OKAY. GOOD AFTERNOON, LADIES AND GENTLEMEN.

[I. Call to Order and Determination of Quorum ]

IT IS NOW 301, AND WE'RE ABOUT TO BEGIN THE GARLAND INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES FINANCE COMMITTEE MEETING FOR TUESDAY. ACTUALLY, IT'S FINANCE FACILITIES AND OPERATIONS COMMITTEE MEETING FOR TUESDAY, AUGUST 8TH OF 2023. I'M CALLING THE MEETING TO ORDER THE TERMINATION OF A QUORUM.

OUR MEMBERS ARE HERE, SO WE DO HAVE A QUORUM HERE TODAY, AS IS OUR CUSTOM.

THE SECOND ITEM IN OUR DOCKET IS TO HAVE A PUBLIC FORUM.

THIS IS WHERE THE PUBLIC CAN ADDRESS THE COMMITTEE.

MECHELLE, DO WE HAVE ANY CARDS HAVE BEEN TURNED IN FOR PUBLIC FORUM? NO, SIR. OKAY.

SO WE HAVE NO CARDS.

THANK YOU.

SO COMMITTEE MEMBERS, WE WILL MOVE ON TO ITEM THREE SUPERINTENDENT'S MESSAGE.

[III. Superintendent's Message]

FIRST DAY OF SCHOOL. I'M SURE IT'S A LONG MESSAGE.

WELL, NOT YET.

WE'RE STILL HALFWAY THROUGH.

SO SHORTLY WE'RE GETTING KIDS PICKED UP BEING SENT HOME, BUT IT'S BEEN A REALLY IT'S BEEN A REALLY DYNAMIC FIRST DAY.

WE GOT TO HAVE OUR TEAM VISIT AND SUPPORT A NUMBER OF CAMPUSES ACROSS THE DISTRICT.

WE HAVE A NEW APP NOW THAT FOLLOWS OUR BUSSES, SO PLEASE MAKE SURE THAT YOU DOWNLOAD IT.

IF YOU HAVE A STUDENT THAT'S RIDING A BUS, I WILL TELL YOU IT MAKES A BIG DIFFERENCE.

IT'S KIND OF LIKE UBER BUT FOR BUSSES.

SO PLEASE MAKE SURE THAT YOU KEEP TRACK OF THE KIDS.

YOU CAN CONDITION IT TO HAVE CERTAIN THINGS AND ONE OF THE CONDITIONS IS WHEN IT GETS TO THE SCHOOL SITE, YOU KNOW.

SO WE'RE REALLY EXCITED ABOUT THAT.

THE TEACHERS, THE PRINCIPALS, THE CUSTODIANS, EVERYBODY WORKED VERY HARD TO HAVE THIS DAY WORK REALLY SMOOTHLY, AND KNOCK ON WOOD, WE HOPE IT CONTINUES.

SO IT'S BEEN A GREAT FIRST DAY SO FAR.

WE'RE NOT THROUGH IT YET, BUT BY THE END OF THIS COMMITTEE MEETING, I PREDICT WE'LL HAVE A VERY, VERY SUCCESSFUL FIRST DAY.

THANK YOU, SIR. SO WE'RE NOW PART OF THE FFO COMMITTEE AND WE HAVE A NEW CFO THAT WE WANT TO FORMALLY WELCOME, OUR CFO FROM MIDLAND, TEXAS, MR. DARRELL DODDS, WHY DON'T YOU GO AHEAD AND INTRODUCE YOURSELF REAL QUICK TO THE COMMUNITY.

EVERYBODY'S WATCHING. WE HAVE ABOUT LIKE 5 MILLION VIEWS ON THIS, SO.

WELL, THEY WON'T RECOGNIZE ME WITHOUT MY HAT ON.

SO THAT'S WHAT I'LL GET THE DEER IN THE HEADLIGHT LOOK WHEN WHEN I SEE PEOPLE, BUT I AM DARRELL DODDS.

I AM HERE ON DAY SIX AND EXCITED TO BE HERE IN GARLAND.

I CAN TELL YOU THAT THE PEOPLE I'VE MET AND THE STAFF THAT I'VE MET HAVE BEEN EXTREMELY GREAT AND SO I'M REALLY EXCITED TO BE HERE AND WORK WITH THE DISTRICT AND THE GROUP AND THE COMMUNITY.

WELCOME TO THE FAMILY.

THANK YOU. I AGREE.

THANK YOU, DR. LOPEZ, AND WELCOME, DARRELL DODDS.

WE'RE GLAD TO HAVE YOU ABOARD.

COMMITTEE. LET'S MOVE ON TO ITEM FOUR IN THE AGENDA.

[IV.A. Information Items]

4A WOULD BE INFORMATION ITEMS. WE'RE GOING TO RECEIVE A REPORT.

THIS IS FROM MARK BOOKER ON THE FOR THE TRUSTEES FOR THE CONTRACT RENEWAL REPORT FOR AUGUST 2023.

MARK BOOKER, THIS IS ON PAGE 5 TO 7 COMMITTEE.

IF YOU'RE FOLLOWING ALONG.

MR. MILLER, MEMBERS OF THE BOARD OF TRUSTEES TO DR.

LOPEZ, WE DO HAVE BEFORE YOU THE AUGUST CONTRACT RENEWAL REPORT.

FOUR OF THE ITEMS WILL REQUIRE ACTION ITEMS LATER ON IN THE AGENDA, WHICH THEY HAVE EITHER EXCEEDED THE $75,000 THRESHOLD OR 25%, AND WE HAVE ONE MODIFICATION OF AWARD.

THOSE WILL BE I'LL BE GOING OVER THOSE SEPARATELY LATER IN THE AGENDA.

I'D BE HAPPY TO ENTERTAIN ANY QUESTIONS THAT YOU MIGHT HAVE ABOUT THE RENEWAL REPORT.

THANK YOU, MR. BOOKER.

COMMITTEE. ARE THERE ANY QUESTIONS OF MR. BOOKER? ANYBODY? I DO HAVE ONE WITH RESPECT TO THE ONLINE TICKETING, YOU KNOW, A LOT OF THE HIGH SCHOOL EVENTS THAT I'VE BEEN GOING TO, THERE ARE NO PAPER TICKETS ANYMORE.

EVERYTHING IS ONLINE OR WITH THE PHONE OR AN APP OR SOMETHING.

ARE WE TOTALLY INTEGRATED INTO THAT OR DO WE STILL ISSUE THE PAPER TICKETS? I'D HAVE TO GO AND LOOK AT THOSE CONTRACTS.

I KNOW WE'VE BEEN MOVING AWAY FROM PAPER.

I'M JUST NOT SURE IF IT'S EXCLUSIVE, BUT I CERTAINLY CAN GET YOU THAT ANSWER.

OKAY. YEAH IT WILL BE FINE. YOU CAN FOLLOW UP IN ANY WAY.

THANK YOU, MR. BEACH. MR. BOOKER, CAN YOU MAYBE TALK JUST A FEW MINUTES? KIND OF AS I LOOK THROUGH THAT I WAS LOOKING AT BECAUSE I JUST GOT THIS BOOKLET ABOUT THE HAZARDOUS MATERIAL CONSULTING SERVICES AND HOW MUCH IT JUMPED.

WHAT DOES HAZARDOUS MATERIAL, WHAT ARE THEY GIVING AND WHAT ARE WE DOING WITH THAT?

[00:05:03]

THOSE ARE GOING TO BE OUR CONSULTANTS THAT WE USE FOR THE I'M THINKING ABOUT THE PEOPLE WHO DO THE ASBESTOS. THANK YOU, PAUL.

THOSE ARE THE CONSULTANTS FOR ASBESTOS.

WE'RE PREPARING FOR THE UPCOMING BOND ELECTION, I MEAN, FOR THE BOND PROJECTS, AND WE KNOW THAT WE'RE GOING TO HAVE SOME ASBESTOS AND OTHER NEEDS FOR A CONSULTANT, AND THAT'S THE RATIONALE FOR THE LARGE INCREASE.

GOTCHA. OKAY. THANKS.

MISS STANLEY. MR. BOOKER, WE HAVE ONE MORE FOR YOU, MR. BOOKER. YEAH, THAT'S OKAY.

SORRY. SO I JUST WANTED TO CONFIRM.

SO WITH THE LINE ITEM FOR THE FIELD LIGHTING SCOREBOARD, MARQUEE INSTALLATION AND SERVICE, IS THAT SEPARATE FROM WHAT WE'RE DOING, LIKE WITH THE FIELDS AND THE BOND? IS THAT JUST FOR GENERAL MAINTENANCE OF THOSE THINGS? THAT IS, IT'S THE 190-21.

YES. THAT COULD BE USED FOR NEW LIGHTING, BUT IT'S ALSO FOR REPAIRS.

IT'S JUST GENERAL PURPOSE KIND OF THING.

YES, MA'AM. THANK YOU.

OKAY. I BELIEVE THAT'S IT, MR. BOOKER. THANK YOU.

THANK YOU, COMMITTEE. WE'LL MOVE ON NOW TO ITEM TWO.

WE'RE GOING TO GET THE CERTIFIED TAX ROLL FROM KRISTI COOPER.

THIS IS PAGES 8 TO 11.

CHRISTY, WELCOME. THANK YOU, MISTER MILLER, BOARD OF TRUSTEES, DOCTOR LOPEZ, WE'VE RECEIVED OUR 2023 APPRAISAL ROLL FROM THE DALLAS CENTRAL APPRAISAL DISTRICT.

THE ROLL REFLECTS A TOTAL MARKET VALUE OF $39,956,884,430, WITH AN EXEMPTED VALUE OF $11,153,610,641.

THE ESTIMATED 2023 TAXABLE VALUE IS $28,803,273,789.

THIS IS A 12.24% INCREASE IN MARKET VALUE FROM 2022 AND A 3.12% INCREASE IN TAXABLE VALUE FROM 2022.

THE MARKET VALUE INCLUDES $679,594,630 OF NEW CONSTRUCTION.

I AM IN CERTIFYING AN ANTICIPATED COLLECTION RATE OF 99.95% OF THE 2023 TAX ROLL, WITH A $9.1 MILLION OF EXCESS DEBT FOR 2022.

I'LL BE HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.

COMMITTEE. ANY QUESTIONS? I'M GOING TO HAVE A COUPLE FOR YOU.

OKAY. WOULD YOU GO BACK OVER THE NEW CONSTRUCTION NUMBER AGAIN? YES. IT'S $679 MILLION.

THERE'S 1804 PARCELS, AND OF THAT, THERE ARE 1722 THAT ARE RESIDENTIAL, AND OF THAT, THERE ARE 36% OF THAT IS RESIDENTIAL HOMESTEADED PROPERTIES.

WHEN DOES A NEW PROPERTY HIT THE APPRAISAL DISTRICT LIST? WHEN DO THEY APPRAISE IT? WHEN THERE'S IMPROVEMENTS ON THE PROPERTY AS OF JANUARY 1ST.

SO THIS IS STUFF THAT WAS NOT THERE AS OF DECEMBER 31ST OF 2022.

SO A HALF BUILT HOUSE IS APPRAISED AS A HALF BUILT HOUSE.

IT'S BASED ON THE PERCENTAGE OF THE BUILDING AT THAT TIME.

SOMETIMES IT'S 20%.

IT JUST DEPENDS ON WHAT TIME THE APPRAISER GOES OUT THERE TO DO THAT APPRAISAL ON THAT PROPERTY.

IT'S ASSESSED AT THAT VALUE.

OKAY. VERY GOOD, AND THEN WITH RESPECT TO THE GISD, I'M TRYING TO REMEMBER ALL THE DIFFERENT HOUSE BILLS, BUT IT SEEMS TO ME LIKE THERE WERE SOME LIMITS ON APPRAISAL INCREASES.

IS ANY OF THAT EFFECTIVE HERE? AND THEN LOOKING FORWARD, WE HAVE A POTENTIAL NEW BILL THAT WOULD RAISE THE HOMESTEAD EXEMPTION.

OH, I'M SO SORRY.

NO, I'M JUST TAKING ALL THAT INTO ACCOUNT.

I'M TRYING TO LOOK FORWARD AS WE LOOK AT APPRAISED VALUES, TAX ROLLS AND IN REVENUE TO BE RECEIVED FROM THAT, HOW WE MIGHT BE AFFECTED GOING FORWARD, KNOWING THAT WE'RE GOING TO HAVE 8 OR 10% APPRECIATION.

I'M JUST TRYING TO PUT SOME NUMBERS TOGETHER.

THE MARKET VALUES AND TAXABLE VALUES THAT YOU HAVE HERE INCLUDE THE 100,000 EXEMPTION.

THEY WERE REQUIRED TO PROVIDE THAT TO US.

WE DO HAVE THE INFORMATION FOR THE 40,000, BUT I DON'T KNOW IF IT'S AS ACCURATE AS 100,000 BECAUSE THAT WAS THEIR FOCUS IN REGARDS TO TAX CEILINGS AND THINGS OF THAT NATURE. LEVY LOSS WE WILL GET THAT ONCE WE KNOW OUR ACTUAL 2023 TAX RATE WILL BE ABLE TO WORK ON THAT.

HOWEVER, I'VE KNOWN ABOUT THIS BILL SINCE 2021, SO THE MAXIMUM COMPRESSION RATES THAT HAVE PUSHED THE WE HAVE TO GO BACK TO 2018, RECALCULATE ALL CEILINGS ABOUT WE HAVE ABOUT 23, 24,000 ACCOUNTS THAT ARE CEILINGS.

[00:10:06]

EVERY SINGLE ONE OF THEM WILL BE RECALCULATED FROM 2018 TO 2023 TO ALLOW FOR A REDUCTION FOR THE COMPRESSION IN THE RATE AS WELL AS WE HAVE TWO FLAT RATE REDUCTIONS FOR ANY VALUE, ANY ACCOUNT THAT'S ON THE 2023 ROLL THAT WILL HAVE A 2021 CEILING OR PRIOR WILL GET THE 40,000, THE $15,000 HOMESTEAD FLAT RATE REDUCTION AND THEN ANY THAT WERE 20, 22 AND PRIOR WILL RECEIVE THAT 60,000 FLAT RATE REDUCTION. AS FAR AS THE AMOUNTS GO, I CANNOT TELL YOU AT THIS TIME UNTIL I KNOW WHAT OUR RATE IS, WHAT OUR LOSS WOULD BE.

SO ANY OF THIS MATH THAT YOU'VE BEEN TALKING ABOUT THAT I THINK I FOLLOWED ABOUT A FOURTH OF.

