[I. Call to Order and Determination of Quorum] [00:00:02] WELL, GOOD AFTERNOON OR GOOD MORNING. IT'S 11:41 AM. WE ARE STARTING THE TUESDAY, APRIL 19TH, 2022. GARLAND INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES, SAFETY AND SECURITY COMMITTEE MEETING. I'M PRESENT AS IS DR. LOPEZ. WE HAVE TWO OTHER MEMBERS OF THE COMMITTEE WHO MAY MAKE IT HERE WITH US LATER. WE HAVE BOARD MEMBER MR. GLICK HERE, LARRY GLICK IS HERE, AND SO WE THINK ALL THOSE IN ATTENDANCE. THE FIRST THING WE'D LIKE TO DO IS CALL THE MEETING TO ORDER. THE SECOND ITEM ON THE AGENDA IS A PUBLIC FORUM, AND WE HAVE CARDS THAT CAN BE FILLED OUT TO SPEAK. MICHEL, DO WE HAVE ANY SPEAKERS TODAY? OKAY. WE'VE RECEIVED NO CARDS FOR PUBLIC SPEAKING, SO WE'LL GO TO ITEM NUMBER THREE, [III. Welcome and Introductions - Dr. Shelley Garrett] WHICH IS WELCOME AND INTRODUCTIONS, AND THAT'LL BE BY DR. SHELLEY GARRETT. HELLO. I'M SHELLY GARRETT, I'M THE ASSISTANT SUPERINTENDENT OF SAFETY AND OPERATIONS FOR GARLAND ISD. I WANT TO WELCOME EVERYONE TO THE SAFETY COMMITTEE MEETING. THIS IS DICTATED BY TEXAS EDUCATION CODE CHAPTER 37.109, AND MEMBERSHIP IS ALSO DICTATED THERE. IT'S THE SUPERINTENDENT. IT'S, IF YOU HAVE ONE, THE DIRECTOR OF SECURITY. NOT EVERY DISTRICT HAS ONE. VERY FEW DO, ACTUALLY. SO WE'RE VERY BLESSED TO HAVE THE DEPARTMENT THAT WE HAVE. ALSO, WE HAVE THREE JURISDICTIONS, SO WE HAVE SACHSE, ROWLETT, AND GARLAND REPRESENTED FIRE AND POLICE AND VERY FREQUENTLY EMERGENCY MANAGEMENT, WHICH IS AGAIN A BLESSING TO HAVE THAT MANY PEOPLE. ALSO, WE HAVE PARENTS, COMMUNITY MEMBERS, SROS. THANKS, EVERYBODY, FOR BEING HERE AND CARING ABOUT US SO MUCH. THAT'S REALLY ALL I HAVE FOR WELCOME AND INTRODUCTIONS. ONE DAY I WOULD LOVE FOR US TO GET IN A BIG CIRCLE AND CALL OUT YOUR NAME AND CALL OUT WHAT YOU DO, BUT WE WON'T-- I WON'T DO THAT TODAY. THE NEXT THING ON THE AGENDA IS SYSTEMS UPDATES BY MICHAEL PIERCE AND I HOPE THAT HE'S [IV. Systems Updates - Michael Pierce] WATCHING THIS IS TELEVISED, RIGHT? BECAUSE HE IS AT HOME WITH A TERRIBLE SCIATICA NERVE. SO I KNOW I'M BREAKING HIS HIPAA, BUT HE DOESN'T MIND. HE IS NOT GOING TO BE HERE TO GIVE YOU ALL THE SYSTEMS UPDATE. SO WHAT HE WAS GOING TO TALK ABOUT, AND I WON'T GO INTO GREAT DETAIL, WE'LL GET IT TO YOU NEXT TIME, HARRIS HILL, AS YOU KNOW, IS UNDERGOING QUITE A REFURBISHMENT. AND Y'ALL HELP ME IF I'M GETTING ANY OF THIS WRONG, WE ARE ADDING STATE OF THE ART CAMERAS THERE, THE DOORS, THE CARD ACCESS, ANYTHING ELSE MAJOR THAT I SHOULD SAY ABOUT THAT? CAN GIVE DETAILS. AND THEN I'M GOING TO MOVE ON TO MY DISPATCH RENOVATIONS. [V. New Security Dispatch Center - Dr. Shelley Garrett] THIS IS JUST A BRAG PIECE. BOARD MEMBERS IN GISD HAVE ALREADY SEEN THIS, BUT IF YOU ARE IN THE POLICE WORLD, YOU'VE BEEN TO DISPATCH CENTERS, IF YOU'VE BEEN TO THE FBI OR ANYTHING LIKE THAT, OR EVEN THE DARK ROOM IN THIS SPACE, GRTC STATE OF THE ART GEAR. OURS WAS NOT STATE OF THE ART, BUT IT IS NOW AND WE DID IT FOR ALMOST FREE. TECHNOLOGY GAVE US FREE MANPOWER HOURS. IS MATT YEAGER HERE? THANK YOU. FROM THE BOTTOM OF OUR HEARTS. SO WE'VE GOT EQUIPMENT, WE GOT MAN HOURS. WE GOT FREE PAINT FROM PAUL GONZALEZ. AND SO HERE WAS OUR BEFORE THERE'S OUR DURING. AND HERE IS OUR STATE OF THE ART AFTER. THERE IT IS. AND WE CAN'T SEE EVERY CAMERA AT THE SAME TIME, BUT THEY'RE SCROLLING AND IT'S PRETTY IMPRESSIVE. THERE ARE LITERALLY HUNDREDS AND HUNDREDS, IF NOT THOUSANDS, OF VIEWS WITH ALL OF OUR CAMPUSES AND FACILITIES ON A ROTATION. YES, MA'AM. [INAUDIBLE] WHERE'S YOUR DISPATCH LOCATION? IT'S AT THE PADGETT BUILDING. AND FEEL FREE TO ASK QUESTIONS. THIS ISN'T AS FORMAL AS A BOARD MEETING. ANYBODY HAVE ANY QUESTIONS ABOUT DISPATCH? MS. GARRETT? YES? DR. GARRETT. COULD I BRING MARK TO THE PODIUM REAL QUICK? ABSOLUTELY. GOOD MORNING. AND YOU MAY HAVE BEEN PLANNING TO DO THIS LATER IN YOUR REMARKS, BUT I THINK IT WOULD BE REALLY INTERESTING, ESPECIALLY FOR THE PUBLIC WHO'S NEVER BEEN TO THE PADGETT BUILDING OR THE SECURITY ROOM, TO TALK ABOUT THE PROCESS THAT YOU HAVE FOR MONITORING CAMPUSES, THE CAMERAS SYSTEM, THE DEPLOYMENT OF ALL THAT, THE INTERCOMS AND ALL THE DIFFERENT SAFETY DEVICES THAT HAVE REALLY BEEN INSTALLED OVER THE LAST SEVERAL YEARS. SURE. AND JUST TALK ABOUT THE THINGS THAT COME TOGETHER THERE IN THAT ONE ROOM TO PROVIDE THE SAFETY AND SECURITY UMBRELLA, IF YOU WILL, FOR THE KIDS IN THE CAMPUSES. I CAN DO THAT. WELL, OUR DISPATCH CENTER, WE LOOK AT IT AS THE HUB OF THE WHOLE DISTRICT. [00:05:05] WE RECEIVE THOUSANDS OF CALLS EVERY MONTH FOR CALLS OF SERVICE, FOR INTRUSION ALARMS, FOR PROP DOOR ALARMS. WE MONITOR CAMERA SYSTEMS, WE MONITOR ELEVATOR TELEPHONES. WE MONITOR ALL OF THE DISTRICTS--. WE PAY ALL THE CELL PHONES. WE WE DEAL WITH SO MANY DIFFERENT ASPECTS OF SECURITY, SAFETY FOR THE CHILDREN. WE ARE WORKING EVENTS, WE WORK NIGHT SCHOOL, WE WORK ATHLETIC EVENTS. SO THERE'S SO MANY DIFFERENT FACETS TO THE SECURITY DEPARTMENT AND THE DISPATCH ITSELF. WE HAVE 24 HOURS, SEVEN DAY A WEEK DISPATCH, SO WE ARE-- THAT ROOM IS ALWAYS CONSTANTLY UP AND RUNNING. WE'RE MONITORING 24/7. SO IT REALLY IS WITHOUT FAIL WE'RE UP AND RUNNING. SURE. [INAUDIBLE] AND IF YOU DON'T MIND COMMENT, IF YOU WILL. I THINK ONE OF THE MORE FASCINATING THINGS FOR ME IS LIKE IF WE HAVE AN INTRUSION, ESPECIALLY DURING THE OFF HOURS, THAT WE HAVE THE ABILITY TO HAVE THAT ALARM GO OFF AND THEN WE CAN, THROUGH OUR INTERCOM SYSTEM, ACTUALLY SPEAK TO THE PEOPLE THAT ARE IN THE BUILDING THAT AREN'T SUPPOSED TO BE THERE AND JUST KIND OF WALK THROUGH THAT PROCESS FOR ME. WOULD YOU LIKE TO HEAR SEAN TELL MORE, TALK ABOUT IT? HE CAN EXACTLY GO STEP FOR STEP. THAT'D BE GREAT. THANK YOU. GOOD MORNING. LIKE YOU WERE SAYING, PRESIDENT MILLER, THE INTRUSION ALARM SYSTEM IS AWESOME HERE IN GARLAND. SO WHAT HAPPENS IS WHEN SOMEBODY GET IN OUR BUILDING AND THEY TRIPLE ALARM OUR DISPATCH CENTER WOULD GET THAT ALARM, ONCE THAT ALARM COME IN, THEY GIVE US THE ACCESS TO PULL UP OUR CCTVS, SEE WHAT AREA IT IS, BECAUSE THAT IS SO BROKEN DOWN TO THE SPECIFIC AREA OF THE BUILDING. TECHNOLOGY HAS BROKEN DOWN WELL TO WHERE WE CAN PINPOINT THAT CAMERA TO THAT SIDE OF THE BUILDING TO SEE WHO IS IN THAT BUILDING. ALSO, IF IT'S A STAFF MEMBER THAT CAME AFTER OURS, WE CAN HAVE THE ACCESS TO SEE THEIR SCAN OF THEIR BADGE. SO LET'S SAY P.D. IS CHASING SOMEBODY AND THEY BREAK INTO OUR CAMPUS. WE CAN ACTUALLY HAVE GARLAND PD PATCH OVER INTO OUR DISPATCH CENTER AND UTILIZE OUR DISPATCHERS TO PULL UP THE CAMERA TO GIVE THEM INFORMATION ON WHERE THEIR INTRUDER MAY BE IN THAT BUILDING. SO WE HAVE