[00:15:10]

ALL RIGHT. VERY GOOD. MOVING ON TO INFORMATION ITEMS 4D RECEIVE THE INTRUDER DETECTION AUDIT REPORT FOR APRIL 2023.

[IV.D. Receive Intruder Detection Audit Report April 2023]

MR. MARK QUINN.

GOOD EVENING, DR. LOPEZ, BOARD OF TRUSTEES.

THE TOP PRIORITY OF GARLAND ISD IN THE STATE OF TEXAS IS KEEPING STUDENTS AND STAFF SAFE EVERY DAY.

THE TEXAS SCHOOL SAFETY CENTER RECENTLY CONDUCTED AN INTRUDER DETECTION AUDIT AT ONE OR MORE OF OUR CAMPUSES.

THE AUDITS TEST WHETHER A CAMPUS IS ACCESSIBLE TO AN UNAUTHORIZED INDIVIDUAL.

THIS AUDIT SEEKS TO HELP DISTRICTS IDENTIFY HOW CAMPUSES CAN IMPROVE SAFETY FOR STUDENTS, SUCH AS ENSURING EXTERIOR DOORS ARE LOCKED.

THE AUDIT PROVIDES US WITH THE OPPORTUNITY TO CREATE A SAFER LEARNING ENVIRONMENT FOR OUR STUDENTS AND STAFF.

WE ARE WORKING CLOSELY WITH OUR DISTRICT SCHOOL AND SAFETY SECURITY COMMITTEE TO ENSURE THAT WE ARE TRAINING ALL OUR STAFF AND SECURING OUR DOORS FOR THE PROTECTION OF EVERYONE AT OUR CAMPUSES.

THE SUPPORT FROM THE STATE IN CONDUCTING THE INTRUDER DETECTION AUDITS IS JUST ONE OF MANY ACTIONS WE ARE TAKING TO ENSURE OUR SCHOOLS ARE SAFE.

WE KNOW THAT THIS WORK DOES NOT END AND WE APPRECIATE THE BOARD'S SUPPORT.

WE ACKNOWLEDGE THAT PARENTS AND COMMUNITY MEMBERS LIKELY ARE VERY INTERESTED IN THE DETAILS OF THE AUDIT RESULTS.

HOWEVER, IT IS IN THE BEST INTEREST OF THE STUDENTS THAT WE DO NOT SHARE THIS INFORMATION TO THE BROADER PUBLIC AS IT COULD LEAD TO COMPROMISING IMPORTANT CAMPUS SECURITY INFORMATION. SPECIFIC DETAILS OF THE INTRUDER DETECTION AUDIT WILL BE DISCUSSED IN EXECUTIVE SESSION AND WITH THE SAFETY AND SECURITY COMMITTEE.

GARLAND ISD IS COMMITTED TO PROVIDING A SAFE AND SECURE LEARNING ENVIRONMENT FOR OUR STUDENTS AND STAFF.

THANK YOU VERY MUCH.

THANK YOU, MR. QUINN.

MOVING ON TO ITEM 4E ANNOUNCE BOARD MEMBER CONTINUING EDUCATION CREDIT HOURS.

[IV.E. Announce Board Member Continuing Education Credit Hours]

OH, I'M THE GUY ON THAT ONE.

OKAY. UNDER STATE BOARD OF EDUCATION RULE REQUIRING COMPLETING CONTINUING EDUCATION EACH YEAR OF SERVICE IS A BASIC OBLIGATION AND EXPECTATION OF ANY SITTING BOARD MEMBER.

AS BOARD PRESIDENT, I'M REQUIRED TO ANNOUNCE THE NAME OF EACH MEMBER WHO HAS COMPLETED THE REQUIRED CONTINUING EDUCATION, HAS EXCEEDED THE REQUIREMENT CONTINUING EDUCATION, OR IS DEFICIENT IN MEETING THE REQUIRED CONTINUING EDUCATION.

LET THE RECORD STATE THAT ALL TRUSTEES OF THE GISD HAVE MET AND EXCEEDED THE REQUIRED HOURS OF TRAINING FOR THE MAY 2023 TRAINING PERIOD.

THE RECORD FOR CONTINUING EDUCATION HOURS OBTAINED BY EACH TRUSTEE READS AS FOLLOWS.

AND I BELIEVE THAT IT IS UP ON THE BOARD, IS IT NOT ON THE BOARD? NO, IT IS NOT ON THE BOARD.

THERE THEY ARE.

AND THE TOTAL HOURS EARNED IS ON THE RIGHT.

AS I STATED, EVERY TRUSTEE ON THE BOARD IS IN EXCESS OF THE REQUIRED HOURS.

SOME OF THEM ARE IN EXCESS OF THE REQUIRED HOURS BY MULTIPLES.

SO I WANT TO SAY ON BEHALF AS BOARD PRESIDENT, CONGRATULATIONS TO EACH OF YOU FOR YOUR HARD WORK AND KEEPING UP THE TRAINING THAT THE STATE REQUIRES AND STAYING ON THE CUTTING EDGE OF GOVERNANCE TECHNIQUES AND METHODS SO WE CAN DO OUR JOB APPROPRIATELY.

THANK YOU. MOVING ON TO DISCUSSION ITEMS 5A TRUSTEES REPORT.

[V.A. Trustees' Report]

WE ARE GOING TO START WITH TRUSTEE MILLER ON THE RIGHT.

OH, OKAY.

I DO REALIZE THAT.

EXCUSE ME. GOING FIRST STEP ON THE TOES OF A LOT OF PEOPLE WHO FOLLOWED BECAUSE THERE HAVE BEEN A LOT OF BOARD MEMBERS THAT HAVE DONE A LOT OF THINGS OVER THIS PAST MONTH.

TO START OFF, WE'VE HAD ALL THE TOWN HALL MEETINGS FOR THE BOND ISSUE OR THE SACHSE SOUTH GARLAND, NAAMAN FOREST, LAKEVIEW, NORTH GARLAND. WE HAD ONE AT FIRST BAPTIST CHURCH, GARLAND HIGH, YOU KNOW, ROWLETT.

EVERY SCHOOL HAS HAD AT THIS POINT, EVERY SCHOOL HAS HAD A BOND COMMITTEE MEETING.

AND THOSE MEETINGS HAVE BEEN VERY WELL ATTENDED, VERY IMPRESSED AS A BOARD MEMBER, AS TO THE RESPONSE OF THE COMMUNITY TO COME OUT AND GET THEMSELVES EDUCATED ABOUT THE FACTS OF OUR PENDING BOND ISSUE.

I WAS ABLE TO GO TO SYMPOSIUM, WHICH WAS AT THE CALDWELL.

NO. YEAH, IT WAS AT THE CALDWELL CENTER.

I'VE BEEN TO SO MANY THINGS, I CAN'T REMEMBER WHERE THEY WERE AND THAT WAS REALLY COOL FOR THE KIDS.

THEY GOT TO DO HANDS ON WITH SO MANY DIFFERENT THINGS WITH MATH AND SCIENCE AND OTHER THINGS.

THEY EVEN HAD READING ROOMS. IT WAS A GREAT THING.

THE FINE ARTS SHOW WAS WAS WELL ATTENDED AND IF YOU'RE NOT AWARE, SO MANY OF THOSE PIECES OF ART WERE SO GREAT THAT I REQUESTED AND WAS ABLE TO RECEIVE A COUPLE OF THE EXHIBITS TO BE DISPLAYED IN THE LOBBY OF VERITEX BANK, DOWNTOWN GARLAND AT 1001 WEST MAIN

[00:20:03]

STREET. WE DO HAVE SEVERAL GREAT PIECES OF ART IN OUR LOBBY TO BE DISPLAYED.

IF YOU HAVEN'T SEEN IT, YOU HAVE A CHANCE TO GO BY AND LOOK AT SOME OF THE MANY, MANY TALENTED KIDS AND THEIR WORKS.

SO PLEASE FEEL FREE TO DROP BY THE LOBBY OF THE BANK AND SEE THAT.

I'VE TAKEN QUITE A FEW PEOPLE ON TOURS OF THE CTC.

THESE ARE BUSINESS PEOPLE WHO ARE LOOKING FOR WAYS TO BENEFIT OUR KIDS WITH INTERNSHIPS, FUTURE JOB OPPORTUNITIES.

THEY ALSO ARE VOLUNTEERING TO PROVIDE STATE OF THE ART CURRENT DAY WORK ENVIRONMENT, ACTUAL HANDS ON TRAINING, THINGS THAT ARE CURRENTLY BEING USED AS A FIELD SO THAT WE CAN KEEP OUR KIDS CURRENT AND UP TO DATE.

SO THANK YOU TO MANY OF THE BUSINESSES THAT HAVE ACCOMPANIED ME ON TOURS OF THE CTC.

THE TEACHER OF THE YEAR AND PARAPROFESSIONAL OF THE YEAR LUNCHEONS WERE GREAT.

CONGRATULATIONS TO THE TWO INDIVIDUALS THAT WON THOSE AWARDS.

IF YOU HAVEN'T BEEN TO A GARLAND ISD SIGNING DAY, YOU HAVE MISSED ONE LOUD, RAUCOUS. IT'S A GREAT PRESENTATION PUT ON BY SHERESE AND THE REST OF THE TEAM, ANA EVERYBODY.

IT'S A GREAT DAY AND WE REALLY HAVE A GOOD TIME CELEBRATING THE KIDS.

AND THEN THIS PAST FRIDAY PROBABLY WAS A HIGHLIGHT.

I GOT TO GO TO SPRING CREEK.

I HAVE A LONG TIME FRIEND WHO TEACHES THIRD GRADE AND THEY'VE BEEN PREPPING FOR THE STAAR TEST AND SHE HAD ERECTED A TENT IN THE MIDDLE OF HER CLASS, CLEARED OUT THE ROOM, PUT IN AN ELECTRIC FIREPLACE, HAD THE KIDS SITTING AROUND IN A CAMPFIRE SETTING WITH THEIR CHROMEBOOKS, AND WE WERE ABLE TO GO OVER QUESTION AFTER QUESTION WITH THE KIDS.

AND I DON'T KNOW IF YOU KNOW HOW INVOLVED IT IS FOR THIRD GRADERS TO TAKE THE STAAR TEST, BUT IT INVOLVES CRITICAL THINKING, READING AND REMEMBERING AND PAYING ATTENTION AND A LOT OF THINGS THAT I COULDN'T HAVE DONE AS A THIRD GRADER.

SO I'M VERY IMPRESSED WITH THE PROCESS, VERY IMPRESSED WITH TEACHER LISA NELSON OVER AT SPRING CREEK, AND I REALLY APPRECIATE THE WORK THAT THEY'RE DOING.

THANK YOU. MR. BEACH. THANK YOU, MR. PRESIDENT. YES, I ATTENDED, AS MR. MILLER SAID, QUITE A FEW THINGS FOR THE MONTH SO FAR AND ALL THE TOWN HALL MEETINGS THAT WE'VE HAD FOR THE BOND PROGRAM.

I WAS ALSO ABLE TO SPEAK AT THE ROWLETT ROTARY ABOUT THE BOND PROGRAM.

AND SO I ENJOYED THAT AND HANDING OUT INFORMATION TO THE FOLKS TO HAVE BETTER KNOWLEDGE.