SORRY. I GUESS WHAT I'M TRYING IS THERE ANYTHING THAT'S GOING TO CLAW BACK, WHETHER IT BE CREDITS GIVEN? BECAUSE I MEAN, IS ANYTHING RETROACTIVE OR EVERYTHING'S PROACTIVE? LOOKING FORWARD, EVERYTHING WILL APPLY TO THE 2023 TAX ROLL.

OKAY. SO THERE'S NOTHING THAT GOES BACK AND ADJUSTS THE PRIOR YEAR? THAT'S CORRECT. THANK YOU.

BOARD IS THERE ANY OTHER QUESTIONS? LARRY GLICK YEAH, JUST ONE QUICK ONE.

WOULD YOU BE ABLE TO JUST EITHER GO BACK 5 OR 10 YEARS AND JUST TELL US ABOUT THE DOLLAR AMOUNT OF NEW CONSTRUCTION FOR EACH OF THOSE YEARS JUST TO SEE WHERE WE'RE AT WITH NEW CONSTRUCTION? I CAN GET THE NUMBERS FOR THE LAST FIVE YEARS.

I DO KNOW THAT WE WERE ABOUT 500,000 LAST YEAR.

MILLION? YES, MILLION.

EXCUSE ME. YES, AND WE WERE ABOUT 1200 PARCELS AND WE'RE AT 17, 1800 THIS YEAR.

THANK YOU. SO IT TRENDS UP, AND I CAN SAY ONE OTHER THING THAT YOU GUYS HAVE ASKED IN THE PAST IS IN REGARDS TO OUR VALUE AND DISPUTE SINCE 2020 LAST YEAR, WE WERE AT 1.1 MILLION IN VALUE AND DISPUTE, AND THIS YEAR WE'RE AT 657.

SO, I THINK IT'S 657 MILLION, 1.1 BILLION.

1.1 BILLION AND 657 MILLION.

WE'RE TRENDING BACK DOWN, BUT WE HAVE NOT GONE BACK TO THE SAME NUMBERS WE HAD PRIOR TO COVID.

TWO YEARS AGO, I THINK IT WAS COVID, WE HAD A HUGE DELAY.

YES. BECAUSE OF COVID, THEY COULDN'T GET OUT AND DO THE APPRAISALS, AND THERE WAS A BUNCH OF STUFF GOING ON AND IT DELAYED FOREVER.

LAST YEAR WAS PRETTY MUCH ON TIME, DO YOU THINK? OH, YES, AND YOU DON'T EXPECT ANY DELAYS THIS YEAR IN THOSE CALCULATIONS? NO, WE HAVE ALL OF OUR CERTIFIED VALUES.

THE ONLY THING THAT WE HAVE RIGHT NOW IS A LARGER AMOUNT IN VALUE IN DISPUTE, PEOPLE PROTESTING THEIR VALUES, AND THAT IS TYPICALLY BECAUSE OF THE MARKET VALUE IS INCREASING.

THIS YEAR WE HAVE 2400 THAT ARE RESIDENTIAL.

PROPERTIES IN COMPARING TO YEARS PAST, USUALLY BY TIME OUR NOVEMBER BILL.

BY TIME WE PROCESS OUR NOVEMBER SUPPLEMENT, WE HAVE THAT ABSORBED AND ON THE TAX ROLL FOR PEOPLE TO PAY ON IN TIME FOR THE 2023 TAX YEAR.

OKAY SO IT'S USUALLY NOT.

OKAY, GOOD.

THANK YOU. OKAY. THANK YOU.

ANYBODY ELSE? ALL RIGHT.

THANK YOU FOR THE REPORT.

LET'S GO TO ITEM A2 FOR A NUMBER THREE.

I'M SORRY, TAX REPORT.

YOU'RE BACK UP.

SORRY YOU RAN AWAY SO FAST.

Y'ALL SAID I COULD BE DISMISSED.

I WAS LEAVING. MY APOLOGIES.

OKAY, SO THIS.

THIS ITEM IS THE JUNE TAX COLLECTION REPORT REFLECTING 98.60% COLLECTED OF THE 2022 BASE LEVY.

AS OF TODAY, WE'RE AT 98.80.

WE HAVE FOUR REFUNDS WHICH EXCEED $500.

THAT REQUIRES BOARD APPROVAL AND THAT'S ALL THAT WE HAVE FOR JUNE.

I'LL BE HAPPY TO ASK ANSWER ANY QUESTIONS YOU MAY HAVE.

OKAY. BOARD ANY QUESTIONS ON THIS REPORT? MR. GLICK? YEAH. THE 100,000 YOU MENTIONED, THAT'S UP FOR A VOTE IN NOVEMBER, RIGHT? CORRECT, AND I THINK PEOPLE I'M SORRY, PEOPLE ARE STARTING TO GET CONFUSED ABOUT THAT.

I THINK THEY THINK IT EXISTS ALREADY.

YOU'VE PROBABLY GOT A LOT OF QUESTIONS ON THAT.

MAYBE WE NEED TO MAKE IT CLEAR.

I THINK EVERYBODY BELIEVES IT WILL PASS.

I THINK THAT'S WHY THEY GAVE YOU THOSE NUMBERS.

I CAN'T IMAGINE IT NOT PASSING.

WHY WOULD IT NOT? BUT SO I'M GETTING QUESTIONS ABOUT THAT.

WHEN WILL IT BE REFLECTED? WELL, MAYBE YOU COULD ANSWER THAT.

RIGHT. SO THE IT WILL BE IN THE NOVEMBER ELECTION.

WE WILL FIND OUT THE RESULTS OF THAT.

IF IT DOES FAIL, SECONDARY BILLS WILL BE SENT OUT.

ALL ORIGINAL 2023 BILLS IN THE STATE OF TEXAS ARE REQUIRED TO HAVE A PROVISIONAL STATEMENT WHICH WILL GIVE THE TAXPAYER A COMPARISON OF WHAT THEIR BILL WOULD HAVE BEEN WITH THE 40,000 AND WHAT THEIR BILL IS WITH THE 100,000 AND WHAT THE DIFFERENCE IS OF THE TWO.

SO THEY'RE ALL GOING TO HAVE THAT NOTIFICATION WITH THEIR VERY FIRST BILLING THAT WE SEND OUT IN OCTOBER.

THANK YOU FOR THAT, AND THEN IN REGARDS TO TAX CEILINGS, IN REGARDS TO TAX CEILINGS, THOSE PEOPLE THAT ARE IMPACTED BY THAT, JUST WORKING ON THE NUMBERS FROM 18 TO 2022, ANYONE THAT HAD A CEILING OF AROUND $1,000 WILL NOW BE ZERO TAX BILL IF THAT HELPS FIELD ANY OF THOSE QUESTIONS.

[00:15:03]

MR. GLICK I DID SEE SOMETHING.

I'VE READ A LOT, BUT I SAW ONE NUMBER AND I THINK THEY USED A $380,000 AVERAGE HOUSE THAT TAXPAYER, WITH ALL OF THE TAX RELIEF COMPRESSION, 100,000, ALL THE DIFFERENT THINGS THAT ARE STACKING UP, IT WAS ALMOST TWO GRAND OF RELIEF FOR THOSE TAXPAYERS.

SO WE'LL WAIT AND SEE WHAT HAPPENS FINALLY, BUT HOPEFULLY THERE'LL BE SOME RELIEF FOR EVERYBODY.

THANK YOU VERY MUCH.

THANK YOU. YOU CAN RUN AWAY NOW.

OKAY, GANG, THAT TAKES US TO ITEM 4A-4 PRESENTATION OF FINE ARTS, ACOUSTICAL IMPROVEMENTS AT SECONDARY SCHOOLS PROGRESS. I BELIEVE THIS IS AN ITEM THAT MR. GLICK HAD REQUESTED TO COME FORWARD, AND JAVIER FERNANDEZ IS HERE TODAY.

PAGES 15 THROUGH 35.

THANK YOU. THANK YOU.

COMMITTEE CHAIR MILLER.

MEMBERS OF THE COMMITTEE, MEMBERS OF THE BOARD, DOCTOR LOPEZ, WE'RE HERE TONIGHT TO PRESENT TO YOU A PROGRESS UPDATE ON THE FINE ARTS ACOUSTICAL IMPROVEMENTS AT ALL OF OUR SECONDARY SCHOOLS.

I HAVE INVITED REPRESENTATIVES FROM PBK TO ASSIST ME IN THE PRESENTATION HERE.

THE PRESENTATION WILL BE GIVEN BY BRIAN SHARMAN, WHO IS A PARTNER THERE, PRINCIPAL WITH PBK.

SO IF YOU DON'T MIND BRIAN, IF LIKE TO JOIN ME.

COMMITTEE CHAIR MILLER, YOU HAD, AS YOU REQUESTED, AS YOU STATED IN THE LAST MEETING, TRUSTEE GLICK HAD REQUESTED AN UPDATE ON THE FINE ARTS ACOUSTICAL IMPROVEMENTS, AND SO THIS IS AN IN RESPONSE TO THE REQUEST.

JAVIER, THANK YOU FOR THE INTRODUCTION, AND THANK YOU, MR. MILLER AND BOARD OF TRUSTEES AND DR.

LOPEZ FOR THIS OPPORTUNITY TO PRESENT FOR THE I WANT TO GO OVER THE SUMMARY OF THE WORK SINCE WE LAST MET.

SUMMARY OF SCOPE.

ALSO LOOKING AT THE DESIGN AND CAMPUS EXAMPLE THAT I HAVE IN THIS PRESENTATION AND THEN NEXT STEPS.

SINCE WE LAST MET, WE'VE UTILIZED THE ACQUISITION STUDY AND WE'VE HAD SEVERAL MEETINGS TO DISCUSS EXPECTATIONS AND STANDARD CRITERIA THAT WE WERE GOING TO USE IN THE PROJECT.

WE HAVE ALSO SPENT OVER 150 HOURS, 19 CAMPUSES, 87 ROOMS INVESTIGATING MANY FIELD CONDITIONS SUCH AS DOORS, DOOR HARDWARE, ACOUSTIC WALL, PANEL LOCATIONS, CEILINGS, INCLUDING WALL CONDITIONS ABOVE THE CEILING TOO, AND THIS ENTAILED VERY TALL LADDERS LIKE 15, 20 FOOT TALL LADDERS TO GET UP TO THE CEILING TO POP CEILING TILES AND TO SEE DO YOUR WALLS GO TO DECK? ARE THERE HOLES IN THE WALLS THAT SOUND CAN TRANSFER THROUGH? SO AND WE ALSO HAD TO DO THIS SEVERAL TIMES AND ALSO POTENTIALLY WHEN THERE WERE SCHOOL.

SO OBVIOUSLY WE DID NOT INTERRUPT CLASS OR ANYTHING LIKE THAT.

WE WAITED TILL OFF TIMES WHERE WE WOULD NOT BE DISRUPTIVE.

IN ADDITION TO THAT, WE TOOK THE 19 CAMPUSES, THE MAPS FOR THEM AND WE HAD TO CREATE THE BID DOCUMENTS THAT WERE NEEDED FOR THE BIDDERS.

WE HAD TO REDRAW ALL THOSE CAMPUSES, AND THIS WAS OVER 3,000,000FTĀ² OF PRODUCTION TO DO THAT, AND THEN WE ALSO HAD SEVERAL OTHER FIELD VISITS THAT AREN'T REFLECTED IN MY BULLET POINTS HERE, WHERE WE SPENT ANOTHER COUPLE HUNDRED HOURS REWORKING THE CAMPUSES, LOOKING AT MUSICAL INSTRUMENT LOCKERS AND ADDITIONAL THINGS THAT CAME UP.

WE ALSO WORK WITH THE ADDITIONAL VENDORS AND DOOR HARDWARE CONSULTANTS TO GET THEIR FEEDBACK TOO, AND THEN LASTLY, WE COMPLETED THE BID DOCUMENTS IN JULY.

SO SCOPE VARIES PER CAMPUS IN PERU, AND I'LL SHOW YOU AN EXAMPLE OF THAT HERE MOMENTARILY.

IN A FEW PLACES, WE'RE REPLACING FLOORING TO REDUCE SOUND REVERBERATION, TO ADDRESS SOUND REVERBERATION.

IN OTHER SPACES, WE'RE ADDING ACOUSTICAL WALL FINISHES EXCUSE ME, ACOUSTICAL WALL PANELS AND ALSO REPLACING CEILINGS AS REQUIRED TOO.

WE'RE ADDRESSING DOOR REPAIRS WHERE SOUND TRANSFERS THROUGH THE DOORS INTO OTHER SPACES AND WHERE THERE ARE NOT SOUND RATED DOORS, WE'RE PROVIDING THEM, AND AS I MENTIONED EARLIER, ABOVE CEILING.

THERE'S ALSO WORK TO DO TOO THAT'S HIDDEN TO THE VIEW.

SO WHERE WALLS NEED TO BE EXTENDED TO DECK OR WE NEED TO PATCH REPAIR AND SEAL WALLS, WE'RE DOING THAT ALSO.

ALTHOUGH ALL CAMPUSES REQUIRE CORRECTIONS AND THE TYPE OF WORK VARIES PER ROOM, THERE ARE FEW CAMPUSES THAT REQUIRE OVERALL MORE, THAT REQUIRE MORE OVERALL CONSTRUCTION SCOPE.

HERE IS A LIST OF WHAT YOU COULD CONSIDER THE TOP TEN.

IF YOU LOOK AT ALL OF THE CONSTRUCTION SCOPE THAT HAS TO HAPPEN AT THAT CAMPUS, NOT NECESSARILY PER ROOM.

[00:20:01]

SO THOSE ARE LISTED HERE, AND I'M GOING TO JUST, AND THEN NEXT, I HAVE THE THEM LISTED PER CAMPUS, BUT I AM GOING TO REALLY JUST FOCUS ON THIS SLIDE AND THEN THE OTHERS WILL BE THERE FOR YOUR REFERENCE.

SO YOU CAN SEE AT GARLAND HIGH SCHOOL, WE LOOKED AT THE BAND HALL SUITE AT THAT SUITE AT THE BAND HALL.

YOU'LL NEED TO REPAIR DOOR HARDWARE AND ADD ACOUSTICAL WALL PANELS AT THE PRACTICE ROOMS. WE'LL NEED TO SEAL AND INFILL WALLS ABOVE THE CEILING.

