THANK YOU. GOOD EVENING, PRESIDENT GRIFFIN, BOARD OF TRUSTEES AND DR.

LOPEZ. STATE LAW DOES REQUIRE THE DISTRICT TO CONDUCT A HEARING ON SCHOOL FIRST READING AS ASSIGNED BY TEA.

FIRST IS THE FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS.

THE NOTICE OF THIS HEARING WAS POSTED IN THE DALLAS MORNING NEWS ON NOVEMBER 6TH.

THE DATA PRESENTED IS FOR THE 2023 RATING, BUT IT'S BASED UPON OUR FINANCIAL DATA FOR THE 21-22 FISCAL YEAR.

THIS IS A SIMILAR PRESENTATION THAT YOU GOT TO HEAR AT THE COMMITTEE MEETING, WE WILL REPEAT IT FOR THE OFFICIAL MEETING TONIGHT.

THE PURPOSE OF SCHOOL FIRST, THIS IS THE 20TH YEAR THAT DISTRICTS ARE REPORTING RESULTS UNDER THE SYSTEM.

THE SYSTEM HAS CHANGED THROUGHOUT THE YEARS.

WE'LL CONTINUE TO CHANGE. WE'RE ALREADY AWARE OF CHANGES FOR THE NEXT YEAR, BUT THE INDICATORS WE LOOK AT TONIGHT WILL BE JUST FOR THE YEAR THAT WE'RE THE 2023 YEAR, IT HAS BECOME MORE DIFFICULT FOR DISTRICTS TO EARN AN A RATING.

AND THE PURPOSE OF SCHOOL FIRST IS TO EXPAND ACCOUNTABILITY INTO THE FINANCIAL SERVICES AREA OF PUBLIC EDUCATION, WITH THE GOAL BEING TO IMPROVE MANAGEMENT OF OUR SCHOOL DISTRICTS FINANCIAL RESOURCES.

THE OBJECTIVE IS TO ACHIEVE QUALITY PERFORMANCE IN THE MANAGEMENT OF OUR FINANCIAL RESOURCES, AND TO ENCOURAGE DISTRICTS TO PROVIDE MAXIMUM ALLOCATION TO DIRECT INSTRUCTIONAL PURPOSES.

THE RATINGS ARE DETERMINED INITIALLY BASED ON 20 INDICATORS, ALTHOUGH TEA DID DETERMINE NOT TO SCORE FOUR OF THESE INDICATORS THIS YEAR . BEFORE WE DO THAT, WE DO WANT TO LET YOU KNOW THAT WE DID EARN AN A RATING FOR THIS YEAR, THE 2023 YEAR.

AND WE WILL LOOK AT EACH OF THOSE INDICATORS THAT WERE SCORED.

WAS OUR ANNUAL FINANCIAL REPORT SUBMITTED WITHIN ONE MONTH OF THE NOVEMBER 27TH DEADLINE? AND IT WAS.

WAS THERE AN UNMODIFIED OPINION ISSUED ON THAT ANNUAL FINANCIAL REPORT? THERE WAS.

WAS OUR DISTRICT IN COMPLIANCE WITH OUR PAYMENT TERMS OF ALL DEBT AGREEMENTS? AND WE WERE.

QUESTION FOUR DID WE MAKE TIMELY PAYMENTS TO TRS, IRS AND ALL THE OTHER GOVERNMENTAL AGENCIES WE DID? THAT WAS A CEILING INDICATOR.

QUESTION FIVE WAS SKIP FOR THIS YEAR.

QUESTION SIX WAS OUR AVERAGE CHANGE IN ASSIGNED AND UNASSIGNED FUND BALANCE OVER THE LAST THREE YEARS, LESS THAN A 25% DECREASE, AND IT DID NOT DECLINE.

SO WE DID PASS THAT INDICATOR.

NUMBER SEVEN WAS THE NUMBER OF DAYS OF CASH ON HAND SUFFICIENT TO MEET OUR OPERATING EXPENDITURES? WE HAD 214 DAYS OF CASH ON HAND.

