[I. Call to Order and Determination of a Quorum]
[00:00:05]
IT IS 5:00, WE'RE ABOUT TO BEGIN THE GARLAND INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES REGULAR MEETING.
IT'S TUESDAY, MARCH 22ND OF 2022.
I AM CALLING THE MEETING TO ORDER, WE DO HAVE A QUORUM PRESENT.
WE'LL NOW RISE FOR THE PLEDGE OF ALLEGIANCE.
OKAY. WELL, THANK YOU VERY MUCH.
WE'RE BACK FROM SPRING BREAK, ALWAYS A MUCH NEEDED BREAK AS WE HEAD TOWARD THE END OF THE YEAR. I TRUST THAT STAFF AND EVERYBODY WHO ENJOYED SPRING BREAK IS READY TO GO.
WE'VE GOT A BUNCH OF KIDS THAT ARE READY TO GO ALSO.
WE'RE TRYING TO SPRINT TO THE FINISH LINE.
AS A BOARD, I KNOW WE'RE EXCITED TO FINISH UP THE YEAR STRONG, SO WE'LL HEAD RIGHT INTO ITEM THREE.
[III. Public Forum]
THIS IS THE PUBLIC FORUM.SO FAR I'VE RECEIVED ONE CARD AND THE WAY THIS WOULD WORK, I'LL CALL YOUR NAME, YOU'LL COME FORWARD AND SAY YOUR NAME AND ADDRESS AND THEN YOU WILL HAVE 3 MINUTES.
THE TIMER WILL SHOW UP ON OUR SCREEN AND IT'LL SHOW UP ON THE LAPTOP THAT'S ON THE PODIUM. AND YOU'LL BE ALLOWED TO TALK FOR 3 MINUTES.
AND OUR SPEAKER TONIGHT IS LUCERO RODRIGUEZ.
HI. GOOD EVENING, BOARD OF TRUSTEES, PRESIDENT MILLER AND DR.
LOPEZ. MY NAME IS LUCERO CAZARES RODRIGUEZ.
I AM A CURRENT TEACHER IN THE DISTRICT AND PRESIDENT OF GARLAND EDUCATION ASSOCIATION.
I LIVE AT 319 BROOKVIEW DRIVE LAVON, TEXAS 75166.
I HAVE BEEN AN EMPLOYEE OF THE DISTRICT FOR OVER 16 YEARS.
MY DAUGHTER ATTENDS SCHOOL IN THE DISTRICT AND I HAVE COUNTLESS NIECES AND NEPHEWS, COUSINS THAT ARE CURRENTLY ATTENDING GARLAND ISD AND WHO HAVE GRADUATED FROM GARLAND ISD.
I AM HERE TONIGHT TO SPEAK TO YOU ABOUT EMPLOYEE RAISES.
I WAS HERE LAST MONTH AND I SPOKE TO THAT EFFECT AND I AM GOING TO CONTINUE COMING AND SPEAKING ON OUR EMPLOYEES BEHALF.
OUR DISTRICT EMPLOYEES ARE STRUGGLING TO KEEP UP WITH INFLATION.
TEACHERS WHO WERE COUNTING ON THE TIA MONEY ARE NOW LEFT TO FEND FOR THEMSELVES.
MANY HAD ALREADY SPENT OR MADE PLANS OF SPENDING THAT MONEY.
NOW THERE ARE A LOT OF THINGS TO FIGURE OUT ON THEIR OWN.
THIS IS A BIG REASON FOR TEACHERS NOT TO STAY WITH THE DISTRICT.
THIS WILL ULTIMATELY COST THE DISTRICT A LOT OF MONEY.
THE MONEY SPENT TO TRAIN NEW TEACHERS IS HIGH.
WE NEED TO BE ABLE TO KEEP OUR CURRENT EMPLOYEES, ESPECIALLY OUR TEACHERS THAT ARE HIGHLY EFFECTIVE AND HIGHLY TRAINED.
THERE'S ONE WAY TO OFFSET THIS BLOW TO OUR TEACHERS, AND IT'S TO GIVE THEM ADEQUATE RAISES. IT IS IMPORTANT TO SHOW TEACHERS HOW MUCH THEY ARE VALUED.
AND ONE SIGNIFICANT WAY TO DEMONSTRATE THIS TO TEACHERS IS TO PROVIDE AN ADEQUATE RAISE.
EMPLOYEES OF THE DISTRICT NEED TO RAISE THAT CAN AT LEAST COVER THE AMOUNT OF INSURANCE AND OF HOW MUCH INSURANCE WILL RISE.
AS A DISTRICT, WE NEED TO AVOID A MASS EXODUS OF OUR HIGHLY QUALIFIED AND HIGHLY EFFECTIVE TEACHERS.
I KNOW SEVERAL TEACHERS WHO HAVE CALLED ME AND TOLD ME THAT THEY ARE PLANNING TO LEAVE AT THE END OF THE SCHOOL YEAR BECAUSE THEY DO NOT FEEL VALUED BY THE DISTRICT.
WE HAVE MANY VACANCIES, DOUBLE OF WHAT WE NORMALLY HAVE AT THIS TIME.
WE NEED TO DO BETTER AS A DISTRICT.
OUR ESPS, OR OUR AUXILIARY PERSONNEL, ARE SOME OF OUR EMPLOYEES WHO ARE STRUGGLING THE MOST AT THIS TIME WITH OUR CURRENT ECONOMIC CLIMATE.
WE NEED TO MAKE SURE THAT WE ARE PROVIDING FOR THEM.
ONE JOB SHOULD BE ENOUGH FOR OUR EMPLOYEES.
WE SHOULD NOT HAVE TO HAVE TWO JOBS TO MAKE SURE OUR FAMILIES ARE SUPPORTED.
MORE THAN HALF OF OUR EMPLOYEES HAVE MORE THAN TWO JOBS, OR AT LEAST TWO JOBS.
WE NEED TO MAKE SURE THAT WE ARE MAKING GARLAND ISD THE PREMIER DISTRICT FOR OUR EMPLOYEES TO STAY AND FOR US TO BE ABLE TO GET THE MOST HIGHLY QUALIFIED PEOPLE.
THAT IS THE ONLY CARD I HAVE TONIGHT.
SO WITH THAT, WE'LL MOVE ON TO ACTION ITEM--.
[00:05:03]

AND OF COURSE, LIKE WE ALL DO, THERE'S ALWAYS THAT FINE LINE AT THE BOTTOM OF YOUR CONTRACT THAT READS AND ALL OTHER DUTIES ASSIGNED.
[LAUGHTER] WELL, LAST MONTH, WHEN WINTER BEFELL US AND ICE BEGAN TO ACCUMULATE ON THE CARS AT HARRIS HILL, JULIANN DIDN'T HAVE TO WAIT FOR ANYONE TO TELL HER TO HELP.
SHE DIDN'T SIT BACK AND OBSERVE EVERYONE STRUGGLING TO DEFROST THEIR VEHICLES.
SHE DIDN'T MURMUR, SHE DIDN'T COMPLAIN.
SHE STEPPED RIGHT INTO ACTION.
EVEN THOUGH THAT WAS NOT IN HER JOB DESCRIPTION, SHE STEPPED IMMEDIATELY IN THE FRIGID TEMPERATURES. IT DIDN'T STOP HER FROM HELPING OTHERS AND WANTING TO GIVE HER BEST TO OTHERS. THAT'S WHAT WE CALL THE GISD EFFECT.
SHE ENDURED COLD, RAIN, AND EVEN PAIN TO HELP REMOVE ICE FROM THE EMPLOYEES CARS AT HARRIS HILL. THIS ACT OF SERVITUDE IS AN EXAMPLE OF WHY SHE IS TRULY A GEM.
MARK QUINN, DIRECTOR OF SECURITY, SAYS THAT THE SECURITY DEPARTMENT IS THRILLED TO HAVE HEARD THAT SHE'S RECEIVING A GEM AWARD AND THAT THEY'RE EXCITED FOR HER INCREDIBLE SUCCESS. WE SEE HER HARD WORK EVERY DAY AND SHE STRIVES TO BE THE BEST THAT SHE CAN BE EVERY SINGLE DAY.

THE HARRIS HILL RENOVATION COULD NOT BE HAPPENING WITHOUT HIS LEADERSHIP AND COORDINATION, AS HE CONSTANTLY IS FIELDING QUESTIONS AND MAKING SURE THAT EVERY TEAM MEMBER IS TAKEN CARE OF AND THEIR MOVE WHILE ASKING, WHAT ELSE CAN I DO? DR. RINGO, OUR CHIEF FINANCIAL OFFICER, SAID THAT BEING A PART OF A LEARNING ORGANIZATION THAT IS PROUD OF SERVING CHILDREN, SCOTT IS AN ASSET TO GARLAND ISD.
HE HAS A KEEN ABILITY TO ADAPT AND COME UP WITH SOLUTIONS TO ANY CHALLENGE OUR TEAM FACES.
FOR HE SAYS FOR HIMSELF, THERE'S NO WAY THAT HE COULD DO HIS JOB WITHOUT THE LEADERSHIP AND SUPPORT OF MR. SCOTT JUDSON.

ONE'S IN COLLEGE AT SMU, AND THE OTHER ONE'S GOT TWO GRANDKIDS TO HAVE TO TAKE CARE OF TONIGHT. SO.
READY, GUYS? ONE, TWO, AND THREE. GOT IT.
ONE MORE. ONE MORE. THREE, TWO, ONE.
LET'S GIVE MR. JUDSON ANOTHER ROUND OF APPLAUSE.
[00:20:10]
OKAY. WE HAVE ONE MORE RECOGNITION TONIGHT.TONIGHT, OR TODAY, ALL DAY LONG LEADERSHIP GARLAND HAS BEEN WITH US.
AND AT THIS TIME, I'LL ASK JASON WHEELER TO COME FORWARD TO INTRODUCE THE LEADERSHIP
[IV.C. Recognize Leadership Garland Class 40 - Jason Wheeler]
GARLAND CLASS 40, IS WHAT I'M SEEING.LOPEZ, PARTNERSHIPS AND EDUCATION ARE ESSENTIAL.
OUR PARTNERSHIPS ARE THE CONNECTION TO THE COMMUNITY THAT SUPPORTS OUR 55,000 STUDENTS IN GARLAND ISD.
WE CHERISH EACH OF OUR PARTNERSHIPS IN GISD, INCLUDING ONE OF OUR BIGGEST SUPPORTERS, THE GARLAND CHAMBER OF COMMERCE.
WE WANT TO HONOR THE GARLAND CHAMBER 41ST LEADERSHIP CLASS WITH A SPECIAL BOARD RECOGNITION TONIGHT.
LEADERSHIP GARLAND IS A PROGRAM OFFERED BY THE GARLAND CHAMBER OF COMMERCE TO ANY INTERESTED CITIZEN LIVING OR WORKING IN THE CITY OF GARLAND.
THE PROGRAM AIMS TO PROVIDE LEADERSHIP, TRAINING, MOTIVATE AND ENCOURAGE CIVIC LEADERS, AND DEVELOP PERSONAL LEADERSHIP CHARACTERISTICS WITHIN ALL INDIVIDUALS.
LIKE TONIGHT'S HONOREES, PARTICIPANTS MEET STATE, COUNTY, CITY OFFICIALS, SCHOOL BOARD TRUSTEES, ADMINISTRATORS, COMMUNITY LEADERS, COMMUNITY BOARDS AND COMMISSIONS.
THROUGHOUT NORTH TEXAS, LEADERSHIP SKILL TOPICS ARE TAUGHT WITH ACTIVE PARTICIPATION THROUGH NUMEROUS FREE FIELD TRIPS TO GOVERNMENT AGENCIES, SCHOOLS AND BUSINESSES.
THIS FIELD TRIP THIS MONTH FOCUSED ON EDUCATION AND WHAT BETTER PLACE THAN GARLAND ISD TO SEE HOW EDUCATION WORKS.
THIS YEAR'S LEADERSHIP CLASS HAD THE OPPORTUNITY TO VISIT WITH DYNAMIC EDUCATORS AND STUDENTS IN GISD AND TOUR SOME OF OUR BEAUTIFUL FACILITIES.
PARTICIPANTS WERE ABLE TO EXPERIENCE THE GISD EFFECT IN REAL LIFE.
THANK YOU TO THE GARLAND CHAMBER OF COMMERCE AND THEIR LEADERSHIP CLASS FOR CHOOSING GARLAND ISD.
A REPRESENTATIVE TONIGHT FROM THE 41ST LEADERSHIP CLASS, BRIAN COOPER IS HERE TO ACCEPT THE AWARD FROM GARLAND ISD.
ON BEHALF OF CLASS 41, THE BEST CLASS [LAUGHTER], WE JUST WANT TO SAY THANK YOU GUYS FOR ALL THAT YOU DO FOR OUR COMMUNITY AND OUR KIDS.
AND WE WOULD NOT BE WHERE WE ARE TODAY IN GISD WITHOUT YOU.
THANK YOU. [APPLAUSE] OKAY. THANK YOU VERY MUCH.
[V.A. Trustees' Report]
THESE ARE DISCUSSION ITEMS. WE'RE GOING TO START WITH, ON MY RIGHT, WITH MR. LARRY GLICK. WE'RE GOING TO DO A TRUSTEE'S REPORT AND WE'LL START WITH LARRY AND COME AROUND THE HORN. THANK YOU, MR. PRESIDENT. I HAVE A PRETTY LONG LIST TO START WITH, BUT SO SEVERAL OF US WENT TO SEE GARLAND HIGH SCHOOL BASKETBALL IN THE REGIONAL SEMIFINALS.MR. BEACH, MR. MILLER, MR. JOHNSON AND MS. STANLEY WERE ALL THERE.
IT WAS A GREAT, EXCITING GAME.
UNFORTUNATELY, THE NEXT DAY THEY ENDED UP LOSING TO THE STATE CHAMPIONS, DUNCANVILLE, BUT IT WAS AN INCREDIBLE GAME AND FUN FOR US TO BE THERE.
JUST RECENTLY, WE HEARD FROM DR.
LOPEZ THAT THE GARLAND HIGH SCHOOL'S SPEECH AND DEBATE TEAM WON THE STATE CHAMPIONSHIP.
AS A FORMER HIGH SCHOOL AND COLLEGE DEBATER, I GOT INVITED TO MEET WITH THE TEAM MANY, MANY YEARS AGO.
I EVEN ENDED UP JUDGING A REGIONAL CONTEST BECAUSE OF MY PAST HISTORY.
AND IT WAS SO MUCH FUN TALKING TO HOW DEBATE RULES HAD CHANGED OVER THE YEARS.
AND THE KIDS WERE INCREDIBLE AND THEY TRAVELED ALL OVER TO DIFFERENT DEBATE CONTESTS BACK THEN, AND THEY STILL DO IT NOW, AND THEY'RE ONE OF THE BEST DEBATE TEAMS IN THE COUNTRY.
SO THAT'S REALLY SOMETHING WE SHOULD BE VERY PROUD OF FROM THE SCHOOL DISTRICT ALONG WITH--. LET'S SEE.