AT THE ORCHESTRA HALL SUITE, A VERY SIMILAR SCOPE IN THE BAND HALL WE WILL REPAIR DOORS AND INFILL AND SEAL WALLS ABOVE CEILING AT THE PRACTICE ROOMS WILL ACTUALLY HAVE TO EXTEND WALLS TO DECK.

THEY WEREN'T EXTENDED TO DECK PREVIOUSLY AT THE CHOIR HALL SUITE.

AGAIN, MORE DOOR HARDWARE REPAIR.

A LOT OF THIS WAS THE DOOR HARDWARE WAS THERE.

IT'S JUST WITH THE WEAR AND TEAR, THE SEALS WERE BREAKING.

THAT'S WHAT A LOT OF THIS WAS AT EACH CAMPUS.

ALSO, I'M JUST TRYING TO NOTE A FEW DIFFERENCES HERE.

AGAIN, SEAL/INFILL WALLS IS GOING TO BE PRETTY COMMON.

PIANO ROOM EXTEND WALL TO DECK AND THE ENSEMBLE TO SEAL/INFILL WALLS.

THEN AT LAKEVIEW CENTENNIAL HIGH SCHOOL, AGAIN, A SIMILAR SCOPE BUT I WILL NOTE AT THE CHOIR HALL, WE'LL NEED TO DO A SOUND DOOR THERE AND AT THE CHOIR HALL OFFICE, A SOUND DOOR, AND THEN ALSO AT THE PIANO ROOM, A SOUND DOOR THERE, AND THEN EVERYTHING ELSE IS PRETTY SIMILAR TO WHAT I JUST READ A FEW MOMENTS AGO AT GARLAND HIGH SCHOOL.

SO AGAIN, THE NEXT FEW SLIDES ARE THERE FOR YOUR REFERENCE, BUT THAT IS A QUICK BULLET POINT SUMMARY OF WHAT'S HAPPENING IN EACH ROOM, AT EACH CAMPUS , AND IT STARTS WITH HIGH SCHOOLS AND GOES THROUGH THE MIDDLE SCHOOLS IN ALPHABETICAL ORDER, AND THEN HERE'S OUR PROJECT EXAMPLE.

I CHOSE NORTH GARLAND HIGH SCHOOL AT THE BAND HALL SUITE, WHICH IS THE PICTURE YOU'LL SEE HERE WE ARE REPAIRING THE DOOR, THE DOORS THERE THAT WILL BE PART OF THE SCOPE. WE'LL ALSO BE ADDING ACOUSTICAL WALL PANELS AT THE BAND HALL AND THEN SAME THING AT PERCUSSION ROOM TOO.

WE'LL BE REPAIRING THE DOOR HARDWARE AND PROVIDING ACOUSTICAL WALL PANELS THERE AT THE ORCHESTRA SUITE AT THE HALL, WE'LL ADD ACOUSTICAL WALL PANELS.

WE WILL.

AT THE PRACTICE ROOMS. I'M SORRY, AT THE HALL STILL WILL BE REPAIRING DOOR HARDWARE THERE, TOO, AND THEN THE PRACTICE ROOMS, THOSE WALLS, MOST OF THOSE WALLS NEED TO BE EXTENDED TO DECK THE ROOF DECK, AND THEN PRETTY MUCH EVERYWHERE THERE OR AT MOST PLACES HERE, WE WILL NEED TO INFILL AND SEAL WALLS THROUGHOUT THE SUITE , AND THEN HERE'S AN ELEVATION EXAMPLE OF THE BAND HALL WHERE WE'RE ADDING ACOUSTICAL WALL PANELS.

SO THOSE WHITE SQUARES ARE WHERE WE'RE GOING TO ADD ACOUSTICAL WALL PANELS.

NEXT STEPS. WE NEED TO CONTINUE THE PROCUREMENT PROCESS WITH THE PURCHASING DEPARTMENT.

WE COULD UTILIZE A JOB ORDER CONTRACT DELIVERY METHOD WITH POTENTIAL WITH THE POTENTIAL OF SEVERAL CONTRACTORS.

THIS PROJECT THAT WOULD BE POTENTIALLY A GOOD METHOD FOR THIS PROJECT, AND THEN CONSTRUCTION WILL LIKELY HAVE TO TAKE PLACE AFTER HOURS, WHICH WOULD BE EVENINGS AND WEEKENDS SO THAT WE DON'T DISRUPT THE CLASSROOMS AND OTHER ACTIVITIES THAT ARE RELATED TO BAND ORCHESTRA AND CHOIR.

ANY QUESTIONS OR COMMENTS.

MR. GLICK. THANK YOU, SIR.

AS WAS INDICATED, I'VE ASKED FOR THIS.

WE'RE GOING ON NOW OVER TEN YEARS SINCE WE FIRST STARTED LOOKING AT BAND ORCHESTRA HALLS BACK FOR OUR 2014 BOND, AND WE'RE STILL NOT DONE, AND IT SEEMS LIKE IT JUST GOES ON FOREVER.

I ACCIDENTALLY FOUND OUT ABOUT THESE ISSUES LAST DAY OF SCHOOL, DECEMBER 2021, AND NOW TWO SUMMERS HAVE PASSED.

TWO SUMMERS AND NOT A DROP OF WORK HAS BEEN DONE BASED ON WHAT YOU JUST SAID.

YOU SAID WE COULD USE JOB ORDER CONTRACTS.

SO IT LOOKS LIKE WE HAVEN'T EVEN GOTTEN TO THAT STAGE YET.

RIGHT. I'M JUST I'M JUST VERY FRUSTRATED THAT WE'RE STILL NOT READY TO GO YET, AND YOU SAY HERE CONSTRUCTION WILL TAKE PLACE AFTER HOURS, EVENING AND WEEKENDS, MIDDLE SCHOOLS, MAYBE NOT SO MUCH, BUT CERTAINLY HIGH SCHOOL BANDS WITH MARCHING SEASON, THEY'RE IN USE.

THEY PRACTICE NORMALLY AFTER SCHOOL.

THEY HAVE CONTESTS ON WEEKENDS.

THEY'RE IN AND OUT OF BAND HALLS, MIDDLE SCHOOLS, A LITTLE BIT LESS, BUT THEY STILL USE THEM.

[00:25:05]

THEY HAVE PRACTICE SESSIONS.

THEY HAVE PRIVATE LESSONS.

I MEAN, IT'S GOING TO BE REALLY DIFFICULT TO SCHEDULE A TIME WHEN YOU GET GOING ON THIS THING.

SO WHAT I HAD ASKED FOR IS THERE A TIMELINE? AND IT APPEARS FROM WHAT I'M SEEING HERE, THERE REALLY IS NO TIMELINE YET.

IS THAT A FAIR STATEMENT? WELL, THE PROCUREMENT METHOD IS JOC AND THE TIMELINE FOR THAT IS WE ACTUALLY HAVE WE HAVE THREE JOC CONTRACTORS THAT WE ARE SOLIDIFYING CONTRACTS WITH THROUGH THE PROCUREMENT GROUP, AND WHEN THOSE CONTRACTS ARE SOLIDIFIED, THIS INFORMATION IS BEING SHARED WITH THEM SO THAT WE CAN GET COST PROPOSALS ON THOSE SPECIFIC PIECES.

SO WE THAT IS THE METHOD.

MATTER OF FACT THAT IS THE METHOD THAT WE HAD DISCUSSED WHEN WE INITIALLY HAD PRESENTED THIS IS THAT BECAUSE OF THE COMPLEXITY OF THE PROJECT AND THE UNIQUENESS OF THE PROJECT JOC METHOD, THE PROCUREMENT METHOD OF JOC IS THE BEST METHOD TO UTILIZE FOR THIS TYPE OF WORK, AND SO THE DESIGN TEAM HAS SPENT HUNDREDS OF HOURS IN THE DESIGN PROCESS.

MIND YOU THAT THIS IS ONE DESIGNER THAT IS THAT WE THAT WE HAVE THAT WE HAVE PARTNERED WITH TO REMEDY MULTIPLE DIFFERENT DESIGN TEAMS, DESIGNS THAT WERE DONE IN THE 2014 BOND.

SO IT IS A UNIQUE PROJECT.

I COMMEND PBK FOR DOING ALL OF THIS EXTENSIVE WORK AT THAT TIME WHEN MYSELF AND RICK BLAND WITH PBC, WHEN WE MENTIONED THIS TO THE BOARD, WE DID MENTION THE COMPLEXITY OF THE PROJECT AND THE UNIQUENESS OF EVERY SINGLE AREA WITHIN THE WITHIN THE CAMPUS WOULD BE UNIQUE.

THE BAND HALL IS, IS A DIFFERENT SPACE.

IT REQUIRES A DIFFERENT REVERBERATION THAN THE ORCHESTRA HALL REQUIRES, AND THE CHOIR HALL, THEY ALL REQUIRE DIFFERENT REVERBERATION RATES, AND SO UTILIZING PBC AND THEIR EXPERTISE AND THEIR CONSULTANTS, WE FEEL THAT THE SOLUTION THAT THEY HAVE COME UP WITH IS GOING TO BE THE SOLUTION THAT TAKES CARE OF THESE THESE SPACES FOR YEARS TO COME.

OKAY, BUT APPARENTLY WE'RE STILL NOT READY FOR A TIMELINE.

I MEAN, I'M JUST THINKING OF A CONVERSATION I HAD WITH A BAND DIRECTOR WHO WILL BE NAMELESS FOR THIS SESSION, WHO WANTED TO BRING IN TOP BRASS PLAYERS FROM AROUND THE METROPLEX TO PUT ON A CLINIC FOR THEIR STUDENTS, AND ONE OF THE TRUMPET PLAYERS CAME IN AND STARTED PRACTICING IN THE BAND HALL, AND THE REVERBERATION WAS SO BAD THEY SAID, WE'RE NOT GOING TO BE ABLE TO DO THIS HERE.

THAT WAS MULTIPLE YEARS AGO.

I'M JUST TRYING TO SAY, ARE WE CLOSE? ARE WE CLOSE? WILL WE BE ABLE TO GET IT DONE IN THE NEXT BY THE END OF NEXT SUMMER? IS THERE SIR, MAYBE YOU COULD GIVE US A TIMELINE.

I THINK WHAT MR. GLICK IS ASKING, IS WHEN ARE WE GOING TO START AND WHEN SHOULD WE FINISH? I THINK THAT'S I MEAN, JUST NOT LIKE IN MONTH ONE WE'RE GOING TO DO.

IT'S LIKE, WHEN IS IT GOING TO START? WHEN IS IT GOING TO FINISH? SO WHERE WE'RE AT RIGHT NOW IS THE THREE DIFFERENT JOC COMPANIES THAT ARE WORK THAT PROCUREMENT IS WORKING WITH TO GET A CONTRACT WITH.

AS SOON AS THAT IS DONE, WE WILL BE ABLE TO GIVE YOU A SCHEDULE ON THOSE THREE ORGANIZATIONS AND GETTING THE WORK DONE.

WHAT IS THE DATE WE EXPECT THEM TO DO THAT? WE SHOULD HAVE AN IDEA.

OKAY. IF YOU DON'T MIND, I'LL ASK MR. BOOKER IF YOU COULD SHARE WITH US WHERE WE STAND FROM A PROCUREMENT STANDPOINT FOR JOC ON THIS.

WHILE HE'S COMING UP, MR. DODDS, JUST FOR YOUR EDIFICATION, AS FAR AS I KNOW, THIS IS MONEY THAT WE HAVE LEFT OVER.

I DON'T KNOW WHAT'S THE ACCOUNT NUMBER.

OKAY, BUT IT'S MONEY THAT WAS LEFT OVER FROM THE 2014 BOND THAT WAS ALLOCATED FOR THIS PROJECT.

MILLIONS OF DOLLARS STILL EXIST TO PAY FOR ALL THIS.

SO IT SHOULDN'T BE A QUESTION OF A MONEY MONEY ITEM.

I BELIEVE THE MONEY IS THERE.

OKAY. RIGHT I DID CHECK ON THAT JUST TO MAKE SURE THAT THERE WAS MONEY, BECAUSE BEING A BUDGET GUY, THAT'S WHAT I'M GOING TO ASK FIRST.

SO ANYWAY, I DID CHECK ON THAT AND THERE IS GOOD.

THANK YOU, SIR.

TO ANSWER YOUR QUESTION, THE BOARD APPROVED THE LIST OF JOB ORDER CONTRACTS.

[00:30:03]

I THINK IT WAS PROBABLY 2 TO 3 BOARD MEETINGS AGO.

AS OF TODAY, I THINK THEY'RE WORKING ON THE ACTUAL CONTRACTS FOR THE IN SPEAKING TO THE CONSTRUCTION BUYER THAT THEY'RE WORKING ON THE CONTRACTS NOW FOR THE JOCS, AND SO I WOULD SAY WITHIN THE WEEK TO TWO WEEKS, WE SHOULD BE ABLE TO HAVE THOSE CONTRACTS READY TO GO AND BASED ON, BUT WE JUST WE RECEIVED THOSE REQUESTS.

I BELIEVE IT WAS LAST WEEK FOR THOSE CONTRACTS.

SO WE EXPECT THE ACTUAL JOB ORDER CONTRACTS AND THE AMOUNT OF MONEY SET ASIDE FOR THAT HAS ALREADY BEEN ESTABLISHED BY THE BOARD OF TRUSTEES.

WHAT WILL BE COMING BACK TO YOU IF WE HAVE A CONTRACT THAT HAPPENS TO EXCEED $500,000, BUT THE BOARD HAS ALREADY ALLOCATED THE FUNDS FOR THOSE JOBS. OKAY, AND I WILL SAY THIS PROJECT HAS BEEN ONE OF THE MOST COMPLICATED PROJECTS I'VE EVER SEEN.

WHEN WE WERE CLOSING OUT THE BAND HALLS, THE BAND DIRECTORS IMMEDIATELY TALKED ABOUT THE DECIBEL LEVELS AND EVERYTHING I'M TALKING ABOUT AS WE CLOSED THEM OUT, AND AT THE TIME WE HAD A DIFFERENT PERSON OVERSEEING EVERYTHING, AND THEY ASSURED US IT'S WITHIN DECIBEL RANGE AND WE WERE GOING IN CIRCLES WITH THAT COMPANY SAYING IT WAS WITHIN DECIBEL RANGE, AND SO WE DID SOME MEDIATION BETWEEN THAT ON OUR OWN TO TRY TO BRING THINGS INTO STANDARD, BUT THEY WEREN'T, AND WHERE JAVIER IS RIGHT, EVERYONE IS UNIQUE AND EVERYONE HAS A DIFFERENT PROBLEM IN THERE.

