ITEM THREE.MS. HOGAN, DO WE HAVE ANY CARDS? THANK YOU. ITEM IV.A EVIDENCE OF EXCELLENCE.
[IV.A. Evidence of Excellence]
RECOGNIZED GISD TRANSPORTATION DEPARTMENT.PRESIDENT GRIFFIN MEMBERS OF THE BOARD.
DR. LOPEZ I'M EXCITED TO ANNOUNCE AN EXCEPTIONAL ACHIEVEMENT.
TRANSFINDER, A DISTINGUISHED SCHOOL TRANSPORTATION MANAGEMENT SOFTWARE LEADER, HAS ROLLED OUT ITS INAUGURAL TOP TRANSPORTATION TEAM AWARDS FOR THE NATION. SIX PHENOMENAL TEAMS FROM INDIANA, MICHIGAN, NEW YORK AND TEXAS HAVE BEEN LAUDED FOR THEIR INVALUABLE CONTRIBUTIONS TO THE ESSENTIAL TRANSPORTATION SECTOR.
ANNA MARIE BRANDER, DIRECTOR OF TRANSPORTATION EXPRESSED HER SHARED SENTIMENT.
WE ARE BEYOND ELATED TO RECEIVE THIS RECOGNITION.
WE TAKE IMMENSE PRIDE IN OUR WORK AND BELIEVE THAT COLLECTIVELY WE CREATE A SIGNIFICANT IMPACT.
THE AWARD RECIPIENTS WERE CHOSEN BASED SOLELY ON ANONYMOUS FEEDBACK PROVIDED BY THEIR TEAMS, WHERE OUR DISTRICT TRIUMPHED WITH THE HIGHEST SCORE IN EMPLOYEE SATISFACTION. OUR HIGH SCORES HAVE EARNED US THE DISTINGUISHED TOP TRANSPORTATION TEAMS TITLE.
THE EVALUATION CONSIDERED THE OPINIONS OF VARIOUS LOCAL CRUCIAL ROLES WITHIN OUR DEPARTMENT, INCLUDING TRANSPORTATION, SUPERVISORS, ROUTERS, DISPATCHERS AND DRIVERS. THE SURVEY SPANNED MANY FOCUS AREAS, SUCH AS MORALE WITHIN THE DEPARTMENT LEADERSHIP, QUALITY, SAFETY STANDARDS AND EMPLOYEE BENEFITS. DR.
GARLAND ISD'S TRANSPORTATION DEPARTMENT NOT ONLY MERITS THIS AWARD, BUT THEY HAVE TRULY EARNED IT.
THEIR COMMITMENT IS INDEED INSPIRATIONAL.
[00:05:01]
THEY HAVE SHOWN AN UNWAVERING COMMITMENT TO SAFETY AND WELFARE OF OUR STUDENTS DURING THEIR DAILY COMMUTES.I'M JUST HONORED TO WORK FOR GARLAND AND THE TEAM THAT HAS.
THIS IS OUR AWARD, BY THE WAY, THAT WE WON, WHICH WE WERE IN STUDENT TRANSPORTATION NEWS, WHICH WAS VERY EXCITING TO BE THERE JUST TO MEET ALL OF THE OTHER TEAMS AND JUST EXCITED TO BE HERE.
AND THE TEAM THAT WE'VE PUT TOGETHER IN THE TRANSPORTATION DEPARTMENT HAS BEEN AMAZING.
. CONTINUING WITH OUR INFORMATION ITEMS. ITEMS BE GOING THE EXTRA MILE WE HAVE RECOGNIZED FOR GOING THE EXTRA MILE.
[IV.B. Going the Extra Mile (GEMs)]
JIM RECIPIENT CHELSEA CODY.MR. WILLARD. PRESIDENT GRIFFIN, MEMBERS OF THE BOARD.
DR. LOPEZ I AM HONORED TO PRESENT THE GARLAND ISD'S GOING THE EXTRA MILE OR, GEM AWARD, TONIGHT.
THIS ACCOLADE IS RESERVED FOR EMPLOYEES WHO CONSISTENTLY DEMONSTRATE EXCEPTIONAL DEDICATION, INNOVATION, LEADERSHIP, WORK ETHIC AND DRIVE IN THEIR RESPECTIVE ROLES.
OUR RECIPIENT TONIGHT PERSONIFIES ALL OF THESE TRAITS AND MORE.
LADIES AND GENTLEMEN, IT IS WITH IMMENSE PRIDE THAT I ANNOUNCE THE RECIPIENT OF THIS ESTEEMED AWARD, OUR VERY OWN COORDINATOR OF TECHNOLOGY OF DIGITAL LEARNING IN THE TEACHING AND LEARNING DEPARTMENT, MS. CHELSEA CODY. YOU HAVE TO STAND UP HERE THE WHOLE TIME.
THERE IS NOTHING THAT SHE COACHES OR ASKS OTHERS THAT SHE HAS NOT BEEN WILLING TO DO HERSELF.
HER DEDICATION AND COMMITMENT FOR HER WORK ARE NOTHING SHORT OF INSPIRATIONAL.
OUR FIRST YEAR WAS A RESOUNDING SUCCESS THANKS TO CHELSEA'S EXTRAORDINARY EFFORTS.
IT IS NO EXAGGERATION TO SAY THAT SHE WENT FAR AND BEYOND THE CALL OF DUTY IN HER ROLE.
SHE GOES ON TO SAY, HER COMMITMENT TO PLACING OUR CAMPUS AND NEEDS AT THE FOREFRONT, EVEN WHEN IT MEANT PRIORITIZING HER DEPARTMENT'S NEEDS, SPEAKS VOLUMES ABOUT HER DEDICATION AND LEADERSHIP.
CHELSEA'S INFECTIOUS ENTHUSIASM AND POSITIVITY ARE A TRUE TESTAMENT TO HER CHARACTER.
CHELSEA CODY WE PRESENT YOU WITH A GOING EXTRA MILE AWARD FOR YOUR UNWAVERING COMMITMENT.
YOU ARE THE BEACON OF DEDICATION, SERVICE AND LEADERSHIP IN GARLAND ISD.
YOU HAVE TRULY GONE THE EXTRA MILE, SO WE EXPRESS THIS GRATITUDE UPON YOU.
THANK YOU SO MUCH FOR YOUR CONTRIBUTIONS TO OUR DISTRICT AND INSPIRING OTHERS.
CONGRATULATIONS. AND THEN HERE IS YOUR.
CONGRATULATIONS. I WAS WAITING FOR YOUR SPEECH.
ALL RIGHT. OUR NEXT RECIPIENT.
[00:10:01]
DID I PRONOUNCE THAT CORRECTLY? RIVA DOUGLAS.PRESIDENT GRIFFIN, MEMBERS OF THE BOARD.
DR. LOPEZ, I'M SURE YOU'VE HEARD ABOUT THIS IN THE LOCAL MEDIA AND NEWS, BUT WE'RE GOING TO DO THIS FOR THE PUBLIC SO YOU CAN UNDERSTAND HOW MUCH OF A HERO WE HAVE BEFORE US TONIGHT.
A STORY THAT REMINDS US THAT HEROISM THAT EXISTS IN EVERYDAY LIFE.
THIS IS WHY WE HONOR HER TONIGHT AS ONE OF THE JULY GISD 2023 GEMS. IT WAS THE MORNING OF MAY 18TH, A DAY THAT STARTED LIKE ANY OTHER.
SHE WAS TERRIFIED AS A STUDENT RUSHED TOWARD THE SAFETY OF THE BUS.
THE YOUNG GIRL REPORTED A STRANGE MAN HAD BEEN ATTEMPTING TO GET HER INTO HER CAR.
REEVA, SENSING SOMETHING WAS WRONG, QUICKLY TOOK DECISIVE ACTION.
RIVA SECURED A SNAPSHOT OF THE MAN'S LICENSE PLATES, WHICH SHE PROMPTLY REPORTED TO POLICE.
IT WAS LATER DISCOVERED THIS MAN WAS A SUSPECT IN OTHER CASES IN RICHARDSON.
AND THANKS TO REEVA'S QUICK THINKING, HE WAS APPREHENDED.
YES. RIVA'S PROMPT RESPONSE THWARTED A POTENTIAL DISASTER PRESERVING THE SAFETY OF A STUDENT UNDER HER CARE.
A HUMBLE HERO OF 16 YEARS WITH THE DISTRICT, RIVA REGARDS HER STUDENTS AS MORE THAN JUST PASSENGERS.
THEY'RE AN INTEGRAL PART OF HER LIFE.
RIVA LEAVES US WITH THIS ADVICE TO ALL STUDENTS.
BE AWARE OF YOUR SURROUNDINGS.
DON'T BE ON YOUR PHONE AND PAY ATTENTION, ESPECIALLY WHEN YOU'RE WAITING TO GET ON A BUS.
LET'S GIVE ANOTHER ROUND OF APPLAUSE FOR OUR EVIDENCE OF EXCELLENCE AND GOING THE EXTRA MILE RECIPIENTS.
WE ARE STILL UNDER INFORMATION ITEMS AND WE WILL REVIEW THE MAY 2023 MONTHLY FINANCIALS.
[IV.C. Review May 2023 Monthly Financials]
MS. DAVENPORT AND THAT'S ON OUR IN OUR BOARD BOOK ON PAGE, BEGINNING ON PAGE NINE.GOOD EVENING, PRESIDENT GRIFFIN BOARD OF TRUSTEES AND DR.
LOPEZ, BEFORE YOU ARE THOSE MAY 2023 GENERAL FUND AND ESSER II AND III FINANCIAL REPORTS.
WE ARE ANXIOUSLY CLOSING OUR FY 23 YEAR RIGHT NOW AND SO YOU WILL SEE MORE UPDATED NUMBERS COMING TO YOU SOON, BUT I'D BE HAPPY TO ADDRESS ANY QUESTIONS YOU HAVE ON THESE.
TRUSTEES. ARE THERE ANY QUESTIONS? THANK YOU SO MUCH FOR THIS REPORT.
INFORMATION ITEM D REVIEW MAY TAX REPORT.
[IV.D. Review May Tax Report]
MS. CHRISTI COOPER? PAGE 21.GOOD EVENING, PRESIDENT GRIFFIN, BOARD OF TRUSTEES AND DR.
AS OF TODAY, WE HAVE COLLECTED 98.65%.
IN THIS REPORT, THERE ARE ONLY THREE REFUNDS WHICH EXCEEDED $500 THAT REQUIRED BOARD APPROVAL.
I'LL BE HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.
TRUSTEES, ARE THERE ANY QUESTIONS? THANK YOU SO MUCH FOR THE REPORT AND THE COLLECTION OF THE TAXES INFORMATION ITEM E RECEIVED.
[IV.E. Receive Board of Trustees Contract Renewal Report for July 2023]
[00:15:07]
BOARD OF TRUSTEES CONTRACT RENEWAL REPORT FOR JULY 2023.TRUSTEES, YOU HAD AN UPDATE AT YOUR TABLES.
GOOD EVENING TO PRESIDENT GRIFFIN, MEMBERS OF THE BOARD OF TRUSTEES.
TO DR. LOPEZ, WE DO HAVE YOU BEFORE YOUR CONSIDERATION, THE JULY RENEWAL REPORT.
WE DO HAVE 12 CONTRACTS THAT ARE AVAILABLE.
ONE WILL BE AN INCREASE THAT WE WILL APPROVE LATER IN THE AGENDA.
I'LL BE HAPPY TO ENTERTAIN ANY QUESTIONS THAT YOU MIGHT HAVE.
EVERYTHING ELSE REMAINS THE SAME.
[IV.F. Receive Presentation Regarding Junior Achievement BizTown McKesson]
GOOD EVENING, PRESIDENT GRIFFIN, MEMBERS OF THE BOARD, DR.LOPEZ. THIS IS AN INFORMATIONAL ITEM FOR THE BOARD TO TALK ABOUT A STOREFRONT AT BIZTOWN.
WE'RE EXCITED TO ANNOUNCE THAT MCKESSON JUNIOR ACHIEVEMENT HAS WORKED WITH MCKESSON TO TO FULFILL THE COMMITMENT AT THAT STOREFRONT THAT WE HAVE FOR IT'S A NEW STOREFRONT THAT WE'RE USING THERE AT BIZTOWN FOR MCKESSON, WHICH IS A PHARMACEUTICAL COMPANY.
AND THROUGH THE PRESENTATION YOU'LL SEE HOW WE ARE GOING TO USE THAT STOREFRONT.
THIS IS JUST A DRAWING, QUICK DRAWING OF THE STOREFRONT THAT WE HAVE.
THE PLAN IS TO USE THE FRONT PIECE FOR A PHARMACEUTICAL DISTRIBUTION AND WAREHOUSING IN THE BACK.
BUT AGAIN, THIS IS FOR OUR JUNIOR ACHIEVEMENT PIECE.
AND SO THERE'S A THIS IS THE WORK THAT WE'RE GOING TO DO, THE THE FRONT OF THE PIECE, THE PHARMACY.
WE'LL BE LOOKING AT A NEW CEILING.
RIGHT NOW THERE ISN'T A CEILING.
AND SO WE'LL PUT IN A NEW DROP IN CEILING FOR THEM.
AND THEN THE BACK PIECE WILL STAY THE WAY IT IS.
SO THERE WILL BE NO CHANGES TO THE LIGHTING THERE.
SO THIS IS REALLY WHAT WE'RE TRYING TO DO IS TO CREATE A BIZTOWN STOREFRONT FOR MCKESSON THAT ALLOWS STUDENTS TO COME IN, LEARN ABOUT PHARMACEUTICALS, LEARN ABOUT THE DISTRIBUTION OF THAT.
AND WHERE IT'S GOING TO BE LOCATED.
RIGHT NOW IT'S IN THE 1700 AREA.
17-I IS WHERE IT'S AT, IS WHERE WE WILL BE DOING THE WORK.
AND I HAVE MR. BRUMAN HERE, WHO IS THE DIRECTOR OF OUR CTE PROGRAM, WHO OVERSEES THE JUNIOR ACHIEVEMENT BIZTOWN PARTNERSHIP WITH GARLAND ISD HERE.
IN CASE YOU HAVE ANY QUESTIONS THAT YOU MAY HAVE REGARDING THIS ENDEAVOR BOARD, ARE THERE ANY QUESTIONS? MR. MILLER? JUST ONE QUICK ONE.
GIVE ME AN IDEA OF HOW BIG THE SPACE IS.
THE SPACE IS ACTUALLY NOT THAT BIG.
IT'S EXACTLY THE SAME SIZE AS THE GROCER THAT'S ON THE SIDE.
SO THESE SPACES, WE CALL THEM STOREFRONTS, AND THEY'RE REALLY DESIGNED FOR STUDENTS TO COME IN, LEARN A LITTLE BIT ABOUT ALL THE DIFFERENT BUSINESSES THAT ARE OPERATING IN BIZTOWN LIKE THE BANKS, LIKE SOUTHWEST, SOUTHWEST AIRLINES, THE ONE WE PRESENTED BACK IN JUNE TO YOU.
BUT I CAN I CAN DEFER MORE OF THE QUESTIONS TO MR. COLEMAN. SO I THINK WITH THIS DIAGRAM.
I'M SORRY. GOOD EVENING. BOARD OF TRUSTEES PRESIDENT GRIFFIN.
F IS 1700 F IS THE AREA THAT THEY ARE TAKING OVER.
SO THAT WAS THE WELLNESS PART.
THE EXCITING NEWS ABOUT THIS IS THAT IT'S CONVERTING FROM A JA LIKE MOCK AREA TO AN ACTUAL RECOGNIZABLE BRAND NAME THAT HAS SOME OF THEIR HEADQUARTERS HERE IN DALLAS OVER OFF OF 635.
SO THAT SPACE RIGHT THERE, THEY'LL ENTER IN AND THEY'LL SEE THE PHARMACEUTICAL SIDE.
AND THEN BEHIND THE WALL THEY'LL SEE A DISTRIBUTION AND LOGISTICS SIDE.
THE PART THAT'S 1700 I MIGHT HAVE BEEN A MISTAKE ON THE PART OF JA.
AND THEY'RE DOING SOME SELF RENOVATION THERE WITH JUST DECORATION.
SO NO NEED TO BRING IT TO THE BOARD OF TRUSTEES.
ARE THERE FURTHER QUESTIONS? THANK YOU BOTH FOR THE PRESENTATION.
[00:20:03]
INFORMATION ITEM G.[IV.G. Receive Update regarding the 2023-2024 Student Code of Conduct]
RECEIVE UPDATE REGARDING THE 2023 2024 STUDENT CODE OF CONDUCT.DR. HEMPHILL. GOOD EVENING, PRESIDENT GRIFFIN TRUSTEES AND DR.
LOPEZ. THANK YOU FOR RECEIVING THIS UPDATE BECAUSE THIS IS A LEGISLATIVE YEAR.
SO THE MODEL 23-24 STUDENT CODE OF HANDBOOK, STUDENT CODE OF CONDUCT AND HANDBOOK CONTAIN SEVERAL SUBSTANTIVE CHANGES FROM THE 88TH LEGISLATURE, EFFECTIVE SEPTEMBER 1ST FOR A SEAMLESS TRANSITION INTO THE NEW SCHOOL YEAR AND TO COMMUNICATE THE ESSENTIAL POLICIES AND PROCEDURES WE PROPOSE THAT WE BEGIN THE 23-24 SCHOOL YEAR WITH OUR 2022-23 CODE OF CONDUCT IN EFFECT UNTIL OUR NEW ONE IS ADOPTED IN THE AUGUST MEETING, WE WANT TO ENSURE THAT WE ARE COMMUNICATING ALL OF THE CHANGES AS WELL AS THE PROCEDURES AND POLICIES THAT WE HAVE TO CHANGE AT THE DISTRICT LEVEL AND ON EACH CAMPUS AS WE OPERATIONALIZE ALL OF THE INFORMATION AND ALL OF THE CHANGES THAT WERE MADE DURING THE LEGISLATIVE SESSION.
