AS YOU CAN SEE ON THE SCREEN, WE ARE CELEBRATING NATIONAL HISPANIC HERITAGE MONTH.

AND I WOULD JUST LIKE TO TALK ON BEHALF OF THE HISPANIC, THE LATINO, THE LATINX, ALL OF THE VARIOUS COMMUNITIES THAT MAKE UP THIS DISTRICT.

THANK YOU FOR BEING A PART OF THIS DISTRICT.

THANK YOU FOR SHARING YOUR CULTURES, YOUR TRADITIONS AND YOUR FOOD.

SO WE ARE DELIGHTED TO ACKNOWLEDGE THAT WE ARE CELEBRATING THIS MONTH IN OUR DISTRICT.

AND IF YOU WANT TO SEE ACTIVITIES, I'M SURE THAT WE HAVE ACTIVITIES GOING ON PROBABLY ON ALL 71 OF OUR CAMPUSES.

I LIVE AT 8314 MEADOWVIEW STREET, ROWLETT, TEXAS 75088.

I HAVE A DAUGHTER IN THE DISTRICT, AND I HAVE MANY, MANY, COUNTLESS FAMILY MEMBERS IN THE DISTRICT.

I BEGAN WORKING IN GARLAND ISD AT THE AGE OF 18 AS A PRE-K AIDE, WENT BACK TO SCHOOL, THEN GOT HIRED BACK AS A BILINGUAL TEACHER, WENT BACK TO SCHOOL JUST AS THE PANDEMIC HIT AND GOT MY MASTER'S OF EDUCATION IN SPECIAL EDUCATION WITH DIAGNOSTICIAN CERTIFICATION, AND I CURRENTLY WORK AS A DYSLEXIA TEACHER FOR THE DISTRICT.

I AM HERE TODAY AS THE PRESIDENT OF GARLAND EDUCATION ASSOCIATION TO SPEAK TO YOU ABOUT TWO CONCERNING ISSUES.

ONE IS STUDENT DISCIPLINE AND THE OTHER IS THE SUPPORT PERSONNEL AND AUXILIARY PERSONNEL PAY.

THE FIRST ISSUE IS STUDENT DISCIPLINE.

CLASS SIZE HAS BEEN PLAYING A LARGE ROLE IN THE RISING PROBLEMS WITH DISCIPLINE.

THE LARGER THE CLASS SIZE, THE MORE DIFFICULT IT IS FOR STUDENTS BEHAVIORS TO BE MANAGED.

IT IS GOING TO BE IMPACTING STUDENTS, LEARNING AND TEACHERS BECAUSE WE CAN'T TEACH IF WE'RE CONSTANTLY DEALING WITH BEHAVIOR CONCERNS.

AT THE HIGH SCHOOL. CUTTING TEACHER ALLOTMENTS AND ASKING TEACHERS TO TEACH AN EXTRA CLASS IS CONCERNING.

TEACHERS ARE BECOMING OVERWHELMED WITH THE WORKLOAD, WORKLOAD AND THEREFORE HAVING MORE A MORE DIFFICULT TIME MANAGING STUDENT BEHAVIORS.

STUDENTS BEING IN THE WRONG PLACEMENT HAS ALSO CAUSED A GREAT CONCERN WITH BEHAVIORS.

HAVING STUDENTS WAIT TO BE MOVED IS CAUSING MANY CLASSROOM DISRUPTIONS AND MANY TIMES IMPEDING OTHER STUDENTS FROM LEARNING.

MY SECOND ISSUE IS ESP OR SUPPORT AND AUXILIARY PERSONNEL PAY.

THE LAST FEW YEARS WE HAVE HAD WE HAVE RECEIVED GREAT TEACHER PAY INCREASES, WHICH I'M VERY, VERY THANKFUL FOR SINCE I AM THE RECIPIENT OF SUCH RAISES.

BUT OUR ESPS HAVE NOT RECEIVED THOSE KINDS OF RAISES.

ON THE CONTRARY, THEY HAVE RECEIVED THE SMALLEST RAISES AND THEY ARE THE ONES WHO MAKE THE LEAST IN OUR DISTRICT.

THEY ARE THE OUR BACKBONE.

THEY ARE THE ONES WHO WE COULD NOT OPERATE WITHOUT THEM.

OUR ESPS ARE IMPORTANT FOR THE WORK WE DO.

WE NEED TO SHOW THEM ALL OF THEM THE CUSTODIANS, THE AIDES, THE CAFETERIA WORKERS, MAINTENANCE, BUS DRIVERS, GROUNDS CREWS AND MANY OTHERS I HAVE PROBABLY LEFT OFF THIS LIST HOW IMPORTANT AND ESSENTIAL THEY ARE FOR OUR DISTRICT.

WE NEED TO SHOW THEM THAT WE CARE ABOUT THEM WITH BY GIVING THEM A COST OF LIVING INCREASE, MANY OF WHICH WE HAVE RECEIVED AS TEACHERS.