WENT TO THE ROWLETT LUNCHEON, RECOGNIZED OUR OUTSTANDING PARAS AND TEACHERS THAT THEY DO EACH MONTH AT THE ROWLETT CHAMBER LUNCHEON, AND I APPRECIATE THAT.

WENT TO THE GASB AWARD ON SATURDAY NIGHT AND THAT GALA THAT THEY HAD THERE AND WHAT THAT ORGANIZATION IS DOING AND BRINGING EQUITY AND DIVERSITY TO OUR COMMUNITY FOR THE BLACK EDUCATORS AND SCHOOL EDUCATORS IN GARLAND IS AMAZING.

AND IT'S REALLY BRINGING PEOPLE TOGETHER.

AGAIN TOO, WENT TO THE ART SHOW AT THE GRCT AND WHAT A PHENOMENAL SHOW THESE KIDS PUT ON IN THE ART THAT I SAW THERE AT THAT.

IT FILLED UP THE ENTIRE BUILDING AND IT WAS PHENOMENAL THAT DAY.

ONE THING THAT I DID GET TO DO THAT I REALLY ENJOYED WAS AT THE GRCT THEY THIS LAST WEEK HAD MOCK INTERVIEWS WITH THE STUDENTS WHERE THEY DRESSED UP AND INTERVIEWED FIVE STUDENTS THAT CAME IN THAT WERE APPLICANTS FOR PARTICULAR JOBS.

AND WE GOT TO REALLY TALK WITH THEM FACE TO FACE AND JUST SEE HOW THEY WOULD REACT TO QUESTIONS AND ANSWERS THAT WE GAVE TO THEM.

AND FOR THE MOST PART, THE KIDS DID A WONDERFUL JOB.

THE TEACHERS THERE ARE KUDOS TO THEM, MRS. BOWER AND THE OTHER TEACHERS THERE THAT PUT THIS ON.

AND WHAT A PHENOMENAL JOB AND EXPERIENCE THOSE CHILDREN HAD OR STUDENTS HAD.

IN FACT, THERE WAS ONE STUDENT THAT I HAD THAT THE ASPIRATIONS ARE TO BECOME A CPA, AND HIS RESUME WAS RIGHT ON TARGET.

HE WAS MAN, HE WAS KNOCKING IT OUT OF THE PARK AND ONE ROW OVER A GENTLEMAN BY THE NAME OF SCOTT LUNA FROM RAYTHEON WAS INTERVIEWING ALSO.

AND AFTER WE WERE DONE, I LOOKED AT HIM AND I SAID, MR. LUNA, THIS STUDENT YOU MIGHT WANT TO HIRE, AND HE SAID, LET ME HAVE HIS RESUME.

SO HE TOOK IT AND WROTE DOWN HIS NAME.

NOW, WHETHER OR NOT HE'S GOING TO CONTACT HIM, I DON'T KNOW.

BUT THAT'S HOW IMPRESSIVE THIS YOUNG MAN WAS, BECAUSE THEY ARE LOOKING.

PEOPLE ARE LOOKING FOR THOSE TYPE OF CALIBER KIDS.

AND IT WAS REALLY, REALLY A GREAT DAY TO DO THIS.

SO ALSO WENT TO THE SIGNING DAY.

THAT WAS GREAT. I WENT TO THE GOLDILOCKS AWARDS FOR THE ELEMENTARY STUDENTS AND THE TEACHERS FOR FIFTH GRADE, ONE BOY AND ONE GIRL THAT THE TEACHERS RECOGNIZED AS EXCELLING IN THEIR CLASSROOM.

AND GOLDILOCKS, FOR THOSE OF YOU THAT DON'T KNOW GOLDIE, SHE SERVED ON THE CITY COUNCIL IN GARLAND.

SHE IS A LONG TIME GARLANDITE THAT PROMOTED DIVERSITY IN THIS COMMUNITY AND WAS AN OUTSTANDING

[00:25:06]

COUNCILMEMBER AND REALLY A STAUNCH PERSON IN THIS COMMUNITY TO TAKE GARLAND TO THE NEXT LEVEL.

AND I REALLY APPRECIATED HER BEING ABLE TO KNOW HER PERSONALLY AS I GREW UP IN THIS COMMUNITY.

ALSO. SO I WENT TO THE ESL GRADUATION AT SOUTH GARLAND HIGH SCHOOL, AND WE HAVE TEACHERS THAT ARE GOING ABOVE AND BEYOND TO TEACH THE PARENTS A SECOND LANGUAGE AND FOR THEM TO HAVE THE GRADUATION AND WALK ACROSS THE STAGE AND GET THEIR DIPLOMA WAS THE MOST HEARTWARMING VENTURE THAT I'VE BEEN TO IN A LONG TIME FROM THE SCHOOL DISTRICT.

IT WAS VERY PUT ON VERY WELL.

SOFIA NUNEZ DID AN OUTSTANDING JOB AS FAR AS HER PRESENTATION AND HER SPEECH, AND IT JUST WAS REALLY MOVING AND TO GIVE THE ACCOLADES TO THESE PARENTS WORKING HARD SO THAT THEY COULD HELP THEIR STUDENTS AND BETTER THEMSELVES IN OUR COMMUNITY.

AND THEY WANT TO BE CONNECTED.

AND IT JUST REALLY WARMS MY HEART THAT WE HAVE PEOPLE THAT WANT TO TAKE PART IN WHAT GARLAND INDEPENDENT SCHOOL DISTRICT HAS TO OFFER.

ALSO ATTENDED LAST NIGHT THE JOE GARCIA AWARDS AT NORTH GARLAND HIGH SCHOOL.

THEY CALL THE NEW IMAGE AWARDS.

AND FOR THOSE OF YOU THAT DON'T KNOW, JOE GARCIA WAS THE FIRST IN 1968 HISPANIC TO BE IN GARLAND INDEPENDENT SCHOOL DISTRICT AS A TEACHER, COACH, AND JOE, IS LEFT A LEGACY IN THIS COMMUNITY.

HIS HEALTH IS DECLINING.

BUT YOU KNOW WHAT? HE WAS THERE LAST NIGHT IN THE WHEELCHAIR AND HE GAVE A SPEECH.

AND JOE IS AN OUTSTANDING INDIVIDUAL AND HE'S MY NEIGHBOR.

HE LIVES RIGHT NEXT DOOR TO ME.

AND SO WE TALK ALL THE TIME OF WHAT HE HAS DONE IN THIS COMMUNITY.

AND I LOVE THE MAN DEARLY.

SO IF YOU EVER SEE JOE OUT IN THE COMMUNITY, THANK HIM FOR ALL HE HAS DONE FOR THE HISPANIC COMMUNITY IN GARLAND ISD.

ALSO WENT THIS MORNING THE PARAPROFESSIONALS AT THE MAINTENANCE DEPARTMENT, THE BRAINS OF THE OPERATION.

SO THE LADIES WERE ALL THERE AND WE HAD A NICE LITTLE BREAKFAST AND WE GOT TO TALK.

AND I REALLY WANTED TO THANK THEM FOR DOING THE JOB THAT THEY DO BECAUSE IF IT WASN'T FOR THE SECRETARIES AND THE PARA'S THERE AT THE MAINTENANCE DEPARTMENT, I THINK PAUL GONZALES WOULD GO HUNGRY.

NO, I DON'T KNOW. BUT ANYWAY, THEY WERE VERY APPRECIATIVE AND IT WAS A VERY GOOD DAY WE REALLY ENJOYED THE TIME THAT WE HAD THIS MORNING.

THANK YOU VERY MUCH. MR. SELDERS. THANK YOU, MR. JOHNSON I'M JUST GOING TO ONLY REPEAT A COUPLE OF THE EVENTS THAT MR. MILLER AND MR. BEACH WENT TO JUST FROM A DIFFERENT PERSPECTIVE.

I ALSO ATTENDED THE ART EXHIBIT AT THE GRCTC AND IT WAS PHENOMENAL.

I HAD AN OPPORTUNITY TO TALK TO ONE OF THE ART TEACHERS, MS..

HATTON, FROM GARLAND HIGH SCHOOL, AND JUST ASKED HER IF DURING THE COURSE OF THE ART EXHIBIT, DO THE KIDS OR STUDENTS GET AN OPPORTUNITY TO TALK ABOUT THEIR INSPIRATION FOR THEIR ART? AND IT WAS REALLY INTERESTING BECAUSE I SAW A LOT OF PIECES THAT, I MEAN, IF YOU WERE TO SEE THEM, IT WAS LIKE KIND OF DEEP LIKE AND YOU'RE JUST WONDERING WHAT WERE THEY THINKING WHEN THEY CREATED THAT PIECE? AND SO SHE'S LIKE, WELL, I MEAN, WE TALK ABOUT IT.

WE HAVE THEM WRITE THINGS UP.

BUT LIKE, DO YOU HAVE PEOPLE ASK THEM QUESTIONS? BECAUSE I'M INTERESTED IN KNOWING MORE ABOUT A LOT OF THESE PIECES AND KIND OF WHAT THEY WERE DOING AND MAYBE WHAT WAS HAPPENING FOR THEM.

AND SO SHE'S LIKE, WELL, I'LL BE HAPPY TO ARRANGE A TIME AND AN OPPORTUNITY FOR YOU TO COME ASK SOME OF THEM.

AND SO SHE DID THAT. AND I'M GOING TO ENCOURAGE ALL OF MY FELLOW TRUSTEES WHEN YOU GET AN OPPORTUNITY, IF YOU HAVE AN OPPORTUNITY TO REACH OUT TO OUR ART TEACHERS SPECIFICALLY TO ASK OR FIND OPPORTUNITIES TO ASK THOSE STUDENTS QUESTIONS, BECAUSE I THINK WE HAVE SOME VERY TALENTED STUDENTS HERE, NOT JUST ART, BUT JUST, YOU KNOW, IN A LOT OF DIFFERENT THINGS. AND ALSO THE TOWN HALL MEETING, I THOUGHT THAT THEY WERE VERY INFORMATIVE.

IN ALL OF THE ONES THAT WE HAD, I ACTUALLY ATTENDED A SPECIAL TOWN HALL MEETING AT CENTRAL PARK CHURCH THAT WAS DELIVERED IN SPANISH, AND I THOUGHT THAT WAS REALLY AWESOME.

IDA PERALES AND MICHAEL ARREOLA, THEY DID A FANTASTIC JOB OF PRESENTING THE INFORMATION ABOUT THE BOND.

NOW THEY WERE DOING IT IN SPANISH, SO I WAS JUST NODDING MY HEAD [LAUGHTER] AND LIKE AND I COULD PICK UP A FEW WORDS HERE AND THERE.

BUT, YOU KNOW, JUST TALKING TO SOME OF THE PEOPLE THAT WERE PRESENT, YOU KNOW, THERE WAS GREAT INTERACTION, A LOT OF QUESTIONS, A LOT OF GREAT QUESTIONS THAT WERE BEING ASKED IN THAT SETTING.

SO I WAS REALLY APPRECIATIVE THAT I HAD A CHANCE TO ATTEND THAT.

EVENING STUDY CENTER LIKE MR. BEACH TALKED ABOUT WHILE I WASN'T ABLE TO ATTEND AND I WANTED TO, I WAS ACTUALLY TRAVELING THAT WEEKEND TO GO VISIT WITH MY DAUGHTER, WHO WILL BE GRADUATING FROM CLEMSON IN MAY.

