YOU ARE CALLED TO SERVE AND IT SHOWS THROUGH EVERY ACTION.

THANK YOU FOR ALL THAT YOU DO [APPLAUSE].

AND TRUSTEE DAPHNE STANLEY [APPLAUSE] MRS. STANLEY, AS THE NEWEST MEMBER OF THE BOARD OF TRUSTEES, YOUR SHORT TENURE HAS NOT MINIMIZED YOUR IMPACT AND EFFECTIVENESS IN SUPPORTING OUR STUDENTS IN GARLAND.

YOUR ADVOCACY FOR DYSLEXIA AND SPECIAL EDUCATION STUDENTS IS JUST ONE FACTOR THAT DRIVES YOU TO ENSURE THAT WE CONTINUE TO PROVIDE THE BEST EDUCATION POSSIBLE FOR EVERY SINGLE STUDENT. FROM THE MOMENT YOU TOOK YOUR OATH OF OFFICE, WE HAVE KNOWN WE CAN COUNT ON YOU TO SUPPORT OUR STUDENTS AT EVERY DISTRICT PROGRAM, FUNCTION AND EVENT.

YOUR SMILE LIGHTS UP A ROOM, AND WE ARE EXCITED TO SEE HOW YOU WILL CONTINUE MAKING A DIFFERENCE HERE IN GARLAND ISD THANK YOU [APPLAUSE].

THANK YOU FOR BEING THE GISD EFFECT IN ALL THAT YOU DO [APPLAUSE].

OKAY THAT

[00:15:08]

WAS A SURPRISE.

BEFORE WE MOVE ON, I THINK I CAN SPEAK FOR THE BOARD IF I SAY THAT THERE'S NOT A PERSON UP HERE THAT DOES ANYTHING FOR RECOGNITION OR ANY.

THERE'S NO GLAMOR AND NO GLITTER ABOUT THIS JOB.

THERE'S ONLY CARE AND CONCERN FOR OUR STUDENTS.

AND I AM PROUD TO BE ON THIS BOARD AND I THINK EACH PERSON UP HERE HAS DEDICATED THEMSELVES, AS DR.

RUSSELL SAID, TO MAKE THE DISTRICT BETTER.

SO THANK YOU ALL.

WE'LL GO NOW TO ITEM FOUR C THE INTRODUCTION OF DISTRICT ADMINISTRATORS, AND I BELIEVE

GOOD EVENING, PRESIDENT MILLER, BOARD OF TRUSTEES DR.

LOPEZ, IT'S SIMPLY AN HONOR TO BE STANDING IN FRONT OF YOU TO CONTINUE THE WORK THAT I LEARNED SO MUCH ABOUT AT THE GILBREATH-REED CAREER AND TECHNICAL CENTER.

I WAS ABLE TO DEVELOP RELATIONSHIPS WITH EACH OF YOU, DO SOME GREAT WORK TOGETHER, AND IT'S JUST I'M ENTHUSIASTIC TO GET TO THE ROLE AND DO DISTRICT WIDE WORK TO GET KIDS

[00:25:01]

TRANSITION TO THAT ADULT READINESS, CAREER READINESS LIFESTYLE THAT WE HAVE BEEN WORKING SO HARD TO GET THEM TO.

SO WHATEVER THEIR NEXT STEP IS.

SIMPLY PUT, THANK YOU FOR YOUR TRUST IN ME.

I'M GLAD TO BE A GEM ALONG WITH YOU.

I DEFINITELY WANT TO CELEBRATE YOUR SCHOOL BOARD APPRECIATION MONTH.

YOU GUYS ALL INDIVIDUALLY AND COLLECTIVELY HAVE A GREAT VISION FOR OUR KIDS, AND I'M GLAD TO BE PART OF THAT AND THAT YOU TRUST ME TO FOLLOW IT THROUGH.

UNFORTUNATELY, LIKE MEGAN, I'M HERE BY MYSELF.

I'VE GOT A QUARANTINED FIRST GRADER, SO THEY'RE WATCHING TONIGHT.

SO HI GRANT. HI, TIFFANY.

GLAD TO BE ON TV AT HOME TOO, BUT THANKS AGAIN AND LOOK FORWARD TO THE WORK TOGETHER.

[APPLAUSE] OK, THANK YOU AND CONGRATULATIONS.

ITEM NUMBER FIVE, WE'RE GOING TO ITEM FIVE A THE TRUSTEES REPORT.

[V.A. Trustees' Report]

WE'RE GOING TO DO IT A LITTLE DIFFERENT TONIGHT WE'LL KIND OF START FROM THE MIDDLE AND WORK OUT. WE'LL GO JOHNNY, THEN WES, THEN LINDA, THEN DAPHNE, THEN LARRY, THEN ROBERT.

SO ROBERT, YOU'LL YOU'LL BE TOWARD THE END.

SO JOHNNY, WILL YOU KICK US OFF? I'LL KICK IT OFF WITH EASY I HAVE NOTHING TO REPORT.

WES. THANK YOU.

I HAD THE HONOR OF GOING TO THE ALL REGION MIDDLE SCHOOL BAND COMPETITION ON ON SATURDAY NIGHT. IT WAS HELD AT FORNEY HIGH SCHOOL AND WE HAD SO MANY GISD STUDENTS.

WE WERE INCREDIBLY WELL REPRESENTED THERE AND THEY JUST THEY.

IT'S A FUN FORMAT BECAUSE THEY GO.

THEY DROPPED OFF THAT MORNING AND THEY LEARN ALL THEIR MUSIC THAT DAY FOR THE CONCERT THAT NIGHT. AND YOU WOULD NEVER THINK THAT THESE KIDS ONLY HAD THE DAY TO LEARN THIS BECAUSE THEY WERE THEY WERE WONDERFUL.

I'D LIKE TO GIVE A SHOUT OUT TO DR.

FIGARELLI FOR BEING THERE, SUPPORTING OUR KIDS.

AND ALSO, I'D LIKE TO GIVE A SHOUT OUT TO SACHSE MAYOR PRO TEM JEFF BICKERSTAFF, WHO WAS ALSO OUT THERE TO SUPPORT THE GISD KIDS, AND THEY SOUNDED GREAT.

I REALLY APPRECIATE IT. I THANK FORNEY HIGH SCHOOL, I ALSO THANK LAKEVIEW CENTENNIAL FOR HOSTING THE INTERMEDIATE ROUNDS FOR THIS DID A GREAT JOB ALL AROUND.

LINDA, THANK YOU.

I WANT TO BEGIN BY THANKING DR.

LOPEZ, HIS EXECUTIVE TEAM AND EVERYONE THAT MAKES UP THE TEAMS AROUND GARLAND ISD FOR JUST THE RECOGNITION, A UNIQUE RECOGNITION TONIGHT AND JUST KNOW THAT SURPRISES ARE ALWAYS GREAT.

BUT THE WAY IT WAS DONE WAS SO PERSONAL TO EACH ONE OF US.

SO I PERSONALLY DON'T WANT TO MISS THIS OPPORTUNITY TO SAY THANK YOU TO ALL STAFF AND MEMBERS AND FAMILIES.

HAPPY NEW YEAR. THIS IS 2022 AND IT'S GOING TO BE A GREAT YEAR AND HAPPY LUNAR NEW YEAR.

THIS IS THE SEASON THAT THE LUNAR NEW YEAR IS RECOGNIZED AND IT'S ACTUALLY THE YEAR OF THE TIGER. I HAD THE HONOR TO ATTEND THE HISPANIC SPELLING BEE COMPETITION THAT WAS HELD AT THE CURTIS CALDWELL CENTER, AND IT WAS AMAZING TO WATCH KIDS GET ASKED TO SPELL WORDS, USE IT IN A SENTENCE AND WITH THEIR WHITEBOARDS WRITING DOWN WHATEVER THEY WERE WRITING DOWN, I COULDN'T SEE BUT TO KNOW THAT WE HAVE SOMEONE AT THE ELEMENTARY LEVEL ADVANCING, I THINK, TO REGIONALS AND THAT YOUNG LADY IN THE FOURTH GRADE WAS FROM HERFURTH. SO A SHOUT OUT TO HERFURTH ELEMENTARY.

AND LET'S REMEMBER THE GARLAND EFFECT.

WE JUST KEEP MOVING FORWARD ONE STEP AT A TIME.

THANK YOU, DAPHNE. THANK YOU.

AND JUST THANK EVERYONE, ALL THE SCHOOLS.

I FEEL LIKE WE SHOULD BE HONORING YOU GUYS AND NOT US HONORING, YOU GUYS HONORING US.

BUT SO I HAD THE PLEASURE OF PARTICIPATING AT THE GARLAND SYMPHONY, WHERE WE HAD A GISD ALUMNI, MARCUS PYLE AS THE GUEST VIOLINIST AND ACTUALLY HAD QUITE A FEW PRIOR TEACHERS THERE. A YOUNG MAN WHO ACTUALLY STARTED HERE IN GARLAND, GOT HIS LOVE OF MUSIC, WENT ON TO STUDY IN LONDON AND NOW TRAVELS THE WORLD PLAYING HIS VIOLIN.

[00:30:04]

AND HE IS ACTUALLY A TEACHER AT A UNIVERSITY.

I FORGET WHICH UNIVERSITY, BUT IT'S QUITE NICE.