MS. GRIFFIN AND MR. MILLER, WE ATTENDED THE GISD PTA MEETING.
I WAS AT THE CHAMBER LUNCHEON WITH MS.
[00:25:01]
GRIFFIN. THE BETTER BUSINESS BUREAU SPOKE THERE.I ATTEND MONTHLY THE ROWLETT CHAMBER BOARD MEETINGS, AND I BRING EVERYBODY UP TO DATE ON WHAT'S GOING ON IN GISD.
I ALSO GOT A CHANCE TO GO TO THE CCC FOR THE FIVE A REGIONAL BOYS CHAMPIONSHIPS AND CONGRATULATIONS TO MR. JOHN WILBORN ON THE INCREDIBLE JOB HE DOES AT THAT FACILITY.
THERE WERE PEOPLE FROM DALLAS, FROM FRISCO, DIFFERENT SCHOOL DISTRICTS, AND EVERYBODY WAS WELCOMED, TREATED VERY WELL.
EVERYTHING RAN VERY SMOOTHLY AND THEY CAN'T WAIT TO COME BACK.
THAT'S THE MOST IMPORTANT THING, BOYS AND GIRLS FIVE A BASKETBALL REGIONALS WERE OUT OF CENTER THIS YEAR AND THEY WILL BE BACK AGAIN BECAUSE OF HOW THEY WERE TREATED.
WE OWN 95 ACRES IN WHAT'S CALLED A NORTH SHORE DISTRICT IN ROWLETT, AND THAT'S NOW FOR THE FIRST TIME BEING DEVELOPED.
A LONG, LONG TIME AGO WHEN I WAS ON PNZ, I ACTUALLY NAMED THE DISTRICT, AND IT'S ONLY TAKEN 25 YEARS FOR DEVELOPMENT TO FINALLY COME, BUT IT'S COMING AND IT'S CONTROVERSIAL.
AND THIS IS THE FIRST DEVELOPMENT, KNOWING THAT ONCE THIS HAPPENS, THE REST OF THE 1000 ACRES WILL START TO DEVELOP.
THAT'LL BE AMAZINGLY GOOD FOR OUR TAX BASE HERE IN GISD AND IT'S COMING.
SO THAT WAS REALLY IMPORTANT AND A MAJOR PRESENTATION THERE.
I'M A MEMBER OF THE ROWLETT CHAMBER FOUNDATION.
WE HAD A MEETING AND WE AGREED TO DO A LOT OF THE FOLLOWING THINGS.
SO FOR EVERY ONE OF OUR CHAMBER LUNCHEONS, WE GIVE TEACHERS OR DISTRICT REPRESENTATIVES FROM EACH OF THE 12 ROWLETT SCHOOLS, THERE ARE 9 HIGH SCHOOLS, 2 MIDDLE SCHOOLS, AND ONE HIGH SCHOOL, WE GIVE EACH OF THE TEACHERS OR DISTRICT STAFF ONE OF THESE BEAUTIFUL MEMENTOS. WE ALSO DO FIVE $1,000 SCHOLARSHIPS FOR STUDENTS OF ANY OF OUR HIGH SCHOOLS AS LONG AS THE KIDS LIVE IN ROWLETT WHO ARE GOING ON TO A BUSINESS CAREER.
AND WE'LL BE JUDGING THOSE APPLICATIONS VERY SHORTLY FOR THOSE $1,000 SCHOLARSHIPS.
WE ALSO DO BUILDING ENHANCEMENTS AND NOW FOR THE FIRST TIME, WE'RE GOING TO BE DOING--.
WE'RE GOING TO LOOK AT SOME TYPE OF WORKFORCE DEVELOPMENT, BUT [INAUDIBLE] WORKING WITH PEOPLE IN THIS BUILDING AS TO HOW WE CAN ENHANCE WORKFORCE DEVELOPMENT IN THE CITY OF ROWLETT. AND FINALLY, SOME OF YOU HAVE GOTTEN A CHANCE TO READ SOME OF MY TRIP REPORTS.
I JUST SEND YOU ONE, BY THE WAY.
AND I THINK WHEN I WRITE THOSE REPORTS IS SOMEWHAT WHIMSICAL, AND IN ONE OF THE PAGES I SAID, COULD YOU GET HIGH ON LIFE? AND I THOUGHT--.
WHAT I WROTE ABOUT THEN IS SEEING A BIRD THAT HAD DISAPPEARED FROM HISTORY AND I FOUND IT . SEEING A CLOUDED LEOPARD, ONE OF THE FEW PEOPLE IN THE WORLD TO EVER SEE A CLOUDED LEOPARD. THINGS OF THAT NATURE.
I HAD ONE OF THOSE DAYS RECENTLY, AND I ACTUALLY CALLED DR.
SO I WAS AT SOUTHGATE ELEMENTARY TO READ.
I SAW MISS STANLEY AS SHE WAS LEAVING AND I WAS COMING IN.
SO WHEN I FIRST WALKED IN, I MET THE PRINCIPAL, JENNIFER FOWLER, AND SOUTHGATE IS ONE OF OUR SIX CAMPUSES THAT ARE NOW GOING TO BE CONVERTED INTO MAGNETS.
AND MS. FOWLER SPENT SEVERAL MINUTES TALKING TO ME ABOUT THAT TRANSFORMATION.
IT'S UNDERWAY RIGHT NOW, HOW EXCITED THE COMMUNITY IS, AND I'M NOT SURE WHO IS HAPPIER, SHE OR I.
IT WAS REALLY SO MUCH FUN TALKING TO HER.
AND THEN I GOT TO GO AND READ TO THE FOURTH GRADERS, WHICH WAS EVEN MORE FUN.
I WAS DRESSED IN MY OUTFITS WHEN I TRAVELED AROUND THE WORLD WITH MY PATCH JACKET AND MY BINOCULARS AND MY SAFARI HAT.
AND OF COURSE, THERE WAS A GLOBE THERE, AND THAT WAS INCREDIBLY FUN.
AND THEN I WAS WALKING OUT, I GOT TO MEET SHANNON LANNING, WHO WAS OUR DISTRICT TEACHER OF THE YEAR TWO YEARS AGO.
AND TO GET TO BE A DISTRICT TEACHER OF THE YEAR FOR A LARGE DISTRICT LIKE OURS IS JUST AMAZING. AND SHE TALKED ABOUT HOW EXCITED SHE IS ON THE COMING MAGNET FOR THAT SCHOOL, WHAT SHE DOES FOR THE SCHOOL.
AND THEN I GET IN THE PARKING LOT, AND THE FINAL THING WAS THERE'S A BIG SIGN UP AND IT SAID FREE FULL PRE-K, FULL FREE PRE-K.
BECAUSE THAT'S SOMETHING WE HAVE TALKED ABOUT.
WE'VE TALKED ABOUT FOREVER AND IT'S HAPPENING.
IT'S HAPPENING NOW. IT'S REAL AND WE'RE ADVERTISING IT, WHICH IS EVEN MORE IMPORTANT.
THANK YOU, LARRY. MS. GRIFFIN? YES.
I FIRST WOULD LIKE TO SAY THAT THIS IS WOMEN'S HISTORY MONTH, AND I WOULD LIKE TO SAY CONGRATULATIONS TO ALL OF OUR OUTSTANDING AND AMAZING FEMALE LEADERS THAT WE HAVE IN THE DISTRICT. WE KNOW WE ARE A TEAM, MEN, BUT THIS IS OUR MONTH, SO I AM GIVING A SPECIAL
[00:30:03]
SHOUT OUT TO ALL OF OUR FEMALES.I'D ALSO LIKE TO JUST CONGRATULATE ALL OF OUR SCHOOLS AND STUDENTS FOR ALL OF THEIR SUCCESSES. YOU'VE HEARD SOME THINGS THAT MR. GLICK HAS MENTIONED, AND THIS IS THE BUSY TIME OF THE YEAR, AND THERE ARE A LOT OF ACTIVITIES THAT ARE GOING ON.
SO I JUST SAY CONGRATULATIONS, CONTINUE DOING GREAT JOBS AND REPRESENTING US.
I ALSO WOULD LIKE TO SHOUT OUT TO THE COUNCIL OF PTA.
THEY HAVE DONE AN EXTRAORDINARY JOB DURING THE PANDEMIC WITH KEEPING UP WITH THEIR FOCUS IN TERMS OF WHAT THE STATE REQUIRES OF THEM, WHAT NATIONAL PTA REQUIRES OF THEM.
THEY RUN A PRETTY EFFECTIVE ZOOM MEETING, GETTING ALL OF THEIR REPORTS IN.
AND I WOULD JUST SAY TO PARENTS THAT ARE LISTENING, JOIN YOUR LOCAL PTA IF YOU CAN, BECAUSE THAT IS AN ARM AND A PARTNERSHIP THAT HELPS US SUCCEED IN WHAT WE NEED TO DO.
AND LASTLY, CONGRATULATIONS TO ALL TEACHERS OF THE YEAR.
IT IS EXCITING TO SEE THE EXCITEMENT ON CAMPUSES OF ALL OF THE TEACHERS THAT HAVE BEEN SELECTED BY THEIR PEERS.
NOW, I HAVE A PUBLIC SERVICE ANNOUNCEMENT FOR ALL SENIORS.
IN THE LAST MONTH AND A HALF, I HAVE MET WITH VARIOUS ENTITIES, ORGANIZATIONS AROUND THE TRI-CITIES OF GARLAND, ROWLETT AND SACHSE, AND THEY ARE SAYING THAT THEY HAVE MONEY THAT THEY WANT TO GET RID OF.
BUT OUR KIDS, OUR STUDENTS, OUR SENIORS ARE NOT APPLYING FOR THEIR SCHOLARSHIPS.
SENIORS, PLEASE GO TO YOUR COUNSELOR, LOOK IN THE GUIDEBOOK THAT LISTS ALL OF THE AVAILABLE SCHOLARSHIPS.
WE DON'T WANT ANY ORGANIZATION IN GARLAND, ROWLETT OR SACHSE NOT BEING ABLE TO AWARD SCHOLARSHIPS THIS YEAR.
THANK YOU. MS. GRIFFIN, THANK YOU.
AND THANK YOU FOR THE HEADS UP.
THAT IS A VERY IMPORTANT EVENT IN THE LIFE OF MANY OF OUR STUDENTS.
THE RECEIPT OF THOSE SCHOLARSHIPS.
SO THANK YOU FOR BRINGING THAT UP.
MR. BEACH? YES. I'M GOING TO KIND OF PIGGYBACK OFF WHAT MR. GRIFFIN SAID IN THAT THE OTHER DAY I RECEIVED AN EMAIL FROM MRS. HOGAN, CAN'T BELIEVE THAT GRADUATION ASSIGNMENTS FOR THE BOARD HAS ALREADY BEEN SENT OUT.
SO THAT'S HOW FAST THIS SCHOOL YEAR HAS GONE BY.
SO WE LOOK FORWARD TO THE GRADUATION CEREMONIES THAT ARE COMING UP.
SENIORS TAKE ADVANTAGE OF EVERYTHING THAT YOU POSSIBLY CAN AT THIS PARTICULAR TIME.
IT'S GOING TO BE A GREAT GRADUATION CEREMONIES FOR EVERYBODY.
ALSO, I'D LIKE TO SHOUT OUT WHAT MR. GLICK MENTIONED ABOUT COACH LOVE AND THE GARLAND OWLS.
WHAT A GREAT SEASON FOR THE OWLS I HAD TO, SINCE I GRADUATED FROM THERE, I HAD TO MENTION THAT. ALSO, I WENT TO SOUTHGATE ELEMENTARY AND READ TO THE THIRD GRADE CLASS OVER THERE, AND WHICH I'M A HORRIBLE READER, BUT I WAS ABLE TO READ TO THESE CHILDREN, THIRD GRADE, AND SO I GUESS I STUMBLED MY WAY THROUGH IT BECAUSE THEY ALL WANTED TO COME UP AND DO A PHOTO OP AFTER IT WAS OVER WITH.
GREAT FUN WITH ALL THOSE KIDS.
ALSO, THE NEXT DAY ON FRIDAY, I WENT OVER AND I WAS ASKED TO COME OVER TO PEARSON ELEMENTARY, AND I DID.
I WENT OVER THERE AND I READ TO THREE KINDERGARTNER CLASSES AND I THOUGHT, WELL, THIS IS GOING TO BE A SLAM DUNK.
THEY THEY'RE NOT GOING TO PAY ATTENTION.
I GOT THIS DONE, YOU KNOW? IT WAS AWESOME. I'LL TELL YOU WHAT, I HAD MORE FUN WITH THOSE KIDS.
YOU KNOW, I DIDN'T WANT TO LEAVE, BUT IT WAS--.
WE HAD SO MUCH FUN. THOSE KIDS ARE SO EN-THRILLED, AND FOLKS KINDERGARTEN TO SECOND GRADE IS OUR CREAM OF THE CROP YEARS THAT WE HAVE GOT TO TEACH READING TO OUR KIDS BECAUSE IT IS SO VALUABLE TO THEM.
SO IF YOU SEE A KID THAT'S THAT YOUNG, GIVE THEM A BOOK AND LET THEM READ BECAUSE THAT IS THE MOST IMPORTANT THING THAT THEY CAN LEARN TO DO IN THEIR LIFETIME.
ALSO, I DID ATTEND THE SACHSE LUNCHEON AND ONE THING ABOUT GOING TO SOME OF THE LUNCHES AND ESPECIALLY SACHSE THIS TIME, WHICH WAS REALLY UNIQUE.
THEY ASK EVERYBODY TO GET UP AND SAY SOMETHING ABOUT YOURSELF THAT NOBODY ELSE MIGHT KNOW ANYTHING ABOUT.
SO I WAS ABLE TO STAND UP AND I THOUGHT, I'LL CATCH THEM OFF GUARD REALLY GOOD, AND I TOLD MY STORY. THEY SAID, MR. BEACH, WHAT WAS YOUR--.
WHAT'S THE ONE THING THAT'S UNIQUE ABOUT YOURSELF? AND I TOLD HIM, I SAID, WELL, I WENT FISHING ONE TIME AND I DID A CAST AND I CAUGHT NINE FISH ON ONE CAST.
AND THAT'S A TRUE STORY, AND I'LL JUST LEAVE THAT WITH YOU AND YOU'LL COME AND ASK ME HOW HAD THAT HAPPEN? BUT I'LL TELL YOU LATER ON.
BUT ANYWAY, I DID. I CAUGHT NINE FISH ON ONE CAST.
SO ANYWAY, I JUST WANT TO THANK ALL THE TEACHERS AND EVERYBODY.
[00:35:02]
I HOPE YOU HAD A VERY SAFE SPRING BREAK AND RESTFUL SPRING BREAK, AND I KNOW THAT I DID AND IT WAS GREAT.AND I HOPE THAT YOUR ENGINES ARE READY TO GO FOR THE NEXT MONTH AND A HALF, AND LET'S GET THIS DONE IN HIGH STYLE.
I'M SORRY, ONE MORE. NEXT WEEKEND I AM GOING DOWN TO SUPPORT SOUTH GARLAND HIGH SCHOOL, THE CAREER TECH IN THE AUTO BODY, THE PAINT AND BODY, THE ENGINEERING AND ELECTRICAL, IN CORPUS CHRISTI FOR OUR STATE MEMBERS THAT I MENTIONED IN THE LAST BOARD MEETING.
