I WENT TO SCHOOL IN GISD AND BEGAN WORKING AS AN AIDE IN THE DISTRICT.

I AM A TEACHER, CURRENTLY A DYSLEXIA TEACHER WITH THE DISTRICT.

THIS IS MY 20TH YEAR IN GARLAND ISD.

MY DAUGHTER IS A STUDENT IN THE DISTRICT AND I HAVE MANY NIECES AND NEPHEWS AND COUNTLESS FAMILY MEMBERS IN GISD.

I AM HERE TODAY TO SPEAK TO YOU ON TWO FRONTS.

FIRST, I AM THE PRESIDENT OF GARLAND EDUCATION ASSOCIATION, AND I'M HERE TO SPEAK TO YOU TODAY ABOUT STUDENT DISCIPLINE.

STUDENT DISCIPLINE HAS BEEN A MAJOR CAUSE OF CONCERN AFTER COVID, BUT ESPECIALLY AT THE BEGINNING OF THIS SCHOOL YEAR, WE HAVE HAD MANY INSTANCES TO WHERE TEACHERS AND OTHER PROFESSIONALS HAVE BEEN ASSAULTED BY STUDENTS.

WE NEED MORE TRAINED PERSONNEL AT EVERY CAMPUS AND HAVE A PROCEDURE TO HELP OUR STUDENTS HAVE BETTER DISCIPLINE AND KEEP THE OTHER CHILDREN IN THE CLASSROOMS AND IN OUR CAMPUSES SAFE.

WE ALSO NEED TO MAKE SURE THAT WE ARE PROVIDING THE BEST PLACEMENTS FOR THESE STUDENTS TO WHERE THEY ARE ABLE TO LEARN AND EVERYBODY IS SAFE.

THE STUDENTS AND TEACHERS IN THOSE CAMPUSES DESERVE A SAFE ENVIRONMENT TO LEARN.

MY SECOND ISSUE OR CONCERNS BROUGHT TO YOU TO THE BOARD IS MORE OF A PERSONAL NATURE.

TWO WEEKS AGO, I MET A SENIOR IN HIGH SCHOOL AT FROM GARLAND HIGH SCHOOL.

SHE WAS AT A FAMILY GATHERING AND AS SOON AS SHE REALIZED THAT I WAS A TEACHER AND THAT I HAD BEEN TO COLLEGE, SHE STARTED ASKING MANY QUESTIONS ABOUT HOW TO ATTEND COLLEGE, WHAT THE PROCESS WAS, HOW TO FILL OUT AN APPLICATION.

I DIDN'T KNOW IF THIS IS SOMETHING THAT IS ADDRESSED IN SCHOOLS ALREADY OR ISN'T.

I ASKED HER MANY QUESTIONS BACK AND STARTED TO TRY TO GUIDE HER THROUGH IT.

I WAS ABLE TO TAKE HER ON A FAMILY TRIP TO DENTON THIS PAST WEEKEND.

WE WENT AND WE VISITED TWU AND UNT TOGETHER AND WAS ABLE TO HELP HER.

MY CONCERN IS SHE ISN'T THE FIRST STUDENT THAT COMES UP TO ME WHEN THEY SEE ME AT DIFFERENT COMMUNITY EVENTS.

MANY TIMES AND IT'S ALWAYS BEEN FEMALE MINORITY STUDENTS.

MAYBE THEY SEE ME IN THEMSELVES.

MAYBE THEY NEED SOMEONE WHO LOOKS LIKE THEM, WHO'S BEEN THERE AND WHO GREW UP IN THE SAME DISTRICT AND IN THE SAME WAY THEY GREW UP TO BE ABLE TO SPEAK TO THEM IN A WAY THAT THEY

CAN UNDERSTAND.

BUT I DO FEEL LIKE IT IS A CONCERN AND IT IS SOMETHING THAT WE NEED TO ADDRESS TO HELP OUR STUDENTS, TO HELP THE FUTURE OF OUR COMMUNITY.

WE WANT. I'M NOT SURE ABOUT HOW TO GO ABOUT THIS.

IF IT'S SOMETHING WE SHOULD ADDRESS IN THE MIDDLE SCHOOLS OR IN THE HIGH SCHOOLS.

BUT IT IS A CONCERN THAT I HAVE FOR OUR STUDENTS AND OUR FUTURE.

LOPEZ THE TRACK AND FIELD EVENTS AT THE SUMMER OLYMPICS MIGHT COME AROUND EVERY FOUR YEARS, BUT IT SEEMS THAT TRACK IN GARLAND ISD HAS FLASHES OF EXCELLENCE EVERY YEAR, WITH TALENTED ATHLETES DOING INCREDIBLE THINGS ON THE TRACK AND ON THE FIELD.

SPRING 2023 WAS NO EXCEPTION, WITH TRACK AND FIELD ATHLETES AT SACHSE HIGH SCHOOL DOING GREAT THINGS AT THE UIL 6A STATE TRACK MEET IN AUSTIN, TEXAS.

WITH US TONIGHT, SACHSE HIGH SCHOOL'S HANNAH LOWE WON THE BRONZE MEDAL IN THE 6A GIRLS 100 METER DASH.

