THIS IS MY 22ND YEAR WITH GISD I TEACH AT GARLAND HIGH SCHOOL, AND I COME FROM A FAMILY FULL OF GARLAND GRADUATES.

I TEACH AP ART AND I HAVE MY IB CERTIFICATION.

GOOD EVENING, PRESIDENT JOHNSON, TRUSTEES AND DR.

LOPEZ, FIRST OF ALL, THANK YOU SO MUCH FOR HEARING OUR VOICES.

IT MEANS SO MUCH TO US.

I'M HERE IN HOPES THAT SOME UNRESOLVED ISSUES WITH TRUST AND FAIRNESS CAN BE RESOLVED.

WE KNOW THE DISTRICT WANTS TO REBUILD TRUST AND TREAT ALL OUR TEACHERS FAIRLY.

AND WE FEEL THAT THESE THREE ISSUES MUST BE ADDRESSED.

NUMBER ONE, THE PRINTED CAPTURED VIDEO SLIDE MEMO THAT WAS HANDED TO YOU IS THE DISTRICTS TIA PUBLICATION OF THE WHEN AND WHAT EVALUATIONS WERE NEEDED FOR TIA VALIDATION.

ONE REASON THE DISTRICT FAILED TO VALIDATE WAS THAT OVER 600 TEACHERS THAT WERE TIA ELIGIBLE DIDN'T HAVE THE TEACHER OBSERVATION.

NUMBER TWO, THE DISTRICT TEACHER ADVOCACY TASK FORCE, OR TAFTA, WAS CREATED TO REBUILD TRUST AND HELP BUILD THE GAP BETWEEN TEACHERS AND UPPER ADMIN, BUT WAS NOT INCLUSIVE.

ONLY COHORT C DESIGNATED TEACHERS WERE OFFERED PAID POSITIONS, ELIMINATING COHORT D TEACHERS FROM YET ANOTHER PAID INCENTIVE.

AND NUMBER THREE, ACCORDING TO THE TIA SYSTEM APPLICATION, DETAILS OF OUR LOCAL TEACHER DESIGNATION SYSTEM SHOULD BE PUBLISHED.

I REQUESTED A COPY AND WAS TOLD TO SUBMIT A PUBLIC REQUEST FOR INFORMATION TO GET THE INFORMATION.

OUR SMALL GROUP OF COHORT D TEACHERS THAT IS LESS THAN 10% OF OUR VERY HIGHLY EFFECTIVE TEACHERS THAT PUT FORTH THE EXTRA EFFORT AND WENT ABOVE AND BEYOND WHAT THE DISTRICT ASKED US, ALSO COMPLETED OVER 20 EXTRA HOURS OF PROFESSIONAL DEVELOPMENT, TRY TO BE CONSIDERED IN THAT TOP 35% FOR TIA.

BUT WE HAVE BEEN SHUT OUT EXCLUDED FROM ANY PAID POSITION AN THE TAFTA COMPLETELY REMOVED FROM THE TIA INCENTIVE SYSTEM AND DENIED ANY PART ABOVE PERFORMANCE RETENTION STIPEND.

TO BE TREATED FAIRLY SHOULD MEAN THAT WE WERE TOLD IN A TIMELY MANNER TO STOP DATA COLLECTION.

WHY WEREN'T ME NOTIFIED WHEN THE DISTRICT WAS DOING DATA SUBMISSION OR WHEN COHORT C WAS TOLD IN MARCH.

APRIL, MAY ARE OUR TOUGHEST MONTHS? IT'S ALL OR NONE IT'S BEEN SAID ALL OF DISTRICT, ALL EXCUSE ME, ALL OF COHORT C DISTRICT DESIGNATED TEACHERS RECEIVED A PERFORMANCE STIPEND AND WE ARE STILL THOSE HIGHLY EFFECTIVE TEACHERS THAT HAVE STAYED HERE IN GISD BECAUSE WE BELIEVE IN OUR DISTRICT, A DISTRICT THAT HAS BEEN A PART OF ME FOR MORE THAN HALF MY LIFE.

