OK. LADIES AND GENTLEMEN, THANK YOU FOR BEING HERE WITH US, BEING WITH US TONIGHT IT IS

[00:00:05]

NOW 5:24.

WE ARE GATHERED FOR THE TUESDAY, FEBRUARY 22, 2022 MEETING OF THE GARLAND INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES.

THIS IS A REGULAR MEETING.

ON THE AGENDA TONIGHT WE'RE GOING TO CALL TO ORDER AND WE DO HAVE A QUORUM.

IT IS NOW TIME FOR US TO DO THE PLEDGES OF ALLEGIANCE.

I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.

IT'S BAD WHEN YOU GET A FROG IN YOUR THROAT RIGHT IN THE MIDDLE OF SOMETHING, ESPECIALLY WHEN YOU'RE SUPPOSED TO BE LEADING IT, SO THANK YOU, DR.

LOPEZ, FOR JUMPING IN.

[LAUGHTER] NOW IT IS OUR PRIVILEGE TO HAVE A PUBLIC HEARING.

OUR PURPOSE TONIGHT IS TO CONDUCT A PUBLIC HEARING REGARDING THE 2020 2021 ANNUAL PERFORMANCE REPORT.

WE HAVE, I NEED TO CALL THIS TO ORDER MECHELLE.

THE TIME IS 5:25.

[III. Public Hearing]

WE'RE GOING TO CALL THE PUBLIC HEARING TO ORDER.

AND TODAY WE'RE GOING TO HAVE VERONICA JOYNER, ALLISON DAVENPORT, LAUREN MCKINNEY AND BABETTA HEMPHILL HERE TO TALK TO US ABOUT THIS REPORT.

SO WE WILL GIVE THEM THE FLOOR AT THIS TIME.

GOOD EVENING, PRESIDENT MILLER, DR.

LOPEZ AND TRUSTEES, THIS ANNUAL PERFORMANCE REPORT IS REQUIRED BY TEXAS EDUCATION CODE 39, SECTION 306, WHICH PROVIDES SEVERAL PIECES OF INFORMATION ON GISD PERFORMANCE.

OUR GOAL TONIGHT WILL BE TO PROVIDE AN OVERVIEW OF THE ANNUAL PERFORMANCE REPORT ORGANIZATION. AS A REMINDER, MOST OF THE INFORMATION IN THIS REPORT, OR I SHOULD SAY ALL OF THE INFORMATION IN THIS REPORT HAS BEEN PRESENTED TO YOU NOT ONLY IN THE DISTRICT AFFAIRS COMMITTEE, BUT ALSO IN PRIOR BOARD MEETINGS.

SO THIS IS JUST KIND OF TO WRAP UP THE INFORMATION THAT'S REQUIRED IN THIS REPORT.

SO IN ADDITION TO THIS ANNUAL HEARING AND THIS ANNUAL REPORT, WE MUST ALSO HOLD THE HEARING. WE MUST WIDELY DISSEMINATE THE ANNUAL REPORT THROUGHOUT THE DISTRICT.

SO A COUPLE OF THINGS TO NOTE WHENEVER THE BOARD DOCS WERE PREPARED FOR YOU ALL IN JANUARY OUR NEW WEBSITE LAUNCHED IN FEBRUARY.

SO THAT LINK IN THE AGENDA, I BELIEVE, IS TAKING YOU SOMEWHERE THAT'S A LITTLE BIT DIFFERENT. BUT IF THE PUBLIC IS INTERESTED IN LOOKING AT THIS INFORMATION, THEY CAN ALWAYS DO A SEARCH ON OUR WEBSITE FOR THE ANNUAL ACADEMIC PERFORMANCE REPORT.

IN ADDITION TO THAT, THERE ARE BINDERS THAT ARE AVAILABLE.

OUR OFFICE HAS NOW MOVED IN ANTICIPATION OF THE HVAC WORK, BUT WE'RE LOCATED AT PAC.

AND ALSO THERE WILL BE A COPY OF THE BINDER AT STUDENT SERVICES FOR ANYONE WHO IS INTERESTED IN LOOKING AT THAT INFORMATION.

THERE ARE SEVEN COMPONENTS TO THIS REPORT AND AS I MENTIONED LAST TIME, THE INFORMATION IS FROM A TEETERING OF YEARS.

SO I DO WANT TO KIND OF HIGHLIGHT THAT BEFORE WE GET GOING.

THE DISTRICT ACCREDITATION STATUS WE DO NOT HAVE A DISTRICT ACCREDITATION STATUS BECAUSE TEA HAS PUT A HOLD ON THAT, AND I'LL TALK A LITTLE BIT MORE ABOUT THAT IN THE NEXT SLIDE.

OUR TAPR REPORT, OUR TEXAS ACADEMIC PERFORMANCE REPORT THAT IS FOR THE 2020 2021 SCHOOL YEAR. SO LAST SCHOOL YEAR, WE HAVE THIS INFORMATION FOR DISTRICT AND CAMPUSES.

AND AGAIN, IT WILL BE LOADED TO THE WEBSITE AND IT CAN ALSO BE FOUND ON THE TEA WEBSITE IF THERE'S ANYONE IN THE PUBLIC THAT WISHES TO SEARCH FOR IT THERE.

THE PEIMS FINANCIAL STANDARD REPORT IS FROM 2019 AND 2020.

THE CAMPUS PERFORMANCE OBJECTIVES THOSE ARE FROM THIS SCHOOL YEAR.

IN YOUR PACKET, YOU HAVE THE DISTRICT PERFORMANCE OBJECTIVES.

WE HAVE THE REPORT ON VIOLENT AND CRIMINAL INCIDENTS FROM FOR 2020-2021 SO LAST SCHOOL YEAR AND THEN WE HAVE POST-SECONDARY PERFORMANCE FOR THE CLASS OF 2019.

IN ADDITION TO ALL OF THESE REQUIRED REPORTS, WE'VE ALSO INCLUDED A COPY OF THE TAPR GLOSSARY BECAUSE THERE ARE A LOT OF EDUCATIONAL TERMS IN THERE THAT IF THE PUBLIC IS WANTING TO LOOK AT THOSE, THEY'RE WELCOME TO LOOK AT THE GLOSSARY.

OK, SO WE MOVE ON TO THE ACCREDITATION STATUS AND AGAIN, THE ACCREDITATION STATUS

[00:05:03]

CONSIDERS ACCOUNTABILITY RATINGS, FINANCIAL ACCOUNTABILITY RATINGS, DATA INTEGRITY PROGRAM, AREA DEFICIENCIES IDENTIFIED THROUGH OUR RESULTS DRIVEN ACCOUNTABILITY, OR RDA.

TEA HAS PUT A HOLD ON THIS.

AND IN YOUR BOARD PACKET YOU WILL NOTE THAT THERE IS A TO THE ADMINISTRATOR ADDRESSED LETTER INDICATING THE REASON FOR THAT HOLD.

AND IT IS NOT JUST FOR GARLAND ISD.

THIS IS FOR ALL PUBLIC SCHOOLS IN TEXAS.

THE 2020-2021 FIRST RATING, WHICH IS A FINANCIAL RATING, IS A-SUPERIOR.

THE 2021 ACCOUNTABILITY RATING IS NOT RATED DECLARED STATE OF DISASTER.

SO THIS IS FOR OUR ACADEMIC PERFORMANCE AND THE 2021 SPECIAL EDUCATION DETERMINATION STATUS IS IDENTIFIED AS NEEDS ASSISTANCE.

NOW OUR SPECIAL EDUCATION DEPARTMENT HAS BEEN WORKING WITH TEA IN ORDER TO SUBMIT THEIR IMPROVEMENT PLAN AS REQUIRED BY THE RDA, THE RESULTS DRIVEN ACCOUNTABILITY SYSTEM.

SO MOVING ON TO THE MEAT OF THE REPORT, SO IT'S THE TEXAS ACADEMIC PERFORMANCE REPORT OR THE TAPR. IT IS A STATE MANDATED PERFORMANCE REPORT CREATED BY THE AGENCY.

THE TAPR IS PUBLISHED ANNUALLY AND AGAIN SHARED, AS I MENTIONED ON OUR WEBSITE AND ON TEA'S WEBSITE.

THIS REPORT INCLUDES INFORMATION ABOUT OUR STAAR PERFORMANCE, ATTENDANCE, GRADUATION, DROPOUT RATES, COLLEGE CAREER, MILITARY READINESS.

WE HAVE STUDENT AND STAFF INFORMATION, OUR PEIMS, FINANCIAL STANDARDS REPORTS AND A COMPREHENSIVE GLOSSARY.

SO IN YOUR PACKET, YOU WILL ALSO NOTICE THAT I HAVE CREATED A DISTRICT SUMMARY THAT JUST KIND OF BRINGS IT ALL TOGETHER FOR YOU ALL IN THE FORM OF GRAPHS AND CHARTS.

OK, THE TAPR ON STAAR PERFORMANCE.

SO IN THAT REPORT, THESE ARE PAGES THREE THROUGH NINE.

SO WE HAVE OUR PERFORMANCE RATE APPROACHES GRADE LEVEL, MEETS GRADE LEVEL, OR ABOVE AND MASTERS GRADE LEVEL.

SO THAT INFORMATION IS AVAILABLE FOR EACH OF THE REPORTED ASSESSMENTS FOR ALL GRADES.

ALL SUBJECTS.

THE PERFORMANCE DATA ALSO INCLUDES THE RESULTS FROM 2021 AND 2019.

AS A REMINDER, WE DID NOT HAVE ANY STAAR ASSESSMENTS DURING THE YEAR OF SPRING OF 2020, SO THAT'S WHY TEA HAS INCLUDED THE 2019 RESULTS.

AND IT ALSO ONLY INCLUDES RESULTS FOR STUDENTS IN OUR ACCOUNTABILITY SUBSET.

SO WHAT DOES THAT MEAN? A FALL SNAPSHOT, WHICH IS THE LAST FRIDAY OF OCTOBER OF A GIVEN SCHOOL YEAR WE TAKE THE INFORMATION OF STUDENTS THAT WERE PRESENT IN THE DISTRICT OR ENROLLED IN THE DISTRICT, AND THAT IS THOSE ARE THE STUDENTS THAT WILL SHOW UP ON OUR ACCOUNTABILITY.

SO FOR 2021 ALL GRADES, ALL SUBJECTS, OUR PERFORMANCE LEVELS WERE 62 PERCENT APPROACHES GRADE LEVEL. THIRTY FIVE PERCENT MEETS GRADE LEVEL AND 14 PERCENT MASTERS GRADE LEVEL.

DISTRICT PROGRESS IS NOTED ON PAGE 10 OF YOUR REPORT.

THIS REPORT IS REALLY THE ACADEMIC GROWTH REPORT AND AGAIN, WE DID NOT HAVE RESULTS FOR STAAR 2020, SO THEREFORE WE WERE NOT ABLE TO GET A CALCULATION FOR 2021 GROWTH.

SO THE INFORMATION THAT YOU SEE IN YOUR PACKET, AS WELL AS ON THIS SLIDE, IS FOR THE GROWTH THAT OCCURRED BETWEEN 2018 TO 2019.

PAGES 11 AND 12 OF THE REPORT HIGHLIGHT THE INFORMATION OR THE PERFORMANCE FOR OUR BILINGUAL EDUCATION AND OUR ESL STUDENTS.

SO THIS IS A STAAR PERFORMANCE FOR THESE STUDENTS PARTICIPATING IN THESE PROGRAMS. IT IS DISAGGREGATED BY THE INSTRUCTIONAL MODEL AND THE PERFORMANCE REPORTS ALSO DISAGGREGATE THAT DATA FOR YOU BY A PERFORMANCE LEVEL.

SO FOR THE SCHOOL YEAR OF 2020, I'M SORRY, TWENTY YES, 2020-2021.

THERE WERE 35.1 PERCENT OF GISD STUDENTS PARTICIPATING IN A BILINGUAL OR AN ESL PROGRAM.

NOW WE KNOW THAT SUCCESS FOR OUR STUDENTS GOES BEYOND THE STAAR EXAM AND THE STATE RECOGNIZES THAT AS WELL.

SO PAGES THIRTEEN THROUGH TWENTY THREE OF THE REPORT, YOU WILL NOTICE THAT THERE IS INFORMATION ABOUT ATTENDANCE, GRADUATION AND DROPOUT RATES, A GRADUATION PROFILE, CCMR, OTHER CCMR RELATED INDICATORS, AS WELL AS POST-SECONDARY AS WELL AS POST-SECONDARY INDICATORS.

FOR THE CLASS OF 2019 GARLAND ISD HAD 56.8 PERCENT OF OUR STUDENTS ENTER OR ENROLL IN AN INSTITUTION OF HIGHER EDUCATION IN THE STATE OF TEXAS.

WE, THE TAPR REPORT, CURRENTLY DOES NOT COLLECT DATA FOR STUDENTS THAT ATTENDED A COLLEGE OR UNIVERSITY OUTSIDE OF THE STATE OF TEXAS.

OK, THEN 23 THROUGH 28, THIS IS A DISTRICT PROFILE INFORMATION, SO OUR STUDENT ENROLLMENT INFORMATION BY GRADE LEVEL ETHNICITY AND OTHER STUDENT DEMOGRAPHIC AND STUDENT GROUPS.

[00:10:04]

STAFF INFORMATION AGAIN, GENDER, ETHNICITY ALSO IT GOES INTO EXPERIENCE YEARS OF EXPERIENCE OR A TENURE IN A PARTICULAR DISTRICT, AND THEN ALSO PROGRAM INFORMATION.

SO HOW MANY STUDENTS DO WE HAVE ENROLLED IN A PARTICULAR PROGRAM AT THE END OF THE TAPR REPORT? THERE IS A LINK THAT LINKS OUT TO THE PEIMS FINANCIAL STANDARDS REPORT, AND AGAIN, THIS IS FOR THE 2019-2020 SCHOOL YEAR.