AND SO I'VE SIGNED UP TO GO DOWN THERE TO WATCH THESE KIDS AND SUPPORT THEM, AND THEN THE NEXT THING I KNOW, I GET AN EMAIL, THEY'RE GOING TO MAKE ME JUDGE.
SO [LAUGHTER] THIS IS GOING TO BE LIKE READING THE THIRD GRADER AGAIN.
HERE WE GO. BUT ANYWAY, I'M GOING TO DO THE BEST THAT I CAN FOR GARLAND ISD AND SHOW THEM THE GISD EFFECT IN CORPUS CHRISTI.
WE'LL KEEP GOING AROUND, WES JOHNSON.
YOU'RE GOING TO MAKE ME FOLLOW 9 FISH OFF ONE CAST? [LAUGHTER] I GUESS I COULD SAY I HIT TWO HOLES IN ONE OFF ONE DRIVE, BUT IT WOULDN'T BE TRUE. [LAUGHTER] I ALSO WENT TO THE GARLAND OWL PLAYOFF GAME THAT MR. GLICK REFERENCED, IT WAS A GREAT EXPERIENCE.
I JUST WANT EVERYONE TO REMEMBER AND SUPPORT ALL THE MUSIC BANDS THAT WE HAVE COMING UP AS THEY'RE ALL GETTING READY FOR A CONCERT, UIL SEASON.
MOST OF YOUR SCHOOLS HAVE SOME TYPE OF PRE-UIL PERFORMANCE, SO THE PARENTS AND THE COMMUNITY CAN COME OUT AND SEE THEM BEFORE THEY HAVE UIL PERFORMANCE AND ENCOURAGE YOU TO TAKE ADVANTAGE OF THAT AND GET OUT THERE AND DO THAT.
IN ADDITION, THIS IS THE BEGINNING KIND OF OUR TESTING SEASON, SO MAKE SURE THAT EVERYBODY SUPPORTS THE KIDS AND THE TEACHERS.
IT'S KIND OF HECTIC TIME MOVING FORWARD AS WE GO TO CLOSE THE YEAR AFTER SPRING BREAK.
ALL RIGHT. THANK YOU VERY MUCH, MR. PRESIDENT.
MS. STANLEY, GO AHEAD. THANK YOU.
YEAH, I DON'T WANT TO FOLLOW THE FISH STORY EITHER.
OKAY. SO I TRY NOT TO GO OVER SOME OTHER THINGS.
I-- SOME OF THE HIGHLIGHTS THAT I PARTICIPATED IN BECAUSE I LIKE TO LEARN ABOUT A LOT OF DIFFERENT THINGS. SO I SAT IN ON OUR MEC MEETING AND WE DID THE HUMAN RESOURCE REPORT AND MAYBE NO ONE THINKS THAT'S EXCITING, BUT I FIND THAT TO BE EXCITING BECAUSE I ALWAYS FIND THAT COMMITTEE TO GIVE JUST SOME VERY INSIGHTFUL LOOKS AT DIFFERENT THINGS.
AND THEY WENT OVER ALL THE DIFFERENT MAKEUP OF OUR TEACHERS AND OUR STAFF AND OUR ADMINISTRATION AND REALLY GOOD QUESTIONS, AND I ALWAYS JUST WALK AWAY WITH JUST A NEW UNDERSTANDING. AND SO I ALWAYS ENJOY THOSE MEETINGS.
AND THEN OF COURSE, READING TO THE SECOND GRADERS.
I, TOO, JOHNNY STRUGGL WITH READING, SO IT'S NOT ALWAYS THE HIGH POINT, SO.
BUT I LIKE THE YOUNGER KIDS BECAUSE THEY DON'T CRITICIZE YOU.
AND THEN I ACTUALLY GOT TO GO AND TOUR OUR GARLAND BOXING GYM IN DOWNTOWN GARLAND.
AND I'M STILL KIND OF TRYING TO DIGEST ALL THE DIFFERENT THINGS THAT THAT FACILITY DOES WITH SUCH A LARGE GROUP OF OUR STUDENTS FROM OUR GISD GO THERE AND AND ARE SO SUCCESSFUL.
THE SUCCESS STORIES THAT WE HAVE COMING OUT OF THAT NONPROFIT FACILITY IS AMAZING, AND THEY'VE REMODELED IT.
YOU KNOW, THEY ACTUALLY, DURING COVID, WHEN THEY HAD TO SHUT DOWN, THEY SIMPLY REMODELED THE FACILITY.
YEAH, I STAYED HOME AND WATCHED TELEVISION, BUT THEY REMODELED.
I DID PARTICIPATE IN THE TEXAS GIRLS AND STEM DAY HONORING OUR STEM EDUCATORS ZOOM PROGRAM THAT WENT ON, AND I THOUGHT THAT WAS HUGELY INTERESTING BECAUSE IT WAS ALL ABOUT GIRLS AND I LIKE THAT.
AND THEN I HAD GOTTEN TO SIT DOWN WITH A YOUNG SENIOR FROM ONE OF OUR HIGH SCHOOLS WHO WANTED TO DISCUSS CIVIC ENGAGEMENT WITH ME, WHICH I THOUGHT WAS--.
I LIKE THINGS LIKE THAT, BECAUSE SOMETIMES WE GET DISCOURAGED AND SAY, OH, WHAT'S HAPPENING WITH OUR YOUTH? BUT THERE'S A LOT HAPPENING WITH OUR YOUTH THAT IS VERY POSITIVE, AND SO THAT WAS REALLY GOOD.
AND THEN I TOURED THE NEW ROCKWALL DETENTION FACILITY, BUT I DID NOT GO INTO THE CELL
[00:40:03]
LIKE MISS GARRETT DID.SO THAT WAS ACTUALLY INTERESTING.
I WAS IN THE AUDIENCE OF THE TWO YEARS OF PANDEMIC EDUCATION THAT OUR SUPERINTENDENT, DR. LOPEZ, WAS ON THE PANEL FOR, AND THAT WAS ACTUALLY VERY INTERESTING BECAUSE THEY HAD SOME STUDENTS AND SOME PARENTS THAT PARTICIPATED AND THEY JUST SHARED THEIR STORY OF WHAT THEY WENT THROUGH WHEN WE SHUT DOWN FOR COVID AND THEY WERE FROM DIFFERENT AREAS, IT WASN'T FROM ALL GARLAND.
AND IT'S JUST AMAZING TO ME HOW, I DON'T CARE WHERE YOU'RE FROM, I DON'T CARE WHO YOU ARE, WE ALL SHARED IN VERY SIMILAR PAIN AND WE ALL HAD THE SAME PAIN POINTS JUST A LITTLE BIT DIFFERENT, SAME SUCCESSES, SAME NOT SO SUCCESSES, AND I THOUGHT DR.
LOPEZ REPRESENTED US VERY WELL, AND THAT'S ABOUT IT.
MR. SELDERS? THANK YOU, MR. MILLER. LIKE MANY OF MY COLLEAGUES, I HAD AN OPPORTUNITY TO GO READ TO THE STUDENTS AT SOUTHGATE ELEMENTARY AS WELL.
I HAD A GREAT OPPORTUNITY--. A GREAT TIME READING WITH MY CLASS AND INTERACTING AND ANSWERING ALL THE QUESTIONS THAT THEY HAD, IF YOU CAN IMAGINE ELEMENTARY STUDENTS ASKING.
I ALSO HAD A CHANCE TO BE A SPEAKER AT THE SOUTH GARLAND HIGH SCHOOL BLACK HISTORY PROGRAM WITH MS. GRIFFIN, AND THEY HAVE SOMETHING REALLY UNIQUE HAPPENING AT SOUTH GARLAND.
IT WAS REALLY PROUD TO BE A PART OF THAT CELEBRATION AND GET AN OPPORTUNITY TO ADDRESS THE STUDENT BODY THERE.
WANTED TO CONGRATULATE MR. WILBORN AND HIS TEAM.
MR. GLICK TALKED ABOUT THE CURTIS CULWELL CENTER.
WE LEARNED THAT IN 2001 THERE WAS A LISTING OF THE WORLD'S GREATEST VENUES WORLDWIDE, AND THERE'S A LIST OF 200 VENUES IN THE WORLD, AND THE CURTIS CULWELL CENTER IS RANKED NUMBER 109TH IN THE WORLD.
SO I JUST WANT TO GIVE THEM A HUGE ROUND OF APPLAUSE FOR THAT.
[APPLAUSE] MR. WILBORN RUNS A GREAT OPERATION THERE AND THEIR STAFF DOES GREAT THINGS AS WELL.
ALSO WANTED TO CONGRATULATE DR.
IF YOU LOOK AT OUR COVID CASES THIS MONTH, THEY'RE AS LOW AS THEY'VE BEEN, AND SO I'M REALLY APPRECIATIVE OF THE WORK THAT HAS GONE TO MAKE THAT HAPPEN AND EVERYBODY SORT OF CONTRIBUTING TO MAKING SURE THAT OUR KIDS ARE ABLE TO STAY IN SCHOOL AND OUR STAFF AND OUR ADMINISTRATION AND ADMINISTRATORS AND TEACHERS ARE HEALTHY.
SO THAT'S REALLY A COOL THING.
AND THEN NEXT WEEK, I'LL BE TRAVELING TO AN NSBA CONFERENCE.
I GOT NOMINATED FOR A STEERING COMMITTEE WITH THE COUNCIL OF URBAN BOARDS OF EDUCATION, AND I'M REALLY EXCITED ABOUT THE OPPORTUNITY TO WORK WITH THAT GROUP, A NATIONAL COMMITTEE ON LITERACY.
SO THE COMMITTEE THAT I'M GOING TO BE WORKING WITH IS GOING TO BE WORKING TOWARDS CREATING A WHITE PAPER, ESTABLISHING DIFFERENT POLICIES THAT BOARDS CAN ADOPT AND PUT INTO PLACE AND APPROVE, AS WELL AS BEST PRACTICES FOR IMPROVING LITERACY AMONG SCHOOL DISTRICTS ACROSS THE NATION.
SO I'M REALLY EXCITED ABOUT THAT WORK.
ONE THING HOPEFULLY YOU'VE NOTICED IS THE BOARD IS VERY INVOLVED IN SO MANY DIFFERENT THINGS. IT'S PRETTY DIVERSE.
THERE'S PROBABLY AN OPPORTUNITY FOR THE BOARD TO ATTEND SOMETHING PRETTY MUCH EVERY HOUR OF EVERY DAY AND EVEN ON TO THE EVENING.
SO BOARD WHAT YOU DO IN REPRESENTING THE BOARD IN THE DISTRICT FOR THE VARIOUS EVENTS IS VERY MUCH APPRECIATED AND I KNOW IT TAKES A LOT OF EFFORT.
YOU KNOW, I'VE SAID THIS BEFORE AND IT'S TRUE, I DON'T KNOW WHO THE QUOTE IS, BUT THE QUOTE IS, YOU CAN PRETEND TO CARE, BUT YOU CAN'T PRETEND TO SHOW UP.
AND THIS BOARD IS DOING A REALLY GOOD JOB OF SHOWING UP, SO THANK YOU FOR THAT.
MR. MILLER. I JUST WANTED TO ALSO ACKNOWLEDGE MR. EARL GILMORE AT SOUTH GARLAND HIGH SCHOOL FOR THE WORK THAT HE'S DONE IN THE TRANSFORMATION AT THAT CAMPUS.
REAL QUICK, THE PTA MEETING, I ATTENDED THAT BY THE ZOOM, AND I CAN JUST TELL YOU THAT THERE'S REALLY VERY FEW THINGS THAT MAKE AS MUCH A DIFFERENCE IN A CAMPUS THAN A GOOD, ACTIVE LEADERSHIP GROUP WITH THE PTA.
SO THANK YOU FOR ALL OUR PTA VOLUNTEERS AND ALL THE PEOPLE THAT ARE INVOLVED IN THAT ASSOCIATION. I, TOO, WAS ABLE TO READ TO SOUTHGATE, I TOOK ON THE FIFTH GRADERS.
I TRIED TO READ IT UPSIDE DOWN SO THEY COULD SEE THE PICTURES AND EVERYTHING AS I WENT, AND AS I MADE SEVERAL MISTAKES, I HAD 22 KIDS SCREAMING AT ME THE RIGHT ANSWER.
MR. MILLER I WASN'T HUDDLE, IT WAS PUDDLE, YOU KNOW, THOSE KINDS OF THINGS.
SO IT WAS VERY ENGAGING, AND THE QUESTION ANSWER AT THE END OF IT, YOU'D BE SURPRISED AS
[00:45:02]
TO QUESTIONS THEY CAN COME UP WITH FOR A BANKER.I KNEW SOME OF THE ANSWERS, BUT I DIDN'T KNOW ALL OF THEM.
AND THE LAST THING I WANT TO DO IS, IS I HAD THE PRIVILEGE OF GROWING UP WITH THE LOVE FAMILY, AND I WAS ABLE TO GO TO SEVERAL OF THE GARLAND BASKETBALL GAMES, AND TO WATCH THE SUCCESS THAT GARLAND HAD UNDER THE LEADERSHIP OF RANDY LOVE WAS REALLY A HIGHLIGHT FOR ME. AND I DON'T KNOW IF RANDY LOVE IS WATCHING THIS, IF HE IS, HE'S PROBABLY GOING TO TURN IT OFF NOW.
BUT I JUST WANT TO BRAG ON HIM A MINUTE BECAUSE I KNOW THE CARE THAT HE GIVES TO THOSE YOUNG MEN AND IT GOES BEYOND X'S AND O'S, YOU KNOW, IT GOES BEYOND BASKETBALL.
HE HAS SPECIAL RELATIONSHIP WITH THOSE TEAMS, AND YOU CAN SEE IT ON THE COURT.
YOU CAN SEE THE DISCIPLINE THAT HE IS TEACHING.
YOU CAN SEE THE CARE THAT HE HAS FOR HIS TEAM.
I'VE BEEN WATCHING IT FOR MANY, MANY YEARS, BUT I HAD THE THE OPPORTUNITY TO GROW UP WITH HIM. I THINK STARTING AT TEN YEARS OLD, WE PLAYED THE FIRST GAME THAT WAS EVER PLAYED AT GARNER LITTLE LEAGUE OVER BY SELLERS.
WE WERE ON THE SAME TEAM FOR MANY YEARS.
IN HIGH SCHOOL, MY JOB WAS TO HAND RANDY LOVE THE BALL IN FOOTBALL AND IN BASKETBALL I HAD TO THROW IT TO RICKY PIERCE.
AND THE LOVE FAMILY HAS ALWAYS BEEN A SPECIAL FAMILY.
MY PARENTS HAD GREAT RESPECT FOR THE FAMILY, THE MOM AND DAD, AND IT'S JUST SO GREAT TO SEE THE SUCCESS THAT HE WAS ABLE TO HAVE THIS YEAR.
WHAT A GREAT GROUP OF YOUNG GUYS.
