GOOD EVENING.

TONIGHT IS A REGULAR MEETING OF THE GARLAND INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES.

I HAVE DETERMINED THERE IS A QUORUM.

IT IS 5 P.M.

AND LET'S STAND FOR THE PLEDGE OF ALLEGIANCE.

WE'LL MOVE TO ITEM THREE IN THE AGENDA, WHICH IS ITEM 3A, WHICH IS TO CONDUCT A PUBLIC MEETING ON THE DISTRICT'S SAFE RETURN TO IN-PERSON INSTRUCTION AND CONTINUITY OF

[III.A. Conduct a Public Meeting on the District’s Safe Return to In-Person Instruction and Continuity of Services Plan – Renee]

SERVICES PLAN.

THIS WILL BE A PUBLIC MEETING, AND THERE WILL BE AN OPPORTUNITY FOR A PUBLIC FORUM LATER.

MS. HOGAN, WERE THERE ANY CARDS FOR THIS PARTICULAR.

NO, SIR [INAUDIBLE].

I'M GOING TO GO AHEAD AND OPEN THE PUBLIC MEETING AT 5:01.

AND NURSE RENEE KOTSOPOULOS, PLEASE, YOU MAY BEGIN.

GOOD EVENING, PRESIDENT JOHNSON, BOARD OF TRUSTEES AND SUPERINTENDENT DR.

LOPEZ. I JUST WANT TO GO OVER A LITTLE BIT OF INFORMATION ABOUT OUR RETURN TO IN-PERSON INSTRUCTION AND CONTINUITY OF SERVICE PLAN.

AS WE DISCUSSED LAST TIME, I GAVE YOU A LITTLE BIT OF A YEAR TO DATE, YEAR TO YEAR COMPARISON BETWEEN YEAR ONE AND THEN YEAR TWO LAST YEAR.

AND AS YOU CAN SEE, WE HAD A HUGE INCREASE IN THE NUMBER OF CASES.

THIS KIND OF LEADS TO THE CONCLUSION THAT WE HAVE GOOD SAFETY MEASURES IN PLACE.

WE DO THE BEST THAT WE CAN DO.

IT'S A VIRUS. IT'S UNCONTROLLABLE WHEN IT'S SPREADING THROUGHOUT OUR SCHOOLS.

BUT WE CAN TRY TO LIMIT THE NUMBER OF CASES IN OUR DISTRICT BY PUTTING IN PRECAUTIONS.

WE DID REACH OUT WITH THE RECOMMENDED CHANGES TO ALL THE STAKEHOLDERS IN OUR AREA TEACHERS, PARENTS, COMMUNITY GROUPS, CAMPUS ADMINISTRATION, NURSES.

THE DIC CONDUCTED SEVERAL IN PERSON, NOT PERSON IN PERSON, BUT VIRTUAL MEETINGS ALSO PUT THE HANDBOOK OUT FOR COMMENT AND WE DID GET SOME COMMENT BACK.

[INAUDIBLE] WHAT WE FOUND WAS THE HIGHEST PRIORITY FOR THE PEOPLE THAT RESPONDED TO OUR SURVEY WAS OBVIOUSLY CLEANING AND SANITATION.

BUT WHAT REALLY STRUCK ME AGAIN WAS THE SOCIAL, EMOTIONAL AND MENTAL HEALTH SERVICES THAT ARE NEEDED IN OUR DISTRICT, 78.5% OF THE PARTICIPANTS SAID THAT THAT IS THEIR HIGHEST PRIORITY.

AND SO A LOT OF OUR FOCUS WILL BE ON THAT THIS YEAR, AS WELL AS THE OTHER ITEMS WE ARE RECOMMENDING THAT WE MOVE THE PLEXIGLASS, WE REMOVE THE REQUIREMENT FOR PLEXIGLASS IN THE CAFETERIA AS WELL AS IN THE CLASSROOMS. PLEXIGLASS CAN STILL REMAIN IN THE CAFETERIA UPON PARENTAL REQUEST.

WE ARE GOING TO TURN THE WATER FOUNTAINS BACK ON.

HOWEVER, WE STILL HIGHLY ENCOURAGE EVERYONE TO BRING A CLEAR WATER CONTAINER.

WE HAVE WATER BOTTLE FILLING STATIONS IN EVERY CAMPUS AND THOSE WILL BE AVAILABLE.

WE'LL STILL HAVE THE WATER PITCHERS IN THE CAFETERIA WHERE THEY'LL BE ALLOWED TO FILL UP THEIR WATER BOTTLES WHEN THEY GO TO LUNCH, THIS WILL CUT DOWN ON THE UNNECESSARY VISITS, GO AND GET THE SMALL CUPS AND GETTING WATER AND HAVING TO LEAVE CLASSROOM TO DO THAT.

SOME PARENTS DO NOT WANT THEM TO USE WATER CONTAINER AND THEY WANT THEM TO USE THE WATER FOUNTAINS.

PARENTS WILL BE ALLOWED IN THE BUILDING TO PICK UP THEIR ILL CHILD.

THERE'S NO REASON TO KEEP THEM OUTSIDE, SO WE WILL ALLOW THEM INTO THE BUILDING.

ALL PARENTS ARE ALLOWED IN THE BUILDING AT ANY TIME.

THERE ARE NO RESTRICTIONS AT THIS TIME EXCEPT WHEN IT COMES TO FIRE SAFETY OR IF THERE'S JUST NOT ENOUGH ROOM IN THE IN THE SPACE THAT WE'RE HOLDING AN EVENT . WE'RE GOING TO CONTINUE OUR CENTRALIZED TRACING, CONTINUE OUR COVID TESTING ON CAMPUSES IN THE PDC.

I'VE ALREADY APPLIED FOR RESOURCES FOR NEXT YEAR, SO THAT CAN CONTINUE.

STAFF ARE ALLOWED TO RETURN ON DAY SIX IF SYMPTOM FREE AFTER A POSITIVE COVID TEST, BUT THEY MUST BE WEARING A WELL-FITTING MASK FOR THE REMAINDER OF THE TEN DAYS.

IF STUDENT IS UNVACCINATED, THEY WILL BE ALLOWED TO RETURN ON DAY FIVE.

ALL THEY HAVE TO DO IS PROVIDE A NEGATIVE PCR TEST.

THERE ARE SOME PCR TESTS OUT THERE THAT ARE SAME DAY TURNAROUND NOW SO WE WILL ALLOW THAT .

[00:05:02]

HOME ADMINISTERED COVID TESTS.

WE ARE GOING TO ALLOW THAT THERE ARE SOME STIPULATIONS TO THAT.

THE STUDENT'S NAME HAS TO BE WRITTEN ON THE TEST AS WELL AS THE DATE THAT THE TEST WAS TAKEN.

AND THEN FOR STAFF MEMBERS, IT WILL HAVE TO.

IF WE DO PUT OUT COVID LEAVE BENEFITS THIS COMING YEAR, IT'LL HAVE TO BE A MEDICALLY WITNESSED TEST IN ORDER TO QUALIFY.

AIR HAND DRYERS WILL BE TURNED BACK ON, NOT IN EVERY INSTANCES.

IF IT'S IN LIKE A KINDERGARTEN CLASSROOM WHERE THAT IS THEIR PLACE TO DO A LOCKDOWN, THEN THOSE WILL NOT BE TURNED ON.

OR IF IT'S BY A CLASSROOM THAT IT GOING ON ALL DAY LONG WOULD IMPEDE THE EDUCATIONAL PROCESS, WE CAN MAKE EXCEPTIONS FOR THOSE CLASSROOMS. THIS YEAR, WE'RE HOPING THAT WE JUST ACT AND STOP REACTING.

SO WE MIGHT HAVE A COVID SURGE, BUT WE DON'T NEED TO REACT TO IT ANYMORE.

WE KNOW THAT WE WILL GET THROUGH IT.

WE'LL HAVE A SPIKE.

IT'LL PEAK AND THEN I'LL GO BACK DOWN.

GETTING VERY, YOU KNOW, GOING AROUND TALKING ABOUT IT, GIVING ANXIETY TO THE KIDS IS NOT A GOOD WAY TO APPROACH IT. WE JUST HAVE TO BE CALM IF AND JUST DO OUR COVID TRACING THE BEST THAT WE CAN.

WE'RE GOING TO UTILIZE OUR COVID 19 COLOR LEVELS.

THOSE WERE VERY EFFECTIVE THIS YEAR.

SO WE'LL CONTINUE TO THOSE TO USE THOSE.

SO IF WE NEED TO PULL BACK ON CERTAIN THINGS, WE'LL PULL BACK ON CERTAIN THINGS.

WE'RE GOING TO FOCUS ON MENTAL HEALTH, UTILIZING HAZEL HEALTH AND SOME OTHER MENTAL HEALTH PROGRAMS THAT THANK YOU THAT YOU APPROVED.

AND THEN WE NEED TO FOCUS OUR OUR FOCUS IS ON EDUCATION AGAIN.

AND DOES ANYBODY HAVE ANY QUESTIONS? BOARD MEMBERS, ANY QUESTIONS OF NURSE KOTSOPOULOS? OKAY. THANK YOU ALL SO MUCH.

I ACTUALLY HAVE OK OK.

I'M SORRY. IF YOU CAN GO BACK TO THE RECOMMENDATIONS PAGE.

HERE WE GO. NO, THAT'S NOT IT.

ALL RIGHT. OK OK.

THE WARNING SAYS IF THE STUDENT IS UNVACCINATED, THEY'LL BE ALLOWED TO RETURN ON DAY FIVE WITH A NEGATIVE PCR TEST.

WHAT IS THE POLICY FOR VACCINATED STUDENTS? IF STUDENT IS VACCINATED AND THEY ARE SYMPTOM FREE, THEY ARE ALLOWED TO REMAIN IN SCHOOL.

AND WITH RESPECT TO THE HOME ADMINISTERED COVID TEST, YOU SAY WITH STIPULATIONS.

I NOTICED BECAUSE I'VE HAD ORIGINALLY I WAS PLANNING TO TRAVEL OUT OF THE COUNTRY AND YOU, AT LEAST UNTIL A COUPLE OF WEEKS AGO, NEEDED A NEGATIVE TEST TO RETURN.

ONE OF THOSE TESTS COULD BE ADMINISTERED AT HOME, BUT IT WAS MONITORED BY A MEDICAL PROFESSIONAL THROUGH A STREAMING SERVICE.

IS THAT WHAT WE'RE DISCUSSING OR ARE WE JUST DISCUSSING THE STANDARD KIND OF LIKE ALMOST RAPID HOME TEST? WE'RE DISCUSSING THE RAPID HOME TESTS.

THE GOVERNMENT IS PUTTING THESE OUT.

YOU CAN ORDER THEM ONLINE FOR FREE.

I THINK THE FDA HAS DONE A GREAT JOB OF WEEDING OUT ALL THOSE UNAUTHORIZED TESTS THAT ARE OUT THERE.

SO, YOU KNOW, I USED TO GET THEM EVERY WEEK.

ONE OR TWO THINGS WERE BEING PULLED OFF THE SHELF FOR THE HOME RAPID TESTS.

SO I THINK THEY'VE DONE A GOOD JOB OF GETTING THEM OUT THERE.

THEY'RE PROBABLY JUST AS ACCURATE.

SOME OF THEM ARE [INAUDIBLE] THE SAME TESTS WE USE.

AND SO WE'RE GOING TO CONSIDER ALLOWING THAT.

I GUESS THE CONCERN THAT SOME PEOPLE ARE PROBABLY GOING TO EXPRESS, INCLUDING MYSELF, IS THAT IF IT'S BEING DONE AT HOME WITHOUT ANY TYPE OF MONITORING, THERE'S NOTHING THAT STOPS SOMEBODY FROM BASICALLY BASICALLY GIVING A HOME TEST TO A HEALTHY PERSON AND TURNING THAT IN AS THE CHILD IN ORDER TO GET THEM BACK INTO SCHOOL. CORRECT. YEAH.

SO WE'RE GOING A LITTLE ON THE HONOR SYSTEM HERE.

YEAH, RIGHT. AND WE'VE ALWAYS FUNCTIONED THAT WAY BEFORE, TOO.

YOU KNOW, THERE ARE PARENTS THAT KNOW THEIR KIDS ARE SICK WITH FEVER AND THEY GIVE THEM TYLENOL AND THEY BRING THEM TO SCHOOL.

IT'S THE HONOR SYSTEM.

IT'S THE SAME WAY.

SO I THINK GIVING PARENTS A LITTLE BIT MORE FLEXIBILITY SO THEY DON'T HAVE TO TAKE THEM FOR AN ACTUAL TEST.

NOW, IF SOMEONE PRESENTS AND THEY ARE SYMPTOMATIC, THEY HAVE A HIGH FEVER, THEY STILL HAVE TO FOLLOW OTHER COMMUNICABLE DISEASE REQUIREMENTS TO RETURN. SO THEY STILL HAVE TO BE FEVER FREE FOR 24 HOURS.

THESE WOULD BE YOUR KIDS THAT ARE HAVING A LITTLE BIT OF ALLERGY SYMPTOMS. MOST OF THE TIME WHEN WE GET A HOME ADMINISTERED TEST THAT THEY SENT TO US, IT'S USUALLY A POSITIVE TEST THAT THEY'RE SAYING THEY WANT THEIR CHILD TO BE EXCUSED FROM SCHOOL.

WE DON'T GET TOO MANY NEGATIVE TESTS.

WE ALSO HAVE THEM ON OUR CAMPUSES.

SO WHAT WILL HAPPEN IS THEY HAVE THEY TAKE A TEST AT HOME.

[00:10:03]

THEY SAY THAT THEY'RE NEGATIVE.

THEY'LL COME INTO THE CLINIC.

IF WE FEEL LIKE THEY'RE STILL ILL, WE'LL ASK IF WE CAN ADMINISTER ANOTHER COVID TEST.

SO WE'LL STILL HAVE THAT ABILITY TO TO RULE OUT THOSE TYPE OF SCENARIOS.

ANYTHING ELSE? ALL RIGHT.

THANK YOU, NURSE. THANK YOU.

SEEING THAT THERE'S NOTHING ELSE, I'M GOING TO GO AHEAD AND CLOSE THIS SECTION OF THE PUBLIC MEETING OR ASK FOR A MOTION TO CLOSE.

MR. PRESIDENT, I MAKE A MOTION TO CLOSE THE PUBLIC MEETING.

SEEING A MOTION AND A SECOND.

ALL THOSE IN FAVOR OF CLOSING THE PUBLIC MEETING RAISE YOUR HAND.

THAT MOTION PASSES FIVE ZERO.

SO THE PUBLIC MEETING IS CLOSED FOR ITEM 3A AT 5:10 P.M..

[III.B. Conduct a Public Meeting on the District’s 2022-2023 Budget and Proposed Tax Rate – Dr. Brent Ringo and Brandy Mayo]

NEXT ITEM UP IS ANOTHER PUBLIC MEETING ON AGENDA ITEM 3B CONDUCT A PUBLIC MEETING ON THE DISTRICT'S 2022-2023 BUDGET THE PROPOSED TAX RATE.

I'M GOING TO GO AHEAD AND OPEN THIS MEETING AT 5:11.

MS. HOGAN, DO WE HAVE ANY CARDS FOR THIS MEETING? SEEING THERE ARE NO CARDS, I'M GOING TO GO AHEAD AND ALLOW YOU TO SPEAK ON THIS ISSUE MS. MAYO.

HI. GOOD EVENING.

PRESIDENT JOHNSON, BOARD OF TRUSTEES.

DR. LOPEZ, WE ARE HERE TO PRESENT OUR 22-23 BUDGET AND PROPOSED TAX RATE.

OUR 22-23 GENERAL FUND BUDGET ASSUMPTIONS AS WE ARE PLANNING TO BE CLOSE TO FULLY OPERATIONAL IN FISCAL YEAR 23, OUR CAMPUSES AND DEPARTMENTS ARE STILL OPERATING UNDER 12% REDUCTIONS.

OUR FISCAL YEAR WILL START JULY 1ST 22 AND END JUNE 30TH 23.

OUR TAXABLE ASSESSED VALUE GROWTH IS 10%.

BUT WE JUST WANT YOU ALL TO KEEP IN MIND THAT THAT COULD CHANGE WITH THAT INFORMATION AND UPDATES.

OUR M&O TAX RATE IS RIGHT NOW PLANNED TO BE COMPRESSED TO 0.9053.

AND WE'LL TALK ABOUT THE OVERALL IMPACT OF THAT COMPRESSION LATER ON IN THE PRESENTATION.

AND AS TRADITIONALLY WE BUDGET AT A 98% TAX COLLECTION RATE AND OUR AVERAGE DAILY ATTENDANCE IS 47, 883. MANY OF THE THINGS THAT WE'RE GOING TO TALK ABOUT TONIGHT, EVERYONE ON THE BOARD HAS ALREADY HEARD AND THEY HAVE BEEN PRESENTED IN PUBLIC MEANING FOR THE COMMUNITY CONSUMPTION. SO WE'LL MOVE THROUGH HERE QUICKLY UNLESS THERE'S ADDITIONAL QUESTIONS.

THESE ARE GENERAL FUND BUDGET UNKNOWNS.

OUR CCMR INFORMATION IS NOT PRESENTED TO US UNTIL ABOUT MID-YEAR, SO WE ARE BASING THAT ON FORECASTED INFORMATION AS WE HAVE DONE IN THE PAST.

OUR CENSUS BLOCK DATA HAS IS ALSO DELIVERED TO US A LITTLE BIT LATER IN THE YEAR.

SO WE ARE USING THAT INFORMATION THAT'S FORECASTED AND IT WILL BE COMMUNICATED TO US FROM TEA.

WE DO DO EXPECT TO SEE SOME ATTENDANCE RATE FLUCTUATIONS.

WE'LL TALK ABOUT SOME ADA AND A VISUAL PRESENTATION HERE IN JUST A MINUTE.

WE'LL BE REVIEWING CONSTANTLY REVIEWING VACANCIES TO SEE WHERE WE ARE AS WE GO THROUGH NEXT YEAR.

GAS UTILITY PRICES ARE VOLATILE RIGHT NOW.

AND WE'LL BE DOING CONSISTENT MONITORING, FORECASTING AND ANALYSIS ON THAT AS WELL.

THESE ARE OUR BUDGET REDUCTIONS THAT WE'VE PRESENTED.

THERE'S BEEN NO CHANGE TO THESE REDUCTIONS.

THESE ARE OUR FY 22 ONE TIME ADS THAT ARE TRADITIONALLY REDUCED, AND THE DISTRICT HAS ALSO REVIEWED AND ADDED SOME ADDITIONAL REDUCTIONS.

AND THAT LEADS US TO ABOUT $11.9 MILLION IN TOTAL REDUCTIONS FROM THE GENERAL FUND BUDGET.

THIS IS A VISUAL DESCRIPTION OF OUR AVERAGE DAILY ATTENDANCE, AS YOU CAN SEE HERE FOR 2022, THIS IS OUR ACTUAL ADA.

WE ARE FOR BUDGET PURPOSES AND REVENUE PURPOSES RECEIVING HOLD HARMLESS IN 2022 FOR THIS FISCAL YEAR.

BUT WE DID WANT TO SHARE VISUALLY WHERE WE ARE AS OF THE TIME OF THIS PRESENTATION WHERE WE ARE WITH ADA.

JUST TO GIVE YOU SOME PERSPECTIVE ON WHERE WE'RE BUDGETING FOR NEXT YEAR.

SO WE DO FEEL LIKE WE ARE STILL IN LINE WITH THAT, BUT WE ARE HOPING TO REDUCE THAT ADA PERCENTAGE GAP TO ENROLLMENT.

IF WE INCREASE THAT, ADA WE'LL COME BACK TO THE BOARD AND BE ABLE TO REVIEW OUR REVENUE PROJECTIONS AT THAT TIME.