BATTLING THROUGH WEATHER DELAYS AND CHALLENGING CONDITIONS WITH RAIN THROUGHOUT THE DAY, LOWE RAN AN IMPRESSIVE 11.72 SECONDS IN THE 100M.

STILL ONLY A JUNIOR LOWE SET A PERSONAL RECORD THIS YEAR BEFORE AND IS POSED TO COMPETE FOR A STATE CHAMPIONSHIP AGAIN THIS YEAR.

ALONG WITH LOWE SACHSE' FAVOR ANYANWU, NO STRANGER TO BOARD RECOGNITION, REACHED THE STATE FINALS AND THE GIRLS 6A SHOT PUT THIS SEASON AFTER WINNING THE EVENT AT STATE LAST YEAR.

ANYANWU PLACED NINTH OVERALL WITH A DISTANCE OF 38FT.

FAVOR CAN'T BE WITH US TONIGHT.

SHE'S REPRESENTING THE LADY MUSTANGS AT THE VOLLEYBALL AT ONE OF THE VARSITY MATCHES AGAINST WYLIE, ACTUALLY DISTRICT PLAY.

OUR NEWLY APPOINTED RECOVERY SPECIALIST LIAISON AT NORTH GARLAND HIGH SCHOOL MS. CADEAL LACEN [APPLAUSE] . ALTHOUGH MISS LACEN ONLY BEGAN HER JOURNEY WITH US IN MARCH, HER INFLUENCE HAS BEEN NOTHING SHORT OF TRANSFORMATIVE.

IN THE SHORT SPAN OF HER TENURE.

SHE HAS TOUCHED THE LIVES OF COUNTLESS NORTH GARLAND STUDENTS, BREATHING LIFE INTO HER ROLE AS THE RECOVERY SPECIALIST LIAISON WITH STUDENT SERVICES.

WHILE HER PRIMARY ROLE WAS TO ADDRESS THE 90% ATTENDANCE AND LOSS OF CREDIT CHALLENGES AND EXTEND A HELPFUL HAND TO AT RISK STUDENTS. HER ACCOMPLISHMENTS GO FAR BEYOND HER JOB DESCRIPTION.

CADEAL HAS NOT JUST PERFORMED HER DUTIES, BUT EMBRACED THEM WITH UNPARALLELED PASSION.

SHE HAS BECOME A BEACON OF HOPE FOR MANY.

A GUIDING LIGHT FOR THOSE WHO HAVE FELT LOST.

WE INITIALLY BELIEVED SHE WOULD BE AN ASSET IN NAVIGATING THE ADMINISTRATIVE CHALLENGES OF ATTENDANCE AND CREDIT RECOVERY.

BUT AS DAYS TURNED INTO WEEKS, WE REALIZED MISS LACEN WAS DESTINED FOR MUCH MORE.

SHE HAS BECOME A PILLAR OF SUPPORT, A CONFIDANT AND A MENTOR TO MANY.

FROM DAY ONE ON OUR CAMPUS, SHE JUMPED IN AND STARTED LEARNING THE DATA SYSTEMS AND CALLING KIDS DOWN, GOING TO CLASSES, MEETING STUDENTS IN THE HALLS AND VISITING HOMES WHEN A STUDENT WAS NOT ATTENDING, SAID COWORKER KELLY BOWMAN.

WITHIN WEEKS, STUDENTS EAGERLY SOUGHT CADEAL FOR CHECK INS.

THEIR PARTICIPATIONS IN TUTORIALS INCREASED AND PETITION RATES SOARED FROM UNDER 25% TO 51% [APPLAUSE].

TO PUT THIS IN PERSPECTIVE, OVER 20,000 GRADES ACROSS 2,374 COURSES WERE IMPACTED BY HER WORK.

CADEAL'S PROFOUND INFLUENCE DURING SPRING SEMESTER IS EVIDENT THROUGH RELATIONSHIP BUILDING WITH STUDENTS AND FAMILIES.

SEVERAL IMPACTED STUDENTS STILL HAD EOC REQUIREMENTS.

CADEAL'S AFTER SCHOOL TUTORIALS HELPED HIM COMPLETE A PROJECT ENABLING A STUDENT TO GRADUATE IN MAY.

ANOTHER STUDENT, INITIALLY UNRESPONSIVE, WAS REACHED THROUGH CADEAL'S EFFORTS.

HE FINISHED TWO PROJECTS AND GRADUATED IN AUGUST.

KELLY BOWMAN CONCLUDES WITHOUT HER DIRECT INTERVENTION INTERVENTION, THESE STUDENTS WOULD HAVE A DIFFERENT REALITY.

I CANNOT SAY HOW GRATEFUL I AM FOR CADEAL'S PROFESSIONALISM AND ASSISTANCE.

THE STATE OF TEXAS MANDATES THAT AT LEAST ONCE EVERY THREE YEARS, EACH SCHOOL DISTRICT SHALL CONDUCT A SAFETY AND SECURITY AUDIT OF THE DISTRICT'S FACILITIES AND CAMPUSES.

GARLAND ISD FOLLOWS SAFETY AND SECURITY AUDIT PROCEDURES DEVELOPED BY THE TEXAS SCHOOL SAFETY CENTER.

