THE DATA PRESENTED FOR THE 2022 RATING IS BASED ON THE FINANCIAL DATA FOR THE 2021 SCHOOL YEAR.
THIS IS THE 19TH YEAR THAT DISTRICTS ARE REPORTING RESULTS UNDER THIS SYSTEM.
THE SYSTEM HAS CHANGED THROUGH THE YEARS AND WILL CONTINUE TO EVOLVE.
THE INDICATORS HAVE BECOME MORE DIFFICULT FOR DISTRICTS TO ACHIEVE AN A RATING.
TONIGHT, WE WILL LOOK AT THE INDICATORS IN PLACE FOR THIS RATING YEAR.
THE GOAL IS TO IMPROVE MANAGEMENT OF OUR SCHOOL DISTRICT'S FINANCIAL RESOURCES.
A DISTRICT HAS TO EARN 90 POINTS TO EARN AN A RATING.
WE'RE EXCITED TO SHARE THAT GARLAND ISD WAS ABLE TO EARN THAT A RATING.
WE WILL QUICKLY LOOK AT THE INDICATORS INVOLVED IN THE RATING.
THE FIRST FOUR QUESTIONS ARE EITHER YES OR NO.
FIVE QUESTIONS AFTER THAT ARE CEILING INDICATORS, WHICH SET LIMITS ON THE MAXIMUM POINTS ALLOWED AND THE REMAINING QUESTIONS ARE SCORED UP TO FIVE OR TEN POINTS, SOME ON A SLIDING SCALE AND OTHERS ARE ALL OR NOTHING.

WE HOSTED A DISTRICT WIDE PROGRAM ON HUMAN TRAFFICKING, AND WE HAD NINE SCHOOLS RECEIVED THE SCHOOL OF EXCELLENCE FOR NATIONAL TTA, AND WE HAD 70 ATTENDEES FROM GISD TO ATTEND THE TTA LAUNCH.
NOW, FOR OUR GOALS FOR 2022 23, WE ARE STRIVING TO ACHIEVE THE GOLDEN COUNCIL MEMBERSHIP AWARD.

IF SHE COMPLETES AND WINS THE NATIONALS IN LUBBOCK, TEXAS, IN DECEMBER OF 2022, COLORADO SPRINGS IS GOING TO INVITE HER TO GO TO A CAMP FOR THE FIRST TIME, WHICH MEANS THEY'RE GOING TO START PUTTING THEIR SIGHTS ON HER.

THEY'VE ENGAGED IN SEVERAL AUDIT INTERNAL AUDITS WITH US OVER THE PAST COUPLE OF YEARS.
THIS IS ONE OF TWO AUDITS THAT WILL BE COMING TO US OVER THE NEXT COUPLE OF MONTHS, THE FACE AND COMMUNITY ENGAGEMENT DEPARTMENT INTERNAL AUDIT.
THIS WAS PRESENTED AND DISCUSSED ON ONE THIRD OCCASION IN THE MONTH OF SEPTEMBER, AND THEN WE TALKED ABOUT IT IN A FEW BRIEF DISCUSSIONS PRIOR TO COMPLETION.

