THE PURPOSE OF THIS MEETING IS TO DISCUSS THE SCHOOL DISTRICT'S USE OF ESSER TWO AND ESSER THREE FUNDS.
THE CORONAVIRUS RESPONSE AND RELIEF SUPPLEMENTAL APPROPRIATIONS ACT DEDICATED FUNDS TO THE ELEMENTARY AND SECONDARY RELIEF GRANT.
THE GRANT PERIOD IS MARCH 13TH, 2020, SEPTEMBER 30TH THROUGH SEPTEMBER 30TH, 2023, AND THE DISTRICT WILL SHARE UPDATES ON THE USES OF ESSER TWO, THE AMERICAN RESCUE PLAN ESSER THREE REQUIRES STATES TO DISTRIBUTE DISCRETIONARY FUNDS TO TARGET EVIDENCE BASED PRACTICES FOR LEARNING ACCELERATION, SUMMER ENRICHMENT AND AFTER SCHOOL PROGRAMING.
THIS GRANT PERIOD IS MARCH 13TH, 2020 THROUGH SEPTEMBER 30TH, 2024.

SO OUR NEXT PUBLIC HEARING THAT WE'RE OPENING IS TO CONDUCT A PUBLIC MEETING ON THE DISTRICT'S 2023-2024 BUDGET AND PROPOSED TAX RATE.PRESIDENT GRIFFIN BOARD OF TRUSTEES, DR. LOPEZ, AS STATE STATUTE REQUIRES, WE ARE BRINGING TO YOU A PUBLIC MEETING ON THE DISTRICT'S 23-24 BUDGET AND PROPOSED TAX RATE.
THIS WAS POSTED IN THE DALLAS MORNING NEWSPAPER WITH, ACCORDING TO STATUTE, TO NOTIFY OF THIS MEETING.
AND WE WILL GO THROUGH THE PRESENTATION.
WE DISCUSSED IN DETAIL THESE ITEMS AS WE MET IN OUR MAY UPDATE AND THEN ALSO IN OUR FINANCE COMMITTEE, WE ARE LOOKING AT A TAXABLE ASSESSED VALUE GROWTH RIGHT NOW OF 8%.
BUT YOU DO KNOW THAT AS WE RECEIVE MORE INFORMATION FROM DCAD, THAT COULD CHANGE THAT AMOUNT RIGHT NOW COMPRESSES OUR M&O TAX RATE TO 0.
8136 AND OUR IRONS TAX RATE AS PRESENTED IS 0.
BUT AS WE HEARD IN OUR BOARD BOND COMMITTEE, IT IS LIKELY THAT THAT FIGURE WILL BE LOWER ONCE WE MOVE TOWARDS ADOPTION IN SEPTEMBER.
OUR AVERAGE DAILY ATTENDANCE CONTINUES TO BE PROJECTED AT 47,000 AND WE HAVE PRESENTED THIS BUDGET UNDER CURRENT LEGISLATION AS THERE WAS NO CHANGES TO OUR SCHOOL FUNDING FORMULA IN THE 88TH LEGISLATURE.
JUST TO GIVE YOU AN UPDATE THAT WE'VE HEARD TODAY, THE GOVERNOR DID CALL A SPECIAL SESSION TODAY, A SECOND SPECIAL SESSION, AND HIS STATEMENT TODAY IS THAT HE WILL CALL CONTINUED FOCUS ON PROPERTY TAX CUTS UNTIL THE LEGISLATION REACHES HIS DESK ON PROPERTY TAX.
SO WE'LL SEE WHAT COMES IN THIS NEXT SESSION.
WE HAVEN'T HEARD ANY UPDATES ON SPECIAL SESSIONS TO SUPPORT SCHOOL FINANCE FUNDING.
OUR TAX RATES ARE STILL UNKNOWN.
WE'LL RECEIVE OUR CERTIFIED VALUES IN JULY.
AT THAT TIME, WE'LL BEGIN PREPARING OUR MAXIMUM COMPRESSED TAX RATE AND TO SUBMIT FOR APPROVAL TO TEA.
AND ONCE WE RECEIVE THAT INFORMATION, THEN WE'LL BRING THAT BACK TO THE BOARD FOR APPROVAL FOR OUR FINAL TAX RATES IN LIKELY SEPTEMBER.
THE GENERAL FUND BUDGET RECOMMENDATIONS.
WE'VE BEEN THROUGH THESE ITEMS IN DETAIL AND AS DISCUSSED IN OUR COMMITTEE MEETING DUE TO HOUSE BILL THREE SECURITY MANDATES, WE ARE ADDING $3.
3 MILLION TO SUPPORT THOSE MANDATES.
THIS IS NOW INCLUDED IN THE BUDGET THAT WE ARE GOING TO ASK FOR ADOPTION LATER ON IN THE AGENDA.
SO THIS IS JUST THE PUBLIC MEETING FOR INFORMATION, BUT WE HAVE AN ACTION ITEM THAT WILL ADDRESS THE TOTALS LATER ON IN THE AGENDA.
THESE ARE THE REVENUE ESTIMATES.
BUT AS YOU KNOW, IF OUR TAXABLE VALUES INCREASE, OUR LOCAL REVENUE WILL INCREASE AND OUR STATE REVENUE WILL OFFSET BY A SIMILAR AMOUNT AND WE'LL REVIEW AND MAKE ANY CHANGES TO THE BUDGET IN THE BUDGET AMENDMENT ONCE WE RECEIVE OUR UPDATED MCR.

