AND SO AS I LOOKED AT THE DIFFERENT CATEGORIES THERE ON PAGE EIGHT INSTRUCTION ALL THE WAY DOWN, I JUST WONDER IF YOU COULD OFFER SOME COMMENTS ABOUT THOSE SAVINGS. IS IT ALL PRIMARILY SALARY? ARE THOSE POSITIONS THAT WE DIDN'T GET TO FILL OR IS THAT PART OF THE COST SAVINGS STRATEGIES THAT THE DISTRICT EMPLOYED AS WE WENT THROUGH THE YEAR, KNOWING THAT OUR FUNDING AND OUR ADA IS NOT QUITE STACKING UP THE WAY WE WANT. IF YOU JUST GIVE ME SOME COMMENTS ON HOW THIS YEAR GOT TO THIS POINT. YES, SIR, GREAT QUESTION. PREDOMINANTLY, IT IS DUE TO VACANCIES. AS WE'VE SEEN THROUGH COVID. THERE'S A SHORTAGE WE'RE FACING NOT JUST IN GARLAND ISD, BUT ACROSS THE STATE WITH POSITIONS AND SIMILAR TO OUR FISCAL YEAR 21 BUDGET THAT WAS FINISHED LAST YEAR. IN JUNE OF 2021, WE HAD ROUGHLY 20 OR 21 MILLION IN PAYROLL SAVES DUE TO VACANCIES, WHICH WE DO NOT WANT TO SEE. WE WANT TO HAVE OUR POSITIONS FILLED THROUGHOUT THE DISTRICT, FROM THE CLASSROOM, TO SUPPORT POSITIONS TO FACILITIES AND MAINTENANCE TO OUR LEADERSHIP ROLES. AND SO WHAT WE'RE SEEING HERE, JUST TO HIGHLIGHT THAT PRIOR TO COVID, THE LAST NORMAL FISCAL YEAR WE HAD WAS 2018 WHERE WE HAD A FULL 12 MONTHS WITH NO COVID IMPACT. WE HADN'T HAD A CHANGE IN A FISCAL YEAR OR A HOUSE BILL THREE PASS. WE SPENT ROUGHLY 97% OF OUR BUDGETS. COVID HIT FISCAL YEAR 2020, WE SPENT ROUGHLY 94% OF OUR ADOPTED EXPENSE BUDGET OR I'M SORRY, ABOUT 94 OR 94 AND A HALF, 2021, IT WAS ABOUT 93.7. SO AND WE HAD LARGE AND NORMAL VACANCIES IN 2021. WE'RE SEEING THAT THIS YEAR. AND SO DUE TO THE PAYROLL VACANCIES, AS WE CAN SEE IN THAT SECOND COLUMN ON YEAR TO DATE ACTUAL THAT IS WHY WE'RE REALIZING THESE SAVES. [00:10:01] AND IN LOOKING AT THAT, I MEAN, I KNOW THAT PRIOR TO COVID AND PRIOR TO US CHANGING OUR YEAR IN AND ALL THAT, OUR TYPICAL EXPENDITURE RATE WAS PROBABLY IN THE MID TO HIGH NINETIES IN TERMS OF WHAT WE SPENT TO ACTUAL BUDGET. CORRECT. AND THEN LATELY IT'S BEEN MORE LIKE IN THE 82, 83, 84% RANGE OR AT LEAST SOME OF THE DATA I LOOKED AT LIKE PRIOR YEAR IN MAY OF 21, IT WAS 83.4%. AND I KNOW THAT HOPEFULLY THE COVID IMPACT WILL BE CALMING DOWN, BUT I DON'T KNOW THAT THAT SOLVES ALL OF THE STAFFING ISSUES FOR THE DISTRICT. IT SEEMS LIKE THAT CONTINUES TO BE SOMETHING AND I READ THE REPORT, I DON'T KNOW IF IT WAS IN THE BI OR IN SOME OTHER NEWS ARTICLE THAT THREE YEARS AGO WE HAD 150,000 VACANCIES IN THE NATION AND THEN 300,000 LAST YEAR AND 800,000 THIS YEAR. SO THE NUMBER HAS REALLY GROWN. SO WHEN WE DO BUDGETS, I JUST THINK, YOU KNOW, IF WE COME IN LIKE IF WE BUDGETED A HALF A MILLION DOLLAR EXPENDITURE AND WE ONLY SPEND 90% OF IT, IN OTHER WORDS, WE MAY HAVE