THIS IS INFORMATION THAT IS FOUND OR COLLECTED THROUGH OUR PEIMS SUBMISSIONS, AND IT JUST GIVES ALL OF THE INFORMATION SO THAT WE CAN ACCOUNT FOR ALL OF THE FUNDS THAT ARE EXPENDED IN OUR DISTRICT.

AND THE INFORMATION ON THE SLIDE LETS YOU KNOW HOW THOSE DISTRICT AND CAMPUS REPORTS ARE BROKEN OUT. THEN WE MOVE INTO CAMPUS PERFORMANCE OBJECTIVES AND AS I TEASED LAST TIME, IF WE WERE TO PRINT ALL OF THOSE, IT WOULD BE A SIGNIFICANT AMOUNT OF DOCUMENTS FOR THE PURPOSE OF THIS MEETING SO THOSE CAN BE FOUND ON OUR DISTRICT WEBSITE.

THESE ARE FOR THIS SCHOOL YEAR 21-22 AND EACH CAMPUS HAS DEVELOPED AND IMPLEMENTED THEIR CAMPUS IMPROVEMENT PLAN AS REQUIRED BY THE TEXAS EDUCATION CODE.

AND AGAIN, EACH CAMPUS PERIODICALLY MEASURES THIS PROGRESS AND THEIR PERFORMANCE TOWARDS THOSE GOALS. MOVING ON, WE LOOK AT THE REPORT ON VIOLENT AND CRIMINAL INCIDENTS.

AGAIN, THIS INFORMATION IS NOT COLLECTED IN OUR TAPR, BUT IT IS A REQUIREMENT OF THIS ANNUAL REPORT.

AGAIN, TEXAS EDUCATION CODE 39 SECTION 306 REQUIRES THAT WE PUBLISH AS PART OF THIS REPORT A REPORT ON VIOLENT AND CRIMINAL INCIDENTS AT EACH CAMPUS IN THE DISTRICT.

SO THE REPORT INCLUDES THE NUMBER, THE RATES, THE TYPE OF VIOLENT OR CRIMINAL INCIDENTS THAT OCCURRED. NOW, PLEASE NOTE THAT LAST YEAR, 2020-2021 WE HAD A LOT OF STUDENTS THAT WERE PARTICIPATING IN THEIR EDUCATION VIRTUALLY.

SO WHEN YOU NOTICE THAT WE HAD A LARGE NUMBER OF THESE INCIDENTS GO DOWN, WHILE PART OF ME WANTS TO TELL YOU THAT IT'S BECAUSE WE HAVE WONDERFUL BEHAVIOR PLANS IN PLACE, WHICH WE DO, A LARGE REASON FOR THIS IS BECAUSE OF THE NUMBER OF STUDENTS THAT WERE NOT PARTICIPATING IN THEIR EDUCATION IN A FACE TO FACE SETTING.

THEN WE MOVE ON TO POST-SECONDARY PERFORMANCE, SO WE HAVE TO REPORT ON HOW OR THE NUMBER OF STUDENTS THAT ENROLLED IN A COLLEGE OR UNIVERSITY THEIR FALL SEMESTER AFTER THEY GRADUATED. NOT ONLY DO WE HAVE TO REPORT THAT OUT, BUT WE ALSO INCLUDE THE INFORMATION OF THEIR GRADE POINT AVERAGE.

SO HOW SUCCESSFUL WERE THEY AS THEY PERSISTED THROUGH THEIR FIRST YEAR IN COLLEGE? SO WHEN WE LOOK AT THEIR GRADE POINT AVERAGES, YOU'LL SEE THAT WE COLLECT DATA ON FALL OF THEIR FRESHMAN COLLEGE YEAR.

SPRING OF THEIR FRESHMAN COLLEGE YEAR.

AND THEN SUMMER OF THEIR FRESHMAN COLLEGE YEAR.

AND THAT'S HOW THAT AVERAGE IS DETERMINED.

ARE THERE ANY QUESTIONS ABOUT THE ANNUAL PERFORMANCE REPORT.

BOARD DO WE HAVE QUESTIONS? OK, THANK YOU.

THANK YOU VERY MUCH. MR. PRESIDENT, I WOULD MAKE A MOTION TO CLOSE THE PUBLIC HEARING.

FIRST, THOUGH LET ME FINISH BOARD DISCUSSIONS.

YES SIR. I JUST WANT TO MAKE SURE THERE'S NO NOBODY WHO DOES WANT TO COMMENT OR HAVE A QUESTION ON THIS BEFORE WE MOVE FORWARD.

OK, THAT BEING THE CASE, NOW, I HAVE TO ASK IF THERE'S ANYBODY HERE THAT WISHES TO SPEAK IN PUBLIC FORUM ON THIS PARTICULAR ITEM, THIS WILL BE THE ONLY ITEM THAT CAN BE DISCUSSED IN THIS FORUM.

MS. HOGAN, DO YOU HAVE ANY CARDS FOR THIS? OK, SO WE HAVE NO ONE PRESENT TO SPEAK.

NOW, I RECOGNIZE LARRY GLICK.

YES, SIR. I WOULD MAKE A MOTION TO CLOSE THE PUBLIC HEARING, SIR.

OK, WE HAVE A MOTION TO CLOSE PUBLIC HEARING.

SECOND. AND A SECOND.

ANY MORE DISCUSSION BOARD.

IF NOT, PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.

ALL OPPOSE, LIKEWISE.

PUBLIC MEETING IS NOW CLOSED.

NOW WE CAN GO TO THE NEXT SECTION.

NOW WE HAVE OUR GENERAL PUBLIC MEETING, THIS IS WHERE MEMBERS CAN APPROACH US TO MAKE ANY

[IV. Public Forum:]

COMMENTS THEY WISH TO MAKE.

DO WE HAVE ANY CARDS OR I DO HAVE A CARD IN FRONT OF ME.

MS. HOGAN, I HAVE ONE CARD.

IS THAT WHAT YOU? OK.

SO AT THIS TIME WILL LUCERO CASARES RODRIGUEZ COME FORWARD AND YOU'LL BE ALLOWED TO SPEAK. YOU'LL HAVE THREE MINUTES TO STATE YOUR NAME AND YOUR ADDRESS, IF YOU WILL.

[00:15:02]

DR. RINGO HERE WILL BE OUR TIMEKEEPER.

SO DR.

RINGO WILL YOU EXPLAIN HOW THE LIGHTS WORK? YES. YES, SIR. AFTER YOU INTRODUCE YOURSELVES, I WILL START THE TIMER.

IT WILL LIGHT UP AND WITH ONE MINUTE REMAINING, THAT YELLOW LIGHT WILL TURN ON AND WHEN TIME'S UP, IT WILL TURN RED AND HAVE AN ANNOYING BEEP.

[LAUGHTER] OK, PROCEED. GOOD EVENING, BOARD OF TRUSTEES PRESIDENT MILLER AND DR.

LOPEZ. MY NAME IS LUCERO CASARES RODRIGUEZ.

I LIVE AT 319 BROOKVIEW DRIVE LAVON, TEXAS 75166.

I AM A TEACHER IN THE DISTRICT.

I HAVE A DAUGHTER IN THE DISTRICT IN 5TH GRADE.

I HAVE MANY NIECES AND NEPHEWS WHO ARE CURRENT AND FORMER STUDENTS.

I MYSELF AM A GRADUATE OF GARLAND HIGH SCHOOL AND HAVE BEEN AN EMPLOYEE WITH THE DISTRICT FOR 17 YEARS.

I BEGAN AS AN AIDE AND AM NOW A TEACHER.

I AM HERE TONIGHT AS THE ROLE OF CURRENT PRESIDENT OF GARLAND EDUCATION ASSOCIATION.

I AM PROUD TO SAY THAT DURING MY TENURE AS PRESIDENT, WE HAVE HAD A VERY GOOD AND SUCCESSFUL PRODUCTIVE RELATIONSHIP WITH DR.

LOPEZ AND HIS ADMINISTRATIVE TEAM, DR.

RUSSELL AND DR. BROWN.

TONIGHT, I WOULD LIKE TO ASK THIS BOARD TO CONSIDER EMPLOYEE RAISES.

THE CURRENT ECONOMIC CLIMATE HAS AFFECTED THOSE OF US IN EDUCATION GRAVELY.

IN A SURVEY THAT WAS SENT OUT BY GEA TO ALL GEA MEMBERS, LESS THAN ONE PERCENT OF MEMBERS SAID THAT THEY FELT ECONOMICALLY STABLE WITH THEIR CURRENT SALARY.

MORE THAN 50 PERCENT OF MEMBERS SAID THAT THEY HAD A SECOND JOB TO SUPPLEMENT THEIR INCOME. THE CURRENT RATE OF INFLATION IS HURTING OUR MEMBERS.

MANY OF THEM ARE LEAVING THE PROFESSION FOR HIGHER PAYING JOBS WITH LESS STRESS IN THE PRIVATE OR CORPORATE SECTOR.

THIS IS COSTING THE DISTRICT MORE MONEY IN RECRUITING AND IN TRAINING OF NEW EMPLOYEES.

KEEPING OUR CURRENT EMPLOYEES IS IMPERATIVE.

GEA IS SUGGESTING THE FOLLOWING RAISES TO HELP OFFSET THE INFLATION AND HELP OUR EMPLOYEES FIVE PERCENT RAISE FOR ESP AND AUXILIARY PERSONNEL, THREE PERCENT RAISE FOR TEACHERS AND TWO PERCENT RAISE FOR ADMINISTRATORS.

WE HAVE STUDIED THE GISD BUDGET AND FEEL LIKE THESE NUMBERS ARE FAIR AND WOULD HELP OFFSET THE RAISE AND THE COST, THE RISING COST OF LIVING EXPENSES.

OUR RATE SHOULD BE AT LEAST WHAT WE GET IN INCREASE FOR OUR INSURANCE, FOR OUR HEALTH INSURANCE. ONE JOB SHOULD BE ENOUGH FOR OUR EMPLOYEES.

THIS IS A TIME IN EDUCATION WHERE MORE AND MORE IS BEING ASKED OF GISD EMPLOYEES.

A GOOD WAY TO RAISE MORALE AND TO MOTIVATE EMPLOYEES TO STAY IS TO SHOW HOW MUCH THEY ARE VALUED THROUGH RAISES.

GISD EMPLOYEES ARE GIVING MORE AND MORE OF THEMSELVES TO THE DISTRICT.

I WOULD LIKE FOR THIS BOARD TO REWARD THEM THROUGH RAISES.

THANK YOU FOR YOUR TIME.

THANK YOU. SO I DON'T SEE ANY OTHER SPEAKERS OR CARDS, SO THAT WILL COMPLETE ITEM FOUR.

BOARD, NOW WE HAVE INFORMATION ITEMS, EVIDENCE OF EXCELLENCE.

[V.A. Evidence of Excellence]

THIS IS THE FUN PART.

DR. SHELLEY GARRETT WILL COME FORWARD AND THERE ARE FIRST RECOGNITION.

GOOD EVENING, THANK YOU, I'M SO GLAD TO BE HERE, I KNOW I'M NOT AS GORGEOUS AS MRS. NIX, BUT I'M GOING TO DO THE BEST I CAN.

GOOD EVENING, PRESIDENT MILLER, BOARD OF TRUSTEES AND DR.

LOPEZ. IT IS WITH GREAT PLEASURE THAT I HONOR TONIGHT'S GARLAND ISD EVIDENCE OF EXCELLENCE FOR FEBRUARY 2022 A HEALTHY AND WELL NOURISHED CHILD CAN BE A SIGNIFICANT CONTRIBUTION TO CLASSROOM SUCCESS.

IN GISD WE ARE PROUD TO SERVE THE FIFTY FIVE THOUSAND STUDENTS WITH NUTRITIOUS AND DELICIOUS MEALS ACROSS OUR 71 CAMPUSES, INCLUDING PROVIDING MEALS TO OUR AT HOME ICON VIRTUAL SCHOOL STUDENTS.

IN DECEMBER, SID MILLER, COMMISSIONER OF THE TEXAS DEPARTMENT OF AGRICULTURE, RECOGNIZED GISD STUDENT NUTRITION SERVICES FOR MEETING ALL REQUIREMENTS DURING THE AGRICULTURE DEPARTMENT'S RIGOROUS ADMINISTRATIVE REVIEW IN NOVEMBER OF 2021.

THIS REVIEW COVERED CRITICAL AND GENERAL AREAS DISTRICT WIDE AND AT THE CAMPUS LEVEL.

IT IS THE FIRST PERFECT AUDIT IN OUR DISTRICT'S HISTORY AND ONE OF THE VERY FEW PERFECT AUDITS IN THE STATE OF TEXAS.

COMMISSIONER MILLER STATED, GISD STUDENT NUTRITION SERVICES EXEMPLIFIES THE HIGHEST STANDARDS OF CARE AND SERVICE BY TEACHING OUR STUDENTS THE RELATIONSHIP BETWEEN PROPER EATING AND GOOD HEALTH.

[APPLAUSE] COME ON, ALL OF YOU, DR.

[APPLAUSE] OH, THANK YOU SO MUCH.

THANK YOU ALL.

YEAH. PUT HER RIGHT THERE.

EVERYBODY LOOK RIGHT HERE.

[APPLAUSE] MOVING ON TO OUR NEXT AGENDA ITEM, WHICH IS ITEM 5B GOING THE EXTRA MILE,

[V.B. Going the Extra Mile (GEMs)]

RECOGNIZE GOING THE EXTRA MILE RECIPIENT, SHARON MITCHELL, DR.

RUSSELL.

IT IS A TRUE PRIVILEGE FOR ME TO COME BEFORE YOU THIS EVENING TO HONOR SHARON MITCHELL.

YOU MAY KNOW HER BEST FOR HER ROLE AS MY SECRETARY.

BUT SHARON MITCHELL IS A TRUE DIAMOND WHO CASTS HER LIGHT FAR AND WIDE.