MULTIPLE PROGRAMS LIKE A SOUTHWEST DISPATCH PROGRAM. WE HAVE A GUARD TECH PROGRAM. WE HAVE WHAT WE CALL GALAXY, WHICH IS THE INTRUSION PROCESS, WOULD LET US KNOW ABOUT THOSE PROPER ALARMS SO WE CAN CALL THE SCHOOL, SAY, HEY, THESE CLASSES WENT OUTSIDE, BUT THEY LEFT THAT DOOR PROP, CAN YOU CLOSE THE DOOR SO WE DON'T GET NO INTRUDERS COMING IN AND OUT OF THAT BUILDING? SO THE INTRUSION PROCESS IS A BIG PROCESS FOR US HERE IN GARLAND. AND SO THANK YOU. AND NOT TO REALLY BELABOR THE POINT TOO MUCH, BUT I THINK FOR PEOPLE TO UNDERSTAND HOW HUGE THE SCOPE OF THIS IS, WE HAVE THOUSANDS OF DOORS ON OUR BUILDINGS AND WE HAVE MONITORING SYSTEMS SET UP. SO WE KNOW IF A DOOR IS OPEN OR CLOSED. AND THEN I THINK WE HAVE AN ALARM SYSTEM SET UP SO IF SOMEBODY WRONGLY PROPS A DOOR OPEN, IT SHOULD BE CLOSED AT ALL TIMES IF IT GETS PROPPED OPEN SO PEOPLE CAN COME AND GO. TALK ABOUT THAT PROCESS FOR ALERTING YOU TO THAT SO WE CAN CORRECT THOSE SITUATIONS. SO THAT'S PART OF OUR GALAXY PROCESS, OUR GALAXY SYSTEM. SO IF A SCHOOL PROPS OPEN THE DOOR, IF THAT DOOR STAYS OPEN FOR A LONGER THAN 2 TO 3 MINUTES, THEN THAT ALARM WILL ALERT DISPATCH AND IT WILL POP UP ON OUR SCREEN IN RED. WE WOULD THEN LOOK AT THAT CAMPUS AND SEE WHAT'S GOING ON WITH THAT PROCESS. THEN WE CAN CALL THAT CAMPUS AND SAY, HEY, THIS SCHOOL HAS GOT A PROP ALARM. THIS IS AN INTRUSION. BASICALLY, THAT'S WHAT IT'S SHOWING US. IT'S AN INTRUSION ALARM, BUT IT'S SHOWING US IN A PROP ALARM FASHION THAT THERE'S AN ISSUE WITH THE DOOR. WE DON'T--. WE TEACH WITH THE CLASSROOM DOORS HERE. THAT'S WHAT WE TEACH HERE IN GARLAND. BUT WE WANT OUR EXTERIOR DOOR SECURED AT ALL TIMES. SO WE DON'T WANT TO GIVE NOBODY FREE ACCESS TO OUR CAMPUS TO COME INSIDE. SO THE REASON THAT SYSTEM SIDES PUT THOSE PROP ALARMS ON THOSE DOORS SO WE CAN HAVE AN IDEA OF WHO'S COMING AND GOING IN OUR BUILDINGS. SO ONCE THAT DOOR IS SECURED, THEN WE KNOW THAT THAT CAMPUS IS SAFE IN THAT AREA. RIGHT. AND THEN THE LAST THING I WANTED TO MAKE SURE WE TALK ABOUT A LITTLE BIT AND MR. GLICK WAS A GREAT ADVOCATE FOR THE SCHOOL BOARD AND THE DISTRICT WITH RESPECT TO PROVIDING PROPER LIGHTING AROUND OUR CAMPUSES SO THAT THE CAMERAS CAN ACTUALLY WORK. AND HE LED THAT EFFORT OVER, I GUESS, SINCE 2014. HE'S BEEN ONE OF THE VOICES THAT HAVE WANTED TO MAKE SURE THAT WE HAD PROPER LIGHTING, AND I THINK WE EVEN MIGHT HAVE HAD A LOW INTEREST LOAN THAT HELPED TO FINISH THAT PROJECT, THE [INAUDIBLE] LOAN, IF YOU WILL. SO TALK ABOUT THE EFFORT THAT WENT INTO PUTTING UP PROPER LIGHTING AROUND OUR CAMPUSES SO THAT PEOPLE COMING AND GOING, ESPECIALLY THOSE WHO HAVE TO COME AND GO AT NIGHT, WHETHER THEY'RE TEACHERS WORKING LATE OR WHETHER THERE'S AN EVENT AT NIGHT TO HELP MAKE OUR CAMPUSES SAFE AND THAT TYPE OF EFFORT THAT WE HAVE. [00:10:02] GOOD MORNING. MY NAME IS JUSTON COFFMAN, I'M THE ONE THAT ACTUALLY TOOK CARE OF THE LIGHTING PROJECT WHEN MR. LAMB BROUGHT IT TO US. WE WENT ABOUT THE PROJECT IN TWO DIFFERENT WAYS. THE FIRST ONE WAS SORT OF A MAINTENANCE ASPECT OF IT, LOOKING TO SEE WHAT FIXTURES NEEDED BRIGHTER BULBS IN THEM, SO TO SPEAK, WHAT FIXTURES, YOU KNOW, LOOKING AT EXISTING ISSUES, THE OTHER ASPECT WE LOOKED AT WAS WHERE DO WE NEED A FIXTURE? SO THERE WERE TWO DIFFERENT WAYS WE WENT ABOUT THIS. ONE WAS JUST A SORT OF A JUST AN INSPECTION. YOU DRIVE AROUND AND LOOK AT WHAT'S THERE. THE SECOND ONE WAS ACTUALLY MEASURING LIGHT. SO I WALKED 60 MILES IN TWO WEEKS, WALKING ALL OF OUR SCHOOLS, GETTING A KIND OF A MAP TO GIVE US A BETTER IDEA OF WHERE WE CAN ADD FIXTURES AND IMPROVE OUR LIGHTING, AND I'VE BEEN TO A LOT OF THE SCHOOLS SINCE THEN AT NIGHT JUST TO SEE HOW IT WORKED. AND OUR ENERGY MANAGEMENT FOLKS DID A FANTASTIC JOB OF PUTTING MORE LIGHTS IN. AND ESPECIALLY THE NEW LEDS. THE NEW LEDS ARE PRETTY AMAZING. SO THAT'S HOW THAT WENT. OKAY, GREAT. YEAH. I JUST WANTED TO POINT OUT THAT SAFETY AND SECURITY, ESPECIALLY THE SAFETY AND SECURITY OF OUR CAMPUSES, IS MORE THAN--. WE SPENT A LOT OF MONEY IN THE BOND ISSUE, THE ENTRIES, THE VESTIBULES, THE SECURITY ENTRY, SO THAT WE CAN BUS PEOPLE IN AND OUT, MAKE SURE PEOPLE ARE COMING AND GOING AND BEING CHECKED AND HAVE ALL THE PROPER SECURITY WITH ENTRANCE ACCESS TO OUR CAMPUSES, BUT IN ADDITION TO THAT, THERE WAS A HUGE EFFORT WITH THE MONITORING SYSTEMS, THE SECURITY SYSTEMS. I BELIEVE WE'RE 24/7 IN OUR MONITORING? YE., THAT'S A HUGE EFFORT. SO WE'RE 24/7 IN OUR MONITORING. WE HAVE THE CAMERAS, THOUSANDS OF CAMERAS, WE CAN GO TO ANY POINT IN THE DISTRICT. WE CAN SEE WHAT'S GOING ON. AND REALLY, ALL THIS IS GEARED TOWARD, NUMBER ONE, KEEPING OUR PEOPLE SAFE AND LETTING US BE AWARE OF THINGS QUICKLY, AND THANK YOU FOR THAT. BUT ALSO I THINK IS KEY IS BEING ABLE TO WORK WITH THE VARIOUS POLICE AGENCIES IN OUR THREE CITIES SO THAT WE CAN ALL BE INFORMED AND HELP AND, YOU KNOW, PASS ON INFORMATION. AND A LOT OF TIMES THE QUICKNESS AND THE ABILITY TO MOVE QUICKLY CAN ENHANCE THE SAFETY AND SECURITY. AND, GOD FORBID, WE EVER HAVE AN EVENT, BUT I THINK WE AT LEAST HAVE ABOUT AS MUCH AS WE CAN WITH RESPECT TO BEING ABLE TO MONITOR THAT. SO FOR ALL OF YOU WHO'VE BEEN INVOLVED IN THAT, PEOPLE THAT WERE INVOLVED IN THE BOND ISSUES AND THE CONSTRUCTION, I MEAN, IT'S BEEN PRETTY FABULOUS. IF YOU LOOK AT WHAT THE CAMPUSES LOOK LIKE TODAY, I MEAN, DRIVE BY KIMBERLIN OR DRIVE BY HILLSIDE OR DRIVE BY ANY OF OUR ELEMENTARY SCHOOLS. IF YOU CAN JUST REMEMBER WHAT THE LIGHTING WAS LIKE BEFORE WE STARTED AND THEN DRIVE BY AND LOOK AT IT TODAY. AND SO THANK YOU FOR THAT MARVELOUS EFFORT. I JUST WANTED TO POINT ALL THAT OUT. I THOUGHT MAYBE THIS WOULD BE A GOOD OPPORTUNITY TO DO THAT. SO IF YOU HAVE ANY OTHER COMMENTS, FINE. IF NOT, I WILL TURN IT BACK OVER TO MS. GARRETT. AND JUST TO PIGGY BACK, BOARD PRESIDENT MILLER, WHAT JUSTON SAID, WE DO DO QUARTERLY LIGHTNING INSPECTION STILLS OVERNIGHT TO WHERE WE DO GO OUT AND STILL CHECK THOSE CAMPUSES LOOKING FOR ANY LIGHTS THAT MIGHT HAVE BURNED OUT OR HAVE BEEN DAMAGED IN ANY TYPE OF WAY DURING INCLEMENT WEATHER. AND WE DO THOSE WORK ORDERS AND WE THANK MAINTENANCE A LOT BECAUSE MAINTENANCE REALLY HELPS US OUT BY GETTING OUT THERE AND GETTING THOSE LIGHTS FIXED IMMEDIATELY WHEN WE PUT THOSE WORK ORDERS IN. [INAUDIBLE]. WELL, GREAT. WELL, WE LOOK FORWARD TO WHATEVER COMES NEXT, BUT THANK YOU. I THINK MO IS NEXT TO HE'S GOING TO TALK ABOUT DRILLS. OKAY. THE NEXT ITEM FOR THOSE FOLLOWING IS ITEM NUMBER 6, EMERGENCY MANAGEMENT DRILLS AND [VI. Emergency Management Drills & Exercises: Update - Shauntell Moore] EXERCISES. MR. MOORE, YOU HAVE THE PODIUM. THANK