I'M THE ASSISTANT SUPERINTENDENT OF SAFETY AND OPERATIONS FOR GARLAND ISD.

IT IS 11:31 A.M., AND I WOULD LIKE TO CALL THE JULY 27TH MEETING OF THE GISD SAFETY AND SECURITY COMMITTEE TO ORDER.

THE TEXAS LEGISLATURE MANDATED THAT EVERY SCHOOL DISTRICT HAVE A SAFETY COMMITTEE IN 2009.

TEXAS EDUCATION CODE AND GOVERNMENT CODES 551 GOVERN HOW THIS COMMITTEE IS RUN.

COMMITTEE MEETINGS ARE INFORMATIONAL.

NO DECISION. NO DECISIONS WILL BE MADE IN THE PUBLIC PORTION.

COMMITTEE MEETINGS ARE NOT BOARD OF TRUSTEE MEETINGS.

MEMBERS MAY BE REQUIRED TO SIGN CONFIDENTIALITY AGREEMENTS.

THREE MEETINGS ARE REQUIRED EVERY SCHOOL YEAR.

THIS YEAR THEY ARE TODAY.

JULY 27, NOVEMBER 1ST, 2022 AND APRIL 18, 2023.

EXECUTIVE SESSIONS WILL BE USED TO DISCUSS PROPRIETARY TOPICS SUCH AS THE EMERGENCY OPERATIONS PLAN, SAFETY AUDIT RESULTS, ETC.

COMMITTEE MEMBERSHIP MUST INCLUDE LAW ENFORCEMENT, PARENTS, BOARD OF TRUSTEE MEMBERS AND MORE COMMITTEE MEMBERS FOR THIS SCHOOL YEAR.

THANK YOU. I'M GOING TO TOUCH REAL BRIEFLY ON DOORS, EXTERIOR DOORS AND CLASSROOM DOORS.

[VII. Teaching with the Classroom Doors Closed and Locked - Mark Quinn]

SO TWO MANDATES THE TEA AND THE TEXAS SCHOOL SAFETY CENTER HAVE SET FORTH THIS FALL B EFORE SCHOOL STARTS, ONE IS AN EXTERIOR DOOR SAFETY AUDIT, WHICH WE HAVE COORDINATED WITH MAINTENANCE AND WITH GIS.

WE'VE CREATED A VERY COMPREHENSIVE DOOR SAFETY AUDIT WHICH INCLUDES PICTURES, STRUCTURE, DESCRIPTION, LOCKING MECHANISMS. ANYTHING AND EVERYTHING DOOR RELATED WILL BE BUILT INTO THIS DATABASE.

GIS HAS BUILT IT, SO IT'S IT'S EASILY TRACKABLE.

WE CAN IDENTIFY EXACTLY WHICH DOOR WE'RE TALKING ABOUT.

WE CAN SEND PEOPLE OUT TO THAT EXACT DOOR TO MAINTAIN, TO FIX.

AND SO WE'LL KNOW EXACTLY WHAT DOOR WE'RE TALKING ABOUT AND WHEN IT NEEDS TO BE DONE.

WORK ORDERS ARE RECEIVED AND THAT KIND OF THING.

THE OTHER THING I WANT TO TALK ABOUT IS EXTERIOR TO YOUR DOOR SWEEPS, WHICH IS MANDATED THIS FALL, WHICH SECURITY WILL BE PROVIDED.

THESE ARE WEEKLY DOOR CHECKS, ALL EXTERIOR DOORS LIKE WE HAVE.

HOW MANY? 2000.

SO OUR SECURITY DEPARTMENT WILL BE CHECKING EVERY EXTERIOR DOOR EVERY WEEK.

WE BUILT A DATABASE FOR THAT, TOO, SO EVERYTHING CAN BE TRACKED DOOR TO DOOR.

WE'LL KNOW EXACTLY WHEN SOMETHING'S STICKING, WHEN SOMETHING'S NOT RIGHT, OR WHEN WE HAVE A CONTINUED DOOR PROPPING PROBLEM, WE'LL BE ABLE TO ADDRESS IT IMMEDIATELY.

CLASSROOM DOORS.

YOU KNOW, WE TALK ABOUT CLASSROOM DOORS TEACHING WITH THE CLASSROOM DOORS CLOSED AND LOCKED ALL THE TIME.

THAT'S MANDATED IN OUR EOP.

TEACHING WITH THE CLASSROOM DOORS CLOSED AND LOCKED.

WE ALSO TALK ABOUT WE TEST THAT WITH INTRUSION ASSESSMENTS.

WE SEND CONSTABLES, WE SEND OUR OUR SECURITY OFFICERS IN PLAINCLOTHES INSIDE THE SCHOOLS TESTING THE SCHOOL, TESTING WHAT THEIR SECURITY CAPABILITY IS.