FOR OVER 30 YEARS I'VE BEEN A STUDENT OR TEACHER IN GISD AND I WANT TO CONTINUE TO INVEST IN A FUTURE I BELIEVE IN.

AND I LOVE TO BRAG ON OUR TALENTED AP AND IB STUDENTS.

WE HAVE TWO RIGHT NOW ATTENDING THE ART INSTITUTE OF CHICAGO, WHICH IS RANKED SECOND IN THE NATION AS THE BEST GRADUATE SCHOOL FOR FINE ARTS.

SO ALL OR NONE ALL OF US ARE HERE TO SUPPORT THIS HOME, OUR DISTRICT, AND WE BELIEVE IT'S THE BEST.

I'M NOT WILLING TO LET THIS INJUSTICE CONTINUE.

I'D LIKE TO FIRST SAY THANK YOU FOR THOSE OF YOU WHO HAVE HEARD US, SUPPORT US, AND HAVE HELPED KEEP THIS CONVERSATION GOING IN HOPES OF A FAIR AND EQUITABLE RESOLUTION.

WE ARE HERE YET AGAIN TODAY TO DISCUSS WHY COHORT D DESERVES SOME KIND OF RETENTION STIPEND, JUST LIKE OUR COLLEAGUES IN COHORT C.

WE'RE HERE YET AGAIN BECAUSE INSTEAD OF ADVOCATING FOR ALL OUR TEACHERS, GISD ADMINISTRATION REPEATEDLY SHUTS DOWN COHORT D DURING EXCUSE ME, REPEATEDLY SHUTS DOWN COHORT D DOWN IN THIS REGARD.

OVER THE SUMMER AND AGAIN ON AUGUST 9TH, IT WAS STATED TO YOU, THE BOARD, THAT ADMINISTRATION WAS EXCITED TO VALIDATE COHORT D RUBRICS, ESPECIALLY SINCE THE NUMBER OF PARTICIPANTS WAS SO LOW.

A FEW MONTHS LATER, WE'VE HEARD NOTHING.

THE DISTRICT PREVIOUSLY SAID THAT LESS THAN 10% OF NON CORE TEACHERS EVEN ATTEMPTED THE TIA CHALLENGE A CHALLENGE, TEASED AND TEMPTED WITH SIX FIGURE SALARIES.

SO WHY WAS THE PARTICIPATION SO LOW? ANSWER, IT WAS HARD.

COMING OFF COVID WITH ALL ITS CHANGES, ALL ITS CHALLENGES ON TOP OF REGULAR DUTIES AND RESPONSIBILITIES WAS TOO MUCH.

ONLY YOUR MOST INTERJECTIVE, HIGHLY EFFECTIVE TEACHERS TOOK THE CHALLENGE ON.

WHAT WE'RE ASKING FOR YOU TO REALIZE IS THAT THESE ELECTIVE TEACHERS ARE THE ONES THAT EMPOWER YOUR STUDENTS TO BE SUCCESSFUL IN ALL THEIR CLASSES.

I WANT TO SHARE A FEW QUOTES I'VE RECENTLY RECEIVED IN THIS REGARD.

STUDENT: I DON'T EVER WANT TO LEAVE YOU OR YOUR CLASS.

YOUR CLASS HAS TAUGHT EVERYONE TREMENDOUSLY.

NOW, THANKS TO YOU, I CAN DO SO MUCH MORE.

EVEN DURING QUARANTINE, YOU KEPT YOUR STUDENTS EXCITED AND MOTIVATED TO CREATE AND PURSUE THEIR PASSIONS.

YOU'RE SUCH AN AMAZING TEACHER ROLE MODEL AND INSPIRATION TO US ALL.

PARENT: OH, HOW WE LOVE YOU.

YOU PUSH OUR SON TO TAP INTO HIS CREATIVITY AND FIND HIS ARTISTIC VOICE.

THE CONFIDENCE HE HAS DEVELOPED IN YOUR CLASS IS NOTEWORTHY.

I KNOW KIDS GO THROUGH PHASES, BUT COVID PHASES AFFECTED US ALL.

