[00:00:02]
I WOULD LIKE TO CALL THIS MEETING TO ORDER.
I'M THE DIRECTOR OF SECURITY FOR GARLAND ISD.
I'D LIKE TO CALL THE APRIL 18TH MEETING OF THE GISD SAFETY AND SECURITY COMMITTEE MEETING TO ORDER.
THE TEXAS LEGISLATURE MANDATES EVERY SCHOOL DISTRICT HAVE A SAFETY COMMITTEE.
TEXAS EDUCATION CODE AND GOVERNMENT CODE 551 GOVERNS HOW THIS COMMITTEE IS RUN.
AT THIS TIME, DO WE HAVE ANY PUBLIC COMMENTS? ALL RIGHT. SEEING NONE.
SO THEN WE WILL MOVE TO ITEM NUMBER THREE, WHICH IS SECURITY OPERATIONS REVIEW.
[III. 2022-2023 Security Ops Review – Shauntell Moore]
THIS IS MR. CHANTEL MOORE.GOOD MORNING. SO I'M GOING TO PRESENT YOU GUYS WITH SOME NUMBERS TODAY BASED OFF OF WHAT THE SECURITY OPERATION TEAM HAS DONE THUS FAR THIS SCHOOL YEAR, WHICH I THINK IS SOME IMPRESSIVE NUMBERS.
AS EVERYBODY KNOWS IN THIS COMMITTEE, WE DO RANDOM SEARCHES.
SO WHAT OUR H1K PARTNERS THIS YEAR WE HAVE CONDUCTED 320 RANDOM SEARCHES.
AND THROUGHOUT THOSE RANDOM SEARCHES, 77 ITEMS HAVE BEEN FOUND TO BE CONTRABAND.
AND 444 OF THOSE ITEMS HAVE BEEN ILLEGAL ITEMS. SO WE ARE VERY GRATEFUL FOR OUR H ONE K-9 PARTNERS AND OUR RANDOM SEARCH TEAM FOR THE WORK THAT THEY DO, ESPECIALLY IN THIS TIME OF DAY THAT WE'RE LIVING IN.
ALSO, I'M GOING TO LET YOU GUYS KNOW WE DO CONTENT KEEPERS, WHICH IS A SEARCH ENGINE THAT WE HAVE WITH PARTNERSHIP WITH TECHNOLOGY THAT LETS US KNOW WHEN KIDS ARE FEELING DEPRESSED OR KIDS ARE FEELING LIKE THEY JUST CAN'T MAKE IT.
THEY HAVE INJURIES ON THEIR MIND OR THEY ARE SUICIDAL.
AND WE PROCESS 84 OF THOSE REPORTS AND EACH OF THOSE REPORTS OUR TRI-CITY POLICE OFFICERS ASSIST US AND THEY GO OUT AND DO WELFARE CHECKS AT THOSE KIDS HOMES AND WE MAKE SURE WE GET THOSE KIDS THE ASSISTANCE AND THE HELP THAT THEY NEED.
AND I WOULD LIKE TO SAY I'M VERY GRATEFUL TO THOSE TRI-CITY PARTNERS BECAUSE THROUGH THOSE SEARCHES, WE HAVE BEEN ABLE TO ASSIST EVERY KID THAT WE HAVE WENT TO THE HOUSE TO ASSIST, WHICH IS AWESOME FOR US HERE IN SECURITY.
SO THAT LEADS ME TO THE TEA MANDATE WITH THE DOOR CHECKS.
WITHIN THE 18 WEEKS OF SCHOOL THIS YEAR, THE SECURITY DEPARTMENT HAS CONDUCTED 1153 TOTAL CHECKS.
THAT'S A LOT OF CHECKS ON OUR 71 CAMPUSES.
THAT'S AWESOME. WE TOOK PRIDE IN DOING THAT.
BUT YOU CAN IMAGINE 1153 CHECKS THAT OUR CAMPUS THAT SHOULD LET YOU GUYS KNOW THAT WE ARE COMMITTED TO MAKING SURE THAT THE SAFETY OF OUR STAFF AND STUDENTS IS ON THE UTMOST ON OUR MINDSET.
SO I JUST WANT TO LET YOU GUYS KNOW, WE ALSO DID 1195 CAMPUS VISITS WITHIN THIS 18 WEEKS.
IS THERE ANY DISCUSSION? ANYONE TALK ABOUT OPERATIONS DISCUSSION.
YES, SIR. IN THE BEGINNING, DID YOU MENTION K9? YES, SIR. H1, K9.
DID YOU TALK ABOUT A LITTLE BIT MORE ABOUT HOW WE DO WITH CANINES? OKAY, NO PROBLEM.
SO H1, K9 PARTNERS AND THE OWNER IS JOSH ELLIS.