THIS IS OUR REVENUE BREAKDOWN FOR 22-23.

THIS IS JUST A VISUAL REPRESENTATION TO SHOW THE BOARD IN THE COMMUNITY THAT THE STATE AND LOCAL FUNDS DO OFFSET EACH OTHER.

WITH THE HOUSE BILL THREE IN PLACE, WE ARE SET TO HAVE A STANDARD AND FLAT REVENUE AS WE MOVE THROUGH THE YEARS WITHOUT AN INCREASE IN ADA OR TAX RATE.

SO AS OUR LOCAL AS OUR TABS VALUES GROW AND OUR LOCAL REVENUE INCREASES, OUR STATE REVENUE DOES DECREASE TO MAINTAIN THAT CONSTANT REVENUE FLOW.

THESE ARE GENERAL FUND RECOMMENDATIONS.

THESE ALSO HAVE NOT CHANGED.

TOTAL ONE TIME ADS FOR FISCAL YEAR AND ONGOING IS $35.5 MILLION.

THIS DOES INCLUDE OUR RAISE OUR DISTRICT INCREASE TO THE TEACHER PAY SCALE AT 5% AND OUR STARTING PAY TO $60,000 AND THEN

[00:15:07]

4% FOR THE REST OF THE DISTRICT STAFF.

JUST TO HIGHLIGHT THAT, ACCORDING TO HOUSE BILL THREE AND TEA EDUCATION CODE, COMPENSATION GROUPS FOR TEACHERS ARE DEFINED AS TEACHER, LIBRARIANS, COUNSELORS AND NURSES.

SO THIS IS OUR LONG GRAPH OF PROJECTED REVENUES AND EXPENSES THAT GOES THROUGH 22-23.

SO THAT GIVES YOU A VISUAL REPRESENTATION OF OUR CURRENT BUDGET, CURRENT REVENUES, AND THEN THE EFFECT ON FUND BALANCE.

SO PLEASE NOTE AND AS WE'VE TALKED ABOUT BEFORE, POSITIONS ARE FULLY FUNDED AS IF THEY WOULD ALL BE STAFFED AND WE DO KNOW THAT WE HAVE CARRIED HIGHER THAN USUAL VACANCY RATES.

ONE THING WE DID WANT TO REVIEW IS POTENTIAL ONGOING ESSER EXPENDITURES.

WE LISTED THIS FOR ESSER TWO AND FOR ESSER THREE.

BUT WE REALLY WANT YOU TO KEEP IN MIND THAT THIS IS AS OF TODAY.

SO AS WE WORK REALLY HARD TO MITIGATE LEARNING LOSSES AND START TO LIMIT THOSE ACHIEVEMENT GAPS THAT SOME OF THESE ITEMS WILL FALL OFF.

BUT WE WILL CONTINUE MONITORING THIS TO ADD IT TO OUR STRATEGIC PLAN GOING FORWARD SO THAT WE HAVE THE BEST KNOWLEDGE OF WHAT OUR FUTURE FORECASTED EXPENDITURES AND REVENUES WILL BE. THESE ARE OUR 23-26 BUDGET PROJECTIONS.

THERE'S BEEN NO CHANGES IN THIS INFORMATION SINCE WE HAVE LAST PRESENTED.

AS WE GO THROUGH, WE WILL EXPECT OUR REQUESTS, THE BOARD LATER ON IN THE AGENDA TO APPROVE OUR BUDGETS BASED ON FUNCTION.

WE'RE REQUIRED BY LAW AND WE'RE REQUIRED ABOUT LOCAL BOARD POLICY TO APPROVE OUR GENERAL FUND, STUDENT NUTRITION FUND AND DEBT SERVICE FUND BY FUNCTION.

SO THIS IS A VISUAL REPRESENTATION OF WHAT THAT WOULD LOOK LIKE.

SO FOR THE GENERAL FUND, AS WE SHOWED BEFORE, WE'RE SHOWING NO CHANGE IN ADA.

THE RAISE IS INCLUDED AND ALL THE CURRENT REDUCTIONS ARE INCLUDED.

THIS IS THE STUDENT NUTRITION FUND.

SO NORMAL OPERATIONS FOR NEXT YEAR INCREASED PLANNED EXPENDITURES TO UPDATE THE SERVICE LINE, NEEDS THAT ARE NEEDED FOR OUR FOOD SERVICE PROGRAMS. AND THEY HAVE INCLUDED A 4% RAISE.

AND THEN THIS IS OUR DEBT SERVICE FUND.

SO THIS IS WITH A LOWERED INS RATE DOWN TO 0.2979 AS DISCUSSED IN PRIOR MEETINGS.

THIS IS HOW THE BUDGET WILL LOOK WHEN WE COME TO THE ADOPTION LATER ON IN THE AGENDA AND THEN OUR PROPOSED TAX RATES.

THIS IS OUR NOTICE OF PUBLIC MEETING TO DISCUSS OUR BUDGET AND PROPOSED TAX RATE.

THERE IS A ATTACHMENT ITEM AFTER THIS PRESENTATION THAT SHOWS YOU IN A LARGER FORMAT.

SO YOU CAN SEE WE JUST WANT TO HIGHLIGHT THAT BECAUSE WE'RE ON CURRENT YEAR VALUES FOR OUR TAB.

WE DON'T KNOW WHAT OUR CERTIFIED VALUES ARE GOING TO BE UNTIL THE END OF JULY.

SINCE WE ADOPT OUR BUDGET IN JUNE, WE MAKE OUR FORECAST BASED ON DCAD INFORMATION, BUT WE ARE ADVISED BY EXPERTS TO GO AHEAD IN PLACE A HIGHER RATE ON OUR PUBLISHING.

IF WE ADOPT A RATE THAT IS HIGHER THAN WHAT WE PUBLISH, WE DO HAVE TO PUBLISH AGAIN.

SO WE WENT AHEAD AND PUBLISHED AT THE CURRENT RATE BECAUSE WE ARE GOING TO LOWER THE IRS RATE AND WE WILL BE COMPRESSED WITH M&O.

THIS IS AN EXAMPLE OF WHAT THAT CHANGE IN RATE THAT WE'RE SHOWING RIGHT NOW FOR BUDGET PURPOSES, A CHANGE IN THE MAINTENANCE AND OPERATIONS RATE TO A TWO PENNY CHANGE IN INTEREST AND SINKING WITH AN OVERALL RESULT OF AROUND A LOWER, ABOUT 5%.

SO THIS IS A CHANGE IN LOWERED RATE FOR OUR PROPERTY OWNERS IN GARLAND, SACHSE, AND ROWLETT.

ANY COMMENTS OR QUESTIONS? BOARD DO WE HAVE ANY COMMENTS OF MS. MAYO OR DR. RINGO WITH RESPECT TO THE ISSUES IN THIS PUBLIC MEETING? SEEING NONE, DO I HAVE A MOTION TO CLOSE THE PUBLIC MEETING.

MR. PRESIDENT I MAKE A MOTION TO CLOSE THE PUBLIC MEETING.

WE HAVE A MOTION AND A SECOND.

ALL THOSE IN FAVOR OF CLOSING THE PUBLIC MEETING RAISE YOUR HANDS.

THE MOTION CARRIES FIVE ZERO.

I'M GOING TO CLOSE THE PUBLIC MEETING AT 5:19 P.M..

THANK YOU, MS. MAYO. THANK YOU.

[III.C. Conduct a Public Meeting on the Coronavirus Response & Relief Supplemental Appropriations (CRRSA) Elementary & Secondary School Emergency Relief (ESSER) II, and American Rescue Plan (ARP) Elementary and Secondary School Emergency Relief (ESSER) III Grant Programs Update – Dr. Kimberly Caddell, Dr. Brent Ringo and Brandy Mayo]

NEXT ITEM IS ANOTHER PUBLIC MEETING LISTED ON AGENDA ITEM 3C CONDUCT A PUBLIC MEETING ON THE CORONAVIRUS RESPONSE AND RELIEF SUPPLEMENTAL APPROPRIATIONS.

ELEMENTARY AND SECONDARY SCHOOL EMERGENCY RELIEF ESSER TWO.

THE AMERICAN RESCUE PLAN, ARP.

ELEMENTARY AND SECONDARY SCHOOL EMERGENCY RELIEF ESSER THREE GRANT PROGRAMS UPDATE.

THAT'S A MOUTHFUL. GO AHEAD AND START THIS PUBLIC MEETING AT 5:19.

MS. HOGAN I HAVE ONE CARD, I BELIEVE, FOR THIS PARTICULAR MEETING, FOR THIS MEETING.

SO I'M GOING TO GO AHEAD AND BEGIN THE PUBLIC COMMENT FOR THIS, AND I'M GOING TO CALL KAREN HATTON TO SPEAK.

[00:20:02]

HI, MS. HATTON. YOU'RE GOING TO BE GIVEN 3 MINUTES TO SPEAK, JUST AS IF IT WAS IN THE MAIN PUBLIC FORUM COMMENT OF THE BOARD MEETING.

HOWEVER, UNLIKE THE MAIN PUBLIC FORUM, IT HAS TO BE LIMITED TO THE ITEM THAT'S CONTAINED IN THIS MEETING, WHICH IS BASICALLY ESSER FUNDS YOU'VE INDICATED ON THE CARD THAT IS WHAT YOU'RE HERE TO SPEAK ON, SO THAT'LL BE FINE.

IF YOU DO DRIFT. APART FROM SOMETHING THAT'S TIED TO ESSER FUNDS, THEN I MIGHT HAVE TO DIRECT YOU BACK.

THAT'S. THAT'S IT.

OTHERWISE YOU'LL HEAR NO FEEDBACK FROM US PURSUANT TO TEXAS LAW.

DO YOU UNDERSTAND? YES.

IF YOU'D PLEASE LIST YOUR NAME AND YOUR RELATIONSHIP TO THE DISTRICT BEFORE YOU GET STARTED.

YES. PRESIDENT JOHNSON, BOARD OF TRUSTEES.

DR. LOPEZ. GOOD AFTERNOON.

MY NAME IS KAREN HATTON.

I LIVE AT 304 WESTWAY CIRCLE, ROCKWALL, AND I'M A VISUAL ARTS TEACHER AT GARLAND HIGH SCHOOL.

AND I'LL BE STARTING MY 22ND YEAR WITH GARLAND GISD AND GARLAND HIGH SCHOOL.

AND I'M HERE ON BEHALF OF A VERY SMALL BUT HIGHLY EFFECTIVE GROUP OF TEACHERS IMPACTED RECENTLY WHEN A PROGRAM WE WORKED EXTREMELY HARD TO SUCCEED DID NOT.

WE ARE REQUESTING TEACHERS IN COHORT D WHO FULFILLED THEIR DISTRICT OBLIGATIONS BE PLACED IN A POOL OF ELIGIBLE PARTICIPANTS FOR THE PERFORMANCE INCENTIVE STAFFING RECENTLY APPROVED BY THE BOARD OR COMPARABLE TO TOP STAFFING.

THE RESULTS OF AN INITIAL MEETING WITH THE EXECUTIVE LEADERSHIP TEAM EARLIER THIS MONTH SAID, AND I QUOTE, THE SITUATION CANNOT BE CORRECTED BECAUSE THERE'S NO MONEY, END QUOTE.

IT WAS ALSO SAID THAT THIS IS NOT A TIA RELATED AND THERE ARE NO TIA FUNDS.

WE BELIEVE MONEY IS AVAILABLE AND WE NEVER ASKED FOR TIA FUNDS AND UNDERSTAND THEY DO NOT EXIST.

THIS IS ABOUT PERFORMANCE AND FAIRNESS.

IF COHORT C IS PAID FROM ESSER FUNDS, THEN WHY NOT GO HER D? BASED UPON CIRCUMSTANCES OF WHAT WE NOW KNOW, ALL NOT ALL COHORT C TEACHERS FULFILLED THEIR OBLIGATIONS FOR THE [INAUDIBLE] AND ELIGIBILITY, BUT ARE STILL GETTING THE PERFORMANCE INCENTIVE ACCORDING TO DISTRICT DOCUMENTS AND EMAILS.

BUT TO BE CLEAR, THE GROUP I'M TALKING ABOUT PERFORMED THEY ARE COHORT D TEACHERS WHO RECEIVED APPRAISALS IN YEAR ONE AND TWO, A MASTER EXEMPLARY, RECOGNIZED AND COMPLETED STUDENT GROWTH MEASURES IN YEAR TWO.

AND AS I MENTIONED, WE'RE A VERY SMALL GROUP, THOUGH I DO NOT HAVE THE EXACT NUMBER, ACCORDING TO DISTRICT DOCUMENTS AND EMAILS FROM EXECUTIVE LEADERSHIP TEAM.

THE NUMBER WAS REPRESENTED AS 10% OR LESS OF COHORT D THAT PARTICIPATED.

MY BEST GUESS IS A NUMBER OF LESS THAN 40.

WE ASK THAT THIS AMOUNT BE REFLECTED IN THE 2022-23 COMPENSATION PLAN IN A SIMILAR MANNER AS A PERFORMANCE INCENTIVE STIPEND PER COHORT C TEACHERS.

IN CONCLUSION AA IF THE MESSAGE TO BE GAINED HERE IS THAT THE DISTRICT APPRECIATES AND VALUES ITS MOST HIGHLY EFFECTIVE TEACHERS, WE DESERVE IT.

AND B IF THE INTENT IS TO PROVIDE AN INCENTIVE AND RETAIN OUR BEST TEACHERS, THEN WE DESERVE IT.

C IF THE PURPOSE OF A PERFORMANCE INCENTIVE IS TO MAINTAIN MORALE, REDUCE TURNOVER, AND ENSURE RETENTION OF OUR BEST TEACHERS.

WE DESERVE IT. AND D IF YOU WANT TO BE FAIR TO BOTH GROUPS, WE DESERVE IT.

BUT FINALLY, OF EQUALLY HIGH IMPORTANCE, WE ASK THAT YOU DO NOT GIVE UP ON THOSE OF US, MYSELF INCLUDED, WHO REMAIN DEEPLY COMMITTED TO THE CAUSE AND TO GISD.

THANK YOU. THANK YOU, MS. HATTON.

OKAY. MOVING ON IN THE AGENDA.

DR. RINGO, LET'S GO AHEAD AND RECEIVE YOUR PRESENTATION ON THE PUBLIC MEETING ON.

MR. JOHNSON, BOARD OF TRUSTEES.

DR. LOPEZ. GOOD EVENING.

THIS IS THE UPDATE ON ESSER TWO AND ESSER THREE.

WE'RE REQUIRED TO DO FOR ESSER THREE EVERY SIX MONTHS WHEN WE AMEND OUR PLAN, AND IT IS NOT REQUIRED OF ESSER TWO.

HOWEVER, FOR TRANSPARENCY AND DUE TO THE AMOUNT OF FUNDS THE DISTRICT RECEIVED, WE ARE FOLLOWING THE SAME STIPULATIONS IN REGARDS TO ESSER THREE.

FOR THAT TRANSPARENCY.

OUR ESSER TWO GRANT AWARD WAS $49,326,902.

OUR ESSER THREE GRANT AWARD $110,781,217.

OUR ESSER TIMELINE FOR THESE YOU CAN SEE ESSER THREE CAME FIRST AND THEN ESSER TWO.

SO WE HAD A THREE ESSER THREE FIRST PUBLIC MEETING ON JUNE 22ND.

OUR FIRST PUBLIC MEETING ON ESSER TWO ON AUGUST 24TH.

THEN WITHIN THE TIMELINE, WE COMBINED BOTH OF THOSE.

THE SECOND PUBLIC MEETING ON ESSER TWO AND THREE ON DECEMBER 14TH, AND THEN THE THIRD PUBLIC MEETING ON ESSER TWO AND THREE ON JUNE 28TH.

SOME BACKGROUND JUST TO HIGHLIGHT ESSER ONE, WE RECEIVED ROUGHLY $12.5 MILLION FOR ESSER ONE.

HOWEVER, THAT WAS A STATE OFFSET.

THE SAME YEAR WE RECEIVED THAT THE STATE CUT OUR GENERAL FUND REVENUE BY $12.5 MILLION.

WHEN THAT OCCURRED, THE FEDS STRENGTHENED THE VERBIAGE WITHIN THE ACTS AND THAT COULD NOT FULLY SUPPLANT WHAT WE WERE ALLOCATED.

AND SO ESSER TWO.

WE HAVE APPLIED AND RECEIVED THOSE.

YOU CAN SEE THE AMOUNT AGAIN THERE.

THESE EXPANSION PLANS ARE ON OUR GISD WEB PAGE AND AS PRESENTED WITH EACH UPDATE.

[00:25:06]

OUR DEADLINE TO EXPENSE FUNDS FOR ESSER TWO IS SEPTEMBER 30TH, 2023.

SO WE ARE APPROACHING THAT A LITTLE OVER A YEAR OUT.

AND AGAIN, IT'S NOT REQUIRED TO DO THE PUBLIC HEARINGS OR THE POSTINGS.

HOWEVER, FOR FULL TRANSPARENCY TO PROVIDE OUR STAKEHOLDERS.

WE ARE FOLLOWING THE SAME GUIDELINES FOR ESSER THREE.

OUR CURRENT ESSER TWO REALLOCATIONS THAT WE'RE AWARE OF TO MOVE TO ESSER THREE.

THIS HELPS MEET THE NEED FOR LEARNING LOSS.

AND SO AS WE'VE RECEIVED OUR FEEDBACK AND I CANNOT THANK DR.

CADDELL ENOUGH THROUGH THE MEETINGS WITH TEACHERS, STUDENTS, CAMPUSES, DEPARTMENTS, THE MEETINGS WE'VE HAD TO GET THAT FEEDBACK, THE PUBLIC COMMENTS TODAY, WE DO HAVE REQUESTS FOR REALLOCATIONS AND WE DO KNOW THESE ITEMS WERE REMOVED FROM ESSER TWO TO ESSER THREE TO HELP MEET THAT 20% THRESHOLD FOR LEARNING LOSS. OTHER REALLOCATIONS.

WE KNOW THAT WE HAVE FUNDS TO REALLOCATE.

INTERSESSION HAS GONE AWAY, THAT $7.6 MILLION.

OUR SECONDARY MENTORING PROGRAM $1,000,000 WAS STATED TO NOT BE NEEDED.

THAT WAS ORIGINALLY REQUESTED.

OUR CELLULAR NETWORK AT $11.4 MILLION AND JUST A LOT OF COMBINED SMALL ITEMS FOR A TOTAL OF $21.3 MILLION THAT WAS AVAILABLE TO BE REALLOCATED THROUGH ALL OF THESE DISCUSSIONS OF FEEDBACK AND INPUT.

ESSER THREE DETAILS.

ASSURANCES OF THE GRANT.

WE HAVE TO HAVE OUR USE OF FUNDS PLAN SUBMITTED TO TEA AND POSTED ON OUR WEBSITE.

WHAT WE HEARD FROM NURSE K EARLIER, OUR SAFE RETURNS, IN-PERSON INSTRUCTION AND CONTINUITY OF SERVICES PLAN.

A MINIMUM OF 20% OF THOSE FUNDS MUST BE USED ON EVIDENCE BASED INTERVENTIONS.

HENCE, AS WE SEE THESE ESSER TWO TO ESSER THREE ALLOCATIONS, DR.

CADDELL TEAM HELPED IDENTIFY TO SAY THESE ITEMS SUPPORT THAT.

AND THAT'S WHY THESE ITEMS ARE GOING TO BE MOVED TO ESSER THREE AND WE HAVE TWO MORE YEARS TO EXPENSE THOSE FUNDS.

ALLOWABLE COST. AS YOU CAN SEE, I WON'T READ THROUGH ALL THOSE HERE, BUT IT HAS TO BE WITHIN OUR APPROVED COMPENSATION PLAN THAT THE BOARD OF TRUSTEES DOES ADOPT.

