IT IS 7:15, AND WE'RE CALLING TO ORDER THE GARLAND INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES ACADEMIC DISTRICT AFFAIRS COMMITTEE MEETING FOR NOVEMBER 14TH, 2023.

[00:00:08]

DETERMINED THAT A QUORUM IS PRESENT AND WE'LL MOVE TO OUR PUBLIC FORUM.

MS. HOGAN, DO WE HAVE ANY PUBLIC FORUM COMMENTS?

[I. Call to Order and Determination of Quorum ]

JUST WANT TO THANK EVERYBODY FOR STICKING WITH US THROUGH SOME DIFFERENT MEETINGS THAT WE'VE HAD TODAY AND LOOKING FORWARD TO THIS MEETING BEING A PRETTY EFFICIENT AND QUICK ONE.

SO WITH THAT, I'M GOING TO KICK IT OVER TO DR.

[IV. Superintendent's Message]

LOPEZ FOR ANY SUPERINTENDENT'S MESSAGE.

SO IT'S BEEN ACTION FILLED RIGHT.

WE APPROVED CONSOLIDATIONS EARLIER.

WE GOT SOME INNOVATIVE CONCEPTS COMING FOR THE AGENDA FOR NEXT WEEK OR TWO WEEKS, AND TODAY IS NO EXCEPTION.

TODAY WE GET TO REVIEW THE NEXT TWO YEARS OF CALENDARS, AND I'M GOING TO TELL YOU THAT WHEN YOU LOOK AT THE CALENDAR, THERE'S GOING TO BE MORE TO IT.

THERE'S SOME THAT YOU SEE, BUT THERE'S SOME INNOVATIVE CONCEPTS THAT WE'RE GOING TO BE APPLYING TO THIS CALENDAR THAT I FEEL THAT ARE REALLY GOING TO SET US APART.

SO WITH THAT, TURN IT BACK TO YOU.

THANK YOU. SO FOR THIS MEETING, WE HAVE NO INFORMATION ITEMS THAT ARE GOING TO COME TO US.

THEY'RE GOING TO BE ALL ACTION ITEMS THAT WILL BE TRANSITIONED TO OUR BOARD MEETING, OUR NOVEMBER BOARD MEETING.

SO WITH THAT WE'RE GOING TO TAKE ACTION ITEM B ONE.

[V.A. Action Items]

WE'RE GOING TO CONSIDER APPROVAL OF CHAPLAIN RESOLUTION FOR SENATE BILL 763 DR.

GILMORE. AS DR.

GILMORE'S COMING UP, THIS SENATE BILL IS REQUIRED TO TAKE A VOTE ON BY THE BOARD, AND SO SHE'S GOING TO GO AHEAD FROM HERE.

GOOD EVENING, CHAIRMAN SELDERS BOARD OF TRUSTEES, DR.

LOPEZ. THE ADMINISTRATION HAS PREPARED A RESOLUTION FOR ADOPTION REGARDING SENATE BILL 763.

SENATE BILL 763 REQUIRES THAT THE EACH BOARD OF TRUSTEES OF A SCHOOL DISTRICT TAKE A RECORD VOTE NO LATER THAN MARCH 1ST, 2024, ON WHETHER OR NOT TO ADOPT A POLICY AUTHORIZING EVERY CAMPUS OF THE DISTRICT TO HIRE CHAPLAINS OR ACCEPT CHAPLAINS AS VOLUNTEERS.

TO PROVIDE STUDENTS WITH SUPPORT SERVICES AND PROGRAMS AS ASSIGNED BY THE BOARD OF TRUSTEES.

THIS ORDINANCE WAS ORIGINALLY CREATED TO PRIMARILY OFFER SUPPORT TO RURAL SCHOOL DISTRICTS WHO DO NOT HAVE COUNSELORS.

THE ADMINISTRATION IS CONFIDENT THAT THROUGH OUR EXISTING SERVICES AND STRONG COMMUNITY PARTNERSHIPS, THAT WE ARE ABLE TO CONNECT OUR FAMILIES WITH FAITH BASED SUPPORT. AS PARENTS EXPRESS A NEED AT THIS TIME, THE ADMINISTRATION DOES NOT SEE A NEED TO HIRE CHAPLAINS OR ACCEPT CHAPLAINS AS VOLUNTEERS.

I'M HAPPY TO ANSWER ANY QUESTIONS REGARDING THE RESOLUTION.

THANK YOU, DR. GILMORE.

TRUSTEES, ARE THERE ANY QUESTIONS FOR THIS ITEM? MISS STANLEY, I'M NOT SURE IF IT'S A QUESTION, BUT.

I'M NOT NECESSARILY GOING TO VOTE YES TO SAY NO.

I MEAN, AND I'M NOT SAYING THAT WE NEED THEM, BUT I WOULD HAVE TROUBLE.

I'M STRUGGLING WITH SHOULD A CAMPUS HAVE SOME.

I'M NOT SAYING RUN OUT AND HIRE PEOPLE, BUT I JUST DON'T UNDERSTAND WHY WE WOULDN'T BE OPEN TO THIS.

SHOULD THE RIGHT PERSON SHOULD THE RIGHT CANDIDATE.

I MEAN, FAITH BASED IS PRETTY STRONG FOR MANY FAMILIES, AND IT'S NOT SOMETHING THAT'S EASILY GOTTEN AND OUT IN THE REAL WORLD.

FAITH BASED COUNSELING IS NOT HUGELY, READILY AVAILABLE, SO I'M JUST STRUGGLING WITH THIS.

THANK YOU FOR THAT COMMENT. ANY OTHER QUESTIONS OR COMMENTS? JUST FOR CLARIFICATION.

THIS IS MOSTLY ABOUT SCHOOL PERSONNEL WORKING WITH OUR KIDS STRICTLY.

WE HAVE TO BE ABLE TO BE IN THE KNOW.

SECONDLY, LIKE MISS GILMORE SAYS, ANY TIME THERE'S A FAITH BASED AGENCY THAT'S WORKING WITH THEM, WE CAN WORK WITH THAT FAITH BASED AGENCY, NOT JUST STRICTLY CHAPLAINS.

SO IT DOESN'T EXCLUDE THE FAITH-BASED FROM OUR PARTNERSHIP.

THIS IS STRICTLY JUST CHAPLAINS, AND SO WE'RE NOT GOING TO GO WE HAVE ENOUGH PERSONNEL TO FOCUS ON ALL THIS THAN TO GO AND JUST LOOK FOR CHAPLAINS.

SO I'M NOT DISAGREEING, BUT I'M NOT SURE THAT WE DO.

I MEAN, I'M JUST SAYING I DISAGREE THAT WE WOULD WANT TO CATEGORICALLY TAKE THIS OFF THE TABLE.

THAT'S ALL I'M SAYING, IS THAT TO CATEGORICALLY SAY, NO, WE'RE NOT INTERESTED IN YES, WE HAVE PARTNERS THAT ARE FAITH BASED, BUT WE COULD IF SOMEBODY, THE RIGHT CANDIDATE CAME IN AND WAS ABLE TO WORK WITH A CAMPUS THAT HAD GONE THROUGH SOMETHING TRAUMATIC, I DON'T THINK WE SHOULD RULE THAT OUT.

WE'RE NOT RULING THAT OUT.

NO WE'RE NOT. THIS IS SAYING THAT WE'RE GOING TO ACTIVELY GO FOR THESE PEOPLE.

[00:05:02]

IT DOESN'T MEAN THAT WE'RE NOT.

THAT'S NOT WHAT I'M READING, IT DOESN'T SAY THAT WE'RE GOING TO.

OKAY. YEAH. I'M NOT SAYING THAT WE'RE ACTIVELY GOING TO GO FOR IT.

WE'RE SAYING THAT WE DON'T NEED TO DO IT.

SO CURRENTLY, OUR FAITH DEPARTMENT MAINTAINS A LIST OF OUR FAITH BASED ORGANIZATIONS AND CHURCHES THAT ARE IN OUR TRI-CITIES, AND THEY'RE ABLE TO PROVIDE ASSISTANCE TO FAMILIES WHO DO REACH OUT, WHO DO NEED HELP.

THEY'VE BEEN VERY SUPPORTIVE OF OUR FAMILIES AS FAR AS PROVIDING WHETHER THAT'S COUNSELING OR EVEN PROVIDING RESOURCES, WHETHER THAT'S RENTAL ASSISTANCE, WHETHER THAT'S ANY TYPE OF HELP.