THEY HAVE TRAINED BELGIAN MALINOIS DOGS, AND THEY COME IN AND WE BRING THE KIDS OUT AND WE GO INTO THE CLASSROOM AND WE SEARCH THEIR BAGS OR ANY BELONGINGS THAT THEY LEFT IN THE CLASSROOM. AND THROUGHOUT THAT SEARCH, THE K9 IS LOOKING FOR ANYTHING THAT'S OF ILLEGAL OR CONTRABAND.
SO WHEN WE GET THERE, THEY HAVE A RANDOMLY SELECTED CLASSROOM THAT WE GO TO RANDOMLY, AND THOSE K9 OFFICERS ARE VERY, VERY DETAILED IN WHAT THEY DO AND THEY SEARCH.
THE DOGS HAVE THE ABILITY AND I'M IN THE AREA I REALLY DON'T KNOW MUCH ABOUT TO DETECT GUNPOWDER.
I'M NOT SURE WHAT THE QUESTION IS.
THEY DO HAVE GUNPOWDER DOGS WHO CAN DETECT.
AND THAT'S WHAT WE'RE LOOKING FOR WHEN WE DO THOSE SEARCHES.
BUT BUT ON MOST CASES, WE FIND MOSTLY CONTRABAND THROUGHOUT THOSE SEARCHES.
AND HOW MANY TEAMS OR DOG TEAMS DO WE DO WE USE.
[00:05:04]
WE CURRENTLY HAVE ONE HANDLER AT THIS TIME WITH TWO SECURITY OFFICERS THAT'S GOING AROUND ON A DAILY BASIS.OKAY. AND WE USE THEM LITERALLY EVERY DAY.
AND I'M ASSUMING THAT THE VISITS TO THE CAMPUSES ARE RANDOM, SO NOBODY KNOWS WHEN WE'RE SHOWING UP OTHER THAN MAYBE THE PRINCIPAL OF THE SCHOOL. SO WE SCHEDULE THOSE OUT MONTHLY AND ONLY THE ADMINISTRATION TEAM KNOWS THAT WE'RE COMING.
AND SO IN THE COURSE OF A SEMESTER, LET'S SAY, LET'S SAY WE'RE IN THE SPRING SEMESTER.
EVERY CAMPUS, I'M ASSUMING, WILL BE VISITED AT SOME POINT MULTIPLE TIMES.
COULD YOU JUST TALK A LITTLE BIT ABOUT THAT? YES, SIR. SO CURRENTLY RIGHT NOW WE DO OUR SECONDARY CAMPUSES, SO WE DO MIDDLE SCHOOLS AND HIGH SCHOOLS, AND WE HAVE A SCHEDULE TO WHERE WE ROTATE THOSE CAMPUSES THROUGHOUT THE MONTH. AND EACH MIDDLE SCHOOL IS DONE IN CONJUNCTION OF THEIR TESTING, JUST LIKE THE HIGH SCHOOL.
SO BUT EACH CAMPUS IS HIT MULTIPLE TIMES THROUGHOUT THAT MONTH.
SO AT LEAST 2 TO 3 TIMES THAT MONTH.
THANK YOU. AND ALSO, THAT'S A GOOD POINT.
HEY, CAN YOU GUYS COME OUT, CHECK OUR BAGS, CHECK THE STUDENT'S BAGS AND STUFF BEFORE WE GO? EVEN THE ATHLETIC TRIPS, THEY WILL CALL AND ASK US.
SO WE DO PROVIDE EVEN WITH GRADUATIONS, WE DO SERVICE OUR GRADUATIONS AND WE'LL GO CHECK THE CCC..
IT'S INTERESTING, YOU JUST MENTIONED BAND.
I'M SAYING, OH MY GOD, WHAT ARE OUR BAND STUDENTS? YES, SIR. YEAH. OKAY, GOOD.
THANK YOU. ALL GREAT QUESTIONS.
THANK YOU. ANY OTHER DISCUSSION ON OPERATIONS? ALL RIGHT, LET'S MOVE TO ITEM NUMBER FOUR.
[IV. 2022-2023 Security Systems Review – Michael Pierce]
MICHAEL PEARCE IS GOING TO GIVE US A SECURITY SYSTEMS REVIEW.JUST A BRIEF REVIEW OF OUR PAST AND ONGOING SECURITY SYSTEMS PROJECTS SINCE OUR LAST MEETING.
SINCE WE'RE BACK IN HARRIS HILL, I'LL START WITH HARRIS HILL.
WE ADDED A FEW IN SOME KEY AREAS.
PRIOR TO THE RENOVATION, THERE WERE 6 TO 7 PANIC BUTTONS LOCATED THROUGHOUT THE BUILDING.
AFTER THE RENOVATIONS, WE COULDN'T FIND THEM.
SO WE'RE IN THE PROCESS OF REINSTALLING NEW PANIC BUTTONS THROUGHOUT THE BUILDING.
