GOOD EVENING. IT'S 5 P.M.

[I. Call to Order and Determination of a Quorum]

AND THIS IS A REGULAR CALLED MEETING OF THE GARLAND INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES.

I HAVE DETERMINED A QUORUM IS PRESENT OF ALL THE TRUSTEES.

LET'S GO AHEAD AND STAND FOR OUR PLEDGE OF ALLEGIANCE.

NEXT UP ON OUR AGENDA IS PUBLIC FORUM.

[III. Public Forum]

WE HAVE THREE CARDS.

THE FIRST CARD WILL BE MS. LUCERO [INAUDIBLE] RODRIGUEZ.

WHEN YOU ARRIVE, GO AHEAD AND JUST GIVE GIVE US YOUR ADDRESS.

AND WHETHER YOU HAVE KIDS IN THE DISTRICT OR WHAT ORGANIZATION YOU REPRESENT.

YES, SIR. GOOD EVENING, BOARD OF TRUSTEES PRESIDENT JOHNSON AND SUPERINTENDENT DR.

LOPEZ. MY NAME IS LUCERO CASARES.

I LIVE AT 319 BROOK VIEW DRIVE, LAVONNE, TEXAS.

75166. I AM A DYSLEXIA TEACHER IN THE DISTRICT.

I HAVE A DAUGHTER IN THE DISTRICT AND COUNTLESS OTHER FAMILY MEMBERS IN THE DISTRICT.

THIS IS MY 18TH YEAR WITH GARLAND ISD AND I AM HERE TODAY AS THE PRESIDENT OF GARLAND EDUCATION ASSOCIATION. I WOULD LIKE TO SPEAK ON THE TOPIC OF ESPS DUE PROCESS.

ESPS ARE SUPPORT, SUPPORT PERSONNEL OR EMPLOYEES ON HOURLY WAGES, NOT SALARIED.

IT CAN INCLUDE BUS DRIVERS, CUSTODIANS, CAFETERIA WORKERS, CLASSROOM AIDES, LAWN GROUNDS, MAINTENANCE, ETC..

I BEGAN WORKING IN GARLAND ISD IN 2001 AS AN AIDE.

I KNOW WHAT IT FEELS LIKE TO BE AN ESP.

IT HAS. IT IS A LOT OF PRESSURE TO FEEL LIKE YOU DO NOT HAVE JOB SECURITY.

BEING AN EMPLOYEE AND NOT HAVING DUE PROCESS WITH THE DISTRICT IS DIFFICULT.

WHAT GEA IS ASKING FOR TODAY IS TO HAVE ESP DUE PROCESS ADDED TO THE BOARD'S AGENDA AND TO BE DISCUSSED.

GEA WOULD LIKE FOR THERE TO BE A SYSTEM IN PLACE FOR DUE PROCESS.

I HAVE EMAILED THE BOARD A COPY OF A POLICY ADOPTED BY ANOTHER SCHOOL DISTRICT, ANOTHER SCHOOL BOARD.

WE WOULD LIKE FOR THERE TO BE WRITTEN STEPS FOR A DISCIPLINE PROCESS.

THERE NEEDS TO BE A PROGRESSIVE DISCIPLINE PROCESS IN OUR DISTRICT.

THIS WOULD NOT ONLY PROTECT OUR EMPLOYEES, BUT ALSO OUR DISTRICT FROM FUTURE LITIGATION.

THIS DUE PROCESS POLICY COSTS THE DISTRICT NOTHING BUT GOES A LONG WAY TO SHOW EMPLOYEES THEY ARE VALUED AND CARED FOR.

WE ARE A FAMILY.

LET'S SHOW RESPECT FOR OUR FAMILY MEMBERS BY PUTTING IT IN WRITING.

I URGE YOU TO ADD THIS TOPIC TO YOUR BOARD AGENDA.

THANK YOU. THANK YOU, MA'AM.

NEXT, WE HAVE MS. YOLANDA WALKER.

MS. WALKER, YOU WILL GET THE SAME THREE MINUTE TIME THAT THE PREVIOUS SPEAKER HAD AND IT WILL INDICATE WITH A WARNING DR.

RINGO WILL BE KEEPING THE TIME OK.

GOOD EVENING, BOARD OF TRUSTEES PRESIDENT JOHNSON AND SUPERINTENDENT DR.

LOPEZ. MY NAME IS YOLANDA WALKER.

I LIVE AT 2806 GREEN OAKS DRIVE, GARLAND, TEXAS, 75040.

I AM A SPECIAL ED EDUCATION [INAUDIBLE] WITH THE DISTRICT.

I HAVE A SON WHO ATTEND THE SCHOOL DISTRICT.

I HAVE WORKED FOR GARLAND ISD FOR 14 YEARS.

I'M HERE THIS EVENING TO SPEAK ON YOU.

ON THE CURRENT.

EXCUSE ME. I'M THE CURRENT VICE PRESIDENT OF GARLAND EDUCATION ASSOCIATION.

I WOULD LIKE TO SPEAK TO YOU ABOUT THE DUE PROCESS FOR THE ESPS.

WE MUST SHOW OUR OUR SUPPORT, OUR PERSONNEL SUPPORT AND RESPECT.

I KNOW FIRSTHAND HOW STRESSFUL IT IS TO FEEL LIKE YOU DON'T HAVE A VOICE.

I HAD BEEN ESP REPRESENTATIVE FOR THE GEA IN THE PAST.

THERE HAVE BEEN MANY INCIDENTS WHEN EMPLOYEES FELT POWERLESS WITHOUT A VOICE.

THERE HAVE BEEN TIMES WHEN SUPERVISORS TO EMPLOYEES.

IF YOU SAY SOMETHING OR COMPLAIN ABOUT ANYTHING, THEY LET YOU GO.

AS AN EMPLOYEE WITHOUT DUE PROCESS MAKES YOU FEEL DEFEATED AND UNDERVALUED.

WHEN SOMETHING HAPPENS, MANY ARE SCARED TO SPEAK UP AND SAY SOMETHING.

I ASK FOR THIS BOARD TO ADD THIS TOPIC TO THE AGENDA.

THIS WON'T COST YOU ANYTHING FOR THE DISTRICT, BUT IT WILL GO A LONG WAY TO SHOW THE EMPLOYEES RESPECT.

THANK YOU FOR YOUR TIME.

THANK YOU, MA'AM. NEXT WE HAVE I BELIEVE IT'S TAMIKA [INAUDIBLE].

[00:05:04]

IF I MIGHT HAVE GOTTEN THAT WRONG.

YES, THAT'S CORRECT. OH, GOOD.

SAME STORY. YOU GET 3 MINUTES ON THE CLOCK.

IT SHOULD BE KEPT IN FRONT OF YOU, SO.

THANK YOU. HELLO. MY NAME IS TAMIKA [INAUDIBLE].

I LIVE AT 7810 [INAUDIBLE] LANE ROWLETT, TEXAS 75089.

I AM THE MOTHER AND ADVOCATE OF TAMIA NASH AND I'M ALSO A LOCAL NEIGHBOR AND NONPROFIT OWNER OF DONE RIGHT FROM THE HEART OUTREACH ORGANIZATION.

I'M HERE TODAY TO BRING AWARENESS TO THE LACK OF SUPPORT AND SERVICES FOR STUDENTS WITH SPECIAL NEEDS.

THE SCHOOL MUST GIVE PRIOR WRITTEN NOTICE AND A REASONABLE TIME BEFORE IT PROPOSED TO MAKE ANY CHANGES TO THE IEP.

AND THAT WAS NOT DONE IN MY DAUGHTER'S CASE.

I DON'T FEEL THAT THE SCHOOL IS TAKING HER HER DIAGNOSIS OR HER IEP AS A CONCERN.

JUST A LITTLE BACKGROUND.

MY DAUGHTER ATTENDS SACHSE HIGH SCHOOL.

SHE MADE AND TRIED OUT FOR THE SACHSE SHOWSTOPPERS STEP TEAM.

AT THE END OF LAST YEAR, SHE TRIED OUT AND MADE THE CURRENT TEAM FOR THIS YEAR.

ALTERCATION AROSE AND DISCIPLINE WAS ISSUED.

MY CHILDREN TO ME IT WAS CLEAR FROM THAT.

BUT SHE WAS KICKED OFF OF THE STEP TEAM, WHICH IS A PART OF HER IEP.

AND IN ORDER TO DO THAT, WE HAVE TO HAVE ANOTHER ARTS MEETING AND REVIEW EVERYTHING TOGETHER TO COME UP WITH THE BEST EDUCATIONAL PLAN FOR TAMIA.

THIS IS ONE THING THAT TAMIA IS GOOD AT STEP.

THIS IS SOMETHING THAT SHE TOOK ON HER FRESHMAN YEAR AND SHE ENJOYED IT AND TOOK AND MADE HER VERY AWARE AND MADE HER MATURE MORE SO REMOVING THIS FROM HER IS AFFECTING HER MENTAL STABILITY BECAUSE SHE'S NOT UNDERSTANDING WHY SHE IS THE ONLY ONE.

ALTHOUGH THE INCIDENT WAS CLEAR WHO IS GETTING CONSEQUENCES FROM THOSE ACTIONS, I DID SPEAK WITH OTHER ADMINISTRATIONS.

I'VE BEEN TOLD I CAN'T SAY ANY NAMES, BUT I DID HAVE MEETING WITH STAFF AND THEY TOLD ME THAT THEY WERE NOT GOING TO ABIDE BY THE IEP, THAT THEY WERE GOING TO BE REMOVING HER FROM THIS. IT'S HEARTBREAKING FOR HER BECAUSE SHE WAS EXCITED TO EARN HER LETTERMAN JACKET THIS YEAR.

THIS WOULD BE HER SECOND YEAR.

IT'S HER SISTER'S LAST YEAR, WHICH IS HER SENIOR YEAR AND IN HIGH SCHOOL.

SO SHE WAS LOOKING FORWARD TO SPENDING THAT WITH HER SISTER AT THE END OF LAST YEAR WHEN THE ALTERCATION AROSE, I SPOKE WITH SEVERAL MEMBERS AND TRIED TO GET SEVERAL MEETINGS WITH ADMINISTRATION TO GET THE ISSUE RESOLVED.

AT THE END OF THE YEAR, WE WERE UNDER THE IMPRESSION THAT EVERYTHING WAS RESOLVED AND SHE WOULD BE PLACED BACK ON THE TEAM DUE TO THE SCHOOL MAKING A MAJOR MISTAKE IN THEIR DISCIPLINARY DIRECTION THAT THEY WENT.

UPON COMING TO FIRST PRACTICE THIS YEAR, SHE WAS SINGLED OUT BY THE INSTRUCTOR THAT SHE'S NO LONGER ON.

THE STEP TEAM, WHICH CAUSED EMBARRASSMENT AND HUMILIATION TO HER.

WENT THROUGH THE PROCESS ADMINISTRATION CHOSE AFTER HAVING US WAIT, WE HAD A MEETING ON AUGUST THE 2ND.

HE HAD US WAITING UNTIL LAST FRIDAY FOR HIS FINAL DECISION, WHICH HE IS STANDING WITH THE PERSON WHO IS IN CHARGE OF THAT.

THAT IS NOT A CREDIT TO TAMIA CREATING HER FOR HER RIGHTS AND SHE HAVE UNDER HER 504 AND HER IEP.

AND IT'S TIME THAT SPECIAL NEEDS CHILDREN, THEIR NEEDS AND THEIR DESIRES FOR EDUCATIONAL GOALS BE MET AND NOT BE IGNORED.

THANK YOU. THANK YOU, MA'AM.

ARE THERE ANY OTHER CARDS? I THANK ALL THE SPEAKERS TONIGHT.

THERE WE GO. ALL RIGHT.

RIGHT HERE. THREE, TWO, ONE.

THANK YOU.

VERY GOOD. CONGRATULATIONS ONCE AGAIN PRINCIPALS.

THANK YOU. THANK YOU TO ALL OF OUR NEW CAMPUS PRINCIPALS.

CAMPUS LEADERSHIP IS WHERE IT BEGINS.

OKAY. MOVING ON TO OUR NEXT AGENDA ITEM WHICH IS INFORMATION ITEM D RECEIVE ACCOUNTABILITY 2022 REPORT.

[IV.D. Receive Accountability 2022 Report]

VERONICA SALGADO JOYNER.

GOOD EVENING, MR. JOHNSON.

BOARD OF TRUSTEES, DR.

LOPEZ. TONIGHT, I HAVE THE DISTINCT PLEASURE OF PROVIDING YOU ALL WITH AN OVERVIEW OF THE TEXAS ACCOUNTABILITY SYSTEM.

IN ADDITION TO THE GISD RATINGS FOR THE 22 ACCOUNTABILITY SCHOOL YEAR AS REQUIRED BY STATUTE.

SO IN YOUR BOARD PACKET THIS EVENING, YOU'LL HAVE A DRAFT OF TONIGHT'S PRESENTATION, A ONE PAGE SUMMARY OF THE ACCOUNTABILITY SYSTEM FOR THE STATE OF TEXAS.

IN ADDITION TO DATA TABLE PROVIDED BY TEA, WITH ALL OF THE AGGREGATE INFORMATION FOR GARLAND ISD. AND LAST BUT NOT LEAST, YOU'LL ALSO FIND IN YOUR PACKET A LIST OF CAMPUS RATINGS BY DOMAIN, AS WELL AS ALL OF THE DISTINCTION DESIGNATIONS THAT A CAMPUS RECEIVED.

SO TONIGHT, ACTUALLY, IT FEELS LIKE IT'S PRINCIPAL NIGHT AT THE GRTC.

I HAVE SOME GUESTS WITH ME AND I AM SO EXCITED TO WELCOME THEM UP HERE.

THESE ARE SOME OF OUR BRIGHTEST GISD PRINCIPALS THAT WE NOTICED HAD SOME AMAZING TRACTION IN TERMS OF STUDENT PERFORMANCE GROWTH AND DISTINCTION DESIGNATIONS. AND AS PART OF OUR PARTNERSHIP WITH [INAUDIBLE], ONE OF THE PILLARS THAT DR.

LOPEZ HAS SAID IS A LEGACY PILLAR FOR US, AND THAT IS REALLY BUILDING UP OUR LEADERSHIP PIPELINE.

