTIONS REGARDING THE ANNUAL REPORT, I'LL BE GLAD TO ANSWER THEM ANY QUESTIONS, MR. MILLER. WE DON'T.

WE DON'T DO COMMERCIAL PAPER, RIGHT? WE CAN DO COMMERCIAL PAPER IF WE WOULD LIKE OUR.

IT'S A VERY NARROW FIELD.

IT'S THE RATES WOULD BE SLIGHTLY BETTER.

BUT OF COURSE, THE RISK WOULD BE GREATER.

SO IT'S SOMETHING THAT WE COULD ALWAYS CONSIDER IF THAT'S SOMETHING THAT YOU WOULD PREFER. MR. MILLER JUST TO HIGHLIGHT, WE DO HAVE THOSE DISCUSSIONS AND WE'VE MET WITH SOME OTHER ENTITIES THAT DO PROVIDE INVESTMENTS.

BUT BASED OFF MARKET AND WHERE WE'RE AT AND COMPARISON WITH OTHER DISTRICTS, WE HAVE NOT DIVED INTO THAT AS MUCH JUST DUE TO THE CONCERN.

ALSO, WITH PFIA JUST FOR ANYBODY WATCHING THE PUBLIC FUNDS INVESTMENT ACT, WE ARE VERY REGULATED ON THESE INVESTMENTS AND NUMBER ONE IS PROTECT THE PRINCIPAL.

THE NUMBER TWO IS LIQUIDITY AND THE LAST THING THAT WE HAVE TO BE CONCERNED WITH UNDER THAT LAW IS INTEREST BECAUSE THEY WANT TO PROTECT THE TAXPAYER DOLLARS OF WHAT'S INVESTED . ANYWHERE ELSE. THANK YOU.

THANK YOU VERY MUCH. WE ALREADY DISCUSSED ITEMS E AND F IN THE PRIOR COMMITTEE MEETING.

IS THERE ANYBODY WANT TO CONTINUE ANY DISCUSSION ON E AND F? OK, IF NOT, WE'LL GO TO ITEM G.

RECEIVE TRANSPORTATION MANAGEMENT UPDATE, DR.

GARRETT.

MR. YOUNGKIN. THANK YOU.

YES, DR. GARRETT ACTUALLY HAD TO LEAVE FOR AN INCIDENT ON A FIGHT ON A BUS, WHICH HAPPENS OCCASIONALLY. AND SO SHE VOLUNTEERED TO GO TO THE SCENE.

I'M HERE TO MAKE A PRESENTATION.

SO CHAIRMAN GLICK, DR.

LOPEZ, DISTINGUISHED BOARD MEMBERS.

I'M HERE FOR THE.

WILL YOU ADJUST YOUR MIC UP A LITTLE BIT? YES, THANK YOU.

OK, SO THIS IS OUR UPDATE.

TALK ABOUT OPERATIONS.

WE ARE HAVE IMPROVED ON THESE NUMBERS JUST A LITTLE BIT FROM A DRIVER PERSPECTIVE.

THERE'S A NATIONAL DRIVER SHORTAGE.

[00:10:03]

WE NOW HAVE 17 VACANCIES, SO WE'VE MADE A LITTLE HEADWAY IN THE LAST FEW DAYS.

I WANTED TO ACTUALLY, IF I MAY READ TO YOU FROM A SURVEY THAT WAS DONE BY THE NATIONAL ASSOCIATION OF PEOPLE TRANSPORTATION AND A COUPLE OF OTHER RELATED ASSOCIATIONS, THE NUMBER OF RESPONDENTS WAS FIFTEEN HUNDRED NATIONALLY, EVERY REGION OF THE COUNTRY IS CURRENTLY ALTERING TRANSPORTATION SERVICE DUE TO COVID, BOTH FROM THE STANDPOINT THAT IT'S AFFECTING THE POPULATION, THE STUDENT POPULATION, AS WELL AS THE DRIVER POPULATION.

FIFTY ONE PERCENT OF RESPONDENTS DESCRIBED THEIR DRIVER SHORTAGE AS SEVERE OR DESPERATE.

ROUGHLY THREE QUARTERS OF RESPONDENTS ALSO INDICATED THE SCHOOL BUS DRIVER SHORTAGE IS GETTING MUCH WORSE OR A LITTLE WORSE.

ROUGHLY TWO THIRDS OF THE RESPONDENTS INDICATED THE BUS DRIVER SHORTAGE IS THEIR NUMBER ONE PROBLEM OR CONCERN.

SO THIS IS NOT JUST IN GARLAND, TEXAS, BUT IT'S ALL OVER THE COUNTRY.

AND WE HAVE SUCH A DEDICATED GROUP OF WORKERS IN THE TRANSPORTATION DEPARTMENT THAT ARE WORKING LITERALLY OVERTIME, DAY IN AND DAY OUT TO GET ALL OF OUR STUDENTS TO SCHOOL, WHICH IS OBVIOUSLY OUR MISSION AND MOST IMPORTANT THING FROM ACCOMPLISHMENTS DURING THE TIME RIGHT BEFORE SCHOOL STARTED AND THEN AFTER SCHOOL STARTED IN AUGUST, WE TOOK OVER 12000 PHONE CALLS IN THAT FOUR WEEK PERIOD.

A VAST MAJORITY OF THESE CALLS HAD TO DO WITH WHAT'S MY STUDENTS ROUTE NUMBER, WHICH IS AVAILABLE ON SKYWARD.

AND ALSO, I WANT TO CHANGE MY STOP, AND IT'S ONLY THE FIRST OR SECOND DAY OF SCHOOL.

