AN INCREDIBLE AMOUNT OF WORK GOES INTO GROWING A SCHOOL GARDEN.

IT'S MUCH LIKE THE WORK THAT GOES INTO BUILDING ANY COMMUNITY.

A SCHOOL GARDEN PROVIDES A SPACE FOR EVERYONE TO LEARN AND BELONG.

FOR MANY KIDS, IT IS A PLACE WHERE THEY CAN SHINE.

AND FOR SOME PARENTS, IT'S A PLACE WHERE THEY FIT IN AND CAN GET INVOLVED.

THE COMMUNITY GROWS BEAUTIFULLY WHEN DEEPLY WOVEN INTO A SCHOOL GARDEN PROGRAM.

IN THE DAYS OF EARLY FARMING IN AMERICA, WHEN YOU NEEDED A BARN RAISED, IT BECAME A COMMUNITY PROJECT.

PEOPLE OF ALL AGES GATHERED TOGETHER TO BUILD, COOK MEALS, SUPPORT AND LEND A HAND.

IT BUILT PRIDE IN THE COMMUNITY AND THE FABRIC OF AMERICA.

THE GARDEN PROGRAM AT PARK CREST HAS BEEN BUILT AND DESIGNED IN THIS VERY SAME WAY.

THE SEEDS THAT HAVE BEEN PLANTED AT PARK CREST HAVE GROWN BEAUTIFUL CONNECTIONS THAT HAVE IMPACTED THE HEARTS AND MINDS OF THEIR COMMUNITY.

THEY'VE BUILT A SCHOOL CULTURE THAT UNITES AND RALLIES AROUND THEIR GARDEN WITH STRONG LEADERSHIP AND A DEDICATED GARDEN COMMUNITY.

THEY HAVE REACHED OUT BEYOND THEIR CAMPUS TO BUILD RELATIONSHIPS THAT HELP SUSTAIN AND GROW IT.

WE'RE REALLY PROUD OF THE ACCOMPLISHMENTS THAT THEY HAVE BEEN ABLE TO MAKE BY A SMALL AND MIGHTY GRASSROOTS MOVEMENT.

SCHOOL GARDENS HAVE THE CAPACITY TO CREATE BEAUTIFUL CHANGE.

THEY CHANGE LANDSCAPES OF SCHOOLYARDS, BUT THEY ALSO GROW POSITIVE CHANGE IN THE COMMUNITY AND IN THE HEARTS AND MINDS OF CHILDREN.

HELLO, SCHOOL BOARD MEMBERS AND MEMBERS OF THE COMMUNITY.

MY NAME IS ROBERT GRAHAM THE SECOND I AM THE BROTHER AND GUARDIAN OF GARY GRAHAM, STUDENT AT NORTH GARLAND HIGH SCHOOL, CLASS OF 2003.

I KNOW 2023 BECAUSE THAT'S HOW FAR WE ARE NOW.

BUT I LIVE IN ROWLETT 7009 ESTATES WAY.

THEY'VE HAD VERY POSITIVE SPEECHES.

MINE'S A LITTLE BIT DIFFERENT, BUT I'M HERE TODAY TO SPEAK AND LISTEN ON THE SUBJECT OF SCHOOL MASCOTS, THIS HAS BEEN AN ISSUE THAT HAS BEEN BROUGHT TO OUR ATTENTION.

IT'S BECAUSE OF SOUTH GARLANDS' NAME CHANGE LOCALLY.

BUT THIS ISSUE ALSO HAS BEEN A NATIONAL ATTENTION FROM SCHOOLS AS WELL AS PROFESSIONAL ORGANIZATIONS.

I WOULD LIKE TO STATE THAT I THINK I'D BE WISE TO REEVALUATE ALL SCHOOL MASCOT NAMES.

GARY TANZ, NORTH GARLAND HIGH SCHOOL.

HIS MASCOT IS A RED RAIDER.

WHAT IS A RED RAIDER TO YOU? I AM READING EMPIRE OF THE SUMMER MOON BY S.C.

GWYNNE. THIS BOOK TELLS A TALE OF THE RISE AND FALL OF THE COMANCHE NATIVE AMERICAN TRIBES.

AFTER READING THIS BOOK, IN COMBINATION WITH MY GRANDFATHER'S LOVE OF WESTERNS, I HAVE MY OWN OPINION OF WHAT A RAIDER IS.

RED HAS ALSO BEEN A COMMON SLUR USED TO DESCRIBE NATIVE AMERICAN PEOPLE DURING THE EARLY DAYS OF AMERICA.

AND THEIR MASCOT IS A PALE FACED MAN WITH RED BEARD AND RED HAIR AND IS DRESSED IN THE COWBOY STYLE CARTOON OF YOSEMITE SAM.

THIS IS A SCHOOL IN GARLAND, TEXAS, WHICH HAS A VERY DIVERSE DEMOGRAPHIC OF DIFFERENT PEOPLE, RACES AND CULTURE.

DOES THIS REPRESENT THE NORTH GARLAND AREA OF GARLAND INDEPENDENT SCHOOL DISTRICT? WHY DOESN'T A MASCOT REPRESENT THE AREA THEY ARE FROM? WHY CAN'T A MASCOT BE A REPRESENTATIVE OF THE AREA AND CULTURE AND ALSO BE A TEACHING MOMENT FOR PEOPLE WHO ENCOUNTER THE SCHOOL? MY BROTHERS SCHOOL IS ONLY ONE EXAMPLE OF THIS.

MY ALMA MATER IS ANOTHER EXAMPLE.

LAKEVIEW CENTENNIAL HIGH SCHOOL.

I GRADUATED FROM LAKEVIEW IN 2003, AND OUR MASCOT IS A PATRIOT.

IT'S A REVOLUTIONARY WARRIOR AND PALEFACE REVOLUTIONARY WARRIOR.