WE THIS YEAR ALSO WANT TO INCLUDE WHAT CHANGES WE HAVE MADE IN ORDER TO COMPLY.
AND AGAIN, THESE CHANGES DO NOT TAKE EFFECT UNTIL SEPTEMBER 1ST, AND WE WANT TO MAKE SURE THAT WE HAVE BEEN THOROUGH IN OUR EVALUATION OF WHAT THEY ARE AND HOW THEY'RE GOING TO AFFECT OUR CAMPUSES.
STATE LAW REQUIRES THAT THE BOARD DOES ADOPT THE STUDENT CODE OF CONDUCT AND ONCE ADOPTED THE 22, EXCUSE ME, GET MY YEARS MIXED UP HERE, THE 2023,-24 CODE OF CONDUCT WILL BE POSTED IN ENGLISH, SPANISH AND VIETNAMESE ON OUR WEBSITE.
TRUSTEES. ARE THERE ANY QUESTIONS? MR. BEACH? YES, SIR.
MS. HEMPHILL, WILL EACH FAMILY OR OF STUDENTS RECEIVE A HARD COPY? THEY ONLY RECEIVE A HARD COPY IF REQUESTED, AND THOSE THAT IS DONE THROUGH OUR BACK TO SCHOOL PACKET.
SO IF THEY WOULD LIKE ONE THEY CAN REQUEST IT THROUGH THAT PROCESS.
SO THEY ARE REQUIRED TO SIGN OFF ON THAT ONCE IT IS POSTED.
ALL RIGHT. THANK YOU. ANY OTHER QUESTIONS? MS. STANLEY? SO JUST SO WE'RE STARTING THE SCHOOL YEAR WITH THE 2020, I'M A LITTLE CONFUSED.
SORRY. 2022-2023? YES. AND THEN IN SEPTEMBER 1ST, WHEN AFTER WE GET THE OTHER ONE PASSED.
SO HOW ARE WE COMMUNICATING THAT? BECAUSE ARE WE GOING TO HAVE TO HAVE THEM SUBMIT IN AN ACCEPTANCE ON BOTH FOR THE SCHOOL YEAR SINCE WE'RE GIVING THEM ONE, BUT THEN WE'RE CHANGING IT.
SO NO, MA'AM, WE DO NOT HAVE TO HAVE THEM RESUBMIT THAT INFORMATION.
THEY CAN GO BACK INTO THEIR THEIR BACK TO SCHOOL FORMS AND COMPLY WITH THAT BY COMPLETING THAT PARTICULAR PORTION OF THE BACK TO SCHOOL FORMS. THANK YOU.
ALL RIGHT. ANY OTHER QUESTIONS? THANK YOU, DR. HEMPHILL.
[V.A. Review Legal Policies from TASB Update 121]
FIVE A AS WE MOVE INTO DISCUSSION ITEMS. WE HAVE TWO ENTRIES ON THE TASB UPDATE OF 121.PRESIDENT GRIFFIN, RESPECTIVE TRUSTEES.
DR. LOPEZ, BEFORE YOU ON STARTING ON PAGE 39, YOU WILL SEE FROM UPDATE 121 THAT HAS JUST PRODUCED.
UM, THESE ARE THE LEGAL POLICIES.
THESE ARE TO BASICALLY INCORPORATE ANY LEGAL AND REGULATORY CHANGES.
UPDATE 122 WHICH WILL BE COMING UP IN THE NEXT MONTH OR TWO, WILL INCORPORATE ANY OF THE LEGISLATIVE CHANGES THAT WERE INCORPORATED INTO INTO LAW IN THE NEXT FEW MONTHS.
BUT WE HAVE 45 LEGAL POLICIES.
OUR CHAIR, LARRY GLICK, WE HAD A MEETING ON JUNE 26TH, 2023, ALONG WITH MEMBERS MS.
[00:25:08]
GRIFFIN AND ALSO MS. STANLEY, WHERE WE REVIEWED THESE POLICIES.AND AGAIN, THESE ARE FOR REVIEW FOR THE BOARD.
TRUSTEES. ANY QUESTIONS ON DISCUSSION ITEM A THE LEGAL POLICIES THAT BEGAN ON PAGE 39.
AND REMEMBER, WE HAVE NO JURISDICTION OF CHANGING ANY LEGAL POLICIES.
SO ONCE WE ARE THIS IS PRESENTED TO US, IT WILL CONSTITUTE FIRST READ.
QUESTIONS. OKAY, MS. RAY, IF YOU WOULD CONTINUE TO DISCUSS THE LOCAL POLICIES FROM THIS TASB UPDATE 121.
[V.B. Discuss Local Policies from TASB Update 121 - First Read]
YES, MA'AM.AGAIN, PRESIDENT GRIFFIN TRUSTEES.
DR. LOPEZ, BEFORE YOU STARTING AT PAGE 511 ARE 11 LOCAL POLICIES THAT ARE RECOMMENDATIONS FROM TASB UPDATE 121.
AND AGAIN, THESE WERE REVIEWED WITH OUR POLICY ADVISORY GROUP ON JUNE 26TH, 2023.
AND THE THE POLICIES INCLUDE CFB LOCAL, CKE LOCAL, CKEC LOCAL, CLB LOCAL, COA LOCAL, CRF LOCAL, CVA LOCAL, CVB LOCAL, DEA LOCAL, FD LOCAL, FFI LOCAL, AND A COPY OF THESE CHANGES ARE BEFORE YOU IN A MANILA FOLDER THAT'S ENTITLED POLICIES AND TASB'S RULES ARE IF IT IS DELETED VERBIAGE, IT IS IN RED.
IF IT'S NEW VERBIAGE, IT IS IN BLUE.
AND IF THEY MOVE VERBIAGE FROM ONE PORTION OF THE POLICY TO ANOTHER, IT'S IN GREEN.
AND THAT IS BEFORE YOU FOR FIRST READ.
TRUSTEES. ARE THERE ANY QUESTIONS ON THE LOCAL POLICIES THAT ARE CHANGING WITH TASB 121 UPDATE? OKAY. WE'RE GOING TO MOVE ON TO DISCUSSION ITEM C, DISCUSS CKED, AND I'M GOING TO INVITE DR.
[V.C. Discuss CKED(LOCAL) First Read]
GARRETT TO JOIN MS. RAY AT THE PODIUM.PRESIDENT GRIFFIN, RESPECTIVE TRUSTEES.
DR. LOPEZ, BEFORE I TURN IT OVER TO DR.
GARRETT, I JUST WANT TO INTRODUCE THIS POLICY.
THIS IS A NEW POLICY TO COMPLY WITH THE ARMED OFFICERS LAW THAT DISTRICTS MUST COMPLY WITH BY SEPTEMBER 1ST.
THIS IS THE MODEL TASB POLICY THAT THEY PROVIDED TO US.
OUR POLICY CONSULTANT AND I WILL TURN IT OVER TO DOCTOR GARRETT.
WE'RE ON PAGE 530 OF OUR BOARD BOOK.
PRESIDENT GRIFFIN, BOARD MEMBERS.
DR. LOPEZ. I'M HERE TO ANSWER ANY QUESTIONS YOU MIGHT HAVE ABOUT LOCAL.
AS MRS. RAY HAS ALREADY STATED, IT IS EXACTLY THE TEMPLATE THAT TASB PROVIDES TO US.
THIS IS JUST A LITTLE BACKGROUND.
CKE LEGAL IS ALREADY IN OUR IN OUR POLICIES THAT GOVERNS ALL THE DIFFERENT WAYS YOU CAN HAVE ARMED OFFICERS, SROS AND ISDPD. THE MARSHAL PROGRAM AND THE SCHOOL SAFETY PROGRAM, WHICH SOME PEOPLE CALL GUARDIAN, BUT I DO NOT CKE GOVERNS ISD POLICE DEPARTMENT CKEB GOVERNS SCHOOL MARSHALS, WHICH IS TCOLE CERTIFIED LIKE A RETIRED POLICE OFFICER.
SO WE'VE HAD THAT IN PLACE FOR A NUMBER OF YEARS.
AND THE ONE THAT WE'RE LOOKING AT TONIGHT GOVERNS OTHER EMPLOYEES AUTHORIZED BY THE BOARD TO POSSESS FIREARMS IN A SCHOOL IN A WEAPON PROHIBITED AREA. THAT'S WHY THIS ACTION HAS TO BE TAKEN.
THE BOARD ONLY CAN AUTHORIZE ARMED OFFICERS.
THIS IS A FIRST READ, SO I BELIEVE THAT I ANSWER ANY QUESTIONS.
TRUSTEES, DO WE HAVE ANY QUESTIONS? I WOULD ASK THAT WE REALLY LOOK AT PAGE 531 AND 532.
AND IF THERE ARE ANY QUESTIONS AT THIS TIME SO THAT WE HAVE AN OPPORTUNITY TO ANSWER ALL OF YOUR QUESTIONS BETWEEN THIS FIRST READ AND THE SECOND READ, ARE THERE ANY QUESTIONS OF WHAT'S PRINTED IN THIS NEW POLICY THAT WE ARE ADOPTING BASED ON TASB'S RECOMMENDATION AND THIS LEGISLATIVE SESSION? WELL, I GUESS IT DIDN'T END WELL.
I GUESS IT DID END. AND SO WE'RE IN SPECIAL LEGISLATIVE SESSIONS NOW.
[00:30:02]
MR. BEACH. REAL QUICKLY, MR. CHAIR, CAN YOU IDENTIFY AT THE BOTTOM OF PAGE 530, IT HAS A REFERENCE ON THE CKEB ALLOWING DISTRICTS TO UTILIZE, AND IT SAYS TCOLE.WHAT DOES THAT MEAN? WHAT DOES THAT REPRESENT? TEXAS COMMISSION OF LAW ENFORCEMENT.
OKAY, SO EVERY POLICE OFFICER IN THE STATE OF TEXAS IS TCOLE CERTIFIED.
THEY HAVE TO BE CERTIFIED WITH THAT.
AND IF WE HIRED RETIRED POLICE OFFICERS, THEY WOULD ALREADY BE CERTIFIED.
OKAY. SO IF BY CHANCE OR WHATEVER, WE DID THE SAME WAY WITH GUARDIAN, THEY'D HAVE TO BE TCOLE, THEY'D HAVE TO GET THAT CERTIFICATION? GUARDIAN DOES NOT HAVE TO BE CERTIFIED.
THE BARE MINIMUM THAT THE LAW ALLOWS IS FOR FOR A PERSON TO HAVE THEIR LICENSE TO CARRY.
DO YOU WANT ME TO TELL YOU? NO, THAT'S FINE. I WAS JUST CURIOUS OF WHAT WHERE THAT STANDARD WENT.
I MEAN, IF YOU HAD IF THE GUARDIAN HAD TO HAVE IT, TOO, OR WHATEVER? THE GUARDIAN ONLY HAS TO HAVE LTC AND THE DPS SCHOOL SAFETY CERTIFICATION.
OKAY. THANK YOU. BUT WE ARE LOOKING AT WHAT PROGRAM WE ARE LOOKING AT THE GUARDIAN.
BUT NOWHERE IN THE LAW IS IT CALLED THAT.
IT IS CALLED THE TEXAS SCHOOL SAFETY PROGRAM.
OKAY. ALL RIGHT. SO IF YOU'RE LOOKING FOR IT, THAT'S WHAT YOU'LL SEE.
BUT OUR STANDARD IS QUITE, QUITE HIGHER THAN THAT.
OKAY. ANY OTHER QUESTIONS? OKAY. THANK YOU. THIS WILL CONSTITUTE THE FIRST READ OF POLICY CKED, THANK YOU, TRUSTEES.
THANK YOU. OUR NEXT AGENDA ITEM TAKES US TO OUR TRUSTEES REPORT AND I WILL START TO MY LEFT WITH MR.
[V.D. Trustees' Report]
MILLER. THANK YOU, MR. CHAIR. EXCUSE ME.REALLY HAVE NOTHING TO REPORT IN TERMS OF ACTIVITIES THAT I PARTICIPATED IN.
HOWEVER, I WILL SAY THAT I'M VERY EXCITED ABOUT THE UPCOMING YEAR AND I'M VERY EXCITED FOR THE PUBLIC AS WE BEGIN TO EMBRACE AND TAKE ACTION UPON OUR BOND PROGRAM.
AND I HOPE THAT HERE SOON, IN THE NEXT FEW MONTHS, YOU'LL SEE A LOT OF DIRT MOVE.
AND I THINK MAYBE MR. LOPEZ CAN UPDATE US ON THINGS THAT HAVE HAPPENED DURING THE SUMMER.
THANK YOU, MS. STANLEY. THANK YOU.
I, TOO, AM VERY EXCITED ABOUT THE NEW SCHOOL YEAR AND ALL THE THINGS WE HAVE HAPPENING.
I AM JUST GOING TO HIGHLIGHT A COUPLE OF THINGS.
I ATTENDED THE FOURTH ANNUAL DFW ASIAN AMERICAN SOCCER TOURNAMENT.
THIS IS MY THIRD TIME ATTENDING.
IT'S JUST AMAZING. IT'S AN INTERNATIONAL TOURNAMENT AND I LOVE WHEN THEY DO THINGS BECAUSE THEY DO SUCH A BEAUTIFUL MIX OF THEIR VIETNAMESE HERITAGE AND THEIR AMERICAN HERITAGE.
AND THEN ALSO THAT SAME DAY ATTENDED A NEVER WALK ALONE FOUNDATION APPRECIATION EVENT OVER AT THE RV PARK IN GARLAND AND GOT TO MEET THE AISLING EQUINE THERAPY OWNER, WHICH WAS EXTREMELY INTERESTING. AND THEN THE FOLLOWING WEEK DID THE DFW SOCCER FIRST RESPONDERS FIRST EVER TOURNAMENT THAT THEY RAISED SOMEWHERE AROUND $8,000.
AND IT WAS AN ALL DAY SOCCER EVENT.
THEY PLAYED THREE AND FOUR GAMES.
THE FINALIST WAS THE DALLAS PD AGAINST OUR GARLAND PD.
AND UNFORTUNATELY OR FORTUNATELY, DEPENDING WHERE YOU WANT.
AND THEN I PARTICIPATED IN SOME THINGS, THE FUNDRAISER FOR OUR CRIME STOPPERS AND THEN THE RIBBON CUTTING FOR THE LAWN WIND SPLASH PAD, RIBBON CUTTING.
BUT MORE IMPORTANTLY, I'VE SPENT THE SUMMER BEING GRANDMA AND I'M THRILLED TO DEATH WITH THAT.
THANK YOU. MR. SELDERS? YES, THANK YOU, MS. GRIFFIN. I HAD AN OPPORTUNITY TO ATTEND THE THE WELCOME FOR OUR NEW EMPLOYEES TO THE DISTRICT BLOCK PARTY, AND IT WAS KIND OF OFF THE MEAT RACK.
[00:35:09]
IT WAS REALLY, REALLY GOOD.LOPEZ I WAS LIKE, THAT WAS THAT WAS COOL.
ADAMS, YOU WERE RESPONSIBLE FOR LARGELY COORDINATING THE EVENTS SURROUNDING THAT.
AND THAT WAS SORT OF A REALLY GREAT THEME TO HAVE.
AND I JUST HOPE THAT AS WE CONTINUE THROUGHOUT THE SCHOOL YEAR, THAT THEIR EXPERIENCE OR THE THING THAT THEY EXPERIENCED ON MONDAY, THAT THEY CONTINUE TO FEEL SUPPORTED AND WELCOMED THROUGHOUT THE YEAR, AS WELL AS ALL OF OUR OTHER STAFF AND CAMPUS LEADERS AND TEACHERS AS WE SUPPORT OUR STUDENTS TO HAVE AN AWESOME SCHOOL YEAR.
THANK YOU, MS. GRIFFIN. I ALSO ATTENDED THE NEW TEACHER RETURNING WELCOME HOME YESTERDAY AND HAD A VERY GOOD OPPORTUNITY TO ONE THING THAT WAS REALLY EXCITED ABOUT WHEN MR. ADAMS GOT UP AND MADE A COMMENT ABOUT WHICH ONE OF THESE AREAS THERE WAS FOUR DIFFERENT AREAS, ONE OF LEADERSHIP INNOVATION, ONE OF STRIVING FOR EXCELLENCE AND ONE OF RELATIONSHIPS. WHICH ONE OF THOSE YOU FEEL LIKE THAT CATEGORY YOU FALL IN AND YOU NEED TO TELL THAT TO YOUR NEIGHBOR.
LOPEZ, SO I LOOKED AT HIM AND HE LOOKED AT ME AND HE GOES, WELL, JOHNNY, YOU SAID, WHAT WAS YOUR FAVORITE? I SAID, STRIVE FOR EXCELLENCE.
HE GOES, THAT'S THE SAME ONE I HAVE.
THIS YEAR, OUR LEADERSHIP PIPE IS IN PLACE.
WE HAVE THE INNOVATION IN PLACE AND THE RELATIONSHIP BUILDING IS BEING VERY STRONG.
AND OF COURSE, I BLEED BLACK AND GOLD IS ALL WELL AWARE OF.
AND HE DID A GREAT JOB WITH THOSE FAMILIES.
AND EVERY ONE OF HIS ASSISTANT PRINCIPALS WERE THERE.
ALL OF HIS COUNSELORS WERE THERE.
I MEAN, IT WAS REALLY DONE EXTREMELY WELL.
SO I LOOK FOR GREAT THINGS TO COME OUT OF GARLAND HIGH SCHOOL.