SO YOU HAVE TO BE ABLE TO REALLY KNOW WHAT THAT PROBLEM IS, BECAUSE IF JUST PUTTING LIKE THESE PANELS UP MIGHT NOT FIX ANYTHING AND THEN THEY'LL BE BACK SAYING, WELL, YOU JUST THREW THIS UP.

SO THIS HAS BEEN EXTENSIVE, BUT WE'RE EXPECTING TO START IN SEPTEMBER.

OKAY, AND HOW LONG SHOULD THE PROJECT TALK? SOME OF THIS STUFF DOESN'T SEEM TOO COMPLICATED.

SO. OKAY, YOU WANT TO COMMENT ON THAT DIRECTION? WELL, COULD I LET ME JUST THE THIS YEAR OR THIS ROUND OF CONTRACTS WE'VE STARTED ALLOWING OR USING THE OUTSIDE COUNSEL TO PRODUCE THOSE CONTRACTS, AND SO AS SOON AS THE OUTSIDE COUNSEL FINISHES THEIR WORK, THAT'S WHEN WE CAN START OUR ONE WEEK PROCESS TO GET EVERYTHING TO READY, BUT I DO WANT TO MAKE IT KNOWN THAT THE ACTUAL OUTSIDE ATTORNEYS ARE ACTUALLY PRODUCING THE CONTRACT DOCUMENTS.

AS SOON AS WE GET THEM IN OUR PRESENCE WITHIN A WEEK, WE SHOULD BE ABLE TO GO.

THANK YOU, AND WELL, I KNOW THERE IS CONCERN ABOUT TIMELINES AND ALL THAT STUFF.

I KNOW THAT HOPEFULLY IN THE NEXT COUPLE OF WEEKS, THINGS WILL START CLEARING UP FOR US.

TO MR. BEACH'S QUESTION, WE DID ADDRESS THE OVERALL SCOPE OF THE PROJECT AND APPROVED IT A COUPLE OF MEETINGS OR IT'S BEEN A WHILE. IT'S BEEN A WHILE.

IT'S BEEN MORE THAN A COUPLE OF MEETINGS FOR ME.

EVERYTHING'S A COUPLE OF MEETINGS AGO, BUT SO YEAH, THIS PROJECT IS ON THE TABLE TO BE DONE.

IT'S PART OF AN INTENTIONAL THING TO UPGRADE THESE BAND HALLS.

I DO HAVE A QUESTION FOR DAVID, IF YOU DON'T MIND.

YEARS AND YEARS AGO I WENT TO BUY A STEREO AND I REMEMBER I PAID.

IT WAS LIKE A TECHNIQUES.

IT WAS $1,700 FOR I THOUGHT IT WAS AN OUTRAGEOUS AMOUNT OF MONEY, AND THE GUY THAT SOLD ME THIS SAYS, YEAH, THIS IS REALLY GOOD.

THIS WILL GET YOU IN ABOUT THE 95 PERCENTILE, AND I SAID, REALLY? AND I SAID, WELL, WHAT DOES IT TAKE TO GET TO 100? HE GOES, YOU DON'T HAVE ENOUGH MONEY.

THAT'S THE THING ABOUT MUSIC, BAND HALLS, STUDIO, A RECORDING STUDIO VERSUS A BAND HALL VERSUS SOMETHING ELSE.

YOU KNOW, WE'RE PROBABLY NEVER GOING TO GET TO 100% BECAUSE WE PROBABLY NEVER WANT TO SPEND THE MONEY IT TAKES US TO GET TO 100%, BUT I'M HOPEFUL THAT WHAT WE'RE CONTEMPLATING DOING HERE TODAY, I JUST DON'T WANT IT TO BE A SWING AND MISS BECAUSE IT'S GOING TO BE A LOT OF MONEY.

YOU KNOW, IF WHAT WE'RE DOING GETS US TO 80%.

THESE ARE VERY NEBULOUS NUMBERS.

I DON'T KNOW WHAT I'M TALKING ABOUT.

WHAT I DON'T WANT TO DO IS I DON'T WANT TO SWING AND MISS LIKE WE DID I THINK THE SCHOOL BOARD, THE DISTRICT AND EVERYBODY INVOLVED HIT THE NATATORIUM OUT OF THE PARK BECAUSE THEY TOOK THE TIME AND THEY DID IT RIGHT AND THEY WERE ABLE TO DO IT RIGHT, AND EVERYBODY'S BEEN HAPPY WITH THE PRODUCT PROJECTS.

WE DO LIKE THAT WITH THE CTC, LIKE YOU DID WITH THE CULWELL CENTER, THINGS WHERE PEOPLE ARE SO HAPPY WITH THE PRODUCT.

YOU KNOW, I JUST KIND OF WANT TO MAKE SURE THAT WE'RE NOT HEADED DOWN A ROAD WHERE OUR EXPECTATIONS OUTRUN WHAT'S GOING TO BE THERE IF IT DOESN'T FIX THE

[00:35:10]

ISSUES, AND OUR BAND DIRECTORS ARE STILL UPSET AND THE BRASS GUYS STILL WON'T PLAY IN IT, THEN WE HAVEN'T REALLY GOTTEN ANYWHERE.

SO I DON'T KNOW WHAT CARE OR ATTENTION NEEDS TO BE PAID TO THAT, BUT IT SEEMS TO ME LIKE I DON'T WANT TO MISS THE POINT.

THE POINT OF ALL THIS WAS TO GIVE OUR KIDS WHO PRACTICE IN REHEARSING THIS A QUALITY OF BAND HALL THAT THEY CAN BE THEIR BEST. SO THAT'S REALLY WHAT I THINK MR. GLICK HAS BEEN AFTER SINCE 2021, AND SO WE'RE EXCITED ABOUT IT.

DON'T GET US WRONG. WE'RE EXCITED ABOUT IT, AND IF IT TAKES A YEAR, IF IT TAKES WHATEVER IT TAKES, WE WANT TO GIVE YOU THE TIME SO IT'S DONE RIGHT? SO DON'T GET THE WRONG MESSAGE HERE.

WE DO WANT THIS TO BE A GOOD QUALITY ASSET FOR THOSE CAMPUSES.

MR. BEACH, JUST REAL QUICKLY, 19 CAMPUSES, I TAKE IT WE'RE GOING TO HIT ALL MIDDLE SCHOOLS AND ALL HIGH SCHOOLS, IS THAT CORRECT? YES, SIR. OKAY.

THANK YOU, AND MR. MILLER, TO EXPAND UPON YOUR POINT, WE ARE WORKING WITH THAT ACOUSTICIAN ON A REGULAR BASIS TO RERUN THOSE ACOUSTICAL STUDIES TO MAKE SURE WE ARE HITTING OUR GOALS, AND THEN WE'LL ALSO HAVE A POST-OCCUPANCY REPORT AFTER THAT, AND LAST KIND OF EXAMPLE IS MY SON'S IN NASHVILLE.

HE'S A MUSICIAN AND WE BUILT A STUDIO IN HIS BASEMENT DOWN UNDER THE HOUSE AND IT'S AWESOME, BUT WHEN YOU GO WALK INTO A PROFESSIONAL STUDIO, YOUR EARS CAN TELL IMMEDIATELY THE DIFFERENCE IN THE QUALITY OF THE CONSTRUCTION MATERIALS.

ET CETERA. ONE'S BUILT ON PURPOSE, AND ONE OF THEM WAS JUST KIND OF ACCIDENTALLY FORMED INTO IT, AND I THINK WE'RE TRYING TO TAKE THINGS THAT WEREN'T REALLY BUILT FOR WHAT WE'RE TRYING TO USE THEM FOR, BUT WE'RE TRYING TO RETROFIT THEM AS GOOD AS POSSIBLE.

AGAIN, MY WHOLE THING IS I JUST DON'T WANT TO SWING AND MISS BECAUSE I THINK THIS IS VERY IMPORTANT.

THAT SAYS A LOT FOR OUR BAND OUR ARTS PROGRAMS THAT WE GIVE THEM GOOD, REALLY GOOD PERFORMING AND PRACTICE STUDIOS.

SO THANK YOU FOR ALL YOUR WORK IN THAT.

BOARD, ARE THERE ANY OTHER QUESTIONS? ROBERT SELDERS.

YOU MIGHT HAVE SAID THIS JUST IN TERMS OF LIKE LONGEVITY AND LIFE CYCLE.

HOW OFTEN WOULD SOMETHING LIKE THIS NEED TO BE REVISITED AS FAR AS ACOUSTICAL PERFORMANCE, ACOUSTICAL PERFORMANCE, DEGRADATION OVER TIME? LIKE WILL WE HAVE TO, YOU KNOW, GO IN AND MAKE TWEAKS ALONG THE WAY OR DO WE HAVE TO DO WHOLE SCALE REVISIONS OF ALL OF THE THINGS THAT YOU'RE DOING NOW? SO IF IT'S GOING TO IF IT'S A BAND HALL, IT'S GOING TO REMAIN A BAND HALL AND WE GET IT ACOUSTICALLY TO WHERE IT'S SUPPOSED TO PERFORM, WHICH IS WHAT THIS PROJECT IS.

IT'S GOING TO PERFORM THAT WAY, LIKE FOR TEN YEARS, 20 YEARS, 50 YEARS? YEAH, UNTIL YOU NEED TO REPROGRAM THAT SPACE.

MEANING IF IT WENT FROM BAND TO CHOIR OR TO SOME OTHER SPACE, BUT IF IT WAS A BAND HALL, YEAH.

WE DON'T EVER HAVE TO UCH IT AGAIN.

IS THAT WHAT I'M HEARING? RIGHT, I MEAN, YOU WILL FOR FINISHES BEFORE YOU DO IT FOR ACOUSTICAL PURPOSES.

YEAH. THANK YOU.

OKAY. THANK YOU.

OKAY. THANK YOU.

NO MORE QUESTIONS WITH THAT.

I THINK WE ARE NOW READY TO GO TO ITEM 4A-5.

WE'RE GOING TO RECEIVE A PRESENTATION ON THE 2023-2024 GISD CUSTODIAL CLEANING PROGRAM.

FRANK BAYARDO.

GOOD AFTERNOON. GOOD AFTERNOON, MR. MILLER. TRUSTEES AND DR.

LOPEZ. I STAND BEFORE YOU TODAY EXHAUSTED, REALLY EXHAUSTED AND EXHAUSTED BECAUSE SINCE FRIDAY NIGHT I HAVE REALLY BEEN PRAYING AND PRAYING FOR A COOL FRONT.

RIGHT. WELL, WE DIDN'T GET THAT.

I GOT THE NEXT BEST THING.

WE GOT A PERFECT DAY TODAY.

NOT A PERFECT, BUT A REALLY GOOD DAY HERE AT GISD, AND, YOU KNOW, TO HAVE A DAY LIKE THAT, YOU HAVE TO HAVE SOME EXTRAORDINARY PEOPLE WORKING BEHIND THE SCENES, AND A DISTRICT THAT SUPPORTS EVERY FACET OF THIS OPERATION, BOTH, YOU KNOW, ALL THE WAY ACROSS THE BOARD WITH CUSTODIAL MAINTENANCE, YOU KNOW, TRANSPORTATION CHILD NUTRITION AND EVERYONE THAT REALLY AND TECHNOLOGY, EVERYONE WHO DOES WHAT THEY HAVE TO DO TO REALLY MAKE TODAY THE SUCCESS THAT WE DID.

SO WITH THAT BEING SAID, I'LL GO AHEAD AND GET STARTED WITH OUR PROGRAM.

WE HAVE THIS YEAR AND LAST YEAR, A LITTLE BIT OF LAST YEAR, WE REALLY WANTED TO TRY SOMETHING DIFFERENT.

WE WANTED TO CHANGE THE WAY WE WERE DOING THINGS IN OUR SCHOOLS, RIGHT? SO WE KIND OF LOOKED AT OUR MISSION AND WE WANT TO CHANGE OUR MISSION UP TO HAVE SOME KEY WORDS IN THERE.

SO HERE IT IS.

OUR MISSION IS TO PROVIDE STUDENTS, FACULTY, STAFF AND GUESTS WITH A SAFE, FUNCTIONAL, CLEAN AND HEALTHY LEARNING ENVIRONMENT.

[00:40:06]

SO AS I STATED BEFORE, DR.

LOPEZ DID, THE TIME IS ABOUT RIGHT FOR US TO AT LEAST START CELEBRATING A LITTLE BIT THAT OUR DAY WENT REALLY WELL, BUT OUR CUSTODIANS HAVE DONE AN AMAZING JOB.

OUR SUMMERS ARE GETTING SHORTER, THE DAYS ARE GETTING HOTTER AND, YOU KNOW, PEOPLE ARE GETTING PEOPLE ARE ARRIVING TO THE SCHOOLS WAY EARLIER.

SO I CAN'T REALLY SAY ENOUGH THANKS AND SHARE THE GRATITUDE FOR ALL THE HARD WORK THAT THEY DO, BUT I DID.

IT WAS OVER THE SUMMER.

I DID RUN ACROSS A COUPLE OF TWEETS FROM A PRINCIPAL WHO HAD JUST ARRIVED TO HER SCHOOL, WHO WAS SHARING SOME OF HER THOUGHTS ABOUT HER EXCITEMENT OF THE SCHOOL.

SO I CONTACTED HER AND I ASKED HER IF SHE WOULD DO ME THE FAVOR, AND THIS WAS A COUPLE OF WEEKS AGO, IF SHE WOULD GO AHEAD AND SHARE SOME OF THOSE THOUGHTS WITH US FOR FOR THIS MEETING, AND SHE DID SO WITH THIS.

WE'RE GOING TO GO AHEAD AND PLAY IT SO YOU CAN HEAR IT BECAUSE SHE'S GOING TO SAY.

SO SPECIAL THANKS TO MS. GARCIA FOR DOING THAT FOR US, AND THAT IS INDICATIVE OF WHAT MOST OF OUR SCHOOLS LOOK LIKE, YOU KNOW, WITH ALL OF OUR EXPERIENCE TO HAVE THE BEAUTY, THE AGE OF OUR SCHOOLS AND FOR THEM TO BE ABLE TO LOOK THAT GOOD, IT'S EASY TO KEEP NEW BUILDINGS LOOKING REALLY GOOD, BUT TO HAVE OUR BUILDINGS LOOK LIKE THAT, THAT'S REMARKABLE.