THE AUDIT BEGAN IN DECEMBER 2021 AND CONCLUDED IN MAY 2022.
THE NEXT COUPLE OF SLIDES DETAIL THE QUESTIONS THAT DEFINED OUR SCOPE OF WORK.
I WON'T READ THEM, BUT OUR AUDIT TEAM EVALUATED PERFORMANCE METRICS, COMMUNICATION STRUCTURES, TECHNOLOGIES THAT ARE UTILIZED BY THE DEPARTMENT AS WELL AS THE POLICY FRAMEWORK THE DEPARTMENT OPERATES WITHIN.
ONE OF THE REASONS THIS AUDIT WAS IMPORTANT TO CONDUCT IS THE GARLAND ISD COMMUNITY HAS SEEN SIGNIFICANT CHANGES OVER THE LAST 20 YEARS AN INCREASE IN POPULATION GROWTH CHANGING RACE AND ETHNICITY PERCENTAGES AS WELL AS A DRASTIC INCREASE IN ECONOMICALLY DISADVANTAGED PERCENTAGES.
THAT WAS ROUGHLY TEN PERCENTAGE POINTS BELOW THE STATE AVERAGE.
BASED ON CENSUS DATA, BOTH THE LONGITUDINAL CHANGES AND THE DIFFERENCES BETWEEN CITIES UNDERSCORE THE IMPORTANCE OF THE DISTRICT HAVING STRONG SYSTEMS AND PROCESSES TO EFFECTIVELY ENGAGE PARENTS AND COMMUNITY MEMBERS.

THIS HAS RESULTED IN A NUMBER OF POSITIONS MOVING IN AND OUT OF THE DEPARTMENT OVER THE YEARS.ADDITIONALLY, OUR AUDIT TEAM FOUND THAT CONTROLS TO MONITOR CAMPUS COMPLIANCE WITH TITLE ONE PART A, WHICH IS A COMPONENT OF ESSA DEALING SPECIFICALLY WITH FAMILY ENGAGEMENT ARE INADEQUATE. OUR REPORT INCLUDES NINE RECOMMENDATIONS RANGING ACROSS THREE CHAPTERS. THIS PRESENTATION WILL GO INTO DETAIL ON THOSE MARKED AS HIGH PRIORITY.
WE'LL START WITH A COMMENDATION.
THIS WAS A PROGRAM THAT WAS INTERNALLY DEVELOPED BY THE FACE DEPARTMENT IN 2017.
AS PART OF THIS PROGRAM, THE FACE DEPARTMENT COLLECTED DATA RELATED TO PARENTAL INVOLVEMENT AND STAKEHOLDER SATISFACTION, COLLABORATED WITH CAMPUSES ON INITIATIVES SUCH AS HOME VISITS AND ESTABLISHED WELCOMING WALKTHROUGHS, WHICH ASSISTED CAMPUSES IN ENHANCING THEIR PARTNERSHIPS WITH PARENTS.