WE COULDN'T BE MORE GRATEFUL OUR SON HAS HAD YOU AS A TEACHER.

COUNSELOR: I HAVE A STUDENT THAT'S STRUGGLING.

CAN I PLEASE PUT HER IN YOUR CLASS? I DON'T KNOW IF SHE'S AN ARTIST, BUT I KNOW SHE NEEDS YOU TO DO THAT THING YOU DO.

EVEN OUR DISTRICT ADMINISTRATION HAS STATED BEFORE TO THIS VERY BOARD, WE KNOW IT'S THE ELECTIVES, THAT'S WHAT REALLY KEEPS OUR STUDENTS HAPPY AND SUCCESSFUL IN OUR CAMPUSES.

AND YET, FOR THE FIRST TIME IN 20 YEARS OF TEACHING, NOT A SINGLE SUPERINTENDENT OR DESIGNEE SHOWED UP TO OUR DISTRICT ART SHOWS AN INTEGRAL PART OF TIA, BY THE WAY, 6000 MEMBERS OF OUR COMMUNITY DID.

WHAT'S EVEN MORE DISAPPOINTING IS THAT THE TWO THE CORRESPONDING SUPERINTENDENT RIBBONS REMAIN UNAWARDED SITTING IN A BOX TODAY INSTEAD OF WITH A STUDENT.

THAT'S WHY WE'RE HERE.

WE'RE ASKING FOR THE ADMINISTRATION TO FIGHT AND ADVOCATE AND SUPPORT ALL YOUR TEACHERS.

WE'RE ASKING THAT WE BE COMPENSATED.

AND THAT'S A LESS OF THIS 10% THAT IS THE COHORT D WHICH HOW MANY IS IT EVEN LESS NOW AFTER SO MANY TEACHERS HAVE LEFT THE DISTRICT? IT'S SOMETHING THAT NEEDS TO BE LOOKED INTO.

COHORT D DID NOT HAVE A MAP TEST PROVIDED WE HAD TO WRITE OUR OWN RUBRICS.

WE HAD TO DEVELOP ADMINISTER AND ASSESS EACH OF OUR OWN GROWTH TESTS.

NOW, HAVING SAID THAT, I NEED TO GO AHEAD AND GIVE YOU THE BACKGROUND THAT CAUSES US TO BELIEVE THAT.

HB THREE IN THE 2019 LEGISLATIVE SESSION PASSED AND BECAME LAW IN 2019,

AND THE TEXAS EDUCATION CODE NOW REQUIRES THAT PUBLIC SCHOOL DISTRICTS AND CHARTER SCHOOLS PROVIDE FULL DAY PRE-KINDERGARTEN TO ELIGIBLE FOUR YEAR OLD CHILDREN. I UNDERSTAND THAT SCHOOL DISTRICTS CAN REQUEST A THROUGH EXEMPTION, A THREE YEAR EXEMPTION TO THAT REQUIREMENT.

TEXAS EDUCATION CODE, SUBCHAPTER E, SECTION 29.153G REQUIRES THAT A SCHOOL DISTRICT SOLICIT AND CONSIDER PROPOSALS FROM CERTAIN PRIVATE ENTITIES TO PARTNER AND DELIVERY OF THE REQUIRED PRE-KINDERGARTEN.

WE ARE UNAWARE OF ANY EFFORT BY GISD TO COMPLY WITH THAT SECTION OF THE TEC, AND IT'S BEGINNING TO APPEAR TO US THAT GISD HAS ADOPTED WHAT WE WOULD CALL A WIN WIN LOSE SITUATION.

GISD WINS THE SCHOOL THE PRE-KINDERGARTEN KIDS WIN BECAUSE WE AGREE THAT KIDS NEED TO HAVE PRE-KINDERGARTEN.

BUT THE PRIVATE LICENSED CHILDCARE INDUSTRY IS A BIG LOSER IN THAT.

AND I CAN GIVE YOU THE EXAMPLE FROM MY ONE CENTER, BUT WE'LL JUST LEAVE THAT ALONE.