WE'RE GOING TO ADD FIVE FOR A TOTAL OF 11.
THE NEW PANIC BUTTONS HAVE BEEN PURCHASED AND WE'RE WAITING TO INSTALL THEM BECAUSE ALSO PART OF THE RENOVATIONS WAS FOR US TO UPGRADE YOUR PA SYSTEM, JUST THE HEAD END UNIT.
AND RIGHT NOW OUR CURRENT PA SYSTEM IS BEING PHASED OUT.
THEY'RE NO LONGER SUPPORTING IT.
THEY'RE NO LONGER MANUFACTURING IT.
SO WE HAVE A MEETING TOMORROW TO START THE IMPLEMENTATION AND AFTER THE BOND PASSES, THEN WE'RE GOING TO WORK TO REPLACE ALL OF OUR PA SYSTEMS OR THE MAJORITY OF THEM WITH A NEW PA SYSTEM.
THE FIRST ONE WILL BE INSTALLED HERE BECAUSE IT WAS A PART OF THE RENOVATION.
SO WE HAVE A MEETING TOMORROW TO DISCUSS THAT IMPLEMENTATION AND FOLLOWING THE DIRECTION OF MR. QUINN, YOUR NEW PA SYSTEM WILL NOW BE ABLE TO FUNCTION AS A CAMPUS PA SYSTEM IN THE NEED OF LOCKDOWN.
SO THOSE PANIC BUTTONS, IF ACTIVATED, THEY WILL INITIATE A LOCKDOWN INSIDE THIS BUILDING AND THE LOCKDOWN MESSAGE WILL ENUNCIATE ON ALL OF YOUR SPEAKERS. AND SPEAKING OF PANIC BUTTONS, EVERY CAMPUS CURRENTLY HAS 3 TO 6 PANIC BUTTONS.
THESE PANIC BUTTONS WILL ACTIVATE THE LOCKDOWN MESSAGE AND PLACE THE CAMPUS ON LOCKDOWN.
IN ADDITION TO THESE PANIC BUTTONS, WE'RE IN THE PROCESS OF INSTALLING 2 TO 4 EMERGENCY BUTTONS, AND THIS IS IN RESPONSE TO SECURITY AND SAFETY REQUIREMENTS BY THE STATE PROPOSED SECURITY SAFETY REQUIREMENTS BY THE STATE.
THESE BUTTONS WILL SEND A SILENT SIGNAL TO THE SECURITY DEPARTMENT, AND IT'S INTENDED TO SIGNAL A LIFE THREATENING OR EMERGENCY SITUATION SUCH AS AN ACTIVE SHOOTER, INTRUDER OR EMERGENCY SITUATION REQUIRING A RESPONSE FROM LAW ENFORCEMENT AND OTHER FIRST RESPONDERS.
THEY WILL NOT PUT THE CAMPUS IN LOCKDOWN.
WE'RE IN THE PROCESS ALSO OF AUDITING OUR CARD ACCESS SYSTEM.
[00:10:02]
WE STARTED WITH HARRIS HILL TO LIMIT AND GIVE ACCESS TO CERTAIN INDIVIDUALS, TO CERTAIN AREAS APPROVED BY DEPARTMENT HEADS.WE AFTER COMPLETION OF HARRIS HILL, WE MOVED ON TO TRANSPORTATION.
WE GOT UP TO DATE ROSTERS OF ALL THE BUS DRIVERS.
SO WE WENT IN AND WE PROVIDED AGAIN DELETED AND PROVIDED ACCESS TO BUS DRIVERS AS NEEDED.
AND WE'RE ALSO WORKING ON FOLLOWING THE DIRECTION OF MR. QUINN TO PROVIDE ALL OF OUR CITY POLICEMEN ACCESS TO ALL OF OUR FACILITIES, REGARDLESS OF CITY.
GARLAND WILL NOW HAVE ACCESS TO SACHSE AND ROWLETT ROWLETT AND IT'S THE SAME ACROSS ALL THREE DEPARTMENTS, AND THIS IS TO PROVIDE A QUICKER RESPONSE IN THE NEED OF AN EMERGENCY.
GARLAND WILL RECEIVE THEIR ACCESS CARDS TODAY.
AND WE'RE HOPING TO BEGIN CONVERSATIONS SOON ON A NEW PANIC ESCALATION APP.
IT'S SIMILAR TO ANONYMOUS ALERTS, AND IT'S JUST ANOTHER TOOL FOR FOR STAFF TO INSTANTLY REPORT CREDIBLE THREATS, DANGEROUS SITUATIONS WITH STUDENTS, MEDICAL EMERGENCIES, HEALTH EMERGENCIES AND OTHER SAFETY ISSUES THAT WARRANT IMMEDIATE ATTENTION.