THEY MAKE THEY DON'T MAKE WHAT WE MAKE AS TEACHERS.

THEY MAKE THE LEAST IN OUR DISTRICT.

THEY DESERVE THE MOST.

14. 15. WHAT IS THAT, 16 MONTHS AGO? ANYWAY, I'VE BEEN ENJOYING HAVING NOT HAVING THE RESPONSIBILITIES I HAD AS A DISTRICT EMPLOYEE IN ATTEMPT TO MAINTAIN MY NOT MY NEWFOUND STATE OF UN.

EXCUSE ME. UN UN RESPONSIBILITY.

I WAS A BIT RELUCTANT WHEN I WAS INVITED TO SERVE ON THE DISTRICT BOND STEERING COMMITTEE, BUT I REMEMBERED SOMETHING THAT DR.

LOPEZ ONCE SAID THAT RESONATES WITH ME TO THIS DAY.

AND THESE ARE PROBABLY NOT THE EXACT WORDS, BUT IT'S SOMETHING TO THIS EFFECT.

HE SAID IT'S BETTER TO GROW HEALTHY, PRODUCTIVE CHILDREN THAN TO TRY TO FIX BROKEN ADULTS LATER.

AND I THOUGHT, WHAT A PROFOUND STATEMENT OF THE MISSION FOR THE DISTRICT.

AND I THOUGHT, WOW, THAT'S THAT IS THE PRIME DIRECTIVE REALLY FOR THE DISTRICT.

SO LIKE A MOTH TO A FLAME, I WAS DRAWN BACK INTO THE AFFAIRS OF THE DISTRICT.

AT THE TIME I JOINED THE COMMITTEE I WAS SKEPTICAL THAT THE PUBLIC WOULD SUPPORT SUCH AN INITIATIVE BEING THE ECONOMY OF THE TIME.

BUT FORTUNATELY, MY SKEPTICISM WAS WAYLAID BY THE OVERWHELMING SUCCESS OF THE LARGEST BOND INITIATIVE EVER PASSED BY THE DISTRICT.

I HAD TO ASK MYSELF, HOW DID THIS POSSIBLY HAPPEN? WELL, APPARENTLY THIS BOARD, THIS SUPERINTENDENT, HAS DONE A MARVELOUS JOB OF GARNERING THE TRUST AND RESPECT OF OUR PUBLIC CITIZENS, AND THAT INCLUDES MYSELF.

I THINK IT REALLY SORT OF THERE WAS A TIPPING POINT ABOUT A YEAR OR SO AGO WHEN THE DISTRICT WAS RECOGNIZED BY THE TEXAS COMPTROLLER OF PUBLIC AFFAIRS FOR TRANSPARENCY, THE TRANSPARENCY IN OUR TRADITIONAL FINANCES SO THAT PEOPLE, THE CITIZENS OF THIS COMMUNITY KNOW HOW WE'RE SPENDING OUR MONEY.

ALSO, THERE'S MORE.

HER COWORKERS GO ON TO SAY, THIS YEAR IN PARTICULAR, BEATRIS HAS EXEMPLIFIED WHAT IT MEANS TO GO THE EXTRA MILE WHILE ALREADY MANAGING HER REGULAR RESPONSIBILITIES SHE HAS TAKEN ON THE ADDED ROLE OF COVERING FOR MATERNITY LEAVE ON CAMPUS.

ELISA CORDOVA LONG COMES TO US FROM DALLAS ISD WITH 23 YEARS OF BUDGETING EXPERIENCE.

IN 2000, ELISA BEGAN HER CAREER WORKING IN THE BUDGET DEVELOPMENT AND CONTROL DEPARTMENT.

IN 2008, SHE WAS CHOSEN TO ASSIST IN THE TRANSFORMATION MANAGEMENT OFFICE AS THE DIRECTOR OF CENTRAL SERVICES.

HERE SHE WORKED WITH PROGRAMMERS TO DEVELOP THE FINANCIAL PORTION OF THE SUPERINTENDENT AND PRINCIPAL DASHBOARDS.

THIS POSITION THEN EVOLVED INTO THE DIRECTOR OF BUDGET UNDER THE CHIEF OF STAFF, A POSITION, A POSITION IN WHICH SHE WORKED CLOSELY WITH

OPERATIONS, POLICE AND SECURITY, COMMUNICATION SERVICES, LEGAL SERVICES, HUMAN RESOURCES, PERFORMANCE MANAGEMENT AND ANALYTICS, EVALUATION AND ACCOUNTABILITY AND ATHLETICS.

WOW. IN 2012, ELISA RETURNED TO BUDGET SERVICES UNDER THE DISTRICT'S CHIEF FINANCIAL OFFICER, WHERE HER RESPONSIBILITIES INCLUDED STRATEGIC PLANNING, FORECASTING AND BUDGET DEVELOPMENT AND MAINTENANCE OF FOUR DIVISIONS.

