THIS IS AN UPDATE WITH OUR RETURN IN-PERSON INSTRUCTION AND CONTINUITY SERVICES PLAN FOR 21 22 WITH MINOR CHANGES.

WITH THOSE CHANGES BEING, WE ADDED PLEXIGLASS DIVIDERS BACK IN THE CLASSROOMS, AT THE ELEMENTARY LEVELS AND IN THE CAFETERIAS AS THOSE REQUESTED BY PARENTS, STUDENTS, EVEN TEACHERS AND CONFIRMED COVID CASES TO PARENTS DAILY VERSUS IN THE ONE LETTER PER WEEK.

AND WITH THAT ALSO DISCUSSING THE MASK, YOU KNOW, WE WERE UNDER A MASK MANDATE THAT EXPIRED AND NOW IT IS OPTIONAL.

AND SO THAT IS ALSO NOTED TO BE INHERENT IN OUR UPDATE WITH THAT HIGHLIGHTS THE CHANGES TO THE GUIDEBOOK.

LIKE I NOTED, PLEXIGLASS BACK IN CLASSROOMS, STUDENTS NOT ABLE TO TEST OUT OF QUARANTINE UNTIL DAY FIVE AFTER EXPOSURE.

THE COLOR LEVELS HAVE BEEN IMPLEMENTED.

IT ALLOWS RESPONSES TO MORE TARGETED AND CARRIED OUT PROMPTLY, AND THAT IS THE

SO I REALLY THINK THAT SHE SHOULD GET A SHOUT OUT FOR THAT.

AND AND IT'S SOMETHING IT'S A WORK IN PROCESS AND AND I'M VERY PROUD OF THE ADMINISTRATION FOR CONTINUING TO WORK TOWARDS THAT.

AGAIN, THIS IS THE PUBLIC MEETING FOR OUR ESSER FUNDS TWO AND THREE GRANT AWARDS.

THE ESSER TWO AS A REMINDER, IT'S FORTY NINE MILLION, THREE HUNDRED TWENTY SIX THOUSAND, NINE HUNDRED TWO DOLLARS.

OUR ESSER THREE GRANT AWARD IS ONE HUNDRED TEN MILLION, SEVEN HUNDRED EIGHTY ONE THOUSAND, TWO HUNDRED SEVENTEEN DOLLARS.

OUR ESSER TIMELINE, THE TEXAS EDUCATION AGENCY GUIDANCE IS ONGOING AND CHANGING.

THEY CONSTANTLY UPDATE THEIR FAQS.

THERE WERE UPDATES THIS WEEK, JUNE 22ND WAS OUR FIRST PUBLIC MEETING ON ESSER THREE, AUGUST 24TH WAS OUR FIRST PUBLIC MEETING ON ESSER TWO.

WHY IS THAT BACKWARDS? WHY IS THREE BEFORE TWO? THAT IS THE WAY TEA RELEASED THOSE FUNDS TO SCHOOL DISTRICTS.

ESSER BACKGROUND.

THERE WAS THE CARES ACT.

THERE WAS NO NEW FUNDING TO THE SCHOOL DISTRICT.

THE STATE OFFSET SUPPLANTED THOSE DOLLARS, MEANING WE RECEIVED THE TWELVE POINT FOUR MILLION.

THE STATE CUT OUR STATE FUNDING BY TWELVE POINT FOUR MILLION, SO THERE WAS NO NEW MONEY.

ESSER TWO AND THREE.

THERE IS NEW MONEY.

AND SO WE HAVE APPLIED FOR BOTH OF THESE WITH THE PLANS THAT HAVE PRESENTED IN BOTH OF THESE MONTHS IN JUNE AND AUGUST.

THE DETAILS OF THESE PLANS BY LINE ITEM HAVE BEEN POSTED ON OUR DISTRICT WEBSITE.

IF SOMEONE SEARCHES GOING ISD ESSER PAGE, THAT IS THE FIRST LINK THAT COMES UP AND I WILL HIGHLIGHT THE TEXAS EDUCATION AGENCY IS USING OUR WEBSITE AND PLANS AS [INAUDIBLE] MODEL IN THEIR TRAININGS ACROSS THE STATE.

THE ESSER TWO DETAILS.

DEADLINE TO EXPENSE FUNDS.

IT IS A TWO YEAR PROGRAM.

SEPTEMBER 30TH 2023.