YOU. WELL, I BRING TO YOU TODAY A PROPOSED DRILL SCHEDULE FOR THE 2022-2023 SCHOOL YEAR. AS YOU GUYS ALL KNOW THAT THE TEXAS SCHOOL SAFETY CENTER IS GOVERNING BODIES OF US FOR US, DOING DRILLS, HERE IN GARLAND ISD, ALONG WITH TEXAS FIRE CODE. THESE ARE THE DRILLS THAT WE HAVE PRESENTED TO YOU--. WE HAVE PRESENTED ON THE SCREEN FOR YOU GUYS TODAY TO LOOK AT THAT WE'RE PLANNING TO CONDUCT NEXT YEAR. SO AS YOU KNOW, WE DO A VIDEO REVIEW STARTED LAST YEAR FOR THE SRP/SRM. WE THINK THAT'S A GREAT VIDEO FOR OUR STAFF TO GET [COUGH] REMINDER OF WHAT WE PRACTICE HERE IN GARLAND BECAUSE WE KNOW SAFETY IS THE UTMOST HERE. AND THEN WE'RE GOING TO DO ONE TABLETOP. THAT'S WHERE WE COME OUT TO THE CAMPUS AND WE SIT DOWN, WE DISCUSS SCENARIOS WITH THE STAFF, WITH THE CRISIS TEAM, AND THEY GIVE US INFORMATION BACK. THEY TELL US WHAT THE EXPECTATION IS FOR THAT SCENARIO, WHAT THAT SITUATION MAY BE. AND THEN, OF COURSE, THIS YEAR IS A NEW ITEM THAT WE'RE HAPPY TO BRING OUT FOR ANYBODY [00:15:04] THAT'S BRAND NEW TO THE DISTRICT THAT NEVER HAD THE SRP PRESENTATION. WE'RE GOING TO OFFER A REFRESHER COURSE. SO WE WILL COME OUT TO THE CAMPUS OR WE WILL SET A TIME TO COME OUT TO THOSE INDIVIDUALS AND MAKE SURE WE GIVE THEM THE TRAINING SO THEY UNDERSTAND THE EXPECTATION HERE IN GARLAND. AND THEN THIS SCHOOL YEAR WE'RE GOING TO DO TWO SECURES, ONE PER SEMESTER. SO THAT WAY THAT THE STAFF AND THE STUDENTS WHO DOES THIS VERY WELL EVERY YEAR. BUT, YOU KNOW, LIKE MARK ALWAYS SAYS THE DIRECTOR SECURITY ALWAYS SAY, YOU PRACTICE HOW YOU PLAY. MR. MOORE, WILL YOU DESCRIBE WHAT THE SECURE INVOLVES? YES, SIR. WHAT'S THAT PROCESS? A SECURE IS WHEN THE BUILDING IS LOCKED DOWN FROM THE EXTERIOR, WHERE IT'S BUSINESS AS USUAL INSIDE THE CAMPUS, TO WHERE THE STUDENTS AND STAFF CAN STILL GO BACK AND FORTH TO CLASSES, BUT NOBODY CAN EXIT OUTSIDE THE BUILDING. AND THEN THE EXPECTATIONS FOR KIDS THAT ARE OUTSIDE IN THE PORTABLE IS TO STAY IN THEIR PORTABLE AND CAN'T MOVE AROUND TO THE NEXT CLASS CHANGES. THE ONLY WAY THAT THEY CAN MOVE AROUND FROM THAT PORTABLE AND GET INTO THAT CAMPUS IS ONLY BY A POLICE OFFICER. SO THAT MEANS THERE IS A DANGER OUTSIDE THE CAMPUS. THAT'S WHAT THE SECURE IS. WE STAY INSIDE. WE STILL BUSINESS AS USUAL, BUT IT'S MAYBE POLICE ACTIVITY IN THE AREA. IT CAN BE A WILD ANIMAL OUTSIDE. IT CAN BE EVEN CIVIL UNREST. BUT IT'S SOMETHING THAT'S NOT AN IMMEDIATE DANGER INSIDE THE BUILDING, BUT IT'S A DANGER OUTSIDE THE BUILDING. AND THAT IS THE EXPECTATION IS TO STAY INSIDE, NOBODY IN OR OUT. BUSINESS AS USUAL INSIDE THE BUILDING. THAT'S WHAT A SECURE, SIR. AND SO HOW MANY TIMES A YEAR DO WE ACTUALLY GO TO A SECURE LOCKOUT? WELL, SIR, I DON'T HAVE THE EXACT NUMBER, BUT IF I HAD TO GIVE YOU AN ESTIMATION, WE DO THIS AT LEAST HUNDREDS OF TIMES THROUGHOUT THE SCHOOL. IT HAPPENS A LOT? YES, SIR. THERE'S A LOT OF ACTIVITY GOING ON. AND I REALLY APPRECIATE THE FACT THAT THE VARIOUS POLICE DEPARTMENTS DO LET US KNOW WHEN THEY'VE GOT ACTIVITY GOING ON NEAR AND AROUND OUR SCHOOLS SO THAT WE CAN PROVIDE THAT EXTRA SECURITY WITH THE LOCKOUTS. AND THAT'S JUST ANOTHER GOOD EXAMPLE OF HOW THE COMMUNICATION HAS REALLY IMPROVED OVER THE YEARS, SO THAT WE DO HAVE PRETTY MUCH INSTANTANEOUS INFORMATION AS TO WHAT'S GOING ON IN THE NEIGHBORHOOD OR ANY THREAT THAT MAY BE OUT THERE. BUT THANK YOU. I'M SORRY. GO AHEAD. NO PROBLEM. OUR TRI-CITY PARTNERS ARE AWESOME. ANY TIME THAT WE CAN GIVE THEM SOME PRAISE, WE DEFINITELY WANT YOU TO DO IT BECAUSE GARLAND SACHSE AND ROWLETT, THEY'RE AWESOME. YOU KNOW, THEY ARE VERY WONDERFUL WITH HELPING THE SECURITY, SO WE'RE VERY GRATEFUL AND THANKFUL TO BE PARTNERS WITH THEM. THIS YEAR WE'RE GOING TO INTRODUCE A NEW LOCKDOWN SYSTEM. WE'RE GOING TO CONDUCT TWO PER YEAR. WE USED TO DO FOUR, BUT SINCE WE'RE CHANGING IT UP, WE'RE GOING TO DO ONE PER SEMESTER AND IT'S GOING TO BE A POLICE LED LOCKDOWN. MARK WILL COME UP LATER AND GIVE YOU GUYS A PRESENTATION ON WHAT THAT LOOKS LIKE, BUT AGAIN, YOU JUST KEEP IN MIND WE WANT TO PRACTICE HOW WE PLAY. AND SO IF THE TEXAS SCHOOL SAFETY CENTER SAYS THE ONLY WAY WE CAN COME OUT OF LOCKDOWN IS BY A POLICE OFFICER, AND THEN THAT'S THE WAY WE WANT TO PRACTICE. OKAY. AND I KNOW MARK'S GOING TO COME UP ON THAT AND GIVE AN EXAMPLE, BUT FOR THE PUBLIC TO TELL THE DIFFERENCE BETWEEN A LOCKOUT AND A LOCKDOWN. WELL A SECURE USED TO BE A LOCKOUT, WHICH NOW IS SECURE BECAUSE LOCKOUT AND LOCKDOWN WAS GETTING CONFUSING, SO THE “I LOVE U GUYS” AND THE TEXAS SCHOOL SAFETY CENTER DECIDED TO CHANGE THIS UP. SO A LOCKDOWN MEAN THERE'S AN IMMINENT THREAT IN THE BUILDING. THAT MEANS THAT THAT PREDATOR, IS THAT PERSON THAT WANTS TO CAUSE DANGER, IS IN THAT BUILDING. SO THE EXPECTATION OF A LOCKDOWN, WE ASKED OUR STAFF AND STUDENTS TO WARN THEY SHOULD BE BEHIND THE LOCKED DOOR. THEY NEED TO MAKE SURE THAT THEY CUT THE LIGHTS OFF, BE IN THE CORNER, AND THEY NEED TO MAKE SURE THEY STAY WHERE THEY ARE. THEY NEED TO MAKE SURE THAT THEY STAY WHERE THEY ARE. SO THAT [INAUDIBLE] PARTNERS WHO WE LOVE SO MUCH, WHO'S VERY WELL TRAINED IN THIS TYPE OF SITUATIONS, TO COME INTO THE BUILDING AND SECURE US. HELP US GET TO WHERE WE NEED TO BE, BECAUSE AT THE END OF THE DAY, THE GOAL IS TO GET EVERY STAFF AND STUDENT HOME. OKAY, THEN WE'RE GOING TO DO A RELOCATION. THAT'S ONE PER SCHOOL YEAR. THAT'S WHERE WHEN WE COME OUT TO THE STAFF AND WE TALK WITH THE STAFF AND THE CRISIS TEAM TO WHERE THEY KNOW IN CASE WE HAVE TO DO A REUNIFICATION THAT THEY KNOW WHERE TO MEET IT OUTSIDE. SO THAT'S PRETTY MUCH A WALKING DISCUSSION WHERE WE TAKE THEM, HEY, THIS IS WHERE YOU WILL START. IF WE HAD TO EVACUATE THAT BUILDING, LET'S SAY, FOR A GAS LEAK OR WE HAD JUST AN ISSUE IN THE COMMUNITY WHICH IS AFFECTING THE SCHOOL TO WHERE THE POWER'S JUST GOING TO BE OUT. THERE'S NO SCHOOL, BUT AT SOME POINT, WE'VE GOT TO GET THE KIDS TO A SAFER AREA. SO THAT RELOCATION STARTS ON THE CAMPUS AND WE GO OUT TO TALK TO THEM WHERE THEIR AREA IS ON THEIR CAMPUSES. AND THEN WE'RE GOING TO DO A SHELTER FOR HAZMAT THAT IS SIMPLY JUST IF YOU'RE 1000 FEET FROM A RAILROAD TRACK, YOU GONNA HAVE TO LEARN HOW TO SECURE YOUR VENTS, SECURE YOUR WINDOWS, SECURE YOUR FLOOR. IT COULD BE A TRAIN THAT DERAILED WITH GAS ON IT. IT CAN BE A GAS TRUCK THAT'S SPILT OVER IN THE COMMUNITY OR AROUND A CAMPUS, AND WE WANT TO MAKE SURE WE GOT ALL OUR STAFF AND STUDENTS SAFE FROM THOSE INCOMING CHEMICALS. THEN WE'RE GOING TO DO A SHELTER FOR WHETHER WE DO LIVE IN NORTH TEXAS. [00:20:01] WE KNOW LIVING IN NORTH TEXAS, WE TORNADO THREAT. SO WE'RE GOING TO DO TWO PER SEMESTER. THAT'S WHERE WE