SHE WORKED DILIGENTLY WITH THE ENTIRE DEPARTMENT TO OBTAIN THE ASSOCIATION OF SCHOOL BUSINESS OFFICIALS INTERNATIONAL'S MERITORIOUS BUDGET AWARD, AS WELL AS THE GOVERNMENT FINANCE OFFICERS ASSOCIATION'S DISTINGUISHED BUDGET PRESENTATION AWARD.

IN 2014, ELISA JOINED THE ATHLETICS DEPARTMENT AS THEIR FIRST ASSISTANT ATHLETIC DIRECTOR OVER FINANCIAL OPERATIONS.

SHE WAS TASKED WITH MANAGING THE SUPPORT STAFF AND EVENT WORKERS FOR ALL 9 STADIUMS AND 55 CAMPUSES ATHLETIC EVENTS. SHE ALSO OVERSAW THE PAYMENT OF EVENT WORKERS, ALL GAME OFFICIALS COACHING STIPENDS AND ALL PROCUREMENT ITEMS. IN HER TIME IN ATHLETICS, SHE IMPLEMENTED THE ONLINE TICKETING SYSTEM, NEW SOFTWARE FOR PAYING OFFICIALS AND ORACLE ROUTING, FOR PAYING AND RECONCILING COACHING STIPENDS AND STREAMLINED MULTIPLE PROCESSES TO ENSURE THE DEPARTMENT WAS BEING FISCALLY RESPONSIBLE.

IN OUR MOST RECENT ROLE WITH DALLAS ISD ELISA SERVED AS THE ASSISTANT DIRECTOR OF BUDGET SERVICES AND OVERSAW THE GENERAL OPERATING BUDGET, DEVELOPMENT AND MAINTENANCE OF ALL CENTRAL OFFICES, ASSISTED WITH VARIOUS ENTERPRISE DEBT SERVICES AND FOOD SERVICES FUNDS, AS WELL AS PREPARED THE MONTHLY BUDGET AMENDMENT.

ELISA IS A GRADUATE OF BISHOP DUNN HIGH SCHOOL IN THE OAK CLIFF COMMUNITY OF DALLAS, TEXAS.

SHE EARNED HER BACHELOR OF BUSINESS ADMINISTRATION DEGREE WITH A CONCENTRATION IN FINANCE FROM TEXAS WOMAN'S UNIVERSITY AND A MASTER OF BUSINESS ADMINISTRATION DEGREE FROM TEXAS A&M UNIVERSITY COMMERCE.

SHE IS TASBO AND NIAA CERTIFIED.

JD'S FIRST CAREER WAS IN LAW ENFORCEMENT WHERE HE GRADUATED FROM THE DALLAS SHERIFF'S OFFICE ACADEMY AND LATER WORKED FOR THE CARROLLTON CARROLLTON POLICE DEPARTMENT AS A POLICE OFFICER.

FOR THE PAST 20 YEARS JD HAS BEEN EMPLOYED AS AN EDUCATIONAL PROFESSION IN THE ROLES OF TEACHER COACH, TEAM LEADER, DEPARTMENT CHAIR AND ADMINISTRATOR AT BOTH CAMPUS AND DISTRICT LEVEL.

HE STARTED HIS EDUCATIONAL CAREER RIGHT HERE IN GARLAND ISD, WHERE HE WORKED AT NORTH GARLAND HIGH SCHOOL FOR 11 YEARS AS A TEACHER AND COACH. FOR THE PAST NINE YEARS, HE HAS WORKED FOR PLANO ISD, FIRST AS AN ASSISTANT PRINCIPAL AND FOR THE PAST FIVE YEARS AS PLANO ISD'S FIRST EMPLOYEE RELATIONS COORDINATOR.

JD ENJOYS THE CHALLENGES AND OPPORTUNITIES OF EDUCATION, WORKING WITH STAFF MEMBERS, STUDENTS, PARENTS AND THE COMMUNITY AS A WHOLE.

FOR THE FIRST TEN YEARS OF HIS CAREER MR. LEE WORKED IN THE BUSINESS SECTOR FOR TRINITY INDUSTRIES AS A PROCUREMENT MANAGER AND FOR PRICE WATERHOUSE COOPER AS A SENIOR COMMODITY MANAGER.

MR. LEE BEGAN HIS PUBLIC EDUCATION CAREER IN DALLAS ISD AS A PROCUREMENT SPECIALIST UNTIL HE WAS PROMOTED TO MAINTENANCE BUSINESS OPERATIONS BUDGET ANALYST.

AFTER WORKING 11 YEARS WITH DALLAS ISD, HE WENT TO WORK FOR ARLINGTON ISD IN THE BOND BUDGET DEPARTMENT.

IN 2015, MR. LEE JOINED GARLAND ISD AS THE FACILITIES AND MAINTENANCE OPERATIONS MANAGER.