THIS AUDIT HELPS US IDENTIFY HOW CAMPUSES CAN IMPROVE SAFETY FOR STUDENTS AND PROVIDES US WITH AN OPPORTUNITY TO CREATE SAFER LEARNING ENVIRONMENT.

WE ACKNOWLEDGE THAT PARENTS AND COMMUNITY MEMBERS ARE VERY LIKELY INTERESTED IN THE DETAILS OF THE AUDIT RESULTS.

SO AN ANALYSIS OF STUDENTS AND IN GARLAND ISD AFTER THE ONSET OF THE COVID 19 PANDEMIC.

AND THEN SECONDLY, WE'LL BE TALKING ABOUT THE ASSESSMENT AUDIT, WHICH WAS A REVIEW, A SYSTEMATIC REVIEW OF THE ASSESSMENT SYSTEM IN THE DISTRICT.

WE'LL HAVE AN OPPORTUNITY FOR QUESTIONS AND THEN I'LL PROVIDE A BRIEF OVERVIEW OF OUR NEXT STEPS.

SO OUR LEARNING RECOVERY AUDIT EXAMINED THE DEGREE TO WHICH CURRENT GARLAND ISD STUDENTS HAVE GROWN IN COMPARISON TO STUDENTS WHO WERE IN GARLAND ISD PRIOR TO THE PANDEMIC.

SO THIS HELPS US TO UNDERSTAND IF THE DISTRICT AND THE IMPLEMENTATION OF OUR POST COVID RECOVERY PLANS HAS PUT STUDENTS ON TRACK ACADEMICALLY IN COMPARISON TO THEIR PRE-PANDEMIC PEERS.

THE SECOND PORTION THAT I'LL PRESENT IS THE ASSESSMENT AUDIT, WHICH IS AGAIN A SYSTEMATIC REVIEW OF THE ASSESSMENT SYSTEM IN THE DISTRICT.

AND WE EXPLORED HOW ASSESSMENTS WERE USED WITHIN THE DISTRICT.

AND THEN WE'LL BE ABLE TO PROVIDE OR WE'RE PROVIDING RECOMMENDATIONS FOR HOW TO BETTER ALIGN THE ASSESSMENT SYSTEM TO BE IN LINE WITH BEST PRACTICES.

SO FIRST, WE'LL TALK ABOUT THE LEARNING RECOVERY ANALYSIS.

IN THE FIRST YEAR AFTER THE ONSET OF THE COVID PANDEMIC, THAT'S 2020-2021, WE SAW THE STUDENTS IN GARLAND ISD ON AVERAGE WERE NOT ON TRACK WITH THEIR PRE-PANDEMIC PEERS.

HOWEVER, BY THE 2021-22 SCHOOL YEAR, THE LAST TWO SCHOOL YEARS AGO, WE SAW THAT STUDENTS HAVE RETURNED IN

GENERAL TO THOSE PRE-PANDEMIC TRENDS.

AND SO THIS REALLY SHOWS THAT THE RECOVERY EFFORTS WITHIN THE DISTRICT SEEM TO BE EFFECTIVELY SUPPORTING STUDENTS.

AND WE'RE REALLY ON THE RIGHT TRACK.

SO TO GET INTO SOME OF THE DETAILS HERE IN MATHEMATICS, FIRST WE SEE ON THE LEFT MAP MATHEMATICS AND ON THE RIGHT STAAR MATHEMATICS.

AND THE DIAMONDS REPRESENT THE PREDICTED GROWTH OR THE GROWTH THAT WE WOULD HAVE EXPECTED STUDENTS TO TO HAVE IF THEY HAD BEEN PERFORMING AT PRE-PANDEMIC TRENDS.

AND THE BARS REPRESENT THE STUDENTS, ACTUALLY.

SO IF WE LOOK AT THE FAR LEFT BAR, THIS REPRESENTS 2018-19 THROUGH 2020-2021.

SO THAT GROWTH PERIOD WE SEE THAT STUDENTS WERE BELOW THE PREDICTED GROWTH RATE, BUT BY THE NEXT YEAR, 2021-2022, WE SEE THAT STUDENTS ARE ACTUALLY ABOVE THE PREDICTED GROWTH RATE.

SO STUDENTS ARE GROWING FASTER THAN THEY WERE PRIOR TO THE PANDEMIC.

FOR STAAR MATHEMATICS, THIS STORY IS A LITTLE BIT SIMILAR, BUT A LITTLE DIFFERENT.

WE SEE IN 2020-2021 THAT STUDENTS WERE WELL BELOW THOSE PREDICTED RATES, BUT BY 21-22, THEY HAD GOTTEN MUCH CLOSER TO THOSE PREDICTED GRADES.

SO STUDENTS WERE GROWING AS MEASURED BY STAAR MATHEMATICS, MUCH CLOSER TO THE RATES PRIOR TO THE PANDEMIC.

