GOOD EVENING. IT IS 5:00, AND THIS IS A REGULAR CALLED MEETING OF THE GARLAND INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES.

PLEASE STAND FOR THE PLEDGE OF ALLEGIANCE.

[I. Call to Order and Determination of a Quorum]

I WAS REMISS BEFORE PLEDGING ALLEGIANCE TO OUR FINE NATION, I WAS TO DETERMINE A QUORUM, WHICH WE DO HAVE ONE PRESENT.

TRUSTEE SELDERS WILL NOT BE IN ATTENDANCE TONIGHT AS HE HAS FAMILY OBLIGATIONS, BUT WE WILL MOVE FORWARD WITH THE SIX BOARD MEMBERS THAT ARE HERE.

ITEM THREE ON OUR AGENDA IS PUBLIC FORUM.

[III. Public Forum]

MEMBERS OF THE PUBLIC WHO WISH TO MAKE COMMENTS MAY COMPLETE A PUBLIC COMMENT PARTICIPATION REQUEST FORM HERE AT THE HARRIS HILL ADMINISTRATION BUILDING AT THE START OF THE MEETING INDICATED IN THE POSTED NOTICE.

I DO HAVE A CARD TODAY.

MS. LUCERO CAZARES RODRIGUEZ.

IT WAS GOOD TO SEE YOU AGAIN, MA'AM.

WELL, YOU KNOW THE DRILL.

YOU HAVE THREE MINUTES OF TIME.

DR. RINGO WILL KEEP THE TIME, AND AT THE END OF THREE MINUTES, THAT WILL BE THE END.

THE BOARD CAN HEAR YOUR COMMENTS, BUT CANNOT RESPOND DIRECTLY TO THEM AT THIS TIME.

THANK YOU VERY MUCH. AND YOUR TIME WILL BEGIN WHEN YOU BEGIN SPEAKING.

GOOD EVENING BOARD OF TRUSTEES PRESIDENT JOHNSON AND SUPERINTENDENT DR.

LOPEZ. MY NAME IS LUCERO CAZARES.

I LIVE AT 319 BROOKVIEW DRIVE, LAVON, TEXAS.

75166. I AM A PRODUCT OF GISD.

I WENT TO SCHOOL AT SAM HOUSTON MIDDLE SCHOOL, THEN GARLAND HIGH SCHOOL, AND HAVE WORKED IN GISD MY WHOLE CAREER.

TONIGHT, I AM HERE TO SPEAK TO YOU AS THE PRESIDENT OF GARLAND EDUCATION ASSOCIATION.

THE GEA IS MADE UP OF ALL LEVELS OF EMPLOYEES OF THE DISTRICT, FROM CUSTODIANS AND BUS DRIVERS TO TEACHERS AND ADMINISTRATORS.

WE ARE VERY THANKFUL FOR THE RAISE THAT WE RECEIVED LAST SCHOOL YEAR WELL THIS SCHOOL YEAR BUT THAT YOU GUYS APPROVED LAST YEAR.

I KNOW THAT OTHER DISTRICTS LOOK TO GARLAND TO SEE WHAT WE'RE GOING TO DO AND MANY FOLLOWED SUIT AND EVEN TRIED TO ONE UP GISD.

THIS BOARD HAS ALWAYS PUT ITS EMPLOYEES FIRST.

THEY HAVE ALWAYS MADE US EMPLOYEES FEEL VALUED AND CARED FOR.

THIS YEAR, AS THE BUDGET IS BEING PLANNED AND RAISES ARE BEING TAKEN INTO CONSIDERATION, I, ON BEHALF OF GEA, ASK YOU TO CONSIDER AN ACTUAL RAISE FOR EMPLOYEES WHO HAVE BEEN WITH THE DISTRICT FOR MORE THAN 15 YEARS.

MANY EMPLOYEES WHO HAVE BEEN EMPLOYED FOR GARLAND FOR 20 PLUS YEARS DID NOT RECEIVE AS BIG OF A RAISE AS YOU WOULD HAVE THOUGHT.

YES, THERE WAS A COST OF LIVING RAISE, WHICH WE ARE VERY THANKFUL FOR, BUT IT DID NOT BENEFIT TEACHERS AND EMPLOYEES WHO HAVE BEEN WITH THE DISTRICT FOR MANY YEARS AS MUCH AS THE ONES WHO HAVE JUST JOINED US BECAUSE IT WAS DONE FROM THE MIDPOINT.

THESE TEACHERS AND EMPLOYEES ARE ALREADY PAST THE MIDPOINT.

SOME OF THEM ARE SIGNIFICANTLY PAST THE MIDPOINT AND DID NOT RECEIVE A SIGNIFICANT BUMP TO OUTDO THE COST OF INFLATION.

OUR VETERAN TEACHERS ARE THE ONES WHO ARE MEETING THE NEEDS OF THE NEW TEACHERS.

THEY'RE THE ONES WHO ARE BECOMING MENTORS AND LEADERS ON OUR CAMPUSES.

THEY NEED US. THEY NEED US TO BE ABLE TO BE THEIR VOICE.

THEY NEED US TO BE ABLE TO KNOW THAT THEY ARE CARED FOR, THAT THEY ARE, THAT THEY MATTER, AND THAT THEY'RE SEEN BY OUR BOARD AND OUR DISTRICT.

IT'S TIME TO REWARD THEM.

TIME TO REWARD OUR VETERAN EMPLOYEES, EMPLOYEES ALL OVER THE DISTRICT WHO HAVE BEEN WITH GARLAND THEIR WHOLE CAREERS.

ONCE AGAIN, I AM THE PRESIDENT OF GARLAND EDUCATION ASSOCIATION, AND I'M ASKING THIS BOARD TO CONSIDER AN ACTUAL RAISE FOR AN EMPLOYEES WHO HAVE A MINIMUM OF 15 YEARS EXPERIENCE. THANK YOU.

THANK YOU, MA'AM. ANY OTHER CARDS, MS. HOGAN? SEEING THERE ARE NO OTHER CARDS.

WE'LL MOVE ON TO AGENDA ITEM FOUR INFORMATION ITEMS EVIDENCE OF EXCELLENCE.

WE ARE GOING TO FIRST RECOGNIZE ALL STATE FINE ARTS STUDENTS, THE INCOMPARABLE JOSEPH FIGARELLI.

[IV.A.3. Recognize 2021-2022 Teacher Incentive Allotment Designated Teachers]

TEACHERS. DR.

SUSANNA RUSSELL. GOOD EVENING PRESIDENT JOHNSON, TRUSTEES AND DR.

LOPEZ. IT IS NO SECRET THAT GREATNESS OCCURS IN OUR CLASSROOMS EVERY SINGLE DAY IN WAYS BOTH LARGE AND SMALL, IN EVERY SINGLE SCHOOL ACROSS OUR AMAZING DISTRICT GARLAND ISD TEACHERS POUR KNOWLEDGE, LIGHT, LOVE AND HOPE INTO THEIR STUDENTS.

THEIR EFFORTS AND RESULTS ARE ACKNOWLEDGED IN THEIR SCHOOLS OR THEIR CLASSROOMS, BUT RARELY ARE THERE OPPORTUNITIES FOR THEM TO BE TO GAIN BROADER RECOGNITION AT THE DISTRICT, LET ALONE THE STATE LEVEL.

THE TEXAS TEACHER INCENTIVE ALLOTMENT, ESTABLISHED IN 2019 BY HOUSE BILL THREE, WAS DESIGNED TO HIGHLIGHT EDUCATIONAL EXCELLENCE THROUGH THE LENS OF STUDENT GROWTH, PROVIDING TEACHER DESIGNATIONS AT THE RECOGNIZED EXEMPLARY AND MASTER LEVELS.

THIS MODEL CREATES A PATH FOR OUTSTANDING TEACHERS TO EARN A SIX FIGURE SALARY, WHICH IN TURN CAN HELP KEEP OUR MOST IMPACTFUL TEACHERS IN THE CLASSROOM.

THIS YEAR, FOR THE VERY FIRST TIME, GARLAND ISD TEACHERS HAVE EARNED THIS COVETED RECOGNITION, WHICH BRINGS WITH IT A FINANCIAL AWARD, AN OFFICIAL DESIGNATION ON THEIR TEACHER CERTIFICATION.

TONIGHT, WE COME BEFORE YOU TO ACKNOWLEDGE 65 GARLAND ISD TEACHERS WHO HAVE EARNED A DESIGNATION AS A TEACHER INCENTIVE ALLOTMENT EDUCATOR.

AT THE RECEPTION EARLIER THIS EVENING, YOU HAD THE OPPORTUNITY TO MEET THEM AND THEIR FAMILIES.

AND TONIGHT, WHILE WE CANNOT INDIVIDUALLY RECOGNIZE EACH OF THOSE TEACHERS, IT IS MY SINGULAR HONOR TO RECOGNIZE THE SIX TEACHERS FROM GARLAND ISD.

WE ACTUALLY HAVE SEVEN, BUT ONE IS NOT ABLE TO BE HERE WHO HAVE EARNED THE HIGHEST TIA DESIGNATION AS MASTER TEACHERS AND WHO ARE HERE TO REPRESENT ALL OF THE GARLAND ISD NEWLY DESIGNATED TIA TEACHERS.

GARLAND ISD DESIGNEES HAVE MASTERED THEIR SUBJECT MATTER, FINE TUNED THEIR INSTRUCTIONAL STRATEGIES AND ARE EXPERTS AND RELATIONSHIP BUILDERS WITH THEIR COLLEAGUES, STUDENTS AND FAMILIES.

THEY KNOW THE DEEP AND LASTING IMPACT OF THEIR INFLUENCE IN EVERY SPHERE.

THEY DEMONSTRATE THAT EVERY SMILE COACHING MOMENT, ACT OF KINDNESS, MOTIVATION AND DEMONSTRATION OF THEIR COMMITMENT CHANGES THE TRAJECTORY OF THEIR STUDENTS LIVES. IT IS MY HONOR TO INTRODUCE OUR TIA DESIGNATED MASTER TEACHERS AND THE TIA DESIGNATED TEACHERS THEY REPRESENT TONIGHT.

SO, AS I CALL YOUR NAME, IF YOU WILL COME FORWARD.

KATY BOURNE FROM SACSHE HIGH SCHOOL, MR. ALEXANDER BROWN FROM SACHSE IS NOT ABLE TO BE HERE WITH US.

AMANDA DOUGLAS FROM SACSHE HIGH SCHOOL.

WAIT, AND IF YOU'LL STAY UP HERE, I HAVE ONE MORE TASK FOR YOU BESIDES PHOTOS.

MARIA GONZALEZ FROM CISNEROS PRE-K.

COME BACK, COME BACK.

STAY RIGHT HERE. ETTA BROWN FROM PARSONS PRE-K, DENISE SHUPE FROM SACSHE HIGH SCHOOL, AND SILVIA VALDEZ VASQUEZ FROM BRADFIELD ELEMENTARY SCHOOL.

AND I HAVE HERE A VERY LARGE PORTRAIT OF ALL OF OUR TIA DESIGNATED TEACHERS THAT I'M GOING TO ASK YOU TO HOLD.