THERE'S A LOT TO UNPACK ABOUT WHAT A PATRIOT IS TO ME, BUT FREDERICK DOUGLASS IS AN EXAMPLE AND ONE OF HIS MOST IMPORTANT SPEECHES IN AMERICAN HISTORY.

FREDERICK DOUGLASS ASKS US WHAT IS A 4TH OF JULY TO AN AMERICAN TO A SLAVE ON THE AMERICANS FIRST CENTENARY YEAR? DO YOU THINK I CONNECT MORE TO A PALEFACE REVOLUTIONARY SOLDIER OR TO FREDERICK DOUGLASS AS A PATRIOT? THESE SCHOOLS ARE GISD IS AN INSTITUTION OF LEARNING, AND I PRAY THAT WE CAN LEARN FROM OUR PAST AND HAVE A NEW CROP OF MASCOTS TO REPRESENT THE AMAZING PEOPLE AND CULTURES OF GARLAND, TEXAS. ASL IS A COMPLETE AND ORGANIZED VISUAL LANGUAGE AND EMPLOYS BOTH MANUAL AND NON MANUAL FEATURES.

ACCORDING TO THE WORLD HEALTH ORGANIZATION, OVER 5% OF THE WORLD'S POPULATION, OR 430 MILLION PEOPLE REQUIRE REHABILITATION TO ADDRESS THEIR DISABLING HEARING LOSS, AND IT IS ESTIMATED BY THE YEAR 2050 OVER 700 MILLION PEOPLE OR ONE IN EVERY TEN PEOPLE WILL HAVE A DISABLING HEARING LOSS.

THESE EYE OPENING STATISTICS ARE WHY EDUCATING OUR STUDENTS ON THE AMERICAN SIGN LANGUAGE IS BENEFICIAL.

OUR ASL TEACHERS IN GISD ARE INVALUABLE.

WE PROUDLY ANNOUNCE THAT KRISTINA SEDBERRY SACHSE HIGH SCHOOL ASL TEACHER WON THE TEACHER OF THE YEAR FOR THE STATE OF TEXAS FOR THE TEXAS FOREIGN LANGUAGE ASSOCIATION [APPLAUSE].

IT'S THE TEXAS FOREIGN LANGUAGE TEACHER ASSOCIATION.

AND THEY HONOR TEACH A TEACHER EVERY YEAR THAT TEACHES A FOREIGN LANGUAGE ACROSS THE STATE OF TEXAS.

AND I WAS NOMINATED BY OUR WORLD LANGUAGE COORDINATOR, MISS LAURA PARKER.

AND I HAD NO IDEA.

SHE WORKED BEHIND THE SCENES AND GOT LETTERS OF RECOMMENDATION FROM MY PRINCIPAL, MR. KRILL, PARENTS OF PREVIOUS AND CURRENT STUDENTS.

I COULD NOT BELIEVE ALL THAT SHE DID.

ONE DAY I RECEIVED AN EMAIL THAT SAID, CONGRATULATIONS, YOU'RE A FINALIST FOR A TEXAS FOREIGN LANGUAGE TEACHER OF THE YEAR.

AND I WAS LIKE, IS THIS SPAM? I HAD NO IDEA.

SO TO MY SURPRISE, I HAD TO INTERVIEW THE EVENING BEFORE THE CONFERENCE, AND WHEN THEY DID THEIR BIG AWARDS CEREMONY, I WAS AWARDED TEXAS FOREIGN LANGUAGE TEACHER OF THE YEAR. I WAS HONORED TO BE SELECTED AND THEN TO BE CHOSEN.

I MEAN, THE STATE OF TEXAS IS HUGE.

EVERY HIGH SCHOOL IN THE STATE OF TEXAS HAS FOREIGN LANGUAGE TEACHERS ON IT.

SO I WAS OVERWHELMED.

I FELT BLESSED. I LOVE WHAT I DO.

AND SO TO BE RECOGNIZED FOR SOME OF THE THINGS THAT I DO WAS VERY SWEET.

IT WAS IT WAS VERY OVERWHELMING.

AMERICAN SIGN LANGUAGE IS ACTUALLY MY FIRST LANGUAGE.

BOTH OF MY PARENTS ARE DEAF, SO I'M A CODA, WHICH MEANS CHILD OF DEAF ADULTS.

SO I GREW UP SIGNING AND INTERPRETING AND BEING THEIR BRIDGE TO THE HEARING WORLD.

AND SO FOR MY FIRST 13 YEARS IN EDUCATION, I WORKED IN DEAF EDUCATION.

I WAS AN INTERPRETER FOR STUDENTS THAT COULDN'T HEAR, TO BE ABLE TO CONNECT AND LEARN.

AND THROUGH THAT PROCESS, I LEARNED, GOSH [INAUDIBLE] GROW UP IN HOMES THAT NOBODY SIGNS.

AND SO THEY'RE KIND OF ISOLATED.

SO WHAT CAN I DO TO BRIDGE THAT GAP, TO CONNECT BOTH WORLDS, AND THAT'S TO TEACH MORE PEOPLE HOW TO SIGN.

IF MORE PEOPLE KNOW SIGN LANGUAGE, THEN THAT GIVES DEAF PEOPLE MORE ACCESS TO THE WORLD.

I HAVE STUDENTS THAT WORK AT FAST FOOD RESTAURANTS AND, YOU KNOW, AMUSEMENT PARKS AND ALL KINDS OF THINGS, AND THEY GET SO EXCITED TO COME BACK AND SAY, OH, MS. MS. I HELPED A DEAF PERSON OR I WAS ABLE TO COMMUNICATE WITH A DEAF PERSON AND IT JUST BRIGHTENS THEIR DAY TO BE ABLE TO CONNECT WITH SOMEONE THAT OTHERWISE MIGHT NOT BE CONNECTED WITH [APPLAUSE].

MS. SEDBERRY'S IMPACT ON HER STUDENTS, HER SCHOOL AND THE COMMUNITY IS UNPARALLELED.

