[I. Call to Order and Determination of a Quorum]

MONDAY, OCTOBER THE THIRD, 2022.

I WOULD LIKE TO CALL THIS MEETING TO ORDER AND DETERMINE THAT THERE IS A QUORUM PRESENT.

MS. HOGAN, DO WE HAVE ANY PUBLIC FORUM COMMENT CARDS? NO, MA'AM. BUT WITH THE ABSENCE OF THE BOARD PRESIDENT, WOULD YOU MIND CALLING ROLES SO THAT WE CAN HAVE A RECORD OF WHO IS PRESENT? YES. BEGINNING WITH MR. MILLER, WILL EVERYONE STATE THEIR NAME? JAMIE MILLER, PRESENT.

ITEM THREE ACTION ITEM NON CONSENT CONSIDERATION AND POSSIBLE ACTION REGARDING APPOINTING MEMBERS TO THE CITIZEN BOND STEERING COMMITTEE.

DR. LOPEZ.

GOOD AFTERNOON, VICE PRESIDENT GRIFFIN AND TRUSTEES.

THANK YOU FOR MAKING THIS SPECIAL MEETING.

WE HAVE BEEN ON A JOURNEY TO GET TO THIS POINT FOR QUITE SOME TIME.

IN 2018, WE STARTED TO LOOK AT OUR FACILITIES.

WE DEVELOPED TWO TYPES OF ASSESSMENTS FROM OUR FOR FACILITIES.

THE FIRST ONE BEING THE TRADITIONAL FACILITY ASSESSMENT, WHICH IS GOING TO BE LOOKING AT ROOFING, PLUMBING, AGE FACILITIES, HVAC, ALL OF THE INTERIOR DYNAMICS OF THE FACILITIES.

ALSO, IN 2018, WE HAD A COMMITTEE THAT GOT TOGETHER THAT DESIGNED DIFFERENT ASPECTS THAT THEY FEEL 21ST CENTURY SCHOOLS IN GARLAND WOULD LOOK LIKE, WHICH INCLUDES SECURITY LEARNING ENVIRONMENTS, STORAGE FOR TEACHERS, TYPE OF FURNITURE, THAT TYPE OF EQUIPMENT.

THAT RUBRIC WAS USED AT EACH AND EVERY ONE OF OUR FACILITIES.

IN 2018, THEY COMBINED THEM BOTH AND DID A FACILITY STUDY THAT YOU ALL GOT IN YOUR BOOKS.

FROM THERE, WE STARTED GOING INTO WHAT WE WOULD LIKE TO LOOK IN THE BOND COVID HIT, AND WE PUT A PAUSE ON IT, AND NOW WE'RE REENGAGING IN THIS PROCESS, THROUGH THIS PROCESS, THROUGH THE SUMMER, WE HAD AT LENGTH DISCUSSIONS ON WHAT WE WANTED TO DO, HOW WE WANTED TO PROCEED.

AND MOST RECENTLY WE DECIDED TO GET A BOND, A CITIZEN BOND STEERING COMMITTEE TOGETHER.

AND THIS IS WHAT WE'RE LOOKING AT NOW.

NOW, THE GREAT PART ABOUT THIS IS WHEN WE LOOK IN THE BACK AND WE LEARN FROM WHAT WE'VE DONE IN THE PAST, WE WERE ABLE TO DO THINGS BETTER AND IN A MORE CONCISE WAY.

I WAS NOT HERE FOR THE 2014 BOND, BUT THE BEAUTIFUL THING ABOUT THE 2014 BOND WAS ALL PROJECTS WERE MET, ALL PROJECTS WERE WITHIN BUDGET, AND WE ACTUALLY HAD EXTRA MONEY TO DO MORE PROJECTS THAN EXPECTED.

SOME OF THE PROJECTS, AS A RECAP WAS THIS BEAUTIFUL GRC.