WE'RE ASKING OUR ASK IS THAT GISD? INSTEAD, ADOPT A WIN WIN WIN STRATEGY BY PARTNERING WITH THE PRE-K, THE PRIVATE LICENSED PRE-K ENTITIES WITHIN THE DISTRICT'S BOUNDARIES.

WE ARE ASKING THAT THE SCHOOL BOARD ADD DUE PROCESS FOR ESPS TO THEIR AGENDA AS A FUTURE AGENDA ITEM. ESPS ARE PARAPROFESSIONALS.

THE MARK OF EXCELLENCE IS A NATIONAL COMPETITION THAT RECOGNIZES MUSICAL ENSEMBLES FOR HIGH STANDARDS IN PERFORMANCE.

THE FOUNDATION FOR MUSIC EDUCATION SPONSORS THIS PROJECT.

ENSEMBLES ARE JUDGED BY NATIONALLY ACCLAIMED ADJUDICATORS, SUCH AS LARRY LIVINGSTON, FRED ALLEN, ANTHONY MAEGO, ROBERT COMER KHAN. THE PROJECT RECEIVED 376 ENTRIES IN ALL CLASSIFICATIONS THIS YEAR AND HAS RECEIVED ENTRIES FROM 39 STATES.

JENNY GRAVES NOMINATED TORI DOREY FOR A GEM BECAUSE OF THE HARD WORK ON 9 GRADUATION CEREMONIES, EIGHT TRADITIONAL GRADUATIONS IN JUNE AND ONE SUMMER GRADUATION IN AUGUST.

THESE ARE JENNY'S WORDS.

FOR YEARS, I HAVE HEARD PEOPLE TALK ABOUT THE HARD WORK AND PLANNING THAT GOES INTO A GISD GRADUATION, AND I KNEW IT HAD TO BE A LOT, BUT THIS YEAR I WITNESSED IT FIRSTHAND.

TORI DOREY CAME TO THE EDL DEPARTMENT FROM NORTH GARLAND IN FEBRUARY IN THAT EXTREMELY SMALL AMOUNT OF TIME SHE LEARNED THE FRAMEWORK FOR THE EVENTS AND IT WENT INTO METICULOUS PLANNING, EIGHT SCHOOL GRADUATION CEREMONIES AND ONE SUMMER SCHOOL GRADUATION.

TORI PLANNED EVERYTHING FROM THESE EVENTS AND EVEN TO THE SMALLEST OF DETAILS, EVEN HAVING SAFETY PINS IN MIRRORS IN THE ROOMS FOR THE TRUSTEES IN THE DRESSING ROOMS. SHE MADE SURE THAT ALL FINE ARTS AND HONOR GUARD STUDENTS HAD FOOD AND DRINK AND THAT THERE WERE THREE MEALS A DAY AND CATERED MEALS FOR EMPLOYEES THAT WORK THE EVENTS.

ANYONE WHO HAS TO DEAL WITH ORDERING AND CATERING KNOWS THIS IS NO SMALL FEAT.

DURING ONE CEREMONY, TORI EVEN NOTICED A WOMAN IN THE STANDS EXPERIENCING DISCOMFORT.

SHE STOPPED WHAT SHE WAS DOING, GRABBED A BOTTLE OF WATER AND WALKED UP TO CHECK ON THE GUEST.

THIS JUST SHOWS YOU HOW AMAZING SHE TRULY IS.

THE LEVEL OF PROFESSIONALISM TORI DISPLAYS UNDER PRESSURE WAS AMAZING.

TORI IS AN INSPIRING AND MOTIVATING LEADER.

SHE MAKES EVERYONE AROUND HER JUST WANT TO DO A GOOD JOB.

EVIDENCE IS HOW STAFF FROM EACH HIGH SCHOOL AND THE CCC COME TOGETHER AND WORK HARD TO ACCOMPLISH THIS ONE HUGE TASK.

DEADLINES WERE MET, TASKS WERE COMPLETE, AND THE CEREMONIES WERE A SUCCESS.