EVERYONE RECOGNIZED THE PRESENCE OF GARLAND ISD AND AT THAT NIGHT.

THE OTHER THING I WANT TO HIGHLIGHT IS AT THE SAIGON MALL, THERE IS SOMETHING IN THE VIETNAMESE AND CHINESE CULTURE THAT'S CALLED THE NIGHT MARKET, AND THEY ARE TRYING TO BRING THAT TRADITION TO OUR AREA.

AND THEN I ALSO GOT TO PARTICIPATE IN NORTH GARLANDS' COFFEE WITH THE PRINCIPAL, AND THEY HAD A GUEST SPEAKER AND IT WAS NAMI, THE NATIONAL ASSOCIATION OF MENTAL.

I THINK IT'S NATIONAL ALLIANCE MENTAL ILLNESS.

I WANT US TO UNDERSTAND THAT AS AS WE ENTER THE NEXT PHASE OF OUR HOLIDAY SEASON, IT'S GOING TO BE VERY QUICK.

IT'S ONLY A THREE WEEK GAP BETWEEN NOW AND THEN.

WE DO HAVE ONE BOARD MEETING, NO COMMITTEE MEETINGS IN TWO WEEKS.

SO, YOU KNOW, DURING THIS TIME THINGS MIGHT SEEM HECTIC.

JUST BE CENTERED ON THE THINGS THAT MATTER.

AND THE STUDENT INFORMATION SITE ASSESS THE PROCESSES AND PROCEDURES THAT ARE APPLICABLE TO STUDENT INFORMATION SYSTEM.

THAT WAS THE MAIN OBJECTIVE OF THE AUDIT.

AND IN ADDITION TO THOSE OBJECTIVES, WE PERFORM AN INITIAL LIMITED SCOPE PEIMS AUDIT IN 2019.

ON THE MORE DETAILED SCOPE OF THE AUDIT AND SIS, WE WANTED TO FOCUS ON CONTROLS AND OVER ACCESS EDITS, DATA EDITS AND INTEGRATION WITH OTHER SYSTEMS AND STUDENT INFORMATION SYSTEMS. ON THE PEIMS SITE, WE LOOK AT FOUR MAIN CATEGORIES THAT YOU WILL SEE LATER.

THEY ARE ATTENDANCE, LEAVERS, SPECIAL PROGRAMS AND CCMR COLLEGE CAREER MILITARY READINESS.

AND WITHIN THE SPECIAL PROGRAMS WE LOOKED AT PROCESSES, CONTROLS, DATA ENTRY AND MAINTENANCE OF THE REQUIRED DOCUMENTATION.

ON THE CCMR SIDE, WE'LL LOOK AT THE DATA ACCURACY, VALIDATION AND DATA MONITORING CONTROLS.

AND I'M GOING TO TALK ABOUT IN A COUPLE OF SLIDES THE EXECUTIVE SUMMARY OF OUR AUDIT.

WE FOUND A LOT OF GOOD PRACTICES IN PLACE WITH PEIMS AND SIS FUNCTIONS.

GISD HAS DONE A GREAT JOB OF MAKING PROGRAMS AND CAMPUSES OWN THEIR DATA.

MAYBE COMMON SENSE, BUT WE'VE SEEN MANY DISTRICTS.

THAT'S NOT THE CASE. SO WE WE BELIEVE THAT THIS IS THE RIGHT APPROACH WHEN IT COMES TO PEIMS. PEIMS FUNCTIONS SHOULD BE VIEWED AS A SUPPORT FUNCTION.

CAMPUSES AND DEPARTMENTS SHOULD OWN THEIR OWN DATA.

SO WE SEE THAT PRACTICE HERE IN GARLAND.

WE OBSERVED NUMEROUS TRAINING MATERIALS, PROCEDURE GUIDES, AND ALSO FOUND VALIDATION AND AUDIT CONTROLS IN PLACE.

ALTHOUGH WE FIND THESE GOOD PRACTICES, WE ALSO IDENTIFY SOME OPPORTUNITIES FOR IMPROVEMENT WITHIN TRAINING, CERTAIN STUDENT CODING PRACTICES AND PROCESSES AND DATA VALIDATION CONTROLS.

THESE ARE THE MAIN PEIMS WILL BE DISCUSSED THROUGHOUT THE REPORT.

OVERALL, THE PROJECT HAS 14 RECOMMENDATIONS FOR IMPROVEMENT.

WE'RE COVERING SOME OF THE HIGH PRIORITY RECOMMENDATIONS IN THIS PRESENTATION.

WE'RE GOING TO START WITH THE ACCOMMODATION.

WE WANTED TO SPECIFICALLY COMMAND GARLAND INDEPENDENT SCHOOL DISTRICT ON THE CURRENT FOCUS ON PRACTICES WITHIN CCMR. WE'VE INCLUDED OUR REPORT, MULTIPLE COMPARISONS OF CCMR PERFORMANCE, NOTING THAT GISD HAD EXCEEDED REGION TEN AND STATE AVERAGES IN THIS CATEGORY. SOME OF THE POSITIVES WE SAW IN CCMR ARE ATTRIBUTABLE TO THREE MAIN FACTORS.

STANDARD OPERATING PROCEDURES EXIST ON AND ACCESSIBLE.

DATA ACCURACY IS REGULARLY CHECKED AND CHALLENGED.

WE SAW THAT IN MANY INTERVIEWS AND FOCUS GROUPS THAT PRINCIPALS, ASSISTANT PRINCIPALS WERE CHALLENGING THE DATA THAT IN THEIR CAMPUSES BECAUSE THEY WERE LITERALLY LOOKING AT IT

SO IT WAS VERY MUCH A VERY ENGAGED DATA ANALYSIS GROUP.