JUDY HAS BEEN NAMED ON JULY THE 15TH, RECEIVED AN AWARD CALLED THE JODY CONRADT AWARD AND IS FOR FEMALE COACHES WHO SHOW INTEGRITY AND PROFESSIONALISM IN WOMEN'S SPORTS.
SO I JUST WANTED, MY HAT'S OFF TO JUDY AND WHAT SHE HAS ACCOMPLISHED IN WOMEN'S SPORTS.
AND WE HAVE IT RIGHT HERE IN GARLAND ISD AND WE'RE BLESSED TO HAVE HER.
SO AND I HOPE THAT EVERYBODY HAD A SAFE 4TH OF JULY AND I HOPE THAT EVERYBODY IS READY.
THE NEXT TIME THAT WE SPEAK TO YOU FOLKS, WE'RE GOING TO BE IN SCHOOL.
AND SO I LOOK FORWARD TO THE SCHOOLS BEING OPEN.
THE PRINCIPALS ARE EXCITED, THE BUILDINGS ARE GETTING CLEANED.
I HOPE THE HVAC IS WORKING BECAUSE IT'S HOT AND I KNOW IT WILL BE.
THANK YOU. MR. JOHNSON. THANK YOU, MADAM PRESIDENT.
SO OUR HIGH SCHOOLS ARE ABUZZ WITH ACTIVITY ALREADY, NOT ONLY WITH FINE ARTS, BUT YOU HAVE ALREADY ATHLETICS COMING OUT AND YOU HAVE KIDS GETTING IN LINE TO GET THEIR DRIVERS TO GET THEIR PARKING PERMITS.
IT'S NOT THE SUMMERS THAT WE USED TO REMEMBER.
BUT I WAS ALSO HONORED TO ATTEND THE NEW EMPLOYEE BLOCK PARTY.
I MEAN, ONE THING THAT YOU CAN TELL WHENEVER YOU TALK TO PEOPLE WHO ARE INVOLVED IN OTHER DISTRICTS, WE'RE BRINGING A LOT MORE ENERGY TO OUR DISTRICT WIDE EVENTS THAN THEY ARE AT THEIRS. AND I THINK THEY'RE STARTING TO NOTICE AND THEY'RE TRYING TO COBBLE TOGETHER SOME FAKE FACSIMILES OF IT.
BUT SO FAR, THEY HAVEN'T CAUGHT THE MAGIC YET THAT WE HAVE HERE IN GARLAND.
SO AND I THINK THAT THEY'RE GOING TO KEEP TRYING IN VAIN TO DO THAT.
BUT I JUST WANT TO TIP MY HAT TO THE ADMINISTRATION FOR PUTTING OFF YET ANOTHER TREMENDOUS EVENT.
LIKE I SAID, TONS OF ENERGY, TONS OF ENTHUSIASM.
EVERYBODY WHO WAS THERE LOOKED LIKE THEY WERE READY TO JUST TEAR THIS YEAR UP AND GO OUT AND REALLY HELP GET SOME KIDS OVER THE BAR, WHICH IS WHAT WE NEED FOR THEM. I'M ALSO EXCITED TO MOVE FORWARD WITH THIS THIS YEAR.
I AGREE WITH THE ASTUTE TRUSTEE BEACH.
[00:40:02]
IT'S HOT AND IT'S GOING TO STAY THAT WAY, BUT HOPEFULLY WE WON'T HAVE ANY MORE HVAC ISSUES.I'M LOOKING AT YOU, PAUL, AND WE KEEP THINGS GOING ALONG.
THANK YOU, MR. GLICK. THANK YOU.
I WAS AWAY FOR MOST OF THE TIME IN VERY HUMID, VERY HOT SOUTHEAST ASIA, SO VERY LITTLE TO REPORT.
WHEN I GOT BACK ON JULY 17TH, I MADE AN ATTEMPT TO BUY SOME OF OUR BONDS.
I CALLED THREE OF OUR UNDERWRITERS TO TRY AND BUY ONE OF OUR BONDS, ESPECIALLY THE 2045S.
THE FINAL RATE THAT WE HAD POTENTIALLY AND EVEN IN THIS ROOM PROJECTED COULD HAVE BEEN 4.5 OR 5%.
THE BONDS SOLD ON AN AVERAGE OF 3.8%.
AND THE MOST THE LONGEST BOND WAS 22 YEARS.
INCREDIBLE AMOUNT OF SAVINGS OVER THE PAYING OF THOSE BONDS.
SO MAYBE IN THE FUTURE I'LL BE ABLE TO BUY SOME OF THE BONDS.
BUT RIGHT NOW, THEY ARE THE HOTTEST BOND IN THE STATE OF TEXAS.
AAA, AA+ GUARANTEED BY THE STATE INSURANCE, AND THEY'RE NOT AVAILABLE ANYWHERE.
THANK YOU. THANK YOU, MR. GLICK. I WOULD JUST LIKE TO APPLAUD THE ENTIRE DISTRICT ON ALL OF THE SUMMER PREPARATIONS, PROFESSIONAL DEVELOPMENT, ALL OF THE WORK THAT'S BEING DONE THAT STARTED LONG BEFORE THE EVENT OF YESTERDAY.
SO I WOULD LIKE TO THANK YOU FOR ALL OF THE PREPARATION THAT YOU ARE DOING TO TRY TO REMOVE ANY BARRIERS THAT ANY OF OUR STAFF MEMBERS MAY EXPERIENCE DURING THIS YEAR.
KNOW THAT YOUR WORK IS BEING SEEN AND WE SEE A DIFFERENT ATTEMPT IN MAKING EVERYONE READY, WHETHER IT'S THE NEW EMPLOYEES OR IT'S THE EXISTING EMPLOYEES.
AND WITH THAT APPROACH TO UNITY, WE CAN'T DO ANYTHING BUT HAVE A GREAT 2023-2024 SCHOOL YEAR.
I'M NOT GOING TO REPEAT THE EVENTS THAT HAVE ALREADY BEEN MENTIONED, BUT I HAD THE PLEASURE OF ATTENDING THE MULTI-LANGUAGE KICKOFF AND THEIR PROFESSIONAL DEVELOPMENT, AND I WAS VERY PLEASED WITH THAT PROGRAM AND JUST THE PARTICIPATION OF THE STAFF MEMBERS THAT WAS BASICALLY THERE.
DR. LOPEZ, DO YOU HAVE AN UPDATE OR REPORT IF THERE'S A MIC?
[V.E. Superintendent's Report]
I DO. AM I GOING TO HAVE TO TIME YOU? NO, WE'RE GOOD.A FEW THINGS. FIRST OF ALL, WANT TO WISH TWO OF OUR TRUSTEES HAPPY JULY BIRTHDAY.
ONE IS TO MR. ROBERT SELDERS, OUR VICE PRESIDENT, AND ONE IS TO OUR FORMER PRESIDENT, MR. WES JOHNSON. HAPPY BIRTHDAY THIS JULY.
AND WE'RE VERY BLESSED TO HAVE THIS GROUP OF PEOPLE LEADING OUR DISTRICT.
I WILL SAY I'M DEEPLY EXCITED ABOUT WHAT WE HAVE DONE.
AND I WANT TO SAY THAT ALTHOUGH WE CAN BE REPLICATED, WE CAN NEVER BE DUPLICATED.
AND THERE'S A DIFFERENCE BECAUSE EVERYTHING WE'RE DOING IS AUTHENTIC.
WE'RE NOT CREATING THESE ENVIRONMENTS AND EVERYTHING JUST FOR SHOW OR FOR STAMP OR FOR RECOGNITION.
WE'RE REALLY DIGGING DEEP AND SAYING, WHAT IS IT THAT WE NEED? AND IT'S GOING TO CHANGE FROM YEAR TO YEAR BECAUSE IT'S ORGANIC AND SOMETIMES WE'RE GOING TO NEED MORE ENERGY.
SOMETIMES WE'RE GOING TO NEED MORE.
WHATEVER IT IS OUR DISTRICT NEEDS, WE'RE GOING TO FEEL IT.
WE'VE ALL EVOLVED THAT LEADERS.
I DO ATTRIBUTE A LOT OF OUR GROWTH TO THE HOLDSWORTH EXPERIENCE, AND YOU HEAR IT FROM OUR PRINCIPALS THAT IN OUR GETTING IT AND WE ARE TRYING OUR BEST TO MIRROR THE EXPECTATIONS THAT WE WANT FROM OUR PEOPLE.
AND SO WITH THAT AND WITH THAT, WE HOPE WE START EMULATING THESE TYPE OF BEHAVIORS.
AND FOR OUR DISTRICT, OUR SIZE, IT TAKES A WHILE TO CATCH ON.
SO I JUST WANT TO LET YOU KNOW THE MAGIC IS REAL.
[00:45:01]
OKAY. AND THIS YEAR THE THEME IS THE GISD EFFECT.LAST YEAR WAS BE THE LIGHT, NOW BE THE MAGIC.
AND SO LET'S TALK A LITTLE BIT ABOUT BEING THE LIGHT.
LAST YEAR BEING THE LIGHT WAS A STELLAR YEAR.
WE HAD A NUMBER OF RECOGNITIONS, INDIVIDUAL AND DISTRICT WIDE, ESPECIALLY BEING AN HEB FINALIST FOR LARGE DISTRICT, I STILL DEMANDING A RECOUNT, BUT THAT'S A WHOLE OTHER SITUATION.
WE'RE CONSTANTLY GETTING RECOGNIZED FOR A LOT OF THINGS.
AND THOSE ARE IT'S NOT MY RECOGNITION, IT'S THE PEOPLE IN THIS DISTRICT'S RECOGNITION.
IT'S THE PEOPLE WORKING HARD EVERY DAY.
A LOT OF THESE INITIATIVES HAVE BEEN PLANNED OUT THAT LONG.
TO HAVE A SUCCESSFUL START, IT JUST DOESN'T HAPPEN.
AND LAST YEAR WE ENDED STRONG.
LAST YEAR WE STARTED THE SEASON AS THE HIGHEST RATED URBAN DISTRICT IN NORTH TEXAS.
WE'RE GOING TO KEEP THAT THIS YEAR AND WE'RE GOING TO KEEP BUILDING ON IT.
AND I WANT TO SAY WE WILL BE THE THE STATE KEEPS CHANGING THE GRADES, Y'ALL.
SO OUR GRADES ARE GOING TO BE VERY DIFFERENT THAN THEY WERE BEFORE.
BUT IT'S IT'S NOT BECAUSE OF US.
THEY CHANGE IT WITH NO OPPORTUNITY TO CHANGE IT MID-FLIGHT.
BUT WE'RE STILL GOING TO DO BETTER THAN PROBABLY EVERY OTHER URBAN DISTRICT IN NORTH TEXAS ONCE AGAIN, BECAUSE WE ARE GARLAND, USA AND WE'RE ON THE QUEST, NO MATTER WHAT STANDARD THEY SET TO BE THAT A DISTRICT.
AND IT'S NOT BECAUSE IT'S AN A, IT'S BECAUSE WHAT HAPPENS IS EVERYBODY'S WATCHING US.
WE KNOW THEY'RE TRYING TO DUPLICATE OUR EFFORTS.
AND IF WE MAKE THAT A THEY KNOW, THEN THEY CAN MAKE THE A, TOO.
AND WHAT DOES THAT MEAN? CHILDREN BEYOND OUR BORDERS ARE BENEFITING.
AND THAT'S WHAT WE WANT TO BE.
WHEN YOU'RE THE LEADER OF THE COMMUNITY, IT'S NOT JUST ABOUT YOU.
IT'S ABOUT ALL THE SURROUNDING DISTRICTS AND LIFTING THEM UP.
WE WILL SEE YOU AT THE CONVOCATION AND WE'RE READY TO KICK OFF ONE MORE NOTE.
SO I WAS ON VACATION IN MAUI FOR THE FIRST TIME WITH MY FAMILY.
YOU'RE LIKE, WHY IS HE TALKING ABOUT THIS? I WENT TO A GOLF PRO SHOP AND THEY HAD ALL THESE NEW THINGS UP THERE.
AND HE GOES, THIS IS MY FIRST LINE OF, I WOULD JUST SAY GOLF APPAREL, RIGHT? AND HE SAYS, I'VE ONLY BEEN OPEN SIX MONTHS AND I'M ALREADY GOING TO BE EXPANDING TO BANGKOK AND IT'S CALLED YO BECAUSE THEY WHEN THEY SEE THEM, THEY GO, YO.
AND SO HE'S GOING TO OPEN UP IN BANGKOK.
AND I WAS I WAS JUST CHECKING IT OUT AND I WAS WEARING A HAT WITH A TEXAS EMBLEM ON IT.
AND HE GOES, HEY, ARE YOU FROM TEXAS? I SAID, YEAH. HE GOES, WHAT PART? AND I WAS JUST LIKE, WELL, I DON'T WANT TO GO THROUGH ALL THIS EXPLANATION, BUT I JUST SAID, DALLAS.
HE GOES, WOW, DALLAS, I KNOW DALLAS.
I SAID, WHAT? HE GOES, I USED TO LIVE IN GARLAND.
AND HE GOES, YOU KNOW GARLAND. I GO, DO I KNOW GARLAND? YES, I KNOW GARLAND.
HE GOES, DO YOU KNOW BULLOCK? I GO, BULLOCK ELEMENTARY? HE GOES, YEAH, I WENT TO ELEMENTARY SCHOOL THERE HE GOES.
DO YOU KNOW JACKSON? I GO, JACKSON MIDDLE SCHOOL.
HE GOES, HOW DID YOU KNOW THAT? I GO, BECAUSE I'M THE SUPERINTENDENT.
AND SO ANYWAY, HE HAS A LINE OF CLOTHES AND APPAREL.
HE WENT TO GARLAND SCHOOLS BEFORE HIS PARENTS MOVED TO CINCINNATI.
YOU ALL. THAT'S THE GARLAND USA.
AND PEOPLE OF SIGNIFICANCE HAVE BEEN PART OF OUR SYSTEM.
RIGHT? AND I GOT SOME APPAREL FOR THE LADIES, I GOT THEM A HAT.
I GOT A COVER FOR YOUR DRIVER.
RIGHT. THAT HE CREATED REALLY COOL THINGS.
BUT THAT WAS A GARLAND STUDENT THAT CREATED THAT.
AND SO THOSE DAYS THAT ARE TOUGH, YOU NEVER KNOW HOW YOU'RE GOING TO POSITIVELY IMPACT.
YOU DON'T KNOW WHERE YOU'RE GOING TO BE, AND SOMEBODY'S GOING TO SAY, YEAH, I WAS A GARLAND PERSON.
OKAY, SO REALIZE THAT THE GISD EFFECT IS NOT SOMETHING NEW.
IT'S SOMETHING WE'VE ALWAYS DONE AND THAT WE DON'T WANT TO LOSE.
TRUSTEES, ALLOW ME TO MOVE OUT OF ORDER, IF YOU WILL.
AND LET'S GO TO WE WILL COME BACK TO SIX.
LET'S GO TO SEVEN ACTION ITEMS NON-CONSENT.
AND WE WILL LISTEN TO EACH OF THESE ONE AT A TIME.
[00:50:08]
SO A IS TO CONSIDER APPROVAL OF THE MEMORANDUM OF UNDERSTANDING WITH PLANO ISD AND WYLIE ISD.DID I NOT SEE YOUR HAND? NO. OKAY, SO YOU HAVE A QUESTION? NO, I HAVE A COMMENT ON ITEM V.F.
[V.F. Future Agenda Items]
OH, I'M SORRY. OKAY.FUTURE AGENDA ITEMS. YES. THANK YOU, MS. GRIFFIN. BACK ON JUNE 17TH, DR.
LOPEZ SENT US A REPORT DATED JUNE 15TH.
FINE ARTS, ACOUSTICAL IMPROVEMENTS IN SECONDARY SCHOOLS.
WOULD WE BE ABLE TO GET A REPORT THAT SAYS SOLICITATIONS ANTICIPATED IN JULY WITH IMPROVEMENTS BEGINNING IN LATE AUGUST? COULD WE GET AN UPDATE ON THAT, PLEASE, AT SOME POINT? THANK YOU. I'M SORRY, MR. GLICK. YOU SPED UP AT THE END.
AND WHAT WAS. WHAT DID YOU ASK? WE GET AN UPDATE ON THE REPORT IF THE JULY WORK WAS STARTED AND IF IT'S GOING TO START IN LATE AUGUST.
THE IMPROVEMENTS THIS IS GOING BACK TO OUR 2014 BOND, THE LAST.
OKAY. SO THE REGULAR SCHEDULE, JUNE SUMMER WORK THAT WAS SUPPOSED TO START.
YOU'RE ASKING FOR AN UPDATE? YEAH. OKAY.
I'M COMING TO YOU JUST A SECOND.
MS. STANLEY? I HAD A FUTURE AGENDA ITEM, TOO.
YES, I THOUGHT WE WERE COMING BACK TO IT.
I WOULD LIKE TO SEE SOME KIND OF AN UPDATE REPORT OF OUR [INAUDIBLE] AND WHAT IT'S DONE FOR US.
WHAT HOW IT'S AFFECTED OUR COMMUNITY.
SOME SOMETHING ON THAT, PLEASE.
OKAY. AND I THINK THAT WAS IMPLEMENTED LIKE IN APRIL OR SOMETHING.
YEAH, WE GOT THAT KICKED OFF IN APRIL SO WE CAN TELL YOU WHAT WE'VE DONE SINCE APRIL.
OKAY. SO WHAT YOU'RE SAYING, DR.
LOPEZ, IS THAT IT WASN'T IMPLEMENTED AS WE APPROVED IT, NO DELAYS.
WE HAD DELAYS DEALING WITH OUR CONTRACT.
WHAT WE WANTED TO SEE ON THE CONTRACT AND WHAT THEY WANTED TO SEE.