AND THEN I PARTICIPATED IN THE THE LIBRA INSTITUTE, WHICH WAS LATINOS DREAM HIGHER, AND IT WAS A BOARD OF EXPERTS WHO JUST TALKED ABOUT SOME OF THE CHALLENGES OF HIGHER EDUCATION FOR THE LATINO COMMUNITY.

AND I THOUGHT THAT WAS AN EXTREMELY ENLIGHTENING.

IT JUST IT HIGHLIGHTED DIVERSITY.

IT HIGHLIGHTED DIFFICULTIES, BUT IT ALSO HIGHLIGHTED A LOT OF COMMONALITIES.

SO I THOUGHT THAT WAS EXCELLENT.

AND THAT'S PRETTY MUCH WENT TO THE MLK PARADE, WHICH IS ONE OF MY FAVORITE PARADES THAT I GO TO AND GOT TO WATCH THE CHOIR PERFORM, WHICH IS TRULY ONE OF MY HIGHLIGHTS THAT I HAVE ALWAYS ENJOYED DOING.

AND THAT'S PRETTY MUCH IT.

THANK YOU. THANK YOU.

MR. GLICK THANK YOU, SIR.

WITH ALL THE GIFTS BEING GIVEN OUT, I HAVE TWO ADDITIONAL ONES.

SO IT WAS 40 YEARS AGO THAT I BECAME A BIRDWATCHER.

IT'S NOW CALLED BIRDING.

AND OVER THE YEARS, THROUGH A LOT OF LUCK AND MAYBE SOME CRAZINESS, I'VE BECOME ONE OF THE I THINK I CAN SAFELY SAY, ONE OF THE TOP BIRDERS IN THE WORLD, BUT ONE BIRD ALWAYS ELUDED ME. AND AS YOU COULD SEE ON THE SCREEN, IT'S THIS BIRD CALLED THE GREAT GRAY OWL, ALSO KNOWN AS THE PHANTOM OF THE NORTH.

AND AS I SAID TO YOU IN AN EMAIL, I WOULD BE GOING TO THE FAR REACHES OF MINNESOTA IN WHAT I THOUGHT WOULD BE MINUS 20 DEGREES WEATHER.

IT TURNED OUT TO BE MINUS 33 AND MINUS MINUS 48 WIND CHILL.

I COULDN'T FEEL MY TOES, AND I THINK I STILL GOT A LITTLE BIT OF FROSTBITE ON MY FINGER THAT I USE FOR MY CAMERA, BUT I GOT THIS INCREDIBLE SHOT, WHICH IS NOW ABOUT TO GO WORLDWIDE. I WAS KIND OF AMAZED.

I GOT THAT SHOT MYSELF.

I WAS GOING TO GIVE YOU A A CUP AND THERE'S A LOT OF CUPS THAT HAVE GREAT GRAY OWLS ON IT. AND MY SON SAID, WELL, YOU COULD TAKE THAT PICTURE AND PUT IT ON A CUP.

AND SO I'VE GIVEN YOU THIS GIFT.

THIS IS THE PICTURE ON THE CUP, AND I HOPE YOU ALL ENJOY THIS CUP.

I THINK THEY DID A GREAT JOB.

I WAS KIND OF SURPRISED HOW NICE IT CAME OUT.

SO THAT'S THE PHANTOM OF THE NORTH.

SECOND GIFT I WAS ASKED BY ONE OF OUR TRUSTEES.

IS THERE ONE BOOK ON THE HOLOCAUST THAT I WOULD RECOMMEND? AND THIS IS THE BOOKS I GAVE YOU.

THIS IS HOLOCAUST REMEMBRANCE WEEK.

IT'S ON OUR OWN WEBSITE.

I GAVE YOU THE PAGE THERE.

THIS WAS, I THINK, SENATE BILL 1828 SIGNED BY GOVERNOR ABBOTT PROCLAMATION [INAUDIBLE].

I TALKED ABOUT MY FAMILY'S LOSS OF MY FAMILY A YEAR AGO.

THIS BOOK BY ELIE WIESEL, HE'S A NOBEL PEACE PRIZE WINNER.

CONGRESSIONAL GOLD MEDAL.

ALSO PRESIDENTIAL MEDAL OF FREEDOM WINNER.

IT'S BEEN TRANSLATED INTO AT LEAST 40 LANGUAGES, SOLD MILLIONS AND MILLIONS OF COPIES.

IT'S A BOOK CALLED NIGHT AND IT'S A BOOK THAT'S USED IN HIGH SCHOOLS.

AND I'VE GIVEN DR.

RUSSELL COPIES FOR ALL OF OUR HIGH SCHOOLS AND FOR MEMORIAL TO BE PUT IN THEIR LIBRARY.

SO IT'S A VERY SMALL, SHORT BOOK.

IT TALKS ABOUT MR. WIESEL WHEN HE WAS 15 YEARS OLD AND WHAT HE EXPERIENCED IN THE HOLOCAUST.

ALSO, I PARTICIPATED IN THE MLK PARADE WITH MS. GRIFFIN, DR.

MR. MILLER AND MR. SELDERS. IT WAS COLD, BUT I THINK THE CROWDS WERE GOOD, AND I THINK WE HAD A GREAT TIME.

SORRY, OUR BANDS COULDN'T PARTICIPATE.

IT WAS REALLY COLD, BUT I THINK THE CROWDS WERE REALLY, REALLY WONDERFUL FOR THE WEATHER.

ALSO, I HAD A CHANCE TO VISIT THE TWO LAST PROJECTS FROM OUR BOND, THE BAND HALL, CHOIR HALL, AND ORCHESTRA HALL AT NORTH GARLAND HIGH SCHOOL AND THE BAND HALL AND CHOIR HALL AT COYLE MIDDLE SCHOOL THE LAST TWO PROJECTS AND I'VE GIVEN MY REPORT TO JAVIER FERNANDES ON THAT. AND FINALLY, IMAGINE, IF YOU WILL, A CHILD ASKING SANTA FOR A TOOTHBRUSH. I DON'T THINK MOST OF US CAN EVEN UNDERSTAND WHAT THAT MEANS.

THE LEVEL OF ABJECT POVERTY SOME OF OUR FAMILIES FACE.

WELL THROUGH A COUPLE OF REALLY GOOD FRIENDS OF MINE FOR ALMOST 40 YEARS NOW.

BECKY AND STUART SEBASTIAN STUART IS ALSO KNOWN AS SANTA.

[00:35:02]

CENTERVILLE ELEMENTARY BROUGHT IN MORE GIFTS THAN YOU CAN EVER IMAGINE.

I GOT THERE A LITTLE EARLIER THAN I THOUGHT, AND HELPED UNLOAD THE TRUCKS IN PLURAL, AND ONE OF THE LITTLE GIRLS SAID, WOW, THEY BROUGHT THE WHOLE STORE TO OUR SCHOOL AND THEY DID. AND IF YOU LOOK AT OUR WEBSITE UNDER CENTERVILLE ELEMENTARY IT'S RIGHT ON THE FRONT PAGE, THANK YOU FOR OUR COMMUNICATIONS DEPARTMENT.

THE WONDERFUL PICTURES THEY TOOK AND THE STORY FOX 4 WAS THERE.

THE KIDS, ALMOST $40,000 WAS RAISED FOR CENTERVILLE ELEMENTARY TO GIVE OUT GIFTS FOR THESE KIDS AND I GOT TO ENJOY SEEING THEIR FACES AS THEY GOT INCREDIBLE GIFTS OF ALL DIFFERENT TYPES YOU CAN SEE IN THE PICTURES, ALL THE GIFTS THEY GOT.

AND HOPEFULLY WE'LL BE ABLE TO DO THIS ON A YEARLY BASIS BECAUSE IT'S HARD FOR US TO UNDERSTAND THAT IN A LAND OF PLENTY, THERE ARE SOME FAMILIES AND SOME KIDS WHO DON'T GET AND DON'T HAVE. AND IF WE COULD LOOK IN OUR HEARTS AND BE ABLE TO DO WHAT WAS DONE AT CENTERVILLE THAT THAT LAST DAY OF SCHOOL, IT WAS JUST TREMENDOUS.

THANK YOU, SIR. THANK YOU, MR. SELDERS. THANK YOU, MR. MILLER. JUST WANTED TO THANK DR.

LOPEZ AND THE STAFF AND THE DISTRICT AGAIN FOR RECOGNIZING US AS THE GEM RECIPIENT.

THAT WAS DEFINITELY A SURPRISE AND INDEED AN HONOR.

SO I REALLY APPRECIATE THAT.

LIKE A FEW OF MY TRUSTEE COLLEAGUES HAVE MENTIONED, I PARTICIPATED IN THE MARTIN LUTHER KING JR. DAY PARADE.

AND WHAT WAS INTERESTING ABOUT THIS ONE.

I DON'T KNOW IF I'VE EVER BEEN IN ONE THAT WAS COLDER.

I DON'T KNOW IF YOU GUYS EXPERIENCED THE SAME THING, BUT WHAT WASN'T LOST WAS THAT THAT WE HAD GREAT PARTICIPATION AND THAT IT STILL HAPPENED, YOU KNOW, IN SPITE OF EVERYTHING THAT WE HAVE GOING ON, NOT JUST IN THE DISTRICT BUT ALSO IN THE WORLD WITH, YOU KNOW, COVID AND ALL OF THE DIFFERENT CHALLENGES, WE STILL WERE ABLE TO EXPERIENCE A GREAT PARADE. SO I REALLY APPRECIATE BEING A PART OF THAT AND HAVING A CHANCE TO EXPERIENCE THAT ALSO HAD A CHANCE TO MEET WITH.