LIKE A DIAMOND, SHARON IS RARE, RADIANT AND TREASURED.

SHE EXUDES PROFESSIONALISM AND SERENITY IN EVERYTHING THAT SHE DOES.

AND Y'ALL, SHE DOES EVERYTHING.

SHE HAS CONSISTENTLY GONE OVER AND ABOVE IN HER JOB, PITCHING IN TO HELP MAKE THINGS HAPPEN FOR CAMPUSES, FOR DEPARTMENTS, FOR STUDENTS AND REALLY FOR ANYONE WHO NEEDS AN EXTRA HELP OR ENCOURAGEMENT.

OVER THE COURSE OF HER SERVICE TO GARLAND ISD, YOU WOULD HAVE FOUND HER BEHIND THE SCENES VOLUNTEERING AT GRADUATIONS, GOLF TOURNAMENTS, TEAM GISD, GEF EVENTS, ATHLETIC SIGNING DAY, BREAST CANCER AWARENESS DAY, PRINCIPAL APPRECIATION EVENTS AND ANYWHERE, ANYWHERE THAT SHE IS NEEDED.

YOU KNOW, WE ALL ASPIRE TO BE THE GISD EFFECT, AND SHARON HAS TRULY MASTERED IT.

SHE HAS SERVED FOR THE PURE JOY OF SUPPORTING THE WORK OF THE DISTRICT.

TONIGHT IS BITTERSWEET AS SHARON IS RETIRING FROM GARLAND ISD AT THE END OF THE MONTH, BUT SHE LEAVES A LEGACY OF EXCELLENCE AND SERVICE THAT HAS TRULY MADE A DIFFERENCE FOR STAFF, STUDENTS AND THE COMMUNITY OF GARLAND ISD.

ONE OF THE HIGHEST ACCOLADES GIVEN IN GARLAND ISD IS THE GEM AWARD, AND TONIGHT IT IS MY SIGNIFICANT HONOR TO RECOGNIZE MY RIGHT AND MY LEFT HANDS.

OUR NUMBER ONE UTILITY PLAYER, SHARON MITCHELL, AS A GEM.

SHARON, THANK YOU FOR SHINING SO BRIGHTLY.

[APPLAUSE] COME ON UP . YOU'RE LOVELY DIAMOND AND YOUR CERTIFICATE.

CONGRATULATIONS. AND I KNOW SHARON HAS SOME SPECIAL FAMILY HERE TONIGHT WITH HER AS WELL AND CHEERING HER ON, SO.

WE'LL DO A QUICK PICTURE AND THEN WE'LL GET YOUR FAMILY UP.

YEAH.

COULD YOUR FAMILY COME ON UP AND JOIN HER AND HER.

AND HER SPECIAL GUESTS, COME ON.

OK. GOOD. THANK YOU ALL.

[APPLAUSE] MOVING INTO THE NEXT AGENDA ITEM, WHICH IS AGENDA ITEM 5C OH NO, 5B 2, SORRY,

[00:25:07]

RECOGNIZE THE GOING THE EXTRA MILE RECIPIENT ALDO GUZMAN, DR.

GARRETT.

[LAUGHTER] SORRY. [INAUDIBLE] SHE DOES SOMETHING CRAZY IS GOING ON UP HERE.

OK.

THANK YOU. Y'ALL, DON'T REPORT THIS TO SHERESE.

I'M SERIOUS, TELL HER I WAS GREAT.

OH, GREAT.

I'M REALLY [INAUDIBLE].

THIS NEXT GUY.

THIS IS AN AMAZING STORY.

GOOD EVENING AGAIN.

PRESIDENT MILLER, DR.

LOPEZ, BOARD OF TRUSTEES.

THIS GOING THE EXTRA MILE HONOREE IS MR. ALDO GUZMAN, TEACHER AT GARLAND HIGH SCHOOL.

A STUDENT TURNED YOU IN.

SO MR. GUZMAN HAS BEEN NOMINATED [INAUDIBLE] AND SHE COULD NOT BE HERE TONIGHT, AND SHE'S THE MOST DARLING STUDENT SHE EMAILED RIGHT BEFORE I CAME DOWN.

A STUDENT AT GARLAND HIGH SCHOOL, WE RECENTLY RECEIVED AN EMAIL FROM MS. SWEET WANTING TO LET SOMEONE KNOW HOW MUCH MR. G DOES. SHE SAID HE GOES ABOVE AND BEYOND BY 1000 PERCENT EVERY SINGLE DAY.

SO YOU'RE NOT A MATH TEACHER, CLEARLY.

HE GIVES ADEQUATE TIME TO DO ASSIGNMENTS AND IS ALWAYS THERE FOR US, NO MATTER WHAT.

MS. SWEET STATED THAT SHE HAS SEEN STUDENTS COME INTO MR. GUZMAN'S CLASSROOM WHO WHO DO NOT HAVE THE BEST HOME LIVES OR WHO DO NOT HAVE SOMEONE TO TALK TO. THEY GO TO MR. GUZMAN, WHO SITS PATIENTLY LISTENING OR PRETENDING TO.

HE THEN GIVES THE STUDENT LOGICAL AND HELPFUL ADVICE, BUT HE DOESN'T STOP THERE.

WHETHER A STUDENT IS A CURRENT OR FORMER STUDENT FROM A DIFFERENT CLASS, MS. SWEET BELIEVES ANY STUDENT CAN TALK TO HIM AT ANY TIME, AND HE WILL GIVE THEM RELEVANT ADVICE WHILE TAKING THE TIME TO MAKE SURE EVERYONE UNDERSTANDS THE ASSIGNMENT.

MS. SWEET HAS PERSONALLY HEARD OTHER TEACHERS TALKING ABOUT MR. GUZMAN GOING BACK TO GET HIS PHD OR SOME TYPE OF DEGREE TO KEEP HIS OWN LEARNING PATH.

SHE HAS NEVER HEARD HIM TURN DOWN A STUDENT WITH A QUESTION, NO MATTER HOW BIG OR SMALL HE STOPS WHATEVER HE IS DOING AT THE MOMENT AND GIVES THEM HIS UNDIVIDED ATTENTION.

MS. SWEET ALSO STATES THAT SHE HAS NOT REALLY PUT INTO WORDS HOW AMAZING MR. GUZMAN IS AS A TEACHER, THAT SHE WANTED THE GISD SCHOOL BOARD AND THE COMMUNITY TO KNOW WHAT GREAT WORK IS BEING DONE BY STUDENTS IN MR. GUZMAN'S CLASSROOM.

HOLLY HINES, PRINCIPAL, THE PRESIDENT, I ALMOST SAID, PRESIDENT OF GARLAND HIGH SCHOOL REMINDS US THAT MR. GUZMAN HAS BEEN RECOGNIZED MULTIPLE TIMES OVER THE PAST SEVERAL YEARS FOR HIS UNWAVERING COMMITMENT IN SERVING OUR STUDENTS AND PREPARING THEM FOR COLLEGE.

HE PROVIDES EXCEPTIONAL INSTRUCTION WITH PASSION AND ENTHUSIASM FOR NOT ONLY HIS STUDENTS, BUT FOR THE COMMUNITY AS WELL.

HIS JOYFUL DISPOSITION AND RELENTLESS ABILITY TO REMAIN POSITIVE AND FOCUSED ON WHAT WE CAN DO IS UNSURPASSED.

MS. HINES STATES, IT IS AN HONOR AND A BLESSING TO WORK WITH HIM EVERY DAY.

LADIES AND GENTLEMEN, PLEASE JOIN ME IN CONGRATULATING OUR GEM FOR FEBRUARY MR. ALDO GUZMAN. [APPLAUSE] CONGRATULATIONS. THANK YOU APPRECIATE IT.

LOOK AT ALL THIS.

MOVING ON TO INFORMATION ITEM 5 C A SPECIAL BOARD RECOGNITION PRESENTED BY DR.

[V.C. Special Board Recognition - Dr. Susanna Russell]

RUSSELL. I'M BACK, SO LYLES MIDDLE SCHOOL HAS BEEN SELECTED BY THE TEXAS ALLIANCE OF BLACK SCHOOL EDUCATORS AS A DR.

JAY CUMMINGS DEMONSTRATION SCHOOL.

THIS SIGNIFICANT RECOGNITION ACKNOWLEDGES A SELECT GROUP OF HIGH PERFORMING MAJORITY MINORITY CAMPUSES ACROSS TEXAS THAT HAVE CLOSED, CLOSED THE ACHIEVEMENT GAPS FOR AMERICAN, I'M SORRY, AFRICAN-AMERICAN AND HISPANIC STUDENTS.

TABSE HONORED THE SELECTED DEMONSTRATION SCHOOLS AT ITS ANNUAL CONFERENCE ON FEBRUARY 11TH, AND THE LYLE'S ADMINISTRATIVE STAFF HAD THE OPPORTUNITY TO SHARE THEIR BEST PRACTICES, LESSONS LEARNED, AND INNOVATIVE STRATEGIES THEY HAVE IMPLEMENTED TO MEET THE

[00:30:02]

NEEDS OF TODAY'S STUDENTS.

ONE THING WE KNOW IS THAT TOUGH TIMES DON'T LAST, BUT TOUGH TEAMS DO.

CHEERS TO YOU ALL FOR A JOB WELL DONE FOR STUDENTS.

YOUR CREATIVITY, DEDICATION AND PASSION ARE UNMATCHED.

THIS IS AN INCREDIBLE MILESTONE, AND YOU ALL DESERVE THE SPOTLIGHT TO CELEBRATE THIS MOMENT FOR THE IMPACT THAT YOU ARE MAKING TO ENSURE STUDENTS SUCCESS TODAY AND IN THE FUTURE. THE TEAM'S SUCCESS FOR STUDENTS IS AN INSPIRATION, AND WE ARE VERY EXCITED TO HAVE THIS SPECIAL RECOGNITION THIS EVENING.

YOU ARE DEFINITELY THE GISD EFFECT.

AND SO WE HAVE A NUMBER OF PEOPLE FROM LYLES, INCLUDING MR. BLAND, IF YOU WOULD COME AND HELP ME TO DISTRIBUTE THE CERTIFICATES.

WE HAVE MICHAEL BLAND, WHO WAS THE PRINCIPAL AND LED THE ACE WORK.

AND THEN I'LL LET YOU HAND THESE OUT TO THE TEAM.

[APPLAUSE] WE HAVE MS. SHARIKA FAIRFAX.

[APPLAUSE] VERY.

THANK YOU WE HAVE THE BANNER FOR THE PHOTO AS WELL.

[APPLAUSE] WHERE'S DANIELLE, I KNOW SHE'S HERE.

CHRISTY NOLAN.

[APPLAUSE] AND SHE IS SPORTING THE BEAUTIFUL LYLE'S BLAZER WITH THE CREST.

[APPLAUSE] PATRICE.

PATRICE KING.

[APPLAUSE] AND DAWN WARNSLEY.

[APPLAUSE] CONGRATULATIONS.

[APPLAUSE] HERE WE GO. READY. ONE, TWO THREE.

ONE MORE TIME. HERE WE GO.

READY.

WELL, ONE MORE OH. YOU WANT TO SEE THE BANNER. THANK YOU.

YOU WANT TO TURN. [APPLAUSE] ALL RIGHT.

NICE.

OK, WELL, THAT WAS FUN, AND THANK YOU TO ALL THOSE HIGH PERFORMERS AND ALL THE PEOPLE THAT HAVE BEEN RECOGNIZED.

LET'S MOVE ON TO ITEM 5D.

[V.D. Receive Student Nutrition Services Software Update - Mrs. Jennifer Miller, Dr. Shelley Garrett]

THIS WILL BE RECEIVE STUDENT NUTRITION SERVICES SOFTWARE UPDATE MS. JENNIFER MILLER DR.

SHELLEY GARRETT. SO PAGE 154 BOARD.

OK. OK.

GOOD EVENING. BOARD PRESIDENT MILLER, BOARD OF TRUSTEES DR.

LOPEZ. I'M JENNIFER MILLER, AND I'M HERE TO GIVE YOU AN UPDATE ON OUR NEW SOFTWARE.

SO WE, AS YOU KNOW, WE HAVE CHANGED SOFTWARE SYSTEMS. SO OUR NEW SYSTEM IS PRIMERO EDGE.

AND HERE, I'M HIGHLIGHTING THE APP.

SO WHAT WE'RE REALLY LOOKING FOR WAS A FULLY INTEGRATED SYSTEM, AND PRIMERO PROVIDED THAT THROUGH THEIR APP SCHOOL CAFÉ , WHICH IS WHAT'S FORWARD FACING.

THE BENEFITS ARE IS THE ENTIRE CAFETERIA IN ONE PLACE SO YOU CAN MAKE PAYMENTS ON YOUR STUDENTS ACCOUNT.

YOU CAN SET LIMITS, CHARGE LIMITS ON THEIR ACCOUNTS FROM THE PARENT.

YOU CAN APPLY FOR FREE AND REDUCED MEAL BENEFITS THROUGH THE APP, AND YOU CAN ALSO LOOK AT YOUR STUDENTS MENUS FOR THE DAY.

ALSO, IT HELPS TO INCREASE COMMUNICATION, SO WE HAVE THE ABILITY TO SEND MESSAGES THROUGH THE APP. AND THERE'S ALSO A SUPPORT ICON DOWN THERE.

IF YOU CLICK ON SUPPORT, IT WILL DIRECT YOU DIRECTLY TO PRIMERO'S SUPPORT TEAM, AND IT ALSO HAS THE CONTACT INFORMATION FOR OUR INTERNAL TECHNOLOGY COORDINATOR, HIS PHONE

[00:35:04]

NUMBER AND HIS EMAIL.

SHOULD YOU HAVE ANY QUESTIONS THROUGH THERE.

IT ALSO ALLOWS PARENTS TO TRACK THEIR STUDENTS PURCHASES, KEEP TRACK OF THEIR MEAL APPLICATION STATUS.