LET'S GIVE THIS TEAM A STANDING OVATION, PLEASE.

MOVING

[00:20:48]

ON TO INFORMATION ITEM 4B1, SPECIAL RECOGNITION.

[IV.B.1. Recognize Sachse Swingsters]

RECOGNIZE THE SACHSE SWINGSTERS, AND THAT WOULD BE JOSEPH FIGARELLI ONCE MORE.

GOOD EVENING BOARD PRESIDENT JOHNSON, BOARD OF TRUSTEES AND DR.

LOPEZ. THE SACHSE SWINGSTERS TRAVEL TO HAWAII TO COMPETE AT THE CROWD PLEASERS NATIONAL DRILL TEAM COMPETITION.

IN ADDITION TO COMPETING, THE SWINGSTERS WERE INVITED TO PERFORM ON THE USS MISSOURI AT PEARL HARBOR.

PEARL HARBOR FLEW A FLAG IN HONOR OF GARLAND ISD AND SACHSE HIGH SCHOOL.

TONIGHT, MISS DIANE CRAIG WILL MAKE A SPECIAL PRESENTATION TO THE BOARD OF TRUSTEES.

PLEASE HELP ME WELCOME DIANE CRAIG, DIRECTOR OF THE SACHSE HIGH SCHOOL SWINGSTERS VARSITY DRILL TEAM.

GOOD EVENING, EVERYONE.

I'M MISS CRAIG. I'M THE SWINGSTERS DIRECTOR FROM THE SACHSE HIGH SCHOOL.

AND AS YOU HEARD, WE JUST GOT BACK FROM HAWAII.

I'M HERE TODAY WITH MY SWINGSTERS OFFICERS AND MY FELLOW DIRECTOR, AND WE HAVE A SMALL GIFT THAT WE WOULD LIKE TO PRESENT TO THE SCHOOL BOARD AS WELL AS A SMALL PRESENTATION TO TELL YOU GUYS ABOUT OUR TRIP.

HELLO EVERYONE. MY NAME IS ALI GLICK AND I'M A FORMER SACHSE HIGH SCHOOL STUDENT.

FOR THE PAST THREE MONTHS, I'VE BEEN BLESSED ENOUGH TO HELP MISS CRAIG AND ASSIST HER WITH BOTH THE JV AND VARSITY TEAMS, AND I'M VERY EXCITED TO BE BACK IN THE SCHOOL DISTRICT AND EXPERIENCE IT FROM A DIFFERENT POINT OF VIEW.

SO IT'S BEEN A REAL PLEASURE HAVING A FORMER SWINGSTER COME BACK AND WORK WITH US.

THAT'S BEEN AWESOME.

OKAY, SO WE HAVE A SHORT LITTLE IMOVIE FOR YOU REAL QUICK.

OKAY, SO IT'S ON THE SIDE SCREENS.

SOME OF MY PHOTOS FLIPPED.

BUT AS YOU CAN TELL FROM THE IMOVIE, WE JAM PACKED THE TRIP WITH A LOT OF DIFFERENT ACTIVITIES.

THE OFFICERS ARE GOING TO SHARE KIND OF THEIR STUDENT PERSPECTIVE.

WE HAD A DRILL TEAM DAD WHO IS A FORMER MARINE, AND HE WAS STATIONED AT PEARL HARBOR AND HE WAS RESPONSIBLE FOR PLANNING THE 60TH ANNIVERSARY.

AND HE SHARED WITH US THAT HE HAD INVITED JAPANESE FIGHTER PILOTS TO COME BACK.

HE INVITED 150 AND 100 CAME.

SO GETTING TO HEAR HIS EXPERIENCE, LIVING THROUGH THAT, LIVING THERE, AND THEN FOR US TO GO SEE IT IN PERSON, YOU'LL GET TO HEAR SOME OF THE STUDENT ACCOUNTS, SMALL LITTLE THINGS LIKE BEACH DAY AND THE HIKE AND THE COMPETITION DAY.

WE JUST JAM PACKED THE TRIP WITH QUITE A BIT OF INFORMATION.

SO I'M GOING TO TURN IT OVER TO MY OFFICERS REAL QUICK.

HELLO, MY NAME IS TYLER TUBES.

[00:25:02]

I'M A JUNIOR LIEUTENANT ON THE SACHSE SWINGSTERS, AND I'M VERY GRATEFUL TO HAVE BEEN GIVEN THE OPPORTUNITY TO VISIT PEARL HARBOR WITH SUCH A KIND.

THANK YOU, WITH SUCH A KIND AND RESPECTFUL GROUP OF GIRLS.

WE HAD THE OPPORTUNITY TO TOUR AND PERFORM ON THE BATTLESHIP MISSOURI BASE AND RECEIVE A FLAG THAT WAS FLOWN OVER THE MEMORIAL.

LATER IN THE DAY, WE TOOK A FERRY TO THE ARIZONA BATTLESHIP MEMORIAL, WHERE WE EACH TOSSED FLOWERS FROM OUR LEIS INTO THE WATER IN HONOR OF THOSE WHO HAVE SERVED.

IT WAS A VERY POWERFUL AND IMPACTFUL EXPERIENCE THAT I'LL NEVER FORGET.

HI, MY NAME IS MIKAYLA MATHIS.

I AM A JUNIOR LIEUTENANT. TODAY I WILL BE TALKING ABOUT ALL THE FUN ACTIVITIES WE DID IN HAWAII.

SOME TEAM MEMBERS WENT ON THE DIAMOND HEAD HIKE, A DORMANT VOLCANO, WHICH WAS DEFINITELY WORTH THE EXPERIENCE.

THE VIEWS WERE AMAZING AND A LOT OF THE GIRLS HAD NEVER SEEN ANYTHING LIKE IT BEFORE.

OUR AP, MISS FULLER, WAS OUR NUMBER ONE SUPPORTER THROUGHOUT THE CONTEST DAY.

SHE WAS CHEERING US ON DURING EVERY ROUTINE.

AT THE LUAU, WE WERE ABLE TO GET ON THE STAGE TO LEARN A HULA DANCE BY THE POLYNESIAN DANCERS.

THE COMPETITION DAY IN HAWAII WAS A PERFECT ENDING TO A GREAT SEASON.

MY FAVORITE PART WAS WHEN THE PARENTS WERE LINED UP IN A VICTORY LINE CHEERING US ON AT THE END OF THE DAY.

HI, MY NAME IS LEAH PEREZ AND I'M THE FIRST LIEUTENANT.

IN HAWAII, WE WERE ABLE TO EXPERIENCE A WHOLE OTHER CULTURE.

WE ATTENDED A LUAU AND GOT TO TRY A BUNCH OF NEW FOODS THAT MOST OF THE TEAM WOULDN'T HAVE GOT TO EXPERIENCE IF IT WEREN'T FOR THIS TRIP.

DURING THE LUAU, WE GOT TO WATCH A BIG CULTURAL MOMENT IN HAWAII, WHICH IS WHERE A PIG THAT IS COOKED IN THE GROUND ALL DAY GETS PULLED OUT AND PREPARED FOR US TO EAT.

WE ALSO TOOK A HULA CLASS ON THE BEACH AND LEARNED EACH MOVEMENT TELLS A PART OF THE STORY AND WE GET STRENGTH FROM THE EARTH, SO WE HAVE TO USE OUR PLIÉ.

WE EVEN GOT THE CHANCE, EXCUSE ME, TO USE TRADITIONAL INSTRUMENTS.

WE WERE TAUGHT HOW TO USE THEM AND WE PASS THEM AROUND TO HOLD AND USE.

HI, MY NAME IS EMMA UPCHURCH AND I'M THE CAPTAIN OF THE SWINGSTERS.

THANK YOU, MR, FIGARELLI AND GISD FOR ALLOWING THE SWINGSTERS TO BE A PART OF SUCH A GREAT OPPORTUNITY.

THANK YOU FOR VALUING DANCE AND FINE ARTS AND FOR CREATING THE DANCE FESTIVAL WHERE DANCE IS THE FOCUS OF THE DAY AND WE WERE ABLE TO PERFORM.

THANK YOU, MISS SOLIS, FOR POPPING INTO PRACTICE AND HELPING OUR TEAM GROW BY OFFERING ASSISTANCE.

AND THANK YOU MR FIGARELLI, WHO TAKES TIME AT FRIDAY NIGHT GAMES TO SPEAK TO US AND WATCH US PERFORM.

SO I'M GOING TO WRAP THINGS UP.

AS YOU CAN TELL, YOUR PRESENCE MEANS A LOT TO US.

WE HAD A SCHOOL BOARD MEMBERS COME TO THE GISD FINE ARTS DANCE DAY.

MR. FIGARELLI, MY KIDS KNOW WHO HE IS.

AND IN A DISTRICT THAT'S BIG, THAT'S KIND OF A BIG DEAL.

AND HE SPEAKS TO US AND WE KNOW HIM IF HE'S IN THE SCHOOL, IN THE HALLWAYS, AT FOOTBALL GAMES ON FRIDAY NIGHT, AND IT'S A BIG DEAL THAT WE HAVE ADULTS THAT SUPPORT US.

THE TRIP GAVE MY KIDDOS A CHANCE TO EXPERIENCE HOW ART OF DANCE AND OUR NATION'S HISTORY COME TOGETHER IN REAL LIFE.

MY CAPTAIN EMMA HAD THE CHANCE TO SUPPORT HER GRANDMOTHER.

HER GRANDMOTHER, BRENDA MONK, FOUND HER UNCLES NAMES ON THE WALL OF THE FALLEN, AND BRENDA HAD A MOMENT AND EMMA WAS ABLE TO GO OVER THERE AND CONSOLE HER GRANDMOTHER.

AND SO THAT WAS A REALLY COOL OPPORTUNITY FOR GENERATIONS TO BE THERE FOR EACH OTHER.

AS YOU SAW IN THE SLIDESHOW, TWO OTHER GIRLS FOUND THEIR GREAT, GREAT GRANDFATHER'S NAMES.

I'M VERY THANKFUL TO TEACH IN A DISTRICT WHERE MY PRINCIPAL SHAE CREEL AND THE ENTIRE DISTRICT BELIEVE IN TEACHING OUTSIDE THE BOX REACHING KIDDOS, AND THAT YOU UNDERSTAND FINE ARTS LIKE DANCE HELPS US BECOME BETTER PEOPLE AND BETTER HUMANS.

SO ON BEHALF OF THE SACHSE SWINGSTERS, WE WOULD LIKE TO PRESENT A GIFT TO OUR SCHOOL BOARD.

THIS AMERICAN FLAG WAS FLOWN OVER PEARL HARBOR IN HONOR OF SACHSE, TEXAS.

AND AGAIN, WE THANK YOU SO MUCH FOR THIS OPPORTUNITY.

THERE'S SO MUCH. I WILL POINT OUT TWO THINGS.

ONE, THERE'S NEVER BEEN A LUAU CLASS THAT PROBABLY TOOK TO IT AS FAST AS THESE GIRLS DID.

AND I TOOK ONE.

I GUARANTEE YOU IT DIDN'T GO AS WELL FOR ME AS IT DID.