I CANNOT IMAGINE THE AMOUNT OF STRESS TORI MUST HAVE BEEN UNDER THE EXECUTION OF THESE EVENTS, BUT HER GRACIOUS SMILE, INFECTIOUS LAUGH, WAS NEVER MISSING.

IT TAKES THIS HUGE UNDERTAKING, AND FOR THIS REASON WE FEEL THE TORI DOREY IS THE GISD EFFECT.

TONIGHT, WE ARE EXCITED TO HAVE TEXAS A&M COMMERCE PRESIDENT DR.

MARK RUDIN AND HIS STAFF MEMBERS HERE AS WE ANNOUNCE THE 2022-23 TEXAS A&M COMMERCE QUICK START FULL RIDE SCHOLARSHIP OPPORTUNITY RECIPIENTS.

THE QUICK START GRANT WAS DESIGNED TO PROVIDE AN OPPORTUNITY FOR EMPLOYEES OF SCHOOL DISTRICTS TO FURTHER THEIR EDUCATION BY PROVIDING A RENEWABLE $250 OR $500 FOR THOSE ENROLLED IN A MINIMUM OF THREE GRADUATE SEMESTER HOURS.

THIS YEAR, TEXAS A&M COMMERCE IS OFFERING 18 GISD EMPLOYEES THE QUICK START GRANT AND FOUR EMPLOYEES A

THERE WERE 22 APPLICANTS, 11 STAFF MEMBERS QUALIFIED FOR CONSIDERATION BASED ON THE COMMITTED SCORING RUBRIC.

BEFORE WE ANNOUNCE THE WINNERS, I LIKE TO GIVE PRESIDENT RUBIN AN OPPORTUNITY TO SAY A FEW WORDS.

AT AEC HE HAS WORKED TO IMPROVE TECHNOLOGY SYSTEMS BY PROVIDING TRAINING TO STAFF, DEVELOPING A WEBSITE, AND CREATED A MANUAL TO BETTER ASSIST TEACHERS IN USING GOOGLE CLASSROOM DURING THE PANDEMIC.

HE WAS THE 2019 2020 TEACHER OF THE YEAR FOR THE GARLAND ALTERNATIVE EDUCATION CENTER.

WITH THE HELP OF THE QUICK START SCHOLARSHIP HE IS PURSUING AN MED IN EDUCATIONAL ADMINISTRATION.

I WANT TO CONGRATULATE ALL THE COACHES, STUDENTS, ATHLETES, ESPECIALLY THE SECURITY TEAMS THAT SECURE OUR STADIUMS FOR THE EVENTS. HAVING THEIR PRESENCE THERE GIVES A GOOD, COMFORTABLE FEELING WHEN WE'RE WALKING IN.

CONGRATULATIONS FOR THE DECORUM OF OUR STUDENTS DURING OUR GAMES SO FAR AND LOOK FORWARD TO THE REST OF THE SEASON.

THE ONE THING I REALLY WANT TO MENTION TONIGHT IS I AM CHAIRMAN OF AN EVENT CALLED THE WHEELS OF HOPE CAR SHOW.

WE HAVE AN EVENT THAT EVOLVES.

ALSO WENT TO SUMMER GRADUATION AT THE TRIPLE C, VERY GOOD VENUE FOR ALL THE KIDS THAT GOT TO GRADUATE IN AUGUST.

THEN ALSO THE COUNCIL OF PTA AT THE VALLE CENTER AND HOW OUR PTA IS UP AND STRONG UNDER THE LEADERSHIP OF NICOLE SCOTT.

AND THEN ALSO SUPPORTED THE GUNS AND HOSES BOXING VENUE.

AND I'M SAYING THAT BECAUSE I WENT TO THAT TO SUPPORT THE GARLAND POLICE DEPARTMENT, AND THE POLICE DEPARTMENT DID WIN.

SO CONGRATULATIONS TO GARLAND PD.