I DON'T KNOW IF YOU GUYS KNEW ABOUT THIS, BUT BACK IN NOVEMBER, I GOT APPOINTED TO THE COUNCIL OF URBAN BOARDS OF EDUCATION'S.

IT'S A NATIONAL BOARD AT LARGE POSITION TO THEIR STEERING COMMITTEE, AND WE MET THIS PAST WEEK TO FORM DIFFERENT TEAMS. SO TWO TEAMS, ONE TEAM IS GOING TO FOCUS ON SPECIAL EDUCATION AND THE OTHER TEAM IS GOING TO FOCUS ON LITERACY.

AND SO THE TEAM THAT I'M ON IS FOCUSING ON LITERACY.

SO IT WAS REALLY GREAT TO HEAR AND SEE AND BE INTRODUCED TO MS. FRANKENBERG AND LEARN WHAT SHE'S GOING TO BE DOING IN THE DISTRICT AND MAYBE POSSIBLY HAVING A CHANCE TO PICK HER BRAIN WITH SOME OF THE INITIATIVES THAT WE'RE LOOKING TO BRING FORWARD FOR SCHOOL DISTRICTS ACROSS THE COUNTRY AS IT RELATES TO BEST PRACTICES AND THINGS THAT TRUSTEES AND BOARDS CAN DO TO HELP PROMOTE AND IMPROVE LITERACY IN THEIR SCHOOL DISTRICTS. SO THAT'S ALL I HAVE.

THANK YOU. THANK YOU.

WELL, I'LL DO MY PART REAL QUICK.

I TOO ATTENDED THE MARTIN LUTHER KING PARADE.

I THINK THE GARLAND NAACP AND ALL THE PEOPLE WHO HAD A HAND IN PUTTING THAT ON.

FIRST OF ALL, IF YOU WALK THAT PARADE, I'M IMPRESSED BECAUSE IT WAS FREEZING COLD TO ANYBODY WHO STOOD OUT AND WAITED FOR US TO THROW OUR LITTLE TINY BAG OF CANDY AT THEM.

YOU KNOW YOU, YOU HAVE MY ADMIRATION BECAUSE IT WAS PRETTY COLD.

HOPEFULLY NEXT YEAR WE'LL HAVE SOME BETTER WEATHER FOR THAT AND WE CAN GET OUR BANDS INVOLVED. I ALSO ATTENDED THE LUNAR NEW YEAR AT THE CALI SAIGON MALL WITH MS. GRIFFIN. THE CULTURAL EXPERIENCE THAT WE GOT THERE THAT DAY WAS TREMENDOUS.

MY EARS ARE STILL RINGING FROM THE FIREWORKS.

I DIDN'T KNOW WHAT WAS GOING TO BE THAT LOUD AND I HAVE BEEN TO SOME ROCK CONCERTS.

I HAVE STOOD RIGHT IN FRONT OF THE 20 FOOT TALL TOWER OF SPEAKERS, BUT I'VE NEVER BEEN KNOCKED BACK BY SOUND BEFORE.

LIKE THE SOUND OF, HOWEVER, MANY HUNDREDS OF THOUSANDS OF FIREWORKS GOING OFF AT THE SAME TIME. THAT WAS, AND IT WAS QUITE AN EXPERIENCE.

I WOULD LIKE TO SAY THANK YOU TO TOM AND JENNIFER WYNN FOR THE GREAT EVENT THAT YOU INVITED US TO AND THANK YOU FOR BEING OUR HOST AND THANK YOU FOR THAT LAUNCH.

ALSO BEING BOARD APPRECIATION MONTH, I WOULD LIKE TO THANK MY MOTHER, WHO IS SOMETHING YEARS OLD AND BROUGHT TO THE BOARD, A BIG PAN OF BANANA PUDDING FRESH OUT OF THE OVEN.

SO IF YOU HAVEN'T HAD ANY BOARD, YOU CAN GET SOME AFTER THE MEETING AND AND BUT MY MOTHER

[00:40:05]

SENDS YOU HER. THANKS.

OK, WE'LL NOW GO TO SUPERINTENDENTS REPORT.

[V.B. Superintendent's Report]

WELL, FOR THOSE IN THE AUDIENCE MIGHT ALREADY FIGURED OUT, IT'S BOARD APPRECIATION MONTH.

AND IF YOU QUADRUPLED THEIR SALARY, THEY WOULD STILL GET ZERO BECAUSE ANYTHING TIMES ZERO IS ALWAYS ZERO.

SO WHEN ANY OF YOU WHEN YOU SEE THE SEVEN PEOPLE THAT ARE IN FRONT OF YOU, EACH AND EVERY SESSION, WHAT YOU DON'T SEE IS THE ALL THE THINGS GOING ON IN THE BACKDROP.

THERE'S A COMMONALITY BETWEEN ALL OF THEM THAT I HAVE SEEN, AND IT SURFACES DIFFERENTLY WITH THEIR PERSONALITIES, BUT THE COMMONALITY THAT ALL THREE OF THEM HAVE IS THREE ATTRIBUTES THAT WE ALWAYS LOOK FOR IN LEADERS.

THEY'RE HUNGRY, THEY'RE HUMBLE AND THEY'RE SMART.

THEY THEY DON'T WANT THE RECOGNITION LIKE PRESIDENT, MILLER SAID.

BUT THEY'RE SMART ENOUGH TO RECOGNIZE ALL THE THINGS THAT NEED TO BE DONE TO KEEP THIS DISTRICT MOVING AND KEEP IT AS GREAT AS IT IS.

THEY'RE ALWAYS HUNGRY.

WE MIGHT BE THERE, BUT THERE'S MORE TO DO.

THERE'S IF ONE KID FAILS, IT'S ONE TOO MANY.

THEY'RE SUPER SMART.

THEY READ, THEY VERIFY.

THEY TRIANGULATE.

THEY ARE PRETTY MUCH PROBABLY THE SMARTEST BOARD IN AMERICA.

AND I KNOW THAT FOR A FACT BECAUSE I WORK WITH THEM.

SO ANY TIME I SEND INFORMATION OUT.

IT BETTER BE ON POINT BECAUSE I'M GOING TO GET SEVEN QUESTIONS THAT I PROBABLY HAD TO PREPARE FOR. FOR EVERYTHING WE GOING ON TO MAKE SURE THAT IT'S ON POINT, THEY ALL COME FROM THEIR DIFFERENT PERSPECTIVES, AND I'M DEEPLY GRATEFUL TO HAVE THIS TEAM LEAD THIS GREAT DISTRICT. AND SO FROM ADMINISTRATION TO TO EVERY WORKER HERE, WE APPRECIATE EACH AND EVERY ONE OF YOU. THE HUMBLENESS COMES BECAUSE THEY UNDERSTAND THAT RIGHT NOW WE'RE IN AN UNPARALLELED SITUATION WITH COVID.

OMICRON HAS SURFACED AND IT'S HIGHLY CONTAGIOUS.

AND YOU KNOW, THEY UNDERSTAND THAT SCHOOLS ARE AT A STRESSED ENVIRONMENT RIGHT NOW, AND EACH AND EVERY ONE OF THEM IS FOCUSED ON ENSURING THAT THE CHILDREN ARE BEING FED, TAUGHT, SECURE AND AND THEY'RE LEARNING THAT THE STAFF MEMBERS ARE BEING NURTURED OR UNDERSTANDING WHAT'S GOING ON.

WE'RE HELPING FAMILIES.

THEY NEED TO. THEY KNOW, THEY UNDERSTAND THE STRESSFUL SITUATION THAT SURROUNDS IT AND SO THEY DEEPLY CARE ABOUT IT.

THE ENDLESS HOURS THAT YOU DON'T SEE ON THE TALKS THAT AREN'T AT THE MEETINGS IS ALWAYS CENTERED AROUND WHAT'S BEST FOR THE DISTRICT, WHAT'S BEST FOR THE EMPLOYEES AND WHAT'S BEST FOR OUR STUDENTS.

SO THANK YOU. OK.

THAT TAKES US DOWN TO FUTURE AGENDA ITEMS.

[V.C. Future Agenda Items]

BOARD DO WE HAVE ANY ITEMS THAT WE'D LIKE TO PLACE ON A FUTURE AGENDA AT THIS TIME? OK. SEEING NONE, WE WILL WE WILL MOVE FORWARD IN TWO WEEKS AND HAVE OUR COMMITTEE MEETINGS AND TAKE OUR AGENDA FROM THAT.

ITEM NUMBER SIX CONSENT AGENDA.

[VI. Consent Agenda]

WE'RE GOING TO CONSIDER THE APPROVAL OF THE HUMAN RESOURCES REPORT.

DR. BROWN. GOOD EVENING, PRESIDENT MILLER, BOARD OF TRUSTEES AND SUPERINTENDENT LOPEZ.

YOU HAVE BEFORE YOU THE CORRECT HUMAN RESOURCES REPORT IN YOUR FOLDERS THIS EVENING.

MR. PRESIDENT, I WOULD MAKE A MOTION TO APPROVE THE HUMAN RESOURCES REPORT, HUMAN RESOURCES REPORT, AS AMENDED IN OUR FOLDER THIS EVENING.