AND BY THE TIME WE GOT IMPLEMENTED, WE WERE ABLE TO KICK IT OFF IN APRIL.
OKAY, SO YOU'LL BRING US TWO MONTHS OF WHATEVER WE'VE DONE.
IF THAT'S JUST TRAININGS, EVERYTHING ELSE.
THANK YOU. ARE THERE ANY FUTURE AGENDA ITEMS? THANK YOU.
I'M STILL GOING TO PROCEED WITH NUMBER SEVEN AND START WITH OUR ACTION ITEM.
[VII.A. Consider Approval of Memorandum of Understanding with Plano ISD and Wylie ISD]
CONSIDER APPROVAL OF MEMORANDUM OF UNDERSTANDING WITH PLANO ISD AND WYLIE ISD.THAT IS NOT TONYA RAMOS SO YOU CAN INTRODUCE YOURSELF OR DR.
LOPEZ. SO PLEASE INTRODUCE YOURSELF.
RAMOS. SO THAT IS A GOOD DEAL.
YES. GOOD EVENING, PRESIDENT GRIFFIN, MEMBERS OF THE BOARD OF TRUSTEES.
AND DR. LOPEZ, I AM STEPHANIE ROBERTSON.
YOU'RE RIGHT. I AM NOT TONYA, DR.
THE BOARD WOULD LOVE TO HEAR YOUR EXPERIENCE AND WHATEVER YOU WANT TO SHARE.
WELL, I'VE BEEN AN EDUCATOR ALL MY LIFE.
I'M AN ONLY CHILD, SO MY PARENTS WERE BOTH EDUCATORS, SO I ALWAYS TAUGHT TO MY STUFFED ANIMALS.
I'VE BEEN TEACHING ALL MY LIFE.
I HAVE 26 YEARS OF EXPERIENCE, MOSTLY SECONDARY.
I HAVE TAUGHT IN DALLAS ISD FOR I HAVE BEEN A MEMBER OF THE DALLAS ISD COMMUNITY FOR 23 YEARS.
I WAS IN DESOTO FOR FOUR YEARS AND SO NOW THIS IS APPROACHING YEAR 27.
[00:55:09]
ASSOCIATE PRINCIPAL, PRINCIPAL, SPECIAL EDUCATION SUPERVISOR, SPECIAL EDUCATION MANAGER.AND NOW I'M IN GARLAND AS THE DIRECTOR OF SPECIAL EDUCATION.
THEY MAY HAVE EXPERIENCED LITTLE TO NO PROGRESS WITH DOCUMENTED BEHAVIORAL INTERVENTIONS AND SUPPORTS IN THEIR CURRENT SETTING, AND THEY MAY ALSO HAVE EXHAUSTED THE MOST RESTRICTIVE ENVIRONMENT THAT WE HAVE IN DISTRICT CLASSROOMS. SO THE MEMORANDUM OF UNDERSTANDING THAT'S INCLUDED IN YOUR PACKET FOR CONSIDERATION IS THE CONTINUATION OF THIS REQUEST THAT WAS APPROVED BY THE BOARD LAST SCHOOL YEAR.
THEY ARE BOTH IN PLANO AND WYLIE ISDS, AND THESE PROGRAMS SERVE STUDENTS IN GRADES 6-12.
SO IF A STUDENT REQUIRES A MORE RESTRICTIVE ENVIRONMENT PLACEMENT THAN A COMPLETE, SELF-CONTAINED CLASSROOM, THE NEXT SETTING WOULD TYPICALLY BE A NONPUBLIC DAY SCHOOL. BUT WITH THIS PARTNERSHIP, IT ALLOWS US TO CREATE ANOTHER OPPORTUNITY SO THAT THE STUDENT MAY REMAIN IN PUBLIC EDUCATION.
SO AGAIN, WE'RE ASKING THAT THE BOARD WILL APPROVE THIS AGREEMENT SO THAT WE CAN CONTINUE TO PROVIDE THE APPROPRIATE SUPPORTS AND SERVICES TO THE STUDENTS WHO ARE ENTRUSTED TO OUR CARE IN GARLAND ISD.
IS THERE A MOTION? MADAM PRESIDENT, I MOVE THAT WE APPROVE THE MEMORANDUM OF UNDERSTANDING AS LISTED IN OUR BOARD BOOK WITH PLANO ISD AND WYLIE ISD.
SECOND, IT'S BEEN PROPERLY MOVED AND SECOND MOVED BY MR. JOHNSON, SECOND BY MR. BEACH. VOTE OPEN.
THE RESULTS OF 7-0 FOR THIS MEMORANDUM.
[VII.B. Consider Approval for Memorandum of Understanding (MOU) with Dallas County Juvenile Justice Alternative Education Program (DCJJAEP)]
DR. HEMPHILL.GOOD EVENING AGAIN, PRESIDENT GRIFFIN TRUSTEES AND DR.
LOPEZ. CHAPTER 37 OF THE TEXAS EDUCATION CODE REQUIRES THAT JUVENILE BOARDS AND INDEPENDENT SCHOOL DISTRICTS WORK COOPERATIVELY TO PROVIDE ALTERNATIVE EDUCATION PROGRAMS AND COUNTIES WITH A POPULATION OF 125,000 OR MORE.
WE MAINTAIN AN MOU WITH DALLAS COUNTY JUVENILE JUSTICE ALTERNATIVE EDUCATION PROGRAM, OR DC JJAEP.
FOLLOWING AN EXPULSION FROM SCHOOL TO RETURN STUDENTS TO THE SCHOOL SETTING WHEN APPROPRIATE, AND TO IMPRESS UPON STUDENTS THAT PROGRESSIVE SANCTIONS FOR MISCONDUCT ARE IN OUR PUBLIC SCHOOL SETTINGS.
THIS MEMORANDUM IS ALSO TO PROVIDE EDUCATIONAL OPTIONS FOR THE JUVENILE COURTS CONSISTENT WITH THE PROGRESSIVE SANCTIONS IN JUVENILE JUSTICE SYSTEMS WHERE APPROPRIATE, AND OF COURSE, TO COMPLY WITH THE REQUIREMENTS OF CHAPTER 37 OF THE TEXAS EDUCATION CODE.
THIS YEAR, THERE ARE NO SIGNIFICANT REVISIONS IN OUR NEW MOU, WHICH WAS INCLUDED IN YOUR PACKET AND ADMINISTRATION DOES RECOMMEND APPROVAL OF THE MOU.
SHE IS OUR REPRESENTATIVE TO THE DALLAS COUNTY JJAEP AND SHE CAN ANSWER ANY QUESTIONS YOU MAY HAVE ABOUT OUR RELATIONSHIP WITH THE DALLAS COUNTY JJAEP. TRUSTEES.
DO WE HAVE ANY QUESTIONS? IS THERE A MOTION? YES, I MAKE A MOTION THAT WE APPROVE THE MEMORANDUM OF UNDERSTANDING THE MOU WITH DALLAS COUNTY JUVENILE JUSTICE ALTERNATIVE EDUCATION PROGRAM AS PRINTED IN OUR BOARD BOOKLET TONIGHT.
[01:00:02]
SECOND. IT'S BEEN PROPERLY MOVED AND SECOND, THAT WE APPROVE THE MEMORANDUM OF UNDERSTANDING WITH THE DALLAS COUNTY JUVENILE JUSTICE ALTERNATIVE EDUCATION PROGRAM, IT WAS MOVED BY MR. GLICK, I MEAN MOVED BY MR. BEACH AND SECOND BY MR. GLICK. IS THAT CORRECT? OKAY. OPEN VOTE.CLOSED VOTE. THE RESULTS OF THAT IS 7-0.
VII.C IS TO CONSIDER APPROVAL OF MODIFICATION TO CONTRACT NUMBER 141-24 COMMODITY PROCESSING.
[VII.C. Consider Approval of Modification to Contract #141-24 Commodity Processing]
JENNIFER MILLER AND THAT LOOKS LIKE MR. BOOKER. OKAY.MR. BOOKER TO PRESIDENT GRIFFIN, MEMBERS OF THE BOARD OF TRUSTEES, TO DR.
LOPEZ DURING OUR REVIEW OF THIS CONTRACT THAT WAS PREVIOUSLY AWARDED BY THE BOARD OF TRUSTEES, WE IDENTIFIED AN OVERSIGHT OF ONE OF THE VENDORS, NARDONG BROTHERS, WHO DID HAVE THE LOWEST RESPONSIBLE BID THAT WAS NOT AWARDED.
DURING THAT REVIEW, WE DISCOVERED THAT WE HAD TRANSPOSED THE VENDOR NAME FOR TSD DISTRIBUTING INC..
WE TOOK THIS OPPORTUNITY TO CORRECT THAT AS WELL FOR THIS ACTION ITEM.
ALL RIGHT. ANY QUESTIONS? IS THERE A MOTION? MADAM PRESIDENT, I MOVE THAT WE APPROVE THE MODIFICATION TO CONTRACT 141-24 COMMODITY PROCESSING.
IS THERE A SECOND? MR. BEACH? OKAY.
IT'S BEEN PROPERLY MOVED AND SECOND, THAT WE APPROVE A MODIFICATION TO CONTRACT NUMBER 141-24 COMMODITY PROCESSING. AND IT WAS SECONDED BY MR. BEACH. IS THAT RIGHT? DID I GET THAT RIGHT? OKAY.
THANK YOU. MOVING ON TO D CONSIDER APPROVAL OF A RECOMMENDATION FOR SALARY SCHEDULE.
[VII.D. Consider Approval of Recommendation for Salary Schedule Addendum to 2023-2024 Security Salary Schedule]
ADDENDUM TO THE 2023-2024 SALARY.GOOD EVENING, PRESIDENT GRIFFIN, BOARD OF TRUSTEES.
I BRING BEFORE YOU AN AMENDMENT TO OUR 20 2324 SALARY SCHEDULE WHICH WAS APPROVED LAST MONTH THIS MONTH. SINCE THAT ONE WAS APPROVED, OUR LEGISLATURE AND GOVERNOR HAVE APPROVED AND PASSED LEGISLATION THAT REQUIRES THAT WE HAVE ONE ARMED SECURITY OFFICER AT EACH CAMPUS IN AN EFFORT TO MAKE THAT HAPPEN IN GARLAND ISD. I PRESENT TO YOU OUR SALARY SCHEDULE.
THE INFORMATION BEFORE YOU INCLUDES THE PAY SCHEDULE FOR OUR SECURITY OFFICERS, OF WHICH WE PLAN TO PLACE 40 FOR A SECURITY OFFICER, SPECIALIST AND A SECURITY OFFICER COORDINATOR.
THE INFORMATION IS ON THE ADDENDUM THAT IS THAT IS ATTACHED TO YOUR BOARD ITEM.
ARE THERE ANY QUESTIONS? TRUSTEES, LET ME DRAW YOUR ATTENTION TO PAGE 573.
THAT IS THE DETAILED INFORMATION WITH THE COST AMOUNT.
DR. LOPEZ, HOW MANY CAMPUSES ARE WE TRYING TO SATISFY WITH THIS OR THAT MAY BE A DR.
GARRETT'S QUESTION. SO THIS IS GOING TO SATISFY ALL OUR ELEMENTARY CAMPUSES THAT CURRENTLY DO NOT HAVE AN SRO ASSIGNED TO THEM EXCEPT FOR SACHSE.
SACHSE IS COVERING ALL ELEMENTARY SCHOOLS BECAUSE THEY'RE ABLE TO COVER THEM.
WE'RE SHORT OFFICERS IN GARLAND ROWLETT IS TRYING TO PICK UP.
SO THIS WILL SATISFY ANYWHERE.
OKAY. ARE THERE ANY QUESTIONS? OKAY. I GUESS I CAN'T EVER.
OKAY, MR. GLICK? THANK YOU. AND MAYBE FOR MS. MAYO, WHAT WE'RE LOOKING AT IS ABOUT 1,000,005 ON THIS, IF I REMEMBER RIGHT.
[01:05:01]
THE STATE IS GIVING US AN ADDITIONAL $15,000 PER CAMPUS.YES. I THINK WHEN WE DID THE LAST ANALYSIS, IT ENDED UP TO BE JUST OVER $1 MILLION TO OFFSET.
SO AT THIS POINT, ABOUT A HALF $1 MILLION ROUGHLY, AN UNFUNDED MANDATE, WOULD THAT BE FAIR ENOUGH? WELL, THIS IS ONLY IDENTIFIES THE SALARY ASSOCIATED WITH THESE POSITIONS.
SO WE DID, IF YOU REMEMBER, DID COME TO THE BOARD FOR ABOUT $3 MILLION.
THAT DOES INCLUDE ALL OF THE EXTRA THE NON PAYROLL ITEMS, ANY OVERTIME AND THINGS OF THAT NATURE.
SO IT WOULD WE WOULD HAVE TO TAKE INTO ACCOUNT THOSE ITEMS. BUT YES SIR, IT WOULD OFFSET THAT AMOUNT.
YEAH. SO TOTAL SECURITY AGAIN, A LITTLE OVER $3 MILLION.
AND THAT COULD CHANGE ONCE WE START TO IDENTIFY, MAYBE BE LESS THAN THAT.
SO THAT WAS A CONSERVATIVE APPROACH, BUT.
THANK YOU. BUT FOR TONIGHT, WE ARE APPROVING THE 40 OFFICERS AND THE AMOUNT THAT'S PRINTED ON PAGE 573. MADAM PRESIDENT, MAY I MAKE A COMMENT BEFORE WE EVEN GO FOR A MOTION? I JUST WANT TO CONGRATULATE MARK QUINN AND DR.
THEY DIDN'T UNDERSTAND HOW WE COULD APPROACH THE LAW IN THIS WAY.
THEY'RE LOOKING NOT ONLY ON HOW WE'RE LOOKING AT OFFICERS, WELL, PEOPLE ARE THAT ARE LISTENING.
THEY'RE NOT GOING TO GET MINIMUM RETURN REQUIRED TRAINING, TRAINING.
SO IT'S NOT JUST SIMPLY HERE'S YOUR SECURITY, HERE'S AN ARMED SECURITY PERSON.
AND A LOT OF THOUGHT HAS GONE INTO THIS.
AND I WILL TELL YOU THAT DISTRICTS FROM ALL OVER OUR AREA ARE LOOKING TO US FOR DIRECTION.
AND RIGHT NOW WE'RE TAKING THE STEP IN THE RIGHT DIRECTION.
SO I JUST WANT TO PUBLICLY THANK YOU ALL FOR DOING THIS RIGHT.
THANK YOU. MR. BEACH, WITH APPROVAL OF IF THIS DOES PASS TODAY WITH APPROVAL, IS THERE A TIMELINE? I KNOW THAT WE'RE ASKING WHEN YOU'RE TALKING ABOUT 40 OFFICERS, ABOUT HOW SOON THAT WILL BE FILLED AS FAR AS APPLICANTS AND GETTING STARTED WITH SCHOOL STARTING ON AUGUST THE 8TH WHEN WE WILL HAVE THOSE FOLKS IN PLACE.
SO I BELIEVE THE JOBS ARE ALREADY POSTED.
AND SO WE'RE JUST GOING ON A WHIM AND A PRAYER IF WE HAVE TO GET AHEAD OF THE CURVE.
OKAY. THAT'S WHAT I THOUGHT. SO OKAY.
BUT IN IN KEEPING WITH CONGRATULATING STAFF, REMEMBER, THIS STARTS WITH POLICY AND YOU ALL DID AN EXCELLENT JOB IN WRITING THAT POLICY AND BRINGING IT TO US.
SO WE HAVE THREE ITEMS ON THIS ONE ONE DEAL, A COUPLE OF THEM WERE DISCUSSIONS.
BUT SO IT STARTED WITH THE POLICY.
AND THEN WHEN YOU HAVE A POLICY, YOU CAN COME BACK AND PUT THE DOLLARS.
IS THERE ANY MORE? ARE THERE ANY QUESTIONS, MISS STANLEY? SO AND IT MIGHT HAVE BEEN SAID AND I JUST MISSED IT, BUT THIS IS A 1.5 MILLION BUDGET INCREASE, BUT WE'RE ACTUALLY GOING TO BE SPENDING MORE.
IS THAT WERE THAT OFF? BECAUSE IF YOU DO THE MATH, IT'S 55,000 PER OFFICER, SO IT'S 2.2 MILLION.
BUT SO WHERE'S THE BALANCE? BECAUSE I THOUGHT WE HAD THROWN AROUND A NUMBER THAT WAS CLOSER TO A 3 MILLION COST.
THAT WAS WHAT MR. GLICK WAS DISCUSSING EARLIER.
SO THIS IS 1.5 PLUS WHAT WE'RE GOING TO GET FROM THE STATE.
SO THERE NEEDS TO BE A LOT OF ITEMS PURCHASED TO GO ALONG WITH THIS PROGRAM.
AND SO THE BULK OF THAT WAS CONSERVATIVELY ESTIMATED AT $3 MILLION.
AND AS WE BEGIN TO NAIL THAT DOWN, WE'LL COME BACK AND TAKE A LOOK AT THAT.
OKAY. SO IT IS MORE THAN A 1.5 BUDGET? THAT'S CORRECT.
AND IT'LL BE OFFSET BY? SO THAT'S WHAT WAS THROWING ME BECAUSE THE MATH DIDN'T ADD UP TO ONE.
I'M COMING. I JUST WANT TO CLARIFY THAT.
THIS IS TALKING ABOUT THE SALARY SCHEDULE.
[01:10:03]
YES. SO THAT'S WHERE THE DIFFERENCE MAY BE.AND WHEN WE PUT IT IN THE BUDGET INITIALLY, I THINK THE EXTRA MONEY CAME LATER.
WE PLANNED THAT WITHOUT KNOWING THAT WE WERE GOING TO GET SOME BUDGET MONEY BACK FROM THE STATE.