AND SO SHOUT OUT TO MAYA SELDERS.

[APPLAUSE] BUT SINCE I COULDN'T BE THERE, I ASKED SOFIA IF IT WOULD BE OKAY IF I SENT A VIDEO.

SO THE POWER OF AN IPHONE AND SENDING A VIDEO TO BE ABLE TO CONGRATULATE THE GRADUATES OF THE ESS OR ECS OR ESC

[00:30:02]

ON THAT, ON ALL OF THEIR HARD WORK.

I MEAN, BEING ABLE TO SUPPORT AND HAVE RESOURCES AND NOW TOOLS TO BETTER SUPPORT THEIR CHILDREN IN THEIR EDUCATIONAL EXPERIENCE AND THE THINGS THAT THEY HAVE TO DO IS INVALUABLE.

WE'VE HAD A NUMBER OF SPORTS TEAMS THAT HAVE REACHED STATE STATUS AND, YOU KNOW, THEY DIDN'T NECESSARILY WIN STATE, BUT THEY GOT THERE. AND IT'S A HISTORIC MOMENT FOR A LOT OF THOSE STUDENTS, STUDENT ATHLETES TO BE ABLE TO REACH THAT PLACE.

AND SO MY HAT GOES OFF TO THE COACHES, THE FAMILIES, THE PARENTS, THE STUDENTS, STUDENT BODIES OF THOSE SCHOOLS THAT, YOU KNOW, REACH THAT POINT AS WELL AS THOSE STUDENTS WHO ARE TAKING THEIR TALENTS ACADEMICALLY AND ATHLETICALLY TO THE COLLEGIATE LEVEL.

SO WHEN THEY WENT THROUGH THE SIGNING DAY, I'M REALLY HAPPY FOR THEM AND HAPPY FOR ALL OF THOSE INDIVIDUALS THAT PLAYED A ROLE IN GETTING THEM THERE.

AND THEN FINALLY, I JUST WANTED TO THANK OUR TEACHERS AND ADMINISTRATORS FOR ALL OF THE WORK THAT THEY DO, YOU KNOW, SINCE COVID, BEFORE COVID AND EVEN NOW. AND THINGS ARE CRAZY.

I MEAN, AND THEY HAVE A REALLY CHALLENGING JOB.

AND I REALLY APPRECIATE THE WORK AND THE TIME THAT THEY PUT INTO HELPING OUR STUDENTS DO THE BEST THAT THEY POSSIBLY CAN AND EXCEL IN THEIR ACADEMIC CAREERS.

THANK YOU.

MS. GRIFFIN. THIS IS A BUSY TIME OF THE YEAR AND WE HAVE TEACHERS, COACHES, COUNSELORS, ADMINISTRATORS DOING THINGS OVER AND ABOVE THE CALL OF DUTY.

I WILL DITTO ALL OF THAT THAT YOU'VE HEARD BEFORE, BECAUSE I'VE ATTENDED MANY OF THOSE ACTIVITIES.

BUT I WOULD LIKE TO TALK ABOUT JUST A FEW THAT I DIDN'T HEAR.

THE TOP TEN GRADUATION WITH THE SENIOR SUMMIT.

IT IS ALWAYS AMAZING TO BE IN THE ROOM WITH SO MUCH BRAIN POWER AND TO SEE THE STUDENTS WHO HAVE MADE EDUCATION THEIR PASSION, BRING THEIR PARENTS AND THEIR FAVORITE TEACHER.

IT IS JUST REWARDING TO WATCH THAT VIDEO AS THEY TALK ABOUT THE INFLUENCE THAT THAT PARTICULAR TEACHER HAD ON THEIR LIVES. SO IT'S ALWAYS GREAT TO BE THERE.

AND THEN I ACTUALLY ATTENDED THE STATE SEMIFINALS FOR SOCCER FOR SACHSE BOYS TEAM.

AND I DON'T KNOW A LOT ABOUT SOCCER.

I DID KNOW HOW TO WATCH IT AND KNOW WHEN TO CHEER.

BUT THE MOST IMPORTANT THING THAT I WITNESSED AT THAT GAME WAS THE FACT THAT THEY WERE PLAYING AGAINST A NATIONAL RATED TEAM AND THEY TOOK THEM INTO OVERTIME.

AND THAT IS SOMETHING THAT WAS VERY PROUD FOR THEM BECAUSE WHAT THAT SHOWED WAS THEIR DETERMINATION TO GIVE IT ALL THEY HAD AND THEY REALLY LEFT IT ON THE FIELD.

SO WE AS A SCHOOL DISTRICT IS VERY PROUD OF WHAT THEY ACCOMPLISHED.

AND THEN I WOULD LIKE TO DO A SHOUT OUT FOR ROWLETT HIGH SCHOOL CHOIR.

THEY WENT TO UIL LAST WEEK AND I THINK THEY CAME BACK WITH EITHER 3 OR 4 SWEEPSTAKES.

SO THEY KIND OF JUST TOOK IT.

AND SO CONGRATULATIONS TO ROWLETT HIGH SCHOOL CHOIR.

THANK YOU. THANK YOU.

SO I'M JUST GOING TO HIGHLIGHT A COUPLE OF THINGS.

SO WE HAD ANOTHER SPECIAL EDUCATION PARENTS FORUM AND WE HAD IT AT SACHSE HIGH AND WE HAVE ADDED EVEN A COUPLE MORE PEOPLE TO OUR PARENT GROUP.

AND AS YOU KNOW, THAT'S PRETTY NEAR AND DEAR TO MY HEART.

BUT WHAT'S MORE IMPORTANTLY IS THAT WE'RE NOW BRINGING SOME BILINGUAL PEOPLE TO ASSIST IN SOME OF THE PARENTS THAT ARE SHOWING UP.

SO THE WORD IS GETTING OUT THAT THERE IS A PLACE FOR US PARENTS TO TALK.

AND IT'S JUST ONE OF THE THINGS THAT WE DISCUSSED WAS ONE OF THE DADS HAD MENTIONED THAT HE HADN'T DONE SOME TESTING AND ME AND ANOTHER MOM HAD REALLY ENCOURAGED HIM FOR HIS SON'S SAKE TO DO THE TESTING, BECAUSE YOU ALWAYS HAVE TO BE LOOKING AT THE FUTURE.

RIGHT. AND HE CAME BACK AND HE THANKED US BECAUSE HE HAD ALREADY STARTED THE BALL ROLLING ON IT.

AND SO AND HE WAS ALREADY SEEING SOME THINGS THAT WOULD HELP HIS SON.

SO IT'S ALWAYS NICE TO BE ABLE TO SHARE OUR WINS AND OUR LOSSES.

BUT MORE IMPORTANTLY, IT'S SO NICE TO HAVE A PLACE WHERE PARENTS ARE BEING ABLE TO UNDERSTAND THEY CAN COME TO AND TALK AND THERE'S NO JUDGMENT AND WE'RE REALLY

[00:35:02]

THERE TO JUST HOLD EACH OTHER UP THROUGH A VERY DIFFICULT TIME.

AND AND WE'VE REALLY HAD A BROAD RANGE OF SPECIAL NEEDS PARENTS AND THEN SPECIAL EDUCATION PARENTS.

AND THERE IS A DIFFERENCE THERE.

AND SO BUT YOU WOULD BE SURPRISED HOW EVERYONE JUST HAS BEEN THROUGH SIMILAR TRIALS AND TRIBULATIONS.

AND SO WE'LL HAVE OUR LAST ONE IN MAY, I THINK IT'S NEXT WEEK IN ROWLETT SO FOR THE SCHOOL YEAR AND THEN WE'LL TAKE UP NEXT YEAR.

I DID. I SPENT THE WHOLE DAY DOING THE MOCK INTERVIEWS AND THAT WAS SOMETHING I GOT SO EXCITED ABOUT BECAUSE I USED TO DO IT WITH MY SON'S SCHOOL, BUT I HAD FOUR STUDENTS STAND OUT BECAUSE TO ME THEY JUST EPITOMIZED WHY WE DO WHAT WE DO.

AND ONE OF THEM WAS A YOUNG MAN THAT HE HAS ONLY BEEN HERE SINCE 2018.

AND HE CAME IN TO MEMORIAL PATHWAY FROM GUATEMALA.

AND YOU WOULD NEVER KNOW IT.

HE ASSIMILATED IN HIS ART.

HE WAS BACK IN HE'S IN A HIGH SCHOOL AND HE SPENT A VERY SHORT TIME THERE.

BUT HE IS SO DRIVEN, HE ALREADY KNOWS WHAT HE WANTS WITH HIS FUTURE.

AND HE GAVE THE GLORY TO HIS MOM AND DAD, WHICH ALWAYS MAKES ME FEEL GOOD WHEN MOM AND DAD GET A LITTLE BIT OF GLORY.

AND THEN WE HAD ONE GIRL THAT HAD SHE CONFESSED, SHE HAD SOME ANXIETIES.

AND SO I WAS ABLE TO KIND OF SHARE SOME THINGS WITH HER THAT KIND OF PUT HER AT EASE.

AND THEN SHE JUST FLEW THROUGH THE INTERVIEW.

AND THEN WE HAD ONE YOUNG MAN THAT PRETTY MUCH ADMITTED THAT HE HAD BEEN ON JUST A COLLISION COURSE WITH SCHOOL UNTIL HE HAD REALIZED, UNTIL HE JOINED THE BOXING GYM, THE FIFTH STREET, GARLAND BOXING GYM.

AND THAT HAD GIVEN HIM THE ABILITY TO BECOME FOCUSED AND DRIVEN AND A COMPLETELY TURNED HIS SCHOLASTIC LIFE AROUND.

AND HE'S ACTUALLY GOING TO GO INTO THE FIREFIGHTING FIELD WHEN HE GRADUATES BECAUSE HE'S A SENIOR.

SO THOSE ARE THE THINGS THAT JUST KIND OF MADE MY HEART SING, BECAUSE THOSE ARE THE KIDS THAT WE WANT TO SEE MOVE FORWARD, YOU KNOW? AND THEN THE EVENING STUDY CENTER, NOBODY MENTIONED THIS, BUT WE HAD FAR YOUNGER PEOPLE AND A LOT MORE MEN WALKING ACROSS THAT STAGE THAN WE DID LAST YEAR.

AND THAT SAYS TO ME THAT WE HAVE GOT SOME OF OUR PARENTS THAT ARE ACTUAL PARENTS OF KIDS AND NOT GRANDPARENTS THAT ARE TAKING ADVANTAGE OF THIS, THE PROGRAMS. AND SO THAT IS JUST GOING TO MAKE IT EVEN BETTER FOR THEIR KIDS.

RIGHT, BECAUSE YOU COULD JUST TELL THAT THEY'RE OF YOUNGER GENERATION.

AND THAT'S WHAT REALLY CAUGHT MY ATTENTION, IS TO SEE THE YOUNGER PEOPLE DOING IT.

AND THEN I THINK THE LAST THING, I GOT INVITED TO THREE OF THE SEVEN SPRING SHOWS.

AND CAN I JUST TELL YOU, GOING TO THOSE THREE SHOWS, IT REALLY HIGHLIGHTED THE AGE OF OUR FACILITIES BECAUSE THE SOUND WAS HORRIFIC AT ALL AND JUST MORE HORRIFIC AT SOME, IF THAT MAKES ANY SENSE, BECAUSE OF THE AUDITORIUM'S AGE.