WE ROUTED TWENTY TWO THOUSAND ELIGIBLE STUDENTS.

WE HAVE SOMEWHERE BETWEEN 12 TO FOURTEEN THOUSAND STUDENTS RIDING ON A DAILY BASIS.

WE ALSO GOT THROUGH OUR SUMMER PREVENTATIVE MAINTENANCE PROGRAM ON OVER THREE HUNDRED BUSSES. AND IT JUST KIND OF AN INTERESTING INDICATOR I THINK ENCOMPASSES OUR ROUTING SYSTEM, AND WE HAD OVER 10000 CHANGES.

NOW, SOME OF THOSE CHANGES, ABOUT 20 PERCENT OR LESS, 15 TO 20 PERCENT HAD TO DO WITH PEOPLE THAT WERE ACTUALLY DROPPED OUT OR DELETED FROM SKYWARD.

SOME OF THE FIRST WEEK AND FIRST DAY CHALLENGES WE HAD.

BESIDES, WE ALWAYS HAVE THIS.

WE HAVE HIGH VOLUME TRAFFIC AT ALL OUR SCHOOLS JUST ABOUT ALL THE TIME.

BUT THE FIRST WEEK IS ESPECIALLY CHALLENGING AND I HAVE A PICTURE HERE OF DICKENS ROAD.

I'M STANDING IN THE MIDDLE OF THE DICKENS ROAD, LOOKING TOWARDS DUCK CREEK IN FRONT OF BRANDENBURG MIDDLE SCHOOL.

AND AS YOU CAN SEE, WAY BACK IN THIS LINE OF TRAFFIC IS THE SECOND SCHOOL BUS THAT'S TRYING TO GET INTO THE SCHOOL.

SO OBVIOUSLY, SAY ALL THE OTHER 17 ROUTES, EXCEPT FOR ONE ROUTES, THEY WERE LATE THAT DAY PICKING UP AT THE SCHOOL AND THEREFORE ONCE THEY'RE LATE PICKING UP, OBVIOUSLY THEY'RE LATE DELIVERING.

A COUPLE OF THINGS WE HAVE HEARD IS THE PARENTS ARE CONCERNED ABOUT COVID, OR AT LEAST WERE THE FIRST MONTH OF SCHOOL.

THE OTHER THING THAT HAPPENED THE FIRST DAY OF SCHOOL, WHICH WAS UNFORTUNATE FOR US, IS THAT IT RAINED BOTH MORNING AND AFTERNOON.

SO A LOT OF THE PARENTS THAT LIVE IN THE WALK ZONE TOOK THEIR STUDENTS TO SCHOOL, AND SO THAT JUST EXACERBATED THE PROBLEM.

THE OTHER REAL CHALLENGE WE HAVE IS THE CHANGE IN THE SCHOOL SCHEDULE HAS REDUCED THE NUMBER OF ACTUAL WORK DAYS WE HAVE TO ROUTE THOSE TWENTY TWO THOUSAND STUDENTS ACTUALLY SEVEN WEEKS IS IS REALLY FIVE WEEKS WHEN YOU TAKE IN CONSIDERATION, WE TRY TO GET FINISHED TO GET PUSHED OUT THE INFORMATION TO THE STUDENTS ONE WEEK BEFORE SCHOOL.

AND THEN WE ALSO HAD THE JULY HOLIDAY.

THE OTHER KIND OF A TYPICAL THING WE GET AND THIS IS.

WHERE WE CAN, I THINK, IMPROVE OUR COMMUNICATION GOING FORWARD OF WHAT OUR POLICIES ARE, THEY'RE ACTUALLY PUBLISHED, BUT THEY'RE KIND OF IN THE DETAIL.

SO WE'RE GOING TO DO A BETTER JOB IN THE FUTURE.

BUT THE STUDENTS WANT OR THE PARENTS HAVE GOTTEN SO USED TO HAVING THESE CORNERS STOPS THAT THEY WANT THE CLOSEST ONE TO THEIR HOUSE.

AND THEY MAY BE IN A SITUATION WHERE FOR THREE, TWO OR THREE OR FOUR YEARS, THAT STOP MAY HAVE BEEN THE CLOSEST ONE TO THE HOUSE.

BUT YOU KNOW, THE STUDENT MAKES CHANGES.

PEOPLE MOVE ON OR WE ADD ADDITIONAL STUDENTS.

SO SOMETIMES THE STOP LOCATION WILL CHANGE.

AND BUT IT'S STILL WITHIN THE ALLOWED WALKING DISTANCE, AND IT'S SO THAT WE CAN OPTIMIZE

[00:15:02]

OUR ROUTING AND TO REDUCE THE NUMBER.

THE MORE STOPS YOU HAVE AND THE FARTHER YOU GO, THE MORE TIME IT TAKES TO ACTUALLY DELIVER THE STUDENTS TO SCHOOL.

SO SOME IMMEDIATE SOLUTIONS THAT WE IMPLEMENTED IS WE ACTUALLY HAD SOME OF THE SCHOOLS, WE SENT THE BUSSES OUT, ESPECIALLY IN THE AFTERNOON, TO GET TO THE SCHOOL A LITTLE BIT EARLIER TO GET AHEAD OF THE PARENT TRAFFIC SO THAT WE COULD ACTUALLY GET INTO THE SCHOOL AND GET POSITIONED TO PICK UP THE STUDENTS.

WE SPLIT SOME OF OUR HIGH DENSITY ROUTES.