AS PEOPLE HAVE REACHED OUT LOOKING FOR ORGANIZATIONS.

SO WE WILL CONTINUOUSLY WELCOME THEM TO SERVE AS FAR AS AS PARTNERS AND AS FAMILIES REACH OUT WANTING THAT NEED, BE ABLE TO REFER THEM BASED ON THE LIST THAT FAITH HAS, FAITH HAS, BUT THIS IS REALLY ALLOCATING THAT THEY WOULD BE HIRED AS EMPLOYEES OR AS VOLUNTEERS.

NO ONE'S QUITE GETTING WHAT I'M SAYING, SO I'LL WORK ON ARTICULATING IT BETTER IN TWO WEEKS, BECAUSE I'M NOT SAYING THAT WE THAT I'M AGREEING THAT WE DON'T HAVE OUTSIDE PARTNERS, BUT THERE IS I'M NOT COMFORTABLE TO SAY CATEGORICALLY, NO, WE'RE NOT GOING TO ENLIST A VOLUNTEER IN SOME FORM OF A CHAPLAIN, WHICH IS A FAITH BASED COUNSELING OF SOME SORT.

THAT'S ALL I'M SAYING. I'M NOT SAYING THAT WE NEED TO DO IT.

I'M NOT SAYING THAT WE SHOULDN'T DO IT.

I'M JUST SAYING, I THINK THE SPIRIT OF THE BILL IS IF YOU DON'T HAVE A CERTAIN SERVICE THAT IS NOT BEING MET, SUCH AS COUNSELING, OKAY, THIS IS WHAT THIS WAS MADE FOR, COUNSELORS.

THERE'S NOT ENOUGH COUNSELORS IN SOME AREAS.

SO THIS IS SAYING LEGALLY, IN PLACE OF COUNSELORS, YOU COULD PUT CHAPLAINS.

LEGALLY. YOU'RE LOOKING FOR ALL THESE SERVICES FOR CHAPLAIN.

WE DON'T NEED TO GO THROUGH THAT.

WE'RE NOT SAYING WE'RE NOT GOING TO PARTNER WITH THEM.

WE'RE JUST SAYING THAT THIS IS NOT THE AVENUE WHICH WE DO IT.

IT'S ALREADY THERE; THAT'S ALL WE'RE SAYING, AND I'M SAYING THAT I READ THE BILL AND I EVEN SPOKE TO THE AUTHOR OF THE BILL, AND I AM NOT COMFORTABLE REMOVING ANY OPPORTUNITIES FOR ANY KIND OF FAITH BASED COUNSELING SHOULD THE NEED ARISE, BUT WE'RE NOT REMOVING [INAUDIBLE] YOU ARE. WE'RE NOT REMOVING THAT.

IF A CHAPLAIN CAME IN AND SAID THEY WANTED TO WORK AS A VOLUNTEER, WE'RE GOING TO TAKE THEM.

YEAH, BUT NOT AS A CHAPLAIN.

WE WILL TAKE THEM AS A VOLUNTEER.

THAT'S THE DIFFERENCE.

WE WILL TAKE THEM AS A VOLUNTEER, AND THIS IS THE SECOND THING.

IF SOMEBODY CAME IN AND SAID, I WANT TO WORK AS A VOLUNTEER TO DO MENTAL HEALTH CRISIS IN OUR DISTRICT, AND THEY'RE A CHAPLAIN, THERE'S NO CRITERIA THAT THEY HAVE ALL THIS PLETHORA OF TRAINING THAT GOES BEHIND SERVICING STUDENTS IN THOSE NEEDS.

THERE'S EXPERTS THAT WE HAVE ACCESS TO.

WE'RE LUCKY WE'RE IN AN AREA THAT WE DO HAVE ACCESS TO, PEOPLE THAT WE CAN EMPLOY.

SO WE WOULDN'T JUST JUMP INTO THAT TYPE OF PARTNERSHIP.

IT'S NOT AS SIMPLE AS SOMEBODY SAYING, HEY, I WANT TO VOLUNTEER.

NO, YOU'RE A CHAPLAIN, YOU CAN'T, BUT IT'S MORE COMPLEX THAN THAT, AND THAT'S WHAT WE'RE SAYING.

WE'RE SAYING WE HAVE THE RESOURCES TO DO THESE THINGS.

YOU COULD STILL WORK WITH US.

WE WORK WITH FAITH BASED COMMUNITIES WITHIN OUR DISTRICT.

OKAY. I'M STILL NOT GOING TO VOTE FOR IT, BUT OKAY.

OKAY. THANK YOU, MR. JOHNSON. YEAH, AND I APPRECIATE YOUR POSITION, DR.

LOPEZ, ON KIND OF WHY YOU THINK THIS NECESSARILY CAME TO PASS.

IF THAT WAS THE CASE, THEY WOULDN'T REQUIRE EVERY SINGLE SCHOOL DISTRICT IN THE STATE TO TAKE A RECORD VOTE ON IT IF IT WAS JUST ABOUT SMALL RURAL DISTRICTS THAT DIDN'T KNOW.

THIS IS A MESSAGE.

THIS IS BEING SENT.

SO THE QUESTION IS WHETHER OR NOT WE AGREE WITH THE MESSAGE.

I DO UNDERSTAND WHERE DAPHNE IS COMING FROM BECAUSE FROM THE PERSPECTIVE OF DOES NOT PERMIT A DISTRICT CAMPUS TO EMPLOY FINE.

ALL EMPLOYEES SHOULD BE SOMEONE THAT THE SCHOOL DISTRICT APPROVES OF.

I GUESS I'M KIND OF HUNG UP WHERE SHE IS OR ACCEPT AS A VOLUNTEER, A CHAPLAIN.

I MEAN, I GET WHAT YOU'RE SAYING IS THAT THEY CAN VOLUNTEER IN ANOTHER WAY.

I MEAN, BUT I WOULD THINK ANYBODY WHO'S GOING TO BE A VOLUNTEER IS STILL GOING TO HAVE TO GO THROUGH OUR RATHER RIGOROUS SYSTEM OF PROVING UP A VOLUNTEER BECAUSE WE DON'T JUST LET ANYONE VOLUNTEER.

IN FACT, THERE'S ALSO CHECKS AND BALANCES IN THE BILL ITSELF REGARDING WHO CAN BE A VOLUNTEER, AS EVEN IF THERE ARE A CHAPLAIN.

SO I DON'T KNOW.

I MEAN, I THINK THAT THE WAY THAT THE POLICY IS WORDED, IT SEEMS EXCLUSIONARY TO PEOPLE WHO MIGHT BE JUST WANTING TO OFFER BECAUSE THERE'S NO REASON WHY WE HAVE TO ACCEPT THEM ANYWAY, THIS JUST PRECLUDES OUR ACCEPTING THEM.

SO I THINK FROM THAT PERSPECTIVE, I THINK THE LANGUAGE IS A LITTLE RESTRICTIVE, AND THAT'S JUST ALL I HAVE TO SAY ON IT.

THANK YOU. THANK YOU, MISTER JOHNSON.

ANY OTHER QUESTIONS? THERE ARE NO OTHER QUESTIONS.

[00:10:04]

THANK YOU DOCTOR. THANK YOU.

GOING TO MOVE TO THE NEXT ACTION ACTION ITEM THAT WILL COME TO US IN OUR NOVEMBER BOARD MEETING.

CONSIDER APPROVAL OF RECOMMENDED ACADEMIC CALENDARS FOR 2024-2025 AND 2025-2026.

DR. CADDELL. MR. SELDERS, TRUSTEES, DR.

LOPEZ. GOOD EVENING.

THE MUCH ANTICIPATED PRESENTATION WITH OUR ACADEMIC RECOMMENDATIONS FOR THE NEXT TWO YEARS IS COMING BEFORE YOU WITH GREAT EXCITEMENT AND ENTHUSIASM.

IN PREPARATION FOR TONIGHT'S PRESENTATION IN YOUR BOARD PACKET, YOU SHOULD HAVE RECEIVED A DRAFT COPY OF THIS PRESENTATION, A FULL LIST OF OUR COMMITTEE MEMBERSHIP, AS WELL AS FULL PAGE VIEWS OF OUR RECOMMENDATIONS.