ALSO STUDENT NUTRITION TRAINING I WENT DOWN AND GOT TO SAMPLE SOME OF THE NEW MENU ITEMS DOWN AT THE STUDENT NUTRITION BUILDING AND GOT TO SEE SOME OF THE NEW THINGS THAT THEY WERE PUTTING OUT AT THE CAFETERIA.

VERY INTERESTING AND GOOD AND HAD SOME COMMUNITY PEOPLE THERE ALSO.

SO THAT WAS REALLY A NICE VENUE.

ALSO, SAFETY AND SECURITY UPDATE FOR FOLKS AT NORTH GARLAND HIGH SCHOOL.

DR. GARRETT AND HER TEAM AND THE STEAM TEAM OF POLICE CHIEFS GAVE A VERY GOOD PRESENTATION ON THE SCHOOL SAFETY FOR OUR SCHOOL DISTRICT AND FOLKS WE'RE IN GOOD HANDS.

SO LET'S JUST LEAVE IT AT THAT.

COLLEGE NIGHT AT THE TRIPLE C, JOHN WILBORN PUT ON A GREAT VENUE FOR US THERE, AND SO DID OUR SCHOOL DISTRICT AND HAD A GREAT TURNOUT.

THERE WERE PEOPLE LINED UP EVERYWHERE TO SEE THE COLLEGES THERE.

ALSO, MY ESTEEMED COLLEAGUES, LARRY GLICK, ROBERT SELDERS, JAMES MILLER, AND MYSELF.

WE WON THE GARLAND CHAMBER OF COMMERCE GOLF TOURNAMENT.

AND YOU KNOW, PEOPLE SAY, WELL, WHAT DO YOU GO TO THOSE CONFERENCES FOR FOLKS I FIND OUT SOME THINGS ABOUT HOW TO IMPROVE SCHOOL FACILITIES WHEN YOU'RE EXISTING BUDGET, SCHOOL FINANCE, HOW TO RENOVATE SCHOOLS WHILE SCHOOLS ARE STILL IN SESSION, AND SHARING INFO ON SCHOOL SAFETY WITH LAW ENFORCEMENT.

THAT LISA RAY WAS ON THAT PANEL THAT WE WENT TO THAT SESSION ALSO.

THE STATE OF TEXAS IS GOING TO HAVE A $27 BILLION DOLLAR SURPLUS THIS BIENNIUM.

I ACTUALLY THINK THE NUMBER WILL BE HIGHER.

I THINK IT WILL GET CLOSE TO 30 BILLION.

AND I ASKED MR. FREEMAN, HOW DO YOU THINK THE STATE SHOULD SPEND THAT MONEY? AND HIS GROUP IS VERY INFLUENTIAL IN THE LEGISLATURE AND HE TALKED ABOUT TWO THINGS.

WE HAVE A BASIC ALLOTMENT OF 61 HUNDRED AND 61 DOLLARS.

HE SAID, FIRST OF ALL, WE HAVE TO INDEX THAT FOR INFLATION.

AND SECOND OF ALL, WE HAVE TO INCREASE IT GREATLY TO START WITH.

AND HE SHOWED THE NUMBER OF DISTRICTS THAT WOULD BENEFIT BY THAT.

I THINK THAT'S PROPOSAL IS ONE THAT HAS A VERY, VERY GOOD CHANCE OF GOING THROUGH.

THE OTHER ONE HE TALKED ABOUT WAS SCHOOL SAFETY.

SO THE LEGISLATURE ACTUALLY PUT IN AN ALLOTMENT FOR SCHOOL SAFETY AND WE GET LESS THAN $10 DOLLARS PER STUDENT.

SO AVERAGE THAT OUT TO ABOUT $550,000 DOLLARS A YEAR.

HE SAID IF THE STATE WAS WILLING TO SPEND AND THEY MAY BE AS MUCH AS 1 BILLION DOLLARS ON SCHOOL SAFETY, EVERY SINGLE SCHOOL, INCLUDING ALL OF OUR SCHOOLS, WOULD BE ABLE TO AFFORD AN SRO.

SOMETHING THAT WE TALKED ABOUT WAS MENTIONED THE SCHOOL SAFETY PRESENTATION WE MADE, THE QUESTIONS THAT WERE ASKED.