THESE ARE THE REQUIRED ASSURANCES THAT ALL DISTRICTS MUST FOLLOW IN REGARDS TO ESSER THREE.

AND YOU CAN SEE THOSE HERE AGAIN, I WILL NOT READ THROUGH ALL THOSE, BUT THEY ARE POSTED FOR PUBLIC VIEWING.

AND OUR NEXT STEPS THROUGH ALL OF THIS FEEDBACK, WE WILL FINALIZE AND DETERMINE THOSE REALLOCATIONS, RESUBMIT THOSE GRANT APPLICATIONS TO THE TEXAS EDUCATION AGENCY.

WE WILL COME BACK IN JULY TO THE BOARD AND PRESENT THE NEW FUNDING PLANS WITH THESE REQUESTS AND THOSE REALLOCATIONS.

AND WE WILL POST THAT INFORMATION ON THE WEBSITE ONCE IT IS COMPLETED.

AND WITH THAT, MR. JOHNSON, I'LL TURN IT BACK TO YOU.

BOARD DO WE HAVE ANY QUESTIONS ABOUT THE TOPICS OF THIS PUBLIC MEETING? [INAUDIBLE] SO I JUST NEED TO MAKE SURE I'M CLEAR.

SO IN JULY OR AUGUST, WHEN YOU COME BACK WITH THE REALLOCATION, IS THAT THE 213 THAT YOU'RE GOING TO COME BACK WITH? YES, MA'AM. BECAUSE WE THE OTHER AMOUNT HAS BEEN REALLOCATED.

WE'VE ALREADY IDENTIFIED THAT THIS AMOUNT HERE IS WITHIN THE CURRENT PLANS.

AND DR. CADDELL SAID, AS WE REALLOCATE FUNDS, LET'S MOVE THESE ITEMS FROM ESSER TWO TO ESSER THREE, BECAUSE WE HAVE TWO MORE YEARS TO EXPENSE THOSE DOLLARS AND IT MEETS THE 20% THRESHOLD ON LEARNING.

SO THESE ARE ALREADY IN OUR CURRENT FUNDING PLANS.

GOOD QUESTION. IT'S JUST THE 213 THAT WE'RE NOT SURE EXACTLY WHERE IT'S GOING TO GO.

WE HAVE ROUGHLY, I BELIEVE, $28 MILLION IN REQUEST FOR FUNDS AND THERE'S $21.3 MILLION TO BE REALLOCATED.

AND SO AS WE SEE WITH ANY SCHOOL DISTRICT BUDGET, THERE ARE MORE NEEDS THAN AVAILABLE DOLLARS.

AND SO THAT IS WHERE THAT INPUT AND FEEDBACK CAME INTO PLAY TO HELP REALLOCATE OR WE'LL REALLOCATE THESE DOLLARS WHEN WE COME BACK.

BOARD ANY OTHER QUESTIONS? SEEING NO QUESTIONS.

DO I HAVE A MOTION TO CLOSE THIS PUBLIC MEETING.

MR. PRESIDENT, I MAKE A MOTION TO CLOSE THE PUBLIC MEETING.

ALL RIGHT, SEEING A MOTION AND A SECOND.

ALL THOSE IN FAVOR OF CLOSING THE PUBLIC MEETING RAISE YOUR HAND.

THE MOTION CARRIES FIVE ZERO.

THE PUBLIC MEETING IS CLOSED AT 5:29 P.M..

MOVING ON OUR NEXT AGENDA ITEM IS FOR PUBLIC FORUM.

[IV. Public Forum]

MEMBERS OF THE PUBLIC WHO WISH TO MAKE COMMENTS NEED TO FILL OUT A CARD BEFORE THE HEARING MEETING, AND EACH OF THEM WILL GET 3 MINUTES TO SPEAK.

YOU SPEAK YOUR NAME, YOUR ADDRESS AND RELATIONSHIP TO THE DISTRICT.

WHETHER YOU HAVE ANY CHILDREN IN THE DISTRICT, WHETHER YOU WORK HERE, AND YOU WILL BE GIVEN PUT ON A TIMER FOR 3 MINUTES AND WHEN THE TIMER IS UP, THAT WILL BE IT.

YOU'RE ABLE TO SPEAK ON ANY MATTER IN THIS FORM THAT YOU CHOOSE.

ALTHOUGH WE WILL NOT BE ALLOWED TEXAS LAW TO RESPOND TO YOUR COMMENTS AT THIS TIME BECAUSE IT'S NOT ON THE AGENDA.

THE FIRST CARD THAT I HAVE IS FOR DR.

SHARON MORGAN.

DR. MORGAN, AS I SAID, YOU HAVE 3 MINUTES AND THAT TIME WILL START RIGHT AFTER YOU SAY WHO YOU ARE AND WHY ARE YOU HERE.

[00:30:05]

YES, MY NAME IS SHARON MORGAN.

I'M AT 509 PRESTWICK CIRCLE.

I HAVE A KIDS IN THE DISTRICT, SO I'M HERE TODAY.

GOOD AFTERNOON. BOARD MEMBERS AND SUPERINTENDENT LOPEZ TODAY I'M HERE ABOUT AGENDA ITEM 8 U4 CONTRACT NUMBER 302 -2203. CONSIDER APPROVAL FOR THE PURPOSE OF INSTRUCTIONAL MATERIALS SOCIAL EMOTIONAL LEARNING.

I TRY TO LOOK THROUGH YOUR AGENDA EACH TIME OF THE MEETING.

SOMETIMES THEY'RE PRETTY LONG, BUT I WOULD RESPECTFULLY REQUEST THAT THE BOARD PAUSE ACTION ON THIS FOR A FUTURE BOARD MEETING.

I ADMIT I DIDN'T REALLY KNOW WHAT SEL WAS, SO I GOOGLED IT AND IT SEEMED PRETTY INNOCUOUS.

I'M NOT SURE WHY THERE NEED TO BE DECADES OF RESEARCH TO TELL US THAT GRATITUDE AND COMPASSION ARE DESIRABLE CHARACTER QUALITIES.

I MEAN, I THINK COMMON SENSE AND THE GOLDEN RULE PRETTY MUCH COVERS JUST ABOUT EVERYTHING OR THAT TEACHERS NEED TO TEACH THIS.

ANYWAY, I KEPT RESEARCHING AND ONE OF THE THINGS I GOOGLED WAS THE THING IN THIS MEMO CASEL 2020, BECAUSE THAT APPEARS IN THE MEMO.

AND ONE OF THE THINGS THAT CAME UP WAS TRANSFORMATIVE SEL.

SO I QUOTE FROM THEIR WEBSITE CASEL IS A IS REFINING A SPECIFIC FORM OF SEL IMPLEMENTATION THAT CONCENTRATES SEL PRACTICE ON TRANSFORMING INEQUITABLE SETTINGS AND SYSTEMS AND PROMOTING JUSTICE ORIENTED CIVIC ENGAGEMENT, WHICH WE ARE CALLING, QUOTE, TRANSFORMATIVE SEL.

THERE ARE LONG TERM LEARNING AGENDA AND ONGOING COLLABORATION WITH PRACTITIONERS, POLICYMAKERS, POLICYMAKERS AND RESEARCHERS CASEL OR CASSELL I'M NOT SURE HOW YOU SAY IT.

CONTINUES DEEPENING WHAT WE KNOW ABOUT HOW TO IMPLEMENT TRANSFORMATIVE SEL TOWARDS EQUITABLE LEARNING OPPORTUNITIES AND DEVELOPMENTAL OUTCOMES.

TOGETHER, WE WILL CONTINUE LEARNING THROUGH A COLLECTIVE COMMITMENT TO CONTINUOUS IMPROVEMENT, END QUOTE.

SO WITH THAT KIND OF WORDING, YOU CAN SEE WHY PARENTS LIKE ME WOULD BE CONCERNED ABOUT SPECIFIC CONTENT.

DO THE SEL MATERIALS THAT ARE IN THIS ACTION ITEM CONTAIN THINGS LIKE CRT, GENDER IDENTITY, ALL OF THE STUFF LIKE THAT? I DON'T REALLY KNOW.

THAT'S WHY I'M HERE.

I TRIED TO RESEARCH THE MATERIALS LISTED IN THE ACTION ITEM AND THE COMPANIES, AND I WAS NOT SUCCESSFUL IN FIGURING OUT WHAT THE SPECIFIC CONTENT WAS.

AND SO, AGAIN, THAT'S I DON'T KNOW WHAT YOU'RE INTENDING TO BUY.

I TRIED TO RESEARCH ALL THOSE COMPANIES, BUT I DIDN'T GET VERY FAR.

I COULDN'T LOOK AT SPECIFIC CONTENT.

SO I'M HERE TO ASK THE BOARD TO TABLE THIS ACTION AND OF COURSE, FURTHER INFORMATION INTO WHAT SPECIFICALLY THESE MATERIALS ARE AND PROVIDE PARENTS AND THE PUBLIC AS WELL AS THE BOARD THE OPPORTUNITY TO REVIEW THEM.

THANK YOU. THANK YOU, MA'AM.

OUR NEXT SPEAKER IS LUCERO CAZARES.

HI, MA'AM. SAME DEAL.

3 MINUTES STATE YOUR NAME, YOUR ADDRESS, AND YOUR RELATIONSHIP WITH THE DISTRICT.

HI. GOOD EVENING.

BOARD OF TRUSTEES, PRESIDENT JOHNSON AND DR.

LOPEZ. MY NAME IS LUCERO [INAUDIBLE] RODRIGUEZ.

I LIVE AT 319 BROOK VIEW DRIVE, LAVONNE, TEXAS.

75166. I AM A TEACHER IN THE DISTRICT.

I JUST FINISHED MY 17TH YEAR, ABOUT TO START MY 18TH YEAR WITH GARLAND ISD.

MY DAUGHTER IS GOING TO BE ATTENDING COYLE MIDDLE SCHOOL NEXT YEAR AND I HAVE COUNTLESS NIECES, NEPHEWS, COUSINS AND BEYOND IN THE DISTRICT. I MYSELF AM A PRODUCT OF GARLAND SCHOOLS.

I FIRST OF ALL, I WOULD LIKE TO THANK THIS BOARD FOR OUR RAISES AND OUR BEING ABLE TO ADD THE DAYS BACK THAT WE HAD LOST FOR PERSONAL DAYS THAT SO THAT WE CAN HAVE AN A CURRENT AMOUNT OF TEN.

AND WE WOULD REALLY LIKE TO THANK YOU AS AN ASSOCIATION FOR CONSIDERING IT AND BRINGING IT BACK.

TONIGHT, I WOULD LIKE TO SPEAK TO YOU ABOUT PUTTING THE PRO BACK IN PROFESSIONALISM.

THIS IS ONE OF OUR TWO MAIN CAMPAIGNS THAT WE WANT TO BE DISCUSSING WITH THIS BOARD.

WE ARE PROFESSIONALS.

WE'VE GONE TO SCHOOL AS TEACHERS AND AS DIFFERENT ROLES THROUGHOUT THE DISTRICT.

WE HAVE OUR DEGREES MULTIPLE IN MANY CASES, AND WE REALLY FEEL LIKE AT THIS POINT WE NEED TO HAVE A LITTLE BIT MORE AUTONOMY AND TRUST PUT INTO US AS PROFESSIONALS WITHIN OUR FIELDS, LETTING US HAVE A VOICE WITHIN WHAT WHAT IS HAPPENING, WHAT WE'RE TEACHING AND HOW WE'RE TEACHING IT.

BECAUSE THIS IS THE REASON WE WENT TO SCHOOL.

THIS IS THE REASON WE ARE PROFESSIONALS.

OUR LESSON PLANS, HAVING US HAVE A VOICE IN SAYING, HEY, THIS IS WHAT WE REALLY SHOULD BE INCLUDING IN THESE LESSON PLANS AND THIS IS WHAT IS NOT HAVING US COME TOGETHER AND WORK TOGETHER AS PROFESSIONALS THAT WE ARE OUR ADMINISTRATORS AND OUR BOARD IN OUR DIFFERENT PARTS OF OUR

[00:35:09]

INFRASTRUCTURE, WITH OUR TEACHERS, WITH OUR PEOPLE THAT ARE ON THE FRONT LINES, THAT ARE THERE IN THE CLASSROOMS, INSTEAD OF HAVING TO SPEND HOURS UPON HOURS UPON HOURS PUTTING TOGETHER LESSON PLANS THAT MAY NOT EVEN BE USABLE IN THE CLASSROOM, LET US SPEND THAT TIME GETTING TOGETHER THOSE MATERIALS.

LET US SPEND THAT TIME RESEARCHING.

LET US SPEND THAT TIME PUTTING TOGETHER DATA TO BE ABLE TO MAKE THOSE DATA DRIVEN DECISIONS FOR OUR STUDENTS.

OUR OTHER CAMPAIGN THAT I WOULD REALLY LIKE TO SPEAK AND TO START SPEAKING TO THE SPORT ABOUT IS RESPECT.

RESPECT FOR OUR AUXILIARY PERSONNEL.

WHO ARE THEY? WHO ARE AUXILIARY PERSONNEL? EVERYBODY WHO DOESN'T HAVE THE DEGREES, WHO GETS PAID HOURLY? WHY? BECAUSE THESE PEOPLE DO NOT HAVE A CONTRACT THEY'RE AT WILL EMPLOYEES AND THEY DESERVE THE RESPECT TO HAVE A DUE PROCESS.

JUST LIKE OUR TEACHERS AND OUR ADMINISTRATORS AND ALL THE OTHER PROFESSIONALS WITHIN OUR DISTRICT.

OUR DISTRICT CANNOT FUNCTION WITHOUT OUR AUXILIARY PERSONNEL.

WITHOUT THEM, WE ARE NOTHING.

WE HAVE TO HAVE THEM.

WE HAVE TO SHOW RESPECT FOR THEM.

NEITHER ONE OF THESE TWO CAMPAIGNS COST THE DISTRICT ANYTHING.

THEY ARE FREE CAMPAIGNS, BUT CAMPAIGNS THAT WILL HELP US GROW TOGETHER AND BE BETTER AS ONE.

THANK YOU. THANK YOU.

OUR NEXT CARD IS FOR JESSICA THOMPSON.

GOOD EVENING MS. THOMPSON, YOU'LL HAVE 3 MINUTES.

I BELIEVE THE TIMER SHOULD BE DIRECTLY IN FRONT OF YOU.

YOU MAY BEGIN. HELLO, I'M JESSICA THOMPSON.

I'M A FORMER STUDENT OF GISD, AND I'VE BEEN A TEACHER HERE FOR 17 YEARS.

A BRIEF HISTORY.

I LOVE GISD.

I'VE STARTED MY CAREER IN PLANO AND WHEN I CAME HERE IT WAS THE BEST DECISION OF MY LIFE.

WHILE OTHERS THOUGHT I MOVED BACKWARDS, I KNEW THE TRUTH.

GISD IS A GYM, A FAMILY DISTRICT.

GISD HAD MORE PROGRAMS AND OPPORTUNITIES FOR KIDS AND TEACHERS TO PLUG INTO AND FEEL LIKE VALUED MEMBERS OF A COMMUNITY.

GISD WAS HOME.

I SPENT THE NEXT 17 YEARS HONING MY CRAFT, WORKING MY HARDEST TO PROVIDE MY STUDENTS WITH EVERY OPPORTUNITY AND MAKE OUR DISTRICT PROUD.

THIS INCLUDES RECRUITING AND MENTORING FELLOW ART TEACHERS.

THAT'S WHY IT HURTS ME SO MUCH TO SEE SO MANY OF THOSE SAME TEACHERS NOW LEAVING GISD.

BUT INSTEAD OF LEAVING HERE, I'M HERE ASKING TO BE A FAMILY AGAIN, OR AT LEAST COLLEAGUES WORKING TOGETHER INSTEAD OF BEING CAST ASIDE.

I'M ASKING FOR THE SAME LEADERSHIP AND SUPPORT MY COHORT COLLEAGUES HAVE.

I'M ASKING FOR THE SAME GOOD FAITH RETENTION OR OTHER STIPEND.

I'M ASKING TO BE ACKNOWLEDGED AND RECOGNIZED FOR OUR CONTRIBUTION TO THE GISD EFFECT.

A QUICK RECAP ONE OF THE GISD NEWSLETTER STATES QUOTE WE HAVE A UNIQUE OPPORTUNITY FOR US TO HAVE OUR TEACHERS WORKING WITH UPPER ADMINISTRATION TO BRING OUR VOICES CLOSER TOGETHER TO STRENGTHEN OUR DISTRICT, END QUOTE.

I WANT TO FEEL LIKE FINE ARTS IS INCLUDED IN THIS MISSION STATEMENT.

BUT WHEN WE MET WITH UPPER ADMINISTRATIONS, OUR VOICES WERE NOT BROUGHT TOGETHER.

IN FACT, 20 MINUTES AFTER ADDRESSING YOU LAST TIME, BEFORE I EVEN LEFT THE BUILDING, I RECEIVED AN EMAIL NOT TO SUPPORT ME AS A GISD TEACHER, COLLEAGUE, OR A VALUED MEMBER OF A FAMILY, BUT INSTEAD TO TELL ME, QUOTE, IT'S APPARENT THAT YOU CONTINUE TO BE CONFUSED.

YOU ARE CHOOSING NOT TO UNDERSTAND WHAT TIA HAS PROMISED OR GUARANTEED.

AND IT IS NOT IN GISDS POWER AUTHORITY TO PROMISE TIA FUNDS, END QUOTE.

I'M NOT CONFUSED, NOR AM I ASKING FOR TIA FUNDS.

INSTEAD, I'M LOOKING FOR A LEADERSHIP THAT ACTIVELY WANTS TO RETAIN ALL HIGHLY EFFECTIVE AND QUALITY TEACHERS, NOT JUST OUR COLLEAGUES IN COHORT C.

TWO THE SAME NEWSLETTER WAS CLEARLY STATED THAT A STIPEND WAS BEING USED TO RETAIN HIGH QUALITY CORE CONTENT TEACHERS WHO ARE APPROVED THROUGH THE ESSER FUNDS.

SINCE TIA DATA DID NOT PASS THE VALIDATION PROCESS, THE LEADERSHIP TEAM SOUGHT A DIFFERENT FUNDING SOURCE TO PROVIDE A STIPEND END QUOTE.

THE ONLY LEADERSHIP SPEAKING OUT FOR US WANTS US TO KNOW, QUOTE, THIS DOES NOT APPLY TO YOU AND YOU WILL NOT BE RECEIVING A STIPEND, END QUOTE.

WE'VE ALSO BEEN TOLD THERE'S NO MONEY AND THAT COHORT D HAS BEEN PAUSED INDEFINITELY.

ADMINISTRATION DID, HOWEVER, QUOTE, ABSOLUTELY AGREE THAT COMMUNICATION TO THE FINE ARTS TEACHERS WAS NOT DONE TIMELY AND WITH FIDELITY.

BUT THAT DOESN'T CHANGE THE OUTCOME OR THE SITUATION, END QUOTE.

ABOUT THIS I AM CONFUSED.

WHY DOES LEADERSHIP FIGHT FOR SOME OF HIS TEACHERS AND NOT ALL? WHY IS COHORT C BEING GIVEN A STIPEND AND A SECOND CHANCE? COHORT D ISN'T GETTING EITHER ONE.

THAT'S WHY I'M HERE AGAIN TODAY, ASKING YOU THE SCHOOL BOARD TO BE THE LEADERSHIP TEAM THAT SEES THE VALUE IN ALL THEIR TEACHERS, EVEN THOSE LEFT INDEFINITELY ON THE BACK

[00:40:02]

BURNER, WAITING FOR A CHANCE.

THANK YOU. THANK YOU VERY MUCH, MA'AM.

