HEY, HERE WE GO AGAIN. [00:00:01] GOOD EVENING. GOOD AFTERNOON. [I. Call to Order and Determination of Quorum ] THIS IS THE 3:00 COMMITTEE MEETING FOR THE BOARD OF TRUSTEES FOR THE FINANCE AND FACILITIES. TUESDAY, APRIL THE 11TH, 2023. I'M GOING TO CALL THIS MEETING TO ORDER AND DETERMINE THAT THERE IS A QUORUM HERE PRESENT. AND THE COMMITTEE MEMBERS BOTH ARE HERE. LINDA GRIFFIN AND JAMES MILLER. PUBLIC FORUM ITEM NUMBER TWO, PUBLIC FORUM. MISS HOGAN, DO WE HAVE ANY SPEAKER CARDS? NO, SIR. SEEING NONE. [III. Superintendent's Message ] WE'LL MOVE ON TO ITEM NUMBER THREE, THE SUPERINTENDENTS MESSAGE, DR. LOPEZ. GOOD AFTERNOON, EVERYBODY. WE'RE REAL EXCITED ABOUT APRIL. APRIL BRINGS IN A LOT OF NOT ONLY GREAT WEATHER AND AND EXCITEMENT ABOUT THE YEAR END COMING. WE HAVE A BIG BOND ISSUE COMING THROUGH. APRIL 24TH IS GOING TO BE THE FIRST DAY OF EARLY VOTING THAT WILL LAST TO MAY 2ND. AND OFFICIAL VOTING DAY IS MAY 6TH. WE WE WANT EVERYONE TO BE A VOTER, GO OUT TO VOTE. IT'S YOUR CONSTITUTIONAL RIGHT. MAKE SURE THAT YOU CAN GO WITH FAMILY AND FRIENDS AND NEIGHBORS. WE WOULD LIKE TO SEE A RECORD AMOUNT OF PEOPLE OUT THERE VOTING AT THE POLLS. SO WITH THAT, TURN IT BACK OVER TO OUR CHAIRPERSON, BEACH. THANK YOU, DR. LOPEZ. WITH THAT BEING SAID, WE'LL MOVE ON TO ITEM NUMBER FOUR, THE AGENDA ITEM FOR THE BOARD OF TRUSTEES MEETING FOR APRIL OF 2023. [IV.A. Information Items ] ITEM A, INFORMATION ITEMS. NUMBER ONE, RECEIVE A BOARD OF TRUSTEES CONTRACT RENEWAL REPORT FOR APRIL OF 2023. MR. BOOKER. YES, SIR MR. BEACH. MEMBERS OF THE BOARD OF TRUSTEES TO DR. LOPEZ. WE DO HAVE BEFORE YOU THE APRIL CONTRACT RENEWAL REPORT. WE HAVE 16 CONTRACTS FOR RENEWAL, ONE OF WHICH DOES HAVE AN INCREASE, BUT IT DID NOT EXCEED THE 25% OR $75,000 THRESHOLD TO REQUIRE ACTION. I'LL BE HAPPY TO ENTERTAIN ANY QUESTIONS THAT YOU MIGHT HAVE ABOUT THE REPORT. COMMITTEE MEMBERS, THAT IS ON PAGE SIX OF YOUR BOOKLET THERE, THE RENEWAL REPORT. IS THERE ANY QUESTIONS THAT ANYONE HAS ON THAT? ANY FROM THE OTHER BOARD MEMBERS? OKAY, SEEING NONE. THEN WE'LL MOVE ON TO ITEM TO REVIEW THE FEBRUARY 2023 MONTHLY FINANCIALS. ALLISON DAVENPORT. GOOD AFTERNOON. MR. BEACH BOARD OF TRUSTEES, DR. LOPEZ, BEFORE YOU ARE THE FEBRUARY 2023 FINANCIALS THAT INCLUDES OUR GENERAL FUND, OUR ESSER TWO AND THREE FUNDS, AND I'D BE HAPPY TO ADDRESS ANY QUESTIONS. AND I THINK IN ADDITION, DR. RINGO HAS SOME ADDITIONAL INFORMATION HE'S GOING TO [INAUDIBLE] MISS MAYO. COMMITTEE MEMBERS, ANY QUESTIONS THERE? GOOD FINANCIAL REPORT. ANY QUESTIONS FROM ANY BOARD MEMBERS? SEEING NONE, THANK YOU, MS. DAVENPORT. NEXT, WE'RE GOING TO MOVE ON TO MR. BEACH. ARE YOU GOING TO GIVE A REPORT? WE DO HAVE A HIGHLIGHT JUST ON A QUICK YEAR END GLANCE. YOU WANT TO GO AHEAD AND GIVE A GLANCE HERE? YES, SIR. DR. RINGO. I DON'T SEE THOSE SLIDES IN THE. OKAY. OKAY. THESE ARE IN YOUR BOARD BOOK. THEY WILL NOT BE PRESENTED ON THE SCREEN. SO IF YOU CAN TURN TO PAGE 20 IN YOUR BOARD BOOK, THIS IS THE FIRST SLIDE, THE COVID OPERATIONAL IMPACT ACROSS TEXAS. I'LL GIVE YOU A SECOND TO REACH THAT PAGE. SO THIS IS THE MONTHLY INFORMATION THAT WE'VE BEEN BRINGING YOU EVERY MONTH TO KIND OF SHOW YOU THE FORECASTED INFORMATION FOR THE END OF FY 23. SO YOU HAVE THE COVID OPERATIONAL IMPACT ACROSS TEXAS, WHICH IS THE SLIDE FROM TEA, JUST KIND OF SHOWING WHAT DISTRICTS SHOULD BE PREPARED FOR FOR THE UPCOMING FUTURE YEARS. ON PAGE 21, WE'RE LOOKING AT OUR PAYROLL OPERATIONAL HISTORY THAT SHOWS FROM FY 18 ALL THE WAY THROUGH FY 22 OUR PAYROLL FLUCTUATIONS FOR BUDGETED AND ACTUAL AND THIS IS INFORMATION THAT WE PRESENTED LAST MONTH. SO WE JUST WANT TO KEEP YOU ALL INFORMED. AND THEN JUST A REMINDER THAT WE HAVE FOUR MONTHS REMAINING IN THE OPERATIONAL YEAR. AND SO THESE ARE OUR PROJECTIONS AS WE MOVE THROUGH. SO FOR FY 22 AND FY 23, YOU'LL SEE THE YEAR OVER YEAR CHANGE THERE ON PAGE 23 AS OF FEBRUARY. SO THIS. YES, SIR. WANT TO ASK YOU A QUICK QUESTION ON THE PAYROLL OPERATIONAL HISTORY. WHEN YOU SAY HISTORY, IS THIS FLUCTUATION ON 100% EMPLOYMENT OR WHAT HAS HAPPENED OVER HISTORY? SO THIS IT IS SO THE BUDGETED FIGURES ARE BASED WE DO BUDGET ON 100% EMPLOYMENT AND THEN WHEN THE ACTUALS COME IN, THEY TAKE INTO ACCOUNT THE VACANCIES. SO THAT'S THE VARIANCES THERE. THANK YOU. YES. AND THEN BACK TO PAGE 23 FOR THE YEAR OVER YEAR COMPARISON. SO THIS IS JUST A VISUAL TO SHOW YOU. SO AS OF FEBRUARY AND THIS GOES ALONG WITH THE FINANCIALS IN THE PRECEDING PAGES TO KIND OF SHOW YOU THAT FOR FEBRUARY 2023, WE ARE HAVE EXPENDED MORE PAYROLL AT THE SAME TIME THAN WE DID LAST YEAR. [00:05:01] AND THAT'S EXPECTED RIGHT NOW BECAUSE WE DID IMPLEMENT RAISES FOR THIS YEAR. SO BASICALLY, WE ARE AT A VERY SIMILAR VACANCY RATE AS WE WERE THE PRIOR YEAR. AND THEN YOU CAN SEE THE NON PAYROLL IS A LITTLE BIT SLIGHTLY HIGHER EXPENDED. ONE THING WE DO GATHER FROM THAT IS WE HAVE HEARD SOME STILL SOME SUPPLY CHAIN ISSUES, BUT NOT AT THE EXTENT THAT WE HAD LAST YEAR. SO THAT PROBABLY ACCOUNTS FOR SOME OF THAT BEING ABLE TO EXPEND SOME OF THE FUNDS. IF YOU LOOK AT PAGE 24, IT'S A SIMILAR COMPARISON YEAR OVER YEAR, BUT JUST KIND OF A WAY TO LOOK AT IT A LITTLE BIT DIFFERENTLY. SO YOU SEE OUR REVENUES THERE THAT ARE BUDGETED FOR BOTH YEARS AND THEN THE ADOPTED EXPENDITURE BUDGET AND THEN EXPENDITURES THROUGH FEBRUARY. SO THAT'S WHERE WE'RE SEEING THAT ADDITIONAL EXPENDITURE. SO A LOT OF THAT IS THE PAYROLL AND SOME OF THAT IS THE NON PAYROLL. AND THEN YOU CAN SEE OUR OTHER USES AT 18 MILLION THAT WE'RE AT NOW FOR TRANSFERS OUT AND THEN EXPENSES AND OTHER USES THROUGH FEBRUARY. SO THAT PLUS 33 MILLION IS WITH THE TRANSFER OUTS AND THE ADDITIONAL EXPENDITURES. AND SO THE POINT OF THIS IS TO KIND OF SHOW THAT LAST YEAR WE DID HAVE A $14 MILLION ADD TO FUND BALANCE. BUT JUST VISUALLY SPEAKING, WE'RE NOT GOING TO BE THERE THIS YEAR JUST AT THE LEVEL THAT WE HAVE OVER EXPENDED. NOT NOT OVER EXPENDED, BUT THE LEVELS WE'VE EXPENDED MORE THAN LAST YEAR TO THIS POINT. AND SO YOU CAN BRING US TO PAGE 25 AND THEN THIS IS OUR GENERAL FUND BALANCE PROJECTION. THIS IS A SIMILAR FORMAT AS YOU SAW LAST MONTH, AND WE'LL CONTINUE TO UPDATE THIS AS WE GO THROUGH THE YEAR AND GAIN MORE KNOWLEDGE. YOU CAN SEE AT THAT COLUMN, THE 23 COLUMN, THE SURPLUS DEFICIT WITH TRANSFERS OUT BASED ON THE INFORMATION THAT WE HAVE NOW. IF WE CONTINUE THE SAME VACANCIES THAT WE'VE HAD THROUGHOUT THE YEAR AND WE KIND OF MIRROR SIMILAR TO WHAT WE DID LAST YEAR AS REGARDS TO PAYROLL PERCENTAGES, WE EXPECT TO BE IN DEFICIT AROUND $27 MILLION, BUT WE'RE STILL KIND OF WANTING TO PRESENT YOU THAT RANGE THAT YOU SEE AT THE VERY BOTTOM OF KIND OF THE WORST CASE SCENARIO OF A -33 AND THEN A BEST CASE SCENARIO TO A -18. SO WE'RE STILL KIND OF LIVING IN THAT REALM. BUT WE WANTED TO GIVE YOU A LITTLE MORE INFORMATION SINCE WE'RE SO FAR THROUGH THE YEAR. ANY QUESTIONS? COMMITTEE MEMBERS. ANY QUESTIONS? MR. MILLER, GRIFFIN. ANY BOARD MEMBERS. OKAY. SEEING NONE. THANK YOU. THANK YOU. OKAY. WITH THAT BEING SAID, WE'RE GOING TO MOVE ON TO ITEM NUMBER THREE, RECEIVE THE PRESENTATION FOR OF DELINQUENT PROPERTY TAX COLLECTION UPDATE. MISS DAVENPORT OR MISS COOPER GOING TO DO THAT? OKAY. MR. BEACH, BOARD OF TRUSTEES. DR. LOPEZ MR. BURNSIDE WITH PERDUE BRANDON FIELDER IS HERE TO PRESENT THE COLLECTION REPORT OF A DELINQUENT TAX ROLL. I WILL TURN IT OVER TO HIM SO HE CAN PRESENT THAT TO YOU. THANK YOU. ALL RIGHT. GOOD AFTERNOON, MR. BEACH, DR. LOPEZ, MEMBERS OF THE BOARD. THANK YOU FOR HAVING ME HERE TODAY. I JUST WANT TO GIVE A FAIRLY BRIEF UPDATE ON WHAT WE'VE BEEN DOING FOR YOUR DELINQUENT TAX COLLECTIONS OVER THE PAST YEAR. FIRST OFF, JUST WANT TO INTRODUCE SHOW WHO THE TEAM IS THAT'S DOING YOUR DELINQUENT TAX COLLECTION. WE HAVE AN OFFICE HERE IN GARLAND, JUST LITERALLY A FEW BLOCKS AWAY AT SHILOH AND MILLER IN THE TEXAS BRAND BANK BUILDING. WE HAVE SIX ATTORNEYS IN THAT OFFICE AND TEN STAFF MEMBERS. AND WE'RE HERE FOCUSING ON GARLAND ISD AND MAKING SURE OUR COLLECTIONS ARE TOP NOTCH. WE DO HAVE 14 OFFICES ACROSS THE STATE, AND THIS IS ACTUALLY OUTDATED NOW. WE NOW HAVE 66 ATTORNEYS, BUT WE'RE STILL OVER 400 STAFF MEMBERS. ALL RIGHT, JUST FOR A BRIEF OVERVIEW ON WHAT WE DO AND WHERE WE COME INTO THE TAX COLLECTION PICTURE, THERE'S DIFFERENT PHASES OF YOUR TAX CYCLE. IT STARTS WITH THE APPRAISAL PHASE. JANUARY 1ST IS THE KEY FOR THE APPRAISAL DISTRICT BECAUSE THAT'S THE DATE AT WHICH THEY ASSESS PROPERTIES. AND SO THEY DO THE APPRAISAL PHASE, JANUARY TO APRIL, THE APPRAISAL DISTRICT SENDS OUT YOUR TAX NOTICES IN APRIL. THEN WE GET THE EQUALIZATION PHASE WHERE PEOPLE THEN CAN PROTEST THE AMOUNT OF THEIR TAXES, GO TO THE ASSESSMENT PHASE WHERE THE TAX OFFICE SENDS OUT THE BILLS AND THEN COLLECTION PHASE WHERE THEY'VE GOT THE NOTICES OUT. THEY'RE NOT DELINQUENT. TAX PAYERS HAVE UNTIL FEBRUARY 1ST TO PAY OR JANUARY 31ST TO PAY IT AND THEN ON ON OR ABOUT APRIL 1ST, BUSINESS PERSONAL PROPERTY TAXES GET TURNED OVER TO OUR OFFICE. AND THEN ON JULY 1ST, THE REAL PROPERTY GET TURNED OVER TO US. SO OUR TAX COLLECTION CYCLE THEN GOES FROM JULY 1ST TO JUNE 30TH. SO MAINLY WHAT WE'LL BE TALKING ABOUT TODAY IS THE 2020 TAX YEAR BECAUSE WE COMPLETED THAT TAX CYCLE ON JUNE 30TH OF LAST YEAR. WE'LL ALSO GIVE A BRIEF UPDATE ON WHAT WE'RE DOING FOR THE 2021 TAX CYCLE. ALL RIGHT, SO WHAT HAVE WE DONE? PRE LITIGATION ACTIVITY. WE TRIED TO DO MOST OF OUR COLLECTIONS WITHOUT RESORTING TO LITIGATION. WE PREFER NOT TO HAVE TO SUE PEOPLE. WE DON'T WANT TO FORECLOSE ON ANYONE'S HOMES. AND SO ONE OF THE KEYS FOR US IS COMMUNICATIONS WITH YOUR TAX PAYERS IN 2022, WE DID 4100, MORE THAN 4100 PHONE CALLS TO TAXPAYERS. WE MAILED OUT MORE THAN 8100 LETTERS. AND AGAIN, COMMUNICATIONS IS KEY. SO WE'VE GOT TO MAKE SURE THAT WE GET TO THOSE PEOPLE. SO WE UPDATED OVER 1700 ADDRESSES AND PHONE NUMBERS DURING THE COURSE OF THOSE SEARCHES. WE ALSO WENT OUT AND VISITED YOUR BUSINESSES. WE PERFORMED 110 FIELD INSPECTIONS AND WENT OUT AND TALKED TO THE