AND ONE OF THE QUESTIONS WAS, WILL WE GET TO HAVE AN SRO AT ALL OF OUR ELEMENTARY'S? FIRST OF ALL, THE POLICE DEPARTMENTS DON'T HAVE ENOUGH STAFF AND THE COST WOULD BE PROHIBITIVE IF WE DID.

I HOPE THAT LEGISLATION PASSED BECAUSE I KNOW MR. FREEMAN IS GOING TO PUSH IT AND THE MONEY IS THERE AND IT'S A VERY WORTHWHILE CAUSE.

FINALLY, AT THE CONVENTION, MS. STANLEY AND I WENT AND WE GOT TO SEE AN ELECTRIC BUS AND THAT WAS REALLY EXCITING.

AND SO THAT IS A TESTAMENT TO THE PRINCIPALS AT THE CAMPUSES, THE TEACHERS TEACHING EACH AND EVERY DAY, MAKING SURE THE STANDARDS ARE MET.

SO WHAT WE SPOKE ABOUT IN RELATION TO THE SYSTEM OF GREAT GETTING MY ACRONYMS MIXED UP OUR SCHOOL ACTION FUND CAMPUSES IS THAT THOSE DO OPEN UP ADDITIONAL OPPORTUNITIES FOR ALL PARENTS.

AT THOSE PARTICULAR SCHOOLS WE REALLY DO WANT TO FOCUS ON THE FAMILIES THAT LIVE IN THAT NEIGHBORHOOD.

SO HOPEFULLY WE'LL PULL MORE FAMILIES TO THOSE PARTICULAR SCHOOLS, BUT IT DOES ALLOW MORE OPPORTUNITIES WHEN WE LOOK AT SOME OF THE FAMILIES THAT CHOSE MADE CHOICES AND DIDN'T NECESSARILY GET THEIR FIRST, SECOND OR THIRD CHOICE, MANY OF THOSE FAMILIES DID SELECT MAGNET CAMPUSES AND THEY CHOSE THOSE FOR WHAT WE WOULD CONSIDER THEIR NEIGHBORHOOD CHOICES.

AND SO THAT'S WHAT KIND OF BROUGHT THAT NUMBER UP.

SO WE'RE HOPEFUL THAT BY BRINGING MORE SELECTIONS INTO THE FOLD, THAT WE'LL HAVE MORE PEOPLE TO GET THOSE CHOICES THAT THEY WANTED, ESPECIALLY IF THEY'RE SEEKING A SPECIAL PROGRAM OR SPECIAL SCHOOL FOR THEIR STUDENT.

JUST COINCIDENTALLY, IN THE LAST TWO DAYS, I'VE RANDOMLY RUN INTO TWO PEOPLE WHO HAVE MADE THE COMMENT TO ME THAT THEY WEREN'T REALLY EXCITED ABOUT OPENING THE DISTRICT, HAVING AN OPEN DISTRICT AND HAVING KIDS FROM OUTSIDE THE DISTRICT COME IN AND MADE THE COMMENT THAT THEY WERE TAKING UP SPOTS IN SOME OF OUR MOST CROWDED SCHOOLS IN PRIORITY TO OUR OWN KIDS.

I ASSURED THEM THAT THAT WAS INCORRECT, BUT I WAS WONDERING IF YOU WOULD COMMENT ON THAT.

SO I ACTUALLY HAVE THE NUMBERS HERE.

CURRENTLY, WE ONLY HAVE 75 STUDENTS MATRICULATING THROUGH THE OPEN ENROLLMENT PLAN THAT VERY FIRST YEAR IN 21-22, WHEN WE DID THE OPEN ENROLLMENT, WE ONLY HAD 99 STUDENTS THAT WE ACCEPTED.

WE GOT OVER 300 APPLICATIONS, BUT WE ONLY ACCEPTED 99 STUDENTS.

THOSE WERE PRIMARILY AT ELEMENTARY.