AND COLLABORATING WITH MR. COLEMAN BREWMAN. WE JUST COMPLETED A CAMERA UPGRADE AT THE AG BARN, SO WE REPLACED ALL OF THE CAMERAS AT THE AG BARN.
WE HAVE A NICER, CLEAR VIEW AND WE'VE ADDED SEVERAL CAMERAS THERE.
WE'VE ALSO BEEN WORKING WITH GARLAND FIRE DEPARTMENT AND SACHSE AND ROWLETT TO ENSURE THAT THEY HAVE ALL THE NEEDED ACCESS, KEYS AND CARDS IN THEIR KNOX BOXES WHEN THEY ARRIVE ON SCENE.
SO ALONG WITH OUR CURRENT PROJECTS, YOU KNOW, A SHOUT OUT TO OUR SYSTEMS TEAM OF TEN TECHNICIANS, YOU KNOW, THEY WORK HARD DAILY TO PROVIDE, MAKE SURE WE PROVIDE A SAFE PLACE FOR LEARNING. THAT'S ALL I HAVE.
ALL RIGHT. ANY DISCUSSION ITEMS ON SECURITY SYSTEMS? YES, SIR. DISCUSS A LITTLE BIT MORE ABOUT I THINK THIS IS THE FIRST TIME I'M HEARING THAT NOW ALL THREE CITIES CAN ACCESS ALL THE SCHOOLS. RIGHT.
COULD YOU TALK MORE ABOUT THAT AND THE.
SOME OF OUR CITIES. OBVIOUSLY, THEY ALL ABUT EACH OTHER.
EXACTLY. IF WE HAVE A ANY TYPE OF CRITICAL INCIDENT, THERE'S A GREAT CHANCE THAT A ROWLETT OFFICER MIGHT BE CLOSER THAN, SAY, A GARLAND OFFICER TO A SPECIFIC SCHOOL THAT MIGHT BORDER. SO WE WANT TO GIVE THEM ALL ACCESS TO TO BE IN TO GAIN ENTRY TO ANY OF OUR CAMPUSES.
YOU KNOW, IT'S NOT JUST GOING TO BE GARLAND PD RESPONDING TO A TO A SCHOOL IN THE CITY OF GARLAND.
IT'S GOING TO BE ROWLETT AND SACHSE ALSO.
SO WE WANT TO MAKE SURE THAT THEY HAD ACCESS TO THOSE CAMPUSES WITH THOSE CAMPUS CARDS.
AND SO HOW WOULD HOW WOULD A, LET'S SAY, A ROWLETT OFFICER KNOW THERE'S AN ISSUE AT SACHSE HIGH SCHOOL OR GARLAND SCHOOL THAT'S RELATIVELY, RELATIVELY OR REAL CLOSE TO WHERE THEY ARE? WHAT DO YOU ALL WANT TO TALK ABOUT? INTERAGENCY CAPABILITIES AND THAT KIND OF THING.
RIGHT? YEAH. RADIO OPS? YEAH. AS YOU MAY OR MAY NOT BE AWARE, THE CITY OF GARLAND, CITY OF ROWLETT AND CITY SACHSE HAVE A JOINT RADIO SYSTEM, AND THEY CALL IT GMRS, WHICH STANDS FOR ALL THE CITIES AND MESQUITE.
WE HAVE A IT'S A HAILING CHANNEL WHICH IS CALLED LOCAL.
AND SO WHEN AN INCIDENT GOES OUT, A CITY CAN DO A BROADCAST AND THEY CAN DO A SIMULCAST. AND WHEN THEY CAN SIMULCAST, THEY SAY IT'S A SCHOOL SHOOTING AT ROWLETT HIGH SCHOOL.
OUR DISPATCHERS CAN DO A SIMULCAST ON GMRS. SO GARLAND, SACHSE AND ROWLETT AND MESQUITE ALL HEARS THAT GO OUT AT ONE TIME.
SO BASICALLY IT'S A ALL CALL AND MANY PEOPLE RESPONDING TO AN INCIDENT.
SO IT'S A VERY USEFUL TOOL AND WE USE IT EVERY DAY.
IF GISD HAS THEIR SECURITY CHANNEL ON, WE CAN ACTUALLY PATCH TO THAT CHANNEL.
IF AN INCIDENT IS HAPPENING IN ROWLETT SAY, AND WE NEED Y'ALL'S CAMERAS TO GIVE US A VIEW AS WE'RE ENTERING A SCHOOL OR SOMETHING, WE CAN SAY, YOU KNOW, WE'RE PATCHED TO GARLAND SECURITY'S MAIN CHANNEL.
OFFICERS ARE ENTERING GISD SECURITY.
DO YOU SEE ANY THREATS GOING THROUGH? THEY CAN GIVE US A VISUAL AS WE'RE GOING THROUGH THE SCHOOL IS WHAT'S HAPPENING.