BUSINESS OWNERS TO MAKE SURE THEY UNDERSTAND WHAT THEIR RIGHTS AND RESPONSIBILITIES ARE AS BUSINESS OWNERS AND [00:10:05] WHAT THEY NEED TO DO TO GET THEIR TAXES PAID. THEN AGAIN, SOMETIMES COMMUNICATION DOESN'T ALWAYS WORK, SO WE HAVE TO RESORT TO LITIGATION. IN 2022, WE FILED 276 LAWSUITS ON BEHALF OF GARLAND ISD, WHICH LED TO 51 PROPERTIES THAT WERE POSTED FOR SALE. AND OF THOSE POSTINGS, WE ONLY HAD TO SELL 12 OF THEM, 33 PAID PRIOR TO SALE, AND THEN SIX WERE CANCELED FOR VARIOUS REASONS PAYMENT AGREEMENTS, BANKRUPTCY, THOSE KINDS OF THINGS THAT WOULD STOP US. WE ALSO FILED REPRESENTATION FOR THE SCHOOL DISTRICT IN 40 CASES IN FEDERAL COURT DUE TO BANKRUPTCY. ALL RIGHT. SO YOU'VE HEARD WHEN WE DO IT, YOU'VE HEARD WHAT WE DO. BUT THE MAIN THING WE DO IS HOW WE DO FOR YOU. WHAT ARE OUR RESULTS? THE TAX OFFICE, THIS IS A SNAPSHOT OF YOUR TAX ROLL BEFORE IT GETS TURNED OVER TO US. OF THE 282 PLUS MILLION DOLLARS FOR THE 2020 TAX YEAR, A LITTLE OVER 1.39% WAS TURNED OVER TO US FOR COLLECTIONS. SO YOUR TAX OFFICE IS DOING A GREAT JOB. THEY'RE COLLECTING A VERY, VERY HIGH RATE. SO WE HAD 3.9 MILLION TO COLLECT. AND OF THAT, WITHIN THAT TIME FRAME, THE JULY 1ST TO JUNE 30TH, WE COLLECTED JUST UNDER 2.9 MILLION OR 73.71%. AND FOR THE ENTIRE TAX ROLL ON JULY 1ST OF 2021 WAS ABOUT 7.8 MILLION AND WE COLLECTED JUST UNDER 51%. AND SO YOU CAN COMPARE THAT TO EVERYTHING ELSE. THAT 51% COLLECTION RATE IS THE HIGHEST FOR ANY SCHOOL DISTRICT IN DALLAS COUNTY. SO WE'RE DOING A REALLY GOOD JOB AND WE'RE PROUD OF THE WORK THAT WE'VE DONE. OKAY. FOR THE 2021 TAX CYCLE THAT WERE THE TAXES THAT WERE TURNED OVER TO US ON JULY 1ST OF LAST YEAR, YOUR BASE LEVY, AGAIN, JUST UNDER $300 MILLION TAX OFFICE DID AN EVEN BETTER JOB AND ONLY TURNED OVER 1.28% TO US FOR COLLECTION. AND SO FAR WE'VE COLLECTED AND THIS ACTUALLY MEMBERS THROUGH JANUARY 31ST, AND WE'VE PROVIDED THIS REPORT AND AS OF JANUARY 31ST, HAD COLLECTED JUST OVER 55% OF THE ROLE. SO WE'RE WELL ON OUR WAY TO MAKING OUR GOALS, WHICH IS 70% OF TURNOVER YEAR AND 45% FOR ALL YEAR COLLECTIONS. THIS IS JUST A SNAPSHOT OF WHAT YOUR ROLE LOOKS LIKE AS OF JANUARY 27TH. YOU KNOW, THE BIGGEST PIECE OF THE PIE IS THE OVERSEAS I'VE AND DISABLED TAXPAYERS. BY LAW, WE CAN'T FILE SUIT AGAINST THEM. WE CAN'T DO ANYTHING. WE BASICALLY DO NO COLLECTION ACTIVITIES AGAINST THEM BECAUSE THEY THEY HAVE THEIR TAXES DEFERRED. AND SO THAT'S A LARGE PORTION OF YOUR ROLE. WE ALSO HAVE A GOOD PORTION OF IT STRUCK OFF LITIGATIONS A LOT OF IT. AND THEN PRE LITIGATION, WHICH IS THE ACCOUNTS WE HAVEN'T GOTTEN TO YET. AND THAT'S ACTUALLY A VERY SMALL PERCENTAGE OF THE OVERALL ROLE. ONE THING WE DO FOCUS ON THE TURNOVER YEAR, WHICH IS WHERE YOUR LARGEST AMOUNT OF DOLLARS ARE. IT'S ALSO WHERE WE'RE GOING TO MAKE THE MOST IMPACT FOR YOUR COFFERS. BUT WE DO FOCUS ON ALL YEARS, AS YOU SHOWED, FROM THE 51% COLLECTION RATE. SO WE COLLECT MORE. SO AFTER ONE YEAR, 74%, AFTER TWO YEARS, 85%. AND THEN YOU CAN SEE FROM THE NEXT SEVERAL SLIDES WHERE FOR EACH OF THESE TAX YEARS, WE CONTINUE TO WORK IT AND GET IT DOWN AS SMALL AND AS SMALL AS SMALL AS WE CAN TO WHERE FINALLY WE GET TO LIKE THE 2016 TAX YEAR. WE'VE BEEN COLLECTING ON THAT FOR FIVE YEARS NOW. AND SO IF YOUR ORIGINAL 225 MILLION TAX ROLL, THERE'S ONLY 147,000 THAT WAS REMAINING DUE AND OF THAT AMOUNT, OVER 100,000 OF IT IS IN DISABILITY OR OVER 65 DEFERRALS. SO WE CAN'T TAKE ANY COLLECTION ACTIVITY ON IT. THE PRE LITIGATION ACTIVITY, YOU'LL NOTICE, IS NOW DOWN TO JUST OVER $1,700 AND THAT $1,700 IS IN 82 DIFFERENT ACCOUNTS. SO THERE'S NOT A LOT WE CAN DO ON THOSE SHORT OF SENDING LETTERS AND MAKING A PHONE CALL OR TWO. MOST OF THOSE ARE ESSENTIALLY WORTHLESS PIECES OF LAND. THE PART THAT'S STILL IN LITIGATION ARE ONES WHERE WE'VE GOT JUDGMENTS ON IT AND WE CAN'T SELL THE PROPERTY AND THE CITY AND OR THE SCHOOL DISTRICT WANT TO OWN IT. SO IT'S JUST GOING TO SIT OUT THERE UNTIL WELL, PROBABLY UNTIL IT GETS WRITTEN OFF, WHICH WE'RE GOING TO TALK ABOUT THAT LATER. AND ONCE AGAIN, OUR FIRM, YOU KNOW, WE'RE RIGHT HERE IN GARLAND. YOU KNOW, I LIVE HERE. MY KIDS GO TO SCHOOL HERE. WE HAVE THREE GARLAND ISD GRADUATES THAT WORK IN OUR OFFICE. WE HAVE THREE PARENTS WHO HAVE KIDS AND OR GRADUATES IN OUR OFFICE. AND SO GARLAND ISD IS A SPECIAL CLIENT FOR US. YOU KNOW, I VALUE ALL OF MY CLIENTS, BUT THERE ARE SOME THAT JUST MEAN MORE AND AND WE'RE VERY PROUD AND VERY HAPPY TO REPRESENT THE SCHOOL DISTRICT. THANK YOU ALL. HAVE ANY QUESTIONS? MR MILLER. YEAH, JUST REAL QUICK, YOU MENTIONED TRYING TO PUT SOME NUMBERS TOGETHER AND THANK YOU FOR THE PRESENTATION. WHAT I WHAT I, WHAT I GATHER FROM ALL THIS IS THAT THE TAX OFFICE IS DOING A REAL GOOD JOB OF COLLECTING BEFORE IT GETS TO YOU. YES, THEY ARE. BUT ONCE IT DOES GET TO YOU, YOU'RE COLLECTING THAT 1% OR A LITTLE OVER 1% THAT DOES GET TO YOU. YOU'RE ABLE TO COLLECT AROUND 51% OF IT ON AVERAGE. WELL, THE 1% THAT GETS TURNED OVER TO US IN THE FIRST YEAR, WE COLLECT ABOUT 70% OF IT ON AVERAGE. OKAY. AND THEN SO 30% DOESN'T GET COLLECTED. AND SO BUT OF THE ENTIRE TAX ROLL, WHICH IS ALL YEARS, WE COLLECT ABOUT 50% OF THAT AND VERY SMALL PERCENT ACTUALLY GOES TO FORECLOSURE. A VERY, VERY SMALL PERCENT. YES. AND IN FORECLOSURE, I'M ASSUMING THERE'S NOT A LENDER OR ANYTHING INVOLVED WITH THAT OR THE LENDER [00:15:03] DETERMINES THEY DON'T WANT TO. . THAT WOULD BE CORRECT. IN OUR LAWSUITS, WE HAVE TO DO TITLE WORK ON ALL THE PROPERTIES. AND ANYONE WHO HAS A RECORDED INTEREST OR ANYONE WHO WE HAVE A GOOD FAITH BELIEF MIGHT HAVE AN INTEREST IN THE PROPERTY. WE HAVE TO BRING THEM INTO THE LAWSUIT. AND THEY'RE A DEFENDANT ALSO, CERTAINLY BECAUSE YOU DO COME IN FRONT, RIGHT? ABSOLUTELY. COLLECTION OF TAX LIENS, SUPERIOR AND VIRTUALLY EVERYTHING IN TEXAS. SO THE ONLY SCENARIO THEN THAT WE CAN THINK OF WHERE WE WOULDN'T GET PAID IN FULL WOULD BE ONE WHERE THE PROPERTY VALUE IS NEGLIGIBLE. DO WE HAVE MULTIPLE TAX YEARS THAT WE TRY TO COLLECT AT ONE TIME OR. ABSOLUTELY. IF THERE'S MORE THAN ONE TAX YEAR, YOU KNOW, EVERYTHING'S GOING TO BE INCLUDED IN THAT JUDGMENT. YOU KNOW, WE OBVIOUSLY TRY TO HIT IT AS EARLY AS POSSIBLE BECAUSE IT'S EASIER TO COLLECT NEWER DEBT THAN OLDER DEBT. AND THE MORE YEARS THAT SOMEONE BUILDS UP ON IT, THE HARDER IT BECOMES FOR THEM TO PAY ON IT. IT'S THE SITUATIONS WHERE TAXES DON'T GET PAID AND YOU'RE GOING TO SAY, WE'RE GOING TO WE HAVE A WRITE OFF LIST THAT WE'RE DOING LATER, WHICH IS A STATUTORY THING, BUSINESS, PERSONAL PROPERTY. WE OFTEN AREN'T. NOT OFTEN. THERE'S SOMETIMES WE CAN'T COLLECT ON THAT BECAUSE ONCE THE BUSINESS IS GONE AND THE ASSETS ARE NO LONGER HERE FOR US TO ENFORCE OUR LIENS UPON, IT'S ALMOST IMPOSSIBLE TO COLLECT. SO TWO MORE QUESTIONS WITH RESPECT TO THIS WHOLE PROCESS. HOW OFTEN ARE YOU PAID BY THE LENDER AND THEN HOW OFTEN ARE YOU PAID BY SOMEBODY THAT GOT A TAX LIEN LOAN? A TAX LIEN TRANSFER? YES. YOU KNOW, WE DON'T GET A TON OF TAX LIEN TRANSFERS. THE TAX LIEN TRANSFERS REALLY SHOW UP WHEN WE GET CLOSE TO THE FORECLOSURE STAGE. ONCE WE'VE GOT A JUDGMENT ON IT, IT'S POSTED FOR SALE. THEY'VE GOT A SALE DATE. YOU KNOW, AND PEOPLE YOU KNOW, EVEN THOUGH OUR PROCESS LOST A LAWSUIT FOR PROPERTY TAX CAN TAKE 2 OR 3 YEARS EASILY, ESPECIALLY WHEN THERE'S A LOT OF HEIRS INVOLVED, WHICH IS A LOT OF WHAT THE FORECLOSURES INVOLVE. BUT THE TRANSFER TAX LIEN COMPANIES CAN COME IN AND CLOSE A LOAN IN A WEEK. RIGHT. AND SO THAT'S OFTENTIMES THEY'LL RESORT TO THAT WHEN THEY WAIT TILL THE VERY, VERY LAST MINUTE TO TRY AND SOLVE THEIR PROBLEMS. SURE. AS FAR AS THE MORTGAGE LENDERS COMING IN, IT REALLY DEPENDS UPON THE VALUE OF THE PROPERTY. BUT MORTGAGE LENDERS PAY US OFF ALL THE TIME. YES. ONCE IT'S IN LAWSUIT. SURE. OKAY. THANK YOU. OKAY. GOOD QUESTIONS, MR. [INAUDIBLE] ON YOUR ON PAGE 2032 IN HERE ON THE PRE LITIGATION ACTIVITY, I'M CURIOUS WHEN YOU MAKE THE PHONE CALLS, 4100 PHONE CALLS AND THEN DO THOSE SAME PHONE CALLS, THEN GO TO THE LETTERS MAILED ALSO, IS THAT INCLUDED IN THAT 8000 THAT YOU'RE MAILING OUT AFTER YOU'VE ALREADY MADE CONTACT? WELL, WE ACTUALLY WE START OFF LIKE, FOR INSTANCE, JUST THIS WEEK, OUR LETTERS HAVE GONE OUT FOR THE BUSINESS PERSONAL PROPERTY ACCOUNTS THAT WERE TURNED OVER TO US THIS LAST WEEK FOR COLLECTION WE SENT. THE FIRST THING WE DO IS WE SEND OUT LETTERS TO EVERYONE ON THE ON THE TAX ROLL, OKAY? AND SO WE SEND THE LETTERS OUT. AND THEN IF WE DON'T GET A RESPONSE FROM THE LETTERS, THAT'S WHEN WE START TAKING OTHER ACTIONS. AND THE NEXT LEAST INVASIVE ACTION IS MAKING A PHONE CALL. WHAT'S THE TIME FRAME ON THAT LETTER THAT YOU GIVE THE FOLKS TO RESPOND TO THAT WE PUT IN THERE TEN DAYS. OKAY. BUT, YOU KNOW, OBVIOUSLY, WE'RE GOING TO START WORKING THE BIGGEST ACCOUNTS AND, YOU KNOW, AND THEN, YOU KNOW, A LOT OF IT'S A TOP DOWN APPROACH UNLESS THEY HAVE MULTIPLE YEARS AND THEN WE WILL HIT THOSE TWO. OKAY. THANK YOU. ANY OTHER QUESTIONS? THANK YOU. THANK YOU. ALL RIGHT. MOVING ON TO ITEM NUMBER FOUR, RECEIVE TRANSPORTATION QUARTERLY UPDATE. MISS ANNA BANNER. AFTERNOON TEAM. GOOD AFTERNOON, CHAIRMAN BEACH, COMMITTEE MEMBERS. DR. LOPEZ, I'M HERE THIS AFTERNOON TO GIVE YOU THE QUARTERLY TRANSPORTATION UPDATE. THE TRANSPORTATION DEPARTMENT IS COMMITTED TO PROVIDING SAFE AND RELIABLE TRANSPORTATION IN ORDER TO ENHANCE THE EDUCATIONAL OPPORTUNITIES FOR ALL STUDENTS. HERE YOU'LL SEE THE 2122 IN REVIEW. THIS DATA COMES FROM THE OPERATIONS REPORT THAT WE SUBMIT TO TIA IN DECEMBER. I DID SEE ONE DISCREPANCY IN THIS SLIDE. IT SAYS 393 BUS ROUTES. THAT'S ACTUALLY BUSSES ARE BUS ROUTES ARE 291. WHAT'S NEXT FOR TRANSPORTATION? WE WOULD LIKE TO PARTNER WITH THE AUTO TECH SCHOOLS. WE WANT TO HELP STUDENTS ACHIEVE THEIR DREAM OF LEARNING HEAVY DUTY MACHINERY AND PERHAPS WANT TO STAY WITH GISD WHEN THEY GRADUATE. WE HAVE THE SAMSARA GX TRAINING AND INTEGRATION THAT WE'RE DOING, AND IT'S A GPS SYSTEM THAT HELPS US WITH MAINTENANCE AND WORKING THE PARENT APP FOR BUS NOTIFICATION, UPDATING