AND WE CHECK THOSE I MEAN, THE CLASSROOM DOORS AND MAKE SURE THEY'RE LOCKED DURING THESE THESE INTRUSION ASSESSMENTS.

OUR SROS ROUTINELY CHECK ALL CLASSROOM DOORS AS THEY'RE WALKING DOWN THE HALL CHECKING.

THEY'RE MAKING SURE THOSE CLASSROOMS ARE DOORS.

LIKE MOST SAID WHILE AGO, WHEN WE CONDUCT OUR CSI VISITS, WE ARE CHECKING DOORS, MAKING SURE THOSE CLASSROOM DOORS ARE LOCKED.

SO THOSE CLASSROOM DOORS ARE GETTING CHECKED ON A REGULAR BASIS.

THE EXTERIOR DOORS ARE GETTING CHECKED ON A REGULAR BASIS.

WE JUST WANT TO STEP IT UP AND MAKE SURE THAT EVERYTHING IS COVERED ALL THE TIME.

AS FAR AS DOORS GO, JUST IN STANDARD RESPONSE PROTOCOL, IT'S VERY HEAVY IN THE STANDARD RESPONSE PROTOCOL ABOUT TEACHING WITH THE CLASSROOM DOOR CLOSED AND LOCKED.

AND THEN LASTLY, THE SUMMER TARGETED PARTIAL SAFETY AUDIT, WHICH IS ALSO MANDATED.

AGAIN, THERE'S ANOTHER PART IN THERE FOR CLOSED CLASSROOM DOORS, CLOSED AND LOCKED.

ONE THING. I'M CHECKING THE EXTERIOR DOORS.

WHAT SCHOOL IS THAT AT? SOUTH GARLAND. YOU KNOW, THAT'S GOOD TO KNOW BECAUSE WE DO HAVE DOOR SENSORS THAT TELL US IF THEY'RE PROPPED OPEN.

AND SO IF THEY'RE NOT CLOSING ALL THE WAY AND WE'RE NOT GETTING NOTIFICATION, THAT'S TWO PROBLEMS THAT WE'RE HAVING.

SEE, THAT'S GOOD TO KNOW. THANK YOU FOR THAT.

OKAY. ARE WE GOING TO TALK ABOUT IDS? YES, IF THAT'S [INAUDIBLE].

THIS YEAR AS FAR AS ID REQUIREMENTS FOR STUDENTS, WE REQUIRED IT LAST YEAR FOR ALL OUR HIGH SCHOOL STUDENTS.

[VIII. Middle and High School Students Required to Wear ID Card]

BUT THIS YEAR WE'RE GOING TO REQUIRE IT FOR ALL OUR MIDDLE SCHOOL'S CAMPUSES AS WELL.

SECURITY HAS ISSUED OR IS IN THE PROCESS OF ISSUING OUT ADDITIONAL PRINTERS TO THE CAMPUSES, ADDITIONAL RIBBONS AND 500 BADGES FOR THE STUDENTS.

SO TO ASSIST THE SCHOOLS THIS YEAR, BECAUSE WE'VE GOT A LOT OF CAMPUSES THAT PROBABLY WOULD NEED THOSE ADDITIONAL BADGES AND PRINTERS TO SPEED UP THE PROCESS OF GIVING EVERYBODY A BADGE WITHIN THE FIRST COUPLE OF WEEKS OF SCHOOL.

AND THEN THAT'S GOING OUT IN THE STUDENT HANDBOOK.

AND THEN THIS YEAR WITH OUR STAFF, WE ALREADY ENCOURAGE EVERYBODY ON OUR STAFF TO HAVE THEIR I.D.

BADGES, AND THAT'S GOING TO BE AN EMPLOYEE HANDBOOK WHERE IT'S WE NEED THEM TO PUT IN A PERMANENT PLACE.

SO WE KNOW MOST CENTER, MASS CHEST OR AT LEAST WAIST TO CHEST.

SO IT'S EASILY IDENTIFIABLE WHEN YOU'RE COMING UP ON THE CAMPUS AND THAT YOUR PICTURE IS SHOWN.

AND THEN WE'RE GOING TO REQUIRE EVERYBODY TO GO THROUGH THE FRONT VESTIBULE INVOLVED CASE, ESPECIALLY OUR SECURITY OFFICERS WHEN WE GO AND VISIT THESE CAMPUSES THIS YEAR.

SO THAT WAY EVERYBODY KNOWS WHEN WE ARE THERE VERSUS JUST COMING AROUND.

SO LIKE A SENIOR WHO GRADUATED SOUTH GARLAND LAST YEAR COULD THEORETICALLY WALK IN WITH HIS ID AND STILL BE CONSIDERED A VALID.

