WE'RE GOING TO MOVE TO SOMETHING I PLACED ON THE AGENDA CALLED FACILITIES REVIEW, AND TRUSTEES, I'D LIKE FOR YOU TO LOOK AT PAGES THREE AND FOUR.

WE HAVE HAD MANY SIDEBAR CONVERSATIONS AND SOME DISCUSSIONS AND WE MENTIONED THINGS AND WE HAVEN'T REALLY ESTABLISHED A CLEAR DIRECTION OF WHAT WE WANT TO DO WHEN IT RELATES TO WHAT IS GARLAND ISD FACILITIES VISION FOR THE FUTURE? WHAT DO WE WANT TO LOOK LIKE IN FIVE YEARS? I JUST THREW THAT OUT AS A VISIONARY NUMBER.

SO WHAT YOU HAVE BEFORE YOU AND WE'VE SEEN THIS REPORT SEVERAL DIFFERENT WAYS BEFORE, EVEN THROUGH THIS COMMITTEE AND ALSO THROUGH BOARD HIGHLIGHTS.

BUT WHAT THIS PAGE HAS, THESE TWO PAGES HAS ON IT, YOU CAN SEE THE TITLES OF THE SCHOOLS, THE ENROLLMENT, THE FUNCTIONAL BUILDING CAPACITY, THE BUILDING UTILIZATION AND THE PORTABLE BUILDING CAPACITY.

SO WHAT I WANT US TO ACCOMPLISH WITH THIS INFORMATION TODAY IS TO LOOK AT THESE AREAS, ESPECIALLY FUNCTIONAL BUILDING CAPACITY, BUILDING UTILIZATION AND PORTABLE CAPACITY.

AND I WANT YOU ALL TO THINK ABOUT AND TELL US OR DISCUSS HOW SHOULD WE APPROACH OUR FACILITIES VISION? WHAT IS IT WE WANT TO LOOK AT? DO WE WANT TO LOOK AT BUILDING UTILIZATION? DO WE WANT TO LOOK AT PORTABLES? DO WE WANT TO LOOK AT THE FUNCTIONAL SIZE OF THE BUILDING AS COMPARED TO THE ENROLLMENT? AND SO I'M OPEN TO SUGGESTIONS OF HOW WE WANT TO PROCEED.

AND THE OTHER THING IS, WHEN DO WE WANT TO HAVE A MORE DETAILED DISCUSSION OF ALL OF THIS? AND IS THIS ENOUGH INFORMATION FOR US TO BEGIN THE PROCESS OF TALKING ABOUT A FACILITY VISION? MR. WES [INAUDIBLE]? I PERSONALLY WOULD LIKE TO SEE US BEGIN DISCUSSION OF THIS AS SOON AS POSSIBLE.

CERTAINLY AS SOON AS THIS SUMMER, BECAUSE, I MEAN, I'M PROBABLY ONE OF THE ONES YOU'RE TALKING ABOUT WHEN I TALKED ABOUT SIDEBAR COMMENTS OVER THE COURSE OF TIME AND AND YEAH, I MEAN, I JUST FEEL LIKE THE ENROLLMENT THAT WE HAVE IN THE DISTRICT CURRENTLY IS NOT SUPPORTIVE OF THE NUMBER OF CAMPUSES THAT WE HAVE.

YOU LOOK AT THIS, I MEAN, THERE ARE SOME THAT JUST JUMP RIGHT OFF THE PAGE AT YOU AS LIKE THIS IS A FACILITY THAT'S NOT BEING UTILIZED, AND THE QUESTION THEN BECOMES, IS THERE SOMETHING WE CAN DO TO BETTER-- TO MAXIMIZE THAT FACILITY'S USAGE? OR HAVE WE REACHED A POINT THAT--? BECAUSE WE ARE A CHOICE DISTRICT, WE HAVE A MARKETPLACE EFFECTIVELY AND FOR WHATEVER REASON, THE COMMUNITY HAS NOT CHOSEN THAT PART OF THE MARKET.

SO WE HAVE TO KIND OF EVALUATE IT AS SUCH.

I'LL SAY THIS ONE QUESTION I WOULD HAVE IMMEDIATELY, AND I DON'T KNOW IF ANYBODY CAN ANSWER THIS TODAY WOULD PROBABLY BE SOME FOR LATER.

BUT THERE ARE SEVERAL SCHOOLS ON HERE THAT ARE LESS THAN 60% BUILDING UTILIZATION BUT HAVE TRIPLE DIGIT CAPACITY FOR PORTABLES, AND I JUST DON'T UNDERSTAND WHY WE WOULD NEED SO MANY PORTABLES IF THEY'RE NOT EVEN USING 60% OF THE BUILDING SPACE ALREADY.