MR. MILLER? YEAH, JUST RIGHT ALONG THOSE LINES.
AND TO CLARIFY, SO AT ANY POINT IN TIME THAT WE DO NEED TO ADJUST THE BUDGET, WHETHER IT BE AN INCOME ITEM OR AN EXPENSE ITEM, THAT IS SOMETHING THAT WILL COME BACK TO THE BOARD AT A LATER DATE.
ANY ADJUSTMENTS TO REVENUE OR EXPENSE BUDGET DO REQUIRE BOARD APPROVAL.
BUT YOU FEEL PRETTY GOOD ABOUT HAVING CAPTURED THE COST IN THAT $3 MILLION NUMBER.
YES, SIR. I FEEL LIKE THAT WAS A VERY CONSERVATIVE NUMBER.
OKAY. IS THERE A MOTION ON THE ITEM THAT WE'RE DISCUSSING FROM THE AGENDA? CONSIDER APPROVAL OF RECOMMENDATION FOR SALARY SCHEDULE.
ADDENDUM TO THE 2023-2024 SECURITY SALARY SCHEDULE.
I MOVE THAT WE APPROVE THE RECOMMENDATION FOR SALARY SCHEDULE.
ADDENDUM TO 2023-2024 SECURITY SALARY SCHEDULE AS PRINTED IN OUR BOARD BOOK.
ADDENDUM TO THE 2023-2024 SECURITY SALARY SCHEDULE.
MOTION BY MR. JOHNSON. SECOND BY MR. MILLER. VOTE OPEN.
[VII.E. Consider Approval of 2023-2024 T-TESS Calendar]
ITEM E, CONSIDER APPROVAL OF 2023-2024 TEST CALENDAR. I WAS GETTING READY TO EXPLAIN WHAT IT WAS AND THEN.DR. BROWN? GOOD EVENING AGAIN.
THIS IS AN ANNUAL THING THAT WE DO AS REQUIRED FOR OUR TEACHER EVALUATION.
OUR BOARD OF TRUSTEES MUST REVIEW AND APPROVE OUR CALENDAR FOR TEST EVALUATIONS.
THAT. NO, NO FORMAL OBSERVATIONS OF A TEACHER SHALL BE MY THING.
NO FORMAL OBSERVATIONS OF A TEACHER SHALL BE CONDUCTED ON A DAY WHEN THE TEACHER IS INVOLVED IN DISTRICT OR STATE REQUIRED TESTING OR THE DAY BEFORE A STUDENT HOLIDAY. ADDITIONALLY, NO FORMAL OBSERVATIONS IN THE TWO WEEKS FOLLOWING THE DAY OF COMPLETION OF THE TEST ORIENTATION.
SO IF YOU LOOK AT THE DATES AS PRESENTED TO YOU AND I'M NOT SURE WHAT PAGE THAT IS ON 576 OF YOUR BOARD BOOK, THOSE ARE THE DATES THAT YOU SEE THERE AND THE DATES ARE LISTED BY MONTH.
ARE THERE ANY? I WAS GOING TO MAKE A MOTION THAT WE APPROVE THE TEST CALENDAR AS PRINTED IN OUR BOARD BOOK. SECOND.
MOTION. AND SECOND, THAT WE APPROVE THE 2023 2024 TAX CALENDAR AS PRINTED TEST CALENDAR AS PRINTED IN OUR BOARD BOOK.
IT WAS APPROVED WAS MOTIONED BY MR. MILLER AND SECOND BY MR. GLICK. VOTE OPEN.
ITEM VII.F IS CONSIDERED APPROVAL OF DONATION OF $7,658 FROM LUNA ELEMENTARY SCHOOL PTA.
[VII.F. Consider Approval of Donation of $7,658 from Luna Elementary School PTA ]
MR. FERNANDEZ AND MS. WILKERSON OVER THERE?[01:15:01]
YEAH. OKAY. ALL RIGHT.BOARD PRESIDENT GRIFFIN, MEMBERS OF THE BOARD.
DR. LOPEZ, WE'RE HERE TONIGHT TO PRESENT TO YOU A DONATION FROM THE LUNA PTA.
FOR THE DONATION IS SPECIFIC TO A GAGA PIT.
THANK YOU. SO YOU'RE WONDERING, OKAY, WHAT IS A GAGA PIT? SO THIS IS A SOME OF THE GAGA PITS THAT ARE OUT THERE.
THIS IS THIS IS AN ACTIVITY FOR OUR YOUNGER STUDENTS IN OUR SCHOOLS TO TO PLAY.
I DON'T REALLY KNOW THE RULES OF IT, BUT I KNOW IT'S A VERY ENGAGING ACTIVITY FOR OUR STUDENTS.
AND WE'RE VERY EXCITED TO TO RECEIVE THE FUNDS FROM LUNA PTA.
IT'S GOING TO BE LOCATED ON THE BLACKTOP, SO THAT'S ALL GOOD.
BUT IN CASE YOU HAD ANY QUESTIONS REGARDING THAT, SHE IS HERE TO ANSWER ANY QUESTIONS YOU MAY HAVE.
ARE THERE QUESTIONS TRUSTEES OR DO YOU UNDERSTAND FROM THE PRINTED PICTURE, MS. WILKERSON, CAN YOU GIVE US A BRIEF? WELL, PRESIDENT GRIFFIN, TRUSTEES AND DR.
LOPEZ, PLEASE BE KIND, BECAUSE THIS IS NOT MY AREA OF EXPERTISE EITHER.
SO THAT AND IT'S VERY SOFT FOAM BALL.
THEY'RE RUNNING THEY'RE TRYING TO AVOID BEING HIT BY THE BALL.
THEY'RE ALSO TRYING TO HIT THE BALL.
THE GAME GOES PRETTY QUICKLY, BUT THE KIDS ARE ACTIVE THE WHOLE TIME.
THEY'RE RUNNING. THEY'RE TRYING TO HIT THE BALL ONE HANDED, OPEN OR CLOSED FIST.
AND THE GAMES LAST ABOUT FIVE MINUTES.
BUT IT'S AN OCTAGONAL STRUCTURE AND IT'S MADE OUT OF STRUCTURAL COMPOSITE BOARD SO YOU DON'T HAVE TO WORRY ABOUT SPLINTERING, WARPING, ANY KIND OF ROTTING OR THAT KIND OF THING.
IT'S AN ENGINEERED WOOD, BUT IT'S SOME PLASTIC INVOLVED IN THAT.
AND I THINK THAT'S PRETTY MUCH EVERYTHING.
THANK YOU. ANY MORE QUESTIONS? TRUSTEES? MS. STANLEY? SO THIS IS JUST MORE I'M ALL FOR IT.
BUT WITH US REDOING OUR PLAYGROUNDS AND OUR FOR THE SCHOOLS, I MEAN, PUTTING THIS DOWN, WE'RE NOT GOING TO HAVE TO PICK IT UP AND MOVE IT AROUND.
OKAY, NO, IT YES, IT'D BE PLACED ON OUR BLACKTOP.
WE HAVE A REALLY LARGE BLACKTOP.
SO THERE'S AN AREA THAT WE CAN PLACE IT IN.
THE STUDENTS STILL HAVE PLENTY OF ROOM TO RUN AND PLAY.
ALL RIGHT. IS THERE A MOTION? I'LL MAKE A MOTION THAT WE APPROVE THE DONATION OF $7,658 FROM THE ELEMENTARY SCHOOL PTA SO THEY CAN BUILD THE GAGA COURTS. A SECOND.
OKAY. IT'S BEEN PROPERLY MOVED.
AND SECOND, THAT WE APPROVE THE DONATION FROM THE PTA OF $7,658. IT WAS A MOTION BY MR. BEACH, SECOND BY MS. STANLEY AND VOTE.
I NEED TO ASK A CLARIFICATION THERE.
WE DON'T NEED TO APPROVE THAT BECAUSE IT WAS OVER $5,000 APPROVED THE MONEY ALSO, DO WE OR CAN WE JUST APPROVE THE UNIT ITSELF? WELL, WE ARE APPROVING, I THINK IF THE WORDING IS RIGHT, IF I UNDERSTAND IT CORRECTLY, WE ARE APPROVING THE AMOUNT THAT WAS SUBMITTED FOR THIS.
THAT IS CORRECT. WE'RE ONLY APPROVING THE AMOUNT.
WE'RE JUST SHOWING YOU WHAT THE AMOUNT WAS GOING TO BE SPENT ON.
OKAY. VERY GOOD. ANYTHING OVER $5,000 DONATION HAS TO BE APPROVED BY THE BOARD, CORRECT? OKAY. OKAY.
OH, YOU'RE REMAINING UP BECAUSE YOU ARE.
[VII.G. Consider Approval of Increase in Amount for Staff Parking Expansion at Sam Houston Middle School]
CONSIDER APPROVAL OF INCREASE IN THE AMOUNT FOR STAFF PARKING EXPANSION AT SAM HOUSTON MIDDLE SCHOOL.[01:20:05]
YES. BOARD PRESIDENT GRIFFIN, MEMBERS OF THE BOARD, DR.LOPEZ, WE BRING TO YOU TONIGHT A ACTION ITEM FOR THE PROJECT ITSELF FOR SAM HOUSTON MIDDLE SCHOOL.
WE ARE DOING A EXPANSION OF THE PARKING AREA AT SAM HOUSTON.
THAT PROJECT WAS APPROVED IN JUNE OF LAST YEAR TO START ACTUALLY DESIGNING THE SCOPE OR WORKING WITH THE DESIGNER AND WORKING WITH THE CITY TO TO LOOK AT HOW WE WOULD ACTUALLY GET THIS DONE.
SINCE THAT TIME, THE DOCUMENTS WERE DONE, WE PUBLISHED IT AND WE WENT TO THE MARKET AND WE RECEIVED BIDS THAT COMING BACK, WHEN WE LOOKED AT THE DOLLARS THAT ARE COMING BACK FOR THE BIDS AND YOU'LL SEE THAT IN A NEW BID SUBSEQUENTLY AFTER THIS ACTION ITEM IS THE ACTUAL PROPOSAL FOR AWARD OF CONTRACTOR FOR THAT WORK, THE OVERALL PROJECT ITSELF, THE PROJECT ITSELF, DOLLAR AMOUNT.
WHAT WE'RE ASKING FOR IS A, AN INCREASE FROM THE ORIGINAL WAS 698,346 BASICALLY WHAT WE CONSIDER AN ALL IN PROJECT, AN ALL IN COST FOR THE PROJECT.
AND WITH THE NUMBERS THAT WE'RE SEEING NOW, WE'RE LOOKING AT AN ALL IN COST OF ABOUT 789,746.
SO IT'S ROUGHLY ABOUT A $91,000 INCREASE IN PROJECT COST FOR THE PROJECT.
AND THAT'S WHAT WE'RE BRINGING TO YOU THIS AFTERNOON FOR CONSIDERATION.
OKAY, SO LET ME UNDERSTAND THIS.
THE ITEM IS LISTED AS CONSIDER APPROVAL OF RECOMMENDED CONTRACTOR.
NO, THAT'S THE FOLLOWING ITEM, THIS ITEM HERE.
SO WHAT WE'RE HAVING TO DO IS THE EXPANSION.
AND SO WE SHARED WITH YOU THIS IS WHAT WE THINK THE PROJECT COST IS GOING TO BE.
AND SO NOW THAT WE'VE DESIGNED, NOW THAT WE'VE GONE TO THE MARKET AND WE'RE SEEING THE ACTUAL COST AND SO WE'RE LOOKING AT THE ACTUAL COST BEING ABOUT $91,000 DIFFERENT FROM WHAT WE HAD ORIGINALLY HAD BUDGETED.
SO THIS IS ACTUALLY AN INCREASE.
I GUESS THAT'S WHAT I WAS GETTING TO.
YES, INCREASE FOR THE PROJECT.
IT'S AN INCREASE FOR THE PROJECT.
ALL RIGHT. ANY QUESTIONS? MR. GLICK, WOULD YOU MAKE AN ASSUMPTION THAT THIS 20 SOMETHING PERCENT INCREASE IS JUST INFLATIONARY? I'M ASSUMING THE PROJECT IS EXACTLY THE SAME.
SO THE PROJECT IS WHAT WE ORIGINALLY DESIGNED WITH.
THERE'S BEEN SOME SMALL ADDITIONS TO THE PROJECT TO ENCOMPASS SOME OF THE AREAS WHERE WE HAD, IF YOU RECALL, WE HAD SOME MITIGATION THERE AT SAM HOUSTON.
AND SO WE'VE GOT SOME ADDITIONAL CONCRETE IN SOME AREAS THAT DID NOT HAVE IT BEFORE.
AND SO THAT'S BEEN A SLIGHT CHANGE TO THE PROJECT.
THERE'S BEEN SOME ALSO SOME CHANGES IN HOW THE PROJECT WAS.
WE INITIALLY DESIGNED THE PROJECT AND NOW THAT I SHOULD SAY CONCEPTUALLY AND THEN WHEN THE DESIGN CAME BACK, HAVE SOME TREES THAT ARE GOING TO HAVE TO BE TAKEN OUT. SO THERE WAS A LITTLE BIT MORE DESIGN WORK THAT NEEDED TO BE DONE THAN WHAT WE HAD ORIGINALLY AT THE VERY BEGINNING OF OF WHEN WE HAD KIND OF A DISCOVERY AT THAT TIME WHEN WE WERE DOING DISCOVERY OF WHAT THIS THING WOULD COST, WHAT IT WOULD LOOK LIKE.
AND SO AS WE GOT INTO DESIGN, WE REFINED THAT.
BUT SO YEAH, IT'S $91,000 INCREASE FROM THE PROJECT AS A WHOLE.
I GUESS THE REASON I'M ASKING IS IF FOR A LITTLE OVER A YEAR'S TIME, HOW MUCH INFLATION MIGHT HAVE AFFECTED THIS, AS WE START GETTING INTO MORE AND MORE OF OUR REGULAR BOND PROJECTS, WHETHER THAT WILL BE AN INFLATION FACTOR AND WHETHER YOU'VE STARTED TO LOOK AT THOSE NUMBERS, THAT'S A THAT'S A VERY GOOD THAT'S A VERY GOOD COMMENT REGARDING INFLATION.
[01:25:06]
DOLLAR AMOUNT SO THAT'S THE MARKET.SO WE ACTUALLY SUBMITTED THIS BACK IN APRIL AND UNFORTUNATELY WE RECEIVED NO BIDS IN THAT SOLICITATION.
SO THE DOCUMENTS THEMSELVES WERE WERE 100% BACK IN MARCH.
AND SO BECAUSE WE RECEIVED NO NO RESPONSES TO OUR SOLICITATION, WE THEN TURNED THAT BACK AROUND, GOT MORE CONTRACTORS INVOLVED, AND THEN WE RECEIVED ADDITIONAL RESPONSES AND WERE ALLOWED TO REVIEW THE RESPONSES THAT WE RECEIVED.
SO WHAT WE'RE SEEING HERE IS, ONE, IT'S CONCRETE.
I'LL TELL YOU, YOU KNOW, 90% OF THE WORK IS CONCRETE.
ONE IS THE REBAR AND IT'S THE CONCRETE ITSELF IS, IT'S VERY TOUGH TO GAUGE WHERE THAT'S GOING TO BE IN THE MARKET.
AND SO WE'RE I'M GOING TO TELL YOU THAT I STILL FEEL THAT WE'RE IN THE RIGHT PLACE AND THE RIGHT TIME FOR THE MARKET AS WE START. AND I KNOW I DON'T WANT TO DIGRESS, BUT YOU BROUGHT UP 2023 BOND.
AND SO I THINK WE'RE GOING TO BE IN A GOOD PLACE WHEN IT COMES TO THE BOND, WHEN IT COMES TO THE THE HARD MATERIALS LIKE CONCRETE AND METAL, METAL STUDS, THAT TYPE OF STUFF, ROOFING MATERIAL, THINGS THAT WE'RE GOING TO NEED.
I THINK WE'RE STARTING TO SEE A LEVELING OFF ON THAT.
SO I THINK WE'RE OKAY OTHER THAN, YOU KNOW, WHERE THIS IS AT.
AND IT'S AGAIN, IT'S ABOUT A $91,000 INCREASE IN THE PROJECT.
THANK YOU. MR. BEACH? I DON'T WANT TO THROW ANYBODY UNDER THE BUS ON THIS, BUT I'VE GOT A CONCERN LIKE MR. GLICK ABOUT THAT.
WE APPROVED THIS IN IN A YEAR AGO, IN JUNE 28TH OF 2022.
AND I MEAN, WE'RE TALKING ABOUT BUILDING A PARKING LOT.
I MEAN, THAT'S POURING CEMENT.
AND SO I DON'T UNDERSTAND WHY IT IS TAKING THIS LONG BECAUSE NOW WE'RE GOING TO END UP HAVING TO PAY MORE MONEY OR PUT MORE MONEY INTO THIS PROJECT. I THOUGHT IT WAS BUILT.
SO I HAVE A CONCERN ABOUT THAT.
SO THAT'S JUST FOOD FOR THOUGHT.
IT'S A GOOD CONCERN, MR. BEACH, A VERY GOOD CONCERN.
AND SO IT'S JUST A PROCESS THAT WE'RE GOING THROUGH TO ACTUALLY GET THE THE WORK TO THE MARKET BACK IN TO YOU TO REVIEW AND TO APPROVE.
AND SO ONE OF THE THINGS THAT WE'RE GOING TO DO AS WE MOVE FORWARD WITH THE BOND PROJECTS THAT WE HAVE, WE'LL BE WORKING ON A VERY TIGHT SCHEDULE, VERY DETAILED SCHEDULES THAT WE WILL BE PUTTING TOGETHER FOR YOU.