SO WE'LL CONTINUE WITH THAT.

SO LET'S TALK ABOUT OUR TEAM.

WE HAVE AN AMAZING TEAM. WE HAVE A GREAT PARTNERSHIP WITH AHI.

WE SHARE THE RESPONSIBILITIES, OUR IN-HOUSE EMPLOYEES.

WE TAKE CARE OF THE ELEMENTARY SCHOOLS AND THE SUPPORT BUILDINGS, AND AHI DOES OUR SECONDARY SCHOOLS AND A FEW SUPPORT BUILDINGS.

WE ARE 370 STRONG, AND THE GREAT NEWS THAT I HAVE TO SHARE IN IN MY ENTIRE CAREER, IN SCHOOL BUSINESS, IN MY ENTIRE CAREER, I CAN I CAN REALLY, FOR THE FIRST TIME SAY THAT WE ARE STARTING THE SCHOOL.

WE STARTED THE SCHOOL YEAR WITH NO VACANCIES, WITH ZERO VACANCIES.

RIGHT, AND THAT IS THAT IS A DIRECT REFLECTION OF THE SUPPORT THAT YOU'VE GIVEN US WITH OUR WAGE INCREASES, AND IT'S IT SHOWS THAT AS A MATTER OF FACT, WE HAVE A WAITING LIST FOR PEOPLE TO COME INTO GISD.

SO THAT TOO IS SOMETHING TO TALK ABOUT.

SO WE'VE HAD A GREAT PARTNERSHIP.

I DID CONTACT THEM TODAY.

I'VE BEEN TALKING TO THEM ALL DAY LONG, WHICH I'VE BEEN GETTING CALLS ALL DAY LONG BUT I MEAN, THE RESULTS FOR TODAY, EVERYTHING HAS BEEN POSITIVE.

THEY HAVE HAD NOTHING BUT GOOD THINGS TO SAY.

ARCHIE WAS PERFORMING AT THE HIGHEST LEVEL, AND WE REALLY WORKED WELL TO AND HARD TO MAKE TODAY A SPECIAL DAY.

SO PART OF WHAT WE'RE INTRODUCING AND THIS YEAR IS WE REALLY WANTED TO FOCUS, CHANGE THE WAY OUR LEARNING ENVIRONMENT WAS.

WE REALLY WANTED TO CHANGE FROM CLEANING ONE TIME A DAY TO REALLY CLEANING FOR HEALTH.

WE LOOKED AT A COUPLE OF THINGS, RIGHT? WE WANTED TO CHANGE FROM CLEANING THE BUILDING.

ONCE A DAY TO MAINTAINING AND KEEPING THE BUILDINGS CLEAN ALL DAY LONG.

TO DO THAT, WE LOOKED AT, YOU KNOW, MAKING SOME MODIFICATIONS TO OUR DAILY SHIFTS, WHICH WE WILL SHARE IN THE NEXT SLIDE, AND WE REALLY LOOKED AT CREATING VISUAL MAPS, REALLY CREATING A CUSTODIAL LEADERSHIP ACADEMY WHERE EVERYONE WHO WAS WORKING WITHIN THE CUSTODIAL DEPARTMENT KNEW HAD CLARITY IN WHAT OUR PROGRAM WAS REALLY ALL ABOUT.

ONE ONE REALLY NICE THING THAT HAPPENED FOR US LAST YEAR IS THAT WE WERE ABLE TO QUALIFY FOR A GRANT.

I DO HAVE A VIDEO FOR YOU AT THE END OF THE PRESENTATION THAT WILL THAT WILL DISCUSS SOME OF THAT, BUT WE WERE ABLE TO GET A LOT OF NEW EQUIPMENT THAT'S GOING TO REALLY HELP ENHANCE OUR CLEANING THIS YEAR.

SO A LITTLE BIT ABOUT THE PROGRAM.

OUR NEW CLEANING MODEL REALLY IS FOCUSING ON KEEPING THE SCHOOLS CLEAN ALL DAY LONG.

BY DOING THAT, IN ORDER TO DO THAT, WE'VE REALLY CREATED A HYBRID CLEANING MODEL THAT REALLY COMBINES ZONE CLEANING TEAM CLEANING AND GROUP CLEANING , AND I'LL DISCUSS THAT A LITTLE BIT IN A PRESENTATION.

[00:45:03]

WE DO FOLLOW THE APPA CLEANING STANDARDS.

WE FOR ALL OF OUR HIGH PRIORITY AREAS, WHICH ARE RESTROOMS, CLINICS AND SPECIAL AREAS.

WHEN WE GET INTO THE SECONDARY SCHOOLS, WE'RE TALKING ABOUT LOCKER ROOMS, GYMS AND AREAS WHERE THERE'S A LOT OF ATHLETICS.

WE DO A LEVEL ONE.

WE TRY TO PERFORM AT A LEVEL ONE, WHICH IS CLEANED EVERY DAY, AND THEN A LEVEL TWO FOR CLASSROOMS, COMMON AREAS, LIBRARIES AND AREAS OF THAT NATURE.

WE DO FOLLOW THE ISSA TASK AND CLEANING TIME STANDARDS WHICH HELP US BUILD THOSE SCHEDULES AND GIVE EVERYONE CLARITY.

OKAY. SOME OF THE MAJOR THE MAJOR IMPROVEMENT THAT WE'VE MADE TO OUR SCHEDULE THIS YEAR IN ORDER TO MEET THE HE ENHANCED CLEANING THAT WE WANT FOR OUR SCHOOLS, WE MADE TWO SIGNIFICANT CHANGES.

ONE IS WE MOVED ONE OF OUR ON THE ELEMENTARY SCHOOLS.

WE MOVED ONE OF OUR CUSTODIANS TO A MID SHIFT, WHICH GIVES THEM AT 11 A.M., BRINGS THEM AT 11 A.M, AND ALLOWS THEM TO LEAVE AT 730.

WE MADE A SHIFT IN THE EVENING AND WE BROUGHT THEM IN AT 12:00.

LAST YEAR THEY WERE COMING IN AT 2:00.

THEY WERE WORKING FROM 2 TO 10:30.

THIS YEAR THEY'LL BE WORKING FROM 12 P.M.

TO 8:30. WE DO BELIEVE THAT THIS, ALONG WITH THE WAGE INCREASE, REALLY HELPS BRING PEOPLE AND ENTICE PEOPLE TO COME TO OUR DISTRICT, ON OUR SECONDARY SCHOOLS.

THEY REMAIN THE SAME.

WE'VE ALWAYS HAD EARLY SHIFTS, MID-SHIFT, LATE SHIFTS.

I DO SEE AN ERROR THERE.

THEY ACTUALLY THEIR EVENING SHIFT IS ACTUALLY AT THE SECONDARY SCHOOLS.

IT'S FROM 4:00 PM TO 12:30.

SO WE DID RUN THE PILOT LAST YEAR AT 11 SCHOOLS, AND WE HAD VERY GOOD FEEDBACK.

THOSE SCHOOLS REALLY IMPROVED THE WAY THEY LOOKED, THE FUNCTIONALITY OF THEM.

OUR STAFF REALLY ENJOYED IT, AND ONE OF THE THINGS THEY ENJOYED MOST ABOUT THAT WAS BEING ABLE TO GET OUT A LITTLE EARLIER.

SO HERE ARE SOME OF THE KEY BENEFITS OF THIS CUSTODIAL CLEANING PROGRAM.

REALLY, WE'RE LOOKING AT ENHANCED SERVICES FOR STAFF, STUDENTS AND COMMUNITY IN THE DISTRICT.

WE REALLY WANT TO CREATE A CONNECTION BETWEEN THE DAY CUSTODIANS, NIGHT CUSTODIANS.

WE WANT MORE INTERACTIONS WITH CAMPUS AND STAFF, WITH CAMPUS STAFF AND STUDENTS.

THIS PROGRAM ALLOWS THEM TO HAVE HOURLY CLEANING OR FREQUENT RESTROOM CLEANING, WHICH REALLY IMPROVES, YOU KNOW, THE HEALTH, THE SAFETY AND HEALTH OF OUR CLEANING PROGRAM.

THE OTHER THING IS THAT BECAUSE OF ALL THE RECENT ACTIVITIES IN OUR SCHOOL, WE REALLY BELIEVE IN THIS.

WE'VE SEEN THIS THAT THERE'S MORE PEOPLE PATROLLING THE HALLS TO PROVIDE BETTER SAFETY AND SECURITY.

YOU KNOW, OUR STAFF IS BEING TRAINED TO BE MORE VIGILANT, TO LOOK OUT FOR SOME OF THOSE THINGS.

SO IN A NUTSHELL, REALLY, WE GET A LOT OF CONSISTENT CLEANING THROUGHOUT THE DAY, AND THIS REALLY ALLOWS OUR CUSTODIANS TO GET OFF EARLIER AND NOT ONLY BE PART OF THE SCHOOL, THE DAY SCHOOL, THE COMMUNITY, THE CULTURE OF THE SCHOOL, BUT IT ALSO ALLOWS THEM SOME TIME TO BE HOME WITH THEIR FAMILY AND THEY GET TO BED EARLIER.

SO WITH THAT BEING SAID, I THINK THE NEXT SLIDE IS GOING TO GIVE YOU A VIDEO OF OUR EQUIPMENT.

THANKS TO THE GISD BOARD OF TRUSTEES THE CUSTODIAL DEPARTMENT WAS ABLE TO ACQUIRE SOME MUCH NEEDED EQUIPMENT AND SUPPLIES THROUGH THE COVID-19 SCHOOL HEALTH SUPPORT GRANT.

HERE'S A LOOK AT SOME OF THE NEW EQUIPMENT WE PURCHASED.

THE PACIFIC 28 ORBITAL RIDER IS A USER FRIENDLY FLOOR CARE MACHINE.

IT'S QUIET RUNNING WITH SUPERIOR DOWN PRESSURE, WITH STRIPPING OR SCRUBBING LARGE FLOOR AREAS.

IT CAN RUN OVER FIVE HOURS ON A SINGLE CHARGE, GIVING THE RIDER THE OPPORTUNITY TO GET THEIR JOB DONE FAST.

THE CR2 JR RESTORE SYSTEM IS A RESTROOM TOUCH FREE CLEANING MACHINE THAT FEATURES A SPRAY GUN SQUEEGEE ONE WITH A DUAL HEAD, A HAND SQUEEGEE, A SINK ATTACHMENT AND ALL THE HOSES NECESSARY FOR A GREAT CLEANING.

THE WINDSOR CLIPPER CARPET EXTRACTOR IS AN ERGONOMICALLY DESIGNED, USER FRIENDLY CARPET CLEANER.

IT HAS AN 18 INCH CLEANING PATH AND A 12 GALLON TANK TO PROFESSIONALLY CLEANED CARPETS, UPHOLSTERY AND STAIRS.

THE IT ALSO HAS A CERTIFIED HEPA FILTER FOR SUPERIOR INDOOR AIR QUALITY.

THIS VACUUM WILL HELP REMOVE EMBEDDED DIRT THROUGHOUT THE GARLAND ISD CAMPUSES.

THE CUSTODIAL DEPARTMENT WOULD LIKE TO THANK THE BOARD OF TRUSTEES FOR THEIR SUPPORT TO KEEP GISD CLEAN.

SO I'M HERE TO ANSWER ANY COMMENTS OR QUESTIONS.

[00:50:01]

I'M SORRY. I DIDN'T HEAR THAT.

OH, I'M SORRY. THAT CONCLUDES MY PRESENTATION.

OKAY. THANK YOU. WELL, WE DO HAVE A QUESTION OR TWO FROM THE BOARD, THE COMMITTEE.

JOHNNY BEACH.

THANK YOU FOR THE PRESENTATION.

I NEED TO ASK ON THE SETUPS AS FAR AS PTA MEETINGS AT NIGHT AND THE CAFETERIA AND THOSE TYPE OF THINGS.

THE CUSTODIAN THAT NORMALLY HELPS AS FAR AS REARRANGING SOME OF THE CAFETERIA STUFF, THE CHAIRS IN THE IN THE CAFETERIA OR WHATEVER, WHO IS THEIR GO TO INDIVIDUAL AT THOSE CAMPUSES.

IN OTHER WORDS, THEY'RE NOT GOING TO CONTACT THE HEAD OF AHI AT THE HIGH SCHOOL LEVEL TO SAY, HEY, I'VE GOT TO SET UP CHAIRS OR WHATEVER.

WHO DO THEY CONTACT OR WHO DO THEY GO TO WHEN THE YOU KNOW, IF THEY KNOW THAT A PTA IS COMING INTO THOSE BUILDINGS, THEY CONTACT YOU OR I MEAN, WHO IS THE CONTACT PERSON? USUALLY THAT DECISION IS MADE.

IT'S A CAMPUS BASED DECISION.

SO THE PRINCIPAL FOR THE GISD SITE FOR THE AHI SITE WHEN WE USE OUR CONTRACTED SERVICES, IF IT'S WITHIN THEIR NORMAL, YOU KNOW, 12:30 IN THE EVENING, THEN THEN IT DOESN'T COUNT AS AN ADDITIONAL SERVICE, BUT IF IT'S IN THE WEEKEND OR AFTER HOURS, THEN THEY DO NEED TO CONTACT US AND WE NEED TO APPROVE THAT.

THAT'S THE PART THAT I'M WONDERING ABOUT IS THAT THEY HAVE A JOB DESCRIPTION AT THE HIGH SCHOOL CAMPUS OR MIDDLE SCHOOL CAMPUS.

CORRECT, AND IF SOMEONE GOES TO THEM AND SAYS, HEY, I NEED THIS DONE, BLAH, BLAH, BLAH, BLAH, BLAH, AND THEY SAY, WELL, I'M NOT GOING TO DO THAT. THAT'S NOT THAT'S NOT MY JOB DESCRIPTION.

I MEAN, WHAT IS THAT WRONG OR RIGHT? I MEAN, OR WHERE DO THEY GO? DO THEY GO TO THE PRINCIPAL AND TO GET IT DONE? BECAUSE THERE'S GOING TO BE SITUATIONS LIKE THAT.

I ALREADY KNOW.

YES. MR. BEACH, IF THAT DOES OCCUR, THEN ONE OF THE THINGS THEY'D GO TO THE PRINCIPAL, BUT WE ALSO ARE THERE THE ENTIRE TIME TO HELP WITH THAT.

AHI IS THERE TO PROVIDE SERVICES FOR US.