FOR THOSE CALENDARS, IT'S REALLY IMPORTANT THAT YOU TAKE A LOOK AT THOSE FULL PAGE VIEWS, BECAUSE THEY DO INCLUDE SOME MINUTE DETAILS IN KIND OF THE BOTTOM AND THE SIDES OF THOSE DOCUMENTS. SO FIRST I'D LIKE TO START WITH A FEW ACKNOWLEDGMENTS.

THE CALENDAR COMMITTEE LEADS COLLABORATED TO ESTABLISH THE TIMELINE, SET DISTRICT EXPECTATIONS AND GUARDRAILS, AND PROVIDE OVERALL LEADERSHIP FOR THE CALENDAR RECOMMENDATION DEVELOPMENT PROCESS.

OUR SUBCOMMITTEE FACILITATORS, REPRESENTING A VARIETY OF DEPARTMENTS AND DIVISIONS ACROSS OUR ORGANIZATION, ASSISTED OUR CALENDAR SUBCOMMITTEES WITH THE DEVELOPMENT OF THESE CALENDAR RECOMMENDATIONS AND THE TRUE DECISION MAKERS OF THIS WORK ARE 55 COMMITTEE MEMBERS.

COMMITTEE MEMBERS REPRESENTED THE VOICES OF OUR STUDENTS, OUR PARENTS, OUR COMMUNITY AND BUSINESS REPRESENTATIVES, TEACHERS, CAMPUS ADMINISTRATORS, AND DISTRICT ADMINISTRATORS. YOU'LL HAVE AN OPPORTUNITY THIS EVENING TO HEAR FROM A FEW OF OUR REPRESENTATIVES IN THE NEXT COUPLE OF SLIDES.

THE CALENDAR COMMITTEE DEVELOPED THESE RECOMMENDATIONS IN A VERY AGGRESSIVE TIMELINE, MEETING JUST FOUR TIMES BETWEEN SEPTEMBER 18TH AND OCTOBER 16TH.

THE CALENDAR COMMITTEE MEETINGS WERE HELD IN PERSON, AND MEMBERS HAD HOMEWORK IN BETWEEN EACH OF THE MEETINGS TO SOLICIT FEEDBACK FROM THEIR CIRCLES OF INFLUENCES THROUGHOUT THE CALENDAR DEVELOPMENT PROCESS.

THESE CALENDAR RECOMMENDATIONS WERE ALSO SHARED WITH OUR DISTRICT EDUCATIONAL IMPROVEMENT COUNCIL, OR DEIC, FOR THEIR REVIEW AND CONSIDERATION.

BEFORE THE CALENDAR COMMITTEE COULD DEVELOP THE CALENDAR RECOMMENDATIONS, THEY WERE PROVIDED WITH A LIST OF DISTRICT GUARDRAILS.

THINK OF THESE AS NON-NEGOTIABLES.

THE GUARDRAILS INCLUDED A MINIMUM OF 75,600 INSTRUCTIONAL MINUTES.

I HOPE YOU'RE SEEING THAT BECAUSE EVERY TIME I SAY IT, I DO IN MY HEAD TO THE TUNE OF THE RINSE SONG, AND SO CURRENTLY WE HAVE 440 MINUTES OF INSTRUCTIONAL TIME IN ALL THREE LEVELS, AND SO YOU CAN MULTIPLY THAT TIMES THE CALENDAR DAYS TO ENSURE THAT WE MEET THOSE MINUTES.

IN ADDITION TO THAT, WE ALSO BUILT IN ENOUGH TIME TO COVER TWO BAD WEATHER MAKEUP DAYS.

SO THAT MEANS IN ADDITION TO THE 75,600 MINUTES, WE HAVE TO ADD 880 MINUTES ON TOP OF THAT AND ENSURE WE HAVE THAT MANY MINIMUM INSTRUCTIONAL MINUTES. THE COMMITTEE WAS VERY EXCITED AND INTERESTED TO CHANGE SCHOOL START AND END TIMES, PARTICULARLY SOME OF OUR HIGH SCHOOL REPRESENTATIVES THAT MAYBE DIDN'T WANT TO START AT 7:30 IN THE MORNING, BUT WE ASSURED THEM THAT WAS NOT PART OF WHAT OUR TASK WAS.

OUR TASK WAS REALLY TO LOOK AT THOSE INSTRUCTIONAL DAYS.

SO WE DID NOT ARE NOT RECOMMENDING AT THIS TIME ANY CHANGES TO THE SCHOOL START AND END TIMES.

FINALLY, WE KNOW THAT OUR TEACHER CONTRACTS ARE REQUIRED 187 DAYS FOR THOSE TEACHERS SO THAT ANY DAYS THAT ARE NOT STUDENT DAYS ARE DESIGNATED AS THE TEACHER WORK DAYS, AND YOU'LL SEE THOSE NOTED ON THE CALENDARS, AND THEN OUR COMMITTEE ALSO HAD TO MAKE REFERENCE TO SEVERAL DIFFERENT OTHER RESOURCES, INCLUDING TEA'S ASSESSMENT CALENDARS, TEXAS EDUCATION CODE, AND OUR OWN DISTRICT BOARD POLICY.

SO AT THIS TIME, I'M GOING TO INVITE A FEW OF MY FRIENDS FROM THE CALENDAR SUBCOMMITTEES TO SPEAK ABOUT THE CALENDAR COMMITTEE PROCESS, INCLUDING THEIR EXPERIENCES AND INSIGHTS THAT THEY WOULD LIKE TO SHARE TO KIND OF HELP GUIDE THEIR CONVERSATIONS.

WE HAVE KIND OF PRELOADED SOME QUESTIONS FOR THEM TO SPEAK ABOUT, AND SO I'M GOING TO ASK OMARI FROM SACHSE TO COME UP.

HI ALL. GOOD EVENING.

SO MY QUESTION WAS WHAT DID YOU LEARN ABOUT THE SCHOOL CALENDAR DEVELOPMENT PROCESS BY PARTICIPATING IN THE CALENDAR COMMITTEE? AND ORIGINALLY, I DIDN'T REALLY KNOW THAT THE COMMITTEE EXISTED AS A CHILD OR A STUDENT IN SACHSE.

YOU REALLY JUST KNOW THAT THE CALENDAR EXISTS AND SOMETHING YOU CAN REFER TO, BUT YOU DON'T REALLY THINK LIKE, OH, HOW DOES THAT COME ABOUT? HOW DOES IT BECOME FORMED? AND SO WHEN I GOT INVITED TO THE COMMITTEE, IT WAS KIND OF INTERESTING, AND I ORIGINALLY EXPECTED IT TO BE MOSTLY LIKE DISTRICT MEMBERS OR HIGHER UPS OR SOME OF YOU ALL, AND IT WAS INTERESTING WHEN I WALKED IN TO SEE, LIKE ALL DIFFERENT KINDS OF PEOPLE, I SAW MY HISTORY TEACHER AND OTHER PEOPLE MY AGE.

SO THAT WAS REALLY INTROSPECTIVE AND INTERESTING TO SEE, AND IT WAS REALLY AWESOME TO SEE THE COLLABORATION BETWEEN DIFFERENT GROUPS AND NOT ONLY PEOPLE THAT CREATED IT,

[00:15:02]

BUT ALSO THE COLLABORATION BETWEEN PEOPLE THAT IT AFFECTED, AS IN LIKE ADMINISTRATORS, BUT ALSO.

TEACHERS AND STUDENTS AND COMMUNITY MEMBERS, PARENTS, ALL DIFFERENT KINDS OF THINGS.

SO, YEAH, AND NEXT WE'RE GOING TO BRING FORWARD APRIL SMITH FROM OUR GRCTC.

GOOD EVENING, BOARD MEMBERS, DR.

LOPEZ. I'M ACTUALLY GOING TO BE ANSWERING NOT ONLY THE TEACHER REPRESENTATIVE QUESTION, BUT THE PARENT REPRESENTATIVE QUESTION.

THE PARENT REPRESENTATIVE QUESTION WAS, HOW DID THE CALENDAR DEVELOPMENT PROCESS ENSURE THAT ALL THE VOICES OF ALL THE STAKEHOLDER GROUPS WERE WERE HEARD? EVERY SINGLE VISIT? WE WERE TOLD, YOU HAVE AN OPINION, YOU'RE GOING TO MAKE DECISIONS, YOU'RE GOING TO CREATE THE CALENDAR, AND WE'RE GOING TO VOTE ON IT AS A GROUP, AND EACH AT EACH AND EVERY SINGLE STEP, AND WE WERE GIVEN THE OPPORTUNITY TO VOICE OUR OPINIONS, DECIDE WHAT WAS GOOD, WHAT WAS BAD ABOUT IT, WHAT WERE OUR NEEDS, WHAT WERE OUR WANTS, OVERALL, WHAT WAS OUR OPINION? IN THE END, WE WERE ABLE TO TAKE A LOOK AT ALL OF THE CALENDARS THAT WERE AT THE TOP OF THE LIST AND MAKE OUR DECISIONS BASED ON THAT.