THE THE ENTIRE PARTS ROOM AS WELL. OUR NEW ROUTING SOFTWARE IS TRANS FINDER, PLUS THE TRAINING IS UNDERWAY FOR THE STAFF. THERE'S MANY BENEFITS TO THE NEW SOFTWARE, BUT THE TEAM WOULD LIKE TO HIGHLIGHT A COUPLE FAVORITES. ONE IS THEY ARE ABLE TO DO ROUTE UPDATES IN A TIMELY MANNER. MORE EFFICIENT ROUTING WITH SEAMLESS SEQUENCING, WHICH THEY'RE WORKING SMARTER, NOT HARDER. [00:20:03] WE HAVE A STOP FINDER ALL IN ONE PARENT APP, SO PARENTS ARE ABLE TO SEE WHEN STUDENTS ARE GETTING ON AND OFF THE BUS. THEY MUST REGISTER AND USE AN RFID CARD. PARENTS ARE ABLE TO SEE WHEN THE BUS IS GETTING CLOSE TO THEIR BUS STOP. WE'RE ABLE TO SEND UPDATED STOP INFORMATION DIRECTLY TO THOSE THAT ARE AFFECTED AND SEND COMMUNICATION DIRECTLY TO THE PARENTS ABOUT BUS INFORMATION. WE HAVE WAYFINDER, WHICH ARE TABLETS THAT ARE ON THE BUSSES THAT ARE GIVEN TO THE DRIVERS FOR TURN BY TURN NAVIGATION. ALSO HELPS WITH STUDENT STOP INFORMATION WHO GETS ON AND OFF THE BUS AT SPECIFIC STOPS. OUR PILOT SCHOOLS FOR THE STUDENT ID CARDS AND THE PARENT APP ARE KEELEY AND KIMBERLIN ACADEMY. SO BIG SHOUT OUT TO THEM. WE DID HAVE A PILOT SCHOOL KICKOFF MEETING ON MARCH 30TH AND WE'RE HOPING TO START THAT WITHIN A COUPLE OF WEEKS. INTERNALLY, WE'RE DOING A PRE PILOT PILOT. WE'RE MAKING UP FAKE KIDS TO MAKE SURE THAT WE'RE GOOD TO GO BEFORE WE GIVE IT OUT TO THE PUBLIC. AND TRANS FINDER IS HERE THIS WEEK GIVING ON SITE TRAINING FOR BUS DRIVERS AND MONITORS AND STAFF AS WELL. FOR THE FLEET. WE HAVE 393 YELLOW BUSSES, 247 WHITE FLEET. WE'RE INSTALLING EQUIPMENT FOR THE TRANSPONDER IMPLEMENTATION. IT'S THE EQUIPMENT THAT GOES ON THE BUSSES TO MAKE ALL THIS WORK. INSTALLING AND FORECASTING PREVENTIVE MAINTENANCE THROUGH SAMSARA, WHICH I TALKED ABOUT THAT ON THE PREVIOUS SLIDE. WE ARE UPDATING RTA FOR A PAPERLESS SHOP. SO RTA IS A SOFTWARE THAT HELPS KEEP OUR VEHICLE INFORMATION ALL IN ONE PLACE TO TRACK REPAIRS, WARRANTIES, WORK ORDERS, PARTS, PURCHASING AND INVENTORY. FUN PROJECTS WE HAVE GOING ON AT TRANSPORTATION. WE DO SOME YOGA AND GET FIT. EVERY WEEK WE HAVE HERO OF THE DAY, WHICH IS FOR DRIVERS AND MONITORS THAT GO ABOVE AND BEYOND THEIR RECOGNIZED OVER THE RADIO. THEY COME IN FOR A PRIZE AND PHOTO OP. WE HAVE A GOAT AWARD. GREATEST OF ALL TIME. IT'S A STAFF AWARD. THE STAFF GETS FOR SHOWING OUTSTANDING BEHAVIOR. THE FIRST GOAT AWARD WENT TO MR GRECO. HE RECEIVED A CERTIFICATE AND A MEDAL. HE GOT TO KEEP THAT. AND THEN THE GOAT, AS YOU'LL SEE, IS PASSED AROUND WITH A LITTLE BIT OF PERSONALITY. CURRENTLY THE GOAT HAS A LEI AND WAS PASSED TO MS.. WHERE WE DO HAVE AN ONSITE FOOD PANTRY FOR EMPLOYEES. SUPERVISOR CONTESTS. WE DO SPRINKLES OF SERVICE EVERY MONTH WHERE WE'RE ABLE TO GIVE BACK TO THE COMMUNITY. WE'VE COLLECTED SOUP GLOVES, CHILDREN'S BOOKS. WE'RE CURRENTLY COLLECTING TOOTHBRUSHES AND TOOTHPASTE. WE DO BINGO EVERY WEDNESDAY. WE HAVE AN ON SITE LIBRARY. WE DO COOKOUTS. TACO TUESDAY, 100TH DAY OF SCHOOL, WHICH WE WERE IN THE ICE MAGEDDON, BUT WE DID DO IT LATER WHERE WE GAVE OUT UMBRELLAS AND HAD POPCORN. I LIKE TACOS. DO THAT EVERY TUESDAY. I'LL BE SURE AND LET YOU KNOW. IT'S USUALLY EVERY FRIDAY, WHICH IS WEIRD. I KNOW. IS IT REALLY? THAT'S GOOD, THOUGH. THAT'S GOOD FOR THE EMPLOYEES. THAT'S GOOD. QUESTION FROM THE COMMITTEE. MILLER, ANYBODY, MS. GRIFFIN. OKAY. ANYBODY ELSE? MR. GLICK. YEAH. THANK YOU, SIR. ON YOUR ROUTING SOFTWARE PAGE, WHICH IS THE PROGRAM THAT THE PARENTS COULD CHECK IN TO SEE IF THEIR CHILD IS ON THE BUS OR IF IT'S DELAYED. IT'S CALLED STOP FINDER. OKAY. IS THAT IN EFFECT NOW STILL IN TESTING? WE'RE GOING TO DO A PRE PILOT NEXT WEEK AND THEN WE'LL PILOT THE KIMBERLIN AND KEELEY IN TWO WEEKS. OKAY. AND THAT WILL ACTUALLY BE FOR FOR THOSE PARENTS OF THOSE BUSSES. THERE'S ABOUT 11 BUSSES. OR IS IT YOUR INTENT TO HAVE THIS READY THEN FOR THE NEXT SEMESTER, STARTING IN AUGUST, TO BE FULLY EFFECTIVE FOR ALL BUSSES? THAT'S THE GOAL. OKAY. CAN YOU COULD YOU KEEP US INFORMED ON THAT? BECAUSE I THINK THAT'S SOMETHING PARENTS HAVE BEEN ASKING FOR FOR A LONG TIME. YES. AND WE WELCOMED WHEN YOU IMPLEMENTED THIS. SO I THINK THAT'S REALLY IMPORTANT. YEAH, WE'RE VERY EXCITED. GOOD. THANK YOU. MR. MILLER. YEAH, JUST REAL QUICK, WHAT WOULD WOULD NOW BE A GOOD TIME TO UPDATE US ON LIKE OUR TRANSPORTATION EQUIPMENT, OUR BUSSES AND SO FORTH? I DON'T KNOW THAT WE'VE HAD A BIG PROGRAM RECENTLY TO REPLACE OUR FLEET. JUST TELL ME WHERE WE HOW WE'RE HOLDING UP WITH OUR FLEET AND REPLACEMENTS, REPAIRS, THOSE KIND OF THINGS. WE OUR FLEET IS AGING, OBVIOUSLY. I'VE GIVEN SOME NUMBERS TO DR. RINGO AND WE DO HAVE SOME HOPEFULLY SOME WORKS GOING FOR SOME NEW FLEET. [00:25:03] BUT RIGHT NOW WE HAVE A WE DO HAVE AN AGING FLEET. YEAH. AND I KNOW THAT IN THE PROPOSED BOND PACKAGE THAT'S BEEN TAKEN TO THE VOTERS, THERE WASN'T ANY PROVISION FOR NEW FLEET IN THAT, ASSUMING THAT IT MIGHT BE SEVERAL YEARS BEFORE ANOTHER BOND ISSUE COMES UP. AND ALREADY HAVING LOOKED AT STRESS THAT'S BEEN ON OUR BUDGET, I'M JUST WONDERING IF THERE ANY THOUGHTS ABOUT HOW WE START TO ADDRESS THAT. RIGHT NOW, OUR MECHANICS ARE GOING THROUGH SOME TRAINING TO HOPEFULLY JUST PRETTY MUCH UPDATE THE SPARES THAT WE DO HAVE. RIGHT NOW WE HAVE ABOUT A 50 BUSSEY RATIO SPARE, SO WE'RE HOPING TO KEEP THOSE GOING. THEY'RE NOT THEY'RE OLDER. THEY DON'T HAVE A LOT OF MILES ON THEM, BUT THEY JUST THEY'RE OLDER. SO WE JUST WANT TO GET THOSE WORKING. THANK YOU. MISS BANNER, I WAS CURIOUS TO WHAT WE'RE PAYING FOR FUEL RIGHT NOW. I DON'T KNOW THAT ANSWER OFF THE TOP OF MY HEAD. I'M SORRY. AND THE REASON I'M ASKING THAT BECAUSE WHEN IT SAYS AVERAGE MILE PER OPERATING COST $5.40. I'M JUST CURIOUS OF WHAT THAT COMPARES TO OF WHAT WE'RE PAYING FOR THE FUEL. I'M JUST CURIOUS. I WILL HAVE TO GET THAT INFORMATION. I'M SORRY. I DON'T HAVE IT OFF THE TOP. THAT'S FINE. IF YOU DON'T MIND DOING THAT, I'D LIKE TO SEE. AND IF WE'RE GOING TO BE LOCKED IN AT THAT PRICE OR IF WE'RE. I KNOW THAT, YOU KNOW, A WEEK AGO I WAS PAYING FIVE AND 19 OR 3:19 AT THE PUMP AND I PAID 3:59 YESTERDAY. SO IT'S PRETTY IT'S GONE JUMPED AGAIN. SO I'LL FIND THAT INFORMATION OUT FOR YOU. OKAY. THANK YOU. ANY OTHER QUESTIONS? OKAY. LET'S MOVE ON TO ITEM NUMBER FIVE, REVIEW THE FEBRUARY 2023 TAX REPORT. CHRISTIE COOPER. MR. BEACH BOARD OF TRUSTEES, DR. LOPEZ. THE ITEM PRESENTED TODAY IS THE FEBRUARY TAX COLLECTION REPORT REFLECTING 95.81% COLLECTED OF THE 2022 TAX ROLL, AS WELL AS THE LISTING OF REFUNDS WHICH EXCEED $500 AS OF TODAY. THE 2022 TAX ROLL IS AT 97.42% COLLECTED. I'LL BE HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE. ANY QUESTIONS? OKAY. GOOD JOB, CHRISTINE. SEEING NONE. WE'LL MOVE ON TO ITEM NUMBER SIX. RECEIVE THE BUDGET PLANNING 2023 24TH APRIL OF 23. UPDATE MR RINGO AND BRANDY MAYO. CHAIRMAN BEACH BOARD OF TRUSTEES. DR. LOPEZ. I AM BRINGING YOU THE. OH, I NEED TO GO BACK UP. I'M SORRY TO THE PRESENTATION. MATT, ARE YOU MOVING ME AROUND? THANK YOU. WELL, I CAN'T SEE THAT ONE. YES. YES, SIR. THANK YOU. ALL RIGHT, NOW WE ARE READY. THANK YOU. THANK YOU. MR YEAGER. SO A COUPLE OF THESE SLIDES YOU'VE SEEN BEFORE, BUT WE FEEL LIKE THEY'RE PERTINENT AND RELEVANT CONSIDERING THE UPCOMING BOND ELECTION. SO WE WANT TO MAKE SURE THIS IS FRESH IN OUR MINDS. OUR PROPERTY TAX RATES HERE ARE VISUALLY PREPARED FROM FY 17. WE'VE HAD A DECREASE OF 0.2875 SINCE 1819. AND THIS IS WHERE OUR PROPERTY TAX RATES BY DISTRICT IN DALLAS COUNTY. THIS IS AS THEY STAND TODAY. SO THIS IS WITHOUT ANY CHANGES OR ANY FURTHER COMPRESSION AND NO. OR INCREASES IN INS. AS YOU CAN SEE, WE'RE VERY LOW WHEN YOU'RE LOOKING AT ALL OF DALLAS COUNTY. AND EVEN WITH THE INCREASE THAT WE'RE PRESENTING OUR BUDGET ON FOR INS, IT ONLY BUMPS US UP 1 OR 2. SO WE'RE STILL VERY LOW WHEN COMPARED TO ALL THE TAX RATES IN DALLAS COUNTY AND AVERAGE DAILY ATTENDANCE. AND OBVIOUSLY, THESE TWO THINGS ARE IMPORTANT BECAUSE THIS IS WHAT DRIVES OUR REVENUE. SO THAT WAS OUR TAX RATE AND OUR AVERAGE DAILY ATTENDANCE. SO THIS IS A SIMILAR PROJECTION THAT YOU SAW IN OUR LAST BUDGET UPDATE. THIS DOES INCLUDE THE 4 TO 6 WEEKS. WE DID SEE SOME STEADY INCREASES FROM THE THIRD SIX WEEKS SLIGHTLY. AND THEN WE DO EXPECT TO STAY SOMEWHAT LEVEL THROUGH THE REST OF THE YEAR, A TEACHER REPLACEMENT PERCENTAGE. SO THIS WAS A QUESTION BROUGHT UP IN OUR LAST BUDGET PRESENTATION. SO FOR OUR RESIGNATION RETIREMENT TERMINATION, WE HAD 685 TEACHERS LEFT THE DISTRICT FROM OUR JUNE COUNT FROM FY 22, 87% OR 594 WERE REPLACED. SO BEGINNING OF THIS SCHOOL YEAR TILL CURRENT. 