WE ARE NOT REQUIRED TO DO THE PUBLIC MEETING FOR THIS, BUT FULL TRANSPARENCY WITH OUR STAKEHOLDERS AND DO THE AMOUNT OF MONEY.

WE AS A DISTRICT CHOSE TO DO THAT.

AND SO IT'S DEVELOPED TRANSPARENCY.

THERE'S NO REQUIREMENT TO PRESENT OR DISCUSS AT BOARD MEETINGS.

HIGHLIGHTED THE UNALLOWABLE COST THERE IS FEDERAL DOLLARS AND WITH FEDERAL DOLLARS, IT IS FAR MORE RESTRICTIVE THAN OUR GENERAL FUND DOLLARS.

OUR ESSER TWO FUNDING PLAN THAT HAS BEEN PRESENTED AND WHERE THE FUNDS HAVE BEEN ALLOCATED ARE HIGHLIGHTED HERE.

AND LIKE I NOTED BEFORE, THE DETAILS OF THESE DOLLARS WITH THE BREAKDOWN, FOR EXAMPLE, WITH ESSER THREE, I BELIEVE THERE'S NINETY ONE LINE ITEMS. SO ANYBODY WHO WANTS TO SEE THAT IF THEY GO TO OUR WEB PAGE, THEY CAN SEE THE STUDENT GROUP, HOW MUCH MONEY AND WHAT IS BEING USED FOR.

THERE'S TEN THOUSAND TO REALLOCATE WITHIN OUR MENTAL HEALTH COVID RELIEF THAT CAME FROM THE SAME DEPARTMENT TO REALLOCATE THOSE DOLLARS, SAYING THEY DO NOT NEED THOSE FUNDS.

THERE ARE NO OTHER CHANGES IN THAT ESSER TWO FUNDING PLAN BREAKDOWN, MEANING THOSE REQUESTS THAT CAME IN.

THOSE BUDGET MANAGERS STILL SEE THE ABILITY AND THE NEED TO

EXPENSE THOSE DOLLARS IN THIS TWO YEAR PROGRAM.

OUR ESSER THREE DETAILS.

IT IS REQUIRED TO HAVE A USE OF FUNDS PLAN REQUIRED TO HAVE A PUBLIC MEETING, HAVE THE SAFE RETURN TO IN-PERSON INSTRUCTION AND CONTINUITY OF SERVICES PLAN REQUIREMENTS.

A MINIMUM OF 20 PERCENT OF THIS IS REQUIRED TO BE EXPENSED ON EVIDENCE BASED INTERVENTIONS.

SOME EXAMPLES HIGHLIGHTED THERE.

ALL EXPENDITURES MUST BE FEDERALLY COMPLIANT AND THIS IS WHY WE'RE DOING THIS IN DECEMBER.

WE'RE REQUIRED TO REVIEW AND AMEND IF NEEDED EVERY SIX MONTHS.

UNALLOWABLE COSTS ARE HIGHLIGHTED HERE.

LIKE I'VE NOTED BEFORE, FEDERAL DOLLARS ARE FAR MORE RESTRICTIVE IN HOW WE EXPENSE THOSE THAN OUR GENERAL FUND DOLLARS.

EXAMPLE OF THIS IN OUR REQUIRED ASSURANCES HAS WE PRESENT THIS IS NOTING THAT'S WHAT I WILL HIGHLIGHT THE MOST.

IT'S ONE TIME FUNDS.

ONCE THESE FUNDS ARE EXPENSED, WE CANNOT RELY ON THESE FUNDS FOR FUTURE EXPENDITURES.

SO OUR ESSER THREE FUNDING PLAN THAT HAS BEEN POSTED ON THE WEBSITE AND PRESENTED IN JUNE, THERE ARE MINIMAL CHANGES OUT OF 110 MILLION.

RIGHT NOW, THE RETENTION STIPEND, LIKE I NOTED WITH OUR RETURNING EMPLOYEES, WE ARE EXPENSING ROUGHLY THIRTEEN POINT NINE MILLION DOLLARS FOR OUR ATTENTION STIPENDS THIS FISCAL YEAR.

THAT LEAVES US ROUGHLY TWO POINT ONE MILLION TO REALLOCATE TO FUTURE NEEDS.

THE 20 PERCENT EVIDENCE BASED INTERVENTIONS.

NINE HUNDRED AND SIXTY SIX THOUSAND FOUR HUNDRED FIFTY ALLOCATE AND CURRENTLY TWENTY TWO PERCENT OF THE ALLOTMENT, IS TOWARDS EVIDENCE BASED INTERVENTIONS OF THE TOTAL AMOUNT.