WE REALLY JUMPED ON OUR COMMUNICATION QUITE HEAVILY, ESPECIALLY ON TWITTER.

WE HAVE DAILY COMMUNICATED VIA TWITTER AND SOME ON FACEBOOK.

WHEN WE HAVE DELAYS OR EXTREMELY LONG DELIVERY TIMES, WE'RE ABOUT TO COMPLETE THE COMPASS MIGRATION OF A ROUTING SYSTEM, WHICH WILL HAPPEN IN ABOUT THREE WEEKS, AND THAT WILL HELP US.

AT THE BEGINNING OF THE YEAR WE, AS WE SAID, WE ROUTED ALL THE STUDENTS.

AFTER THREE OR FOUR WEEKS WE KIND OF FIGURE OUT WHO'S GOING TO RIDE THE BUS AND WHO'S NOT GOING TO RIDE THE BUS. SO WE GO IN AND DELETE THE STOPS ON THOSE ROUTES, AND THAT OBVIOUSLY REDUCES THE RIDE TIME.

SO LONG TERM SOLUTIONS? WELL, WE WOULD LIKE TO INCREASE OUR CALL CENTER CAPACITY, BOTH WITH PEOPLE AND EXTENDING IT A COUPLE OF WEEKS.

WE ARE GOING TO TALK ABOUT WAYS THAT WE CAN HANDLE THE VOLUME OF CALLS.

WE WERE ABLE TO ANSWER A NUMBER OF CALLS AS YOU SAW THE STATISTICS, BUT WE MISSED A LOT OF CALLS AND WE WERE NOT EVEN ABLE TO TAKE THEIR INFORMATION DOWN TO CALL THEM BACK IF THEY COULDN'T GET THROUGH.

AS I SAID, WE'RE GOING TO RAMP UP OUR SCHOOL COMMUNICATIONS.

WHAT ARE THE THINGS THAT WE'RE GOING TO DO, WHICH WE HAVEN'T HAD IS WE'RE IMPLEMENTING AND HAVE ALMOST ACTUALLY COMPLETED DEVELOPING A SCHOOL BUS REGISTRATION SYSTEM AND TEMPLATES THAT'S GOING TO BE INTEGRATED INTO THE OTHER SCHOOL PROGRAM REGISTRATION SO THAT WE CAPTURE WHO IS ACTUALLY GOING TO RIDE THE BUS AND ONLY ROUTE STUDENTS THAT HAVE INDICATED THEY PLAN TO.

SO THAT WILL REQUIRE A LOT OF COMMUNICATION UP FRONT.

WE HOPE TO PILOT THAT REGISTRATION IN THE WINTER INTERCESSION AND BE READY FOR NEXT SCHOOL YEAR. WE'RE WORKING WITH THE CAMPUSES ON TRAFFIC FLOW.

AND OF COURSE, THE THING THAT WE HAD SOME INTEREST IN PEOPLE ASK ABOUT WAS WHAT ABOUT A PARENT APP? WELL, THAT WOULD THAT WOULD SAVE HUNDREDS OR THOUSANDS OF CALLS WHEN WE GET THAT APP IMPLEMENTED.

SO COMING TALKING ABOUT TECHNOLOGY.

LAST TIME, I PRESENTED A LITTLE BIT OF MORE DETAIL ABOUT THIS, BUT WE ARE ABOUT TO COMPLETE OUR CURRENT ROUTING SYSTEM MIGRATION TO THE CLOUD, WHICH PUT US ON THE LATEST VERSION, BETTER ROUTING TOOLS, MORE PRODUCTIVITY AND THEN THESE OTHER CAPABILITIES, ESPECIALLY THE STUDENT TRACKING AND THE PARENT APP OF THE WEB PORTAL.

IF WE'RE ABLE TO STAY WITH THE VENDOR WE HAVE NOW AND HAVING ONE VENDOR SOLUTION, WE SHOULD BE ABLE TO GET THROUGH THE ACQUISITION PROCESS AND IMPLEMENTATION AND HAVE THIS WORKING BEFORE OR AT THE BEGINNING OF THE SCHOOL YEAR NEXT YEAR.

SO I HOPE TO HAVE A PROPOSAL FOR YOU, PROBABLY IN NOVEMBER.

ANY QUESTIONS? ANYBODY HAVE ANY QUESTIONS? MR. MILLER.

THANK YOU. ONE OF THE THINGS I WAS GOING TO INQUIRE ABOUT.

I HAVE NO IDEA HOW PRACTICAL IT IS, BUT THERE WAS A TIME FLYING A CERTAIN UNNAMED AIRLINE THAT MY LUGGAGE BECAME LOST FOR OVER A WEEK.

AND WHEN IT WAS FINALLY FOUND ON THE WEST COAST AND SHIPPED BACK TO ME, IT WAS PUT ON A TRUCK AND I WAS GIVEN A TEXT OR A LINK THAT I COULD GO ON AND FOLLOW WHERE MY LUGGAGE WAS AND WHEN IT WOULD APPROXIMATELY ARRIVE.

IT WOULD SEEM TO ME THAT SOME KIND OF TRACKING SYSTEM THAT PARENTS RATHER THAN CALL AND CLOG UP BECAUSE REALLY ALL THEY WANT TO KNOW IS WHERE IS MY KID AND WHAT TIME WILL THEY BE HERE OR WHERE IS THE BUS AND WHAT TIME WILL IT PICK THEM UP? SO THAT IS WHAT THE PARENT APP DOES.

OK, WE I MEAN, WE HAVE GPS TODAY AND THROUGH OUR SUNOVIA GPS SYSTEM, WE CAN GO IN AND OBVIOUSLY SEE WHERE THE BUSSES ARE.