AND SO YOU'LL BE ABLE TO SEE SPECIFICALLY DATES WITHIN THOSE SCHEDULES THAT WILL BE WORKING ON.
SO YOU'LL BE ABLE TO UNDERSTAND WHERE THINGS WHERE PROJECTS STAND BOTH WITHIN THE WITHIN THE DISCOVERY PHASE, WITHIN THE DESIGN PHASE, WITHIN THE PROCUREMENT PHASE, WITHIN THE CONSTRUCTION PHASE, AND THEN WHEN THE CLOSEOUT PHASE.
SO YOU'LL BE ABLE TO UNDERSTAND ALL THAT WHEN WE PRESENT THOSE PROJECTS TO YOU IN THAT FASHION.
SO I THINK SOME OF THE LACK OF CLARITY ON SOME OF THE THINGS IS AT TIMES PEOPLE THINK WITH APPROVAL, WE'RE ABLE TO MOVE THE NEXT DAY, OKAY, WHETHER IT BE A CONTRACT ON BOOKS OR IT'S WHATEVER, RIGHT? EXPLAIN IN A HIGH LEVEL, WHEN WE APPROVE THIS MOVING IN JUNE AND YOU SAID THINGS WERE FORWARDED TO THE CITY IN DECEMBER, WE'RE ALREADY TALKING ABOUT FIVE MONTHS THERE.
WHAT WAS THAT FIVE MONTH PROCESS? WHAT HAPPENED IN THAT FIVE MONTHS THAT TOOK IT FIVE MONTHS TO JUST GET TO THE CITY BEFORE WE COULD GET ALL THE OTHER ALL THE OTHER THINGS DONE TO PUT IT OUT FOR BID? OKAY. SO FIVE MONTHS DESIGN IS ACTUALLY NOT THAT'S ACTUALLY NOT A BAD TIMEFRAME TO ACTUALLY GET DESIGN PROCESS WORKING.
SO WHEN YOU DO A PROJECT, YOU'RE LOOKING AT ABOUT 4 TO 5 MONTHS.
THERE'S WHERE THIS PROJECT SITS.
[01:30:07]
SO AWARDING THE PROJECT, SAYING YES, YOU CAN DO THE WORK NOW ALLOWS US TO GET A DESIGNER ON BOARD, NEGOTIATE THE CONTRACT WITH THEM.THAT BRINGS UP AN INTERESTING QUESTION THEN WHERE DID WE GET THE ORIGINAL AMOUNT OF $623,000? DID WE COME UP WITH THAT FIGURE OR DID WE COME UP? OR WAS THE GROUP THAT WE WERE GOING TO CONTRACT IT WITH? YES. THIS IS A BUDGET ESTIMATE THAT I PRESENTED TO YOU AT THAT TIME.
AND SO WE WORKED WITH THEM TO COME UP WITH A BUDGET COST WHAT THAT WOULD BE.
YOU START. EXCUSE ME, THIS IS A CIVIL ENGINEER.
SO YOU HAVE CONTRACTS WITH THE ENGINEER.
UNFORTUNATELY, WE JUST HAD AN UNFORTUNATE INCIDENT IN THIS WHERE WE PUSHED IT.
THIS HAD TO GO OUT IN THE STREET TWICE BECAUSE WE JUST RECEIVED NO BIDS.
AND SO I WILL TELL YOU THIS, THAT AND SOMETHING FOR US TO CONSIDER.
SO I DON'T WANT TO BELABOR THIS, BUT I WANT TO SHARE THIS WITH YOU AS WE START LOOKING AT BOND PROJECTS AND YOU'RE GOING TO START ASKING ME, JAVIER, WHY ARE YOU LUMPING ALL THAT TOGETHER? YOU GOT ALL THIS WORK.
WHY CAN'T YOU JUST DO THIS PIECE AND GIVE IT TO THIS CONTRACTOR TO DO THIS PIECE? GIVE IT TO THEM AND JUST. AND JUST.
BUT YOU'RE LUMPING EVERYTHING TOGETHER.
AND THIS PROJECT POINTS TO THAT.
THE VALUE OF THE WORK HERE IS, FROM THE MARKET'S PERSPECTIVE, SMALL.
THERE'S NOTHING FOR ME TO LUMP THIS IN WITH.
AND WHEN THE MARKET SEES A SMALL PROJECT, THERE'S NOT A LOT OF INTEREST IN VERY SMALL WORK.
SO THAT'S WHY YOU'RE GOING TO SEE THE PROJECTS THAT I PROPOSED TO YOU IN 2023.
BOND THERE'S GOING TO BE SOME, WHAT WE CALL PACKAGES.
SO WE'RE GOING TO BE PACKAGING THINGS TO MAKE THE PROJECT, MAKE IT TO WHERE THE CONTRACTORS IT'S SOMETHING THAT THEY'RE INTERESTED IN.
ALL RIGHT. WE'RE GOING TO KEEP THAT PIECE THERE.
WE PROBABLY CAN BRING DISCUSSIONS WITH THAT IN MORE DETAIL AT THE AT THE BOARD BOND COMMITTEE SO THAT WE UNDERSTAND WHAT YOU'RE TRYING TO GET.
I THINK WHAT YOU'RE HEARING AROUND THE TABLE IS THE DELAY AND THE INCREASE.
AND SO THE THE CAUTION THAT THE BOARD IS GIVING AT THIS POINT.
MR. MILLER, JUST ON THIS TOPIC FOR OBSERVATION, IN MY BUSINESS, FINANCING A LOT OF CONSTRUCTION PROJECTS, WHEN YOU HAVE A SMALL PROJECT LIKE THIS RIGHT NOW, EVERYBODY'S SO BUSY, THEY'RE BIDDING AND THEY'RE MARKING IT UP BECAUSE THEY REALLY DON'T WANT TO DO IT ANYWAY.
AND IF THEY GET IT, IT'LL BE WORTH THEIR WHILE.
BUT THIS IS NOT A REAL BIG PROJECT FOR A LOT OF THE PEOPLE TO DO.
IT'S A PARKING LOT, YOU'RE RIGHT, JOHNNY, BUT A LOT OF PEOPLE ARE JUST SO BUSY.
IT'S JUST, IT'S A TIMING THING MORE THAN ANYTHING ELSE.
IT WOULDN'T HAVE BEEN ANY BETTER IN MARCH THAN IT IS TODAY.
I PROMISE YOU. THE MARKET IS STILL PRETTY HOT.
OKAY. SO THANK YOU, MR. MILLER. IS THERE A MOTION ON THIS ITEM FOR THE INCREASE IN THE AMOUNT OF STAFF PARKING EXPANSION AT SAM HOUSTON? WE HAD A QUESTION.
OH, YOU HAD A QUESTION? I DIDN'T SEE YOUR HAND.
AND THIS IS MORE JUST AS A LEARNING SINCE WE HAVE TO REMOVE TREES.
YOU HAD MENTIONED THAT SOME OF IT WAS REMOVING TREES.
DO WE HAVE TO GO TO THE CITY TO GET THAT APPROVED? YES. AND WE'VE ALREADY DONE THAT.
YES. OKAY. I WAS JUST CURIOUS.
THANK YOU. THAT WAS PART OF WHAT WAS HAPPENING IN THE FIVE MONTHS THAT YOU WERE TALKING ABOUT.
OKAY. PRESIDENT GRIFFIN? MR. MILLER? I WOULD LIKE TO RECOMMEND THAT WE APPROVE THIS ITEM AS PRESENTED IN OUR BOARD BOOK TONIGHT.
[01:35:04]
SECONDED. OKAY.IT'S BEEN PROPERLY MOVED IN SECOND MOVED BY MR. MILLER, SECOND BY MISS STANLEY THAT WE APPROVE THE INCREASE IN THE AMOUNT OF STAFF PARKING EXPANSION AT SAM HOUSTON MIDDLE SCHOOL.
AND I THINK OUR FACILITIES AND MAINTENANCE DEPARTMENT HAS LISTENED TO OUR DISCUSSION ON THIS AREA.
SO THANK YOU FOR YOUR SUPPORT.
WE ARE NOW GOING TO MOVE INTO OUR NEW BIDS AND TRUSTEES.
WE'RE HAVING INDIVIDUAL DEPARTMENTS AND INDIVIDUALS TALK ABOUT THIS AND NOT MR. BOOKER BECAUSE WE HAVE NOT SEEN THESE BEFORE.
SO LET'S GO TO H-1 CONTRACT 49923-021 CONSIDER APPROVAL OF RECOMMENDED
[VII.H.1. Contract # 499-23-02.1 - Consider Approval of Recommended Contractor for Houston MS Parking Lot Expansion]
CONTRACTOR FOR SAM HOUSTON'S PARKING LOT.PRESIDENT GRIFFIN, MEMBERS OF THE BOARD, DR.
THE NOT TO EXCEED AMOUNT IS 698,346 AND THE POTENTIAL FUNDING IS IDENTIFIED BELOW.
HERE TO ANSWER ANY QUESTIONS YOU MAY HAVE REGARDING THAT PROJECT AND IT'S BEING AWARDED TO THE PROJECT IS BEING AWARDED TO MART INC, THE CONTRACTOR.
ANY QUESTIONS? PRESIDENT GRIFFIN? I'M SORRY. MR. BEACH? JUST REAL QUICKLY, JUST REAL QUICK.
THE BID AMOUNT IS NOT TO EXCEED 698, BUT YOU GO BACK OVER TO WHAT WE JUST APPROVED AND YOU SAID INCREASE AMOUNT OF 166 ADDED TO THE ORIGINAL 623 THAT GOES OVER 698.
SO I'M JUST CURIOUS WHY WE INCREASE THAT AMOUNT.
OKAY. SO WHAT WE AWARDED PRIOR TO THIS WAS THE PROJECT COST.
SO WHAT WE HAVE, THERE'S TWO PIECES, THESE BOARD APPROVALS, THE BOARD APPROVES.
WE COME BACK TWICE, THE BOARD APPROVES THE PROJECT, WHICH IS THE ALL IN COST DESIGN FEES, CITY FEES, CONTRACTOR FEES, ANYTHING THAT HAS TO DO WITH THAT, THAT'S YOUR PROJECT COST.
AND THEN THE BOARD ALSO HAS TO APPROVE THE CONTRACTOR AS PART OF THE WORK.
SO THIS IS THE SECOND STEP IN A PROJECT.
AND SO YOU'RE GOING TO SEE THIS FOR EVERY BOND PROJECT THAT WE DO, YOU'LL SEE YOU'RE GOING TO APPROVE THE ARCHITECTURAL FIRMS FOR THE SPECIFIC WORK, WHICH IS THE PROJECT ITSELF.
AND THEN WE'RE GOING TO COME BACK TO YOU AFTER THE WORK HAS BEEN DESIGNED AND BEEN PUT OUT TO BID.
WE WILL THEN COME BACK TO YOU FOR THE CONTRACTOR WITH WHICH IS THE SUBSET OF THE OVERALL PRICE.
MR. BEACH? OKAY. QUESTIONS? MR. MILLER? THANK YOU. PRESIDENT GRIFFIN.
I'D LIKE TO MOVE THAT WE APPROVE THIS ITEM AS LISTED IN OUR BOARD BOOK ON PAGE 584.
SECOND. MR. MILLER APPROVED FOR US TO CONSIDER APPROVAL OF CONTRACT NUMBER 49923-021 FOR THE RECOMMENDED CONTRACTOR FOR SAM HOUSTON MIDDLE SCHOOL PARKING LOT OPEN VOTE.
VOTE CLOSED. THANK YOU, TRUSTEES.
THAT WAS THAT PASSED 7-0 AND WE THANK YOU.
CONTRACT OF H2 CONTRACT NUMBER 394-23-08.
[VII.H.2. Contract # 394-23-08 - Consider Approval of Purchase of Special Education Services]
CONSIDER APPROVAL OF PURCHASE OF SPECIAL EDUCATION SERVICES.DR. SUSANNA RUSSELL, MR. BOOKER. ALL OF THE ABOVE.
ONCE AGAIN TO PRESIDENT GRIFFIN, MEMBERS OF THE BOARD OF TRUSTEES TO DR.
LOPEZ, I CERTAINLY WILL GIVE YOU A QUICK OVERVIEW.
IF THERE'S ADDITIONAL QUESTIONS THAT YOU MIGHT HAVE, THERE WILL BE STAFF AVAILABLE.
THE CONTRACT THAT'S BEFORE YOU IS FOR THE PURCHASE OF SPECIAL EDUCATION.
EXCUSE ME. THE CONTRACT IS SET BEFORE YOU IS TO PROVIDE ADDITIONAL STAFFING AND ACCESS FOR THE SPECIAL EDUCATION EDUCATION DEPARTMENT FOR SUPPLEMENTING STAFF.
[01:40:05]
IN THE CASES THAT WE DO NOT HAVE ENOUGH LICENSED PROFESSIONALS TO SERVE THE DEPARTMENT, THIS CONTRACT WOULD ALLOW THAT DEPARTMENT TO FACILITATE AND CONTRACTORS TO SUPPLEMENT OUR EXISTING STAFF.TRUSTEES, YOU'VE JUST BEEN DISTRIBUTED A RED FOLDER THAT SIGNIFIES A CONFIDENTIAL BID.
SO IF YOU TAKE A SECOND TO LOOK AND SEE IF YOU HAVE ANY QUESTIONS THAT YOU WOULD LIKE TO ASK OF DR.
YES. MR. BEACH ON THE RECOMMENDED AMOUNT WE HAVE FOR THE COMING SUM FROM 20% FROM THE GENERAL FUND AND 80% COMING FROM IDEA.
IS THAT SUSTAINABLE? IN OTHER WORDS? WILL THAT BE SOMETHING THAT WOULD IS ONGOING OR IS THIS A ONE YEAR.
THIS IS A ONE YEAR CONTRACT WITH FOR ANNUALLY RENEWABLES.
THE AMOUNT AND THAT'S BEEN IDENTIFIED IS THE ESTIMATED AMOUNTS FOR THE FIRST YEAR ONLY.
OKAY. SO WE DON'T KNOW IF IDEA WILL COME BACK AGAIN NEXT YEAR.
SO WE'LL JUST HAVE TO LOOK AT THAT YEAR BY YEAR.
BUT IT WILL ONLY BE USED TO SUPPLEMENT THE EXISTING STAFF FROM SPECIAL EDUCATION.
SO THAT WOULD COULD VARY FROM YEAR TO YEAR.
AND IF IT DOES VARY FROM YEAR TO YEAR, WE COULD END UP PICKING UP THE TAB.
OF COURSE. AS AS WE'RE REQUIRED TO ANY INCREASE OVER THE AMOUNT OF PROVEN, IF IT EXCEEDS THE 25% OR $75,000 THRESHOLD, WOULD BE REQUIRED TO BRING IT BACK TO THE BOARD OF TRUSTEES FOR APPROVAL.
THANK YOU, MR. BOOKER. AND WHILE YOU'RE STANDING, MS. ROBINSON MAY WANT TO COME FORWARD AND JUST EXPLAIN WHAT IDEA IS AND HOW WE GET MONEY AND HOW SUSTAINABLE THAT IS COMING FROM FEDERAL FUNDS SHE MIGHT NOT HAVE.
OH, WOULD YOU COME FORWARD, PLEASE? I'M SORRY.
PUT YOU ON THE SPOT TO JUST EXPLAIN THE QUESTION.
ON THE FLOOR WAS CONCERNING THE APPROVAL OF THE SPECIAL EDUCATION SERVICES AS LISTED.
BUT PART OF THE FUND 80% IS COMING FROM IDEA.
AND I WAS JUST ASKING COULD WE EXPLAIN HOW IDA WORKS AND THAT THAT'S OUR REGULAR FUNDING SOURCE FROM THE FEDERAL GOVERNMENT FOR SPECIAL EDUCATION? YES. SO THAT WE HAVE 100%.
I'M SORRY. FORGET 100% EFFORT AND TIME TO SUPPORT STUDENTS WITH DISABILITIES, WITH IDEAB FUNDS.
SO THAT'S HOW WE UTILIZE AND SUPPORT OUR STUDENTS.
SOMETIMES IT'S THROUGH SALARY, SOMETIMES IT IS THROUGH RESOURCES.
AND SO THIS THE QUESTION WAS ABOUT WHETHER OR NOT THIS IS SUSTAINABLE.
AND WITH THAT 80% COMING FROM IDEA, THOSE ARE RECURRING FUNDS, CORRECT? YES. I'M SORRY I PUT YOU ALL ON THE SPOT, BUT I.
OKAY. OKAY. ABOUT THE SUSTAINABILITY.
I THINK THAT'S A VERY DIFFICULT QUESTION TO ASK RIGHT NOW.
SO WILL INDIVIDUAL DISABILITY EDUCATION ACT BE NEXT IN LINE? DON'T KNOW. VERY.
RIGHT. AND I WAS, BRANDY, THAT'S WHAT I WAS LOOKING FOR WITH JUST ALL OF THE THINGS THAT'S GOING ON IN THE FEDERAL GOVERNMENT AND HOW THEY'RE LOOKING AT REFINANCING. AND I APOLOGIZE FOR ASKING YOU.
AND I AGREE WITH MR. GLICK AND THERE IS SOME CONCERN.
IF IT DID BECOME AN ISSUE WHERE WE MAY NOT HAVE AVAILABLE GRANT FUNDS, THERE WOULD BE DISCUSSION ON IF THOSE PROGRAMS WOULD CONTINUE AND IF THEY DID CONTINUE, HOW THEY WOULD AFFECT THE GENERAL FUND.
[01:45:03]
STUDENTS IN THIS DISTRICT.DO WE HAVE A MOTION ON THIS CONTRACT? MADAM PRESIDENT.
I MOVE THAT WE CONSIDER THE APPROVAL OF SPECIAL EDUCATION SERVICES.