BUT THE PERFORMANCES WERE KNOCK YOUR SOCKS OFF, AMAZING.

AND SO THAT WAS KIND OF A HIGHLIGHT AND I'LL LEAVE IT AT THAT.

THANK YOU. SO I'VE SPENT THE LAST TWO DAYS AT THE POLLS.

PLEASE GO OUT AND VOTE.

GARLAND HAS TWO CONTESTED ELECTIONS, ONE BEING FOR THE MAYOR.

SACHSE HAS ONE CONTESTED ELECTION.

ROWLETT HAS THREE CONTESTED ELECTIONS, SIX PROPOSITIONS ON THE CHARTER AND THREE BOND PROPOSITIONS.

THAT'S IN ALL IN ADDITION TO ALL THAT WE HAVE ON EACH OF THOSE BALLOTS.

SO PLEASE GO OUT AND VOTE.

WE BESEECH YOU VOTE.

WHETHER YOU VOTE FOR US OR AGAINST US.

WE WANT YOU TO GO OUT AND VOTE.

I THINK IT'S SO IMPORTANT TO EXERCISE THAT RIGHT.

WE TALKED A LITTLE BIT ABOUT BEING AT THE STATE CHAMPIONSHIPS IN GEORGETOWN.

SACHSE WENT UP AGAINST THE EIGHTH RANKED TEAM IN THE NATION.

PRETTY COOL.

TOOK THEM TO OVERTIME THAT TEAM KATY SEVEN LAKES WON THE NEXT DAY.

SO I ALSO WENT TO SEE NAAMAN FOREST PLAY AGAINST TYLER LEGACY.

THAT WAS IN FORNEY.

THEY WON THAT GAME 3 TO 1 AND LOST THE NEXT ONE.

BUT OUR SOCCER PROGRAMS ARE NOW REALLY, REALLY TAKING OFF AS YOU CAN SEE.

I WAS AT THE LUNCH AND LEARN SPONSORED BY THE ROWLETT CHAMBER, PUT ON BY DR.

LOPEZ, AND HE MADE AN ANNOUNCEMENT THAT I DIDN'T EXPECT.

HE MENTIONED THAT HERFURTH ELEMENTARY IS A CANDIDATE FOR THE NATIONAL BLUE RIBBON, A BIG DEAL.

LAST YEAR, THE DEPARTMENT US DEPARTMENT OF EDUCATION AWARDED IN THE WHOLE NATION 297 NATIONAL BLUE RIBBONS.

[00:40:03]

AND WE ARE A CANDIDATE FOR ONE OF THEM.

NEXT YEAR, I THINK WE WILL KNOW IN SEPTEMBER.

SO I THINK THAT'S REALLY IMPORTANT.

I AM A MEMBER OF THE SAFETY COMMITTEE.

WE HEARD SOME OF THE REPORT OF THE SAFETY COMMITTEE.

I DID ASK SOME QUESTIONS AT THAT MEETING.

I KNOW WE HAVE DOGS THAT COME EVERY DAY.

I ASKED, DO THEY NOT ONLY DO DRUGS, THEY ALSO CAN DETERMINE GUNPOWDER.

SO I THOUGHT THAT WAS PRETTY INTERESTING.

WE ALSO ARE NOW SETTING UP A A TRI CITY COMMUNICATION SYSTEM.

SO THINK OF I WROTE DOWN A COUPLE OF SCHOOLS, LUNA AND ARMSTRONG, ROWLETT ELEMENTARY AND HILLSIDE.

ALL THREE OF OUR CITIES AND ALL THREE CITIES WERE REPRESENTED BY POLICE CHIEFS OR POLICE LIEUTENANTS AT THAT MEETING.

ALL THREE CITIES WILL NOW BE IN CONSTANT COMMUNICATION SO THEY CAN GO TO ANY ONE OF OUR SCHOOLS ALL THROUGHOUT OUR DISTRICT.

I THINK THAT'S REALLY IMPORTANT.

ALSO, WE'RE NOW ADDING BESIDES THE PANIC BUTTONS THAT WE ALREADY HAVE, WE'RE NOW ADDING EMERGENCY BUTTONS FOR ANOTHER REASON.

I THINK MR. BEACH AND DAPHNE TALKED ABOUT THE INTERVIEWS WE DID.

THEY WERE SO MUCH FUN.

IT'S A CHANCE TO SEE THE NEXT GENERATION.

I WAS TALKING TO ONE GENTLEMAN AND I WAS TALKING ABOUT EXTRA ACTIVITIES, EXTRACURRICULARS AND WORK, AND HE SAID, IN MY WORK, I'M NOW STARTING TO FUND A ROTH IRA AND I ALMOST FELL OFF THE CHAIR.

I PROMISE YOU. [LAUGHTER] I SAID MOST OF THE ADULTS IN THIS COUNTRY DON'T KNOW ABOUT WHAT A ROTH IRA IS AND AT 18 YEARS OLD YOU'RE FUNDING YOUR ROTH IRA LIKE, WOW, WOW.

ANOTHER YOUNG MAN WAS GOING FOR A DEGREE IN NUTRITION.

SO I HAD GOTTEN SOME SNACKS AND I HAD A CHOCOLATE CHIP COOKIE AND SOME GRAPES THERE.

AND I SAID, DO YOU WANT TO COMMENT ON WHAT I'M EATING? AND HE DID. HE TOLD ME WHAT WAS GOOD AND BAD.

BUT ALSO THINK OF THIS.

HE KNOWS NOT ONLY DOES HE NEED AN UNDERGRADUATE DEGREE IN NUTRITION, HE KNOWS NOW HE NEEDS TO GET A MASTER'S IN NUTRITION.

AND I'M THINKING DID I KNOW THAT AT THAT AGE, WHERE HOW FAR I NEED TO GO IN MY EDUCATION TO GET THE RIGHT AMOUNT.

SO THAT WAS INCREDIBLE.

THEN THERE WAS ONE YOUNG LADY, AND I'M NOT SURE IF THEY SENT HER TO ME BECAUSE AS A PART TIME TO EARN SOME MONEY, SHE'S A PHOTOGRAPHER.

AND WE STARTED TALKING ABOUT THAT.

AND SHE SAID WHEN SHE FIRST STARTED DOING HER PHOTOGRAPHY WORK, SHE WAS GETTING $100.

THEN SHE MOVED UP TO $200 AND SHE SAID, I HAVE A WORK COMING UP THIS WEEKEND FOR $250.

AND I SAID, WHY? HOW DID YOU GO FROM $100 TO $250? SHE SAID, I'M PERFECTING MY CRAFT, QUOTE UNQUOTE.

AND I SAID, IF YOU LIVE THE REST OF YOUR LIFE WITH THOSE WORDS, YOU WILL BE AN AMAZING SUCCESS.

SO THAT WAS AMAZING.

THAT WAS GREAT. ONE OF THE THINGS ABOUT THE TOP TEN SENIORS THAT MS. GRIFFIN REFERENCED, IN OUR ACADEMIC AND DISTRICT AFFAIRS COMMITTEE, WE MADE A PRESENTATION ON WHERE OUR TOP SENIORS ARE GOING.

I ALWAYS THINK IT'S IMPORTANT TO KNOW HOW YOU CAN GET THERE.

THE THEME WAS YOU CAN GET THERE FROM HERE.

WELL, THE ANNOUNCEMENT WAS TWO OF OUR GRADUATES FROM THAT CLASS ARE GOING TO THE NUMBER TWO SCHOOL BASED ON US NEWS AND WORLD REPORT, MIT. TWO STUDENTS ARE GOING TO NUMBER THREE SCHOOL ON THAT LIST, HARVARD.

SO YOU SAY, DO I NEED TO GO SOME OTHER PLACE FOR MY CHILD IF THEY'RE EXCEPTIONAL.

YOU CAN GET TO WHERE YOU WANT TO GO FROM RIGHT HERE IN OUR DISTRICT.

I WANT TO THANK THE GARLAND TEXAN.

THEY DID AN AMAZING ARTICLE ON OUR PLANETARIUM AND WE TALKED ABOUT THAT A LITTLE BIT BEFORE.

WE BRING THIRD GRADERS, FOURTH GRADERS, FIFTH GRADERS, PRE-K, K HIGH SCHOOL KIDS ARE GOING.

AND THANK YOU FOR THAT ARTICLE.

OH, FINALLY.

AND NOT FINALLY. THE LAST WEEK WE HAD AT NAAMAN THE SPECIAL OLYMPICS MOTOR ACTIVITIES TRAINING PROGRAM.

THESE ARE OUR MOST SERIOUSLY AFFECTED KIDS AND WHO WILL NOT BE PARTICIPATING NEXT MONTH IN OUR NORMAL SPECIAL OLYMPICS. THIS IS THEIR SPECIAL OLYMPICS AND I THOUGHT I WOULD JUST BE AN OBSERVER.

BUT I GOT INVOLVED IN SOME OF THE ACTIVITIES WHICH WERE WONDERFUL.

THERE'S A THING THEY HAVE CALLED THE CAR WASH.

I CAN'T EVEN DESCRIBE IT, BUT THIS IS A LOT OF SENSORY STUFF FOR THESE KIDS.

THERE WAS A TENT THAT THE KIDS WENT ON.

THERE'S JUST SO MANY THINGS WE'RE DOING.

AND I WANT TO THANK OUR STAFF FOR WHAT THEY'RE DOING FOR THESE KIDS.

I COME TIME TO THINK ABOUT WE HEAR THE STATE LEGISLATURE TALKING ABOUT VOUCHERS AND THINGS LIKE THAT.

[00:45:06]

PRIVATE SCHOOLS DON'T DO THIS STUFF.

THEY WOULD NEVER DO THESE THINGS, THEY WOULD NOT TAKE THE KIDS THAT WE TAKE.

THEY WOULD NOT PUT OUT THE INCREDIBLE EFFORTS THAT I SAW THERE.

IT WAS JUST A WONDERFUL, WONDERFUL MORNING BEING THERE.

SO AND FINALLY, I HAVE TO SAY THIS, MR. PRESIDENT, THIS COMING FRIDAY IS THE GARLAND EDUCATION FOUNDATION GOLF TOURNAMENT.

LAST YEAR, IT RAISED OVER 90,000.

I THINK IT'S THEIR SECOND BIGGEST FUNDRAISER.

TEAM GISD WAS THE CHAMPIONS LAST YEAR.

WELL, AND UNFORTUNATELY, MR. MILLER CAN'T BE THERE THIS YEAR, SO OUR PRESIDENT WILL BE REPLACING HIM ALONG WITH MR. SELDERS AND MR. BEACH. WHAT I'M GOING TO MISS, HOWEVER, IS WHEN IT CAME TO IMPORTANT PUTTS, WHEN MR. MILLER WOULD CALL ME LAWRENCE AND HE SAID, THIS PUTT IS FOR THE DISTRICT.

THAT'S A LOT OF PRESSURE.

THANK YOU, SIR. DO YOU NOTICE HE MENTIONED UNFORTUNATE WITH ME PLAYING, SO I'LL TAKE THAT AT FACE VALUE. DOES THAT MEAN THE EXPECTATION IS GOING TO BE LOWERED? I THINK OFFICIALLY IT IS.