WE HOPE HIM MUCH SUCCESS AND HOPING FOR GOOD THINGS IN THE FUTURE.
AND WITH THAT, I'LL TURN IT OVER TO OUR LEADER, DR.
[V.B. Superintendent's Report]
LOPEZ. WELL, WE'RE QUICKLY APPROACHING APRIL, AND IT FEELS LIKE WE'RE STARTING TO GET A SENSE OF NORMALCY FOR THE FIRST TIME IN TWO YEARS.I WANT EVERYBODY TO THINK REALISTICALLY WHAT THE TEACHERS AND THE CAMPUS PRINCIPALS AND THE COUNSELORS, EVERYBODY AT THE CAMPUS LEVEL HAS GONE THROUGH THIS PAST YEAR.
WE'VE HAD TWO DIFFERENT VARIANTS HIT US.
WE'VE HAD A NUMBER OF DIFFERENT PEOPLE ALWAYS OUT, WHETHER THEY HAD COVID, A LOVED ONE HAD COVID. AND IN TRADITIONAL SICKNESS, WHENEVER YOU'RE OUT, IT'S ONLY A DAY OR TWO, BUT IN THESE TYPE OF CIRCUMSTANCES, YOU'RE TALKING ABOUT WEEKS.
TEN DAYS IS TWO WEEKS WHEN YOU'RE OUT, AND THEN WHEN YOU'RE DEALING WITH IT MULTIPLE TIMES AND THE STRESS THAT COMES WITH THE FAMILY.
THE REALITY THAT WE WERE SHORT ON TEACHERS ACROSS THE NATION.
PEOPLE MIGHT THINK IT'S A GARLAND THING BECAUSE WE'RE IN GARLAND, BUT IT'S NOT A GARLAND THING. THEN YOU'RE SHORT ON SUBS BECAUSE USUALLY SUBS ARE RETIRED PEOPLE AND THEY'RE LIKE, I'M NOT GOING TO GO OUT IN THAT, AND THAT JUST CONVOLUTED THE SITUATION.
AND WITH THAT ALL BEING SAID, THE LEGISLATURE IN THE STATE DOESN'T CHANGE DIRECTIONS.
IT'S KIND OF LIKE THIS STRONG DISCONNECT THAT THE REALITY DOESN'T CONNECT WITH YOUR EXPECTATIONS. IT'S NOT THAT WE'RE AFRAID OF BEING HELD ACCOUNTABLE, IT'S NOT THAT WE'RE AFRAID OF ANY TYPE OF ACCOUNTABILITY.
IT'S BE REALISTIC ON WHAT'S HAPPENING.
THEN I'M GOING TO PUT UP [INAUDIBLE] AND THAT'S EVEN THE GOOD ONES.
ALL RIGHT? THEY FORGOT WHAT IT'S LIKE TO SOCIALLY INTERACT AND BE ABLE TO WORK WITH OTHER STUDENTS AND NOT ACT IN PLACE.
AND THEN NOW, AS WE THINK THINGS ARE GETTING NORMAL, WE HAVE ANOTHER STRESSOR, INFLATION.
IT'S A HARD TIME TO BE IN EDUCATION RIGHT NOW BECAUSE THOSE ARE THE OUTSIDE FACTORS THAT WE DON'T HAVE CONTROL.
AND WHAT I WANT THE PUBLIC TO START DOING IS START UNDERSTANDING THAT IF THERE'S AN ISSUE, THE WAY TO GO IS DIRECTLY TO THE TEACHER.
THEY WILL ANSWER THE QUESTIONS.
IT'S NOT TO GO ON FACEBOOK AND VENT.
WE GOT TO TREAT OUR TEACHERS LIKE PROFESSIONALS.
THOSE ARE THE THINGS THAT WE CAN CONTROL IN OUR COMMUNITY.
DON'T SEND OUR TEACHERS TO THE BREAKING POINT AND THEN TRY TO BAIL OUT A CHILD THAT IS MISBEHAVING BY PUTTING PLACE ON THE ADULT.
NOW, MAKE NO MISTAKE, IF THE ADULT'S AT--.
I WOULD JUST SAY AT FAULT, WE WILL HOLD THEM ACCOUNTABLE.
THAT'S NOT WHAT WE'RE TALKING ABOUT HERE.
WE'RE TALKING ABOUT RESTORING THE PROFESSIONALISM FOR THE PEOPLE THAT ARE THERE DAY IN AND DAY OUT IN THE FRONT LINES, NO MATTER WHAT.
WITH THAT BEING SAID, WE HAVE A LOT OF GREAT THINGS GOING ON IN THE DISTRICT, THERE'S NO DOUBT, BUT AS A DISTRICT, WE'RE PERFECTLY IMPERFECT.
WE'RE BEINGS, IT'S A LIVING ORGANISM.
AND I'M GOING TO TALK ABOUT A CRITICAL SITUATION THAT HAPPENED AND THAT I'M NOT HAPPY
[00:50:02]
WITH AND I DON'T THINK ANYBODY IN THE TEAM IS HAPPY WITH.IT'S CALLED TEACHER INCENTIVE ALLOTMENT.
THE TEACHER INCENTIVE ALLOTMENT CAME OUT WITH A WAY TO REWARD OUR HIGHEST PERFORMING TEACHERS.
IN AUGUST OF 2020, WE APPLIED FOR IT AND WE GOT COHORT C, THAT'S THE THIRD COHORT, AND THEY APPROVED OUR METHODS AND EVERYTHING ELSE.
THE STATUTE SAYS YOU DO NOT HAVE TO TIE IT TO STAAR.
THE STATUTE SAYS THAT IT WAS GOING TO USE, WHAT, AN OUTSIDE AGENCY TO EVALUATE OUR DATA, AND AS WE WENT THROUGH IT, COHORTS A AND B, WHICH IS THE ONES THAT GOT IN, DID NOT HAVE TO GO THROUGH ANY RIGOR.
WHATEVER THEY SUBMIT IT, THEY GOT IN.
WE'RE THE ONLY DISTRICT IN COHORT C THAT DID IT DISTRICT WIDE.
WE'RE THE ONLY COHORT IN DISTRICT C THAT SUBMITTED 500 TEACHERS.
500 SOUNDS LIKE A LOT OF TEACHERS, BUT IT'S ONLY 12% OF OUR TEACHING POPULATION.
12% IS OUR HIGHEST PERFORMING TEACHING CLASS.
NOW, WE WERE DENIED BECAUSE YOU'RE EITHER ACCEPTED OR DENIED AS A WHOLE IN THE DISTRICT.
I PERSONALLY SPOKE TO THE COMMISSIONER.
WE'VE HAD A FEW TALKS ABOUT THIS.
AND THE THING IS, IS THAT WHEN WE SUBMITTED, WE USED THEIR FORMULAS, WE USED THEIR PEOPLE, WE HAD AN OUTSIDE PARTNER.
WE HAVE A PHILOSOPHY IN GARLAND, YOU NEVER GO AT ANYTHING ALONE.
WE BROUGHT IN THE COMMIT ORGANIZATION AND STILL WITH ALL OF THESE MEASURES, USING THEIR TOOLS, THEIR DATA, IT DIDN'T VALIDATE.
WHEN I SPOKE TO THE COMMISSIONER, HE ASSURED ME THAT NEXT YEAR WE'RE GOING TO HAVE THOSE TOOLS TO VALIDATE, BUT NOW I LEARN TO VALIDATE EVERYTHING.
SO WE TALK TO THE VENDOR AND THE VENDOR SAYS, NO, IT'S PROPRIETARY.
WE'RE NOT GOING TO SHARE IT. WE ARE IN A DIFFERENT PLACE, AND IT'S A LOT OF MONEY.
IF THIS WAS TO GO THROUGH FOR THE STATE, IT WOULD BE $35 MILLION TOTAL FOR THE GARLAND ISD ALONE. THAT'S HOW MUCH THE STATE WOULD HAVE TO FORK OVER TO PAY THE TEACHERS BECAUSE IT'S A FIVE YEAR THING.
WHAT I ALSO UNDERSTAND IS THAT MAYBE NEXT TIME WE SUBMIT IT, IT'S GOING TO HAVE TO BE A MUCH LOWER NUMBER.
TODAY ON OUR AGENDA, WE'RE GOING TO BE LOOKING FOR AN ADDITIONAL PERSON THAT HAD BETTER SUCCESS RATES, EVEN THOUGH THEY DIDN'T HAVE THE FORMULAS WITH THESE TYPE OF ENDEAVORS, AND WE WANT THEM PART OF OUR TEAM AND IT'S AT A LOW COST OF $8,000 FOR BOARD APPROVAL.
I ALSO WANT THE TEACHERS TO UNDERSTAND THAT, AND ANY TEACHER THAT'S LISTENING, WE LOVE YOU. YOU'RE NOT AT IT ALONE.
I DON'T WANT TO DISCUSS ANYTHING PUBLICLY THAT WE'RE THINKING ABOUT BECAUSE IF IT FALLS SHORT AGAIN, I DON'T WANT ANY HEART BREAKS.
BUT UNDERSTAND, WE'RE ALWAYS LOOKING OUT FOR YOU.
YOU'RE OUR NUMBER ONE PRIORITY, AND I HOPE IF THINGS GO OUR WAY, YOU COULD SEE THAT WE'RE PUTTING ALL OUR EFFORTS INTO YOU.
SO IN THE COMING WEEKS AND THE COMING MONTHS, I HOPE EVERYBODY GETS TO SEE IT.
IT'S NOT SOMETHING THAT IS TO BE ANNOUNCED TODAY.
I PERSONALLY HAVE SOME TRUST ISSUES, TOO, WITH SOME THINGS THAT HAVE BEEN GOING ON, SO I HAVE TO MAKE SURE THAT EVERYTHING IS IN ORDER BEFORE WE ANNOUNCE IT.
AND SO I WANT THE PUBLIC TO KNOW WE'RE ADDRESSING IT HEAD ON.
WE'RE NOT FEARING, WE'RE NOT HIDING, WE'RE NOT TRYING TO PLACE BLAME.
BUT AT THE SAME TOKEN, WE ARE GOING TO FIND SOLUTIONS.
WE'RE A SOLUTION ORIENTED TEAM FOR THE SHORT TERM AND THE LONG TERM TO MAKE SURE OUR OUR BEST AND BRIGHTEST TEACHERS ARE REWARDED.
SO WITH THAT BEING SAID, I'LL TURN IT BACK OVER TO OUR BOARD PRESIDENT.
LOPEZ. OH, AND ONE CLARITY, SOME PEOPLE WERE ASKING ME, WHAT ARE WE DOING WITH THE MONEY? WE DON'T GET THE MONEY. IT'S A REIMBURSEMENT.
SO WE PAY OUT THE MONEY, AND ONCE WE PAY IT OUT, THEN THE STATE WERE TO GIVE IT TO US.
SO THERE'S NO REIMBURSEMENT SCHEDULE AT ALL.
AND THANK YOU FOR YOUR LEADERSHIP, AND I ECHO THE FACT THAT, YOU KNOW, AS A BOARD, WE WERE DISAPPOINTED WITH THAT RESULT.
AND WE WILL REDOUBLE OUR EFFORTS TO MAKE SURE GOING FORWARD.
AND WE DO APPRECIATE THE TEACHERS MORE THAN ANYBODY COULD POSSIBLY KNOW.
WITH THAT, I NEED TO MOVE ON TO FUTURE AGENDA ITEMS.
[V.C. Future Agenda Items]
BOARD IS THERE ANYTHING FOR A FUTURE ITEM? MR. GLICK? THANK YOU, SIR. ONE OF THE THINGS THAT WE DO AS A BOARD IS WE APPROVE PROGRAMS, AND WE TALK A LOT ABOUT REVIEWING THE PROGRAMS, DETERMINING WHETHER THEY WORK OR NOT, SUCCESS OR NOT, AND YOU HEARD MULTIPLE TRUSTEES TONIGHT TALK ABOUT READING AT SOUTHGATE, READING AT OTHER SCHOOLS, HEARD MR. BEACH TALK ABOUT, GO GET A BOOK AND READ TO A KID.AND WE HAVE A PROGRAM THAT WE'VE DONE FOR SIX SUCCESSFUL YEARS.
[00:55:04]
IT'S A SCHOLASTIC READING PROGRAM FOR PRE-K TO 2ND, AND IT'S ABOUT TO DIE.I TALKED ABOUT IT FOUR MONTHS AGO.
I TALKED ABOUT IT TWO MONTHS AGO.
I TALKED TO STAFF TWO WEEKS AGO, WE'RE AT THE DEADLINE.
NOW, THE QUESTION IS, I'VE HEARD THAT WE CAN USE THE MYON READER PROGRAM, EXCEPT THE PROBLEM IS MYON IS COMPUTER BASED AND MANY OF OUR KIDS DO NOT HAVE INTERNET AT HOME.
WE DO NOT ALLOW OUR KIDS TO HAVE THE COMPUTERS AT HOME, ESPECIALLY THE LOWER GRADES, SO THEY DON'T HAVE THE INTERNET AND THEN THEY DON'T HAVE THE HARDWARE.
I'M A GREAT BELIEVER IN READING.
EVERYBODY ON THIS BOARD KNOWS THAT, HOW MUCH READING I DO, I JUST SPEND TIME WITH MY FOUR YEAR OLD GRANDDAUGHTER AND HAD A BLAST ACTUALLY HOLDING BOOKS AND READING TO HER EVERY SINGLE DAY. I WAS IN OREGON.
IT'S NOT A CHEAP PROGRAM, BUT IT'S BEEN VERY, VERY EFFECTIVE.
WE JUST HAD MS. JOYNER MAKE A PRESENTATION TO US ON OUR MAP SCORES, MEASURES OF ACADEMIC PROGRESS, ONE OF THE MOST WIDELY USED PROGRAMS IN THE COUNTRY, ONE OF THE MOST EFFECTIVE.
AND OUR MAP MID-YEAR SCORES FOR THIRD GRADE READING ARE NOT GOOD.
THERE ARE MEASURES, WHETHER IT'S FAILURE, APPROACHES, MEETS AND MASTERS.
WE HAVE A VERY SMALL PERCENTAGE, AROUND 33% OF OUR KIDS WHO ARE AT MEETS AND MASTERS.
SO I WOULD LIKE THIS BOARD, IF THERE'S TIME, HOPEFULLY MAYBE AT DISTRICT AFFAIRS IN TWO WEEKS TO TALK ABOUT THIS BEFORE IT'S TOO LATE.
ANOTHER PROGRAM IS THE NATIONAL MATH AND SCIENCE INITIATIVE, WE CALL IT--.
BEFORE YOU MOVE ON, ARE YOU--.
I MEAN, ANY BOARD MEMBER CAN ASK TO PLACE AN ITEM ON AN AGENDA.
ARE YOU ASKING TO PLACE THAT ITEM ON A DISTRICT AFFAIRS AGENDA? YES, SIR, I AM. OKAY.
[INAUDIBLE], WILL YOU MAKE NOTE AND THEN YOU HAVE A SECOND ITEM? YES, SIR. WE HAD A REPORT THAT THE NMSI PROGRAM IS ABOUT TO BE ENDED, THE NATIONAL MATH AND SCIENCE INITIATIVE.