SO IF YOU APPLY THROUGH SCHOOL CAFÉ THEN YOU'LL GET US AN UPDATE, A NOTIFICATION WHEN IT'S BEEN PROCESSED OR RECEIVED, ET CETERA.

ONE THING THAT'S REALLY EXCITING IS IT'S REAL TIME DATA, SO PAYMENTS THAT ARE MADE TO THE ACCOUNT NO LONGER TAKE 24 OR 48 HOURS, IF YOU KNOW, SAY, AFTER BREAKFAST THAT YOU NEED MONEY FOR LUNCH AND YOU KNOW, A STUDENT TEXTS HIS PARENTS AND THEY PUT IT IN, IT SHOULD BE AVAILABLE BY THE TIME LUNCH STARTS, SO THERE IS NO EXTENDED WAITING PERIOD AS THERE WAS BEFORE. AND THEN WE WENT LIVE ON FEBRUARY 1ST.

JUST A LITTLE BIT ABOUT OUR COMMUNICATION STRATEGY TO OUR STAKEHOLDERS.

SO WE SENT MULTIPLE EMAILS IN JANUARY AND FEBRUARY.

ON THE FRIDAY CALL OUT THAT THE DISTRICT DOES EVERY FRIDAY.

THE SWITCH WAS HIGHLIGHTED ON JANUARY 21ST.

THERE WAS. IT WAS UPDATED ON THE MAIN GISD WEBSITE, AS WELL AS EACH INDIVIDUAL SCHOOL WEBSITE AND IN THE APP ALSO, THE SCHOOL MENUS LINKED GOES STRAIGHT TO SCHOOL CAFÉ INSTEAD OF BEFORE, SO WEB SERVICES HELPED US WITH ALL THAT.

WE ALSO NOTIFIED PEOPLE THROUGH SOCIAL MEDIA POSTS AND THERE WAS A [INAUDIBLE] SENT OUT ON THE 27TH THAT ALSO HAD INFORMATION ON HOW STAFF CAN CREATE ACCOUNTS THROUGH PRIMERO.

AND AT OUR MENU ADVISORY COMMITTEE MEETING ON FEBRUARY 7TH, WE HAD A PRESENTATION WENT THROUGH THE APP WITH THE PARENTS THAT WERE THERE AND DISCUSSED HOW TO USE IT.

AS FOR OUR STAFF TRAINING, WE HAD A HANDS ON TRAINING THE WEEK BEFORE IMPLEMENTATION.

WE ALSO HAD AN OPEN SESSION THAT FRIDAY, SO ANYBODY THAT STILL HAD QUESTIONS OR CONCERNS WAS ABLE TO COME BACK UP AND WORK ONE ON ONE WITH US.

AND HOLLY FRIAS, OUR ASSISTANT DIRECTOR OF OPERATIONS, HAD THE BRILLIANT IDEA TO DO A GOOGLE MEETS AFTER SERVICE ON FEBRUARY 1ST AND 2ND.

THOSE WERE OUR FIRST DAYS OF ROLLOUTS, SO THE MANAGERS WERE ABLE TO CONNECT DIRECTLY WITH HER AND EACH OTHER TO WORK THROUGH ANY ISSUES THEY MAY HAVE BEEN HAVING WITH END OF DAY.

AND SOME OF ME AND MY STAFF WERE ALSO ON THERE, SO WE WERE ABLE TO SEE SOME OF THE PEOPLE THAT WERE HAVING QUESTIONS AND THEN CONTACT THEM DIRECTLY.

WE'RE ABLE TO REMOTE INTO THEIR COMPUTERS AND HELP THEM WORK THROUGH THE ISSUES THAT THEY WERE HAVING AND ALSO HER OPERATIONS TEAM, OUR FIELD SUPERVISORS THEY'VE BEEN HANDS ON EVER SINCE.

I MEAN, CONSTANTLY. BUT EVER SINCE THE ROLLOUT OUT IN THE SCHOOLS DAILY, SOME OF THE CHALLENGES. SO CERTAINLY THOSE FIRST COUPLE OF DAYS WERE ROCKY.

WE HAD A FEW ISSUES.

ONE OF THE BIGGEST ONES WAS THERE WAS A QUEUING ISSUE.

SO WHEN YOU GO THROUGH THE LINE, YOU ENTER YOUR NUMBER.

THE CASHIER RINGS IT UP.

IT SHOULD AUTOMATICALLY GO TO THE NEXT STUDENT.

BUT THEY WERE GETTING HELD UP IN A QUEUE, AND IT TOOK THE DEVELOPERS A COUPLE OF DAYS TO FIGURE OUT WHY THAT WAS OCCURRING.

WE ALSO HAD A MEAL PATTERN ISSUE WHEN THEY WERE RINGING UP INDIVIDUAL ITEMS. THEY WEREN'T FITTING TOGETHER IN A MEAL LIKE THEY WERE SUPPOSED TO.

SO ON THOSE DAYS, WE DECIDED TO JUST FOCUS ON SPEED OF SERVICE AND GETTING EVERYBODY THROUGH THE LINE.

SO THERE WERE MANY SCHOOLS THAT DID NOT SELL A LA CARTE ITEMS BECAUSE WE JUST WANTED TO FOCUS ON EVERYBODY RECEIVING A MEAL AND OUR SPEED OF SERVICE, SO WE DIDN'T BACK UP OUR LINES TOO MUCH.

AS WE SAID, THESE ISSUES HAVE BEEN ALREADY FIXED.

THEY WERE FIXED YOU KNOW AFTER THESE TWO DAYS, THEY JUST CREATED A NEW SYSTEM DOWNLOAD AFTER RESEARCHING IT. AND THEN OUR TECHNOLOGY SUPERVISOR COORDINATOR JASON HICKMAN, UPLOADED IT TO EACH COMPUTER INDIVIDUALLY AND SO THEY WERE ALL READY TO GO.

IT'S BEEN RUNNING FAIRLY SMOOTHLY EVER SINCE.

WE ALSO CREATED NEW MEAL KEYS TO CIRCUMVENT THAT ISSUE.

[00:40:03]

THERE WAS A QUESTION ABOUT LOST BALANCES.

WE HAD A FEW TEACHERS THAT REPORTED FROM THE TRANSFER FROM THEIR OLD ACCOUNTS, SOMETHING ABOUT THE KRONOS NUMBER BEING DIFFERENT, HAVING AN EXTRA CHARACTER, WHATEVER.

SO WE HAVE CREATED OR MY TECHNOLOGY COORDINATOR TO HELP THEM CREATE NEW ACCOUNTS AND ROLL THEM OVER TO THE PRIMERO SYSTEM.

THERE ARE NO STUDENT ACCOUNT TRANSFERS THAT WE WERE MADE AWARE OF AT ALL, EVEN SINCE EVERYBODY AS FAR AS WE KNOW THEIR BALANCES TRANSFERRED SMOOTHLY THE DAY BEFORE IMPLEMENTATION. SCHOOL CAFÉ MENUS.

SO WE DID ALSO HAVE AN ISSUE MONDAY, FEBRUARY 7TH DUE TO THE ICE DAY CLOSURES.

THOSE MENUS WERE INACCURATE FOR THE MAJORITY OF STUDENTS WELL HIT AND MISS, SO SOME PEOPLE SERVED MONDAYS MENUS.

SOME PEOPLE SERVED THURSDAY'S MENU.

IT WAS A LITTLE BIT ACROSS THE BOARD AND SO WE DO HAVE SOMETHING IN PLACE SHOULD THAT OCCUR AGAIN.

WE ALSO HAD A LITTLE BIT OF A LEARNING CURVE FOR JUST THE INTRICACIES OF THE NEW SYSTEM.

WE KNEW THE BIG PICTURE OF HOW IT ALL WORKED AND WOULD WORK.

BUT THERE WERE A FEW FINE, YOU KNOW, LITTLE THINGS THAT WE DEVELOPED SOME NEW SOPS FOR.

AND THE GOOD NEWS IS THAT THE NEW SYSTEM IS FULLY INTEGRATED, SO ANY CHANGES OR ADDITIONS MADE AT THE CAFETERIA MANAGER LEVEL, THOSE CAN BE UPLOADED DIRECTLY BY THE CAFETERIA MANAGER. SO THERE IS NO MORE KIND OF THIRD PARTY OF WE DON'T HAVE PINEAPPLE, WE NEED TO SUBSTITUTE PEARS.

SO I'VE GOT TO EMAIL THE STUDENT NUTRITION OFFICE.

WHEN THEY ADD THAT TO THEIR PRODUCTION RECORD THAT WILL POPULATE TO SCHOOL CAFÉ.

SO THAT SHOULD MAKE OUR MENUS EVEN MORE ACCURATE THAN THEY HAD BEEN BEFORE.

AND THEN I WANTED TO THROW IN THERE THAT SUPPLY CHAIN ISSUES IT'S A DISCLAIMER, YOU COULD SAY. I MEAN, IT'S BEEN CRAZY, CRAZY.

I'M SO PROUD OF MY MENU TEAM BECAUSE IT REALLY HAS BEEN A LOT OF WORK.

MENUS ARE CHANGING CONSTANTLY, AND FOR 71 SCHOOLS, IT IS, YOU KNOW, IT IS A VERY LARGE TASK. ALSO JUST TO TOUCH ON NUTRISLICE WHICH WAS OUR FORMER SOFTWARE SYSTEM, JUST FOR MENUS. SO THE GISD APP AND EVERYTHING ON THE WEBSITE, WHATEVER EVERYBODY'S FEEDING TO SCHOOL CAFÉ. BUT SHOULD A PARENT STILL, YOU KNOW, HAVE NUTRISLICE, YOU CAN VIEW THE MIDDLE SCHOOL AND HIGH SCHOOL ONLY THROUGH THAT SOFTWARE, BECAUSE THAT IS WHAT'S STILL FEEDING OUR DIGITAL MENU BOARDS SIMILAR TO THIS THAT WE HAVE IN ALL THE MIDDLE SCHOOLS AND HIGH SCHOOLS.

SO THAT'S PHASE TWO.

MR. HICKMAN HAS ALREADY ORDERED SOME GOOGLE DRIVE BOXES THAT WE'RE GOING TO DO.

SO WE ARE CHANGING THOSE OVER AS WE SPEAK.

WE ARE TESTING IT, I THINK AT NORTHLAKE NOW AND THEN WE'LL ROLL THOSE OUT SOON.

AND THEN ALSO, I JUST WANT TO TOUCH ON ACCURACY BEFORE I WAS IN THIS POSITION, I WAS THE ASSISTANT DIRECTOR OF MENU OPERATIONS FOR SIX YEARS AND I DO UNDERSTAND HOW IMPORTANT IT IS. NOT ONLY WAS I IN THAT POSITION, BUT I HAVE STUDENTS IN THE DISTRICT.

I KNOW THEY WANT TO KNOW WHAT THERE IS TO EAT.

I WORK ONE ON ONE WITH THE NURSES.

AND HOW IMPORTANT THAT IS FOR SPECIAL DIETS AND EVERYTHING.

SO WE DO UNDERSTAND THAT AND TAKE THAT INTO ACCOUNT WITH EVERYTHING THEY DO.

I CAN'T PROMISE 100 PERCENT ACCURACY AT EVERY SCHOOL EVERY DAY, BUT HONESTLY, IT IS, YOU KNOW, OF UTMOST IMPORTANT TO US IN OUR DEPARTMENT.

WE UNDERSTAND THAT.

AND THEN IF ANYBODY AND THIS IS ALSO TO THE PUBLIC THAT MAY BE WATCHING, IF ANYBODY HAS ANY QUESTIONS OR CONCERNS, PLEASE REACH OUT TO ME DIRECTLY.

I CAN USUALLY ANSWER YOUR QUESTION MUCH QUICKER THAN ANYBODY ELSE COULD.

SO. MY EMAIL IS JMMILLER@GARLANDISD BUT WE ALSO HAVE JUST A GENERAL ASKSSNS EMAIL.

SO IF YOU EVER OR HEAR OF ANYBODY THAT EVER HAS A QUESTION, THEY CAN ALSO JUST EMAIL AT ASKSNS THAT ACCOUNT THAT CAN ANSWER QUESTIONS AS NEEDED.

SO WITH THAT, DO YOU HAVE ANY QUESTIONS?

[00:45:03]

YES, SIR. YOU CAN ASK A QUESTION ANY TIME YOU'RE READY.

MR. JOHNSON.

THANK YOU VERY MUCH FOR THE PRESENTATION.

YOU KNOW, THIS RESOLVES A LOT OF THE CONCERNS I HAD WITH RESPECT TO THE ROLLOUT OF SCHOOL CAFÉ. I GUESS THE ONE THING I'M STILL SEEING AS KIND OF A HICCUP IS THIS NUTRISLICE COMPONENT AT THE SECONDARY SCHOOLS BECAUSE I'M LOOKING RIGHT NOW AT THE NUTRISLICE MENU FOR TODAY, AND IT'S DIFFERENT THAN THAN THE SCHOOL CAFÉ MENU FOR TODAY.

RIGHT. SO IF WE'RE STILL PUTTING THAT ON THE DIGITAL BOARDS AND STUFF.

IS THERE ANY WAY YOU CAN GET THE NUTRISLICE MENU TO JUST REPLICATE WHAT'S ON THE SCHOOL CAFÉ MENU? WELL, YOU KNOW HOW THEY SAY, I HAVE A PERSON FOR THAT.

SO YES, UNFORTUNATELY THEY DO NOT SPEAK TO EACH OTHER, BUT THAT IS DEFINITELY SOMETHING THAT I CAN WORK WITH THE MENU TEAM MORE CLOSELY ON AND MENTION THAT IT IS THAT IS AN ISSUE IF YOU'RE LOOKING AT THAT.

I DO THINK IT'S VERY LIKELY THAT THEY'VE BEEN SO FOCUSED ON ROLLING OUT THE OTHER ONE.

SO DEFINITELY WE CAN DISCUSS THAT.