SO WE HAVE NOT ADDED OUR COST SAVINGS AUDIT THAT THE GIBSON INTERNAL AUDIT SERVICE PRESENTED AND WE'LL BE WORKING THROUGH THOSE DETAILS AND MAKING THOSE BUDGET AMENDMENTS AS WE COME INTO NEXT YEAR.

THE TEXAS SCHOOL SAFETY CENTER RECENTLY CONDUCTED AN INTRUDER DETECTION AUDIT AT ONE OR MORE OF OUR CAMPUSES.
THE AUDITS TEST WHETHER A CAMPUS IS ACCESSIBLE TO AN UNAUTHORIZED INDIVIDUAL.
THIS AUDIT SEEKS TO HELP DISTRICTS IDENTIFY HOW CAMPUSES CAN IMPROVE SAFETY FOR STUDENTS, SUCH AS ENSURING EXTERIOR DOORS ARE LOCKED.
THE AUDIT PROVIDES US WITH AN OPPORTUNITY TO CREATE A SAFER LEARNING ENVIRONMENT FOR OUR STUDENTS AND OUR STAFF.
WE ACKNOWLEDGE THAT PARENTS AND COMMUNITY MEMBERS ARE LIKELY VERY INTERESTED IN THE DETAILS OF THE AUDIT RESULTS.

MAP NOW COVERS OVER 9500 SCHOOL DISTRICTS.
AND THIS YEAR, BASED ON A CONVERSATION I HAD WITH THEM THIS MORNING, THEY BELIEVE THEY'LL BE ASSESSING 20 MILLION STUDENTS IN THE US.
I THINK WE HAVE TO MAKE SURE THAT WE'RE GETTING FULL REPORTS ON MAP FROM LAST YEAR TO THIS YEAR AND SEEING WHAT OUR FALL PROGRESS IS, MEASURING IT BACK, MEASURING IT BACK TO ALL THREE TESTS LAST YEAR.
AND FINALLY, WE'VE TALKED HERE ABOUT TARGETED CAMPUSES.
I THINK WE NEED TO MAKE SURE THAT WHAT WE'RE DOING WITH TARGETED CAMPUSES IS ACCURATE AND THE RESULTS REFLECT ALL THE EFFORTS WE'VE PUT INTO THEM WITH ALL THE DIFFERENT STAFF WE'VE ASSIGNED TO OUR TARGETED CAMPUSES.

AND WE'VE HAD, AS MR. GLICK SAID, A MASSIVE DISRUPTIVE EVENT THAT IS GOING TO THIS IS GOING TO BE PROBABLY NUMBER ONE ON MY LIST FOR THE BETTER PART OF A DECADE IF I'M LIKELY TO BE HERE THAT LONG.
SO THAT'S NOT GOING TO ALTER KIND OF FOLLOWING IN.