I CAN'T TELL YOU HOW MANY NMSI SATURDAY SESSIONS I WENT TO.
NMSI BRINGS IN LITERALLY THE BEST AP TEACHERS IN THE COUNTRY.
I THOUGHT IT WAS MAINLY OUR AP TEACHERS WHO ARE TEACHING THOSE COURSES, BUT IT'S NOT.
THEY BRING IN THESE SUPERSTARS IN AP SCIENCE, MATH.
WE HAD OUR OWN TEACHERS, OUR OWN AP TEACHERS IN THOSE CLASSES, LEARNING FROM THE BEST TEACHERS IN THE COUNTRY.
WE REWARDED THE KIDS, THEN WE STOPPED DOING THAT AND WE REWARDED THE TEACHERS WHEN THE KIDS PASS, GOT A THREE OR FOUR OR FIVE.
IT'S A PROGRAM THAT'S WORKED AND IT'S WORKED AMAZINGLY WELL.
AND NOW APPARENTLY WE'RE DECIDED THAT WE'RE GOING TO END THAT PROGRAM, TOO.
AND I, WHETHER WE DO OR NOT, I'D LIKE TO HEAR WHY WE'RE GOING TO DO IT.
I'D LIKE TO HAVE A PRESENTATION, WHY WE'RE GOING TO DO IT.
AND I THINK THIS IS SOMETHING THAT THE BOARD SHOULD MAKE A DECISION ON.
WE HAVEN'T DONE IT THE LAST TWO YEARS.
WE'VE CELEBRATED NMSI, IT WAS ONE OF THE GREAT SUCCESS STORIES.
WE WOULD GO TO THE HIGH SCHOOLS WITH THE CHEERLEADERS AND THE BAND AND ALL THAT AND CELEBRATE ACADEMIC SUCCESS AT OUR HIGH SCHOOLS.
THIS WAS NOT FOOTBALL, A BASEBALL.
THIS WAS CELEBRATING ACADEMIC SUCCESS IN THE GYMS WITH THE KIDS, WITH THE SMARTEST KIDS AND SAYING, WE UNDERSTAND WHAT YOU'RE DOING AND BEFORE THAT-- MR. GLICK, WOULD YOU LIKE TO PUT THAT ON THE AGENDA? YES, SIR, I WOULD. OKAY.
AFRAID WE'RE GETTING A LITTLE OFF TOPIC BUT JUST ONE CLARIFICATION, NMSI IS FOR PROFESSIONAL DEVELOPMENT.
WE'RE GOING WITH COLLEGE BOARD, SO I DON'T WANT TO GIVE THE IMPRESSION TO THE PUBLIC THAT WE'RE LEAVING TRAINING.
THE COLLEGE BOARD IS WHO WRITES THE AP EXAMS. THE COLLEGE BOARD IS WHAT THE TEACHERS WOULD PREFER TO GO TO BECAUSE THEY FEEL IT'S BETTER ALIGNED TO THE--.
NMSI WAS AN ORGANIZATION FOR AP.
WE'RE KEEPING THE AP PROFILES.
WE'RE JUST GETTING A DIFFERENT PROFESSIONAL DEVELOPMENT PARTNER.
I DON'T MIND GIVING THE PRESENTATION, BUT I WANT THE PUBLIC TO KNOW EXACTLY WHAT WE'RE TALKING ABOUT. OKAY.
WELL, LET'S--. MS. [INAUDIBLE], IF YOU WOULD MAKE A NOTE AND WE'LL PUT THOSE TWO ITEMS ON THE--, I BELIEVE THEY BOTH WOULD GO TO DISTRICT AFFAIRS.
SO ROBERT, THAT'LL BE IN YOUR COMMITTEE.
THANK YOU. BOARD ANY OTHER AGENDA ITEMS FOR THE FUTURE? JUST FOR CLARITY, MR. MILLER, I THINK WE HAVE A DISTRICT AFFAIRS CALENDAR AND WE HAVE
[01:00:04]
PRESENTATIONS ALREADY THAT ARE LINED UP.DR. RUSSELL I DON'T SEE HER, BUT I THINK THEY WERE OUTLINED THROUGH THE REST OF THE YEAR.
SO JUST FOR CLARITY, I DON'T KNOW IF WE'RE SAYING FOR THESE TO TAKE PRIORITY OF THAT, BUT I JUST THINK THAT THAT'S SOMETHING WE OUGHT TO CONSIDER, THE CHAIR IS HERE, SO.
YEAH, ALL I WAS GOING TO SAY IS THAT, YOU KNOW, THESE ARE FUTURE AGENDA ITEM SUGGESTIONS THAT HAVE BEEN BROUGHT FORWARD BY MR. GLICK AND SHOULD DEFINITELY BE UNDER CONSIDERATION, AND WE'LL FIGURE OUT WHERE IT'S MOST APPROPRIATE THAT WE CAN PUT THEM IN THERE.
OKAY. LET'S MOVE ON TO ITEM NUMBER 6, THIS IS A CONSENT AGENDA.
[VI. Consent Agenda]
ITEM NUMBER A IS THE HUMAN RESOURCES REPORT.GOOD EVENING PRESIDENT MILLER, BOARD OF TRUSTEES AND SUPERINTENDENT LOPEZ.
THE AGENDA BEFORE YOU IS PRESENTED FOR YOUR APPROVAL MOTION TO APPROVE.
ANY OTHER DISCUSSION BOARD? IF NOT, PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.
THANK YOU. THANK YOU, MR. BROWN.
I THINK I'M GOING IN ORDER HERE.
WE'LL GO TO ITEM 7A, THIS IS THE, TO CONSIDER THE APPROVAL OF RECOMMENDATION TO RENEW
[VII.A. Consider Approval of Recommendation to Renew District of Innovation Plan - Michael Bland (District Affairs Committee)]
DISTRICT OF INNOVATION PLAN, AND MICHAEL BLAND IS COMING FORWARD.THIS IS A PRESENTATION THAT I BELIEVE WE RECEIVED IN COMMITTEE AND MAYBE A FEW CHANGES TO IT, MR. BLAND? THAT'S CORRECT. SO WE HAVE SOME UPDATES.
SO WE'LL GO THROUGH THIS PRESENTATION TONIGHT.
SO AT THIS TIME, MS. MAJOR IS PASSING OUT A PACKET FOR YOU ALL TO REVIEW.
THERE'S NOT NECESSARILY ANY CHANGES BEING MADE, THERE ARE JUST FOUR ITEMS THAT WE ARE HIGHLIGHTING IN THIS PACKET SO THAT--.
THERE WERE SOME QUESTIONS THAT WERE LINGERING FROM THE PAST PRESENTATION.
ONE HAS TO DO WITH ON THE BOARD INSIGHTS WHERE WE PROVIDED AN UPDATE ON CTE TEACHERS WHO HAVE BEEN HIRED BASED ON THE INNOVATION AND THE--.
THAT WAS OUTLINED IN OUR DISTRICT OF INNOVATION PLAN.
THE SECOND IS THE DEI COMMITTEE VOTE IN APPROVAL FOR RENEWAL AND THE EXISTING PLAN AND ALL THAT ENCOMPASSED IN TERMS OF COMING TO A CONSENSUS ON THAT PLAN, AND IN ADDITION TO THAT, WE HAD PUBLIC COMMENTS THAT WERE COLLECTED.
THERE WERE TWO TOTAL AND THOSE ARE PROVIDED FOR YOU THERE JUST FOR YOUR REVIEW.
AND LASTLY, THE DISTRICT OF INNOVATION AMENDMENT AND RENEWAL REQUIREMENTS ARE THERE BASED ON TEA'S GUIDELINES SET THAT WE FOLLOWED IN ORDER TO BRING FORTH THIS RENEWAL PLAN.
SO. GOOD EVENING, BOARD PRESIDENT MILLER BOARD OF TRUSTEES AS WELL AS DR.
AS THE DISTRICT OF INNOVATION GARLAND ISD IS AFFORDED GREATER LOCAL CONTROL OF DECISION MAKING, CREATIVITY AND FLEXIBILITY WITHOUT SOME OF THE STATUTORY CONSTRAINTS PLACED ON THE NON-INNOVATION DESIGNATED SCHOOL DISTRICTS.
THROUGH THE RENEWAL OF OUR LOCAL INNOVATION PLAN, GARLAND ISD CAN CONTINUE TO UTILIZE OUR LOCAL CONTROL FLEXIBILITY APPROVED IN 2017 RELATED TO, AND THERE'S FOUR ITEMS HERE, WHICH STARTED WITH THE SCHOOL START DATE, TEACHER CERTIFICATIONS, TEACHER APPRAISALS AS WELL AS COLLABORATIVE DISCIPLINE MANAGEMENT.
AS A REMINDER, THE DISTRICT OF INNOVATION STATUS WAS CREATED IN STATUTE TO PROVIDE FLEXIBILITY TO SCHOOL DISTRICTS THAT CHARTER--.
OR FOR SCHOOL DISTRICTS THAT CHARTER AND OPEN ENROLLMENT SCHOOLS ACROSS THE STATE WERE AFFORDED.
GARLAND ISD LOCAL INNOVATION PLAN ADOPTED IN 2017 WILL EXPIRE APRIL 12, 2022.
IN JANUARY, THE BOARD OF TRUSTEES APPROVED THE PROCEEDINGS [INAUDIBLE]--.
FOR OUR COMMITTEE TO PROCEED WITH THE RENEWAL PROCESS FOR GARLAND ISD'S LOCAL INNOVATION PLAN USING THE DISTRICT'S DISTRICT WIDE EDUCATIONAL IMPROVEMENT COMMITTEE.
THE DISTRICT HAS MET ALL REQUIREMENTS FOR THE DOI RENEWAL AS OUTLINED BY THE STATUTES.
AT THIS TIME, THE ADMINISTRATION RECOMMENDS APPROVAL OF THE RECOMMENDED DISTRICT OF INNOVATION PLAN OF RENEWAL.
BOARD, ARE THERE ANY QUESTIONS FOR MR. BLAND AT THIS POINT? ANY DISCUSSION? THIS IS AN ITEM WE WENT OVER QUITE A LENGTH IN COMMITTEE.
I BELIEVE IT WAS DISTRICT AFFAIRS COMMITTEE.
MR. PRESIDENT, I WOULD MAKE A MOTION TO APPROVE THE RENEWAL OF THE DISTRICT OF INNOVATION PLAN. SECOND.
OK, WE HAVE A MOTION AND A SECOND.
[01:05:01]
BOARD, IS THERE ANY OTHER DISCUSSION ON THIS ITEM? IF NOT, PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.ANY OPPOSED? THANK YOU, MR. BLAND. THANK YOU.
WE NOW GO TO ITEM B, THIS IS PAGE 51 IN YOUR BOARD BOOK.
[VII.B. Consider Approval of Resolution to Approve Human Sexuality and Responsibility Curriculum - LeeAnn Stephenson (District Affairs Committee)]
CONSIDER APPROVAL OF THE RESOLUTION TO APPROVE HUMAN SEXUALITY AND RESPONSIBILITY CURRICULUM. LEEANN STEVENSON.AGAIN, THIS IS AN ITEM THAT WAS PRESENTED IN THE DISTRICT AFFAIRS COMMITTEE.
GOOD EVENING. CHAIRPERSONS SELDERS DR.
LOPEZ AND TRUSTEES, I DO NOT HAVE AN UPDATE.
THIS IS JUST THE CONSIDERATION OF APPROVAL OF THE RESOLUTION REVIEWED LAST TIME TO APPROVE HUMAN SEXUALITY CURRICULUM.
THE APPROVAL OF THE RESOLUTION ALLOWS ME TO THEN SCHEDULE AND HOST THE TWO PUBLIC MEETINGS THAT ARE REQUIRED OF THE SHAC, AND THROUGH THAT PROCESS, WE WILL THEN REVIEW THE HUMAN SEXUALITY CURRICULUM SO THAT WE CAN THEN PROVIDE RECOMMENDATIONS TO THE BOARD.
WE DID DISCUSS THIS ONE QUITE AT LENGTH IN DISTRICT AFFAIRS.
ANY ADDITIONAL QUESTIONS OR DISCUSSION ON THIS ITEM TONIGHT? WE HAD GOOD PREPARATION, GOOD MATERIALS IN THE BOARD BOOK.
ANY FURTHER DISCUSSION? ANY MOTIONS? MR. MILLER, I MOVE THAT WE CONSIDER APPROVAL OF RESOLUTION TO APPROVE HUMAN SEXUALITY AND RESPONSIBILITY CURRICULUM AS PRINTED IN OUR BOARD BOOK.
OK, WE HAVE A MOTION AND A SECOND.
BOARD, ANY FURTHER DISCUSSION? ANY FURTHER COMMENTS? IF NOT, PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.
THANK YOU. THANK YOU, MR. STEVENSON. WE'LL MOVE ON TO ITEM C.
CONSIDER APPROVAL OF BUDGET TRANSFERS AND AMENDMENTS TO THE TO 2021-2022 GENERAL FUND.
[VII.C. Consider Approval of Budget Transfers and Amendments to the2021-2022 General Fund – Brandy Mayo (Finance Committee)]
BRANDY MAYO, GOOD TO SEE YOU.HI. GOOD EVENING BOARD PRESIDENT, BOARD OF TRUSTEES AND DR.
LOPEZ. I AM HERE TO PRESENT THE BUDGET AMENDMENT AND THERE'S BEEN NO CHANGES SINCE FINANCE COMMITTEE.
ARE THERE ANY QUESTIONS? ANY FURTHER QUESTIONS, BOARD? TIME FOR A MOTION. MR. PRESIDENT, I MOVE THAT WE APPROVE THE BUDGET TRANSFERS AND AMENDMENT TO THE 2021-2022 GENERAL FUND AS PRINTED IN OUR BOOK.
OKAY, WE HAVE A MOTION AND A SECOND.
ANY FURTHER DISCUSSION? BOARD, PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.
ANY OPPOSED? THANK YOU, BOARD. THANK YOU.
THANK YOU. WE'LL GO TO ITEM D.
[VII.D. Consider Approval of a Resolution Allowing Compensation for Staff Members Due to Time Missed During Inclement Weather Day – Dr. Gradyne E. Brown (Finance Committee) ]
THIS IS A FINANCE COMMITTEE ITEM.CONSIDER APPROVAL OF A RESOLUTION ALLOWING COMPENSATION FOR STAFF MEMBERS DUE TO TIME MISS DURING INCLEMENT WEATHER DAY.
AND DR. BROWN. GOOD EVENING AGAIN PRESIDENT MILLER, BOARD OF TRUSTEES AND SUPERINTENDENT LOPEZ. THE RESOLUTION, AS RECEIVED AT THE FINANCE COMMITTEE MEETING, REMAINS THE SAME.
MR. BROWN, JUST A BRIEF, A SENTENCE OR TWO DESCRIBING WHAT THIS RESOLUTION DOES AGAIN.
ON FEBRUARY 24TH, WE HAD INCLEMENT WEATHER.