OUR LAST CARD THAT WE RECEIVE IS FROM ELAINE BLACKER.

HI MS. BLACKER. IT'S THE DRILL IS PRETTY, PRETTY ROUTINE AT THIS POINT.

3 MINUTES. YOU'LL START AFTER YOU GIVE YOUR INTRODUCTION.

YES. GOOD EVENING, PRESIDENT JOHNSON, BOARD OF TRUSTEES AND DR.

LOPEZ. MY NAME IS ELAINE BLACKER.

I AM THE ART TEACHER AT WEAVER ELEMENTARY.

UP TO THIS POINT, OUR DISTRICT REPRESENTATIVES HAVE YET TO SPEAK FOR US.

THEREFORE, WE ARE HERE TO ADVOCATE FOR OURSELVES AND REPRESENT OTHER TEACHERS IN THE SAME PREDICAMENT AS PREVIOUSLY MENTIONED BY MY COLLEAGUE.

ON JUNE 14TH, WE WERE INFORMED BY SUPERVISORS THAT COHORT D WOULD NO LONGER BE ADMITTED, WITH THE EXCEPTION OF THE WORLD LANGUAGES TEACHERS.

WHY WERE THOSE TEACHERS INCLUDED AND DESIGNATED TO RECEIVE THE STIPEND? EVEN A FEW THAT DID NOT COMPLETE THE REQUIREMENTS, BUT NOT US.

ASIDE FROM THE WORK WE PUT IN TOWARDS THE DESIRED INCENTIVE, WE ALSO WANT YOU TO CONSIDER WHAT IT IS WE PROVIDE THE DISTRICT AND HOW IT AFFECTS OUR STUDENTS SOCIAL AND EMOTIONAL WELL-BEING. TO START WITH, GISD MUSIC DEPARTMENT HAS BEEN LISTED IN THE TOP TEN COMMUNITIES FOR MUSIC EDUCATION FOR SIX CONSECUTIVE YEARS.

AS A RESULT, THIS RAISES THE BAR FOR STUDENTS AND CREATES A SENSE OF PRIDE IN THEIR EFFORTS.

SECONDLY, RESEARCH SHOWS US THAT THE ARTS REACH STUDENTS NOT NORMALLY REACHED IN WAYS AND METHODS NOT NORMALLY USED.

EXCUSE ME. THIS LEADS TO BETTER STUDENT ATTENDANCE AND LOWER DROPOUT RATES.

THIRD, WE CHANGE THE LEARNING ENVIRONMENT TO ONE OF DISCOVERY.

THIS REIGNITES THE LOVE OF LEARNING AND STUDENTS THAT ARE JUST TIRED OF JUST BEING FED THE FACTS.

FOURTH, OUR STUDENTS CONNECT WITH EACH OTHER BETTER IN OUR CLASSROOM.

AND THIS RESULTS IN FEWER FIGHTS, GREATER UNDERSTANDING OF DIVERSITY AND GREATER PEER SUPPORT.

FIFTH, OUR FINE ARTS CURRICULUM PROVIDES CHALLENGES FOR STUDENTS OF ALL LEVELS.

EACH STUDENT CAN ACHIEVE HIS OR HER OWN LEVEL FROM BASIC TO GIFTED.

LASTLY, THE STUDY OF THE FINE ARTS POSITIVELY IMPACTS THE LEARNING OF STUDENTS OF LOWER SOCIOECONOMIC STATUS AS MUCH OR MORE THAN THOSE OF A HIGHER SOCIOECONOMIC STATUS. 21% OF LOW SOCIOECONOMIC STATUS WHO HAD STUDIED MUSIC SCORED HIGHER IN MATH, VERSUS JUST 11% OF THOSE WHO HAD NOT.

BY THE SENIOR YEAR, THESE FIGURES GREW TO 33% AND 16% RESPECTIVELY, SUGGESTING A CUMULATIVE, CUMULATIVE VALUE TO MUSIC EDUCATION.

THESE EXAMPLES DEMONSTRATE HOW WE MAKE A RADICAL DIFFERENCE IN OUR STUDENTS LIVES.

IF THE MESSAGE TO BE GAINED FROM ALL OF THIS AS THE DISTRICT APPRECIATES AND VALUES ITS HIGHLY EFFECTIVE TEACHERS AND INCLUDE US.

IF THE INTENT IS TO PROVIDE AN INCENTIVE AND RETAIN YOUR BEST TEACHERS THAT INCLUDE US.

IF THE PURPOSE OF A PERFORMANCE INCENTIVE IS TO MAINTAIN MORALE, REDUCE TURNOVER AND ENSURE RETENTION FOR OUR BEST TEACHERS, THEN WE ASK THAT YOU INCLUDE US TOO. THANK YOU.

THANK YOU, MA'AM. MS. HOGAN, DO WE HAVE ANY OTHER CARDS? AND THAT WILL CONCLUDE PUBLIC FORUM FOR THIS EVENING.

WE'LL MOVE ON TO AGENDA ITEM 5.

[V.A. Evidence of Excellence]

[V.B. Going the Extra Mile (GEMs)]

MS. NIX. GOOD EVENING PRESIDENT JOHNSON BOARD OF TRUSTEES DR.

LOPEZ OUR GOING THE EXTRA MILE HONOREE TONIGHT IS MS. MARY GARCIA.

PLEASE COME TO THE PODIUM.

MARY GARCIA, THE DIRECTOR OF STUDENT SERVICES, IS AN INVALUABLE RESOURCE TO MANY IN THE DISTRICT AND CONSISTENTLY GOES ABOVE AND BEYOND TO SUPPORT THE

[00:50:09]

DISTRICT STAFF AND OUR STUDENTS.

SHE WEARS MANY HATS AND BALANCES, MANY RESPONSIBILITIES IN HER POSITION AS THE ASSISTANT DIRECTOR OF STUDENT SERVICES, INCLUDING SUCH AS STUDENT DISCIPLINE AND TITLE NINE SUPPORT.

MARY IS FREQUENTLY FACED WITH VERY TIME SENSITIVE, EMOTIONAL, HIGH, STRESSFUL SITUATIONS THAT INVOLVE COMMUNICATION WITH CAMPUS ADMINISTRATION, CENTRAL OFFICE STUDENTS AND PARENTS.

IN PARTICULAR. OVER THE PAST FEW MONTHS, THERE HAVE BEEN SEVERAL EXTREMELY DIFFICULT SITUATIONS THAT MARY HAS HAD TO HELP THE DISTRICT NAVIGATE.

THESE SITUATIONS HAVE REQUIRED COUNTLESS, COUNTLESS HOURS OF HER TIME WORKING WITH FAMILIES, COORDINATING WITH CAMPUSES, AND PROVIDING GUIDANCE TO STAFF AND OBSERVING HER NAVIGATE THESE SITUATIONS.

THE BEAUTIFUL THING ABOUT IT IS THAT SHE DOES IT IN LOVE AND THAT MARY HAD THE MARY HAS FOR THE DISTRICT IS THE LOVE THAT SHE HAS FOR THE DISTRICT IS VERY CLEAR. SHE IS THE GISD EFFECT.

SHE TAKES TIME TO BUILD RELATIONSHIPS AND CREATES TRUST WITH STUDENTS, THEIR FAMILIES AND DISTRICT STAFF.

THESE EFFORTS HAVE ALLOWED HER TO FIND RESOLUTIONS TO DIFFICULT SITUATIONS THAT LIKELY WOULD NOT HAVE BEEN RESOLVED WITHOUT HER INVOLVEMENT. SHE IS ALSO EXTREMELY KNOWLEDGEABLE OF STATE AND FEDERAL LAWS, AS WELL AS BOARD AND DISTRICT POLICY, AND WORKS TO ENSURE THAT THE DISTRICT FOLLOWS THOSE REQUIREMENTS.

THE LEGAL STAFF NOMINATED MS. MARY FOR THIS HONOR TONIGHT, AND THEY APPRECIATE THE WAY MARY MAKES HERSELF AVAILABLE TO ASSIST DESPITE BEING PULLED IN A MILLION DIFFERENT DIRECTIONS, SHE'S ALWAYS POSITIVE, OPTIMISTIC AND IS A JOY TO WORK WITH.

SHE GOES THE EXTRA MILE ON A SEAMLESSLY DAILY BASIS FOR STUDENTS, THEIR FAMILIES AND DISTRICT PERSONNEL.

AND SHE'S SO DESERVING OF OUR APPRECIATION AND RECOGNITION OF THOSE EFFORTS.

LADIES AND GENTLEMEN, PLEASE JOIN ME IN CONGRATULATING OUR GEM FOR JUNE, MS. MARY GARCIA [APPLAUSE].

THIS IS MY LEADERSHIP GARLAND CLASSMATE [INAUDIBLE] BEST CLASS.

THANK. OUR NEXT AGENDA ITEM IS A SPECIAL RECOGNITION.

[V.C. Special Recognition - Jason Wheeler]

AND FOR THAT, MR. JASON WHEELER.

PRESIDENT JOHNSON, MEMBERS OF THE BOARD.

DR. LOPEZ, DUCK CREEK DISTRICT SERVES GARLAND, ROWLETT AND SACHSE IN THE CIRCLE 10 COUNCIL, THE BOY SCOUTS OF AMERICA.

SEVERAL STUDENTS IN GISD PARTICIPATE IN CUB SCOUTS AND BOY SCOUTS OF AMERICA THROUGH THE DUCK CREEK DISTRICT, INCLUDING 30 UNITS IN OUR COMMUNITY.

IN 2021, 16 PARTICIPANTS EARNED THE DISTINCTION OF EAGLE SCOUT, INCLUDING THE DISTRICT'S FIRST FEMALE RECOGNITION.

THE SCOUTS CONTRIBUTED TO 3736 SERVICE PROJECT HOURS TO OUR COMMUNITY.

THEY GENUINELY LIVE UP TO THEIR MISSION OF WE STAND FOR CITIZENSHIP.

WE DEVELOP TOMORROW'S LEADERS.

THE SCOUTS WOULD LIKE TO THANK THE BOARD OF TRUSTEES AND DR.

LOPEZ TONIGHT. I WOULD LIKE TO WELCOME BARBARA POWERS, CHAIRPERSON OF MEMBERSHIP RELATIONSHIPS, TO THE PODIUM, TO GIVE A PRESENTATION ON BEHALF OF DUCK CREEK.

THANK YOU. WE'RE GLAD TO BE HERE TONIGHT.

SO LET'S SEE, PRESIDENT JOHNSON, THE REST OF THE BOARD, AND DR.

LOPEZ, WE TRULY THANK YOU FOR YOUR SUPPORT THROUGHOUT THE YEARS FOR DUCK CREEK DISTRICT.

AT ONE TIME IT WAS GREAT OWL AND FOR BOY SCOUTS.

THROUGHOUT MANY YEARS I'VE HAD THE PLEASURE OF WORKING WITH MANY BECAUSE I'VE BEEN DOING THIS A LONG TIME WITH MANY

[00:55:04]

SUPERINTENDENTS OVER THE YEARS.

IT WAS MENTIONED THAT DUCK CREEK DISTRICT SERVES GARLAND ROWLETT AND SACHSE.

IT ACTUALLY SERVES THE GEOGRAPHIC AREA OF GARLAND SCHOOL DISTRICT.

SO IF IT IS IN GARLAND SCHOOL DISTRICT, THEN IT IS IN DUCK CREEK DISTRICT.

SO JUST TO CLARIFY.

WELL, AS WITH MANY OTHER ORGANIZATIONS, COVID IMPACTED OUR MEMBERSHIP GREATLY.

AND I'M SURE MANY OF YOU ARE INVOLVED IN ORGANIZATIONS, CIVIC ORGANIZATIONS THAT COVID IMPACTED GREATLY.

HOWEVER, WE'VE MADE A LOT OF PROGRESS THIS YEAR, AND WE THINK WE'RE GOING TO KEEP PROGRESSING, AND WE COULDN'T HAVE DONE IT WITHOUT YOUR PARTNERSHIP. SO WE REALLY THANK YOU.

WE INCREASED OUR MEMBERSHIP LAST YEAR BY 510 YOUTH.

YES, WE'RE VERY EXCITED.

SO WE ALSO OF THAT 510, 463 WERE CUB SCOUT AGE, THAT IS KINDERGARTEN THROUGH FIFTH GRADE.

SO WE ARE JUST VERY EXCITED THAT IT'S A FAMILY PROGRAM WHERE PARENTS ARE INVOLVED WITH THEIR KIDS.

AND SO WE ARE SERVING MORE YOUTH THAN WE ANTICIPATE EVEN MORE THIS NEXT YEAR.

DUCK CREEK DISTRICT RECRUITS FROM ALL THE ELEMENTARY SCHOOLS IN GISD, EXCEPT FOR TWO BECAUSE TWO OF THEM, CENTERVILLE AND RUTH ROACH, ARE DESIGNATED AS SCOUT REACH PROGRAMS. AND THOSE ARE PROGRAMS THAT CIRCLE 10 COUNCIL FULLY FUNDS AND PROVIDES PROGRAM LEADERSHIP TO PROVIDE AFTER SCHOOL PROGRAMS FOR THOSE KIDS.

EVERYTHING IS FULLY FUNDED FOR THOSE PROGRAMS AND WE ARE JUST TRYING TO REACH MORE YOUTH IN DIFFERENT WAYS.

NOW IT WAS MENTIONED ABOUT OUR EAGLE PROJECTS AND THE HOURS THAT WERE MENTIONED FOR LAST YEAR.

THOSE ARE THE ONLY ONES THAT WE CAN DOCUMENT BECAUSE EVERY UNIT DOES SERVICE THROUGHOUT THE YEAR.

THEY JUST DON'T TURN THEM IN TO DOCUMENT OKAY.

SO JUST SO THAT YOU'RE AWARE, BUT I WANT TO MENTION SOME OF THE PROJECTS THAT OUR EAGLE SCOUTS HAVE DONE BECAUSE THEY DO THEM, MANY OF THEM FOR OUR SCHOOLS.

WE HAVE WE PUT IN BUTTERFLY GARDENS.

I KNOW THAT CENTERVILLE HAS SOME OF THOSE THAT OUR YOUTH HAVE DONE AND RAISED GARDENS, THE ABBETT ELEMENTARY, THE AWARD WINNING ABBETT ELEMENTARY OUTDOOR LEARNING CENTER.

THAT WAS DONE BY MULTIPLE EAGLE SCOUT PROJECTS.

SO JUST SO YOU'RE AWARE OF THAT, THE DISC GOLF COURSE AT SCHRADE MIDDLE SCHOOL IS AN EAGLE PROJECT.

MULTIPLE SCHOOLS HAVE US MAPS ON THE PLAYGROUND THAT WERE DONE BY EAGLE PROJECTS.

I BELIEVE THAT LIBERTY GROVE AND WEAVER ELEMENTARY.

WE'VE ALSO DONE A TRICYCLE PATH AND A SENSORY PATHWAY AT WEAVER ELEMENTARY.

SOME OF THE SCHOOLS WE ARE BEGINNING TO DO SOME BOOK DRIVES, SO THAT IS COMING UP THIS FALL.

THERE WAS A COMPLETE PLAYGROUND RENOVATION AT ARMSTRONG ELEMENTARY AND SOUTH GARLAND HIGH SCHOOL COURTYARD BEAUTIFICATION WAS AN EAGLE PROJECT.

SO WE DO LOTS OF DIFFERENT THINGS, NOT JUST FOR OTHER ORGANIZATIONS AND OTHER COMMUNITY GROUPS, BUT ALSO TO THE SCHOOLS.

I KNOW THAT EVERY YEAR, SEVERAL TIMES A YEAR, THERE ARE CLEANUP EVENTS AND TREE PLANTING S AT VARIOUS SCHOOLS TOO THAT ARE JUST SERVICE PROJECTS.

THE LAST THING I WANT TO TELL YOU ABOUT IS SOMETHING THAT IS.

DIFFERENT IN GISD THAT NO OTHER DISTRICT IN CIRCLE 10 COUNCIL HAS.

[01:00:07]

HERE WE HAVE A FOUNDATION, THE RUST POWERS FOUNDATION, THAT PRESENTS SCHOLARSHIPS YEARLY TO EAGLE SCOUTS AND OUTSTANDING SERVICE PROJECTS.

THE FOUNDATION WAS STARTED IN SPRING OF 2017 AND THE FIRST SCHOLARSHIPS WERE AWARDED IN 2018.

SO SINCE 2018 WE HAVE PRESENTED THE RUST POWERS FOUNDATION HAS AWARDED OVER $30,750 IN COLLEGE SCHOLARSHIPS TO GISD STUDENTS.

SO THAT IS ANOTHER THING THAT YOUR PARTNERSHIP WITH US IS BENEFITING FROM.

I WANT TO THANK YOU AGAIN FOR YOUR WONDERFUL PARTNERSHIP OVER MANY, MANY YEARS, AND WE LOOK FORWARD TO A CONTINUED PARTNERSHIP IN THE UPCOMING FUTURE BECAUSE WITH YOUR HELP, WE CAN CONTINUE TO BUILD COMMUNITY THROUGH SCOUTING.

AND I ALSO HAVE WITH ME TODAY IS OUR DISTRICT EXECUTIVE.

YES. HE'S THE ONE PAID PERSON IN IN OUR DISTRICT, AND THAT IS ROBERT BONNET [APPLAUSE] MIC] THANK YOU FOR LETTING US DO THIS AND FOR THE COOPERATION.

THANK YOU SO MUCH FOR THAT RECOGNITION.

AND WE DO BUILD COMMUNITIES.

AND, MR. PRESIDENT, WE'RE THROUGH WITH RECOGNITIONS.

SO AS I CONTINUE, WE'RE GOING TO CALL DR.

[V.D. Introduction of District Administrators - Dr. Gradyne E. Brown]

LADIES AND GENTLEMEN, I PRESENT TO YOU MS. TOBI SCHMIDT [APPLAUSE]. GOOD EVENING.

PRESIDENT JOHNSON, BOARD OF TRUSTEES.

DR. LOPEZ I COULD NOT BE MORE EXCITED TO SERVE OUR COMMUNITY IN THIS ROLE.

SOME OF THE MOST IMPORTANT WORK WE DO AS EDUCATORS IS PLAN FOR THE DELIVERY OF INSTRUCTION SO THAT IT MEETS THE NEEDS OF ALL LEARNERS.

[01:15:06]

I'M PASSIONATE ABOUT THE WORK THAT HAPPENS IN PLCS, AND I'M GRATEFUL TO BE ABLE TO WORK ALONGSIDE OUR ELEMENTARY CAMPUSES TO MAKE SURE THAT WE ARE CREATING A LEARNING ENVIRONMENT THAT NOT ONLY MEETS THE NEEDS OF ALL LEARNERS, BUT CONTINUOUSLY CHALLENGES THEM TO GROW ACADEMICALLY, SOCIALLY AND EMOTIONALLY AND ALL OTHER ENDEAVORS.

MY HUSBAND IS HERE WITH ME TONIGHT, TYSON.

HE IS NOT AN EDUCATOR, BUT I WOULD GAUGE TO SAY THAT HE HAS PROBABLY ATTENDED MORE GISD EVENTS THROUGHOUT THE YEARS THAN MOST OF OUR EMPLOYEES.

SO I AM ETERNALLY GRATEFUL FOR THE SUPPORT THAT HE HAS FOR ME AND FOR ALL THINGS GISD, AGAIN I AM SO THANKFUL AND APPRECIATE THIS OPPORTUNITY IN THE NEW ROLE [APPLAUSE].

VERY GOOD. WELCOME TO ALL OUR NEW ADMINISTRATORS.

THE UPDATE WOULD PREVENT DISTRICT STAFF FROM ENGAGING IN A ROMANTIC RELATIONSHIP WITH A FORMER DISTRICT STUDENT WHO IS NOT YET 21 YEARS OF AGE AND WHO GRADUATED FROM THE DISTRICT WITHIN THE PAST TWO YEARS.