AS FAR AS THE TEACHER GOES, MY QUESTIONS WERE, WHAT WERE SOME OF THE CHALLENGES WHEN TRYING TO DEVELOP AN ACADEMIC CALENDAR RECOMMENDATION? THE MEMBERS OF THE CALENDAR COMMITTEE MAKE UP A VERY SMALL PORTION OF STUDENTS, GUARDIANS, ADMINISTRATORS, AND STAFF IN GARLAND ISD, AND YET THERE WERE SO MANY OPINIONS, SO MANY IDEAS, NEEDS, AND WANTS THAT HAD TO BE FIGURED INTO THAT EQUATION.

NOT ONLY DID WE HAVE TO TAKE INTO ACCOUNT THE REQUIRED NUMBER OF STUDENT AND STAFF DAYS, BUT WE HAD TO LOOK AT ALL OTHER AREAS.

THOSE AREAS INCLUDED EVERYTHING FROM THE AVAILABILITY OF OUTSIDE TIME IN THE HOTTEST DAYS AND MONTHS OF THE YEAR, TO THE AMOUNT OF TIME HIGH SCHOOL BAND DIRECTORS MIGHT HAVE TO HOLD PRACTICES BEFORE SCHOOL STARTED.

WE EVEN LOOKED AT THE MENTAL HEALTH OF THE STAFF AND STUDENTS WHEN DEVELOPING SCHOOL BEGINNING AND END DATES, AS WELL AS SCHOOL HOLIDAYS.

IN THE END, ALL GROUPS HAD TO BE WILLING TO COMPROMISE, TO SACRIFICE SOMETHING THEY WANTED FOR THE POTENTIAL BENEFIT FOR THE MAJORITY OF THE GROUP.

THANK YOU, AND LASTLY, WE'LL HEAR FROM OUR ADMINISTRATIVE REPRESENTATIVE, DR.

MICHELLE CROMER. GOOD EVENING, TRUSTEE, BOARD OF TRUSTEES AND DR.

LOPEZ. JUST TO KIND OF WALK YOU THROUGH OUR THOUGHT PROCESS, WE FIRST DIDN'T WANT TO START THE YEAR TOO EARLY BECAUSE ONCE STUDENTS START, WE HAVE TO FOLLOW THE EIGHT HOUR RULE, WHICH AFFECTS BOTH ATHLETICS AND FINE ARTS.

THE REQUEST FROM TEACHERS AND PRINCIPALS WAS OF THE SCHOOL YEAR.

THERE IS ALSO THE REQUEST THAT THE FIRST DAY OF SCHOOL SHOULD BE AN A DAY, BECAUSE WE DON'T WANT OUR LITTLE FRESHMEN SHOWING UP AT THE WRONG PLACE.

ALMOST EVERY GROUP WANTED TO KEEP FALL BREAK AS IT WAS A WINTER BREAK.

CUT IT DOWN TO TWO WEEKS WITH A ONE DAY TO TRANSITION BACK TO CAMPUS.

THEY WANTED A FEBRUARY PD DAY TO PREP FOR STANDARDIZED TESTING.

THEY WANTED TO AIM TO ALIGN SPRING BREAK WITH THE DALLAS COLLEGE SCHEDULE, SO THAT MAKES IT EASY FOR OUR DUAL CREDIT STUDENTS.

WE WANTED TO FINISH THE YEAR BY MEMORIAL DAY, BUT NOT TOO EARLY BECAUSE WE HAVE A LARGE STATE BAND COMPETITION THAT TRYING TO GET INSTRUMENTS RETURNED IS A PROBLEM AND THEN ALSO HAVING STUDENTS LEFT TO PLAY FOR GRADUATION, AND THEN WE ALSO WANTED A PD.

AFTER THE STUDENTS ARE OUT TO COLLECT MATERIALS, SHUT DOWN CLASSROOMS, AND THEN THE 2025 TO 26 SCHEDULE FOLLOWS THE SAME FORMAT, WITH A START DAY JUST ONE DAY EARLIER ON JULY 30TH.

SO I HOPE ONE OF THE THINGS THAT YOU HEARD FROM MY FRIENDS THIS EVENING WAS THERE WAS A LOT OF CONSIDERATIONS THAT WERE PRESENTED BEFORE THE COMMITTEE.

KIM CADDELL WOULD HAVE NO IDEA ABOUT A SPRING BAND FESTIVAL AND MAKING SURE AND CONSIDER THAT IN THE CALENDAR DEVELOPMENT PROCESS.

SO IT'S IMPORTANT TO BRING ALL OF THESE VOICES TOGETHER.

SO LET'S GET INTO THE RECOMMENDATIONS.

ON THE SCREEN. YOU SEE THE RECOMMENDATIONS FOR THE 24-25 CALENDAR.

THESE ARE DRAFT RECOMMENDATIONS.

THEY ARE OFFICIAL ONES, BUT THEY'RE NOT THE BEAUTIFUL CALENDARS THAT OUR COMMUNICATIONS TEAM PUSHES OUT THAT WE'LL MAKE AVAILABLE ONCE THE BOARD APPROVES THESE.

SO A FEW HIGHLIGHTS.

THIS CALENDAR DOES INCLUDE 174 INSTRUCTIONAL DAYS FOR STUDENTS, AS WELL AS 187 DAYS FOR TEACHERS.

THOSE 174 INSTRUCTIONAL DAYS RESULT IN OVER 76,000 INSTRUCTIONAL MINUTES, MEANING BOTH OUR MINIMUM REQUIREMENTS AS WELL AS THE ADDITIONAL OF 880 MINUTES TO COVER TWO BAD WEATHER DAYS.

THE BENEFITS OF THIS CALENDAR INCLUDE MORE TIME FOR TEACHER PROFESSIONAL DEVELOPMENT.

SO WITH 174 DAYS OF STUDENT DAYS, THAT LEAVES 13 ADDITIONAL DAYS FOR TEACHER PROFESSIONAL DEVELOPMENT.

IT PROVIDES FOR SOME LONGER WEEKENDS AND BREAKS FOR STUDENTS EMBEDDED WITHIN THE SCHOOL YEAR.

ELIMINATES THE EARLY RELEASE DAYS, WHICH ADVERSELY IMPACTED MANY OF OUR FAMILIES AND RESPONDED TO COMMUNITY AND STAFF PREFERENCE FOR A MORE TRADITIONAL CALENDAR LIKE WE'VE

[00:20:04]

EXPERIENCED OVER THE LAST TWO ACADEMIC YEARS.

FOR ALL OF THE INSTRUCTIONAL STAFF THAT MAY BE LISTENING OR IN ATTENDANCE TODAY, THE CALENDAR COMMITTEE REPRESENTATIVES RECOMMENDED BROADENING THE DEFINITION OF PROFESSIONAL DEVELOPMENT TO INCLUDE EMBEDDED TIME FOR INSTRUCTIONAL PLANNING, RESOURCE DEVELOPMENT, AS WELL AS CLASSROOM WORKDAYS.

WHILE THE PROPOSED USE OF TEACHER PROFESSIONAL DEVELOPMENT DAYS WILL NOT BE FINALIZED UNTIL THE CALENDARS ARE ACTUALLY ADOPTED, I WANTED TO ASSURE OUR STAFF MEMBERS THAT ARE LISTENING THAT WE HAVE ACKNOWLEDGED THEIR INPUT AND ADVICE, AND WILL BE CONSIDERED WHEN WE START MAKING THOSE RECOMMENDATIONS FOR THE ALLOCATION OF THOSE TEACHER DAYS.

LOOKING INTO OUR 25-26 CALENDAR RECOMMENDATIONS, THIS ONE ALSO INCLUDES 174 INSTRUCTIONAL DAYS FOR STUDENTS AND THEN 13 TEACHER PROFESSIONAL DEVELOPMENT DAYS, AND IF I KNOW ONE THING ABOUT EDUCATION, WHAT MAKES THE MOST SIGNIFICANT IMPACT IN ANY CLASSROOM AND STUDENT SUCCESS IS NOT THE PROGRAMS, RESOURCES, OR MATERIALS.