HIS EXPERIENCE IN THE PRIVATE AND PUBLIC SECTORS HAS PROVIDED HIM WITH A VARIETY OF DIFFERENT SKILLS THAT CONTINUE TO BE AN ASSET TO GISD ORGANIZATION. HIS OUTSIDE THE BOX PERSPECTIVE, ANALYSIS AND PROBLEM SOLVING SKILLS, AS WELL AS HIS EXTENSIVE EXPERIENCE IN THE AREAS OF MAINTENANCE AND FACILITIES, PURCHASING CONTRACTS AND MANAGING BUSINESS OPERATION BUDGETS HAVE PREPARED MR. LEE FOR HIS NEW ROLE AS DIRECTOR.

VERONICA IS FINALIZING HER DISSERTATION FOR A DOCTORATE IN EDUCATIONAL LEADERSHIP FROM SOUTHERN METHODIST UNIVERSITY AND ANTICIPATES GRADUATING IN 2024.

VERONICA IS THE PROUD DAUGHTER OF MEXICAN IMMIGRANTS TURNED AMERICAN BUSINESS OWNERS AND RANCHERS.

SHE WHOLEHEARTEDLY BELIEVES HER PARENTS GRIT, PERSEVERANCE AND RESILIENCE LIVE WITHIN HER.

AND I KNOW THE CELEBRATION, THE TRIP TO WASHINGTON, D.C.

WILL BE COMING UP AND THEN WE'LL BE HAVING A CELEBRATION AT THE SCHOOL.

THIS ONE WAS AT THE SACHSE CHAMBER LUNCHEON.

I WANT TO GIVE A BIG SHOUT OUT TO THE DISTRICT ON A VERY SUCCESSFUL COLLEGE NIGHT PRESENTATION.

I THINK IT'S GOT TO BE THE BIGGEST COLLEGE NIGHT AROUND HERE.

I MEAN, WHO ELSE DOES COLLEGE NIGHT IN AN ARENA LIKE WE DO? IT'S TO BE FAIR, A LOT OF THE COLLEGES THAT ARE THERE DON'T HAVE ARENAS AS BIG AS OUR DISTRICT DOES.

IT'S OBVIOUS THAT THE NATION'S COLLEGES AND UNIVERSITIES ARE PAYING A LOT OF INTEREST IN OUR STUDENTS, AND I FEEL LIKE EACH YEAR THE ATTENDANCE IS BIGGER AND BIGGER, SO THAT'S GROWING. IN ADDITION, I WANT TO GIVE A SHOUT OUT TO MECHELLE HOGAN FOR HELPING TO COORDINATE OUR BOND TOUR THAT WE JUST HAD LAST WEEK.

WE WERE TREATED TO GO TO SIX OF OUR CAMPUSES REGARDING THE LAYOUTS AND LOCATIONS FOR THE MULTI-PURPOSE FACILITIES THAT WERE APPROVED IN THE 2023 BOND.

IT WAS VERY ILLUMINATING AND IT JUST GOES TO SHOW HOW MUCH WORK STILL HAS TO BE DONE ON THIS BOND.

SO PLEASE BE PATIENT.

IT WAS EXCITING TO SEE THE HANDS SHAKING, THE EXCITEMENT FOR THE PEOPLE THAT WERE SITTING IN THE AUDIENCE, COMING AROUND CONGRATULATING AND THAT TYPE OF THING, INSTEAD OF JUST DIPPING THEIR HEAD AND SAYING, Y'ALL SHOULDN'T HAVE DONE THAT.

EVERYBODY BOUGHT IN.

AND IT WAS A REALLY EXCITING TO ME AS A BOARD MEMBER TO SEE THE COMMUNITIES OF SACHSE AND ROWLETT AND ALSO GARLAND ALL BUYING IN TO WHAT WE ARE TRYING TO ACCOMPLISH IN THIS COMMUNITY AND IN OUR SCHOOL DISTRICT FOR OUR STUDENTS AND TEACHERS.

ALSO, I DID ATTEND THE COLLEGE NIGHT AT TRIPLE C, WAS ABLE TO GO TO SEE MY ALMA MATER, MIDWESTERN STATE UNIVERSITY.

AND SO ANYWAY, IT WAS GOOD TO SEE THERE.

AND CONGRATULATIONS TO ALL THE WINNERS.

I MEAN, THERE WERE SOME OUTSTANDING PEOPLE THERE THAT WON AWARDS.

AND ALSO TO MY GOOD FRIEND CHESTER JOHNSON, WHO WON AN AWARD.

BUT ONE THING THAT REALLY TOUCHED ME MORE THAN ANYTHING ELSE IS THE NAACP HAS A YOUTH COUNCIL, AND ALL THREE OF THOSE YOUNG MEN GOT UP AND SPOKE AND THEY WERE POLISHED.

THEY SPOKE WITH AUTHORITY.

THEY WERE PASSIONATE ABOUT WHAT THEY WERE DOING.