THIS POLICY CAN BE FOUND ON PAGE 585 OF YOUR BOARD BOOKS.

AGAIN, THE POLICY ADVISORY GROUP MET LAST WEEK TO REVIEW AND DISCUSS THIS POLICY CHANGE AND MADE THE DECISION TO PRESENT IT HERE TONIGHT.

THE POLICY IS PRESENTED FOR FIRST STREET ONLY.

DO YOU HAVE ANYTHING TO ADD MR. BEACH? NOTHING. ANY OF THE BOARD MEMBERS HAVE ANY QUESTIONS REGARDING THIS POLICY? ALL RIGHT. WE WILL CONSIDER IT FIRST READ FOR DH LOCAL AND THE AMENDMENTS TO SUCH.

[VI.D. Discuss Revisions to BDB (Local)]

ALL RIGHT. MOVING ON TO DISCUSSION ITEM 6 DH DISCUSS REVISIONS TO BDB LOCAL.

[01:20:01]

MR. GOBERT. YES, SIR. SO THIS AGAIN IS PRESENTED FOR FIRST READ ONLY.

THIS POLICY CAN BE FOUND ON PAGE 591 OF YOUR BOARD BOOKS, AND I WILL DEFER TO MR. BEACH TO DISCUSS THE PROPOSED UPDATES TO BDB LOCAL.

AND LET THE RECORD REFLECT I THINK THAT THERE'S BEEN SOME ADDITIONS.

I THINK THAT'S ACTUALLY ON 594 OF OUR BOOKS NOW.

OKAY. THANK YOU.

YES, I DO HAVE MR. JOHNSON A STATEMENT TO MAKE CONCERNING THIS PARTICULAR POLICY BDB LOCAL THE CHANGES ARE OUTLINED BEFORE YOU IN THIS POLICY, BDB LOCAL AND THE PROPOSED CHANGES INCLUDE COMBINING THE CURRENT SEPARATE FACILITIES AND FINANCE COMMITTEE INTO ONE COMMITTEE ENTITLED THE FINANCE FACILITIES AND OPERATIONS COMMITTEE.

AND THE CURRENT DISTRICT AFFAIRS COMMITTEE WILL BE ENTITLED THE ACADEMIC AND DISTRICT AFFAIRS COMMITTEE.

AND THE GOAL OF THIS NEW COMMITTEE STRUCTURE IS TO RECEIVE INFORMATION, DISCUSS AND ANALYZE THE INFORMATION ISSUES BROUGHT BY THE ADMINISTRATION.

THE CHAIRPERSON OF EACH OF THESE STANDING COMMITTEES SHOULD SET THE AGENDA FOR COMMITTEE MEETINGS IN CONJUNCTION WITH ADMINISTRATION, AND EACH CHAIRPERSON SHOULD UPDATE THE BOARD OF TRUSTEES REGARDING ITS ITEMS TAKEN UP BY THE COMMITTEE AND ADVANCEMENT OF AGENDA ITEMS FOR ACTION AT THE BOARD MEETING.

AND THE BOARD ADVISORY GROUPS, WHICH INCLUDE POLICY ADVISORY GROUP AND THE INTERNAL AUDIT ADVISORY GROUP, WILL BE COMPRISED OF THREE TRUSTEES, INCLUDING AT ONE MEMBER EACH FROM THE CURRENT FINANCE AND FACILITIES AND OPERATIONS COMMITTEE, AND THE ACADEMIC AND DISTRICT AFFAIRS COMMITTEE AND THE BOARD PRESIDENT.

ADDITIONALLY, ANY CHAIR OF ONE OF THE STANDING COMMITTEES WILL NOT BE ELIGIBLE FOR SERVICE ON ANOTHER STANDING COMMITTEE.

AND THIS PARTICULAR POLICY IS ONLY FOR FIRST READING ONLY.

SO THAT IS WHAT WAS DISCUSSED IN OUR GROUP.

AND IF MS. GRIFFIN OR MS. STANLEY WOULD LIKE TO HAVE ANY COMMENT OR TO THAT STATEMENT, PLEASE FEEL FREE TO DO SO.

MS. GRIFFIN DO YOU HAVE ANY COMMENT? MS. STANLEY ANY COMMENT? ANY OTHER BOARD MEMBER HAVE COMMENT? OKAY. THEN WE WILL ACCEPT THIS AS FIRST READ FOR THE REVISIONS TO BDB LOCAL.

THANK YOU. THANK YOU, MR. GOBERT. YEAH.

NEXT, WE'RE GOING TO MOVE ON TO AGENDA ITEM E TRUSTEE'S REPORT.

[VI.E. Trustees' Report]

I'M GOING TO START WITH MR. GLICK. THANK YOU, SIR.

LET'S SEE. FIRST THING IT WAS WOULD BE THE SPECIAL OLYMPICS, BOTH ELEMENTARY AND SECONDARY.

I KNOW MR. BEACH WAS THERE AND MRS. STANLEY WAS THERE. I BELIEVE MR. SELDERS WAS ALSO THERE.

IT WAS REALLY A WONDERFUL TWO DAYS.

THE WEATHER WAS PERFECT.

WE HAD MR. BEACH, OF COURSE, BEING THE VOICE OF WILLIAMS STADIUM.

THAT'S A TRADITION THAT CONTINUES.

THEN I ATTENDED.

I HAVE THE ACTUAL PROGRAM.

THIS WAS THE FIRST TO ME.

I GUESS YOU SHOULD DO DIFFERENT THINGS IN YOUR LIFE.

RIGHT? SO THIS WAS CALLED THE MISS ASIA AMERICA INTERNATIONAL PAGEANT.

MS. GRIFFIN WAS ACTUALLY ONE OF THE JUDGES.

IT WAS REALLY, REALLY INTERESTING.

IT WAS AT THE GRANVILLE ARTS CENTER, WHICH WAS PACKED, BY THE WAY.

AND THE CONTESTANTS REPRESENTED, I THINK, ALMOST, IF NOT EVERY COUNTRY IN ASIA.

WHICH WAS REALLY PRETTY INTERESTING.

IT WAS YOU MIGHT CALL IT A BEAUTY PAGEANT.

I DON'T THINK THEY CALL THAT ANYMORE.

BUT IT WAS REALLY INTERESTING.

MS. JENNIFER NGUYEN, WHO'S THE ASSISTANT CHAIR, INVITED ME TO SIT AT HER TABLE.

SO THAT WAS ALSO A LOT OF FUN.

THE CROWD WAS LITERALLY FROM THE WHOLE STATE BECAUSE THE CONTESTANTS WERE FROM THE WHOLE STATE.

THEY WERE FROM SCHOOL DISTRICTS AROUND THE WHOLE STATE.

SO IT WAS REALLY VERY INTERESTING AND SOMETHING THAT I ENJOYED AGAIN, HAVING NEVER DONE THAT.

YESTERDAY WAS THE GARLAND SPARK LUNCHEON.

MS. GRIFFIN WAS THERE. MR. BEACH WAS THERE.

THE PRESENTER WAS GARLAND MAYOR SCOTT LEMAY.

REALLY VERY INTERESTING AS HE TALKED ABOUT MAINLY THE BOND THAT THE CITY OF GARLAND PASSED A FEW YEARS AGO AND ALL OF THE PROGRESS THEY'VE MADE.

ONE OF THE THINGS, OF COURSE, THAT WAS INTERESTING TO ME IS THE ANIMAL SHELTER.

I HAD BEEN INVOLVED WITH MY WIFE IN HELPING BUILD THE ROWLETT ANIMAL SHELTER.

AND GARLAND TRULY NEEDED A NEW ANIMAL SHELTER.

IT WAS MANY, MANY YEARS COMING.

[01:25:01]

AND AS MAYOR LEMAY SAID, THIS IS GOING TO BE MAYBE IN HIS MIND, THE HIGHLIGHT OF THAT WHOLE BOND PROGRAM, INCLUDING OTHER PARKS AND THINGS LIKE THAT GOING ON THROUGHOUT THE CITY. SO THAT WAS A REALLY INTERESTING PRESENTATION AND SOMETHING THAT THE CITY OF GARLAND SHOULD BE VERY PROUD OF.

AND FINALLY, I SERVE ON THE ROWLETT CHAMBER FOUNDATION, AND ONE OF THE THINGS WE DO EVERY YEAR IS ISSUE SCHOLARSHIPS FOR BUSINESS STUDENTS FROM OUR HIGH SCHOOLS.

THE ONLY REQUIREMENT IS THAT YOU GO OUT AND PURSUE A BUSINESS DEGREE AND YOU BE A ROWLETT CITIZEN.

YOU CAN ATTEND ANY OF OUR HIGH SCHOOLS.

THE FOUR WINNERS, $1,000 EACH.

TRENTON MCCRACKEN FROM GARLAND HIGH SCHOOL.

LONGVIEW FROM NAAMAN, CHRISTINE CULPEPPER FROM ROWLETT.

AND AVERY BRIGHT FROM ROWLETT HIGH SCHOOL.

THANK YOU, SIR. THANK YOU, MR. GLICK. MS. STANLEY.

THANK YOU. SO I ATTENDED, ALONG WITH MANY OTHERS HERE, THE GARLAND SPORTS HALL OF FAME, WHICH I ALWAYS ENJOY, MOSTLY BECAUSE I LIKE TO WATCH MY HUSBAND BEING IN AWE OF EVERYONE SINCE HE EITHER WAS COACHED BY THEM OR PLAYED WITH THEM.

SO HE ALWAYS GETS A KICK OUT OF THAT.

AND I LOVE HOW THE COMMUNITY JUST CONTINUES TO HONOR OTHER MEMBERS OF THE COMMUNITY.

IT'S JUST A UNIQUE EXPERIENCE.

AND THEN I GOT TO PARTICIPATE IN CAREER DAY FOR A COUPLE OF SCHOOLS.

WEAVER ELEMENTARY AND DAUGHERTY ELEMENTARY.

I NEVER SAY IT RIGHT, SO I APOLOGIZE UP FRONT AND I GOT TO SPEAK WITH FIFTH GRADERS.

AND ONCE YOUR KIDS GROW UP, YOU FORGET WHAT A DELIGHT THE YOUNGER KIDS ARE, YOU KNOW? AND I LOVE THE FIFTH GRADERS.

I LOVE ALL KIDS. BUT THEY WERE JUST IT'S FUNNY HOW EACH CLASS ZEROED IN ON SOMETHING DIFFERENT WHEN YOU'RE TELLING THEM WHAT YOU DO FOR A LIVING.

SOME OF THEM WERE VERY MUCH INTERESTED IN HOW MUCH MONEY YOU MAKE, BUT THEN SOME OF THEM WERE VERY MUCH INTERESTED IN WHAT YOU ACTUALLY HAD TO DO.

LIKE HOW MANY HOURS YOU HAD TO WORK.

THEY WERE VERY IT WAS REALLY KIND OF SURPRISING.

[LAUGHTER] IT'S LIKE REALLY YOU UNDERSTAND THAT.

BUT THEY DID. THEN I GOT TO ATTEND THE PLANET FORD 635 SCHOLARSHIP LUNCHEON WHERE OUR LOCAL PLANET FORD DEALERSHIP GIVES OUT THREE 3,000 SCHOLARSHIPS AND SIX $2,000 SCHOLARSHIPS TO THEY GAVE IT OUT TO GARLAND HIGH SCHOOL, NORTH GARLAND HIGH SCHOOL, AND SOUTH GARLAND HIGH SCHOOL.

SO I HAD ASKED HOW COME THEY DIDN'T GIVE IT OUT TO ALL OF OUR SCHOOLS IN THE GISD? AND I LEARNED SOMETHING VERY INTERESTING, AND THAT'S BECAUSE THEY CAN ONLY DO COMMUNITY ENGAGEMENT WITHIN THEIR SALES TERRITORY THAT FORD HAS GIVEN THEM.

AND IT'S ALL OF OUR SCHOOLS ARE NOT PART OF THAT.

SO I ASKED THEM TO TRY AND MAKE OUR SCHOOLS PART OF THAT BECAUSE WHILE THEY DO A REALLY GOOD JOB AND NOT ALL THE OTHER FORD DEALERS DO SO THEN I WAS ABLE TO FOLLOW UP WITH THEM WITH A DINNER ON THE 23RD WHERE I INTRODUCED THEM TO THE NEW COUNCILWOMAN FOR DISTRICT FIVE AND THEY HAVE GOT ROWLETT ADDED INTO IT.

THEY'VE NOT BEEN ABLE TO GET THE OTHER THREE SACHSE, NAAMAN, AND LAKEVIEW, BUT WE NOW HAVE ROWLETT.

SO NEXT YEAR ROWLETT WILL BE ABLE TO BE PART OF THEIR SCHOLARSHIPS.

SO IT'S PRETTY COOL.

AND THEN WE WENT TO I GOT TO GO TO THE TOP TEN LUNCHEONS AND THEN THE THING I ENJOYED THE MOST WERE THE GRADUATIONS.

THIS WAS MY YEAR, MY FIRST YEAR OF BEING ABLE TO GO TO ALL THE GRADUATIONS.

AND I HAVE TO TELL YOU, IT WAS HUMBLING AND EXHILARATING AT THE EXACT SAME TIME.

SO I'M GOING TO STOP THERE.

THANK YOU. THANK YOU, MS. STANLEY. MS. GRIFFIN.

YES. IT'S BEEN A VERY BUSY 30 DAYS; PAGEANTS, GRADUATION, TRAINING, SCHOOL EVENTS, COMMUNITY EVENTS, SCHOLARSHIP EVENTS, COMMITTEE MEETINGS, GROUP MEETINGS.

AND IT'S BEEN MY HONOR TO HAVE BEEN INVITED AND TO HAVE BEEN ABLE TO ATTEND ALL OF THAT.

I WISH EVERYONE IN THE COMMUNITY OF THE TRI-CITIES OF GARLAND, ROWLETT, AND SACHSE, A BLESSED AND SAFE SUMMER.

WE'LL SEE YOU IN AUGUST.

COME BACK READY, REVIVED AND BRINGING THE GISD EFFECT.

WOO.

THAT'S RIGHT. THAT'S WHAT I LIKE TO HEAR.

YEAH, MR. BEACH.

I WANT TO ADD TOO, I JUST RECEIVED WORD AS I ATTENDED I MENTIONED TO YOU A COUPLE OF MONTHS AGO GOING TO SKILLS USA IN CORPUS CHRISTI.

WE HAVE TWO NATIONAL CHAMPIONS THAT WENT TO ATLANTA AND THEY'VE JUST BEEN NAMED.

[01:30:04]

I'M NOT GOING TO TELL THEIR NAMES BECAUSE WE'LL PROBABLY PRESENT THEM HERE TO YOU FOLKS.

BUT WE HAD TWO NATIONAL CHAMPIONS COME OUT OF ATLANTA JUST RECENTLY.

SO I'M VERY PROUD FOR THOSE TWO STUDENTS BECAUSE THEY YOU COULD TELL THE EXCITEMENT ON STAGE FROM THE PICTURES I RECEIVED.

ALSO, I ATTENDED THE SLI LAST WEEK IN SAN ANTONIO.

AND WHAT I WANT TO SHARE WITH YOU IS WE HAD A SPEAKER THERE THAT WAS VERY INSTRUMENTAL AND REALLY HIT MY HEART ON WHAT OUR TEACHERS HAVE OVERCOME THIS PARTICULAR SCHOOL YEAR.

I DON'T KNOW IF YOU KNOW ABOUT E SPORTS, BUT IT'S VERY COMPETITIVE SPORTS.

SHE WAS A FIREFIGHTER AND THIS LADY, THEY GO OUT AND THEY DO WATER RAFTING, RUNS SO MANY MILES AND THEY HAVE TO SWIM.

THEY DO MOUNTAIN CLIMBING, THEN THEY DO THE ROPE LINE.

AND I MEAN ALL OF THIS TRYING TO BEAT OTHER COUNTRIES.

IT'S A SPORT NOW AND IT'S THAT THEY COMPETE.

BUT WHAT REALLY TOOK THE WHOLE THING AND BLEW IT OUT OF PROPORTION SHE'S HAD SIX HIP REPLACEMENTS AND STILL DOING THIS.

AND I THOUGHT, MAN, HAS SHE OVERCOME THE ODDS BECAUSE OF HER DREAMS OF WHAT SHE WANTS TO DO? FOLKS, WE'VE DONE THE SAME THING IN GISD THIS YEAR.

WE'VE OVERCOME THE ODDS AND WE ARE EXCELLING.

WE ARE IMPROVING DAILY AND WE WILL CONTINUE TO IMPROVE DAILY.

AND I WANT TO BUILD ON WHAT MS. GRIFFIN JUST SAID. I LOOK FORWARD TO THIS SCHOOL YEAR ON AUGUST THE 8TH, THE GREAT THINGS THAT WE'RE GOING TO BE DOING IN THIS DISTRICT AND WE'RE GOING TO OVERCOME EVERYTHING AND WE WILL WIN. THANK YOU.

THANK YOU, MR. BEACH.

BASICALLY, I WENT TO MOST OF THE SAME STUFF THAT EVERYONE ELSE HAS, SO I'M NOT GOING TO KIND OF BEAT UP.

I WILL COMMENT ABOUT ONE THING THAT STRUCK ME WHEN I WAS IN SAN ANTONIO AT THE SLI TRAINING THAT'S BEEN MENTIONED IS I FELT LIKE IN EACH AND EVERY ONE OF THE PRESENTATIONS WE WERE BEING PRESENTED THIS NEW IDEA OF LET'S DO THINGS THIS WAY, AND IT'S THE WAY WE'RE ALREADY DOING IT.

SO I WAS LIKE, WELL, WHY DON'T THEY JUST COME UP HERE? WE CAN JUST HAVE SLI UP HERE IT WILL BE FASTER FOR EVERYONE.

BUT THAT DID STICK WITH ME.

I ALSO ONE OF A KIND OF A PERSONAL BUT REALLY MOVING THING THAT I WENT TO LAST WEEK WAS I ATTENDED THE MEET PRINCIPAL FUNCTION AT HUDSON MIDDLE SCHOOL FOR ASHLEY WONG.

AND THAT WAS ONE OF THE SWEETEST EVENTS I'VE EVER ATTENDED.

AND SOMEONE WHO'S LIKE COMPLETELY ALL IN FOR KIDS AND SHE JUST CAN'T WAIT FOR THE SCHOOL YEAR TO START.

I KNOW THE REST OF US ARE WANTING SUMMER TO LAST SO LONGER, BUT SHE'S READY FOR IT TO END NOW BECAUSE SHE WANTS TO GET THOSE KIDS IN THE SCHOOL.

I WANT TO ISSUE HER A CONGRATULATIONS.

WELL, AND I REALLY APPRECIATED THE INVITATION TO THAT EVENT.

IT WAS IT WAS WONDERFUL.

IN ADDITION, OBVIOUSLY, GRADUATION IS ALWAYS SPECIAL.

WE ALL ATTENDED GRADUATIONS.

WE ALL GOT THAT'S THE MOST MOVING THING I THINK WE DO IS WHEN WE GET UP AND GIVE A SPEECH AND WE ACTUALLY GET TO GRADUATE 5, 600 KIDS AT A TIME, IT'S PRETTY COOL.

NOT EVERYONE GETS A CHANCE TO DO THAT.

I HIGHLY RECOMMEND IT IF YOU CAN.

BUT LIKE I SAID, JUST ABOUT ALL OF US HAVE BEEN PRETTY MUCH GOING AND BLOWING THIS LAST MONTH.

SO I'M NOT GOING TO TAKE UP ANY MORE OF OUR TIME WITH RESPECT TO THAT.

BUT I WILL ASK DR.