IT'S THE TEACHER ENSURING THAT EVERY CLASSROOM IN THIS DISTRICT HAS A WELL-TRAINED TEACHER WITH TIME TO PLAN FOR THE IMPLEMENTATION OF BEST PRACTICES BASED ON THE NEEDS OF HIS OR HER STUDENTS, WILL PROVIDE THE STRUCTURE TO REACH OUR ACADEMIC GOALS.

SO, SPEAKING OF A WELL PREPARED TEACHING FORCE, THERE ARE THREE DIFFERENT TYPES OF WAYS THAT THOSE PROFESSIONAL DEVELOPMENT DAYS CAN BE ALLOCATED.

THEY INCLUDE WORK DAYS, WHICH MOST TEACHER CONSIDER DEDICATED TIME TO WORK IN THEIR CLASSROOM, EITHER PLANNING LESSONS OR AT THE BEGINNING OF THE YEAR, GETTING IT PREPARED FOR STUDENTS TO ARRIVE, AS WELL AS A CAMPUS PD WHERE THE INSTRUCTIONAL LEADERS AT THE CAMPUS DETERMINE WHAT THE GOALS AND OUTCOMES ARE FOR THAT DAY, OR DISTRICT PD, WHERE OUR DISTRICT LEADERS DETERMINE THE GOALS AND OUTCOMES FOR THAT DAY.

YOU'LL SEE WE HAVE INCLUDED A NOTE ABOUT FLEX DAYS, SO WE HAVE BEEN UTILIZING FLEX DAYS.

THIS YEAR. WE USED ONE FLEX DAY WHERE TEACHERS HAD THE OPPORTUNITY TO GO TO PROFESSIONAL DEVELOPMENT, NOT ON ONE OF THEIR DESIGNATED PD DAYS, AND THEN THEY HAD THE OPPORTUNITY TO BASICALLY FLEX THAT.

SO IF I GO EARLY, THEN I GET ONE OF THOSE DAYS THAT WE'VE PRE-DESIGNATED AS TIME OFF BECAUSE I'VE ALREADY KIND OF DONE MY PROFESSIONAL DEVELOPMENT TIME.

SO YOU'LL SEE WE HAVE INCLUDED A NOTE.

WE HAD A LOT OF FEEDBACK FROM OUR TEACHERS ON BOTH OF THE CALENDAR RECOMMENDATIONS ABOUT THE TWO TEACHER PROFESSIONAL DEVELOPMENT.

DAYS AFTER MEMORIAL DAY, THE COMMITTEE WORKED AS HARD AS THEY COULD TO TRY TO GET EVERYBODY OUT BEFORE MEMORIAL DAY, AND IT JUST WASN'T POSSIBLE WITH THE WAY THAT THE CALENDARS FELL WITHOUT OVERLOADING ONE SEMESTER OVER THE OTHER ONES.

SO ONE OF THE THINGS THAT WE ARE LOOKING AT IS PROPOSING, AGAIN, THIS NOT NECESSARILY FOR BOARD APPROVAL, BUT ONE OF THE THINGS THAT YOU'LL SEE AS WE BRING FORWARD OUR PROFESSIONAL DEVELOPMENT PLANS IS NEXT YEAR, UTILIZING UP TO THREE FLEX DAYS FOR TEACHERS AND LOOKING AT THE SEPTEMBER 1ST, POSSIBLY OR MAYBE EVEN THE NOVEMBER DATE AS A POSSIBLE FLEX OPTION, AS WELL AS MAY 27TH AND 28TH, AT LEAST ON THE 2020.

THOSE DATES ARE WRONG ON THE 2025 CALENDAR, SO THE TWO DAYS AFTER MEMORIAL DAY WOULD BE DESIGNATED AS FLEX DAYS SO THAT TEACHERS COULD DO THEIR PROFESSIONAL DEVELOPMENT EARLIER IN THE SCHOOL YEAR AND THEN NOT NEED TO RETURN.

SO AT THIS TIME, TRUSTEES REALLY HAVE TWO OPTIONS AVAILABLE.

THE FIRST IS BASED ON THE COMMITTEE RECOMMENDATIONS.

TRUSTEES WILL BE ASKED IF THEY WANT TO APPROVE THE CALENDARS AS RECOMMENDED AT OUR NEXT BOARD MEETING IN TWO WEEKS, OR TRUSTEES COULD MAKE ANY.

RECOMMENDATION CHANGES TO THE PROPOSED CALENDARS FROM THE COMMITTEES.

SO AT THIS TIME, MY FRIENDS ARE STILL HERE.

WE HAVE ANY QUESTIONS.

THANK YOU FOR THAT PRESENTATION, AND THANK YOU GUYS FOR YOUR INPUT.

MR. BEACH, FIRST OF ALL, THANK YOU FOR I HOPE THAT EVERYBODY THAT'S WATCHING THIS AND HEARING THIS, YOU KNOW, I THINK THAT WHEN YOU START IN AUGUST, LIKE YOU ARE, BECAUSE JUST LIKE THIS LAST SUMMER, AUGUST IS SO HOT THE KIDS CAN'T EVEN GET OUTSIDE.

REALLY. IT WAS SO MISERABLE THAT, YOU KNOW, AT LEAST THEY CAN GET INTO AN AIR CONDITIONING BUILDING.

WE CAN GO AHEAD AND START SCHOOL, AND SO I THINK THAT IS A GOOD THING THAT WE DO STARTING SCHOOL EARLY LIKE WE DO THERE AND I THINK BECAUSE THAT GIVES THE BREAK IN SEPTEMBER A GOOD THING.

I'M ALSO VERY THANKFUL FOR THE PD DAY IN FEBRUARY, BECAUSE THAT WAS A LONG HAUL FROM THE MARTIN LUTHER HOLIDAY TO THE SPRING BREAK, AND THAT'S A REALLY TOUGH TIME, AND IT GIVES THE STUDENTS ARE BREAKING.

IT ALSO GIVES TEACHERS A REVIVE OR A CHANCE TO.

SO I REALLY APPRECIATE THE PD DAYS BECAUSE BEING AN EX TEACHER, I KNOW HOW MUCH YOU REALLY WANT TO DO A LOT OF PLANNING, BUT I'M GLAD THAT YOU'RE NOT PULLING THEM OUT OF THE SCHOOL. YOU'RE GOING TO BE ABLE TO DO THAT NOW WITH THESE BOTH OF THESE CALENDARS, BUT I DO LOOK FORWARD TO SEEING US GET WHERE WE CAN GET OUT BEFORE MEMORIAL DAY, BECAUSE JUNE IS GENERALLY A PRETTY GOOD VACATION TIME FOR A LOT OF FAMILIES.

SO THANK YOU FOR ALL THE WORK THIS GROUP DID.

THANK YOU ALL VERY MUCH FOR YOUR INPUT TODAY.

[00:25:01]

THANK YOU. MR. GLICK. THANK YOU SIR.

JUST EXPLAIN HOW THE BAD WEATHER DAYS WILL WORK.

YES. SO WE ARE REQUIRED TO EITHER BUILD IN BAD WEATHER DAYS OR INCLUDE ENOUGH INSTRUCTIONAL MINUTES TO ACCOUNT FOR TWO DAYS. SO BY STATE LAW, WE'RE REQUIRED TO HAVE 75,600 INSTRUCTIONAL MINUTES.

NOW, IF WE BUILD IN ENOUGH FOR TWO INSTRUCTIONAL DAYS ON TOP OF THAT, THEN IF WE HAVE TO USE THOSE BAD WEATHER DAYS, WE WON'T HAVE TO MAKE THEM UP. SO WHEREAS YEARS AGO, WHEN I FIRST STARTED TEACHING, WE ACTUALLY HAD TO BUILD THOSE INTO THE CALENDAR, AND THEN IF WE NEEDED THEM, STUDENTS HAD TO PLAN TO COME TO SCHOOL ON DAYS THAT WE PREVIOUSLY TOLD THEM WERE GOING TO BE FREE DAYS.

THEY'RE GOING TO BE STUDENT HOLIDAYS, AND SO BY BUILDING THOSE 880 MINUTES INTO OUR REGULAR CALENDAR, THEN NO ONE HAS TO PLAN FOR IT.