SECOND. PROPERLY MOVED AND SECOND.
SECOND BY MR. GLICK THAT WE APPROVE CONTRACT NUMBER 394-23-08 TO CONSIDER PURCHASE OF SPECIAL EDUCATION SERVICES.
[VII.H.3. Contract # 364-23-01 - Consider Approval of Purchase of Choice of School Application Solution]
CONSIDER APPROVAL OF PURCHASE OF CHOICE OF SCHOOL APPLICATION SOLUTION.MR. BOOKER IS BEING JOINED BY DR.
WE PREPARED JUST A VERY SHORT PRESENTATION FOR YOU.
THE REASON THAT WE ARE REQUESTING A CHOICE SYSTEM IS BECAUSE WE OF COURSE NEED TO INCREASE OUR DISTRICT STUDENT RETENTION BY IMPROVING THE FAMILY'S EXPERIENCE AND WE DO WANT TO IMPROVE OUR OVERALL CUSTOMER SERVICE THAT WE PROVIDE FOR CHOICE OF SCHOOL.
SO THIS SOLUTION THAT WE'RE USING IS TEN YEARS OLD.
YES. SKYWARD DEVELOPED THIS JUST FOR GARLAND ISD BECAUSE WE ARE A CHOICE OF SCHOOL DISTRICT.
AND SINCE THEN, IN THOSE TEN YEARS, THE WORLD HAS CHANGED, TECHNOLOGY HAS IMPROVED, AND WE WANT TO MAKE SURE THAT WE ARE GIVING THE BEST PROGRAM POSSIBLE TO OUR FAMILIES.
THE CURRENT SOLUTION IS CHALLENGING FOR MANY OF OUR PARENTS, ESPECIALLY IF THEIR NATIVE LANGUAGE IS NOT ENGLISH OR THEY ARE NOT TECHNOLOGICALLY SAVVY. SO A LOT OF OUR FAMILIES REQUIRE ADDITIONAL SUPPORT TO ACCESS AND TO MAKE THE CHOICES.
AND RIGHT NOW THEY'RE RELYING ON WORD OF MOUTH, THE OPTION THAT WE HAVE CHOSEN.
CAN I GO AHEAD AND SAY IT? AVELLA IS VERY, VERY USER FRIENDLY.
IT BRINGS THEM INTO THE PROCESS BY ALLOWING THEM TO LOOK AT THE SCHOOLS, COMPARE THEM AND RANK THEM.
AND FROM THERE MAKE THEIR CHOICES.
AND THAT'S REALLY WHAT LED US TO START LOOKING FOR ADDITIONAL OPTIONS WITH PEOPLE WHO ONLY DO THIS AND WHO CAN PROVIDE THE KIND OF PARENT EXPERIENCE THAT WE EXPECT FOR OUR FAMILIES.
SO WE END UP DOING A LOT OF PROCESSING MANUALLY AND OF COURSE ERRORS CAN CREEP INTO THAT.
WE OFTEN GET LOST IN ALL OF THE EXCEL SPREADSHEETS THAT WE HAVE TO MAINTAIN TO KEEP UP WITH THESE PROCESSES, BECAUSE AS I SAID, WE STARTED THIS PROCESS WITH SKYWARD TEN YEARS AGO.
NOT ONLY HAS TECHNOLOGY CHANGED, BUT WHAT WE OFFER HAS CHANGED AS WELL.
AND SO WE NEED TO BE ABLE TO INCLUDE ALL OF THAT AND TO ALSO PROVIDE OUR FAMILIES AN OPPORTUNITY TO PARTICIPATE IN A MORE DYNAMIC LOTTERY SYSTEM FOR OUR MAGNET PROGRAMING.
SO BASICALLY, THE REASON WE ARE ASKING FOR THIS AND WE NEED THIS SOLUTION IS BECAUSE THE CURRENT SYSTEM THAT WE HAVE IS JUST A BIT OUTDATED AND WE WANT TO ENSURE THAT WE ARE PROVIDING A BETTER USER EXPERIENCE FOR OUR FAMILIES.
NOT TO MENTION THAT BECAUSE THE APPLICATIONS WILL BE ABLE TO SPEAK TO ONE ANOTHER, WE'LL ALSO BE ABLE TO PROCESS THINGS QUICKLY WITHIN OUR CHOICE OF SCHOOL SYSTEM. INSTEAD OF TAKING TIME TO FIRST PROCESS MAGNET, SPEND SEVERAL WEEKS AND THEN PROCESS OUR REGULAR CHOICE OF SCHOOL.
WE'LL BE ABLE TO DO THOSE THINGS SIMULTANEOUSLY AND HOPEFULLY SPEED THINGS UP.
[01:50:01]
THIS ENTIRE PROCESS OF NOTIFICATION FOR OUR FAMILIES.WE'LL ALSO HAVE A LOT MORE CAPABILITY TO LOOK AT THE DATA AS IT'S COMING IN.
I THINK I'VE TALKED TO YOU ALL ABOUT THIS BEFORE, HOW WHENEVER WE HAVE FAMILIES WHO ARE VERY INTERESTED IN OUR MAGNET PROGRAMING, THEY MAKE THOSE CHOICES FOR THEIR MAGNET STUDENTS. THEY ALSO CHOOSE THE SAME MAGNETS FOR THEIR REGULAR NEIGHBORHOOD CHOICE, AND THEY'RE VERY LIMITED SEATS.
WE'RE GOING TO BE ABLE TO SHOW OUR FAMILIES HOW MANY SEATS ARE AVAILABLE AND SO THEY'LL KNOW EXACTLY WHAT THEY ARE LEVERAGING WHEN THEY'RE MAKING A CHOICE TO CHOOSE A MAGNET SCHOOL FOR THEIR NEIGHBORHOOD OPTION.
SO WE'RE REALLY EXCITED ABOUT THIS OPPORTUNITY TO GO WITH AVELLA.
IF APPROVED THIS EVENING, WE WILL COMPLETE THE PROCESS WITH THE VENDOR FOR THE CONTRACT AND THEN WE WOULD LAUNCH OUR SCHOOL FINDER IN OCTOBER AND WE WOULD RUN THIS SYSTEM PARALLEL WITH OUR SKYWARD SYSTEM IN JANUARY 2024 FOR CHOICE OF SCHOOL FOR OUR FIRST THROUGH 12TH GRADE STUDENTS.
AND THEN FINALLY IN THE SPRING WE WOULD USE THIS OPTION FOR OUR PRE-K AND KINDER STUDENTS.
ANY QUESTIONS FOR ME? QUESTIONS? OKAY.
HOW MANY QUESTIONS I HAVE OVER HERE? OKAY. TWO.
OKAY. MR. JOHNSON? HI, DR. HEMPHILL. HELLO.
IN YOUR PACKET, YOU MENTIONED CAPABILITY OF RUNNING A DYNAMIC LOTTERY SYSTEM.
IS THIS IS THIS TERMINOLOGY YOU'RE USING A CHANGE FROM WHAT IS CURRENTLY BEING USED WITH RESPECT TO THE CHOICE OF SCHOOL PROCESS? SO RIGHT NOW, MY TEAMMATES WHO WORK IN THE DEPARTMENT OF INNOVATION RUN THE SYSTEM.
THEY'RE USING A SERIES OF SPREADSHEETS AND COLLECTING INFORMATION FROM SKYWARD INTO THOSE SPREADSHEETS AND MAKING THOSE PLACEMENTS BASED ON THAT INFORMATION.
AND SO THE PROCESS IS NOT IT DOESN'T ALLOW THEM TO INCLUDE ALL THE VARIOUS FACTORS THEY HAVE JUST WITHIN WITHIN SKYWARD. WE CAN INCLUDE THE GRADES, WE CAN INCLUDE TEST SCORES AND RACE.
BUT THERE ARE OTHER THINGS THAT THEY WOULD LIKE TO BE ABLE TO INCLUDE AS THEY LOOK AT ADDING ADDITIONAL PROGRAMING AND AND JUST IMPROVING WHAT WE'RE ABLE TO GIVE TO OUR FAMILIES.
IT DOES NOT APPEAR WE CURRENTLY HAVE THAT LEVEL OF RANDOMNESS IN OUR PROCESS.
WOULD YOU AGREE WITH THAT WITHIN THE MAGNET PROCESS? YES, I WOULD SAY IT DEPENDS ON THE PROGRAM.
BUT YES, TEST SCORES ARE RELIED ON VERY HEAVILY.
BUT IF THE NUMBER OF STUDENTS WHO APPLY FOR THE PROGRAM EXCEED THE SEATS WE HAVE, THEN FOR MANY OF OUR PROGRAMS OUTSIDE OF THE ACADEMIES FOR EXCELLENCE, THERE IS AN ELEMENT OF RANDOMNESS.
OKAY. I GUESS THE QUESTION I WOULD HAVE IF WE'RE USING ADDITIONAL CRITERIA AND WE'RE LAYING ON AN ADDITIONAL AT LEAST CAPABILITY FOR RANDOMNESS WITH THIS DYNAMIC LOTTERY THAT WE'RE TALKING ABOUT, IS THAT SOMETHING THAT WOULD REQUIRE COURT APPROVAL WITH RESPECT TO THE COURT ORDER THAT IS IN PLACE, IF CHANGES ARE MADE TO THE CURRENT WAYS THAT THEY ARE ASSIGNING STUDENTS, THEN YES, THIS PROGRAM WOULD GIVE US THE ABILITY TO DO THOSE THINGS.
AND SO, OF COURSE, IT WOULD HAVE TO GO THROUGH THE ENTIRE SYSTEM OF PROPOSING THOSE THINGS TO YOU, PLACING THEM IN FRONT OF THE MULTIETHNIC COMMITTEE, GETTING THEM VETTED, AND THEN, OF COURSE, ASKING FOR COURT APPROVAL.
I JUST I KNOW OUR DEPARTMENT SOMETIMES YOU'RE SITTING THERE DROWNING BECAUSE SKYWARD IS SO DATED AND THE SYSTEM WAS NEVER INTENDED TO DO WHAT WE'RE TRYING TO DO WITH IT. BUT I FEEL LIKE AS A PARENT, EACH YEAR IT SEEMS LIKE ONE DEPARTMENT COMES UP WITH A BRAND NEW SYSTEM THAT THE PARENTS HAVE TO LEARN AND USE AND AND ACCOMPLISH.
WE'RE RUNNING THROUGH A LITTLE BIT OF THIS SOMETIMES, MAYBE NOT BECAUSE OF THE NEW SYSTEM WITH TRANSPORTATION THIS SUMMER, WE'RE HAVING A LOT OF PARENTS THAT ARE EMAILING ME AND CALLING ME SAYING, LISTEN, I'VE NEVER GOTTEN ANY FORMS. I HAVEN'T DONE IT. I JUST WANT TO MAKE SURE THAT WE'RE COMPLETELY COGNIZANT THAT THIS IS GOING TO BE ANOTHER YEAR, THAT WE'RE COMING UP WITH SOMETHING NEW FOR PARENTS TO HAVE TO
[01:55:06]
ADAPT TO FIGURE OUT.OBVIOUSLY YOUR DEPARTMENT HAS MADE ANY CHANGES IN A LONG TIME, BUT I JUST WE'VE GOT TO STICK THE LANDING ON PARENT EDUCATION, FAMILY EDUCATION, ON HOW TO OPERATE.
THIS SOUNDS LIKE IT'S GOING TO BE WAY BETTER FOR FAMILIES.
BUT I JUST FEEL LIKE EACH YEAR THERE'S GROWING FRUSTRATION THAT WE FEEL LIKE AS THE PARENTS OUT THERE, LIKE GETTING KIND OF BLINDSIDED BY YET ANOTHER COMPLETELY NEW CHANGE IN HOW WE DO THINGS, GETTING READY FOR A SCHOOL YEAR OR PICKING A SCHOOL.
AND I JUST WANT THAT TO BE KEPT FIRST AND FOREMOST IN MIND.
SO THAT'S ONE OF THE REASONS THAT WE'RE STARTING WITH OUR PRE-K AND KINDERGARTEN FAMILIES THAT THEY WILL THEY ARE GOING TO BE NATIVE TO THIS SYSTEM, SO THEY WILL NOT KNOW ANYTHING ELSE. YES, WE'LL HAVE THOSE FAMILIES AND THANK GOODNESS WE HAVE A LOT MORE PRE-K STUDENTS THAN IN YEARS PAST.
SO THOSE STUDENTS ARE GOING TO EXPERIENCE SOMETHING NEW IF THEY REMEMBER FROM FROM THE SPRING.
BUT IT DID TAKE US QUITE A WHILE TO PROCESS.
AND SO HOPEFULLY WHAT THEY'RE GOING TO SEE IS IT'S GOING TO BE A LOT QUICKER THIS YEAR AND THEY'RE GOING TO SEE THE BENEFITS OF HAVING THE INFORMATION LAID OUT THERE BEFORE THEM SO THEY CAN MAKE REALLY GOOD DECISIONS.
IT SOUNDS LIKE IT'S GOING GREAT AND YOU'RE GETTING AHEAD OF IT SUPER EARLY, AND THAT'S WHAT WE NEED.
I JUST WANT I JUST WANT OUR STAFF TO REMEMBER WHEN WE'RE ASKING PARENTS TO CHANGE SOMETHING.
IT'S BEEN IN PLACE FOR A DECADE.
AND IT'S SOMETIMES THEY'RE JUST LIKE, OH MY GOSH, HOW AM I SUPPOSED TO PICK THIS? BUT THANK YOU VERY MUCH.
I APPRECIATE YOU. DR. HEMPHILL THANK YOU, MR. JOHNSON. MR. GLICK? YOU'RE GOOD. OKAY.
MS. STANLEY? SO I WAS ACTUALLY GOING TO BRING UP MUCH OF WHAT MR. JOHNSON'S ALREADY DONE, TOO.
SO BUT MY REAL CONCERN IS, IS I FEEL LIKE THERE'S A KEY PIECE MISSING.
AND THIS IS BASED ON THE PLETHORA OF CALLS THAT I'VE BEEN GETTING ABOUT THIS YEAR SEEMS TO BE WORSE THAN PRIOR FOR PARENTS NOT UNDERSTANDING THAT WHEN THEY'RE DOING THESE CHOICE OF SCHOOLS THAT THEY'RE GOING TO END UP WITH THEIR KIDS AT ALL THESE DIFFERENT SCHOOLS AND IT'S JUST CRIPPLING PARENTS.
AND SO IS THIS GOING TO BE ABLE TO ADDRESS THAT WITH PARENTS? BECAUSE I CAN'T TELL YOU HOW MANY, EVEN FROM TEACHERS ON STAFF I HAD CONVERSATIONS WITH THAT.
SO THAT'S SOMETHING THAT I'M NOT HEARING IS KIND OF ADDRESSED WITH THIS BECAUSE IT'S GREAT THAT WE WE SHOW ALL THE DIFFERENT SCHOOLS, BUT HOW DO WE MAKE SURE THAT WE'RE FLAGGING OR BRINGING UP SOME KIND OF AN ALARM TO A PARENT SAYING, IF YOU PROCEED WITH WHAT YOU'RE DOING, DO YOU REALIZE THAT YOU'RE GOING TO END UP IN ALL THREE? TRI-CITIES EVERY MORNING AND EVERY AFTERNOON TO GET YOUR CHILDREN? SO THAT'S SOMETHING WE HAVEN'T NECESSARILY WE HAVEN'T HAD ANY DISCUSSIONS WITH THE VENDOR OUTSIDE OF WHEN WE BROUGHT THEM IN TO DO THEIR DEMONSTRATIONS.
AND SO THAT'S SOMETHING WE HAVEN'T YET WORKED OUT.
AND SO I CAN'T ANSWER IT DIRECTLY.
AND THAT HAS PROVEN TO BE VERY DIFFICULT.
SO WE KNOW THAT IT WILL SOLVE THINGS ON OUR SIDE IN MATCHING THEM.
BUT OUR SOURCE INFORMATION OF COURSE ALL COMES FROM SKYWARD.
SO AS CORRECT AS THAT INFORMATION IS, THEY CAN USE THAT TO NOTIFY PARENTS.
THE OTHER WONDERFUL THING ABOUT IT IS WE CAN KICK OFF NOTIFICATIONS.
SO WE'RE PRETTY EXCITED ABOUT.
ONE OF THE THINGS I JUST, I WANT TO CAPITALIZE ON WHAT TRUSTEE STANLEY JUST SAID.
SO WHEN YOU CLICK, LET'S SAY, CHOICE ONE, IT'LL SAY, I'M GOING TO SAY I'M CHOOSING A HIGH SCHOOL.
[02:00:01]
IT SAYS 0.1 MILES FROM YOUR HOUSE, RIGHT? SO IT'S LIKE RIGHT AROUND THE CORNER.AND THEN IN MY MIND I'M LIKE, BUT I WANT THEM ALSO TO GO TO BRANDENBURG.
WELL, NOW, IF YOU'RE COMING FROM HERE, IT'S GOING TO SAY YOUR 0.8 MILES TO THE HOUSE OR I MEAN EIGHT MILES FROM THE HOUSE AND THEN MAYBE HAVE AN ELEMENTARY STUDENT INSTEAD OF SPRING CREEK THAT'S RIGHT THERE, OR LISTER OR ANYTHING.
I'M ALL LIKE, WELL, YOU KNOW, I HEARD REALLY GOOD THINGS ABOUT BEAVER.
AND THEN ONCE THEY PUT IT ALL IN, THEY'RE LIKE, WAIT A MINUTE.
UM, YOU KNOW, BEFORE THEY SAY, BEFORE THEY SAY SEND.
IT JUST CALCULATES, YOU UNDERSTAND THESE ARE THE THREE DIFFERENCES AND IT HELPS.
