WE ARE AT 5:24 I'M GOING TO CALL TO ORDER THE MEETING OF THE GARLAND INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES.

THIS IS A REGULAR MEETING.

IT'S TUESDAY, MAY 24TH OF 2022, AND I HAVE CALLED THE MEETING TO ORDER, WE DO HAVE A QUORUM . BEFORE WE START TONIGHT THERE ARE SOME DISTURBING THINGS THAT HAVE BEEN GOING ON DOWN THERE IN SAN ANTONIO, WE'VE HAD SOME SCHOOL SCHOOL SHOOTINGS GOING ON.

THERE'S BEEN A LOT OF LOSS OF LIFE.

AND I JUST THINK IT'S HEAVY ON ALL OF OUR MINDS UP HERE BECAUSE, YOU KNOW, THERE'S SO MANY PEOPLE, ESPECIALLY THAT WE KNOW THAT ARE SO INVOLVED WITH THESE KIDS AND TRYING TO RAISE THEM, TRYING TO TEACH THEM AND TRYING TO DO RIGHT THINGS.

AND FOR AN EVENT LIKE THIS TO HAPPEN, IT REALLY IMPACTS ALL OF US.

OUR HEARTS GO OUT TO THE FAMILIES AND ALL THE PEOPLE THAT ARE AFFECTED BY THIS.

SO WE'RE GOING TO HAVE A MOMENT OF SILENCE, IF YOU DON'T MIND.

MY HUSBAND AND I ARE BOTH GRADUATES OF GARLAND ISD, AND OUR TWO OLDER DAUGHTERS GRADUATED FROM GARLAND HIGH SCHOOL.

OUR YOUNGEST DAUGHTER GRADUATES IN JUST A COUPLE OF WEEKS AS A MEMBER OF THE GISD OR GHS EXCUSE ME, CLASS OF 2022.

WE'VE BEEN ACTIVE, INVOLVED PARENTS AT GARLAND HIGH SCHOOL FOR 12 CONSECUTIVE YEARS.

WE HAVE CONCERNS THAT WE WANT TO BRING TO YOUR ATTENTION.

DURING THE SCHOOL YEAR.

WE'VE HAD A TROUBLING EXPERIENCE, AND OUR CONCERN IS FOR CURRENT AND FUTURE GARLAND STUDENTS AND THEIR FAMILIES.

WE DO NOT WANT THEM TO SUFFER THROUGH A SIMILAR ORDEAL DUE TO LACK OF POLICY OR PROCEDURE.

AFTER OUR DAUGHTER, WHO WAS SERVING AS SENIOR CLASS PROM CHAIR, WAS BULLIED AND LIED ABOUT BY THE SENIOR CLASS SPONSOR WHO'S A TEACHER AT GHS, WE ENTERED THE FORMAL COMPLAINT PROCESS IN NOVEMBER OF 2021.

WHILE FOLLOWING GISD POLICY, OUR LEVEL ONE AND LEVEL TWO COMPLAINTS WERE POORLY HANDLED.

FOR MONTHS THAT WERE CRITICAL FOR PROM PLANNING.

WE WAITED FOR A RESOLUTION FROM DISTRICT ADMINISTRATION WHILE STRUGGLING WITHIN A HOSTILE ENVIRONMENT CREATED BY THE CLASS SPONSOR.

DURING THIS TIME, NOTHING ADEQUATELY CHANGED, AND OUR DAUGHTER RESIGNED FROM HER PROM POSITION IN FEBRUARY BECAUSE OF THE CONTINUED COMPETITIVE COMBATIVENESS OF THE SPONSOR.

AND THIS DECISION WAS HEARTBREAKING FOR A CHILD BECAUSE SHE WANTS TO STUDY SPECIAL EVENTS AND DESIGN.

ALTHOUGH WE FOLLOWED THE PROCEDURE OUTLINED ON THE WEBSITE AND IN BOARD POLICY, INCLUDING F AND G, FFI AND FFH, THERE SEEMED TO BE A DELAY IN RESOLUTION BECAUSE THE OFFENDER WHO BULLIED OUR DAUGHTER WAS NOT A STUDENT.