SO I WOULD LIKE TO INTRODUCE AGAIN MS. MOSTY. SHE IS THE FORMER PRINCIPAL OF BRANDENBURG, THE A-RATED MIDDLE SCHOOL IN GARLAND ISD, AND SHE THEY ALSO RECEIVED SIX OF SEVEN DESIGNATIONS.

SHE'S NOW THE NEW PRINCIPAL OF LAKEVIEW CENTENNIAL.

THEN WE HAVE MRS. ERIN PACHECO.

SHE IS THE PRINCIPAL OF MONTCLAIR ELEMENTARY SCHOOL.

IN 2019, MONTCLAIR WAS RATED A D CAMPUS.

AND AFTER HER LEADERSHIP AND CLOSING ALL OF THESE GROWTH GAPS AND ACHIEVEMENT GAPS, THEY EARNED AN A IN DOMAIN TWO WHICH IS GROWTH FOR 2022.

THEN WE HAVE MRS. CECILIA BADOS.

SHE IS THE PRINCIPAL OF BRADFIELD ELEMENTARY.

THIS ELEMENTARY SCHOOL IS 96% ECONOMICALLY DISADVANTAGED AND THEY CLOSED ALL OF THE ACHIEVEMENT GAPS IN ACADEMIC ACHIEVEMENT AND GROWTH IN GARLAND ISD.

THEY ALSO EARNED FOUR OF SIX DISTINCTIONS.

AND LAST BUT NOT LEAST, MRS. AMANDA RAMOS, FORMER PRINCIPAL OF BACK ELEMENTARY WHERE THE COMMISSIONER OF EDUCATION, CAME TO VISIT AND CELEBRATE WITH US AGAIN A RATED CAMPUS.

THEY EARNED SIX OF SIX DISTINCTIONS AND SHE IS NOW THE PRINCIPAL OF SELLERS MIDDLE SCHOOL.

SO IT GIVES ME GREAT HONOR TO HAVE THEM CO-PRESENT WITH ME MORE THAN ANYTHING.

NOT THAT I DON'T KNOW THE ACCOUNTABILITY SYSTEM, BUT I WANT YOU GUYS TO SEE THE WORK THAT THEY ARE DOING AND THEY REALLY UNDERSTAND THE FRAMEWORK THAT THE STATE HAS GIVEN US.

AND THEY ARE MOVING THE NEEDLE ON KIDS AND NOT JUST MAGNET KIDS, NOT JUST HIGH PERFORMING KIDS.

THEY REALLY ARE CLOSING THE GAP.

SO IF THESE WONDERFUL, WONDERFUL PRINCIPALS CAN DO IT, WE HAVE HIGH EXPECTATIONS THAT ALL OF OUR PRINCIPALS AND ALL OF OUR STUDENTS AND TEACHERS IN GARLAND ISD CAN CLOSE THESE PERFORMANCE GAPS.

SO JUST A QUICK RECAP OF THE ACCOUNTABILITY SYSTEM, AND EACH ONE OF THE PRINCIPALS WILL BE DIVING IN A LITTLE BIT DEEPER INTO

[00:35:07]

THE PARTICULAR COMPONENTS OF EACH DOMAIN.

BUT JUST AS AN OVERVIEW AND A REMINDER, 70% OF OUR RATING COMES FROM EITHER STUDENT ACHIEVEMENT DOMAIN ONE OR THE BEST OF ACADEMIC GROWTH OR RELATIVE PERFORMANCE.

AND WE'LL TALK A LITTLE BIT MORE ABOUT RELATIVE PERFORMANCE TOWARDS THE END.

AND THEN 30% OF OUR RATINGS FOR DISTRICT AND CAMPUSES COMES FROM THE CLOSING THE GAPS DOMAIN.

THREE, CLOSING THE GAPS DOMAIN.

SO AGAIN, WE'LL DIVE IN DEEPER INTO ALL OF THOSE IN JUST A MOMENT.

SO, GARLAND ISD, WHERE DID WE LAND AFTER AN INCREDIBLE, INCREDIBLE YEAR TRYING TO CLOSE GAPS? SO 2021-2022, OUR GARLAND ISD OVERALL RATING WAS AN 87 A B AS A REMINDER, IN 2019, OUR RATING WAS AN 88.

SO WE'VE COME SUCH A LONG WAY.

AND EVEN JUST OUR PROJECTIONS FROM WHAT WOULD THAT RATING HAVE BEEN HAD WE HAD A RATING SYSTEM DURING THE 21 OR THE 20-21 COVID SCHOOL YEAR.

SO AS THAT BREAKS DOWN, GARLAND ISD SCORED AN 86 IN STUDENT ACHIEVEMENT DOMAIN ONE.

THEN AGAIN, WE TAKE THE BEST OF ACADEMIC GROWTH OR RELATIVE PERFORMANCE.

SO WE SCORED A 92.

NOW YOU'LL NOTICE HERE, WHY DO WE HAVE AN 89 FOR OUR OVERALL DOMAIN SCORE IF THE BEST OF WAS A 92? WE HAD ONE ELEMENTARY SCHOOL THAT HAD BELOW A 70 IN DOMAIN TWO.

AND BECAUSE OF THAT, THE ACCOUNTABILITY MANUAL AND THE TECHNICAL COMPONENTS OF THE ACCOUNTABILITY SYSTEM REQUIRES THAT A SCHOOL DISTRICT, THE HIGHEST THAT THEY CAN EARN IN THAT PARTICULAR DOMAIN, IS AN 89.

AND THEN WE GO INTO CLOSING THE GAPS.

AND THAT SCORE FOR GARLAND ISD WAS AN 83.

AND AGAIN, EACH OF THESE WONDERFUL PRINCIPALS WILL DIVE A LITTLE BIT DEEPER INTO WHAT THESE RATINGS MEAN.

OKAY. SO GOING INTO SOME COMPARISONS BECAUSE I TELL YOU ALL THE TIME, NUMBERS ARE RELATIVE.

SO GARLAND ISD EARNED AN OVERALL SCORE GREATER THAN ALL DALLAS COUNTY DISTRICTS WITH GREATER THAN 25,000 STUDENTS. SO YOU'LL NOTICE ON THE SLIDE WE HAVE DALLAS ISD, MESQUITE ISD, IRVING ISD AND GRAND PRAIRIE ISD.

AND YOU'LL NOTICE THE RATINGS AND THE ECONOMIC DISADVANTAGE RATE FOR EACH ONE OF THOSE DISTRICTS.

NOW, NOT ON THE SLIDE, BECAUSE THEY DIDN'T FIT WITHIN THE PARAMETERS OF WHAT OUR O[INAUDIBLE] POINTS WERE.

FORT WORTH ISD, FOR EXAMPLE, THEY SCORED AN 81 GARLAND ISD 87 RICHARDSON JUST OUR NEIGHBOR SCORED AN 84 GARLAND ISD 87 ARLINGTON ISD, 85 GARLAND ISD 87.

SO YOU'LL SEE EVEN BEYOND THE PARAMETERS THAT WE'VE SET FOR FOR THE TABLE.

GARLAND ISD REALLY DID AN INCREDIBLE JOB, AND I'M SO PROUD OF ALL OF OUR STUDENTS, OUR TEACHERS AND OUR DISTRICT STAFF THAT HELPED GET US TO THESE PERFORMANCE LEVELS. IN ADDITION, WHEN WE COMPARE TO ALL SCHOOLS WITHIN THE METROPLEX WITH AN ECONOMIC DISADVANTAGE RATE GREATER THAN 70%, GARLAND ISD HAD THE SECOND HIGHEST OVERALL SCORE.

AND YOU'LL NOTICE HERE ON THE SLIDE THAT I NOTED, WHO HAD THE NUMBER ONE SCORE WHEN JUST BASING IT ON AN ECONOMIC DISADVANTAGE RATE AND NOT TAKING INTO CONSIDERATION STUDENT ACCOUNTS.

SO STUDENT ENROLLMENT, SO LANCASTER ISD AND 88, BUT THEY ONLY HAVE 6,978 STUDENTS.

THIS SLIDE IS ALSO ONE TO BE VERY, VERY PROUD OF.

AS A MATTER OF FACT, THE COMMISSIONER ALSO NOTED THAT WE HAD A 45% INCREASE IN THE NUMBER OF CAMPUSES THAT WERE A-RATED IN GARLAND ISD FROM 2019 TO 2022.

SO WE HAD 11 IN 2019 AND IN 2022, 16 A-RATED CAMPUSES.

OKAY. SO NOW I'M GOING TO ALLOW MRS. MOSTY TO COME UP AND TALK TO YOU A LITTLE BIT ABOUT THE STUDENT ACHIEVEMENT DOMAIN.

THANK YOU. DOMAIN ONE IS THE STUDENT ACHIEVEMENT DOMAIN.

ELEMENTARY AND MIDDLE SCHOOLS ARE SCORED 100% ON STAAR AND STAAR ALT TWO DATA.

HIGH SCHOOLS IN DISTRICT RATINGS ARE COMPRISED OF 40% STAAR, 40% CCMR AND 20% GRADUATION RATES.

THE INFORMATION ON THIS SLIDE CAN BE FOUND ON PAGE TWO OF SEVEN IN YOUR DATA TABLE PACKET.

[00:40:02]

OKAY. SORRY. EVERYBODY GOT IT.

IN GARLAND ISD, 82,833 ASSESSMENT RESULTS WERE LINKED TO ACCOUNTABILITY OUTCOMES.

OUR STUDENTS PERFORMED AT APPROACHES OR ABOVE ON 71% OF ASSESSMENTS, AT MEETS OR ABOVE ON 44% OF ASSESSMENTS, AND AT MASTER GRADE LEVEL ON 20% OF ASSESSMENTS.

ON PAGES THREE AND FOUR OF THE DATA TABLES, YOU WILL FIND PERFORMANCE BY SUBJECT.

VERONICA WILL EXPLAIN HOW CCMR AND GRADUATION RATES ARE INTEGRATED INTO DOMAIN ONE FOR DISTRICT LEVEL ACCOUNTABILITY.

THANK YOU, ELISE. SO NOW WE GO INTO CCMR RATES AND THIS IS AGAIN ONE OF THOSE AREAS THAT WE IN GARLAND ISD ARE EXTREMELY PROUD OF.

40% OF DOMAIN ONE IS COMPRISED OF CCMR. AS ELISE HAS ALREADY MENTIONED IN GARLAND ISD, ALL HIGH SCHOOLS EARNED AN A RATING IN CCMR PERFORMANCE.

THE INFORMATION ON THIS SLIDE CAN BE FOUND ON PAGES FIVE OF SEVEN OF YOUR DATA TABLE.

ALSO IN GARLAND ISD, 79% OF THE CLASS OF 2021, THOSE GRADUATES EARNED AT LEAST ONE CCMR INDICATOR, WITH MANY OF THEM EARNING MULTIPLE CCMR INDICATORS.

THE ONLY TRADITIONAL DISTRICT IN DALLAS COUNTY THAT OUTPERFORMED GARLAND ISD WAS HIGHLAND PARK.

SO AGAIN, NOT NOT COMPARING TO OUR [INAUDIBLE] RATE OR THE NUMBER OF STUDENTS, BUT WE REALLY OUTRANKED ALL OF THE DISTRICTS IN OUR COUNTY. ALSO TO NOTE IS OUR INDUSTRY BASED CERTIFICATE.

COLEMAN BRUMAN, THE CTE DIRECTOR AND THEN FORMER A CTE DIRECTOR, DR.

ERIKA CRUMP, DID AN INCREDIBLE JOB WITH REALLY FINDING INDUSTRY BASED CERTIFICATES THAT OUR STUDENTS COULD WALK OUT OF GARLAND ISD AS HIGH SCHOOL GRADUATES AND USE THEM IN A REAL WORLD EXPERIENCE.

SO YOU'LL NOTICE HERE THAT ON OUR INDUSTRY BASED CERTIFICATES, LET ME SEE WHERE WE HAVE THAT ON THIS ONE, WE HAD 44% OF OUR STUDENTS OF CLASS OF 2021 EARN AN INDUSTRY BASED CERTIFICATE.

PROJECTIONS AS OF RIGHT NOW FOR CLASS OF 2022 IS THAT NUMBER IS CLOSER TO ABOUT 58% AND WE HAVEN'T EVEN CLOSED OUT THE BOOKS ON CLASS OF 22. NOW WE GO INTO GRADUATION RATES.

SO GRADUATION RATES FOR DOMAIN ONE ARE BASED ON THE BEST OF OF FOUR, FIVE OR SIX YEAR GRADUATION GRADUATION CLASS. YOU'LL NOTICE THAT FOR DOMAIN ONE, WE'RE USING THE GRADUATION RATE OF 96.2, WHICH IS THE CLASS OF 2020.

AND ONE OF THE THINGS I WANT TO POINT OUT HERE IS WE NEED TO REMEMBER, LIKE, WELL, WHAT HAPPENED IN 2020 THAT CAUSED US TO OUTPERFORM EVEN OUR MOST RECENT CLASS THAT WE HAVE DATA FOR.

AND IN 2020, THAT'S WHEN THE PANDEMIC BEGAN AND THE STATE ADJUSTED THEIR INDIVIDUAL GRADUATION COMMITTEE PLANS SO THAT STUDENTS THAT HAD MORE THAN TWO MISSING STAAR EXAMS COULD POTENTIALLY GRADUATE IF THEY WENT THROUGH A PROJECT FOR THEIR IGC. SO THAT'S WHY YOU'LL NOTICE THAT AN INCREASE DID OCCUR IN THE CLASS OF 2020.

AND NOW I WILL INVITE MS. ERIN PACHECO TO TALK ABOUT ACADEMIC GROWTH.

DOMAIN TWO IS ACADEMIC GROWTH.

AS VERONICA SHARED EARLIER, THIS IS HOW MUCH PROGRESS STUDENTS HAVE MADE FROM ONE ACADEMIC YEAR TO ACADEMIC YEAR.

THE GRADE LEVELS THAT COUNT FOR GROWTH ARE FOUR THROUGH EIGHT.

ONE THING TO NOTE IS THAT READING MUST BE TESTED IN THE SAME LANGUAGE FROM THE PREVIOUS YEAR IN THE 21-22 SCHOOL YEAR.

IF A STUDENT CHANGED THE LANGUAGE OF ASSESSMENT FROM ENGLISH OR SPANISH TO ENGLISH, FOR EXAMPLE, WE WOULD NOT RECEIVE GROWTH POINTS FOR THAT STUDENT THAT IS SLATED TO CHANGE FOR THE 22-23 SCHOOL YEAR IN ACCOUNTABILITY 2023.