AND I'LL ALSO POINT OUT, JOSEPH, THAT THIS IS BETTER THAN INDIANA.

SO KEEP THAT MR. WOW,

[00:30:22]

WHAT A PRESENTATION AND WHAT AN ADVENTURE THOSE GIRLS HAD.

IT WAS AWESOME.

GREAT FOR GREAT FOR THE DISTRICT AND GREAT FOR THEM.

NEXT ENTRY IS GOING TO BE GOING THE EXTRA MILE, OUR GYM AWARD RECOGNIZING GOING THE EXTRA MILE RECIPIENT MATT YEAGER, OUR VERY

[IV.C.1. Recognize Going the Extra Mile (GEM) Recipient Matt Yeager]

OWN MATT YEAGER SITTING OVER THERE, SHERESE NIXON.

MR YEAGER IF YOU'D JOIN ME AT THE PODIUM.

OKAY. PRESIDENT JOHNSON, BOARD OF TRUSTEES.

DR. LOPEZ. GOOD EVENING.

GOOD TO SEE YOU. I'M EXCITED TO STAND BEFORE YOU TO RECOGNIZE OUR ASSISTANT SUPERINTENDENT FOR TECHNOLOGY, MATT YEAGER.

HIS CALMING PRESENCE AND HIS LEADERSHIP KEPT THE DISTRICT TECHNOLOGY OPERATIONS RUNNING SEAMLESSLY THROUGH COVID.

THE WORK HE HAS DONE WITH THE TECHNOLOGY TEAMS HELPED COMPLETE ALL THE TECHNOLOGY NEEDS FROM THE 2014 BOND PROGRAM, AND HE AND HIS TEAM'S INSIGHTS HELPED BUILD THE 2023 BOND PROGRAM. PERSONALLY AND PROFESSIONALLY.

HE HAS MADE ME BETTER AT WHAT I DO.

BUT FINALLY, THE REASON HE HAS BEEN RECOGNIZED THIS EVENING IS BECAUSE MR. YEAGER HAS BEEN APPOINTED BY GOVERNOR GREG ABBOTT TO SERVE ON THE GOVERNOR'S BROADBAND DEVELOPMENT COUNCIL.

THE COUNCIL WORKS TO STUDY AND IDENTIFY WAYS TO PROVIDE INTERNET ACCESS TO UNDERSERVED AREAS OF TEXAS.

MR. YEAGER IS THE ONLY EDUCATOR APPOINTED TO SERVE ON THIS VITAL COMMITTEE, AND HIS VOICE PROVIDES A SEAT AT THE TABLE FOR THE 5.4 MILLION STUDENTS IN TEXAS PUBLIC SCHOOLS.

MR. YEAGER WHAT YOU DO HAS A FAR GREATER IMPACT THAN WHAT YOU SAY.

AND I'M PROUD OF THE WORK YOU DO FOR ALL OF GARLAND ISD.

THANK YOU. THANK YOU.

IT'S VERY HUMBLING.

YOU KNOW, I'M NOT VERY I DON'T SPEAK OUT ABOUT MYSELF OR ANYTHING, BUT IT'S VERY HUMBLING AND AND VERY HONORED BY THIS APPOINTMENT.

I DO HAVE IF YOU NOTICE, I HAVE A PASSION FOR ALL KIDS, NO MATTER WHO THEY ARE, THAT WE MAKE SURE THAT THEY HAVE DEVICES AND THEY'RE CONNECTED.

IT'S VITAL FOR EDUCATION ACROSS.

AND SO WITH THAT PUSH BEEN RECOGNIZED TO GO FURTHER OUTSIDE OF THE COMMUNITY OF GARLAND ISD, THEY'RE ALWAYS THERE.

AND BUT I WANT TO SERVE EVERYONE.

SO FOR ALL TEXANS UNDERSERVED ACROSS THE STATE.

SO I'M VERY PRIVILEGED TO GET THIS APPOINTMENT.

AND LIKE I SAID, THIS IS A MONTHLY BOARD MEETING AND HOPEFULLY DEVELOP BROADBAND ACROSS THE STATE OF TEXAS FOR ALL STUDENTS GOING FORWARD.

SO THANK YOU VERY MUCH FOR THIS APPOINTMENT.

MIC] I'VE GOT A COUPLE WORDS I WANT TO SAY ABOUT MATT YEAGER.

WHEN COVID HIT, I WAS ACTUALLY ON SPRING BREAK WITH MY FAMILY, AND I GOT A CALL FROM THE SUPERINTENDENT SAYING WE'RE NOT GOING TO BE OPEN NEXT WEEK AND WE'RE NOT 100% SURE WHEN WE'RE GOING TO BE OPEN AGAIN, BUT WE'RE GOING TO DO VIRTUAL.

LITERALLY, THIS WAS THURSDAY.

WE'RE TALKING ABOUT MONDAY.

AND WE ARE A DISTRICT THAT WAS NOT 1 TO 1 ON OUR DEVICES YET.

WE HAD 1 TO 1 SECONDARY.

BUT WE OUR ELEMENTARY STUDENTS DID NOT HAVE 1 TO 1 DEVICES.

THIS GUY COORDINATED NOT ONLY GETTING ALL THAT I MEAN, THE HERCULEAN LIFT THAT WE HAD, GETTING A DISTRICT OF 54,000 KIDS TO WHERE EACH OF THEM HAD A DEVICE AND WE HAD THE BANDWIDTH AND CAPACITY TO MEET THE NEEDS IN LITERALLY MORE THAN 72 HOURS.

IT'S ONE OF THE MOST IMPRESSIVE FEATS I'VE EVER SEEN ANYBODY DO.

SO AS A RESULT, GREG ABBOTT IS GETTING THE BEST GUY TO SIT ON THIS COMMITTEE.

NOT ONLY WILL HE REPRESENT ALL OF US, HE'S GOING TO REPRESENT ALL THE KIDS EXTRAORDINARILY WELL.

I COULDN'T BE PROUDER FOR ANY OF OUR EMPLOYEES THAN I AM OF YOU RIGHT NOW

[00:35:01]

MATT, THANK YOU VERY MUCH.

AND AND I'LL ALSO POINT OUT, HE'S THE RAREST OF THINGS.

HE IS AN AGGIE THAT DOESN'T SPEAK THAT MUCH.

SO. WISE WORDS.

THANK YOU. SORRY.

I NEED TO PUT THE NEXT THING ON.

AND HE ALSO RUNS OUR TECH AT OUR MEETINGS, TOO.

ALL RIGHT. MOVING ON TO THE NEXT ITEM, IT'S INFORMATION ON FOUR D INTRODUCTION OF DISTRICT ADMINISTRATORS.

I'VE LEARNED SO MUCH FROM SO MANY.

I CAN'T THINK OF A MORE EXCITING UNDERTAKING, EVEN THOUGH WE ARE IN VERY CHALLENGING TIMES THAN WORKING WITH OUR CAMPUS LEADERS.

OUR PRINCIPALS ARE FOCUSED AND THEY'RE FOCUSED ON STUDENTS.

THEY'RE RESILIENT AND THEY'RE PASSIONATE ABOUT THE WORK THAT THEY DO.

THEY DESERVE TO HAVE A SUPPORT SYSTEM THAT IS JUST AS STUDENT FOCUSED, RESILIENT AND PASSIONATE.

I'M HONORED TO BE THE ONE IN THE DISTRICT THAT IS ONE OF THREE LEADERS CHOSEN TO SUPPORT THEIR ENDEAVORS.

[00:40:49]

OUR NEXT AGENDA ITEM IS INFORMATION ITEM FOUR E, RECEIVE INTRUDER DETECTION AUDIT REPORT MR.

[IV.E. Receive Intruder Detection Audit Report]

MARK QUINN. GOOD EVENING, DR.

LOPEZ AND BOARD OF TRUSTEES.

THE TOP PRIORITY OF GARLAND ISD IN THE STATE OF TEXAS IS KEEPING STUDENTS AND STAFF SAFE EVERY DAY.

THE TEXAS SCHOOL SAFETY CENTER RECENTLY CONDUCTED AN INTRUSION DETECTION AUDIT AT ONE OR MORE OF OUR CAMPUSES.

THE AUDIT [INAUDIBLE] UNAUTHORIZED INDIVIDUALS.

THIS AUDIT SEEKS TO HELP DISTRICTS IDENTIFY HOW CAMPUSES CAN IMPROVE SAFETY FOR STUDENTS, SUCH AS ENSURING EXTERIOR DOORS ARE LOCKED.

THE AUDIT PROVIDES US WITH THE OPPORTUNITY TO CREATE A SAFER LEARNING ENVIRONMENT FOR OUR STUDENTS AND STAFF.

WE ARE WORKING CLOSELY WITH OUR DISTRICT SCHOOL SAFETY AND SECURITY COMMITTEE TO ENSURE THAT WE ARE TRAINING ALL OUR STAFF AND SECURING OUR DOORS FOR TO PROTECT, FOR THE PROTECTION OF EVERYONE AT ALL OUR CAMPUSES.

THE SUPPORT FROM THE STATE IN CONDUCTING THE INTRUDER DETECTION AUDITS IS JUST ONE OF MANY ACTIONS WE ARE TAKING TO ENSURE OUR SCHOOLS ARE SAFE.

WE KNOW THAT THIS WORK DOES NOT END AND WE APPRECIATE THE BOARD'S SUPPORT.

WE ACKNOWLEDGE THE PARENTS AND COMMUNITY MEMBERS ARE LIKELY VERY INTERESTED IN THE DETAILS OF THE AUDIT RESULTS.

HOWEVER, IT IS IN THE BEST INTEREST OF THE STUDENTS THAT WE DO NOT SHARE THIS INFORMATION TO THE BROADER PUBLIC AS IT COULD LEAD TO COMPROMISING IMPORTANT CAMPUS SECURITY INFORMATION. SPECIFIC DETAILS OF THE INTRUDER DETECTION AUDIT WILL BE DISCUSSED IN EXECUTIVE SESSION AND WITH SAFETY AND SECURITY COMMITTEE.

GARLAND ISD IS COMMITTED TO PROVIDING A SAFE AND SECURE LEARNING ENVIRONMENT FOR OUR STUDENTS AND STAFF.

THANK YOU. THANK YOU, MR. QUINN. NEXT ITEM IS AGENDA ITEM FOUR F, RECEIVE TRUSTEE BOND 2023

[IV.F. Receive Trustee Bond 2023 Protocols]

PROTOCOLS. DR.

RINGO. PRESIDENT JOHNSON, BOARD OF TRUSTEES, DR.

LOPEZ. GOOD EVENING AGAIN.

AT YOUR TABLE THERE IS TASB GUIDANCE FOR BOARD MEMBERS AND WE'RE NOT GOING TO READ THROUGH THAT DETAIL FOR YOU.

WE'RE GOING TO DO A VERY HIGH LEVEL OVERVIEW OF TRAINING OF WHAT BOARD MEMBERS CAN AND CANNOT DO IN RELATION TO A BOND PROGRAM.