AND SO--.

US, EITHER DR. RINGO OR ANYONE FROM MAINTENANCE AND FACILITIES, AND THAT'S WHY I WANTED TO ADD THE PORTABLE SECTION WITH THAT.

SO WHOEVER WANTS TO ADDRESS IT AND WES--.

JUST TO KIND OF CLARIFY. WHEN WE LOOK AT THE PORTABLE CAPACITY AND THE NUMBERS THAT WE'RE

SEEING HERE IN THAT COLUMN ARE THOSE STUDENTS THAT ARE RIGHT NOW IN PORTABLE BUILDINGS ON OUR CAMPUSES? LET'S LET THEM--.

THE QUESTION IS, IS THE PORTABLE CAPACITY THAT'S LISTED BY EACH SCHOOL IS THAT THE CORRECT NUMBER OF STUDENTS THAT'S IN--.

ARE UTILIZING THAT PORTABLE BUILDING? NO, SIR. CAPACITY MEANS THAT'S THE NUMBER OF STUDENTS A PORTABLE COULD HOLD IF BEING UTILIZED AT THAT SCHOOL.

SO MEANS THAT WE HAVE PORTABLES THERE THAT COULD HOUSE 500 ADDITIONAL STUDENTS IF NEEDED BE ? YES, SIR. AND WITH LAKEVIEW AT THEIR CAPACITY BEING AT 116%, THEY ARE UTILIZING PORTABLES FOR I THINK IT'S IMPORTANT FOR US TO GO JUST WHAT YOU SAID, LET'S GO DOWN THE CHART.

I THINK IT WAS A BRILLIANT CHART, THE WAY IT'S USED.

SO LET'S USE LAKE VIEW AS A PERFECT EXAMPLE.

THE TOTAL ENROLLMENT AS THE SNAPSHOT OF THE STATE IS 2,401.

THE FUNCTIONAL BUILDING CAPACITY WITH NO PORTABLES IS 2,070.

SO THE BUILDING UTILIZATION IS OVER UTILIZED, OK? AND--. HOLD ON ONE SECOND.

SO WE KNOW IT'S OVER UTILIZED.

SO WHEN WE SEE THE CAPACITY WE ARE TO KNOW THAT BECAUSE IT'S OVER UTILIZED, WE ARE USING THE PORTABLES AT LAKEVIEW.

SO YOU CAN ASSUME THAT MAYBE SOME OF THE PORTABLES ARE USED FOR OFFICES, MAYBE ONE OR TWO FOR CLASSROOMS, BUT THEY'RE NOT REALLY BEING UTILIZED BECAUSE OF THE BUILDING CAPACITY.

WHAT MY FOLLOW UP QUESTION IS THAT I'M CURIOUS, WHEN WE SAY ENROLLMENT AS A 4/7/22, IS THIS ACTUAL BUTTS IN THE SEAT OR IS THIS WHAT'S ENROLLED BUT ARE THEY SHOWING UP? I MEAN, IS THIS WHAT IS SHOWING UP ON OUR CAMPUSES OR IS THIS JUST THE FIGURE THAT WE HAVE ENROLLED FOR THAT SCHOOL AND THEY'RE NOT ALL SHOWING UP? WHAT IS THAT NUMBER? THIS IS TOTAL ENROLLMENT. THIS IS JUST ENROLLMENT.

I'VE NOTICED IN THE PAST WE'VE HAD STUDENTS IN PORTABLES AND THEN YOU GO INSIDE THE BUILDING AND THERE'S CLASSROOMS BEING USED AS STORAGE, INSIDE THE BUILDING, THEY AREN'T BEING USED AS CLASSROOMS, BUT WE HAVE KIDS IN PORTABLES ON THE OUTSIDE.

WHENEVER I SEE SCHOOLS LIKE--.

I'M NOT GOING TO--. I DON'T WANT TO SINGLE [INAUDIBLE] PRINCIPALS OUT.

I'M JUST GOING TO SAY 136 ON OUR SHEET.

AND THAT IS IT'S GOT A 70% UTILIZATION.

THEY HAVE 220 PORTABLES CAPACITY.

I DON'T SEE WHY YOU WOULD EVER NEED THE CAPACITY FOR 220 PORTABLES IF YOU'RE ONLY USING 70% AND YOU'VE GOT SPACE FOR ALMOST 200 KIDS INSIDE THE BUILDING.

NOW, IF WE'RE USING THAT FOR STORAGE OR OFFICES, I WOULD THINK THAT THERE'D STILL BE SPACE ON THE INSIDE FOR THAT, TOO, BASED ON THAT.