OK, WE HAVE A MOTION.

I HAVE A SECOND MR. SELDERS BOARD IS ANY OTHER DISCUSSION ON THIS ITEM? IF NOT, PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.

ANY OPPOSED? THANK YOU, BOARD. WE'LL GO TO ITEM B.

CONSIDER APPROVAL OF A RESOLUTION TO INCREASE SUBSTITUTE PAY RATES DURING SHORTAGES CAUSED BY THE PANDEMIC.

DR. BROWN.

BOARD. WE'RE GOING TO ACTION ITEM SEVEN A.

[VII.A. Consider Approval of Trustee Election Order]

CONSIDER APPROVAL OF TRUSTEE ELECTION ORDER.

MECHELLE HOGAN.

[00:45:14]

OK. BRIEFLY, THIS IS FOR OUR ANNUAL CALL TO HAVE OUR MAY 7TH, 2022 ELECTION, AND THERE ARE JUST SOME BRIEF HIGHLIGHTS THAT ARE WITHIN IT.

YOU DON'T HAVE IT BEFORE YOU.

WHAT'S BEING TRANSLATED IN THREE LANGUAGES, PER THE FEDERAL REQUIREMENT TO DO SO THIS YEAR. SO WE HAVE IT AN ENGLISH, SPANISH AND VIETNAMESE AND THE VIETNAMESE TAIWANESE.

ONE OF THE TWO, WE HAVE ALL THREE AND THEY ARE HERE.

MAY 7TH, 2022 THERE ARE THREE PLACES UP FOR ELECTION.

PLACE ONE, TWO AND THREE.

THE DEADLINE TO CALL THIS ELECTION IS FRIDAY, FEBRUARY 18TH, AS WELL AS THE DEADLINE TO FILE FOR A PLACE ON THE ELECTION FOR A PLACE ONE, TWO OR THREE.

EARLY VOTING BEGINS MONDAY, APRIL 25TH AND ENDS ON TUESDAY, MAY 3RD, AND BELOW ARE THE FOUR LOCATIONS WITHIN THE CITY.

THERE ARE FORTY SEVEN EARLY VOTING SITES AND WE ARE WORKING ON NARROWING DOWN FROM FOUR HUNDRED AND THIRTY SIX ELECTION DAY SITES.

WE'RE TRYING TO GET IT DOWN TO AT LEAST TWO HUNDRED, SO WE'LL DRIVE DOWN THE COST.

I RECEIVED TODAY A PRELIMINARY COST ESTIMATE OF ABOUT $137,000 TO HAVE THEM MAY 7TH, 2022 ELECTION. SO WE'RE WORKING ON GETTING THAT DOWN SO WE CAN LOWER THE COST OF THE ELECTION FOR US THIS YEAR. ARE THERE ANY QUESTIONS? BOARD, ANY QUESTIONS? THANK YOU, MS. HOGAN . THAT'S AN ACTION ITEM, CORRECT? I'M WAITING ON AN ACTION, MR. PRESIDENT. YES, SIR.

I MOVE THAT WE APPROVE THE TRUSTEE ELECTION ORDER AS PRESENTED TONIGHT.

SECOND, WE HAVE A MOTION AND A SECOND.

IS THERE ANY FURTHER DISCUSSION BOARD.

IF NOT, PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.

ALL THOSE OPPOSED LIKEWISE.

THANK YOU, BOARD. NOW WE'LL GO TO ITEM B.

CONSIDER THE APPROVAL OF A RESOLUTION TO INCREASE SUBSTITUTE PAY RATES DURING SHORTAGES

[VII.B. Consider Approval of a Resolution to Increase Substitute Pay Rates during Shortages Caused by the Pandemic]

CAUSED BY THE PANDEMIC.

DR. BROWN. GOOD EVENING AGAIN.

AS YOU MAY BE AWARE, THROUGHOUT OUR LOCAL AREA AS WELL AS NATIONWIDE, THERE ARE SHORTAGES IN STAFFING. WE HAVE EXPERIENCED SOME UNUSUALLY HIGH TEACHER ABSENCES AND STAFF ABSENCES SINCE JANUARY ACTUALLY BEGINNING AT THE BEGINNING OF THIS MONTH.

IF YOU'VE SEEN THE REPORTS THAT I'VE SUPPLIED WEEKLY, YOU CAN SEE THAT OUR PERCENTAGE OF SUBSTITUTES WHO ARE WORKING TO FILL OUR OUR UNFILLED POSITIONS HAS DECLINED, ALTHOUGH IT WAS UP A LITTLE BIT TODAY.

I PRESENT THIS RESOLUTION TO YOU AND I WILL READ IT AND I'D LIKE TO THANK.

I HAVE A COUPLE OF RESOLUTIONS I THINK THAT I'LL BE READING TONIGHT, AND I'D LIKE TO THANK MS. RAY FOR HELPING ME PULL THIS TOGETHER.

RESOLUTION OF THE BOARD OF TRUSTEES OF THE GARLAND INDEPENDENT SCHOOL DISTRICT STATE OF TEXAS COUNTY OF DALLAS.

ON THE 25TH DAY OF JANUARY 2022 THE BOARD OF TRUSTEES OF THE GARLAND INDEPENDENT SCHOOL DISTRICT, ADOPTED BY VOTE THE FOLLOWING FINDINGS AND RESOLUTIONS AND TOOK THE FOLLOWING ACTION.

WHEREAS THE DISTRICT IS EXPERIENCING A SIGNIFICANT SHORTAGE OF TEACHERS AND SUBSTITUTES DUE TO THE PANDEMIC.

WHEREAS SUBSTITUTES PROVIDE A SERVICE TO THE DISTRICT, WHICH IS A VITAL PART OF PROVIDING EDUCATIONAL SERVICES AND OPPORTUNITIES TO THE STUDENTS OF THE DISTRICT AND SURROUNDING DISTRICTS HAVE INCREASED THEIR SUBSTITUTE PAY TO ATTRACT SUBSTITUTES.

WHEREAS THE DISTRICT DESIRES TO PROMOTE RETENTION AND A HIGH LEVEL OF MORALE AND JOB SATISFACTION BY INCREASING THE BASE PAY FOR CAMPUS SUBSTITUTES FOR INSTRUCTIONAL STAFF.

WHEREAS THE CAMPUS SUBSTITUTES ARE NON-CONTRACT EMPLOYEES AND THERE IS NO GIFT OF PUBLIC FUNDS IF THE DISTRICT INCREASES SUBSTITUTE PAY SO LONG AS A PUBLIC PURPOSE IS SERVED BY THE INCREASE.

WHEREAS THE SUPERINTENDENT HAS DETERMINED THAT THERE ARE SUFFICIENT FUNDS AVAILABLE TO INCREASE THE DAY RATE OF CAMPUS SUBSTITUTES BY $50 A DAY UNTIL MARCH 4TH, 2022 TO COMBAT THE SURGE OF ABSENCES DUE TO THE PANDEMIC AND TO ATTRACT SUBSTITUTES AT A COMPETITIVE RATE AS SURROUNDING DISTRICTS.

NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF TRUSTEES HAS DETERMINED THAT THERE IS A

[00:50:04]

BENEFIT TO THE DISTRICT, AS WELL AS A LEGITIMATE PUBLIC PURPOSE SERVED BY INCREASING THE CAMPUS SUBSTITUTE PAY TO ENCOURAGE RECRUITMENT AND REMAIN COMPETITIVE WITH SURROUNDING DISTRICTS. THAT REASONABLE ADEQUATE CONTROLS ARE IN PLACE TO ENSURE THAT SUCH BENEFITS WILL BE RECEIVED BY THE DISTRICT.

SINCE THE SUPERINTENDENT WILL LIMIT THIS INCREASE TO $50 ADDITIONAL A DAY TO NON-CONTRACT CAMPUS SUBSTITUTE PAY TO COMBAT THE SURGE OF INFECTIONS DURING THE PANDEMIC UNTIL MARCH 4TH, 2022, AND THE DISTRICT WILL EVALUATE WHETHER THIS DATE SHOULD BE EXTENDED BASED UPON THE COMMUNITY SPREAD OF INFECTION.

THAT THE BOARD HAS DETERMINED THAT THE DISTRICT WILL RECEIVE VALUE BY INCREASING THE CAMPUS SUBSTITUTE PAY AS SET FORTH HEREIN, BECAUSE ENSURING SUFFICIENT CAMPUS INSTRUCTIONAL STAFF IS FOR THE BENEFIT OF STUDENTS OF THIS DISTRICT, THAT IT IS HEREBY FOUND, DETERMINED AND DECLARED THAT SUFFICIENT WRITTEN NOTICE OF THE DATE, TIME, PLACE AND SUBJECT OF THE MEETING OF THE BOARD OF TRUSTEES OF THE DISTRICT AT WHICH THIS RESOLUTION WAS ADOPTED WAS POSTED AT A PLACE CONVENIENT AND READILY ACCESSIBLE AT ALL TIMES TO THE GENERAL PUBLIC FOR THE TIME REQUIRED BY LAW PRECEDING THIS MEETING, AS REQUIRED BY CHAPTER FIVE FIVE ONE TEXAS GOVERNMENT CODE, AND THAT THIS MEETING HAS BEEN OPEN TO THE PUBLIC AS REQUIRED BY LAW AT ALL TIMES DURING WHICH THE.