IN REGARDS TO READING AGAIN WITH MAP ON THE LEFT AND STAAR ON THE RIGHT HERE WE SEE THAT IN 2020-2021 STUDENTS WERE AT THE PREDICTED GROWTH RATES OF THE PRE PANDEMIC STUDENTS AND AFTER IN 2021-22, WE'RE ACTUALLY ABOVE AND AS MENTIONED BY STAAR READING, WE SEE THAT WE WERE BELOW IN THAT 2020 -2021 YEAR, BUT THEN ABOVE IN 2021-22.

SO I THINK THIS PROVIDES AGAIN, THIS PROVIDES EVIDENCE THAT THE LEARNING RECOVERY EFFORTS WITHIN GARLAND ISD ESPECIALLY IS STARTING TO REALLY BE IMPLEMENTED IN 21-22. WE'RE EFFECTIVE AND THAT STUDENTS ARE ACTUALLY GROWING IN GENERAL AT A HIGHER RATE THAN THEIR PRE-PANDEMIC PEERS.

ALL RIGHT. OUR NEXT ANALYSIS TAKES A LOOK AT THE ASSESSMENT SYSTEM WITHIN THE DISTRICT.

AND ONE OF THE POTENTIAL REASONS WHY THE STUDENTS MIGHT BE ON OR ARE GROWING AT RATES FASTER THAN WHAT THEIR PRE-PANDEMIC PEERS WERE MAY BE BECAUSE OF THE ROBUST ASSESSMENT SYSTEM IN THE DISTRICT.

ASSESSMENT USE IS WIDESPREAD IN GARLAND ISD AND MANY OF THE BEST PRACTICES THAT WE EXPECT TO SEE FOR ASSESSMENT USE ARE IN PLACE IN THE DISTRICT.

AND THAT BEING SAID, ASSESSMENT USE COMES AT A COST, RIGHT? SOME OF THAT IS FINANCIAL, BUT SOME OF THAT IS ALSO TIME, RIGHT? EVERY MINUTE THAT A STUDENT SPENT PARTICIPATING IN AN ASSESSMENT IS A MINUTE WHENEVER THEY'RE NOT PARTICIPATING IN INSTRUCTION.

RIGHT. AND SO A LOT OF THE FINDINGS THAT I WILL PRESENT HERE TO YOU TODAY ARE RELATED TO WAYS TO MAKE THE ASSESSMENT SYSTEM IN GARLAND ISD MORE EFFICIENT AND MORE EFFECTIVE.

AND BY EFFICIENT I MEAN LESS REDUCING THE NUMBER OF MINUTES IN WHICH STUDENTS SPEND IN ASSESSMENTS.

AND TO COLLECT THIS INFORMATION, WE OR TO COME TO THESE FINDINGS.

WE COLLECTED DATA FROM FOUR DIFFERENT SOURCES.

FIRST WAS THE INTERVIEWS OF DISTRICT STAFF, FOCUS GROUPS OF DISTRICT STAFF.

THESE WERE ALL OF THE KEY LEADERS WITHIN THE DISTRICT WHO LEAD EACH OF THE VARIOUS ASPECTS OF INSTRUCTION THAT RELATE TO ASSESSMENT.

SO WE MET WITH FOLKS WHO SUPPORT EMERGENT BILINGUALS, GIFTED AND TALENTED STUDENTS, SPECIAL EDUCATION, DYSLEXIA, TEACHING AND LEARNING AND SO ON.

WE ALSO MET WITH PRINCIPALS AND ASSISTANT PRINCIPALS AND FOCUS GROUPS AND INTERVIEWS, TEACHERS IN FOCUS GROUPS.

AND THEN WE CONDUCTED AN ANALYSIS OF ALL OF THE DOCUMENTS RELATED TO ASSESSMENTS WITHIN THE DISTRICT.

ALL OF THIS RESULTED IN A SERIES OF FINDINGS AND RECOMMENDATIONS WHICH ARE IN THE REPORT, WHICH IS PRESENTED AS A PIECE OF THE AGENDA ITEM FOR THIS PARTICULAR BOARD MEETING.

AND ONE OF OUR FIRST FINDINGS THAT WE UNCOVERED WAS THE NUMBER OF HOURS OF ASSESSMENTS IN WHICH STUDENTS OR A NUMBER OF HOURS IN WHICH STUDENTS PARTICIPATED IN ASSESSMENTS VARIES ACROSS GRADE LEVELS.

SO WE SEE THAT PRE KINDERGARTEN STUDENTS AND AND KINDERGARTEN STUDENTS ARE NOT SPENDING MANY HOURS THROUGHOUT THE COURSE OF THE SCHOOL YEAR PARTICIPATING IN ASSESSMENTS.

BUT BY THE TIME WE GET TO SIXTH GRADE THROUGH NINTH GRADE, STUDENTS ARE SPENDING OVER 80 HOURS OVER THE COURSE OF THE SCHOOL YEAR SITTING IN ASSESSMENTS.

THIS LIKELY REPRESENTS A SMALL UNDERESTIMATE OF STUDENTS ASSESSMENT TIME AS WE USE THE ASSESSMENT TIMES THAT WERE PRESENTED BY THE PUBLISHERS.