EXPECT THE STAFF TO HAVE TWO WALLS IN BETWEEN THEM AND THEIR KIDS. AND THEY'RE IN A SAFE LOCATION AND THEY'RE DOING THEIR DUCK AND COVER. IF YOU LIVE IN NORTH TEXAS, YOU KNOW WHAT THIS DRILL IS LIKE. AND THEN WE'RE GOING TO DO A HOLD DRILL ONE SEMESTER, AND THE HOLD DRILL IS SIMILAR TO A SECURITY DRILL, BUT IT'S A LITTLE DIFFERENT. SO LET ME GO IN AND EXPLAIN WHAT A HOLD IS. A HOLD DRILL IS WHERE YOU'VE GOT BUSINESS AS USUALLY IN THE CAMPUS, BUT YOU JUST STAND IN THE CLASSROOM, YOU STAND WHERE YOU'RE AT. ONE, COULD BE A MEDICAL EMERGENCY IN A HALLWAY, IT CAN BE AN IRATE PARENT ON THE CAMPUS, AND WE JUST WANT EVERYBODY TO STAY WHERE THEY ARE SO THE EMTS OR THE SROS OR SECURITY OR THE ADMINISTRATION TEAM CAN GET TO THE SITUATION QUICKLY WITHOUT HAVING TO TRYING TO GO THROUGH A BODY OF KIDS SWARMING IN THE HALLS. AND THEN, OF COURSE, THE TEXAS SCHOOL SAFETY CENTER SAY YOU DO FOUR OR FIVE DRILLS THE SCHOOL YEAR. BUT HERE THE TEXAS FIRE CODE STATES THAT WHEN THERE'S TEN SCHOOL DAYS WITHIN ALL THE KIDS ARE ON CAMPUS, YOU HAVE TO DO A FIRE DRILL. SO WE DO A FIRE DRILL EACH MONTH WHERE THERE'S TEN SCHOOL DAYS. SO THIS IS WHAT THE CALENDAR LOOKS LIKE. THIS IS HOW WE BROKEN IT DOWN FOR THE SCHOOL YEAR. AND AS YOU CAN SEE, THAT FIRST SEMESTER IS REALLY BUSY BECAUSE THAT'S WHEN OUR STUDENTS AND STAFF IS COMING BACK FROM THE SUMMER, AND WE WANT TO TRY TO RETRAIN THEM THEIR MUSCLE MEMORY TO UNDERSTAND THE EXPECTATIONS, BECAUSE, ONE, YOU CAN'T EDUCATE IF A PERSON DON'T FEEL SAFE. SO WE WANT TO MAKE SURE THAT THEY UNDERSTAND THAT, HEY, THEIR SAFETY AND SECURITY IS ON OUR UTMOST MIND. WE WANT TO MAKE SURE THAT THEY COME ON CAMPUS AND THEY'RE READY TO LEARN, THEY ENGAGE AND THEY DON'T HAVE NO WORRIES. THEY'RE NOT WORRIED ABOUT ANYTHING SECURITY MINDED BECAUSE WE ARE BRIDGING THE GAP. WE'RE PROTECTING THEIR BLIND SIDE. AND THEN AS OUR AUXILIARY BUILDINGS, WE LOVE OUR STAFF AS WELL. WE DO DRILLS EVERY SEMESTER WITH THEM, BUT THIS SCHOOL YEAR WE'RE GOING TO DO A FIRE DRILL EACH SEMESTER WITH THEM AND THEN WE'RE GOING TO HAVE A DISCUSSION BASED WHEN IT COMES TO LOCKDOWN AND SHELTER. SO THAT IS MORE OF US LETTING THE STAFF LET US KNOW, HEY, I UNDERSTAND THIS IS WHERE I GO DURING A TORNADO OR THIS IS WHERE I GO DURING THE ACTIVE SHOOTER, AND THOSE DRILLS REALLY GO WELL THROUGHOUT THE DISTRICT. DOES ANYBODY HAVE ANY QUESTIONS FOR ME? HOW ABOUT COMMITTEE MEMBERS DO Y'ALL HAVE ANY QUESTIONS? VERY GOOD. THANK YOU. THANK YOU. THANK YOU FOR THE PRESENTATION. ALL RIGHT. I BELIEVE NOW WE GO TO ITEM NUMBER--. IS THIS ITEM NUMBER 7, STANDARD RESPONSE PROTOCOL INSTRUCTION TO EMPLOYEES? [VII. Standard Response Protocol Instruction to Employees - Mark Quinn and Juston Coffman] ITEM NUMBER 8. OK. TO DISCUSS OUR STANDARD RESPONSE PROTOCOL CHANGES, AND YOU'RE GOING TO HAVE TO HIT ME. I TEND TO TALK A LOT BECAUSE I'M VERY PASSIONATE ABOUT THIS. SO CURRENTLY WHAT WE DO IS, WELL, FOR INSTANCE, THIS SCHOOL YEAR, WE GO TO OUR CAMPUSES WITHIN THE FIRST WEEK OR SO OF EDUCATION. NOW THESE CAMPUSES HAVE A WHOLE MESS OF CLASSES THAT THEY'RE TRYING TO GET THEIR TEACHERS THROUGH AT THIS TIME. AND SO WE GO TO THESE CAMPUSES AND WE SAY, WE NEED 45 MINUTES TO AN HOUR OF YOUR TIME. WELL, THAT'S TOUGH. WE'VE HAD TO FIGHT WITH THAT FOR THE LAST SIX YEARS, TRYING TO WEDGE OURSELVES INTO THIS TRAINING THAT THEY'RE PROVIDING THEIR STAFF. SO WE THEN FOLLOW UP WITH THE DRILLS AND THEN WE FOLLOW UP WITH THE TABLETOP. THAT'S HOW WE WORK. AND JUST TO CLARIFY WHAT A TABLETOP IS, WE GO TO THE CAMPUSES, WE SIT DOWN WITH THEIR CRISIS TEAM AND WE THROW SCENARIOS AT THEM, SCENARIOS THAT OUR CAMPUSES SEE EVERY DAY. SOMEBODY SEES A LOOSE DOG OUT ON THE PLAYGROUND. WHAT DO YOU DO? AND THEY GIVE US ANSWERS AND WE KIND OF WALK THEM TO THE CORRECT ANSWER JUST TO MAKE SURE THAT EVERYBODY COMPREHENDS WHAT THEY'RE SUPPOSED TO DO. SO WE HAD A LONG THINK ABOUT THIS AND THE CURRENT STANDARD RESPONSE PROTOCOL CLASS, THE ONE THAT I TEACH AGAIN, LASTS ABOUT 45 MINUTES, BUT IT GETS INTO THE WHAT I CALL THE WHYS. IT GETS INTO HOW THE STANDARD RESPONSE PROTOCOL CAME ABOUT, WHY ARE WE GOING INTO THIS, WHY ARE WE GOING INTO THAT. IT'S NOT VERY BRASS TACKS, IS WHAT I'M SAYING. IT'S PRETTY THICK. SO WHAT WE CAME UP WITH IS, HEY, INSTEAD OF TRYING TO WEDGE OURSELVES INTO THESE SCHOOLS, WHY DON'T WE INCLUDE A STANDARD RESPONSE PROTOCOL TRAINING VIDEO ALONG WITH THE EMPLOYEE VIDEOS THAT EMPLOYEES HAVE TO WATCH EVERY YEAR. SO BY WATCHING THAT VIDEO, THEY GET THE BRASS TACKS, THEY GET THAT CORE TRAINING OF WHAT TO DO IN DIFFERENT SCENARIOS. WE THEN FOLLOW THIS UP WITH THE DRILLS. NOW, THERE'S A MISCONCEPTION THAT DRILLS ARE TESTS. DRILLS AREN'T TESTS. DRILLS ARE AN OPPORTUNITY TO PRACTICE, TO WALK THROUGH SOMETHING, FIGURE OUT WHAT YOU NEED TO CORRECT TO MAKE IT RUN SMOOTHER. THAT'S WHAT A DRILL REALLY IS. SO WE HAVE THESE DRILLS AND THAT FOLLOWS UP THAT SRP PRESENTATION. SO NOW THE CAMPUS HAS A CHANCE TO PRACTICE AND THEN WE'RE GOING TO DO THE SAME THING WE [00:25:03] DO NOW, WE FOLLOW UP WITH A TABLETOP EXERCISE. WE STILL ARE GOING TO GO OUT THERE AND TALK TO THAT CAMPUS SAFETY TEAM JUST TO MAKE SURE THAT EVERYBODY UNDERSTANDS EVERYTHING THAT THEY'VE LEARNED UP TO THAT POINT. NOW, MO TOOK MY THUNDER. SO WE DECIDED BECAUSE WE'RE TAKING ALL OF THE 'WHY' OUT OF THAT ORIGINAL SRP TRAINING, WE DECIDED TO MAKE IT KIND OF ITS OWN THING. THIS IS SORT OF A, MO CALLED IT A REFRESHER CLASS, AND I THINK THAT'S A PRETTY GOOD DESCRIPTION OF IT. SO LET'S SAY WE HAVE A CAMPUS AND THIS ACTUALLY HAPPENS. WE HAVE SOME CAMPUSES THAT ARE REALLY GOOD ABOUT CALLING US AND SAYING, HEY, WE'VE GOT A WHOLE BUNCH OF NEW TEACHERS THAT WE REALLY NEED YOU GUYS TO COME OUT AND TALK TO US A LITTLE BIT MORE AND GIVE US SOME MORE INFORMATION. THIS IS WHERE THAT CLASS COMES IN. WE MAY ALSO OBSERVE THAT A CAMPUS JUST NEEDS THE TRAINING. WE MAY GO OUT AND SEE THAT MOST OF THE CAMPUS IS TEACHING WITH THEIR CLASSROOM DOOR PROPPED OPEN, WE MAY SAY, HEY, WE REALLY NEED TO COME OUT. CAN YOU GIVE US SOME TIME? WE NEED TO COME OUT AND DO THIS REFRESHER COURSE. SO THAT'S THE CHANGE TO OUR STANDARD RESPONSE PROTOCOL TRAINING. DOES ANYONE HAVE ANY QUESTIONS? SO [COUGH] I DO. JUST WHAT IS THE EXPECTATION? LIKE WHEN YOU WALK INTO THE CAMPUS YOU WERE TALKING ABOUT DOORS SHOULD NOT BE PROPPED OPEN OUTSIDE DOORS AND DIFFERENT THINGS. I MEAN, WHAT ARE YOU EXPECTING TO SEE WHEN YOU WALK INTO A CAMPUS? WHAT'S A STANDARD PROTOCOL FOR ONCE YOU GET IN THE BUILDING, WHAT YOU SHOULD SEE? WELL, WE EXPECT TO SEE ALL THE CLASSROOM DOORS LOCKED, THAT'S ONE OF OUR FOUR TENANTS, WE