RESOLUTION AND THE SUBJECT MATTER THEREOF HAS BEEN DISCUSSED, CONSIDERED AND FORMALLY ACTED UPON, THE BOARD OF TRUSTEES FURTHER RATIFIES, APPROVES AND CONFIRMS SUCH WRITTEN NOTICE AND POSTING THEREOF, APPROVED AND ADOPTED THIS 25TH DAY OF JANUARY 2022.

JAMIE MILLER, PRESIDENT, BOARD OF TRUSTEES.

LINDA GRIFFIN, SECRETARY.

BOARD OF TRUSTEES.

AND THERE IS A CORRECTION FROM JUNE TO JANUARY.

OK, THANK YOU.

BOARD, DO WE HAVE ANY QUESTIONS ON THIS? YES. SO, DR.

BROWN, WHAT WOULD THE SCALE FOR SUBSTITUTE PAY BE IF WE APPROVE THIS RESOLUTION? WE HAVE DIFFERENT RATES OF PAY DEPENDING ON THE EDUCATIONAL LEVEL OF THE SUBSTITUTE, AND I'LL GIVE THOSE TO YOU.

FOR EXAMPLE, A DEGREED CERTIFIED TEACHER WOULD MOVE FROM $115 TO $165 PER DAY.

A RETIRED GISD CERTIFIED TEACHER WOULD MOVE FROM $135 PER DAY TO $185 PER DAY.

A DEGREED NON-CERTIFIED TEACHER WOULD MOVE FROM $100 TO $150.

AN ASSOCIATE'S DEGREE OR A TEACHER OR A SUBSTITUTE WITH FORTY EIGHT HOURS OR MORE WOULD MOVE WOULD RECEIVE $150, AND A NURSE WHO NORMALLY RECEIVES $215 WOULD RECEIVE $265. SO ARE WE CURRENTLY NOT PROVIDING ANY TYPE OF INCENTIVE FOR LONG TERM SUBS? YES, SIR, WE ARE.

WHEN A SUBSTITUTE WORKS 10 CONSECUTIVE DAYS IN A SUBSTITUTE ASSIGNMENT FOR THE SAME TEACHER, THAT LONG TERM CERTIFIED TEACHER WOULD RECEIVE $200 PER DAY.

RIGHT NOW, IT'S $150 PER DAY.

OK [INAUDIBLE] BECAUSE ONE OF MY ONE OF MY BIG CONCERNS DURING THIS WHOLE TIME IS WE HAVE THE COVID ISSUES THAT ARE GOING WITH OMICRON AND THE SURGE THAT WE'VE EXPERIENCED IN JANUARY. BUT WE'VE HAD PROBLEMS WITH LONG TERM SUBS.

I FEEL LIKE SINCE THE START OF THE YEAR, BECAUSE OF THE GREAT RESIGNATION, AS IT'S BEING CALLED, THAT HAPPENED RIGHT BEFORE THE SCHOOL YEAR.

A BUNCH OF RESIGNATIONS HAPPENED IN THE BEGINNING AND WE'VE BEEN MANY TIMES HAVING TO USE LONG TERM SUBS TO FILL THAT FOR THE ENTIRE ACADEMIC YEAR.

YES. AND YOU KNOW, AND I REALLY FEEL LIKE THESE PEOPLE HAVE DONE US A GREAT SERVICE OVER THE COURSE OF TIME, THE ONES WHO'VE STAYED AND STUCK WITH IT.

BECAUSE TO BE HONEST WITH YOU, AT $150 A MONTH, $150 A DAY FOR LONG TERM SUB, THAT'S THAT'S NOT WHAT I WOULD CONSIDER A REAL LIVING WORKING WAGE FOR SOMEONE WHO'S DOING A FULL TIME JOB, A JOB THAT TEACHER, THAT THE SAME JOB.

WE WERE EXPECTING A FULL TIME CERTIFIED DEGREE TEACHER THAT WE HIRE UNDER CONTRACT TO DO.

AND SO ONE OF THE THINGS I'VE I'VE BEEN WANTING TO DO IS TO MAKE CERTAIN THAT THAT THOSE INDIVIDUALS GET BETTER COMPENSATION SINCE WE NEED THEM DESPERATELY.

AND SO I THINK THIS IS THE FIRST STEP.

I DON'T HOPE THIS ISN'T THE ONLY STEP WE TAKE WITH RESPECT TO THIS BECAUSE I I THINK FOR

[00:55:05]

THE FORESEEABLE FUTURE, WE'RE GOING TO HAVE TO LEAN HEAVILY ON OUR SUB POOL.

AND I WANT TO MAKE SURE WE'RE AT THE TOP OF THE CHARTS WHEN IT COMES TO SUB PAY BECAUSE THEY'VE DONE US A BIG SERVICE AND I WANT TO MAKE SURE WE DO THEM ONE TOO.

AND IF WE'RE GOING TO EXPECT PEOPLE TO BASICALLY ASSUME THE ROLE OF A FULL TIME TEACHER, POSSIBLY FOR THE ENTIRE ACADEMIC YEAR, I'D LIKE THEM TO HAVE PAY THAT APPROACHES WHAT AT LEAST A FIRST YEAR TEACHER KIND OF MAKES.

AND WE'RE ALREADY GOING TO BE GETTING SOMEWHAT OF A SAVINGS BECAUSE WE'RE NOT GOING TO BE COVERING THE SAME LEVEL OF BENEFITS DURING THAT TIME.

SO FROM MY POSITION, I THINK THAT STILL BE A BUDGET SAVE, NECESSARILY.

IF WE HAD THAT YET, WE'D BE DOING RIGHT BY THESE FOLKS WHO ARE DOING RIGHT BY US.

SO THANK YOU VERY MUCH, DR.

BROWN. I CERTAINLY WILL BE RECOMMENDING APPROVAL.

THANK YOU. MS. STANLEY, I WAS GOING TO ASK VERY SIMILAR QUESTIONS, SO IT'S ASKED AND ANSWERED, THANK YOU.

GLICK, ARE YOU READY FOR A MOTION? FLOOR IS OPEN FOR A MOTION.

MR. PRESIDENT, I MOVE THE APPROVAL OF THE RESOLUTION TO INCREASE SUBSTITUTE PAY RATES DURING THE SHORTAGES CAUSED BY BY THE PANDEMIC, WITH THE CHANGE FROM IN OUR OUR BOOK TO THE DATE APPROVED OF TODAY, JANUARY 25TH TO 2022.

I HAVE A MOTION, SECOND BY MR. BEACH. ANY FURTHER DISCUSSION OR PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.

ANY OPPOSED LIKEWISE.

THANK YOU SO MUCH BOARD.

ALRIGHT WE NOW MOVE TO ITEM C IN THAT SECTION.

CONSIDER APPROVAL OF A BOARD RESOLUTION FOR A FOUR DAY SUMMER WORK SCHEDULE AND HOLIDAY

[VII.C. Consider Approval of Board Resolution for a 4-Day Summer Work Schedule and Holiday Shutdown for 2022-2023 and 2023-2024]

IT WAS BROUGHT TO YOU FOR ONE YEAR.

OK, WE HAVE A MOTION AND A SECOND.

ANY FURTHER DISCUSSION? BOARD PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.

ALL RIGHT, ALL THOSE OPPOSED LIKEWISE.

THANK YOU. WE'LL MOVE TO ITEM D.

SECOND, OKAY WE HAVE A MOTION AND A SECOND.

ANY FURTHER DISCUSSION AND QUESTIONS? BOARD PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.

ALL THOSE OPPOSED LIKEWISE.

THANK YOU. WE NOW GO TO ITEM F CONSIDER APPROVAL OF BUDGET TRANSFERS AND AMENDMENTS TO

THE 2021-2022 GENERAL FUND.

THIS CAME OUT OF THE FINANCE COMMITTEE.

ARE THERE ANY CHANGES? NO. GOOD EVENING.

PRESIDENT MILLER BOARD OF TRUSTEES, DR.

LOPEZ. THERE HAVE BEEN NO CHANGES SINCE THE FINANCE COMMITTEE.

MR. PRESIDENT, I WOULD MAKE A MOTION TO APPROVE THE BUDGET TRANSFERS AND AMENDMENTS AS DISCUSSED AT OUR COMMITTEE TWO WEEKS AGO.

OK, WE HAVE A MOTION.

SECOND, WE HAVE A MOTION AND A SECOND BOARD ANY OTHER DISCUSSION? THANK YOU. PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.

SO IF YOU WANT TO TAKE ITEMS ONE, TWO, FOUR, FIVE AND SIX, I WOULD LIKE ITEM ONE PULLED.

ALL RIGHT, SO WE'LL TAKE AT THIS POINT MR. GLICK. IT LOOKS LIKE ITEMS TWO, FOUR, FIVE AND SIX.

YES, SIR, I WOULD MAKE A MOTION ON NEW BIDS TO PROVE G, TWO, FOUR, FIVE AND SIX.

OKAY WE HAVE A MOTION FOR APPROVAL FOR THOSE ITEMS, SECOND, AND WE HAVE A SECOND.

ANY OTHER DISCUSSION BOARD PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.

ANY OPPOSED LIKEWISE.

THANK YOU. WE'LL BACK UP THEN AND WE'LL TAKE ITEM NUMBER ONE.