[00:15:01]
IT'S VERY USEFUL TOOL IN MANY, MANY, MANY ASPECTS.THOSE ARE WITHOUT GIVING OUT ALL THE SECRETS, I GUESS THAT'S THE WAY THAT WE CAN USE THIS.
AND WE WANT TO CLARIFY ALSO, THIS IS ALL SWORN POLICE OFFICERS.
SO THIS IS EVERY SWORN OFFICER WITH ALL THREE CITIES.
AND THAT'S EFFECTIVE AS OF TODAY? WE'RE IN THE PROCESS.
GARLAND SHOULD BE GETTING THEIRS TODAY.
WE'RE IN THE PROCESS OF COMPILING ROSTERS WITH SACHSE AND ROWLETT.
YOU MENTIONED, I THINK, TWO DIFFERENT TYPE OF BUTTONS.
IS THERE AN EMERGENCY AND A PANIC BUTTON? YES, SIR. THE PANIC BUTTON IS USED TO INITIATE A LOCKDOWN THAT WILL PLACE THE CAMPUS ON LOCKDOWN.
THE MESSAGE WILL ENUNCIATE ON THE PA SYSTEM.
THE EMERGENCY BUTTON WILL NOT.
JUST A MEANS OF NOTIFYING DISPATCH THAT THERE IS A NEED AT THE CAMPUS.
SO HOW WOULD WHO WOULD HANDLE THAT CENTRAL AND OUR DISPATCH RECEIVES THOSE.
WE RECEIVE THOSE CALLS DAILY ANYWAY.
IT'S JUST A QUICKER RESPONSE THAT WE HAVE TO TO BE ABLE TO CONTACT POLICE DEPARTMENT, EMERGENCY SERVICES, SECURITY OFFICERS, ANYTHING, ANYBODY THAT NEEDS TO GO TO THAT SPECIFIC INCIDENT CAN BE DISPATCHED FROM OUR DISPATCH CENTER.
AND LIKE I SAID, THE PANIC BUTTON ALLOWS US TO HAVE IMMEDIATE NOTIFICATION THAT SOMETHING'S WRONG.
OKAY. SO AND I'M SURE THE BUTTONS LOOK TOTALLY DIFFERENT.
OKAY. AND SO THE PANIC BUTTON IS PUT IN LOCKDOWN AUTOMATICALLY.
YES. SO WHEN YOU GET AN EMERGENCY, WHAT WOULD THAT MEAN? YOU'RE TALKING ABOUT SOMETHING OTHER THAN THE LOCKDOWN.
IT COULD BE A MEDICAL EMERGENCY.
WE HAVE STUDENTS AND STAFF MEMBERS THAT SUFFER MEDICAL INCIDENTS.
IT NOTIFIES US THAT SOMETHING'S WRONG.
IT COULD BE ANY NUMBER OF THINGS REQUIRE MEDICAL OR SECURITY OR POLICE RESPONSE.
YOU YOU MENTIONED THE BOND EARLIER AND OBVIOUSLY EARLY VOTING STARTS FAIRLY QUICKLY.
CAN YOU TALK A LITTLE BIT ABOUT WHAT WE HAVE IN THE BOND FOR FROM THAT YOU'VE RECOMMENDED THAT WE PUT IN AND FOR SAFETY? SURE. THERE ARE SEVERAL THINGS IN THE BOND LISTED IN THE SECURITY UMBRELLA.
I THINK A LOT OF CRITICAL THINGS THAT WOULD BE FENCING THE FORCED ENTRY RESISTANT FILM ON THE WINDOWS, ESPECIALLY FRONT VESTIBULES GLASS DOORS AROUND THE CAMPUS, THE EXTERIOR GLASS DOORS AROUND THE CAMPUS.
OKAY. SO THAT WAS MY MY MAIN QUESTION.
SO WE HEARD THERE WAS AN INCIDENT RECENTLY WHERE A PERPETRATOR ACTUALLY, I THINK, SHOT IN THE GLASS.
I'M NOT SURE IT'S HARD TO READ ALL THE REPORTS.
SO THE GLASS THAT IN THE BOND, WOULD THAT BE ON OUT OTHER THAN FRONT ENTRY? YES. THERE ARE OTHER PLACES THAT THAT FILM CAN BE APPLIED.
OKAY. SO WE WOULD BE COVERING ALL ENTRY DOORS THAT HAVE GLASS IN THEM.
IT WOULD BE AN EVALUATE CAMPUS BY CAMPUS EVALUATION.
AND CAN YOU EXPLAIN HOW THAT FILM WORKS? I CAN GIVE YOU A LAYMAN'S TERMS, HOW IT WORKS.
SO IT'S NOT EASILY SMASHED OUT EVEN AFTER IT'S SHATTERED, FOR LACK OF A BETTER TERM.
SO THAT WINDOW CAN SPIDERWEB AND SHATTER.