AND WE DO. BUT WHEN THE PARENTS GET THE APP, THEY'LL BE ABLE TO ACTUALLY SEE THE THE LOCATION OF THE BUS AND AN ESTIMATED TIME OF ARRIVAL.

THE OTHER THING THAT CAUSES A LOT OF, YOU KNOW, PHONE CALLS AND COMMUNICATION IS THEY

[00:20:06]

WANT TO KNOW IF THEIR STUDENT, YOU KNOW, MADE IT TO SCHOOL OR MADE IT HOME.

WELL, THIS APPLICATION WILL HAVE THE ABILITY FOR THE PARENTS.

I MEAN, IT'S SELF MANAGED TO SET UP NOTIFICATIONS AND BOTH THE PARENT AND THE STUDENT CAN GET NOTIFICATIONS, BUT IT WILL SEND THE PARENT A NOTIFICATION THAT THE STUDENT WAS DELIVERED. SO YES, THAT'S PART OF THE PACKAGE THAT WE'RE TALKING ABOUT.

AND AS I STATED, IF WE WERE ABLE TO GO WITH THE CURRENT SOFTWARE VENDOR WE HAVE WHO HAS PROVIDES ALL THE CAPABILITY IN ONE WITH ONE VENDOR, THEN WE'LL GET THAT CAPABILITY.

ANY OTHER QUESTIONS? SEVERAL OF US PARTICIPATED IN THE LABOR DAY PARADE.

YES, SIR. AND THE DRIVER THAT I HAD INDICATED THAT EVEN YOU ARE DRIVING A BUS.

YES, YES, SIR. I HAVE BEEN.

WHICH I THINK TELLS US MORE THAN ANYTHING ELSE THE SHORTAGE WE HAVE IN DRIVERS.

THE THING THAT IT'S KIND OF A COMBINATION THING THAT WE'RE SHORT DRIVERS.

SO THERE'S A DRIVER SHORTAGE.

BUT WE ALSO HAVE A NUMBER OF PEOPLE WHO HAVE EITHER.

THEY'RE OUT WITH COVID OR THEY'RE OUT WITH PERSONAL.

YOU KNOW, WE HAVE A SORT OF AN OLDER WORKFORCE.

SO WE DO HAVE MEDICAL ISSUES, SURGERIES AND THAT SORT OF THING.

SO THAT'S THE SITUATION.

IT'S THE REAL WORLD ON THE GROUND AT THE MOMENT.

WELL, THANK YOU VERY MUCH.

OKAY. ANY OTHER QUESTIONS? OK, LET'S GO TO ITEM H, RECEIVE INFORMATION ON STUDENT CONTENT FILTERING THAT'S GOING TO BE MR. YEAGER BEFORE HE STARTS.

THERE WAS AN ARTICLE ON SUNDAY THIS PAST SUNDAY IN THE DALLAS MORNING NEWS.

IT WAS THE FRONT PAGE OF THE MAIN SECTION AND THE TITLE WAS SCHOOLS MONITOR STUDENTS ONLINE AND MANY, MANY DISTRICTS WERE MENTIONED.

WE WERE NOT MENTIONED, BUT I SPOKE TO THE SUPERINTENDENT AND DR.

RINGO AND MR. YEAGER ABOUT IT. ONE OF THE THINGS THAT IS INDICATED FOR THE MONITORING, I'LL JUST READ A PARAGRAPH IT SAYS THAT DETECTS THE ONLINE ACTIVITIES OF CHILDREN WHO ARE AT RISK OF COMMITTING SELF-HARM OR EXTREME VIOLENCE TO OTHERS, WHICH IS ONE OF THE MAIN REASONS THAT DISTRICTS USE THIS TYPE OF MONITORING.

MATTER OF FACT, JUST LAST WEEK IN THE PAPER, THERE WAS AN ARTICLE ABOUT TWO MIDDLE SCHOOL STUDENTS IN FLORIDA WHO WERE PREPARED AND HAD THE WEAPONS TO COMMIT MAYHEM IN THEIR SCHOOL. SO THAT'S THE TYPE OF THING THAT WE HAVE TO GUARD AGAINST.

SO WITH THAT MR. YEAGER. GOOD EVENING, MR. GLICK. THERE YOU GO.

BOARD OF TRUSTEES, DR. LOPEZ.

YES. SO TODAY'S KIND OF AN OPEN DISCUSSION, A LITTLE BIT ABOUT WHAT WE'RE DOING.

SO I WANTED TO KIND OF BRING BACK WHY WE DO CONTENT FILTERING A LITTLE BIT AND THEN WE CAN DISCUSS WHAT OUR WHAT WE'RE DOING CURRENTLY TO REVIEW WHAT'S GOING ON WITH OUR STUDENTS. AND OBVIOUSLY, YOU KNOW, WE SAY THIS OVER AND OVER AGAIN.

YOU KNOW, STUDENTS OR STUDENT SAFETY IS OUR NUMBER ONE PRIORITY.

SO WE DO EVERYTHING WE CAN TO MAKE SURE STUDENTS REMAIN SAFE IN THE CLASSROOM AND ONLINE.

AND THEN I ACTUALLY JUST PUT A LINK HERE FOR WE DO SHOW OUR GISD POLICIES ONLINE.

SO ALL OF OUR POLICIES, INCLUDING OUR CIPA, BOARD POLICY CQ LEGAL AND LOCAL, AS WELL AS OUR STUDENT CODE OF CONDUCT HANDBOOK AND ACCEPTABLE USE POLICY THAT GOVERN THE WAY WE DO OUR CONTENT FILTERING ARE ALL POSTED ONLINE ON THIS ON THIS WEB LINK.