OUR FIRST FINDING IS THAT GISD'S APPROACH TO FAMILY AND COMMUNITY ENGAGEMENT HAS NOT BEEN SUFFICIENTLY DEFINED, LEADING TO THE FACE DEPARTMENT'S LACK OF INTEGRATION WITHIN THE DISTRICT. RESEARCH SHOWS THAT A KEY COMPONENT OF PROMOTING SYSTEMIC FAMILY ENGAGEMENT IN A DISTRICT IS ENSURING THAT IS INTEGRATED INTO THE DISTRICT'S GOALS AND NOT TREATED AS AN ADD ON.
OUR AUDIT SHOWED THAT THE FACE DEPARTMENT HAS LIMITED INTERACTIONS WITH OTHER DEPARTMENTS INVOLVED IN OUTREACH, SUCH AS THE COMMUNICATIONS DEPARTMENT AND THE CURRICULUM AND INSTRUCTION DEPARTMENT.
IF IN THE LONG TERM, THE DISTRICT SEEKS TO ESTABLISH SYSTEMIC FAMILY ENGAGEMENT, SHOULD WORK TO INCORPORATE THESE STRATEGIES AND OBJECTIVES INTO SOME OF THE DISTRICT LEVEL DOCUMENTATION.
HOWEVER, IN THE SHORT TERM, THE FACE DEPARTMENT CAN PROVIDE THAT DEFINITION THROUGH A DEPARTMENT PLAN, WHICH WILL WORK TO DEFINE THE MISSION, THE VALUES, THE OBJECTIVES OF FAMILY ENGAGEMENT AT THE DISTRICT.
THIS IS A SNAPSHOT OF THE REPORTS, BUT WE PROVIDE EXAMPLES FROM EXEMPLAR PROGRAMS. OUR SECOND FINDING IS THAT THE FACE DEPARTMENT DEVOTES 2.2 FTES, LESS THAN ONE THIRD OF ITS STAFF TO FAMILY AND COMMUNITY ENGAGEMENT ACTIVITIES COMBINED.
FIRST, IT DIMINISHES COLLABORATION IN THE DEPARTMENT, CREATES CONFUSION INSIDE AND OUTSIDE OF THE DEPARTMENT ABOUT THE PURPOSE OF THE WORK BEING DONE, AND IT WEAKENS THE EFFECTIVENESS OF ACCOUNTABILITY STRUCTURES AND ANY PERFORMANCE MEASURES IN PLACE.
OUR RECOMMENDATION IS TO ALIGN THE FACE DEPARTMENT'S FUNCTIONAL RESPONSIBILITIES WITH ITS MISSION.
FIRST, IT WILL ALLOW FOR AN ACCURATE ASSESSMENT OF STAFFING.
DO WE HAVE THE POSITIONS WE NEED TO EXECUTE OUR RESPONSIBILITIES? TWO, IT WILL ENHANCE COLLABORATION WITHIN THE DEPARTMENT WHEN RESPONSIBILITIES ARE CLEAR, AND IT WILL PROMOTE AWARENESS ACROSS THE DISTRICT RELATED TO THE DEPARTMENT AND ITS ACCOMPLISHMENTS. OUR THIRD FINDING IS THAT THE FACE DEPARTMENT DOES NOT TRACK SUFFICIENT DATA RELATED TO ITS PRIMARY COMMUNICATION CHANNELS WITH FAMILIES IN THE COMMUNITY LIMITING ITS REACH AND IMPACT.