AND I UNDERSTAND THAT THEY DON'T SPEAK TO EACH OTHER, BUT SURELY NUTRISLICE IS GETTING ITS INFORMATION FROM US.

I MEAN, YES, YES, YES.

SO YES. CAN WE JUST MAKE SURE THAT THAT DATA MATCHES UP BETWEEN THE TWO.

YES, I MEAN, IF IT'S GOING TO BE THE REST OF THE YEAR BEFORE WE ARE ABLE TO INTEGRATE THE BOARDS AND SUCH.

AND I'LL POINT OFF, LIKE IF YOU GOOGLE GISD MEALS, NUTRISLICE IS THE FIRST THING THAT COMES UP ON THE GOOGLE NOT SCHOOL CAFÉ, SO A PARENT COULD EASILY JUST CLICK ON THIS AND SEE THAT. SO I MEAN, THAT'S THE ISSUE.

I WOULD, THE SOONER WE CAN GET RID OF NUTRISLICE THE BETTER.

[LAUGHTER] YES. THANK YOU FOR THAT.

WE'LL DEFINITELY I'LL DEFINITELY BRING THAT BACK TO MY TEAM TOMORROW.

OKAY, THANK YOU.

OTHERS? ANY OTHER QUESTIONS OR COMMENTS? WELL, THANK YOU, THANK YOU FOR YOUR PRESENTATION.

THANK YOU VERY MUCH. APPRECIATE IT.

OK, BOARD NOW WE'LL MOVE TO ITEM 6 THIS IS OUR DISCUSSION TRUSTEES REPORT WITH A START ON

[VI.A. Trustees' Report]

MY FAR LEFT WITH ROBERT SELDERS AND WORK OUR WAY DOWN TO THE OTHER END OF THE PODIUM.

THANK YOU, MR. MILLER. AS SOME OF YOU DID, I'LL JUST SHARE THAT I HAD A CHANCE TO PARTICIPATE VIRTUALLY OR ATTEND VIRTUALLY THE TASB GRASSROOTS REGION 10 MEETING WHERE THEY DISCUSSED LEGISLATIVE PRIORITIES AND THE AGENDA FOR NOT ONLY REGION 10, BUT ALSO WHAT WAS HAPPENING IN THE STATE AND WHAT WE WANTED TO CARRY FORWARD.

SO I THOUGHT THAT WAS A REALLY INFORMATIVE MEETING THAT WAS HAD.

I ALSO HAD A CHANCE TO READ TO STUDENTS AT HILLSIDE ACADEMY.

IT WAS REALLY A GOOD OPPORTUNITY AND A LOT OF FUN.

THE STUDENTS WERE FUN THEY ASKED A LOT OF QUESTIONS AND SO IT WAS REALLY INTERACTIVE AND HAD A GREAT TIME DOING THAT.

AND JUST RECENTLY, I WAS ABLE TO OR INVITED TO GIVE THE KEYNOTE ADDRESS AT THE NORTH GARLAND HIGH SCHOOL PRESIDENTS DAY LUNCHEON.

ENGAGING CONVERSATION, A LOT OF INTERACTIVE OPPORTUNITIES AND QUESTIONS THAT I HAD FOR THE STUDENTS AND GREAT ANSWERS THAT THEY GAVE BACK.

SO I WAS REALLY THANKFUL FOR MR. ARREOLA, FOR THE INVITATION AND FOR ALLOWING ME TO COME SHARE SOME WORDS TO THEIR GROUP.

THANK YOU. MS. STANLEY. ALL RIGHT.

I GOT TO VIRTUALLY WE WATCHED THE GARLAND SYMPHONY GIVE THE I THINK IT WAS THE FOURTH GRADERS. WAS IT THE FOURTH GRADERS, THE STRING CONCERT? THAT'S THE FIRST TIME I'VE EVER DONE IT VIRTUALLY.

SO IT WAS A LITTLE BIT DIFFERENT.

I THOROUGHLY ENJOYED IT WOULD HAVE BEEN NICE TO HAVE HAD THEM IN PERSON, THOUGH, BUT IT WAS ENJOYABLE.

AND THEN I TOO DID GET TO DO THE READING WITH HILLSIDE, AND IT'S TRULY, TRULY ENJOYABLE.

AND THEN I FINALLY GOT TO PARTICIPATE WITH THE SPECIAL OLYMPICS, WITH THE BASKETBALL SPECIAL OLYMPICS KEEPING SCORE, AND I GOT TO TELL YOU THEY MOVED FAST.

SO THE SCOREKEEPING WAS NOT EASY, BUT IT WAS AGAIN AN EXPERIENCE THAT I ENJOYED THOROUGHLY. THAT IS, I'M SURE THERE'S MORE, BUT THAT'S ALL I HAVE TODAY.

THANK YOU.

MR. JOHNSON. THANKS.

JUST REAL QUICK, I WAS ABLE TO SPEND SATURDAY AT AUSTIN ACADEMY AT THE ADVANCED SOLO AND ENSEMBLE COMPETITION FOR THE MIDDLE SCHOOLS.

AND I'LL TELL YOU, IF YOU EVER WANT A FREE CONCERT, JUST GO SIT IN THE HALLWAY DURING ONE OF THOSE AND YOU'LL HEAR A LOT OF REALLY GREAT MUSIC.

I JUST WANT TO GIVE A SHOUT OUT TO ALL THE RETIRED MUSIC EDUCATORS THAT WE HAVE IN OUR

[00:50:02]

DISTRICT THAT VOLUNTEER THEIR TIME, AND IT'S LITERALLY A WHOLE DAY'S WORTH OF TIME TO COME OUT AND JUDGE THESE COMPETITIONS AND THAT IT WAS A GREAT EXPERIENCE AND ESPECIALLY SEEING OUR FORMER DIRECTOR FINE ARTS MR. GEORGE JONES OUT THERE VOLUNTEERING HIS WHOLE DAY TO DO THAT.

IT WAS GREAT AND ALL THE OTHER PEOPLE TOO.

I HAD A REALLY GOOD TIME OUT THERE.

AND THANKS TO AUSTIN FOR HOSTING IT.

GREAT. MR. BEACH.

OK, ARE Y'ALL READY I'VE GOT DAVE LETTERMAN'S TOP 10 HERE.

MY FIRST ONE IS SHOUT OUT TO DR.

LOPEZ AND HIS DECISION ON MAKING THE EARLY CALL FOR WEDNESDAY, THURSDAY AND FRIDAY DURING THE SNOW DAY. AND THE NUMBER OF PEOPLE AND PARENTS THAT WERE SO CONCERNED ABOUT THEIR STUDENTS THEY WERE ABLE TO ARRANGE FOR SITTERS OR WHATEVER THEY NEEDED TO BE OR STAY AT HOME THEMSELVES. BUT THAT'S A DECISION THAT WAS FOR THE SAFETY AND SECURITY OF ALL OF OUR FAMILIES AND OUR STUDENTS.

SO MY SHOUTOUT GOES TO DR.

LOPEZ AND HIS CABINET FOR MAKING THAT GREAT DECISION.

NEXT, I WAS ABLE TO GO TO SOUTH GARLAND HIGH SCHOOL AND THERE'S A WIDE RECEIVER THERE FOR THE TITANS TY KING SIGNED WITH MIDWESTERN STATE UNIVERSITY, AND I WAS ABLE TO GO FOR THE SIGNING FOR TY. GOT TO MEET HIS FAMILY AND OF COURSE THAT'S WHERE I GRADUATED FROM, SO I WAS REALLY EXCITED TO BE THERE FOR HIM AND WITH HIM ON THAT SIGNING DAY BECAUSE HE WAS A VERY EXCITED YOUNG MAN.

NEXT. ALSO, DURING THE ICE DAYS, I LISTENED TO A PODCAST.

MY SHOUT OUT TODAY GOES TO DUKE BARNETT.

DUKE IS THE PRINCIPAL AT COYLE MIDDLE SCHOOL MST.

HE HAD WROTE A GRANT FOR THAT SCHOOL AND RECEIVED THAT GRANT.

HE HAS TALKED ABOUT HIS JOURNEY AS FAR AS GETTING TO BECOME A PRINCIPAL AT COYLE MIDDLE SCHOOL. HE LIVED IN GARLAND ALL OF HIS LIFE, BUT HE MOVED AND WAS DRIVING BACK AND FORTH TO TYLER, WHERE HE WAS WORKING, AND HE TOLD A STORY ABOUT A YOUNG MAN THAT DID NOT WANT TO GO TO SCHOOL, AND HE TOOK THE TIME TO GO GET HIM UP OUT OF BED, AND THE PARENTS ALLOWED HIM TO GO IN THEIR HOUSE AND GET HIM UP AND TOOK THAT YOUNG MAN TO SCHOOL AND THAT YOUNG MAN DID GRADUATE.

THIS IS THE TYPE OF PRINCIPAL THAT WE HAVE AT COYLE MIDDLE SCHOOL THAT GIVES HIS HEART AND SOUL TO GISD.

SO DUKE BARNETT, MY HAT'S OFF TO YOU.

ALSO, I'M TRULY HUMBLED.

I'D LIKE TO THANK ALL THE STUDENTS, THE SCHOOLS, THE PRINCIPALS AND EVERYBODY THAT SENT CARDS CONGRATULATIONS GIFTS DURING THE WEEK OF BOARD APPRECIATION AND THE GIFTS THAT YOU GAVE. I'M VERY HUMBLED AND I JUST CAN'T EXPLAIN THAT.

BUT IT'S STILL I REALLY APPRECIATE YOUR THOUGHTFULNESS AND THINKING OF US IN THE WORK THAT WE PUT IN BECAUSE WE DO CARE ABOUT YOU, STUDENTS AND TEACHERS, BOTH.

WE REALLY DO CARE.

THE NEXT LIBERTY GROVE I GOT A LETTER FROM EVERY STUDENT IN THE SECOND GRADE CLASS, I BELIEVE IT WAS AT LIBERTY GROVE.

AND SO I WANT TO MAKE THIS COMMENT TO YOU TODAY LIVE.

IT'S NOT THAT WE DON'T WANT TO PUT SWING SETS ON YOUR SCHOOL GROUNDS OR YOUR PLAYGROUND, BUT WE CAN'T DO THAT ANYMORE BECAUSE OF SAFETY CODES BY THE STATE.

BUT NOW, YOU KNOW, WHEN YOU GO BUY SOME OF THE ELEMENTARY, YOU SEE THAT THERE ARE SOME THERE, AND THAT'S BECAUSE THEY'RE GRANDFATHERED.

THAT'S THE ONLY REASON.

SO DON'T FEEL LIKE THAT WE DON'T WANT YOU TO HAVE SWING SETS.

WE JUST CAN'T DO IT ANYMORE.

SO I WANT TO LET ALL THOSE SECOND GRADERS KNOW THAT I WOULD HAVE TRIED TO GET THEM IF WE COULD HAVE, BUT WE CAN'T. SO I'M KIND OF CAUGHT IN THERE.

THE OTHER THING I DID GO TO A TASTING ON FEBRUARY THE 7TH FOR THE STUDENT NUTRITION SERVICES DOWN AT THE PADGETT BUILDING AND MS. MILLER AND HER TEAM ARE DOING A GREAT JOB TRYING NEW RECIPES AND DOING OTHER THINGS JUST LIKE WE SAW TONIGHT.

GREAT TEAM BUILT GOING ON THERE.

NEXT, WE HAVEN'T GOT TO.

WE DID ANNOUNCE IT, BUT I'M GOING TO ANNOUNCE IT AGAIN TONIGHT.

SITTING TO MY RIGHT OVER HERE IS BRENT RINGO, WHO WAS AWARDED THE NUMBER 93 CFO IN THE COUNTRY OUT OF ALL CFOS IN THE COUNTRY.

[APPLAUSE] FOLKS THAT'S AGAINST UNIVERSITIES, MAJOR UNIVERSITIES, COMPANIES, WHATEVER BRENT IS, NUMBER NINETY THREE.

WAY TO GO I'M GOING TO GET YOU A JERSEY, I GUESS.

ALSO, I ALSO GOT TO PARTICIPATE AS THE VOICE OF NAAMAN FOREST IN THE BASKETBALL FOR THE SPECIAL OLYMPICS. I ALMOST LOST MY VOICE BECAUSE THE MICROPHONE WENT OUT, SO I HAD TO USE A MEGAPHONE. BUT IT WAS GREAT AND HAD A WONDERFUL TIME.

AND THERE WERE SO MANY GREAT ATHLETES THERE THAT WON THOSE AWARDS AND THOSE KIDS WERE SO EXCITED AND I'M SO EXCITED FOR THE PARENTS.

IT WAS A WONDERFUL DAY.

SOME OF THE SRO OFFICERS, IT WAS THEIR FIRST TIME THERE CAME TO ME AND SAID, THIS IS THE MOST WONDERFUL THING THEY'D EVER SEEN.

FOLKS IT IS. IT'S A GREAT VENUE.

SO THANK YOU TO THE SPECIAL ED AND VICKI MASON FOR IT OR THANK YOU FOR PUTTING IT TOGETHER. I'M SURE THAT YOU'VE GOT HOLES IN YOUR TENNIS SHOES BECAUSE YOU WORKED YOUR TAIL OFF. THEN I'VE GOT A COUPLE OF OTHER THINGS HERE, THAT ONE I WANT TO TALK ABOUT IS THE STUDENT CADETS THAT WE HAVE AT OUR GRCT.

THERE'S SOMETHING HAPPENED THIS WEEKEND, AND I THINK THAT EVERYBODY NEEDS TO BE AWARE OF.

[00:55:03]

THREE OF OUR STUDENTS WHO ARE IN THE THIRD YEAR OF THE CADET PROGRAM, AND I'M GOING TO NAME THEM. THE TEACHER THERE, MR. BROOKS. HIS NAME IS CLIFF BROOKS, SENT AN EMAIL TO MRS. BRENDA MONK, WHO IS OUR INTERIM PRINCIPAL, SAID JUST WANTED TO LET YOU KNOW THAT I JUST RECEIVED A CALL FROM THE GARLAND FIREFIGHTER AT STATION 4.