SO WHAT WE DO, WHAT OUR SAFETY MEASURES ARE CURRENTLY SO WE DO INTERNET CONTENT FILTERING AND MONITORING, SO WE BLOCK ALL CIPA RELATED AND INAPPROPRIATE WEB CATEGORIES LIKE PORNOGRAPHY, SELF-HARM, THINGS LIKE THAT, SO THEY CAN'T SEARCH IT SAYS BLOCKED FROM OUR INTERNET. WE ALSO LIMIT ACCESS TO NON INSTRUCTIONAL WEBSITES.

SO BASED ON AGE APPROPRIATENESS, ELEMENTARY, MIDDLE SCHOOL, HIGH SCHOOL TYPE OF CONTENT, WHICH INCLUDES SOME SOCIAL MEDIA AT CERTAIN GRADE LEVELS.

AND THEN WE ALSO MONITOR LOG IN AND PERIODICALLY REPORT TO SECURITY AND CAMPUS ADMINISTRATION, INAPPROPRIATE OR HARMFUL WEB SEARCHES ON ALL GISD DEVICES AND ACCOUNTS THAT WE OWN. WE ALSO DO DEVICE MANAGEMENT, WHICH IS CENTRALIZED DEVICE MANAGEMENT, WHICH IS OUR USER ACCOUNTS, APPLICATION DEPLOYMENT, SYSTEM UPDATES WITH THEIR DEVICE MANAGEMENT. WE ALSO DO SYSTEM AND ACCOUNT MANAGEMENT, WHICH OUR MONITORING LOG ACTIVITY OF OUR GISD NETWORK AND THE EMAIL ACCOUNT.

SO ALL EMAIL ACCOUNTS ARE MONITORED AND ALL INTERNET TRAFFIC AND NETWORK TRAFFIC IS MONITORED FROM LOGIN ATTEMPTS.

[00:25:01]

AND WE ALSO MONITOR AND REPORT PERIODICALLY EMAIL ACTIVITY BASED ON REQUESTS.

ONE OF THE THINGS WE DO THAT IS ABOVE AND BEYOND JUST OUR CONTENT FILTERING IS WE AND THIS IS PART OF THE SECURITY TEAM.

DR. GARRETT HAD TO STEP OUT, BUT THE SECURITY TEAM DOES THE ANONYMOUS ALERTS.

I DON'T KNOW IF WE'VE THEY DID A PRESENTATION ON THAT, BUT ANONYMOUS ALERTS IS SEE SOMETHING SAY SOMETHING.

AND SO THAT KIND OF GOES ABOVE AND BEYOND JUST OUR STANDARD MONITORING OF INTERNET TRAFFIC AND WEB SEARCH LOGS.

AND THAT'S MORE OF THE SOCIAL MEDIA SIDE.

SO IF KIDS ARE SEEING WHAT'S HAPPENING ON KIDS ARE POSTING ON SOCIAL MEDIA, WE'RE ENCOURAGING THEM TO SAY SOMETHING THROUGH OUR ANONYMOUS ALERTS APPLICATION ONLINE AND THIS IS POSTED ON OUR WEBSITE FOR STUDENTS TO DO THAT.

OTHER THAN THAT, WE HAVE NOT MOVED FORWARD WITH ANY OTHER SOFTWARE THAT DOES ANY SOCIAL MEDIA MONITORING.

WE DO NOT GO OUT THERE AND ACTUALLY LOOK AT WHAT OUR PUBLIC POST AND WHAT ACTIVITY THEY'RE SAYING BASED ON SELF HARM.

VARIOUS TOPICS THAT WE'RE TALKING ABOUT ON THAT, THAT DALLAS MORNING NEWS ARTICLE, WE DO NOT CURRENTLY OFFER THAT SOLUTION RIGHT NOW.

THERE ARE VARIOUS THINGS WE CAN LOOK FORWARD TO GOING FORWARD ON HOW WE CAN ADDRESS SOME OF THOSE CONCERNS THAT WE HAVE.

IT OBVIOUSLY WOULD BE A BUDGET IMPACT, AS WELL AS A PERSONAL IMPACT TO MAKE SURE WE MONITOR AND SUPPORT THOSE THOSE NEEDS IF WE GO FORWARD WITH THIS.

ANYBODY HAVE ANY QUESTIONS? MS. STANLEY. IS THIS SOMETHING NEW? BECAUSE LAST YEAR, WITH THE PERSONAL DEVICES, THERE WAS NO WEBSITE BLOCKING OR ANY OF THAT STUFF.

WEBSITE BLOCKING.

THERE'S SOMETHING NEW THAT YOU WERE DOING OR IS IT JUST HAPPENING? SO WITH THE DEVICES THAT GO HOME WITH KIDS, DO WE DO THIS WEBSITE BLOCKING THAT YOU'RE? AND I SAY THAT BECAUSE ELLIE WOULD GO TO DATING WEBSITES AND MANY INAPPROPRIATE WEBSITES.

SO THROUGH OUR DEVICES, WE MONITOR OUR GISD DEVICES ONLY.

SO IF WE'RE USING A PERSONAL LAPTOP.

IT WAS THE GISD CHROMEBOOKS AND MANY OF HER FRIENDS AS WELL.