TC THE STATE OF THE ART, AN AUDITORIUM, A SECURITY VESTIBULE AT EVERY ONE OF OUR CAMPUSES, ENHANCED CAMERA SYSTEMS, AN ELITE BATHROOM FOR OUR SPECIAL ED NEEDS KIDS SO THEY COULD PROTECT THEIR PRIVACY AND HAVE THEIR OWN PLACE TO DO THEIR CHANGING NEEDS AMONG CREATING BETTER FINE ARTS FACILITIES FOR EACH AND ONE OF OUR HIGH SCHOOLS AND OUR MIDDLE SCHOOLS.

WE ALSO CREATED AN ORCHESTRA ROOM AT ONE OF OUR MIDDLE SCHOOLS.

AND THOSE ARE JUST THE TIP OF THE ICEBERG OF WHAT WE BOUGHT, WHAT WE GOT.

WELL, NOW WE'RE IT SEEMS SOME TIME LATER, WE'RE IN 2022, EIGHT YEARS OUT.

WHEN WE DID THE FACILITY STUDY, WE FOUND OUT THAT THERE WAS A LOT OF NEEDS MET AND WE NEED TO GO FOR ANOTHER BOND AND REALLY LOOK AT THINGS.

SO WE FORMED THE COMMITTEE, A FEW OF THE NEW THINGS THAT THE BOARD MEMBERS DISCUSSED AND WHAT WE'RE DOING TODAY, WHAT WE CALL OUR GUARDRAILS.

SO ON THE LIST THAT WE'RE PRESENTING TO THE BOARD FOR FINAL APPROVAL SO WE COULD GO AHEAD AND CONTACT THESE INDIVIDUALS AND START ON OCTOBER 19, THESE DISCUSSIONS OF WHAT A BOND PACKAGE COULD POSSIBLY LOOK LIKE.

ARE YOU WILL SEE THAT WE HAVE REPRESENTATION FROM EACH ONE OF OUR CHAMBERS ON THIS COMMITTEE.

BUSINESS COMMUNITY PARTNERSHIPS ARE CRITICAL.

YOU WILL SEE THAT IT'S NOT HEAVILY LOADED ON A LOT OF EMPLOYEES.

AS A MATTER OF FACT, I BELIEVE THERE IS ONLY EIGHT, MAYBE NINE OUT OF THE 81 PEOPLE ON THERE THAT ARE EMPLOYEES.

SO THIS IS HIGHLY INVOLVED CITIZENS THAT WE'RE GETTING.

AND LAST BUT NOT LEAST, WE DON'T HAVE ANY ELECTED OFFICIALS.

THERE'S NOT AN IMBALANCE OF POWER.

THESE ARE TRUE EVERYDAY CITIZENS THAT ARE GOING TO HAVE THEIR VOICE HEARD WITHIN THE SCOPE OF WORK.

IT'S GOING TO BE SIX MEETINGS.

AND IN THESE MEETINGS, THEY'RE GOING TO GO FROM DISCUSSING THE THEOLOGICAL FROM THE CHARGE STATEMENT.

AND LET'S REVISIT THAT CHARGE STATEMENT.

THE CHARGE STATEMENT FROM THE BOARD WOULD BE TO DEVELOP A SCHOOL FACILITY REFERENDUM RECOMMENDATION THAT IS FISCALLY SOUND FOR PRESENTATION TO THE GISD BOARD OF TRUSTEES AND ULTIMATELY TO THE GARLAND ISD COMMUNITY.

IT'S SIMPLE BUT PROFOUND.

WITH THAT, WE'RE GOING TO DO A KICKOFF TO THESE POTENTIAL MEMBERS.

AND I SAY POTENTIAL BECAUSE NOTHING'S BEEN FINALIZED YET.

EACH ONE OF THESE PEOPLE HAS EITHER TALKED TO THE TRUSTEE OR MYSELF ABOUT THEIR COMMITMENT TO BE INVOLVED IN THIS PROCESS.

SOME OF THE THINGS THAT NEED TO BE KNOWN ABOUT THIS PROCESS ONCE THE BOARD TAKES A VOTE, THIS IS THE TEAM.

AND IF SOMEBODY CANNOT MAKE IT OR ROLLS OFF OR JUST DECIDES NOT TO SHOW UP, THE TRAIN HAS LEFT THE STATION WE JUST KEEP MOVING ON WITH.