OKAY, AND SO IF I MEAN, I'VE BEEN WORKING WITH THEM SINCE, YOU KNOW, FOR THE ENTIRE TIME I'VE BEEN HERE AND THEY'VE BEEN ABLE TO ACCOMMODATE PRETTY MUCH ANY EVENT THAT WE NEED TO. RIGHT? AND THEY'RE MORE THAN WILLING TO DO IT ON THE WEEKENDS TOO, BECAUSE THAT IS AT AN ADDITIONAL COST.

NOT SAYING THAT IT WILL HAPPEN, BUT IT COULD HAPPEN IF THERE IS AN ISSUE THAT DOES COME FORWARD.

IS THAT THEN SHOULD THAT BE A SOMETHING THAT YOU'RE CONTACTED ON THAT YOU CAN WORK THROUGH AHI TO RESOLVE? YES, SIR. ANY OF OUR EMPLOYEES OR OUR STAFF OR ADMINISTRATION, THEY CAN DEFINITELY CONTACT US AND WE WILL.

WE ACTUALLY WORK AS A MEDIATOR TO GO MAKE SURE AND ENSURE THAT'S HAPPENING AS THEY'RE REQUESTING.

OKAY. THANK YOU. YES, SIR.

ANYBODY ELSE? MS. GRIFFIN? YES. I'D JUST LIKE TO MAKE A COMMENT.

I WAS AT BUSSEY THIS MORNING AND I SAW THE YOUNG LADY WITH THE BROOM IN THE HALLS DOWN THE HALLS, AND I KEPT SAYING THE KIDS AREN'T HAVING THAT MANY ACCIDENTS OR SPILLING ANYTHING BUT WHAT YOU'RE SAYING IS DEFINITELY HAPPENING, AND BUSSEY WAS JUST SPARKLING ALL OVER THE PLACE, BUT SHE WAS RIGHT ON IT.

I MEAN, I SAW HER CONSTANTLY FOR THE TIME THAT I WAS THERE, JUST PUSHING AND MAKING THE BROOM AND MAKING SURE.

SO IT DOES MAKE A DIFFERENCE BECAUSE YOU THINK NOTHING IS ON THE FLOOR.

I LOOKED AND I DIDN'T THINK ANYTHING WAS ON THE FLOOR.

THEN YOU LOOK DOWN OF WHAT SHE HAD SWEPT UP.

I WAS LIKE, OH, OKAY.

SO THANK YOU FOR THAT ADDED ASSISTANCE, AND I'M SURE THAT ALL THE CAMPUSES ARE PLEASED WITH THAT.

THANK YOU, AND WHILE WE'RE AT IT, I'LL JUST SAY THIS.

I RUN I'M RESPONSIBLE FOR FIVE DIFFERENT BANKS, AND I CAN TELL YOU THIS WITH RESPECT TO THE MAINTENANCE JANITORIAL SIDE, THERE'S NOTHING MORE WELCOMING TO OUR STAFF THAN WHEN THEY WALK INTO A BUILDING THAT'S BEEN PROPERLY CLEANED, DUSTED, YOU KNOW, THE KITCHEN AREAS, THE TRASH TAKEN OUT.

WHEN THINGS ARE DONE PROPERLY, PEOPLE DON'T THINK ABOUT IT.

YOU KNOW, I KNOW THAT WE DON'T PAT THEM ON THE BACK ENOUGH FOR THE JOB THAT THEY DO.

GREAT. I KNOW THIS.

I'VE WALKED INTO SOME OF OUR ALMOST 100 YEAR OLD SCHOOLS NOW, AND THEY SPARKLE, AND I DON'T KNOW HOW YOU DO IT.

I GUESS YOU'RE HAVE SOME KIND OF SPECIAL WAX.

I CAN'T EVEN MAKE MY CAR SPARKLE LIKE THAT, BUT I JUST WANT YOU TO KNOW THAT WE DO APPRECIATE IT.

WE KNOW THAT PEOPLE ARE INVOLVED, AND SOMETIMES THINGS WILL GET BENT OR TWISTED AND MAYBE NOT PERFECT, BUT WE KNOW ACROSS THE BOARD WHEN WE WALK INTO THESE SCHOOLS AND I THINK I CAN SPEAK FOR THE STAFF AND EVERYBODY, WE JUST REALLY APPRECIATE A REALLY GOOD JOB THAT YOUR DEPARTMENT DOES AND ALL THE PEOPLE INVOLVED IN THIS AND THEY KIND OF

[00:55:01]

HELP MAKE THE GISD MAGIC, RIGHT? THAT'S THE MAGIC.

SO ANY OTHER QUESTIONS? THANK YOU FOR A FINE JOB, MR. MILLER. ALSO, I VISITED BEAVER ELEMENTARY YESTERDAY BECAUSE JAY CALL ME MS. GARCIA CALLED ME TO COME OVER AND LOOK AT HER BUILDING, AND I WENT OVER THERE TO SEE WHAT YOU JUST TALKED ABOUT AND HAD HER IN THE VIDEO TODAY AND IT WAS OUTSTANDING.

SO KUDOS.

THANK YOU, MR. BEACH. WONDERFUL.

LET'S GO TO ITEM 4A-6.

THIS IS RECEIVED PRESENTATION ON MAINTENANCE AND OPERATIONS WORK ORDER UPDATE.

AGAIN, YOU RAN OFF.

WHAT'S IT WITH YOU AND KRISTI? LOOK, I JUST WANT TO GO TO SLEEP.

ALL RIGHT? SO, MR. MILLER, TRUSTEES.

DR. LOPEZ.

I'M HERE TO PRESENT OUR ANNUAL REPORT FOR OUR MAINTENANCE OPERATIONS, MAINTENANCE AND OPERATIONS.

WORK ORDER UPDATE REPORT.

BEFORE I GET STARTED, I REALLY WANT TO THANK THEM, TOO.

THEY, TOO, LIKE THE CUSTODIANS, HAVE SPENT HOURS AND HOURS, LATE NIGHTS.

THEY'RE HIGHLY DEDICATED.

THEY, YOU KNOW, TO THE CAUSE AND TO MAKING GISD THE BEST THAT WE CAN.

AGAIN, JUST AS WE INDICATED, OUR BUILDINGS ARE OLDER.

THEY TAKE A LOT MORE WORK.

SOMETIMES IT'S EVEN HARD TO FIX THINGS THAT ARE SO OLD.

YOU JUST YOU HAVE TO MANAGE THEM AND YOU HAVE TO BUILD THAT INTO THE PROGRAM, AND, YOU KNOW, SOMETIMES THAT CAN BE DISCOURAGING FOR OUR GUYS, BUT THEY WEATHER IT.

THEY STEP UP TO THE PLATE AND THEY HAVE JUST DONE AN AMAZING JOB.

WE COULD NOT HAVE HAD THE DAY THAT WE HAD TODAY WITHOUT EACH AND EVERY ONE OF THEM AND EVERYBODY WHO WAS INVOLVED IN DOING THAT.

SO, YOU KNOW, I REALLY HAVE TO THANK THEM AS WELL.

ALL RIGHT. SO THE FIRST THING WE'RE GOING TO LOOK AT IS HOW WE DID THIS YEAR AS COMPARED TO LAST YEAR.

THIS YEAR WE HAD A 14% INCREASE IN THE NUMBER OF WORK ORDERS THAT ACTUALLY CAME INTO OUR SYSTEM.

SO IT WAS IT'S A PRETTY SIGNIFICANT INCREASE AND IT MAKES US FEEL REALLY GOOD ABOUT THAT.

ONE, PEOPLE ARE PUTTING MORE WORK ORDERS IN AND TWO, THAT WE TOO, AS AN ORGANIZATION OR A DEPARTMENT ARE PUTTING THOSE IN TO MAKE OUR DEPARTMENT BETTER.

SO IF WE LOOK AT THE CATEGORIES THAT MAKE UP ALL OF THE WORK THAT'S COME IN OR THE REQUESTED WORK ORDERS, WE LOOK AT REALLY TWO MAIN ONES, WHICH IS OUR ROUTINE AND OUR PM.

IF YOU LOOK AT OUR ROUTINE WORK ORDERS FOR THE YEAR, WE ARE SLIGHTLY DOWN RIGHT AS COMPARED TO LAST YEAR, AND IF YOU LOOK AT THE PM.

WE LOOK AT THE PM ONE, WE'RE SLIGHTLY UP.

THAT IS A REALLY GOOD TREND.

YOU DO WANT YOUR YOUR ROUTINE WORK ORDERS TO GO DOWN IF YOUR PMS ARE GOING TO GO UP.

SO WHILE IT'S A SLIGHT INCREASE AND DECREASE, IT'S A VERY GOOD POSITIVE TREND FOR US TO CONTINUE GROWING UPON OUR EMERGENCIES.

YOU'RE LOOKING AT 115 EMERGENCIES FOR THIS YEAR.

THEY WENT UP AS OPPOSED TO LAST YEAR, BUT WE KIND OF CHANGED THE WAY WE CLASSIFY THOSE EMERGENCIES.

SO I THINK IT'S PRETTY COMPARABLE TO WHAT WE DID LAST YEAR.

WE JUST STARTED KEEPING THEM, YOU KNOW, LOGGED IN AND IDENTIFIED UNDER THAT CATEGORY.

SO IF WE LOOK AT OUR COMPLETED WORK ORDERS FOR OUR COMPLETE COMPLETED WORK ORDERS, WE ACTUALLY COMPLETED 50,992 WORK ORDERS THIS YEAR, WHICH IS A 15% INCREASE AS COMPARED TO LAST YEAR AT 44,242.

THIS NEXT SLIDE SHOWS OF ALL THE WORK ORDERS WE'VE COMPLETED, 75% OF THOSE WERE COMPLETED WITHIN SEVEN DAYS THAT, THEY WERE ACTUALLY ENTERED.

THAT, TOO, IS A PRETTY GOOD SIGN, BUT IT'S SOMETHING THAT WE WANT TO CONTINUE TO IMPROVE AS WE MOVE THROUGH THE YEAR.

I THINK THIS YEAR WE'RE REALLY FOCUSING ON KIND OF REVERSING THAT ROLE AND REALLY PUTTING A LOT OF EMPHASIS ON OUR ROUTINE OR SCHEDULED AND OUR PM MAINTENANCE.

AS OF ONE THING I WANT TO MENTION TODAY IS WE'RE STARTING A HOME-BASED PROGRAM WHERE WE KIND OF LIKE WE HAVE OUR BUILDING ENGINEERS AND OUR SECONDARY WHERE WE ASSIGN, YOU KNOW, EACH, YOU KNOW, A PERSON TO EACH SCHOOL THAT, YOU KNOW, THAT THEY GET TO GO AND THEY GET TO KIND OF OWN AND BE PART OF, AND WE KIND OF CLUSTER THE WORK ORDERS IN THERE SO THAT WE CAN GO AND KNOCK OUT A WHOLE BUNCH OF WORK ORDERS AT ONE TIME.

SO WE'RE NOT GOING TO WAIT FOR PEOPLE TO ACTUALLY PUT THEM IN THERE.

THEY'LL TAKE ONE DAY OR SEVERAL DAYS OUT OF THE WEEK TO GO TO THAT SCHOOL AND GO AND FIND THOSE WORK ORDERS, ENTER THEM, AND IF THEY CAN DO THEM AT THAT PARTICULAR TIME, THEN THEY'LL DO THEM, BUT OTHERWISE WE'LL COORDINATE IT SO WE CAN GET IT DONE.

SO WE WANT TO REALLY TAKE A PROACTIVE APPROACH AND IF WE CONTINUE TO WORK IN THAT WAY, THEN THE REACTIVE WORK ORDERS WILL OBVIOUSLY DECREASE FOR US. SO HERE'S OUR--THE LAST SLIDE IS KIND OF AN OVERVIEW OF THE YEAR.

IT REALLY LOOKS AT ALL THE WORK ORDERS THAT CAME IN DURING FROM THE PERIOD OF JULY 1ST THROUGH JUNE 30TH, AND WHAT THIS REPRESENTS IS THAT, YOU KNOW, WE RECEIVED

[01:00:09]

51,086 WORK ORDERS, AND WE COMPLETED 50,992.

IT'S A DIFFERENCE OF 94.

SO WE'RE KIND OF RIGHT WHERE WE NEED TO BE, RIGHT? YOU CAN SEE IT IN THE BAR CHARTS.

THEY DO SHOW THAT, BUT WE ARE GOING TO CONTINUE TO IMPROVE THAT AND WORK TOWARDS MAKING THIS DISTRICT A BETTER PLACE.

THAT'S IT. THAT'S IT.

THANK YOU, SIR. ANY QUESTIONS OR COMMENTS ON THIS, MR. GLICK? THANK YOU, SIR.

MORE ON YOUR OTHER TOPIC, BUT IT'S KIND OF THE SAME THING I LIKED IN YOUR MISSION STATEMENT, WHERE YOU ALSO INCLUDED GUESTS.

YES, SIR. I THOUGHT THAT WAS CRITICALLY IMPORTANT BECAUSE WE HAVE SO MANY ACTIVITIES AT THE SCHOOL WHERE WE INVITE PARENTS, COMMUNITY LEADERS INTO THE SCHOOLS , AND I'VE HEARD THE VERY POSITIVE COMMENTS ALSO ON THE WORK YOU'RE DOING.

REMEMBER, THESE ARE OUR TAXPAYERS.

THESE ARE THE PEOPLE WHO SUPPORTED US IN THE BOND, AS DR.

LOPEZ REFERENCED IN THE CONVOCATION.

THESE ARE THE PEOPLE WHO SEND THEIR KIDS WHO SUPPORT US THROUGH BUSINESSES AND ALL THAT.

SO THANK YOU FOR THAT, BECAUSE I THINK THAT'S ALSO SHOWING THAT THE COMMUNITY THAT WE RESPECT THEIR WISHES, TOO.

SO THANK YOU. MR. BEACH? YES, I HEARD YOU MENTION THERE.

DOES EACH HIGH SCHOOL STILL HAVE A BUILDING MANAGER? YES, SIR. YES, SIR.

IT DOES. DO THEY COMPLETE SOME JOBS FOR US WITHOUT SENDING IN THEIR WORK ORDERS? I MEAN, ARE THEY THEY'RE CAPABLE OF DOING THAT ALSO? CORRECT. IF IT'S SOMETHING LIKE, HEY, COME PUT A PENCIL SHARPENER IN MY ROOM OR SOMETHING LIKE.