AM I GOING TO BE OFF THAT DAY? AM I NOT GOING TO BE OFF THAT DAY? YEAH, AND THAT'S WHAT'S INTERESTING IS YOU DON'T SEE ANY LEGEND FOR SNOW DAY OR BAD WEATHER DAY.

SO IN THEORY, IF WE HAVE NO BAD WEATHER DAYS THIS YEAR, THEN WE'LL ACTUALLY GET MORE EXTRA, EXTRA HOURS IN.

YES, SIR. OTHER THAN THAT.

GOOD, AND AGAIN, AS WE TALKED BEFORE THE MEETING, THANK YOU FOR BALANCING THE DAYS.

I THINK THAT'S CRITICALLY IMPORTANT.

MS. CADDELL ALSO A CAVEAT TO WHAT HE'S TALKING ABOUT ON BAD WEATHER DAYS THAT WE AS A DISTRICT, YOU KNOW, DEPENDING ON WHAT KIND OF WEATHER IT IS, I KNOW THAT BEFORE WE CAN ALSO ASK FOR WAIVERS TO TEA OR WHOEVER THAT WE SEND IT TO.

SO IN THE PAST WHEN WE'VE HAD EXCESSIVE NUMBERS OF BAD WEATHER DAYS, TEA HAS AUTHORIZED THE USE OF WAIVERS, BUT WE HAVE TO ACCOUNT FOR TWO OF THOSE DAYS, AND THEN THE WAIVERS APPLY TO DAYS THREE, 4 OR 5 OR HOWEVER MANY AFTER THAT AND IT ALWAYS SEEMS LIKE IT'S GOOD FRIDAY TOO IN APRIL.

THAT WAS ONE OF THOSE DAYS.

SO, YOU KNOW, I HATE TO TAKE THAT HOLIDAY AWAY FROM EVERYBODY.

WE WILL NOT BE TAKING ANY HOLIDAYS AWAY NOW.

YEAH. OKAY. THANKS, MR. JOHNSON. YEAH.

I DIDN'T KNOW IF I WAS GOING TO BRING THIS UP HERE, BUT IT WAS SPECIFICALLY REFERENCED, SO I THINK I WILL GO AHEAD AND BRING IT UP.

NOW. DR.

CROMER, SPECIFICALLY, YOU SAID THE CALENDARS COMMITTEE DISCUSSED AT LENGTH ISSUES REGARDING COACHES, ATHLETICS, PRACTICING AND BAND PRACTICING AT THE BEGINNING OF AUGUST AS A CONSIDERATION.

WHAT WAS YOUR CONCLUSION WITH RESPECT TO THAT? WITH WHY THE CALENDAR WAS SET WHERE IT WAS? SO WITH SOME OF THE OTHER CALENDARS THAT WERE PROPOSED, THE START DATE WAS ACTUALLY EVEN EARLIER FOR THE STUDENTS.

SO THIS WAS ONE OF THE LATER START DAYS.

SO FOR THOSE LIKE DEDICATED TEACHER WORK DAYS, THAT MEANS THOSE DIRECTORS AND THOSE COACHES CAN BE OUT THERE WITH THE KIDS.

THE OTHER OPTION TOO, IS THEY CAN START THOSE PRACTICES BEFORE THEIR CONTRACT TIME OR AFTER THEIR CONTRACT TIME LIKE EARLIER, WHICH MORE THAN LIKELY THEY'RE GOING TO DO IT EARLY IN THE MORNING BECAUSE OF THE HEAT.

SO AT LEAST THEY CAN IF THEY PRACTICE 2.5 HOURS A DAY AND IT ENDS UP BEING A TEN HOUR PRACTICE, WE'RE NOT VIOLATING BECAUSE SCHOOL HASN'T STARTED YET.

BECAUSE ONE OF THE THINGS THAT I'VE HEARD FROM MULTIPLE COACHES AND BAND DIRECTORS IS THAT, ESPECIALLY ON THE BAND SIDE OF THINGS, OTHER DISTRICTS AROUND US EXEMPT THEIR DIRECTORS FROM PD DURING THAT, DURING THOSE EARLY WEEKS, AND THEY'RE OUT THERE PRACTICING, WHEREAS SOME OF OUR DIRECTORS ARE OUT AT 8:00 IN THE MORNING IN PROFESSIONAL DEVELOPMENT CLASSES, AND THEY CAN'T CONDUCT DRILL.

I DON'T KNOW IF THAT'S SUBSTANTIATED.

IT'S NOT REALLY SUPPOSED TO HAPPEN IF IT DOES HAPPEN ELSEWHERE, BECAUSE A LOT OF THAT PD IS STATE MANDATED.

DOES IT HAVE TO BE DONE THEN? I MEAN, I DON'T KNOW IF THEY WORK OUT A DEAL WITH THEIR PRINCIPAL WHERE THEY DO IT ANOTHER DAY OR WHAT HAPPENS, BUT A LOT OF THAT, LIKE WHEN YOU HAVE CERTAIN TYPES OF LIKE STAAR ADMINISTRATION TRAINING OR LOCKDOWN DRILLS OR WHATEVER IT IS THAT COMES DOWN FROM THE STATE, YOU CAN'T REALLY YOU'RE NOT REALLY SUPPOSED TO BE SKIPPING THAT.

SO AND AGAIN, I DON'T THINK ANYONE'S SKIPPING IT.

I THINK IT'S BEING SCHEDULED AT ANOTHER TIME FOR CERTAIN INDIVIDUALS.

RIGHT, AND THE CAMPUS MIGHT BE WORKING WITH THEM TO DO THAT, OR THEY SCHEDULE THEM IN THE AFTERNOON, AND THEN THE ONES THAT ARE, YOU KNOW, THE TIMES THAT ARE MORE FLEXIBLE IN THE MORNING, I COULD SEE MAYBE CAMPUSES DOING THAT, ESPECIALLY WITH ATHLETICS ALSO BEING OUTSIDE, BUT THAT'S A CAMPUS BY CAMPUS DECISION.

I WOULD THINK SO, YES.

OKAY. THANK YOU. MR. GLICK YEAH.

ONE OTHER QUESTION.

YOU HAVE NOTES ON BOTH CALENDARS THAT SAYS NO EARLY RELEASE.

[00:30:02]

YES, SIR. SO DOES THAT MEAN ON THE 2024-2025 ON FRIDAY, DECEMBER 20TH WILL BE ALL DAY? SCHOOL WILL BE ALL DAY 440 MINUTES FOR SURE.

FOR SURE. OKAY, OKAY.

NOW I SAID, DO YOU ALL HAVE THE ABILITY TO AMEND IT? SO LET'S SAY YOU WANT EARLY RELEASE DAYS AND DON'T WANT TO TAKE THE CALENDAR COMMITTEE'S RECOMMENDATION IN ORDER TO GET THOSE EARLY RELEASE DAYS.

THAT MEANS WE WOULD NEED TO CHANGE ONE OF THE PD DAYS INTO A STUDENT DAY.

NO, I THINK IT'S FINE AS IS.

I'M JUST I GO PAST SCHOOLS AND IT SAYS EARLY RELEASE, SO I'M NOT GOING TO SEE ANY OF THOSE, RIGHT? NOT IN 24-25 OR 2526 OKAY.

I HAD A COUPLE QUESTIONS. THANK YOU AGAIN FOR THIS INFORMATION.

DR. CROMER HAD MENTIONED A NUMBER OF RECOMMENDATIONS THAT CAME FROM OR AT LEAST WHAT WAS DISCUSSED, AND I DON'T KNOW THAT ALL OF THEM, OR DID ALL OF THEM MAKE IT INTO THIS RECOMMENDATION FOR THE 24-25, 25-26 CALENDARS? I FEEL LIKE WE AS FAR AS ALL THE DISCUSSIONS WE HAD, MOST EVERYBODY FELT HAPPY THAT, YOU KNOW, NOBODY GOT EVERYTHING THEY WANTED, BUT EVERYBODY WAS PRETTY CONTENT WITH HOW IT TURNED OUT, ESPECIALLY BECAUSE AT THE END WE SORT OF VOTED ON ALL THE DIFFERENT CALENDARS AND THERE IS AN OVERWHELMING MAJORITY.

FROM ALL THE DIFFERENT, YOU KNOW, FROM ELEMENTARY PRINCIPALS TO COACHES TO THAT VOTED IN FAVOR OF THIS PARTICULAR CALENDAR.

COOL. I HAD A QUESTION SPECIFICALLY FOR OMARI.