THE DATA TABLES RELATED TO THIS SLIDE CAN BE FOUND ON PAGE SEVEN OF THE DATA TABLES.

PLEASE NOTE THAT TEA DID NOT LABEL THE PAGE NUMBER OF THIS PARTICULAR PAGE, BUT YOU SHOULD SEE A MULTICOLORED CHART WITH THE TITLE ACADEMIC GROWTH CHART.

PRESENTED ON THIS SLIDE IS OUR ACCOUNT ACADEMIC GROWTH TOOL.

THIS RESOURCE WAS CREATED BY LEAD FORWARD AND ADAPTED BY OUR RED TEAM TO MEET OUR GISD NEEDS.

CAMPUSES UTILIZE THIS TOOL IN THEIR PLCS TO TARGET SPECIFIC STUDENTS WHO ARE NOT MAKING THEIR EXPECTED GROWTH.

THIS TOOL WAS A HUGE LEVER THAT ALLOWED US TO FOCUS ON GROWTH.

IF YOU NOTICE THE AREAS IN GREEN, THOSE ARE THE STUDENTS THAT MET OR EXCEEDED THEIR PROJECTED GROWTH ON STAAR.

[00:45:01]

YOU'LL ALSO NOTICE THAT AS MANY OF THE STUDENTS GREW IN TERMS OF THEIR STAAR PROGRESS MEASURE, THEY ALSO LEVELED UP IN PERFORMANCE LEVELS.

AN AREA OF CELEBRATION WOULD BE THE 2003 STUDENTS WHO PERFORMED IT DID NOT MEET DURING SPRING 2021 STAAR AND LEVELED UP TO MEETS AND MASTER'S DURING SPRING 2022.

THIS IS PROOF THAT OUR ACADEMIC ACCELERATION EFFORTS ARE WELL ON THEIR WAY.

16 OF OUR CAMPUSES EARNED ACADEMIC GROWTH DISTINCTIONS.

VERONICA WILL HELP EXPLAIN PART TWO OF DOMAIN TWO.

SO GARLAND ISD OUR BEST OF FOUR DOMAIN TWO WAS IN RELATIVE PERFORMANCE.

SO WHERE DOES THAT COME FROM? THE STATE HAS IDENTIFIED THAT.

WE UNDERSTAND THAT STUDENTS THAT ARE LIVING IN POVERTY OR STUDENTS IN A LOW SOCIOECONOMIC HOME, THEY STRUGGLE THE MOST WITH ACADEMICS.

NOT ALL. THAT'S A GENERALIZATION, BUT SO THE STATE, WHAT THEY HAVE DONE IS THEY HAVE TAKEN A RANGE OF ECONOMICALLY DISADVANTAGED RATES AND LEVELED UP OR LEVEL DOWN IN ORDER TO CREATE NEW TARGETS FOR CAMPUSES AND DISTRICTS.

SO, FOR EXAMPLE, GARLAND ISD HAS 74.1% ECONOMICALLY DISADVANTAGED STUDENTS FOR THIS PARTICULAR CALCULATION, FOR DISTRICTS IN HIGH SCHOOLS, WE LOOK AT STAAR PERFORMANCE PLUS OUR CCMR PERFORMANCE OVERALL, AND WE END UP WITH A 92 SCALED SCORE.

THE GRAPHIC IN THE SLIDE IS JUST A SAMPLE.

THE STATE ACTUALLY DID NOT RELEASE THIS VIEW OF THE DATA TABLES FOR US THIS YEAR, BUT IN THIS CASE, IF OUR ECONOMICALLY DISADVANTAGED RATE IS 74% AND YOU NOTICE THAT WE WOULD ACTUALLY HAVE BEEN PERFORMING IN THE A BAND FOR THIS PARTICULAR COMPONENT OF DOMAIN TWO [INAUDIBLE]. AND NOW I'D LIKE TO INVITE CECILIA BADOS TO TALK ABOUT CLOSING THE GAPS.

DOMAIN THREE CLOSING THE GAPS.

THIS DOMAIN IS MEANT TO ENSURE ATTENTION IS GIVEN TO EACH AND EVERY STUDENT IN OUR SCHOOLS.

GRADES IN OTHER DOMAINS ARE BASED ON ALL STUDENTS TOGETHER.

THIS DOMAIN LOOKS AT ALL GROUPS SEPARATELY.

THESE GROUPS INCLUDE STUDENTS OF THE SAME RATE, RACE, ETHNICITY, INCOME LEVEL CONTINUOUSLY ENROLLED OR NOT CONTINUOUSLY ENROLLED AND SPECIAL EDUCATION.

WHAT ARE THE INDICATORS BEING MEASURE HERE? ACADEMIC ACHIEVEMENT IN READING AND MATH AT MEETS GRADE LEVEL OR ABOVE.

PERFORMANCE GROWTH IN READING AND MATHEMATICS IN ELEMENTARY AND MIDDLE SCHOOLS.

FOUR YEAR FEDERAL GRADUATION RATE FOR HIGH SCHOOLS K THROUGH 12 AND DISTRICTS, COLLEGE CAREER AND MILITARY READINESS PERFORMANCE.

HIGH SCHOOLS K THROUGH 12 AND DISTRICTS ENGLISH LEARNER LANGUAGE PROFICIENCY STATUS AND CHANGES COMING STUDENT ACHIEVEMENT DOMAIN SCORE. IT IS IMPORTANT TO UNDERSTAND THAT A HIGHER GRADE IS AWARDED IF ALL GROUPS OF STUDENTS ARE DOING WELL IN TERMS OF ACADEMIC GROWTH STUDENT ACHIEVEMENT.

AND I AM VERY PROUDLY GOING TO ANNOUNCE THAT 21 CAMPUSES EARN CLOSE IN DISTINCTION, CLOSING THE GAPS DISTINCTION BEING BRADFIELD ONE OF THEM.

AND I'M GOING TO LEAVE WITH THIS MOTTO.

EVERY STUDENT MATTERS.

EVERY STUDENT EVERY DAY.

ALL RIGHT. DISTINCTION DESIGNATIONS ARE THE HIGHEST HONOR THAT A CAMPUS CAN RECEIVE BASED ON STUDENT PERFORMANCE.

DESIGNATIONS ARE CALCULATED BASED ON INDIVIDUAL CAMPUS INDIVIDUAL CAMPUSES, CAMPUS COMPARATIVE GROUP.

A CAMPUS COMPARATIVE GROUP IS A SET OF 40 SIMILAR SCHOOLS, AND EACH CAMPUS IS RANKED IN CATEGORIES CATEGORIZED BY QUARTILES.

AND IT IS IMPORTANT TO NOTE THAT ATTENDANCE RATES ARE A SIGNIFICANT FACTOR IN EARNING A DISTINCTION DESIGNATION.

THE LIST OF DESIGNATIONS INCLUDE TOP 25% COMPARATIVE ACADEMIC GROWTH, TOP 25% COMPARATIVE CLOSING, ELA READING ACADEMIC ACHIEVEMENT, MATHEMATICS, ACADEMIC ACHIEVEMENT, ACADEMIC ACHIEVEMENT IN SCIENCE, ACADEMIC ACHIEVEMENT IN SOCIAL STUDIES, ACADEMIC ACHIEVEMENT AND POST-SECONDARY READINESS.

NORTH GARLAND AND SACHSE HIGH SCHOOL BOTH EARNED SEVEN OF SEVEN DISTINCTIONS BACK ELEMENTARY, KIMBERLIN ELEMENTARY AND SEWELL ELEMENTARY ALL EARNED SIX OF SIX DISTINCTIONS. SIX CAMPUSES EARNED ALL BUT ONE AVAILABLE DISTINCTION, AND 32 CAMPUSES EARNED AT LEAST ONE DISTINCTION.

AND NOW VERONICA WILL HELP US CONCLUDE THE PRESENTATION.

THANK YOU. SO AGAIN, THANK YOU TO EACH ONE OF THESE PRINCIPALS.

[00:50:06]

AND AT THIS POINT, I WILL ENTERTAIN ANY QUESTIONS YOU MIGHT HAVE ABOUT OUR ACCOUNTABILITY RATINGS OR THE TEXAS ACCOUNTABILITY SYSTEM FOR SCHOOLS.

THANK YOU VERY MUCH, MR. BEACH. JUST REAL QUICK, I HAVE A COUPLE OF QUESTIONS I'D LIKE TO ASK.

DO WE HAVE ANY INFORMATION ABOUT ON ECONOMIC DISADVANTAGE? THE PERCENTAGE IN REGION TEN COMPARED TO US? NO, SIR, I DON'T HAVE THAT HANDY, BUT I CAN DEFINITELY PULL THAT UP AND SEND IT TO YOU ALL.

AN INTERESTING FIGURE FOR US TO LOOK AT AND SEE WHAT THE OVERALL REGION TEN DISADVANTAGE IS.

AND THE OTHER IS THE DEFINITION OF APPROACHES.

I MEAN, I'M ROLLING UP TO A STOP SIGN AND I'M APPROACHING IT, BUT I HADN'T STOPPED YET.

YES, SIR. WHAT DOES THAT REALLY MEAN WHENEVER WE ARE GETTING CLOSE TO MEETING THAT TIER WHERE WE WANT TO GET.

YES, SIR. SO IF I CAN ANSWER THAT WITH USING MEETS GRADE LEVEL AS THE THE CENTER AND THEN KIND OF DEVIATING FROM THERE, A STUDENT THAT PERFORMS AT MEETS GRADE LEVEL REALLY MEANS JUST THAT THEY ARE PERFORMING AT MEETS LEVEL AND THEY WHEN THEY MOVE ON TO THE NEXT GRADE LEVEL, THEY DO NOT CARRY WITH THEM AS MANY ACADEMIC GAPS. AND SO THEY ARE SLATED TO PERFORM WELL IN THE SUCCESSIVE GRADE LEVELS.

WHEN WE HAVE A STUDENT THAT PERFORMS AT APPROACHES, THEY'RE JUST RIGHT THERE, THEY'RE ON THE CUSP.

BUT WHEN THEY START SCHOOL THE SUBSEQUENT YEAR, IT'S POSSIBLE THAT THEY WILL NEED TO START WITH SOME INTERVENTIONS, THAT THEY WILL NEED TO START WITH SOME TARGETED SMALL GROUP INSTRUCTION THAT THE TEACHER WILL USE WILL USE HISTORIC DATA ON.

SO THEY'RE NOT QUITE THERE.

BUT THE STATE DOES CONSIDER THAT AS A PASSING STANDARD.

IT'S JUST SIMPLY NOT THEY HAVE NOT MASTERED ALL OF THE STANDARDS OF THE GRADE LEVEL FOR WHICH THEY TESTED.

THANK YOU. YES, SIR.

MR. GLICK. THANK YOU, SIR.

SO TWO WEEKS AGO, AS YOU REMEMBER, AS CHAIR OF ACADEMIC DISTRICT AFFAIRS, WE TALKED ABOUT THE POSSIBILITY OF THE DISTRICT BECOMING AN AID DISTRICT THIS YEAR.

YES, SIR. AND YOU SAID YOU WANTED TO GIVE US MORE INFORMATION TODAY ABOUT CHANGES TO ALL THREE CATEGORIES, HOW THAT MIGHT AFFECT US AND HOW THAT MIGHT AFFECT US GOING FORWARD. WOULD YOU LIKE TO DO THAT NOW? OH, YES, OF COURSE.

SO, UM, AND AGAIN, ALL OF THIS IS POTENTIAL.

NONE OF THIS HAS BEEN APPROVED BY TEA, BUT THESE ARE THE THIS IS THE INFORMATION THAT WE HAVE THUS FAR.

SO I'M GOING TO TAKE US BACK TO LET ME COME BACK TO THIS ONE.

WELL, WE'LL JUST DO THIS ONE HERE.

OKAY. SO AS IT STANDS, REMEMBER WE SAID THAT STUDENT ACHIEVEMENT FOR THE DISTRICT IS 40% STAAR, 40% CCMR, 20% GRADUATION.

AND SCHOOL PROGRESS IF WE'RE LOOKING AT RELATIVE PERFORMANCE, THAT IS 50% CCMR, 50% ACADEMIC ACHIEVEMENT ON STAAR.

THAT IS HOW OUR DISTRICT RATING IS WEIGHTED.

THE TEA IS CONSIDERING VERY HEAVILY THAT THEY WILL CREATE A SCORE FOR THE DISTRICT BASED ON ALL OF THE CAMPUSES FEEDING INTO ONE OVERALL SCORE.

SO AS IT STANDS NOW, WE DON'T REALLY TAKE INTO ACCOUNT OTHER THAN THE TECHNICALITIES THAT I MENTIONED EARLIER, WE DON'T TAKE INTO ACCOUNT THE RATINGS, THE SKILL SCORES, THE OVERALL SKILL SCORE FOR EACH CAMPUS.

WHEN IT COMES TO OUR GISD RATING, WHAT WE RECEIVE AND WHAT THE STATE DOES IS THEY TAKE ALL STUDENTS IN GARLAND ISD THAT MEET THE ACCOUNTABILITY SUBSET OF SNAPSHOT DATE AND THEY CALCULATE IT AS IF WE WERE A HIGH SCHOOL.

SO MOVING FORWARD, WHAT THEY ARE GOING TO DO IS NO LONGER FOLLOW THAT METHODOLOGY.

THEY'RE GOING TO SAY SCHOOL A HAS 400 KIDS, SCHOOL B HAS 1,000 KIDS, SCHOOL C HAS 3,000 KIDS.

AND BASED ON THE ENROLLMENT, THAT IS HOW MUCH EACH CAMPUS WILL WILL PROVIDE A PROPORTIONAL SCORE TOWARDS THE OVERALL DISTRICT AVERAGE.

SO I HOPE THAT ANSWERED YOUR QUESTION MR. GLICK. SO IF YOU WOULD RECALCULATE, MAYBE YOU'VE DONE IT, I DON'T KNOW, RECALCULATE UNDER WHAT YOU THINK ARE GOING TO BE THE NEW GUIDELINES.

HOW WOULD WE HAVE DONE THIS YEAR? DO YOU KNOW? I HAVE NOT RUN THAT CALCULATION BECAUSE WE WILL NOT GET CUT SCORES FOR WHAT IS AN A, WHAT IS A B, WHAT IS A C? WE WON'T RECEIVE THOSE LIKELY UNTIL LATE FALL.