[VII.G.1. Contract #23-21 – Consider Approval of Purchase of Fuel]

CONSIDER APPROVAL OF PURCHASE OF FULL FUEL SERVICING.

I GUESS, MR. BOOKER, YOU COME FORWARD ON THIS ONE AND THEN.

GOOD EVENING TO MR. MILLER, MEMBERS OF THE BOARD OF TRUSTEES, TO DR.

LOPEZ. WE DO HAVE BEFORE YOU THE FUEL SERVICING CONTRACT THAT HAS BEEN PULLED.

THE PURCHASING DEPARTMENT DID PROVIDE A A AMENDMENT TO THE RECOMMENDATION TO CLEARLY IDENTIFY THE SERVICING FEE VERSUS THE FUEL COST INVOLVED IN THIS CONTRACT.

I CERTAINLY CAN ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE ABOUT THOSE NUMBERS THAT WERE PRESENTED.

FOR THE PUBLIC WOULD YOU PLEASE TO DIFFERENTIATE THE NUMBERS? YES, SIR.

GO BACK. THE ACTUAL FUEL SERVICE FEE WAS IDENTIFIED AS $346,500 . WE HAD TO ESTIMATE THE FUEL COST BASED OFF THE PROVISION THAT'S IN THE RFP THAT WE WOULD USE THE OPUS RACK PRICE.

WE'VE ADDED THAT COST INTO THIS ESTIMATE OF $1,554,153.

THE DIESEL EXHAUST FLUID COSTED $3.29.

THE TWO ITEMS THAT ARE LISTED AT THE BOTTOM OF THE FUEL SERVICE FEE AND THE DIESEL EXHAUST FLUID COST WERE A PART OF THE ORIGINAL TABULATION.

THE AMENDMENT THAT WE MADE WAS ADDING THE ESTIMATED FUEL COST TO MAKE SURE THAT THE BOARD OF TRUSTEES UNDERSTOOD WHAT CONSTITUTED THE $1.9 MILLION WE WERE ASKING FOR.

THAT'S THE CHANGES THAT WE MADE IN THE COSTING.

THANK YOU VERY MUCH, MR. BOOKER.

SO WHEN WE WERE AT THE COMMITTEE MEETING, WITH RESPECT TO THIS, AT LEAST I LEFT WITH THE UNDERSTANDING THAT THE COST OF FUEL WAS NOT CONTAINED IN THE BID.

SO BUT NOW WE'RE SAYING THAT THE $1.95 MILLION DOES CONTAIN AN ESTIMATED COST OF FUEL, CORRECT? YES, SIR.

THE THE ACTUAL PROVISION THAT ALLOWED THE FUEL COSTING WAS IN THE BID IT JUST WAS NOT FORMULATED IN THE RECOMMENDATION.

DR. RINGO WITH RESPECT TO BUDGETARY ISSUES AS ALL THE FUEL FOR BUSSING.

[01:05:06]

HAS IT BEEN KIND OF SUBSUMED BY BY WHAT WE'RE IN THIS ESTIMATE LIKE FOR THIS YEAR BECAUSE WE'RE UNDER A CONTRACT LIKE THIS FOR THIS YEAR? YOU MEAN, IS IT CURRENTLY WITHIN OUR BUDGETED EXPENDITURES THAT ARE APPROVED? I GUESS THAT IT'S MORE.

IS THERE A SEPARATE BUDGET ITEM BEYOND THIS FOR FUEL FOR THE BUSSES AND MR. DUNCAN CORRECT ME IF I'M WRONG, BUT THERE IS NOT A SEPARATE BUDGET ITEM BEYOND THIS FOR FUEL. AND I JUST WANT TO MAKE CERTAIN THAT THAT WHEN WE LOOK AT OUR EXPENDITURES AND I UNDERSTAND THE COST OF FUEL CAN GO UP AND PROBABLY WILL, YOU KNOW, COME BACK DOWN.

AND THAT'S JUST AN ESTIMATE.

BUT I CERTAINLY WOULD HOPE THAT WE DON'T SEE LIKE ANOTHER $900,000 FOR FUEL THAT SHOWS UP BEYOND THIS $1.95 MILLION.

NO, SIR. NOW, IF GAS OR DIESEL WERE TO GO TO $6 PER GALLON, WE WOULD BE COMING BACK TO THE BOARD FOR MORE MONEY.

BUT UNDER THIS, WE WOULD NOT EXCEED THIS CONTRACTED AMOUNT.

AND THE OTHER QUESTION THAT WE HAD IS THERE WAS GOING TO BE SOME RESEARCH DONE ABOUT THE POSSIBILITY OF GISD STAFF MAYBE ACCOMMODATING THIS.

IS THERE SOME TYPE OF TIME CRUNCH ON EXECUTING THIS CONTRACT THAT WE WOULDN'T BE ABLE TO WAIT TO SEE IF THAT TYPE OF ACTION WAS APPROPRIATE? I'M TRYING NOT TO STEAL JACK'S THUNDER, BUT I WENT HOME EARLY FROM THE COMMITTEE MEETING NOT FEELING WELL AND AND VIEWED YOUR QUESTION THE NEXT MORNING ON THE VIDEO AND WAS LIKE, OH, I WISH I WOULD HAVE BEEN THERE.

IT WAS ABOUT 18 MONTHS 24 MONTHS AGO THAT I HAD THE SAME IDEA.

THERE WERE A COUPLE OF DIFFERENT THINGS AND I THOUGHT, HMM, I WONDER IF WE COULD DO THAT CHEAPER IF WE DID IT THIS WAY.

IT DIDN'T START THE BUSSES IN THE MORNING WHEN IT'S 30 DEGREES, OR COULD WE SAVE MONEY IF WE DID THIS OURSELVES? AND SO I LOOKED INTO THIS.

HE DIDN'T KNOW THAT I HAD LOOKED INTO THIS.

IT WAS BEFORE HIS TIME, BUT THE 346,000 JUST FOR THE FUEL SERVICE, WE COULD NOT HIRE TWO LICENSED CERTIFIED TECHS.

THERE ARE SIX FIGURES, LIKE $200,000 PER PERSON, SO THAT THAT WE COULDN'T WE COULDN'T MAKE MONEY ON THAT.

PLUS THE TCEQ, THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY, EVEN IF WE DIDN'T HAVE TO CREATE AN ABOVE GROUND TANK, LET'S SAY WE'VE GOT OUR TRUCK.

OUR LUBE TRUCK, WHICH COSTS TWO BUSSES WORTH $240,000 PER LUBE TRUCK, GOES TO THE LOCATION, PICKS UP THE FUEL AND BRINGS IT BACK.

THAT TRUCK IS TREATED LIKE A FUEL TANK.

IT HAS SENSORS ON IT.

AND SO LIKE DURING SNOWMAGEDDON, IF THE SENSOR WENT OFF, YOU HAVE THREE CHANCES TO CALL TCEQ AND REPORT YOURSELF.

WELL, WE'RE ALL FROZEN IN AT HOME.

THIS IS ACTUALLY THIS ACTUALLY HAPPENED.

SO THE THE DISTRICT GETS FINED $25,000, EVEN IF IT TURNS OUT WE DIDN'T HAVE A LEAK, SO WE WOULD BE PAYING FOR TWO TECHS, AT LEAST ONE LUBE TRUCK, PROBABLY TWO INSURANCE.

I'M TRYING TO THINK WHAT ELSE I'M FORGETTING.

CAN YOU THINK OF ANYTHING ELSE? GO AHEAD. [INAUDIBLE] YES.

SORRY. SO I HAVE LOOKED INTO THIS BEFORE.

THE ONLY DIFFERENCE IS I CALLED THE GENTLEMAN AT TAPT THIS MORNING BECAUSE I KNEW I'D BE TALKING TO YOU TONIGHT.

HE SAID, IF YOU THOUGHT IT WAS HARD TWO YEARS AGO TO FIND ONE OF THOSE TECHS WHO'S MAKING $200 GRAND TO GO TO DIFFERENT DISTRICTS AND FUEL THEM UP, HE SAID IT'S IMPOSSIBLE RIGHT NOW. YOU CAN'T.

THEY'RE HARDER TO FIND THAN A SAFETY AND TRAINING MANAGER, OR OF COURSE, HARDER THAN A BUS DRIVER OR A SUBSTITUTE TEACHER.

SO I WOULD JUST SAY AT THIS TIME, IT'S NOT FUEL EFFICIENT AND HOPEFULLY THE DIESEL IS GOING TO GO AWAY. WE'RE WE'RE GOING TO HAVE JUST GASOLINE AND THEN HOPEFULLY GASOLINE GOES AWAY. YOU KNOW, WE CAN FIND A CLEANER WAY TO DO THAT IF IT'S PROPANE AND THEN ELECTRIC. BUT I I DON'T RECOMMEND THAT WE HAVE ANY ABOVEGROUND TANKS, AND THAT'S THE ONLY KIND YOU CAN YOU CAN BUILD NOW.

AND THAT TRUCK, THAT LUBE TRUCK IS AN ABOVE GROUND TRAIN, A TANK WITH WHEELS ON IT, AND IT'S A SAFETY HAZARD.

WELL, TO BE FAIR [INAUDIBLE] I THOUGHT WE WERE GOING TO SAVE OVER A MILLION DOLLARS.

POTENTIALLY IT'S ONLY $346,000 NOW.

I KNEW THAT WHEN I SAW YOU ASKED THE QUESTION, SO THAT MAKES A OBVIOUSLY BIG DIFFERENCE.