YOU MENTIONED THAT YOU SAW SOME OTHER STUDENTS THAT PARTICIPATED AS PART OF THE COMMITTEE.

I'M JUST CURIOUS, LIKE, WHAT WERE SOME OF YOUR SUGGESTIONS THAT YOU WERE ABLE TO GIVE VOICE AND INPUT TO THAT EITHER DID OR DID NOT MAKE IT INTO THE CALENDAR? WELL, ORIGINALLY THERE WAS ONLY ME AND ONE OTHER HIGH SCHOOL STUDENT, AND THEN THE OTHER THREE STUDENTS I BELIEVE WERE IN MIDDLE SCHOOL, SO THEY DIDN'T REALLY UNDERSTAND THE IMPORTANCE OF WHY WE WANTED AN [INAUDIBLE] FIRST, OR WHY THAT KIND OF STUFF WAS IMPORTANT TO US, BECAUSE IT MOSTLY ONLY AFFECTED HIGH SCHOOL, BUT IT REALLY MADE A DIFFERENCE IN OUR LIVES, SO WE THOUGHT IT WAS IMPORTANT.

COOL. DR.

CADDELL, IS THERE A WAY? I KNOW YOU GUYS HAVE GIVEN US A LOT OF THESE RECOMMENDATIONS, BUT IN THE HIGHLIGHTS WE'VE DONE CALENDARS IN THE PAST.

IS THERE A WAY TO KIND OF GIVE US A DIFFERENCE OR OUTLINE THE DIFFERENCES BETWEEN THE LAST TIME WE DID CALENDARS VERSUS THIS TIME, JUST SO WE CAN KIND OF HAVE AT A GLANCE.

YES, I CAN EITHER PUT THAT IN OR I CAN GIVE YOU IT RIGHT NOW.

THAT WOULD BE FINE. BOARD INSIGHTS OR RIGHT NOW.

YES. OKAY. BYE.

YOU GOT IT. YEP,, THAT'LL BE EASIER, AND JUST OUT OF CURIOSITY, I NOTICED THAT THE END OF SCHOOL IS GOING TO HAPPEN BEFORE MEMORIAL DAY, AND I KNOW WE HAD A CONVERSATION ABOUT THAT AT SOME POINT, AND I WAS JUST CURIOUS.

DOES THAT MAKE IT EASIER FOR US TO SCHEDULE GRADUATION? NO. WHY NOT? BECAUSE WE DO NOT HAVE AN EARLY RELEASE DAY ON THE LAST DAY OF SCHOOL, WHICH IS GOING TO MAKE IT DIFFICULT TO HAVE MULTIPLE GRADUATIONS ON AN INSTRUCTIONAL DAY. SO, I MEAN, BUT WE COULD STILL SCHEDULE GRADUATION, NOT NECESSARILY BY THE END OF MAY, BUT I'M JUST CURIOUS, LIKE, DOES THAT LIMIT OUR ABILITY TO SCHEDULE OR KNOW WHEN WE'RE GOING TO HAVE GRADUATION ONCE WE SET THE CALENDAR? IT DOES HELP WITH GRADUATION.

WE DO HAVE OTHER SCHOOL DISTRICTS THAT HAVE ALREADY PUT PLACEHOLDERS ALL OVER MEMORIAL DAY WEEKEND.

UNFORTUNATELY, ONCE THIS CALENDAR IS APPROVED, WE WILL OFFICIALLY CALL THEM AND SAY, WE'RE GOING TO HAVE TO MOVE YOU SOMEWHERE ELSE.

THIS IS THAT'S THE TRUTH.

OKAY. YEAH.

MISS GRIFFIN. GO ON.

I'M JUST CURIOUS TOO IF THESE CALENDARS ARE APPROVED IN THE BOX BELOW WHERE YOU'VE GOT ALL THE, THE DAYS OFF AND THINGS OF THAT NATURE THAT YOU ALL WOULD LIST THE DAYS THAT GRADUATION CEREMONIES DO TAKE PLACE.

I THINK THAT WOULD BE A GOOD THING TO PUT IN THAT.

SO ONCE THE CALENDAR IS FINALIZED, THOSE DATES WILL BE FIRMED.

I CAN TELL YOU THAT EARLY CONVERSATIONS HAVE GRADUATIONS STARTING AS EARLY AS WEDNESDAY OR THURSDAY OF THAT LAST WEEK, LIKE THEY TRADITIONALLY DO, AND GOING THROUGH SATURDAY.

I REMEMBER MYSELF WHEN I WAS A SENIOR THAT WE GRADUATED LIKE A WEEK BEFORE THE REST OF THE STUDENT BODY DID BECAUSE BECAUSE THE 11TH GRADERS DIDN'T FELT LIKE THEY WERE THE INCOMING SENIORS, SO TO SPEAK.

I THINK MR. DODDS WOULD TELL YOU THAT GRADUATING THAT EARLY NOW, THERE ARE SOME FINANCIAL IMPLICATIONS WITH STUDENTS NOT BEING IN ATTENDANCE, AND WE NEED EVERYBODY THERE EVERY DAY [INAUDIBLE].

THERE YOU GO. ALWAYS THE MONEY GUY.

MR. DODDS C&I GETS ANOTHER POINT.

ALL RIGHT, MISS GRIFFIN.

THAT'S OKAY. THAT'S ALL THE QUESTIONS THAT I HAD.

THANK YOU GUYS. ALL RIGHT, MOVING TO

[00:35:05]

THE LAST ACTION ITEM THAT'S GOING TO COME TO US IN OUR NOVEMBER MEETING.

WE HAVE CONSIDER APPROVAL OF RECOMMENDED 2024-2025 NEW SECONDARY COURSE REQUEST DR.

CADDELL. SO GOOD EVENING ONCE AGAIN.

YEAH. MISS GILMORE'S HERE.

DR. GILMORE'S HERE AS WELL.

SO WE'RE GOING TO HIGHLIGHT OUR RECOMMENDED 24-25 NEW COURSE OFFERINGS TONIGHT.

YOU DID RECEIVE IN YOUR BOARD PACKET A COPY OF THE DRAFT PRESENTATION AS WELL AS THE FLOW CHART FOR HOW THESE COURSE REQUESTS COME FORWARD.

A CHOICE OF SUBJECT TIMELINE.

BECAUSE ONCE WE HAVE THESE COURSES APPROVED, IT TURNS INTO WHAT'S PROVIDED TO OUR STUDENTS AT EACH OF OUR CAMPUSES, AND THEN SPECIFICALLY YOU RECEIVE FOR EACH COURSE THAT'S BEING REQUESTED, THE NEW COURSE REQUEST FORM SUBMITTED BY SOMEONE WITHIN THE DEPARTMENT OR THE CAMPUS THAT PROVIDES AN OVERVIEW OF THAT COURSE.

SO AS NOTED IN THE COURSE REQUEST FLOW CHART, THE COURSE REQUEST PROCESS IS OVERSEEN BY A CROSS-FUNCTIONAL COMMITTEE OF INDIVIDUALS REPRESENTING DEPARTMENTS ACROSS THE ORGANIZATION. WITHOUT THEIR KNOWLEDGE AND INSIGHT AND EXPERTISE, TONIGHT'S PRESENTATION WOULD NOT HAVE BEEN POSSIBLE.

AS REQUIRED BY BOARD POLICY, LOCAL TRUSTEES ARE REQUIRED TO ANNUALLY REVIEW AND APPROVE ANY NEW COURSES.

WHEN WE'RE TALKING ABOUT NEW COURSES, WE'RE REALLY SPEAKING ABOUT THOSE THAT HAVE NEVER BEEN OFFERED IN THE DISTRICT BEFORE, AS OPPOSED TO THOSE THAT WE CURRENTLY OFFER, BUT MAYBE WE'RE CREATING NEW, WHAT I CALL FLAVORS OF THEM.

SO WE HAVE AN ON LEVEL VERSION.

WE'RE GOING TO ADD AN HONORS VERSION, OR WE'RE GOING TO ADD A DUAL CREDIT VERSION.

THOSE AREN'T INCLUDED IN TONIGHT'S PRESENTATION.

THE MAJORITY OF OUR NEW COURSES BEING PRESENTED TONIGHT ARE IN RESPONSE TO LOCAL PROGRAM GROWTH OR EXPANSION, AND IT'S WORTH NOTING THAT TONIGHT'S PRESENTATION IS ABOUT MAKING THE COURSES AVAILABLE, ANY REQUESTS RELATED TO ADDITIONAL STAFFING, WHICH WON'T BE REQUESTED OR FUNDING AS LITTLE AS POSSIBLE, WILL BE SUBMITTED TO TRUSTEES THROUGH OUR TYPICAL HR AND BUDGET PROCESS.