SHE WAS A TEACHER SLASH SPONSOR.

AT THE START OF THIS PROCESS, THE DISTRICT EMPLOYEES WE SPOKE WITH DID NOT SEEM TO KNOW WHETHER A COMPLAINT LIKE OURS SHOULD BE HANDLED THROUGH HUMAN RESOURCES OR THROUGH STUDENT SERVICES. WE WERE POINTED IN THE DIRECTION AT ONE TIME OF A GRIEVANCE PROCESS BY HR, BUT THAT WAS INCORRECT, AND IT RESULTED IN WASTED TIME AND EFFORT. IN SPEAKING OF STUDENT SERVICES, THE COMMENT WAS MADE THAT THIS CASE OF BULLYING IS DIFFERENT BECAUSE IT DIDN'T ORIGINATE FROM A STUDENT, IT CAME FROM A TEACHER.

WE'VE NOT BEEN ABLE TO FIND ANY POLICY THAT ADDRESSES CASES OF BULLYING WHEN THE OFFENDER IS A TEACHER OR STAFF MEMBER.

I ASKED YOUR LEGAL COUNSEL TO DIRECT ME TO BOARD POLICY THAT DEFINES SUCH A SITUATION, BUT SHE HAS NOT BEEN WILLING TO RESPOND.

SO FOR BOARD POLICY REGARDING VIOLATIONS OF THE STANDARDS SET FORTH IN GISD HANDBOOK, EMPLOYEE HANDBOOK AND THE TEAS EDUCATOR CODE OF CONDUCT, AGAIN, SHE'S BEEN UNWILLING TO TO RESPOND.

IN HER MISTREATMENT OF OUR DAUGHTER THIS SPONSOR VIOLATED AT LEAST TWO SECTIONS OF THE CODE OF ETHICS IN YOUR EMPLOYEE HANDBOOK STANDARD 3.2 AND STANDARD 3.3.

WE'VE GONE THROUGH THE REQUIRED CHANNELS AND WE FILED A LEVEL THREE APPEAL ON MAY 1ST.

BUT WE'RE BEING DENIED BY YOUR LEGAL COUNSEL, OUR RIGHT TO PRESENT TO YOU OUR COMPLAINT.

WE'RE REQUESTING THAT YOU, THE BOARD, HONOR GISDS WRITTEN POLICIES AND ALLOW OUR LEVEL THREE COMPLAINT TO BE HEARD AND FULLY ADDRESSED.

GRADUATING IN THE FIRST YEAR.

FIRST EXCUSE ME, FIRST GRADUATING CLASS OF GARLAND HIGH SCHOOL.

AND BOTH MY PARENTS AND MY SIBLINGS AND I ARE ALL GRADUATES OF GARLAND HIGH SCHOOL AND WHICH IS WHERE I TEACH.

GOOD AFTERNOON, TRUSTEE PRESIDENT MILLER, BOARD MEMBERS.

DR. LOPEZ, I WANT TO THANK YOU, FIRST OF ALL FOR YOUR SUPPORT FOR HEARING OUR VOICES AND FOR THE SALARY IMPROVEMENTS THAT MAKE US FEEL APPRECIATED.

THE ISSUE I WISH TO ADDRESS IS ONE OF FAIRNESS REGARDING THE RECOMMENDATION FOR THE PERFORMANCE INCENTIVE STOPPING THAT TO RETAIN HIGH QUALITY TEACHERS APPROVED AT THE LAST BOARD MEETING. THE RECOMMENDATION WAS PRESENTED AS A TEACHER INCENTIVE ALLOTMENT OR A TIA COMPARABLE PERFORMANCE STIPEND INTENDED FOR THE CORE CONTENT TEACHERS WHO EARN A DISTINCTION. THIS LEFT OUT A MUCH SMALLER GROUP OF TEACHERS WHO AT THE SAME TIME EARN THE SAME DISTINCTIONS AND WHO ALL FULFILLED ALL THEIR TIA QUALIFICATIONS AND REQUIREMENTS , PRIOR TO APRIL 29TH, WHICH IS THE DATE THE DISTRICT FIRST NOTIFIED US THAT TIA FAILED.