VERY, VERY, VERY IMPRESSED WITH THESE YOUNG MEN THAT GOT UP AND SPOKE.

AND THEN LASTLY, LAST THING WAS THE EXCITEMENT THAT I HAD ON TOURING LAST FRIDAY WITH THE BOND SITES THAT WE WENT TO, BECAUSE WHAT I REALIZED THIS WAS PROPOSITION B ON THE BOND PROGRAM.

AND WHAT I REALIZED AFTER WE GOT TO SEE VISUAL SITES OF WHERE THESE FACILITIES ARE GOING TO BE LOCATED, YOU KNOW, THE CITIZENS BROUGHT THAT TO US.

WE DIDN'T THINK OF THAT AS A BOARD.

WE WANTED IT, BUT THE CITIZENS BROUGHT THAT TO US.

TALKED A LITTLE BIT ABOUT SOMETHING, SOME OF THE THINGS THAT ARE HAPPENING IN THE STATE AND HAD A REALLY GOOD MEETING WITH SUPERINTENDENTS AND TRUSTEES FROM REGIONS 10 AND 11.

SO JUST WANTED TO SHARE THAT, BUT ALSO ALSO SHARE AGAIN WITH YOU GUYS THAT ON NOVEMBER 15TH AT 6:00, GARLAND ISD WILL BE HOSTING THE NORTH TEXAS AREA ASSOCIATION OF SCHOOL BOARD MEETING AT THE GRCTC.

THE LAST ONE, STEVE JOBS HAD A QUOTE THAT HE SAID A WHILE BACK, REMEMBERING THAT YOU'RE GOING TO DIE IS THE BEST WAY I KNOW, TO AVOID THE TRAP OF THINKING YOU HAVE SOMETHING TO LOSE.

AND ONE OF THE THINGS AS A TRUSTEE THAT I LOVE DOING IS FOR EVERY GRADUATION, HAVING THE OPPORTUNITY TO SHAKE EACH STUDENT'S HAND AS THEY CROSS THE STAGE, JUST AS A WAY OF THANKING THEM FOR ALLOWING US TO SERVE THEM IN THE CAPACITY OF HELPING TO EDUCATE THEM AND PROVIDING THEM WITH AN EXCEPTIONAL EDUCATIONAL EXPERIENCE.

GHALI WENT THROUGH TO GET HIM ALL OF THE CREDITS THAT HE NEEDED IN ORDER TO SATISFY HIS REQUIREMENTS FOR GRADUATION. AND SO I ASKED HIM IF HE THOUGHT IT WOULD BE OKAY FOR ME TO REACH OUT TO THE FAMILY OR AT LEAST HAVE THEM REACH OUT TO ME BECAUSE I WANTED TO ACTUALLY MEET SEBASTIAN. AND IF FOR YOU GUYS THAT DIDN'T KNOW SEBASTIAN HAD A TERMINAL DISEASE AND SO HAD A CHANCE TO TALK WITH HIM AND HIS MOM AND IT WAS A REALLY MOVING CONVERSATION.

SEBASTIAN IS A REMARKABLE YOUNG MAN.

BEAUTIFUL SPIRIT, VERY BRIGHT.

WANTED TO BE AN ARCHITECT, AND HE REALLY, REALLY ENJOYED MOTIVATIONAL SPEAKING.

AND SO I HAD A QUESTION FOR HIM AND I WAS JUST CURIOUS TO ME.

I ASKED HIM, I SAID, SEBASTIAN, SO KNOWING THE SITUATION THAT YOU'RE IN, WHAT WOULD BE YOUR MESSAGE AS A MOTIVATIONAL SPEAKER TO YOUR FELLOW STUDENTS? THE FELLOW STUDENT BODY.

IF YOU HAD STUDENTS THAT ASKED YOU QUESTIONS AND WANTED TO KNOW MORE, WHAT WOULD YOU TELL THEM? AND THE THING THAT HE SAID TO ME WAS, DESPITE CHALLENGES AND, YOU KNOW, WE ALL HAVE CHALLENGES ON A DAY TO DAY BASIS, OUR STUDENTS HAVE LOTS OF CHALLENGES ON A DAY TO DAY BASIS.

AND HE SAID DESPITE THE CHALLENGES AND KNOWING THAT HE WAS GOING TO BE TRANSITIONING AND HE PURSUED ALL OF WHAT WAS REQUIRED IN ORDER TO GRADUATE FROM HIGH SCHOOL, HE SAID, YOU DON'T HAVE TO ALLOW CHALLENGES TO DEFINE YOU OR TO STOP YOU FROM PURSUING YOUR DREAMS. AND ONE OF THEM WAS I GOT TO SPEAK WITH THE SACHSE HIGH FUTURE TEACHER INTERNS, AND I'M SURE THAT THEY DIDN'T EXPECT MY TOPIC TO JUST BE MORE SO AS A PARENT AND A GRANDPARENT OF CHILDREN THAT AREN'T ALWAYS SUCCESSFUL IN OUR SCHOOL SYSTEM AND HOW IMPORTANT EACH ONE OF THEM CAN BE IN MAKING OR BREAKING A CHILD'S DESIRE TO GROW, AND MORE IMPORTANTLY, TO BRING THOSE PARENTS ONTO THE TRAIN OF LEARNING, TOO.