SO MOST OF THE EVENTS THAT HAVE BEEN MENTIONED I WAS AT THERE WAS A COUPLE OF THINGS I WOULD LIKE TO JUST GO AHEAD AND POINT OUT. I DON'T BELIEVE I HEARD ANYTHING ABOUT GARLAND ART DAY.

I KNOW SEVERAL TRUSTEES WERE THERE.

IT PROBABLY JUST IT'S BEEN A FEW WEEKS SINCE THAT.

BUT THAT'S A WONDERFUL EVENT THAT WE PARTNER WITH THE CITY OF GARLAND AND OUR ART DEPARTMENT GOES OUT AND CONTRIBUTES.

THEY HAVE ART MAKING STATIONS RIGHT THERE OUTSIDE THE GRANVILLE.

IT WAS GREAT. WE SAW OUR KIDS OUT THERE CONTRIBUTING AND IT WAS A REALLY FUN DAY.

IT WAS A BEAUTIFUL WEATHER FOR THAT EVENT.

I'D LIKE TO THANK MAYOR SCOTT LEMAY AND THE CITY COUNCIL OF GARLAND FOR HAVING US PARTNER WITH THEM ON THAT, THAT WONDERFUL EVENT.

I ALSO MADE IT TO MAKE IT DOWN TO GEORGETOWN TO SEE THE SACHSE SOCCER TEAM COMPETE IN THE STATE CHAMPIONSHIPS.

IT WAS AN AMAZING DAY.

I CAN'T TELL YOU HOW CLOSE THEY CAME TO PULLING IT OFF ALL THE WAY.

IT WAS DR.

ADAMS. HOW FAR ABOUT THIS FAR? ABOUT THIS FAR WITH LIKE 12 SECONDS TO GO.

THEY ENDED UP MISSING A SHOT THAT WOULD HAVE WON THE GAME IN REGULATION AND SENT SACHSE TO THE STATE CHAMPIONSHIP GAME AND THEY WOULD HAVE BEAT THE ULTIMATE STATE CHAMPION. SO THAT'S HOW FAR LIFE SOMETIMES LEAVES YOU.

BUT IT DOES NOT CHANGE THE EFFORT THAT THOSE KIDS MADE TO GET THERE.

AND IT WAS INCREDIBLE.

AND I WAS IN AWE OF THEM THAT DAY.

I ALSO WAS IN AWE OF OUR TEACHERS OF THE YEAR AND OUR PARAPROFESSIONALS OF THE YEAR.

IT WAS MY HONOR TO SPEAK AT BOTH OF THOSE EVENTS.

AND IT'S ALWAYS AN AMAZING GROUP.

I MEAN, FIRST OF ALL, WE HAVE A ROOM FULL OF WINNERS IN THERE.

THERE'S ONLY A COUPLE OF TEACHERS, ONE SECONDARY, ONE ELEMENTARY, AND THEN WE HAVE A COUPLE OF PARA'S AS WELL.

BUT THE WHOLE ROOM IS FULL OF EVERY CAMPUS'S TEACHER OR PARA OF THE YEAR, AND ALL THOSE PEOPLE ARE JUST OUTSTANDING.

AND ALSO THE PARA'S THAT ARE HERE AT CENTRAL OFFICE AND THROUGHOUT THE DISTRICT ARE OUTSTANDING AND THEY ARE THE ENGINE THAT MAKES OUR DISTRICT GO.

WE DON'T HAVE ANY ACCOMPLISHMENTS WITHOUT THEM.

AND THAT IS THE HONEST TRUTH.

I MEAN, WE I THINK WE'VE CELEBRATED A LOT OF THINGS.

ON SUNDAY NIGHT I'M GOING TO GO SIT DOWN IN SAN ANTONIO AT A BANQUET TO DETERMINE WHO'S GOING TO BE THE SCHOOL DISTRICT OF THE YEAR AS NAMED BY H-E-B, WE'RE A FINALIST FOR THAT.

WE DON'T GET THERE WITHOUT THOSE GUYS AND WE DON'T EVEN GET CLOSE.

AND BUT THAT IS THE COMPANY THAT WE'RE KEEPING RIGHT NOW.

WE'RE IN THE PENTHOUSE SUITE OF SCHOOL DISTRICTS IN THIS STATE, AND IT'S BECAUSE OF THE GOOD PEOPLE OF THIS DISTRICT.

AND I APPRECIATE EVERY EFFORT.

AND I KNOW THAT ALL THE KIDS OF THIS DISTRICT APPRECIATE THE EFFORTS, TOO.

AND SPEAKING OF APPRECIATION OF EFFORTS, TONIGHT IS THE LAST NIGHT IN THIS DISTRICT FOR THE BOARDROOM, FOR DR.

BRENT RINGO.

HE IS MOVING ON FROM OUR FAIR BURG TO TAKE THE REINS OF THE KERRVILLE ISD AS THE BIG CHAIR.

THIS CHAIR RIGHT HERE, HE'S MOVING UP.

AND I JUST WANT TO LET YOU KNOW, DR.

RINGO, ON BEHALF OF THE ENTIRE BOARD OF TRUSTEES AND THE COMMUNITIES OF GARLAND, ROWLETT AND SACHSE, HOW MUCH WE APPRECIATE THE EFFORT YOU'VE MADE FOR US OVER THESE YEARS.

AND THE PEOPLE OF KERRVILLE ARE GETTING THE BEST GUY THEY COULD FIND TO BE SUPERINTENDENT, SAVE FOR MAYBE THE ONE THAT WE KEPT HERE.

[LAUGHTER] BUT I'M SO SORRY TO SEE YOU GO.

BUT I AM SO EXCITED FOR THE KIDS OF KERRVILLE AND CENTRAL TEXAS FOR WHAT THEY'RE GOING TO GET.

[00:50:03]

AND I JUST ON BEHALF OF EVERYONE, I'D LIKE TO LEAVE YOU WITH A ROUND OF APPLAUSE.

[APPLAUSE].

PRESIDENT JOHNSON, BOARD OF TRUSTEES.

DR. LOPEZ.

I AM NOT CRYING NOW LIKE I DID EARLIER IN THE GOING AWAY PARTY SO I CAN ACTUALLY SPEAK.

SO I CANNOT THANK YOU ALL ENOUGH FOR THE OPPORTUNITIES YOU'VE GIVEN ME AND MY FAMILY THESE LAST FIVE YEARS.

IT'S BEEN A GREAT EXPERIENCE.

IT'S ALLOWED ME TO GROW PROFESSIONALLY AND PERSONALLY AND DEVELOP VERY, VERY, VERY STRONG RELATIONSHIPS BOTH INSIDE AND OUTSIDE OF WORK.

AND SO I CANNOT THANK YOU ENOUGH AND MY TEAM MEMBERS ENOUGH.

EVERYBODY I'VE WORKED WITH.

IT'S A FAMILY ATMOSPHERE WHICH WE STRIVE TO MAKE IT BECAUSE WE SPEND MORE TIME AND I SPEND MORE TIME WITH MY TEAM MEMBERS ON THE PHONE AND IN PERSON THAN I DO WITH MY OWN FAMILY. AND SO IT'S BEEN A BLESSED EXPERIENCE.

AND DR. LOPEZ, THE BEST BOSS I'VE EVER WORKED FOR, AND I SINCERELY MEAN THAT AND PERSONALLY AND PROFESSIONALLY, YOU'VE DONE MORE FOR ME THAN ANYONE I CAN IMAGINE.

AND SO IT'S OPENED UP THIS DOOR FOR ME TO TAKE THOSE REINS AND I LOOK FORWARD TO SERVING KERRVILLE IT'S TRULY BITTERSWEET.

I STILL HAVE NEPHEWS AT BEAVER.

MY MOTHER IN LAW IS MOVING TO GARLAND AND WE'RE TAKING THAT STEP WITH OUR FAMILY TO MOVE OUT.

AND SO BOARD OF TRUSTEES, I THANK YOU SO MUCH AND WE'LL CONTINUE THAT RELATIONSHIP.

WE'LL BE COMING BACK TO VISIT AND SEEING OUR FAMILY DURING THE HOLIDAYS, AND WE'LL CROSS PATHS WITH YOU AGAIN.

SO MY TEAM ESPECIALLY THAT'S STILL HERE FOR THE BOARD MEETING THIS EVENING, Y'ALL, THEY'VE MADE ME LOOK BETTER THAN I AM.

AND SO THAT'S WHAT A TEAM IS.

AND I APPRECIATE YOU ALL VERY MUCH.

SO THANK YOU. [APPLAUSE] DR.

[V.B. Superintendent's Report]

LOPEZ. FOR THE RECORD, I HAVE AN EYELASH IN MY EYE.

[LAUGHTER] I'LL LET Y'ALL KNOW.

YEAH, THAT'S A BITTERSWEET MOMENT.

WE'RE VERY PROUD OF YOU, DR.

RINGO. YOU'VE DONE SO MUCH FOR OUR DISTRICT.

AND TRULY GREATNESS AWAITS THE DISTRICT IN FRONT OF YOU.

AND EVERYTHING YOU TOUCH TURNS TO GOLD.

WE WISH YOU THE VERY, VERY BEST.

THANK YOU FOR EVERYTHING.

YOU KNOW. MR. SELDERS. I WAS KIND OF IMPRESSED BECAUSE HE WAS SAYING HE WAS POLITELY LISTENING TO A PRESENTATION IN SPANISH.

AND WHEN HE INTRODUCED MICHAEL ARREOLA, HE ROLLED THAT R PRETTY GOOD.

YOU'RE LIKE ARREOLA.

AND HEY, I'M NOT BUYING IT.

I THINK YOU UNDERSTAND VERY WELL WHAT'S GOING ON.

YOU KNOW, YOU CAN'T FAKE IT.

BUT, YOU KNOW, I WAS I WAS REALLY, REALLY IMPRESSED.

YOU KNOW, WHAT YOU HEARD FROM THE ENTIRE BOARD IS ARE OUR PLATES ARE OVERFILLED WITH CALENDAR APPOINTMENTS BECAUSE THERE'S SO MUCH GREATNESS GOING ON IN THE DISTRICT FROM EVERY ASPECT OF THE LITTLE ONES MATURING INTO THESE PHENOMENAL LEADERS READY FOR LIFE.

AND THAT'S REALLY THE GARLAND ISD WAY.

WE SAY IT IN A NUTSHELL, EDUCATION TRANSFORMS LIVES.

AND I WANT YOU TO NOTICE EVERY TIME A TRUSTEE TALKS ABOUT A STUDENT OR A TEAM, HOW THEY LIGHT UP.

THAT'S THE POWER OF A CHILD.

AND IT'S VERY IMPORTANT THAT WE UNDERSTAND THAT BECAUSE I THINK THE MORE WE'RE AWAY FROM CHILDREN AND THE MORE WE'RE AWAY FROM SCHOOLS, THE MORE OUR HEART GROWS COLD AND WE DON'T UNDERSTAND WHAT'S HAPPENING IN SCHOOLS.

AND WE BUY ALL THAT HOLLYWOOD STUFF, HOW THEY PORTRAY STUDENTS THESE DAYS.

JAMIE MILLER SAYS IT TIME AND TIME AGAIN.