WITH US TONIGHT IS CLAIRE REYES FROM MAYS MEDIA AND ALSO KRISTIN SAVANT WITH NORTON ROSE FULBRIGHT, REPRESENTING OUR BOND COUNSEL. AND MS. REYES, IF YOU'D LIKE TO COME UP.

BUT JUST FOR AS A TRUSTEE, WHEN THERE'S A BOND PROGRAM, YOU DO NOT LOSE YOUR CONSTITUTIONAL RIGHT TO SPEAK ABOUT THE BOND PROGRAM.

AND SO AS LONG AS WE ARE NOT IN A DISTRICT MEETING WHERE THERE'S A QUORUM, YOU CAN ADVOCATE FOR OR AGAINST A BOND PROGRAM.

SO IF YOU'RE AT A PTA MEETING, IF YOU'RE AT A SPORTING EVENT, A CHAMBER LUNCHEON, YOU ARE ABLE TO ADVOCATE FOR OR AGAINST PUBLICLY WITHOUT GETTING WITHOUT VIOLATING ANY TYPE OF STATUTE OR POLICY.

AND SO AS EMPLOYEES, WE ARE NOT ABLE TO ADVOCATE FOR OR AGAINST A BOND PROGRAM.

SO, YOU KNOW, UNLESS WE'RE ON PERSONAL TIME OUTSIDE THE DISTRICT, SO DISTRICT RESOURCES CAN'T BE USED.

BUT AS A TRUSTEE AND MISS REYES, I'LL LET YOU ADD ANY OTHER DETAILS YOU'D LIKE TO ADD TO THAT, TOO.

BUT IT IS VITAL TO KNOW THAT WHEN YOU'RE OUT AS A BOARD MEMBER IN THE COMMUNITY, YOU'RE ABLE TO SPEAK FREELY ABOUT THE BOND PROGRAM.

YEAH, JUST TO REITERATE WHAT HE SAID, I MEAN, WHAT YOU ALL CAN DO ON YOUR OWN TIME, YOU CAN SEND POSTCARDS TO NEIGHBORS AND FRIENDS.

YOU CAN PROMOTE YES OR NO VOTE USING PERSONAL EMAILS AND YOUR SOCIAL MEDIA.

YOU CAN PROMOTE VIDEOS OF POLITICAL ACTION COMMITTEES, SHARE WEBSITES AND POLITICAL ACTION COMMITTEES.

AGAIN, ALL THIS IS ON YOUR PERSONAL TIME.

YOU CAN ANSWER QUESTIONS.

YOU CAN ENCOURAGE PARENT AND STAFF INVOLVEMENT.

YOU CAN TAKE NEIGHBORS AND FRIENDS TO VOTE.

YOU CAN VOLUNTEER WITH POLITICAL ACTION COMMITTEES AT POLLING LOCATIONS.

YOU CAN PUT A POLITICAL SIGN IN YOUR YARD.

YOU CAN MAKE PERSONAL VIDEOS ADVOCATING YOUR POSITION ON THE REFERENDUM.

AGAIN, ANYTHING ON YOUR PERSONAL TIME, JUST NOT WITH DISTRICT RESOURCES OR ON DISTRICT TIME.

BOARD, DO WE HAVE ANY QUESTIONS OF THIS WITH RESPECT TO THIS FAIRLY LENGTHY GUIDANCE THAT WE HAVE WITH RESPECT TO

[00:45:01]

SPEECH, THAT WE ARE OBVIOUSLY IN THE MIDDLE OF A BOND ELECTION, AND WE HAD SOME TRUSTEES THAT REQUESTED SOME GUIDANCE AS TO WHAT COULD AND COULD NOT SAY.

SO I THINK WE'VE GOTTEN KIND OF A HIGH LEVEL OVERVIEW.

BUT IF ANYBODY HAVE ANY QUESTIONS OR SPECIFIC SEEING NONE.

THANK YOU VERY MUCH. WE APPRECIATE IT.

ALL RIGHT. MOVING ON TO INFORMATION ITEM FOUR G, SUMMER READING PROGRAM.

[IV.G. Summer Reading Program]

DR. CADDELL OR AND MS..

HILL. DR. HILL THANK YOU.

GOOD EVENING. PRESIDENT JOHNSON TRUSTEES.

DR. LOPEZ, I APPRECIATE DR.

CADDELL IS PASSING OUT THE UPDATED SLIDES FOR YOU ALL.

I'M EXCITED TONIGHT TO GIVE YOU A VERY BRIEF PRESENTATION ON SOME HISTORICAL CONTEXT OF PREVIOUS SUMMER READING PROGRAMS AND ALSO A PREVIEW, A SNEAK PEEK, IF YOU WILL, OF WHAT WE'VE GOT COMING UP IN THE SUMMER OF 2023, WHICH WE'RE REALLY EXCITED ABOUT.

SO HISTORICALLY, IN OUR PRE-K THROUGH SECOND GRADE GRADE LEVELS, WE WORKED WITH OUR STUDENT SERVICES TEAM AND THEY SENT OUT A PHYSICAL BACKPACK WHICH CONTAINED FIVE STUDENT SELECTED TITLES.

THIS HAPPENED, I THINK, SINCE 2013.

DR. HEMPHILL IS HERE TO CORRECT ME IF I'M WRONG.

I THINK I'M PRETTY CLOSE.

AND THESE BOOKS WENT HOME AT THE END OF THE SCHOOL YEAR.

IT INCLUDED SOME MATERIALS FOR STUDENTS OR FOR PARENTS TO WORK THROUGH THOSE BOOKS WITH THEIR STUDENTS, SOME HOME SCHOOL CONNECTIONS, HOW TO TALK TO YOUR STUDENT THROUGH THOSE BOOKS. AND THEN THE STUDENT SERVICES TEAM ALSO SURVEYED FAMILIES AT THE END OF THE SUMMER TO GET FEEDBACK ON IF THOSE BOOKS WERE USED, HOW THEY WERE USED, AND PARENT AND FAMILY PERCEPTION OF THOSE BOOKS.

THOSE WERE AVAILABLE IN ENGLISH, SPANISH AND VIETNAMESE.

OVER THE LAST SEVERAL YEARS, WE'VE BEEN TRANSITIONING TO A DIGITAL SUMMER READING PROGRAM TO WORK IN CONJUNCTION WITH SOME PARTNERSHIPS WITH OUR LOCAL LIBRARIES AND ALSO ENCOURAGING THE USE OF MYON, WHICH IS A RESOURCE THAT WE ADOPTED ABOUT THREE YEARS AGO, PRETTY MUCH RIGHT BEFORE COVID, BUT GAVE STUDENTS ACCESS TO THOUSANDS OF DIGITAL BOOKS WITHIN THE MYON PLATFORM, PRE-K THROUGH 12TH GRADE.

WE FELT LIKE AS A DISTRICT THAT IT GAVE US ACCOUNTABILITY ON USAGE, ON HOW STUDENTS WERE READING, WHAT STUDENTS WERE READING.

IT'S AN ACCESSIBLE PLATFORM, WHICH MEANS THAT IT'S DESIGNED FOR STUDENTS WHO MIGHT HAVE VISUAL DISABILITIES, AUDITORY DISABILITIES, DYSLEXIA.

THEY CAN SLOW DOWN THE READING LEVEL OF THEIR STORY.

THEY CAN LOWER THE PACE.

THEY CAN INCREASE THE PACE.

IT'S ACCESSIBLE 24/7, 365 DAYS A YEAR AND IS ALSO AVAILABLE IN MULTIPLE LANGUAGES.

WHEN WE FIRST STARTED OUT, ENGLISH AND SPANISH, AND THIS YEAR WE'RE VERY EXCITED THAT WE'VE BEEN ABLE TO ADD VIETNAMESE TITLES AS WELL TO TO THE MYON PLATFORM.

LAST SUMMER WE REALLY SCALED OUT OUR SUMMER READING, OUR GARLAND ISD SUMMER READING INITIATIVE WITH AN EMPHASIS ON BOTH READING PHYSICAL BOOKS AND BOOKS WITHIN THE DIGITAL PLATFORM.

SO WHAT YOU'RE SEEING THERE WAS OUR OUR MARKETING AND OUR TAKE HOME ACTIVITY FOR KIDS.

IT WAS OBVIOUSLY GAME BOARD, GAME BOARD THEMED.

EVERY STUDENT WAS ENCOURAGED TO PARTICIPATE PRE-K THROUGH 12TH GRADE.

WE SENT HOME THESE PAPER GAME BOARDS, WHICH GAVE STUDENTS A PHYSICAL THING TO WORK AROUND WHERE THEY'RE ENCOURAGED TO READ BOOKS OF DIFFERENT GENRES, READ A BOOK IN MYON, CHECK OUT A BOOK FROM THE LIBRARY, LOTS OF DIFFERENT EXPOSURE AND OPPORTUNITIES FOR KIDS TO READ.

THAT IS OUR ULTIMATE GOAL IS TO GET STUDENTS EXPOSURE TO BOOKS IN THE SUMMER TO HELP MITIGATE THAT SUMMER SLIDE.

ESPECIALLY IMPORTANT IN OUR PRE K THROUGH SECOND GRADE STUDENTS WHO ARE JUST GETTING EXPOSURE TO LEARNING HOW TO READ.

SO ANY EXPOSURE TO TEXT AND THAT PRINT AWARENESS PIECE IS SO POWERFUL.

WE AWARDED PRIZES IN PARTNERSHIP WITH RENAISSANCE TO OUR TOP PARTICIPATING CAMPUSES READERS BY GRADE BAND, LOTS OF DIFFERENT OPPORTUNITIES, AND A LOT OF OUR SCHOOLS REALLY PROMOTED THIS ON THEIR OWN AS WELL AND DEVELOPED THEIR OWN INCENTIVE FOR STUDENTS WHO PARTICIPATED.

AND WHAT WE ASK THAT THAT STUDENTS READ A MINIMUM OF 500 MINUTES WITHIN MYON TO BE ELIGIBLE TO BE PUT IN THE DRAWING FOR SOME OF OUR PRIZES.

AND THEN AGAIN, INDIVIDUAL CAMPUSES, SOMETIMES THEY DO A SUMMER SLIDE CELEBRATION WHERE THEY BRING IN A WATER SLIDE AT THE END OF THE FIRST WEEK OF SCHOOL STUDENTS WHO TURNED IN THEIR READING LOGS.

LOTS OF OUR CAMPUSES HAVE THEIR OWN SPECIAL WAY OF INCENTIVIZING STUDENTS TO READ OVER THE SUMMER.

OUR DATA FROM MYON FOR THE SUMMER OF 2022 WAS PRETTY INCREDIBLE.

FOR OUR DISTRICT, 576,000 MINUTES WERE READ WITHIN THE MYON PLATFORM ALONE, 57,000 BOOKS WERE STARTED, 24,000 BOOKS WERE COMPLETED.

AND IT SEEMS A LITTLE ODD TO TALK ABOUT BOOKS STARTED AND NOT BOOKS FINISHED.

BUT THIS IS ONE OF THE MOST IMPORTANT DATA POINTS FOR ME BECAUSE IF I AM A STUDENT WITH A LIMITED LIBRARY AT HOME OR LIMITED EXPOSURE TO PHYSICAL BOOKS,

[00:50:07]

I DON'T GET A LOT OF CHOICE.