WHY IS THAT? BECAUSE IT'S A PROCESS TO GET TO THIS POINT.

SOMEBODY COMING IN THE MIDDLE OF THE PROCESS MIGHT NOT UNDERSTAND WHY ALL THE DECISIONS WERE MADE.

THE SECOND THING IS THAT WE LIVE IN AN AREA WHERE WE HAVE FANTASTIC CITIZENS THAT ARE GOING TO GIVE US GREAT RECOMMENDATIONS.

ALL THE THINGS THAT YOU DISCUSSED ARE GOING TO BE ON THE TABLE.

THEIR PROFILES AND THE DIVERSITY OF THE GROUP IS GREAT.

WE HAVE PEOPLE FROM DIFFERENT BACKGROUNDS, DIFFERENT SITUATIONS, BUT MOST IMPORTANTLY, WE HAVE PEOPLE FROM ALL TRI-CITIES GARLAND BEING THE BIGGEST AREA WITH 250,000 CITIZENS, HAS ABOUT, I WOULD SAY, 57% OF THE PEOPLE ON THIS LIST ARE FROM THE GARLAND AREA.

THEN YOU GO INTO ROWLETT, WHICH WOULD HAVE THE SECOND AMOUNT AND THEN SACHSE THE THIRD AMOUNT, BUT IT'S VERY EVENLY BALANCED.

WHAT WE'LL ALSO IT MAKES THIS LIST PROFOUND IS WE HAVE SOME PEOPLE, NOT MANY FROM THE PRIOR BOARD BOND IN 2014, AND WE HAVE A LOT OF NEW FACES WITH YOUNG CHILDREN OR BEEN IN THE DISTRICT FOR A NUMBER OF YEARS.

AND THEY'RE VERY EXCITED ABOUT WHAT'S COMING.

SO ONCE WE APPROVE THIS LIST, WHAT WE'RE GOING TO DO IS SEND AN EMAIL VERIFICATION TO THEM AND ASK FOR THEM TO SOLIDIFY THAT THEY'RE COMING THROUGH AN RSVP.

NOW THEY'LL HAVE THE LIST OF DATES WHICH ARE BEFORE YOU.

AND IF WE LOOK AT THE DIFFERENT DATES, THE DATES THAT WE HAVE SET.

OCTOBER 19TH AT THE SIKH BALLROOM START TIME IS 5:30 TO 6 IS GOING TO BE A DINNER PROVIDED BY THE DISTRICT AND THEN FROM 6 TO 8 IS WORKING DINNERS.

THEN IMMEDIATELY, RIGHT AFTERWARDS, WE DEBRIEF WITH THE TEAM ON EVERYTHING THAT WE NEED TO GET READY FOR THE NEXT MEETING.

THE FOLLOWING FACILITY PLANNING MEETING WILL BE SET FOR OCTOBER 26TH, ONCE AGAIN IN THE SIKH BALLROOM.

NOW, WHAT THEY'RE GOING TO DO AFTER THAT IS REVIEW THE BOND FACILITY, ASSESSMENT AND PRESENTATION.

ONCE AGAIN, RIGHT AFTERWARDS, WE'RE GOING TO HAVE A DEBRIEF.

THEN ON NOVEMBER 12TH, WE'RE MEETING AND TRANSPORTATION DEBRIEF FOLLOWING.

AFTER THAT NOVEMBER 16TH, WE'RE MEETING AND TRANSPORTATION.

IT'S IMPORTANT TO KNOW THAT ON THE NOVEMBER 12TH, WHICH IS A SATURDAY, NOT A TRADITIONAL WEDNESDAY, WE'RE DOING FACILITY TOURS NOVEMBER 16TH, WE'RE BACK ON A WEDNESDAY CYCLE.

WE'RE DOING THE PROJECT PILOT PRIORITY MASTER FACILITY PLANNING NOVEMBER 30TH, FINANCIAL ADVISOR TO BE PRESENT TABLE DISCUSSIONS. THEN FINALLY DECEMBER 7TH DELIBERATION WITH CONSENSUS.