AT THAT TIME, GISD EMPLOYEES WERE DIRECTED TO REMAIN HOME FOR THEIR SAFETY OF THE STUDENTS-- OF THEMSELVES AS WELL AS STUDENTS, AND WE ARE REQUESTING THAT THOSE EMPLOYEES RECEIVE COMPENSATION.
ANY EMPLOYEES WHO WAS CALLED IN TO WORK AS AN ESSENTIAL WORKER WILL RECEIVE TIME AND A HALF FOR THAT TIME WORKED.
OKAY. THANK YOU. BOARD, ARE THERE ANY FURTHER DISCUSSION OR QUESTIONS ON THIS ITEM? I WILL ACCEPT A MOTION.
I MAKE A MOTION THAT WE APPROVE THE RESOLUTION ALLOWING COMPENSATION FOR THE STAFF MEMBERS DUE TO TIME MISSED DURING INCLEMENT WEATHER AS PRINTED IN OUR BOARD BOOK.
WE HAVE A MOTION AND A SECOND.
ANY FURTHER DISCUSSION? BOARD, PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.
BROWN. LET'S GO TO ITEM E, CONSIDER APPROVAL OF REQUEST FOR INTERLOCAL AGREEMENT BETWEEN
[VII.E. Consider Approval of Request for Interlocal Agreement Between Garland ISD and Region 18’s Texas Center for Educator Excellence (TxCEE) – Dr. Susanna Russell and Dr. Kimberly Caddell (Finance Committee)]
GARLAND ISD AND REGION 18'S TEXAS CENTER FOR EDUCATOR EXCELLENCE.I'M ASSUMING THERE WERE NO CHANGES IN THIS FROM COMMITTEE?
[01:10:03]
MR. MILLER, I'LL SPEAK UP. THERE ARE NO CHANGES FROM THIS COMMITTEE.RINGO IS HERE TO ANSWER IF YOU HAVE ANY OTHER QUESTIONS ON THIS ITEM.
IF NOT, WE'LL ACCEPT A MOTION.
MR. PRESIDENT, I MOVE THAT WE APPROVE THE REQUEST FOR THE INTERLOCAL AGREEMENT BETWEEN GARLAND ISD AND REGION 18 TEXAS CENTER FOR EDUCATOR EXCELLENCE, AS PRESENTED TONIGHT IN OUR BOARD BOOK. OKAY.
THANK YOU. WE DO HAVE A MOTION.
SECOND. AND WE DO HAVE A SECOND.
THANK YOU. ANY FURTHER DISCUSSION? BOARD, PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.
WE NOW GO TO ITEM F, WHICH IS NEW BIDS.
[VII.F. New Bids]
WE'LL JUST GO DOWN THESE ARE QUICK ITEM NUMBER 1 UNDER F, NEW BIDS IS CONTRACT NUMBER 357 -22, CONSIDER APPROVAL OF PURCHASE OF TELEHEALTH PROFESSIONAL SERVICES.GOOD EVENING PRESIDENT MILLER, BOARD OF TRUSTEES, DR.
LOPEZ. I'M HERE ON BEHALF OF DR.
DURING THE DISTRICT AFFAIRS COMMITTEE, THERE WAS A REQUEST TO HEAR A LITTLE INFORMATION OR RECEIVE A DEMONSTRATION OF THE SERVICES PROVIDED BY HAZEL HEALTH.
AND I'M HERE WITH MS. WHITNEY MILSON FROM HAZEL HEALTH, WHO WILL BE PROVIDING SOME INFORMATION ABOUT THE SERVICES WE'RE REQUESTING THROUGH THIS BID.
GOOD EVENING, BOARD PRESIDENT MILLER, BOARD OF TRUSTEES AND SUPERINTENDENT LOPEZ.
I AM WHITNEY MILSON, VICE PRESIDENT OF OPERATIONS AT HAZEL HEALTH AND EXCITED TO SPEAK WITH YOU ALL ABOUT HAZEL HEALTH SERVICES FOR THE DISTRICT.
WE HAVE A VIDEO AND I BELIEVE MANY OF THE TRUSTEE MEMBERS SAW THIS VIDEO AT THE COUNCIL OF PTA MEETINGS.
AND SO WE'LL SEE IF THE VIDEO CAN PLAY.
ALL RIGHT. THAT IS NOT PART OF THE VIDEO.
IT'S AN AD, A YOUTUBE AD. YOUR DAUGHTER HAS A HEADACHE AT SCHOOL, BUT YOU'RE AT WORK AN HOUR AWAY.
YOUR SON--. CAN'T HEAR THE AUDIO, SO I'LL TRY MY BEST TO ARTICULATE WHAT-- SPEAKERS] AVAILABLE FOR TWO MONTHS.
YOUR CHILD DOESN'T HAVE TO WAIT TO GET CARE.
HAZEL HEALTH PROVIDES EXPERT CARE PROVIDER THERAPY APPOINTMENT.
SO WHEN WE LOOK AT STUDENTS WHO ARE IMPACTED PARENTS ARE REQUIRED TO THAT THEY ARE AWARE OF WHAT SERVICES HAVE BEEN PROVIDED TO THEIR STUDENTS, TO THEIR CHILD. AND WE'LL MAKE SURE YOU ALL GET THIS VIDEO AS WELL SO THAT YOU CAN HEAR THE AUDIO . AND JUST HERE ON THIS SLIDE STATING THAT WE SERVE OVER 2 MILLION STUDENTS ACROSS THE COUNTRY AND HIGHLIGHTED HERE ARE TWO CASES THAT WE RECENTLY CALLED OUT.
SO ONE, THE FIRST IN THE RED TEXT, A STUDENT IN THE DISTRICT WHO CAME INTO THE HEALTH OFFICE WITH AN ISSUE COMPLAINT OF LOWER BACK PAIN, AND OUR PROVIDER IMMEDIATELY KNEW THAT THIS COULD BE SIGNS OF SOME TYPE OF INFECTION.
AND SO THROUGH THAT APPOINTMENT, WE WERE ABLE TO TREAT THAT STUDENT, PROVIDE THAT STUDENT WITH CARE, AND THE PARENT RECEIVED THE SERVICES THAT WERE NEEDED RIGHT THEN IN THAT MOMENT WITHOUT THE NEED TO LEAVE, WORK AND GET THEIR CHILD TO A DOCTOR.
IN ADDITION, THE PARENT LATER, WHEN OUR PROVIDERS FOLLOWED UP WITH THE PARENT, INDICATED THAT IT WOULD HAVE BEEN A WEEK LATER WHEN SHE WAS ABLE TO GET HER CHILD IN TO SEE THEIR PCP. SO WE WORK WITH THE PARENT AND THE COMMUNITY TO COORDINATE WITH THOSE PRIMARY CARE PROVIDERS AS WELL.
AND THEN THE SECOND ITEM LISTED HERE, A SECOND SCENARIO, IS RELATED TO STUDENTS RETURNING TO SCHOOL AND EXPRESSING ANXIETY ABOUT THE RETURN TO SCHOOL THROUGH THE PANDEMIC.
AND WE KNOW THAT IN MANY CASES THERE MAY BE MENTAL HEALTH ISSUES THAT JUST MANIFEST
[01:15:01]
THEMSELVES AS PHYSICAL AILMENTS AND THROUGH THE HEALTH OFFICE, WE'RE ABLE TO IDENTIFY THOSE AND CONNECT THOSE STUDENTS WITH A COUNSELOR.NEXT SLIDE. IN 2020, WE FACILITATED A PILOT WITH SCHOOLS IN PARTNERSHIP WITH MS. GILMORE AND THE RESPONSIVE SERVICES COUNSELORS THAT SPAN OVER FIVE SCHOOLS.
FIVE SCHOOLS, BUT YOU SEE NINE SCHOOLS HERE.
BECAUSE OF THAT PROGRAM, WE BEGAN RECEIVING REFERRALS FROM SOME OF THE OTHER SCHOOLS AS WELL. THROUGH THIS PARTNERSHIP, WE ESTABLISHED A RELATIONSHIP WITH ORGANIZATIONS THAT WERE ALREADY SUPPORTING THE DISTRICT, SO COUNSELING INSTITUTE, BEHAVIORAL INNOVATIONS, AND WE'RE ABLE TO ROUTE STUDENTS FOR CARE.
AND THIS JUST IS A QUOTE THAT I HOLD NEAR AND DEAR TO MY HEART FROM MS. HALEY, WHO IS A FORMER RS COUNSELOR, ABOUT THE TYPE OF SUPPORT AND THE CARE THAT WE WERE ABLE TO PROVIDE TO STUDENTS.
SO THE HEART PROTOCOL, THAT'S THE NAME OF OUR MENTAL HEALTH OFFERING, WHICH THE PROPOSAL IS TO EXTEND THE OFFERING TO ALL STUDENTS ACROSS THE DISTRICT.
IT INCLUDES THESE FOUR COMPONENTS, THE FIRST BEING A BEHAVIORAL HEALTH ASSESSMENT.
SO WHEN NEEDED, MEETING WITH THAT STUDENT, SCREENING THE STUDENT, AND UPON DETERMINATION, STAFFING WITH A LICENSED THERAPIST, AND PROVIDING THAT STUDENT WITH THE NECESSARY SUPPORT. THE NEXT BULLET YOU SEE THERE IS STUDENT ASSISTANCE PROGRAM.
THINK OF IT MUCH LIKE AN EMPLOYEE ASSISTANCE PROGRAM, HAVING THOSE RESOURCES IMMEDIATELY AVAILABLE TO PROVIDE THOSE SERVICES AND THAT CARE TO STUDENTS.
SO WE ARE A SHORT TERM TELETHERAPY PROVIDER, IT'S NOT INTENDED TO BE LONG TERM.
WHEN STUDENTS NEED ONGOING CARE, THEY ARE PAIRED WITH SOMEONE IN THE COMMUNITY TO PROVIDE THOSE ADDITIONAL SERVICES FOR THEM.
THE NEXT IS CRISIS CONSULTATION, BEING ABLE TO PROVIDE THAT SUPPORT IN THE NEED WHEN A CRISIS ARISES.
IN ADDITION TO CRISIS CONSULTATION HERE, WE HAVE PROVIDED SOME SUPPORT AND SERVICES TO THE DISTRICT. FOLLOWING THE EVENTS THAT OCCURRED OVER THE WINTER BREAK, WE CAME IN AND OFFERED TRAUMA SCREENS FOR STUDENTS WHO HAVE BEEN IMPACTED AT THOSE SCHOOLS.
AND THEN LASTLY HERE LISTED, CARE MANAGEMENT, TRANSITIONING THOSE STUDENTS TO A LONG TERM PROVIDER, AS I MENTIONED, WHEN THEY NEED CARE BEYOND THE SHORT TERM THERAPY.
AND THEN THESE SLIDES HERE AT THE END, JUST SPEAK ABOUT THE IMPLEMENTATION PROCESS.
WE ALREADY ARE IN ALL OF THE HEALTH OFFICES ACROSS THE DISTRICT, SO THIS WOULD BE AN EXPANSION OF SERVICES.
SO WITHIN THE NEXT THREE WEEKS WE WOULD DEPLOY THE MENTAL HEALTH SERVICES ACROSS ALL SCHOOLS. WE WOULD RAMP UP COMMUNICATIONS TO MAKE PARENTS AWARE OF THE ADDITIONAL OFFERING AND BEGIN AND REALLY JUST INFUSE THAT PARTNERSHIP THAT WE'VE ALREADY ESTABLISHED WITH MS. GILMORE AND MS. KOTSOPOULOS.
AND ARE THERE ANY QUESTIONS? BOARD? DAPHNE STANLEY? THANK YOU FOR THE PRESENTATION AND THANK YOU FOR BRINGING THE PRESENTATION.
SO I JUST HAD A COUPLE OF QUESTIONS.
SO WHEN THE CHILDREN, YOUNG ADULTS COME IN FOR THE VISITS AND WE HOOK THEM UP WITH THE TELE-VISIT, IS THE NURSE SITTING IN THE ROOM WITH THEM WHILE THEY'RE HAVING THIS DOCTOR VISIT? BUT THE PARENT, DO THEY HAVE TO APPROVE--? DO THAT TO CONSENT EVERY TIME OR JUST A ONE YEAR SCHOOL YEAR YES, THEY CAN DO IT? THEY PROVIDE CONSENT ONCE ANNUALLY, AND THERE ARE TWO DIFFERENT SCENARIOS, I WANT TO MAKE SURE I CLARIFY THE DIFFERENCE BETWEEN THE TWO.
FOR THE PHYSICAL HEALTH VISIT, SO A STUDENT WHO GOES TO THE NURSE OFFICE, THE NURSE IS, OF COURSE, PRESENT, BUT IS NOT REQUIRED TO SIT WITH THE STUDENT FOR THE DURATION OF THE VISIT. PARENTS CAN JOIN BY VIDEO OR PHONE IF DESIRED, AND THERE ARE MANY INSTANCES WHERE WE WILL REACH OUT TO THE PARENT TO PARTICIPATE IN THAT APPOINTMENT OR THAT MEETING AS WELL. IN ADDITION TO THAT, ON THE MENTAL HEALTH SIDE, PRIOR TO PROCEEDING WITH THERAPY, THERE IS AN INTAKE WITH THE PARENT WHERE WE DISCUSS THE STUDENT'S CONCERN, THE CONCERN THAT WAS BROUGHT FORTH BY THE RS, RESPONSIVE SERVICES, COUNSELOR, AND WE GAIN AN UNDERSTANDING FROM THE PARENT WHAT THEIR NEEDS ARE.
WE THEN PROCEED WITH THE SCREENING AND ASSESSMENT, AND THE PARENT ALSO HAS THE ABILITY TO PARTICIPATE.
AS IT RELATES TO THERAPY, THAT'S NOT ALWAYS THE CASE BECAUSE THERE COULD BE INSTANCES WHERE THE PARENT WANTS THEIR CHILD TO RECEIVE THOSE SERVICES WITHOUT THE PARENT.
DOES THIS HAPPEN DURING SCHOOL OR [INAUDIBLE] THIS SOMETHING LIKE, IF--.
SO, LET'S SAY THEY'RE GOING TO GET COUNSELING, IS THIS GOING TO BE PART OF THE DAILY SCHOOL OR IS THIS GOING TO HAPPEN IN THE EVENINGS OR ON THE WEEKENDS? ALL OF THE ABOVE.
SO TODAY, ROUGHLY 30% OF OUR VISITS TODAY OCCUR BEFORE THE SCHOOL TIME, SCHOOL HOURS, AND
[01:20:06]
THEN WE HAVE A SIGNIFICANT PORTION THAT ATTENDS AFTER THE SCHOOL DAY HAS CONCLUDED.THERE ARE ALSO OPTIONS TO DELIVER THOSE SERVICES DURING THE SCHOOL DAY AS WELL.
AND SO WE WOULD ALIGN WITH THE COUNSELING STAFF AND TEAM TO ENSURE THAT THOSE STUDENTS ARE NOT BEING PULLED OUT OF CLASSES REPEATEDLY WHEN THEY SHOULDN'T BE TO NOT BE DISRUPTIVE TO THEIR SCHOOL DAY.