IF I ONLY HAVE FIVE BOOKS TO READ.

AND I DON'T LIKE THOSE BOOKS, THAT'S ALL I HAVE.

BUT HERE, THIS SHOWS US THAT LOTS OF STUDENTS WOULD START A BOOK WITHIN MYON AND IT MAY NOT HAVE APPEALED TO THEM.

FOR WHATEVER REASON.

IT DIDN'T CATCH THEIR ATTENTION.

IT MIGHT HAVE BEEN TOO HARD, TOO EASY.

AND BECAUSE IT WAS DIGITAL, THEY WERE ABLE TO DIGITALLY CLOSE THAT BOOK, TAKE IT OFF THEIR BOOKSHELF AND TRY SOMETHING NEW.

SO THAT OPPORTUNITY AND EXPOSURE TO THAT MANY TITLES GIVES OUR STUDENTS THAT FREEDOM TO READ WHAT THEY LIKE, WHICH IS ONE OF THE MOST POWERFUL PIECES OF LITERACY IS READING FOR AND THE JOY OF READING.

AND NOT BECAUSE IT'S ASSIGNMENT OR BECAUSE IT'S SOMETHING THAT YOUR TEACHER TOLD YOU TO DO.

SO I ALSO JUST CALLED OUT OUR PRE-K THROUGH SECOND GRADE NUMBERS BECAUSE THAT WAS AN INTENSE FOCUS FOR US WITH THE PREVIOUS BACKPACK PROGRAM AND STILL WITH OUR EARLY LITERACY FOCUS. SO YOU CAN REALLY SEE HOW OUR ESPECIALLY OUR KINDER FIRST AND SECOND GRADERS READ, AND THAT IS JUNE 1ST TO AUGUST 1ST.

THEY DID A LOT OF READING WITHIN THE MYON PROGRAM.

SO WE'RE REALLY EXCITED AND PROUD THAT THAT WAS SO SUCCESSFUL.

AND WHAT THAT LEADS ME TO IS WHAT'S COMING UP FOR SUMMER 2023.

I'M NOT QUITE READY TO UNVEIL OUR OFFICIAL MARKETING YET BECAUSE WE LOVE A THEME AND WE WANT TO MAKE SURE THAT WE ANNOUNCE IT IN A REALLY BIG WAY.

AND NOT JUST ME TALKING ABOUT IT TO YOU ALL HERE, BUT IT'S GOING TO BE AN EXPANSION OF WHAT WE DID LAST SUMMER.

LAST SUMMER WE ASKED YOU TO READ AND THAT'S STILL OUR ASK AT HOME IS READ WITH YOUR KIDS.

THAT'S THE NUMBER ONE MOST IMPORTANT THING OUR FAMILIES CAN DO.

BUT WE'RE EXPANDING OUR PARTNERSHIP WITH OUR PUBLIC LIBRARY.

SO THEY'VE ALWAYS BEEN A PARTNER WITH US.

BUT WE ALSO KNOW THAT STUDENTS LIKE TO READ PHYSICAL BOOKS, TOO.

I LIKE TO READ PHYSICAL BOOKS.

AND IN FACT, THE HILL FAMILY LATE FEE FINES AT THE ROWLETT PUBLIC LIBRARY ARE PROBABLY A BUDGET LINE ITEM FOR THE CITY OF ROWLETT BECAUSE WE RACK THEM UP.

BUT OUR PUBLIC LIBRARIES ARE A POWERFUL PARTNER BECAUSE THEY RUN THEIR OWN SUMMER READING PROGRAMS AND SO THEY ARE ABLE TO COUNT STUDENTS.

WHAT STUDENTS READ WITHIN OUR SUMMER READING PROGRAMS TOWARDS THEIR PRIZES AND INCENTIVES AND VICE VERSA.

SO STUDENTS AREN'T LIMITED TO WORKING JUST WITHIN MYON TO EARN POINTS EITHER AT THEIR PUBLIC LIBRARY OR WITH GARLAND ISD.

WE'RE ALSO EXPANDING WHAT WE CALL PROJECTS IN MYON.

AND SO THIS IS A REALLY POWERFUL PIECE FOR OUR PARENTS.

SO PROJECTS ARE DISTRICT CREATED LESSON ACTIVITIES FOR STUDENTS AND FAMILIES TO COMPLETE TOGETHER DURING AND AFTER READING.

SO AGAIN, ESPECIALLY WITH OUR YOUNGEST LEARNERS, THEY'RE NOT ALWAYS INDEPENDENT READERS.

SO IF I'M A KINDERGARTNER OR A FIRST GRADE PARENT, I DON'T WANT TO JUST READ THE BOOK WITH MY STUDENT.

I WANT TO BE ABLE TO TALK ABOUT THE BOOK WITH MY STUDENT.

SO IT ALLOWS US TO GUIDE OUR PARENTS TO TALK ABOUT THOSE IMPORTANT SKILLS.

SO WE LEARNED ABOUT OUR MCLASS DATA, OUR CIRCLE DATA.

WE'RE ABLE TO DEVELOP LESSONS AROUND PARENT FRIENDLY WAYS TO TALK ABOUT THOSE SKILLS THAT WE KNOW A LOT OF OUR STUDENTS ARE STILL THAT ARE STILL OPPORTUNITIES OF GROWTH FOR OUR STUDENTS. OUR READING WITH RODNEY BUS, IT'S ALREADY OUT AND ABOUT.

IT'S GOING TO BE OUT AND ABOUT EVERYWHERE THIS SUMMER.

SO WE'VE ALREADY GOTTEN CONNECTIONS WITH OUR STUDENT NUTRITION DEPARTMENT TALKING ABOUT WHERE FOOD MIGHT BE AVAILABLE WITH OUR LOCAL COMMUNITY PARTNERS LIKE OUR CHURCHES, AND THE BUS WILL BE THERE. IT WAS OUT SATURDAY AT OUR PRE-K AND KINDERGARTEN COMMUNITY BLOCK PARTY, AND THERE WAS A LINE OF FRIENDS WAITING TO GET ON THE BUS AND CHECK OUT PHYSICAL BOOKS. SO ONE OF OUR ESSER REQUEST HAS BEEN FOR US TO REPLENISH THE PHYSICAL BOOKS THAT GO ON THE BUS.

SO WE'RE CONTINUING TO DO THAT EACH YEAR THAT WE HAVE ESSER FUNDS AVAILABLE TO MAKE SURE THAT WE HAVE OPPORTUNITIES FOR FAMILIES TO HAVE DIGITAL BOOKS, BUT ALSO ACCESS TO PHYSICAL BOOKS THAT THEY CAN CHECK OUT FROM US TOO, FROM THE RODNEY BUS.

AND THEN AGAIN, STUDENTS WHO READ MORE THAN 500 MINUTES IN MYON BECAUSE THAT'S REALLY OUR ONLY WAY OF TRACKING SYSTEMICALLY.

HOW MUCH READING OUR STUDENTS ARE DOING IS THROUGH THAT DIGITAL PLATFORM.

THEY'RE GOING TO BE ENTERED INTO NOT ONLY OUR DISTRICT DRAWINGS FOR PRIZES, BUT ALSO THINGS THAT ARE HAPPENING AT THEIR CAMPUSES AS WELL TOO.

YOU CAN SEE OFF TO THE SIDE AN EXAMPLE OF ONE OF THOSE PROJECTS, THE PROJECT PIECE.

THIS BOOK, WHICH IS AVAILABLE IN ENGLISH AND SPANISH, WILL HAVE ACTIVITIES IN BOTH LANGUAGES AND FOR OUR VIETNAMESE TEXT ACTIVITIES IN VIETNAMESE AS WELL.

FOR OUR PARENTS TO HAVE THOSE SUPPORTS TO WORK WITH THEIR STUDENTS THIS SUMMER.

WHAT QUESTIONS? BOARD ANY QUESTIONS? MISS STANLEY.

THANK YOU. I JUST HAD A QUESTION.

ARE WE SENDING HOME OUR 1 TO 1 DEVICES OVER THE SUMMER WITH THE KIDS OR THIS MYON ACCESSIBLE IN THE LIBRARIES ON THEIR OWN PERSONAL.

SO THAT'S AN EXCELLENT QUESTION, MISS STANLEY.

SO IT'S A COMBINATION OF ALL OF THOSE THINGS.

MYON IS ACCESSIBLE ON ANY DEVICE, WHETHER IT'S A GISD DEVICE OR NOT.

SO FAMILIES CAN ACCESS IT THROUGH OUR READY HUB, THROUGH OUR STUDENT APPLICATION PLATFORM.

THEY CAN ACCESS IT THROUGH A WEB BROWSER, IT CAN BE ON A PHONE, IT CAN BE ON A TABLET.

[00:55:02]

WE ARE WORKING WITH OUR TECHNOLOGY TEAM TO MAKE SURE THAT PARENTS WHO WOULD LIKE TO REQUEST THAT THEIR DEVICE COME HOME FOR THE SUMMER WILL BE ABLE TO DO THAT.

WE DON'T, ACROSS THE BOARD, SEND THEM ALL HOME FOR LOTS OF REASONS BECAUSE WE WANT TO GET A LOT OF THEM BACK.

I'M SURE THAT'S PROBABLY ONE OF THE BIG REASONS.

BUT WE WANT TO MAKE SURE THAT PARENTS THAT DON'T HAVE ACCESS TO AN ALTERNATE DEVICE WILL BE ABLE TO GET ONE FROM THEIR CAMPUS BEFORE THEY LEAVE.

MR GLICK. THANK YOU, SIR.

I WAS THE ONE WHO OBVIOUSLY REQUESTED THIS BE ON THE AGENDA.

SO THANK YOU FOR THE ADMINISTRATION TO PUT IT ON SO QUICKLY.

ALTHOUGH I DID ASK FOR IT BACK IN JANUARY.

SO THERE WAS AN INTERESTING ARTICLE IN THIS SUNDAY'S DALLAS MORNING NEWS FROM WILLIAM MACKENZIE, WHO'S A CONTRIBUTOR TITLED THE EDUCATION DEBATE.

TEXAS NEEDS STUDENT ACHIEVEMENT, NOT CULTURE.

WARS SHOULD GUIDE EDUCATION POLICY AND JUST.

THAT'S WHY EXPERTS AT READING ROCKETS AND ELSEWHERE EMPHASIZE HOW PARENTS BUILD VOCABULARY IN THEIR YOUNG ONES BY READING TO THEM EARLY AND OFTEN.

SO I WAS A VERY BIG SUPPORTER OF THE PROGRAM WE HAD WITH SCHOLASTIC AS WE STARTED IT ABOUT ABOUT WHEN YOU SAID WE, WE ENDED WITH ADDING PRE-K.

AND THEN SECOND, WE GAVE THE KIDS SEVEN BOOKS AND THEY CHOSE FIVE.

I GUESS MY FRUSTRATION LAST YEAR WE WERE TOLD THAT THE PROGRAM GOT DROPPED BECAUSE OF BUDGET CONSTRAINTS.