SO AROUND NOVEMBER.

SO ONCE WE ONCE WE RECEIVE ADDITIONAL INFORMATION, ESPECIALLY BECAUSE, AS THE PRINCIPALS NOTED ON ALL OF THE DIFFERENT CHANGES, A LOT OF THE DOMAINS ARE CHANGING. CCMR SCALED SCORES ARE GOING TO POINTS, THEY'RE GOING TO CHANGE OR CLOSING THE GAP.

TARGET RATES ARE GOING TO CHANGE.

SO AT THIS POINT, IT WOULD BE IRRESPONSIBLE OF ME TO BRING FORTH A POTENTIAL RATING.

[00:55:05]

SO DO YOU STILL BELIEVE IT'S REALISTIC FOR US TO ACHIEVE AN A THIS YEAR? OH, YES, SIR. LOOK AT THE PRINCIPALS THAT JOINED US AND LOOK AT THE PRINCIPALS THAT THAT SHOWED UP THAT WERE HAND-SELECTED TO LEAD OUR SCHOOLS.

THEY ARE DOING AN INCREDIBLE JOB.

ALL OF OUR DEPARTMENTS ARE REALLY FINDING AND FINE TUNE FINDING RESOURCES FOR OUR STUDENTS, FINE TUNING OUR PRACTICES SO THESE PRINCIPALS CAN'T DO IT ALONE.

AND WE HAVE A ROCK STAR DISTRICT, SO IT'S JUST GOING TO BE WHERE THE NUMBERS FALL.

THANK YOU. THANK YOU, SIR.

ANY OTHER QUESTIONS? THANK YOU VERY MUCH. THANK YOU.

MOVING ON TO DISCUSSION ITEMS A DISCUSS THE I&S TAX RATE 2022-23 DR.

[V.A. Discuss I&S Tax Rate 2022-2023]

BRENT RINGO. PRESIDENT JOHNSON, BOARD OF TRUSTEES.

DR. LOPEZ, GOOD EVENING.

BEFORE YOU AS THE I&S TAX RATE DISCUSSION FOR 22-23 THIS WILL BE ADOPTED IN SEPTEMBER OF 2022 NEXT MONTH.

TOTAL TAX RATE HISTORY. YOU CAN SEE HERE AS WE GO TO THIS LAST TAX YEAR, LAST FISCAL YEAR, OUR TOTAL TAX RATE FROM 2018-19 WAS $1.46. THIS LAST TAX YEAR, IT WAS $1.25 A 63 A REDUCTION OF ALMOST A FULL $0.21 FOR OUR STAKEHOLDERS AND PROPERTY OWNERS. THE 22-23 TAX RATES THAT WILL BE RECOMMENDED.

YOU CAN SEE FOR 22-23, OUR ENROLL TAX RATE WILL DECREASE FROM $0.9384 TO $0.8546, SO OVER AN OVER EIGHT CENT TAX RATE REDUCTION.

I&S WE DO HAVE UPDATED INFORMATION IN REGARDS TO THAT.

WE WILL RECOMMEND TO MAINTAIN THE SAME I&S TAX RATE AT $0.3179.

THERE WILL BE A RESOLUTION PROVIDED BY OUR BOND COUNCIL IN SEPTEMBER THAT WILL BE APPROVED BY THE BOARD OF TRUSTEES PRIOR TO ADOPTING THE TAX RATE.

AND SO THE TOTAL TAX RATE WILL DECREASE ALMOST A FULL $0.08 FOR OUR STAKEHOLDERS.

WHAT ARE THE DIFFERENCE WHEN PEOPLE HEAR M&O AND I&S? SOME KEY HIGHLIGHTS FOR M&O AND THAT TAX RATE SIMILAR TO PROPERTY OWNERS, THAT IS FOR OUR ONGOING OPERATIONS, THAT'S FOR STAFF SALARIES, OUR UTILITIES, GAS, WATER SUPPLIES AND THE CLASSROOM NEEDS THAT ARE IMMEDIATE AND WITHIN THE BUDGET ON THAT CAMPUS OR DEPARTMENT, OUR TYPICAL HOMEOWNER, THAT'S OUR ONGOING GROCERIES, OUR MONTHLY UTILITY BILL, MODERN HOME REPAIRS, CHANGING YOUR OIL ON YOUR CAR.

BUT FOR I&S FOR SCHOOL DISTRICTS, THOSE ARE LARGE PROJECTS THAT ARE APPROVED THROUGH A BOND PROGRAM.

THOSE FUNDS CAN ONLY BE USED TO PAY PRINCIPAL INTEREST IN A BOND PROGRAM, NOTHING ELSE.

SO ANYTHING IN FUND BALANCE HAS TO BE USED FOR A BOND PROGRAM ON THAT SIDE OF THE BUCKET.

FOR A HOMEOWNER SIMILAR TO NEW ROOF, YOU HAVE A HAILSTORM.

YOUR INSURANCE IS COVERING THAT MAJOR APPLIANCES, MAJOR RENOVATIONS.

THAT'S YOUR MORTGAGE. YOU'RE TAKING OUT A LOAN TO PAY FOR THE HOUSE.

IT'S ITEMS THAT ARE SO LARGE THAT TYPICALLY CANNOT BE COVERED IN A MONTH OR MONTH EXPENSE.

JUST A HIGHLIGHT ON M&O THAT VISUAL.

IT IS FUNDED BASED ON THE STUDENT.

AND SO WE PAY MORE IN LOCAL PROPERTY TAXES.

WE DO LOWER OUR TAX RATES.

THE STATE ALSO CUTS US BY THAT SAME AMOUNT OF FUNDING, SO THERE IS NO NEW MONEY TO OPERATE WITH.

ON THE I&S SIDE IT'S ALL DETERMINED ON DEBT CAPACITY, WITH BOND PROGRAMS TO PAY PRIOR PRINCIPAL INTEREST ON BOND PROGRAMS AND ANY UPCOMING BOND PROGRAMS THAT MAY BE APPROVED BY THE VOTERS.

THE TAX RATE ASSUMPTIONS ON I&S M&O IS NOW SET BY THE STATE OF TEXAS.

WE SUBMIT OUR TAX VALUE GROWTH.

THE STATE SAYS THIS IS YOUR TAX RATE AND ALL PUBLIC SCHOOL DISTRICTS BRING THAT BACK TO BE ADOPTED.

ON THE I&S SIDE IT'S ALL BASED OFF THE TAXABLE VALUE.

AND SO THOSE ASSUMPTIONS YOU CAN SAY HERE ON THAT TAX RATE AND WHAT THAT LOOKS LIKE, SO THERE WOULD NOT BE A INCREASE FOR OUR STAKEHOLDERS THAT VALUABLE GROWTH.

AND IT'S VERY CONSERVATIVE BECAUSE YOU CAN SEE 28 THROUGH 29 AND BEYOND.

IT'S SAYING THAT THERE'S ZERO TAXABLE VALUE GROWTH IN THE DISTRICT.

CHANGES IN THE ECONOMY CAN IMPACT ASSUMPTIONS IN FUTURE YEARS.

SO IF WE WERE TO SEE PROPERTY VALUE DECLINES THROUGH A RECESSION, THAT WOULD IMPACT THE ANALYSIS.

JUST VERY HIGH LEVEL 20 YEAR REPAYMENT AT $1 BILLION BOND PROGRAM WOULD BE $0.334.

THE QUESTION WAS ASKED, WHAT WOULD OUR INTEREST BE ON THAT MATURITY FOR 20 YEARS? ROUGHLY $627,000.

THAT MAY SOUND LIKE A LOT, BUT THE TYPICAL EXAMPLE, IF YOU HAVE A MORTGAGE ON YOUR HOUSE AND YOU LOOK AT WHAT YOU'VE PAID THE BANK ON A 20 YEAR NOTE AND WHAT YOU'VE

[01:00:03]

BORROWED, IT IS VERY COMPARABLE TO A BOND PROGRAM.

IT IS SIMILAR STRUCTURES AND THE WAY THAT'S DONE, 20 YEAR REPAYMENT ON MAINTAINING OUR CURRENT TAX RATE.

IF THERE WERE ANOTHER BOND PROGRAM, THAT CAPACITY WOULD BE AT $926,400.

AND AGAIN, THE INTEREST PAID TO THAT MATURITY, $581,000 OVER 20 YEARS.

IT'S A LOT OF DETAIL HERE.

THE ONLY KEY PIECE TO HIGHLIGHT HERE, IT SHOWS YOU THE REPAYMENT AND THE ISSUANCES OF THESE BONDS AND IT SHOWS DOWN AT THE BOTTOM IN YELLOW WITH THAT INTEREST OR MATURITY BEING ON A $1 BILLION BOND PROGRAM, BEING AT $627,637, AND INTEREST ON THE MAINTAINING THE SAME TAX RATE.

THE KEY FOCUS HERE, THE TOTAL COMBINED INTEREST IN MATURITY, $581,000.

AND YOU CAN SEE IN COLUMN M THE RED THAT IS WHERE WE WOULD USE OUR I&S FUND BALANCE TO MAINTAIN THAT SAME LEVEL OF TAX RATE.

AND YOU CAN SEE IN 2036 THAT TAX RATE ACTUALLY STARTS DECREASING.

NEXT STEPS WE'LL ADOPT OUR TAX RATES IN SEPTEMBER 2022, WITH THE TOTAL TAX RATE DECREASING BY THE DECREASING M&O, AND SO THE TOTAL PROPOSED RECOMMENDED TAX RATE IN SEPTEMBER 2022, AS I NOTED EARLIER, WILL BE THOSE AMOUNTS.

WE'VE ALREADY DONE OUR POSTING AND ADVERTISEMENT FOR THAT TAX RATE IN THE NEWSPAPER.

WE DID THAT IN JUNE BEFORE WE ADOPTED OUR BUDGET AND WE ADOPTED IT THE FULL TAX RATE WITHOUT A DECREASE BECAUSE WE HAD NO IDEA WHAT THE TAX RATES WOULD BE.

AND SO SINCE WE'RE ADOPTING A LOWER TAX RATE, WE ARE NOT REQUIRED TO REPOST THAT IN THE NEWSPAPER.

MR. JOHNSON I'LL TURN IT BACK OVER TO YOU.

BOARD ANY QUESTIONS? TRUSTEE MILLER. UH DR.

RINGO COULD YOU GO BACK A SLIDER TWO WHERE THE RED COLUMNS WERE? I WANT TO MAKE SURE I UNDERSTAND THE DISTRICT CONTRIBUTION.

SO WHERE IS THE.

WELL, I GOT TWO QUESTIONS.

NUMBER ONE, LAST TIME WE ISSUED BONDS, WE HAD SOME BONDS WITH DIFFERENT MATURITIES.

IS THAT CORRECT? YES, SIR.

AND THAT IS STRUCTURED VERY SIMILAR.

AND THIS IT'S CONTEMPLATED IN ANYTHING WE DO GOING FORWARD WOULD HAVE SIMILAR VARIOUS MATURITIES OF VARIOUS BONDS.

NOT EVERYTHING WILL BE 20 YEARS, IS THAT CORRECT? THAT'S CORRECT. SO, FOR EXAMPLE, IF THERE'S A 1 TO 1 DEVICES IN THERE, THAT WOULD NOT BE A 20 YEAR THAT WOULD BE STRUCTURED AS IT IS.

AND THE 2014 BOND PROGRAM AND THE DISTRCIT WOULD PAY THAT BACK SOONER.

OKAY. SO WITH RESPECT TO THAT, MAYBE NOT THE ENTIRE I'M LOOKING AT THE $926 NUMBER.

YEAH, THE $926 MILLION BOND ISSUE, NOT THE ENTIRE AMOUNT WOULD BE A 20 YEAR.

SO IN THIS CHART, DOES IT REFLECT DIFFERENT MATURITIES OR IS EVERYTHING ON A 20 YEAR? THIS IS IT STRUCTURED ON THE REPAYMENT TO WHERE IN TOTAL IT IS A 20 YEAR MATURITY, BUT WE WOULD, FOR EXAMPLE, 1 TO 1 DEVICES THAT DO NOT HAVE A LIFE OF 20 YEARS.

IT IS STRUCTURED IN A WAY WHERE THE DISTRICT IS PART OF THAT BOND REPAYMENT FOR THAT YEAR.

IF WE DID A FIVE YEAR, A SEVEN YEAR BOND FOR A 1 TO 1 DEVICE PROGRAM AFTER SEVEN YEARS, THAT AMORTIZATION ROLLS OFF OF THIS CHART.

YES, SIR. OKAY.

AND THEN SO THE SURPLUS DEFICIT VERSUS THE LESS DISTRICT CONTRIBUTION.

TELL ME WHAT THAT NUMBER IS AGAIN.

IS THAT COME OR DOES THAT COME OUT OF? OUR LESSER WE HAVE A FUN BALANCE ON OUR I&S SIDE OF ROUGHLY $72 MILLION.

SO THAT LESS DISTRICT CONTRIBUTION IS WHERE WE ARE TAKING FUNDS FROM THE FUND BALANCE WHICH IS RECOMMENDED TO COVER THAT PAYMENT, MEANING OUR TAX RATE IS SET, THAT WE WILL NOT BE SET AT THE $0.3179.

WE WOULD BE USING FUND BALANCE TO MAKE THAT PAYMENT BECAUSE WE WOULD NOT COLLECT ENOUGH REVENUE IN TAXES TO EQUAL WHAT THAT PAYMENT WOULD BE.

SO THE PLAN WOULD BE TO USE FUND BALANCE TO CHIP AWAY AT WHAT IS IN THE FUND BALANCE.

SO, SO IN THE YEARS AND THIS CHART THE YEARS UP TO 2026 BECAUSE I GUESS THE BONDS AREN'T FULLY FUNDED.

WE'RE CONTINUING TO ADD TO THE BALANCE.

YES, SIR. AND THEN IN THE 27 PROJECTED YEAR, WE WOULD START UTILIZING THE CURRENT TAX RATE REVENUE, PLUS THE RESERVE AMORTIZE THE RESERVE BASICALLY BY $12 MILLION.

THE FIRST YEAR 19.

ALL THE WAY DOWN TO THAT FUND IS YES, SIR, WE WOULD HAVE ON PAPER AND IT'S TOTALLY ACCEPTABLE A DEFICIT BUDGET ON THE I&S SIDE.