WHENEVER I VISIT A KID AT A SCHOOL AND I ENGAGE, I'M REAFFIRMED THAT OUR FUTURE IS IN GREAT HANDS.

WE HAVE PHENOMENAL STUDENTS.

I MEAN, NOTHING'S CHANGED OVER THE COURSE BECAUSE OUR EDUCATION SYSTEM HAS CHANGED OVER THE COURSE.

SO GREATNESS IS STILL THE EXPECTATION OF THIS GREAT CITY AND IT CONTINUES TO BE VIBRANT IN EVERY SINGLE FACET OF OUR ORGANIZATION TODAY. AND IF YOU DOUBT ME, I CHALLENGE YOU TO VOLUNTEER.

I CHALLENGE YOU TO VOLUNTEER AT ANY SCHOOL YOU PICK.

AND I GUARANTEE IT'S GOING TO BE A LIFE CHANGING EXPERIENCE.

WHEN WE TALK ABOUT GRADUATIONS, IT'S RIGHT AROUND THE CORNER.

SO WE'RE NOW IN GRADUATION MODE.

EVERYBODY'S GETTING READY FOR GRADUATIONS ALL ACROSS THE CITY.

THEY'RE GOING TO BE RIGHT IN MEMORIAL DAY WEEKEND.

SO IF YOU KNOW A GRADUATE, GET READY BECAUSE IT'S COMING QUICKLY.

THE H-E-B AWARD IS GOING TO BE RECOGNIZED THIS WEEKEND.

AND WE'RE A TOP FIVE FINALIST.

I LIKE THE WAY YOU PUT IT THAT WE'RE IN THE SWEET.

YOU'RE RIGHT. WE'RE IN THE SWEET WITH THE TOP FIVE SCHOOL DISTRICTS IN THE NATION.

I DON'T KNOW HOW IT'S GOING TO GO, BUT IN MY MIND, WE'RE NUMBER ONE AND I DON'T KNOW WHO COULD BEAT US.

I WANT TO GO LOOK AT THEIR CRITERIA BECAUSE WHEN I LOOK AT THE AMOUNT OF CAREER CHOICES AND HOW KIDS ARE EXCELLING AND THRIVING IN OUR

[00:55:04]

DISTRICT, IN COVID, WE WENT FROM A 90% GRADUATION RATE PRIOR TO COVID, WHICH WE'RE VERY PROUD OF, AND IT WENT UP TO 96% WHILE EVERYBODY ELSE WAS GOING DOWN.

WE EXPANDED COLLEGE AND CAREER OPPORTUNITIES TO HAVE A P-TECH AND AN EARLY COLLEGE AT EVERY HIGH SCHOOL FOR SOMETHING THIS BIG NO ONE CAN CLAIM THAT.

AND WE HAVE 250 CAREER OPPORTUNITIES FOR KIDS.

THIS IS THE DESTINATION FOR GREATNESS, Y'ALL.

AND IF I WAS A KID, I WISH I HAD A SCHOOL SYSTEM JUST LIKE THIS.

NOW WE DO HAVE THREE PROPOSITIONS ON THE TABLE AND EARLY VOTING STARTED YESTERDAY.

I WANT EVERYBODY TO PLEASE BE A VOTER.

IT'S OUR CONSTITUTIONAL RIGHT AND IT'S OUR DUTY AS AMERICANS.

AND I TELL YOU, THE MORE TIMES WE VOTE, YOU KNOW, THE MORE TIMES PEOPLE WILL START PAYING ATTENTION TO OUR VOICES.

IF PEOPLE START SEEING HIGH VOTING HAPPENING IN THE GARLAND AREA, SACHSE AREA, ROWLETT AREA, YOU'RE GOING TO HAVE REPRESENTATIVES FROM THE LOCAL AND STATE LEVEL TAKE MORE ATTENTION TO OUR NEEDS BECAUSE WHEN YOU VOTE, YOU SPEAK LOUDLY.

PEOPLE WANT TO ADDRESS THOSE THAT ARE THE SQUEAKY WHEEL.

SO LET'S BE SQUEAKY AND LET'S GET OUT TO VOTE.

WHAT DO YOU SAY? SO LAST BUT NOT LEAST, I WANT TO GO OVER ONE OF THE THINGS THAT IS IS BEING PORTRAYED TODAY.

IT'S A BANNER YEAR FOR GARLAND ISD.

YOU HEARD ABOUT HERFURTH POTENTIALLY BEING A BLUE RIBBON SCHOOL.

YOU CANNOT NOMINATE YOURSELF FOR THAT.

YOU HAVE TO BE NOMINATED AS ONE OF THE TOP SCHOOLS IN THE NATION.

IT IS A WHOLE PROCESS AND WE'LL KNOW IN SEPTEMBER.

BUT BEING NOMINATED IS HUGE.

NOMINATED TOP 5 DISTRICT.

SACHSE MAKING FINALS.

YOU KNOW, YOU START GOING ON AND ON ABOUT OUR THEATER KIDS, HOW FAR THEY ADVANCE IN THEIR COMPETITION, OUR BAND KIDS GETTING DIVISION ONE RATINGS CONSISTENTLY, OUR FINE ARTS PROGRAMS EXPANDING.

THE COMPETITION LEVEL IN GARLAND IS HIGH.

AND WHAT THE BOND DOES IS IT COMPLEMENTS THAT.

SO NOT ONLY AND I'M GOING TO TAKE OUR TRUSTEE'S WORDS, WE'RE COMPETING, BUT WITH THE RIGHT TOOLS, WE WILL DOMINATE.

AND I PROMISE YOU THAT YOU WATCH WITH THESE TOOLS WHAT OUR COACHES, OUR TEACHERS AND OUR KIDS CAN DO WITH IT.

IT'S GOING TO REALLY SET GARLAND APART FOR GENERATIONS TO COME.

SO WITH THAT, I'M GOING TO TURN IT BACK TO MR. JOHNSON SO WE COULD GET TO OUR AGENDA.

THANK YOU, DR. LOPEZ.

ANY FUTURE AGENDA ITEMS FROM BOARD MEMBERS? SEEING NONE, WE'LL MOVE ON TO MY CAVEAT.

I FORGOT ONE THING, AND IT'S PROBABLY VERY IMPORTANT THAT I SHOULD HAVE MENTIONED THIS FIRST.

IT'S ADMINISTRATIVE PROFESSIONALS DAY OFFICIALLY TOMORROW.

I BELIEVE IT'S AND WE'RE CELEBRATING IT TODAY AND TOMORROW.

I WANT TO GIVE A SHOUT OUT TO MY ADMINISTRATIVE ASSISTANT, TARA MAJOR, THE BOARD'S ASSISTANT, MECHELLE HOGAN, AND ALL THE ONES ACROSS THE DISTRICT THAT MAKE THIS DISTRICT WORK THAT ARE OUR FRONTLINE WORKERS AND THEY CONTINUALLY GO ABOVE AND BEYOND TO MAKE THIS DISTRICT SHINE.

WE THANK YOU.

[APPLAUSE] NEXT ITEM IS ITEM 6 CONSENT AGENDA.

[VI. Consent Agenda]

CONSIDER APPROVAL OF THE HUMAN RESOURCES REPORT.

DR. GRADYNE BROWN.

GOOD EVENING, PRESIDENT JOHNSON, BOARD OF TRUSTEES.

SUPERINTENDENT LOPEZ, YOU HAVE A COPY OF OUR RESIGNATIONS, TERMINATIONS IN YOUR BOARD BOOK AS PRESENTED TO YOU.

THERE WERE NO CHANGES.

ANY QUESTIONS REGARDING THE HUMAN RESOURCES REPORT? MS. STANLEY? I JUST HAD A QUESTION.

IS THERE ANY WAY THAT GOING FORWARD WE COULD GET THIS SORTED BY CAMPUS, OR DOES IT ALWAYS HAVE TO BE ALPHABETICAL? WE CAN WORK ON THAT.

IT'S PRETTY MUCH WE PUT THE NAMES IN THERE AS WE RECEIVE THE RESIGNATIONS AND OUR LEAVES OF ABSENCE.

BUT YES, WE COULD WORK ON THAT.

THANK YOU. ANYTHING ELSE, BOARD? SEEING NOTHING ELSE I'LL ENTERTAIN A MOTION.

MR. PRESIDENT.

YES, MS. GRIFFIN. I RECOMMEND I MOVE THAT WE APPROVE THE HUMAN RESOURCES REPORT AS PRINTED IN OUR AGENDA.

SECOND. ALL RIGHT.

ON A MOTION BY MS. GRIFFIN AND A SECOND BY MR. GLICK, I'M GOING TO GO AHEAD AND OPEN VOTING ON THE CONSENT AGENDA.

OH. CLOSE THE VOTING.

THAT PASSES SEVEN ZERO.

[01:00:03]

THANK YOU. THANK YOU.

MOVING ON NOW TO ACTION ITEMS, WHICH IS SEVEN IN THE AGENDA.

[VII.A. Consider Approval of the 2023-2024 Pay Raise Recommendations for GISD Employees]

CONSIDER APPROVAL OF THE 2023 SORRY, 2024 PAY RAISE RECOMMENDATION FOR GISD EMPLOYEES.

MS. BRANDY MAYO.

GOOD EVENING, PRESIDENT JOHNSON, BOARD OF TRUSTEES, DR.

LOPEZ. I WANT TO BRING TO YOU THE 23-24 RAISE SCENARIOS.

THE FIRST SCENARIO IS SCENARIO ONE IS A PROPOSED 1% INCREASE.

THIS WAS DISCUSSED IN OUR EARLIER PRESENTATION TODAY.

THE DETAILS LISTED HERE INCREASE STARTING PAY TO TEACHERS $61,000.

1.25 GENERAL PAY INCREASE FOR TEACHERS, ALL OTHERS 1% WITH A $15 STARTING RATE FOR ADMINISTRATIVE, INSTRUCTIONAL AND AUXILIARY SUPPORT ALONG WITH EQUITY ADJUSTMENTS. A TOTAL COST ESTIMATE IS $10,349,270 AND A PAY RAISE TWO IS PROPOSED. IT HAS VARIOUS SCENARIOS COMBINED INTO ONE.

I'LL DETAIL THOSE OUT.

PROPOSED TEACHER SCALE IS AN INCREASED STARTING PAY TO $61,000 A 2% GENERAL PAY INCREASE FOR YEARS 1 TO 7.

3% GENERAL PAY INCREASE FOR PLUS EIGHT YEARS.

4.5 GENERAL PAY INCREASE FOR PLUS 15 YEARS FOR TEACHERS.

THE REST OF THE SCALE WOULD BE 1% FOR ADMINISTRATIVE, INSTRUCTIONAL AUXILIARY SUPPORT, ACCOMPANIED WITH A $15 STARTING RATE FOR THOSE GROUPS WITH EQUITY ADJUSTMENTS ASSOCIATED WITH THOSE 2% FOR ALL OTHER PAY GRADES, ALONG WITH THE EQUITY ADJUSTMENTS ASSOCIATED FOR THE WHOLE PAY SCALE.

TOTAL COST ESTIMATE $17,520,000.

ARE WE NOT GOING TO MENTION SCENARIO THREE? WELL, I DON'T KNOW IF WE HAVE TO.

OKAY. OKAY.