SO I REALIZED ALLOCATED SAVINGS.

WHEN YOU COMBINE THOSE TEN THOUSAND FOR OUR SUPPLEMENTAL PAY.

WITH ESSER THREE, THE TWO POINT ONE MILLION PLUS THE NINE HUNDRED SIXTY THOUSAND FOR A TOTAL REALLOCATE OF $3 MILLION AT THIS TIME.

BEFORE I TALK ABOUT THIS, THAT FEEDBACK IS OCCURRING.

THIS PUBLIC MEETING IS PART OF THAT FEEDBACK AS WE FINALIZE OUR STUDENT CAMPUS DEPARTMENT AND STAKEHOLDER FEEDBACK.

LOPEZ, A STATE LAW REQUIRES THE DISTRICT TO CONDUCT A PUBLIC HEARING ON THE SCHOOL FIRST RATING.

SCHOOL FIRST IS THE FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS.

THE DATA PRESENTED TONIGHT IS A 2021 RATING, WHICH IS BASED ON A 2021 SCHOOL YEAR STUDENT AND STAFF DATA FOR THE 2021 SCHOOL YEAR AND THE FINANCIAL DATA FOR THE 19 20 SCHOOL YEAR.

THIS IS THE SAME PRESENTATION YOU DID HEAR LAST WEEK AT THE COMMITTEE MEETING, BUT DUE TO THE PUBLIC HEARING REQUIREMENT, I GET TO SHARE THIS WITH YOU AGAIN.

THE PURPOSE THE PURPOSE IS IS THE 18TH YEAR THAT DISTRICTS ARE REQUIRED TO REPORT UNDER THE SYSTEM.

ALTHOUGH THE INDICATORS HAVE CHANGED ALONG THE WAY AND WILL CONTINUE TO CHANGE TONIGHT, WE WILL LOOK AT THE INDICATORS THAT WERE IN PLACE FOR THIS RATING YEAR.

THE PURPOSE WAS TO EXPAND ACCOUNTABILITY TO THE FINANCIAL SERVICES AREA OF PUBLIC EDUCATION, AND THE GOAL IS TO IMPROVE OUR MANAGEMENT OF OUR SCHOOL DISTRICT'S FINANCIAL RESOURCES.

THE OBJECTIVE OF SCHOOL FIRST IS TO ACHIEVE QUALITY FINANCIAL PERFORMANCE IN THE MANAGEMENT OF OUR DISTRICT'S FINANCIAL RESOURCES.

THE SYSTEM IS DESIGNED TO ENCOURAGE DISTRICTS TO PROVIDE MAXIMUM ALLOCATION TO DIRECT INSTRUCTIONAL RESOURCES.

THE OFFICIAL PUBLIC NOTICE FOR THIS MEETING WAS PUBLISHED IN THE DALLAS MORNING NEWS ON MONDAY, NOVEMBER 29TH.

THE 2021 RATING WAS BASED ON 20 INDICATORS, ALTHOUGH TEA DID DECIDE NOT TO SCORE ONE OF THE INDICATORS.

WE'RE EXCITED TO ANNOUNCE WE EARNED AN A FOR THIS SCHOOL YEAR.

WE WILL QUICKLY LOOK AT THE INDICATORS INVOLVED IN THIS RATING.

WAS THERE AN UNMODIFIED OPINION ON OUR ANNUAL FINANCIAL REPORT? YES, WE RECEIVED A CLEAN AUDIT OPINION AS WHITLEY PEN PRESENTED LAST MONTH AND WAS THE SCHOOL DISTRICT IN COMPLIANCE WITH THE PAYMENT TERMS OF ALL DEBT AGREEMENTS AT YEAR END? AND WE WERE.

DID THE SCHOOL DISTRICT MAKE TIMELY PAYMENTS TO TRS, THE WORKFORCE, IRS, OTHER GOVERNMENTAL AGENCIES? WE DID.

SO SOMEBODY ON THE END IS ALWAYS LAST AND EVERYBODY'S ALREADY SAID EVERYTHING BY THE TIME IT GETS TO THEM.

SO WE'RE GOING TO START HERE WITH WES AND GO THAT WAY.

AND THEN WE'RE GOING TO START WITH MR. BEACH AND GO THAT WAY.

SO WE'LL START WITH WES.

SO BOTH THE ENDS WILL GO LAST THIS TIME.