[VI.F. Superintendent's Report]

LOPEZ TO SEE IF HE HAS A FEW WORDS.

THANK YOU, PRESIDENT JOHNSON.

YOU KNOW, FIRST OF ALL, I JUST FEEL SO PROUD OF THE ACCOMPLISHMENTS A LOT OF THE STAFF HAVE DONE DURING THIS SCHOOL YEAR.

IT SEEMS LIKE SO LONG AGO, EVEN WHEN WE TALK ABOUT GRADUATION, THOSE ARE A MERE A FEW WEEKS AGO, BUT IT SEEMS LIKE AGES AGO.

AND I THINK THAT'S WHAT GOING THROUGH THIS PANDEMIC HAS DONE TO US.

YOU KNOW, WE FORGET WHAT IT WAS GOING LIKE IN AUGUST OF LAST YEAR.

WE FORGET WHAT IT WAS LIKE IN JULY OF LAST YEAR.

WE FORGET ABOUT WE THOUGHT WE HAD LIGHT AT THE END OF THE TUNNEL AND THEN THE NEW VARIANT COMES AND ALL THE TRIALS AND TRIBULATIONS THAT COME THROUGH IT.

WHAT PEOPLE FORGET, TOO, IS THAT THERE'S A HUGE, MASSIVE NATIONAL TEACHER SHORTAGE.

PEOPLE FORGET TOO WAS THE QUARANTINE PROTOCOLS KEPT THE PEOPLE THAT WERE THERE OUT FOR PROLONGED PERIODS OF TIME.

CLASSES WERE BEING COMBINED.

TEACHERS AND PRINCIPALS WERE SCRAMBLING.

A MAJORITY OF OUR KIDS FORGOT WHAT IT WAS LIKE TO SCHOOL.

I MEAN, TO SIT DOWN AND BEHAVE, RIGHT, AND LISTEN AND LEARN.

AND IN ALL OF THAT, AS WE'RE STILL GETTING OUR RESULTS, BECAUSE WHAT'S HAPPENING, OF COURSE, WITH THE STATE SYSTEM, THEY GOT A NEW SYSTEM AND THAT DATA ISN'T CLEAR.

BUT IT'S REMARKABLE ON A LOT OF THE GROWTH OUR SCHOOLS MADE, IT'S ACTUALLY, IN SOME CASES, JUST INSPIRING. AND SO WE'RE REALLY ENCOURAGED ABOUT WHAT THE YEAR BRINGS.

IT WAS A GREAT ENDING WITH OUR YOU TALKED ABOUT OUR GRADUATIONS.

IT WAS A GREAT ENDING TO THE SCHOOL YEAR.

THERE'S A SYNERGY AND A SENSE OF PRIDE.

[01:35:01]

ONCE THOSE RESULTS CAME IN, IT'S KIND OF LIKE LIFTED UP THE TEACHERS.

IT LIFTED UP THE PRINCIPALS, IT GAVE THEM LIKE NOT HOPE, BUT JUST LIKE A SENSE OF ACCOMPLISHMENT THAT THEY THOUGHT LIKE, OH, MY GOSH, WE DID ALL THAT IN THE MIDST OF EVERYTHING.

NOW WE KNOW NEXT YEAR IS GOING TO BE OTHER UNPREDICTED CIRCUMSTANCES, BUT WE LEARNED NO MATTER WHAT, WE CAN GET THROUGH IT TOGETHER.

SO NEXT YEAR'S THEME IS BE THE LIGHT.

IT'S THE GISD EFFECT.

WE'RE GOING TO KICK OFF OUR CONVOCATION IN EARLY AUGUST.

IT'S GOING TO BE AUGUST 4TH.

WE'RE GOING TO START AT 9 A.M.

SHARP. WE WANT EVERYBODY TO BRING THEIR ENERGY, THEIR PASSION.

THIS PAST SCHOOL YEAR WASN'T PERFECT, AND WE KNOW NEXT YEAR ISN'T EITHER.

BUT TODAY I WAS SPEAKING TO A FRIEND OF MINE AND DAVID VINSON FROM WYLIE.

AND THE FIRST THING HE SAYS, HE GOES, YOU KNOW, FOR YOUR DEMOGRAPHICS, YOU OUTPERFORM SCHOOL DISTRICTS THAT ARE MORE FLUENT THAN YOU.

AND I GO, YEAH, YOU KNOW, WE COMPARE OURSELVES TO THE MOST AFFLUENT SCHOOL DISTRICTS.

WE DON'T LOOK AT COMPARISON GROUPS TO LIKE US.

YOU KNOW, WE WANT TO BEAT HIGHLAND PARK.

WE WANT TO BEAT EANES, LAKE TRAVIS.

YOU KNOW, WE WANT TO BE UP THERE WITH THEM, BECAUSE WHEN WE DO THAT, THAT'S WHEN YOU CLOSE THE ACHIEVEMENT GAPS AND THAT'S ONE OF OUR PURSUITS.

SO I WANT TO THANK THE COMMUNITY.

I WANT TO THANK THE SCHOOL BOARD.

I WANT TO THANK THE TEAM OF EDUCATORS, 7,500 OF THEM.

I WANT TO THANK THE 55,000 KIDS PARENTS OUT THERE.

WE MADE IT. LET'S TAKE THIS TIME OFF.

LET'S RECHARGE. NEXT WEEK, THE SCHOOL DISTRICT WILL BE CLOSED.

NOW YOU WILL SEE SOME PEOPLE WORKING.

THOSE ARE CONTRACTED LABOR FORCES TO MAKE SURE OUR AIR'S WORKING AND EVERYTHING ELSE.

THOSE AREN'T GISD PEOPLE.

SO DON'T TRY EARLY REGISTRATION.

NO ONE'S GOING TO BE THERE.

OKAY. AFTER THAT WEEK. WE'RE GOING TO BE BACK AND READY FOR THE KIDS TO COME IN, IN AUGUST.

SO IT'S GOING TO BE A GREAT YEAR.

THANK YOU. THANK YOU, DOCTOR LOPEZ.

MOVING ON TO AGENDA ITEM 6 G FUTURE AGENDA ITEMS.

[VI.G. Future Agenda Items]

DOES ANY BOARD MEMBER HAVE A FUTURE AGENDA ITEM? MR. GLICK.

THANK YOU, SIR. MAYBE I BRING A DIFFERENT PERSPECTIVE THAN MAYBE ANYBODY AROUND THE TABLE AS TO WHAT WE'RE HEARING FROM OUR FINE ARTS TEACHERS.

AND THAT WOULD BE PRETTY MUCH BECAUSE OF MY DAUGHTER WHO EXCELLED BOTH IN MUSIC AND IN ART, REACHING, I GUESS, ALL AMERICAN IN MUSIC AND GETTING A FIVE IN AP ART.

SO I GOT TO SEE OVER A LONG PERIOD OF TIME AND THEN MY SON EVENTUALLY WITH BAND THE AMOUNT OF WORK THAT OUR FINE ARTS TEACHERS DO.

AND I'VE JUST COMPLETED BEING CHAIR OF THE FINANCE COMMITTEE.

AND I THINK I'VE STUDIED OUR ESSER 2 AND ESSER 3 FUNDS, OUR $160 MILLION DOLLARS THAT WE HAVE.

AND I HAVE TO TELL YOU, I AGREE WITH THE SPEAKERS.

I THINK THERE'S MONEY THERE FOR US TO HONOR THE WORK THAT THEY DID.

I UNDERSTAND THERE WERE A DIFFERENT COHORT.

I UNDERSTAND THE PROBLEMS, BUT I ALSO UNDERSTAND THE SIZE OF THE GROUP AND UNDERSTAND THE EXCELLENCE THAT THAT DEPARTMENT HAS BROUGHT TOP 100 COMMUNITIES IN THE NATION MANY, MANY TIMES.

WHEN OUR ARTISTS GO DOWN FOR THE VASE COMPETITION IN AUSTIN, WE WIN.

WE WIN MORE THAN ANY OTHER SCHOOL DISTRICT DOWN THERE.

AND MAYBE WE SHOULD FINALLY HONOR THESE TEACHERS.

THANK YOU, SIR. SO SPECIFICALLY, ARE YOU REFERRING TO ADDING A DISCUSSION ITEM ABOUT COHORT D? YES, SIR, I AM. THANK YOU.

FOR CLARITY, DISCUSSION OR ACTION.

BECAUSE THE FUNDS FOR ESSER FUNDS HAVE TO BE CLEARED THROUGH A WHOLE MECHANISM.

SECONDLY, THOSE AREN'T THE ONLY TEACHERS IN COHORT D.

THERE'S OTHER TEACHERS THAT WERE EXCLUDED AS WELL.

AND THIRDLY, WHAT THIS DOES IS OPEN THE DOORS.

EVERY TIME YOU EXCLUDE A COHORT OR MEMBERS OF A COHORT, THEY'RE GOING TO BE EXPECTING OTHER PORTIONS OF MONIES TO BE RECEIVED.

SO JUST FOR CLARITY, BECAUSE WE HAVE TO PREPARE A FUTURE AGENDA ITEM WHEN IT COMES UP, WHAT IT'S TO BE.

I'M ONLY SPEAKING TO THE TEACHERS WHO HAVE COME BEFORE US FROM THE FINE ARTS DEPARTMENT.

I'M NOT SURE OF THE OTHER GROUPS.

ADMINISTRATION'S PERSPECTIVE MIGHT BE WHAT'S IN ORDER AT A COMMITTEE MEETING LEVEL, AND THEN IF ACTION IS NEEDED BEYOND THAT, WE CAN ELEVATE IT FROM A COMMITTEE TO THE BOARD.

AND JUST ONE FURTHER THING.

MR. PRESIDENT, THE REASON I BRING THIS UP IS THERE ARE REPORTS IN OUR STATE AND AROUND THE COUNTRY

[01:40:07]

ABOUT SCHOOL DISTRICTS ASKING FOR MORE TIME AND ASKING THE FEDERAL GOVERNMENT TO EXTEND THE TIME TO SPEND THEIR ESSER FUNDS BECAUSE I DON'T KNOW OF ANY SCHOOL DISTRICT THAT TRULY BELIEVES THEY'LL BE ABLE TO EXPEND THOSE DOLLARS, SO THEY'RE ASKING FOR MORE TIME.

SO I THINK THERE ARE DOLLARS AVAILABLE.

AGAIN, THANK YOU, SIR.

YOU GOOD? I JUST WANT TO BE CLEAR.

THIS IS JUST DISCUSSION ONLY FOR A COMMITTEE MEETING BEFORE AN AGENDA MEETING ITEM? THAT'S UP TO THE PRESIDENT, SIR.

OKAY. THAT'S THE WAY I SEE IT SO.

ANY OTHER FUTURE AGENDA ITEMS? MS. STANLEY.

I HAVE NO IDEA IF THIS IS APPROPRIATE.

SO JUST GO AHEAD AND GUIDE ME.

[LAUGHTER] WELL, I DON'T, BUT TO GUIDE ME AND IT KIND OF GOES BACK TO OUR SPEAKER, SO.

IN THE REQUESTS HOW DO WE, SHE'S ASKING TO TABLE THAT ONE ABOUT AND HAVING MORE TRANSPARENCY OF THE CURRICULUM.

IS THAT SOMETHING THAT WE CAN BRING TO A COMMITTEE MEETING OF WHAT ARE OUR OPTIONS? THAT IT IS ON THE AGENDA FOR TONIGHT.

YOU CAN MAKE A MOTION TO TABLE THAT AGENDA ITEM AS THE TIME COMES UP, BUT THAT WOULDN'T BE A FUTURE AGENDA ITEM BECAUSE IT'S CURRENTLY BEFORE US THIS EVENING.

OKAY. SO THAT COULD BE A MOTION YOU CAN MAKE.

YOU CAN ASK QUESTIONS ABOUT THAT AGENDA ITEM FROM THE PEOPLE WHO ARE HERE TO DISCUSS IT.

BUT THERE ARE THOSE ARE THE KIND OF THE PROCEDURAL MECHANISMS WE HAVE AVAILABLE TO US AT THIS POINT.

THANK YOU VERY MUCH.

ANY OTHER FUTURE AGENDA ITEMS? ALL RIGHT, SEEING NONE. WE'LL GO AHEAD AND MOVE ON TO OUR NEXT AGENDA ITEM, WHICH IS CONSENT AGENDA.

[VII. Consent Agenda]

CONSIDER APPROVAL OF THE HUMAN RESOURCES REPORT.

I KNOW THAT THAT HAS BEEN DISTRIBUTED TO EACH BOARD MEMBER BEFORE.

MR. PRESIDENT. YES, MS. GRIFFIN.

I MOVE APPROVAL OF THE HUMAN RESOURCE REPORT AS DISTRIBUTED AT OUR PLACES TONIGHT.

SECOND. OKAY WE HAVE A MOTION AND A SECOND? ALL THOSE IN FAVOR OF APPROVING THE HUMAN RESOURCE REPORT RAISE YOUR HAND.

THAT PASSES FIVE ZERO.

THANK YOU, MS. BROWN THAT WAS A VERY IMPRESSIVE WALK UP TO THE PODIUM.

[LAUGHTER] NEXT TIME IS GOING TO BE AGENDA ITEM 8 A IS CONSIDER

[VIII.A. Consider Approval of Revisions to Board Policy FFEA(LOCAL) - Justin Gobert, Lisa Ray, Dr. Tiffany Gilmore]

APPROVAL OF REVISIONS TO BOARD POLICY FFEA LOCAL.

MR. GOBERT.

GOOD EVENING AGAIN.

THIS ACTION ITEM IS TO CONSIDER APPROVAL OF REVISIONS TO BOARD POLICY FFEA LOCAL, WHICH IS LOCATED ON PAGE 639 OF YOUR BOARD BOOKS.

ADMINISTRATION DESIRES TO AMEND THE POLICY TO ALLOW DISTRICT COUNSELORS WHO ARE ON STAFF AS WELL AS APPROVED TELEHEALTH PROVIDERS TO ACCESS STUDENTS DURING THE INSTRUCTIONAL DAY.

DR. TIFFANY GILMORE, DIRECTOR OF GUIDANCE AND COUNSELING, IS AVAILABLE IF THERE ARE ANY QUESTIONS REGARDING THIS POLICY UPDATE.

BOARD THIS CAME UP THROUGH POLICY ADVISORY GROUP.

IT'S ALREADY BEEN THROUGH FIRST READ BEFORE THIS BOARD AND THIS IS FOR ACTION.

DOES ANYONE HAVE ANY QUESTIONS OF MR. GOBERT OR DR.

GILMORE OR MR. BEACH? SEEING NONE.

DO WE HAVE A MOTION TO APPROVE? MR. PRESIDENT, I MOVE APPROVAL OF THE REVISIONS TO BOARD POLICY FFEA LOCAL.

I'LL SECOND, MR. GLICK. OKAY.

BASED ON THE MOTION OF MR. GLICK AND THE SECOND OF MR. BEACH, THIS IS BEFORE THE BOARD.

ALL THOSE IN FAVOR OF APPROVING THIS REVISION TO BOARD POLICY FFEA LOCAL RAISE YOUR HANDS.

THAT MOTION PASSES FIVE ZERO.

THANK YOU. WE MOVE ON TO ACTION ITEMS 8 B, WHICH IS CONSIDER APPROVAL OF BUDGET TRANSFERS AND AMENDMENTS TO THE 2021

[VIII.B. Consider Approval of Budget Transfers and Amendments to the 2021-2022 General Fund, Student Nutrition Service Fund, and Debt Service Fund – Brandy Mayo (Finance Committee)]

2022 GENERAL FUND, STUDENT NUTRITION SERVICE FUND, AND DEBT SERVICE FUND.

MS. MAYO. YES.

GOOD EVENING, PRESIDENT JOHNSON.

BOARD OF TRUSTEES. DR. LOPEZ.

THIS IS THE JUNE BUDGET AMENDMENT.

THERE HAS BEEN A CHANGE SINCE COMMITTEE, IF YOU'LL NOTICE IN LOCAL REVENUE WE DID INCREASE THAT AND THE DETAILS ARE ON THE NEXT PAGE.

WE DID RECEIVE SOME ADDITIONAL REVENUE FOR OUR WINTER STORM THAT WE HAD BACK IN FEBRUARY 2021.

AND JUST TO LET THE BOARD KNOW, WE ARE STILL WORKING THROUGH SOME FINAL DETAILS AND WE MAY EXPECT ANOTHER $500,000 NEXT FISCAL YEAR, BUT WE'LL BRING THAT TO YOU AS WE RECEIVE THAT FUNDING. BUT JUST FOR FULL TRANSPARENCY, WE WANTED TO BRING THAT AND GO AHEAD AND BRING IT TO OUR FINAL BUDGET FOR OUR JUNE BUDGET AMENDMENT.

THE STUDENT NUTRITION SERVICES FUND SINCE WE WERE UPDATING OUR BUDGET AMENDMENT HAD THE OPPORTUNITY, WE USE MOST RECENT REPORTING AND DID MAKE SOME MINOR CHANGES TO STUDENT NUTRITION FUND, BUT IT DIDN'T MAKE ANY OVERALL IMPACTS THAT ARE GOING TO BE THAT DIFFERENT.

WE DO EXPECT TO ADD MONEY TO FUND BALANCE THIS FISCAL YEAR IN STUDENT NUTRITION FUND.

AND DEBT SERVICE FUND IS INCREASING LOCAL REVENUE DUE TO HOLD HARMLESS FOR THIS FISCAL YEAR BECAUSE OF THE

[01:45:10]

INCREASING THE HOMESTEAD EXEMPTION FOR THE 40,000.

SO THERE WAS SOME STATE HOLD HARMLESS THERE FOR DEBT SERVICE FUND AND WE DID INCREASE THAT REVENUE THERE AS WELL.

SO THERE ARE THE CHANGES FOR THE JUNE BUDGET AMENDMENT, IF YOU HAVE ANY QUESTIONS.

THIS IS ALSO SOMETHING THAT WAS DISCUSSED AT THE FINANCE COMMITTEE MEETING.

I THINK SHE'S RELAYED ANY DIFFERENCE THAT MIGHT HAVE OCCURRED BETWEEN THE FINANCE COMMITTEE AND NOW.

BUT IF ANYONE HAS ANY QUESTIONS OF MS. MAYO, PLEASE FEEL FREE TO ASK.

SEEING NONE. DO WE HAVE A MOTION? TICK, TICK, TICK.

MOTION ANYBODY? I'LL GO AHEAD AND MAKE A MOTION TO CONSIDER APPROVAL OF THE BUDGET TRANSFERS AND AMENDMENTS TO THE 21-22 GENERAL FUND AS PRINTED IN OUR BOOKLET.

YEAH. WE HAVE A MOTION FROM MR. BEACH AND A SECOND FROM MS. STANLEY. ALL THOSE IN FAVOR OF APPROVING THE BUDGET TRANSFERS AND AMENDMENTS TO THE 2021-22 GENERAL FUND RAISE YOUR HANDS.

THAT PASSES FIVE ZERO.

OKAY. WE'LL MOVE ON TO AGENDA ITEM 8 C, WHICH IS CONSIDER APPROVAL OF THE FINAL AMENDED BUDGETS FOR THE 20.

[VIII.C. Consider Approval of the Final Amended Budgets for 2021-2022 – 644 Brandy Mayo (Finance Committee)]

OH SIR, SIR.

DO WE NEED TO INCLUDE STUDENT NUTRITION AND DEBT SERVICE? YES. I MEAN, I TOOK THE ENTIRE NUMBER B.

HE DID. NO, BUT THAT'S NOT THE MOTION AS HE STATED IT.

OKAY. WE CAN REDO IT AGAIN.

CONSIDER APPROVAL OF BUDGET TRANSFERS AND AMENDMENTS TO THE 2021-22 GENERAL FUND, STUDENT NUTRITION SERVICE FUND AND DEBT SERVICE FUND AS PRINTED IN OUR BOOKLET.