AND WE KNOW THAT IT TAKES TIME TO SET UP ASSESSMENTS, SET UP THE ROOM TO PARTICIPATE IN ASSESSMENTS, AND THEN SET THE ROOM UP AGAIN TO PROVIDE INSTRUCTION SO THIS DOESN'T ACCOUNT FOR THAT. AND GIVEN THAT THERE'S A GREAT DEGREE OF VARIABILITY IN THE NUMBER OF HOURS OF ASSESSMENT THAT STUDENTS ARE PARTICIPATING IN ACROSS GRADES AND THE LARGE NUMBER OF HOURS THAT ARE ESPECIALLY OUR MIDDLE SCHOOL AND EARLY HIGH SCHOOL STUDENTS ARE PARTICIPATING IN ASSESSMENTS.

OUR NEXT RECOMMENDATIONS PROVIDE SOME ADVICE ON HOW TO MAKE THAT ASSESSMENT SYSTEM MORE EFFICIENT.

AND THE FIRST IS RECOMMENDATION HERE IS TO GATHER A GROUP OF DISTRICT STAKEHOLDERS AND KEY LEADERS FROM ACROSS THE DISTRICT, INCLUDING SCHOOL LEADERS WHO CAN CRAFT AN ASSESSMENT STRATEGY, A CONSISTENT ASSESSMENT STRATEGY FOR EACH GRADE LEVEL THAT REALLY MAXIMIZES THE AMOUNT OF INFORMATION THAT WE CAN GET WHILE REDUCING THE NUMBER OF ASSESSMENTS THAT WE PARTICIPATE IN.

ANOTHER RECOMMENDATION HERE IS TO CRAFT AN ASSESSMENT CALENDAR IT'S ALREADY DONE, BUT TO CONTINUE THROUGH WITH THAT ASSESSMENT CALENDAR AFTER THE ASSESSMENT CALENDAR HAS BEEN CREATED THE START OF YEAR AND NOT ASSESSMENT CALENDAR THROUGHOUT THE REST OF THE YEAR.

AND THEN FINALLY, ASSIGN A POINT PERSON FROM WITHIN THE DISTRICT WHO'S RESPONSIBLE FOR ALL THINGS ASSESSMENT.

SOMEONE CAN SERVE AS A GATEKEEPER OR SOMEONE WHO REALLY UNDERSTANDS THE DISTRICT PHILOSOPHY FOR ASSESSMENTS, AND THAT CAN REALLY HELP TO REDUCE THE NUMBER OF ASSESSMENTS AND REQUESTS FOR ADDITIONAL ASSESSMENTS.

WHENEVER WE MET WITH TEACHERS, PRINCIPALS, DISTRICT LEADERS, WE IDENTIFIED THREE KEY WAYS IN WHICH ASSESSMENTS ARE USED IN THE DISTRICT.

AND THESE THREE KEY WAYS ALIGN WITH BEST PRACTICES FOR ASSESSMENT USE.

THE FIRST OF THOSE IS INSTRUCTION WHERE TEACHERS ARE USING ASSESSMENT DATA TO GUIDE THE THINGS THAT THEY TEACH IN THE FUTURE.

RIGHT. WHERE THEY EXAMINE INFORMATION ABOUT WHAT STUDENTS KNOW AND DON'T KNOW, AND THEN USE THAT INFORMATION TO GUIDE WHAT THEY TEACH NEXT.

ON THE SECOND BUCKET, IDENTIFICATION IS ABOUT IDENTIFYING INDIVIDUAL STUDENTS BY NAME AND SAYING THAT THIS PARTICULAR STUDENT NEEDS ADDITIONAL SERVICES FOR THIS PARTICULAR PURPOSE.

THIS INCLUDES GIFTED AND TALENTED SERVICES, BUT ALSO SPECIAL EDUCATION, DYSLEXIA, MAGNET PROGRAMING, OR EVEN THE PLACEMENT OF STUDENTS INTO ADVANCED COURSES.

YOU CAN MOVE A PIECE OF FURNITURE WITH ALL THREE OF THOSE VEHICLES, RIGHT? YOU CAN MOVE A PIECE OF FURNITURE ACROSS TOWN.

BUT THE TRUCKS PROBABLY THE BEST ONE TO DO IT WITH.

THE SAME GOES WITH ASSESSMENTS.

SOME ASSESSMENTS ARE BETTER UTILIZED FOR INSTRUCTION.

SOME ARE BETTER UTILIZED FOR IDENTIFICATION AND SOME ARE BETTER UTILIZED FOR MONITORING SYSTEM LEVEL PROGRESS.

THE REMAINDER OF MY RECOMMENDATIONS REGARD ARE RELATED TO GIVING ADVICE ON PUTTING THAT PIECE OF FURNITURE ON THE TRUCK AND USING THE SPORTS CAR TO DRIVE FAST, IF THAT MAKES ANY SENSE.

WE'RE TRYING TO USE THE CBA DATA TO DO OTHER THINGS OTHER THAN GUIDE INSTRUCTION, AND IT'S CAUSING IT'S CAUSING THEM TO BE LESS EFFECTIVE AT BEING ABLE TO GUIDE TEACHERS INSTRUCTION.

AND I DETAILED WHAT THOSE SPECIFIC RECOMMENDATIONS ARE IN THAT RECOMMENDATION SPACE.