[01:05:07]

BUT THAT'S WHERE WE'RE USING FUND BALANCE AND SHOWING THE STATE WE'RE [INAUDIBLE].

AND THAT FUND BALANCE, AGAIN, ALL STATE CANNOT BE USED FOR ANYTHING ELSE EXCEPT TO PAY PRINCIPAL AND INTEREST.

SO THAT ASSET CAN'T BE USED TO BUILD A SCHOOL OR REPAIR A ROOF.

UNFORTUNATELY, NO CASH ASSETS CAN ONLY BE USED TO PAY BACK BONDHOLDERS THEIR PRINCIPAL AND INTEREST.

YES, SIR. AND SO WITHIN THESE CHARTS, THEN AGAIN, WHAT WAS THE ASSUMPTION OF THE TAX RATE? ARE THE PROPERTY VALUE INCREASES? GOOD QUESTION. THOSE ASSUMPTIONS AND WE ALREADY KNOW 22-23 OUR TAXABLE VALUE GROWTH AND THE APPRAISAL DISTRICT DETERMINES THAT WE DO NOT SURE. SO DALLAS CENTRAL APPRAISAL DISTRICT TELLS HOMEOWNERS THIS IS YOUR VALUE.

AND SO BASED OFF THOSE APPRAISALS FROM DCAD, WE AVERAGED OVER 13% IN TAXABLE VALUE GROWTH FOR GARLAND ISD.

AND SO WE'RE SAYING THE NEXT TWO YEARS IT WOULD INCREASE BY 3% EACH YEAR.

AND THEN FOR 25-26 THROUGH 27-28, IT'S 2% TAXABLE VALUE GROWTH PER YEAR FOR THOSE YEARS.

AND THEN WE'RE SAYING AFTER 28-29 AND BEYOND, NO TAXABLE VALUE GROWTH.

AND THAT'S AND THAT'S THE MODEL WHERE WE'VE NEVER HAD, I DON'T THINK, ZERO TAXABLE VALUE GROWTH.

NOT DALLAS SINCE I CAN REMEMBER IT'S BEEN A WHILE, RIGHT IN THE RECESSION, THERE WERE SOME DISTRICTS IN OH EIGHT WHOSE VALUES ACTUALLY WENT DOWN.

BUT WITH THE AMOUNT OF GROWTH COMING TO THE METROPLEX AND JOBS FOR THE FORESEEABLE FUTURE, THAT DOES NOT LOOK LIKE THAT WE'D HAVE.

SO MY ASSUMPTION IS THAT WE'RE NOT EVER GOING TO SEE ZERO UNLESS WE HAVE MAYBE ONE YEAR WHERE WE HAVE A RECESSION OR SOMETHING LIKE THAT.

BUT IN GENERAL, THEY'LL ALWAYS AND THAT'S WHERE WE GENERATE ADDITIONAL EXCESS ON THE INSIDE RESERVES WILL GENERATE THAT IS REVENUE WE ACTUALLY DO SEE COMPARED TO M&O. THEN WE KNOW THE STATE CUTS US IN THAT REVENUE, BUT I&S THAT IS MONEY TOO.

SO IS THERE ANYTHING IN ANY OF THE FUNDING FORMULAS THAT LIMIT THE AMOUNT OF APPRECIATION THAT WE CAN REALIZE WITHIN THIS FUND? LIKE MAXIMUM 3%, IF TAX RATE GOES UP, IF THE VALUE GOES UP 10%, WE CAN ONLY REALIZE 3% WITHIN THIS I&S FUND, NOT UNLESS THE STATE CHANGES THAT IN THE NEXT LEGISLATIVE SESSION.

AND SO WITH THIS ASSUMPTION, WE HAD ROUGHLY OVER $600 MILLION IN NEW PROPERTIES COME ON BOARD FOR THAT 13%.

SO IN FUTURE YEARS, THERE IS NOTHING WITH THAT CAP ON OUR HOMEOWNER BEING AT 10% THAT WOULD NOT COME INTO PLAY IN THIS SCENARIO BECAUSE THE VALUE IS BELOW WHAT THAT THRESHOLD IS.

OKAY. ALL RIGHT.

THANK YOU. BUT THE QUESTIONS FROM THE BOARD.

THANK YOU, DR. RINGO.

NEXT ITEM IS FIVE B, THE TRUSTEE'S REPORT.

[V.B. Trustees' Report]

I'M GOING TO GO AHEAD AND START WITH TRUSTEE MILLER.

YOU. SORRY, I DIDN'T HEAR YOU.

YOU ARE TRUSTEE MILLER.

CAN I TRADE? YOU KNOW, VERY FEW THINGS TO REPORT.

SCHOOL JUST STARTED.

I'M LOOKING FORWARD TO THE FOOTBALL SEASONS, THE BASKETBALL SEASONS, ALL THE DIFFERENT THINGS.

THE FINE ARTS.

IT'S SO EXCITING.

I'VE BEEN IN A COUPLE OF SCHOOLS.

I WAS AT THE BACK ELEMENTARY CELEBRATION FOR THEIR A CAMPUS.

I'M SORRY. AND AS AS WELL AS THE VISIT OF OUR TEXAS EDUCATION COMMISSIONER.

ONE OF THE HIGHLIGHTS OF MY BRIEF CAREER AS A SCHOOL BOARD MEMBER BECAUSE OF THE PRIDE THAT IT BROUGHT TO THAT SCHOOL.

MY CONGRATULATIONS TO BACK, CITY OF ROWLETT AND EVERYBODY THAT'S BEEN INVOLVED IN THAT THING.

THAT WAS THAT WAS QUITE EXCITING.

IT WAS GOOD TO SEE OUR HOMETOWN PRODUCT COMMISSIONER, MIKE MORATH, BACK IN TOWN, HAD A GOOD VISIT WITH HIM.

ALL IN ALL, I WOULD SAY THAT THERE IS A LOT OF EXCITEMENT THAT I'VE NOTICED ABOUT THE SCHOOL YEAR.

MY CONGRATULATIONS TO I'M GOING TO CONGRATULATE THE TRANSPORTATION DEPARTMENT EVEN, EVEN THOUGH I KNOW THAT'S WHERE WE'VE HAD THE MOST CHALLENGES.

WE'RE 50 SOME ODD DRIVERS DOWN AND WE'RE STILL GETTING THE KIDS DELIVERED.

MIGHT TAKE A LITTLE LONGER.

SO THANKFUL THAT WE DIDN'T HAVE A MONSOON OPENING DAY OF SCHOOL LIKE WE DID LAST YEAR TO CAUSE MAJOR DELAYS FOR BUSSES.

COULDN'T EVEN GET TO THE CAMPUS BECAUSE OF THE TRAFFIC.

SO MY CONGRATULATIONS TO DR.

GARRETT, KELLY GARRETT AND ALL THE WORK THAT THEY'VE DONE.

WE KNOW IT'LL KEEP GETTING BETTER.

SO MY MESSAGE FOR ANYBODY LISTENING, ESPECIALLY IF YOU HAVE KIDS RIDING A BUS, IT GETS BETTER FROM HERE.

WE'LL GET THIS THING WORKED OUT.

[01:10:01]

IF THERE ARE ANY GLITCHES, I KNOW THERE'S A HOTLINE.

KEEP KEEP CALLING AND THEY WILL GET IT ADDRESSED.

THANK YOU.

MR. BEACH. THANK YOU, MR. JOHNSON. AGAIN, I WOULD LIKE TO ECHO WHAT MR. MILLER STATED ABOUT BACK ELEMENTARY SCHOOL.

NOT ONLY CONGRATULATING THEM AND THE AID THAT THEY RECEIVED, BUT ALSO THE OTHER 15 ELEMENTARIES THAT BROUGHT HOME AN A.

AND I JUST WANT TO THANK THEM FOR THE HARD WORK THAT THEY PUT IN AND THE EXCITEMENT THAT JUST LIKE TODAY WITH THE NEW PRINCIPALS, THAT THE NEW LEADERSHIP ON THE CAMPUSES SEEMS TO BE REALLY MUSHROOMING INTO SOMETHING THAT'S REALLY BEAUTIFUL.

I'M VERY PROUD OF EACH CAMPUS, THE HARD WORK THAT THE TEACHERS ARE PUTTING IN EACH AND EVERY DAY.

AND I THANK THEM FOR THE HARD WORK THAT THEY ARE DOING.

AND WE WILL WIN AND WE WILL GET TO THAT A, I CAN TELL YOU ALREADY.

ALSO, I WOULD LIKE TO SAY GOOD LUCK TO ALL OF OUR VOLLEYBALL AND FOOTBALL COACHES BECAUSE THE SEASON IS HERE.

IT STARTS THIS WEEK AND I LOOK FORWARD TO THOSE EXCITING GAMES FROM BOTH SIDES, FROM THE FROM THE LADIES TO THE MEN.

AND I LOOK FORWARD TO WATCHING THOSE GAMES AND BEING PARTICIPANTS MYSELF IN WATCHING THOSE.

ALSO TODAY, A LITTLE, LITTLE SOMETHING ON THE LIGHT SIDE TODAY IS JAMES AND KATIE MILLER'S 42ND ANNIVERSARY.

SO I WANT TO I WANT TO CONGRATULATE MR. MILLER ON STAYING MARRIED FOR 42 YEARS [APPLAUSE].

THAT'S PRETTY GOOD FOR HIM.

I DIDN'T EVEN KNOW MR. MILLER WAS 42 YEARS OLD.

YEAH, I CAN TELL YOU WHO NEEDS THE CONGRATULATIONS.

CONGRATULATIONS, JAMES.

THANK YOU. MR. SELDER.

THANK YOU, MR. JOHNSON. JUST LIKE MR. BEECH AND MR. MILLER TALKED ABOUT.

I ALSO CONGRATULATE BACK ELEMENTARY CAMPUS AND ALL OF THEIR COMMUNITY FOR WHAT THEY'VE BEEN ABLE TO ACCOMPLISH.

ENJOYED ATTENDING THAT CELEBRATION.

IT WAS AWESOME. ALSO WANTED TO JUST, YOU KNOW, TALK A LITTLE BIT ABOUT THE CONVOCATION.

THE COMMUNICATIONS DEPARTMENT GOT THE GEM AWARD TONIGHT, AND AND IT WAS WELL DESERVED.

YOU KNOW, MISS NIX AND HER STAFF PUT TOGETHER AN AWESOME CONVOCATION, AND IT WAS VERY EXCITING.

I MEAN, EVERYBODY THAT I TALKED TO HAD A CHANCE TO MEET AND INTERACT WITH THEIR JUST SEEMED REALLY EXCITED ABOUT THE SCHOOL YEAR.

AND SO I THINK THAT BLED OVER INTO THE ACTUAL FIRST DAY OF SCHOOL.

YOU KNOW, I TALKED TO SEVERAL PRINCIPALS AT THE RECEPTION TODAY AND JUST ASK THEM WHAT ARE SOME OF THE CHALLENGES? HOW WAS THE FIRST DAY? AND ALL OF THEM SAID IT WAS NOT WITHOUT CHALLENGES, BUT THEY WERE ABLE TO OVERCOME THEM.

SO I WAS REALLY EXCITED ABOUT THEIR ENERGY AND THEIR POSITIVE ATTITUDE AND PERSPECTIVE AS THEY ENTER THE SCHOOL YEAR.

SO LOOKING FORWARD TO THAT.

VOLLEYBALL FOOTBALL IS GREAT.

I HAVE TWO DAUGHTERS THAT ARE PLAYING VOLLEYBALL.

THEY HAVE A MATCH THIS EVENING, SO I'M MISSING THAT AND WANT TO WISH THEM ALL THE BEST.

LOOKING FORWARD TO BEING ABLE TO WATCH THEM COMPETE AND JUST HAVE A GREAT YEAR.

SO THAT'S IT. THANK YOU.

THANK YOU, MS. GRIFFIN. YES, THANK YOU.

I WOULD JUST LIKE TO SAY TO THE GISD FAMILY.

THAT'S ALL 7,000 PLUS EMPLOYEES THAT I AM GRATEFUL AND I AM THANKFUL FOR YOUR HARD WORK.

IT TOOK ALL OF YOU GETTING INVOLVED, BEING CONCERNED ABOUT STUDENTS FOR US TO RECEIVE THE DISTRICT GRADE THAT WE RECEIVED.

AND I JUST HOPE AND PRAY MOVING FORWARD THAT WE HAVE PEACE AND JOY IN EVERY STEP THAT WE TAKE.

AND LET US WALK TOGETHER INTO GREATNESS.

THE BEST IS YET TO COME.

MS. STANLEY. YOU KNOW, I ENJOYED THE BEGINNING OF THE SCHOOL.

WE HAVE A LOT OF SCHOOL AGE CHILDREN ON OUR STREET AND THE JOY THAT YOU SEE IN THEIR FACES THAT FIRST ACTUALLY SINCE SCHOOL STARTED, YOU KNOW, AND, YOU KNOW, IT'S BEEN A LITTLE ROUGH WITH A FEW TRANSPORTATION ISSUES, BUT THEY TAKE IT IN SUCH GREAT STRIDE AND THEY JUST LOVE GOING TO SCHOOL AND TO SEE KIDS LOVE GOING TO SCHOOL.

THAT'S JUST WHY WE DO WHAT WE DO.

AND SO I AM THANKFUL FOR ALL THE TEACHERS, THE AIDES , OFFICE WORKER, JUST THE WHOLE CREW.

I MEAN, EVERY SINGLE PERSON BRINGS SOMETHING THAT WITHOUT THEM, WE WOULDN'T BE WHO WE ARE.

SO AND THEN I JUST LIKE TO DO A JUST A QUICK SHOUT OUT.

I GOT TO GO TO A MEETING THAT WAS THAT HAD A PANEL ON SCHOOL SAFETY AND THE SPEAKERS WERE A MR.

[01:15:02]

CHIEF, CRAIG MILLER AND OUR OWN MISS SHELLEY GARRETT.

AND YOU KNOW, I THINK MS. GARRETT IS PRETTY AMAZING, BUT IT WAS JUST.

KIND OF GREAT TO SEE THE RESPECT THAT SHE HAS WITHIN THE COMMUNITY FOR POLICE OFFICERS AND SAFETY AND THE KNOWLEDGE AND AND HOW PROUD SHE IS TO BE PART OF GISD, TOO.