SO THE DEPARTMENT COMMUNICATES WITH STAKEHOLDERS IN THREE PRIMARY WAYS FACEBOOK, TWITTER AND S'MORE, WHICH IS A DIGITAL NEWSLETTER.HOWEVER, IT DOES NOT MONITOR THE IMPACT OF THIS OUTREACH THROUGH ANALYTICS OR DATA MONITORING.
THIS IS CONSISTENT WITH WHAT WE LEARNED IN OUR FOCUS GROUPS.
THERE ARE A NUMBER OF SERVICES THAT CAN PROVIDE THIS KIND OF ANALYSIS, BUT THE MOST IMPORTANT THING IS THAT THE DEPARTMENT CAN ANSWER THESE QUESTIONS, WHICH ARE WHO IS OUR AUDIENCE AND ARE WE REACHING THEM EFFECTIVELY? WHAT TOPICS MATTER TO THAT AUDIENCE AND HOW CAN WE MOST EFFECTIVELY USE OUR INTERNAL TIME AND RESOURCES? OUR FIFTH FINDING IS THAT GISD HAS TITLE ONE PART A COMPLIANCE RISKS IN ITS FAMILY ENGAGEMENT PROGRAM TITLE ONE PART A STIPULATES THAT LOCAL EDUCATION AGENCIES CONDUCT PARENT OUTREACH IN THE FORM OF POLICIES, EVENTS, TRAININGS.
BECAUSE THE VAST MAJORITY OF GISD CAMPUSES PARTICIPATE IN TITLE 1 PART A.
AT GISD, THE FEDERAL PROGRAMS DEPARTMENT MONITORS TITLE ONE PART A COMPLIANCE USING A CHECKLIST CAMPUSES VIRTUALLY UPLOAD DOCUMENTATION SHOWING THEY'VE COMPLETED REQUIRED ACTIONS. THIS COULD BE THINGS SUCH AS PARENT TEACHER CONFERENCE SIGN IN SHEETS, STAFF TRAININGS ON ENGAGING PARENTS AND ANNUAL TITLE ONE MEETING SIGN IN SHEETS. THE AUDIT TEAM'S REVIEW OF THE DIGITAL REPOSITORY WHERE THESE DOCUMENTS ARE HELD, SHOW THAT OUT OF 20 CAMPUSES, FOUR SUBMITTED ALL REQUIRED DOCUMENTATION FOR THE 2021 SCHOOL YEAR.
THERE WOULD BE THREE KEY STEPS TO THIS.
FIRST, IMPLEMENTING A REGULAR AUDIT SCHEDULE, INCLUDING FOLLOW UPS.
THIS WOULD INCLUDE A SUPERVISORY SIGNOFF AFTER EACH OF THOSE AUDITS AND MAKING SURE THAT THE TITLE ONE CHECKLIST ALIGNS EXACTLY WITH THE RESPONSIBILITIES OF CAMPUSES AS FAR AS ACTIVITIES AND EVENTS.
THE DEPARTMENT INTERACTS WITH ITS FAMILIES.
AND TWO MAIN WAYS ONE OF SURVEYS IS FAMILY EVENTS.
HOWEVER, THE DATA SURROUNDING BOTH OF THESE TOOLS IS INADEQUATE.
FOCUSING ON SURVEYS, THIS TABLE SHOWS RESPONSE DATA FOR THE TITLE 1 FAMILY ENGAGEMENT SURVEY OVER THE LAST FIVE YEARS, WHICH IS THE DISTRICT'S PRIMARY FAMILY ENGAGEMENT SURVEY.
I'LL HIGHLIGHT THE COLUMNS ON THE FAR RIGHT RESPONSE RATES.
YOU'LL SEE THAT IN 2018, 19 WAS THE ONLY YEAR WITH A RESPONSE RATE ABOVE 10% IN RECENT YEARS.
AND IN THE FAR RIGHT COLUMN, THOSE ARE THE PERCENTAGES OF CAMPUSES WITH ZERO RESPONSES.
SO IN 2016, 17, 2019, 20, AND 2021.
IF THE DEPARTMENT CAN PROACTIVELY IDENTIFY HOW THESE ARE CONNECTED, IT WILL BE BETTER POSITIONED TO CAPTURE THE APPROPRIATE METRICS AND THEN EVALUATE ITS INITIATIVES ACCORDINGLY. FIND NUMBER 8 MOU'S ARE NOT CONSISTENTLY USED TO DEFINE THE PURPOSE, ROLES AND RESPONSIBILITIES OF THE FACE DEPARTMENTS COMMUNITY PARTNERSHIPS LIMITING THE DEPARTMENT'S ABILITY TO ASSESS OUTCOMES.
OUT OF THE 34 COMMUNITY GROUPS CURRENTLY WORKING WITH GISD, 19 HAVE ACTIVE MOU'S.
HOWEVER, THE MORE IMMEDIATE IMPACT IS THAT THE MOU INADEQUATELY CAPTURES THE PURPOSE AND THE EXPECTED OUTCOMES OF THESE PARTNERSHIPS, WHICH HINDERS THE DEPARTMENT'S ABILITY TO ASSESS THE UTILITY AND THEIR PRODUCTIVITY OVER TIME.
THIS SHOULD CLEARLY DEFINE THE PURPOSE OF THE PARTNERSHIP.