AND LASTLY WITH IN REGARDS TO ASSESSMENTS USED FOR INSTRUCTION IS TO END THE PRACTICE OF USING STAAR INTERIM TO IDENTIFY SPECIFIC DEFICITS IN STUDENTS KNOWLEDGE, SKILLS OR STATE STANDARDS.

THIS IS IN LINE WITH HOW THE TEA RECOMMENDS THAT THIS ASSESSMENT BE USED.

AND MY RECOMMENDATION HERE IS TO FOLLOW TEAS GUIDANCE THAT THIS ASSESSMENT NOT BE USED TO GUIDE INSTRUCTION.

THIS ASSESSMENT IS REALLY GOOD AT IDENTIFYING STUDENTS WHO ARE STRUGGLING AND HER STUDENTS WHO ARE GOING TO DO WELL ON THE STAAR EXAM.

BUT IT IS NOT GOOD AT DEFINING WHAT STUDENTS ARE STRUGGLING IN, AND THAT'S CURRENTLY HOW IT'S BEING USED IN THE DISTRICT.

AND THIS RECOMMENDATION ENCOURAGES THE ADMINISTRATION TO END THAT PRACTICE.

ALL RIGHT. OUR NEXT CATEGORY IS INSTRUCTION OR SORRY, IDENTIFICATION.

SO THIS IS THE IDENTIFICATION OF STUDENTS WHO NEED ADDITIONAL SERVICES.

AND THERE ARE THREE RECOMMENDATIONS IN THIS BUCKET HERE, AND THE FIRST OF WHICH IS TO ELIMINATE THE USE OF THE PSAT IN GRADES EIGHT AND NINE.

THE MANAGEMENT OR THE ADMINISTRATION RESPONSE TO THAT IS A PARTIAL DEGREE AND THERE IS SOME CONVERSATION GOING ON WITHIN THE DISTRICT ABOUT THAT, THAT THERE MIGHT BE THINGS THAT I DID NOT PICK UP IN MY INTERVIEWS AND FOCUS GROUPS ABOUT REASONS WHY THE DISTRICT'S FINDS THAT DATA SOURCE TO BE IMPORTANT AND USEFUL. AND IT'S POSSIBLE THAT IN ALL OF MY INTERVIEWS AND FOCUS GROUPS, I DID NOT CATCH THAT.

AND THIS IS SEEN AS A BEST PRACTICE AND IS DONE IN POCKETS IN PLACES ACROSS THE DISTRICT, BUT NOT CONSISTENTLY.

AND OUR LAST RECOMMENDATION RELATED TO IDENTIFICATION IS TO CONTINUE THE USE OF THE MAP ASSESSMENT TO IDENTIFY STUDENTS WHO MAY NEED ADDITIONAL SERVICES.

THERE IS SOME DEBATE WITHIN THE DISTRICT ABOUT WHETHER THE DISTRICT SHOULD CONTINUE TO USE MAP OR NOT, AND MY RECOMMENDATION HERE IS FOR THE DISTRICT TO CONTINUE WITH THAT ASSESSMENT. FINALLY, ASSESSMENTS USED TO MONITOR SYSTEM LEVEL PROGRESS AND THE ALLOCATION OF RESOURCES. AND THREE RECOMMENDATIONS IN THIS BUCKET HERE.

WE TALKED EARLIER ABOUT USING THE CBAS TO GUIDE TEACHERS CLASSROOM INSTRUCTION.

HOWEVER, CBAS ARE NOT AN APPROPRIATE TOOL TO BE USED TO MONITOR SYSTEM LEVEL PROGRESS.

AND THAT'S FOR MANY REASONS.

AND A LOT OF THOSE INVOLVE THE CREATION OF THE TEST AND THE WHAT ARE KNOWN AS THE PSYCHOMETRIC PROPERTIES OF THE TEST THAT THIS THESE TESTS LIKELY DO NOT HAVE THE CRITERIA THAT ARE NECESSARY IN ORDER TO BE ABLE TO SAY THAT IF A STUDENT WHO SCORES LOW ON THIS TEST, THEY WILL SCORE LOW ON STAAR.

IT ALSO RELATES TO TEST SECURITY.

BUT THEN FINALLY, IT RELATES TO THE RELATIONSHIP BETWEEN AN ASSESSMENT THAT A TEACHER USES TO GUIDE THEIR INSTRUCTION AND THE MONITORING OF STUDENTS TEST SCORES BY THE BOARD OF TRUSTEES OR BY THE DISTRICT ADMINISTRATORS.

WHEN PEOPLE FEEL THAT THEIR PERFORMANCE IS MONITORED, THEY START TO BEHAVE IN WAYS THAT ARE OFTEN ODD OR UNANTICIPATED.

AND IF THIS TOOL, THE CBA, IS DESIGNED TO BE A TOOL THAT SHOULD GUIDE TEACHERS CLASSROOM INSTRUCTION, WE DON'T WANT TO PUT ANYTHING ON TOP OF THAT THAT WOULD CHANGE THE WAY THAT TEACHERS INTERACT WITH IT, AND IT MIGHT CREATE DATA THAT'S NOT REALLY USEFUL FOR US AT THE DISTRICT LEVEL.