TEACH WITH THE CLASSROOM DOORS CLOSED AND LOCKED. IF YOU SEE SOMETHING, SAY SOMETHING. WE PREACH THAT, TOO. WE ALSO RESPOND TO THE GREATER THREAT. WE WANT EVERYONE OUT THERE TO RESPOND TO THE GREATER THREAT. AND WE ALWAYS WANT EVERYONE TO POSITIVELY ENGAGE ANY VISITOR THAT THEY SEE. IF THEY DON'T SEE A BADGE, IF THEY DON'T SEE SOMETHING THAT THEY KNOW THAT PERSON BELONGS IN THAT BUILDING, WE WANT THEM TO POSITIVELY ENGAGE THAT PERSON. SO THOSE ARE THE FOUR TENETS THAT WE GO BY. SO WHEN WE GO INTO THAT SCHOOL, THAT'S WHAT WE'RE LOOKING FOR. ANYTHING ELSE? ANY OTHER QUESTIONS? NO, THANK YOU. WOULD YOU LIKE TO MOVE TO ITEM 8, WHICH IS LOCKDOWN DRILLS? [VIII. Lockdown Drills 3.0 - Mark Quinn] YES, SIR. I BELIEVE YOU'RE UP ON THAT ONE. YES, SIR. AND MO STOLE MY THUNDER, TOO. [LAUGHTER] ALL RIGHT. I WILL TALK ABOUT LOCKDOWN DRILLS, 3.0, WHICH IS WHAT MO ALLUDED TO A WHILE AGO, WAS WE WANT TO PRACTICE HOW WE PLAY. SO WE WANT TO MAKE SURE THAT POLICE OFFICERS ARE GOING IN ON LOCKDOWN DRILLS AND OPENING THOSE DOORS THEMSELVES WITH THEIR KEYS, STICKING THE POLICE OFFICER'S HEAD IN THE ROOM AND SAYING, HEY, I'M A POLICE OFFICER, I'M CHECKING ON YOU, IS EVERYBODY GOOD, IS EVERYBODY OKAY IN THIS ROOM. OKAY. WAIT FOR FURTHER INSTRUCTIONS. THAT'S HOW A REAL DEAL WOULD BE AND THAT'S HOW WE WANT TO PRACTICE. IT'S VERY IMPORTANT FOR THOSE STUDENTS TO SEE POLICE OFFICERS IN THE BUILDING, TO KNOW WHAT'S GOING TO HAPPEN, AND TO ANTICIPATE IT. I THINK Y'ALL PROBABLY SAW I THINK IT WAS MICHIGAN WHERE THERE WAS IT ENDED UP BEING A POLICE OFFICER KNOCKING ON THE DOOR. BUT THEY HEAR, HEY, LET ME IN, LET ME IN. THEY KNOW THE DRILL. THEY'RE NOT GOING TO OPEN THAT DOOR. WE WANT POLICE OFFICERS GOING IN AND POSITIVELY MAKING CONTACT WITH THE STUDENTS, LETTING THEM KNOW THAT, OKAY, IT'S A POLICE OFFICER. IT'S NOT ANYONE ELSE. SO THAT'S HOW WE WANT TO PLAY. THE WAY THAT WE'RE GOING TO BE ABLE TO DO THIS IS, AGAIN, JUST BUILDING ON WHAT MO SAID. OUR RELATIONSHIP WITH ALL THREE POLICE DEPARTMENTS IS TOP NOTCH. WE WORK VERY WELL WITH ALL THREE PDS NOT ONLY ON LOCKDOWN DRILLS, ALL OUR DRILLS, BUT JUST DAY TO DAY. YOU KNOW, A LOT OF PEOPLE IN THIS ROOM HAVE SEEN THE TEXT THAT WE SEND OUT WHILE WE COORDINATE WITH PD AND WE COORDINATE WITH FIRE DEPARTMENT. IT'S JUST THAT RELATIONSHIP IS JUST IS AWESOME. SO WE'RE GOING TO USE THE SROS AND-- THE ELEMENTARY SCHOOL SRO AND FLOATER SROS TO HELP US UNLOCK THESE CLASSROOM DOORS. IT'LL BE SECURITY THAT WILL ASSIST IF NEEDED, IF IT'S A LARGE HIGH SCHOOL. BUT OTHERWISE WE WILL JUST USE ELEMENTARY SCHOOL SROS AND FLOATER SROS. THAT WAY, ALL OUR SCHOOLS STILL MAINTAIN THAT SRO COVERAGE. IF WE HAVE A LOCKDOWN AT SACHSE OR ROWLETT, GARLAND, IF NEEDED, WE'LL BE ABLE TO COME TO THOSE TWO CITIES AND ASSIST IF WE NEED THEM TO DO THAT. SO WE WILL DECIDE IF WE NEED MORE OFFICERS FROM GARLAND, IF WE GET TO ROWLETT OR SACHSE. AND IF WE NEED TO-- IF SECURITY NEEDS TO OPEN DOORS FOR A TIME SAKE, SECURITY WILL ONLY BE OPENING ADMINISTRATOR DOORS, NOT CLASSROOM DOORS. WE ALSO HAVE COMMUNICATIONS COOPERATION. I MET LAST WEEK WITH THE COMMUNICATIONS DEPARTMENT. WE'VE ALREADY LAID THE GROUNDWORK FOR BEING ABLE TO GET THE WORD OUT TO STUDENTS, TO [00:30:05] STAFF, TO THE PUBLIC, TO EVERYONE INVOLVED TO KNOW THAT THIS IS COMING. LIKE JUSTON SAID A WHILE AGO, THESE DRILLS ARE NOT A TEST. THEY'RE TRAINING. SO OUR GOAL IS NOT TO ALARM THE KIDS. OUR GOAL IS NOT TO ALARM THE PUBLIC. SO WE'LL GET THE WORD OUT THAT WE HAVE ONE OF THESE LOCKDOWN DRILLS COMING. AND ALL THE CAMPUS STAFF WILL BE AWARE ALSO THAT WE'RE GOING TO HAVE LOCKDOWN DRILLS COMING. AND THAT IS FOR LOCKDOWN DRILLS. [INAUDIBLE] QUESTION ON THE NEW LOCKDOWN DRILL PROCEDURE. YEAH. MR. QUINN, DO WE HAVE--? ARE THERE WINDOWS ON ALL THE DOORS? NOT ALL CLASSROOM DOORS. AND WHEN WE DO HAVE WINDOWS, IS IT SHATTERPROOF GLASS OR IS IT REGULAR GLASS? IT IS SHATTERPROOF, AND MOST SCHOOLS HAVE THE WINDOW COVERINGS. SO WHEN A LOCKDOWN IS PUT INTO EFFECT, LOCKDOWN DRILLS PUT IN EFFECT, IT'S LOCKS, LIGHTS, OUT OF SIGHT, AND THEY'LL COVER THEIR WINDOWS ALSO. SO IN THE EVENT THAT--. WHAT IS IT THAT SOUNDS THE CODE OR THE ALARM FOR A LOCKOUT? WE HAVE A PANIC BUTTON THAT WE CAN--. WE CAN WE CAN INITIATE A LOCK DOWN FROM DISPATCH. THAT'S ANOTHER FEATURE THAT DISPATCH HAS. YOU CAN INITIATE A LOCK DOWN FROM THE FRONT OFFICE, YOU CAN INITIATE A LOCKDOWN FROM OTHER POINTS IN THE BUILDING, AND ANYBODY IN THE SCHOOL IS GIVEN THE AUTHORITY TO CALL A LOCKDOWN. IF YOU SEE SOMETHING, SAY SOMETHING. THAT'S WHAT WE WANT TO PREACH. ANYBODY HAS THAT ABILITY TO CALL A LOCKDOWN. SO ONCE A LOCKDOWN ALARM IS SOUNDED, THAT'S PRETTY MUCH INSTRUCTIONS OVER, TURN THE LIGHT OFF, GET TO YOUR SAFE SPOT, MAKE SURE THE DOOR IS LOCKED. STAY PUT UNTIL SOMEBODY CAN POSITIVELY IDENTIFY THEMSELVES AND COME INTO THE ROOM AND RELEASE YOU FROM THAT LOCKDOWN. IS THAT CORRECT? THAT IS CORRECT. AND I'M ASSUMING THAT DOESN'T HAPPEN A WHOLE LOT, REAL LIVE INSTANCES OF THAT? NO SIR, THAT DOES NOT HAPPEN VERY OFTEN. YEAH, BUT WE AT LEAST NEED TO BE READY FOR IT IN CASE IT DOES. CORRECT. OKAY. MR. GLICK. THANK YOU. I DON'T REMEMBER THE EXACT NUMBER, BUT BASED ON WHAT WE AUTHORIZED THROUGH THE 2014 BOND, I THINK THE NUMBER IS A LITTLE OVER 13,000 DOOR LOCKS THAT WERE CHANGED. I DON'T KNOW IF ANYBODY REMEMBERS THE EXACT NUMBER. WE WENT FROM THE DIFFERENT LOCKS THAT YOU COULD OPEN FROM THE OUTSIDE, NOW THE TEACHER IS ABLE TO LOCK IT FROM INSIDE. COULD YOU TALK ABOUT THAT A LITTLE BIT? I DON'T KNOW THE EXACT NUMBER OF LOCKS EITHER, BUT YES, EXACTLY. A LOCK THAT YOU CAN LOCK FROM THE INSIDE IS EXPONENTIALLY BETTER THAN WHEN YOU HAVE TO OPEN, STICK YOUR HEAD OUT INTO THE HALLWAY, PUT A KEY IN LOCK AND THEN CLOSE THE DOOR. YES, YOU LOSE FINE MOTOR SKILLS IN A HIGH STRESS INCIDENT. YOU'RE NOT GOING TO BE ABLE TO PUT THAT KEY INTO A DOOR LOCK AND YOU'RE PUSHING YOURSELF OUT UNDER THE POSSIBLE LINE OF FIRE INTO THE HALLWAY. SO, YES, THAT'S--. DOORS THAT LOCKED FROM THE INSIDE ARE CRITICAL. THANK YOU. THANK YOU. DO YOU HAVE ANYTHING ELSE ON THAT SUBJECT? NO, SIR. OKAY. WE CAN NOW GO TO ITEM 9, WHICH IS THE REUNIFICATION PLAN OVERVIEW, IF I CAN SAY IT. [IX. Reunification Plan Overview - Mark Quinn and Juston Coffman] REUNIFICATION PLAN OVERVIEW. OKAY. SO TO DEFINE A LITTLE BIT WHAT REUNIFICATION IS, SO REUNIFICATION IS WHAT HAPPENS AFTER. SO ANY TIME WE HAVE SOMETHING HAPPENING IN A CAMPUS WHERE WE CAN NO LONGER HAVE SCHOOL IN THAT CAMPUS, WE'VE GOT TO GET THE KIDS BACK TO THE PARENTS. WE CAN'T JUST OPEN THE DOOR AND LET IT TURN INTO A SCENE FROM BRAVEHEART