WHO IS RESPONSIBLE FOR WHAT REPORTING REQUIREMENTS, AS WELL AS THE TIMELINE FOR THE PARTNERSHIP ITSELF.SO IF THERE IS NO STANDARD OPERATING PROCEDURES, IF AN INDIVIDUAL IS TO LEAVE THE DEPARTMENT, NOT ONLY DO YOU LOSE THOSE RELATIONSHIPS, BUT YOU LOSE THE TECHNICAL KNOWLEDGE AS WELL. RECOMMENDATION SEVEN IS TO STANDARDIZE CERTAIN ELEMENTS OF FAMILY ENGAGEMENT ACROSS CAMPUSES THROUGH INCREASED FACE DEPARTMENT INVOLVEMENT.
ALIGNING CERTAIN ELEMENTS, NOT ALL OF FAMILY ENGAGEMENT PRACTICES THROUGH THE FACE DEPARTMENT.
THIS COULD BE SOMETHING LIKE THE WELCOMING WALKTHROUGHS OR MAKING SURE THAT FAMILY ENGAGEMENT PRACTICES ARE INCLUDED IN SCHOOL IMPROVEMENT PLANS CAN HELP ADDRESS SOME OF THOSE DISCREPANCIES.

SO WHAT WOULD BE THE REASON FOR THE HOME VISITS? WE INCLUDED THAT SIMPLY BECAUSE THE FACE DEPARTMENT DURING OVER THE COURSE OF THIS PROGRAM WAS COLLABORATING WITH CAMPUSES ON THEIR HOME VISITS.
I MEAN, I THINK THAT'S STILL A PRACTICE THAT CAMPUSES THEMSELVES ARE DOING.

IT'S VERY, LIKE I SAID, GENERAL COMMUNITY ENGAGEMENT.
ONE FACE IS INTENDED TO PUSH INFORMATION FROM THE DISTRICT OUT, ESPECIALLY TO PARENTS AND NON AND JUST TAXPAYERS THAT NORMALLY WOULD NOT RECEIVE INFORMATION FROM THE DISTRICT.

AND EVERYTHING'S GOT TO BE A TWO WAY STREET.
AND FACE IS THE PLACE WHERE WE START THAT IN MY MIND.
AND I'M HOPING THAT THIS AUDIT AND THE GOOD WORK THAT GIBSON GROUP HAS DONE AND THE GOOD WORK OUR DISTRICT EMPLOYEES HAVE IN PARTICIPATING IN THE AUDIT AND GOING THROUGH THE AUDIT IS THE FIRST STEP TOWARDS FINDING A BALANCE BETWEEN THOSE TWO CORE FUNCTIONS AND MOVING US TO A STRUCTURE THAT HELPS US ACHIEVE THOSE GOALS.