I'LL LEAVE THAT FOR ANOTHER TIME.

WE JUST GAVE MR. YEAGER AN AWARD, A GEM AWARD, BECAUSE HE'S ON THE COMMITTEE.

I THINK IT WAS CALLED THE BROADBAND FOR UNDERSERVED AREAS.

I WONDER IF WE UNDERSTAND THAT WE LIVE IN ONE OF THOSE AREAS AND THAT'S WHY HE WAS CHOSEN.

ONE OF THE REASONS HE WAS CHOSEN TO BE ON THIS COMMITTEE.

DO WE EVEN KNOW HOW MANY OF OUR PARENTS DO NOT HAVE BROADBAND? HOW MANY OF OUR PARENTS CANNOT USE MYON? I'VE HEARD THE NUMBERS ARE PRETTY HIGH.

AND THAT'S, I GUESS, MY FRUSTRATION.

IF YOU REMEMBER THIS BOARD, ALL SEVEN OF US APPROVED HAVING, I THINK, 15 TOWERS BECAUSE WE KNEW THAT OUR COMMUNITIES WERE UNDERSERVED. WE WERE GOING TO BUILD 15 TOWERS.

AFTER WE BUILT THE FIRST TWO, WE REALIZED THE THE BREADTH OF WHAT THEY COVERED WAS NOT ENOUGH.

SO WE WE ABANDONED THAT PROJECT, BUT WE WERE READY TO GO AHEAD AND SPEND OVER $15 MILLION TO BUILD THESE TOWERS.

NOW WE'RE DECIDING THAT MYON IS ALL WE NEED.

I UNDERSTAND WHAT YOU DID, AND I LIKE THE PRESENTATION YOU MADE, BUT I THINK WE STILL HAVE AN AWFUL LOT OF FAMILIES WHO ARE NOT GOING TO BE ABLE TO TAKE ADVANTAGE OF THIS. TO ME, AND AGAIN, MAYBE I'M OLD FASHIONED.

I STILL READ A BOOK A WEEK.

I STILL READ HARD COPY BOOKS.

I THINK WE'RE MISSING A SIGNIFICANT NUMBER OF OUR PARENTS AND READING TO THE KIDS HOLDING A BOOK IN THEIR HAND, NOT DOING IT ON A COMPUTER, EVEN IF THEY CAN GET TO THAT COMPUTER.

SO THAT'S THE REASON I ASKED TO BRING THIS UP AGAIN.

I WAS VERY DISAPPOINTED LAST YEAR.

I THINK WE DID IT. WE ABANDONED THAT PROGRAM FOR ALL THE WRONG REASONS.

I'M PRETTY SURE BASED ON THIS PRESENTATION, WE'RE GOING TO ABANDON IT AGAIN AND IT'LL NEVER COME BACK AGAIN.

I THINK WE'RE MAKING A MISTAKE, AND I THINK THAT MISTAKE IS THINKING THAT THE COMPUTER GENERATION IS ALL WE NEED FOR OUR KIDS.

AND I THINK WE'RE MISSING THE OPPORTUNITY FOR A PARENT TO SIT DOWN WITH A KID, HOLD THE BOOK IN THEIR HAND AND READ WITH THAT KID AND THEN GO THROUGH THE EXERCISES. I THINK THAT'S AN OPPORTUNITY WE'RE LETTING SLIP BY.

AND IT REALLY IS DISAPPOINTING TO ME BECAUSE ONE OF THE THINGS WE'VE TALKED ABOUT WHEN WE DID OUR BOARD GOAL WAY BACK IN 2018, WE EVEN GOT THE LATEST BROCHURES ON THAT.

THE FIRST GOAL WAS THIRD GRADE READING, HOW IMPORTANT THAT WAS, THE GOALS WE SET.

WE'VE CHANGED THOSE GOALS SINCE THEN.

WE'VE ADDED AN EXTRA YEAR BECAUSE OF COVID, BUT IT'S STILL THERE AND IT'S STILL A GOAL WE NEED TO REACH.

AND I THINK WE SHOULD BE USING EVERY TOOL THAT WE HAVE AVAILABLE TO US.

AND THIS PROGRAM COSTS ABOUT HALF $1 MILLION.

I GET THAT IT WASN'T CHEAP, BUT THE NUMBER I REMEMBER LAST TIME WAS WE GAVE OUT ALMOST 14,000 PACKETS, 14,000 KIDS TOOK HOME, AS YOU SAID, THE BAG FIVE BOOKS OF THEIR CHOICE OUT OF SEVEN INFORMATION ABOUT LIBRARIES, SUMMER WORK TO DO WITH THEIR PARENTS.

AND NOW WE'VE JUST SAID FOR HALF $1 MILLION, WE DON'T NEED THAT PROGRAM ANYMORE.

AND SIR, I'M VERY DISAPPOINTED.

THANK YOU. ANYTHING FURTHER? BOARD MEMBERS.

[01:00:01]

SEEING NOTHING. DR. HILL, THANK YOU VERY MUCH.

MOVING ON TO AGENDA ITEM FIVE, DISCUSSION ITEMS TRUSTEES REPORT.

[V.A. Trustees' Report]

I'M GOING TO START THE TRUSTEES REPORT WITH MR. MILLER DOWN ON MY RIGHT.

THANK YOU VERY MUCH. REALLY JUST MY CONGRATULATIONS TO STAFF AND STUDENTS FOR MAKING IT THROUGH SPRING BREAK. I HOPE EVERYBODY CAME BACK RESTED AND READY TO GO.

I KNOW THAT I'VE BEEN INVOLVED AND GONE TO THE BOND PRESENTATIONS.

I'M VERY PROUD OF THE COMMUNITY FOR THE WAY THEY HAVE RESPONDED AND SHOWED UP TO GET INFORMATION.

THE QUESTIONS THAT HAVE BEEN ASKED ARE VERY WERE VERY TIMELY AND VERY GOOD QUESTIONS.

APPRECIATE COMMUNITY INVOLVEMENT WITH THAT AND I'M LOOKING FORWARD TO FINISHING OUT THE YEAR VERY STRONG.

THANK YOU. MR. BEACH. THANK YOU MR. JOHNSON. YES, A LOT OF THINGS THAT I'VE ATTENDED THIS IN THE LAST COUPLE OF WEEKS.

ONE, I WENT OUT TO BEAVER TECHNOLOGY AND I READ TO THE PRE-K AND SECOND GRADERS AND HAD A WONDERFUL TIME AT READING TO MISS ROBERTS AND MISS PHILLIPS.

THEIR CLASSROOMS AND THE KIDS WERE VERY RECEPTIVE AND RESPONSIVE AND HAD A WONDERFUL TIME WITH THEM AND JUST SAID AND VISITED WITH THEM AFTER WE READ TO MAKE SURE THAT THEY COMPREHENDED WHAT I READ TO THEM.

SO THAT WORKED OUT REAL WELL.

ALSO, LIKE MR. MILLER, I HAVE ATTENDED ALL THE TOWN HALL MEETINGS AT ROWLETT, SOUTH GARLAND, LAKEVIEW AND NAAMAN AND LAST NIGHT ON THE FOR THE BOND PROGRAM AND VERY PROUD OF THE RESPONSE FROM THE COMMUNITY AND HOW THE THE QUESTIONS THAT ARE BEING ASKED TO BE INFORMATIVE THAT THE DISTRICT IS BEING VERY TRANSPARENT ABOUT THAT.

ATTENDED A LUNCHEON THURSDAY WITH THE HEB WALKTHROUGH AT NORTH GARLAND HIGH SCHOOL AND WAS VERY BLOWN AWAY BY THE STUDENTS THAT WERE THERE.

AND WHAT GARLAND INDEPENDENT SCHOOL DISTRICT HAD DONE FOR THEM THROUGH THEIR CAREER AND VERY APPRECIATIVE THAT THEY SPOKE SO HIGHLY OF WHAT WHICH WE WE AS A BOARD KNOW, WHAT OUR ADMINISTRATION AND OUR TEACHERS ARE DOING, AS WITNESSED TONIGHT WITH THE 66 PEOPLE THAT ARE THE RECEIVING THE AWARD THERE.

ALSO, I ATTENDED WILLIAMS STADIUM SATURDAY FOR THE PRE K SIGN UP AND I WAS BLOWN AWAY BY THE NUMBER OF SCHOOLS.

ALL OF THEM WERE THERE AND THE NUMBER OF PARENTS THAT WERE OUT THERE SIGNING UP.

IT WAS A BEAUTIFUL DAY, A LITTLE WINDY, BUT EVERYBODY SET UP AND NEAT BOOTHS THAT THEY SET UP FOR THE KIDS TO COME BY AND HANDS ON OPPORTUNITIES FOR SOME OF THEM TO SEE WHAT THE PRE K WAS REALLY GOING TO BE ALL ABOUT.

AND THE EXCITEMENT THAT WAS THERE, THEY HAD TO SET UP TEN ADDITIONAL TABLES.

SO I WAS REALLY EXCITED TO SEE ALL OF THE ADMINISTRATION AND I WANT TO THANK THE TEACHERS, THE DATA CLERK, EVERYBODY THAT WAS THERE THAT DAY GIVING UP THEIR SATURDAYS TO BE OUT THERE FROM 10 TO 2 TO HELP FOR THE PRE K.

AND I THINK THAT WE'RE GOING TO SEE GREAT RESULTS FROM THAT.

ALSO, DON'T FORGET TOMORROW MORNING AT 8:15, SINCE WE'RE NOT GOING TO BE HAVING A BOARD MEETING UNTIL THIS ALREADY HAPPENING, THE SKILLS USA KIDS ARE BEING SENT OFF TOMORROW MORNING AT 8:15 AT THE GRCT.

AND I INVITE ANYBODY THAT WOULD LIKE TO COME OUT AND SEND THOSE KIDS OFF.

THAT'D BE A GREAT WAY TO SHOW OUR SUPPORT FOR THOSE THAT ARE INVOLVED IN THAT PROGRAM.

LAST YEAR WAS ONE OF THE JUDGES IN CORPUS CHRISTI, SO IT'S A VERY GOOD PROGRAM.

WE'VE GOT A LOT OF KIDS INVOLVED AND WE'VE GOT SOME VERY TALENTED YOUNG KIDS.

ALSO TOMORROW NIGHT, DON'T FORGET, AT 6:30, SACHSE HIGH SCHOOL, THERE'LL BE A TOWN HALL MEETING FOR MORE INFORMATION FOR THE BOND.

SO IF YOU CAN MAKE THAT OUT TOMORROW NIGHT, IF YOU HAVEN'T MADE ONE YET, PLEASE MAKE TRY TO MAKE IT OUT THERE AND BE AVAILABLE AND ALSO ASK THE QUESTIONS.

DR. LOPEZ HAS DONE A VERY GOOD JOB IN ANSWERING THOSE.

ALSO TOMORROW STARTS THE FFA STARTS TOMORROW AND RUNS THROUGH SATURDAY.

AND SOME OF YOU THAT NEVER HAVE BOUGHT ANY BEEF OR BACON OR ANYTHING FROM THOSE KIDS, YOU NEED TO DO.