SO THAT'S WHY I WAS ASKING IF THIS IS NEW, I DON'T KNOW THIS YEAR, BUT LAST YEAR IT WAS A PROBLEM. WELL, IF YOU CAN LET US KNOW ON WHICH EXACTLY THOSE ARE BECAUSE THE INTERNET'S GROWING. SO THERE'S NEW THINGS POPPING UP ALL OVER THE PLACE.

AND SO BASED ON OUR CONTENT FILTERING, IT'S KEPT BY CATEGORY.

SO DATING IS ONE OF THE CATEGORIES THAT WE DO BLOCK.

SO IF THERE IS ONE THAT'S OUT THERE AND PEOPLE ARE GETTING TO, WE NEED TO KNOW SO WE CAN BLOCK IT. SO WE ARE ACTIVELY MONITORING WHAT SITES ARE AVAILABLE AND WE CAN ACTIVELY BLOCK THOSE INDEPENDENTLY AND WE CAN ACTUALLY ACTIVELY UNBLOCK THEM IF THERE'S IF IT'S INSTRUCTIONAL, SOMEONE DEEMS IT AS AN INSTRUCTIONAL NEED AND IT IS CURRENTLY BLOCKED.

WE CAN GO AND UNBLOCK IT AS WELL.

SO THEN HOW DO WE BLOCK THE YOUTUBE AND INAPPROPRIATE YOUTUBE AND TIK TOK AND THINGS LIKE THAT? SO THOSE WERE THINGS THAT WERE VERY RAMPANT AS WELL.

YEAH. AND I'M GOING TO TELL YOU RIGHT NOW, THE INTERNET HAS A LOT OF RAMPANT, INAPPROPRIATE, HARMFUL MATERIAL THAT'S CONSTANTLY BEING USED OUT THERE AND CONSTANTLY BEING ADDED TO THE INTERNET, AND WE ACTIVELY TRY TO MONITOR AND BLOCK AS MUCH AS WE CAN.

YOUTUBE IS A VERY STICKY ONE BECAUSE INSIDE YOUTUBE, SO ON OUR END, WE CAN BLOCK YOUTUBE AND THERE'S A SAFE SEARCH WE CAN PUT ON FOR SAFE SEARCH, BUT THAT'S UP TO YOUTUBE'S SAFE SEARCH CRITERIA.

AND SO IF SOMETHING IS DEEMED HOW THEY CATEGORIZE ALL THEIR VIDEOS, SO I COULD BE, YOU KNOW, MR. YEAGER WALKING AROUND, I CAN TITLE IT HOWEVER I WANT, BUT THE CONTENT INSIDE OF THAT VIDEO COULD BE INAPPROPRIATE.

DOES THAT MAKE SENSE? SO THAT'S WHERE WE HAVE TO GO, VISUALIZE, SEE AND BLOCK IT BASED ON THOSE VIEWS.

AND SINCE WE USE YOUTUBE SO MUCH IN OUR CURRICULUM, WE OPEN UP THE GATE OF THE YOUTUBE FOR FREE ROAM OF VERY INAPPROPRIATE CONTENT.

YEAH, AND THERE IS A COMMITTEE THAT THAT WHEN A SITE NEEDS TO BE UNBLOCKED BASED ON INSTRUCTIONAL PURPOSES, THEY SUBMIT IT.

AND WE ACTUALLY GO THROUGH A COMMITTEE, A GROUP OF PEOPLE THAT ACTUALLY MONITOR AND LOOK AT THOSE WITH THE ADMINISTRATION CAMPUS ADMINISTRATION TO DEEM IT ACCEPTABLE FOR INSTRUCTION. AND THERE'S OTHER WAYS TO GO BACKWARDS WHERE WE CAN BLOCK IT AS WELL.

WHERE DO WE POST WHERE PARENTS CAN TURN IN INAPPROPRIATE SITES IF THEY SEE THEIR KIDS USING IT? LIKE AS A PARENT, I DIDN'T KNOW THERE WAS A PLACE FOR ME TO LET YOU KNOW THAT SITES ARE BEING ACCESSED.

WE USUALLY GO THROUGH THE CAMPUS TEXT, SO NOW THE STUDENTS ARE ON SITE.

WE GO THROUGH THE CAMPUS TEXT AND THEY'LL SUBMIT THAT BLOCK NOTICE AND THEN WE WILL INSTANTLY BLOCK IT BASED ON THAT SUBMISSION.

SO A PARENT WOULD JUST NOTIFY THEIR CAMPUS TEACHER.

YES. YES, MA'AM. THANK YOU.

MR. JOHNSON. THANKS, MR. YEAGER, FOR THE PRESENTATION.

THIS POLICY THAT WE'RE TALKING ABOUT IS IT SIMPLY, I MEAN, IT LOOKS LIKE YOU HAVE

[00:30:04]

OBVIOUSLY THE CONTENT FILTERING MONITORING THAT'S BLOCKING WHAT COMES IN.

IT'S KIND OF LIKE PUTTING UP A WALL TO KEEP THE KIDS FROM SEEING THE CONTENT, BUT I NOTICED THE SYSTEM ACCOUNT MANAGE WHEN YOU SAY MONITOR, LOG IN ACTIVITY, MONITOR OR LOG IN PERIODICALLY REPORT EMAIL ACCOUNT ACTIVITY, I'M ASSUMING THAT ALSO INCLUDE INTERNET SITE ACTIVITY. IF IT BASICALLY IF IT'S SOMETHING KIDS ARE SMART, THEY WORK AROUND THE BLOCKS AND THINGS LIKE THAT. THAT IS THIS BEING STUFF THAT WOULD BE REPORTED TO LIKE THE NORTH TEXAS FUSION CENTER.