TIA WAS IMPLEMENTED BY THE DISTRICT AS A TWO YEAR PLAN TO REWARD TEACHERS WHO EARN A DISTINCTION.

THE DISTRICT GUIDEBOOK CONFIRMS THAT TEACHERS WERE IDENTIFIED, LETTERS OF INTENT FILED AND APPLICATIONS WITH THE TIA DESIGNATIONS WERE SUBMITTED BY THE DISTRICT TO THE TIA IN YEAR ONE, MYSELF AND OTHERS INCLUDED.

SO LET ME REPEAT THAT, THE DISTRICT SUBMITTED ALL OF OUR NAMES AT THE SAME TIME WITH TIA DESIGNATION.

ALSO IN YEAR ONE.

OUR GROUP WORKED ON CREATING PERFORMANCE RUBRICS FOR FINE ARTS, WHICH THE DISTRICT ADOPTED AND SERVE AS A MODEL FOR OTHER DISTRICTS.

I DON'T KNOW WHY TIA FAILED.

I DON'T KNOW IF THERE EVER CORE CONTENT TEACHERS WHO EARNED THE DISTINCTION PARTICIPATING IN TIA.

I'M NOT SURE WHICH CORE CONTENT TEACHERS ARE GETTING, BUT WE ARE SURE THAT THE CORE CONTENT TEACHERS ARE GETTING THE PERFORMANCE STIPEND, BUT WE ARE NOT.

THIS SMALL GROUP OF TEACHERS WILL NOT RECEIVE THE PERFORMANCE PAY REGARDLESS OF THEIR PERFORMANCE, REGARDLESS OF TEACHER APPRAISALS, REGARDLESS OF SPENDING THE SCHOOL YEAR, COMPLETING STUDENT GROWTH MEASURES, AND REGARDLESS OF TWO HARD YEARS THE PREPARATIONS AND DATA SUBMISSIONS.

AND IT JUST DOESN'T SEEM FAIR.

WE WANT YOU TO KNOW THAT EVERY DAY WE WORK JUST AS HARD AS THOSE RECEIVING THE STIPEND AND WE TEACH THE SAME STUDENTS.

WE ARE ALL IMPORTANT.

WE ARE ALL HIGH QUALITY, EFFECTIVE TEACHERS AT THE TOP OF OUR FIELD.

AND WE WERE ALL DISTINGUISHED WITH TIA DESIGNATION BY THE DISTRICT IN THE SAME YEAR.

TO ENSURE FAIRNESS WE ASK THAT ALL DISTRICT DESIGNATED TEACHERS ARE EQUALLY CONSIDERED AT A TIME WHEN SO MANY TEACHERS WERE RELUCTANT TO TAKE ON MORE THAN ONE MORE THING. AND BELIEVE ME, THE REQUIREMENTS TO FULFILL THE TIA QUALIFICATIONS WERE EXHAUSTING.

WE WERE THE BELIEVERS. WE COMPLETED WHAT WAS ASKED OF US BECAUSE WE BELIEVE IN THE DISTRICT.

MY NAME IS ELAINE BLACKER AND I AM ENTERING MY SEVENTH YEAR AS AN ART TEACHER AT WEAVER ELEMENTARY.

I AM PASSIONATE ABOUT EXPOSING MY STUDENTS TO THE ARTS AND GRATEFUL FOR SUCH A SUPPORTIVE TEACHING TEAM AND SCHOOL.

MY COMMENTS TODAY ARE INTENDED TO CREATE AN AWARENESS OF AN EXISTING SITUATION THAT IS AFFECTING THE MORALE OF MANY, MANY TEACHERS.

I LOOKED UP INCENTIVE AND IT IS DEFINED AS A THING THAT MOTIVATES OR ENCOURAGES ONE TO DO SOMETHING.

A PAYMENT OR CONCESSION TO STIMULATE GREATER OUTPUT OR INVESTMENT.

THE INITIAL OFFER OF THE PERFORMANCE INCENTIVE STIPEND WAS A WAY TO MOTIVATE TEACHERS TO GIVE THE STUDENTS THEIR BEST.