WITH 5000 PEOPLE RUNNING AWAY FROM THE SCHOOL. WE HAVE TO RELEASE THESE KIDS TO A PERSON WHO IS AUTHORIZED TO PICK THEM UP. SO THIS IS WHAT REUNIFICATION IS. WE TAKE THE STUDENTS FROM THE CAMPUS AND WE TAKE THEM SOMEWHERE. THE OLD MODEL, WHAT WE WERE DOING BEFORE IS WE WOULD FIND THE NEAREST CAMPUS THAT WOULD HOUSE THIS OTHER CAMPUS. WELL, THE PROBLEM IS NOW YOU'VE TAKEN AN IMPACTED CAMPUS AND NOW YOU'RE GOING TO IMPACT ANOTHER CAMPUS WITH THAT CAMPUS. SO WE BASICALLY SAID THIS ISN'T GOING TO WORK. SO WE HAVE IDENTIFIED SEVERAL LOCATIONS THAT WILL BE DEDICATED TO REUNIFICATION THAT ARE NOT CAMPUSES. SO, FOR INSTANCE, CURTIS CULWELL CENTER IS ONE OF THOSE LOCATIONS. SO WE WILL TRANSPORT THE STUDENTS FROM THEIR CAMPUS TO, FOR INSTANCE, CURTIS CULWELL CENTER. AND THEN I'VE SPENT THE LAST FIVE WEEKS REVAMPING OUR REUNIFICATION PLAN TO THE POINT WHERE ANYBODY, ANY OF YOU COULD SHOW UP, ANYBODY IN THIS ROOM COULD SHOW UP AND OPEN THE BOX AND YOU KNOW EXACTLY WHAT TO DO. ANYBODY IN THIS ROOM CAN RUN A REUNIFICATION. SO THESE NON SCHOOL SITES HAVE BEEN SELECTED AND THAT SYSTEM HAS BEEN SIMPLIFIED TO THE POINT WHERE IT'S SIMPLE. ONE OF THE THINGS I ALSO WANT TO MENTION IS I'M VERY PROUD THAT WE'VE REACHED OUT TO THE ROWLETT CITIZENS EMERGENCY RESPONSE TEAM. I'VE GONE OUT AND TALKED TO THEM ONCE, AND AS A MATTER OF FACT, I'M SUPPOSED TO MEET THEM OVER AT CURTIS CULWELL TOMORROW, AND WE'RE GOING TO WALK THROUGH THINGS. [00:35:01] WE'RE GOING TO TALK TO THEM AND MAKE SURE THAT THEY UNDERSTAND WHAT TO DO. I'M EXTREMELY GRATEFUL FOR THEIR COOPERATION BECAUSE THIS-- A REUNIFICATION, IF YOU DO IT RIGHT, TAKES A LOT OF PEOPLE. AND SO HAVING THEIR HELP IS VERY MUCH APPRECIATED, SO. MAKE A COMMENT, IF YOU WILL, ABOUT-- I'M ASSUMING THERE HAS TO BE TRANSPORTATION AVAILABLE. WHAT ARE THE THINGS WE DO TO MAKE SURE I MEAN, IF WE'RE RIGHT IN THE MIDDLE OF BUS ROUTES ALREADY, HOW DO WE--? WHERE ARE WE GOING TO FIND THE BUSSES NECESSARY TO TRANSPORT, YOU KNOW, 300-700 KIDS AT ONE TIME? ONE OF THE THINGS I DIDN'T PUT ON THIS PRESENTATION IS THE OLD MODEL RELIED ON SECURITY TO DO EVERYTHING. AND QUITE FRANKLY, IT'S IMPOSSIBLE. WE CAN'T. WE JUST DON'T HAVE ENOUGH PEOPLE. SO ONE OF THE OTHER THINGS I'VE DONE, I'VE REACHED OUT TO TRANSPORTATION. THEY'RE--. WHATEVER HAPPENS, THEY'RE GOING TO FIND BUSSES, THEY'RE GOING TO BRING AS MANY BUSSES AS WE NEED TO TRANSPORT THOSE THE STUDENTS AND STAFF FROM THE IMPACTED CAMPUS TO THE REUNIFICATION SITE. WE'VE ALSO REACHED OUT TO NUTRITION SERVICES BECAUSE WE MAY NEED WATER, THE STUDENTS MAY NEED TO BE FED. WE'VE REACHED OUT TO SO MANY OF OUR INTERNAL DEPARTMENTS TO TRY TO HELP US OUT. SO I'M ALSO VERY PROUD OF THAT BECAUSE WE JUST CAN'T DO IT BY OURSELVES. ALSO THE STANDARD REUNIFICATION METHOD IS A SLOW RELEASE, SO THERE'S NEVER GOING TO BE A TIME, IT'S LIKE WE NEED 700 BUSSES. THAT DOESN'T HAPPEN. IN FACT, MARK AND I HAVE BEEN IN--. HE WAS A LAW ENFORCEMENT AT THE TIME AND I WAS THE SCHOOL OFFICIAL FOR A STANDARD REUNIFICATION THAT HAPPENED AT A RODEO WITH LITERALLY THOUSANDS OF KIDS, AND THERE'S NOTHING MORE EMOTIONAL WHEN YOU'RE AT THE SCHOOL WHERE THE ACTIVE SHOOTER EVENT HAPPENED TO SEE THE FIRST BUS AROUND THE BEND BECAUSE, YOU KNOW, THAT PERSON, YOU KNOW, ON THAT BUS, IT'S REALLY COOL. EVERYBODY GETS TOGETHER THAT DAY. ALSO, THOUSANDS, LITERALLY. WE WILL DEPLOY THOUSANDS OF PEANUT FREE SNACKS IN THAT MOMENT AND WE'RE READY TO DO ALL OF IT. AND HE IS AMAZING ALL THAT HE'S DONE TO GET THIS THING ORGANIZED. THANKS. MR. GLICK? YEAH. I THINK AT ONE POINT I THOUGHT I REMEMBERED THAT WE ALWAYS TRIED TO HAVE A LOCATION IN CLOSE PROXIMITY TO THE CAMPUS WHERE WE WOULD IMMEDIATELY MOVE THE KIDS TO. IS THAT STILL THE CASE? WELL, AS OF THIS MOMENT, I'VE GOT FOUR LOCATIONS AND IT MAY NOT ALWAYS BE THE NEAREST LOCATION. FOR INSTANCE, IF SOMETHING HAPPENED, IF YOU HAVE SOMETHING HAPPEN AT NAAMAN FOREST HIGH SCHOOL, WE'RE PROBABLY NOT GOING TO REUNIFY CURTIS CULWELL. IT'S JUST TOO CLOSE. SO IT JUST REALLY DEPENDS ON THE SCENARIO, AND IF AT ALL POSSIBLE, WE'LL TRY TO DO IT CLOSE. BUT IT MAY NOT WORK OUT THAT WAY, SO. BECAUSE I THINK THE MOST IMPORTANT PART OF THAT IS THE CLARITY OF NOTIFICATION TO THE PARENTS WHERE THEIR CHILDREN COULD BE. RIGHT. SO WE DON'T WANT--. WE DON'T NEED CONFUSION THERE. SO EVERYBODY KNOWS IF THIS [INAUDIBLE]. I'M SORRY. IF THIS HAPPENS, THEY'RE GOING THERE OR IF THIS HAPPENS ARE GOING THERE. RIGHT. IS THAT THE WAY WE'VE PLANNED IT? AND THAT'S ACTUALLY, MR. QUINN, ACTUALLY, WHEN HE TALKED TO COMMUNICATIONS, THAT WAS ACTUALLY SOMETHING THAT THEY DISCUSSED. THEY DISCUSSED A SORT OF A TWO NOTIFICATION SYSTEM WHERE THE FIRST NOTIFICATION IS SOMETHING'S HAPPENED AT YOUR CAMPUS. PLEASE BE READY FOR ANOTHER MESSAGE TO COME IN. AND SO WE GO TO WHEREVER WE'RE GOING TO HAVE THIS REUNIFICATION, WE START GETTING SET UP, THROWING CONES, OUT, TABLES, ALL THE STUFF THAT WE HAVE TO SET OUT. AND THEN ONCE EVERYTHING'S SET UP, THEN WE SEND A NOTIFICATION TO THE PARENTS, BRING YOUR ID AND COME TO THIS LOCATION TO PICK UP YOUR SON OR DAUGHTER, SO. [INAUDIBLE]. THANK YOU. SORRY. TRACEY BERGFIELD, COMMITTEE MEMBER AND PRESIDENT OF COUNCIL PTA. MY QUESTION IS REALLY, HOW DO THE PARENTS KNOW TO KNOW THIS? HOW ARE YOU GOING TO TEACH THE PARENTS WHAT THIS PROCESS NEEDS TO BE? WE'VE PARTNERED WITH COMMUNICATIONS. WE CAN SEND OUT BLAST TEXTS. WE CAN SEND OUT--. WE CAN GET ON THE SCHOOL WEBSITE, WE CAN TWEET. SO THERE'S MANY, MANY--. THERE'S MANY DIFFERENT FACETS THAT COMMUNICATION PARTNER WITH US CAN USE TO GET TO PARENTS THAT ARE ON THE WEBSITE, ON THE TWITTER SITE, INSTAGRAM. IT'S MULTIFACETED. THE COMMUNICATION THAT DAY WOULD BE SKYLERT MESSAGE STRAIGHT TO YOUR PHONE OR WHATEVER PHONE NUMBER YOU HAVE IN SKYWARD, AND IT WILL SAY REUNIFICATION AT THIS LOCATION, WHICH WE'LL NEVER TELL ANYBODY IN ADVANCE WHERE IT'S GOING TO BE BECAUSE BAD GUYS LOVE THAT STUFF. AND WE'LL ALSO SAY TO THE MOM, BRING YOUR ID. LIKE THAT MIGHT BE THE ONLY TWO THINGS THAT THIS COMMUNICATION SAYS AND IT WILL BE EVERYWHERE. AND IT'LL SAY, MISS SO-AND-SO, BRING YOUR ID TO THE RODEO TO GET YOUR KID. AND EVEN IF YOU DIDN',T AND I DON'T WANT THIS TO GET OUT, BUT EVEN IF YOU DIDN'T BRING YOUR ID, WE WILL HAVE MANY WAYS TO CROSS CHECK THAT YOU'RE SOMEBODY WHO CAN PICK UP YOUR [00:40:02] KID. AND ONE OF THE MOST FANTASTIC PEOPLE ARE THE CAMPUS PEOPLE THAT WILL BE ON THE BUS WITH THE KIDS, THE TEACHERS AND THE APS AND ALL THOSE PEOPLE. THEY'LL SAY, YES, THAT IS MRS. SMITH. I SEE HER EVERY SINGLE DAY IN THE LINE BECAUSE THAT HAS HAPPENED WHERE THERE'S SOME