APPARENTLY FROM YOUR THREE WE'RE JUST ON THE SCENE OF A PRETTY SIGNIFICANT STRUCTURE FIRE FOR THE LAST FOUR HOURS.

HE SAID. THEY DID A GREAT JOB.

ALL OF THEM, THEY PULLED HOSE, THEY CHANGED CYLINDERS, THEY ROLLED HOSE, THEY GOT INTO THE INSIDE AND HELPED OVERHAUL AND INVESTIGATE EVERYTHING THAT WENT ON IN THAT FIRE.

MY HAT'S OFF TO PAIGE DELLAHEART A FEMALE SENIOR, NIKKI ESCOTO A FEMALE SENIOR, AND HAYDEN JOHNSON A MALE SENIOR THAT WENT THERE AND FOUGHT THE FIRE WITH THE GARLAND FIRE DEPARTMENT. FOLKS, THAT'S WHAT WE ARE DOING IN GARLAND AND OUR STUDENTS ARE DOING IN GARLAND ISD. I THOUGHT THAT WAS AWESOME.

ALSO, MY LAST ONE, AND I'LL SHUT UP.

ON FEBRUARY THE 12TH, OUR CT KIDS.

AND THE REASON I WANT TO SHOUT OUT TO THESE KIDS AND THERE'S A SLIDE THAT YOU'LL BE ABLE TO SEE ON THE SCREEN.

I'M ON THE ADVISORY BOARD THERE WITH THE GUYS THERE IN THE AUTO TECH THE AUTO BODY.

AND RIGHT NOW WE HAD STUDENTS THAT WENT DOWN ON FEBRUARY THE 12TH IN WACO, TEXAS, AND WE CLEANED HOUSE ON MEDALS.

YOU CAN SEE THE NAMES THERE ON THE AUTOMOTIVE TECHNOLOGY QUIZ BOWL TEAM.

THE SILVER MEDALIST JUNIOR JULIANA CANTU, JUNIOR DIANA AVALLERO, SENIOR MATHEO RODRIGUEZ, SENIOR BEATRIZ DON JUAN, SENIOR JANIE VAZQUEZ, SENIOR RUBEN TORRES AND SENIOR KENNET HERNANDEZ. THAT WAS IN THE AUTOMOTIVE TECHNOLOGY SIDE.

THEN IN OUR AUTOMOTIVE TECHNOLOGY, ALSO STUDENTS FROM LEFT TO RIGHT THERE.

SENIOR JAKE COOPER, WHO WON THE GOLD MEDAL IN MOBILE ELECTRONICS.

JUNIOR RUBEN ESTRADA, WON A GOLD MEDAL IN MAINTENANCE AND LIGHT REPAIR HANDS-ON COMPETITION. JUNIOR EDUARDO RODRIGUEZ, WHO WON THE GOLD MEDAL IN AUTOMOTIVE SERVICE TECHNOLOGY, HANDS ON COMPETITION.

JUNIOR CHRIS FUENTES, WHO WAS IN THE TEAM CAPTAIN OF AUTOMOTIVE QUIZ BOWL, WHICH AS A TEAM THEY WON THE GOLD AND FRESHMAN WILLIAM HERNANDEZ, WHO WON A GOLD IN THE AUTOMOTIVE TOOL IDENTIFICATION. AND THEN WE HAVE THIS GROUP OF YOUNG MEN, THE AUTOMOTIVE COLLISION REPAIR STUDENTS FROM LEFT TO RIGHT.

JUNIOR JOSH MANTA, GOLD.

JUNIOR ERICK PAZ, A SILVER.

AND SENIOR JORGE RECIO, BRONZE.

THIS TEAM TOOK ALL THREE MEDALS IN THERE IN THE COLLISION REFINISHING.

SO CONGRATULATIONS TO THESE YOUNG MEN.

AND THEN LAST BUT NOT LEAST IN THE ELECTRONICS ENGINEERING JUNIOR CAITLIN PEREZ, A BRONZE IN ELECTRONICS TECHNOLOGY.

AND IN SILVER IN JOB SKILLS DEMONSTRATION, FRESHMAN BRYAN HERRERA MEJA.

THE BRONZE IN APPLIED ENGINEERING SOPHOMORE JONATHAN PALENCIA.

BRONZE IN APPLIED ENGINEERING JUNIOR NATHAN ALFARO.

BRONZE IN APPLIED ENGINEERING FRESHMAN KAYLA HERNANDEZ BRONZE IN APPLIED ENGINEERING.

FRESHMAN JORGE BARRERA, 6TH ELECTRONICS TECHNOLOGY.

AND JUNIOR ANTHONY GUENTHER, 4TH IN ELECTRONICS TECHNOLOGY, AND AMBER MILLER, ADVISOR.

FOLKS THE TITANS AT SOUTH GARLAND, THIS WAS A RECORD BREAKING YEAR FOR SOUTH GARLAND.

WE SHOULD CELEBRATE THIS WITH THESE KIDS AND GUESS WHAT THEY'RE GETTING TO GO TO STATE COMPETITION. AND FROM WHAT I HEARD FROM THE FOLKS, WE'RE GOING TO KNOCK THEM DEAD WHEN WE GO TO STATE.

AND WE WERE DOWN THERE IN A YELLOW GOOSE BUS AND EVERYBODY ELSE CAME DOWN AND CHARTERED BUSSES, BUT WE SHOWED THEM THAT GARLAND CAME TO PLAY.

SO CONGRATULATIONS TO ALL THESE STUDENTS AND THOSE TEACHERS.

THANK YOU. ALL RIGHT, THANK YOU.

LINDA, IF THERE'S ANYTHING LEFT THE FLOOR, IS YOURS.

WELL, UIL COMPETITIONS HAVE BEEN GOING ON ACROSS ALL OF THE VARIOUS AREAS IN UIL, SO I WOULD SAY CONGRATULATIONS TO ALL THE PARTICIPANTS AND TO ALL OF THE WINNERS.

WE DID HAVE SOME HISTORICAL STUDENTS THAT MADE, SET THE RECORD FOR FIRST TIME EVER FOR GARLAND ISD, AND THAT WAS OUR SWIMMERS.

WE HAD A DIVER AND WE HAD, I THINK IT WAS A 50 YARD SWIMMER.

AND SO THEY'RE EXCITED.

ONE WAS FROM ROWLETT HIGH SCHOOL, PRESTON ROSE AND THE OTHER ONE WAS FROM SACHSE HIGH SCHOOL KYLE.

AND I'M NOT GOING TO MESS UP YOUR NAME, SO I'M JUST GOING TO CALL YOU KYLE S.

SO CONGRATULATIONS ON YOUR ACCOMPLISHMENTS.

I WAS ABLE TO ATTEND THE DUAL LANGUAGE SPANISH PARENT ADVISORY MEETING,

[01:00:02]

AND AS WE LOOK AT ROLLING OUT DUAL LANGUAGE OR EXPANDING IT, THIS GROUP HAS DECIDED AND THEY TOLD ME IT WAS BASED ON SOMETHING THAT WAS SAID IN A BOARD MEETING IS WHY DO WE ALWAYS BRING OUR PARENTS IN AT THE END AND NEVER HAVE THEM AT THE FRONT? SO I WAS ABLE TO ATTEND THAT MEETING WHERE THEY HAD THE INFORMATION MEETING FOR THE PARENTS, EXPLAINING WHAT THE NEXT STEP IS IN DUAL LANGUAGE.

AND I THOUGHT IT WAS VERY WELL ATTENDED AND THE INFORMATION WAS VERY INFORMATIVE.

I'M BEING TOLD THAT THEY WILL KEEP THOSE FAMILIES INVOLVED SO THAT THEY WILL UNDERSTAND WHEN IT'S TIME TO SELECT WHERE THEIR CHILD NEEDS TO ATTEND, THAT THEY UNDERSTAND ALL OF THE VARIOUS COMPONENTS OF OUR MULTI LANGUAGE DEPARTMENT.

I THINK I HAVE IT RIGHT.

GARLAND ISD WAS ABLE TO HOST ITS FIRST BLACK HISTORY COMMUNITY PROGRAM LAST WEEK THROUGH THE HELP OF THE CITY AT THE PERFORMING ARTS CENTER.

THERE WAS ABOUT 10 DIFFERENT ACTS AND THEY DID AN EXTRAORDINARY JOB IN THE PERFORMANCE.

BUT THE ONE THING THAT IMPRESSED ME THE MOST IF WE PLAN IT, IF WE BUILD IT, IF WE IMPLEMENT IT, PARENTS WILL COME.

THAT AUDITORIUM SEATS SEVEN HUNDRED PEOPLE OR SEVEN HUNDRED PLUS, AND I WOULD SUBMIT TO YOU THAT THERE WAS SIX HUNDRED PARENTS AND FAMILY MEMBERS AT THAT FIRST INAUGURAL BLACK HISTORY COMMUNITY PROGRAM.

THE MAYOR, A CITY COUNCIL MEMBER, WAS THERE.

EVERYONE WAS EXCITED AND OF COURSE, DR.

LOPEZ WAS THERE ALSO.

IT WAS JUST AN ENJOYABLE NIGHT TO SEE THE FELLOWSHIP OF FAMILIES WITH EACH OTHER.

MY LAST EVENT THAT I WILL FOCUS ON, I ATTENDED MANY OF THE PREVIOUS ONES THAT HAVE BEEN MENTIONED WAS ON FEBRUARY THE 2ND 2022 TEXAS A&M UNIVERSITY COMMERCE AT DALLAS.

THEY HAVE OPENED A DALLAS SCHOOL AND IT IS LOCATED AT 8750 NORTH CENTRAL EXPRESSWAY.

THE COLLEGE OF EDUCATION AND HUMAN SERVICES COLLEGE OF BUSINESS HAVE RELOCATED TO THAT BUILDING AND THEN THEY HAVE ANOTHER BUILDING IN DALLAS, WHERE THEY HAVE THE COLLEGE OF AGRICULTURAL SCIENCES AND NATURAL RESOURCES.

A BEAUTIFUL BUILDING WITH WINDOWS.

A WELCOMING ATMOSPHERE FOR BASICALLY STUDENTS.

AND WE HAVE WALKED THE JOURNEY WITH DR.

RUDIN AS HE TOOK ON THE POSITION OF PRESIDENT THERE.

AND HE SAID TO ME, HE SAID, DO YOU REMEMBER WHAT I TOLD YOU WHEN I CAME AND ASKED TO PARTNER WITH GARLAND ISD? I SAID, YES, SIR, I REMEMBER.

HE SAID, BUT YOU DIDN'T BELIEVE ME.

I SAID, WELL, I DIDN'T DOUBT YOU.

BUT HE SAID THAT TEXAS A&M COMMERCE WOULD BE A FORCE TO RECKON WITH IN DALLAS, AND THEY ARE DOING THAT, PROVIDING THAT SEAMLESS TRANSITION FROM HIGH SCHOOL TO COLLEGE.

SO MY HAT'S OFF TO TEXAS A&M COMMERCE AND TO ALL OF THE STAFF AND STUDENTS THAT MAKE UP THIS WONDERFUL DISTRICT CALLED GARLAND ISD.

MR. GLICK.

SEEMS LIKE A LONG TIME AGO WE STARTED THIS, SO NOT MUCH LEFT, BUT I DID ATTEND THE GARLAND CHAMBER'S 90TH ANNUAL MEETING AND AWARD CELEBRATION, WHICH WAS ACTUALLY FUN, EVEN THOUGH IT WAS REMOTE. DR.

LOPEZ AND DR.

CRUMP ARE LEAVING THE BOARD, AND DR.

RUSSELL IS A NEW MEMBER REPRESENTING GISD ON THE GARLAND CHAMBER BOARD.

WE HAVE TALKED ALREADY ABOUT THE SPECIAL OLYMPICS.

COMING UP IN THE SPRING WILL BE TRACK AND FIELD, WHICH IS ALWAYS A LOT OF FUN.

AND AGAIN, THE THE VOICE OF NAAMAN FOREST WILL ALSO BE THE VOICE OF WILLIAMS STADIUM, MR. BEACH. I ATTENDED, ALONG WITH MS.

[01:05:01]

GRIFFIN, I ATTENDED THE GISD COUNCIL OF PTAS MEETING.

WE'VE TALKED ABOUT THE READING AT HILLSIDE, WHICH IS ALWAYS A LOT OF FUN, AND I USUALLY READ DR. SEUSS' THE PLACES YOU'LL GO AND WE'RE ALLOCATED A HALF HOUR.

I THINK I TOOK A LITTLE MORE, MAYBE A LITTLE OVER AN HOUR.

NO, BUT THE THING THAT I ENJOY MOST IS I ALWAYS ASK THE TEACHER, DO YOU HAVE A GLOBE OR DO YOU HAVE A MAP? BECAUSE IN THIS CASE, WE HAD A GLOBE.

AND AS I TALKED ABOUT DR.

SEUSS AND SOME OF MY TRAVELS AND I BRING PICTURES ALONG, I BRING SOME STATUES THAT I'VE ACCUMULATED ALONG THE WAY, PICTURES AND STATUES OF ORANGUTANS, THINGS LIKE THAT.

IT'S REALLY FUN TO WATCH THE KIDS EXCITEMENT AS THEY LOOK ON THE GLOBE AS TO WHERE THESE PLACES ARE. WE REALLY PROBABLY DON'T SPEND AS MUCH TIME WITH GEOGRAPHY AS WE NEED TO IN ANY EDUCATION ANYMORE.

I THINK THAT'S ONE OF THE THINGS THAT'S GOTTEN LOST.

SEVERAL OF THE KIDS IN THE CLASS AND THIS IS A THIRD GRADE CLASS, MR. JACKSON WAS THE TEACHER.