AND MR. JOHNSON, WE HAVE AT EACH CAMPUS [INAUDIBLE] THESE PORTABLES ARE BEING UTILIZED FOR. SO WHEN WE HAVE THESE DISCUSSIONS, WE CAN SHOW BY CAMPUS AND HOW THEY'RE BEING USED, WHETHER THAT BE STORAGE CLASS, SPACE OFFICE SPACE, MEETING ROOM SPACE, EVEN.

AT SOME OF THE CAMPUSES THAT ARE BEING USED FOR A MEETING ROOM.

AND SO WE DO HAVE THAT RECORD.

DO WE HAVE A DEFINITIVE ANSWER, THOUGH, THAT IF WE HAVE STUDENTS BEING HOUSED IN PORTABLES, THAT ALL AVAILABLE CLASS SPACE IS BEING USED INSIDE THE BUILDING? YOU ARE CORRECT IN YOUR STATEMENT THAT YOU SAID THAT THERE ARE CAMPUSES THAT DO HAVE CLASSROOM SPACE INSIDE THE BUILDING, THAT ARE BEING USED AS AN OFFICE SPACE OR MEETING SPACE, AND THEY'RE USING A PORTABLE AS A CLASSROOM.

AND FROM A SECURITY PERSPECTIVE, THAT WOULD NOT BE AN IDEAL SITUATION.

WOULD YOU AGREE WITH ME? THE MOST IDEAL SITUATION IS THAT YOUR KIDS ARE INSIDE THE CAMPUS FACILITY. ALL STUFF THAT I THINK WE NEED TO DISCUSS SOONER RATHER THAN LATER [LAUGHTER].

SO I WOULD ASK, FROM WHAT I'M HEARING, SINCE YOU ALL ALREADY HAVE THE INFORMATION, WE'RE NOT ASKING FOR ANYTHING DIFFERENT.

WE'RE JUST ASKING YOU TO ADD THIS TO THIS BASIC REPORT, IS THAT WE COULD HAVE ANOTHER COLUMN THAT YOU GIVE US A LEGEND AT THE BOTTOM THAT SAYS THIS CLASSROOM IS STORAGE, IT'S MEETING ROOMS OR WHATEVER, AND I THINK THAT WILL FURTHER HELP US IN OUR DISCUSSIONS.

AND THAT'S A WHOLE OTHER SOFT COMPONENT TO THIS, IS THE ATTENDANCE OF THIS SCHOOL, SOMETHING THAT WE WANT TO INVEST MORE IN TO TRY TO ATTRACT MORE PEOPLE? OR DO WE THINK THAT MAYBE THERE'S A SCHOOL RIGHT THERE THAT HAS CAPACITY FOR IT? THESE ARE DISCUSSIONS THAT WE HAVE TO HAVE.

PBK, NONE OF THOSE PEOPLE CAN HELP US WITH THAT PART OF IT.

THEY CAN TELL US THE CONDITION OF THE BUILDING AND THEN ONCE WE FIGURE OUT WHAT WE WANT TO DO WITH IT, THEN WE KNOW WHAT WE WANT TO INVEST IN AND MAKE THE FACILITIES BETTER AND THINGS LIKE THAT. DO WE NEED TO BOND TO DO THAT? BECAUSE THERE'S SOME THAT WE DO [INAUDIBLE] GENERAL FUND.

SO, [COUGH] THAT'S THE ONLY THING THAT CONCERNS ME, AND I'M GOING TO PUT THAT ON THE RECORD THAT I DON'T WANT TO HAVE PARENTS CALLING ME IN A COUPLE OF YEARS BECAUSE THEY'RE PUTTING GAS STATIONS THERE.

OH, ABSOLUTELY NOT. I MEAN, AND THAT'S A CONCERN.

WHATEVER IT'S ZONED FOR. YEAH.

IT WOULD BE SOMEWHERE WHERE THERE WOULD BE AN IMPROVEMENT THERE, BUT I DO NOT BELIEVE THAT IT'S GOING TO BE A BUSINESS WHERE THERE WOULD BE GAS STATIONS, A MINI MART, ANYTHING LIKE THAT, ANYTHING THAT WOULD CREATE A HINDRANCE OR ANYTHING LIKE THAT FOR OUR STUDENTS. SO, AGAIN, THIS IS THIS IS SOMETHING THAT THE CITY HAS BEEN WORKING ON FOR QUITE SOME TIME, I BELIEVE, FOR ABOUT THREE OR FOUR YEARS, THAT THEY'VE CONTACTED US AND SAID, HEY, WE'D REALLY LIKE TO EXTEND THE WILSON ROAD, AND SO.