THEY SUBMIT THEY CREATE THEIR OWN WORK ORDERS AND THEY COMPLETE THE WORK ORDERS AND THEN THAT'S HOW THEY DOCUMENT THAT.

THEY CAN DO THAT THEMSELVES WITHOUT HAVING TO SEND THAT IN.

YES SIR. CORRECT. OKAY, GOOD.

I'M JUST CURIOUS IF WE STILL WHEN YOU MENTIONED THAT I HEARD A BUILDING MANAGER AND I REMEMBER WE HAD ONE AT LAKEVIEW WHEN I WAS THERE.

SO THAT'S GOOD THAT WE'VE GOT THOSE INDIVIDUALS BECAUSE SOMETIMES THEY MAY HAVE TO GO TO THE CUSTODIAN AND GRAB THAT INDIVIDUAL TO DO SOME THINGS.

SO THAT'S GOOD.

YES, SIR. GOOD. OKAY. THANKS.

GOOD. ANY OTHER BOARD MEMBERS? I JUST HAVE ONE QUICK ONE BACK ON YOUR PAGE THREE.

YES, SIR. WILL YOU DELINEATE BETWEEN, I GUESS, EMERGENCY AND NON EMERGENCY OR I'M SORRY, IT'S EMERGENCY SLIDE.

THAT'S WHAT IT IS. YES, SIR.

AND YOU CHANGE THE DEFINITIONS OF EMERGENCIES.

IF IT'S NOT TOO COMPLICATED, COULD YOU GIVE US AN EXAMPLE OF WHAT AN EMERGENCY WORK ORDER IS OR IF IT'S TOO COMPLICATED, YOU CAN JUST GET WITH DOCTOR LOPEZ, MAYBE PUT IT IN THE BI.

I CAN GIVE YOU A REAL QUICK EXAMPLE OF THAT.

THE WORK ORDER COMES IN.

LET'S SAY THERE'S A WATER LEAK ON A SINK, YOU KNOW, SINKS LEAKING, AND IT'S YOU KNOW, WE RESPOND TO IT AS AN EMERGENCY.

THERE'S WATER THAT'S GOING TO CREATE FURTHER DAMAGE.

SO IF WE'RE ABLE TO GO THERE AND SHUT ISOLATE THAT SINK AND TURN IT OFF, THAT WAS THE EMERGENCY.

THE EMERGENCY WAS THAT THE WATER THE MOMENT WE SHUT OFF THAT WATER, THAT IT NO LONGER WAS AN EMERGENCY BECAUSE WE TOOK CARE OF IT.

NOW IT BECOMES CRITICAL IF IT'S ONE OF SEVEN SINKS THAT IT WASN'T, IT DOESN'T HAVE THE SAME PRIORITY.

NOW, IF IT'S THE ONLY SINK, THEN THAT HAS A HIGHER PRIORITY.

SO WHEN WE RECLASSIFY WHAT THEY WERE DOING IS THE MOMENT IT WAS NO LONGER AN EMERGENCY, THEY WERE CHANGING IT.

THEY WERE CHANGING IT TO A WORK ORDER.

THEY WERE CONVERTING IT INTO A WORK ORDER, AND WHAT WE'D LIKE TO DO IS WE WANT WE WANT TO KEEP IT AND SAVE IT AS A WORK ORDER BECAUSE WE WANT TO NOTATE THAT WAS AN EMERGENCY, BUT THEN CREATE AN ADD ON WORK ORDER, WHICH IS AN ADDITIONAL WORK ORDER FOR THE CORRECTIVE PORTION OF THAT WORK ORDER, AND SO THAT'S WHY WE KEPT THEM IN THAT STATUS SO THAT WE CAN NOW BEGIN TO RECORD WHAT THAT LOOKS LIKE.

OKAY. SO FOR INSTANCE, IF YOU HAD A LEAK IN THE WALL OF A RESTROOM AND IT'S POURING OUT ALL OVER THE FLOOR, THAT'S AN EMERGENCY.

CORRECT, BUT THEN YOU GET THERE AND YOU FIND THREE FOURTHS OF THE WALLS ROTTED OUT.

SO YOU GOT TO REPLACE THE WALL IN ORDER TO FIX THE PIPE.

SO IS THAT WHOLE THING COUNTED AS EMERGENCY? AND NUMBER ONE NUMBER TWO, YOU CAN'T DO THAT IN SEVEN DAYS.

NO. SO DOES THAT COUNT AGAINST DOES SOMETHING LIKE THAT'S MORE MAJOR COUNT AGAINST YOU WHEN YOU'RE CHARTING WHAT'S DONE IN SEVEN DAYS AND WHAT'S NOT. SO TELL ME HOW THAT WORKS.

SO THAT'S A REALLY GOOD EXAMPLE.

SO THE WATER LEAK ITSELF, THE CONTAINING AND STOPPING THE WATER GOING EVERYWHERE, THAT WAS THE EMERGENCY.

NOW WE'RE LOOKING AT THE CORRECTIVE PORTION OF THAT.

IF IT'S SOMETHING WHERE WE FIND THAT THE WALLS ARE ROTTED OR SOMETHING THAT NOW BECOMES A PROJECT AND PROJECTS ARE NOT, THIS IS FOR ROUTINE, THIS IS FOR MAINTENANCE WORK ORDER.

SO THE MOMENT IT BECOMES A PROJECT, THAT BECOMES A DIFFERENT CATEGORY FOR US.

[01:05:03]

MR. BEACH, REAL QUICK.

JUST REAL QUICK, I WANT TO ASK. YES, SIR.

DO THE HIGH SCHOOLS OR IN THE MIDDLE SCHOOL DO THEY TURN IN TO YOU AN ACTIVITY CALENDAR OF WHAT'S GOING TO BE TAKING PLACE THROUGHOUT THE SCHOOL YEAR OR DO THEY NOT KNOW? DO WE SHOOT IT FROM THE HIP? I MEAN, HOW DOES THAT HOW DO WE WORK SO THAT WE KNOW THAT WE HAVE SOMEBODY THERE AT NIGHT WORKING WITH PULLING THE GATES FOR THE CAFETERIA, IF SOMEBODY'S GOING TO BE IN THE CAFETERIA, WHATEVER THE CASE MAY BE.

THEY DON'T NECESSARILY SHARE THAT WITH US.

THEY'RE ALWAYS WILLING TO GIVE IT TO US, AND WE REQUEST THEM A LOT, ESPECIALLY ON SOME OF THE REALLY HIGH USE CAMPUSES, BUT WHERE WE DO GET THAT INFORMATION IS WHEN THEY MAKE A FACILITIES REQUEST FOR AC OR SOMETHING, THEN WE HAVE IT ON THE DISTRICT OUR WE GET A CALENDAR OF ALL EVENTS THAT ARE TAKING PLACE.

SO WE DO HAVE ACCESS TO THAT.

BECAUSE I MEAN, I KNOW THAT THE AUDITORIUMS ARE GOING TO BE USED A LOT AND I KNOW FOR CONCERTS AND ALL KINDS OF THINGS, BUT I'M JUST CURIOUS BECAUSE THERE'S BEEN TIMES WHERE THAT THERE HAS BEEN SOMETHING GOING ON IN THE CAFETERIA.

WHOOPS, WE FORGOT TO GIVE THE AIR CONDITIONING PEOPLE THE NOTICE THAT WE NEEDED AIR IN THERE OR WHATEVER.

SO I'M JUST CURIOUS IF THAT'S SOMETHING THAT WE NEED TO MAYBE ASK THE PRINCIPAL TO START DOING.

IF Y'ALL HAVE AN ACTIVITY CALENDAR FOR THE MONTH TO SEND TO US, YOU MIGHT DO THAT.

I'M GOING TO DEFER THE ANSWER.

GOOD EVENING, BOARD OF TRUSTEES, DR.

LOPEZ. WE DO HAVE AT YOUR HIGH SCHOOLS, MR. BEACH. WE HAVE A SCHEDULING COORDINATOR THAT'S PRIMARILY THEIR FUNCTION AT THE CAMPUS BECAUSE THERE'S SO MANY ACTIVITIES AT THE HIGH SCHOOL, HUNDREDS OF ACTIVITIES.

THAT COORDINATOR COORDINATES WITH OUR BUSINESS OFFICE, WITH DEB BOSCO, AND WE IDENTIFY THOSE SPECIAL ACTIVITIES. SO WE HAVE CUSTODIANS TO CLEAN UP AFTER THE ACTIVITY.

WE ALSO HAVE THE HVAC SCHEDULE TO WORK IN THE EVENINGS, SO EVERYTHING GOES THROUGH OUR BUSINESS OFFICE THROUGH DEB BOSCO AND THOSE COORDINATORS NOW AT THE ELEMENTARY, AT THE ELEMENTARY AND MIDDLE SCHOOLS, USUALLY THE SECRETARY FOR THE PRINCIPAL TAKES ON THOSE TASKS AND COORDINATES WITH US.

SO PARENTS OR PEOPLE THAT ARE WATCHING THIS TODAY THAT NEED TO KNOW HOW THEY CAN UTILIZE OUR SCHOOLS IF THEY WANT TO.

SO THEY NEED TO GO TO THE WEBSITE AND CALL DEB BOSCO TO SEE ABOUT THE RENTAL OF THE FACILITY OR WHATEVER SO THAT WE HAVE CUSTODIAL THERE OR THE AIR TURNED ON OR WHATEVER THE CASE MAY BE.

YES. IF THERE'S AN ORGANIZATION OUT THERE THAT WANTS TO UTILIZE OUR FACILITIES, JUST GET ON OUR WEBSITE.

LOOK UNDER FACILITY RENTALS, IT ACTUALLY GIVES ALSO THE FACILITY SCHEDULES IF YOU'RE A NONPROFIT OR FOR PROFIT ORGANIZATION AND IT KIND OF GIVES YOU STEP BY STEP AND WE COORDINATE THAT THROUGH THAT WEBSITE.

WELL, I JUST HOPE THAT THEY'RE WATCHING AND LISTENING BECAUSE THEY JUST HELPED US PASS A $1.3 BILLION BOND PROGRAM OUR COMMUNITY DID, AND I WANT THEM TO BE ABLE TO USE OUR SCHOOLS AND BE HAPPY WITH IT, AND SO THAT'S THE REASON I'M ASKING THOSE QUESTIONS.

GREAT QUESTION, SIR. THANK YOU.

OKAY. THANK YOU. WE'RE GOING TO BE MOVING ON.

WE'RE ALREADY AT ACTION ITEM B, WE'RE GOING TO B1.

[IV.B. Action Items (Non Consent)]

THIS IS PAGES 56 TO 58.

CONSIDER APPROVAL OF BUDGET TRANSFERS AND AMENDMENTS TO THE 2023 2024 GENERAL FUND.

WHO'S COMING FORWARD WITH THAT? HELLO, I'M CRYSTAL ROBBINS.

MR. MILLER. BOARD OF TRUSTEES.

DR. LOPEZ. I AM BRINGING THE AUGUST BUDGET TRANSFERS AND AMENDMENTS WHICH CONSIST OF ROLLOVERS FOR MAINTENANCE, TECHNOLOGY AND SECURITY.

THESE ARE ITEMS THAT WERE NOT ABLE TO RECEIVE BY JUNE 30TH DUE TO SHIPPING DELAYS.

ARE THERE ANY QUESTIONS? ANY QUESTIONS BOARD? SEEING NONE. THAT WAS EASY.

OH, THANK YOU. THANK YOU, CRYSTAL.

OKAY, LET'S GO TO ITEM B2 RENEWAL BIDS.

EXCUSE ME. THIS IS AN ITEM A CONTRACT 55-22 CONSIDER APPROVAL OF THE PURCHASE OF LIABILITY GENERAL PROFESSIONAL EMPLOYEE BENEFIT AND WORKER'S COMPENSATION THIRD PARTY ADMINISTRATIVE SERVICES, AND LOOKS LIKE MR .

BOOKER IS BEFORE US.

YES, SIR. ONCE AGAIN, THIS CONTRACT IS FOR RENEWAL.

IT DID EXCEED THE THRESHOLD THAT DOES REQUIRE BOARD OF TRUSTEE ACTION.

MR. KING, OUR RISK MANAGER, IS HERE AND CAN ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE AS IT RELATES TO THE INSURANCE INCREASE.

I JUST HAVE ONE QUICK ONE.

HOW MANY? HOW MANY DO WE PUT OUT A BID FOR PROPOSALS AND HOW MANY DO WE GET BACK?

[01:10:06]

HOW MANY COMPANIES ACTUALLY PARTICIPATE? FOR THIS PARTICULAR ONE, THIS IS TASB RISK MANAGEMENT FUND, WHICH IS THE ONES THAT INSURE IT'S A RISK POOL FOR THIS LIABILITY INSURANCE.

SO WE DID AN RFP.

YOU GUYS APPROVED THIS LAST YEAR TO MOVE FORWARD FOR 4 OR 5 YEARS WITH TASB RISK MANAGEMENT FUND.

SO WE HAVE NOT DONE AN RFP FOR THAT RECENTLY.

OKAY. TYPICALLY, THOUGH, ON ITEMS WHERE WE GO OUT TO THE MARKET OR LET ME ASK IT A DIFFERENT WAY.

DO WE EVER GO OUT TO THE MARKET FOR OUR INSURANCE? WE DO.

AND HOW MANY FIRMS TYPICALLY WILL RESPOND FOR US? IT DEPENDS ON THE LINE OF INSURANCE.

FOR SOMETHING LIKE THIS IF WE DID LIABILITY, WE'RE GOING TO GET A QUOTE FROM TASB AGAIN.

WE MIGHT GET A QUOTE FROM ONE OTHER ONE.

I KEEP A PULSE WITH TALKING TO AGENTS ABOUT WHAT THE MARKET LOOKS LIKE FOR DIFFERENT LINES OF INSURANCE TO EXPECT WHAT TO GET AS FAR AS QUOTES, AND THERE'S ONE OTHER INSURANCE COMPANY THAT MIGHT QUOTE US, AND SO THAT'S SOMETHING IF WE DID AN RFP, WE MAY OR MAY NOT GET A QUOTE FROM THAT ONE INSURANCE COMPANY FROM WHAT SEVERAL DIFFERENT AGENTS ARE TELLING ME.

FOR ANOTHER LINE OF INSURANCE LIKE PROPERTY WE'RE NOT GOING TO GET ANOTHER QUOTE.

I MEAN, WE'RE WITH MCGRIFF AND WE'LL DO WE CAN DO AN RFP, BUT WE WON'T GET ANOTHER QUOTE.