AND WHAT WE HOPE IS THAT WE HAVE A PROJECT TO BE PRESENTED TO THE BOARD BY THIS TIME.

NOW THE IMPORTANT PART IS ALL ROLES AND EVERYTHING ARE GOING TO BE CLARIFIED FROM THE FIRST DAY, THE KICKOFF DAY FOR THE PEOPLE SHOWING UP IS GOING TO HAVE TO BE MONUMENTAL TO SHOW UP ON THE 19TH.

THE 19TH IS GOING TO BE WHEN THEY GET TO LEARN EVERYTHING ABOUT IT.

THE SECOND PART ABOUT IT IS THEY WILL ELECT THEIR OWN CHAIR AND CO CHAIR FROM THE COMMITTEE.

SO THAT COMMITTEE WILL BE ABLE TO SAY THESE ARE THE PEOPLE THAT WE WANT TO REPRESENT US TO COME TO THE BOARD WITH, WITH THEIR RECOMMENDATIONS.

WE ALSO WILL HAVE EIGHT STUDENTS, EIGHT STUDENTS, ONE FROM EVERY HIGH SCHOOL, TRADITIONAL HIGH SCHOOL, WHICH IS GARLAND, NORTH GARLAND, SOUTH

GARLAND, LAKEVIEW, NAAMAN, ROWLETT AND SAXBY.

AND THEN WE'LL HAVE AN EIGHTH ONE FROM OUR GOOD OLD GRC TSI.

WELL, GOOD NEW GRC TSI, RIGHT? SO WHEN WE DO ALL PUT ALL THOSE THINGS TOGETHER, IT'S A MONUMENTAL PROJECT THAT WE HAVE AHEAD OF US.

SO WITH THAT IN FRONT OF YOU, WHAT WE HAVE IS A LIST OF 81 INDIVIDUALS AND 88 FILLERS FOR STUDENTS.

WE'RE STILL IN THE PROCESS OF LOOKING FOR STUDENTS TO FILL THAT ROLE.

AND WHAT ADMINISTRATION IS RECOMMENDING IS A MISSION IS A MOTION FOR APPROVAL FOR THE CITIZEN BOND STEERING COMMITTEE THAT IS PRESENTED BEFORE YOU.

NOW, THAT'S A LITTLE DIFFERENT LANGUAGE THAT'S ON THE AGENDA.

SO WE'RE ASKING FOR YOU TO USE THE CITIZEN BOND STEERING COMMITTEE FOR GARLAND ISD.

WE SHOULD CALL IT THE GARLAND ISD CITIZEN BOND COMMITTEE.

AND THIS COMMITTEE WILL THEN START TO BE CONTACTED AND MOVE FORWARD FOR THE KICK OFF ON OCTOBER 19.

I'M HERE TO ANSWER ANY QUESTIONS.

TRUSTEES. ARE THERE ANY QUESTIONS? I'D LIKE TO START WITH MR. MILLER AND JUST COME AROUND THE TABLE? NO, MA'AM. NO QUESTIONS.

LOPEZ, THIS BY US NAMING THIS GROUP AND GOING THROUGH THE PLANNING COMMITTEE STAGES IN MEETINGS THAT WE HAVE HAS NO BEARING ON WHEN WE ARE GOING TO SIT, WHEN WE ARE GOING TO DO THE BOND, BECAUSE WE HAVE NOT DONE THAT YET AS A BOARD YET FOR EITHER MAY OR NEXT NOVEMBER.

IS THAT CORRECT? OFFICIALLY, WHEN WE SAID WE'RE TRYING TO KICK IT FOR MAY, THAT OFFICIAL VOTE WILL COME IN FEBRUARY FROM THE BOARD.

IF YOU FEEL EVERYTHING'S IN ORDER, THEN YOU WOULD SAY WE'RE GOING FOR A MAY REFERENDUM AND YOU WOULD DO OFFICIAL BOARD VOTE.

I BELIEVE IT'S I'M NOT SURE IF IT'S FEBRUARY 17TH OR FEBRUARY 12.