456 NEW HIRES TO FILL VACANCIES. AND JUST TO POINT OUT ON THAT SECOND BULLET POINT, THOSE TWO NUMBERS ARE TRANSPOSED. THAT'S ACTUALLY 65 POSITIONS REALLOCATED WITH VACANCY AND FILLED AND 73 POSITIONS FILLED BY IN DISTRICT [00:30:08] STAFF PROMOTION OF PARA AND SUBSTITUTES. THIS ALSO WAS A RESPONSE TO A QUESTION ASKED IN THE LAST PRESENTATION. SO ONE OF THE ITEMS I BELIEVE THAT DIRECTLY, ONE OF THE BILLS FROM THE HOUSE THAT DIRECTLY RELATES TO THIS IS HOUSE BILL 100. SO THESE ARE SOME POSSIBLE ESTIMATES. SO THIS IS BASED ON WHAT WE KNOW NOW. AND YOU KNOW THAT AS WE MOVE THROUGH THIS PROCESS, MANY THINGS ARE GOING TO CHANGE. THERE ARE A LOT OF HOUSE BILLS AND SENATE BILLS RELATED TO THE BASIC ALLOTMENT, BUT THIS IS THE ESTIMATES FOR EACH INCREMENTAL $100 INCREASE TO THE BASIC ALLOTMENT, HOW IT WOULD AFFECT POSSIBLY AFFECT OUR BUDGET BASED ON ALL THE INFORMATION WE KNOW NOW. SO OUR CURRENT ADA, OUR CURRENT ENROLLMENT IN OUR SPECIAL POPULATIONS AND ALL TAXABLE VALUES AND TAXES AND EVERYTHING AS WE KNOW NOW. SO HOUSE BILL 100 DOES PROPOSE AN ADDITIONAL $100, WHICH WILL BRING US TO $6,260 FOR BASIC ALLOTMENT. AND THAT'S A GENERAL DISTRICT ESTIMATE OF ABOUT $16 MILLION, 15.9, AS YOU CAN SEE THERE. UM, ONE THING I DO WANT TO POINT OUT WITH THE BASIC ALLOTMENT IS ONE THING THAT'S ALSO UP IN QUESTION. AND SINCE THIS IS RELEVANT, SINCE WE'RE GOING TO TALK ABOUT RAISES TODAY IS RIGHT NOW THE LAW STATES THAT THERE IS SOME SPECIFIC ITEMS THAT KICK INTO PLACE IF WE HAVE A YEAR OVER YEAR INCREASE DUE TO THE BASIC ALLOTMENT AND THAT GOES TO CERTAIN PERCENTAGES FOR INCREASES AND RAISES TO OUR TEACHERS, LIBRARIANS, COUNSELORS. AND THEN ANOTHER 25% MAY BE USED TO DETERMINE BY THE DISTRICT TO INCREASE COMPENSATION PAID TO FULL TIME DISTRICT EMPLOYEES. SO THOSE THINGS ARE ALSO UP FOR QUESTION. SO IF THE BASIC ALLOTMENT CHANGES, IT IS QUITE POSSIBLY THOSE THINGS COULD CHANGE. AND SO I JUST WANT TO KEEP THOSE IN THE FOREFRONT OF OUR MIND AS WE MOVE THROUGH OUR RAISE DISCUSSIONS TODAY. ANOTHER QUESTION. YOU GO BACK TO THAT SLIDE WITH CLARITY, BECAUSE YOU'RE SAYING TWO STATE, TWO YEAR STATE COST. IS THAT A TWO YEAR INCREASE OR ONE YEAR INCREASE FOR THE DISTRICT? THAT SO THE TWO YEAR STATE COST IS ACTUALLY WHAT IT WOULD COST THE STATE TO FUND OVER TWO YEARS A $100 INCREASE IN THE BASIC ALLOTMENT. THE DISTRICT ESTIMATE OF DOLLARS TO BE RECEIVED IS 15.9. AND THAT IS WHY I BELIEVE SOME SOME EXPERTS ARE SAYING WE WOULD REALLY NEED ABOUT A 4 OR $500 INCREASE IN THE BASIC ALLOTMENT TO EVEN GET US CAUGHT UP WITH INFLATION. YOU CAN SEE THERE HOW MUCH THAT WOULD ACTUALLY COST THE STATE, AND THAT'S WHY WE'RE BACK TO THAT $100. SO WE'RE $100 AND THEN IT WAS $50. AND THEN I THINK LIKE THURSDAY IT WAS $90. SO WHERE WE ARE TODAY IN THIS DISCUSSION, I DON'T KNOW, BUT THAT TWO YEAR STATE COST COLUMN. THANK YOU. DR. LOPEZ IS SIGNIFICANT WHEN WE TALK ABOUT WHAT COULD POSSIBLY HAPPEN. RIGHT. BUT THE QUESTION IS, IS THAT ESTIMATE PER YEAR FOR THE DISTRICT OR OVER TWO YEARS, OUR DISTRICT, THAT'S A DISTRICT ESTIMATE FOR WHAT WE COULD RECEIVE IN FY 24 IF IT'S RAISED BY $100. SO PER YEAR? THAT'S CORRECT, YES. IF WE HAVE SOME QUESTIONS. ARE YOU READY? ARE YOU READY TO TAKE. I'M READY. YOU'RE READY? OKAY. MR. GLICK. ARE THEY STILL PUTTING THE INFLATION KICKER IN THERE OR IS THAT TAKEN OUT? THE LAST THING YOU'VE SEEN, THE LAST UPDATE THAT I SAW IS THAT WAS TAKEN OUT AND I THINK THAT MAY HAVE BEEN RELATED TO ANOTHER BILL THAT HASN'T HAD A LOT OF MOVEMENT. AND SO THAT BECAUSE THAT'S THE ONE THAT BRINGS IT UP TO INFLATION AND THE DISCUSSION IS THAT THE STATE WITH THE OTHER WITH TALKING ABOUT THE HOMESTEAD EXEMPTION IN THE FURTHER COMPRESSION AND THE TAX RATE, THAT IT MIGHT BE TOO MUCH A BURDEN ON THE BUDGET THAT THE STATE HAS BEEN GIVEN. THANK YOU. ANY. MEMBERS. ANY QUESTIONS? NO. OKAY, GO AHEAD. THANK YOU. THIS IS ALSO IN A RESPONSE TO A QUESTION FROM OUR LAST PRESENTATION. SO HOUSE BILL ONE IS SO THIS IS A BILL THAT'S IN PROCESS. WE ARE USING THIS BILL TO PROJECT OUR FUTURE REVENUE BECAUSE IT IS IT IS IT'S A LEGISLATIVE MANDATE. SO THE CURRENT HOUSE BILL, ONE STATES IN THE SENATE AND THE HOUSE, THAT IT INCREASES FROM 98.56 PER PENNY PER QUARTER TO 126.21 AND FY 24 AND 129.52 AND FY 25. SO THE QUESTION PRESENTED AT THE TABLE WAS WHAT IS THE. [00:35:03] THE ESTIMATED INCREASE IN THE GOLDEN AND COPPER PENNY. AND I'VE LISTED THOSE DOWN THERE BELOW. SO THE ESTIMATED INCREASE IN THE GOLDEN PENNY IS ABOUT $1.4 MILLION AND THE ESTIMATED INCREASE FOR EACH COPPER PENNY IS APPROXIMATELY 320,000. RIGHT NOW WE HAVE AN OPPORTUNITY FOR THREE MORE GOLD AND NINE MORE COPPER. AND SO WHEN WE PRESENTED THIS INFORMATION LAST YEAR, WHEN WE WERE GIVING UPDATES ON THIS, I THINK WE SAID WE SAID APPROXIMATELY AROUND $52 MILLION INCREASE. IF WE WERE TO CAPTURE ALL PENNIES, THIS IS ABOUT WOULD PUT US UP TO ABOUT 60. SO THAT'S KIND OF THE IMPACT ON THAT AS IT GOES. BUT A LOT OF THINGS GO INTO THIS CALCULATION. SO AS THEY BEGIN TO CHANGE THINGS WITH TAX RATES AND BASIC ALLOTMENT, IT CHANGES THE WATER. SO IT COULD IMPACT THIS. BUT RIGHT NOW WE FEEL CONFIDENT SOMETHING WILL CHANGE. IT COULD BE MORE FAVORABLE. BUT WE ARE USING THIS FIGURE FOR OUR FUTURE REVENUE BECAUSE IT IS IN STATUTE. ADDITIONALLY, BEFORE SHE MOVES ON, I'VE BEEN WORKING WITH A SUPERINTENDENT FROM GUMMERY ISD. HIS NAME IS DR. HEATH MORRISON AND WHAT WE'VE BEEN WORKING ON ON THIS BILL IS TO INCLUDE THE BOARD TO VOTE FOR AN ADDITIONAL PENNY. IDEALLY, WE WERE GOING FOR THREE, BUT IT LOOKS LIKE THEY'RE GOING TO SETTLE FOR ONE FOR ALL DISTRICTS THAT HAVE CURRENTLY FIVE. AND THERE ARE SOME DISTRICTS THAT WERE CUT A PENNY UNDER HOUSE BILL THREE. SO THEY'RE AT FOUR. AND THOSE WOULD ALLOW TO BE GO TO TWO PENNIES. SO EVERYBODY COULD BE A MINIMUM AT SIX. SO THESE ARE SOME OF THE THINGS THAT MAY POP UP IN HOUSE BILL 100 COMING SOON. SO WE MIGHT WE MIGHT SEE ALL THOSE THINGS AND THEY ALL ADD UP. ABSOLUTELY. YES. THANK YOU SO MUCH, DOCTOR LOPEZ IS HOUSE BILL 100 THE ONLY BILL IN PLAY OF THIS NATURE AT THIS TIME? I WISH IT WAS THAT SIMPLE. IT LOOKS LIKE THE WHEN WE SAY HOUSE BILL 100, WE'RE LOOKING AT THAT'S ONE OF THE FEW BILLS THAT HAS ACTUALLY FAVORABLE FOR SCHOOLS. THAT'S ONE OF THE ONES THAT JUST MODIFIED THE PER STUDENT TO $90 FROM 40. YES. SO THERE'S A LOT OF THINGS TAKING PLACE AND EVERYTHING IS CHANGING. EVEN FROM SECURITY ALLOTMENTS TO INSTRUCTIONAL ALLOTMENTS AS NEW BILLS ARE INTRODUCED, SOME ADD WHILE OTHERS TAKE AWAY. AND SO WE'RE LOOKING AT WHAT COMES OUT IN THE WASH. OKAY. AND JUST TO CLARIFY, ON THE NEXT PAGE 66, WHERE YOU TALK ABOUT HB ONE, THE GOLDEN PENNY YIELD THAT'S APPLIED TO THE PENNIES THAT WE ALREADY HAVE IN PLAY. IT'S NOT APPLIED TO ANYTHING THAT MAY OR MAY NOT BE SUBJECT TO A BOARD VOTE LATER. YES. SO AND YOU FACTORED THIS INTO THE CURRENT THE UPCOMING BUDGET? YES, SIR. YES. OKAY. YES. OKAY. AND JUST TO GIVE YOU SOME PERSPECTIVE, AS I'M LOOKING HERE AT THE EQUITY CENTER BILL TRACKING LIST, AND IT'S EIGHT PAGES LONG FOR HOUSE AND SENATE AND THEY ALL THERE'S MULTIPLE ON EACH OF THE SAME THING. SO AS THEY GO THROUGH THE EDUCATION COMMITTEES, AS THEY PASS FROM THE HOUSE TO THE SENATE, MANY THINGS CHANGE ALL THROUGHOUT THAT PROCESS. AND WE'RE KEEPING UP WITH THAT AND MAKING SURE WE UNDERSTAND HOW THAT COULD IMPACT US. CERTAINLY SO. IS THERE ANYTHING IN ANY OF THE OTHER BILLS THAT WOULD HAVE YOU CHANGE? PAGE 66. NOT NOT CURRENTLY. SO BECAUSE THIS IS ALREADY CURRENTLY IN STATUTE AND IT IS REQUIRED. SOME OF THE BILLS THAT CHANGE THE BASIC ALLOTMENT, WHICH AFFECTS WADA, WHICH AFFECTS THE OUTCOME OF THIS, YES, THOSE RESIDUAL EFFECTS COULD AFFECT THIS. BUT WHAT WE'RE HEARING FROM THE EXPERTS AND THE NUMBERS WE'RE LOOKING AT IS IT WOULD IT WOULD BE A POSITIVE. SO THIS IS A CONSERVATIVE EFFORT. OKAY. THANK YOU. GLICK THANK YOU, SIR. AT ONE POINT, ALL THE GOLDEN PENNIES WERE TIED WITH WHAT WAS CALLED THE AUSTIN YIELD. AND THEN THEY THEN YIELD IS ARE THEY GOING BACK TO THAT FORMULA NOW? THAT'S WHAT IT SEEMS LIKE. OR IS THIS JUST A NUMBER THEY CAME UP WITH? IT USED TO BE WHATEVER AUSTIN WAS THEY PICKED THIS WAS PART OF HOUSE BILL THREE, THE WAY THAT THIS IS TRIGGERED. AND SO IT HAS TO DO WITH THE WAY THE COMPRESSION WORKS, WITH THE VALUES. AND SO BECAUSE THE VALUES HAVE INCREASED IN THE COMPRESSION, EVERYONE IS AT THE FLOOR. IT TRIGGERS A CHANGE IN THE GOLDEN PENNY. SO THAT IS PART IT IS IT ISN'T GOING BACK TO THE AUSTIN, BUT IT WAS PUT INTO STATUTE IN HOUSE BILL THREE. AND SO THIS IS AS EXPECTED, THIS LOOKS RELATIVELY CLOSE TO WHAT AUSTIN WOULD BE ANYWAY, RIGHT? IT'S SIMILAR, YES. OKAY. THANK YOU. ANY OTHERS? THANK YOU. OKAY, MOVE ON. SO THESE ARE OUR GENERAL FUND BUDGET ASSUMPTIONS FOR FY 24. THERE'S BEEN NO CHANGES HERE. WE ARE GOING TO MEET WITH DCAD COMING UP. [00:40:03] AND SO THAT COULD IMPACT OUR TAXABLE ASSESSED VALUE GROWTH PERCENTAGE. BUT WITH CURRENT STATUTE, AS YOU KNOW, AS LOCAL VALUES INCREASE, STATE VALUES DECREASE AND VICE VERSA. SO WE WOULD BE OFFSET IF OUR TAXABLE VALUES GROW. AVERAGE DAILY ATTENDANCE IS UP 47,000 AND WE ARE OPERATING THIS BUDGET UNDER CURRENT LEGISLATION. THESE ARE OUR UNKNOWNS. SO OUR TAX RATES ARE UNKNOWN. SO BECAUSE WE'RE ON CURRENT YEAR VALUES, WE WILL NOT KNOW OUR TAX RATE FULLY UNTIL JULY WHEN WE RECEIVE OUR CERTIFIED VALUES. BUT WE WILL CONTINUE THROUGH THIS YEAR BASED ON OUR ESTIMATES. PROPERTY VALUES ARE ESTIMATED WITH CURRENT LAW AND DATA. CURRENT FUNDING FORMULAS ARE SUBJECT TO CHANGE. I MEAN, THAT'S JUST REALLY BECAUSE WE'RE IN THE LEGISLATURE AND AS WE JUST TALKED ABOUT, THERE ARE MANY THINGS THAT ARE AFFECTING OUR FUNDING FORMULAS. SOME OF THE BIG ONES ARE OBVIOUSLY OUR BASIC ALLOTMENT. THERE'S A LOT OF TALK ABOUT CHANGING HOW WE'RE FUNDED FOR SPECIAL EDUCATION. SO THAT WOULD BE A BIG IMPACT TO OUR REVENUE THERE AND THAT COULD CHANGE SOME THINGS. WE ARE LOOKING TO REVIEW THE GIBSON COST SAVINGS AUDIT, WHICH COULD IMPACT OUR EXPENSE BUDGET TRS, ACTIVE CARE RATES FOR EMPLOYEES, AND THEN OUR RACE SCENARIOS THAT WE'RE GOING TO DISCUSS TODAY. SINCE WE HAVE MET, WE HAVE ADDED SOME RECOMMENDATIONS AND PLEASE KNOW THAT THERE'S STILL SOME PRIORITY RECOMMENDATIONS THAT ARE BEING REVIEWED. SO LIKELY THE NEXT TIME THAT I STAND BEFORE YOU, I WILL HAVE SOME ADDITIONAL RECOMMENDATIONS. THE 1 TO 1 SUSTAINABILITY FOR DISTRICT $10.5 MILLION THAT IS ALSO LISTED IN THE BOND AND WOULD BE REMOVED UPON PASSAGE OF THE BOND. BUT ALL THE OTHER ITEMS WOULD STAY. SRO CONTRACT INCREASE 3%. THAT'S THAT'S A NORMAL BUSINESS. BUT THEY ARE INCREASING 3% IN PAY FOR OUR SROS AND LOCKDOWN DRILLS. AND THEN SOME OF THESE OTHER ITEMS ARE JUST NORMAL BUSINESS THAT ARE INCREASED WITH OUR SOFTWARE. OUR REGION TEN REQUIRED PAYMENTS TRANSFER TRANSPONDER ROUTING PROGRAM THAT YOU JUST HEARD ABOUT RIGHT BEFORE ME THAT'S CONTINUING AND FULLY IMPLEMENTING THAT PROGRAM. WE'RE ADDING SOME ADDITIONAL BUSSES BECAUSE SOME OF OUR PROGRAMS ARE GROWING. SO COLLEGE FOR ALL INCREASED FIELD TRIPS, WE'RE HOPING TO DECREASE SOME OUTSOURCING FOR THE BUS DRIVERS. SO THAT'LL OFFSET SOME OF THAT COSTS A LITTLE BIT IN THE TRANSPORTATION DEPARTMENT. AND THEN WE'RE PROJECTING TO ADD FOUR ASSISTANT BAND DIRECTORS AND A LYLES MIDDLE SCHOOL COUNSELOR. AND THEN YOU CAN SEE AT THE VERY TOP THERE'S A ONE TIME COST FOR AN AIR CONTINUING CONTRACT. THAT'S A CONTRACT THAT'S ALREADY BEEN APPROVED AND REVIEWED BY THE BOARD. BUT THAT'S THE CONTINUING PIECE OF IT. IT'S ONE TIME AND SO IN THE NEXT