SHE REALLY GIVES SHOTS OUT THERE.

SO I JUST WANT TO SAY THANK YOU TO MS. GARRETT FOR REPRESENTING US AMAZINGLY AT THAT THAT PANEL.

THANK YOU. MR. GLICK. THANK YOU, SIR.

WAY BACK IN 2014, WHEN WE WERE TALKING ABOUT A NATATORIUM, THE FIRST PLACE WE VISITED WAS THE LEWISVILLE POOL, A BRAND NEW POOL, STATE OF THE ART.

AND I REMEMBER WHEN WE FIRST GOT THERE, THE POOL WAS KIND OF DIVIDED IN HALF ON ONE SIDE WITH SWIMMERS, AND THE OTHER SIDE WAS THE WHOLE GROUP OF KIDS PLAYING WATER POLO.

KIND OF SURPRISED ME. I REMEMBER ASKING THE DIRECTOR OF THE POOL, WHAT'S THAT ALL ABOUT? SHE SAID, WATER POLO IS A GROWING, GROWING SPORT.

ONE DAY IT'LL BE A UIL SPORT AND IT'S GREAT FOR OUR REVENUE.

WELL, LO AND BEHOLD, AS OF AUGUST 1ST OF THIS YEAR TOOK A LITTLE WHILE UIL HAS NOW NAMED WATER POLO A SPORT, AND HOPEFULLY NEXT YEAR WE WILL FILL FIELD TEAMS FOR WATER POLO.

AND AT THE END OF JULY, WE HOSTED THE USA WATER POLO NATIONAL JUNIOR OLYMPICS AT OUR OWN NATATORIUM FOR FOUR DAYS. KIDS CAME FROM 27 STATES.

THERE WERE OTHER VENUES AROUND THE METROPLEX THAT ALSO HELD, BUT WE GOT TO HOLD THE FINAL FINALS OF THE NATIONAL JUNIOR OLYMPICS, WATER POLO.

SO I THINK THINGS WE TALKED ABOUT WAY BACK IN 2014 HAVE NOW COME TO FRUITION.

THREE YEARS AGO, THE TRUSTEES WERE ASKED, OTHER THAN MS. STANLEY TO PICK YOUR FAVORITE BOOK.

I BROUGHT TWO BOOKS.

ONE WAS DORIS KEARNS GOODWIN ON TEAM OF RIVALS ABOUT ABRAHAM LINCOLN.

THE OTHER WAS A BOOK CALLED TRUMAN BY DAVID MCCULLOUGH.

TWO WEEKS AGO, DAVID MCCULLOUGH PASSED AWAY.

IN MY OPINION, THE GREATEST HISTORIAN THIS COUNTRY HAS EVER HAD.

TWO PULITZER PRIZES.

TWO NATIONAL BOOK AWARDS.

PRESIDENTIAL MEDAL OF FREEDOM.

I STARTED COUNTING OUT THE NUMBER OF BOOKS I READ BY DAVID MCCULLOUGH, I READ NINE OF HIS BOOKS.

WITH ALL THE CONTROVERSY GOING ON WITH SCHOOLS AND BOOKS AND LIBRARIES.

PICK A BOOK BY DAVID MCCULLOUGH AND READ IT.

HE IS INCREDIBLE.

EVERY ONE OF HIS BOOKS WAS ALWAYS A NATIONAL NEW YORK TIMES BEST SELLER.

IF YOU WANT TO READ AN AMAZING BOOK, READ BETWEEN THE SEA'S ABOUT THE BUILDING OF THE PANAMA CANAL.

JUST INCREDIBLE. ALONG WITH MR. SELDERS AND MISS GRIFFIN, I WAS PRESENT AT THE NAACP BACKPACK, SCHOOL SUPPLY AND CAR SEAT CHECK AT [INAUDIBLE] STADIUM.

IT WAS A ROUSING, A VERY SUCCESSFUL EVENT.

IT WAS KIND OF FUN SEEING HOW MANY BACKPACKS WE COULD GIVE OUT.

AND IT WAS REALLY VERY SUCCESSFUL SATURDAY.

SO THANK YOU.

I THINK IT WAS KROGER, MS. GRIFFIN WHO SUPPLIED THE BACKPACKS AND IT WAS A WONDERFUL DAY.

SO THANK YOU FOR THAT.

THE SUPPLIES.

THE SUPPLIES. AND FINALLY, I WANT TO THANK OUR PRESIDENT FOR APPOINTING ME TO BE A MEMBER OF THE SAFETY COMMITTEE.

THAT WAS A COMMITTEE I TRULY WANTED TO BE ON.

AND WE HAD OUR FIRST MEETING OF THIS SCHOOL YEAR, ABOUT A MONTH AGO.

WE STARTED TALKING ABOUT SAFETY IN 2013, WE PUT $70 MILLION IN IN THE BOND.

IN 2014, WE ADDED 15 NEW SRO OFFICES IN 2015.

WHEN THE GOVERNOR CAME OUT WITH HIS PROCLAMATIONS IN 2018, WE WERE WAY, WAY AHEAD OF EVERYTHING THE GOVERNOR HAD ASKED ANY SCHOOL DISTRICT TO DO.

WE PUT OUT A MEMO A FEW WEEKS AGO TO ALL THE PARENTS.

I'D JUST LIKE TO GO OVER THAT IF IT'S OKAY BECAUSE I THINK IT'S IMPORTANT THAT OUR PARENTS, OUR KIDS AND OUR STAFF UNDERSTAND HOW IMPORTANT IN THIS DISTRICT WE TAKE SCHOOL SAFETY. SO ONE OF THE THINGS ALL SCHOOL DISTRICTS ARE DOING NOW, WEEKLY EXTERIOR DOOR SWEEPS.

WE HAVE 2,945 EXTERIOR DOORS.

ONE OF THE THINGS THAT CAME UP IN THAT DISTRICT MEETING AND I CAN TALK ABOUT THAT BECAUSE MOST OF IT WAS IN CLOSED SESSION, BUT SOME OF IT WAS IN OPEN SESSION.

[01:20:01]

ONE OF THE MEMBERS ASKED, WHEN YOU DO THE DOOR CHECKS, ARE YOU GOING TO DO THEM AT DIFFERENT TIMES OF THE DAY? AND THE QUESTION WAS, WHY DOES THAT MATTER? WELL, APPARENTLY AT THE SCHOOL HE WAS AT.

SOMEHOW WHEN THE SUN HIT A CERTAIN DOOR, EVEN THOUGH THE DOOR WAS LOOKED LIKE IT WAS LOCKED, THE DOOR WAS NOT LOCKED.

I THINK EVERYBODY IN THE ROOM STARTED THINKING ABOUT WHAT MIGHT HAVE HAPPENED IN UVALDE.

SO NOW WE ARE GOING TO CHANGE THE TIMES OF OUR CHECKS OF THE DOORS.

SO WE HIT ALL DIFFERENT TIMES OF THE DAY FOR DIFFERENT WEEKS.

REALLY IMPORTANT.

ACTIVE SHOOTERS WE PRACTICE.

WE HAD WE HAD WE HELD A LUNCHEON.

WE INVITED ALL OUR SRO OFFICERS AND AND THE CHIEFS.

THEY ALL TALKED ABOUT THE CAMARADERIE AND HOW THEY ALL PRACTICE TOGETHER.

I THOUGHT THAT WAS VERY ENCOURAGING.

SAFETY TRAININGS WITH THE STAFF.

SEVERAL OF TRUSTEES VISITED SEVERAL SCHOOLS A FEW WEEKS AGO.

ONE OF THE TEACHERS CAME UP TO US AND SAID, THANK YOU FOR THAT TRAINING.

IT WAS THE BEST WE EVER GOT.

SO WE'RE TRAINING OUR STAFF TO MAKE SURE THEY UNDERSTAND THE IMPORTANCE OF SAFETY, DAILY INTRUSION, OR THE AUDITS.

WE TAKE OUR OWN PEOPLE AND SEE IF THEY CAN GET INTO CAMPUSES.

THEY COME UNANNOUNCED.

THEY'RE NOT WEARING SCHOOL BADGES OR ANYTHING LIKE THAT.

AND THEY SEE IF THEY CAN GET IN.

AND THAT'S VERY, VERY EFFECTIVE.

DAILY SEARCHES WITH AMMO AND DRUG K-9 DOGS.

WHAT WE DO IS WE MAKE SURE THE KIDS ALL KNOW WHEN THE DOGS ARE PRESENT.

WE WANT EVERYBODY TO BE AWARE.

WE HAVE DOGS THAT COULD DO BOTH GUN POWDER AND DRUGS, AND WE DO IT VERY FREQUENTLY ON UNANNOUNCED BASIS AT CAMPUSES.

BEHAVIORAL THREAT ASSESSMENTS.

EACH OF OUR SCHOOLS HAS THEIR OWN ASSESSMENT TEAM.

IF WE HEAR OF A KID SAYING SOMETHING, TALKING ABOUT SOMETHING, POSTING SOMETHING, WRITING SOMETHING, DRAWING SOMETHING, THE ASSESSMENT TEAM LOOKS AT IT, ASKS A WHOLE BUNCH OF QUESTIONS TO FIND OUT.

IS THERE ANOTHER STEP THAT NEEDS TO BE TAKEN? A LOT OF TIMES WHEN WE HEAR ABOUT SCHOOL SHOOTINGS, THERE WERE WARNINGS AHEAD OF TIME.

WE KNOW THAT.

THE QUESTIONS ARE HOW DO WE MAKE SURE THAT THOSE WARNINGS ARE ARE THOUGHT ABOUT AND NOT FORGOTTEN? AND WE DO THAT WITH OUR THREAT ASSESSMENT TEAMS. MANDATORY DRILLS.

WE'VE ALL HEARD ABOUT THE DRILLS.

WE HAVE MULTIPLE DRILLS EVERY MONTH.

I REMEMBER BEING AT A CAMPUS SO ABOUT SIX, SEVEN YEARS AGO I WAS TALKING TO THE PRINCIPAL AND IN WALKED THE FIRE MARSHAL FROM GARLAND AND HE SAID IMMEDIATELY PRESSED THE FIRE ALARM BUTTON.

HE DIDN'T GIVE HER A CHANCE TO DO ANYTHING, PRESS THE BUTTON.

AND HE HAD A STOPWATCH.

LESS THAN 75 SECONDS LATER, LESS THAN 75 SECONDS LATER, THAT SCHOOL WAS TOTALLY OUT THE DOOR.

EVERY SINGLE KID.

SO THAT'S HOW GOOD WE CAN BE.

PROPPED DOOR ALARMS. WE KNOW EVERY TIME ONE OF OUR DOORS IS OPEN.

STOP THE BLEED KITS.

EVERY SCHOOL ON MULTIPLE EVERY SCHOOL HAS HAS STOPPED THE BLEEDS KITS EVERY BUS HAS BLEED KITS WERE ADDING THEM NOW TO SOME OF THE SHOP AREAS, AND WE HAVE THEM ON EVERY FLOOR OF MULTIPLE FLOOR BUILDINGS.

AND FINALLY, WHAT WE'VE TALKED ABOUT, WHAT WE THOUGHT ABOUT ALL SROS ARE TRAINED IN ADVANCED LAW ENFORCEMENT, RAPID RESPONSE TRAINING.

AND WHAT THAT MEANS IS VERY SIMPLY, THE FIRST OFFICER ON THE SCENE NEUTRALIZES THE THREAT.

AND I THINK AS WE GO INTO THE SCHOOL YEAR, NO DISTRICT IS GOING TO CAN SAY THEY'RE PERFECT.

I THINK WE UNDERSTAND THAT.

BUT I THINK WE'RE SO FAR ADVANCED THAT WE CAN ASSURE OUR PARENTS, OUR KIDS AND OUR STAFF THAT WE'RE DOING BETTER, I BELIEVE, THAN ANY OTHER DISTRICT IN THE STATE TO FOLLOW THE PRESCRIBED SAFETY PROCEDURES.

THANK YOU, SIR. THANK YOU, MR. GLICK. I CAN SAY DEFINITIVELY THAT AFTER THE FIRST THREE, WE'RE IN THE THIRD WEEK OF SCHOOL THAT WITH THREE KIDS AND THREE DIFFERENT CAMPUSES, I'M FEELING THE PULL OF THE NEW YEAR SOMEWHAT.

BUT THAT BEING SAID, I HAVE BEEN TO A LOT OF EVENTS, BUT I'M JUST GOING TO FOCUS ON THREE OF THEM, BECAUSE I THINK THAT THERE IS A THEME THAT I'VE DETECTED COMING THROUGH THAT.

THE FIRST WAS THE NEW EMPLOYEE ORIENTATION THAT I ATTENDED, ALONG WITH TRUSTEE BEACH.

MS. GRIFFIN AND DR.

LOPEZ WAS AT THAT.

THAT WAS A THAT WAS A HIGH ENERGY EVENT.

WE HAD A BUNCH OF BRAND NEW FACULTY THAT WERE COMING IN AND THEY WERE GETTING STARTED OFF WITH THE RIGHT FOOT BECAUSE YOU COULD TELL THEY WERE BRIGHT EYED, READY TO GO.

[01:25:07]

AND THAT'S WHEN I KNEW WE WERE GOING TO BE IN FOR A REAL SPECIAL YEAR.

AND THAT DOVETAILED JUST A FEW DAYS LATER TO THE CONVOCATION THAT'S BEEN MENTIONED.

I DON'T THINK ENOUGH CAN BE SAID FOR WHAT MRS. NIX AND MR. WHEELER'S TEAM DID AT CONVOCATION.

IT WAS A MAGNIFICENT EVENT.

IF ALL YOU DO IS LOOK AT THE SOCIAL MEDIA THAT CAME OUT FROM THE PEOPLE WHO ATTENDED IT.

AND THE NUMBER ONE I READ AND I READ AT LEAST TEN DIFFERENT TIMES WAS, CAN YOU BELIEVE I'M GETTING PAID FOR THIS TODAY? AND I WILL SAY, I GENERALLY FEEL LIKE I'M PRETTY WELL VERSED AS AN ATTORNEY GETTING UP IN FRONT OF AN AUDIENCE, GOING TO SPEAK.

THAT WAS ONE TIME I WAS ABSOLUTELY INTIMIDATED TO GET UP AND GO SPEAK.

AND I SAW ALL THOSE COLORED BANDS.