OUR OTHER TWO MEMBERS WERE NOT THERE, AND WE PLACED THIRD, WHICH I THOUGHT WAS PRETTY GOOD.
ONE OF THE FUNNY THINGS THAT HAPPENED IS WE SHOT A 48, WHICH NORMALLY MIGHT WIN IT, BUT THE WINNING TEAM THIS YEAR SHOT A 38, WHICH IS UNBELIEVABLE. AND DR.
RINGO WAS THERE AS A PLAYER WITH ALONG WITH DR.
LOPEZ AND MATT YEAGER, AND DR.
RINGO STARTED GOING ON HIS IPAD AND WORKING OUT THE POSSIBILITIES THAT ANY TEAM COULD SHOOT A 38.
AND HE SAID IT WAS A BETTER CHANCE THAT WE WOULD BE HIT BY LIGHTNING THAN SOMEBODY SHOOTING A 38.
IT WAS KIND OF INTERESTING, BUT I THINK WE DID A PRETTY GOOD JOB.
I ATTENDED BAND FEST, AS DID MOST OF US THIS YEAR, AND WE HAD A BRAND NEW OPENING.
I'VE BEEN GOING TO BAND FEST SINCE THE LATE NINETIES.
AND WHAT WAS INTERESTING THIS TIME IS THE MIDDLE SCHOOL BANDS WERE ON THE FIELD TO BEGIN, NOT IN THE STANDS WHERE THEY NORMALLY ARE, AND THE MIDDLE SCHOOL BANDS ACTUALLY PLAYED TWO TUNES.
SO THEY HAD BEEN PRACTICING, WHICH IS KIND OF INTERESTING BECAUSE YOU'RE NOT GOING TO EVER GET ALL THE MIDDLE SCHOOL BANDS TOGETHER AT ONE TIME, SO THEY WERE ALL PRACTICING THE SAME PIECES AND FINALLY GOT TO PLAY THEM IN CONCERT TOGETHER ON THE FIELD AND PLAYED THE THE STAR-SPANGLED BANNER.
SO THAT WAS A PRETTY COOL OPENING.
AND AGAIN, BAND FEST WAS AMAZING.
AND AS OUR PRESIDENT SAID THIS COMING SATURDAY AT MESQUITE MEMORIAL STADIUM, IT'S RIGHT OFF OF LBJ. LOOK FOR THE WHAT LOOKS LIKE THE EIFFEL TOWER SEVERAL I THINK FIVE FIVE OF OUR HIGH SCHOOLS WILL BE COMPETING AND THOSE HIGH SCHOOLS THAT ARE SUCCESSFUL WILL GO ON TO THE STATE MARCHING CHAMPIONSHIP IN SAN ANTONIO.
I WAS INVITED, AS WAS, I THINK, MS. STANLEY AND MR. MILLER, TO ATTEND MS. LEHMAN'S CLASS.
SHE IS THE GOVERNMENT TEACHER THERE AHEAD OF THE SOCIAL STUDIES DEPARTMENT AND A AP TEACHER AP READER ACTUALLY, AND TALK TO THE KIDS ABOUT VOTING.
AND IT WAS REALLY, REALLY FUN BECAUSE SOME OF THE KIDS HAD JUST SIGNED UP.
A FEW MORE WERE GOING TO SIGN UP AND IT WAS, I THINK, OUR OPPORTUNITY TO TALK TO THE KIDS ABOUT THE IMPORTANCE OF VOTING AND SOME OF THE EXAMPLES I TALKED ABOUT, I SAID THERE ARE MULTIPLE BILLION PEOPLE IN THE WORLD AND I ACTUALLY TALKED ABOUT THE COUNTRIES WHERE THEY ARE WHO DO NOT HAVE A RIGHT TO VOTE. AND THE PRIVILEGE THAT YOU HAVE IS SO IMPORTANT.
THEY WISH THEY HAD THE RIGHTS THAT YOU HAVE.
AND I HOPE THOSE STUDENTS GO OUT TO VOTE AND I THINK THEY WILL.

SHE EXPECTS THIS YEAR 13,000 OF OUR STUDENTS TO GO THROUGH THE PLANETARIUM.
NOW, THINK ABOUT THAT FOR A SECOND.
THAT'S ONE IN EVERY FOUR OF OUR STUDENTS WILL BE AT THE PLANETARIUM THIS YEAR, INCLUDING THIRD GRADERS, FOURTH GRADERS, FIFTH GRADERS, EIGHTH GRADERS, PRE K AND K, CISNEROS.
SHE'S ENLISTED FOR SOME OF THE CONTESTS, SIGNED DOCUMENTS FROM NASA'S SCIENTISTS.
SHE HAS PARENT NIGHTS THIS YEAR FOR PARENTS AND FACULTY TO BRING THEIR KIDS AT NIGHT.
SO WE'RE REALLY USING THE PLANETARIUM LIKE WE HOPED FOR.
THIS IS PART OF OUR 2014 BOND.
SO IF ANY TEACHERS ARE LOOKING, THERE ARE STILL SOME OPENINGS.
AND THIS NEXT SEMESTER, I THINK THIS SEMESTER IS PRETTY WELL FULL AND GET IN TOUCH WITH DR.
RUIZ. AND SHE'LL BE GLAD TO ENTERTAIN YOUR CHILDREN WITH ALL THE TEKS THAT ARE NECESSARY.
I WENT TO THE SPECIAL OLYMPICS LAST WEEK FOR THE BOCCE.