BUT IT IS AN ANNUAL APPROVAL WHERE THE PARENTS SAY YES AND THEN THEY JUST GET THE AFTER REPORTS WHEN IT'S USED? THAT IS CORRECT. THANK YOU VERY MUCH.
YOU'RE WELCOME. MR. JOHNSON. AND THIS ONE MIGHT BE MORE FOR MISS GILMORE.
WHAT PERCENTAGE OF OUR FAMILIES ACTUALLY HAVE COMPLETED THE FORM AUTHORIZING THE USE OF HAZEL HEALTH? FOR PHYSICAL HEALTH, AND MAYBE NURSE KAY MIGHT KNOW, BECAUSE WE HAVEN'T--.
WITH MENTAL HEALTH THERE HASN'T BEEN A LARGE EXPANSION.
FOR PHYSICAL HEALTH WHAT PERCENT? I WOULD SAY. SO SORRY.
SO SORRY. CURRENTLY WE'VE BEEN REALLY WORKING TOWARDS THE PHYSICAL HEALTH ASPECT, SO MAYBE WE CAN SPEAK TO. IT REALLY IS CAMPUS DEPENDENT.
WE HAVE SOME CAMPUSES THAT HAVE UP TO 80% OF CONSENTS AND THEN WE HAVE SOME CAMPUSES THAT MIGHT BE 20% OF CONSENT SIGNED.
IT JUST DEPENDS ON THE CAMPUSES.
SO WHAT WE DO IS WE FOCUS CAMPUS BY CAMPUS.
WE HAVE SOME INITIATIVES THAT WERE STARTING TO GET THOSE CONSENT LEVELS UP AND THE REASON WHY WE WANT TO DO THAT, SO THAT WAY THEY CAN UNDERSTAND WHAT THE PROGRAM IS AND HOW IT CAN BE UTILIZED.
HOWEVER, EVEN IF YOU DON'T HAVE A CONSENT ON FILE, IT DOESN'T STOP US FROM DOING A VISIT.
SO SAY A STUDENT ARRIVES IN THE CLINIC AND THEY NEED TO BE SEEN.
WE CAN CONTACT THE PARENT AND GET A VERBAL CONSENT TO BE SEEN THAT ONE TIME.
SO IT DOESN'T STOP US PROVIDING CARE, IT'S JUST WE CAN'T DO IT AGAIN.
SO THEN WE SEND THE CONSENT HOME OR THEY GO ONLINE AND FILL IT OUT, OR WE HELP THEM FILL IT OUT IF WE NEED TO.
AND THAT'S MY CONCERN, I MEAN, OBVIOUSLY, IT LOOKS LIKE THEIR BID IS BETTER THAN THE COMPETITOR BID, BUT STILL IT'S A SUBSTANTIAL AMOUNT OF MONEY.
I WANT TO MAKE SURE THAT THE UTILIZATION RATE IS WORTH WHAT WE'RE GETTING FOR IT.
AND WOULD YOU SAY THAT EVEN DISTRICT WIDE HALF OF THE STUDENTS ARE REGISTERED? I WOULD SAY CLOSE TO ABOUT HALF.
I MEAN, I'D HAVE TO TALLY EVERY SINGLE PERCENTAGE UP, BUT I WOULD SAY CLOSE TO ABOUT HALF. BUT THERE ARE SOME STUDENTS--.
YOU'RE NOT GOING TO HAVE EVERY SINGLE STUDENT UTILIZE THE SERVICES BECAUSE THEY MAY HAVE A PCP THAT THEY CAN GET INTO.
BUT THE STUDENTS THAT WE'RE SEEING, THEY'RE SEEING HAZEL TYPICALLY MORE THAN ONCE.
SO IN OTHER WORDS, THAT MAY BE THEIR ONLY HEALTH CARE PROVIDER.
SO YOU'RE SEEING MORE STUDENTS ADDED ON EVERY SINGLE DAY.
AND WITH RESPECT TO HIPAA AND THOSE TYPE OF CONCERNS, WHEN A PARENT SIGNS OFF ON IT, I'M ASSUMING THEY'RE ALSO GRANTING A HIPPA RELEASE AT THAT SAME TIME.
YEAH. AND THE RECORDS, ARE THEY KEPT BY HAZEL OR THEY KEPT BY THE DISTRICT? THEY'RE KEPT BY HAZEL.
SO THE DISTRICT DOES NOT KEEP THE RECORDS.
WE DO NOT KEEP IT. NOW WE HAVE ACCESS TO THE RECORDS, BUT IT'S NOT ON OUR SERVER.
IS THERE AN APPROPRIATE BUSINESS ASSOCIATE AGREEMENTS BETWEEN? YES. THERE'S AN MOU ON FILE.
YES. ALL RIGHT. THANK YOU VERY MUCH.
YEAH. AND ANOTHER THING I WANT TO BRING UP ABOUT HAZEL HEALTH, WHICH DIDN'T REALLY DEMONSTRATE IN THE PRESENTATION, WE ALSO USE IT ON STUDENTS THAT ARE CHRONICALLY ABSENT TO KIND OF GET DOWN TO THE NITTY GRITTY OF WHY THEY'RE ABSENT, BECAUSE SOMETIMES THEY'LL BE HOME FOR OTHER REASONS AND WE DO A WELL VISIT AND THEN WE FIND OUT IN THAT WELL VISIT THAT THEY'RE PHYSICALLY WELL.
BUT THERE'S SOMETHING ELSE GOING ON IN THE HOME THAT'S PREVENTING THEM.
EITHER THEY'RE HAVING TO WATCH A YOUNGER SIBLING, THEY DON'T HAVE TRANSPORTATION.
THOSE ARE ALL THINGS THAT WE MIGHT BE ABLE TO HELP THEM FIX.
SO IT'S NOT JUST FOR PHYSICAL, IT'S TO KEEP THOSE KIDS IN SCHOOL.
AND WE'RE STARTING A PROGRAM RIGHT NOW, WE'RE GOING TO START IT AT SEVERAL CAMPUSES, THAT THAT'S GOING TO BE OUR FOCUS.
NOW, I WILL SAY COVID DID SLOW US DOWN A BIT, YOU KNOW, BECAUSE WE JUST DIDN'T HAVE TIME TO REALLY USE THE SYSTEM THE WAY WE NEEDED TO, BUT WE WERE MAKING SUCH GREAT PROGRESS BEFORE COVID HIT AND I FEEL LIKE NOW WE'RE READY TO GO.
AND I WOULD ALSO ADD TO THE POINT THAT WITH THE GROWING NEED FOR MENTAL HEALTH ACCESS AND JUST THE STRESS THAT OUR STUDENTS ARE FEELING AND THE PARENTS WANTING A PLACE FOR THEM TO BE ABLE TO HAVE THEIR STUDENTS RECEIVE SUPPORT, THAT WE'RE LOOKING AT, HAZEL, AS AN OPPORTUNITY TO REALLY BE ABLE TO CONNECT STUDENTS WITH SOMEONE THAT THEY CAN TALK TO IMMEDIATELY. AND THEN THE ONGOING CARE, MOST OF OUR NURSES AS THEY'RE SEEING STUDENTS WITH PHYSICAL ILLNESSES, THAT'S KIND OF HOW THE REFERRALS HAVE HAPPENED IN REGARDS TO THE PEOPLE WHO HAVE BEEN SEEING IT.
FOR THE PILOT CAMPUSES, WE DIDN'T REALLY ADVERTISE THE BEHAVIORAL HEALTH FOR THE PILOT
[01:25:02]
BECAUSE IT WASN'T AVAILABLE TO ALL FAMILIES IN ALL SCHOOLS.SO I THINK ONCE WE'RE ABLE, WITH YOUR APPROVAL, IF THIS IS APPROVED, WE'RE ABLE TO ADVERTISE IT AS AN OPPORTUNITY FOR FAMILIES TO HAVE THEIR CHILD ACCESS TO MENTAL HEALTH CARE IF WOULD THEY LIKE, SO I THINK FAMILIES WOULD REALLY APPRECIATE THIS OPPORTUNITY.
BUT IT IS IMPORTANT TO NOTE TO EVERYONE IF A FAMILY DOESN'T WANT THIS, THIS ISN'T SOMETHING THAT THEY'RE--? ABSOLUTELY.
THIS IS NOT AN OPTION. AND OUR DISTRICT EMPLOYEES, OUR RESPONSE SERVICE COUNSELORS AND OUR SCHOOL COUNSELORS ARE STILL AVAILABLE TO BE ABLE TO HELP REFER FAMILIES TO OUTSIDE AGENCIES AND STILL AVAILABLE TO SEE THEIR CHILDREN FOR THEIR ACADEMIC AND SOCIAL NEEDS, BUT THIS WOULD JUST BE A VIABLE OPTION FOR THOSE WHO WOULD LIKE A HEALTH CARE ACCESS TO MENTAL HEALTH CARE THAT DON'T HAVE THE FUNDS TO DO SO, OR THAT WOULD JUST LIKE TO TAKE ADVANTAGE OF THE SERVICES.
THANK YOU. ANY OTHER QUESTIONS? MS. STANLEY? SO THE QUOTE THAT WE WERE GIVEN, WHAT'S IT BASED ON? LIKE, IS THERE A POINT WHERE THE PRICE COULD GO UP BASED ON THE USE? WHAT I'M STRUGGLING WITH IS LET'S SAY WE HAVE A REALLY OVERWHELMING SUCCESS.
AT SOME POINT SOMEBODY IS NOT GOING TO DO IT FOR FREE.
RIGHT? SO IS THERE A POINT WHERE IF WE HAVE 100% PARTICIPATION THAT EVERYONE WANTS WEEKLY COUNSELING FOR THEIR KIDS? WHAT'S THE LIMITATIONS HERE BEFORE YOU'RE GOING TO COME BACK TO US AND SAY WE NEED TO TRIPLE THIS OR DOUBLE THIS? RIGHT. SO THE QUOTE THAT'S BEEN PROVIDED IS BASED ON UTILIZATION OF SERVICES FOR STUDENTS ENROLLED IN THE DISTRICT, AND AS I MENTIONED, WE'RE SHORT TERM THERAPY PROVIDER.
AND SO WE HAVE ASSUMED X PERCENTAGE OF STUDENTS WOULD UTILIZE SERVICES OVER X NUMBER OF SESSIONS, AND THAT'S THE AMOUNT THAT'S BEEN PROVIDED.
IF YOU EXCEED THAT AMOUNT, THERE WILL BE NO INCREASE IN COST.
SO THIS IS A CONTRACT THAT HAS THE OPTION FOR RENEWAL FOR FOUR YEARS.
WHAT HAPPENS AFTER THE FOUR YEARS? RIGHT NOW, I SEE THAT IT'S GOING TO BE FUNDED THROUGH ESSER FUNDS.
SO AFTER THAT, WHAT DOES THAT LOOK LIKE FOR US? WELL, I THINK WE WOULD ANTICIPATE HOPEFULLY I MEAN, IF THERE'S SUCCESS, THAT WE WOULD FIND A WAY TO BE ABLE TO SUPPLEMENT THAT THROUGH SOME OTHER FORM OF FUNDS.
WE'LL BE COMING BACK TO YOU ANNUALLY TO KIND OF GIVE YOU AN UPDATE AS FAR AS USAGE AND ALSO FROM STAKEHOLDER FEEDBACK IN REGARDS TO THE SERVICES.
SO AS WE KIND OF PROGRESS, I GUESS IF IT'S SUCCESSFUL AND IF OUR COMMUNITY REALLY ENJOYS IT, THEN I WOULD BE COMING BEFORE YOU OR REQUESTING ADDITIONAL FUNDS IN SOME OTHER CATEGORY. THANK YOU.
OK, MR. BEACH? ALSO NOTICED IN ONE OF THE OBJECTIVES, THE BOARD GOAL OBJECTIVE, OBJECTIVE H IS STUDENT MANAGEMENT. IT SAYS PERCENT OF DISCRETIONARY EXCLUSIONARY CONSEQUENCES AS MEASURED BY ISS, OSS AND DAEP.
SO ARE YOU GOING TO BE WORKING WITH MS. GARCIA'S DEPARTMENT TO WORK ON THOSE DESCRIPTIONS? DISCRETIONARY THINGS THAT WE HAVE THERE, THEY'RE REALLY-- HAVE BEEN AN ISSUE.
ABSOLUTELY. WE SEE AN OPPORTUNITY TO BE ABLE TO PROVIDE SUPPORT TO STUDENTS.
AND WORKING WITH MARY ABOUT STUDENTS WHO MAYBE HAVE BEEN VICTIM OR WHO HAVE MAYBE HAD INCIDENTS WHERE THEY MIGHT BE ASSOCIATED WITH BULLYING OR ONGOING OFFENSES.
WE THINK IT WOULD BE AN OPPORTUNITY TO PROVIDE COUNSELING FOR ANYBODY WHO WANTS COUNSELING, BUT ALSO THOSE WHO ARE REFERRED TO COUNSELING AS NEEDED.
SO IF APPROVED TONIGHT, WHEN DOES THE PROGRAM START THE TIMELINE? WHEN'S THE CLOCK START TICKING AND WHEN DO WE START SEEING RESULTS? OR WHEN DO WE START SEEING REPORTS? WILL THEY BE ON A MONTHLY BOARD MEETING BASIS? IN BOARD HIGHLIGHTS FROM THE SUPERINTENDENT? OR WILL THEY BE COMING IN PRESENTATIONS? WE CAN PROVIDE HOWEVER YOU WOULD LIKE.
WE CAN PROVIDE THOSE IN THE BOARD INSIGHTS AS FAR AS SO THAT YOU CAN GET A MONTHLY REPORT AND THEN PROVIDE SOME FORM OF ANNUAL OR QUARTERLY PRESENTATION AS NEEDED.
THEY'VE MADE US AWARE THAT THEY COULD BEGIN WITHIN THREE WEEKS BECAUSE WE ALREADY HAVE THE EQUIPMENT SET UP AT ALL OF THE LOCATIONS FOR THE PHYSICAL HEALTH.
AND SO AS SOON AS THREE WEEKS, IF APPROVED, WE CAN BEGIN PROVIDING MENTAL HEALTH ACCESS TO OUR STUDENTS. OKAY, THANK YOU.
[01:30:05]
OK, BOARD, I THINK FROM THE DISCUSSION, WHAT I GATHER IS THIS IS AN ITEM THAT COVERS OUR 49,000 KIDS ATTENDING SCHOOL.THERE'S NOT AN ESCALATOR IN IT.
I'M SURE THEY DID THEIR BID BASED ON WHAT NORMAL USAGE WOULD BE FOR A DISTRICT OF 49,000 KIDS, AND THEN THERE IS A MATURITY DATE, I BELIEVE, OF FOUR YEARS.
AT WHICH POINT, MR. BOOKER, IS THIS SOMETHING WE WILL LOOK AT ANNUALLY ON A RENEWAL BASIS? YES, SIR, MR. MILLER.