YOU KNOW, I FIRST WANT TO START OFF BY WISHING EVERYBODY IN THE DISTRICT AND ALL OF OUR STAFF HAPPY HOLIDAYS, YOU'RE ALMOST THERE.

I'D ALSO LIKE TO GIVE A SHOUT OUT TO THE FOLKS AT LAKEVIEW CENTENNIAL FOR HOSTING THIS YEAR'S ALL DISTRICT BAND CONCERT.

I ATTENDED THAT ON SATURDAY NIGHT.

IT WAS IT WAS REALLY GREAT.

MIDDLE SCHOOL BANDS PERFORMED AND THEY WERE REALLY AMAZING FROM ALL OVER THE DISTRICT.

JUST A REALLY QUALITY PERFORMANCE, AND I FEEL LIKE LAKEVIEW WAS EXCELLENT HOSTS WITH RESPECT TO THAT.

I ATTENDED THE SACHSE CHRISTMAS PARADE THE OTHER NIGHT.

IT WAS A FUN, VERY WELL ATTENDED TOO THE WHOLE MILES DRIVE WAS PACKED ALL THE WAY UP FROM SACHSE HIGH SCHOOL TO SACHSE CITY HALL, SO IT WAS EXCITING.

IT'S A GREAT TIME TO BE IN OUR TRI-CITIES.

CHRISTMAS TIME IS ALWAYS A LOT OF FUN AND I'VE ENJOYED IT.

I LOOK FORWARD TO A NEW YEAR WHEN WE GET BACK.

WELL, GOOD EVENING.

I TOO WANT TO WISH ALL THE FAMILIES AND STAFF MERRY CHRISTMAS, HAPPY HOLIDAYS.

I HOPE THAT EVERYONE IS GOING TO GET TO SPEND TIME WITH THEIR FAMILY AND THEIR FRIENDS AND WHOEVER IS IMPORTANT TO US AND ALL.

I GOT TO ATTEND A ROWLETT HIGH, A CLASS ONE AND TWO DANCE CLASS FIRST TIME CHOREOGRAPHY SHOW, AND IT WAS STUDENTS THAT HAD TO CREATE A DANCE, THEY HAD DO THE CHOREOGRAPHY BY THEMSELVES WITH NO HELP.

AND IT WAS THE FIRST TIME FOR MANY OF THEM WHO HAD EVER EVEN PERFORMED IN FRONT OF PEOPLE.

AND WE HAD QUITE A GOOD TURNOUT, AND I HAVE TO TELL YOU, THERE WERE SO NERVOUS YOU COULD TELL THEY WERE SO NERVOUS.

BUT BOY, THEY HAD THE GUTS TO DO IT.

YOU DIDN'T SEE ME OUT THERE, SO THEY WERE SO AMAZING.

AND THEN MS. GRIFFIN SHOULD BE HAPPY TO KNOW THAT THEY WERE TRYING TO MAKE SURE THAT THEY GO OUT FOR THE MARTIN LUTHER KING PROGRAM, TOO.

THEY PITCHED THAT THAT WAS GOOD.

AND THEN I GOT TO PARTICIPATE WITH MR. SELDERS WITH THE NORTH TEXAS AREA ASSOCIATION SCHOOL BOARD, AND I GOT TO MEET SOME OTHER BOARD MEMBERS AND I ALWAYS FIND THAT TO BE.

SO I REALLY ENJOY THAT BEING NEW BECAUSE I GET TO HEAR DIFFERENT WAYS OF HOW THEY DO THINGS AND DIFFERENT TAKES AND JUST DIFFERENT PROBLEM-SOLVING IDEAS BECAUSE YOU DON'T KNOW WHAT YOU DON'T KNOW IF YOU DON'T KNOW IT.

SO I ENJOYED THAT.

AND THEN I GOT TO PARTICIPATE WITH DR.

LOPEZ AND MS. GRIFFIN WITH THE TOGETHER, WE DINE WITH REPRESENTATIVE BOWERS, AND I FOUND THAT TO BE AN AMAZING PROGRAM THAT THEY HAVE, AND I WOULD HIGHLY RECOMMEND PEOPLE TO LOOK INTO THAT AND TRY TO PARTICIPATE WITHIN THE COMMUNITY ON THAT.

AND THEN I GOT TO DO A FRIENDSGIVING WITH MEMORIAL PATHWAY ACADEMY, WHO DOESN'T LOVE EATING BECAUSE I CERTAINLY DO.