NO, WE WE BASICALLY INTERNALLY BLOCK IT BASED ON OUR CONTENT FILTERING, SO WE HAVE A CONTENT FILTERING SOFTWARE THAT MANAGES THE CIPA CATEGORIES AND WE CAN GO IN THERE AND CHECK AND ADD TO AND ADD THE URL, THE EXACT URL THAT SO AND BLOCK IT SPECIFICALLY.

SO WE'RE GOING IN THERE. THERE'S A LAUNDRY LIST OF THINGS THAT WE'RE ACTIVELY ADDING AND TAKING OFF BASED ON THE STRUCTURAL NEED WITHIN THE DISTRICT.

IS BUT NOTHING THAT WE'RE DOING RIGHT HERE IS BEING SHARED WITH LAW ENFORCEMENT OR OTHER AUTHORITIES. NOT UNTIL THERE'S AN ACTIVE CASE NEEDED.

SO IF THERE IS AN ACTIVE CASE AND THEY REQUEST INFORMATION, THEY GO THROUGH THE SECURITY DEPARTMENT TO REQUEST THAT INFORMATION.

OK. SO BECAUSE I ACTUALLY DID A TOUR OF THE NORTH TEXAS FUSION CENTER, IT'S FASCINATING PLACE. NO ONE KNOWS WHAT IT IS, HARDLY, BUT THEY'RE CONSTANTLY MONITORING FROM ALL THESE DIFFERENT AGENCIES AND SCHOOLS ARE ONE OF THE MAIN ONES THREATS AND CONSTANT THREATS, AND ESPECIALLY WITH RESPECT TO POTENTIAL SCHOOL SHOOTINGS AND THINGS OF THAT NATURE.

SO I WAS WONDERING IF THIS WAS A TOOL THAT ASSISTS THEM IN ANY WAY.

DOESN'T SOUND LIKE THAT'S REALLY KIND OF THE INTENT.

IT'S MORE OF A KIND OF A FILTERING PROCESS.

CORRECT? CORRECT.

ALL RIGHT. THANKS. AND WE WORK CLOSELY WITH THE SECURITY DEPARTMENT.

SO, YOU KNOW, WE HAVE PAT LAMB'S SECURITY TEAM AND THEY ACTUALLY GET THESE PERIODIC REPORTS OF ACTIVITY.

SO IF SOMEONE IS CONSTANTLY EVEN IF IT GETS BLOCKED AND THEY'RE CONSTANTLY SEARCHING SUICIDE, SELF-HARM, PORNOGRAPHY AND THEY'RE DOING THAT, THEY'RE GETTING REPORTED.

OK, SO WE'RE ACTIVELY REPORTING THAT AND THEY'LL GO TALK TO THE CAMPUS ADMINISTRATION AND ADDRESS THAT DIRECTLY WITH THE STUDENT AND FAMILY.

YOU KNOW, THE TECHNOLOGY DEPARTMENT DOESN'T DO THAT OTHER THAN JUST REPORT THE ACTIVITY THAT'S HAPPENING. AND THEN IT COMES BACK TO US AND SAY, HEY, WE HAVE AN INSTANCE WHERE WE SAW THIS AND WE GET REPORTED BACK TO US AND THEN WE BLOCK IT BASED ON THE APPROPRIATE SECURITY MEASURES GOING FORWARD WITHIN OUR DISTRICT.

AND I WILL SAY THE BIGGEST PROBLEM AND THE BIGGEST CONCERN IS IMAGES, YOU KNOW, AND HOW THEY TITLE IT. IT'S JUST LIKE WITH ANY IMAGE, YOU KNOW, I ALWAYS USE THIS AS A DOOR, YOU KNOW, BACK IN THE DAY, YOU USED TO NOT HAVE TO LOCK YOUR DOORS, OK? BUT NOW YOU HAVE TO.

THE PROBLEM IS OUR HOUSE STILL HAS WINDOWS, OK? AND I USE THAT AS A WEIRD WAY OF SAYING THAT BECAUSE YOU CAN STILL SEE THROUGH THINGS EVEN THOUGH THEY'RE BLOCKED.

SO GOOGLE IMAGES AND THINGS LIKE THAT ARE VERY BIG BECAUSE THEY'RE JUST LIKE WITH HACKERS AND VERY SMART, SOPHISTICATED PEOPLE.

THEY'RE WANTING TO GET THEIR IMAGES OUT ON THE INTERNET.

SO IT IS A VERY IT NEEDS TO BE VERY SECURE AS MUCH AS POSSIBLE AS WE CAN.

BUT WE ALSO HAVE TO UNDERSTAND THAT WE'RE TRYING TO TEACH, YOU KNOW, SO WE CAN'T BLOCK IT TO A BRICK WALL WHERE WE CAN'T LEARN, WE CAN'T DO RESEARCH.

DOES THAT MAKE SENSE? SO WE'VE GOT TO WE'RE TRYING TO FIND THAT HAPPY MEDIUM TO MAKE SURE THAT WE'RE DOING EVERYTHING THAT WE CAN TO MAKE SURE THAT STUDENTS DON'T GET ACCESS TO INAPPROPRIATE INFORMATION OR HARMFUL INFORMATION, BUT ALSO ALLOW THEM TO EXPLORE, BE CREATIVE, BE INNOVATIVE, DO THEIR RESEARCH AND SO ON.

OK, ANY OTHER QUESTIONS? THANK YOU VERY MUCH, SIR. ALL RIGHT.

LET'S GO TO ITEM I REVIEW JULY 2021 TAX REPORT.