WELL, WE DON'T VARY.

WE DON'T DETERMINE WHAT IT LOOK LIKE HERE IN SECURITY.

THERE'S MORE OF A CAMPUS BASED DETERMINATION HOW THEY BREAK DOWN THEIR BADGES, MAYBE BY CLASS.

BUT THAT'S SOMETHING TO BRING UP.

MY EXPERIENCE WITH THE SECONDARY CAMPUSES HERE IS THEY CHANGE THE LANYARD EACH YEAR.

SO I'M NOT SURE IF THAT'S UNIVERSAL OR IF IT'S NOT.

THE KIDS CAN USE THEIR OWN LANYARDS.

MY SON USED THE SAME FAVORITE BANDS LANYARD EVERY YEAR.

AND SO WITH THAT, YOU KNOW, THE FUNDAMENTAL PREMISE, BELIEVE IT OR NOT, FOR SCHOOLING IS SAFETY AND THEN INSTRUCTION.

AND IN THESE TIMES, IT'S KIND OF FRUSTRATING BECAUSE WE REALLY JUST WANT TO FOCUS ON ON GETTING OUR KID'S LIFE READY.

AND SO IT DOES TAKE A VILLAGE.

AND WHAT WE DO WE NEED TO DO IS REALLY WORK IN UNISON AND UNDERSTAND WE MIGHT HAVE DIFFERENT VIEWPOINTS, WE MIGHT HAVE WE MIGHT HAVE DIFFERENT WAYS OF WHAT WE THINK SCHOOLING SHOULD BE. AND SOMETIMES WE GET FRUSTRATED WITH SCHOOLS BECAUSE OF SOMETHING, AN INCIDENT THAT HAPPENS.

BUT IT'S REALLY THAT'S THAT'S A SOCIETAL ISSUE THAT HAPPENS ANYWHERE IN SOCIETY.

OUR COMMON GROUND IS WE WANT OUR KIDS TO THRIVE.

WE WANT OUR KIDS TO BE SAFE.

WE WANT OUR KIDS TO GO THROUGH SCHOOL AND COME WITH SOMETHING OUT OF IT THAT THEY CAN TAKE FOR THE REST OF THEIR LIFE.

AND IF WE CAN ALL JUST REMEMBER THAT AND RALLY BEHIND THE SCHOOLS AND JUST JUST RALLY BEHIND OUR TEACHERS AND OUR PRINCIPALS WHO ARE THERE EACH AND EVERY DAY.

IT'S GOING TO BE AMAZING HOW THESE KIDS DEVELOP SAFETY AND SECURITY.

WHAT WE'RE TALKING ABOUT TODAY IS JUST A ONE PRONG EFFORT.

THERE'S MULTIPLE PRONGS THAT GO INTO IT.

IT'S ALLOWING KIDS TO GET THE MENTAL WELFARE THAT THEY NEED.

THERE'S A LOT OF THAT COMING OUT, ESPECIALLY POST COVID.

WE SEE THAT. WE SEE IT NOT ONLY WITH KIDS, WE SEE IT WITH ADULTS.

WE UNDERSTAND THAT WE NEED TO BE MORE UNIFIED.

AND RATHER THAN WORRYING ABOUT EACH OTHER'S DIFFERENCES, WE ALL LIVE IN THE SAME COMMUNITIES, SAME HOUSEHOLDS, IN THE SAME SCHOOL, YOU KNOW.

SO LET'S RALLY BEHIND THAT SCHOOL AND HAVE THAT SCHOOL SPIRIT.

LET'S ENJOY THOSE FOOTBALL GAMES, WIN OR LOSE, YOU KNOW, BRING THAT CAMARADERIE BACK.

AND LET'S UNDERSTAND THAT LAW ENFORCEMENT IS ON OUR SIDE.

LAW ENFORCEMENT IN THIS TRI CITY AREA IS REMARKABLE.

THEY'RE REALLY HERE TO KEEP US SAFE.

THEY'RE REALLY HERE TO TO DO WHAT'S BEST FOR FOR THE COMMUNITY.

AND I HAVE NO DOUBT THAT THEY'RE HERE TO DO WHATEVER IT TAKES TO ENSURE THE ENTIRE COMMUNITY IS SAFE.

SO WHEN WE WHEN WE REFLECT AND WE PRAY AND WE DO, WE DO THAT.

LET'S KEEP THOSE THINGS IN MIND TO KEEP ALL THOSE PEOPLE PROTECTED.

AND LET'S I HAVE A FEELING THIS IS GOING TO BE A GREAT SCHOOL YEAR AND IT'S GOING TO BE THE BEST SCHOOL YEAR EVER.

AND I'M BEYOND EXCITED ABOUT KICKING THIS OFF IN EARLY AUGUST.