THANK YOU VERY MUCH. AND MR. JOHNSON, THERE IS ONE MORE COMMENT ABOUT MR. BOOKER'S GOING TO SPEAK TO ADDITIONAL GAS.

THERE IS A CONTRACT FOR.

THAT'S WHY I REFERENCED MR. DUNCAN AND MR. BOOKER FOR THAT ASPECT, BECAUSE IT'S PAID FOR FROM THAT BUDGET.

MR. JOHNSON, I JUST WANTED TO REMIND YOU TO BE VERY TRANSPARENT.

THIS PARTICULAR CONTRACT IS WHAT WE ESTIMATE TO BE THE VALUE.

WE HAVE A SEPARATE CONTRACT FOR THE FUEL THAT GOES INTO THE GROUND.

SO THERE IS ANOTHER CONTRACT THAT HAS FUEL AS A PART OF THAT CONTRACT.

SO THERE ARE TWO CONTRACTS THAT WE WOULD BE PURCHASING FUEL BASED ON THE NUMBER OF GALLONS THAT WE'VE ESTIMATED. WE THINK WE'RE IN GOOD SHAPE.

BUT IF WE CONTINUE TO HAVE INCREASES IN THE DIESEL PRICES, WE MAY HAVE TO COME BACK FOR

[01:10:01]

AN INCREASE. MR. GLICK, THANK YOU, SIR.

YEAH, IT WAS MR. JOHNSON, I SOME OF THE SAME IMPRESSION YOU ARE LEAVING THE MEETING AND SO MR. SELDERS AND I WROTE TOGETHER IN THE MLK PARADE AND WE WERE ASKING OUR DRIVER, WHO'S A BUS DRIVER. AN AWFUL LOT OF QUESTIONS THINKING, WOW, IF WE ASK ENOUGH QUESTIONS, WE COULD SAVE A MILLION DOLLARS HERE.

OBVIOUSLY REALIZING THAT THAT WASN'T THE CASE, BUT WE DID GRILL HER VERY NICELY.

I THINK ON HOW MUCH IS THIS COSTING, CAN WE FILL THIS UP AND ALL THAT, BUT NOW WE KNOW THE RIGHT ANSWER SO THANK YOU.

MS. GRIFFIN YES, I WOULD JUST LIKE TO ASK THAT THE THE RESEARCH THAT WAS DONE BE WRITTEN UP IN A PROPOSAL, OR A REPORT, SO THAT IT CAN BE FILED.

AND THEN WHEN WE GO DOWN THIS AVENUE AGAIN, THAT WE HAVE A REPORT TO REFER TO.

IF THAT'S AGREEABLE WITH, WE DON'T NEED TO SEE IT.

IT JUST NEEDS TO BECOME RECORD OF THE DISTRICT THAT WE'VE DONE THE RESEARCH.

THANK YOU. OK.

ANYBODY ELSE? MR. PRESIDENT, I'LL MAKE A MOTION IF YOU'RE READY.

YES, SIR. APPROVE THE PURCHASE OF FUEL SERVICING CONTRACT 23-21.

OK, WE HAVE A MOTION.

SECOND, WE HAVE A MOTION AND A SECOND.

IS THERE ANY FURTHER DISCUSSION BOARD? IF NOT, PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.

ANY ANY OPPOSED LIKEWISE.

OK, THANK YOU. NOW WE GO TO THE OTHER ITEM THAT WAS PULLED, WHICH WOULD BE ITEM NUMBER THREE IS CONTRACT NUMBER 8 186-21 CONSIDER PURCHASE OF FUEL.

[VII.G.3. Contract #186-21 – Consider Purchase of Full Service Custodial and Related Services]

[INAUDIBLE] I'M LOOKING AT THAT IT SAYS FULL, BUT I SAID FUEL CONSIDER PURCHASE OF FULL, FULL SERVICE, CUSTODIAL AND RELATED SERVICES.

SOMEBODY HELP ME READ THAT.

QUESTION. MR. BOOKER, ARE YOU FORWARD TO SPEAK ON THAT? YES, SIR, THIS IS THE WE DID PROVIDE SOME INFORMATION UNDER SEPARATE COVER, AS REQUESTED BY THE BOARD OF TRUSTEES DETERMINING SOME OF THE ISSUES OF CONCERN WE HAD WITH THE INCUMBENT. THAT INFORMATION WAS PROVIDED TO THE BOARD OF TRUSTEES AND I'D BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE.

MR. BEACH YEAH, I WAS VIRTUAL THAT WEEK.

I WAS IN QUARANTINE, SO I WASN'T HERE FOR THAT PARTICULAR MEETING, BUT I DID WATCH.

IT'S REALLY KIND OF HARD TO ASK QUESTIONS WHEN YOU'RE IN VIRTUAL COMPARED TO BEING LIVE.

SO I DO HAVE SOME CONCERNS I WOULD LIKE TO ADDRESS AND SEE IF WE CAN'T GET THEM ANSWERED TONIGHT. I'VE GOT ABOUT SIX OR SEVEN THINGS THAT I'D LIKE TO ADDRESS AND SEE IF YOU CAN SAY.

I'D LIKE TO KNOW HOW MANY EMPLOYEES THAT YOU THINK IT WILL TAKE TO STAFF UP OUR SCHOOLS AND AT WHAT RATE ARE WE I DIDN'T SEE WHAT RATE THEY WOULD BE HIRED AT.

IT'S ONE OF MY QUESTIONS.

OK. AND THEN FROM THAT POINT ON, BECAUSE I'M CONCERNED WHAT MY CONCERN IS, THE EMPLOYEES THAT WE'RE TALKING ABOUT ARE SECONDARY AND THEY'RE GOING TO BE THEY WERE ABM EMPLOYEES AND THEY NO LONGER WILL BE.

SO THAT'S WHY I'M WONDERING, WITH A NEW OUTFIT COMING FORTH, HOW MANY DAYS DO YOU EMPLOYEES WORK UNDER THE CONTRACT PER YEAR? HOW MANY DOES AHI DO THEY SUBCONTRACT OUR EMPLOYEES OR ARE THEY GOING TO.

WHERE ARE THEY GETTING THEIR EMPLOYEES FROM THAT'S GOING TO BE STAFFING OUR SCHOOLS? WHERE THE ABM ARE GOING AND ARE THEY GOING TO BE READY TO, YOU KNOW, BE READY TO GO? AND ARE THEY FULL TIME PAYROLL PEOPLE FOR AHI THE COMPANY THAT WE'RE CONSIDERING AND ALSO THE WORKMAN'S COMP SIDE OF IT, DO THEY SHOW THE COST OF WHAT THEY'RE GOING TO BE PAYING ON THEIR WORKMAN'S COMP IN THIS CONTRACT? AND THEN ANOTHER QUESTION I HAVE WAS DID THIS BID INCLUDE PAYING THE FULL TIME EMPLOYEES FOR THEIR HOLIDAYS AND VACATIONS THAT WE TAKE AS A SCHOOL DISTRICT? WOULD THEY STILL BE CONTINUING TO TAKE THE SAME TIME OFF BECAUSE I KNOW THAT MOST CUSTODIAL GROUPS JUST GET A WEEK'S VACATION? SO WOULD THEY BE TAKING OFF THE SAME TIME WITH OUR FOLKS? AND WHO'S GOING TO BE PAYING THAT? AND ALSO THE LAST QUESTION I HAD, IF THEY GO OVER 40 HOURS, WHO PAYS THAT BILL? SOME OF THOSE QUESTIONS THAT I WILL BE ABLE TO ANSWER MR. BEACH AS IT RELATES TO THE PRICING THAT WAS SUBMITTED, SOME OF THE DETAILS YOU REQUESTED AS IT RELATES TO THE PAY.

I DO UNDERSTAND FROM HAVING CONVERSATIONS WITH MR. GONZALES THAT THE FIRM THAT IS BEEN RECOMMENDED HAD A PLAN TO INVOLVE AND USE THOSE LABOR THAT ARE CURRENTLY EMPLOYED THROUGH THE EXISTING FIRM.

OF COURSE, WE DON'T HAVE ANY CONTRACTUAL OBLIGATIONS, NOR DOES THE COMPANY HAVE A

[01:15:05]

CONTRACTUAL OBLIGATION TO WHO TO HIRE THOSE, BUT THAT WAS PART OF THEIR PLAN.

MR. GONZALES AND HIS STAFF, WHO WERE HERE IN A IN THE INTERVIEW PROCESS, COULD BRING SOME ADDITIONAL INFORMATION TO THE BOARD OF TRUSTEES AS IT RELATES TO THAT.

BUT THERE ARE NO CONTRACTUAL GUARANTEES THAT WE ARE WOULD BE HIRING, NOR IS THERE ANY CONTRACT BY THE PEOPLE THAT WE IN PERSON.

YEAH, THERE'S NO GUARANTEES, NO CONTRACTUAL GUARANTEES BASED ON THE CONVERSATIONS I'VE HAD WITH MR. GONZALES.