SOME STRAGGLING KIDS, AND IT'S GETTING DARK, BUT WE KNOW YOU SO. BUT WE'LL SAY THAT EVERY WHICH WAY POSSIBLE WILL TWEET IT AND SKYLERT, ETC. . AND OUR CAMPUS STAFF WILL BE CHECKING IN AND TAKING NAMES. COME ON. FROM PARENT FEEDBACK FORM FORUMS THAT WE CONDUCT, THAT'S A GREAT PLAN. PARENTS, ESPECIALLY WHEN THEY'RE GETTING A TEXT FROM THEIR KID, HEY, SOMETHING'S GOING ON. THEY'RE NOT THINKING ABOUT THOSE KIND OF THINGS. IT WOULD BE GOOD TO PUT INTO THE STUDENT HANDBOOK OR TRAINING THAT'S GIVEN AT THE BEGINNING OF SCHOOL YEAR FOR PARENTS, OF THIS IS HOW A DISASTER COMMUNICATION OR A SECURITY COMMUNICATION IS GOING TO BE SENT OUT. SO PLEASE, IF YOU GET THIS TEXT FROM YOUR KID, DON'T FREAK OUT. GO CHECK THIS. THOSE KIND OF THINGS MIGHT BE HELPFUL FOR THE PARENTS. OKAY. ANY OTHER QUESTIONS? YES. I'M SORRY. SHE CAME UP. IS THERE PRE-TRAINING FOR THE PARENTS OTHER THAN WHAT SHE JUST MENTIONED. PUTTING IT IN THE STUDENT HANDBOOK, I GUESS. RETRAINING. YEAH. ARE DISTRICT PARENTS, ARE THEY NOTIFIED BEFORE THEIR KIDS START THE SCHOOL THAT IF THIS HAPPENS, YOU KNOW, TO IGNORE THE MESSAGE FROM YOUR CHILD, WAIT TILL YOU GET SOMETHING FROM THE DISTRICT. BECAUSE I [INAUDIBLE] HER DOCTOR. [INAUDIBLE]. MR. JOHNSON, COMMENT ABOUT WHEN WE HAD THE FREEZE, HE HAD CHILDREN AT TWO DIFFERENT SCHOOLS AND THEY WERE BEING HANDLED TWO DIFFERENT WAYS AT DIFFERENT SCHOOLS. SO CONSISTENCY OF HOW THESE THINGS ARE HANDLED. IF A PARENT'S GOT KIDS AT TWO SCHOOLS AND, YOU KNOW, THOSE ARE THE--. PRE-TRAINING AS YOU ALL SAID PRE-TRAINING DOES A WHOLE LOT DOWN THE ROAD. YES, SIR. THIS YEAR ALREADY WE HAVE SENT OUT VIDEOS THROUGH STUDENT SERVICES WHERE RENE AGUILAR THAT SHE POSTED ON FACEBOOK AND THEIR WEBSITE TO THE PARENTS TO KNOW WHAT A REUNIFICATION AND OUR STANDARD RESPONSE PROTOCOLS ARE. AND WE ALSO GO TO THE PARENT CONFERENCES WHEN THE SCHOOLS BRING US OUT AND WE PUT ON A PRESENTATION ABOUT OUR SRP/SRM WHEN THE SCHOOLS ASKED US TO COME OUT AND SPEAK WITH THE PARENTS, BUT WE ARE LOOKING INTO OTHER WAYS, MR. [INAUDIBLE] AND MS. BERGFIELD, TO GET THAT INFORMATION OUT TO OUR PARENTS. OKAY. ANY OTHER QUESTIONS? WE HAVE REACHED THE POINT WHERE WE'RE GOING TO GET CLOSING COMMENTS FROM OUR [X. Closing Comments - Dr. Ricardo Lopez] SUPERINTENDENT, DR. RICK LOPEZ. COMMITTEE MEMBERS, PRESIDENT MILLER, TRUSTEE GLICK, I JUST WANT TO THANK YOU ALL FOR COMING OUT TONIGHT. SECURITY IS PARAMOUNT, AND ACTUALLY, WHAT PEOPLE DON'T REALIZE, IT'S THE FOREFRONT OF OUR DISTRICT. I KNOW ACADEMIC PERFORMANCE AND PREPARING KIDS FOR COLLEGE CAREER AND LIFE IS THE SENSE OF WHAT WE'RE GRADED UPON. BUT WITHOUT HAVING A SECURE AND SAFE SCHOOL SYSTEM, WE'RE NOT BEING ABLE TO EVEN MOVE ONE STEP FORWARD. I THINK THAT WAS AN EXCELLENT QUESTION THAT YOU BROUGHT UP, AND I'M GLAD YOU BROUGHT IT UP ABOUT UNDERSTANDING WHERE WHAT NEEDS TO HAPPEN WITHOUT HAVING TO BE GIVING UP OUR ALL OUR SITES. UNFORTUNATELY, THE CRIMINAL ELEMENT IS A DANGEROUS ELEMENT, AND SOMETIMES WE TAKE IT FOR GRANTED EVERYBODY THINKS AND FEELS LIKE US AS GOOD PEOPLE. AND SO THERE'S A LOT OF UNDISCLOSED THINGS THAT WE'RE NOT ALLOWED TO TALK ABOUT. THAT'S WHY ON THESE MEETINGS, WE'RE ALLOWED TO MEET IN EXECUTIVE SESSION TO GO IN TOP SECRET THINGS THAT GO ON IN OUR DISTRICT. BUT I'M GOING TO HIGHLIGHT SOME THINGS THAT AREN'T TOP SECRET THAT GO ON IN OUR DISTRICT ON A DAILY BASIS. WE HAVE AN EXCELLENT PARTNERSHIP WITH OUR TRI-CITY AREA, AND I WANT TO THANK THE ROWLETT, THE GARLAND AND THE SACHSE POLICE FORCE. WHAT PEOPLE DON'T SEE IS ANY TIME THERE'S A PERCEIVED THREAT OF SELF HARM OR HARM ON OTHERS, COULD BE AT A SCHOOL, WHICH WE'VE SEEN A LOT AT SOCIAL MEDIA. IT COULD BE A SNAP. IT COULD BE ANYTHING. IT'S A 24 HOUR RESPONSE. IT'S NOT LIKE THEY SAY, WELL, WE'LL CATCH THAT KID IN THE MORNING. IT'S NOT LIKE THEY'LL SAY, WELL, IT COULD BE, YOU KNOW, KIDS BEING KIDS, RIGHT? ALL THREE OF OUR TRI-CITIES WILL GO AT ALL HOURS OF THE NIGHT AND KNOCK ON THE DOOR. NOW, I WANT YOU TO UNDERSTAND SOMETHING, WHEN THEY KNOCK ON THE DOOR, THEY'RE NOT ONLY [00:45:05] LETTING THE PARENT KNOW OF THE ALERT THAT THEY HAVE, BUT THEY TELL THE PARENT, WE NEED TO BE ABLE TO SEARCH THIS HOUSE TO MAKE SURE IT'S SECURE AND OUR PARENTS ALLOW THAT. THEY WANT TO MAKE SURE THAT OUR SCHOOLS ARE SECURE. THEY WANT TO MAKE SURE THERE'S NOT A THREAT. ANY PARENT THAT DOESN'T, I'M GOING TO TELL YOU THAT IT PROBABLY WON'T GO WELL IN THE LONG RUN BECAUSE PEOPLE WILL FIND OUT AND THEN THEY'LL SAY, HEY, WELL, YOU CAN'T ENCOURAGE YOUR KID ON THESE TYPE OF BEHAVIORS. IT'S NOT ACCEPTABLE TO GIVE A THREAT OVER SOCIAL MEDIA. I CAN'T SAY THAT WE'VE OFFICIALLY STOPPED ANYTHING, BUT WHEN KIDS KNOW THAT WE'RE GOING TO BE DILIGENT ON THOSE TYPE OF THINGS, IT'S AMAZING HOW IT CURTAILS A LOT OF UNWANTED BEHAVIOR. WE'VE ALSO WORKED ON THE VAPING ISSUE THAT'S GOING ON ACROSS AMERICA. YOU KNOW, THESE AREN'T GARLAND ISSUES. THESE ARE AMERICAN ISSUES THAT ARE GOING ACROSS. AND, YOU KNOW, KIDS ARE GETTING CITED FOR DISTURBING LAW ENFORCEMENT NOW. WHEN THOSE ALARMS GO OFF BECAUSE OF THE SMOKE THAT'S HAPPENING INSIDE THOSE RESTROOMS, THEY'RE GETTING CITED. GUESS WHAT? IT'S CURTAILED. IT'S SAD THAT CONSEQUENCE HAS TO HAPPEN IN ORDER TO CURTAIL UNWANTED BEHAVIOR. BUT I AM GOING TO SAY THIS, THAT GARLAND ISD STANDS STRONG IN OUR SECURITY PLATFORMS. ANYBODY WATCHING TODAY, I WANT YOU TO NOTICE SOME NUANCES. WE'RE NOT STATIC. WE COULD HAVE COME UP AND SAID, HEY, THESE ARE THE THINGS THAT WE'VE DONE AND WE'RE GOING TO CONTINUE TO DO. WE'RE ALWAYS LOOKING AT BEST PRACTICES, EVEN SOMETHING AS SIMPLE, THAT IS VERY COMPLEX, AS HAVING A NEUTRAL SITE FOR ANY TYPE OF EVACUATION. AND REMEMBER, IT DOESN'T HAVE TO BE--. IT COULD BE WEATHER RELATED. IT COULD BE POWER RELATED, YOUR WHOLE POWER GOES OUT AND YOU CANNOT HAVE ANYBODY PICKING UP AND YOU HAVE TO RELOCATE KIDS AND DO DIFFERENT THINGS. IT COULD BE SO MANY DIFFERENT THINGS THAT HAPPEN. BUT TO PUT THEM WITH ANOTHER SCHOOL JUST CAUSES MORE CONFUSION. IT CAUSES THE OTHER PARENTS TO WONDER WHAT'S GOING ON? WHY ARE THERE SO MANY CARS? BECAUSE EVERYBODY COMES TO PICK UP THEIR KID, RIGHT? WHY ARE THERE SO MANY CARS IN FRONT OF OUR SCHOOL? HOW AM I GOING TO PICK UP MY SCHOOL? AND IT JUST LEADS TO MORE QUESTIONS. I DO AGREE THAT WE HAVE TO BE VERY TRANSPARENT WITH THE UPCOMING YEAR WITH OUR PARENTS AND SAY, HEY, THESE ARE OUR NEW PROTOCOLS. BE AWARE. NOW I'M GOING TO SAY THIS, THIS IS THE DISCLAIMER, ANY TIME YOU'RE TRAINED ON SOMETHING AND IT'S NOT USED IMMEDIATELY, YOU FORGET. IN CRISIS SITUATIONS, YOU FORGET. SO EVEN THOUGH WE WILL TRAIN THEM, I EXPECT