THAT SAID, I WOULD LIKE TO ASSURE TRUSTEES AS WELL AS MR. DODDS, THAT STAFF ARE VERY MINDFUL OF OUR RECENT COST SAVINGS AUDIT RECOMMENDATIONS AND ARE CAREFULLY REVIEWING ALL OF OUR COURSE OFFERINGS AND PROGRAMMING AND TO ENSURE THAT WE ARE MAXIMIZING EVERY DOLLAR SPENT IN THE COURSE REQUEST PROCESS.

WE HAVE TWO DIFFERENT TYPES OF NEW COURSES, AND I BRIEFLY TOUCHED ON THOSE OVER THE LAST SLIDE.

NEW TO CAMPUS COURSES.

SO THESE ARE COURSES THAT ARE HISTORICALLY OFFERED SOMEWHERE ELSE, AND WE'RE BRINGING THEM ONTO A CAMPUS OR NEW TO DISTRICT AND IT'S THESE NEW TO DISTRICT COURSES THAT WE'RE SEEKING YOUR APPROVAL.

THESE ARE COURSES THAT WE'VE NEVER OFFERED BEFORE.

AS MUCH AS POSSIBLE, ALL OF OUR COURSES MUST HAVE TEA-APPROVED STATE PEIMS, COURSES OR COURSE NUMBERS.

THAT'S IMPORTANT SO THAT STUDENTS GET THE NECESSARY CREDITS BOTH IN MIDDLE SCHOOL BUT ALSO IN HIGH SCHOOL TO MEET THEIR GRADUATION PLANS.

SO AT THIS TIME, I'M GOING TO ASK MR. COLEMAN BRUMAN TO COME FORWARD WITH OUR NEW CTE COURSE REQUEST.

GOOD EVENING, MR. SELDERS.

BOARD OF TRUSTEES AND DR.

LOPEZ. TONIGHT I'M BRINGING YOU FOUR COURSES THAT ARE MAINLY PROGRAMMED CLEANUP, BUT I'LL TALK ABOUT EACH ONE REAL QUICK.

FIRST IS AN INNOVATIVE COURSE CALLED ENGINEERING ESSENTIALS THAT IS TO BROADEN THE PROGRAMS AT COYLE, LYLES AND JACKSON.

WHILE YOU SEE NO STAFF COSTS BECAUSE WE'RE USING EXISTING STAFF BECAUSE THE CURRENT COURSES ARE LOCAL COURSES, THE ANTICIPATED COSTS ARE ALREADY EXPECTED BY MY DEPARTMENT AS WE COME OFF OF THE SCHOOL ACTION FUND GRANT.

THE NEXT TWO ARE RELATED TO THE P-TECH PROGRAM AT ROWLETT HIGH SCHOOL.

THESE ARE EXISTING CLASSES TO BUILD OUT THE DUAL CREDIT PROGRAM USING EXISTING COMPUTER LABS AND STAFF MEMBERS, AND ALSO THE STUDENTS TRAVELING TO RICHLAND COLLEGE FOR THAT PROGRAM.

SO IT'S JUST US MATCHING PEIMS CODES TO THE DUAL CREDIT NEEDS, AND THEN THE LAST ONE IS KIND OF A MIX OF THAT AND AN OPPORTUNITY TO LOOK AT MERGING SOME PROGRAMS TOGETHER.

PRACTICUM OF ENTREPRENEURSHIP IS A OPPORTUNITY WHERE IT SITS IN MULTIPLE PROGRAMS OF STUDY, AS THAT FINAL WORK BASED LEARNING OPPORTUNITY FOR STUDENTS TO GO GET INTO THE PROGRAM BUT RIGHT NOW, WE HAVE THEM ALL SEPARATED OUT BY WHAT THEY LEARN, LIKE PRACTICUM AND MARKETING PRACTICUM OF WELDING, BUT NOW THAT CLASS EXISTS IN LOW NUMBERS, PARTICULARLY AT THE CTC, WE CAN MERGE THOSE AND FOCUS IN ON BUILDING YOUR OWN BUSINESS, GROWING FROM THE SKILL INTO YOUR OWN OPPORTUNITY, BUT ALSO WE'RE USING THAT CODE FOR THE STUDENTS IN THE DIGITAL DESIGN PROGRAM AT SACHSE HIGH SCHOOL, WHICH IS THEIR P-TECH PROGRAM.

SO THE NEXT SET OF NEW COURSES TO THE DISTRICT THAT WE'RE BRINGING FORWARD ARE FROM OUR FINE ARTS DEPARTMENT.

I DO WANT TO DRAW YOUR ATTENTION TO THE SLIDE, THOUGH.

THERE WERE SOME EDITS THAT WERE MADE SINCE WE SHARED THE DRAFT PRESENTATION WITH YOU.

SO WE'VE NOTED ALL OF THOSE EDITS THERE IN KIND OF THAT DARK RED FONT.

[00:40:06]

OKAY. GOOD EVENING AGAIN, MR. SELDERS, BOARD OF TRUSTEES AND DR.

LOPEZ. SO THE THREE COURSES THAT WE ARE PROPOSING IS TECH THEATER TWO MAKE UP FOR THEATER, AND THIS IS A SEMESTER COURSE, WE'RE GETTING A LOT OF REQUESTS FROM COUNSELORS TO HAVE SEMESTER LONG COURSES, AND THIS IS ALSO WOULD WORK VERY WELL WITH OUR COSMETOLOGY STUDENTS OVER AT SOUTH GARLAND.

SO A WAY TO KIND OF GET THEM LOOPED IN WITH ANOTHER KIND OF CAREER DIRECTION.

WITH THE FINE ARTS, THE COST WOULD BE $65 PER STUDENT.

IT'S KIND OF AN ESTIMATE WITH A STARTUP MAKEUP KIT, AND THAT'S THE ONLY ISSUE WITH THAT ONE.

THE TECH, THE OTHER COURSE WE'RE PROPOSING IS THEATER THREE, WHICH IS PLAYWRITING ONE, AND THAT IS NO EXTRA MONEY.

WE'RE USING EXISTING STAFF.

WE'RE HAVING THOSE REQUESTS FROM SEVERAL DIRECTORS ACROSS THE DISTRICT TO HAVE THIS CLASS.

IT'S ANOTHER OPPORTUNITY FOR OUR STUDENTS TO WRITE, AND THEN RATHER THAN JUST DO ONE UNIT WITHIN THEATER THREE, THEY'RE ABLE TO SEE A PLAY FROM START TO FINISH AND BE ABLE TO HAVE IT SORT OF PERFORM BY THE END OF THE YEAR, AND THEN THE THIRD COURSE IS THEATER MANAGEMENT.

THIS IS A YEAR LONG COURSE.

IT'S AGAIN USING CURRENT STAFF.

SO THIS IS ALSO A GREAT WAY FOR KIDS TO KIND OF GET INTO THEATER THAT MIGHT BE INTERESTED MORE IN THE BUSINESS SIDE OF IT, TICKET SALES, MARKETING, PROMOTION, AND THE COST WOULD BE ABOUT $120 PER TEACHER JUST TO GET THE MATERIALS AS FAR AS TEACHER RESOURCES, AND THAT'S SOMETHING THAT FINE ARTS COULD COVER BECAUSE IT WOULDN'T BE EXPENSIVE BEYOND THAT.

SO THOSE ARE ALL OF THE NEW COURSES THAT WE'RE BRINGING FORWARD TO YOU AT THIS TIME, AND WE'LL ENTERTAIN ANY QUESTIONS YOU MAY HAVE.

THANK YOU FOR THAT PRESENTATION AND FOR YOUR GUYS' INPUT AS WELL.

ANY QUESTIONS? NO QUESTIONS. THANK YOU, THANK YOU.

THAT BRINGS US TO ITEM SIX, OUR EXECUTIVE SESSION.

DR. LOPEZ, ARE THERE ANY EXECUTIVE SESSION ITEMS? NONE. IS THERE A MOTION FOR ADJOURNMENT?

[VII. Adjournment]

SO MOVED. IT IS 7:57, AND THE ACADEMIC AND DISTRICT AFFAIRS COMMITTEE MEETING IS ADJOURNED.