MR. BEACH. MS. MAYO CAN I ASK A QUESTION CONCERNING THE $15 AN HOUR PAY? WHEN OR WHERE WILL WE BE ABLE TO POST THOSE THAT HAVE BEEN IN THE SCHOOL DISTRICT? THOSE PARAPROFESSIONALS THAT ARE IN THERE THAT HAVE BEEN 15, 16, 17 YEARS AND THEY'RE AT LIKE $16 AN HOUR RIGHT NOW WHERE THEIR PAY GRADE WOULD GO.

THAT'S NOT I MEAN, HOW WOULD THAT BE FIGURED FOR THOSE FOLKS? SO ALL OF THE PAY, ONCE THE RAISE IS APPROVED OR WHICHEVER ITEM IS APPROVED, THEN THE ASSOCIATED COMPENSATION MANUAL WOULD BE UPDATED AND BROUGHT TO THE BOARD FOR APPROVAL FOR NEXT YEAR.

THAT WOULD ALLOCATE ALL THE INCREASES IN PAY SCALES AND ADJUSTMENTS THERE.

OKAY. WHAT IS IT GOING TO BE BASED OFF? I MEAN, HOW IS THAT GOING TO BE BASED? DO YOU KNOW FROM WHEN YOU SAY YOU'RE GOING TO TAKE SOMEBODY THAT'S MAYBE $12 AN HOUR TO $15, DOES THAT MEAN THAT THEY'RE GOING TO GO UP $3 ALSO, OR IS THAT GOING TO THAT WOULD BE PRETTY MUCH THE SCENARIO? SO EACH PERSON WOULD BE ALLOCATED AT A 1% INCREASE FROM THEIR MIDPOINT.

AND THEN THE ASSOCIATED EQUITY ADJUSTMENT THAT HAS FLOWN KIND OF DECOMPRESS THROUGH THE WHOLE SCALE.

SO WHEN WE TAKE EVERYONE WHO WAS BELOW 15 AND WE BRING THEM UP IN A SIMPLE MATTER, THAT'S EASY TO COMPREHEND.

AFTER THAT, WE UTILIZE OR TASB HAS UTILIZED A COMPRESSION ANALYSIS TO FURTHER INCREASE ALL OF THE SCALES AS THEY MOVE THROUGH SO THAT THEY ALL HAVE AN EQUITABLE ADJUSTMENT ASSOCIATED WITH THAT INCREASE.

HOW SOON WOULD THAT BE POSTED IF WE DO APPROVE THIS TONIGHT? THE DETAILS ON THAT? YES, MA'AM. WE WOULD WORK WITH HR AND THEY WOULD PUT TOGETHER THOSE PLANS FOR COMMUNICATION.

OKAY. THANK YOU.

MR. PRESIDENT, ARE YOU READY FOR A MOTION? ANY OTHER DISCUSSION? THEN, YES, I WOULD LIKE TO MAKE A MOTION TO APPROVE SCENARIO NUMBER TWO, SIR.

ALL RIGHT. WE HAVE A MOTION TO APPROVE SCENARIO NUMBER TWO AS PRESENTED THIS EVENING.

DO WE HAVE A SECOND? SECOND. ALL RIGHT.

WE HAVE A MOTION BY MR. GLICK AND A SECOND BY MS. GRIFFIN FOR THE APPROVAL OF THE SECOND SCENARIO PRESENTED THIS EVENING BY MS. MAYO. I'M GOING TO GO AHEAD AND OPEN VOTING ON THAT AT THIS TIME.

CLOSE THE VOTE. THAT PASSES SEVEN ZERO.

MR. PRESIDENT, MAKE ONE CLARIFYING COMMENT.

I WANT TO CONGRATULATE THE FACULTY AND THE STAFF TO THIS BIG PAY RAISE.

[01:05:03]

I WANT EVERYBODY TO BE CLEAR THAT OUR PERCENTAGES ARE BASED OFF A HIGHER RATE OF PAY THAN OTHER DISTRICTS.

SO IN NEIGHBORING DISTRICTS, YOU'VE SEEN HIGH PERCENTAGES, BUT THEY WERE SO FAR BEHIND US THAT THEY WERE, IN SOME CASES, DIDN'T EVEN CATCH UP TO US AT THIS POINT.

SO DON'T PAY ATTENTION TO THE PERCENTAGES, PAY ATTENTION TO THE ACTUAL SALARY, AND YOU'LL BE VERY PLEASED.

THERE'S A BIG DIFFERENCE THERE.

I JUST WANT TO MAKE THAT CLEAR.

THANK YOU, DR. LOPEZ.

MOVING ON TO ACTION, ITEM 7B, CONSIDER APPROVAL OF THE 2023 2024 SIGN ON INCENTIVE STIPEND RECOMMENDATIONS FOR NEW

[VII.B. Consider Approval of the 2023-2024 Sign-On Incentive Stipend Recommendations for New GISD Employees]

GISD EMPLOYEES.

DR. BRENT RINGO, WE JUST SAW YOU.

PRESIDENT JOHNSON, BOARD OF TRUSTEES.

DR. LOPEZ.

GOOD EVENING AGAIN.

AS IT IS TRANSITIONING TO THE SLIDES, THE SIGN ON INCENTIVE STIPEND, THIS IS THE SAME AS, THERE IT WAS RIGHT THERE, AS WE'VE HAD THE PRIOR TWO YEARS WITH OUR ESSER FUNDS.

THIS IS FOR ANY MEMBERS WHO AFTER WITH THE APPROVAL OF FROM THE BOARD TODAY THAT IS HIRED FULL TIME EXEMPT EMPLOYEES WILL RECEIVE A $1,000 RETENTION SIGN ON INCENTIVE STIPEND I SHOULD SAY, AND NON EXEMPT EMPLOYEES WILL RECEIVE A $500 SIGN ON INCENTIVE STIPEND.

THIS WOULD BE PAID 100% IN DECEMBER OF 2023.

AND AGAIN, THIS IS IN PLACE, WAS IN PLACE THIS PAST OR THIS CURRENT FISCAL YEAR THAT WE'RE IN.

IT DOES COME FROM ESSER 3.

ANY QUESTIONS? MS. STANLEY? AND THIS HAS ALREADY BEEN SO WE HAVE NO ABILITY TO CHANGE ANYTHING CORRECT BECAUSE IT'S ALREADY BEEN APPROVED TO USE THE ESSER MONEY? YES, MA'AM. ALL ESSER FUNDS ARE ALLOCATED BASED OFF WHAT WE RECEIVED THAT WAY WE MAKE SURE WE SPEND AS MUCH ALL THE MONEY THAT WE CAN AND SPEND ALL OF IT.

ADJUSTING IT WOULD REQUIRE IT TO BE CUT FROM SOMEWHERE ELSE.

MR. MILLER, REMIND ME THE LAST YEAR THAT THIS PROGRAM CAN BE ENACTED.

YES. FOR ESSER 3, THOSE FUNDS BY SEPTEMBER 30TH OF 2024, THESE FUNDS MUST BE EXPENSED 100%.

DOES THIS ACCOMPLISH THAT FOR US? WITH OUR CURRENT ESSER PLAN? YES, SIR. WE ARE, ALL FUNDS ARE ALLOCATED.

AND THE GOAL BEING THAT EVERY DEPARTMENT IN CAMPUS THAT HAS RECEIVED THOSE FUNDS EXPENSE 100% OF THOSE DOLLARS.

WILL IT HAPPEN AGAIN NEXT YEAR? NO, SIR. SO THIS IS IT.

THIS WILL BE THE NEXT FISCAL YEAR.

THIS IS IT. IT WILL EXPIRE SEPTEMBER 2024.

SO THE 24-25 FISCAL YEAR, UNLESS THE FEDERAL GOVERNMENT DOES SOMETHING ELSE, THERE ARE NO MORE ESSER FUNDS.

OKAY. THANK YOU. SEEING THERE'S NO OTHER FURTHER DISCUSSION.

DO I HAVE A MOTION ON THIS MATTER? MR. PRESIDENT. YES.

MR. MILLER. MOTION TO APPROVE AS PRESENTED IN OUR BOOK.

SECOND. ALL RIGHT.

WE HAVE A MOTION BY MR. MILLER AND A SECOND BY MR. SELDERS FOR THE APPROVAL OF THE 2023 2024 SIGN ON INCENTIVE STIPEND.

ALL THOSE IN FAVOR, PLEASE RECORD YOUR VOTE ON THE ELECTRONIC CLICKER.

ALL RIGHT. CLOSE THAT VOTE.

THAT PASSES 7 TO 0.

NEXT UP IS ITEM 7C, WHICH IS CONSIDER APPROVAL OF THE RECOMMENDATION FOR RETENTION STIPENDS.

[VII.C. Consider Approval of Recommendation for Retention Stipend]

I PRESUME DR. RINGO AGAIN.

YES, SIR. PRESIDENT JOHNSON, BOARD OF TRUSTEES, DR.

LOPEZ, THIS IS FOR THE RETENTION STIPEND.

IT IS SIMILAR TO WHAT WE'VE DONE THE PRIOR TWO YEARS FOR THE THIRD YEAR DUE TO, AS WE'VE SEEN WITH THE NUMBER OF RETIREES AND LEAVING EDUCATION.

YOU KNOW, LAST YEAR, I BELIEVE IT WAS ROUGHLY 33,000 LEFT EDUCATION.

ONLY 19,000 CAME INTO EDUCATION.

AND SO THERE IS AN INCREASE FOR OUR FULL TIME TEACHERS, COUNSELORS, NURSES AND LIBRARIANS.

IN PRIOR YEARS, THAT STIPEND WAS AROUND 2,000.

IT WAS 2,000 EMPLOYEES. THAT HAS BEEN INCREASED TO 2,184 FOR ALL FULL TIME EMPLOYEES EXCEPT OUR TEACHERS, COUNSELORS, NURSES, LIBRARIANS.

HOUSE BILL THREE THAT STIPEND IS NOW $4,200.

SO FOR FULL TIME TEACHERS, NURSES, COUNSELORS AND LIBRARIANS, IT IS AN INCREASE OF $2,200.

SO IT GOES TO $4,200 FOR OUR OTHER FULL TIME EMPLOYEES, EXCLUDING THOSE CORE FOUR FROM HOUSE BILL THREE, IT IS STILL $2,000.

AND FOR OUR PART TIME EMPLOYEES WHO WORK AT LEAST 19 HOURS PER WEEK, IT IS STILL $1,000.

THOSE PAYMENTS WILL BE MADE OCTOBER 2023 AT 25%, DECEMBER OF 2023 AT 50% AND MARCH OF 2024 AT

[01:10:03]

25%. THIS IS THE SAME TIMELINE AS CURRENT FISCAL YEAR AND LAST YEAR.

VERY GOOD ANY QUESTIONS REGARDING THIS MATTER? THESE FUNDS ARE FROM ESSER 3.

MR. PRESIDENT. YES, MR. MILLER. I WOULD MOVE TO ALSO APPROVE THIS ITEM AS PRESENTED TONIGHT IN OUR BOARD BOOK.

SECOND.

ON A MOTION BY MR. MILLER AND A SECOND BY MR. GLICK. GIVE HIM THE EDGE ON THAT ONE.

I THOUGHT IT WAS. THAT PASSES SEVEN ZERO.

THANK YOU, DR. RINGO.