EARNING ALL TEN POINTS FOR THAT QUESTION.

WAS THE MEASURE OF OUR CURRENT ASSETS TO CURRENT LIABILITIES SUFFICIENT TO COVER OUR SHORT TERM DEBT? AND IT WAS. DID THE SCHOOL DISTRICT'S GENERAL FUND REVENUES EQUAL OR EXCEED EXPENDITURES, WHICH THEY DID FOR THE 2022 YEAR? AS WE KNOW, FOR THE 2023 YEAR THEY DID NOT.

BUT WE WOULD BE ABLE TO EARN ALL TEN POINTS IF WE HAVE GREATER THAN 60 DAYS OF CASH ON HAND.

AND QUESTION TEN WAS SKIPPED.

QUESTION 11 WAS THE RATIO OF LONG TERM LIABILITIES TO TOTAL ASSETS ENOUGH TO SUPPORT OUR LONG TERM SOLVENCY? IT WAS.

FOR QUESTION 12, THE CORRELATION BETWEEN FUTURE DEBT REQUIREMENTS AND THE DISTRICT'S ASSESSED PROPERTY VALUE.

WE WERE AT 1.76 FOR THIS YEAR, EARNING ALL TEN POINTS BECAUSE WE WERE FOUR OR LESS, AS MR. MILLER HAD ASKED DURING THE COMMITTEE PRESENTATION TO EVALUATE IT WITH ADDITION WITH THE POTENTIAL OF NEW DEBT ISSUED.

WE DID DO THAT WITH THE REMAINING DEBT THAT WE COULD APPROXIMATELY 800 MILLION WE HAVE ADDED IN, AND THAT WOULD TAKE US TO 3.9, WHICH WOULD BE LESS THAN FOUR AND STILL EARN US.

AND WE KEPT PROPERTY VALUES THE SAME IN THAT, SO IT WOULD STILL EARN US ALL TEN POINTS.

QUESTION 13 OUR ADMINISTRATIVE COST RATIO FOR A DISTRICT SIZE, A LARGE DISTRICT 8.55 WILL EARN YOU ALL TEN POINTS.

WE WERE ONLY AT 6.92, WHICH IS EVEN LESS THAN THE PRIOR FISCAL YEAR, EARNING ALL TEN POINTS.

QUESTION 14 WAS NOT SCORED THIS YEAR.

IT WAS SKIPPED THIS YEAR AN QUESTION 15 WAS ALSO SKIPPED.

QUESTION 16 DID OUR PEIMS DATA, COMPARED TO THE ANNUAL FINANCIAL REPORT, HAVE LESS THAN A 3% VARIANCE FOR OUR EXPENDITURES BY FUNCTION, AND IT DID ONLY OFF $686, WHILE LESS THAN 3% OUR LAST FOUR.

DID OUR EXTERNAL AUDITORS SAY THAT WE ARE FREE FROM MATERIAL WEAKNESS IN INTERNAL CONTROLS, WHICH THEY DID, ALSO FREE OF MATERIAL NONCOMPLIANCE AND WE EARNED ALL THE POINTS. DID WE POST EVERYTHING WE WERE SUPPOSED TO POST ON OUR WEBSITE, WHICH WE DID.

AND LASTLY, DID OUR SCHOOL DISTRICT'S ADMINISTRATION AND BOARD MEMBERS DISCUSS CHANGES AND IMPACTS TO STATE, LOCAL AND FEDERAL FUNDS AT A BOARD MEETING WITHIN 120 DAYS OF THE ADOPTED BUDGET, WHICH WE DID.

AND SO, AGAIN, PASSING THAT INDICATOR, WE GOT AN A RATING, A IS A SUPERIOR RATING.

WE GOT ALL 100 POINTS.

THERE ARE FIVE REQUIRED DISCLOSURES AFTER THAT, ONE BEING OUR SUPERINTENDENTS CONTRACT, WHICH IS DISCLOSED ON OUR DISTRICT'S WEBSITE.

BOARD MEMBERS EXPENDITURES AND SUPERINTENDENT EXPENDITURES, WHICH ARE BELOW FOR YOU TO SEE.