BASED ON THE INTERVIEWS THAT THEY WOULD BE VERY OPEN TO INTERVIEWING THOSE PERSONNEL FOR POSITIONS. BECAUSE I'M CURIOUS OF HOW FAST IF WE HAVE ABSENTEEISM IN OUR CUSTODIAL STAFF, THEY WOULD BE ABLE TO FILL THOSE POSITIONS FROM WITHIN IF THEY WERE NOT HIRING SOME OF THE BECAUSE I KNOW SOME OF THE CAMPUS, MOST OF THE CAMPS HAVE BECOME PRETTY ACCUSTOMED TO THE PEOPLE THAT ARE THERE ON THEIR CAMPUS THAT THEY REALLY LIKE THEM.

AND THAT'S WHY THAT'S KIND OF I HATE TO SEE A LOT OF THEM GET LOST OR WE LOSE THEM.

SO YES SIR MR. BEACH. I DO WANT TO BRING TO YOUR ATTENTION TO THE MEMBERS OF THE BOARD WHO HAVE SIMILAR CONCERNS WHEN WE DEVELOP THE PROCUREMENT SCHEDULE WE PLANNED FOR A TIME OF TRANSITION.

THAT WAS THE RATIONALE AND REASONING FOR BRINGING IT TO THE BOARD OF TRUSTEES THIS EARLY SO THAT IF A CHANGE WAS GOING TO BE MADE, WE WOULD HAVE BETWEEN NOW AND THE SUMMER MONTHS TO MAKE THAT TRANSITION FROM THE EXISTING TO THE NEW PROVIDER.

IT IS MY UNDERSTANDING THAT THE FACILITIES DEPARTMENT MAINTENANCE DEPARTMENT IS SCHEDULING MEETINGS WITH THE PROPOSED PROVIDER TO MAKE SURE THAT WE HAVE A GOOD UNDERSTANDING OF THEIR TRANSITION PLAN.

MY UNDERSTANDING ALSO AND MR. GONZALES IS HERE, BUT THEY FEEL VERY COMFORTABLE THAT WE HAVE A TRANSITION PLAN THAT WOULD MAKE SURE WE HAVE A SMOOTH TRANSITION BETWEEN THE TWO COMPANIES.

OKAY. WHATEVER QUESTIONS THEY CAN ANSWER, THAT'D BE GREAT.

PAUL CAN ANSWER SOME OF THOSE.

GOOD EVENING, PRESIDENT MILLER, BOARD OF TRUSTEES DR.

LOPEZ. I'M GOING TO SEE IF I CAN GO THROUGH EACH INDIVIDUAL ONE.

BUT THIS WAS A VERY, VERY HARD DECISION.

AS YOU KNOW, THERE WAS A LOT OF IMPACTED PERSONNEL THAT'S WORKING CORRECT CURRENTLY WITH OUR CURRENT CONTRACT, OUR INCOMING CONTRACTOR ABM, I'M WORKING REALLY CLOSE AS IF THE BOARD APPROVES THIS TONIGHT.

I'LL BE WORKING VERY CLOSE ON THE TRANSITION PLAN WITH HI.

THEY WILL ALSO BE COMING TO THE BOARD ON SEVERAL OCCASIONS AT FACILITIES COMMITTEE MEETINGS TO PRESENT THE EXPECTATIONS OF THE DISTRICT AND THE TRANSITIONING PLAN AS WE GO THROUGH IT FOR THE NEXT SEVERAL MONTHS.

ONE OF THE QUESTIONS YOU ASKED IS WHAT HAPPENS TO THE EMPLOYEES? WELL, THIS IS NOT THE FIRST TIME A DISTRICT HAS MOVED FROM ONE COMPANY TO ANOTHER.

IT'S HAPPENED IN MY CAREER.

WHAT HAPPENS IS A LOT OF THE EMPLOYEES WHO WORK FOR THEIR CURRENT COMPANY GO AND APPLY FOR THE NEW COMPANY.

THE RELATIONSHIP BETWEEN THAT COMPANY AND THE AND THE INCUMBENT COMPANY AND THE NEW COMPANY, WE WANT THE BEST FOR THE EMPLOYEES THAT ARE BEING AFFECTED.

AND AS YOU KNOW, OUR STATE IS THE RIGHT TO WORK STATE.

SO THERE'S NOTHING CONTRACTUALLY THAT WILL NOT PUT A BARRIER BETWEEN THAT EMPLOYEE AND APPLYING FOR THE JOB.

SO THAT'S THAT'S HOW I FEEL.

INTERRUPT YOU RIGHT THERE. YES, SIR.

THAT'S A CONCERN THAT I HAVE IN THAT IF ABM WAS PAYING, LET'S SAY, $12 OR $13 AN HOUR TO OUR CUSTODIANS AT THAT LEVEL AND THE NEW COMPANY COMING IN AND THEY'RE WANTING TO DROP THEM TO $10, YOU'RE GOING TO AND EVERYWHERE I'M DRIVING, I'M SEEING NOW, HIRING NOW, HIRING PEOPLE TRYING TO GO TO WORK AND NOBODY CAN GET EMPLOYEES.

ARE WE GOING TO LOSE THAT QUALITY OF THE WHERE WE'RE GETTING THE CLEANING NOW BECAUSE OF THE RATE THAT COULD HAVE COME IN AND THAT'S A CONCERN THAT I HAVE.

ONE ONE OF THE QUESTIONS THAT WAS ASKED DURING THE MEETINGS.

TRUSTEE BEACH WAS THE QUALITY OF CUSTODIAL PEOPLE THAT WERE GOING TO COME INTO OUR BUILDINGS AND THE COMPETITIVE COMPETITIVE RATES THAT WE'RE ALL SEEING, NOT ONLY OUTSIDE WITH CUSTODIAL SERVICE CONTRACTORS, BUT IN-HOUSE WITH OUR PEOPLE.

ALSO RIGHT NOW, THE MARKET IS VERY, VERY COMPETITIVE.

I GOT COMMITMENTS FROM THE NEW FIRM THAT THEY WOULD BE COMPETITIVE IN THE MARKET.

I CAN'T HOLD THEM TO WHAT THEY WOULD PAY EACH INDIVIDUAL EMPLOYEE, BUT THEY ARE COMPETITIVE IN THE MARKET.

THEY'RE CURRENTLY WORKING AT UNIVERSITIES HERE IN NORTH TEXAS.

THEY'RE ALSO WORKING IN SCHOOL DISTRICTS HERE IN NORTH TEXAS, SO THEY KNOW THE MARKET AND IT'S VERY COMPETITIVE AND THAT THEY GAVE ME THEIR COMMITMENT.

THEY WOULD MEET THOSE COMMITMENTS.

[01:20:12]

CONTRACT? SO, SO USUALLY USUALLY THE THE SUBCONTRACTOR OR THE CONTRACTOR WORKS, WORKS AND FOLLOWS OUR DISTRICT CALENDAR.

SO USUALLY WHEN, WHEN, WHEN WE'RE OUT, WHEN MAINTENANCE IS OUT, AN OFFICIAL MAINTENANCE AND CUSTODIAL DAY OFF FOR THE MAJORITY, THEY FOLLOW OUR OUR OUR CALENDAR.

BUT THERE'S TIMES THAT SCHOOLS ARE SHUT DOWN AND THAT'S WHEN WE HAVE TO GO TO WORK.

THAT'S WHEN WE GO IN AND AND STRIP FLOORS AND DO THE DEEP CLEANING.

THAT'S WHEN WE WANT THESE CONTRACTORS, THIS CUSTODIAL CONTRACTOR IN OUR FACILITIES.

IT'S TO DO THOSE THOSE TASKS SO VACATION AND SO FORTH.

THAT'S ALL MANAGED THROUGH THEIR FIRM.

THEY GIVE THEM BENEFITS.

THAT'S ONE OF THE THINGS THAT WE HAD ASKED.

THEY DO GIVE IT FULL BENEFIT PACKAGE TO THEIR EMPLOYEES, SO THAT WOULD ALL FALL UNDER OUR CALENDAR, THOUGH THEY WOULD FOLLOW OUR CALENDAR FOR SUPPORT.

FOR THAT OVERTIME OR TO PAY OR THAT'S EMBEDDED INTO THE CONTRACT.

THE WAY THE CONTRACT SET UP, IT'S BY SQUARE FOOTAGE.

SO THE SQUARE FOOTAGE OF THE CLEAN OF THE FACILITIES IS A SET PRICE.

NOW WE HAVE THE TRIPLE C, WE HAVE SPECIAL EVENTS AFTER AFTER HOURS THAT IS BUILT IN THE CONTRACT. THOSE THOSE SPECIAL EVENTS ARE CONTRACTED ARE ARE BASED ON HOURLY WAGE, AN HOURLY RATE. SO NO, IT WOULD NOT IMPACT THE GENERAL CLEANING CONTRACT THAT YOU'RE ABOUT TO APPROVE TONIGHT.

FOR THOSE SPECIAL EVENTS, THAT'S A DIFFERENT HOURLY RATE AND THOSE ARE COVERED THROUGH THE LEASE. THE PERSON THAT'S LEASING OUR FACILITIES.

THANK YOU FOR ANSWERING THESE QUESTIONS.

AND I LIKE I SAID, IT'S HARD TO DO IT VIRTUALLY.

AND SO I'M GLAD THAT YOU WERE ABLE TO DO IT TONIGHT.

THANK YOU VERY MUCH FOR DOING THAT, PAUL.

THANK YOU. AND I APPRECIATE MR. BEACH STANDING IN THAT DAY.

AND MR. BOOKER, I WAS OUT IN QUARANTINE, SO I'M I'M GLAD TO BE BACK.