YES. AND THEY'LL SEE THAT THEY'LL BE ABLE TO ACTUALLY CHOOSE THEM ON A MAP.
HOW DO YOU WANT TO RANK THOSE? IT'LL LET THEM GO BACK IN AND RANK BEFORE THEY THEY DO ANYTHING ELSE.
THEY'LL BE ABLE TO MAKE SOME DECISIONS.
AND SO THAT'S THAT'S ONE OF THE BEAUTIES OF THE SYSTEM.
DR. HEMPHILL, I JUST WANTED TO COMMEND THE WORK THAT YOU AND YOUR TEAM HAVE DONE OVER THE YEARS TO MANAGE THE ENORMITY OF THIS PROCESS.
52,000 STUDENTS AND YOU'RE HAVING TO DO THIS ON A SPREADSHEET MULTIPLE YEARS.
AND, YOU KNOW, WE HAD TO ISSUE THAT HAPPENED IN THE SPRING OF 21.
SO I WANT TO JUST SAY PERSONALLY HOW MUCH I APPRECIATE THE WORK THAT YOU AND YOUR TEAM DID TO GET US TO THIS POINT, AND I'M EXCITED ABOUT WHAT YOU GUYS HAVE FOUND AND HOW IT'S GOING TO WORK FOR US GOING FORWARD.
AND WITH THAT, MR. GRIFFIN, IF NOBODY HAS ANY OTHER COMMENTS, I'D LIKE TO MAKE A MOTION.
OKAY. IT'S BEEN MOVED BY MR. SELDERS SECOND BY MR. BEACH THAT WE APPROVE THE PURCHASE OF CHOICE SCHOOL APPLICATION SOLUTION CONTRACT NUMBER 364-23-01 VOTE OPEN.
HEMPHILL. AND THANK YOU, TRUSTEES.
MOVING ON TO H4 CONTRACT NUMBER 360-23.
[VII.H.4. Contract # 360-23 - Consider Approval of Recommended Companies for Architectural and Related Professional Services]
CONSIDER APPROVAL OF RECOMMENDED COMPANIES FOR ARCHITECTURAL AND RELATED PROFESSIONAL SERVICES.SO TRUSTEES, IF YOU WOULD REALLY TURN TO THAT PAGE BECAUSE I THINK THAT THAT WILL HELP US FOLLOW ALONG BASICALLY WITH THE DISCUSSION.
GOOD EVENING, BOARD PRESIDENT, MEMBERS OF THE BOARD.
ON JUNE 13TH, 2023, THE GARLAND INDEPENDENT SCHOOL DISTRICT RECEIVED 54 RESPONSES FROM ARCHITECTS, ENGINEERS AND PROFESSIONAL CONSULTANTS RESPONDING TO RFQ 360-23 TO PROVIDE DESIGN AND ENGINEERING CONSULTANT SERVICES FOR THE 2023 BOND PROGRAM.
FOLLOWING THE INITIAL EVALUATION, THE COMMITTEE DETERMINED THAT ALL OF THE FIRMS, ALL OF THE FIRMS WERE COMPLIED WITH THE REQUIREMENTS OUTLINED IN THE RFQ.
THEREFORE, ALL OF THE FIRMS ARE BEING RECOMMENDED BY THE ADMINISTRATION TO PARTICIPATE IN A POOL TO SUPPORT VARIOUS PROJECTS IN THE 2023 BOND PROGRAM.
INDIVIDUAL FIRMS WILL BE SELECTED FOR SPECIFIC PROJECTS BASED ON THEIR QUALIFICATIONS.
SPECIFICALLY AREAS OF SPECIALTIES OF AREAS OF DESIGN, SCHOOL BOND EXPERIENCE.
AND THE FIRMS PROPOSE ASSIGNED TEAMS FOR DISTRICT PROJECTS.
[02:05:07]
A RECOMMENDATION OF AWARD WILL BE BROUGHT BACK TO THE BOARD OF TRUSTEES FOR APPROVAL FOR SPECIFIC PROJECTS.DO YOU HAVE ANY QUESTIONS? TRUSTEES. MR. SELDERS? THEN I COME HERE.
YEAH. OKAY. THANK YOU FOR SHARING THIS INFORMATION.
JUST REAL QUICK, COULD YOU GO THROUGH AND KIND OF SHARE WITH US, AS WELL AS THE PUBLIC, WHAT IT MEANS TO BE A HUB REPRESENTED BUSINESS? LIKE WHO QUALIFIES FOR THAT, AS WELL AS THE REQUIREMENTS OR THE CRITERIA THAT YOU GUYS USE AND HOW YOU DEVELOPED IT TO DETERMINE WHETHER OR NOT THESE ORGANIZATIONS MEET MET OUR REQUIREMENTS.
I CONSIDER THAT A PROCUREMENT QUESTION.
I'M GOING TO LET MR. BOOKER KIND OF GIVE YOU THAT INFORMATION.
TWO MEMBERS OF THE BOARD OF TRUSTEES, TO PRESIDENT GRIFFIN, TO MR. SELDERS AND OTHER BOARD MEMBERS.
DR. LOPEZ WE HAVE A CRITERIA OF QUALIFICATIONS THAT WE LOOK FOR.
THOSE QUALIFICATIONS ARE IDENTIFIED AND WEIGHTED.
ONCE THOSE SUBMISSIONS COME IN, AN EVALUATION TEAM GOES THROUGH EACH PACKAGE, DOES AN INDEPENDENT EVALUATION, THE SCORES ARE THEN SUMMARIZED, AND THEN THEY TAKE A LOOK AT WHERE THE NUMBERS FALL.
SO TO ANSWER YOUR QUESTION IS THEY USE AN EVALUATION THAT'S WITHIN THE RFQ.
THOSE FACTORS ARE UTILIZED IN EVALUATING EACH EACH RESPONSE.
SO THOSE FACTORS THAT WERE SENT OUT, WHERE DOES THAT GET CREATED? DID YOU CREATE THAT OR DID THAT'S A THAT'S A TEAM EFFORT BETWEEN PROCUREMENT FACILITIES AND TO IDENTIFY THAT CRITERIA.
AND THEN WHAT IS IT BASED ON? I'M JUST TRYING TO UNDERSTAND THE PROCESS THAT YOU GUYS WENT THROUGH.
IT COULD BE YEARS OF EXPERIENCE, THE TYPE OF EXPERIENCE THEY HAVE.
SOME SOME ARCHITECTURAL FIRMS HAVE EXPERIENCE OR ENGINEERING FIRMS WITH SPECIFIC TYPE PROJECTS.
SO ALL OF THAT'S TAKEN INTO CONSIDERATION.
AND THAT'S ONE OF THE THINGS THAT MR. GONZALEZ WAS CONCERNED ABOUT, IS HE WANTED TO MAKE SURE THAT WE HAD ENOUGH REPRESENTATION FOR SOME OF THOSE SPECIALTY AREAS TO MAKE SURE WE HAD THOSE THINGS COVERED.
BUT DEFINITELY YEARS OF SERVICE THAT THE FIRM HAS BEEN IN BUSINESS, THE NUMBER OF PROJECTS THAT THEY'VE DONE, THE REFERENCES THEY HAVE WITHIN THE DFW AREA, ALL OF THOSE ARE FACTORS THAT ARE CONSIDERED.
OKAY. AND THEN THE FIRST QUESTION I ASK WAS ABOUT HUBS.
WE HAVE A LIST OF RECOGNIZED ORGANIZATIONS FOR HUBS.
AND WHAT DOES HUB MEAN AND WHAT ARE THE REQUIREMENTS? HISTORICALLY UNDERUTILIZED BUSINESS.
ONCE THEY GET A CERTIFICATION FROM ONE OF THOSE AGENCIES THAT'S AUTHORIZED BY THE DISTRICT, THEY ARE THEN ENTERED INTO OUR SYSTEM AND IDENTIFIED AS A HUB. THAT IS CRITICAL BECAUSE AS WE LOOK AT THE DISBURSEMENT OF FUNDS, WE'RE ABLE TO TRACK THE AMOUNT OF FUNDS THAT ARE GOING TO THOSE CERTIFIED HUB PROVIDERS.
THANK YOU. MR. BEACH YES, THANK YOU.
PAUL, I NEED TO ASK YOU A QUESTION.
I'M REALLY EXCITED AT THE NUMBER OF VENDORS HERE.
THIS IS REALLY GOOD, BUT I'M CURIOUS, WHO FROM OUR SCHOOL DISTRICT IS THE COMMITTEE THAT'S GOING TO EVALUATE THOSE THAT COME IN ON THE RFQ? AND WHEN WE PUT THAT OUT FOR BID AND NARROW IT DOWN TO THEIR EXPERTISE IN THOSE AREAS, WHO IS GOING TO BE ON THAT COMMITTEE THAT'S GOING TO BE BRINGING THAT TO THE BOARD FOR APPROVAL? SO, YOU KNOW, WE'VE BEEN WE'VE BEEN WE'VE BEEN REVIEWING A LOT OF CRITERIA OVER THE LAST FEW YEARS AS WE MOVE FORWARD FOR THE DESIGNING OF OUR FACILITIES AND RENOVATIONS OVER THE NEXT FIVE YEARS.
ONE OF THE THINGS THAT MYSELF AND JAVIER HAVE BEEN DOING WITH ALSO WITH WITH PART OF THE LONG RANGE MASTER PLAN IS HAVING CONVERSATIONS WITH WITH THESE DEPARTMENTS.
[02:10:01]
TO ANSWER YOUR QUESTION, IF WE'RE BUILDING A NEW CAMPUS OR WE'RE BUILDING AN AGRICULTURAL CENTER OR WE'RE DOING A RENOVATION, THE DEPARTMENTS THAT ARE GOING TO BE IMPACTED ARE GOING TO BE INVOLVED IN THAT DESIGN WILL BE PART OF THE COMMITTEES, IT'LL BE FACILITIES AND THOSE DEPARTMENTS TO INCLUDE SENIOR LEADERSHIP POSITIONS, ADMINISTRATION POSITIONS THAT I'VE REACHED OUT TO, TO GIVE THEIR INPUT.SO WE, ME AND JAVIER AND FACILITIES HAVE A LOT OF EXPERIENCE ON THE DESIGN ON THE CONSTRUCTION SIDE, BUT WHO'S GOING TO GO IN THAT FACILITY? IT'S GOING TO BE TEACHERS AND ALSO STUDENTS.
IT'S GOING TO BE A SUNDRY OF DIFFERENT PEOPLE THAT WILL BE INVOLVED IN MAKING THOSE DECISIONS.
OKAY. THANK YOU. ANY OTHER QUESTIONS? YES, MS. GRIFFIN? YES. IF I COULD JUST CLARIFY, MR. BEACH, WE WILL NOT BE ACTUALLY DOING BIDS IN MAKING THOSE SELECTIONS WHEN WE ARE TALKING ABOUT ARCHITECTS, ENGINEERS AND LAND SURVEYORS. THE STATUTE REQUIRES US TO EVALUATE THOSE COMPANIES AND BEGIN NEGOTIATING WITH THE TOP RANKED FIRM.
SO I JUST IT WOULD NOT BE A BID SITUATION IN MAKING THAT DETERMINATION THAT RUNS THROUGH YOU THEN.
IS THAT CORRECT? THAT WOULD BE PART OF THE COMMITTEE.
AND YES, WE WOULD BE A PART OF THAT.
PROCUREMENT IS A PART OF THAT PROCESS.
OKAY. AND THAT'S WHY IT'S, I THINK, CALLED PROFESSIONAL SERVICES ARCHITECT OR AND PROFESSIONAL.
IS THAT THE DESIGNATION? YES, MA'AM, THAT IS CORRECT.
OKAY. ANY ADDITIONAL QUESTIONS? IS THERE A MOTION? I'LL MAKE A MOTION THAT WE APPROVE THE RECOMMENDED COMPANIES FOR ARCHITECTURAL AND RELATED PROFESSIONAL SERVICES AS PRINTED IN OUR BOARD BOOKLET.
SECOND. IT'S BEEN PROPERLY MOVED AND SECOND MOVED BY MR. BEACH, SECOND BY MS. STANLEY TO CONSIDER APPROVE APPROVAL OF RECOMMENDATION RECOMMENDED COMPANIES FOR ARCHITECTURE AND RELATED PROFESSIONAL SERVICES AS LISTED IN OUR BOOK.
THANK YOU. UM, CONTRACT NUMBER 328 DASH 23.

CONSIDER APPROVAL OF PURCHASE OF EXCESS WORKERS COMPENSATION INSURANCE.YES. AND ONCE AGAIN, PRESIDENT GRIFFIN TWO MEMBERS OF THE BOARD OF TRUSTEES TO DR.
LOPEZ. THIS CONTRACT BEFORE YOU IS FOR THE PROCUREMENT OF EXCESS WORKERS COMPENSATION.
THE RECOMMENDED BROKER FOR AWARD WAS ROACH, HOWARD SMITH AND BARTON.
THE DISTRICT DID RECEIVE TWO RESPONSES.
IT WAS EVALUATED AND DETERMINED THIS PARTICULAR BROKER DID PROVIDE THE BEST VALUE WILL BRING TO YOUR ATTENTION THAT THE THE FEE THAT'S BEING ASSESSED IS BASED OFF THE PAYROLL FOR THE DISTRICT'S PAYROLL, WHICH COULD FLUCTUATE EITHER UP OR DOWN, AND THE FEE WOULD BE ADJUSTED ACCORDINGLY, LIKE ALL OF OUR CONTRACTS. OF COURSE, IF IT EXCEEDS THE THRESHOLD IDENTIFIED BY REGULATION, WE WOULD BE BRINGING IT BACK TO THE BOARD OF TRUSTEES FOR APPROVAL.
BUT THIS IS TO PROVIDE THAT INSURANCE TO THE DISTRICT.
ANY QUESTIONS? TRUSTEES ON WORKERS COMPENSATION INSURANCE.
OKAY. IS THERE A MOTION, MS. GRIFFIN. YES, PRESIDENT GRIFFIN.

WE'VE JUMPED FROM ABOUT 45 TO 60 5 TO 70 STUDENTS FOR YEAR ONE, TWO AND THREE.

TRUSTEES, DO YOU ALL HAVE THE ADDITIONAL PAGES THIS IN? I GOT AN OKAY, WHAT ABOUT THIS END OVER HERE? ARE WE READY TO PROCEED? PROCEED, OR DO WE HAVE QUESTIONS? HOLD ON JUST A SECOND, DR.
JUST REAL QUICK, WITH RESPECT TO PRE-COVID AND THEN DURING COVID.
HOW DO YOU VIEW THE CHURN OR THE RESIGNATIONS, THE KIND OF THE EMPLOYEE MOVEMENT WITHIN THE DISTRICT, UP, DOWN, LEVELING OUT, STILL ACCELERATING.
WHERE ARE WE IN THAT PROCESS? AND I'LL GO AHEAD AND SAY GOOD EVENING, PRESIDENT GRIFFIN, BOARD OF TRUSTEES AND SUPERINTENDENT LOPEZ.
WHAT WE SAW PRE-COVID WAS THAT OUR RESIGNATIONS WERE LOWER THAN THE STATE AS WELL AS REGION TEN DURING COVID.
IT FELT LIKE EVERYONE WAS AFRAID TO MOVE.
AND THAT WAS THE 1920 SCHOOL YEAR.
SO WE HAD VERY FEW RESIGNATIONS DURING THAT SCHOOL YEAR.
THE FOLLOWING SCHOOL YEAR, 2021, IT WAS IT SLOWED DOWN A LITTLE BIT, BUT THEN IN 21-22, WE BEGAN TO EXPERIENCE AND WE DID EXPERIENCE THE GREAT RESIGNATION.
AND WE HAD A HUGE NUMBER OF RESIGNATIONS DURING THAT TIME LAST SUMMER.
WE IT WAS CRAZY PROCESSING ALL OF THOSE.
WE PROCESSED THOSE RESIGNATIONS.
WE WERE NOT ABLE TO FILL ALL OF THE VACANCIES.
THIS YEAR, 22-23, WE'VE SEEN A LITTLE SMALLER NUMBER OF RESIGNATIONS, BUT WE WERE ABLE TO BEGIN HIRING MUCH SOONER THAN WE HAVE IN YEARS PAST, WHICH MADE US HAVE FEWER RESIGNATIONS FILLED POSITIONS SOONER.
AND I AM HAPPY TO SAY TODAY THAT AT THE ELEMENTARY LEVEL, WE HAVE AS WE SPEAK, 15 VACANCIES THAT WE'RE STILL WORKING TO FILL AT THE SECONDARY LEVEL FOR MIDDLE SCHOOL.
WE HAVE TOLD THEM I DIDN'T NEED TO WRITE THEM DOWN.
WE HAVE WELL, LET ME ADD MIDDLE SCHOOL AND HIGH SCHOOL TOGETHER.
WE HAVE APPROXIMATELY 47 VACANCIES AT MIDDLE SCHOOL AND HIGH SCHOOL COMBINED.
WE STARTED OUT IN APRIL IN OUR HUMAN RESOURCES DEPARTMENT WITH ONE GOAL.
AUGUST 8TH IS THE FIRST DAY OF SCHOOL.
OKAY. TRUSTEES, HAVE YOU ALL HAD TIME TO REVIEW? OKAY. SO IS THERE A MOTION ON VI.A? MADAM PRESIDENT, I MOVE THAT WE CONSIDER APPROVAL OF THE HUMAN RESOURCES REPORT AS PRINTED AND THE HANDOUTS THAT WE RECEIVED TONIGHT.
OKAY. SECOND. SECOND WAS MILLER.
OKAY. SO IT'S BEEN MOVED BY MR. JOHNSON AND SECOND BY MR. MILLER THAT WE ACCEPT THE HUMAN RESOURCE REPORT AS DISTRIBUTED TO US.