AND THEN I GOT TO MEET SOME OF THE TEACHERS AND JUST LEARN ABOUT THE ALTERNATIVE SCHOOL THAT WE HAVE IN THAT ACADEMY AND HOW AMAZING IT IS AND HOW THEY JUST ARE SO CENTERED AND GEARED ABOUT GETTING THESE KIDS THEIR DIPLOMAS.

AND IT'S JUST AMAZING.

AND HOW THEY I'VE ALWAYS WONDERED ON FACEBOOK HOW YOU SEE ALL THESE GRADUATIONS HAPPENING AT THESE REALLY ODD TIMES, BUT I GOT TO LEARN ABOUT THAT AND IT WAS JUST REALLY AMAZING.

MISS A LOT OF THINGS.

AND THEN DR.

LOPEZ AND I GOT TO PARTICIPATE IN AN INTERVIEW WITH RAISE YOUR HAND TEXAS TRUSTEE ADVOCATES PROGRAM THAT WE'RE APPLYING FOR THAT I THINK IS GOING TO BE AMAZING IF WE CAN GET ACCEPTED TO IT TO HELP US TO BE BETTER ADVOCATES THAT WE CAN START MAKING SOME MEANINGFUL CHANGES WITH OUR STATE LEGISLATORS THAT WILL REALLY BENEFIT OUR SCHOOL DISTRICT.

AND THEN I LOVE BEING WITH THE KIDS, AND I GOT TO PARTICIPATE WITH PANCAKES WITH SANTA, WITH THE PTA AT HEREFORD ELEMENTARY AND THEY EVEN HAD GINGERBREAD AND THEY DID.

VENDORS WERE THERE TOO, AND IT WAS REALLY, REALLY AMAZING.

AND I GOT TO GREET THE KIDS AND THEY WERE ALL IN LIKE PAJAMAS AND THEY WERE SO EXCITED.

AND I LOVE HOW THEY HAVE TO TELL ME THEIR AGES, WHETHER THEY'RE FIVE, FIVE AND A HALF OR FIVE AND THREE QUARTERS.

OF COURSE I SHAVE YEARS.

THEY PROBABLY ADD YEARS, BUT YOU GOT TO LOVE THEM.

AND THEN I LET'S SEE.

THEN WE WENT TO A MUSICAL AT LAKE CENTENNIAL HIGH WITH THEIR I'M BECOMING FINE ARTS SEE, AND THEY DID A PUTNAM SPELLING BEE MUSICAL, AND IT WAS SUPER FUNNY.

I CANNOT BELIEVE HOW TALENTED THOSE KIDS WERE, AND IT WAS SOMETHING THAT THEY HAD WANTED TO DO LAST YEAR BECAUSE OF COVID.

THEY COULDN'T.

AND THAT WAS SUPER, SUPER EXCITING.

AND PROBABLY THE BEST THING WE GOT TO DO WAS THE NOON EXCHANGE CLUB ELEMENTARY SCHOOL CHRISTMAS PARTY, WHERE WE GOT TO HAVE CHRISTMAS WITH 47 ELEMENTARY SCHOOLS AND SOME SPECIAL KIDS.

AND THAT, I THINK, WAS THE HIGHLIGHT OF THE MONTH SO FAR.

DR. LOPEZ SAID I WAS MORE EXCITED THAN THE KIDS AND I PROBABLY WAS, BUT YOU KNOW, YOU HAVE TO LIVE THROUGH THEM.

AND SO I JUST WANT TO THANK THE PARENTS.

SO I'M REALLY APPRECIATIVE OF THAT AND THOSE TRUSTEES WHO ARE ABLE TO MAKE THAT.

THAT MEETING ALSO HAD A CHANCE TO ATTEND [INAUDIBLE] STUDENT PRESENTATION HERE, WHERE THEY RECEIVED CHEFS, CHEF JACKETS OR OR APRONS.

THE STUDENTS WHO PARTICIPATE IN THAT PROGRAM IS REALLY SPECIAL AND SEEING HOW THEY GROW AND LEARN THROUGH THAT PROCESS AND ALL OF THE THINGS THAT THEY ARE BEING TAUGHT ABOUT, YOU KNOW WHAT COULD BE POSSIBLE FOR THEM AS THEY TRANSITION FROM FROM BEING HERE IN GISD .

SO, YOU KNOW, JUST FURTHER APPRECIATE THE OPPORTUNITY TO BE A PART OF THIS BOARD AND TO BE PARTICIPATING IN HELPING TO EDUCATE ALL KIDS.