IT WAS ONE OF OUR FOUR EVENTS FOR SPECIAL OLYMPICS, AND I THINK IT TURNED OUT VERY, VERY WELL.
ALSO DID IN MY NORMAL MONTHLY ROWLETT CHAMBER AND ROWLETT ECONOMIC DEVELOPMENT, SIR.

I DID GET TO GO TO A SEMINAR CONNECT TO CREATE CHANGE, AND IT WAS KIND OF A TOUGH SUBJECT, BUT IT WAS ABOUT SEX TRAFFICKING AND GROOMERS GROOMING OF CHILDREN.
AND THAT'S SOMETHING A LITTLE BIT NEAR AND DEAR TO MY HEART BECAUSE IT'S ALWAYS YOUR YOUR MOST VULNERABLE KIDS THAT SEEM TO GET PULLED INTO THAT WITH LOW SELF ESTEEM.
SO THAT WAS IT WAS A REALLY GOOD HALF A DAY.

AND THEN I DID GET TO ATTEND OUR FIRST BOND COMMITTEE PLANNING MEETING.
AND SO FOR ANYBODY WHO WAS WONDERING WHY I ATTENDED, I JUST NEEDED TO BE ABLE TO SEE THE PROCESS.
I WAS SUPER, SUPER EXCITED WITH HOW THINGS WENT.

AND THEN I GOT ASKED TO MEET WITH A COUPLE OF OUR STATE SENATORS AND SOME COUNCIL MEMBERS TO TALK ABOUT UPCOMING LEGISLATURE, PARTICULARLY SCHOOL VOUCHERS AND CHOICES, SO THAT I COULD TELL WHAT I FEEL IS GOING TO PUT OUR MOST VULNERABLE KIDS EVEN MORE AT RISKS BY CREATING THE VOUCHERS, BECAUSE A LOT OF MY FAMILY WOULD NOT BE ABLE TO GO TO THESE SCHOOLS THAT PEOPLE WOULD WANT TO TAKE THEIR KIDS TO BECAUSE OF THEIR LEARNING DISABILITIES.
AND A LOT OF PRIVATE SCHOOLS AND CHARTER SCHOOLS CANNOT PROPERLY EDUCATE THEM.
SO I FELT REALLY GOOD ABOUT TALKING ABOUT THAT, AND THEN I'LL END IT THERE.

IT WAS REALLY INTERESTING KIND OF HOW IT CAME ABOUT.
BUT, YOU KNOW, THE BIGGEST THING I GUESS I TRIED TO CONVEY TO THEM IS THE IMPORTANCE OF TAKING ACTION TO VOTE SO THAT THEY CAN LET THEIR VOICES BE HEARD AND JUST KIND OF I'M A VERY VISUAL PERSON.
AND SO I TRY TO GIVE THEM AN EXAMPLE OF, YOU KNOW, LOCAL ELECTIONS VERSUS, YOU KNOW, NATIONAL ELECTIONS IN TERMS OF PERCENTAGES OF PEOPLE WHO ACTUALLY SHOW UP TO ACTUALLY VOTE VERSUS THOSE WHO DON'T.
I ALSO ATTENDED THE NORTH TEXAS AREA ASSOCIATION OF SCHOOL BOARD'S FIRST MEETING.
IT WAS HELD IN LEWISVILLE ISD AT THEIR CAREER AND TECHNICAL EDUCATION CENTER, AND THE TOPIC WAS ABOUT SOME OF THE CHANGES THAT HAVE BEEN PROPOSED FOR ACCOUNTABILITY FROM TEA.
AND I'LL TELL YOU, IT'S REALLY INTERESTING WHAT'S BEEN BROUGHT ABOUT.
SO I HAVE SOME INFORMATION TO SHARE WITH YOU GUYS.