[VII.D. Consider Approval of High School Baseball and Softball Fields Project and Architectural Design Firm]

FIRM MR. JAVIER FERNANDEZ.

THANK YOU, PRESIDENT JOHNSON, MEMBERS OF THE BOARD, DR.

LOPEZ. HERE TONIGHT TO PRESENT TO YOU AN ACTION ITEM.

IT'S A TWOFOLD ACTION ITEM IS TO TALK ABOUT BASEBALL, SOFTBALL, FIELD RENOVATIONS, THE APPROVAL OF THAT PROJECT AND THE APPROVAL OF THE DESIGN FIRM THAT WILL BE WORKING ON THAT PROJECT.

A LITTLE BIT OF BACKGROUND ABOUT THE PROJECT ITSELF.

SO THE BASEBALL SOFTBALL FIELDS ARE PART OF THE BOND 2023, PROPOSITION A.

AND THE REASON THAT WE'RE BRINGING THIS TO YOU NOW, AS OPPOSED TO ALLOWING THE BOND TO PASS OR TO DETERMINE WHETHER THE BOND PASSES, IS WE'RE TRYING TO EXPEDITE THE DESIGNING OF THE FIELDS.

THIS IS WE'RE TALKING ABOUT SEVEN SCHOOLS HERE.

SO THERE'S QUITE A BIT OF COMPLEXITY.

AND THE GOAL IS TO HAVE ALL OF THEM BEING DESIGNED AT THE SAME TIME SO THAT WE CAN START WORKING ON A CONSTRUCTION SCHEDULE FROM THAT PIECE.

SO THAT'S THE IMPETUS FOR BRINGING THIS TODAY AS OPPOSED TO BRINGING THIS A COUPLE OF MONTHS DOWN THE ROAD.

AND SO THE GOAL IS TO START EXPEDITING THE WORK.

THIS IS SO THE OVERALL PROJECT ITSELF.

SO WE'RE ASKING FOR THE APPROVAL OF THE PROJECT TODAY AND THEN THE APPROVAL OF HKS DESIGN FIRM WHO HAS BEEN SELECTED FOR THE DESIGNING OF AND THEN THAT FIRM ALONG WITH THEIR CONSULTANTS TO WORK ON THE BASEBALL SOFTBALL FIELDS FOR ALL OF OUR SEVEN SCHOOLS.

WHAT YOU SEE IN YOUR PACKET HERE IS A QUALIFICATION STATEMENT FROM HKS.

I'M NOT GOING TO GO THROUGH THE ENTIRE PIECE.

YOU HAVE THAT IN YOUR PACKET, BUT HKS IS VERY WELL KNOWN FOR THEIR SPORTS VENUES. THEY HAVE SPORTS ARM THAT HAS BUILT MULTIPLE STADIUMS, MULTIPLE FIELDS TO GO ON.

THEY HAVE BUILT THE AT&T STADIUM.

THEY HAVE BEEN INVOLVED WITH THE RANGERS.

SO THEY'RE VERY INVOLVED IN SPORTS AND IN WORKING IN THOSE AREAS.

HERE YOU SEE THE DESIGN TEAM, THE PARTNERS THAT THEY HAVE CHOSEN TO WORK ON THIS PROJECT.

I'LL LEAVE YOU WITH A BUDGET FOR THIS.

THESE BUDGETS COME FROM OUR FACILITIES CONDITION ASSESSMENT THAT WAS FACILITATED WITH PBK.

AND SO THESE DOLLARS ARE PART OF THE DOLLARS THAT ARE ATTRIBUTED TO EACH CAMPUS FOR BASEBALL SOFTBALL FIELD RENOVATIONS.

WHAT WE'RE LOOKING AT TODAY IS TO LOOK AT THE DESIGN PIECE OF THIS ONLY.

SO THIS WOULD NOT BE FOR THE CONSTRUCTION OR ANY OF THE OTHER PIECES FROM A FINANCIAL ASPECT.

WE WOULD ONLY BE LOOKING FOR THE DESIGN PIECE BECAUSE THAT'S WHAT WE WOULD BE INTO AT THIS POINT.

AND SO WITH THAT, I'LL ENTERTAIN ANY QUESTIONS THE BOARD MAY HAVE.

BOARD MEMBERS, JUST A QUICK REASON WHY WE'RE DOING THIS.

IF WE WAIT TOO LONG, WE WON'T BE ABLE TO GET ANY OF THESE STARTED UNTIL THE NEXT SCHOOL YEAR.

AND THIS WILL ALLOW US TO SAVE MONEY ON INFLATION, BUT ALLOW US TO HOPEFULLY GET A LOT OF THE FIELDS DONE.

[01:15:01]

THE PREMISE IS WHAT WE'LL DO IS APPROVE IT CONTINGENT ON THE BOND PASSING.

AND IF THE BOND PASSES, THEN WE DO THE SECOND PART IS WE SAY WE'RE GOING TO PAY IT THROUGH OUR OWN GENERAL FUNDS, AND WHEN THE BONDS ARE SOLD, WE WILL REPAY OURSELVES.

SO THIS IS A WAY TO GET AHEAD OF CONSTRUCTION AND AHEAD OF A LOT OF THE RED TAPE TO ALLOW US TO GET NOT ONLY THE DESIGN CONCEPT, BUT THEN BY THE TIME WE GO OUT FOR BID, WE FEEL A NUMBER OF FIELDS WILL BE READY FOR SPRING BALL.

SO THAT'S THE REASON WHY WE'RE DOING THIS.

THIS IS LOW HANGING FRUIT.

BUT IF WE WAIT, THERE'S NO WAY WE'LL GET IT THIS YEAR.

WE CAN'T PROJECT WHAT INFLATION WILL LOOK LIKE NEXT YEAR AND WE'RE WAITING ANOTHER YEAR OUT FROM ANY TYPE OF DESIGN AND INFRASTRUCTURE PROJECTS THAT WE HAVE.

I THINK THE MOST IMPORTANT THING TO REMEMBER IS THIS IS THE APPROVAL THAT WE'RE GOING TO GIVE TONIGHT IF A MOTION IS MADE ON THAT EFFECT WILL BE CONTINGENT ON THE BOND PASSING THE BOND DOES NOT PASS THE APPROVAL IS NOT THEREFORE CARRIED FORTH.

IT DOESN'T SAY THAT WE COULDN'T DO SOMETHING LATER, BUT THE ADMINISTRATION WOULD HAVE TO BRING IT BACK.

SO AS OF THAT TIME.

SO NOW THAT'S NOT SAYING ANYTHING ABOUT THE PROSPECTS OF THE BOND PASSING OR ANYTHING, BUT IT'S JUST IT IS A CONTINGENT MOTION.

SO THESE FUNDS ARE NOT EXPENDED UNTIL SUCH TIME THAT WE KNOW THAT THE BONDS HAVE BEEN SUCCESSFULLY PASSED.

NOW, LIKE DR.

LOPEZ SAID, THE PROCESS WOULD BE AT THAT TIME WE WOULD USE GENERAL FUND MONEY TO PAY FOR IT.

BUT THERE'S A RESOLUTION THAT WILL FOLLOW IN THIS THAT WOULD ALLOW FOR US TO COME BACK AND PUT THE MONEY BACK IN THE GENERAL FUND AFTER THE BONDS ARE SOLD.

SO. MR. MILLER. YEAH, THAT WAS MY QUESTION IS I KNOW THAT IT'S A VERY SPECIFIC SITUATION WHEN YOU HAVE BONDS THAT THEY HAVE TO GO FOR FACILITIES. CAN THEY BOND MONEY BE ADVANCED TO REPAY THE GENERAL FUND? THAT'S THE QUESTION I HAVE.

THE RESOLUTION WAS PREPARED BY BOND COUNCIL.

SO I JUST WANTED TO MAKE SURE BECAUSE YEAH, IT'S THE NEXT ITEM AND I APPLAUD ACCELERATING THE PROJECT, SUBJECT TO BEING APPROVED BY THE VOTERS WITH THE BOND.

AND IT DOESN'T MAKE SENSE TO GET STARTED AND NOT LOSE ANOTHER YEAR OF HOW MANY 60 RAIN OUTS SO FAR THIS YEAR AND IN OUR SPRING SPORTS.

SO I THINK IT'S A GOOD MOVE.

SO THANK YOU.

MS. STANLEY. SO JUST TO CONFIRM.

SO IF I'M THINKING OF A QUESTION, I ASSUME OTHERS ARE, THE REASON WHY WE'RE DOING IT TONIGHT AND NOT WAITING ANOTHER WEEK OR SO IS BECAUSE WE WOULD, IN THEORY, HAVE TO WAIT A MONTH TO DO THIS BECAUSE WE WOULD NOT BE ABLE TO APPROVE WHATEVER HAPPENS WITH THE BOND UNTIL OUR NEXT BOARD MEETING.

SO THAT'S REALLY WHAT WE'RE TRYING TO GET A JUMP ON IS WE'RE TRYING TO GET A JUMP ON THE NEXT, NOT WAITING TILL THE NEXT BOARD MEETING TO APPROVE THIS.

CORRECT. THANK YOU.

ANY FURTHER DISCUSSIONS OR QUESTIONS.

MR. PRESIDENT.

YES, MS. GRIFFIN.

I MOVE TO APPROVE THE HIGH SCHOOL BASEBALL AND SOFTBALL FIELDS PROJECT AND ARCHITECT DESIGN FIRM CONTINGENT ON THE PASSAGE OF THE BOND ON MAY 6TH, 2023.

[VII.E. Consider Approval of Resolution Declaring Expectation to Reimburse Expenditures with Proceeds of Future Debt]

FUTURE DEBT.

DR. RINGO.

PRESIDENT JOHNSON, BOARD OF TRUSTEES, DR.

LOPEZ. AGAIN, THIS IS ONLY IF THE BOND WERE TO PASS AND WHEN THE BOND PASSES, IT IS IT ALLOWS US TO UTILIZE GENERAL FUND DOLLARS TO PROCEED IN THOSE PROJECTS UNTIL OUR FIRST ISSUANCE.

SO WHEN A BOND PASSES IN MAY, THE FIRST ISSUANCE OF DEBT CAN TYPICALLY BE DONE THE EARLIEST IN JULY.

SO WITHOUT THIS TYPE OF RESOLUTION, NO PROJECTS CAN START.

AND THIS RESOLUTION IS SPECIFICALLY FOR THE DISTRICT'S BASEBALL AND SOFTBALL FIELDS THAT MR. FERNANDEZ PRESENTED ON.

AND SO WITH THE APPROVAL OF THE RESOLUTION, THE DISTRICT WOULD BE ABLE TO PROCEED IN THESE PROJECTS.

AND THEN WHEN THE FIRST ISSUANCE IS DONE IN JULY, IT WOULD BE ABLE TO REPAY THE GENERAL FUND AND HOLD THE GENERAL FUND BACK TO WHOLE.

[01:20:07]

BOARD ANY QUESTIONS? MR. PRESIDENT? YES, MS. GRIFFIN. I MOVE TO APPROVE THE RESOLUTION DECLARING EXPECTATION TO REIMBURSE EXPENDITURES WITH PROCEEDS OF A FUTURE DEBT CONTINGENT ON THE PASSAGE OF THE BOND ON MAY 6TH, 2023.