I WANT TO THE BOARD TO FOCUS AND SUPPORT THE ADMINISTRATION ON PLANS TO INCREASE THE EFFORTS TO INCREASE OUR TEACHER WORKFORCE AND MINIMIZE THOSE GAPS, INCLUDING I PERSONALLY THINK WE NEED TO, AS A DISTRICT, MAKE BETTER EFFORTS AT GROWING OUR OWN FOCUSING ON PARAPROFESSIONALS, SUPPORT STAFF AND SUPPORTING THEM, POSSIBLY THROUGH SOME FORM OF FINANCIAL ASSISTANCE, GETTING A CERTIFICATION AND EDUCATION NECESSARY TO BECOME CERTIFIED TEACHERS IF THAT'S SOMETHING THAT THEY SEE FIT TO DO, I THINK THAT THAT WOULD BE AN EXCELLENT WAY FOR US TO HELP REDUCE OUR TEACHER SHORTAGE.
I THINK WE'VE GOT SOME OF THE BEST PEOPLE RIGHT HERE TO DO THAT.
AND THREE, THIS IS ALSO SOMETHING I THOUGHT WAS PRETTY OBVIOUS ENSURE PROPER IMPLEMENTATION OF THE 2023 BOND, INCLUDING PROPER VISIONING FOR HOW THE BOND PROJECTS WILL FIT IN TO THE DISTRICT FOR THE NEXT 50 YEARS.
ALTHOUGH WE SAW THEM GO ON TAP.
OKAY, I'LL PUT DOWN MONITOR STUDENT PROGRESS PERTAINING TO STUDENT MANAGEMENT.
I THINK THAT AS I WENT TO SLR THIS LAST WEEKEND, THIS WAS STATEWIDE AND IT PERTAINING TO HOW THE MANAGEMENT OF THE STUDENTS AND THE DISCIPLINE OF STUDENTS IN THE CLASSROOM ARE CREATING A LOT OF ISSUES FOR OUR WORKFORCE THAT PEOPLE ARE LEAVING BECAUSE OF IT.
AND I'M GOING TO SAY THAT PERTAINING TO THAT.
AND I THINK IT'S SOMETHING THAT WE NEED TO ADDRESS AS A SCHOOL DISTRICT TO PUT TEETH BACK INTO THAT PARTICULAR ARENA.
MY NEXT ONE IS THE BOND UPDATES AND PERFORMANCE AND THE KIND OF FOCUS ON WHAT WES SAID.
IT IT HAS IMPLICATIONS ON HELPING US INCREASE TEACHER RETENTION.
AND ALSO I THINK THAT WHEN THESE FOLKS SEE THE NEW BUILDINGS, IT'S GOING TO HELP FAMILIES MOVE INTO THE AREA.

IF YOU WANT TO LOOK AT IT THAT WAY, HOW WE SUPPORT OUR TEACHERS, HOW WE GROW OUR TEACHERS AND OUR STAFF AND THEN WHAT THEIR EXPERIENCE IS AS WELL.
SO I WANT TO MAKE SURE THAT ALL OF THAT IS CAPTURED IN SOME WAY AND WE HAVE VISIBILITY THERE.

AND UNTIL WE DO THAT, WE'RE NOT GOING TO BE ABLE TO IMPROVE AND REACH OUR ACADEMICS BECAUSE WE'RE NOT GIVING A GREAT LEARNING ENVIRONMENT.
THE OTHER THING IS BOND IMPLEMENTATION FOCUS ON BOND IMPLEMENTATION, AS WELL AS CREATING THE LONG TERM STRATEGIC PLAN FOR NOT JUST THIS BOND AND FINISHING WHAT WE'VE PROMISED, BUT THE NEXT PHASE IN OUR REIMAGING OF OUR DISTRICT AND THEN, YOU KNOW, BUDGET AND TEACHER RETENTION.

HE PRESENTED THAT IN THAT MEETING AND THERE IS AN UPDATE.
WE I BELIEVE WE SAID IT WOULD BE ABOUT 14 MILLION IN INTEREST SAVINGS, BUT COMPLETED JUNE 20TH.
TO CLOSE JUNE 2019 WOULD BE ABOUT 15.
7 MILLION IN INTEREST SAVINGS DUE TO THIS DEFEASANCE.
AND SO YOU'LL SEE HERE ON THAT WE DID ADD $40 MILLION TO FUNCTION 71 DEBT SERVICE PRINCIPAL ON LONG TERM DEBT TO COVER THAT DEFEASANCE AND THEN IT'S CLEAN WITH THE FISCAL YEAR WHEN WE BROUGHT THE RESOLUTION IN SEPTEMBER.