ALL OF OUR CONTRACTS THAT WE ENTER TO THAT ARE ANNUALLY RENEWABLE WOULD EITHER APPEAR ON THE RENEWAL REPORT OR IF IT WAS AN ACTION ITEM, IT WOULD COME BACK AS AN ACTION ITEM, BUT IT WOULD BE EACH YEAR WE WOULD SEE WHETHER THROUGH A RENEWAL OR FOR SOME REASON IT REQUIRED ACTION BY THE BOARD OF TRUSTEES FOR APPROVAL.
BOARD, DO YOU NEED ANY MORE CLARITY ON THAT AT ALL? I THINK THAT SHOULD DO IT.
ANY OTHER DISCUSSION OR QUESTIONS? READY FOR A MOTION? I'LL MAKE A MOTION THAT WE CONSIDER THE APPROVAL OF THE PURCHASE OF THE TELEHEALTH PROFESSIONAL SERVICES AS, I GUESS, IS THIS AN AMENDED FOLDER THAT WE RECEIVED AS FAR AS THAT THAT CONTRACT? THE INFORMATION THAT WAS PROVIDED TONIGHT, MR. BEACH, WAS INFORMATIONAL ONLY.
IT DID NOT IMPACT THE ORIGINAL RESPONSE THAT WAS SUBMITTED, AND REVIEWED WITH FINANCE.
SECOND. SO AS PRESENTED IN OUR BOARD? THAT'S CORRECT. I SECOND.
OKAY, WE DO HAVE A SECOND, SO THE MOTION WAS TO APPROVE THE ITEM AS PRESENTED IN THE BOARD BOOK. WE DO HAVE A SECOND.
ANY FURTHER DISCUSSION BOARD? IF NOT, PLEASE INDICATE APPROVAL BY RAISING YOUR HAND.
ANY THAT ARE AGAINST, PLEASE INDICATE LIKEWISE.
LET'S GO TO ITEM 2, CONTRACT NUMBER 302-22-15, CONSIDER APPROVAL OF PURCHASE OF INSTRUCTIONAL MATERIALS RELATED TO SUPPLIES, PUNCHOUT.
YES, SIR. MR. MILLER, THIS IS THE CONTRACT THAT WAS REVIEWED AT THE FINANCE COMMITTEE.
WE'VE MADE NO CHANGES SINCE THE COMMITTEE MEETING, AND I CAN ANSWER ANY ADDITIONAL QUESTIONS THAT YOU MIGHT HAVE.
ANY QUESTIONS BOARD? OKAY. READY FOR A MOTION? IF ONE IS FORTHCOMING.
MR. PRESIDENT, I'LL MAKE A MOTION TO APPROVE CONTRACT 302-22-15.
SECOND. OKAY, WE DO HAVE A MOTION AND A SECOND.
ANY FURTHER DISCUSSION BOARD? IF NOT, PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.
THANK YOU, BOARD. MR. BOOKER, IT LOOKS LIKE YOU'RE ON FOR THE REST OF THESE.
WHY DON'T YOU JUST WALK US THROUGH? YES, SIR. ONCE AGAIN, THESE WERE PROVIDED AT THE FINANCE COMMITTEE MEETING.
WE'VE NOT MADE ANY CHANGES, BUT THE NEXT ONE ON THE AGENDA IS FOR INSTRUCTIONAL MATERIALS, PUNCHOUT, FOR SCHOOL SPECIALTIES WHETHER OR NOT TO EXCEED THEM OUT OF $200,000. THE NEXT CONTRACT BEFORE YOUR CONSIDERATION AND REVIEW IS THE DUDE SOLUTIONS, WHICH IS THE SCHOOL MAINTENANCE MANAGEMENT SYSTEM TO DUDE SOLUTIONS INC.
MAKE SURE I DIDN'T MISS ONE. THE PROFESSIONAL SERVICES ESSERS PROJECTS WAS COVERED BY THE FACILITIES AS WELL AS FINANCE COMMITTEE.
NO CHANGES SINCE BOTH OF THOSE COMMITTEES MET IN REGARDING TO THE PROFESSIONAL SERVICES PROVIDED THAT ARE FUNDED BY THE ESSER AND THE GENERAL FUND WITH A NOT TO EXCEED AMOUNT OF $100,000. OKAY.
THE NEXT CONTRACT FOR YOUR CONSIDERATION AND REVIEW IS THE PURCHASE FOR THE GENERAL MERCHANDISE EQUIPMENT THROUGH LOWE'S HOME CENTER.
IT'S $100,000 NOT TO EXCEED AMOUNT.
ONE YEAR CONTRACT WITH TWO ANNUALLY RENEWABLE OPTIONS.
AND THE NEXT CONTRACT BEFORE YOU IS FOR THE CONTENTKEEPER EQUIPMENT.
THIS IS THE MICROSHARE WHICH PERFORMS THE FILTERING SYSTEM FOR OUR DISTRICT.
INTERNET MICROSHARE IS THE RECOMMENDED SUPPLIER WITH THE NOT TO EXCEED AMOUNT OF $430,000 . OK. BOARD, TO MY INDICATION, WE HAVE ALREADY APPROVED ITEM ONE AND TWO.
[01:35:08]
WE ARE LOOKING AT ITEMS THREE THROUGH SIX AS A BUNDLE.MR. PRESIDENT, I MAKE A MOTION TO APPROVE ITEMS F 3, 4, 5 AND 6.
SECOND. WE HAVE A MOTION AND A SECOND ITEMS F 3, 4, 4, AND 6.
ANY FURTHER DISCUSSION? PLEASE INDICATE APPROVAL BY RAISING YOUR HAND.
THANK YOU, MR. BOOKER. WHY DON'T YOU JUST KEEP GOING? YES, SIR. THE NEXT STEP?
[VII.G Increase to Awarded Bids]
SEVERAL CONTRACTS BEFORE YOU ARE FOR INCREASES.THE FIRST ONE IS FOR STUDENT INFORMATION MANAGEMENT SYSTEM.
THE ORIGINAL AMOUNT IS $474,315, A $10,000 INCREASE IS NEEDED TO PROVIDE THE ADDITIONAL SERVICES TO SOME ADDITIONAL SITES, WHICH WOULD MAKE THE NEW NOT TO EXCEED AMOUNT OF $484,315. I'LL BE HAPPY TO ANSWER ANY QUESTIONS YOU MIGHT HAVE ABOUT THAT INCREASE.
OKAY. BOARD, UNLESS YOU HAVE AN ITEM YOU WANT TO PULL, WE'LL JUST LET MR. BOOKER GO THROUGH THESE ITEMS AND APPROVE THEM AS A SLATE WHEN HE'S FINISHED.
YES, SIR. THE NEXT CONTRACT BEFORE YOU FOR CONSIDERATION IS THE INCREASE FOR THE CELLULAR EQUIPMENT AND SERVICES TO T-MOBILE USA INC.
THE ORIGINAL AMOUNT WAS $740,000.
THE INCREASED AMOUNT IS $1,260,000.
WOULD BRING TO YOUR ATTENTION THAT THIS IS FUNDED THROUGH THE FEDERALLY FUNDED SPECIAL REVENUE FUNDS 289.
THE NEW NOT TO EXCEED AMOUNT IS $2 MILLION.
THE NEXT CONTRACT IS PRESENTED FOR AN INCREASE IS CAREER TECHNICAL EDUCATION AUTO COLLISION CENTER.
THE ORIGINAL AMOUNT WAS $74,999.
THE ADDITIONAL INCREASE OF $60,000 IS TO PROVIDE SOME UPDATED STATE OF THE ART, FRONT END ALIGNMENT AND COLLISION EQUIPMENT FOR SOUTH GARLAND.
THAT NEW NOT TO EXCEED AMOUNT IS $134,999.
AND THE NEXT CONTRACT FOR INCREASE IS FOR AUDIT SERVICES.
THE ADDITIONAL INCREASE IS $8,530, WHICH WOULD MAKE THE NEW NOT TO EXCEED AMOUNT $130,500. THE NEXT CONTRACT FOR INCREASES IS FOR AMERICAN SIGNED FOREIGN LANGUAGES.
THAT CONTRACT ORIGINAL AMOUNT $122,350 WITH A $12,204 INCREASE TO MAKE THE NEW NOT TO EXCEED AMOUNT $134,554.
OKAY. BOARD, WE HAVE ITEMS G 1-5.
ANY QUESTIONS ON THESE ITEMS? MR. PRESIDENT, I HAVE QUESTIONS ABOUT G2.
OK. WHY DON'T WE LOOK AT APPROVING ITEMS G 1, 3, 4 AND 5 POTENTIALLY.
I'LL GO AHEAD AND MAKE A MOTION FOR G 1, 3, 4 AND 5 THAT WE APPROVE AS PRINTED IN OUR BOARD BOOKLET. SECOND.
OK, WE HAVE A MOTION AND A SECOND TO APPROVE ITEMS G 1, 3, 4 AND 5.
ANY FURTHER DISCUSSION BOARD? IF NOT, PLEASE INDICATE YOUR APPROVAL BY RAISING YOUR HAND.
THANK YOU, BOARD. WE ARE NOW AN ITEM G2.
AND THIS IS PROBABLY A QUESTION MORE FOR MR. YEAGER THAN MR. BOOKER WITH RESPECT TO THIS.
MY UNDERSTANDING IS THE ITEM, THE RENEWAL WITH T-MOBILE IS FOR THE HOTSPOT DATA PLAN WHAT EFFECT DOES THE TOWER PROJECT THAT WE'RE PUTTING UP HAVE? ARE WE REDUCING THE AMOUNT OF HOTSPOTS THAT WE'RE DISTRIBUTING BASED ON THE NUMBER OF STUDENTS AS THEY COME ONLINE IN THE ZONE OF OUR CELLULAR NETWORK THAT WE'RE BRINGING ONLINE? WE'RE REDUCING SOME.
WE WILL HAVE ANOTHER--. A LARGER PRESENTATION PROBABLY IN THE NEXT TWO MONTHS, I THINK, REGARDING OUR WHOLE CONNECTIVITY PACKAGE THAT WE'RE OFFERING FROM THE DISTRICT, OUR TOWERS OR SO, AND BRINGING ALL TOGETHER.
THIS IS REALLY TO WE GOT THE ECF FUNDING FROM THE FCC, WHICH IS NOT TO EXCEED $2 MILLION.
AND SO THEY AWARDED THAT TO T-MOBILE TO USE.
AND SO RIGHT NOW WE'RE GOING TO GO AHEAD WITH THE 3000 WE'RE CURRENTLY USING WITH T-MOBILE, BUT THAT'S JUST A DO NOT EXCEED AMOUNT.
SO WE'RE NOT USING THAT FULL AMOUNT RIGHT NOW.
THAT'S ALL THIS CONTRACT IS FOR.
FOR FUTURE USE, THOUGH, AS WE MOVE FORWARD, AS WE GET MORE AND MORE OF OUR OWN NETWORK CORRECT? THAT IS CORRECT. WE'RE HOPEFULLY GOING TO BALANCE OUT ALL THE KIDS THAT NEED CONNECTIVITY WITH WHAT SERVICES WE CAN PROVIDE TO THEM.
MR. YEAGER, IS THERE A MATURITY ON THAT FUNDING FOR THAT, FOR THOSE HOT SPOTS?
[01:40:01]
YES, IT'S A ONE YEAR.AND SO WE GOT THE ORIGINAL ONE YEAR FROM THE OPERATION CONNECTIVITY WHEN THE PANDEMIC FIRST STARTED, AND SO THAT ONE YEAR FUNDING IS ENDING AND THIS NEW YEAR OF ECF FUNDING IS BEGINNING FOR ONE ADDITIONAL 12 MONTH SERVICE FEE CYCLE.
OK, THANK YOU. AND EVERY YEAR WE'LL EVALUATE GOING FORWARD.
WHAT IS THAT NEW YEAR? WHEN DOES IT START? IN OTHER WORDS, WHEN [INAUDIBLE] THE NEW SCHOOL YEAR-- BEGINNING OF OK.
THANK YOU. ANY FURTHER QUESTIONS OR DISCUSSION ON THIS ITEM? MR. PRESIDENT--.
HOLD ON. YOU HAVE A QUESTION? I'M SORRY. WE HAVE ONE MORE QUESTION, MR. JOHNSON. WELL, I'M JUST KIND OF--.
I'VE REALLY BEEN STRUGGLING WITH THIS ONE, BUT I THINK I'VE MAYBE FINALLY GRASP IT.
SO EVEN THOUGH WE'RE ASKING TO INCREASE THIS, THE $1.2 MILLION, WE DON'T REALLY THINK WE'RE GOING TO USE IT? THAT IS CORRECT, BECAUSE WE GOT $2 MILLION FROM THE FEDERAL GOVERNMENT, SO WE HAVE TO SHOW IT WITH THE PURCHASING AGREEMENT NOT TO EXCEED FOR PURCHASING REQUIREMENTS.
I THINK THAT'S WHERE MY STRUGGLE WAS BECAUSE I'M THINKING WE'RE NOT EVEN GOING TO USE THIS, BUT WE'RE TAKING IT, BUT WE'RE NOT REALLY TAKING IT.
WE'RE JUST DOING WHAT WE NEED TO DO TO BUY THE ALLOCATION.
IS IT LIKE A PLACEHOLDER THEN? YES, SIR. ONCE AGAIN, ALL OF OUR CONTRACTS HAVE A NOT TO EXCEED AMOUNT, AND IN THOSE CASES, WHEN WE DO EXCEED THAT AMOUNT, OF COURSE, THAT'S WHEN YOU'LL SEE IT ON THE INCREASE AGENDA.
BUT AS AS MR. YEAGER STATED, ALL OF OUR CONTRACTS VERY RARELY WILL MAX OUT.
MR. JOHNSON? MR. PRESIDENT, I MOVE THAT WE APPROVE CONTRACT 252-19 AND INCREASE IN AWARDED AMOUNT FOR CELLULAR EQUIPMENT AND SERVICES AS PRESENTED IN OUR BOARD BOOK.
OK, WE HAVE A MOTION AND A SECOND.
ANY FURTHER DISCUSSION ON THE ITEM? IF NOT, PLEASE INDICATE APPROVAL BY RAISING YOUR HAND.
SEEING NONE THAT COMPLETES OUR INCREASE TO AWARD BIDS, ITEM G.
WE NOW GO INTO ITEM 8, WHICH IS EXECUTIVE SESSION, AND EXECUTIVE SESSION WILL BE HELD FOR

MS. RAY, WOULD YOU MIND? YES, SIR.
TRUSTEE GLICK. THIS IS THE SAME VERBIAGE THAT WAS USED IN THE PREVIOUS YEARS.
[01:45:02]
WHAT DISTINGUISHES ONE AND TWO WOULD BE THOSE EMPLOYEES THAT HAVE ADMINISTRATIVE CONTRACTS, WHETHER IT BE NON-CHAPTER 21, CHAPTER 21 AT WILL AGREEMENTS, AND NUMBER TWO ARE THOSE-- IT DISTINGUISHES THOSE EMPLOYEES AND ALSO TEACHERS AS WELL THAT HAVE CHAPTER 21S. OK.YEAH, SO THERE WILL BE TWO LISTS PROVIDED TO THE BOARD.
THEY'LL BE THE CAMPUS TEACHERS AND THEN THERE'LL BE OTHER CONTRACTS.