BECAUSE IN MANY CASES WE KNOW THAT THE PARENTS PROBABLY STRUGGLED AS WELL.

AND SO THAT TO ME WAS SUPER ENJOYABLE, MOSTLY BECAUSE THE KIDS ACTUALLY ASKED QUESTIONS AND THAT ALWAYS WHEN THEY'RE ENGAGED, I FEEL LIKE HOPEFULLY I'M JUST MAKING THEM AWARE OF OF THINGS AND THAT, YOU KNOW, SOMEDAY THEY MIGHT LOOK BACK ON IT AND SAY, THAT'S WHAT SHE MEANT.

THIS IS A PROACTIVE APPROACH THAT WE'RE USING TO PREEMPT THE LEGISLATIVE AGENDAS BEING SET FOR EDUCATION FUNDING THAT WE'RE EXPECTING TO COME IN IN OCTOBER.

THE NEXT TWO ITEMS ARE REALLY IMPORTANT TO LOOK AT, BECAUSE THIS DOES DIRECTLY AFFECT NOT ONLY HOW WE DO OUR SCHOOLING, BUT HAVING THE FUNDING TO BE ABLE TO DO OUR SCHOOLING.

NOT HAVING PROPER FUNDING FOR SCHOOLS LEADS TO A LOT OF DIFFERENT TOUGH DECISIONS THAT HAVE TO BE MADE AND THEY ALL AFFECT THE CLASSROOM.

UNDER THIS RESOLUTION, WHAT'S GOING TO HAPPEN IF APPROVED BY THE BOARD ONCE IT'S APPROVED, WE'RE GOING TO GO AHEAD AND STAMP THE KEY POINTS AND SEND IT TO ALL OUR LEGISLATORS IN OUR AREA SO THEY KNOW EXACTLY WHERE THE GARLAND ISD STANDS.

WE WANT TO BE CLEAR.

WE WANT TO LET PEOPLE KNOW EXACTLY WHAT WE'RE EXPECTING FROM THIS EMERGENCY SESSION DEALING WITH EDUCATION FUNDING THAT WE'RE ANTICIPATING COMING UP QUICKLY.

SO INSTEAD OF WAITING TO SEE WHAT THEY TALK ABOUT, WE WANT TO GET IN FRONT OF THE CONVERSATIONS.

ALL OF US REMEMBER WHAT THE PRE-PANDEMIC PRICES WERE FOR EMPLOYMENT FOR SUPPLIES FOR JUST EVERY DAY INFRASTRUCTURE.

AND THAT HAS GONE UP AND WE DO NOT HAVE THE FUNDS TO KEEP UP WITH THAT.

IN THIS RESOLUTION TOWARDS THE END, YOU'LL SEE WHAT HAS LED TO IS OUR DISTRICT HAVING A $71 MILLION PROJECTED DEFICIT FOR THIS SCHOOL YEAR.

SO WHEN YOU START LOOKING AT THE CONUNDRUM THAT WE'RE AT, THESE ARE WHAT WE'RE ASKING FOR.

WE'RE ASKING FOR ADJUSTMENTS TO THE BASIC ALLOTMENT TO DEAL WITH THE HIGH INFLATION AND INTEREST RATES THAT ARE HITTING EVERY TAXPAYER ACROSS THE NATION.

WE'RE ASKING FOR THEM TO CONTINUE SUPPORTS THAT THEY DID FROM ESSER FUNDS BECAUSE ALL THE ESSER FUNDING IS GOING AWAY.

SO ALL THE POSITIONS THAT WE HAVE PUT FORTH WILL NOT BE SUPPORTED NEXT YEAR AND WE DO NOT HAVE THE FUNDS TO CONTINUE THOSE.

WE NEED TO CONTINUE THE LEARNING RECOVERY.

IT HAS NOT STOPPED.

WE'RE ALSO FACED WITH A TEACHER WIDE SHORTAGE.

PART OF THE TEACHER WIDE SHORTAGE IS THE WAGES.

WE NEED SOMETHING TO BE ABLE TO INFLUX IN OUR EDUCATION SYSTEM TO ENSURE OUR EDUCATORS NOT ONLY STAY, BUT HAVE THAT VIGOR TO BE ABLE TO HELP US WITH THIS LEARNING RECOVERY THAT WE'RE STILL IN THE MIDDLE OF DOING.

HOUSE BILL THREE JUST PASSED.

WE APPRECIATE THE SAFETY MEASURES, BUT THE MONEY IN THERE IS NOT ENOUGH.

WE WANT TO PROTECT OUR STAFF.