YEAR IT WILL COME OFF. THIS IS THE RACE HISTORY THAT GARLAND ISD HAS PRESENTED TO US STAFF SINCE FY 17. THIS WAS PRESENTED LAST TIME WE MET. AND THEN THESE ARE OUR RACE SCENARIOS. SO YOU HAVE SOME DOCUMENTS IN FRONT OF YOU. SO THESE THIS SLIDE DIRECTLY RELATES TO THE SUMMARY OF COST ESTIMATES FOR THE 1% GPI THAT YOU SEE. THERE'S TWO. THEY LOOK VERY SIMILAR. SO THIS WAS AN ATTACHMENT THAT WAS BROUGHT TO YOU. SO THIS KIND OF SHOWS THE. THE BREAKDOWN OF THE JOB GROUPS, WHAT THE PAY INCREASES MEAN AND HOW TASB HAS COME UP TO THESE ESTIMATES. AND SO WHILE YOU'RE KIND OF LOOKING AT THAT, YOU HAVE ANOTHER SET OF DOCUMENTS IN FRONT OF YOU AND IT'S HAS THE TEACHER SALARY PLAN COMPARISON. SO IT HAS THE 17 DISTRICTS THAT WE'RE COMPARED TO, AND THEY'RE NOT ON THE SCREEN. THEY'RE JUST HERE AS HANDOUTS FOR YOU. BUT JUST TO GIVE YOU AN IDEA OF HOW TASB KIND OF MOVES THROUGH THIS PROCESS. SO THEY LOOK AT THESE 17 DISTRICTS AND THEN THEY COMPARE THE SALARIES, THEY LOOK WHERE WE ARE AND THEY MAKE THEIR DECISIONS THERE. YOU CAN SEE THAT DATA PRESENTED IN A LINE GRAPH ON THE SECOND. SO THAT'S TEACHER SALARY PLAN. OUR MARKET COMPARISON THAT GIVES YOU A VISUAL TO SHOW WHERE WE ARE, WHAT IS THE 75TH PERCENTILE AND HOW WE RELATE TO THAT. SO THIS IS PART OF THE MARKET STUDY THAT TASB GOES THROUGH. WHEN THEY START TO LOOK AT WHERE WE ARE, HOW WE COMPARE TO THE MARKET AND THEY LOOK AT THESE 17 ISDS. PLEASE KEEP IN MIND IF THERE'S A POSITION THAT IS NOT TYPICAL IN AN ISD, THEY WILL GO OUTSIDE AND LOOK AT OTHER COMPARABLE POSITIONS IN OUR AREA TO ASSURE THAT WE'RE MARKET COMPARABLE. THERE IS ALSO A DOCUMENT PRESENTED TO YOU FOR AS A RESPONSE TO A QUESTION FROM A PRIOR FROM OUR PRIOR MEETING, OUR TEACHER [00:45:02] STIPEND COMPARISONS SO YOU CAN SEE HOW WE RELATE TO 15 DIFFERENT DISTRICTS IN COMPARABLE TO US ON OUR STIPENDS. AND THEN YOU ALSO HAVE ANOTHER THERE'S TWO STIPENDS. SO ONE IS CALLED TEACHER STIPEND COMPARISON AND ONE IS CALLED TEACHER INCENTIVE COMPARISON. IT ISN'T REALLY AN INCENTIVE, IT'S JUST A DIFFERENT KIND OF STIPEND. SO I KNOW THIS IS A LOT OF DATA, SO I'LL PAUSE FOR A MINUTE IF ANYONE HAS ANY QUESTIONS. SO I NEED YOU TO PROVIDE SOME CLARITY TO THIS. SO WE'RE LOOKING AT TEACHERS FROM FROM THIS. WHAT WE'VE GOT TO HAVE SOME CLARITY ON 0 TO 14 YEARS. YOU'RE LOOKING AT A 1.25 PROPOSITION TO INCREASE THEIR SALARY. RIGHT. WE'RE LOOKING AT A 1.25% INCREASE FOR ALL FOR TEACHERS. IN ADDITION TO THAT, WE ARE LOOKING AT AN ADDITIONAL ADJUSTMENT TO MAKE SURE THERE'S NO COMPRESSION IN THE STEPS AND THEN TO ALSO DECOMPRESS OUR HIGHER TENURED TEACHERS. THEY ARE. SO THERE IS THIS TEACHER PAY SCALE. I BELIEVE IT'S ON THE NEXT SLIDE THAT KIND OF OUTLINES AND IDENTIFIES HOW THAT WOULD IMPACT FOR OUR TEACHERS YEARS OF EXPERIENCE. 14 THROUGH 25. RIGHT. SO WHEN WE START LOOKING AT THAT, THAT'S WHAT I WANTED TO GET AT. SO WE'RE LOOKING AT 1.25, WHICH STILL KEEPS US AT OR ABOVE OUR COMPETITORS. YES. AND I REALIZE SOME OF OUR COMPETITORS GAVE AN AGGRESSIVE PAY RAISE. BUT YOU'RE LOOKING AT SOME OF OUR COMPETITORS. WE'RE AT 56,000 FOR A ZERO YEAR TEACHER AND WE'RE AT A 20 YEAR TEACHER AT 61,000. OKAY. THAT'S WHAT I THINK A LOT OF PEOPLE DON'T REALIZE THAT COMPRESSION IS PART OF THE TEACHER SALARY. AND SO WHEN THEY'RE SAYING, OH, WE'RE GIVING THIS HUGE PAY RAISE, OURS WAS ALWAYS AHEAD EVEN WITH LAST YEAR'S SALARIES, NOW WE'RE LOOKING AT DECOMPRESSION FOR 15 YEARS AND ABOVE. SO IF I LOOK AT YEARS 15 AND ABOVE, ALTHOUGH I SEE THE COMPARISON, IT DOESN'T GIVE ME AN EXACT PERCENTAGE OF WHAT THAT ADJUSTMENT WOULD BE. SO WHAT WOULD THAT PERCENTAGE LOOK LIKE? FROM LOOKING AT IT LOOKS LIKE MAYBE A 4.5% PAY RAISE FOR THOSE 15 TWO YEARS AND ABOVE. IT VARIES FOR EACH ONE AND IT ACTUALLY GETS LARGER AS YOU GET HIGHER IN THE TENURE, FOR EXAMPLE, 25 PLUS YEARS IS IS 4.4% INCREASE. SO THAT INCLUDES THE 1.25 WITH THE ADDITIONAL EQUITY INCREASE WITH AN ADDITIONAL 3%. YES. AND THEN THE OTHER ONES IS A FOR EXAMPLE, 19 YEARS RECEIVES THE 1.25 AND EQUITY FOR A TOTAL OF 2.3% INCREASE OVER THEIR CURRENT THE CURRENT STEP. SO THEY'LL GET A 2.3 AND IT WILL VARY ALL THE WAY UP. YES, SIR. AND I THINK TO KEEP IN MIND, YOU KNOW, WE'RE TALKING MENTIONING DISTRICTS GIVING BIGGER RAISES IS IF YOU LOOK BACK AT THAT HISTORY THAT GARLAND ISD HAS DONE, WE HAVE INCENTIVIZED TEACHERS AT A HIGHER RATE THAN SOME OF OUR NEIGHBORING DISTRICTS FOR MULTIPLE YEARS, WHICH IS WHY THERE ISN'T MAYBE THEY'RE NOT SEEING A HIGHER PERCENTAGE, BUT ALL IN ALL, WE ARE PAYING AT A MORE COMPETITIVE RATE. SO LOOKING AT NUMBERS, IT'S REAL IMPORTANT BECAUSE WE HAVE TO REALIZE WITH THE STATES AND THE UNKNOWNS AND BUDGET DEFICITS THAT COULD BE AT HAND, THIS IS A MULTI YEAR PROCESS. YOU DON'T JUST ELIMINATE COMPRESSION IN ONE YEAR. SO WE'RE LOOKING AT A 24 YEAR TEACHER GOING FROM 68,000 TO 71,000, CORRECT? YES. AND SO AND WE'RE LOOKING FROM A ZERO YEAR TEACHER GOING FROM 60,000 TO 61. CORRECT. SO WHEN PEOPLE CAN HEAR THE DIFFERENCE OF WHAT'S HAPPENING, YOU WE'RE MOVING FROM THE HIGH 60S TO TO THE LOW 70S ON ONE AND THEN WE'RE GOING TO KEEP WORKING ON THESE TWO TO REALLY GIVE A FULL DECOMPRESSION MODEL. AND WHEN WE LOOK AT NEIGHBORING DISTRICTS AT, LET'S SAY, THE 20 YEAR RANGE, WE WILL BE AT ABOUT THE HIGHEST PAID DISTRICTS IN OUR AREA. SO THAT'S A GOOD STEP. AND THIS IS JUST OUR SCENARIO. IT'S NOT INCLUDING WHAT THE STATE IS LOOKING AT IN THE LEGISLATION OF 2000 PER TEACHER, IS THAT CORRECT? THAT'S CORRECT. SO I THINK YOU'RE REFERRING TO SENATE BILL NINE. THAT'S CORRECT. TEACHERS RIGHTS BILL. NO, THIS IS BASED ON CURRENT MARKET VALUE STUDIES AND WHAT WE KNOW TODAY. [00:50:02] SO THAT THAT WOULD BE CONSIDERED IF THAT WERE TO PASS. GRIFFIN. YES. WHEN WE LOOK AT THESE CHARTS. OKAY. AND I'M SPECIFICALLY REFERRING TO PAGE 71 AND 72 IN OUR BOOKS. WHEN WE TRY TO EXPLAIN THIS TO TEACHERS. THIS IS NOT WHAT WE'RE GOING TO GIVE THEM, IS THAT CORRECT? I WOULD HAVE TO DEFER TO DR. BROWN ON THE COMMUNICATION OF THE. . BECAUSE, NUMBER ONE, I THINK WE NEED TO CONSTANTLY REMIND STAFF WHAT THE DEFINITION OF COMPRESSION IS. YES. SO WHAT IS IT WE'RE TRYING TO ACCOMPLISH? THEN I THINK WHEN WE SAY THAT WE'RE GOING TO DO A 1.25 OVERALL FOR EVERYONE, AND THEN WE COME IN AND SAY WE'RE GOING TO DO ANOTHER 1.25 FOR COMPRESSION. UH. CLARITY NEEDS TO BE. I MEAN, I DON'T HAVE A SUGGESTION, BUT I'M JUST SAYING WE WENT THROUGH THIS LAST YEAR AND PEOPLE WERE MORE CONFUSED. SO I GUESS MY DEAL IS HOW CAN WE MAKE THIS CLEARER? THAT'S ONE CONCEPT. THEN THE HANDOUT THAT WE USE FROM TASB, WHICH IS SUPPOSED TO GIVE US THE EQUITY ADJUSTMENTS OR WHATEVER THAT IS THAT THESE PAGES PROVIDE FOR YOU. I THINK THAT STAFF NEEDS TO UNDERSTAND HOW THAT WORKS. SO WE GIVE THEM A CHART AND WE'VE INCLUDED IT ALL IN THERE AND WE SAY IT'S THERE, MAYBE I'M MISSING IT. BUT I JUST THINK THAT THE COMPLEXITY OF THIS REQUIRES A CLEARER UNDERSTANDING OF WHAT WE'RE ACTUALLY DOING. AND FROM THE BOARD'S STANDPOINT, HERE'S OUR TOTAL RAISE, HERE'S WHAT COMPRESSION HAS DONE, AND THEN HERE'S WHAT EQUITY HAS DONE. SO JUST MY THOUGHTS. I MEAN, WE'RE SITTING HERE SEMI UNDERSTANDING, BUT WE'VE HAD YEARS TO LOOK AT IT. AND I JUST THINK THERE'S SOME OTHER WAY THAT WE NEED TO FIND TO EXPLAIN BECAUSE WE'RE TRYING TO DO GOOD AND WE'RE TRYING TO IMPROVE THE SALARIES, BUT EITHER IN OUR COMMUNICATIONS OR EXPLANATIONS OR WHATEVER WE DO, I THINK THAT'S ALL MISSED. AND I DO AGREE WITH YOU TO SOME POINT. I THINK PART OF THE CONFUSION LAST YEAR WHEN WE SAID STARTING TEACHER WAS 60,000 AND TEACHERS WITH WITH A LOT OF EXPERIENCE WERE MAKING 58. THEY'RE SAYING HOW COME A NEW TEACHER GETS PAID MORE THAN ME AND AS MUCH AS WE TOLD THEM YOU GET AN INCREASE TOO, BECAUSE THERE'S A 5% TO THAT, EVERYBODY'S GOING TO BE OVER 60,000. IT WAS HARD FOR THEM TO SEE IT UNTIL THEY SAW THE SALARY THAT THEY WERE GETTING FLAT OFF FIRSTHAND. THE SECOND PART IS EQUITY ADJUSTMENTS VARY FROM YEAR TO YEAR. IF YOU LOOK AT I THINK THE MOST IMPORTANT THING IS IF YOU LOOK AT OUR PACKET, YOU'LL SEE THAT WE'RE AT OR ABOVE MARKET IN EVERY MAJOR CATEGORY. SO WE'RE LOOKING AT THE HANDOUT, THE SECOND PAGE AND ON THE RIGHT HAND SIDE YOU'LL SEE ZERO YEARS. WE'RE AT 105%. IF WE GIVE THIS RAISE, WE'RE 105%. SO 100% IS YOU'RE NOT BELOW. YOU'RE PRETTY MUCH AT MARKET, RIGHT? AND THEN YOU GO FIVE YEARS, WE'RE STILL HIGHER. TEN YEARS WE'RE STILL HIGHER. 15 YEARS WE'RE GOING TO BE HIGHER. WE'RE AT MARKET IN 15 YEARS. WE'RE GOING TO BE HIGHER. AND THEN IN 20 YEARS WE'RE AT MARKET AND WE'RE GOING TO BE HIGHER. THE COMPRESSION I GET IS DEMORALIZING BECAUSE FROM YEAR ZERO TO YEAR 25, THERE'S SUCH A SMALL GAP AND WE TOTALLY UNDERSTAND THAT. WHAT WE'RE TRYING TO DO IS IS OVER TIME, KEEP COMPRESSING THAT SO WE CAN REWARD, RETAIN AND MAYBE GET SOME VETERAN TEACHERS COMING [00:55:09] TO OUR AREA BECAUSE THEY WILL GET PAID MORE. NOW, WHAT'S IMPORTANT TO UNDERSTAND IS THE REASON WHY THE BASE FOR NEW TEACHERS IS SO HIGH IS BECAUSE TWOFOLD. FIRST OF ALL, WHEN YOU HAVE VETERAN TEACHERS, VETERAN TEACHERS DON'T USUALLY LEAVE UNLESS IT'S A SIGNIFICANT AMOUNT OF MONEY OR IT'S POST COVID LIKE WE SAW ALL TEACHERS KIND OF LEFT, BUT THEY'RE NOT BIG SHOPPERS WHEN THEY'RE VERY HAPPY AT A SCHOOL DISTRICT. AND THERE'S A DIFFERENCE OF $1,000, THEY'RE NOT GOING TO JUMP. SO YOU HAVE TO GRAB ALL THE NEW ONES BEFORE THEY GET SETTLED IN. THE SECOND REASON IS BECAUSE THEN ONCE YOU HAVE THEM, YOU CAN INVEST IN THEM, TRAIN THEM AND AND RETAIN THEM. IT'S EASIER TO RETAIN THEM. SO WHEN WE LOOK AT ALL OF THOSE FACTORS, THAT'S WHAT WE'RE LOOKING AT. THIS WHOLE PACKAGE IS GOING TO COST OVER $12 MILLION FOR THIS PAY RAISE. WHEN YOU START INCLUDING THE $15 AN HOUR BASE SALARY FOR OUR HOURLY EMPLOYEES. SO WE GOT TO REMEMBER THESE TWO THINGS GO HAND IN HAND. WE GOT TO DO THE $15 AN HOUR BECAUSE WE'RE GOING TO BE LOSING PEOPLE TO FAST FOOD CHAINS. WE'RE GONNA BE LOSING PEOPLE TO OTHER PLACES. WE GOT TO RETAIN THOSE, BUT THEN WE GOT TO MAKE SURE WE KEEP OUR VETERAN TEACHERS, EVEN THOUGH IT'S