IN 2018, WE STARTED TO LOOK AT OUR FACILITIES.
WE DEVELOPED TWO TYPES OF ASSESSMENTS FROM OUR FOR FACILITIES.
THE FIRST ONE BEING THE TRADITIONAL FACILITY ASSESSMENT, WHICH IS GOING TO BE LOOKING AT ROOFING, PLUMBING, AGE FACILITIES, HVAC, ALL OF THE INTERIOR DYNAMICS OF THE FACILITIES.
ALSO, IN 2018, WE HAD A COMMITTEE THAT GOT TOGETHER THAT DESIGNED DIFFERENT ASPECTS THAT THEY FEEL 21ST CENTURY SCHOOLS IN GARLAND WOULD LOOK LIKE, WHICH INCLUDES SECURITY LEARNING ENVIRONMENTS, STORAGE FOR TEACHERS, TYPE OF FURNITURE, THAT TYPE OF EQUIPMENT.
THAT RUBRIC WAS USED AT EACH AND EVERY ONE OF OUR FACILITIES.
IN 2018, THEY COMBINED THEM BOTH AND DID A FACILITY STUDY THAT YOU ALL GOT IN YOUR BOOKS.
FROM THERE, WE STARTED GOING INTO WHAT WE WOULD LIKE TO LOOK IN THE BOND COVID HIT, AND WE PUT A PAUSE ON IT, AND NOW WE'RE REENGAGING IN THIS PROCESS, THROUGH THIS PROCESS, THROUGH THE SUMMER, WE HAD AT LENGTH DISCUSSIONS ON WHAT WE WANTED TO DO, HOW WE WANTED TO PROCEED.
AND MOST RECENTLY WE DECIDED TO GET A BOND, A CITIZEN BOND STEERING COMMITTEE TOGETHER.
AND THIS IS WHAT WE'RE LOOKING AT NOW.
NOW, THE GREAT PART ABOUT THIS IS WHEN WE LOOK IN THE BACK AND WE LEARN FROM WHAT WE'VE DONE IN THE PAST, WE WERE ABLE TO DO THINGS BETTER AND IN A MORE CONCISE WAY.
I WAS NOT HERE FOR THE 2014 BOND, BUT THE BEAUTIFUL THING ABOUT THE 2014 BOND WAS ALL PROJECTS WERE MET, ALL PROJECTS WERE WITHIN BUDGET, AND WE ACTUALLY HAD EXTRA MONEY TO DO MORE PROJECTS THAN EXPECTED.
SOME OF THE PROJECTS, AS A RECAP WAS THIS BEAUTIFUL GRC.
TC THE STATE OF THE ART, AN AUDITORIUM, A SECURITY VESTIBULE AT EVERY ONE OF OUR CAMPUSES, ENHANCED CAMERA SYSTEMS, AN ELITE BATHROOM FOR OUR SPECIAL ED NEEDS KIDS SO THEY COULD PROTECT THEIR PRIVACY AND HAVE THEIR OWN PLACE TO DO THEIR CHANGING NEEDS AMONG CREATING BETTER FINE ARTS FACILITIES FOR EACH AND ONE OF OUR HIGH SCHOOLS AND OUR MIDDLE SCHOOLS.
WE ALSO CREATED AN ORCHESTRA ROOM AT ONE OF OUR MIDDLE SCHOOLS.
AND THOSE ARE JUST THE TIP OF THE ICEBERG OF WHAT WE BOUGHT, WHAT WE GOT.
WELL, NOW WE'RE IT SEEMS SOME TIME LATER, WE'RE IN 2022, EIGHT YEARS OUT.
SO ON THE LIST THAT WE'RE PRESENTING TO THE BOARD FOR FINAL APPROVAL SO WE COULD GO AHEAD AND CONTACT THESE INDIVIDUALS AND START ON OCTOBER 19, THESE DISCUSSIONS OF WHAT A BOND PACKAGE COULD POSSIBLY LOOK LIKE.
ARE YOU WILL SEE THAT WE HAVE REPRESENTATION FROM EACH ONE OF OUR CHAMBERS ON THIS COMMITTEE.
BUSINESS COMMUNITY PARTNERSHIPS ARE CRITICAL.
YOU WILL SEE THAT IT'S NOT HEAVILY LOADED ON A LOT OF EMPLOYEES.