WE WANT TO PROTECT OUR STUDENTS.

AND THE BEST WAY TO DO IT IS GIVING US THE RESOURCES TO FULLY IMPLEMENT THE DEMANDS OF HOUSE BILL THREE.

THE TEXAS COMMISSIONER OF EDUCATION NEEDS TO FUND SPECIAL EDUCATION.

AN ANALYSIS WAS RECENTLY DONE AND IT'S ABOUT $1.8 BILLION UNDERFUNDED IN THE STATE FOR JUST TO MEET THE BASIC DEMANDS OF SPECIAL EDUCATION. THE CHILDREN THAT NEED IT THE MOST ARE OUR MOST VULNERABLE CHILDREN.

AND THERE'S A NUMBER OF THINGS THAT WE ARE ASKING FOR FROM THEM.

AND THEN FINALLY, THE ANSWER IS NOT VOUCHERS.

WE CANNOT BE SPLITTING MONEY TO SCHOOLS THAT AREN'T DOING AND AREN'T ASKED TO DO WHAT WE DO ON A DAILY BASIS.

THE VOUCHER SYSTEM HAS NOT PROVEN TO BE BENEFICIAL FOR THE ENTIRE SCHOOL POPULATION IN ANY STATE.

IT IS FOR A SELECT FEW AND FOR THE FEW THAT ALREADY HAVE THE MEANS FOR PRIVATE EDUCATION.

LET'S INVEST IN PUBLIC EDUCATION, KEEP THE STANDARDS HIGH AND RIGOROUS FOR US.

WE WILL RESPOND IF YOU DO IT THE RIGHT WAY.

AND WE WANT TO MAKE SURE THAT THESE ACTIONS ARE TAKEN BY OUR LEGISLATORS.

SO A VOTE BY THE BOARD TODAY WOULD LET THEM KNOW THAT THE BOARD STANDS BEHIND THIS AND WE WOULD SEND IT TO OUR LEGISLATURE.

SO WHEN THEY GO IN, THEY ALREADY KNOW THAT THE STUDENTS AND THE COMMUNITY THEY SERVE T HESE ARE THE PRIORITIES.

I SENT AN EMAIL TO BOTH YOU AND MR. DODDS ABOUT THE $10,585 FIGURE, WHICH KIND OF SURPRISED ME WHEN I SAW IT THERE FOR PRIVATE SCHOOL TUITION.

WHEN I FIRST SAW THAT, I SAID, THAT'S GOT TO BE A MISTAKE.

BUT THEN BECAUSE I LOOKED UP SOME OF THE LET'S SAY FAMOUS PRIVATE SCHOOLS IN THE METROPLEX, AND MOST OF THEM WERE WELL OVER $30,000 A YEAR, BUT THEN I WAS ABLE TO FIND ALMOST THE EXACT SAME NUMBER YOU HAD.

AND I THINK THAT'S MAINLY BECAUSE A LOT OF THE CATHOLIC SCHOOLS HAVE VERY, VERY LOW TUITION AMOUNTS.

SO WHEN THEY AVERAGED IT OUT, THAT MAKES SENSE.

I THINK THE OTHER NUMBERS ALL TO ME MADE MADE A LOT OF SENSE.

I THINK WHAT WE TALKED ABOUT IN TERMS OF IDEA NOT BEING FUNDED, WE'VE TALKED ABOUT THAT BEFORE.

THERE IS ONE ERROR JUST TO POINT OUT, WHICH IS WHAT MADE ME THINK THAT WE WERE USING OTHER SCHOOL DISTRICTS, BECAUSE IT DOES SAY THE TRUSTEES OF LEWISVILLE DOWN AT THE BOTTOM ON PAGE TWO.

THEY ALL LIKE NOT HAVING TO HIRE TONS OF SPECIAL EDUCATION TEACHERS THAT YOU CAN'T FIND ANYMORE BECAUSE THERE'S NOT A SPECIAL EDUCATION TEACHER TREE OUT THERE THAT WE CAN JUST GO PICK FROM.

THEY LIKE IT. IT'S AN EASIER JOB.

AND SO THAT'S WHY THEY WOULDN'T TAKE THE MONEY.

BUT THEY'RE GOING TO TAKE THE MONEY IF THE STATE'S GOING TO GIVE IT TO THEM THE WAY THAT THEY'RE PLANNING ON GIVING IT TO THEM, WHICH IS WITH NO STRINGS ATTACHED, THEY'RE GOING TO TAKE YOUR TAXPAYER MONEY AND GIVE IT TO PEOPLE WITH ZERO ACCOUNTABILITY, NONE WHATSOEVER TO ME, THAT'S NOT CHOICE. THAT'S FICTION.

AND BUT THEY'RE PURVEYING IT AS CHOICE.

YOU WANT TO SEE WHAT CHOICE LOOKS LIKE.

WE'VE DONE IN THIS SCHOOL DISTRICT FOR 40 YEARS.