AND HE REALLY INSPIRED EVERYONE THERE IN THE ROOM WITH RESILIENCE ABOUT GARLAND.

AND HE WENT BACK TO THE NUMBER OF YEARS THAT WE'VE HAD TRAGEDIES HAPPEN IN OUR OWN COMMUNITY, FROM TORNADOES TO HURRICANES TO FIRES TO, YOU NAME IT, FROM THE PEOPLE MOVING FROM NEW ORLEANS WHEN THEY HAD THEIR HUGE FLOOD AND MOVED HERE AND HOW GARLAND RALLIED.

EVEN THE SCHOOL DISTRICT CAN OPEN UP THEIR BUILDINGS AND HELPED THOSE COMMUNITIES AND HOW PEOPLE ARE SO RESILIENT IN THIS COMMUNITY.

SO RON JONES DID AN OUTSTANDING JOB AND REALLY AT HOME WITH ME IN HIS SPEECH.

AND THAT'S WHERE WE WENT TO BUY THE, I THINK, 14 OR 16 BUY GIFTS FOR THOSE 14 OR 16 KIDS.

AND TO SEE THIS PROGRAM GROW TO THE SIZE THAT WE HAVE TO HAVE IT IN THE CULWELL CENTER FOR TWO HUNDRED AND FORTY KIDS WAS PHENOMENAL.

THIS YEAR WAS THE FIRST YEAR THE GROUP TOOK ON ALL THE ELEMENTARY SCHOOLS AND THE GRATITUDE THAT WAS IN THAT ROOM FROM ALL OF THOSE PEOPLE LIKE US THAT KNOW JUST THE GOODWILL THAT IT CREATES FOR OUR COMMUNITY.

JUST WANT TO MAKE SURE THAT I ESPECIALLY IF IF THE GROUP FROM THE NOON EXCHANGE CLUB IS LISTENING, WE REALLY APPRECIATE YOU THERE.

WELL, GOOD EVENING, EVERYBODY AND WISHING EVERYBODY A SAFE HOLIDAY SEASON.

IT'S BEEN.

IT'S BEEN QUITE A FAST RIDE.

WE WE STARTED EARLIER THAN WE NORMALLY DO IN ANTICIPATION TO TO CURVE THE LEARNING LOSS THAT HAPPENS TRADITIONALLY WITH ACADEMIC SLIDES.

TALKING TO PRINCIPALS TODAY, WE HAD A RECEPTION FOR SOME OF THEM THAT COULD ATTEND, AND ONE OF THE THINGS THEY TALKED ABOUT WAS SOME OF THEIR THIRD GRADERS HAVEN'T HAD REAL SCHOOLING.

SOME OF THE SIXTH GRADERS THAT ARE IN MIDDLE SCHOOL NEVER HAD REAL SCHOOLING SINCE THIRD GRADE.

AND THIS WHOLE IDEA OF LEARNING SCHOOL HAS BEEN A BIG, BIG TRANSITION, MUCH GREATER THAN ANY OF US COULD EVER ANTICIPATE, BECAUSE YOU CAN'T LEARN IF YOU DON'T KNOW HOW TO SCHOOL.

AND SO TEACHING THE KIDS ROUTINES, RITUALS, HABITS, EXPECTATIONS OF THE SCHOOL HAVE BEEN PARAMOUNT.

IT'S BEEN IT'S BEEN FOUNDATIONAL WORK THAT HAS TO OCCUR AGAIN.

SO YOU'RE RIGHT, OUR TEACHERS HAVE BEEN THROUGH A LOT AND I THANK YOU FOR ACKNOWLEDGING THAT.

BUT WHAT HAPPENED DURING COVID IS THAT WE HAD KIDS THAT WERE IN SCHOOL THAT WOULD NO LONGER BE IN SCHOOL WHEN THERE WAS NO MORE COVID.

THOSE ARE OUR HIGH SCHOOLERS, AND I WANT TO APPLAUD THE CAMPUS TEAMS, THE CENTRAL OFFICE TEAMS, EVERYBODY IN THE UNIVERSE THAT RALLIED AROUND OUR KIDS TO GET THEM THROUGH

NOT ONLY GRADUATION, BUT SOMETHING CALLED CCMR. CCMR IS COLLEGE CAREER MILITARY READINESS.