IT STIMULATED TEACHERS TO THINK CREATIVELY, TO INVEST IN THEIR CHILDREN, AND TO GO TO GO THE EXTRA MILE, KNOWING THAT BOTH STUDENTS AND TEACHERS WOULD REAP THE BENEFITS OF THE REWARD. WHAT BETTER PLAN THAN TO LAY OUT MEASURABLE, TANGIBLE AND ATTAINABLE GOALS FOR THOSE WHO CHOSE TO PARTICIPATE? AS A SECOND YEAR PARTICIPANT IN THE TIA PROGRAM, I'D LIKE TO EXPRESS THE DISAPPOINTMENT THAT MANY TEACHERS ARE FEELING BECAUSE OF THE FAILURE OF THE DISTRICT TO COMPENSATE, AS PROMISED, THOSE WHO PUT IN HOURS OF EXTRA WORK AND MET ALL OF THE CRITERIA.

DISAPPOINTMENT CAN RESULT IN DISCOURAGEMENT.

DISCOURAGEMENT CAN AFFECT THE CLIMATE OF THE CLASSROOM AND THE ENTIRE EDUCATIONAL PROCESS.

WHEREAS AFFIRMATION COMMUNICATES VALUE TO THE TEACHERS.

BOTH PERSPECTIVES, DISCOURAGEMENT AND AFFIRMATION HAVE A RIPPLE EFFECT TOUCHING THE STUDENTS AND THEIR PARENTS.

A TEACHER WHO FEELS UNDERVALUED HAS DIMINISHED LOYALTY AND THEIR WORK WILL LIKELY SUFFER IF THEY CHOOSE TO STAY AT ALL.

IN CONTRAST, WHEN TEACHERS FEEL VALUED, THEY WILL GO ABOVE AND BEYOND WHAT IS EXPECTED EVERY TIME.

UNFORTUNATELY, WE ARE ALREADY HEARING FEEDBACK FROM COLLEAGUES IN OTHER LOCAL DISTRICTS LEWISVILLE, CARROLLTON AND RICHARDSON IN PARTICULAR, WHO ARE AWARE OF WHAT IS HAPPENING IN OUR DISTRICT AND HOW IT IS TAKING A TOLL ON OUR TEACHERS.

THE MONETARY AGREEMENT WAS DEFINITELY A SIGNIFICANT FACTOR FOR THOSE WHO CHOSE TO PARTICIPATE.

ALMOST ALL OF MY ART TEACHER, FRIENDS AND COLLEAGUES HAVE EITHER A SECOND OR SOMETIMES EVEN A THIRD JOB TO MAKE ENDS MEET, MYSELF INCLUDED.

WE WANT YOU TO KNOW THAT EVERY DAY WE WORK JUST AS HARD AS THOSE RECEIVING THE STIPEND AND WE TEACH THE SAME STUDENTS.

WE ARE ALL IMPORTANT.

WE ARE ALL HIGH QUALITY, EFFECTIVE TEACHERS AT THE TOP OF OUR FIELD.

AND WE WE WERE ALL DISTINGUISHED WITH TIA DESIGNATION BY THE DISTRICT IN THE SAME YEAR.

TO ENSURE FAIRNESS, WE ASK THAT ALL DISTRICT DESIGNATED TIA TEACHERS ARE EQUALLY CONSIDERED.

AND THIS IS MY SECOND YEAR TEACHING ELEMENTARY MUSIC IN GARLAND ISD.

I WOULD LIKE TO THANK YOU FOR YOUR SUPPORT DURING THIS DIFFICULT TIME.

I KNOW THAT MUCH HAS BEEN ASKED OF YOU IN THE PAST COUPLE OF YEARS AND YOU HAVE WORKED SO HARD TO ENSURE THE CONTINUING QUALITY OF OUR DISTRICT.

I WOULD ALSO LIKE TO ADDRESS THE ISSUE OF THE PERFORMANCE INCENTIVE STIPEND THAT IS BEING OFFERED TO COHORT C, AND AT THE BEGINNING OF THE YEAR, ALL TEACHERS WERE PRESENTED WITH AN OPPORTUNITY TO PARTICIPATE IN TIA.

THE REQUIREMENTS WERE RIGOROUS AND IT WAS A DIFFICULT UNDERTAKING, BUT WE DID IT.