WE'RE GOING FROM 60 TO 61,000. THE HARD PART ABOUT THAT IS IT'S NOT IT DOESN'T SOUND LIKE A BIG JUMP, BUT THAT'S GOING TO BE COMPARABLE. WE'VE ALREADY SEEN A NUMBER OF DISTRICTS GO TO $61,000 AND WE'RE GOING TO BE INVESTING ON THE LATER PORTION. IT'S A BIG CHUNK OF CHANGE. AND SO WITH NO NEW MONEY REALLY COMING IN, EVEN YOU SAW THE MONEY THAT THEY SAID WAS COMING IN, THAT WON'T EVEN THAT WOULD BARELY EVEN OFFSET ANY RAISES. AND THEN YOU STILL HAVE TO GIVE RAISES FOR YEARS TO COME. SO THAT'S WHERE WE'RE AT RIGHT NOW. MR. GLICK. THANK YOU, SIR. WE'VE ALWAYS MADE THE ASSUMPTION THAT WE WOULD FINALIZE RAISES THIS MONTH. IS THAT STILL THE CASE, MR. PRESIDENT? THIS IS THE FIRST I'VE HEARD OF IT. WE HAVEN'T EVEN DISCUSSED IT. WE HAVEN'T DISCUSSED. NO, WE USUALLY WE TRADITIONALLY FINALIZE RACES IN APRIL SO PEOPLE KNOW WHAT THEY'RE DOING. SO, I MEAN, WE COULD HAVE A WHOLE JUST MEETING BEFORE OUR APRIL MEETING JUST TO TALK ABOUT THIS AND WE JUST DISCUSS IT AND FLUSH IT OUT AND DIFFERENT IDEAS ABOUT IT. SO I'M GOING TO MAKE AN ASSUMPTION THAT THIS COULD BE FINALIZED AT OUR MEETING IN TWO WEEKS. IS THAT A FAIR ASSUMPTION AT THIS POINT? UNLESS THERE ARE STRONG OBJECTIONS AND YOU GUYS WANT TO HAVE A MEETING TO FLUSH OUT WHAT ADDITIONAL CAN BE DONE? I THINK WHAT MISS GRIFFIN IS GETTING AT FOR CLARITY IS IT LOOKS LIKE A 1.5% OKAY FOR FOR THE MAJORITY OF OUR EMPLOYEES. AND THEN WE NEED A CLEAR PERCENT FOR 15 AND OVER. AND I THINK EVEN IF EVEN IF IT MOVES UP THINGS A LITTLE HIGHER, IF WE COULD SAY IT IS THIS AMOUNT FOR 15 AND HIGHER, THEN THAT PROVIDES CLARITY, RIGHT? SO AT LEAST BECAUSE IF I SAY EQUITY ADJUSTMENT, YOU'RE LIKE, WHAT IS MY EQUITY ADJUSTMENT? I GOT ONE AND ONE HALF PLUS EQUITY, WHAT DOES THAT REALLY MEAN? BUT IF YOU SAY, ALL RIGHT, ONE AND ONE HALF FOR 0 TO 14 AND X AMOUNT, I'M NOT GOING TO SAY NUMBER BECAUSE PEOPLE HOLD IT TO ME, RIGHT? FOUR AND A HALF. I'LL SAY IT. WHAT THE HECK. FOUR AND A HALF FOR EVERYBODY ELSE UP THAT'S CLEAR TO UNDERSTAND AND TALK TO TEACHERS ABOUT. AND I THINK THAT'S PART OF WHAT MISS GRIFFIN WAS GOING OUT. HOW DO YOU EXPLAIN ALL THESE VARIABLES? BECAUSE EVEN THOUGH TASB GAVE US THAT RECOMMENDATION OF WHAT NEEDS TO HAPPEN, RIGHT. UM, WE, WE AS A BOARD CAN CLEAN THAT THOSE NUMBERS UP JUST A BIT. SO THEN THAT WAY IT COULD ALMOST MIRROR IT. OKAY. SO WOULD YOU LIKE TO SEE THAT IN PERCENTAGE WISE? IS THAT WHAT WE'RE ASKING? YOUR PERSPECTIVE. SOMETHING UNDER THAT HAT. THINKING SO OF WHAT YOU WANT TO ACCOMPLISH. SO I'D LIKE TO HEAR WHAT YOU HAVE TO SAY. SO I'M GOING TO MAKE THAT ASSUMPTION THAT WE'LL MAKE A FINAL DECISION THIS MONTH. AND WE WERE SOMEWHAT CONTROVERSIAL LAST YEAR. TURNS OUT I THINK WE WERE DEAD ON AND CORRECT IN WHAT WE DID. I SPEND PROBABLY MORE TIME THAN I SHOULD LOOKING AT THE REPORTS WE GET EVERY BOARD MEETING ABOUT PEOPLE WHO ARE LEAVING THE DISTRICT FOR WHATEVER REASON. I'VE LOOKED AT THEM NOW FOR 16 YEARS AND I SEE WE'VE KIND OF ARTIFICIALLY USED THE NUMBER 15 YEARS OF EXPERIENCE. [01:00:03] AND THAT BOTHERS ME BECAUSE I DON'T KNOW WHAT MAKES A SENIOR TEACHER. I WOULD LIKE TO HAVE SOME NUMBERS IF POSSIBLE. GOING BACK TO AROUND THE YEAR EIGHT, IN TERMS OF EXPERIENCE, I'M NOT SURE WHEN YOU BECOME A SENIOR TEACHER, WHEN YOU BECOME EXPERIENCED, BUT MY RESEARCH SEEMS TO INDICATE WE'RE LOSING TEACHERS AROUND STARTING AROUND THE EIGHTH YEAR AND ABOVE, NOT 15 YEARS. 15 YEARS OBVIOUSLY IS IMPORTANT. SO I WOULD LIKE THE RESEARCH GOING BACK TO YEAR EIGHT AND POSSIBLY BE ABLE TO LOOK AT THOSE NUMBERS AS IN ADDITION TO WHAT WE'RE DOING. THANK YOU, SIR. MR. JOHNSON. I THINK IF YOU REVIEW THE MATERIALS THAT THEY GAVE US, MR GLICK, YOU'LL UNDERSTAND. ONE, IT'S NOT AN ARTIFICIAL NUMBER THAT'S BEEN PRESENTED. IT'S THE TASB PAY STUDY THAT WAS PRESENTED. AND IT'S PRETTY OBVIOUS THAT THE REASON WHY TASB PICKED 15 YEARS IS THAT'S THE FIRST YEAR THAT WE'RE AT MARKET. EVERY YEAR PRIOR TO THAT, INCLUDING EIGHT, WE'RE ABOVE MARKET. SO TASB DOESN'T FEEL AS THOUGH WE NEED TO MAKE A MARKET BASED ADJUSTMENT BECAUSE WE'RE ALREADY AHEAD OF THE MARKETPLACE. AND SO A STANDARD RAISE SHOULD KEEP US AHEAD OF THE MARKETPLACE. THEY PICK 15 BECAUSE THAT'S THE POINT WHERE WE COME NOT BEHIND MARKET BUT LEVEL THE MARKET. SO WE WANT TO STAY AHEAD OF THE MARKET AND DECOMPRESS. THAT'S THE NUMBER. SO IT'S NOT ARTIFICIAL. THERE'S A REASON WHY IT WAS I'M NOT SUGGESTING THAT WE DON'T LOOK AT OTHER YEARS TOO, BUT TO MAKE A SUGGESTION THAT THIS IS JUST KIND OF PICKED OUT OF THIN AIR OR SOMETHING IS I DON'T THINK THAT THAT'S ACCURATE. I'M NOT SUGGESTING THAT. I'M SUGGESTING FROM REAL DATA OVER 16 YEARS OF REPORTS WE GET OF TEACHERS LEAVING THE DISTRICT, I WOULD SAY WE SHOULD LOOK BACK TO EIGHT YEARS OF EXPERIENCE. AND I GUESS THE POINT WE'D BE MAKING IF THEY'RE LEAVING THIS SHOWS THEY'RE NOT LEAVING FOR MORE MONEY BECAUSE THEY'RE ALREADY MAKING MORE MONEY HERE UP UNTIL THEIR 15TH YEAR. SO THERE'S OTHER REASONS WHY. SO THAT'S NOT WHATEVER WE DO HERE IS PROBABLY NOT GOING TO SOLVE THAT PROBLEM. AND WE NEED TO LOOK MAYBE WE NEED TO LOOK INTO THAT. THERE'S OTHER BASES BEHIND IT HERE. BUT I THINK THAT WE HAD A LOT OF PEOPLE WHO WERE REALLY SMART WHO PUT THIS TOGETHER FOR US AND BASED THIS NOT ONLY NECESSARILY ON MARKET BASED FACTORS, BUT ON BUDGETARY CONCERNS AND WHAT'S COMING FROM THE LEGISLATURE OR NOT COMING FROM THE LEGISLATURE. SO I DON'T REALLY SEE YEAH, THEY CAN GIVE US NUMBERS, BUT THERE'S STILL A LOT OF UNKNOWNS THAT WE'RE NEVER GOING TO HAVE ANSWERED, NOT ONLY BY THE APRIL MEETING, BUT BY MAY OR EVEN JUNE FOR THAT MATTER. SO WE'RE GOING TO HAVE TO DO WHAT WE ALWAYS DO. WE'RE GOING TO FLY A LITTLE BLIND ON THESE THINGS COMING OUT OF THE CLASSROOM MYSELF AND KNOWING THAT, IN FACT, I WAS A MENTOR FOR A GENTLEMAN AND I SAW WHERE AND WE WE OUR GOAL AT THAT PARTICULAR POINT WHEN I WAS A MENTOR WAS TO 0 TO 5 YEARS. WE WERE REALLY LOOKING TO SEE IF THAT INDIVIDUAL WAS REALLY GOING TO DEDICATE THEMSELVES THIS WAS THIS THE CAREER PATH THAT THEY REALLY WANTED TO FOLLOW. AND IT WASN'T REALLY ABOUT THE INCOME. I DON'T THINK THAT THEY THEY WERE LEAVING THE AT THAT PARTICULAR POINT EITHER. IT WAS SOME OF THEM FELT FRUSTRATED THAT THEY DIDN'T HAVE THE TOOLS THAT THEY NEEDED. ONE THAT WAS TO ME WAS ONE OF THE MAJOR FACTORS. AND AND NOW WE ARE WHICH I'M REAL PROUD OF BEING ON THIS BOARD AND THE FACT THAT WE'RE GIVING MORE PD TIME NOW AT THE CAMPUSES, BECAUSE I FEEL LIKE THAT THAT'S THE MOST IMPORTANT THING THAT WE CAN DO THAT BUILDS STRENGTH WITHIN THAT ORGANIZATION OF THAT PARTICULAR GROUP OF PEOPLE, LIKE IN OUR SOCIAL STUDIES AREA WHERE WE WERE AT SCHRADE. AND THAT REALLY HELPED KEEP SOME YOUNG TEACHERS THERE. AND BECAUSE OTHERWISE WE WOULD BE LOSING THOSE. SO AS FAR AS FINANCES ARE CONCERNED, IT DOESN'T MAKE ANY DIFFERENCE WHO THE EMPLOYEE IS BECAUSE IT WAS EVEN ME. I'D GET MY PAYCHECK AND I'D EVERY YEAR AT THE FIRST ONE WAS ALWAYS GOING HEY LOOK, I GOT A RAISE. YOU KNOW, NOBODY CAN READ IT, UNDERSTAND IT OR ANYTHING. AND IT'S VERY DIFFICULT TO UNDERSTAND BECAUSE WHEN WE'RE TALKING ABOUT COMPRESSION AND THIS AND THAT AND THE OTHER WITH TRS INVOLVED IN WHAT THEY'RE GOING TO. WE DON'T KNOW WHAT THEY'RE GOING TO DO YET EITHER. SO IT'S VERY CONFUSING. AND I KNOW THAT THAT YES, I DO WANT TO TAKE CARE OF OUR OLDER TEACHERS AND KEEP THEM HERE. BUT I GUARANTEE YOU AND I WANT TO PAY THEM AS MUCH AS WE CAN. BUT, YOU KNOW, I THINK IT'S A SLAP IN THE FACE TO WHAT THE STATE IS TRYING TO DO IN THE FIRST PLACE. I THINK THAT SHOULD HAVE BEEN A LOT MORE, BUT THAT'S JUST ME PERSONALLY. SO ANYWAY, THAT'S MY SOAPBOX. MS. GRIFFIN. YES, USUALLY WE HAVE MORE THAN ONE SCENARIO WITH INCREASES. THAT'S MY FIRST OBSERVATION. NUMBER TWO, WHAT HAPPENS IF WE HAVE TO MOVE IT BACK TO MAY TO MAKE A DECISION? BECAUSE WE HAVE, IT'S BEEN A DIFFERENT PROCESS THIS YEAR. [01:05:07] I'LL JUST SAY IT THAT WAY. AND SO WHAT IS THE DOWNSIZE IF WE DON'T DECIDE ON THE RACE IN APRIL? APRIL. WE'VE COME A LONG WAYS AS WE'VE DEVELOPED TWO YEAR BUDGETS AND CALENDARS AND ALL OF THOSE KINDS OF THINGS. BUT WE WERE NOT ALWAYS THERE. SO I GUESS I'LL TOSS THAT TO THE SUPERINTENDENT. YOU'RE WAITING FOR THEM TO BASICALLY TOWARDS THE LAST WEEK OF SCHOOL WHERE ALL CONTRACTS SHOULD BE SIGNED AND AGREED UPON, MAKE A DECISION PRIOR TO A RACE WHEN EVERYBODY ELSE IS GIVEN OUT RAISES. SO IF YOU WAIT TILL MAY, WE WILL LOSE PEOPLE BECAUSE THE UNCERTAINTY OF WHAT WE'RE GOING TO HAVE OR NOT HAVE WILL CAUSE PEOPLE TO LEAVE. OKAY. THAT'S NUMBER ONE. NUMBER TWO, THE REASON WHY THERE ISN'T A LOT OF PAY FLEXIBILITY IS BECAUSE TWO MAJOR FACTORS. FIRST OF ALL, $15 AN HOUR PAY RAISE IS EATING UP A LOT OF OUR MONEY. OKAY. WE'RE NOT TALKING ABOUT THAT. WE HAVE TO START AT $15. EVERYBODY IN THE SURROUNDING DISTRICTS STARTS AT $15. THAT EQUITY ADJUSTMENT, MUCH LIKE WHEN WE SAID $60,000, YOU HAD THE VETERAN TEACHER SAYING, HEY, IF THEY'RE MAKING 60, I'M MAKING THIS AMOUNT OF MONEY, WHY AREN'T I GOING TO MAKE MORE THAN THE NEW PERSON? YOU'RE GOING TO HAVE THE SAME QUESTIONS HAPPEN FROM HOURLY. WE HAVE PEOPLE MAKING 12, 13, $14 AN HOUR. AS SOON AS WE SAY $15 AN HOUR FOR EVERYBODY, THEY'RE GOING TO SAY, HEY, WE WERE MAKING TEN AND I'M ONLY GOING TO MAKE 13. BUT IF THEY'RE NEW, THEY'RE MAKING 15. THAT'S NOT FAIR. WE'RE GOING TO HAVE TO COMMUNICATE WITH THEM WHAT THAT CHANGE MIGHT BE. IT MIGHT BE $18 AN HOUR NOW BECAUSE OF THEIR EXPERIENCE. WE DON'T KNOW. I'M JUST THROWING NUMBERS OUT THERE, SO PLEASE DON'T HOLD ME TO THE NUMBERS. YEAH, THESE ARE EXAMPLES. SO THAT IS EATING UP A BIG CHUNK OF OUR CHANGE AND OUR HOURLY DESERVE THAT AND WE NEED TO RETAIN OUR HOURLY. IT'S HARD TO FIND PARAPROFESSIONALS, IT'S HARD TO FIND ALL THAT. SECONDLY, WE'RE AHEAD OF THE PAY SCALE FOR EVERYBODY ELSE AND WE GOT TO BE FISCALLY RESPONSIBLE SO WE CAN KEEP GETTING PAY RAISES. WITH THIS. WE'RE AT MARKET OR HIGHER AND IT SAYS IT ALL RIGHT HERE. SO WHAT WE'RE TRYING TO DO IS CREATE A BUDGET THAT'S LASTING. THIS IS THE FIRST TIME WE'RE GOING TO BE