I WAS LIKE, MAN, THIS IS NOT MY ELEMENT.

BUT THE ENERGY WAS EXTREMELY HIGH.

AND AND YOU COULD TELL WE WERE SETTING THE PACE FOR A REAL GOOD YEAR.

AND THEN WE GET TO THE BACK ELEMENTARY RECOGNITION.

FOLKS IT'S IT'S A VERY RARE THING THAT THE COMMISSIONER OF EDUCATION DECIDES.

YOU KNOW WHAT? THIS DISTRICT IS SO SPECIAL AND THIS CAMPUS IS SO SPECIAL.

I'VE GOT TO LEAVE AUSTIN, GO UP TO THAT CAMPUS AND HAVE MY PRESS CONFERENCE THERE.

I MEAN, THINK ABOUT THE EXCLUSIVE NATURE OF WHAT WAS DONE.

AND THAT GOES TO SHOW THAT CAMPUS IS TREMENDOUS ACHIEVEMENT.

BUT IT WASN'T JUST BACK ELEMENTARY.

IT WAS THE WHOLE DISTRICT THAT HE CELEBRATED HERE.

ALSO NOT LOST ON ME WAS NOTING THAT MIKE MORATH IS ONE OF OUR OWN.

HE'S A PRODUCT OF THE GARLAND ISD.

AND SO WHEN YOU THINK ABOUT THE NEW EMPLOYEE ORIENTATION, WHEN YOU THINK ABOUT THE CONVOCATION AND YOU THINK ABOUT WHAT HAPPENED AT BAT? THERE'S LIKE A COMMON THREAD AND THE THREAD IS, OH, AND NOT TO MENTION, IF YOU LOOK AT ALL THESE NEW SUPERINTENDENTS THAT ARE RUNNING AROUND IN THIS AREA, DR.

LOPEZ WILL TELL YOU MOST OF THEM HAVE DONE A SPILL THROUGH THE GISD AT ONE POINT OR ANOTHER.

SO IT'S JUST REALLY I'M SITTING THERE THINKING WHEN MIKE MORATH WAS THERE GIVING A SPEECH THAT THIS DISTRICT IS TRULY A CRADLE OF LEADERSHIP FOR THIS STATE'S EDUCATION.

AND I REALLY AM PROUD TO SERVE THIS DISTRICT AS THE PRESIDENT, AS A TRUSTEE, BECAUSE IT IS IT'S TRULY SOMETHING THAT IS BENEFICIAL, NOT JUST FOR OUR COMMUNITY, BUT IT'S BENEFITED THE ENTIRE STATE OF TEXAS AND OTHER DISTRICTS HAVE PROFITED FROM IT FROM.

BECAUSE YOU SEE THE LEADERSHIP THAT WE'RE SHOWING, WE'RE EXPORTING IT.

IT'S NOT JUST HERE AND NOW.

THAT BEING SAID, WE'RE GOING TO WE'RE GOING TO TRY TO HOARD AS MUCH OF IT AS WE CAN, BECAUSE WE'RE GOING TO GO FOR THAT A NEXT TIME.

BUT I THINK THE ACCOUNTABILITY SCORES AND WHAT WE SAW BACK JUST SHOWS WHAT A SPECIAL DISTRICT WE HAVE.

AND THESE NEW CAMPUS LEADERS WE SAW TONIGHT ARE GOING TO KEEP THIS GOING.

AND I'M REAL EXCITED ABOUT THE COMING YEAR.

SO WITHOUT FURTHER ADO, DR.

LOPEZ, FOR THE SUPERINTENDENT'S REPORT.

[V.C. Superintendent's Report]

WELL, THE BOARD VERY ELOQUENTLY RECAPPED A LOT OF THE EXCELLENCE THAT'S HAPPENING IN THE DISTRICT.

AND I'M JUST GOING TO DO A FEW THINGS TO SHOWCASE.

FIRST, TO THANK THE BOARD, THE COMMUNITY NEEDS TO UNDERSTAND.

IT STARTS RIGHT HERE WITH THESE THESE SEVEN EXTRAORDINARY INDIVIDUALS THAT ARE ALL FAMILY GROUNDED PEOPLE.

THEY LOVE THE DISTRICT.

THEY JUST WANT WHAT'S BEST FOR THE KIDS, THE EMPLOYEES, FOR THE COMMUNITY.

AND THEY KNOW THE DRIVING FORCE FOR MOST COMMUNITIES IS REALLY THE EDUCATION CENTER, WHICH IS AN ISD AND OURS BEING ONE OF THE BIGGEST IN THE STATE OF TEXAS, BUT ALSO IN THIS AREA IN THE DALLAS-FORT WORTH METROPLEX IS A TESTAMENT TO JUST THE EXCELLENCE THAT'S HERE.

AND THE BOARD SETS THE TREND.

YOU KNOW, IT'S 42 YEARS AND JAMIE MILLER IS HERE 42 YEARS. THAT'S THAT'S THAT'S THAT'S REALLY GOOD.

AND AND, YOU KNOW, I WAS FORTUNATE ENOUGH TO SPEND A FEW YEARS WITH MR. SELLERS BECAUSE OUR GIRLS PLAYED ON THE SAME TRAVEL TEAM.

AND I COULD SEE THE LOVE AND AFFECTION THAT HIS KIDS GET FROM THEIR PARENTS.

I MEAN, TREMENDOUS PARENTS, AWESOME KIDS.

YOU KNOW, SOMETIMES I WOULD TELL HIM, CAN YOU RUB OFF ON MY FAMILY A LITTLE BIT? WE NEED SOME HELP HERE.

BUT, YOU KNOW, HE WOULD BE PREFERRED WATCHING HIS CHILDREN COMPETE TODAY AND JUST JUST ENJOYING THEM BECAUSE THEY PUT IN SO MUCH TIME AND EXCELLENCE IN IT.

MR. JOHNSON GETTING HIS KID TO BAND.

YOU HEAR ABOUT THE BAND AND THINGS THAT WERE GOING ON WITH MISS GRIFFIN AND LARRY GLICK WHEN THEIR KIDS WERE IN THE FINE ARTS PROGRAMS. JOHNNY BEACH TALKING ABOUT HIS KIDS GROWING UP AND EVEN JAMIE MILLER GROWING UP IN THIS AREA, AND DAPHNE STANLEY RAISING A GRANDCHILD IN THE GISD AND HOW THE DYSLEXIC PROGRAMS REALLY HELPED HER CLOSE SOME GAPS THAT THAT PROBABLY WOULD HAVE JUST GOTTEN WORSE OVER THE YEARS.

[01:30:01]

AND SO I'M JUST GLAD THAT THE ACCOUNTABILITY REFLECTS THE EXCELLENCE OF WHAT WE SEE EACH AND EVERY DAY.

I THOUGHT IT WAS A BRILLIANT MOVE FOR ACCOUNTABILITY, TO BRING PRINCIPALS UP THAT GOT IT DONE BECAUSE THEY'RE THE ONES IN THE FRONT LINES WITH THE TEACHERS EACH AND EVERY DAY.

AND GIVING THE TEACHERS QUALITY LEADERSHIP MAKES A WORLD OF DIFFERENCE.

AND SO I JUST WANT TO THANK THE BOARD, BECAUSE YOU TOOK A CHANCE ON A VERY AGGRESSIVE PLAN.

YOU TOOK A LEAP OF FAITH ON ALL THE HIRES THAT WE DO.

YOU LOOKED AT A PLAN THAT WAS MORE ON THE FOUNDATION OF A VISION RATHER THAN A SET PROCESS, BECAUSE WE HAD TO PUT SO MANY MOVING ELEMENTS IN THE PLACE THERE.

WE HAD TO TRAIN AND GET PEOPLE INVOLVED.

AND WHAT PEOPLE DIDN'T SEE IN THE BOARD DID SEE IS THAT WE WERE TRAINING FOR THIS YEAR BEFORE THIS YEAR EVEN STARTED WAY AHEAD OF TIME.

THAT'S WHY THIS YEAR, OUTSIDE OF TRANSPORTATION, WE UNDERSTAND WE'RE SHORT SOME DRIVERS, BUT OUTSIDE OF THAT, THE SCHOOL YEAR HAS BEEN EXCELLENT AND WE WANT TO JUST KEEP CAPITALIZING ON THAT MOMENTUM.

SO I JUST WANT TO THANK THE BOARD BECAUSE THE RESULTS ARE ON YOUR TRUST, ON YOUR YOU'RE GIVING US THE BREATH TO KEEP CHARGING ON IN THE MOST DIFFICULT OF TIMES AND CELEBRATING SUCCESS AND RECOGNIZING THE ACCOMPLISHMENTS THAT ARE HAPPENING ALL ACROSS OUR DISTRICT. SO I JUST WANT TO THANK THE BOARD.

THANK YOU. THANK YOU, DR.

LOPEZ. ANY FUTURE AGENDA ITEMS FROM THE BOARD MEMBERS THEY WOULD LIKE TO BRING FORTH.

SEEING NONE WE'LL MOVE ON TO ITEM SIX, THE CONSENT AGENDA.

SO, DR. BROWN.

YES. THIS IS THE COVID LEAVE POLICY THAT WE HAVE ADDED THIS YEAR OR REQUEST TO ADD THIS YEAR.

IT HAS A RESOLUTION.

THE RESOLUTION IS VERY SIMILAR TO THE ONE THAT WE'VE DONE IN YEARS PAST.

THE DIFFERENCE IS THAT INSTEAD OF TEN DAYS FOR EMPLOYEES, WE ARE RECOMMENDING FIVE DAYS OF LEAVE FOR EMPLOYEES AS THE PROTOCOLS HAVE CHANGED SOMEWHAT.

BOARD DO WE HAVE ANY QUESTIONS? MR. BEACH DO YOU HAVE ANYTHING TO ADD AS THE CHAIR OF THE FINANCE FACILITIES AND OPERATIONS COMMITTEE? I'D LIKE TO MAKE A MOTION TO GO AHEAD AND CONSIDER APPROVAL OF THE RESOLUTION FOR EMPLOYEES ON THE COVID 19 LEAVE.

MS. MAYO, HI.

GOOD EVENING. PRESIDENT JOHNSON BOARD OF TRUSTEES.

DR. LOPEZ THIS IS THE AUGUST BUDGET AMENDMENT.

THERE HAVE BEEN NO CHANGES SINCE FINANCE COMMITTEE.

IF THERE'S ANY QUESTIONS.

BOARD DO WE HAVE ANY QUESTIONS FOR MS. MAYO REGARDING THIS PARTICULAR.

THAT PASSES SEVEN ZERO.

NEXT UP IS CONSIDER APPROVAL OF RESOLUTION AUTHORIZING THE SALE OF SURPLUS PROPERTY AT 798 EAST KINGSLEY ROAD IN GARLAND, TEXAS.

[VII.G. Consider Approval of Resolution Authorizing the Sale of Surplus Property: 798 East Kingsley Road,Garland, Texas]

MS. MAYO. YES.

GOOD EVENING AGAIN.

THIS WAS ALSO BROUGHT TO COMMITTEE.

JUST TO GIVE YOU A LITTLE SUMMARY OF BACKGROUND, ON FEBRUARY 22ND AND APRIL 26, THE BOARD OF TRUSTEES DECLARED TWO PARCELS OF LAND AS SURPLUS PROPERTY.

BID PACKAGES WERE REVIEWED BY OUR ATTORNEY AND INCLUDE EARNEST MONEY.

CONTRACT WAS ADVERTISED TO THE PUBLIC ON JUNE 9TH AND JUNE 16TH.

THE BIDS WERE OPENED ON JULY 14, 2022 AND TABULATED FOR REVIEW.

THE ADMINISTRATION HAS IDENTIFIED THE HARBOR FOR PARCEL TWO ONLY BIDS WERE NOT SUBMITTED FOR PARCEL ONES.

TONIGHT WE DO BRING YOU A RESOLUTION TO APPROVE THE HIGH BID FOR PARCEL TWO OF $190,000.

[01:40:05]

BOARD ANY QUESTIONS OF MS. MAYO ON THIS ISSUE? MS. STANLEY. SO MY MY QUESTION IS, DO WE KNOW WHAT THIS DEVELOPMENT COMPANY HAS PLANS FOR FOR THIS LOT OF.

I DO NOT KNOW ANY DETAILS ON THAT.

SO I'M I DIDN'T I HAD TO DO SOME RESEARCH.

AND I HAVE A CONCERN ON THIS ONE BECAUSE WE'RE PICKING SO THE PEOPLE THAT VOTED OR THAT PUT IN THE BID, WE KNOW WHAT THE RICCIARDI INVESTMENTS PLANS ARE FOR THAT PROPERTY, BUT WE DO NOT KNOW WHO WE'RE GIVING THIS PROPERTY TO WITH STEVEN'S DEVELOPMENT.

AND THAT HAS ME CONCERNED BECAUSE IT IS VERY CLOSE TO ONE OF OUR SCHOOLS AND ONCE WE SELL THE LAND WE WON'T KNOW IF A LIQUOR STORE GOES IN OR A GAS STATION OR ANYTHING LIKE THAT.

AND WE KNEW WHAT WAS GOING TO HAPPEN WITH THE OTHER COMPANY, WHAT THEY WERE GOING TO DO WITH THE LAND.

SO I HAVE CONCERNS WITH THAT AND I DIDN'T KNOW IT UNTIL I COULD DO MY RESEARCH AND I DIDN'T THINK I COULD DO THE RESEARCH UNTIL AFTER WE HAD PUBLISHED AT THE COMMITTEE MEETING WHO BIDDERS WERE.

DO YOU HAVE A COMMENT, DR. LOPEZ? YOU'RE CORRECT. WE DON'T KNOW THE INTENT, BUT THERE ARE ORDINANCES THAT WOULD PROTECT LIQUOR STORES OR ANY TYPE OF ALCOHOL BEING SERVED SO CLOSE TO A SCHOOL.

AND IT WOULD HAVE TO COME TO NOT ONLY THE CITY COUNCIL, BUT TO US.

SO THERE'S CERTAIN THRESHOLDS THAT HAVE TO HAPPEN BEFORE THINGS ARE APPROVED.

AND I WILL AGREE WITH YOU, HOWEVER, ARE WE CONFIDENT THAT IT WILL COME TO THE BOARD? BECAUSE WE JUST RECENTLY HAD THE ONE WHERE A GAS STATION WAS GOING TO COME IN WITHIN JUST OVER 500 FEET OF HERFURTH, AND WE BLESSED OFF ON IT.