BUT THE BEST THING WAS WHEN THE DRUMS COME DOWN THE STREET, IT KIND OF GATHERS EVERYBODY IN.
THEY WANT TO SEE WHAT'S GOING ON.
AND ONE OF THE MOST BEAUTIFUL PICTURES I HAVE IS A PICTURE DOWN MAIN STREET OF EVERYBODY STANDING WITH THEIR HAND OVER THE HEART, WHICH INCLUDES THE AUSTIN MIDDLE SCHOOL JAZZ BAND, WITH EVERY KID WITH THEIR HAND OVER THEIR HEART, PAYING ATTENTION AS THE NATIONAL ANTHEM WAS SANG.
IT WAS JUST A BEAUTIFUL, BEAUTIFUL PHOTO.
WE HAD TWO DANCE TEAMS. WE HAD A RALLY AT HIGH SCHOOL CHOIR.
THAT WAS JUST IT WAS JUST A GREAT DAY.

MOST WELL-BEHAVED STUDENTS I'VE EVER SEEN IN THEIR EATING.
I WENT OVER AND I TALKED WITH THEM AND TOLD THEM WHAT THEY ALL DID A GREAT JOB AND THEY REALLY WERE WELL BEHAVED AND IT WAS REALLY NICE TO SEE THAT IN THAT RESTAURANT LIKE THAT, THAT THOSE KIDS WERE DOING SUCH A GOOD JOB.
ALSO, FOOTBALL GAMES HAVE BEEN ATTENDING QUITE A FEW FOOTBALL GAMES MYSELF.

THE NET OTHER POST-EMPLOYMENT BENEFIT LIABILITY IS RELATED TO RETIREE HEALTH CARE.
THAT'S $158.4 MILLION THAT INCREASED BY 1% OVER THE PRIOR YEAR.
THAT BENEFIT IS A PAY AS YOU GO BENEFIT.
THERE'S NO INVESTMENT SET ASIDE TO FUND THAT BENEFIT INTO THE FUTURE.

AT THE END OF THIS FISCAL YEAR, THAT WAS $371.6 MILLION OR AN INCREASE OF 26.2%, MAINLY BECAUSE YOU WERE ABLE TO PAY DOWN THAT DEBT AND THAT NET PENSION LIABILITY DECREASED SO SIGNIFICANTLY COMPARED TO THE PRIOR YEAR.
YOUR GENERAL FUND IS THE DISTRICT'S MAIN OPERATING ACCOUNT.
TOTAL EXPENDITURES IN THE GENERAL FUND FOR FISCAL YEAR 22 OR $496.2 MILLION OF THAT BALANCE, 62% WAS RELATED TO INSTRUCTION AND INSTRUCTION RELATED SERVICES, OR $307.8 MILLION 8%.
FACILITIES, MAINTENANCE AND OPERATIONS AND INSTRUCTIONAL AND SCHOOL LEADERSHIP.
STUDENT SUPPORT SERVICES WAS 7% OF THE GENERAL FUND.
5% OF THE GENERAL FUND WENT TOWARDS SECURITY MONITORING AND DATA PROCESSING SERVICES.
AND THEN EACH CATEGORY OF FUNCTIONAL CATEGORY OF EXPENDITURES WAS LESS THAN 5% REMAINING AFTER THAT, SECURITY MONITORING AND DATA PROCESSING SERVICES.
I WILL POINT OUT GENERAL ADMINISTRATION FUNCTION 41 THERE WAS 3%, WHICH WAS FAIRLY LOW IN A SCHOOL DISTRICT ENVIRONMENT FOR GENERAL ADMINISTRATION.
OVERALL, YOUR REVENUES AND OTHER SOURCES EXCEEDED EXPENDITURES AND OTHER USES, MEANING YOU HAD AN INCREASE IN FUND BALANCE DURING THE FISCAL YEAR IN YOUR GENERAL FUND OF $14.2 MILLION. YOUR FUND BALANCE AS OF THE END OF THE YEAR IN THE GENERAL FUND WAS $285.1 MILLION.
THAT BALANCE BREAKS OUT INTO A FEW DIFFERENT CATEGORIES.