BUDGETED A 50 MILLION ISH DEFICIT FOR THIS YEAR, THIS COMING NEXT YEAR. BUT JUST DOING THE MATH, IF WE DO THE SAME SPEND RATES, IT'S PROBABLY GOING TO BE AROUND A $20 MILLION DEFICIT. THAT'S CORRECT. IT WILL BE 25. SO THE NUMBERS START GETTING A LOT CLOSER. THE ONLY THING THAT I CAN SEE, THAT KIND OF IT'S A GOOD THING, BUT IT'S A BAD THING. THE GOOD THING IS, IS IF WE CAN GO OUT AND FULLY STAFF AND HIRE AND BE FULLY OPERATIONAL FOR A YEAR, THEN THAT NUMBER WILL BE A LOT BIGGER. BUT IF WE CAN'T GET THERE, YOU KNOW, WE'RE LOOKING AT A LOT LOWER DEFICIT. SO DO YOU SEE ANYTHING? MY REAL QUESTION IN BUILDING UP TO ALL OF THIS WAS DO YOU SEE ANYTHING AT ALL THAT'S GOING TO CHANGE IN THIS NEXT YEAR WITH OUR ABILITY TO HIRE AND FILL VACANCIES? THE ONLY THING I COULD SAY THAT WOULD IMPACT TO FILL THE VACANCIES BECAUSE IT'S JUST NOT GARLAND ISD. RIGHT NOW THE STATE OF TEXAS CANNOT PRODUCE ONE MATH TEACHER TO SERVE EVERY PUBLIC SCHOOL DISTRICT IN THE STATE OF TEXAS. AND SO THROUGH CERTIFICATION. AND SO MEANING THEY CANNOT PRODUCE 1000 MATH TEACHERS PER YEAR TO GO INTO THE CLASSROOM. AND SO THE ONLY THING I SEE THAT WOULD MAKE THIS SITUATION BETTER AND IT'S NOT A GOOD SITUATION, IS IF THERE WAS A RECESSION AND LAYOFFS WERE TO OCCUR IN THE PRIVATE SECTOR AND THAT WOULD FILL UP JOBS IN THE PUBLIC SECTOR. AND THAT IS NOT SOMETHING I'M SAYING I'M ADVOCATING FOR, BUT THAT IS THE ONLY WAY WE COULD SEE WHERE POSITIONS COULD BE FILLED IF SOMETHING TRAGIC WERE TO HAPPEN. YEAH. AND I COULD SEE THAT THAT WOULD IMPACT A RECESSION FROM A FULFILLMENT STANDPOINT MIGHT HELP US. BUT THERE'S ALSO ALL OTHER KINDS OF PRICE ESCALATIONS AND STUFF THAT WE PROBABLY HAVEN'T FORESEEN THAT MIGHT OFFSET IT TOO. SO I'M JUST TRYING TO USE OLD DATA. I THINK BEFORE COVID WE WERE IN THE 97, 98% OF BUDGET BEING UTILIZED AND IT SINCE THEN IT HADN'T EVEN BEEN 90%. IT'S BEEN LOW NINETIES. LOW 90. I'M SORRY, I FORGET THIS IS 11 MONTHS, NOT 12. THIS IS THE SECOND YEAR THAT WE'VE DONE IT AND GOT TO PARTICIPATE IN WATCHING THE GARLAND FIRE DEPARTMENT AND THE GARLAND PD PLAY SOCCER. AND THEY TAKE IT VERY SERIOUSLY. THERE WAS NOT THEY WERE NOT JOKING AROUND. THEY WERE OUT TO WIN. AND THE POLICE DID WIN. YES, THEY DID. SO THAT WAS VERY ENJOYABLE. AND THEN LISTENING TO THE MAYOR'S ADDRESSES OF MAYOR MARGOLIS FROM ROWLETT AND I THINK IT WAS BROWN FROM WYLIE AND BICKERSTAFF FROM SACHSE. I ENJOYED LISTENING TO THEIR WHAT THEY'VE DONE AND WHAT THEY ARE LOOKING FORWARD TO DOING. AND THEN THE LAST THING WAS, I DIDN'T GET TO SPEND A LOT OF TIME AT THE 9TH STREET BOXING GYM EXHIBITION THAT THEY DID THIS WEEKEND, BUT I DID SPEND A COUPLE OF HOURS.