BUT BUT THE THE FILM WILL HOLD IT INTACT.
THAT WAS WEIRD. SO SO EVEN THOUGH SAY A A FIREARM HAS BREACHED THE GLASS, YOU STILL DO NOT HAVE FREE ACCESS TO THAT GLASS.
THE FILM WILL HOLD THAT GLASS IN ONE PIECE.
IT WILL SLOW DOWN AN ENTRY DRAMATICALLY, SLOW IT DOWN.
I THINK ONE OF THE THINGS WE'RE TALKING ABOUT IS REMOVING THE PORTABLES AT ELEMENTARIES.
COULD YOU TALK ABOUT THAT? I CAN TALK THAT WE WOULD PREFER TO REMOVE THE PORTABLES.
[00:20:01]
IT'S THERE.PORTABLES ARE A SECURITY ISSUE, TOO.
YEAH, WE WANT ALL THE STUDENTS INSIDE THE BUILDING.
SO THE REMOVAL OF PORTABLES IS HIGH ON OUR PRIORITY LIST.
IT'S REAL IMPORTANT TO UNDERSTAND THAT SECURITY IS NOT A ONE ISSUE FIX.
BOTTOM LINE, YOU'RE GOING TO BE INCONVENIENCED.
IF YOU WANT MORE SECURITY MEASURES, IT MEANS MORE INCONVENIENCE.
THERE'S NO WAY NOT TO HAVE SECURITY WITHOUT INCONVENIENCE.
I'M GOING TO GIVE YOU A PERFECT EXAMPLE.
WITHIN OUR BOND PACKAGE, WE HAVE THIS FILM THAT GOES ON BALLISTIC.
IT'S LIKE A BALLISTIC FILM THAT BUYS US TIME.
A LOT OF PEOPLE DIDN'T UNDERSTAND WHAT IT WOULD DO UNTIL WE HAD THIS TRAGEDY.
WE ALSO HAVE FENCING AND PEOPLE ARE LIKE, WELL, I WANT ACCESS TO THE PLAYGROUNDS.
WELL, IF YOU GO BY A LOT OF MY SCHOOLS, THEY HAVE ACCESS TO THE PLAYGROUNDS.
OKAY? BUT IF I GO TO LIKE A CHURCH AND THEY HAVE PLAYGROUNDS, THEY HAVE FENCING.
ALL RIGHT. IT'S TO KEEP PEOPLE AWAY.
AND THE INCONVENIENCE IS TO KEEP OUR KIDS SAFE.
THAT DOESN'T FOLLOW PROTOCOLS.
THERE'S A BUNCH OF THINGS THAT GO ON.
THIRD, IT DETERS PEOPLE FROM HAVING ACCESS TO OUR BUILDINGS RIGHT NOW.
WE WANT THEM. THE REASON WE BUILT VESTIBULES IS SO THEY USE THEM WELL.
WE NEED TO FUNNEL THEM INTO PLACES SO THAT WAY WE CAN HAVE NOW THERE'S THINGS THAT WE'RE NOT GOING TO TALK ABOUT IN PUBLIC THAT OUR SECURITY FORCES AND SSR FORCES HAVE CONTROL OVER. WE'RE JUST NOT GOING TO TALK ABOUT IT BECAUSE PEOPLE ARE LISTENING AND PEOPLE TAKE NOTES AND THEY DON'T NEED TO KNOW OUR STRATEGIES BEHIND IT.
BUT WORKING IN PARTNERSHIP WITH OUR POLICE DEPARTMENTS, ALL THREE ARE DEEPLY COMMITTED TO KEEPING OUR CHILDREN SAFE AT WHATEVER THE COST.
AND SO I THINK THAT'S THE MOST IMPORTANT THING.
AND LAST BUT NOT LEAST, WHAT WE'RE FINDING OUT IS PEOPLE THAT SNOOP HELP PREVENT A LOT.
SO BE A SNOOPER, RIGHT? PARENTS GO THROUGH YOUR KIDS STUFF, YOU KNOW, GO THROUGH THEIR BACKPACK, ASK QUESTIONS, DON'T JUST GIVE THEM FREE REIN BECAUSE ALL OF THESE THINGS AND NOT AND ACTING LIKE YOU DON'T KNOW CAN LEAD TO SOMETHING.
AND YOU WANT TO KEEP YOUR CHILD SAFE AND YOU WANT TO KEEP OTHER PEOPLE SAFE.
AND SO IF YOU HEAR SOMETHING, SAY SOMETHING.
IT COULD BE TWO IN THE MORNING AND THEY'RE ON IT.
SO NOTHING GETS TAKEN LIGHTLY.
SO PLEASE ADDRESS THOSE ISSUES HEAD ON.
THANK YOU. ANY OTHER DISCUSSION? ALL RIGHT. WE'LL MOVE TO ITEM NUMBER FIVE.