SO IT'S DELICIOUS AND IT'S ALL GOOD FEED THAT THEY FEED THOSE ANIMALS.

SO MAKE SURE THAT YOU TRY TO GET OUT AND SUPPORT OUR FFA.

IT'LL BE THERE ON PLEASANT VALLEY ROAD AND IT STARTS TOMORROW EVENING.

ALSO BE THE HORTICULTURE WILL BE INVOLVED IN THAT.

SO WE'D LIKE FOR YOU TO BE INVOLVED THERE.

AND THEN ALSO BEFORE WE HAVE ANOTHER MEETING IN APRIL, I'D LIKE TO MENTION THAT ON APRIL THE 10TH AT 6:30 AT THE MCDONALD CENTER AT FIRST BAPTIST CHURCH IN DOWNTOWN GARLAND, THERE WILL BE AN INFORMATIONAL MEETING ON THE BOND.

AND IF YOU WOULD LIKE TO ATTEND, THAT WOULD BE APRIL THE 10TH.

THERE ARE A COUPLE OF CHURCHES HAVE CONTACTED ME AND WE'RE SETTING SOMETHING UP WITH FIRST BAPTIST GARLAND AND MOUNT HEBRON ARE PUTTING IT IN THE BULLETIN FOR INFORMATION FOR THOSE SENIORS THAT MAY NOT BE ABLE TO GET OUT DURING THE WEEK.

SO ANYWAY, JUST WANTED TO GIVE YOU THOSE UPDATES.

THANK YOU. MS. GRIFFIN. YES, I WOULD JUST LIKE TO SAY THANKS TO OUR PARENTS AND CITIZENS WHO CONTINUE

[01:05:08]

TO SUPPORT THIS BOARD AND THIS SCHOOL DISTRICT.

IT'S BEEN A BUSY 30 DAYS AND I WON'T GO THROUGH MY LIST, BUT I DO WANT TO TALK ABOUT IS COMPETITION SEASON.

FROM SKILLS TO UIL TO ALL OF THE VARIOUS OTHER THINGS.

AND I WANT TO SAY TO OUR STUDENTS AND THEIR SPONSORS AND THEIR PARENTS AND THE ADMINISTRATORS OF THEIR SCHOOL, THANK YOU FOR YOUR COURAGE AND YOUR GUTS IN DEMONSTRATING AND DISPLAYING YOUR SKILLS AND TALENT.

IT'S NOT EASY TO COMPETE, BUT AS WE'VE SEEN TONIGHT, WE COMPETE VERY WELL BECAUSE FOR US, WE'RE WINNERS AND THAT'S WHAT WE DO.

BUT I JUST WANT TO EXTEND MY CONGRATULATIONS AND SUPPORT TO ALL OF OUR STUDENTS, ALL OF OUR SCHOOLS, ALL OF STAFF, ALL OF ADMINISTRATORS THAT HAVE STUDENTS THAT ARE PARTICIPATING IN THIS COMPETITIVE SEASON.

WE KNOW YOU REPRESENT GARLAND WELL AND WE ARE A SHINING STAR ONLY BECAUSE OF WHAT YOU RENDER TO GARLAND ISD AND KNOW THAT IT DOES NOT GO UNNOTICED.

SO THANK YOU.

MISS STANLEY. THANK YOU.

THANK YOU TO THE TEACHERS FOR LETTING US PARTICIPATE IN THEIR CELEBRATION TODAY.

IT WAS GREAT.

IT'S I ENJOY THINGS LIKE THAT.

AND I'M SO PROUD TO BE PART OF THE DISTRICT.

I'M NOT GOING TO SAY TOO MUCH OTHER THAN I BRANCHED OUT THIS YEAR WITH MY CAREER DAY AND I WENT TO A JUNIOR HIGH, WHICH I THOUGHT WAS PRETTY BRAVE FOR ME.

AND I HAVE TO SAY IT IS IT IS.

YOU KNOW, LITTLE KIDS ARE VERY RANDOM WHEN THEY, YOU KNOW, AND IT'S IT'S CUTE.

BUT, YOU KNOW, THE OLDER THEY GET, THEY CAN REALLY COME UP WITH SOME POINTED QUESTIONS.

BUT I ENJOYED IT TREMENDOUSLY.

I GOT TO GO TO WEBB MIDDLE SCHOOL AND THEN I GOT TO GO BACK TO MY WEAVER ELEMENTARY AND FOUND OUT RECENTLY THAT THE MAYOR OF SACHSE IS GOING TO BE DOING SOME RESOLUTIONS FOR HIS STUDENTS THAT WERE TAKING HIM AROUND CLASSES.

SO I'M GOING TO HAVE TO ONE UP HIM NEXT YEAR.

I'M WORKING ON IT. I'VE GOT TO FIGURE IT OUT.

BUT I ALSO GOT TO BE PART OF SOMETHING VERY DIFFERENT.

I DIDN'T KNOW WHAT I WAS GETTING MYSELF INTO AS USUAL, BUT I VERY MUCH ENJOYED IT.

I WAS CONTACTED TO PARTICIPATE IN GIRL POWER, GIRL EMPOWERMENT WITH K THROUGH FIVE AT THE PTAA IN MESQUITE, A SCHOOL THERE.

AND I SAID, SURE.

SO I WENT DOWN THERE AND I DIDN'T HAVE SWAG, SO I WILL TAKE CARE OF THAT NEXT YEAR.

I WILL HAVE SWAG. EVERYONE ELSE HAD SWAG, BUT I GOT TO BE A KEYNOTE SPEAKER AND I GOT TO SPEAK WITH AND IT WAS ALL WOMEN.

THIS WAS THE BEST PART, AND IT WAS A MESQUITE MUNICIPAL JUDGE.

THE GARLAND CONSTABLE, A BEAUTY PAGEANT WINNER.

MISS CURVES LOVED IT, AN INFLUENCER, AN ARMY CAPTAIN, AND THEN SEVERAL BUSINESS OWNERS.

AND THE WHOLE POINT OF THIS EVENING AND IT WAS LIKE 2.5 HOURS WAS JUST LETTING YOUNG GIRLS AND THEY WERE YOUNG.

AND IF YOU COULD HAVE SEEN THEM IN THEIR DRESSES WITH THEIR PURSES AND THEY WERE READY TO GO, THIS WAS IMPORTANT TO THEM AND JUST TALKED ABOUT DIFFERENT PATHS AND DIFFERENT LOOKS OF SUCCESS AND JUST HOW AMAZING IT IS TO BE A GIRL SLASH A WOMAN IN THE WORLD AND HOW AND HOW DIVERSE WE ARE AND HOW TALENTED WE ARE, AND THAT OUR TALENTS TAKE JUST SO MANY DIFFERENT AVENUES AND THAT AND THAT WE'RE IT'S OKAY.

IT'S OKAY TO BE DIFFERENT.

I VERY MUCH ENJOYED THAT.

AND SO AND I ALSO WENT TO THE PRE K ON AS MY PEELING FOREHEAD TELLS YOU I WENT TO THE PRE K FAIR AND HAD AN ABSOLUTE BLAST AND I'D LIKE A TABLE NEXT YEAR.

IT WAS GREAT.

SO THAT'S IT. THANK YOU VERY MUCH.

MR. GLICK. THANK YOU, SIR.

I WAS ABLE TO MAKE TWO PRESENTATIONS TO THE ROWLETT CHAMBER BOARD AND THE ROWLETT ECONOMIC DEVELOPMENT ADVISORY BOARD ON THE BOND BEING AS FACTUAL AS POSSIBLE.

ONE OF THE THINGS I TALKED ABOUT, I HAVEN'T BOUGHT A HOME IN A VERY LONG TIME, BUT OVER THE PAST YEAR I WAS OUT IN OREGON WITH MY DAUGHTER BUYING A HOUSE AND I DIDN'T REALIZE AND I GUESS IT GOES ON.

[01:10:05]

I'M SURE IT GOES ON HERE HOW MUCH THE REALTORS EMPHASIZE THE SCHOOL DISTRICT THAT THE HOUSE IS IN.

IN OREGON, WE WENT TO MANY, MANY DIFFERENT CITIES AND EVERYONE WAS TALKING ABOUT THEIR SCHOOL DISTRICT.

AND AND THAT'S WHAT I SAID TO THE BOARD.

I SAID, JUST IMAGINE THE IMPORTANCE OF OUR BOND TO OUR SCHOOL DISTRICT, BECAUSE WE KNOW THE REALTORS ARE SAYING THE SAME THINGS HERE.

THE OTHER THING I TALKED ABOUT IS THE DOCUMENT WE GOT FROM UNT, A PROFESSOR THERE ABOUT THE FLOW OF MONEY THAT COMES WHEN WE PUT HUNDREDS OF MILLIONS OR IF NOT $1 BILLION IN CIRCULATION IN THE ECONOMY AND HOW THAT AFFECTS THEIR BUSINESSES.

SO I, I THOUGHT THAT WAS REALLY IMPORTANT.

TWO DIFFERENT APPROACHES TO THE IMPORTANCE OF FACTUAL STUFF ABOUT OUR BOND.

I ALSO HAD A REAL TREAT.

IT WAS AN ARTICLE THIS IS I DIDN'T PLAN THIS.

SATURDAY'S DALLAS MORNING NEWS ASTEROID NEARS EARTH BUT WON'T STRIKE US.

SO I WAS INVITED BY DR.

CHARLIE RUIZ, WHO IS THE DIRECTOR OF OUR PLANETARIUM.

THROUGH HER CONTACTS WITH NASA, SHE WAS ABLE TO HAVE A CONTEST, AND THAT CONTEST HAD TO DO WITH THE DART PROGRAM.

NOW, THE DART PROGRAM STANDS FOR DOUBLE ASTEROID REDIRECTION TEST.

AND YOU MAY BE AWARE THAT FOR THE FIRST TIME IN THE HISTORY OF MANKIND, NASA WAS ABLE TO DIRECT A SPACESHIP AT AN ASTEROID AND CHANGE ITS DIRECTION.

NEVER BEEN DONE BEFORE IN THE HISTORY OF THIS PLANET.

SO THE MOVIES WE'VE SEEN WHERE THEY GET A CREW READY TO DO THIS NOW ACTUALLY COULD TAKE PLACE.

AND DO WE HAVE THOSE PICTURES, MISS HOGAN? YES. YES.

OKAY. WE ACTUALLY HAD PICTURES EVERYWHERE.

THE STUDENTS, IT WAS REALLY AMAZING.

SO WE STARTED OUT AT STEDHAM, WENT TO ARMSTRONG, SEWELL AND HILLSIDE.

EACH OF THOSE SCHOOLS HAD A WINNER OF THE CONTEST.

AND WHAT THEY WON WAS A WAS A BOOK SIGNED BY THE WHOLE DART TEAM.

AND SO YOU COULD SEE THE LITTLE GIRL THERE.

THAT'S MULLENDORE FERGUSON, FIRST GRADER AT STEDHAM.

THAT'S THE CONTEST PRINCIPAL ASSISTANT PRINCIPAL.

AND THAT'S THE BOOK.

THAT BOOK WAS SIGNED.