DATA VISUALIZATIONS WITH THIS DATA SET WERE AVAILABLE FOR CAMPUSES AND CENTRAL ADMINISTRATION TO IDENTIFY STUDENT LEVEL CCMR PROGRESS.

SO THOSE ARE THE MAKE THE CCMR AS ACCOMMODATION FOR US.

I'M GOING TO START WITH OUR FINDINGS.

OUR FIRST FINDINGS WE'LL DISCUSS WITHIN THE ATTENDANCE DOMAIN.

WE PERFORMED TWO LARGE DATA ANALYSIS IN DETERMINING IF ATTENDANCE IS TAKING ON TIME.

THAT WAS ONE, AND WHETHER THE ATTENDANCE TAKING AT ALL WAS THE SECOND ANALYSIS.

OVERALL, WE SAW THAT THE ATTENDANCE WAS TAKING ON TIME 63% OF THE TIME IN PEIMS SIGNIFICANT PERIOD.

TEACHER SUBMITTED ATTENDANCE APPROXIMATELY 93% OF THE TIME FOR THE PEIMS PERIOD.

THIS EQUALS 12,000 TIMES OCCURRENCES.

SO WE IDENTIFIED THAT THE REASON THESE DELAYS OR THESE INCIDENTS OF NOT TAKING ATTENDANCE HAPPEN BECAUSE A LOT OF CAMPUS ADMINISTRATION ADMINISTRATORS RELY HEAVILY ON LOWER LEVEL CLERKS TO ENFORCE ATTENDANCE TAKING.

AND SO THE ACCOUNT ACCOUNTABILITY LACKS.

ATTENDANCE TAKING DATA IS SIMILAR TO OUR ANALYSIS NOT BEING PERFORMED, NOT BEING PERFORMED ACCURATE AND TIMELY.

ATTENDANCE IS MATTER BECAUSE TEXAS EDUCATION AGENCY COULD RETAIN 100% OF THE FOUNDATION SCHOOL PROGRAM ALLOTMENT FOR INAPPROPRIATELY DOCUMENTING ATTENDANCE.

SO FOR THE RECOMMENDATION OF OUR ATTENDANCE, WE'RE RECOMMENDING GISD MONITOR AND ENFORCE ATTENDANCE REPORTING.

THIS INCLUDES INTRODUCING ACCOUNTABILITY STRUCTURES AND REGULARLY PERFORMING DATA ANALYSIS.

SIMILARLY, THE ONES THAT WE PERFORM DURING THIS AUDIT.

MANAGEMENT AGREES WITH THIS RECOMMENDATION.

OUR NEXT FINDING WILL BE PRESENTED BY KENT.

THIS IS AN AREA WHERE WE DID FIND AN EXISTING AUDIT CONTROL.

HOWEVER, THIS CONTROL WAS ISOLATED TO ONLY TWO LEVER CODES, AND THESE CODES ARE APPLIED ARE IMPORTANT BECAUSE THEY IMPACT OUR DROPOUT RATING AND ACCOUNTABILITY. AND SO WE DID SOME TESTING TO SEE IF THE CORRECT DOCUMENTATION WAS MAINTAINED FOR A SAMPLE OF YOUR STUDENTS.

WE FOUND EXCEPTIONS WITHIN THOSE STUDENTS THAT WEREN'T HAVING THEIR FILES CHECKED REGULARLY TO THIS CONTROL.

THE TWO CONTROLS, I BELIEVE, ARE THE TWO CODES THAT WERE BEING AUDITED WERE THOSE CODED AS RETURNING TO THEIR HOME COUNTRY OR BEING HOME SCHOOLED.

THAT ONLY ACCOUNTED FOR APPROXIMATELY 44% OF THE WHOLE LEVER POPULATION.

SO ABOUT 56% WAS NOT BEING PROACTIVELY CHECKED.

SO WHAT WE RECOMMENDED WAS SIMPLY EXPANDING THAT EXISTING AUDIT CONTROL.

AGAIN, IT WAS GOOD THAT SOMETHING WAS THERE, BUT WE THINK IT SHOULD BE EXPANDED TO INCLUDE ALL LEVER CODES.

AND YOU COULD DO THIS BY REPRESENTATIVE SAMPLING.

WE THINK IF YOU EXPAND THIS CONTROL, YOU WOULD IMPROVE COMPLIANCE WITH MAINTAINING THE CORRECT DOCUMENTATION THAT TEA REQUIRES.

AND MAKING SURE THAT THE STUDENTS WE ARE CODED AS DROPOUTS ARE EXTREMELY ACCURATE.

SO WE HAVE AN ACCURATE ACCOUNTABILITY ASSESSMENT.

THANK YOU, KENT. OUR NEXT FINDING IS WITHIN THE ENGLISH LEARNER STUDENT DOMAIN.

THROUGH PROCESS ANALYSIS INTERVIEWS, WE DISCOVER THAT ENGLISH LEARNER STUDENT INFORMATION IS ENTERED INTO MULTIPLE SYSTEMS. THIS HAS A PRIMARY.

THIS IS THIS HAS PRIMARILY BEEN CAUSED BY THE PRACTICE OF ENTERING PROVISIONAL DATA INTO STUDENT INFORMATION SYSTEM.

STUDENT STUDENT SERVICES TEST THE STUDENTS FOR LANGUAGE PROFICIENCY AND THEN MAKES A RECOMMENDATION OF PLACEMENT INTO BILINGUAL OR ESL PROGRAMS. HOWEVER, THE DATA HAS TO BE CONFIRMED OR MODIFIED AFTER AN LPAC THEY CALL THE LANGUAGE PROFICIENCY ASSESSMENT COMMITTEE MEETING AND PARENTAL CONSENT IS RECEIVED.

THIS RESULTS IN MANUAL REVIEW CONTROLS AS STUDENT SERVICES MUST COMPARE THE FINAL DETERMINATION RECEIVED AFTER THE LPAC MEETING THAT DATA ALREADY BEEN ENTERED TO THE SIS, SO THEY HAVE TO RECHECK IT AND DO IT AGAIN.