[V. 2023-2024 Drill Schedule – Mark Quinn]
THAT'S THE TENTATIVE 2023- 2024 DRILL SCHEDULE.WHAT WE STARTED DOING LAST YEAR AND WE FOUND IT'S INCREDIBLY EFFECTIVE IS HAVING POLICE OFFICERS WHEN WE DO A LOCKDOWN DRILL, POLICE OFFICERS COME OPEN THE CAMPUSES AND LET THE KIDS OUT AND ACKNOWLEDGE THE KIDS, HEY, THIS IS I'M OFFICER QUINN WITH GARLAND PD.
IS EVERYBODY OKAY? STAY HERE TILL YOU HEAR FURTHER INSTRUCTIONS.
THAT'S WHAT THEY'RE GOING TO SEE IN A REAL INCIDENT.
AND THAT'S WHAT WE WANT TO TRAIN THEM TO BE.
YOU KNOW, WE WE PRACTICE HOW WE PLAY, AND THAT'S HOW WE DID OUR LOCKDOWNS THIS YEAR.
WE CHANGED COMPLETELY AND REVAMPED THEM.
I MEAN, WE JUST DID AS THE AS THE DRILLS PROGRESSED, WE EVEN GOT FASTER AND FASTER.
INSTRUCTION WAS MINIMAL, BUT IT WAS VERY EFFECTIVE.
YEAH. WHAT DID Y'ALL THINK ABOUT THE LOCKDOWNS, HOW WE CHANGED THEM THIS YEAR AS FAR AS PD GOES? YEAH,
[00:25:06]
VERY BENEFICIAL. OKAY.ANY OTHER DISCUSSION ON DRILLS?
[VI. Audit Review – Juston Coffman]
ALL RIGHT, LET'S MOVE TO ITEM NUMBER SIX, AUDIT REVIEW.THANK YOU, MR. QUINN. SO WE ARE CURRENTLY COMING TO THE END OF A OF OUR AUDIT CYCLE STARTED IN 2020 AND IT WILL BE OVER IN SEPTEMBER, I BELIEVE, OF THIS YEAR. CURRENTLY OUR AUDIT IS ABOUT THREE QUARTERS OF THE WAY DONE.
I ANTICIPATE BEING 100% DONE BY THE END OF THIS SCHOOL YEAR.
FOR THOSE OF YOU WHO AREN'T AWARE THE SAFETY AND SECURITY AUDIT, ALL SCHOOL DISTRICTS IN TEXAS ARE REQUIRED TO AUDIT ALL OF THEIR FACILITIES, EDUCATIONAL FACILITIES AND AUXILIARY FACILITIES AT LEAST ONCE EVERY THREE YEARS.
SO WE GO TO THE CAMPUSES, WE TALK TO THE STAFF.
WE FIND OUT IF THEY HAVE ANY SECURITY RELATED ISSUES, ANY CONCERNS.
AND THEN WE START FOLLOWING OUR CHECKLIST.
WE GO THROUGH THE INSIDE OF THE BUILDING, THE OUTSIDE OF THE BUILDING.
ONCE ALL OF THOSE ARE DONE, THEN BASICALLY I HAVE TO GO BACK THROUGH ALL OF MY REPORTS.
I'VE GOT 88 REPORTS BY THE BY THE TIME WE GET DONE AND I CREATE A REPORT FOR THE ENTIRE DISTRICT.
SO I SAY, OKAY, HERE ARE SOME THINGS WE DO REALLY WELL AS A DISTRICT.
HERE ARE SOME THINGS WE NEED TO WORK ON, AND THE THINGS THAT WE NEED TO WORK ON WILL BE AND BROUGHT BACK BEFORE THE SAFETY AND SECURITY COMMITTEE AND THE SCHOOL BOARD AND AND WE TAKE IT FROM THERE. SO.
ALL RIGHT. ANY DISCUSSION ON AUDIT? ALL RIGHT, LET'S MOVE ON AGAIN TO ITEM NUMBER SEVEN, INTRUSION DETECTION AUDIT REPORT.
[VII. Intrusion Detector Audit Report – Mark Quinn]
THAT IS ME. SO I'LL READ THIS TO YOU.THE TOP PRIORITY OF GARLAND ISD AND THE STATE OF TEXAS IS KEEPING STUDENTS AND STAFF SAFE EVERY DAY.
THE AUDITS TEST WHETHER A CAMPUS IS ACCESSIBLE TO AN UNAUTHORIZED INDIVIDUAL.
WE ARE WORKING CLOSELY WITH OUR DISTRICT SCHOOL SAFETY AND SECURITY COMMITTEE TO ENSURE THAT WE ARE TRAINING ALL OUR STAFF IN SECURING OUR DOORS FOR THE PROTECTION OF EVERYONE AT OUR CAMPUSES.