ANY OUTSIDE COMPENSATION RECEIVED BY OUR SUPERINTENDENT, WHICH WAS NONE.

I'M GOING TO MAKE TWO POINTS. THE FIRST ONE IS THE ADMINISTRATIVE ARGUMENT, AND THE SECOND ONE IS THE BENEFITS ARGUMENT.

I WATCHED THE COMMITTEE MEETING AND THE ARGUMENTS AS TO WHY GISD WOULD BE BETTER OFF CLOSING THE DOOR ON THIS POTENTIAL RESOURCE, RATHER THAN LEAVING IT OPEN FOR THE FUTURE.

I DON'T THINK THAT THE DISTRICT REALLY PROVIDED REASONABLE ANSWERS, AND I AGREE WITH MISS STANLEY AND MR. JOHNSON. SB 763 DOES NOT MANDATE THE GISD HIRE SOMEONE, OR EVEN TO ACCEPT WHEN SOMEONE IS A VOLUNTEER.

IT WOULD SEEM SHORTSIGHTED TO COMPLETELY CLOSE THE DOOR ON WHAT COULD BE A FUTURE RESOURCE FOR STUDENTS AND TEACHERS.

I DON'T THINK THE LEGISLATURE WOULD GO TO ALL THAT TROUBLE OF PASSING SB 763 JUST TO HAVE DISTRICTS CATEGORICALLY SAY NO.

THE LEGISLATURE WANTED TO BE MORE INCLUSIVE, AND IF THAT'S THE CASE, WHY WOULD THE DISTRICT RECOMMEND EXCLUSION RATHER THAN INCLUSION? POINT NUMBER TWO IS THE BENEFIT ARGUMENT.

EVEN THOUGH THERE'S NO MANDATE, CHAPLAINS DO HAVE BENEFITS THERE ARE MILITARY CHAPLAINS, PRISON CHAPLAINS, EVEN AIRPORT CHAPLAINS.

AND WHAT DO ALL OF THESE HAVE IN COMMON? THEY'RE ALL SITUATIONS THAT CAN BE STRESSFUL, JUST LIKE SCHOOL CAN BE.

CHAPLAINS BRING A SENSE OF ON SCENE CARING, COMPASSION, AND SUPPORT IN THE SAME WAY THAT A CAMPUS RESOURCE OFFICER POLICE OFFICER PROVIDES ON SCENE SENSE OF SAFETY. WHEN THE DISTRICT SAYS THAT THEY CAN REFER TO PEOPLE TO FAITH BASED RESOURCES, HANDING SOMEONE A LIST OF PHONE NUMBERS OR WEBSITES IS DIFFERENT THAN HAVING SOMEONE ON SCENE OR ON CAMPUS AND READILY AVAILABLE.

THE DISTRICT HAS PRIORITIZED SEL OH GOSH MAN, THAT'S FAST.

AND THIS IS FROM THE SEVEN MINDSETS WEBSITE, INSPIRING EVERY EDUCATOR AND STUDENT TO LIVE A LIFE OF PASSION, PURPOSE, AND JOY.

THIS IS A FALSE STATEMENT, AND IT'S A RUMOR BEING PASSED AROUND.

I TALKED TO MILES' OFFICE THIS AFTERNOON AND THEY CONFIRMED THAT THAT IS A RUMOR THAT'S BEING PASSED AROUND.

I DID A PEIMS REPORT YESTERDAY, AND EVERY SCHOOL DISTRICT IN TEXAS HAS A COUNSELOR.

IT MAY BE A 0.52 BECAUSE OF THEIR SIZE, BUT EVERY DISTRICT HAS A COUNSELOR.

IT'S A STATE LAW THEY HAVE ONE.

SOMEONE HAS TO BE IDENTIFIED AS A COUNSELOR IN THAT SCHOOL.

GARLAND HAS 155.59 COUNSELORS.

THAT'S ONE COUNSELOR FOR OVER 355 STUDENTS, BASED ON A 52,000 NUMBER.