SO MY RECOMMENDATION HERE IS TO END THE PRACTICE OF USING CBAS TO MONITOR SYSTEM LEVEL PROGRESS.

THE NEXT RECOMMENDATION HERE IS TO CONSIDER REDUCING THE ADMINISTRATION OF INTERIM TO ONCE A YEAR.

THE DISTRICT PILOTED IT THIS YEAR IN THE FALL, AND MOST ADMINISTRATORS AND TEACHERS DID NOT FIND THE DATA TO BE USEFUL.

BUT ALSO IMPORTANTLY, AND THIS IS QUITE AN ONEROUS TEST TO ADMINISTER BECAUSE IT REQUIRES THE SHUTDOWN OF THE CAMPUS IN ORDER TO DO A STAAR LIKE ADMINISTRATION. SO IT'S A IT'S A VERY ONEROUS TEST TO ADMINISTER.

AND GIVEN THAT FOLKS DID NOT FIND MUCH USE IN IT IN THE FALL, IT'S MY RECOMMENDATION THAT IT BE CUT.

AND THEN FINALLY, REDUCE THE NUMBER OF ASSESSMENTS THAT ARE REPORTED TO THE BOARD OF TRUSTEES.

THERE ARE A SERIES OF ASSESSMENTS, INCLUDING MAP, STAAR TELPAS, THAT ARE STANDARDIZED ASSESSMENTS THAT IT SHOULD VERY, VERY MUCH BE PRESENTED TO THE BOARD OF TRUSTEES AND TO SUPPORT YOU IN YOUR GOVERNANCE AND YOUR GUIDING OF THE DISTRICT AND ENSURING THAT THE DISTRICT IS HEADED IN THE RIGHT DIRECTION.

HOWEVER, AS WE ADD TO THAT LIST, WE BEGIN TO INCREASE THE PRESSURE ON TEACHERS REGARDING ASSESSMENTS THAT ARE DESIGNED TO BE TO GUIDE THEIR INSTRUCTION.

WE ALSO HAVE TO TAKE INTO MIND THE REPORTING REQUIREMENTS AND THE TIME THAT IT TAKES FOR DISTRICT STAFF TO CRAFT BOARD REPORTS AND THINGS LIKE THAT.

AND IT'S MY RECOMMENDATION THAT WE REDUCE THE NUMBER TO A TARGETED NUMBER OF ASSESSMENTS, PRIMARILY MAP AND STAAR AND TELPAS THAT CAN STILL ENABLE THE BOARD TO MAKE MEANINGFUL DECISIONS ABOUT REGARDING GOVERNANCE, BUT AREN'T PUTTING AN ONEROUS BURDEN ON TEACHERS, PRINCIPALS AND DISTRICT STAFF.

I MEAN, WE'VE BECOME A VERY TESTED STATE SCHOOL SYSTEM.

AND SO WE'VE IMPLEMENTED OLD PRACTICES AND THEN WE'VE GOTTEN LAYERS OF MANDATES FROM THE STATE.

HE WORKS OUT OF THE FBI TRAINING CENTER IN QUANTICO, VIRGINIA.

AND I THINK HIS PRESENTATION REALLY WAS IMPORTANT FOR THE THREE DIFFERENT POLICE FORCES TO HEAR AND HOW HE WORKS IN CONJUNCTION WITH THEM TO PROTECT OUR KIDS.

I HAVE A CHANCE TO PASS BY THE NATATORIUM MULTIPLE TIMES, AND I NOTICED ABOUT A MONTH AGO IT WAS PACKED.

THAT WAS AND I STOPPED IN.

THAT WAS WHAT'S CALLED A LONG COURSE SWIMMING.

LONG COURSE SWIMMING MEANS IT'S THE METERS, 50 METER POOL, NOT THE 25M THAT WE NORMALLY HAVE FOR HIGH SCHOOL EVENTS.

AND AGAIN, WE HAVE WE ATTRACTED PEOPLE FROM 37, 38 STATES FOR THE LONG COURSE SWIMMING.

A COUPLE OF WEEKS LATER WE HAD THE UIL, NO, THE NATIONAL OLYMPIC JUNIOR OLYMPIC WATER POLO TOURNAMENT THERE AND OUR POOL IS BEING USED FOR THE FINAL SUNDAY CHAMPIONSHIPS.

WE NOW HAVE UIL VOLLEYBALL, A UIL WATER POLO I'M SORRY, UIL WATER POLO.

AND THAT'S SOMETHING THAT WE TALKED ABOUT YEARS AND YEARS AGO, THAT ALL OF THESE THINGS WOULD HAPPEN AT OUR NATATORIUM AND NOW THEY ARE HAPPENING.

ONE OF THE MOST INTERESTING THINGS IS THE PERSON WHO HELPED US DESIGN THE NATATORIUM WAS A GUY NAMED JOHN CLEVELAND.

JOHN CLEVELAND WAS A THREE TIME OLYMPIAN.

I THINK HE WON A BRONZE MEDAL.