THIS YEAR FOR EXAMPLE, I PUT ON SEVEN MUSICALS AND PROGRAMS, FIVE CHOIR PERFORMANCES.

I BROUGHT STUDENTS TO UIL, PTA REFLECTIONS DISTRICT CHOIR.

I HAD AN INSTRUMENTAL PERFORMING GROUP.

I COLLECTED DATA FROM MY FOURTH GRADERS AND I ACHIEVED A PERFECT T-TEST SCORE ALL WHILE COMPLETING MY USUAL TEACHING DUTIES IN ORDER TO BE ELIGIBLE.

THE EXTRA REHEARSALS AND WORK TO DO THIS TOOK PLACE PRIMARILY OUTSIDE OF CONTRACT HOURS.

THE PERSONAL TOLL THAT THIS TOOK WAS SIGNIFICANT, BUT QUITTING WAS NOT AN OPTION BECAUSE MY FAMILY NEEDED THE MONEY AND THE EXTRA INVOLVEMENT IS GOOD FOR MY STUDENTS.

THE NEWS THAT TIA HAD FAILED WAS DEVASTATING.

YOU SEE, THIS WAS NOT EXTRA INCOME FOR US.

IT WAS NECESSARY.

MY HUSBAND AND I ARE BOTH TEACHERS AND THIS FUNDING, NEARLY $60,000 THAT HAD BEEN PROMISED WAS OUR TICKET TO A HOUSE DOWN PAYMENT, GRAD SCHOOL AND EVEN SAVING TO HAVE CHILDREN ONE DAY. AND NONE OF THESE THINGS WE CAN DO ANYMORE.

I'M TELLING YOU THIS BECAUSE MY STORY IS THE SAME AS MANY, IS THE SAME AS MANY THAT WE ARE REPRESENTING TODAY.

TEACHERS IN COHORT C ARE BEING GIVEN A PERFORMANCE STIPEND BECAUSE OF TIA FAILURE, BUT COHORT D HAS NOT BEEN OFFERED THE SAME DESPITE HAVING COMPLETED THE SAME WORK.

WE ARE HERE TO REQUEST VERY RESPECTFULLY THAT THIS COURTESY BE EXTENDED TO THE TEACHERS IN COHORT D WHO COMPLETED THE STATED REQUIREMENTS AS WELL.

WE BELIEVE THAT THIS IS THE BEST COURSE OF ACTION TO RESTORE OUR TRUST IN THE DISTRICT LEADERSHIP AND TO SHOW TEACHERS THAT WE ARE ALL VALUED AND EQUAL.

THIS YEAR, OUR DISTRICT WAS VOTED ONE OF THE BEST COMMUNITIES FOR MUSIC EDUCATION FOR THE 13TH YEAR IN A ROW.

WE ARE SO PROUD.

WE REALLY ARE. BUT SUCH DISTINCTIONS IN QUALITY OF EDUCATION WILL NOT CONTINUE TO HAPPEN WITHOUT AN EFFORT TO RETAIN THE WONDERFUL EDUCATORS THAT WE ALREADY HAVE.

AND WE BELIEVE THAT SHOWING EQUALITY, SENSITIVITY AND HUMANITY IN MATTERS LIKE THIS IS A WONDERFUL START.

WE NEED TO KEEP OUR TEACHERS FOR THE GOOD OF OUR STUDENTS AND OUR COMMUNITY.

AND SO WE ASK TO BE TREATED IN THE SAME MANNER AND WITH THE SAME RESPECT FOR OUR ACCOMPLISHMENTS AS THOSE ALREADY RECEIVING THE PERFORMANCE STIPEND.

WE ALSO WANTED TO SHARE WITH YOU OUR NEXT AND UPCOMING CAMPAIGNS THAT WE ARE GOING TO BE SPEAKING TO YOU ABOUT.

AND I'D LIKE TO THANK MY OPPONENT, MR. DUCKWORTH, BECAUSE I THINK WE RAN THE TYPE OF ELECTION THAT I WOULD HAVE HOPED WOULD HAVE BEEN RUN WHERE WE TALKED ABOUT ISSUES.