SO WE'RE RECOMMENDING THAT MODIFYING THE EL ENGLISH LEARNERS LEARNERS STUDENT IDENTIFICATION CODING PROCESS AFTER TESTING DONE BY THE STUDENT SERVICES STUDENT SERVICE SHOULD RESERVE A SEAT FOR THE STUDENT WITHIN THE SIS.

DATA ENTRY SHOULD OCCUR AFTER THE LPAC BY CAMPUS STAFF INTO STUDENT DISTRICT SYSTEM ELEVATION AND IDENTIFY INTERFACING

AN AUDIT CONTROL SHOULD BE IMPLEMENTED TO ENSURE THAT THESE TWO SYSTEMS STUDENT INFORMATION SYSTEM ELEVATION DATA ARE IN SYNC AND PROCESS MODIFICATION AND ADDITIONAL CONTROLS SHOULD REDUCE THE INEFFICIENCIES AND RISK OF NONCOMPLIANCE IN THIS AREA.

MANAGEMENT AGREES WITH THIS RECOMMENDATION.

THE NEXT FINDING IS ABOUT WE'RE STAYING IN THE SAME ENGLISH LEARNER DOMAIN.

WE PERFORMED A STAFFING ANALYSIS TO DISCOVER THAT THE WORKLOAD FOR ENGLISH LEARNER STUDENT ADMINISTRATIVE TASKS, WHICH ARE SETTING UP LPAC MEETINGS, SOME OF THEM ASSESSING THE LPAC RESULT PROCESS, MONITORING THE STUDENTS AND YOUR LPAC MEETINGS VARIES GREATLY FROM CAMPUS TO CAMPUS DUE TO CURRENT STAFFING APPROACH.

I BELIEVE IN THE REPORT WE INCLUDED STUDENTS STAFF RATIOS AT THE ELEMENTARY AND SECONDARY LEVEL.

WE BELIEVE EXCESSIVE WORKLOADS COULD RESULT IN DELAYS IN MEETING MANDATED TIMELINES FOR LPAC.

ON THE RECOMMENDATION, WE RECOMMEND THE STAFFING FORMULA BE DEVELOPED BY THE LPAC STAFF.

FOR LPAC STAFF, WE INCLUDED SOME IMPLEMENTATION CONSIDERATIONS, SUCH AS CREATING AN ADVISORY COMMITTEE TO GUIDE THIS PROCESS.

AN INFORMED STAFFING TARGET COULD REDUCE THE NONCOMPLIANCE RISK IN THIS AREA, AND MANAGEMENT AGREES WITH IT.

EXCUSE ME. OUR NEXT FINDING IS IN THE IMMIGRANT STUDENT DOMAIN.

WE FOUND THAT OUR DATA ANALYSIS, THE DATA VALIDATION MONITORING CONTROLS WERE MISSING IN THE IMMIGRANT STUDENT IDENTIFICATION PROCESS.

THROUGH INTERVIEWS, WE DISCOVERED THAT MANY CAMPUS STAFF WERE NOT AWARE OF QUALIFYING CONDITIONS FOR AN IMMIGRANT STUDENTS, WHICH ARE STUDENTS BEING BETWEEN AGE 3 AND 21, BORN OUTSIDE THE US, AND NOT BEING WITH SCHOOLS OR BEING IN SCHOOLS FEWER THAN THREE ACADEMIC YEARS.

AS A RESULT OF THIS, THERE IS AN UNDER IDENTIFICATION OF IMMIGRANT STUDENTS WHICH WOULD IMPACT GISD FINANCIALLY AS A RECOMMENDATION.

WE WE THINK THAT TO MITIGATE THE RISK TO IDENTIFYING THIS POPULATION, THE DISTRICT SHOULD USE A SIMILAR STUDENT INFORMATION REPORTS THAT WE RAN SO THAT THESE ANALYSIS SHOULD BE ABLE TO HELP THE DISTRICT TO IDENTIFY PROPERLY IDENTIFY POTENTIAL IMMIGRANT STUDENTS SO THEY CAN USE THE FINANCIAL BENEFITS FROM THAT IDENTIFICATION.

MANAGEMENT AGREES WITH THIS RECOMMENDATION.

OUR FINAL FINDING WE'RE GOING TO COVER FROM THIS AUDIT REPORT WAS CONCERNED WITH PRE K STUDENT IDENTIFICATION.

WE PERFORMED ANALYSIS THAT COMPARED STUDENTS THAT WERE IDENTIFIED AS BEING INELIGIBLE FOR PRE K FUNDING TO THEIR DEMOGRAPHIC MARKERS, WHICH MAY HAVE INDICATED THAT THEY WERE IN FACT ELIGIBLE FOR PRE K FUNDING.

WE FOUND 125 STUDENTS THAT WERE CODED AS INELIGIBLE DID POSSESS ONE OR MORE ELIGIBILITY CRITERIA.

WHEN WE DID SOME DIGGING, WE DISCOVERED THAT THERE WAS NO REALLY REVIEW CONTROL IN PLACE ONCE A STUDENT WAS CODED AS BEING PRE K ELIGIBLE OR INELIGIBLE.

THIS WAS ANOTHER AREA WHERE WE WERE RELYING ON OUR CAMPUS DATA CLERKS TO PERFORM THE CODING, WHICH I KNOW YOU GUYS HAVE BEEN TO CAMPUSES.

YOU KNOW HOW CRAZY IT CAN BE IN THAT FRONT OFFICE.

AND THIS WAS SOMETHING WHERE WE WERE RELYING ON THEM TO DO THIS RIGHT.

WE THINK IF YOU DO THIS AUDIT CONTROL AND A KIND OF FULL POPULATION DATA VALIDATION CONTROL, IT WOULD GREATLY REDUCE THE POTENTIAL RISK OF MISSING OUT ON FUNDING FOR THESE PRE K STUDENTS AND MANAGEMENT.