REMEMBER THE DAYS WE'D SAY, OH, THEY'RE GRADUATING, BUT THEY'RE NOT READY? THERE'S A NEW GRADE THAT THE STATE HAS, AND THEY SAY, HEY, THIS IS THE PERCENTAGE THAT YOU GET OF KIDS THAT ARE READY, THAT DON'T NEED REMEDIAL WORK, THAT HAVE AN INDUSTRY CERTIFICATION.

IF THERE'S A BUNCH OF CRITERIA THAT WE COULD QUALIFY FOR, AND WE'RE ONE OF THE FEW DISTRICTS THAT SHOWED IMPROVEMENT IN COVID.

SO DURING COVID, WHEN EVERYBODY WAS TRYING TO GET THEIR KIDS TO SCHOOL, OUR HIGH SCHOOLS THRIVED, THRIVE SO MUCH THAT EACH AND EVERY ONE OF OUR HIGH SCHOOLS GOT AN A IN THAT ACCOUNTABILITY RATING AND THE DISTRICT GOT AN A.

LET ME TAKE IT ONE STEP FURTHER THAT CCMR RATING THAT WE HAD THAT OUR TEAMS BUILT IS THE HIGHEST IN DALLAS COUNTY.

WE'RE GETTING CALLS ON SAYING, HOW DID YOU ALL SHOOT UP WHEN EVERYBODY WAS GOING DOWN DURING THAT TIME? AND ONE OF IT WAS IT STARTS WITH THE BOARD OF TRUSTEES AND THEIR VISION AND THEIR EXPECTATIONS THAT, YOU KNOW, THOSE KIDS, WE CAN'T MAKE EXCUSES.

AND THEN THE TEAMS THAT WE HAVE THAT RALLIED AROUND AND MADE NO EXCUSES FOR THAT.

SO I WANT TO SEND A HUGE MESSAGE OF THANKS TO ALL OUR SECONDARY LEADERS, TEACHERS, COUNSELORS, ASSISTANT PRINCIPALS, PRINCIPALS FOR MAKING THAT HAPPEN.

YOU ARE THE LEADERS IN THE BIGGEST AND MOST AWESOME COUNTY IN THE STATE OF TEXAS, DALLAS COUNTY.

YOU'RE THE LEADERS.

OUR ECONOMICALLY DIVERSITY, BY THE WAY, WENT UP DURING THIS TIME.

WE HAVE MORE PEOPLE IN STRESSED ENVIRONMENTS.

YET OUR RESULTS WENT HIGHER.

MATTER OF FACT, OUR GRADUATION RATE WENT HIGHER.

WE WERE ALWAYS HIGHER THAN THE REGION IN THE STATE, BY THE WAY, WITH 90 PERCENT.

AND THEN WE WENT UP TO A NINETY FOUR POINT FIVE PERCENT, ALMOST 95 PERCENT THERE IS GREATNESS WITHIN OUR COMMUNITY, AND I KNOW OUR ROAD TO RECOVERY HAS BEEN TOUGH, BUT WORKING TOGETHER WE'RE GOING TO MAKE IT THROUGH.

THE MONITORING OF LUNCH DUTIES OR HELPING OUT AFTER SCHOOL STILL DOESN'T ADD UP TO AN 80 PERCENT OF THE TIME.

THERE ARE DISTRICTS AROUND THE STATE THAT HAVE USED SOME OF THE FLEXIBILITY OF THE DISTRICT OF INNOVATION STATUS TO REDUCE THAT 90 PERCENT RULE.

THAT IS NOT SOMETHING THAT WE ARE SEEKING, BUT THIS SORT OF REVISION TO LEGAL POLICY WOULD MAKE THAT POSSIBLE AND MAKE GIVE SOME DISTRICTS SOME LEEWAY IN HOW TO APPLY A LESS THAN 90 PERCENT RULE.

LAST WEEK, DURING THE DISTRICT AFFAIRS COMMITTEE, WE PRESENTED CALENDAR RECOMMENDATIONS FOR THE 2022, 23 AND 2023 2024 SCHOOL YEARS.

THOSE RECOMMENDATIONS WERE GENERATED BY A 58 MEMBER COMMITTEE THAT INCLUDED PARENT, STUDENT, COMMUNITY AND STAFF REPRESENTATION.

BASED ON DISTRICT GUARDRAILS, INPUT FROM THEIR VARIOUS STAKEHOLDER GROUPS AND REVIEW OF THE DISTRICT DATA.

THE CALENDAR COMMITTEE PROVIDED A COMMUNITY SURVEY TO SOLICIT PREFERENCE ON TWO CALENDAR OPTIONS GENERATED FOR EACH ACADEMIC YEAR.