OKAY. SECOND.

WE HAVE A SECOND FROM MS. STANLEY AND A MOTION FROM MR. BEACH. ALL THOSE IN FAVOR OF APPROVING ACTION ITEM 8 B RAISE YOUR HANDS.

THAT PASSES FIVE ZERO.

ALL RIGHT. NEXT, WE'RE GOING TO MOVE TO ACTION 8 C, WHICH IS CONSIDER APPROVAL OF THE FINAL AMENDED BUDGETS FOR 2021 2022.

MS. MAYO. YES.

PRESIDENT JOHNSON, THANK YOU.

SO THIS IS THE FINAL FY 22 AMENDED BUDGETS.

SO THIS FOLLOWS ALONG WITH DISTRICT POLICIES.

SO THIS GIVES YOU SHOWS YOU THE ORIGINAL BUDGET OF THE YEAR AND THEN THE RECOMMENDED FINAL AMENDED BUDGET.

AND IT IS THE SAME AMENDED BUDGET THAT YOU SAW ON THE PREVIOUS FINAL FOR JUNE FOR GENERAL FUNDS, STUDENT NUTRITION FUND AND DEBT SERVICE FUND.

OKAY BOARD THIS AGAIN WAS DISCUSSED AT LENGTH AT THE FINANCE COMMITTEE.

IT DOESN'T APPEAR THERE'S ANY SUBSTANTIAL CHANGE BETWEEN THE FINANCE COMMITTEE AND NOW.

HOWEVER, MS. MAYO IS HERE, IF YOU HAVE ANY QUESTIONS.

MS. STANLEY.

IT'S MORE JUST UNDERSTANDING.

MICROPHONE MS. STANLEY. WHEN DO WE SEE THE WE HAD THAT 19 OR THE 11 MILLION 9 WAS IT SAVES WHEN DO WE SEE THAT IN THIS? FOR THE, THAT WAS FOR NEXT YEAR'S BUDGET.

SO FOR THE IN THE BUDGET PRESENTATION THAT WE SPOKE ABOUT EARLIER TODAY.

I THOUGHT THAT WAS A 21-22 THAT WAS 22-23 IN THE PRESENTATION THIS MORNING.

OKAY. ARE YOU.

ARE YOU REFERRING TO THE PRESENTATION WE HAD JUST RECENTLY.

YEAH. JUST ON THAT PAGE.

THEY'RE FOR NEXT YEAR? YES MA'AM. YEAH.

THAT PRIOR PAGE, A FEW BACK FROM WHAT YOU'RE LOOKING AT, THOSE REDUCTIONS ARE TAKEN INTO THE 23 BUDGET.

SO SOME OF THOSE ITEMS WERE IN THE 22 BUDGET, BUT THEY HAVE BEEN REDUCED FOR NEXT YEAR'S BUDGET.

SO EVERYTHING IN THAT PRESENTATION THAT WE SPOKE ABOUT EARLIER TODAY IN PUBLIC MEETING.

OKAY. DID YOU HAVE A QUESTION ABOUT A SPECIFIC REDUCTION? NO. NO. JUST TRYING TO ALIGN THE TWO.

OKAY. YES. YES, MA'AM.

THAT'S THE FY 23 BUDGET.

AND BY THIS POINT, ANY BUDGET SAVES THAT WE EXPERIENCED OVER THE COURSE OF THE PAST ACADEMIC YEAR ARE NOW INCORPORATED IN THIS FINAL.

THAT'S CORRECT. YES.

YES, SIR. ALL RIGHT.

ANY OTHER QUESTIONS? DO WE HAVE A MOTION? MR. PRESIDENT, I MAKE A MOTION TO APPROVE THE FINAL AMENDED BUDGETS FOR 2021 2022.

MICROPHONE, MR. GLICK. IT'S ON.

[01:50:03]

IT'S GOT TO GET IT CLOSER.

THE GREEN LIGHTS ON.

GREEN. OH, SORRY.

OKAY. MAKE A MOTION TO APPROVE THE FINAL AMENDED BUDGETS FOR 2021 2022.

DO WE HAVE A SECOND? MS. STANLEY SECONDED ALL THOSE IN FAVOR OF APPROVING ACTION ITEM 8 C PLEASE RAISE YOUR RIGHT HAND.

ALL RIGHT THAT PASSES FIVE ZERO.

NEXT, WE'RE GOING TO MOVE ON TO ACTION ITEM 8D, WHICH IS CONSIDER APPROVAL OF THE BUDGET FOR THE 2022 2023 SCHOOL YEAR.

[VIII.D. Consider Approval of the Budget for the 2022-2023 School Year – Dr. Brent Ringo and Brandy Mayo (Finance Committee)]

MS. MAYO. PRESIDENT JOHNSON, THIS IS A MOMENT I'VE BEEN WAITING FOR, FOR QUITE A WHILE.

[LAUGHTER] SO I AM ASKING YOU TO REVIEW AND APPROVE THE 2022 2023 BUDGET.

AS YOU ALL KNOW, WE'VE BEEN THROUGH SEVERAL BUDGET WORKSHOPS ON THIS.

WE'VE ALSO BEEN THROUGH FINANCE COMMITTEE MEETINGS ON THIS ISSUE.

SO I THINK THAT WE HAVE BEEN IT'S BEEN PRESENTED EXHAUSTIVELY.

I THINK WE'VE EXPLORED THE BUDGET AS MUCH AS HUMANLY COULD BE POSSIBLE EXPLORING THIS BUDGET.

BUT IF YOU DO HAVE ANY QUESTIONS, MS. MAYO OR DR. RINGO, THEY ARE HERE TO DISCUSS.

MAYO, CAN I ASK YOU A QUESTION? SURE. YES, SIR. EVEN WITH APPROVAL OF THIS TONIGHT, THERE'S STILL GOING TO BE SOME CHANGES MADE TO THIS BUDGET, BECAUSE WE STILL HAVEN'T RECEIVED ALL OF THE INFORMATION THAT WE ARE SUPPOSED TO RECEIVE? IS THAT CORRECT? SO WE ARE STILL FINALIZING SOME ADA FOR THIS YEAR THAT COULD CHANGE SOME NEXT YEAR'S BUDGET ITEMS. WE DID HAVE A SLIDE IN OUR EARLIER PRESENTATION EARLIER TODAY AND I SAID THIS MORNING EARLIER AND IT FELT LIKE A LONG DAY.

BUT JUST EARLIER IN THE AGENDA WHEN WE DID OUR PRESENTATION, WE HAD SOME UNKNOWNS LISTED THERE.

SO WE WILL CONSTANTLY BE REVIEWING THAT DATA AS WE RECEIVE THAT INFORMATION FROM THE STATE, WHICH COULD INCREASE OUR ADA, THUS IMPACTING POSITIVELY OUR REVENUE AS WE SEE OUR ENROLLMENT BEGIN WHEN WE COME BACK TO SCHOOL IN AUGUST AND WE DO OUR SETTLE UP PROCESS IN SEPTEMBER, WE WILL BRING ANY CHANGES BACK TO THE BOARD AND BE CONSTANTLY IN COMMUNICATION ON CHANGES TO THE BUDGET.

YES, SIR. OKAY. THANK YOU.

MS. STANLEY. THANK YOU.

SO I KNOW THAT WE'VE BEEN THROUGH THIS EXHAUSTIVELY, BUT I'M STRUGGLING ON WHETHER OR NOT I'M GOING TO VOTE TO APPROVE IT, BECAUSE ON THINGS WHEN THE LAST SET THAT WAS GIVEN TO US, I DON'T AGREE WITH ALL OF IT, BUT I DON'T FEEL LIKE I WAS GIVEN AN OPPORTUNITY TO MAKE ANY CHANGES TO IT BECAUSE WHEN I DID QUESTION, IT WAS EITHER ACCEPT THE BUDGET OR DON'T ACCEPT THE BUDGET, BUT WE CAN'T MAKE ANY CHANGES TO THE LINE ITEMS. SO I HAVE SOME FRUSTRATION WITH THAT BECAUSE IT WAS A LATE ADD.

SO IT'S NOT LIKE IT'S SOMETHING THAT HAS BEEN GIVEN TO US OVER A MONTH'S OVER TIME THAT WE JUST NOW HAD REALIZED.

AND IT REALLY DEALS WITH JUST IN FAIRNESS, IN MY OPINION, OF ALL THE DIFFERENT PROGRAMS THAT WE HAVE AND I DIDN'T AGREE WITH SOME OF THE INCREASES IN THE STIPENDS FOR WHAT I'M SEEING.

AND SO I'M JUST TRYING TO BE TRANSPARENT IS THAT I HAVE HIGH FRUSTRATION IN THAT IS THAT I FEEL THAT IT CAME TO US LATE.

WE DO QUESTION IT, BUT THEN WE DON'T GET TO DO ANYTHING ABOUT IT.

SO AND WHEN MY OPTION IS EITHER TO SAY NO TO THE ENTIRE BUDGET, WHEN THERE'S JUST REALLY A FEW THINGS THAT I HAVE A QUESTION ON, THEN I GUESS I GET TO VOTE NO TO THE BUDGET. SO I'M JUST LETTING PEOPLE KNOW WHEN I VOTE NO, WHY I'M VOTING NO.

THANK YOU. DO YOU WANT TO ADDRESS THAT, DR.

LOPEZ? LEGAL.

CAN THEY PULL OUT OF ONE SECTION OF THE BUDGET TO BE ADDRESSED OR DOES IT HAVE TO BE THE ENTIRE BUDGET TO BE ADDRESSED? THE ENTIRE BUDGET. THEY CAN'T TAKE OUT ONE SECTION AND SAY WE ADDRESS ONE PORTION AS ? IF THEY'RE GOING TO VOTE TONIGHT, IT WOULD BE THE BUDGET AS PRESENTED.

I MEAN, FROM MY PERSPECTIVE, I MEAN, WE'VE HAD MULTIPLE BUDGET WORKSHOPS AND I UNDERSTAND THAT THIS WAS SOMETHING THAT WAS PRESENTED AT KIND OF OUR LAST BUDGET MEETING IS IF I'M READING BETWEEN THE LINES HERE, ON WHAT YOU'RE SAYING, BUT I THINK IT'S KIND OF OBLIGATORY ON US DURING THE BUDGET MAKING PROCESS TO MAKE OUR OBJECTIONS KNOWN ON THE RECORD AND KIND OF SHAPE WHAT PRODUCT WE'RE GOING TO HAVE.

BECAUSE UNFORTUNATELY WE HAVE TO APPROVE THE BUDGET TONIGHT BECAUSE OUR FISCAL YEAR CHANGES ON THE 1ST OF JULY.

[01:55:05]

BUT WOULD WE MAKE A STATEMENT AT THE LAST MEETING THAT WE'RE NOT IN AGREEMENT WITH IT AND ALL WE GET IS A REASON FOR WHY IT WAS DONE? THAT'S NOT AN OPEN CONVERSATION OF, HEY, WHAT CHANGES CAN WE MAKE? I MEAN, IT WAS VERY UPFRONT THAT THERE WAS A PROBLEM WITH IT.

AND THAT'S SOMETHING THAT WE'LL HAVE TO BE MORE, THAT'S PRODUCTIVE COMMENTARY WE'LL HAVE TO WORK ON.

BUT I MEAN, WE'VE HAD OUR LAWYER SAY THAT BASICALLY THE OPTIONS YOU'RE GOING TO HAVE WERE EITHER UP OR DOWN.

AND THAT'S UNFORTUNATELY KIND OF WHERE WE ARE WITH RESPECT TO IT.

BUT I GUESS FOR THE NEXT YEAR, WE'LL HAVE TO DO BETTER.

WELL, IN FAIRNESS, ONE TRUSTEE CANNOT CHANGE THE ENTIRE BUDGET BECAUSE THEN NOTHING WILL EVER BE DEVELOPED.

AND THAT'S WHY THERE'S A VOTE.

THAT'S WHY THERE'S A VOTE RIGHT.

NOW IF THERE'S A CONSENSUS ON CERTAIN THINGS AND BUDGETARY REALLOCATIONS, THAT'S UNDERSTANDABLE.

BUT WHAT HAPPENS IS, AS A GOVERNING BODY, IF ONE PERSON SAYS YES TO THIS ONE AND MAYBE YOU NEED TO GO UP AND THEN ANOTHER ONE DISAGREES, THEN ALL OF A SUDDEN AND JUST ON ONE ITEM, IT BECOMES A STALEMATE.

SO IT'S KIND OF LIKE A HOLISTIC APPROACH TO IT.

AND I WILL POINT OUT THAT WHILE WE'LL CONTINUE TO HAVE BUDGET WORKSHOPS THAT INVOLVE THE WHOLE BOARD, ONE OF THE ASPECTS OF THE NEW COMMITTEE STRUCTURE THAT WILL WORK IS THE FINANCE FACILITIES AND OPERATIONS WILL HAVE MORE OF AN IMPACT, IN MY OPINION, ON SHAPING THE BUDGET THAN THEY'VE HAD IN THE PAST.

SO THERE WILL BE MORE OF AN OPPORTUNITY TO PROVIDE FEEDBACK THROUGH THAT COMMITTEE.

EVEN IF YOU'RE NOT ON THAT COMMITTEE, YOU JUST I MEAN, IF YOU NEED SOMEBODY ON THE COMMITTEE, THEN YOU CAN TRY TO RELY UPON THEM TO BE KIND OF YOUR PROXY TO SOME DEGREE OR YOU CAN SPEAK BEFORE THE COMMITTEE.

THERE WILL BE A FORUM FOR EACH TRUSTEE TO RAISE THAT.

SO HOPEFULLY THAT NEW PROCESS WILL HELP WITH THIS.

BUT UNLESS ANYBODY HAS ANYTHING ELSE, WE'RE GOING TO MOVE THIS ACTION ITEM FOR A MOTION.

MR. PRESIDENT, I MAKE A MOTION TO APPROVE THE BUDGET FOR THE 2022 2023 SCHOOL YEAR.

OKAY WE HAVE A MOTION. DO WE HAVE A SECOND? SECOND.

WE HAVE A MOTION AND A SECOND.

DO I HAVE A MOTION FOR THE APPROVAL OF THE CONTRACTS JUST READ.

MR. PRESIDENT, I MAKE A MOTION TO APPROVE NEW BIDS 1, 2, 3, 5, 6, 7 AND 8.

WE HAVE A MOTION. DO WE HAVE A SECOND? MS. STANLEY HAS SECONDED.

ALL THOSE IN FAVOR OF APPROVING NEW BIDS ONE, TWO, THREE, FIVE, SIX, SEVEN AND EIGHT PLEASE RAISE YOUR HANDS.

THOSE PASSED FIVE ZERO.

THAT TAKES US NOW TO AGENDA ITEM 8 U4, WHICH IS CONTRACT 302-22-03 CONSIDER APPROVAL OF PURCHASE OF INSTRUCTIONAL MATERIAL, SOCIAL AND EMOTIONAL LEARNING.

IS DR. CADDELL HERE? SHE'S HERE, MR. JOHNSON. BUT I BELIEVE THAT DR.

GILMORE'S BEEN ASKED TO ADDRESS ANY CURRICULUM OR CONTENT ISSUES.

ALL RIGHT, VERY GOOD.

DR. LOPEZ, YOU'RE THE ONE WHO WANTED THIS TO BE DISCUSSED.

SO DO YOU HAVE ANYTHING YOU WOULD LIKE TO SAY? I KNOW THAT MS. STANLEY BROUGHT IT UP DURING OUR INITIAL AGENDA REVIEW MEETING, FUTURE AGENDA ITEMS. AND I JUST.

WAIT A MINUTE. LET'S BE CLEAR, BROUGHT IT UP WHEN? DURING A FUTURE AGENDA ITEMS RIGHT NOW.

OH RIGHT NOW. YEAH, I'M SORRY, I MISSPOKE.

AND WE SAID IT WAS ALREADY ON THE AGENDA.

AND SO I THOUGHT IT WOULD BE A GOOD TIME TO ANSWER ANY QUESTIONS ABOUT IT.

[02:15:01]

BEFORE I GIVE THE QUESTIONS OVER TO TO MS. STANLEY, I JUST WANT TO SAY THAT WE UNDERSTAND THAT SOCIAL EMOTIONAL LEARNING ACROSS THE NATION HAS BEEN A HOT TOPIC.

I ALSO WANT THE PUBLIC KNOW THAT SOCIAL EMOTIONAL LEARNING ISN'T NEW TO GARLAND.

AND WE'VE BEEN VERY WE'VE HAD A LOT OF PRIDE TO STAY OUT OF THOSE SOCIAL ISSUES THAT ARE SEEMING TO HIT OTHER SCHOOL DISTRICTS. WE TAKE A LOT OF PRIDE OF JUST FOCUSING ON THE WORK.

WE TAKE A LOT OF PRIDE IN BUILDING THE ENTIRE CHILD FROM THE GROUND UP.

AND IT'S KIND OF OLD SCHOOL IN OUR VIEWS.

BUT WE'VE BEEN VERY SUCCESSFUL IN WHAT WE'VE DONE.

AND SO THIS ISN'T A CHANGE OF GEAR.

THIS IS AN ADDED RESOURCE.

IT'S NO DIFFERENT THAN HOW WE GO THROUGH MATH AND EVERYTHING ELSE.

BUT BECAUSE OF THE SENSITIVITY, WHEN WE BROUGHT THE CONTRACT UP, WE DIDN'T TALK ABOUT HOW WE ROLL IT OUT.

THESE ARE PROPRIETARY CONTRACTS, SO YOU DON'T GET ACCESS TO THE FULL CURRICULUM TO SHOW EVERYBODY UNTIL YOU PURCHASE IT, RIGHT? WHICH IS SMART AND OTHERWISE, EVERYBODY'S STEALING YOUR STUFF FOR FREE.

RIGHT. AND SO PART OF THIS ROLLOUT PLAN AND I'LL LET MS. GILMORE GO INTO IT, IS TWOFOLD.

FIRST OF ALL, WE'RE GOING TO PUT THE MATERIALS ONLINE FOR PEOPLE TO REVIEW.

AND THERE'S ALSO GOING TO BE A PARENT REVIEW COMMITTEE TO UNDERSTAND WHAT'S GOING ON AND GET THEIR FEEDBACK ON WHAT'S HAPPENING.

SO THIS ISN'T IN ISOLATION.

THIS ISN'T LIKE JUST LIKE HOW WE DO MATH, ALTHOUGH ALL THOSE SOCIAL JUSTICE THINGS CAN BE IN MATH CURRICULUM, HISTORY CURRICULUM, LANGUAGE ARTS, CURRICULUM.

IT'S NOT JUST EMBEDDED IN SOCIAL EMOTIONAL LEARNING.

AND SO THE ROLLOUT PLAN FOR THIS IS VERY DIFFERENT BECAUSE WE KNOW THE SENSITIVITY OF THE MATTER AND WE WANT TO GET IN FRONT OF IT.

SO WE'RE NOT AFRAID TO BE VERY TRANSPARENT.

AND SO IF I MISSPOKE ANY DR.

GILMORE, COULD YOU PLEASE LET ME KNOW? NO, ABSOLUTELY.

OUR SEL COMMITTEE IS COMMITTED TO REVIEWING EACH AND EVERY SINGLE CURRICULUM ITEM, ALSO PROVIDING OPPORTUNITIES FOR OUR COMMUNITY AND FOR OUR PARENTS TO REVIEW THESE ITEMS AS WELL.