LOOKING AT BUDGET DEFICITS. WE HAVE AN AUDIT GOING ON THAT TELLS US WHERE WE COULD HAVE COST SAVINGS. COST SAVINGS ANALYSIS IS COMING FORTH. THE BOARD IS DOING A LOT OF GREAT THINGS TO PREEMPT A LOT OF THIS STUFF. EVERYTHING IS GREAT WITH THE WAY WE MANAGE THINGS. BUT BY THE SAME TOKEN, IF WE GO AHEAD AND GIVE A BIGGER RAISE THIS YEAR, THAT'S FINE. BUT THEN WHAT ARE GOING TO BE THE CONSEQUENCES LATER IF WE'RE NOT ABLE TO RECOUP THAT? RIGHT? SO THIS IS A VERY CONSERVATIVE AMOUNT. IT'S NOT GOING TO BREAK THE BANK, BUT BECAUSE OF THE PERCENTAGE, IF YOU DO THE PERCENTAGE OF WHAT OUR HOURLY EMPLOYEES ARE GETTING, THAT'S GOING TO BE A HUGE JUMP IN SOME OF OUR CATEGORIES. THAT'S NOT GOING TO BE A HUGE JUMP IN OTHERS, OUR BUS DRIVERS START AT 22 NOW. OKAY, WE'RE THE ONES THAT SET THE RATE AT 20. WE SET THE TRENDS A LOT OF TIMES, BUT NOW THEY'RE NOT GOING TO FEEL IT. BUT OUR CAFETERIA WORKERS ARE GOING TO FEEL IT. OUR CUSTODIANS ARE GOING TO FEEL IT. A LOT OF THESE OTHER PLACES ARE GOING TO FEEL IT. AND THAT'S WHERE IT'S GOING TO COST US A LOT OF MONEY. SO WE GOT TO UNDERSTAND THAT THIS WHOLE INCREASE, WE CAN DO MORE AND WE CAN SIT AND HAVE A STUDY, BUT THE LONGER WE WAIT, THE LONGER PEOPLE WILL BE WAITING FOR WHAT'S GOING TO BE THE TRUE BOTTOM DOLLAR. AND RIGHT NOW, EVERYBODY HAS VACANCIES. THIS ISN'T LIKE IN YEARS PAST WHERE NOBODY HAS VACANCIES AND YOU HAVE TO BE IN A WAITING IN LINE TO GO SOMEWHERE. EVERYBODY HAS VACANCIES. SO MY RECOMMENDATION, IF WE WANT TO FURTHER DISCUSS THIS BEFORE THE BOARD MEETING LATER ON IN APRIL, LET'S HAVE A BUDGET WORKSHOP. LET'S FULLY VET THIS PART OUT. LET'S TALK ABOUT IT. LET'S PUT ALL THE IDEAS ON THE TABLE AND THEN WE CAN MOVE FORWARD WITH WHAT WE FEEL WOULD BE BEST FOR OUR EMPLOYEES. AND SO THAT'S MY RECOMMENDATION. BUT I HIGHLY RECOMMEND AN APRIL DECISION. IF EVERYONE WANTS TO DO THAT, PLEASE FORWARD THAT TO ME TO LET ME KNOW AND I WILL LET THE PRESIDENT OF THE BOARD KNOW THAT WE WOULD NEED TO HAVE A BUDGET WORKSHOP SO THAT WE CAN LOOK AT DATES BEFORE YOU DO. OKAY. ONE QUESTION I HAVE WITH THE STIPULATION THAT POSSIBLY THE $2,000 PER TEACHER, IF WE GO ZERO YEARS OF EXPERIENCE AND WE LOOK AT WHAT WE'RE TALKING ABOUT RIGHT NOW, THE 1.25 60 ONE TWO, AND THEY SAY, YES, WE'RE GIVING 2000. [01:10:05] THAT'S GOING TO BE 60 THREE TWO THEN THAT WE WOULD BE PAYING OUR ZERO TEACHERS? IF IT IF THE STATUTE SAYS WE GIVE IT STRAIGHT OUT ABOVE OUR CURRENT BOARD ADOPTED PERCENTAGE, THEN YES, I'M UNCLEAR OF WHAT THE EXACT LANGUAGE DESIGNATES US TO DO. AND THEN DOES THAT $2,000 EACH YEAR COME FROM THE STATE OR IS IT STUCK INTO OUR GENERAL FUND? I DON'T HAVE THE ANSWER TO THOSE QUESTIONS. THOSE ARE ALL VERY GOOD QUESTIONS. WE DON'T KNOW WHAT WOULD TRIGGER THAT. YES, DOCTOR LOPEZ, YOU HIT A VERY IMPORTANT POINT. HOW LONG DO WE GET THE MONEY FOR? OKAY. BECAUSE THEY DON'T FUND IT FOREVER. IF YOU REMEMBER, A FEW YEARS BACK, THEY SAID EVERY TEACHER GETS A $5,000 RAISE. AND THEN WE HAD TEACHERS CONFUSED SAYING, WHY DIDN'T I GET THE MONEY? IT DOESN'T APPLY TO GARLAND BECAUSE WE WERE ABOVE THE MINIMUM THRESHOLD. AND SO THIS THE WAY THEY'RE WRITING THIS PROBABLY WOULD NOT EVEN AFFECT US. SO THEN PEOPLE WOULD SAY, OH, WHERE'S OUR EXTRA THOUSAND? AND WE WOULD SAY WE'RE ABOVE THE MINIMUM THRESHOLD. SO WE DON'T THAT DOESN'T APPLY TO US. AND BECAUSE THERE'S THERE'S SCHOOL DISTRICTS THAT ARE REALLY, REALLY, REALLY LOW, RIGHT? SO WHAT'S HAPPENING IS THAT BECAUSE WE'RE IN THE DALLAS MARKET, WE USUALLY ARE AT MARKET OR HIGHER IN DALLAS, WHICH IS A BLESSING, Y'ALL. UM, THOSE THINGS DON'T APPLY TO US, SO THAT MIGHT NOT EVEN APPLY TO US. AND WHEN THE STATE ENFORCES THAT, THEN WHAT HAPPENS IS THEY DON'T MAINTAIN IT. AND SO IT'S LIKE A ONE TIME THING. BUT YOU'RE STUCK WITH THE BILL FOR YEARS, FOR 100 YEARS AFTERWARDS. THEY PAY FOR YEAR ONE. SO THAT'S THAT'S THAT'S WHY PEOPLE ARE SAYING, HOW LONG ARE YOU GOING TO PAY FOR THIS AND WHO DOES IT APPLY TO? ANY OTHER QUESTION MR GRIFFIN YOU HAD A QUESTION, UM, WHAT'S THE TOTAL FIGURE FOR US GOING TO $15 AN HOUR? WE GOT, WE HAVE TOTALS, BUT YOU HAVE TOTALS INCLUDED WITH EVERYTHING ELSE THAT YOU GIVE US A SUMMARY NUMBER AND NOT ON EACH OF THESE LINES DO WE HAVE WHAT THAT TOTAL AMOUNT IS. AND IF YOU NEED TO GET BACK WITH ME, YOU KNOW, I WOULD IT'S IT IS LISTED IN THE SUMMARY OF COST ESTIMATES. IT'S BROKEN DOWN THERE, BUT IT ISN'T CLEARLY LABELED, I THINK, AS YOU'RE EXPECTING TO SEE IT. SO I CAN PROVIDE THOSE DETAILS TO YOU. IT WOULD BE IF, FOR EXAMPLE, IF YOU LOOK AT AUXILIARY, THERE'S A LINE THAT SAYS, I SAW THAT. YEAH. SO IT IS MIXED UP INTO THOSE NUMBERS, BUT I CAN DRAW THAT TOTAL OUT FOR YOU BECAUSE I LIKE TO KNOW THIS IS WHAT WE DID FOR, FOR EACH, FOR RAISING EACH GROUP. YEAH, FOR RAISING THE HOURLY RAISE. WE PRETTY MUCH HAVE THE NUMBER FOR OUR TEACHERS AND WHATEVER. BUT I THINK SOMETIMES IT'S GOOD TO KNOW WHAT THOSE TOTALS ARE BY CATEGORIES THAT WE'RE ACTUALLY INCREASING. AND YES, MA'AM. AND WE CAN PULL THAT FOR YOU. AND JUST KEEP IN MIND WHEN THEY DO THE TASB STUDY, THEY DO REVIEW EACH INDIVIDUAL PAY SCALE. AND SO THEY KIND OF START TO PIECE THESE COMPONENTS TOGETHER. SO WE'LL DO OUR VERY BEST TO DRAW THAT $15 OUT. BUT THAT'S A GREAT POINT, AND I'M SO HAPPY YOU BROUGHT THAT UP, BECAUSE IN THAT RACE SCENARIO SLIDE THAT'S PRESENTED ON THE SCREEN, THAT $10 MILLION THAT YOU SEE THERE DOES INCLUDE THAT 15 STARTING RATE FOR ADMINISTRATIVE SUPPORT, INSTRUCTIONAL SUPPORT. BUT WE'LL GET THOSE BREAK OUTS FOR YOU, OF COURSE. YEAH, I THINK THAT WOULD BE HELPFUL. THANK YOU. YES, MA'AM. THANK YOU. MR. GLICK, DO YOU HAVE ANOTHER QUESTION, MR. MILLER? OKAY. MR. MILLER. UH, YEAH. THANK YOU. AND I'VE ENJOYED LISTENING TO THE DISCUSSION. I THINK IT'S ALL PERTINENT. I WOULD BE FOR A SPECIAL MEETING WHERE ALL WE DISCUSS IS THIS TOPIC SO THAT WE CAN FOCUS ON IT. AND WHENEVER WE DO IT, I'M FINE WITH. I JUST THINK IT'S APPROPRIATE. ONE OF THE THINGS THAT CAUGHT MY EYE ON PAGE 14 WAS I DON'T KNOW, MAYBE IT'S HAPPENED BEFORE. I JUST DIDN'T REMEMBER LOCAL REVENUE BEING A HIGHER PERCENT THAN STATE REVENUE. WE'VE GOT A PROJECTED AT 249.9 LOCAL AND IN 248 FOR THE STATE. HOW OFTEN DOES THAT HAPPEN? I DON'T HAVE THE. ARE YOU TALKING CAN YOU HELP ME WITH IS IT THIS SLIDE HERE? I DON'T HAVE MY PAGE 14. YEAH, THAT ONE. THAT ONE RIGHT THERE. THANK YOU. OKAY. I APPRECIATE IT. I DON'T HAVE THE BOARD BOOK, SO THANK YOU FOR THAT. IT'S PAGE THAT ONE. PAGE. THIS ONE? YES. BUT YOU GET MY. I WAS ALWAYS UNDER UNDERSTANDING THAT THE STATE PORTION WAS ALWAYS A LITTLE BIT HIGHER THAN THE LOCAL PORTION. THAT, WELL, BECAUSE IN FY 24 WE HAD BEEN BUDGETING A AMOUNT FOR TIA AND IT GOES INTO THE STATE BUCKET. [01:15:03] AND ONCE WE RECEIVE CLARITY IN HOW THE SPECIFICS OF TIA WERE GOING TO WORK, WE HAVE MADE THE DECISION TO COME WITH A BUDGET AMENDMENT. ONCE WE GET CLARITY ON TIA AS WE MOVE THROUGH THE YEAR. SO THAT IS REMOVED OUT OF STATE FROM THE PRIOR YEAR. SO MAYBE THAT COULD BE WHY YOU'RE SEEING THAT VARIANCE. WHEN WE COME BACK, WE CAN BRING I THINK IN OUR LAST PRESENTATION, WE HAD THE LINE BY LINE DETAILS AND WE CAN BRING THAT BACK WHEN WE PRESENT AGAIN BECAUSE IT WILL SHOW YOU THAT FOUNDATION SCHOOL PROGRAM NUMBER THAT COMES DIRECTLY FROM THE STATE. YEAH, THAT'S WHAT I'M INTERESTED IN VISUALLY TO SEE YEAR OVER YEAR CHANGES. BECAUSE THE FRUSTRATING PART TO ME WITH ALL THIS BUDGET STUFF IS IN THE FORMULA FOR SCHOOL FUNDING, WHETHER WHICHEVER FOUNDATION YOU USE, THERE'S TO MY KNOWLEDGE, THERE'S NEVER BEEN AN ESCALATOR THAT WOULD ALLOW DISTRICTS TO GIVE RAISES. THE THE ALLOWANCE PER CHILD IS PRETTY MUCH SET FOR PERIODS OF TIME. AND IN THAT ALLOWANCE, WHICH IS BASED ON YOUR WADA, THEN THAT'S HOW YOU GET PAID. AND SO YOU'RE LIMITED IN YOUR UPSIDE ON THE REVENUE SIDE AND THEN IT STARTS EATING AWAY AT IT EVERY TIME YOU HAVE TO GIVE RAISES. THAT'S WHY WE FIND OURSELF. I DON'T KNOW WHAT OUR PROJECTED IF YOUR SCENARIO OF RAISES CAME THROUGH, I DON'T KNOW WHAT OUR PERCENT OF PAYROLL TO REVENUE WOULD BE, BUT WE'RE CURRENTLY AT 84% IS WHAT I UNDERSTAND. AND SO I'M ASSUMING IT'S GOING TO BE 86, 87. WE'RE REALLY CUTTING INTO OUR ABILITY TO COME ANYWHERE CLOSE TO BALANCE ANY KIND OF BUDGET AND THE REVENUE IS SET. THERE MAY BE SOME COMPRESSION AND COMPRESSION WOULD PROBABLY HELP THAT RATIO OF STATE TO LOCAL FUNDING SOME. BUT YEAH, IN MY OBSERVATION, ALL OF THIS TRYING TO FIGURE OUT WHAT MAKES SENSE AND THEN HOW TO PAY FOR IT, YOU KNOW, I JUST, I JUST SEE I THINK LAST YEAR WE HAD A $55 MILLION BUDGETED DEFICIT. OF COURSE, WE HAD TREMENDOUS SAVES IN THE PAYROLL CYCLES. WE'RE 180 TEACHERS SHORT. RIGHT. AND AND GOING FORWARD, THAT'S AN ASSUMPTION THAT WILL PROBABLY REMAIN TRUE. WE'LL BE IN THAT RANGE OF SHORT, BUT THAT GENERATES, IN YOUR ESTIMATION, THIS YEAR, THIS OPERATING YEAR, 18 TO $33 MILLION DEFICIT COMES OUT OF FUND BALANCE, WHICH STARTS GREATLY AFFECTING OUR ABILITY TO COME OUT OF FUND BALANCE IN THE FUTURE FOR BUSSES FOR ANYTHING BECAUSE WE'RE GOING TO I DON'T KNOW WHAT OUR CUSHION IS BETWEEN WHAT WE'RE REQUIRED TO KEEP IN RESERVE AND WHAT WE HAVE IN RESERVE. BUT I'M THINKING, YOU KNOW, 18 HERE AND 33 THERE AND THEN 50 THE NEXT YEAR PRETTY MUCH TAKES CARE OF ANY CUSHION WE'VE GOT. AND THEN IN THE WHOLE WAY WE'VE BUILT IN A SALARY STRUCTURE, THAT'S TO ME IT BECOMES 100% OF OUR REVENUE IN 2 OR 3 YEARS. AND SO I'M TRYING TO FIGURE OUT HOW WHERE THE GRAPHS MEET AND WHERE THE YOU KNOW, THERE'S GOING TO HAVE TO BE SOMETHING THAT GIVES TRUE. I THINK DR. LOPEZ OR SOMEBODY MENTIONED THE THE COST SAVINGS STUDY THAT IS COMING, BUT I DON'T SEE IT GENERATING ENOUGH MONEY TO COME CLOSE TO COVERING ALL THIS. MAYBE I'LL BE SURPRISED. SO, YOU KNOW, AS IS THE WEIRD AND I'LL STOP AFTER THIS. BUT THE REALLY CRAZY PART ABOUT ALL THIS IS WE ALWAYS HAVE TO PUT TOGETHER THE BUDGET BEFORE WE KNOW THE ANSWERS TO MOST OF THE QUESTIONS THAT ARE REALLY IMPORTANT TO OUR BUDGET. AND THEN IT'S IT'S KIND OF A SWAG. WE DON'T KNOW OUR PROPERTY VALUES. WE DON'T KNOW. I