SO THERE'S REALLY NO WAY OF KNOWING DID EVERY PERSON GET THE CORRECT AMOUNT OF PEIMS OR SIS TRAINING TO PERFORM THEIR JOB? WE RECOMMENDED IMPLEMENTING A CENTRALIZED SYSTEM TO MONITOR THAT, JUST TO MAKE SURE THAT OUR FOLKS ARE AS EQUIPPED AS THEY CAN BE TO PERFORM THEIR DATA ENTRY AND DATA VALIDATION TASKS. MANAGEMENT AGREED WITH THAT.

OUR SECOND RECOMMENDATION WAS A RESULT OF US FINDING SOME INAPPROPRIATE ACCESS TO THE SIS.

WE'RE RECOMMENDING TIGHTENING THIS UP, PROVIDING SOME ADDITIONAL TRAINING TO THESE CAMPUS CLERKS TO MAKE SURE THAT WE'RE ALL ON THE SAME PAGE.

THERE ARE COMMERCIALLY AVAILABLE SOLUTIONS THAT COULD HELP WITH THAT.

WE ULTIMATELY CONCLUDED THAT THIS RECOMMENDATION WAS SUBSTANTIALLY COMPLETE.

AND WHY THAT WAS, IS THAT WE OBSERVED A LOT OF ADDITIONAL DATA VALIDATION REPORTS THAT HAVE BEEN CREATED, WHICH WAS GREAT.

THE NEXT RECOMMENDATION WAS TO PROVIDE TRAINING AND GIVE ACCESS TO CAMPUS DATA CLERKS TO CODE AT RISK STUDENTS AND SKYWARD.

ORIGINALLY, WE FOUND A PROCESS AND EFFICIENCY WITHIN THE AT RISK CODING PROCESS FOR STUDENTS.

DATA CLERKS RECEIVE THOSE INFORMATION, BUT THEN DATA WAS INPUT INTO SKYWARD BY STUDENT SERVICES.

WERE YOU ABLE TO COME UP WITH MAYBE EVEN AN ESTIMATE? I THINK I THINK THAT YOUR STAFF, BOTH PEIMS AND STUDENT INFORMATION SYSTEM, BASED ON THE REPORTS WE RAN, LET'S SAY THE NUMBER OF IMMIGRANT STUDENTS WERE 1,000. WE THINK THAT THERE'S A POTENTIAL FOR 3,000 AND THEY KNOW THE RULES AND REGULATIONS.

DURING THE TIME WHEN WE WERE WORKING WITH THE EPA TO DO THE CLEANUP OF THAT AREA IN THAT NEIGHBORHOOD.

SO THIS SOLIDIFIES OUR COMMITMENT THAT WE MADE AT THE TIME THAT WE WOULD, AS A DISTRICT, PUT BACK THE GARDEN BETTER THAN WHAT IT WAS BEFORE.

AND SO THAT'S WHAT WE'RE THAT'S WHAT THIS AGENDA ITEM IS FOR.

I GO OVER THE GARDEN ITSELF QUICKLY, HISTORICALLY ABOUT THE GARDEN, IT WAS GROUNDBREAKING IN MAY OF 2018 IS WHEN THE CAMPUS STARTED THE GARDEN.

IT DEVELOPED OVER PHASES.

IT'S GOT A IT HAD A BEAUTIFUL BUTTERFLY GARDEN IN IT.

AND WHEN I SAY IT HAD THE CURRENT CONDITIONS ARE THAT THE GARDEN IS NOT OPERATIONAL.

AND SO THIS WOULD ALLOW US TO CREATE THE GARDEN OPERATIONAL AGAIN.

IT ALSO HAD KEYHOLE GARDEN IN THE FALL OF 2019 AND HAD A NATIVE PRAIRIE GARDEN IN THE SPRING OF 2020.

STUDENT PARTICIPATION WITHIN THE GARDEN SINCE ITS INCEPTION HAS GROWN EVERY YEAR.

TWICE YEARLY THE GARDEN HAD EVENTS WHERE THE STUDENTS WOULD ROTATE THROUGH THE GARDEN.

WE HAD PARTNERSHIPS WITH GROW GARDEN GROW.

WITHIN THAT WE ALSO HAD CAMPUS PARTICIPATION WHERE OUR TEACHER TOOK STUDENTS INTO THE GARDEN AND PARTICIPATED WITHIN THE GARDEN.

OUR COUNSELORS PARTICIPATED WITHIN THE GARDEN, AND EVEN OUR STUDENT NUTRITION SERVICES WORKED WITH THE CAMPUS TO OFFER THE STUDENTS A PROGRAM CALLED STUDENT NUTRITION HARVESTING.

IT WAS A VEGETABLE HARVESTING PROGRAM WITH OUR STUDENTS IN THE GARDEN.

AGAIN, THE COMMUNITY PARTICIPATION HAS BEEN VERY BROAD WITHIN THIS GARDEN, KEEP GARLAND BEAUTIFUL, GROW GARDEN GROW, THE BOY SCOUTS HAVE PARTICIPATED, THE CITY OF GARLAND PARKS BOARD HAS PARTICIPATED, GIVING GROVE, A DALLAS NONPROFIT, HAS ALSO PARTICIPATED IN OUR EDUCATIONAL GARDEN THERE AT PARK CREST ELEMENTARY.

SO GETTING BACK TO THAT GARDEN IS REALLY THE THE IMPETUS OF WHAT WE'RE TRYING TO ACCOMPLISH TODAY.

FUTURE PARTICIPATION.

I'VE SHARED WITH YOU WHAT WE'VE DONE IN THE PAST, WHERE WE'RE LOOKING AT TAKING THIS GARDEN.