OUR COMMITTEE IS COMPRISED OF PARENTS, STUDENTS, STAFF MEMBERS AND COMMUNITY MEMBERS, AND WE WELCOME ANYONE WHO IS INTERESTED IN SERVING ON OUR COMMITTEE TO BE A PART OF THAT. BUT WE WILL BE VERY TRANSPARENT PRIOR TO IMPLEMENTING CURRICULUM BY HOSTING DIFFERENT OPPORTUNITIES AT OUR SCHOOLS SO THAT PARENTS CAN ACTUALLY COME TO THEIR NEIGHBORHOOD TO BE ABLE TO REVIEW THAT CURRICULUM.

AND WE'LL BE ABLE TO PROVIDE THEM WITH OPPORTUNITIES TO LEARN MORE ABOUT NOT JUST SEL, BUT HOW WE IMPLEMENT SEL.

THE SPEAKER TODAY REALLY MENTIONED HOW THE GOLDEN RULE JUST SEEMS TO BE SOMETHING THAT'S NORM AND IN OUR DISTRICT LIKE I WAS ABLE TO PRESENT AT THE LAST DISTRICT AFFAIRS COMMITTEE IN GARLAND, IT LOOKS VERY DIFFERENT THAN WHAT YOU'VE SEEN SOMETIMES THROUGHOUT THE NATION.

AS FAR AS SOME OF THE BACKLASH, WE ARE NOT, AND I ASSURE YOU WE'RE NOT IMPLEMENTING CRT OR TRYING TO THROUGH THE USE OF SOCIAL EMOTIONAL LEARNING.

SO WE ARE VERY TRANSPARENT.

AND LIKE DR. LOPEZ MENTIONED, BECAUSE OF THE PROPRIETARY NATURE OF THE CURRICULUM, WE NEED ACCESS TOO, TO BE ABLE TO PROVIDE IT TO OUR FAMILIES.

QUESTION? YES, MR. BEACH. YOU KNOW, FROM THE SPEAKER THAT CAME TONIGHT, THOUGH, I THINK THE CONCERN WAS FROM THE AWARDED SUPPLIERS NOT KNOWING THAT MUCH ABOUT THOSE INDIVIDUALS. BECAUSE WHEN YOU SAY WE'VE BEEN TRANSPARENT, WE HAVE NOT MET WITH THOSE PEOPLE, WE HAVEN'T MET WITH THE OUTSIDE FOLKS TO LET THEM SEE WHO SOME OF THESE SUPPLIERS ARE.

I DON'T KNOW ANY OF THESE SUPPLIERS MYSELF AND WHO THEY ARE, WHAT THE MATERIALS MAY BE.

THAT'S JUST LIKE WHAT WE FOUND OUT WHEN THE BUNDLING OF LIBRARY BOOKS AND WHAT WE FOUND OUT WAS GOING ON THERE.

SO I KIND OF HAVE A LITTLE CONCERN THERE.

AND ALSO, I JUST RECEIVED THIS TONIGHT TO FINALLY SEE WHAT HOW MUCH MONEY WAS BEING AWARDED FOR THIS MATERIALS FOR THESE SUPPLIERS.

SO I THINK THESE ARE THINGS THAT NEEDED TO PROBABLY BE DISCUSSED WITH A COMMUNITY GROUP OR WHATEVER THE CASE MAY BE, BECAUSE IF WE ARE GOING TO GET THE COMMUNITY INVOLVED, WHICH I AM 100% BEHIND THAT, WE NEED TO HAVE THEM.

THEY NEED TO KNOW WHAT WE'RE LOOKING AT.

AND I THINK AND I'M SAYING WHERE YOU'RE THROWING THIS DOWN OUR THROAT, BUT I THINK THIS IS SOMETHING THAT COULD BE VERY VALUABLE TO OUR DISTRICT.

AND I KNOW THAT DR.

LOPEZ IS CORRECT.

THE SOCIAL EMOTIONAL LEARNING WAS THE BUZZ WORD AT SLI.

AND BECAUSE OF THE SAFETY, SECURITY AND THE MENTAL ASPECT OF EVERYTHING THAT'S GOING ON WITH KIDS TODAY.

SO IT'S SOMETHING THAT IT'S A HOT TOPIC AND IT'S SOMETHING THAT NEEDS TO BE DISCUSSED AND LOOKED AT.

BUT I WOULD LOVE TO HAVE MORE COMMUNITY INVOLVEMENT AND MORE COMMUNITY PARTNERS.

YES, MS. GRIFFIN.

I WOULD LIKE FOR MR. BOOKER TO STEP TO THE MIC, PLEASE, BECAUSE WHAT WE ARE APPROVING HERE ARE NOT PROGRAMS RIGHT NOW.

[02:20:03]

WHAT WE ARE APPROVING IS WHAT'S REQUIRED IN STATUTE AND LAW THROUGH A REQUEST FOR PROPOSAL.

SO THERE ARE GUIDELINES THAT SCHOOL DISTRICTS HAVE TO FOLLOW THROUGH OUR PURCHASING DEPARTMENT FOR THIS TO EVEN GET TO THE TABLE.

AND UNTIL IT GETS TO THE TABLE WITH THE LIST LIKE THIS AND I MAY BE INCORRECT, IS THAT WE CANNOT GO OUT AND INCLUDE OTHER PEOPLE JUST BECAUSE OF HOW THE RFP PROCESS WORKS.

SO MR. BOOKER, IF YOU WOULD, JUST TELL US HOW THE RFP PROCESS, HOW IT STARTS, WHO ALL IS INVOLVED, WHAT'S THAT PROCESS? AND WHY DO WE AS A BOARD HAVE TO VOTE ON ALL OF THESE THINGS THAT COME AS RFP? YES, MA'AM. TO MS. GRIFFIN, MEMBERS OF THE BOARD OF TRUSTEES, WE START WITH INPUT FROM END USERS TO IDENTIFY THE SCOPE OF WORK OF EACH RFP THAT WILL IDENTIFY THE SCOPE OF WORK THAT WOULD BE PUT INTO OUR DOCUMENT AND SUBMIT IT THROUGH A REQUEST FOR PROPOSAL THROUGH A LIST OF VENDORS WHO'VE REQUESTED THAT INFORMATION.

WHEN THOSE AWARDS ARE OR WHEN THE BIDS ARE RECEIVED OR THE RFPS ARE RECEIVED, THERE IS AN EVALUATION COMMITTEE THAT EVALUATES THE PROPOSALS THAT HAVE BEEN SUBMITTED BASED ON THE CRITERIA THAT WAS PRINTED IN THE DOCUMENT.

THEN THOSE AWARDED VENDORS ARE PRESENTED TO THE BOARD OF TRUSTEES FOR APPROVAL.

SO ALL OF THE LEGAL REQUIREMENTS AS IT RELATES TO THE STATUTORY REQUIREMENTS ARE IN THE DOCUMENT.

SO WHEN I BRING IT BEFORE YOU, I FEEL COMFORTABLE THAT IT MEETS ALL OF THE LEGAL STATUTES AND REQUIREMENTS THAT'S REQUIRED UNDER TEXAS EDUCATION CODE 44031.

AND PART OF THE QUESTIONS THAT YOU BROUGHT UP, MR. BEACH, WERE INTERESTING IN THE SENSE THAT I DON'T KNOW THE BACKGROUND OF THE VENDOR THEMSELVES.

MOST OF THE VENDORS THAT ARE, LET'S JUST SAY, RESOURCE RELATED, THAT'S NEVER BEEN AN ISSUE BECAUSE WE VET THE MATERIAL, WE DON'T VET THE VENDOR, AND THERE'S PLENTY OF SEL VENDORS THAT WE SAID NO TO.

SO LET'S JUST BE CLEAR ON THAT.

WE CHOSE THIS ONE BECAUSE IT FITS THE FOUNDATIONAL NEEDS THAT WE FEEL COULD GET US OVER THE HOOP.

WE'RE NOT ONE TO GET PROGRAMS OR THINGS THAT ARE BUZZWORDS.

SOCIAL EMOTIONAL LEARNING IS NEEDED IN OUR SCHOOLS.

THIS IS A RESOURCE THAT WE NEED.

THAT'S WHY THIS WAS BROUGHT FORWARD.

WE WERE ABLE TO VET IT BECAUSE IT'S PROPRIETARY.

THEY DON'T GIVE EVERYONE ACCESS TO REVIEW THESE RESOURCES UNTIL YOU BUY THEM.

AND SO WHEN WE BUY THEM, THAT'S WHEN WE BRING IN THE COMMITTEES TO REVIEW THEM, TO SEE THEM TO BE ABLE TO DO ALL THOSE THINGS.

OKAY. SO THE PARENTS, I MEAN, IN THE COMMUNITY, THEY'RE NOT INVOLVED WITH THE SELECTION AT ALL AS FAR AS THE RFP OR WHATEVER? THESE ARE INVITED GUESTS TO HELP REVIEW THE CURRICULUM.

DR. LOPEZ. MR. BEACH, IF I COULD. SURE.

WHAT WE'VE DONE OR WHAT THE RECOMMENDATION HAS BEEN MADE IS TO PROVIDE A POOL OF VENDORS IN WHICH THE COMMITTEE CAN REVIEW AND DETERMINE HOW THOSE AWARDS WOULD BE MADE.

SO WE HAVE NOT IDENTIFIED A SPECIFIC VENDOR ON THE LIST TO PROVIDE SPECIFIC CURRICULUM.

WHAT WE'VE DONE IS, AS WE DO MANY OF OUR OTHER INSTRUCTIONAL PROPOSALS IS AWARD A GROUP OF VENDORS AND THEN ALLOW THE INDIVIDUAL COMMITTEES TO DO THE EVALUATION OF EACH OF THE CONTENT AREAS AND ITEMS AND THEN MAKE THOSE RECOMMENDATIONS TO THOSE VENDORS FOR THAT MATERIAL.

BUT THOSE VENDORS WON'T GIVE US ACCESS UNTIL WE GO TO THE APPROVAL LIST.

YES, SIR. THAT'S CORRECT.

AND THIS IS THE POINT THAT MS. GRIFFIN WAS TRYING TO MAKE, I BELIEVE.

MS. STANLEY. SO I'M FOLLOWING ALL CONVERSATIONS.

BUT I DON'T THINK THAT MS. GRIFFIN'S POINT THAT SHE WAS MAKING IS ADDRESSING MR. BEACH'S CONCERN.

SO LET'S SAY THAT WE APPROVE THIS.

LET'S GO BACK TO MR. BEACH'S CONCERN IS THAT THIS IS A VERY TOUCHY SUBJECT, AND I BELIEVE THAT'S WHY I ASKED FOR THE PRESENTATION AT THE DISTRICT AFFAIRS, BECAUSE IT IT'S A BUZZWORD, BECAUSE AS OUR SPEAKER SPOKE, THE MINUTE YOU HEAR SEL WHAT'S THE FIRST THING THEY RUN TO IS THAT IT'S CRT. AND AND I AM VERY THANKFUL FOR WHAT YOU SAID, DR.

LOPEZ, AND HOW YOU'VE EXPLAINED IT.

SO BUT I WOULD LIKE TO GO A LITTLE BIT FURTHER IN ADDRESSING MR. BEACH, TOO, IS THAT I THINK WE NEED TO INVOLVE MORE THAN PARENTS.

SO YOU KEEP SAYING PARENTS, BUT GUESS WHO ELSE SUPPORTS THIS DISTRICT? YOUR TAXPAYERS SUPPORT THIS DISTRICT.

[02:25:01]

SO IT'S NOT JUST PARENTS WHO NEED TO KNOW WHERE THEIR TAX DOLLARS ARE GOING.

SO AS A TRUSTEE, I WOULD LIKE TO KNOW MORE ABOUT YOUR COMMITTEES, AND I WOULD LIKE TO KNOW MORE WHEN YOUR COMMITTEES ARE MEETING.

AND I'D LIKE TO MAKE SURE THAT WE'RE REALLY, TRULY GETTING ACROSS FUNCTIONAL SO THAT WE CAN PUT OUR COMMUNITY, ALL OF OUR COMMUNITY AT REST, THAT WE BECAUSE I BELIEVE THAT WE NEED SEL AND I BELIEVE THAT WE ARE TEACHING IT IN THE WAY THAT DR.

LOPEZ AND THAT MS. GILMORE YOU WERE SAYING.

AND I BELIEVE THAT YOU WILL LIKE WHAT YOU'RE SEEING, BUT WE HAVE TO LET THEM SEE IT.

AND I BELIEVE THAT'S WHAT THIS IS.

MS. GRIFFIN YES.

I WANT TO BE CLEAR, MS. STANLEY. I WAS NOT ANSWERING MR. BEACH'S QUESTION.

WHAT I WAS ANSWERING IS WHAT'S THE DIFFERENCE IN THE RFP PROCESS? AND WHEN COMMITTEE AND COMMUNITY MEMBERS CAN GET INVOLVED TO LOOK AT THE CURRICULUM.

BECAUSE WHAT YOU WERE INSINUATING AND THE QUESTION WAS THAT ALL OF THE DECISIONS HAVE ALREADY BEEN MADE AND THE DECISIONS HAVE NOT BEEN MADE FOR THE CURRICULA UNTIL WE CHOOSE AND GET A BID THAT IS APPROVED.

THEN AFTER THAT IS DONE, THAT'S WHEN THE DETAIL OF WHAT IS A TOPIC AND A LINE ITEM THAT WAS GOING TO BE DISCUSSED.

I WAS TRYING TO GET US TO EXPLAIN WHY WE ARE AT THIS POINT RIGHT HERE, AND THAT'S AN RFP.

WITHOUT AN RFP, WE CANNOT GO OUT AND PURCHASE ANYTHING.

SO THAT WAS WHAT I WAS ADDRESSING AND THAT WAS WHAT MR. BOOKER HAS COME BACK AND SAID.

THAT'S WHY IT'S ALWAYS A POOL AND A LIST, BECAUSE THE HARD WORK BEGINS AFTER THE RFP HAS BEEN APPROVED. THE RFP IS APPROVING AN AMOUNT AND THE POSSIBILITY OF A COMBINATION OF ALL KINDS OF RESOURCES FROM THE LIST THAT'S IN OUR BOOK.

SO THAT WAS WHAT I WAS ADDRESSING.

AND MS. STANLEY, NORMALLY WHAT WE DO IS, IS IN ANY TYPE OF COMMITTEE AFFAIR, IF A BOARD MEMBER HAS A PARENT OR A COMMUNITY MEMBER THAT THEY WOULD LIKE PART OF THE COMMITTEE, THEY FORWARD US THE NAME HOPEFULLY WITH CONTACT INFORMATION, YOU KNOW, BECAUSE SOME PEOPLE ARE HARD TO FIND AND WE INCLUDE THEM, YOU KNOW.

AND, YOU KNOW, WE WANT VARYING MINDS.

WE DON'T MIND DIFFERING VIEWS.

THIS IS JUST ABOUT HOW WE EDUCATE CHILDREN.

AND I THINK THAT'S WHY MOST OF THE TIME WE DON'T HAVE THE ISSUES THAT WE HAVE BECAUSE WE'RE NOT TRYING TO, WE'RE JUST TRYING TO DO THE RIGHT THING TO DEVELOP THE KIDS DURING THIS DAY AND AGE.

RIGHT. AND SO PART OF THE TASK IS TO HAVE THAT COMMITTEE REVIEW IT.

AND THEN ONCE WE HAVE THE THE VENDOR WE'RE USING TO HAVE ACCESS IN A PORTAL, NOW IT GETS HARD THAT WAY BECAUSE A LOT OF THEM DON'T LIKE ACCESS TO THEIR STUFF IN A PORTAL.

WHY? BECAUSE IN OTHER PEOPLE CAN COPY IT, USE IT, PLAGIARIZE IT.

IT'S NOT ABOUT HAVING TRANSPARENCY, IT'S ABOUT MAKING A LIVING FOR THEM.

SO IT'S A DELICATE BALANCE LIKE THAT.

BUT I THINK IF WE HAVE KEY PEOPLE THAT HAVE REVIEWED THE CURRICULUM, THEY'RE THE FIRST ONES TO SAY, HEY, WE'RE GOOD, THIS IS WHAT WE'RE DOING.

YEAH. SO THAT'S PART OF THE PROCESS.

I NEED TO ASK MS. GILMORE WHO IS GOING TO BE THE INTEGRAL PART WHEN IF THE PURCHASE OF THESE INSTRUCTIONAL MATERIALS DOES HAPPEN TONIGHT OF IN OTHER WORDS, THESE COMPANIES? ARE THE COUNSELORS THE ONES? I MEAN, THESE ARE NOT BOOKS, ARE THEY? WHAT ARE THEY? I MEAN, WHAT IS THE INSTRUCTIONAL MATERIAL THAT YOU'VE GOT AND WHO'S GOING TO BE TRAINED IN BEING ABLE TO USE THESE INSTRUCTIONAL MATERIALS? BECAUSE WE'RE LOOKING AT A LOT OF DOLLARS HERE.

SO IT'S WEB BASED RESOURCES.

IT IS BOOKS IN SOME CASES, IT IS.

THE CLASSROOM. BUT MOST OF IT'S BASED ON WEB BASED, LIKE TO PROVIDE SYNCHRONOUS AND ASYNCHRONOUS.

IT'S TEACHERS WHO ARE TRAINED.

IT'S COUNSELORS WHO KIND OF LEAD AND PROVIDE THE SUPPORT FOR TEACHERS.

OUR ADMINISTRATORS WILL RECEIVE THAT INFORMATION AS WELL, BUT MAINLY IT'S THROUGH CLASSROOMS LIKE FOR EXAMPLE, AT THE MIDDLE SCHOOL LEVEL THROUGH OUR WIN CLASSROOM, OUR WIN CLASS. IT'S TEACHERS LEADING THE INSTRUCTION.

SO IN OTHER WORDS YOU'RE TELLING ME THAT OF ALL THESE AWARDED SUPPLIERS AND VENDORS, WE'VE LOOKED, OUR COUNSELORS OR OUR COMMITTEE HAS LOOKED AT ALL OF THE BOOKS AND SUPPLIES THAT ARE GOING TO BE COMING IN HERE? NO, NOT YET. SO THAT'S WHAT COMES AFTER NOW THAT WE HAVE THIS CATALOG OF LIST WITH YOUR.

[02:30:05]

OH, GO AHEAD. IF I COULD, MR. BEACH, WHEN THE COMMITTEE FORMS, THEY WILL AND BECAUSE IT'S ESSER FUNDED, IT'S REAL CLEAR THE REQUIREMENTS THAT WE HAVE TO FOLLOW.

THE SPECIFIC ITEMS THAT WE PLAN TO PURCHASE WE WILL GO OUT WITH AND IDENTIFY VENDORS AMONG THIS APPROVED LIST THAT THE BOARD HAS APPROVED, IF YOU SHOULD DO SO TONIGHT. THE COMMITTEE WILL THEN BRING IN THE SELECTED VENDORS WHEN THEY'RE READY TO LOOK AT CERTAIN CURRICULUM MATERIALS, BRING THOSE VENDORS IN, AND THEY WOULD BE REQUIRED TO GO THROUGH AN EVALUATION AND, QUOTE PROCESS TO DETERMINE BEST VALUE FOR THE DISTRICT.

AT THAT POINT IN TIME, THAT'S ALL DOCUMENTED.

AND THEN A DECISION IS MADE TO MAKE THE AWARD.

BUT THAT'S JUST PART OF THE ESSER, SOME OF THE REQUIREMENTS TO MEET FULL, OPEN COMPETITION.

SO THIS POOL IS JUST THAT, A POOL.

ALL OF THE DECISIONS, ALL OF THE QUOTING, ALL OF THE INDIVIDUAL WORK IS STARTS AFTER WE GET THE POOL OF VENDORS WHERE THE COMMITTEE CAN THEN IDENTIFY THOSE COMPANIES THAT NEED TO BE BROUGHT IN FOR QUOTES AND IF NEEDED, PRESENTATIONS.

BUT THAT IS THE COMMITTEE'S WORK.

BUT WE DON'T HAVE ACCESS YES, WE HAVE TO.