MEAN, THERE'S JUST LOTS OF THINGS WE DON'T KNOW. AND NOW HERE WE ARE IN APRIL HAVING TO MAKE DECISIONS ON SALARIES BEFORE WE REALLY EVEN KNOW WHAT THE STATE'S GOING TO DO FOR US ON FUNDING. SO IT'S JUST A REALLY TO ME, IT'S JUST REALLY FRUSTRATING THAT WE CAN'T GET. GET IN PROPER SEQUENCE HERE SO THAT WE CAN MAKE ANYWHERE NEAR HALFWAY EDUCATED GUESSES AS TO WHAT OUR ACTUAL FUNDING AND ACTUAL COSTS ARE GOING TO BE. AND, YOU KNOW, I'VE BEEN THROUGH IT SIX TIMES NOW. I KNOW OTHER BOARD MEMBERS HAVE BEEN THROUGH IT 16 YEARS IN A ROW. BUT I MEAN, THAT BECOMES A CONCERN OF MINE. I'M JUST WORRIED ABOUT I ALWAYS LOOK 2 OR 3 YEARS IN ADVANCE. AS YOU KNOW, WE TALK ABOUT IT EVERY TIME. AND LAST YEAR I REALLY HARPED ON DON'T GIVE ME JUST NEXT YEAR, GIVE ME THE YEAR AFTER AND THE YEAR AFTER, BECAUSE THE DECISIONS WE MAKE TODAY, THAT'S WHERE THEY [01:20:10] COME, BECOME EXTREMELY IMPACTFUL. SO I WOULD WHENEVER WE GET TOGETHER, IF YOU DON'T MIND, HELP ME SEE THE NEXT TWO YEARS AFTER 23 AND 24 APPROXIMATELY ANY KIND OF SWAG AS TO WHERE THAT'S GOING TO LEAD US, BECAUSE I THINK WE NEED THAT INFORMATION. THANK YOU. I THINK WE MIGHT HAVE IT ON THE NEXT PAGE IF THAT'S WHAT YOU'RE LOOKING FOR, UP TO FY 26, BASED ON THE INFORMATION THAT WE HAVE TODAY, IT DOESN'T CONSIDER ANY PAYROLL. OKAY. WELL, THERE'S MY POINT THEN. THAT TAKES US 65, 70 AND 85 MILLION DEFICITS AND WE CAN'T FUND ANY OF THOSE. AND THEN WE'RE I MEAN, WHAT'S THE ANSWER TO THAT? BUT. I MEAN, WE CAN'T STICK OUR HEAD IN THE SAND ABOUT WHAT'S COMING. SO I JUST I'M GOING TO I'M GOING TO WANT TO TALK ABOUT THIS MORE IN THAT NEXT SESSION. THANK YOU. MR GLICK. YES, THANK YOU, SIR. ONE OF THE INTERESTING THINGS THAT'S GOING ON IN AUSTIN RIGHT NOW IS IF YOU WOULD HAVE ASKED ME THREE MONTHS AGO, WOULD THERE BE SOME TYPE OF VOUCHERS COMING OUT OF THE LEGISLATURE, I FELT PRETTY CLEAR THAT THERE WOULD BE. NOW WE SEE THAT THE HOUSE HAS TAKEN A POSITION, AT LEAST PRELIMINARILY, POSSIBLY AGAINST VOUCHERS. SO I THINK THIS IS ALL REALLY IN A STATE OF FLUX, ESPECIALLY THIS YEAR WITH THAT WHOLE VOUCHER THING. BUT LET'S GO BACK A YEAR. WE WERE ACTUALLY NOT SITTING IN THIS BUILDING. WE WERE STILL AT GILBREATH-REED. AND LITERALLY A YEAR AGO WE WERE TALKING ABOUT POTENTIAL. I HAVE THE NUMBERS. ALMOST $40 MILLION DEFICIT. THOSE ARE THAT'S WHAT WE HAD IN APRIL OF LAST YEAR. YET WE ENDED UP PLUS 15. SO THAT WAS A DIFFERENCE OF $55 MILLION. I UNDERSTAND THERE WERE A LOT OF REASONS THAT OCCURRED, BUT THIS BOARD IN APRIL TOOK A VERY COURAGEOUS POSITION. THE ADMINISTRATION MADE PROPOSALS AND WE DID NOT FOLLOW THE ADMINISTRATION PROPOSALS. ONE OF THE FIRST TIMES THAT'S EVER HAPPENED, AND I THINK WE WERE CORRECT. IN FACT, I KNOW WE WERE CORRECT IN WHAT WE DID. SO I WELCOME ANOTHER MEETING, MR. CHAIR. AND, MR. PRESIDENT, I THINK WE NEED TO DISCUSS THIS. I MADE A SUGGESTION AS TO WHERE I THINK OUR MOST VALUABLE TEACHERS ARE TO KEEP. I'M NOT LOOKING AT TASB STUDIES. I'M LOOKING AT THE DRAIN OF TEACHERS AND WHERE I THINK THE MOST IMPORTANT TEACHERS WE MUST KEEP. EVERYBODY WILL HAVE THEIR OWN OPINIONS OF THAT. I WOULD HOPEFULLY, AS MISS GRIFFIN REFERENCED, WE USUALLY HAVE MULTIPLE SCENARIOS. I THINK THAT WOULD BE ANOTHER SCENARIO AND MAYBE SOME OTHERS THAT WE COULD LOOK AT IN THAT MEETING AND THEN COME TO A DECISION. AND AS DR. LOPEZ REFERENCED, I THINK IT BEHOOVES US TO MAKE THAT DECISION IN APRIL. BUT WITH ENOUGH INFORMATION AND MORE THAN WE HAVE THIS EVENING. THANK YOU, SIR. I WANT TO PLAY I WANT TO CLARIFY THE ONLY CHANGE YOU MADE. WE RECOMMENDED 60,000. WE WENT FROM 4% TO 5%. SO THAT WAS THE MAIN CHANGE. I DON'T WANT PEOPLE TO THINK WE DIDN'T RECOMMEND 60,000. WE DID RECOMMEND 60,000. IT'S JUST A MOTION CAME INSTEAD OF THE 4% RAISE, WE WENT TO 5%. SO. I KNOW THAT WE HAVE A BOARD MEETING ON APRIL THE 25TH. IS THAT CORRECT? MICHELLE? IS THAT RIGHT? OKAY. SO IF WE CAME IN EARLY ON THAT PARTICULAR DAY FOR A BUDGET WORKSHOP BECAUSE EVERYBODY'S ALREADY PLANNING THAT PARTICULAR DAY ALREADY FOR THEIR .. I PERSONALLY THINK WE SET THE BUDGET WORKSHOP FOR 3 P.M. ON THE 25TH. ON THE 25TH. I AGREE. I AGREE. EVERYBODY AGREE WITH THAT? 3:00. WE START AT FIVE. WE SHOULD BE ABLE TO HAMMER IT OUT THEN. EVERYBODY BE OKAY WITH THAT. LINDA, ARE YOU OKAY WITH THAT? MR. MILLER, YOU OKAY WITH THAT TIME? OKAY. MISS DAPHNE. I'LL MAKE IT OKAY AS WELL, BUT AND THIS IS JUST MY THOUGHTS. IT WOULD BE NICE TO HAVE A LITTLE BIT MORE TIME IN BETWEEN THE BUDGET WORKSHOP AND THE MEETING ONLY BECAUSE I FEEL LIKE IF YOU CAN GIVE ME [01:25:08] EVERYTHING YOU'RE GOING TO PRESENT AND I MEAN EVERY SINGLE THING BEFOREHAND SO THAT I CAN GO THROUGH IT AND I DON'T HAVE TO DIGEST IT AND MAKE AN MAKE A DECISION AND APPROVE IT ALL WITHIN AN EIGHT HOUR PERIOD, I'M GOLDEN. BUT I THINK THIS IS WHERE WE CONTINUE TO HAVE AN ISSUE, IS THIS IS A LOT TO THROW AT SOMEBODY AND OKAY, WE GOT IT DIGITALLY A COUPLE OF DAYS AGO, BUT THERE'S A LOT OF QUESTIONS HERE THAT I HAVE. AND IF WE'RE GOING TO HAVE A BUDGET WORKSHOP, WHAT HAPPENS IF WE HAVE MORE QUESTIONS? WE'VE JUST RUN OUT OF TIME BECAUSE WE GOT TO VOTE ON IT. I AGREE. AND ONE THING I WILL WILL TELL YOU THAT IF AFTER YOU TAKE THIS MATERIAL HOME AND YOU LOOK AT IT AND YOU DIGEST IT, IF YOU DO HAVE QUESTIONS, CONTACT MR. JOHNSON, THE PRESIDENT AND LET HIM SUBMIT THOSE QUESTIONS TO BRANDY OR RINGO TO TRY TO GET THE ANSWERS BEFORE WE COME TO THE MEETING. AND THAT WAY YOU'RE AWARE OF WHAT'S GOING TO BE SAID. BUT ANYBODY ON THIS HERE, ON THIS BOARD, IF WE HAVE ANY QUESTIONS, YOU KNOW, CONTACT WES AND LET HIM KNOW AND HE CAN TALK TO THE INDIVIDUAL PEOPLE AND DR. LOPEZ, WHATEVER, AND THEN WE CAN GET THE ANSWERS. I THINK THAT HELPS. THAT HELPS ME, TOO. IF I HAVE A QUESTION, I'D LIKE TO GO STRAIGHT TO THE SOURCE AND I'LL ASK THE PRESIDENT TO DO THAT FOR ME. SO BUT HE'LL GET THAT FOR YOU FOR SURE. OKAY WITH THAT, WES? OKAY. AND I AGREE. PLEASE. THE BUDGET IS EXTENSIVE AND WE CAN'T WE'RE NOT MIND READERS. AND I'M GOING TO BE VERY CLEAR ON THAT. AND PEOPLE SAY, WELL, YOU DON'T HAVE THE ANSWERS TO MY QUESTIONS. WELL, WE CAN'T ANSWER YOUR QUESTIONS IF YOU DON'T GIVE US YOUR QUESTIONS. SO MOST TRUSTEES ARE VERY GOOD ABOUT SAYING THESE ARE THE THINGS I WANT ANSWERS TO. AND THEN THEN WE GO THROUGH IT. THERE'S A AND I WANT EVERYBODY TO BE CLEAR BECAUSE MR. GLICK SAID SOMETHING. WE LOOK AT BEING ABOVE MARKET RATE. WE WE DO. WE'RE NOT LOOKING AT BEING AT MARKET RATE BECAUSE EVEN IN THE EIGHT YEARS WE'RE AT ABOVE WITH THESE TYPE OF SCENARIOS. SO WE'RE ALWAYS LOOKING AT BEING AT OR ABOVE MARKET RATE. WHEN WE MAKE SIGNIFICANT ADJUSTMENTS, IT'S BECAUSE WE'RE BELOW MARKET RATE. SO WHEN WE GET QUESTIONS, WHY HAVEN'T WE GOT THIS? WHY WE HAVEN'T GOT THAT? WE COULD BE WE COULD TALK ABOUT RAISE SCENARIOS FOR THREE MONTHS IF WE WANT TO. SO PLEASE BE VERY CLEAR AND CONCISE ON WHAT WE'RE LOOKING FOR AND WE CAN GIVE YOU THE REASONING AND WHAT WE NEED TO DO. OKAY. BUT WE DON'T WANT TO BE ARBITRARY ON DECISION MAKING. IT HAS TO BE CLEAR AND DEFINED. SO WHEN WE DO, PEOPLE UNDERSTAND WE'RE MAKING IT BASED ON A PROTOCOL RATHER THAN JUST, WELL, I FEEL AND I FEEL AND I FEEL. AND THE ONE THING I WOULD POINT OUT TO ADDRESS MR. STANLEY'S CONCERN AND SOMETHING THAT I WOULD LIKE TO SEND OUT IS THIS IS JUST MATHEMATICS. I MEAN, THERE'S NOTHING PARTICULARLY DIFFICULT ABOUT IT. ONCE YOU HAVE A BASELINE SET, WE KNOW WHAT EACH PERCENTAGE OF RAISE WOULD. THAT'S A MONETARY FACTOR THAT THAT WOULD ADD TO THE BUDGET, JUST PROVIDE THOSE KIND OF BASE AMOUNTS. AND SO THEREFORE, WE'D BE ABLE TO YOU KNOW, IT'S NOT LIKE BUILD YOUR OWN BOND, BUT WE'VE SEEN THAT. BUT I MEAN, THINGS LIKE THE 15% IS X AMOUNT, THINGS LIKE HALF PERCENTAGE OF A RAISE FOR ALL TEACHERS IS X AMOUNT. AND THEN WE CAN, YOU KNOW, WE COULD LOOK AT IT AND SAY, SO IF WE DID A 1.75 ACROSS THE BOARD AND THEN A 4% FOR SENIOR TEACHERS 15 YEARS AND THEN ONE FOR 10 OR 8 OR SOMETHING, WHATEVER, I MEAN, JUST THOSE BASE NUMBERS, WE CAN KIND OF PIECE IT TOGETHER AND WE'D SEE BEFORE WE WALK IN THE DOOR KIND OF WHAT OUR IDEAL SCENARIO WOULD BE IN TERMS OF OF THE FINANCIAL IMPACT. SO I THINK THAT THAT WOULD BE KIND OF THOSE THOSE FOUNDATIONAL NUMBERS WOULD BE BENEFICIAL. OKAY. GET A LITTLE CLARITY THERE. YES. AND I THINK WE DID SOMETHING SIMILAR TO THIS LAST YEAR AND IT GAVE THE BOARD THE OPPORTUNITY TO REVIEW THESE THINGS. SO WE ABSOLUTELY CAN DO THAT. YEAH, BECAUSE IN THE NEXT TWO WEEKS, THERE'S GOING TO BE SOME LEGISLATIVE STUFF COME DOWN TOO, THAT WE'LL KNOW A LITTLE BIT, HOPEFULLY A LITTLE CLARIFICATION THERE. ALSO. I STILL DON'T THINK SO. NO, IT WILL BE. WELL, LET'S DO, LET'S DO THIS. CROSS OUR FINGERS. ALL RIGHT, MS. MAYO, YOU LIKE TO CONTINUE. I APPRECIATE THE OPTIMISM, SIR. WE. THIS IS A STUDENT. I KNOW. THIS IS STUDENT NUTRITION SERVICES FUND. IT'S AS PRESENTED BEFORE, BUT YOU'LL SEE THAT THERE IS A NET DEFICIT TO FUND BALANCE. [01:30:02] THAT IS AS EXPECTED IN SACHSE PRESENTED THAT AT OUR LAST BOARD MEETING TO SHOW THEIR FUND BALANCE BY DOWN. AND THAT'S REFLECTED NOW. AND THIS IS AS THEIR BUDGET THAT THEY HAVE ENTERED AND WILL HOPEFULLY THEY WILL MOVE FORWARD INTO FY 24. AND THEN THIS IS EXACTLY WHAT YOU ALL SAW IN OUR LAST MEETING WITH THE DEBT SERVICE FUND, WITH THE INCREASED INS RATE TO 0.3840, AND THEN OUR EXPECTED INCREASES FOR DEBT SERVICE, PRINCIPAL AND INTEREST AS WE MOVE THROUGH THE YEAR UPON PASSING OF THE BOND. AND THEN THIS IS OUR NEXT STEPS. AND SO WE'LL MEET AGAIN FOR OUR BUDGET WORKSHOP ON RACE SCENARIOS AND WE'LL BRING THE REQUESTED PIECES TO SHOW YOU THAT. AND WE CAN ALSO PRESENT HOW ANY SELECTED CHOICES MIGHT AFFECT THE OVERALL EXPENSE BUDGET AND THE ESTIMATED EFFECTIVE FUND BALANCE. PERFECT. ANY OTHER QUESTIONS? THANK YOU SO MUCH FOR YOUR TIME. THANK YOU. APPRECIATE THAT VERY MUCH, BEING VERY PATIENT WITH US. OKAY. MOVING ON TO ADAM BE ACTION ITEMS. [IV.B. YES, SIR. OR MAYBE WAS THAT PART OF THE RENEWAL OF THE LETTER OF INTENT? NOT A LETTER OF INTENT. I DON'T EVEN WANT TO USE THOSE WORDS.