I'M FROM THIS COUNTRY.

I HAVE RELATIVES IN THIS COUNTRY.

HAVE YOU BEEN TO THIS COUNTRY? AND WE TALKED ABOUT ALL, ALL SEVEN CONTINENTS, AND IT WAS REALLY A LOT OF FUN.

ROWLETT CHAMBER LUNCHEON, THE FIRST DISCUSSION IN QUITE A WHILE OF WHAT'S CALLED THE NORTH SHORE DISTRICT.

THIS IS A THOUSAND ACRES IN WHAT WOULD BE CALLED THE NORTHEAST QUADRANT OF ROWLETT.

A LONG TIME AGO, WHEN I WAS CHAIRING ROWLETT'S, P&Z, WE TOOK THIS.

I EVEN NAMED THE DISTRICT BACK THEN THE TECHNOLOGY RESEARCH DISTRICT, AND IT'S TAKEN ALL THESE YEARS TO FINALLY HAVE A POTENTIAL DEVELOPMENT THERE.

THIS IS THE FIRST HUNDRED ACRES AND IT WAS REALLY EXCITING TO SEE THE FIRST DEVELOPMENT.

THE REASON I'M MENTIONING THAT, AND THE NEXT DAY AT THE ROWLETT CHAMBER BOARD, WHICH I'M PART OF THERE WAS A FURTHER DISCUSSION BECAUSE WHERE WE'RE COMING TO IS IF THIS FIRST DEVELOPMENT GOES, THEN MORE DEVELOPMENTS HAVE ALREADY STARTED TALKING AND THE DISTRICT OWNS 95 ACRES UP IN THE FAR CORNER OF THAT DISTRICT.

SO THIS IS GOING TO BE ONE OF THE HOT DEVELOPMENT AREAS, IN MY OPINION, IN DALLAS COUNTY, AND IT'S COMING REAL FAST.

FINALLY, ON THE ROWLETT CHAMBER BOARD, DR.

RINGO HAS NOW LEFT AND THANK YOU FOR YOUR SERVICES.

I'M A MEMBER OF THAT BOARD AND WE'LL BE JOINED BY CARMEN BLAKEY, WHO'S THE PRINCIPAL AT ROWLETT HIGH SCHOOL. THANK YOU, SIR.

AND THANK YOU. AND FOR MY PART.

FIRST OF ALL, IT'S JUST AN HONOR TO SERVE.

EVERYBODY HEARD TONIGHT JUST AN EXAMPLE OF HOW INVOLVED THE BOARD IS.

THESE ARE PEOPLE THAT HAVE A HEART FOR WHAT THEY'RE DOING, ESPECIALLY WHEN IT INVOLVES THE KIDS, JOHNNY MENTIONED WE ALL PROBABLY MENTIONED THE BOARD APPRECIATION MONTH IN FEBRUARY. I AM STILL OR WASN'T IN JANUARY.

I'M SORRY. IT WAS IN JANUARY.

I'M STILL READING ALL OF THEM.

I'VE READ THEM ALL AT LEAST ONCE.

I'M READING THEM AGAIN.

I ENJOY THESE LETTERS SO MUCH.

I THINK SO FAR I'VE HAD LIKE TWENTY SEVEN DIFFERENT SPELLINGS OF THE WORD APPRECIATION.

AND IT DOESN'T MEAN IT'S MORE LESS MEANINGFUL TO ME AT ALL.

I'M JUST SO TOUCHED BY THE FACT THAT THE KIDS AND THE TEACHERS HAVE TAKEN THE TIME TO SEND THESE THINGS TO US, AND THE ARTWORK HAS BEEN AWESOME.

SO BOARD APPRECIATION MONTH IS MY FAVORITE MONTH.

I DID, IT'S NOT HARD TO TELL ON THE BOARD THE RETIRED END OF THE BOARD VERSUS THE WORKING END BECAUSE WHEN IT COMES TO THE REPORTS, THEY DO SO MUCH AND I'M SO GLAD THEY'RE THERE BECAUSE I DON'T GET OUT AS MUCH.

I'M KIND OF TIED TO A DESK, BUT I WAS ABLE TO GO TO HILLSIDE WITH SOME OF OUR OTHER BOARD MEMBERS AND DO SOME READING, AND I WANT TO THANK MRS. SANCHEZ AND THAT WHOLE FIFTH GRADE CLASS.

YOU KNOW, I TRIED TO, I WAS READING BOOKS, I HAD THEM UPSIDE DOWN AND I'M NOT THE BEST UPSIDE DOWN READER IN THE WORLD.

BUT BY THE END OF THE READING, AS SOON AS I MISSED A WORD, I HAD 23 KIDS SCREAMING AT ME THAT I JUST DID IT WRONG, AND THEY WOULD READ IT TO ME, RIGHT.

SO IF NOTHING ELSE, THEY WERE PLAYING TEACHER AND HELPING ME READ UPSIDE DOWN.

IT WAS KIND OF FUN.

BUT THANK YOU TO MS. SANCHEZ.

ALSO LATER, I SPENT SOME REALLY GOOD TIME.

WE HAD THE NAAMAN FOREST COLLEGIATE ACADEMY KIDS WERE THERE AND THE EARLY COLLEGE AMBASSADOR GROUP WAS THERE IT WAS ABOUT 12 OR 15 KIDS THAT WERE ALL DRESSED UP IN COSTUMES FOR THE READING THAT THEY WERE DOING.

AND WE SPENT SOME GREAT TIME IN THE LIBRARY THERE AFTERWARDS, JUST TALKING ABOUT THEM AND THEIR PROGRAM AND THEIR WANTS AND DESIRES AND DREAMS. AND IT WAS JUST REALLY GOOD TO BE ABLE TO TALK TO THESE KIDS.

[01:10:01]

MY HAT'S OFF TO THE MAGNET ADVISOR TRACY GLICK.

AND WITH THAT, I'M GOING TO TURN IT OVER TO DR.

[VI.B. Superintendent's Report]

LOPEZ. YOU KNOW, IT'S SO REFRESHING TO HEAR PEOPLE GETTING BACK TO NORMAL, READING TO KIDS BEING AROUND SCHOOLS, ISN'T IT SO ENERGIZING JUST TO BE AROUND KIDS.

IT'S JUST AMAZING HOW IT UPLIFTS YOUR SPIRIT.

AND AS WE GET MORE AND MORE NORMAL, I WOULD SAY IT'S JUST REALLY NEAT TO SEE WHAT'S GOING ON IN THE CLASSROOMS. AND I WANT THE PARENTS TO KNOW THAT THEIR CHILDREN ARE IN GREAT HANDS. WE HAVE PHENOMENAL TEACHERS, WE'VE GOT GREAT PRINCIPALS.

IT'S AN AWESOME TEAM OUT THERE.

THE SPECIAL OLYMPICS WAS REALLY SPECIAL.

IT JUST WORKS LIKE CLOCKWORK.

YOU KNOW, I WAS THERE AS A PARENT AND AS A SUPERINTENDENT, AND I'M GOING TO TELL YOU, THAT'S JUST ONE OF THE HIGHS EVERY TIME I GO THERE TO WATCH THOSE KIDS COMPETE AND I'LL JUST SHARE A SNIPPET OF OF HOW MUCH IT MEANS TO A KID.

I WAS TALKING TO THE PRINCIPAL OF KIMBERLIN, AND SHE TOLD ONE OF HER STUDENTS, CONGRATULATIONS, DID YOU MEDAL.

HE GOES, YES.

AND AND HE GOES, BUT I DIDN'T MEDAL LAST YEAR BECAUSE WE DIDN'T HAVE THIS.

HE REMEMBERED.

HE REMEMBERED WE DID A SMALL SCALE EFFORT ACROSS THE DISTRICT.

IT WAS NOTHING LIKE THIS AGAIN.

THEY LOOK FORWARD TO THIS.

AND SO HATS OFF TO EVERYBODY WHO ORGANIZED PARTICIPATED.

I SAW HEAD FOOTBALL COACHES FROM ALL OF THE DIFFERENT SCHOOLS VISITING JUST TO CHEER ON THE KIDS, THAT SAYS A LOT ABOUT THE CULTURE OF THE DISTRICT.

THE OTHER THING IS WE HAVE TO REMEMBER THIS IS BLACK HISTORY MONTH, AND WE'VE HAD SO MANY NEAT EVENTS. A LOT OF YOU HAVE ATTENDED.

AND IT JUST SHOWS THE RICHNESS THAT WE HAVE IN OUR SCHOOL SYSTEM, THE FACT THAT WE EMBRACE DIVERSITY, EMBRACE BLACK EXCELLENCE.

IT'S OK TO CHEER EACH OTHER ON, AND THAT'S WHY WE HAVE THIS.

SO THAT WAY WE CAN LEARN MORE ABOUT EACH OTHER.

THE MORE WE UNDERSTAND OTHERS, THE MORE WE LEARN ABOUT OURSELVES.

AND IN GARLAND, I'M JUST SO PROUD OF THE PEOPLE THAT WE HAVE HERE IN THE UNIFIED EFFORT THAT WE HAVE, THAT EVERY PERSON MATTERS IN OUR DISTRICT.

WHETHER YOU WORK HERE, YOU LIVE HERE OR YOU GO TO SCHOOL HERE, IT'S A BEAUTIFUL PLACE TO BE. YOU KNOW, SPEAKING OF THAT, DURING THE TASB CONFERENCE, WE DID SOMETHING ABOUT FOUR YEARS AGO THAT WAS A LEAP OF FAITH FROM THE BOARD AND MYSELF.

IT WAS SOMETHING THAT WAS NEVER DONE BEFORE, AND WE CALL IT ACE CAMPUSES, BUT IT'S RECONSTITUTING SCHOOLS AND WE DID TWO.

AND WE DID LYLES AND WE DID HANDLEY, AND WE KNEW THERE WAS GOING TO BE A PROCESS TO IT.

LITTLE DID WE KNOW THOSE TWO SCHOOLS WOULD BE THE FASTEST TURNAROUND ACE SCHOOLS IN ACE HISTORY, AND THEY STILL HOLD THAT RECORD WELL, PROBABLY BECAUSE OF COVID TOO.

BUT YOU KNOW, WHEN WE TURNED THEM AROUND, IT WAS AMAZING.

AND JUST TO SEE THE TEAM GET HIGHLIGHTED FROM LYLES FOR EXCELLENCE, IT'S JUST VERY REWARDING. AND EVERY SINGLE PERSON IN THOSE CAMPUSES WILL SAY THE WORK HAS JUST STARTED AND BECAUSE WE GOT RECALIBRATED BECAUSE OF COVID.

BUT I WANT TO JUST SEND MY HATS OFF TO THE TEAMS, THE PRINCIPALS, EVERYBODY THAT WAS IN THOSE CAMPUSES BECAUSE AT ONE TIME, YOU KNOW, WE MAY HAVE THOUGHT MAYBE THOSE SCHOOLS JUST CAN'T MAKE IT.

AND NOW WE'RE LOOKING AT THEM LIKE THEY'RE THE BEACON OF LIGHT FOR OTHER SCHOOLS IN THE SAME SITUATION.

AND I WANT TO THANK MR. BEACH FOR TALKING ABOUT BAD WEATHER AS WE HAVE BAD WEATHER IN THE FORECAST.

SO THANK YOU VERY MUCH.

[LAUGHTER] MR. BEACH. I WANT THE PUBLIC TO KNOW THAT WE DON'T, WE MADE THAT CALL BEFORE WE ANNOUNCED IT.

I MEAN, I'M TALKING ABOUT WAY BEFORE WE ANNOUNCED IT, BUT WHAT YOU DON'T SEE IS ALL THE LOGISTICS THAT GO BEHIND MAKING THIS CALL.

SO, FOR INSTANCE, THERE ARE SO MANY MOVING PARTS LIKE, WHAT ARE WE GOING TO DO WITH THE GAMES THAT WERE RESCHEDULED FOR THAT DAY? WE WANT TO HAVE ALL THE ANSWERS BEFORE WE MAKE A CALL BECAUSE THOSE QUESTIONS COME IN AS SOON AS WE MAKE THE CALL.

AND SO WHEN WE MADE THE ANNOUNCEMENT, THE BOARD WAS AWARE AND EVERYBODY WAS ANNOUNCED AND WE DID IT TWO FOLD. WE DIDN'T KNOW REALLY WHAT FRIDAY WAS GOING TO BRING, BUT WE KNEW WHAT THURSDAY WAS GOING TO BRING.

AND IN THE MIDST OF ALL WE FOUND OUT WE WERE GOING TO HAVE A SCHOOL GO OUT OF TOWN ON A FIELD TRIP. AN ELEMENTARY SCHOOL.

SO MAKING THESE EARLY CALLS AND INVESTING ON WHAT'S GOING ON WITH ALL THE MOVING PARTS IS HUGE. AND SO WE IMMEDIATELY HAD TO START NEGOTIATING WITH THE AGENCY THAT WAS HOSTING BECAUSE AT FIRST THEY SAID, IF YOU DON'T COME, YOU STILL PAY.

AND FINALLY, THEY HAD TO CLOSE AND CANCEL DUE TO ROAD CONDITIONS.

BUT IT WAS A LONG PROCESS.

AND SO EARLY ON, WE SAID BY THIS TIME, WE'RE GOING TO MAKE IT THE CALL.

THIS SITUATION IS A LITTLE DIFFERENT.

JUST UNDERSTAND WE'RE GOING TO BE MONITORING WEATHER AS IT GOES.

WE'RE HOPING TO HAVE A BETTER IDEA OF WHAT'S GOING TO HAPPEN BY MIDDAY TOMORROW.

WHAT IT SHOWS IS IN SOME PARTS OF OUR AREA, THERE'S GOING TO BE RAIN FOR THURSDAY, AND IN

[01:15:06]

OTHER PARTS IT'S GOING TO JUST BE COLD AND DRY AND RAIN LATER ON.