SO I JUST HAVE CONCERNS WITH THINGS LIKE THAT WHEN WE KNOW EXACTLY I MEAN, YOU'RE TALKING ABOUT VERY LITTLE MONEY DIFFERENCE TO KNOW EXACTLY WHAT'S GOING TO HAPPEN WITH THE PROPERTY VERSUS VERY LITTLE MONEY DIFFERENCE AND ABSOLUTELY NOT KNOWING WHAT'S GOING TO HAPPEN WITH THE PROPERTY.

I'M JUST THROWING IT OUT THERE.

THE COMMENT I WOULD HAVE AND I SHARE YOUR CONCERNS, BUT THE LAW REALLY HAMSTRINGS US WITH RESPECT TO THIS BECAUSE WE HAVE TO PUT PROPERTY OUT TO BID.

WE CAN'T SELL IT TO WHO WE WISH TO DESIRE IT TO.

IT'S ONLY ON A BIDDING PROCESS.

THAT'S ONE OF THE REASONS WHY I HAD CONCERNS ABOUT STRIKING AT A SURPLUS PROPERTY, ESPECIALLY CONSIDERING THE FACT THAT WE HAD A STANDING OPPORTUNITY TO MAKE A SWAP LAND SWAP WITH THE CITY THAT WOULD HAVE GUARANTEED WHERE WE KNOW THIS LAND WAS GOING TO.

I EXPRESSED MY CONCERNS ABOUT THAT IN AN EARLIER MEETING AND THE BOARD WENT A DIFFERENT WAY, AND THAT'S FINE.

THAT'S WHAT DEMOCRACY IS.

BUT AS FAR AS WITH I DON'T WE HAVE ZONING LAWS THAT PROTECT US.

WE HAVE ORDINANCES THAT PROTECT THAT.

AND I UNDERSTAND THAT.

AND IF WE DO GO TO AUCTION, THIS IS JUST ONE OF THE THINGS THAT ONE OF THE RISKS THAT YOU RUN IS YOU MAY NOT NECESSARILY GET THE NEIGHBOR YOU WANT, BUT THERE ARE PROTECTIONS AGAINST GETTING THE NEIGHBOR YOU ABSOLUTELY CAN'T HAVE.

AND SO I THINK THAT THAT THAT'S AT LEAST A BLESSING WITH RESPECT TO IT.

I THINK MR. MILLER HAD A QUESTION ON THIS TOO.

BE A DIFFERENT SUBJECT. SO IF ANYBODY WANTS TO CONTINUE THIS DISCUSSION, THEN I'LL WAIT.

STILL ABOUT THE LAND, RIGHT? YEAH. BUT THIS IS NOT ABOUT THE ISSUE THAT MR. STANLEY BROUGHT UP. ENLIGHTEN US ON ANOTHER ASPECT OF THIS.

MY QUESTION IS PRETTY SIMPLE, PRETTY EASY.

WHEN WE DO A LAND SALE LIKE THIS, DOES THAT SHOW UP IN THE BUDGET? IS THERE AN AMENDMENT TO THE BUDGET OR THE GENERAL FUND OR HOW DOES THAT GET ACCOUNTED FOR? THAT REVENUE WILL BE RECEIVED AND THEN WE CAN RECORD THAT AS A BUDGET INCREASE.

OKAY. NOW LET ME JUST TALK A LITTLE BIT ABOUT THE THE ISSUE THAT IS BROUGHT UP WITH RESPECT TO THAT.

AND I KNOW THAT THERE ARE I MEAN, WE KNOW WHAT THE ZONING WE COULD KNOW IF YOU WANTED TO LOOK WHAT THE ZONING ALLOWABLE ZONING AND USES OF THE PROPERTY IS. I DON'T KNOW WHAT THAT IS, SO I'M IGNORANT OF WHAT THAT IS.

BUT THERE IS A PROCESS WITHIN THE CITY THAT THAT ANY THING THAT IS PROPOSED ON THIS PROPERTY THAT'S NOT CURRENTLY ALLOWED WOULD HAVE TO GO THROUGH A ZONING REQUEST AND IT WOULD BE PLENTY OF ROOM FOR INPUT AT THAT POINT SINCE THE DECISION WAS MADE TO GO OUT FOR AN AUCTION.

AND I AGREE WITH YOU, MR.

[01:45:01]

JOHNSON. YOU KNOW, I JUST DON'T THINK WE HAVE MUCH CHOICE.

WE PUT IT OUT FOR BID, WE'VE ACCEPTED THE BID, OR WE'RE IN THE PROCESS OF ACCEPTING THE BID.

AND LIKE YOU SAID, THAT'S THE WAY THIS PROCESS WORKS.

I'M NOT REAL.

I KNOW THE PROPERTY. I KNOW WHERE IT'S LOCATED.

I'M NOT REAL CONCERNED ABOUT WHAT MAY OR MAY NOT GO IN THERE.

I ALSO KNOW THAT IN OUR CITY, EVERYTHING CHANGES.

SO THINGS THAT MAY NOT BE GOOD TODAY MAY BE GOOD TOMORROW TOO.

SO I THINK IT'S JUST GOOD IF WE HAVE EXCESS PROPERTY LIKE THIS, IT IS A GOOD DECISION TO GO AHEAD AND AND GET RID OF IT.

AS WE'VE SEEN FROM TIME TO TIME, YOU HAVE PIECES OF PROPERTY THAT YOU HAVE NO USE FOR AND THEN THEY BECOME A BURDEN TO YOU FOR VARIOUS REASONS.

SO I PREFER IF WE'RE NOT GOING TO USE THE PROPERTY EVER THAT WE DO EXECUTE IT.

SO THANK YOU.

BOARD ANY OTHER QUESTIONS, MRS. MAYO, OR DR. RINGO, WHICHEVER OF YOU CAN ANSWER THIS.

AS YOU INDICATED AND YOU DISCUSSED THIS IN THE COMMITTEE MEETING, BUT I WANT TO JUST REITERATE THIS AGAIN.

THIS IS ONLY ONE OF THE TWO TRACKS.

WE DIDN'T RECEIVE ANY BIDS FOR THE SECOND ONE.

AND THAT'S THE PROPERTY THAT'S DIRECTLY TO THE WEST OF CENTERVILLE ELEMENTARY, CORRECT? THAT'S CORRECT. PARCEL ONE 2117 SUNNYBROOK LANE DID NOT RECEIVE ANY BIDS.

YES, THAT'S CORRECT.

THE PROPERTY THAT IS ON THE OTHER SIDE OF KINGSLEY FROM CENTERVILLE, THAT'S THE ONE WE RECEIVED BIDS ON.

THAT'S THAT'S THE ONE THAT'S THAT'S UP.

JUST TO CLARIFY THAT.

BUT THE ONE THAT'S ON THAT'S ON SUNNYBROOK IS NO TAKERS ON THAT.

THAT'S CORRECT. YEAH. WE RECEIVED BIDS ON THE PROPERTY FORMED BY EAST KINGSLEY ROAD AND EAST INTER RAILROAD AND WE'RE EXPLORING ADDITIONAL OPTIONS FOR 2117 SUNNYBROOK LINE THAT WE CAN UPDATE THE BOARD ON.

ALL RIGHT. SEEING THAT MR. BEACH AS THE CHAIRMAN OF THIS.

SORRY, MR. MILLER. I'M SORRY.

I WAS JUST WITH MR. BEACH IS APPROVED. I WAS GOING TO MAKE A MOTION THAT WE APPROVE THE RESOLUTION AUTHORIZING THE SALE OF SURPLUS PROPERTY AT 798 EAST KINGSLEY RD, GARLAND, TEXAS, AS PRINTED IN THIS BOARD BOOK.

SECOND, WE HAVE A MOTION AND A SECOND ALL THOSE IN FAVOR OF APPROVING THE RESOLUTION REGARDING THE SALE AND TRANSFER OF THE SURPLUS PROPERTY AT 798 EAST KINGSLEY ROAD IN GARLAND, TEXAS.

PLEASE RAISE YOUR HAND. ALL THOSE OPPOSED.

AND THAT PASSES 6 TO 1.

NEXT, WE'RE GOING TO MOVE ON TO ITEM H, WHICH IS CONSIDER APPROVAL OF THE RESOLUTION AUTHORIZING CONTRIBUTION TO THE SACHSE ECONOMIC DEVELOPMENT CORPORATION DR.

[VII.H. Consider Approval of Resolution Authorizing Contribution to the Sachse Economic DevelopmentCorporation]

RINGO. PRESIDENT JOHNSON, BOARD OF TRUSTEES.

DR. LOPEZ, GOOD EVENING AGAIN.

THIS IS SIMILAR TO WHAT WAS APPROVED IN JUNE 2022 FOR GARLAND AND ROWLETT.

THIS ONE IS FOR THE SACHSE ECONOMIC DEVELOPMENT CORPORATION.

THEY DID SUBMIT THE REQUIRED ITEMS AND EXHIBIT A TO MS. HOGAN. AND SO WITH YOUR APPROVAL, THIS WOULD ALLOW THIS TO PROCEED IN THE CONTRIBUTION TO THE SACHSE ECONOMIC DEVELOPMENT CORPORATION.

MR. BEACH, DO YOU HAVE ANYTHING TO ADD AS THE CHAIRMAN? NOTHING. ANY QUESTIONS FROM THE BOARD? I HAVE A MOTION. I MAKE A MOTION THAT WE CONSIDER APPROVAL OF THE RESOLUTION AUTHORIZING CONTRIBUTION TO THE SAFETY ECONOMIC DEVELOPMENT CORPORATION AS PRINTED IN OUR BOOKLET.

SECOND, ALL THOSE IN FAVOR OF THE MOTION.

PLEASE RAISE YOUR HAND. THAT PASSES SEVEN ZERO.

ALL RIGHT. NEXT UP IS NEW BIDS.

[VII.I.1. Contract #157-22-01 – Consider Approval of Purchase of Asset Management System and Services–]

MR. BEACH, DO YOU HAVE ANYTHING AS CHAIRMAN? I HAVE NOTHING. [INAUDIBLE] MAKE A MOTION THAT WE APPROVE CONTRACT 157 -22-01 THAT'S PRINTED IN OUR BOOKLET.

SECOND, ALL THOSE IN FAVOR OF APPROVING CONTRACT 157-22-01.

PLEASE RAISE YOUR HAND. THAT PASSES SEVEN ZERO.

[01:50:04]

NEXT UP IS CONTRACT 242-22-1.

[VII.I.2. Contract #242-22-01 – Consider Approval of Purchase of Oracle Planning & Budgeting CloudServices]

ANY QUESTIONS FOR THIS PARTICULAR CONTRACT BOARD? MR. BEACH, SEEING NONE.

I MAKE A MOTION THAT WE APPROVE CONTRACT 242-22-01 AS PRINTED IN OUR BOOKLET.

WE HAVE A SECOND. SO AGAIN, WE HAVE A MOTION AND A SECOND.

ALL THOSE IN FAVOR OF APPROVING CONTRACT242-22-01.

PLEASE RAISE YOUR HAND. MOTION CARRIES SEVEN ZERO.

NEXT UP IS CONTRACT 253-23.

CONSIDER APPROVAL OF CONTINGENT FEE PERDUE BRANDON FIELDER COLLINS AND MOTT, LLP, COLLINS AND MOTT PURSUANT TO SECTION 6.30 OF THE TEXAS PROPERTY CODE, SAID CONTRACT BEING

MS. MARTINEZ. THE ONLY THING TO ADD ON THERE IS THAT IS A 20% CONTINGENCY FEE AND NOTHING HAS CHANGED WITH THIS ONE.

I WILL POINT OUT WHENEVER I DO CONTINGENCY FEES, IT'S FOR 33%.

SO WE'RE GETTING A REAL BARGAIN FROM PURDUE BRANDON.

SO ANY QUESTIONS FROM THE BOARD? MR. BEACH, ANY QUESTION FROM ANY OF THE BOARD MEMBERS? SEEING NONE I MAKE A MOTION THAT WE APPROVED CONTRACT 253-23 AS PRINTED [INAUDIBLE].

WE HAVE A MOTION AND A SECOND ALL THOSE IN FAVOR OF APPROVING CONTRACT.

253-23.

PLEASE RAISE YOUR HAND. THAT PASSES SEVEN ZERO.

NEXT, MR. JOHNSON, ON THAT ITEM, IT WAS LONG FOR A SPECIFIC REASON, SO I WOULD NEED FOR SOMEONE TO POTENTIALLY AMEND THE MOTION OR AT LEAST RESCIND THAT ACTION AND MAKE THE MOTION AS I HAVE IT TYPED.

THERE IS A REASON WHY IT WAS THAT LONG.

OK WELL, MR. CHAIR. MR. PRESIDENT.

MR. MILLER, IF IT'S PROPER, I WOULD VOTE.

I WOULD MAKE A MOTION THAT WE RESCIND THE PREVIOUS VOTE.

DO WE HAVE A SECOND? SECOND? ALL THOSE IN FAVOR OF RESCINDING THE PREVIOUS VOTE ON CONTRACT253-23.

PLEASE RAISE YOUR HAND.

THAT PASSES SEVEN ZERO.

DO I HAVE A MOTION FROM ANYONE REGARDING THAT PARTICULAR CONTRACT? [INAUDIBLE] 42 YEARS OF MARRIAGE HAS TRAINED YOU WELL.

I WASN'T GOING TO PROCEED WITHOUT GETTING MY APPROVAL, SO.

WE HAVE SELECTED FOR IN-PERSON TUTORING BECAUSE WE DO KNOW THAT THAT IS MORE EFFECTIVE.

IF IT IS SUCCESSFUL, WE DO HAVE THE OPPORTUNITY TO EXPAND THAT.

IF WE IDENTIFY ADDITIONAL FUNDS AND WILL THEY BE DOING IT IN OUR FACILITIES OR IS THIS IN HOME? IT WILL BE IN OUR FACILITIES.

AND ALL OF THE STAFF FROM THERE, FROM THE VENDOR THAT WILL BE COMING ON SITE WILL ALSO GO THROUGH OUR BACKGROUND AND SAFETY CHECKS.

THANK YOU. AND JUST TO POINT OUT, THIS IS ALSO IN COMPLIANCE WITH RECENT LEGISLATION REQUIRING TUTORING.