OKAY. OKAY.

ALL RIGHT. THANK YOU.

I'M SORRY. I DIDN'T EVEN SEE YOU WALK IN.

MR. WES JOHNSON IS IN THE HOUSE.

MR. JOHNSON.

HI, MR. KING.

DID ANYBODY AT TASB RELAY THE UNDERWRITING FACTORS THAT CAUSED THE INCREASE? I ASKED TASB, YES.

NOW, ONE THING THAT'S KIND OF HIDDEN IN HERE THAT YOU'LL READ IN THE WRITE UP, THEY ALSO RAISED OUR DEDUCTIBLE, AND I ASKED TASB ABOUT THAT AND I SAID, WHY? WE HAVE A LIABILITY DEDUCTIBLE.

SO IF WE HIT SOMEONE ELSE'S CAR, WE HAVE TO PAY A DEDUCTIBLE FOR THE DAMAGE TO THAT OTHER CAR, PLUS A DEDUCTIBLE FOR THE DAMAGE TO OUR BUS IF THERE'S DAMAGE TO OUR BUS AND THEY RAISE THAT FROM $1,000 TO $2500.

NOW, I WAS A LITTLE UPSET ABOUT THAT AND I SAID, WHY ARE WE RAISING THIS? AND TASB TOLD ME, THEY SAID, LOOK, WE'RE RAISING IT FOR EVERYONE EXCEPT REALLY SMALL SCHOOLS ACTUALLY FOLLOWED UP WITH MESQUITE ISD BECAUSE THEY'RE WITH TASB AS WELL, AND I SAID, WHAT ARE YOU PAYING AS A DEDUCTIBLE WITH TASB? AND THEY CONFIRMED, YES, ACTUALLY THEY RAISED MESQUITE TWO YEARS AGO TO $2,500 FROM $1,000.

NOW THAT DOESN'T MEAN THAT WE'RE GOING TO PAY $5,000 OF EVERY ACCIDENT BECAUSE NOT EVERY ACCIDENT HAS EVEN A $1,000 WORTH OF DAMAGE IN IT.

SO WE'RE GOING TO PAY UP TO THAT ADDITIONAL $5,000 IF WE'RE AT FAULT, AND THERE'S TWO DIFFERENT VEHICLES INVOLVED, OUR BUS AND ANOTHER VEHICLE AND SUBSTANTIAL DAMAGE.

IS THAT LIABILITY INCREASED THAT'S BASICALLY THE SUM OF WHERE ALL THE PREMIUM INCREASE ON THIS, BECAUSE THERE'S MORE THAN JUST LIABILITY.

THERE'S ALSO WORKER'S COMP AND TPA SERVICES AS WELL.

RIGHT, RIGHT. WELL, AND THIS THE WORKER'S COMP, I'VE ESTIMATED A $20,000 INCREASE IN THE WORKER'S COMP TPA SERVICES.

NOW, WE'RE SELF-INSURED FOR WORKER'S COMP, SO WE USE A THIRD PARTY ADMINISTRATOR TO HANDLE THE CLAIMS. YES. THEY WENT UP SLIGHTLY IN WHAT THEY CHARGE TO HANDLE EACH ONE OF THOSE THOSE WORK COMP CLAIMS. SO I INCREASED THAT BY ABOUT $25,000, WHICH IS ON THAT SPREADSHEET.

IT'S YEAH, I MEAN, THE MAIN REASON THAT THESE PREMIUMS ARE GOING UP AND I'VE TALKED TO TASB ABOUT THIS IS IT'S JUST IT'S LABOR INFLATION, IT'S PARTS INFLATION.

CARS ARE MORE TECHNOLOGICAL.

I MEAN, THEY GAVE ME AN EXAMPLE. THEY SAID, LOOK, YOU KNOW, 20 YEARS AGO YOU WERE IN A CAR REPLACING A BUMPER WAS 3 TO $500, DEPENDING ON IF IT NEEDED TO BE PAINTED.

YOU RENTED A CAR NOW, IF IT'S A NEWER CAR, IT'S $1,000 PLUS BECAUSE IT'S GOT SENSORS IN IT THAT DETERMINE IF YOU'RE ABOUT TO BACK INTO SOMEBODY AND SO FORTH AND SO ON, AND THEY SAY IT JUST COSTS MORE MONEY TO REPAIR CARS NOW.

SO THAT'S ONE OF THE REASONS THAT IT WENT UP.

PLUS, WE HAVE A HIGHER THAN AVERAGE NUMBER OF ACCIDENTS IN THIS DISTRICT, AND I CAN GIVE YOU A LOT OF REASONS WHY I THINK THAT IS, BUT WE HAVE WE'RE DRIVING 5 MILLION MILES A YEAR IN THIS DISTRICT.

SO IT'S WHEN YOU'RE DRIVING THAT MANY MILES, YOU'RE GOING TO HAVE ACCIDENTS.

WE PROBABLY HAVE I THINK I THINK WE HAVE ROUGHLY 200 ACCIDENTS.

OF THOSE, ABOUT 100, GIVE OR TAKE, ARE ACTUALLY OUR FAULT, AND WE HAVE A LOT OF SMALL ACCIDENTS.

LIKE I THINK WE HAD 60 ACCIDENTS WHERE WE HIT A PARKED CAR, AND IT'S HARD IF YOU'VE NEVER IF YOU'VE NEVER RIDDEN ON A BUS DURING A ROUTE, YOU MIGHT WANT TO THINK ABOUT IT.

I MEAN, WHEN THEY'RE DRIVING DOWN A CITY STREET AND YOU'VE GOT CARS PARKED ON BOTH SIDES OF THE STREET AND THE BUS IS TRYING TO THREAD THE NEEDLE GOING DOWN THAT STREET, THEY'RE CLIPPING, YOU KNOW, EVERY NOW AND THEN THEY'LL CLIP A MIRROR ON A CAR.

THEY'LL JUST ADD OUT, YOU KNOW, HIT A CAR.

THERE'S A TAIL SWING. WHEN THEY MAKE A TURN, THE TAIL SWINGS OUT TO HIT A CAR THAT'S PARKED.

THERE'S A LOT OF THINGS THAT HAPPEN WHEN THEY'RE DRIVING THOSE BUSSES.

SO WE HAVE A LARGER NUMBER OF ACCIDENTS BECAUSE WE HAVE A LOT OF BUSSES.

[01:15:05]

HECK WES DOES THAT IN HIS TRUCK.

[LAUGHTER] AND OF COURSE MILLER WOULD TAKE ADVANTAGE OF AN OPPORTUNITY, BUT ONE LAST THOUGHT, BECAUSE YOU KIND OF TOUCHED ON THIS.

SO THEY BASICALLY INDICATED AT TASB THEY WERE RAISING DEDUCTIBLES KIND OF ACROSS THE BOARD, EXCEPT FOR SMALL DISTRICTS, CORRECT? THAT'S WHAT THEY TOLD ME.

YES. SO THAT WOULD KIND OF KEEP IN WITH THE PATTERN THAT EFFECTIVELY I'VE SEEN FROM TASB RISK MANAGEMENT, AT RISK SERVICES FOR YEARS THAT THEY'RE USING THE LARGER DISTRICTS TO SUBSIDIZE LOWER PREMIUMS FOR SMALLER DISTRICTS.

I CAN'T REALLY ATTEST TO THAT.

I MEAN, I CAN SAY I MEAN SMALLER AND I'M NOT DEFENDING SMALLER DISTRICTS, BUT, YOU KNOW, OBVIOUSLY THEY, YOU KNOW, MAY HAVE A LITTLE TOUGHER TIME DEPENDING ON HOW SMALL THE DISTRICT IS COMING UP WITH THINGS LIKE INSURANCE.

AS YOU'RE AWARE, INSURANCE IS GOING UP EVERY YEAR.

IF YOU HAVE PERSONAL INSURANCE, YOU SEE IT GOING UP EVERY YEAR FOR AUTOMOBILE AND PROPERTY, IT'S CONSTANTLY INCREASING.

SO FOR A SMALLER DISTRICT, IT'S A BIGGER A BIGGER DEAL, ESPECIALLY IF THEY'RE CLOSER TO THE COAST FOR PROPERTY.

THEIR PREMIUMS ARE GOING TO BE OUT OF CONTROL, BUT.

THANK YOU, JOHN. APPRECIATE IT.

THANK YOU. ANYBODY ELSE ON THIS TOPIC? THANK YOU VERY MUCH. WE'LL GO TO ITEM B2 CONTRACT 325-19-13 CONSIDER APPROVAL OF THE PURCHASE OF PSAT AND SAT MATERIALS FOR SERVICES.

DR. OH.

SORRY. THIS IS MR. MARK BOOKER. YES, SIR.

WE ARE ASKING FOR THE INCREASE WE HAVE MORE OF OUR STUDENTS TAKING THE PSA PSAT TEST AND SAT TEST.

THE REASON FOR THE INCREASE.

THAT'S A GOOD THING.

YES, IT IS.

ANY QUESTIONS BOARD? MR. JOHNSON? I DON'T KNOW IF YOU'D BE ABLE TO HELP US OUT WITH THIS, MR. BOOKER, BUT IS THIS IN ANY WAY A CONNECTION WITH THE NEW HIGH SCHOOL SAT, PSAT PREP THAT'S BEEN IMPLEMENTED? DR. RUSSELL. SO I DON'T KNOW THAT ANSWER, BUT I CAN GET BACK TO YOU ON THAT, BUT I BELIEVE IT IS MORE OF A FACTOR OF THE NUMBER OF STUDENTS AND BEING REALLY ASSERTIVE IN MAKING SURE ALL OF OUR STUDENTS IN EIGHTH GRADE ARE TAKING PSAT 8 AND ALL OF THEM ARE TAKING PSAT 9 AND A MORE AGGRESSIVE APPROACH TO MAKING SURE WE GET EVERY STUDENT REGISTERED AND SEATED THAN WE HAVE HISTORICALLY DONE.

AND I CAN FIND OUT AS WELL ABOUT THE SAT PREP CLASS.

THANK YOU, DR. RUSSELL. THANK YOU.

MR. SELDERS.

I KNOW AT SOME POINT WE DID SOMETHING WITH KD PREP.

IS THAT PROGRAM STILL SOMETHING THAT WE'RE DOING IN THE DISTRICT? NO, SIR. ACTUALLY, IT IS NOT.

WE HAD A LOT OF TROUBLE WITH STUDENTS FOLLOWING THROUGH WITH IT AND TRAVELING THE LOCATION FOLLOWING COVID, AND SO WE DIDN'T I BELIEVE WE ONLY HAD FOUR STUDENTS.

I CAN GET THE ACTUAL NUMBERS FOR YOU, BUT I BELIEVE WE ONLY HAD FOUR STUDENTS ACTUALLY COMPLETE ALL OF THE PIECES OF IT, AND SO I KNOW THAT WE'VE BEEN WORKING ON A DIFFERENT MODEL FOR THAT, AND I CAN INCLUDE THAT IN BOARD INSIGHTS WITH MORE DETAILS.

OKAY. THANK YOU. THANK YOU.

ANY OTHER QUESTIONS? THANK YOU BOARD.

THANK YOU, MR. BOOKER. LET'S GO TO ITEM B 2 C, CONSIDER THIS IS CONTRACT NUMBER 36.

I'M SORRY, CONTRACT 361-16-21.

CONSIDER APPROVAL OF THE PURCHASE OF HAZARDOUS MATERIALS.

YES SIR. I'M SORRY HOLD ON HAZARDOUS MATERIAL, CONSULTING SERVICES.

WE'RE NOT BUYING HAZARDOUS MATERIALS.

HAZARDOUS MATERIALS, CONSULTING SERVICES.

THESE ARE THE FEES THAT WE'RE PAYING FOR OUR PROFESSIONAL CONSULTANTS THAT ARE INVOLVED IN THE ASBESTOS ABATEMENT AND AIR MONITORING PROCESS THROUGH OUR SCHOOLS, THROUGH RENOVATIONS. AND THAT'S THE PURPOSE OF THE INCREASE.

WE ANTICIPATE THERE WILL BE MORE REMODELING AS A RESULT OF THE BOND PROJECT AND WE'LL BE NEEDING THOSE SERVICES.

BOARD ANY QUESTIONS? OKAY. THANK YOU, MR. BOOKER. WE NOW GO TO SECTION B 2 D, SECTION D, THIS IS CONTRACT 397-21-04. CONSIDER APPROVAL OF THE PURCHASE OF EDUCATIONAL SOFTWARE, LICENSING, SUBSCRIPTIONS, HARDWARE AND SERVICES.

MR. BOOKER? YES, SIR.

THIS IS ONE OF THE CONTRACTS THAT DOES REQUIRE YOUR ATTENTION AS A RESULT OF A MODIFICATION OF AWARD.

THE EDUCATIONAL GALAXY AND MENTORING MINDS WERE ORIGINALLY PRESENTED TO THE BOARD OF TRUSTEES.

THERE'S BEEN A BUYOUT OF THOSE CONTRACTS, AND SO EDUCATIONAL GALAXY HAS NOW BEEN BOUGHT OUT BY PROGRESS LEARNING AND MENTORING MINDS BY CURRICULUM AND ASSOCIATES.

[01:20:08]

SO WE ARE BRINGING BACK BEFORE YOU A MODIFICATION OF AWARD TWO FOR THAT CONTRACT.

THANK YOU. ANY QUESTIONS FOR MR. BOOKER ON THIS ONE? SEEING NONE. THANK YOU, MR. BOOKER. WE NOW GO TO SECTION FIVE, WHICH IS EXECUTIVE SESSION.

THE SUPERINTENDENT HAS INFORMED ME THAT WE DO NOT HAVE ANY ITEMS FOR EXECUTIVE SESSION, SO WE ARE GOING TO NOT GO INTO EXECUTIVE SESSION.

I MOVE FOR ADJOURNMENT. THE NEXT ITEM IS ADJOURNMENT.

[VI. Adjournment]

MR. GLICK HAS JUMPED THE GUN AND MOVED FOR ADJOURNMENT.

[LAUGHTER] WE ARE ADJOURNED AT 4:22.

MRS GRIFFIN I THINK THE BOND COMMITTEE IS UP NEXT.

WHAT TIME WOULD YOU LIKE TO START? LET ME ASK THE TRUSTEES.

DO YOU ALL NEED MORE THAN THE 8 MINUTES ACCORDING TO TIME? OKAY, WELL, LET'S MEET AT 4:40.