STUDENTS ARE GOING TO UTILIZE THE GARDEN TO ENHANCE THEIR LEARNING THROUGH EXPERIENCE, THROUGH HANDS ON EXPERIENCE, GROW GARDEN GROW IS GOING TO CONTINUE TO WORK ALONGSIDE OUR TEACHERS. AND THEN THE GOAL FOR THE CAMPUS IS TO TO CREATE A MINIMUM OF 20 MINUTES A WEEK FOR OUTDOOR EDUCATION WITHIN THE GARDEN. THAT'S WHAT EVERY GREAT GROUP IN THE CAMPUS.

THIS IS JUST A SKETCH OF THE GARDEN ITSELF.

I KNOW IT'S A LITTLE SMALL TO SEE, BUT WHAT WE'RE LOOKING AT DOING THERE, THE GARDEN ITSELF WILL CREATE WILL CREATE VARIOUS STATIONS WITHIN THE GARDEN FOR THE LEARNING EXPERIENCE FOR OUR STUDENTS.

AND I HAVE DONE A LOT OF RESEARCH AND AND IT BOTHERS ME THAT THESE COMPANIES THAT WE LOOKED AT REALLY HAVE NO HISTORY OTHER THAN THEY'RE HERE TO COLLECT A LOT OF MONEY THAT'S ON THE TABLE FROM SCHOOL BOARDS.

THAT BOTHERS ME MORE THAN ANYTHING.

I CAN TELL ANYONE BECAUSE IT'S NOT A SOLUTION.

IT IS JUST SIMPLY A THING TO MAKE US FEEL GOOD.

SO I SPOKE WITH MANY COMPANIES WITHIN THE TRI-CITIES TO ASK THEM THEIR OPINION OF THIS AND WHAT THEY'RE OFFERING.

OKAY. AND I COULD NOT FIND ONE COMMUNITY ADVOCATE.

I COULD NOT FIND ANY OF OUR SOCIAL SERVICES.

I COULD NOT FIND ANY OF THEM THAT THAT DID NOT SAY, IF THIS REALLY DOES WHAT THEY SAY IT DOES, THEY HAVE CURED A PROBLEM THAT HAS BEEN GOING ON FOR HUNDREDS OF YEARS.

WE ALL KNOW I'M A FIRM BELIEVER IN NAMI AND THEY'VE BEEN IN THE BUSINESS FOR 43 YEARS, SINCE 1979, AND THEY KNOW NOTHING ABOUT THIS.

AND THEY, QUITE FRANKLY WERE JUST AS QUESTIONABLE BECAUSE OF ALL THE LAWS AND RULES THAT DEAL WITH MENTAL HEALTH.

THEY REALLY CAN'T PROVE TO US THAT THEY'RE DOING WHAT THEY'RE SAYING THEY'RE DOING.

THEY CAN PROVIDE A REALLY PRETTY DASHBOARD, BUT THEY CAN'T PROVE THAT THEY'RE PUTTING TOGETHER THE RIGHT PEOPLE AND THE RIGHT PLACE.

AND A COUNSELOR IS NOT.

THERE'S MANY TYPES OF COUNSELORS.

AND IF YOU DON'T BELIEVE ME, I'M HAPPY TO SHARE MY RESEARCH OF ALL THE DIFFERENT KIND OF COUNSELORS THAT THERE ARE.

AND YOU CAN'T JUST GO TO A COUNSELOR.

I MEAN, IT'S VERY SPECIFIC.

DO YOU NEED MEDS PROVIDED.

THAT'S SOMETHING AND COUNSELORS CAN'T DO THAT.

I MEAN, IT'S, YOU KNOW, DO YOU NEED PERHAPS TO BE TESTED AND HAVE SOME PROFESSIONAL DIAGNOSIS DONE? BUT MOSTLY WHAT PEOPLE DON'T SEEM TO UNDERSTAND IS YOU'RE NEVER GOING TO CURE MENTAL ILLNESS.

DEALING WITH THE ENTIRE FAMILY, NOT JUST THE STUDENT AS TIME AND NUMEROUS STUDIES OVER THE LAST 20 TO 30 YEARS HAVE PROVEN OFTEN THAT MENTAL ILLNESS IS MORE HEREDITARY AND HAS BEEN PRESENT IN ONE OR MORE OF THE PARENTS AND MAYBE OTHER SIBLINGS, BUT HAS NOT BEEN DIAGNOSED.

AND THAT IS WHY THE BUY IN IS SOMETIMES SO INCREDIBLY DIFFICULT.

AND THEN YOU ADD THE DIFFERENT CULTURES.

THIS IS AN EMBARRASSMENT.

MENTAL HEALTH IS AN EMBARRASSMENT.

IT'S A SHAME.

THIS IS NOT SOMETHING THAT YOU RUN OUT.

I MEAN, YOU'LL RUN OUT AND SAY YOU GOT CANCER A WHOLE LOT FASTER THAN YOU'LL SAY YOU'VE GOT MENTAL ILLNESS.

KNOWING WHAT I KNOW, I DON'T FEEL COMFORTABLE COMMITTING OUR STUDENTS AND PARENTS AND OUR TAXPAYERS ULTIMATELY INTO AN EQUIVALENT OF A REAL LIFE EXPERIMENT FOR OUR MOST VULNERABLE SOCIETY.

WE ARE, IN ESSENCE, PROMISING THEM HELP BY PROVIDING THEM A RESOURCE THAT REALLY IS NOT TRIED AND TRUE.

IT'S NOT.

I PERSONALLY WILL NOT BE ABLE TO LOOK STUDENTS, PARENTS, TAXPAYERS IN THE EYE AND TELL THEM TO TRUST US ON THIS NEW COMPANY THAT IS ONLY MARKETING TO SCHOOLS AND ONLY MARKETING TO FREE MONEY, THEY HAVE THE SOLUTION THAT NO ONE ELSE HAS FIGURED OUT IN HISTORY.

BUT TRUST US, WE FOUND THE ONE COMPANY.