PEOPLE TO FORGET. THAT'S JUST THE NATURAL THING THAT'S GOING TO HAPPEN. AND IN THOSE INSTANCES, WE'RE GOING TO HAVE TO PROCEED WITH A LOT OF PATIENCE. SO I NEED YOU TO BE PROUD OF OUR SECURITY TEAM. WE PRAY THAT OUR SCHOOLS THAT ARE ALL SAFE EACH AND EVERY DAY, OUR KIDS ARE LEARNING AND OUR TEACHERS ARE THRIVING. SO IT WAS AN HONOR TO SEE YOU ALL PRESENT TODAY. THANK YOU, DR. LOPEZ, WHILE YOU'RE THERE, YOU KNOW, GOD FORBID THERE EVER BE AN INCIDENT EMERGENCY MANAGEMENT SITUATION, AND I KNOW WE WORK SO CLOSELY WITH ALL THE POLICE, FIRE, PARAMEDIC AND THOSE KIND OF THINGS, AND THOSE RESPONSES ARE PROBABLY THEY PRACTICE ALL DAY, EVERY DAY. BUT I WAS WONDERING IF WE HAVE AN EVENT AND WE'RE HAVING TO RELOCATE AND MAYBE THERE'S SOME EMOTIONAL STRESS DURING THE WHOLE PROCESS, WHETHER IT'S COUNSELING OR WHETHER IT'S ASSISTANCE FROM OUR NURSING CREW. I MEAN, WHAT KIND OF--? WHAT IS AVAILABLE, WHAT WILL BE MADE AVAILABLE TO HELP IN THOSE INSTANCES, COUNSELING OR, YOU KNOW, KIDS FALL AND GET SCRAPES ON THEIR LEGS, I MEAN, WHAT DO WE HAVE TO HELP CARE FOR KIDS IMMEDIATELY AFTER THAT EVENT? WELL, PART OF THE RESPONSE PACKAGE, IT DEPENDS ON WHAT'S HAPPENING, RIGHT? SO IF IT'S A TRAUMATIC EVENT, YOU DO HAVE COUNSELORS THAT ARE GOING TO BE AVAILABLE AND WE'LL DEPLOY OVER THERE. WE ARE GOING TO HAVE SAFETY AND SECURITY ALWAYS MONITORING THE SITUATION. AND OF COURSE, YOU'RE GOING TO HAVE YOUR NURSES. THAT TAKES CARE OF THE DAY. YOU'RE GOING TO HAVE EMS THERE, YOU'RE GOING TO HAVE FIREFIGHTERS THERE, YOU'RE GOING TO HAVE POLICE THERE. IT'S GOING TO BE AN ALL HANDS ON DECK. SO IT'S NOT LIKE IT'S JUST US ALONE. THE THING IS, THE AFTERMATH ON THE TRAUMA THAT MAY HAVE HAPPENED THAT YOU ALSO HAVE TO LOOK AT FOR THE LONG CARE, PSYCHOLOGICAL EFFECTS THAT MAY BE HAPPENING TO STAFF AND STUDENTS. THOSE ARE THE THINGS THAT WE HAVE TO ENSURE THAT WE PROVIDE SERVICES AND COUNSELING AND TAKE A DIFFERENT APPROACH WITH THOSE TYPE OF CAMPUSES. NOW, LET'S JUST SAY IT'S WEATHER, RIGHT? THANK GOD THAT WE HAD A TORNADO HIT IN A NEARBY DISTRICT LAST YEAR, AND WHEN IT WENT [00:50:08] THROUGH, LUCKY THERE WAS NO KIDS IN THE BUILDING, BUT IT REALLY DEVASTATED A BUILDING, RIGHT? THAT WILL BRING TRAUMA, THAT WILL BRING A LOT OF THINGS. SO, YOU KNOW THAT IF SCHOOL WAS IN SESSION IN ANY OF THE SCHOOLS, YOU'RE GOING TO HAVE A RESPONSE TEAM FROM EMS, YOU'RE GOING TO HAVE A RESPONSE TEAM FROM FIREFIGHTERS. WE'RE GOING TO HAVE OUR OWN PEOPLE. OUR PARENTS ARE GOING TO NEED SOME SUPPORTS AS WELL. AND IT'S AN ALL HANDS ON DECK THING. SO IT'S NOT JUST A MATTER OF CHECKING IN AND CHECKING OUT YOUR CHILD. SO IN ONE OF THOSE EVENTS LIKE THAT WHERE THERE'S DESTRUCTION OR TRAUMA OR EVEN, GOD FORBID, SHOOTING AND ALL THAT, I MEAN, WHO TAKES OVER THE SITE AT THAT POINT? WHO'S IN CHARGE OF THAT SITE, COORDINATING EVERYTHING THAT'S GOING ON? SO GENERALLY SPEAKING, SECURITY HAS THEIR PACKET AND THEY ARE OVERSEEING THE SITE. WHAT THEY WILL DO IS IS MAKE SURE EVERYTHING IS COORDINATED. NOW, WITHIN THAT FRAMEWORK, EACH OF THE CHIEFS, HEAD OF SECURITY, ASSISTANT SUPES WILL BE LOOKING OVER A JURISDICTION OF THAT SITE TO ENSURE THINGS ARE DONE. THE KEY IS TO NOT HAVE KEY PERSONNEL TIED DOWN, RIGHT? YOU NEED THEM ORCHESTRATING, LEADING AND DOING THOSE THINGS. SO THE MECHANICS OR THE OPERATIONS, I WILL SAY, HAS TO BE OVERSEEN BY PEOPLE THAT ARE CONSTANTLY BEING TRAINED ON THAT AND THE LOGISTICS, AND THAT WOULD BE THE SECURITY TEAM. OKAY. AND THEN LAST QUESTION I HAD, BEEN THINKING ABOUT THIS TODAY, IS I HEAR IT ALL THE TIME, IF YOU SEE SOMETHING, SAY SOMETHING. WHAT DOES THAT MEAN TO YOU? I MEAN, WHAT SHOULD THAT MEAN TO THE COMMUNITY? SO WHAT WE HAVE DONE AS A DISTRICT IS WE TOOK A VERY AGGRESSIVE APPROACH OF CREATING AN APP, AND THAT APP IS CALLED ANONYMOUS ALERTS. AND WE GET EVERYTHING ON THAT ANONYMOUS ALERT, OK? AND I'M GOING TO BE HONEST WITH YOU, SOME OF IT IS WHAT MOST PEOPLE WOULD THINK IS FRIVOLOUS, RIGHT? THEY'LL SAY, OH, YOU KNOW, SOMEBODY IS MAKING FUN OF SOMEBODY IN THE HALLWAY, RIGHT? THAT'S REALLY A SCHOOL ISSUE. BUT THE THING IS, IS WE GOT THAT OUTCRY, RIGHT? AND WE FILTER IT AND WE LET THE IF WE KNOW THE SCHOOL, WE LET EVERYBODY KNOW. AND SO WHAT IT DOES IS IT EMPOWERS PEOPLE FROM THE CRIMINAL ELEMENT, RIGHT? BECAUSE WHAT HAPPENS IN THE CRIMINAL ELEMENT, THERE'S A SENSE OF INTIMIDATION, A SENSE OF FEAR, A SENSE OF FACT THAT SOMEBODY MIGHT RETALIATE AGAINST US, RIGHT? AND WHEN YOU DO THAT ANONYMOUS ALERT APP, IT GIVES US THE LEVERAGE TO LOOK INTO THINGS THAT MOST LIKELY PEOPLE WOULDN'T TELL US AND THEY MIGHT NOT TELL US FOR A NUMBER OF REASONS. ACCESS TO AN ADULT THAT YOU TRUST IS THE NUMBER ONE THING THAT HELPS US OUT. SO IF THERE'S AN ADULT THAT YOU TRUST, YOU WILL GO TO THAT ADULT FIRST. BUT WHEN YOU SEE THINGS THAT DOESN'T NECESSARILY [INAUDIBLE] MEAN THAT ADULT IS THERE, RIGHT? SO THAT APP HAS ALLOWED US TO LOOK INTO A LOT OF DIFFERENT THINGS. AND SOME OF THOSE CASES ACTUALLY HAVE BEEN WHAT THEY HAVE LOOKED INTO WITH OUR POLICE DEPARTMENTS ON PEOPLE BEING CHARACTERIZED AS BEING A THREAT TO OUR SCHOOLS. SO WHEN WE SEE THOSE THINGS THAT HAPPENS. WE'LL GET SOMEBODY THAT--. A PERFECT EXAMPLE, ANONYMOUS ALERT. I KNOW SOMETHING. MY SON CAME HOME TODAY AND SAID SO-AND-SO HAD A GUN AT SCHOOL. WE IMMEDIATELY LOOK INTO IT, RIGHT? SO IT'S AFTER SCHOOL, SOUNDS LIKE, OKAY, WE'RE GOING TO HAVE TO WAIT TILL TOMORROW. WE CALL ONE OF THE PD UNITS. THE PD UNIT GOES AND VISITS THE CAMPUS--. I MEAN, THE HOUSE. THE HOUSE PERSON GOES, NO, THIS IS WHAT WE HAVE, AND IT TURNS OUT IT WAS A B.B. GUN. IT WASN'T NECESSARILY A PISTOL, BUT WE'RE ON IT RIGHT AWAY. WITHOUT THOSE ANONYMOUS ALERTS, WHAT WOULD HAPPEN? HOW WOULD THAT--. HOW WOULD THEY GET TO A SCHOOL AFTER HOURS AND MAKE THE REPORT? THEY WOULD HAVE TO WAIT TILL THE NEXT DAY. AND WORD GETS OUT THAT WE'RE BEING RESPONSIVE LIKE THAT. WE'RE LUCKY THAT A LOT OF THEM ARE THE GUNS AND THEY LOOK VERY REAL. THOSE B.B. GUNS DO. BUT IF WE DON'T ACT IMMEDIATELY, WE'RE TAKING A CHANCE. AND SO ANONYMOUS ALERTS, WHEN YOU SEE SOMETHING, SAY SOMETHING IS JUST THAT. LET US KNOW. WE'RE GOING TO LOOK INTO IT. WE WANT TO USE THE TIME TO KEEP OUR SCHOOL SAFE. OKAY. THANK YOU. MR. GLICK, YOU GOT ANY FURTHER QUESTIONS? ANYBODY AT ALL? THAT TAKES US THROUGH THE Q&A SESSION. I DO HAVE AVAILABILITY FOR EXECUTIVE SESSION, BUT I'M NOT AWARE OF AN ITEM THAT NEEDS TO BE DISCUSSED IN EXECUTIVE. SO THAT BEING THE CASE THEN, IT IS NOW 12:36 AND I'LL ANNOUNCE THE MEETING TO BE ADJOURNED. THANK YOU ALL FOR COMING. * This transcript was compiled from uncorrected Closed Captioning.