HOWEVER, IT IS IN THE BEST INTEREST OF THE STUDENTS THAT WE DO NOT SHARE THIS INFORMATION TO THE BROADER PUBLIC AS IT COULD LEAD TO COMPROMISING IMPORTANT CAMPUS SECURITY INFORMATION. SPECIFIC DETAILS OF THE INTRUDER DETECTION AUDIT WILL BE DISCUSSED IN EXECUTIVE SESSION AND WITH SAFETY AND SECURITY COMMITTEE IN EXECUTIVE SESSION.
BEFORE WE GO INTO THE EXECUTIVE SESSION ON GOVERNMENT CODE, I WANT TO MAKE A STATEMENT THAT WHEN I ARRIVED IN 2018 AND I MET WITH THE SECURITY TEAM, THESE TYPE OF AUDITS WE INITIATED AT THAT TIME THROUGH OUR INTERNAL AUDIT DEPARTMENT, OUR INTERNAL AUDITORS WOULD GO IN AND DO SAFETY AUDITS AND MEET WITH PEOPLE AND SEND THINGS OUT.
SO THIS IS SOMETHING SELF INITIATED THAT WE DID IN 2018.
WHEN WE STARTED MOVING TO OUTSIDE INTERNAL AUDIT AGENCY.
THE SECURITY TEAM THAT YOU SEE IN FRONT OF US STARTED DOING THEIR SAFETY AUDITS BACK THEN.
SO WE DIDN'T NEED THE STATE TO PROMPT US.
NOW THERE ARE DIFFERENT TYPES OF ACCOUNTABILITY MEASURES THAT HAPPEN.
WE HAVE BECOME MORE ROBUST AND RESPONSIVE OVER TIME I BELIEVE.
THE FENCING AND THIS IS WHERE LIKE THE NEED FOR FENCING AND BALLISTIC GLASS AND ALL OF THOSE THINGS CAME IN BECAUSE IF WE'RE GOING TO BE HELD TO THESE STANDARDS, IT'S EASIER TO KEEP PEOPLE FROM WALKING TO THE BACK DOOR THAN ENSURING THAT NOBODY OPENS THE BACK DOOR FOR A STRANGER.
RIGHT? SO THERE'S A LOT OF THINGS THAT ARE HAPPENING HERE.
SO WITH THAT, YOU COULD GO AHEAD AND TAKE US INTO EXECUTIVE SESSION.
[VIII. Executive Session]
THANK YOU. SO PER GOVERNMENT, CODE 551 EXECUTIVE SESSION IS HELD FOR PURPOSES PERMITTED BY TEXAS OPEN MEETINGS ACT, SUCH AS THE PRESENTATION OF INFORMATION OF A SENSITIVE NATURE PURSUANT TO CHAPTER 551.076.[00:30:04]
WE WILL NOW ASK VISITORS TO EXIT THE ROOM AND FOR THE VIDEO TO CEASE RECORDING AT THIS TIME SO THAT COMMITTEE MAY DISCUSS THE DISTRICT'S INTRUSION DETECTION AUDITS.I CERTIFY THAT NOTHING WAS DISCUSSED IN EXECUTIVE SESSION THAT WAS NOT LISTED ON THE AGENDA.
DR. LOPEZ, WOULD YOU LIKE TO MAKE CLOSING STATEMENTS?
[IX. Closing Comments]
I JUST WANT TO LET THE COMMUNITY KNOW THAT THIS HAS ALWAYS BEEN A PRIORITY FOR US SINCE DAY ONE, SINCE I'VE BEEN HERE.IT'S INGRAINED IN OUR CULTURE.
WE'RE DOING EVERYTHING WE CAN TO KEEP OUR CHILDREN SAFE.
IF WE DON'T HAVE A SAFE LEARNING ENVIRONMENT, THERE'S NO LEARNING THAT CAN OCCUR.
WE ARE VERY FORTUNATE TO HAVE THE TRI-CITY POLICE FORCES THAT WE HAVE.
I FEEL VERY CONFIDENT NOT ONLY IN THEIR EXPERTISE BUT THEIR DILIGENCE.
SAFETY DOESN'T HAPPEN JUST BY ACCIDENT AND THERE'S A LOT OF THINGS THAT THEY'RE PROACTIVELY ATTENDING HEAD ON TO ENSURE WE BECOME A VERY, VERY SAFE SCHOOL DISTRICT.
BUT MOST IMPORTANTLY, THE PEOPLE REALLY CARE ABOUT OUR CHILDREN.
AND YOU SEE IT IN EACH AND EVERY DAY IN THEIR WORK.
AND I JUST WANT TO THANK THEM FOR THAT.
THANK YOU. AND WE HAVE NO FURTHER BUSINESS.
[X. Adjournment]
AND I DECLARE THIS MEETING ADJOURNED.THANK YOU.