BEFORE SHE BECAME A TEACHER IN 2006, SHE WORKED IN PHARMACEUTICAL SALES.

WHILE SHE DID NOT START HER CAREER IN EDUCATION, SHE KNEW THAT WHEN SHE TRANSITIONED INTO THE EDUCATIONAL PROFESSION THAT SHE HAD FOUND HER TRUE PASSION. MS. FAIRFAX HAS BEEN DEDICATED TO THE FIELD OF EDUCATION FOR NEARLY 18 YEARS NOW.

AS AN EDUCATOR, SHE HAS SERVED YOUNG LEARNERS AS A SPECIAL EDUCATION RESOURCE TEACHER AN ENGLISH LANGUAGE ARTS AND READING TEACHER, A HEALTH AND PE TEACHER, AND AS AN AVID TEACHER BEFORE SUPPORTING TEACHERS AS A CAMPUS INSTRUCTIONAL COACH.

IT WAS 2 HOURS OR 3 HOURS FILLED, FILLED WITH SCENARIOS AND YOU REALLY DON'T KNOW THAT YOU NEED SOME MENTAL HEALTH WARNINGS OR SOME SEL WARNINGS UNTIL YOU GET TO PARTICIPATE AND GO THROUGH SOME OF THOSE SCENARIOS.

SO A BIG SHOUT OUT TO OUR COUNSELING DEPARTMENT FOR PUTTING THAT ON.

I ALSO THE CITY HOSTED THE CINCO DE MAYO CELEBRATION THAT WAS OVER AT WINTERS PARK.

THAT WAS A GREAT TURNOUT AND A GREAT FESTIVAL.

I HAVE COMPLETED PHASE ONE OF THE MISS INTERNATIONAL AGENT ASIAN PAGEANT AND IT IS VERY INTERESTING AND THE GUIDELINES AS A JUDGE TO GET THAT DONE.

WE WILL BE COMPLETING THAT ON THE 11TH OF JUNE, AND YOU WILL GET SOME FURTHER INFORMATION FROM MS. HOGAN ON THAT.

THE OTHER THING, I HAD THE PLEASURE OF ATTENDING DALLAS COLLEGE, THE FIRST GRADUATION I HAVE ATTENDED SINCE THEY HAVE MERGED AS DALLAS COLLEGE AND WAS ABLE TO SEE OUR STUDENTS RECEIVE THEIR ASSOCIATE'S DEGREE IT'S NOTHING MORE HUMBLING THAN TO BE IN THE PRESENCE OF OUR SENIORS RECEIVING THEIR ASSOCIATE'S DEGREE BEFORE THEY RECEIVE THEIR HIGH SCHOOL DIPLOMA. SO I ATTENDED THAT VERY WELL AND I THINK THE TRIPLE C IS A GREAT HOST FOR THAT EVENT.

SACHSE, I SAW GARLAND AND RIGHT IN FRONT OF US WAS SOUTH, AND ALTHOUGH I COULDN'T SEE WHAT THE OTHERS WERE DOING, I COULD SEE AND HEAR EVERYTHING WITH SOUTH GARLAND WAS DOING AND SOUTH WAS DEFENDING NAAMAN BECAUSE THEY'RE PART OF THE GISD, BUT IN A VERY JUST PRIDEFUL WAY.

IT'S AMAZING HOW STUDENTS CAN UNDERSTAND THAT THE BRAND OF THE ENTIRE DISTRICT MEANS MORE THAN THE INDIVIDUAL SCHOOL AND THAT UNITY AND EVERYTHING THAT ARE BROUGHT ABOUT. AND, YOU KNOW, I WENT OUT THERE, I SAW SOME NORTH BASEBALL PLAYERS AS WELL.

AND I THOUGHT, MAN, WHAT A GREAT COMMUNITY THAT WE HAVE THAT THEY UNDERSTAND THAT THE GARLAND ISD MEANS ALL OF US.

AND THAT'S THE GISD EFFECT THAT WE MIGHT WANT TO BEAT EACH OTHER WHEN WE COMPETE.

BUT YOU KNOW WHAT? WE'RE PART OF THE GISD FAMILY.