WE TALK ABOUT PEOPLE BEING ROCKET SCIENTISTS.

THAT BOOK WAS SIGNED BY ALL ROCKET SCIENTISTS.

AND HERE WE ARE WITH THIS IS RENA WOO, FIFTH GRADER AT SEWELL.

AND THOSE ARE THE SIGNATURES.

AGAIN, THAT'S MELISSA LUNA, WHO HEADS OUR ELEMENTARY STEM PROGRAM.

SHE WAS THERE ALSO.

AND THAT'S THE BOOK I TOLD EACH OF THE FOUR PRINCIPALS ALLOW THE KIDS TO LOOK AT THE BOOK, BUT TREASURE IT BECAUSE THE SIGNATURES THERE ARE VERY, VERY VALUABLE. THOSE ARE TRULY ALL THE PEOPLE OF THE PROGRAM.

SO THAT WAS A LOT OF FUN.

AND WE EMPHASIZED THE IMPORTANCE OF SCIENCE, OF COURSE, AND OF COURSE, WHAT WE DO AT THE PLANETARIUM.

AND TO ME, IT REALLY WAS A WONDERFUL DAY.

SO THANK YOU, SIR. THANK YOU.

I WANT TO REITERATE WHAT SOME OF THE TRUSTEES HAD MENTIONED ABOUT TOWN HALLS.

WE STILL HAVE TWO MORE COMING UP FOR OUR HIGH SCHOOLS.

WE STILL HAVE SACHSE TOMORROW NIGHT.

AND WE HAVE ONE AT GARLAND THAT IS STILL COMING UP, ALONG WITH OTHER ONES THAT IF YOU CHECK OUR GISD BOND WEBSITE AS ANY OTHER TOWN HALLS BECOME AVAILABLE, THEY WILL BE POSTED THERE.

I WOULD ALSO LIKE TO POINT OUT.

RIGHT HERE. WE HAVE THE 79TH LIVESTOCK SHOW AND SALE COMING UP STARTING TOMORROW NIGHT.

SO IF YOU DO WANT TO GO TO THE SACHSE TOWN HALL, YOU'VE GOT A COUPLE MORE DAYS TO HEAD ON OUT TO THE LIVESTOCK SHOW AND THE SALE IS GOING TO BE ON SATURDAY, APRIL 1ST AT 11 A.M.

SO FILL YOUR FREEZERS UP.

KIDS WORKED HARD.

LIKE JOHNNY SAID, IT'S THE BEST MEAT YOU'RE GOING TO FIND.

SO HEAD ON OUT THERE BECAUSE THESE KIDS REALLY BUSTED THEIR TAILS.

AND IT'S AN INCREDIBLE BARGAIN FOR ALL OF US IN THE COMMUNITY.

IT'S A GREAT IT'S A GREAT THING YOU'RE HELPING A KID.

YOU'RE GETTING GOOD STEAKS.

WHAT'S WHAT CAN GO WRONG? I WANT TO COMMENT VERY BRIEFLY ON MR. BEACH TOUCHED ON IT. I WAS ALSO PRESENT AT THE HEB LUNCHEON THAT OCCURRED LAST WEEK OVER AT NORTH GARLAND HIGH SCHOOL.

I WANT TO THANK PRINCIPAL FISHBALL OVER AT NORTH GARLAND FOR HOSTING THIS EVENT.

[01:15:02]

BUT THEY TOURED BOTH NORTH GARLAND AND SOUTH GARLAND HIGH SCHOOLS AS EVIDENCE OF THE KIND OF EDUCATION THAT WE'RE PUTTING FORTH HERE.

AT THAT LEVEL OF SECONDARY.

I'M ASSUMING THAT DOCTOR LOPEZ CAN PROBABLY ADD MORE ABOUT THIS, BUT I WANT TO JUST LET EVERYBODY OUT THERE KIND OF KNOW.

HEB ONE IS NOT THE OTHER SCHOOL DISTRICT, IT'S THE GROCERY STORE CHAIN THAT IS AWARDING THIS.

AND THERE ARE FIVE FINALISTS, RIGHT? DR. LEWIS YES, SIR.

FIVE FINALISTS IN THE STATE.

IT'S FOR SCHOOL DISTRICT OF THE YEAR, SO LET THAT SINK IN.

WE'RE ONE OF FIVE, THE LAST FIVE STANDING TO BE NAMED THE H-E-B AWARD FOR BASICALLY THE BEST SCHOOL DISTRICT IN THE STATE.

AND WE AND TRUST ME, IF THAT DIDN'T IMPRESS HIM, IF THOSE KIDS THAT WE PUT FORTH DIDN'T IMPRESS HIM, I DON'T KNOW WHAT WOULD.

BUT, DR. LOPEZ, WHAT DO YOU HAVE TO ADD ON THAT?

[V.B. Superintendent's Report]

YOU KNOW, THAT'S A GREAT SEGWAY.

HEB IS LOOKING AT OUR ENTIRE DISTRICT AND THEY JUST WANTED US TO SHOWCASE TO HIGH SCHOOLS.

THEY'RE VERY DELIBERATE IN SAYING, PLEASE GIVE US TWO HIGH SCHOOLS.

AND WE TOOK A WHOLE DIFFERENT APPROACH.

AND I WANT TO THANK THE TEAMS NOT ONLY FOR SOUTH AND NORTH GARLAND, BUT THE TEAMS THAT HELP ORGANIZE THE TOTAL EVENT, THE PRINCIPALS THAT HELP PREPARE THE KIDS.

IT WAS A HUGE UNDERTAKING AND WE TOOK WE TOOK A DIFFERENT APPROACH.

WE SAID, LET'S MAKE IT ABOUT THE KIDS.

YOU KNOW, WIN OR LOSE IT.

IT'S WITH OUR KIDS.

LET THE KIDS BE HIGHLIGHTED.

SO THEY WERE THE TOUR GUIDE SPECIALISTS.

THEY'RE THE ONES THAT HAD TO ENGAGE THESE EXPERTS BECAUSE THEY'RE ALL FORMER SUPES HIGH LEVEL, SUPER HIGH LEVEL PEOPLE WORK FOR TASB.

THESE ARE HIGH LEVEL PEOPLE THAT COME IN AND DO THIS FOR A LIVING OR HAVE DONE IT FOR A LIVING.

AND WE SAID, YOU KNOW, WE'RE HONORED AS BEING THE TOP FIVE DISTRICT, BUT WHAT'S THE BEST PART OF GARLAND ISD IS OUR STUDENTS.

SO WE JUST LET OUR STUDENTS DO THE WORK AND WE JUST SIT THERE AND WE WATCH THEM IN ACTION.

AND IT WAS A BEAUTIFUL THING.

THE WINNER WILL BE ANNOUNCED LATER ON IN APRIL, ABOUT A MONTH AWAY, ABOUT I THINK IT'S APRIL 28TH OR 29TH.

AND WE'LL FIND OUT IF WE WANT BEING A FINALIST, WE GET A $5,000 CHECK.

THEY'RE GOING TO BE SENDING THAT THE THE BIG WINNER WILL GET $100,000 CHECK FOR THE DISTRICT.

AND SO THE DISTRICT WILL BE ABLE TO PUT THAT BACK INTO THE PROGRAMS. BUT THE THING THAT WAS MOST PROUD, HONESTLY, WAS JUST SEEING THE PRIDE THAT THE KIDS TOOK IN THE DISTRICT.

QUESTIONS WERE, WHY DID YOU CHOOSE GISD? IN ALL HONESTY, A MOM STARTED CRYING AND SHE SAID, I'M A SINGLE MOM.

SHE SAID, I CHOSE GISD AND I JUST FOUND OUT MY DAUGHTER GOT A 1310 ON HER SATS JUST RIGHT NOW.

THIS IS JUST I I'M OVERJOYED WITH THIS.

AND MY DAUGHTER IS IN THESE PROGRAMS AND THE ASSOCIATES PROGRAM.

I BELIEVE SHE'S GOING TO GRADUATE FROM EARLY COLLEGE.

AND SHE SAYS, NEVER COULD I GET THIS ANYWHERE ELSE.

THE CHOICE SYSTEM, THE AMOUNT OF OPPORTUNITIES FOR KIDS IS SECOND TO NONE.

SO IN MY MIND, WE'VE ALREADY WON.

THEY ALREADY KNOW THEY COULD NOT BELIEVE OUR CHOICE SYSTEM.

REPEATEDLY, THEY HAD TO TURN TO US AND SAY, OKAY, EXPLAIN AGAIN WITH THE CHOICE SYSTEM IS, OH, THAT'S JUST FOR HIGH SCHOOLS.

WE'RE LIKE, NO, IT STARTS IN ELEMENTARY.

LIKE, HOW DOES THAT WORK? IT WAS HARD FOR THEM TO GET THEIR BRAIN WRAPPED AROUND THIS.

AND I REMEMBER ONE OF THEM ASKED THAT ONE OF THE KIDS, YOU KNOW, SO YOU CHOSE THIS SCHOOL.

AND THE KID SAID, THIS WAS MY NUMBER ONE CHOICE.

OKAY. THAT TYPE OF OWNERSHIP GOES A LONG, LONG WAY.

AND SO WHEN I LEFT THERE, I FELT LIKE I WAS FLOATING ON A CLOUD.

AND IT WAS BECAUSE OF ALL THE WORK THAT HAPPENS IN GISD.

IT'S THE CULTURE OF GISD.

IT'S THE CHOICE SYSTEMS AND GISD.

NOW WE DON'T WIN THE THING.

I JUST THINK THEY'RE BLIND AND DON'T KNOW WHAT THEY'RE LOOKING FOR.

BUT THOSE KIDS MADE ALL THE DIFFERENCE IN THE WORLD.

THANK YOU FOR TALKING ABOUT THE LIVESTOCK SHOW.

THAT WAS PART OF WHAT I WAS GOING TO BRING UP.

I AM DOING TOWN HALL MEETINGS TO INFORM EVERYBODY PUBLICLY.

ONCE AGAIN, I STATE THE FACTS.

I'M THE FACT GUY.

THE BOARD, WHEN THEY'RE NOT IN A QUORUM, THAT MEANS WHEN THEY'RE NOT HERE, THEY'RE ALLOWED TO ADVOCATE.

WE HAD THE PEOPLE COME UP IN FRONT OF A LAWYER.

IT'S ALL BY LAW.

SO WHEN YOU SEE BOARD MEMBERS OUTSIDE OF WHEN THEY'RE UP HERE ON STAGE ON THE DAIS, LEGALLY, THEY'RE ALLOWED TO ADVOCATE.

SO NOTICE THERE'S A DIFFERENCE BETWEEN WHEN I'M ON THE CLOCK OR WHEN AN EMPLOYEE IS ON THE CLOCK TO A BOARD MEMBER.

THE ONLY TIME THEY'RE OFFICIALLY ON THE CLOCK IS WHEN THAT GAVEL GOES DOWN AND TIME BEGINS.

SO EVEN AT THEIR OFFICIAL CAPACITY, THEY'RE NOT TECHNICALLY ON THE CLOCK BECAUSE THERE'S NOT A QUORUM.