SO, YOU KNOW, THE RAIN TURNS TO SLEET INTO ICE.

SO I JUST WANT TO LET YOU KNOW THAT EVERY SITUATION IS UNIQUE.

WE CAN'T MAKE AN EARLY CALL THAT WAY ALL THE TIME, BUT WE ARE ALREADY ON IT AND HAVING PEOPLE WATCH IT BECAUSE YOUR KIDS SAFETY AND OUR STAFF'S SAFETY IS THE FIRST THING ON OUR MIND. WE LOVE YOU.

THANK YOU VERY MUCH, MR. MILLER. THANK YOU.

AND MOVING THROUGH OUR AGENDA NOW MOVING FORWARD, JUST REMIND YOU THAT WE HAVE THE CALENDAR OF EVENTS IN HERE.

YOU CAN BROWSE THROUGH IT IF YOU HAVE QUESTIONS, I GUESS DIRECT THOSE TO MECHELLE AND IF WE CAN GET ANY QUESTIONS ANSWERED FOR THAT.

NOW THIS TIME IN THE AGENDA WE'RE GOING TO GO TO ITEM NUMBER SEVEN.

[VII. Consent Agenda]

THIS IS THE CONSENT AGENDA.

[VIII.F. Consider Approval of the Joint Election Contract submitted by the Dallas County Elections Department – Mechelle Hogan (Finance Committee)]

DALLAS COUNTY ELECTIONS DEPARTMENT.

MECHELLE HOGAN. GOOD EVENING, PRESIDENT MILLER.

THERE ARE NO CHANGES, I JUST WANT TO LET YOU ALL KNOW AND SPECIFICALLY SPEAK TO THIS CONTRACT. IT IS A DRAFT CONTRACT.

ADDITIONAL ATTACHMENTS ARE STILL IN DRAFT FORM.

THE ONLY ATTACHMENT YOU RECEIVED AS FAR AS REVIEW WOULD BE THE COST ESTIMATE, WHICH IS WHY I'M BRINGING THIS BEFORE YOU.

AS YOU ALL KNOW, LAST YEAR THE ELECTION WAS OVER FOUR HUNDRED THOUSAND DOLLARS AND I HAD TO BRING THAT CONTRACT TO YOU FOR SPECIAL APPROVAL.

THIS ONE IS OVER ONE HUNDRED AND TWENTY THOUSAND DOLLARS, AND IT'S ANTICIPATED TO INCREASE AS SEVERAL ENTITIES WERE ABLE TO CANCEL ELECTIONS FOLLOWING THE LAST DAY TO FILE, WHICH WAS FEBRUARY 18TH, AND THIS FRIDAY IS THE LAST DAY FOR CANDIDATES TO WITHDRAW.

SO I ANTICIPATE WITH US HAVING A PENDING ELECTION, WE WILL INCREASE THAT AMOUNT.

SO THE APPROVAL THIS EVENING IS FOR DR.

RINGO TO HAVE SIGNATORY AUTHORITY ON THE CONTRACT DUE TO THE DOLLAR AMOUNT.

OK. BOARD ANY QUESTIONS OF CLARITY OR COMMENTS? DISCUSSION OR MOTION? MR. PRESIDENT, I MOVE THAT WE APPROVE THE JOINT ELECTION CONTRACT SUBMITTED BY THE DALLAS COUNTY ELECTIONS DEPARTMENT AND AS DESCRIBED BY MS. HOGAN TONIGHT. SECOND.

CONSIDER APPROVAL OF PURCHASE OF HVAC MAINTENANCE AND RELATED SERVICES.

MR. BOOKER. YES, SIR.

ONCE AGAIN, THIS IS A CONTRACT THAT WAS REVIEWED BY FINANCE.

[01:25:03]

WE HAVE NOT MADE ANY CHANGES SINCE THAT MEETING.

BOARD ANY QUESTIONS OR DISCUSSION ON THIS ITEM? I WANT TO ASK A QUICK QUESTION.

IN THESE CONTRACTS ARE THERE ANY TIMELINE ON IF IT'S NOT MET AS FAR AS US GETTING THE SUPPLIES OR GETTING THE, THAT WE WOULD GET A DISCOUNT OF SOME KIND BECAUSE THERE'S A LOT OF THINGS OUT THERE WHERE WE'RE NOT, JUST LIKE I HEARD MR. MILLER TALKING ABOUT TONIGHT.

MR. BEACH, ONE OF THE, WE HAVE VERY FEW MANUFACTURERS WHO WILL GIVE US A DEFINITE DELIVERY TIME UNTIL THEY RECEIVE A PURCHASE ORDER DUE TO THE SUPPLY CHAIN.

SO FOR THE MOST PART, WE CAN'T GET A FIRM DELIVERY UNTIL WE'VE ISSUED A PO, AND THAT'S BEEN PRETTY STANDARD.

IN FACT, I WAS WORKING WITH A SCHOOL TODAY WHO'S TRYING TO GET FURNITURE IN, WAS TALKING TO THE MANUFACTURER AND WAS TOLD THAT WHEN WE ISSUED THE PO, WE WOULD GET A DEFINITE DELIVERY DATE BASED ON THE FURNITURE WE WERE ORDERING AND THE DATE WE ISSUED THE PURCHASE ORDER. SO ACCORDING TO THE FORCE MAJEURE CLAUSES IN MOST OF OUR CONTRACTS [INAUDIBLE] ORDERS, AND WE'RE JUST AT THE MERCY OF THE SUPPLY CHAIN ISSUES THAT ARE NOT JUST NATIONAL, BUT IT'S GLOBAL. OK, THANK YOU.

THANK YOU. ANY FURTHER DISCUSSION OR QUESTIONS BOARD ON THIS ITEM NUMBER TWO OR A MOTION? I'LL MAKE A MOTION THAT WE CONSIDER APPROVAL OF THE PURCHASE OF THE HVAC MAINTENANCE AND RELATED SERVICES AS PRINTED IN OUR BOARD BOOKLET.

SECOND. OK, WE DO HAVE A MOTION AND SECOND ANY LAST COMMENTS ON THIS BOARD PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND OR ANY OPPOSED LIKEWISE.

WE'VE MADE NO CHANGES SINCE THAT REVIEW AND I'M AVAILABLE TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE. BOARD ANY DISCUSSION? WHAT'S YOUR PLEASURE ON THIS ITEM? MR. PRESIDENT, I'D MAKE A MOTION TO APPROVE THE PURCHASE OF TEXTBOOK ADOPTION FOR PHYSICAL EDUCATION.

WE DO HAVE A MOTION.

SECOND.

AND WE DO HAVE A SECOND.

ANY FURTHER DISCUSSION BOARD? PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.

ALL THOSE OPPOSED DO LIKEWISE.

THANK YOU, BOARD.

ALL RIGHT, WE'RE NOW MOVING ON TO ITEM H.

[VIII.H.1. Contract #310-21-12 Consider Approval of Increase in Awarded Amount for Professional Development - Dr. Kim Caddell]

WE HAVE OUR FINAL TWO CONTRACTS OF THE NIGHT.

THIS IS AN INCREASE TO AWARDED BIDS.

THE CONTRACT NUMBER 310-21-12.

CONSIDER APPROVAL OF INCREASE IN AWARDED AMOUNT FOR PROFESSIONAL DEVELOPMENT.

MR. BOOKER.

MR. MILLER, THIS IS A CONTRACT THAT DID NOT GO TO FINANCE FOR YOUR REVIEW.

IT WAS ORIGINALLY SCHEDULED FOR THE MARCH BOARD MEETING.

SUBSEQUENT TO THE LAST COMMITTEE MEETING, I DISCOVERED THAT THIS CONTRACT WOULD BE EXPIRING ON MARCH THE 13TH, SO IT'S COMING BEFORE YOU FOR APPROVAL AS AN ACTION ITEM.

WE ARE USING ESSER FUNDS FOR THIS PURCHASE.

THE INCREASED AMOUNT IS ONE HUNDRED AND EIGHTY EIGHT THOUSAND SIX HUNDRED AND SEVENTY FIVE DOLLARS COMING OUT OF THE ESSER THREE FUNDS TO TEACHER CREATED MATERIALS.

BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE ABOUT THIS CONTRACT.

OK IF MY UNDERSTANDING IS CORRECT, THIS IS NOT AN ITEM THAT WE SAW IN COMMITTEE, IT WAS ADDED TO PREVENT A CONTRACT FROM EXPIRING PRIOR TO OUR ACTION.

SO BOARD, DO YOU HAVE ANY QUESTIONS ON THIS? MR. JOHNSON.

WHAT IS THE REASON WHY THE CONTRACT'S GOING UP ONE HUNDRED AND EIGHTY EIGHT THOUSAND DOLLARS? THESE ARE ADDITIONAL MATERIALS THAT ARE BEING PURCHASED WITH ESSER FUNDS.

SO IT'S BASICALLY THE FUNDING THAT WAS AVAILABLE WAS THROUGH THE ESSER FUNDS.

THOSE FUNDS BECAME AVAILABLE.

WE MY ORIGINAL INTENT WAS TO BRING IT TO COMMITTEE IN MARCH, BUT WE DISCOVERED THAT CONTRACT HAD EXPIRED.

BUT IT WAS SPECIFICALLY TO PURCHASE MATERIALS WITH ESSER FUNDS.

AND THE MATERIALS ARE FOR THE PURPOSE OF PROFESSIONAL DEVELOPMENT.

YES, SIR. ARE IS THAT, DO YOU KNOW AND I DON'T KNOW IS DR.

CADDELL BACK THERE? IS THE PROFESSIONAL DEVELOPMENT THAT'S BEING DONE FOR THE PURPOSE OF ALLEVIATING COVID LEARNING LOSS.

SHE'S NODDING YES, I CAN REPORT.

YES, SPECIFICALLY RELATED TO OUR LOCALLY DEVELOPED MATH ACADEMY THAT WE'RE ROLLING OUT AS

[01:30:01]

PART OF THE ACADEMIC ACCELERATION PLAN.

SO IT'S FAIR TO SAY THAT THE ADDITIONAL FUNDING THAT WE'RE SEEKING FROM THE FEDERAL ESSER GRANT IS EXCLUSIVELY FOR THE PURPOSE OF HELPING TO ALLEVIATE COVID RELATED LEARNING ISSUES. SO WE ARE RECOMMENDING THIS CONTRACT EXPANSION SO THAT WE'RE ABLE TO UTILIZE OUR ESSER FUNDS TO PURCHASE ADDITIONAL PROFESSIONAL DEVELOPMENT MATERIALS DUE TO THE AVAILABILITY OF THE ESSER FUNDS.

OK. ANY OTHER QUESTIONS? YES.

MR. GLICK. MR. BOOKER, THE ORIGINAL 49 999 WAS THAT 199 FUNDS? YES, SIR. OK, THANK YOU.

THAT'S IT, SIR. THANK YOU.

OK, ANY OTHER QUESTIONS BOARD OR MOTIONS? MR. PRESIDENT, I WOULD MAKE A MOTION TO APPROVE THE INCREASE IN AWARDED AMOUNT FOR PROFESSIONAL DEVELOPMENT.

THANK YOU, MR. GLICK. WE HAVE A MOTION.

SECOND. WE HAVE A SECOND.

ANY FURTHER DISCUSSION BOARD, ANY FURTHER COMMENTS? IF NOT INDICATE YOUR APPROVAL BY RAISING YOUR HAND.

ANY OPPOSED DO LIKEWISE.

THANK YOU, BOARD.

WE NOW MOVE ON TO OUR LAST ITEM OF THIS SECTION IS ITEM TWO CONTRACT

[VIII.H.2. Contract #206-21-01 – Consider Approval of Increase in Awarded Amount for Indoor and Outdoor Flooring and Sports Surfaces Installation and Repair – Paul Gonzales (Finance Committee)]

206-21-01 CONSIDER APPROVAL OF INCREASE IN AWARDED AMOUNT FOR INDOOR AND OUTDOOR FLOORING AND SPORTS SERVICES INSTALLATION AND REPAIR.

MR. BOOKER. YES, SIR. THIS ONE WAS REVIEWED BY THE FINANCE COMMITTEE.

THE ORIGINAL AMOUNT WAS SEVENTY FOUR THOUSAND NINE HUNDRED AND NINETY NINE DOLLARS.

THE INCREASE IS TO PROVIDE THE FACILITIES DEPARTMENT THE ADDITIONAL FUNDS TO PROVIDE ADDITIONAL FLOORING REPAIRS NEEDED THROUGHOUT THE DISTRICT.

THAT ADDITIONAL AMOUNT IS $600,000 DOLLARS TO MAKE THE NEW NOT TO EXCEED AMOUNT SIX HUNDRED AND SEVENTY FOUR THOUSAND NINE HUNDRED NINETY NINE DOLLARS.

BOARD, I DO HAVE A QUESTION IF IF I COULD.

JUST TYPICALLY FOR A BASKETBALL COURT OR A TRACK OR ONE OF OUR TURF FIELDS, WHAT IS THE USEFUL LIFE OF THOSE IN GENERAL? I WOULD SAY NORMALLY ABOUT 7 TO 10 YEARS BUT MR. GONZALES MAY HAVE SOME ADDITIONAL INFORMATION THAT RELATES TO THAT.

YES, SIR, THAT IS CORRECT.

SEVEN TO 10 YEARS.

OK. ANY OTHER QUESTIONS BOARD? MR. PRESIDENT, I WOULD MAKE A MOTION TO APPROVE OF INCREASE IN AWARDED AMOUNT FOR INDOOR AND OUTDOOR FLOORING AND SPORTS SERVICES INSTALLATION AND REPAIR.

SECOND, OK, WE HAVE A MOTION AND A SECOND.

ALL THOSE IN FAVOR RAISE YOUR HAND.

ANY OPPOSED? MR. JOHNSON, DID YOU ABSTAIN? ALL THOSE IN FAVOR OF THAT ITEM PLEASE INDICATE BY RAISING YOUR HAND.