SO THIS IS HIGHLY INVOLVED CITIZENS THAT WE'RE GETTING.AND LAST BUT NOT LEAST, WE DON'T HAVE ANY ELECTED OFFICIALS.
THERE'S NOT AN IMBALANCE OF POWER.
THESE ARE TRUE EVERYDAY CITIZENS THAT ARE GOING TO HAVE THEIR VOICE HEARD WITHIN THE SCOPE OF WORK.
IT'S GOING TO BE SIX MEETINGS.
AND LET'S REVISIT THAT CHARGE STATEMENT.
THE CHARGE STATEMENT FROM THE BOARD WOULD BE TO DEVELOP A SCHOOL FACILITY REFERENDUM RECOMMENDATION THAT IS FISCALLY SOUND FOR PRESENTATION TO THE GISD BOARD OF TRUSTEES AND ULTIMATELY TO THE GARLAND ISD COMMUNITY.
WITH THAT, WE'RE GOING TO DO A KICKOFF TO THESE POTENTIAL MEMBERS.
AND I SAY POTENTIAL BECAUSE NOTHING'S BEEN FINALIZED YET.
WHY IS THAT? BECAUSE IT'S A PROCESS TO GET TO THIS POINT.
SOMEBODY COMING IN THE MIDDLE OF THE PROCESS MIGHT NOT UNDERSTAND WHY ALL THE DECISIONS WERE MADE.
ALL THE THINGS THAT YOU DISCUSSED ARE GOING TO BE ON THE TABLE.
THEIR PROFILES AND THE DIVERSITY OF THE GROUP IS GREAT.

WHAT WE'LL ALSO IT MAKES THIS LIST PROFOUND IS WE HAVE SOME PEOPLE, NOT MANY FROM THE PRIOR BOARD BOND IN 2014, AND WE HAVE A LOT OF NEW FACES WITH YOUNG CHILDREN OR BEEN IN THE DISTRICT FOR A NUMBER OF YEARS.
AND THEY'RE VERY EXCITED ABOUT WHAT'S COMING.

ONCE AGAIN, RIGHT AFTERWARDS, WE'RE GOING TO HAVE A DEBRIEF.
THEN ON NOVEMBER 12TH, WE'RE MEETING AND TRANSPORTATION DEBRIEF FOLLOWING.
AFTER THAT NOVEMBER 16TH, WE'RE MEETING AND TRANSPORTATION.
WE'RE DOING THE PROJECT PILOT PRIORITY MASTER FACILITY PLANNING NOVEMBER 30TH, FINANCIAL ADVISOR TO BE PRESENT TABLE DISCUSSIONS. THEN FINALLY DECEMBER 7TH DELIBERATION WITH CONSENSUS.
AND WHAT WE HOPE IS THAT WE HAVE A PROJECT TO BE PRESENTED TO THE BOARD BY THIS TIME.

AND THEN WHEN YOU LOOK AT WHAT'S FROM THERE, THE NEXT HIGHEST RANGE WOULD BE ROWLETT.
SO WHEN WE LOOK AT 80 MEMBERS, 80 PEOPLE THAT ARE MEMBERS, YOU'RE LOOKING PROBABLY ABOUT WHEN I SAY THE SMALLEST NUMBER IS SACHSE, YOU'RE LOOKING AT ABOUT TEN OR 11 PEOPLE THAT ARE FROM THE SACHSE AREA ON THE COMMITTEE, WHICH TEN OR 11 OUT OF 80 IS A GOOD NUMBER.

THAT'S HOW I TRIED TO BALANCE IT AS MUCH AS POSSIBLE.
SO WHENEVER YOU PUT IN THE ADDRESS, WE'RE ABLE TO START PINPOINTING WHERE PEOPLE WERE AT.