THAT'S WHAT CHOICE LOOKS LIKE BECAUSE EVERYONE PLAYS INTO THE SAME RULE BOOK, YET EACH SCHOOL BUILDS THEIR OWN BRAND, THEIR OWN CHARACTER, THEIR OWN IDENTITY, THEIR OWN REASON WHY PARENTS WANT TO CHOOSE THAT PARTICULAR CAMPUS FOR THEIR STUDENTS.

AND IT'S WORKED AND IT'S WORKED REALLY WELL.

AND I THINK IF THE LEGISLATURE IS SERIOUS ABOUT SCHOOL CHOICE, THEY CAN COME UP HERE AND THEY CAN LOOK AND SEE HOW WE DO IT.

AND I THINK WE CAN GIVE THEM SOME REALLY GOOD IDEAS ON THAT.

AND SINCE THEN, THE INFLATIONARY COST OF LIVING INCREASES AND JUST WHAT WE HAVE TO DO WITH RAISES FOR OUR TEACHERS EVERY YEAR TO KEEP PEOPLE EMPLOYED, THERE'S NOT A MECHANISM IN THE FUNDING FORMULA FROM THE STATE THAT HELPS US STAY COMPETITIVE ON THOSE BASES.

AND I WISH THERE WAS A WAY TO INCORPORATE IN ANY KIND OF FUNDING EFFORT SOMETHING THAT ALLOWS US TO BE FAIR AND REASONABLE AND ATTRACTIVE OPTION FOR OUR TEACHERS GOING FORWARD.

AND WITHOUT THAT, WE'RE ALWAYS GOING TO HIT THIS CEILING.

IT'S ALWAYS GOING TO BE, YOU KNOW, OVER 3 OR 4 YEARS IF YOU GIVE RAISES, WE FIND OURSELVES FOR 86% OF OUR BUDGET, 84% OF OUR BUDGET IS GOING TO SALARIES.

AND IT'S HARD TO RUN A DISTRICT ON 14 TO 16%.

AND WHAT IT WILL DO IS ALLOW US TO JOIN ABOUT 88 OTHER DISTRICTS THAT ARE SUING THE TEXAS EDUCATION AGENCY FOR FEELING THAT THE ACCOUNTABILITY RATINGS ON THIS NEW REFRESHED SYSTEM I'M USING THEIR TERMINOLOGY, WAS NOT PROPERLY ADHERED TO, TO NOT ONLY STATUTE, BUT GIVING TEACHERS THE PROPER TIME TO PREPARE FOR ADJUSTMENTS FOR ANY TYPE OF ACCOUNTABILITY STANDARD.

THE FOR CONTEXT FOR THE PUBLIC TEA WAS GOING TO ANNOUNCE AN A THROUGH F SYSTEM THIS MONTH FROM THEIR NEW REFRESHED SYSTEM.

WHAT THEY DISCOVERED WAS A NEW REFRESH SYSTEM WAS GOING TO HAVE A RECORD AMOUNT OF LOW RATED NOT ONLY CAMPUSES BUT DISTRICTS DUE TO HOW THEY WERE APPLYING THEIR STANDARDS.

IRONICALLY, THE MAJORITY, IF NOT ALL, OF THE LOW PERFORMING SCHOOL DISTRICTS WERE THOSE THAT HAD MAJORITY POVERTY IN THEM, SUCH AS GARLAND ISD WAS 75% ECONOMICALLY DISADVANTAGED STUDENTS.

FURTHERMORE, OTHER DISTRICTS THAT WERE MORE AFFLUENT, SOME THAT SURROUND US, SAW AN INCREASE IN SCORES, AND THIS DISPARITY CAUSED CONCERN.

RECENTLY, THE TEA ANNOUNCED THAT THEY'RE GOING TO SUSPEND ANNOUNCING IT UNTIL OCTOBER WHILE THEY RELOOK AT THEIR CUT SCORES.

THIS IS WHY WE HAVE ISSUE.

WE HAVE NOT EVEN KNOWN WHAT THE CUT SCORES ARE AND THEY KEEP CHANGING.

AND THEY WERE APPLIED AFTER THE KIDS TOOK THE TEST.

THE TEST REFRESH WAS ANNOUNCED IN JANUARY IN THE MIDDLE OF THE SCHOOL YEAR, WITH LITTLE TO NO DIRECTION ON THE EXPECTATIONS.

THERE WERE HYPOTHETICALS.

THERE WERE THIS IS COMING, BUT THE APPLICATION WAS DONE MIDSTREAM WHILE THE PLANE IS FLYING AND DIDN'T GIVE DISTRICTS THE TIME OR RESOURCES TO MAKE THE PROPER CHANGES FOR THE UPCOMING SCHOOL YEAR.

A LAWSUIT ENSUED IN KINGSVILLE, AND A SECOND GROUP, WHICH WE'RE LOOKING TO JOIN, HAS EMERGED.