AND BEFORE THAT DATE YOU SAY WE'RE GOING TO KICK IT OFF AND THEN ONCE WE GO TO OFFICIAL BOND, THEN THAT'S WHEN THAT'S WHEN IT WILL BE OFFICIALLY OFFICIAL.

I JUST KIND OF WANT TO KNOW WHAT OUR TIMELINE WAS TO.

OUR TIMELINE IS TO DO THIS BEFORE FEBRUARY.

I KNOW WHEN WE HAD THE CONSULTANT HERE AND THEY TALKED ABOUT FORMING THE BOND COMMITTEE AND HOW IMPORTANT IT WAS TO MAKE SURE THAT YOU HAD REPRESENTATION, YOU TALKED ABOUT A LITTLE BIT THAT IT WAS PRETTY WELL BALANCED.

DO WE HAVE A WAY TO DETERMINE IF IT SORT OF MEETS WHAT THE CONSULTANT HAS AS TERMS OF LIKE PROPORTIONAL OR PROPORTIONALITY WITH RESPECT TO THE CITY'S ETHNICITIES? JUST. MAKE SURE THAT WE HAVE SOME ASSURANCES THAT WE HAVE THE VOICES OF THE COMMUNITY TRULY BALANCED ON THIS COMMITTEE.

THERE WAS NO PARAMETER SET ON THAT PART.

SURE. WHILE WE WERE GOING THROUGH I'M GLAD YOU BROUGHT THAT UP.

SO WHEN WE WERE GOING THROUGH THE ADMINISTRATIVE RECOMMENDATIONS, THAT'S WHAT WAS ONE OF THE FACTORS THAT WE TRIED TO DO, IS SO IT WASN'T TOO SKEWED.

SO FOR INSTANCE, THERE ARE SOME FAMILIES THAT WERE HEAVILY IN ONE AREA AND NOT ANOTHER.

AND WHAT WE TRY TO DO IS GET A BALANCE.

SO THEN THAT WAY WE'RE GETTING PEOPLE FROM ALL PARTS OF OUR DISTRICT HAVING A VOICE.

EVEN THOUGH THERE WERE PEOPLE THAT WERE PROBABLY BE GREAT ASSETS.

WE WANTED TO MAKE SURE WE WERE REPRESENTATIVE OF ALL THE AREAS.

BECAUSE GARLAND IS BIGGER, IT'S GOING TO CARRY MORE WEIGHT.

BUT IT DIDN'T CARRY LIKE 80%, 75.

IT'S ABOUT 55% IN GARLAND.

AND THEN WHEN YOU LOOK AT WHAT'S FROM THERE, THE NEXT HIGHEST RANGE WOULD BE ROWLETT.

AND THEN FINALLY, SACHSE.

SO WHEN WE LOOK AT 80 MEMBERS, 80 PEOPLE THAT ARE MEMBERS, YOU'RE LOOKING PROBABLY ABOUT WHEN I SAY THE SMALLEST NUMBER IS SACHSE, YOU'RE LOOKING AT ABOUT TEN OR 11 PEOPLE THAT ARE FROM THE SACHSE AREA ON THE COMMITTEE, WHICH TEN OR 11 OUT OF 80 IS A GOOD NUMBER.

AND THEN WHEN YOU START LOOKING AT THE ROWLETT AREA AND THEN THE THE GARLAND AREA, WE FEEL THAT'S PRETTY BALANCED.

SO FROM A GEOGRAPHICAL STANDPOINT, YOU GUYS DID GO THROUGH AND LOOK AT WHERE THESE FAMILIES OR INDIVIDUALS WERE LOCATED WITHIN THE DISTRICT JUST TO MAKE SURE THAT THERE WAS A GOOD SPREAD FROM THE RECOMMENDATIONS THAT WE GOT FROM THE BOARD AND INCLUDING THEN THE ADMINISTRATIVE RECOMMENDATIONS.

THAT'S I WON'T SAY THEY DID.

THAT'S HOW I TRIED TO BALANCE IT AS MUCH AS POSSIBLE.