OUR DISTRICT EDUCATIONAL IMPROVEMENT COUNCIL, OR DEIC, REVIEWED THE COMMITTEE RECOMMENDATIONS AND COMMUNITY INPUT TO INFORM THE CALENDARS THAT WERE PRESENTED TO TRUSTEES LAST WEEK.

AND WHILE THE CALENDARS PRESENTED LAST WEEK WERE OVERWHELMINGLY PREFERRED BY THOSE THAT PROVIDED INPUT, NARRATIVE FEEDBACK CONTINUED TO BE RECEIVED THROUGHOUT THE WEEK, NOTING CONCERNS WITH THE LAST DAY OF THE FALL SEMESTER OCCURRING IN THE MIDDLE OF THE WEEK AND REDUCING THE TRADITIONAL WINTER VACATION WEEKENDS FROM THREE WEEKENDS TO TWO WEEKENDS.

THEREFORE, LEADERSHIP HAS MADE A SLIGHT REVISION TO THE RECOMMENDATIONS PROVIDED LAST WEEK AND ARE RECOMMENDING BOARD APPROVAL OF THE CALENDARS PRESENTING THIS EVENING.

WHILE THESE ADJUSTMENTS WILL RESULT IN TEACHER AND STUDENT DAYS AFTER THE MEMORIAL DAY OBSERVANCE, THE CALENDARS BOTH ENSURE THAT TEACHERS AND STUDENTS DO NOT BEGIN SCHOOL PRIOR TO AUGUST AND THAT THE SCHOOL YEAR IS CONCLUDED BY THE END OF MAY.

FIVE ADDITIONAL DAYS COMPARED TO OUR CURRENT SCHOOL YEAR CALENDAR FOR A TOTAL OF 12 DAYS.

IT DOES REDUCE THE EARLY RELEASE DAYS WHICH ADVERSELY IMPACTED MANY OF OUR FAMILIES TO SECURE CHILDCARE, AND IT RESPONDED TO COMMUNITY AND STAFF DESIRE FOR A MORE TRADITIONAL CALENDAR.

SO HOW IS THIS RECOMMENDATION DIFFERENT FROM WHAT YOU SAW LAST WEEK? IT MOVED THE DECEMBER 19TH INSTRUCTIONAL DAY TO APRIL 10TH, AND IT TRANSITIONED THAT MONDAY, APRIL 10TH TO A PD DAY, WHICH MIRRORS THE RECOMMENDATION THAT WAS PROVIDED FOR 23 24 AND LOWERED THE INSTRUCTIONAL DAYS TO ONE HUNDRED AND SEVENTY FIVE.

IT THEN MOVED DECEMBER 20TH TO MAY TWENTY SIXTH SO THAT THE SPRING EARLY RELEASE THEN SUBSEQUENTLY MOVES TO MAY TWENTY SIXTH.

THEN THE END OF YEAR TEACHER PD IS MOVED TO MAY 30TH.

THE REVISED 23 24 CALENDAR ALSO INCLUDES THE ONE HUNDRED AND SEVENTY FIVE INSTRUCTIONAL DAYS, THIS IS NOT A CHANGE FROM THE RECOMMENDATIONS FROM LAST WEEK.

AGAIN, HOW IS THIS CALENDAR RECOMMENDATION FOR DIFFERENT FROM WHAT YOU SAW LAST WEEK? AND TRADITIONALLY WHAT YOU'LL SEE IS THAT LAST INSTRUCTIONAL DAY, THE LAST TEACHER CONTRACT DAY NOTICE AS A PROFESSIONAL DEVELOPMENT IN THIS IMAGE THAT WE SEE HERE ON THE SCREEN WOULD BE MAY 30TH THAT THAT IS TYPICALLY DESIGNATED AS A WORK DAY SO THAT TEACHERS HAVE TIME TO DO ALL OF THEIR END OF YEAR GRADING ALL OF THE HOUSEKEEPING TO CLOSE OUT THEIR CLASSROOMS PRIOR TO THE SUMMER.

AND SO WITH SUCH A SMALL NUMBER OF DAYS, WE DID HAVE TO USE THIS PAST JUNE, LAST DAY OF TEACHER CONTRACT TO FRONTLOAD SOME OF THE PROFESSIONAL DEVELOPMENT.

AND WE HAVE RECEIVED VERY STRONG FEEDBACK ON THAT AND DO NOT WISH TO REPEAT THAT GOING FORWARD.