OH, COOPER IS NOT HERE, I ASSUME.

OK. WOULD YOU THANK HER FOR GETTING US THE INFORMATION ON PROPERTY WEALTH THAT I HAD ASKED FOR AT THE LAST COMMITTEE MEETING.

DR. LOPEZ FURNISHED THAT WHAT WAS INTERESTING ABOUT THE REPORT SHE SENT US WAS WE TALK ABOUT PROPERTY, WEALTHY DISTRICTS, PROPERTY POOR DISTRICTS.

PLANO, WHICH HAS ABOUT THE SAME NUMBER OF KIDS THAT WE DO MAYBE A LITTLE LESS, IS TWO AND A HALF TIMES WEALTHIER THAN WE ARE.

KIND OF FRIGHTENING JUST THINK ABOUT THAT.

MR. BEACH WAS KIND ENOUGH TO REFERENCE AN AWARD YOU JUST WON.

I'D LIKE TO JUST READ IT. I THINK IT'S THAT IMPORTANT AND THE HONOR YOU RECEIVED.

THIS CONFERENCE IS DESIGNED TO BRING TOGETHER CORPORATE EXECUTIVES, MANAGERS, ESTABLISHED BUSINESSMEN, DISTINGUISHED BUSINESS LEADERS, INCLUDING YOUNG PROFESSIONALS AND ELECTED OFFICIALS, TO EXPAND AND GO BEYOND THEIR KNOWLEDGE BY CHALLENGING ISSUES AND CONCERNS AND COUNTED IN TODAY'S BUSINESS WORLD.

MR. MARK BOOKER, THE EXECUTIVE FOR GISD, WAS AWARDED THE PROCUREMENT DIRECTOR OF THE YEAR. HE WILL BE RECOGNIZED AT THE EXPAND BUSINESS MEN'S CONFERENCE ON SEPTEMBER 24TH, 2021. MR. BOOKER IS A PROCUREMENT LEADER, AND LET ME EMPHASIZE THAT MR. BOOKER IS A PROCUREMENT LEADER, AS WE HAVE SEEN FOR MANY, MANY YEARS.

HIS LEADERSHIP IS AN ASSET TO SUPPORTING THE STUDENTS AND PERSONNEL OF GARLAND ISD AS HE'S BEEN IN GARLAND ISD FOR TWENTY ONE YEARS.

AS A RESULT OF MR. BOOKER'S LEADERSHIP IN THE PROCUREMENT FIELD, THE GARLAND ISD IS ONLY ONE OF SEVEN DISTRICTS TO RECEIVE THE CONTRACTS AND PROCURE AND TRANSPARENCY STAR.

AND WE'VE KNOWN ABOUT THAT AND CONGRATULATIONS ON THAT TOO.

HE MOTIVATES HIS TEAM AND PERSONNEL.

HE COMES INTO CONTACT WITH BUILDS A SENSE OF PURPOSE TO SUPPORT DISTRICT OPERATIONS AND IS OFTEN ASKED TO LEAD TRAINING FOR OTHER PROCUREMENT PROFESSIONALS FOR THE TEXAS ASSOCIATION OF SCHOOL BUSINESS OFFICIALS.

GREAT LEADERS KNOW THEIR TEAM GIVE CREDIT WHERE CREDIT IS DUE, INSPIRE OTHERS TO GROW, CARE ABOUT OTHERS AND A TRANSPARENT AND HOW THEY COMMUNICATE.

ALL OF THESE CHARACTERISTICS DESCRIBE MARK BOOKER.

WE ARE EXCITED HE EARNED THIS ACHIEVEMENT.

AMEN. [APPLAUSE] I AM HUMBLED AT THE AWARD AND JUST THANKFUL TO BE GROUPED AS A YOUNG EXECUTIVE.

AND NOW, SIR, WOULD YOU PROCEED WITH THE INCREASE TO AWARDED BIDS.

THE NEXT CONTRACT BEFORE YOU FOR YOUR CONSIDERATION IS A ONE HUNDRED AND TWENTY FIVE THOUSAND DOLLAR INCREASE TO ACRYLIC SOURCE PLUS, WHICH IS THE PROVIDER THAT PROVIDED US ACRYLIC AND PROTECTIVE DIVIDERS FOR OUR CLASSROOMS AND ELEMENTARY MIDDLE SCHOOLS AND SOME OF OUR HIGH SCHOOL CAFETERIAS.

ANY QUESTIONS FOR MR. BOOKER? THERE BEING NONE, SIR.

PLEASE PROCEED WITH ITEM MODIFICATION TO EXISTING AWARDED BID.

YES, SIR. WE'RE BRINGING BEFORE YOU A MODIFICATION OF AWARD TO OUR CHARTER TRANSPORTATION SERVICES. DURING A REVIEW OF THE CONTRACT FILE, WE DETERMINED THAT THERE WAS A CONTRACTOR THAT MADE ALL THE REQUIREMENTS THAT WERE ELIGIBLE FOR AWARD, AND WE ARE BRINGING IT BACK TO THE DISTRICT TO ADD THAT INDIVIDUAL COMPANY TO THE AWARDED LIST.

THE NOT TO EXCEED AMOUNT IS NOT NECESSARILY THE $2 MILLION FOR THIS VENDOR, BUT IT IS THE ORIGINAL AWARD THAT WAS AWARDED BY THE BOARD OF TRUSTEES PREVIOUSLY FOR THIS CONTRACT.

SO THERE'S NO ACTUAL INCREASE WE'RE MODIFYING BY ADDING AN AWARDED SUPPLIER.