SO WHENEVER YOU PUT IN THE ADDRESS, WE'RE ABLE TO START PINPOINTING WHERE PEOPLE WERE AT.

IF THERE WAS NO ADDRESS, WE'D KIND OF HAVE TO LOOK IT UP AND THEN SEE WHERE THEY WERE AT.

AND THEN WE FELT COMFORTABLE WITH HOW IT WAS DISTRIBUTED.

SO WE KIND OF HAVE A PICTURE THAT THIS IS WELL DISTRIBUTED THROUGHOUT THE DISTRICT.

I JUST WANT TO MAKE SURE THAT WE FEEL IT IS.

YES, SIR. OKAY.

NOW, WHERE THEIR KIDS GO MIGHT BE DIFFERENT BECAUSE OF CHOICE.

SO IF THE COMMITTEE AS A WHOLE OR MAJORITY OF THE COMMUNITY DECIDES THAT THEY NEED MORE MEETINGS BECAUSE OF THE SCOPE, IS THAT GOING TO BE IS THERE GOING TO BE FLEXIBILITY ALLOWED FOR THAT? I THINK WE'LL KNOW MORE ABOUT THAT BY PROBABLY THE FOURTH MEETING.

WE'RE UNDER A TIGHT TIMELINE, SO IF THEY NEEDED MORE MEETINGS, IT WOULD BE UNDER TIGHT CIRCUMSTANCES.

THE BOND CONSULTANTS HAVE EXTENSIVE WORK THAT HAVE DEALT WITH JUST AS BIG SCOPE AS WE HAVE.

THIS WAS VERY IMPORTANT TO US AND THEY WERE ABLE TO MAKE IT WITHIN THE SIX.

SO WE ANTICIPATE IT SHOULD BE WITHIN THE SIX WITH THE PARAMETERS THAT THE BOARD HAS SET AND THE CHARGE THAT IS SET.

SO POSSIBLY IF NEEDED, WE'LL DO WHATEVER IS NEEDED.

BUT WE FEEL THIS IT SHOULD BE OKAY.

AND THEN SO WHEN THE BOND COMMITTEE, CITIZEN BOND COMMITTEE, BEGINS TO MEET, WILL THE GENERAL PUBLIC BE ALLOWED TO ATTEND, KNOWING NO INTERACTION OR WILL IT BE LIVE STREAMED? NO, NEITHER IS NO.

AND THE REASON FOR IT IS BECAUSE THOSE DISCUSSIONS ARE WITHIN THE BOND COMMITTEE.

THE PEOPLE THAT ARE ABLE TO ATTEND ARE THE TRUSTEES, AND THE TRUSTEES AREN'T ABLE TO GO TO THE TABLES.

THEY STAND ON THE SIDE AND THEY GO AHEAD AND WATCH AND THERE'S NO MORE THAN THREE TRUSTEES.

SO BASICALLY IT'S A CLOSED MEETING, JUST LIKE IF WE WERE GOING TO HAVE ANY OTHER TYPE OF MEETING WITH OUR CITIZENS AND THEY'RE ABLE TO COME, THE REASON FOR THAT IS BECAUSE THERE'S NO GUARANTEE THAT YOU WILL GO TO EVERY MEETING AND YOU MIGHT COME TO A MEETING FOUR AND NOT HAPPEN IN MEETING ONE, TWO, THREE, AND THEN RAISE ALL THESE QUESTIONS AND START CALLING PEOPLE UP AND SAYING, WELL, THEY'RE DOING THIS AND THEY'RE DOING THAT, AND THEY DON'T EVEN KNOW WHERE WE'RE AT OR WHAT THE END GAME IS.

AND WHEN YOU'RE ENGAGED IN THE WHOLE PROCESS, YOU UNDERSTAND WHAT'S GOING TO HAPPEN.

JUST OPENING IT UP WILL NOT ALLOW WHAT YOU WANT.

BUT SOME PEOPLE SAY, OH, WE'RE TRYING TO BE FULLY TRANSPARENT.

IT WILL CAUSE MORE DISRUPTION THAN IT CAUSES.