EVEN LAST YEAR, THE NUMBER OF STUDENTS THAT WE ACCEPTED IT WAS ACTUALLY 54 THAT WE ACCEPTED INTO THE DISTRICT.

AND AGAIN, PRIMARILY AT ELEMENTARY, WE DO AN APPLICATION ONLINE FOR THOSE OPEN ENROLLMENT CAMPUSES AND WE ONLY ACCEPT STUDENTS IF THERE IS IN EXCESS OF 15% OF THE CAPACITY LEFT FOR A STUDENT TO APPLY.

SO IF THERE ISN'T SPACE AT THE SCHOOL, IT DOES NOT SHOW UP ON THE APPLICATION AT ALL.

SO A SCHOOL LIKE IF WE WERE LOOKING AT MAYBE HIGH SCHOOLS, LAKEVIEW, SACHSE WOULD NOT SHOW BECAUSE WE ACTUALLY FILL THOSE SEATS WITH OUR STUDENTS. SO THAT IS NOT AN OPTION FOR OPEN ENROLLMENT.

SO IN THE CHRONOLOGY OF THE THING, OUR STUDENTS MAKE THEIR CHOICES, THE POSITIONS ARE FILLED.

I'M HERE TO BRING YOU THE RESOLUTION FOR SETTING THE TAX RATE FOR THE 2022 TAX YEAR.

SO THE FIRST ITEM YOU'LL SEE THERE ON THE RESOLUTION IS REQUESTING ADOPTION FOR A M&O TAX RATE OF 0.8546.

THAT IS A CHANGE FROM OUR ADOPTED TAX RATE FOR 2021 OF 0.9384.

SO THAT'S AN EIGHT CENT REDUCTION IN M&O RATE.

ITEM TWO IS OUR I&S RATE AND THAT IS 0.3179 AND THAT IS THE NO CHANGE YEAR OVER YEAR AND ADOPTION IN I&S, WHICH BRINGS US TO A TOTAL TAX RATE OF 1.1725 TAX RATE PROPOSED FOR THE 2022 TAX YEAR, WHICH IS ABOUT AN EIGHT CENT CHANGE YEAR OVER YEAR.

SUCH TAXES ARE TO BE ASSESSED AND COLLECTED BY THE DIRECTOR OF TAX SERVICES DESIGNATED BY THE DISTRICT.

I WANT TO POINT OUT, AS WE DID DISCUSS IN COMMITTEE MEETING, THAT ACCORDING TO TEXAS TAX CODE 26.05 B, WE ARE REQUIRED

THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE.

AND THEN THE SECOND SECTION IS REQUIRED BY TAX CODE 26.05 B THAT IF OUR M&O TAX RATE IS HIGHER THAN THE NO NEW REVENUE RATE, WE ARE REQUIRED TO SAY THE TAX RATE WILL EFFECTIVELY BE RAISED BY 5.78%, AND WE'LL RAISE TAXES FROM MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY -$83.80. JUST TO POINT OUT THAT STATEMENT, AS WE DISCUSSED IN DETAIL IN COMMITTEE, IS THE FIRST PORTION OF THAT STATEMENT IS ACTUALLY A COMPARISON OF OUR M&O TAX RATE COMPARED TO THE M&O, NO NEW REVENUE TAX RATE.

AND THE SECOND PORTION OF THAT STATEMENT IS ACTUALLY A WHOLE DIFFERENT COMPARISON OF TAX RATES, WHICH IS THE COMPARISON OF THE M&O TAX RATE PROPOSED AND THE ACTUAL TAX RATE WE HAD ADOPTED LAST FISCAL YEAR.

SO WITHIN THAT, I THINK THE IMPACT IS THAT THE PREVIOUS BILL, HOUSE BILL 3 THAT CREATED THIS COMPRESSION. WE'RE ALL WHEN IT COMES TO TAXES WE ARE ALL SUBJECT TO PROPERTY APPRAISAL INCREASES THAT WE CAN'T DO ANYTHING ABOUT IT JUST IS HAPPENING.

BUT THE STATE IS AT LEAST HELPED TO REMEDY THAT SOME WITH COMPRESSION.