WE NEED PROGRAMS TO DETECT DESTIGMATIZE MENTAL HEALTH NOT ONLY FOR OUR KIDS, BUT ARE FOR OUR FAMILIES.

AND I'M GOING TO GO BACK TO NAMI AGAIN.

THEY WOULD LOVE TO COME INTO OUR SCHOOLS.

THEY CAN PROVIDE THESE RESOURCES.

THEY CAN PROVIDE THE COUNSELORS AND ALL THAT.

I SPOKE WITH THEM. THEY HAVE THE RESOURCES.

IF THEY'RE PROMISING TO TAKE CARE OF ALL THE APPOINTMENTS THEY'LL LET THE PARENTS SIGN OVER EVERYTHING TO THEM.

WELL, GREAT, BECAUSE THAT'S THEIR GUARANTEE OF MONEY.

BUT THAT IS NOT THE LONG TERM SOLUTION.

IF WE DON'T ASSIST THESE FAMILIES AND THESE PARENTS IN LEARNING HOW TO DEAL WITH THE DISEASE, IT WILL NEVER, EVER, EVER GO AWAY.

THAT THEY CAN ONLY HOPE TO MANAGE.

AND IN SOME CASES THE MANAGING ISN'T EVEN THAT GREAT, BUT THEY HAVE TO COME TO TERMS WITH IT.

SO AM I PASSIONATE ABOUT THIS? I ASK THE QUESTIONS, WHERE DO THEY GET THEIR MONEY? THEY GET IT FROM ESSER, TITLE IX, MEDICARE, MEDICAID, CARES ACT, ALL THAT KIND OF STUFF.

THEY'RE GOING TO MARKET IT TO CORPORATIONS.

I HIGHLY DOUBT THAT WILL HAPPEN ONLY BECAUSE OF; I STRUGGLE WITH THE LIABILITY AS WELL.

WE HAD AN EVENT NOT TOO LONG AGO LAST MONTH AT ONE OF OUR HIGH SCHOOLS, AND WE'VE BEEN PARTNERING WITH THEM AND SPEAKING WITH THEM ABOUT HAVING PARENT PRESENTATIONS AT ALL OF OUR SCHOOLS, BECAUSE THE GOAL IS TO ADDRESS THE EDUCATION PART ABOUT AND DISPEL ALL THE MYTHS ASSOCIATED.

SO YOU'RE ABSOLUTELY CORRECT.

IN REGARDS TO THE EDUCATION PIECE, WHAT NAMI DOES IS THEY DON'T PROVIDE CARE COORDINATION DIRECTLY TO FAMILIES.

THEY CONNECT FAMILIES WITH RESOURCES AND CONNECT FAMILIES WITH OTHER OTHER PEOPLE WHO HAVE HAD ISSUES AND ALMOST SUPPORT GROUPS FOR FAMILIES TO WHERE FAMILIES CAN GET TOGETHER.

THAT IN ITSELF IS NOT THE SAME AS A WARM SEND OFF AS FAR AS A CARE COORDINATION, NOR DOES IT EVEN PROVIDE AS FAR AS THE, IT'S A REFERRAL OF A REFERRAL.

AND THAT'S KIND OF WHAT'S HAPPENING WITHIN NAMI.

IN ADDITION, WE'VE HAD, THERE WAS 312 STUDENT SUICIDE INTERVENTION PROTOCOLS.

THERE WERE, WHICH LED TO 275 OF THOSE REFERRING TO OUTSIDE AGENCIES.

AND WE'VE HAD ABOUT 145 STUDENT WELFARE CHECKS THAT THE TRI-CITY POLICE OFFICERS HAVE DONE IN CONJUNCTION WITH PROVIDING THAT SUPPORT.

I KNOW LAST YEAR THERE WERE OVER 40 FB HOSPITALIZATIONS OF STUDENTS WHO WERE HOSPITALIZED AND ABOUT 180 CONTENT KEEPER MESSAGES WHERE STUDENTS WERE SEARCHING THINGS SUCH AS, YOU KNOW, INAPPROPRIATE THINGS IN REGARDS TO SHOOTING, IN REGARDS TO WHAT HAPPENS WHEN YOU DIE, OR DIFFERENT TYPES OF MESSAGES THAT ARE ALARMING, THAT RAISES A RED FLAG.

AND THAT'S JUST THINGS WE CAN SEE FROM DATA THAT WE CAPTURE.

CONSIDER APPROVAL OF INCREASE IN AWARDED AMOUNT FOR STUDENT EDUCATIONAL TRAVEL SERVICES AND ITEM NUMBER THREE IS CONTRACT 325-22-02, CONSIDER APPROVAL AND APPROVAL OF INCREASE IN AWARDED AMOUNT FOR TESTING AND ASSESSMENT.

LOPEZ, DO WE HAVE A NEED FOR AN EXECUTIVE SESSION? NO, BUT MAY I MAKE A CLARIFICATION ON ONE OF THE INCREASE AWARDS THAT WAS PURCHASED FOR FINE ARTS FOR TRAVEL? I JUST WANT TO MAKE IT CLEAR FOR EVERYBODY WE'RE NOT PAYING FOR EVERYBODY'S OUT OF TOWN TRAVEL.

EVERYTHING IS IN AGGREGATE AND GOES UNDER ONE, GOES UNDER ONE CONTRACT.

SO WHEN THAT CONTRACT REACHES A CERTAIN THRESHOLD, IT NEEDS BOARD APPROVAL.

BY DOING THIS, YOU'RE COVERING ALL THAT, WHICH YOU'RE ALSO COVERING IS IF OUR BANDS OR OUR FINE ARTS PROGRAMS GET A SPECIAL RECOGNITION, ROSE BOWL PARADE, STATE COMPETITION GOING TO CHICAGO, THEN WE WILL INCUR THE COST AND IT WOULD BE PART OF THIS BIG BID.