HE WORKS FOR MYRTHA POOLS AND HE USES OUR POOL, OUR NATATORIUM, AS HIS SHOWPLACE FOR THE UNITED STATES, FOR HOW YOU BUILD THE NATATORIUM IN THE RIGHT WAY.

SO THAT WAS REALLY IMPRESSIVE.

THE SAFETY COMMITTEE MET THAT WAS MISS GRIFFIN AND MYSELF FROM REPRESENTING THE BOARD.

ONE OF THE INTERESTING THINGS, AND WE ALL GOT THIS SHEET THAT WAS HANDING IT OUT, ONE OF THE THINGS THAT WAS TALKED ABOUT IS THE DIFFERENT WAYS WE CAN, THROUGH OUR CLASSROOMS OR THE MAIN OFFICE, COMMUNICATE EMERGENCIES.

AND THE LATEST THING WE'VE ADDED IS CALLED A PANIC ESCALATION APP.

ON AUGUST 1ST, WE HAD OVER 5000 OF OUR STAFF ALREADY USING IT.

I'M PRETTY SURE AS OF TODAY, ALL OF OUR STAFF IS USING IT.

THIS WAS A STATE MANDATE AND NOW WE FULFILL THAT MANDATE.

SO WE HAVE FOUR DIFFERENT WAYS TO ANNOUNCE AN EMERGENCY.

WE ALL ATTENDED THE CONVOCATION.

EVERY ONE OF US UP HERE ATTENDED THE CONVOCATION.

AND I THINK SOMETIMES IF YOU GO TO A MOVIE, YOU WALK OUT WITH FRIENDS OR RELATIVES.

WE HAVE TO GIVE A HUGE SHOUT OUT TO OUR TRANSPORTATION DEPARTMENT BECAUSE WHAT A TRANSFORMATION THEY HAVE DONE.

AND ONE THING THAT'S BEEN MADE AWARE TO ME OVER THE COURSE OF TIME IS THAT OUR INFRASTRUCTURE, ESPECIALLY IN THE MIDDLE SCHOOL WITH INSTRUMENTS, IS CRUMBLING AROUND US AS WE SPEAK IN A REALLY BAD WAY.

AND THIS ISN'T ANY PARTICULAR SCHOOL.

IT'S PRETTY MUCH ALL THE SCHOOLS.

YEARS AGO WE HAD SOMETHING CALLED A CAPITAL OUTLAY THAT PROVIDED FOR MONEY TO GO INTO EACH CAMPUS.

AND THEY APPLIED.

THEY SAID, WE NEED X AMOUNT OF INSTRUMENTS.

AND YOU DIDN'T ALWAYS GET YOU DIDN'T GET EVERYTHING, BUT YOU ALWAYS GOT SOMETHING.

AND THEY WERE DEPENDED ON THIS.

THEY RELIED UPON THIS IN ORDER TO BE ABLE TO GET THE WORST STOCK OUT AND MAKE CERTAIN THAT WHAT THE INSTRUMENTS THAT THE KIDS HAD WERE AT LEAST APPROPRIATE FOR THEM TO START LEARNING ON.

AND LIKE I SAID, THIS IS MOST PRONOUNCED AT THE MIDDLE SCHOOLS, BUT YOU SEE IT AT THE HIGH SCHOOL LEVEL AS WELL.

WE HAVEN'T DONE A CAPITAL OUTLAY FOR INSTRUMENTS NOW SINCE 2018.

SO IN A LOT OF CASES, SOME SCHOOLS HAVE NOT HAD ANY NEW INSTRUMENTS NOW FOR FIVE YEARS.

SOME INSTRUMENTS I TOURED AND SAW ARE ORIGINAL TO THE SCHOOLS THAT THEY'RE IN.

TONS OF CASES ARE DUCT TAPED TOGETHER JUST SO THEY DON'T FALL APART ON THE STUDENTS.

WE HAVE TO DO SOMETHING.

THERE'S NO POINT IN HAVING BAND PROGRAMS OR IF WE EXCLUDE ENTIRE INSTRUMENT GROUPS BECAUSE WE DON'T HAVE A FUNCTIONING INSTRUMENT TO TEACH THEM ON.

AND AND WE'RE SEEING THIS WE MADE A GREAT DECISION IN PROVIDING BAND TRAILERS TO PROTECT THE EQUIPMENT. NOW I'D LIKE TO MAKE SURE WE HAVE EQUIPMENT THAT'S WORTH PROTECTING, AND I THINK WE OWE IT TO OUR STUDENTS.

AND I WOULD LIKE A FUTURE AGENDA ITEM SO WE COULD THOROUGHLY DISCUSS THIS AND HOW WE CAN GET THE NEEDED RESOURCES IN ORDER TO BE ABLE TO HAVE FUNCTIONING SAFE AND CLEAN EQUIPMENT FOR OUR STUDENTS TO USE.

THEY WOULD PROBABLY RATHER BE USING THAT FOR PRIVATE INSTRUCTORS TO HELP WITH THEIR MARCHING AND THINGS OF THAT NATURE.

BUT THAT BEING SAID, I THINK MIDDLE SCHOOL IS A BIG NEED, BUT I THINK WE NEED TO LOOK AT EVERYTHING.