TRUSTEES, THE ABILITY IS ALL YOU.

THE ABILITY TOO IS ALL YOU WOULD BE APPROVING IS THE ABILITY TO MOVE FORWARD WITH HAVING THOSE FOLKS, T HE CHAPLAIN. EDUCATION CODE SECTION 23.001 MAY ACCEPT A VOLUNTEER CHAPLAIN AS PROVIDED SUPPORT SERVICES AND PROGRAMS FOR STUDENTS AS ASSIGNED BY THE BOARD OF TRUSTEES OF THE DISTRICT.

I'D LIKE TO COMMENT ON THE ITEM EIGHT A TO BE DISCUSSED LATER TONIGHT, WHICH IS THE APPROVAL OF THE CHAPLAIN RESOLUTION FOR SB 763.

I SUPPORT A CHAPLAIN PROGRAM IN THE GARLAND SCHOOLS DEPENDING ON HOW THAT PROGRAM IS DESIGNED AND IMPLEMENTED.

SB 763 DOES NOT MANDATE A CHAPLAIN PROGRAM.

IT PROVIDES THE DISTRICT THE OPTION UTILIZING EITHER PAID OR VOLUNTARY CHAPLAINS OR A COMBINATION.

THE SUPERINTENDENTS RESOLUTION WOULD CLOSE THE DOOR ON THIS OPPORTUNITY FOR THE FORESEEABLE FUTURE.

SO I URGE YOU TO PLEASE VOTE NO ON THE SUPERINTENDENT'S RESOLUTION.

AT THE CORE OF CURRENT SCHOOL BASED MENTAL HEALTH AND COUNSELING PROGRAMS, INCLUDING SOCIAL AND EMOTIONAL LEARNING, IS A SECULAR WORLDVIEW.

STUDENTS ARE CURRENTLY GIVEN NO FAITH BASED ALTERNATIVE TO THE SECULARISM IN THE SCHOOL SETTING.

YET WE HAVE MANY STUDENTS WHOSE WORLDVIEW IS SHAPED BY THEIR FAITH.

THEY NEED AN OPTION THAT SPEAKS TO THEIR FAITH.

THOSE OF US WITH A BIBLICAL WORLDVIEW KNOW FROM PERSONAL EXPERIENCE THAT DEPENDENCE ON THE SECULAR IS NOT ENOUGH TO SEE US THROUGH DIFFICULT TIMES AND CAN IN FACT LEAD TO HOPELESSNESS AND DESPAIR.

A GOOD CHAPLAIN PROGRAM COULD PROVIDE A DESPERATELY NEEDED, FAITH BASED COUNSELING OPTION FOR NOT ONLY STUDENTS, BUT FOR STAFF AS WELL.

AS AN ASIDE, I'D ALSO LIKE TO REMIND EVERYONE THAT PARENTS ARE RESPONSIBLE FOR THE UPBRINGING OF THEIR CHILDREN.

ANY AND ALL COUNSELING OR SEL IN THE SCHOOLS, WHETHER SECULAR OR FAITH BASED, MUST REQUIRE INFORMED, OPT IN PARENTAL CONSENT. C.S.

THE TOP PRIORITY OF GARLAND ISD AND THE STATE OF TEXAS IS KEEPING KIDS AND STUDENTS SAFE EVERY DAY.

THE TEXAS SCHOOL SAFETY CENTER RECENTLY CONDUCTED AN INTRUDER DETECTION AUDIT AT ONE OR MORE OF OUR CAMPUSES.

THE AUDITS TEST WHETHER A CAMPUS IS ACCESSIBLE TO AN UNAUTHORIZED INDIVIDUAL.

THIS AUDIT SEEKS TO HELP DISTRICTS IDENTIFY HOW CAMPUSES CAN IMPROVE SAFETY FOR STUDENTS, SUCH AS ENSURING EXTERIOR DOORS ARE LOCKED.

THE AUDIT PROVIDES US WITH AN OPPORTUNITY TO CREATE A SAFER LEARNING ENVIRONMENT FOR OUR STUDENTS AND STAFF.

WE ARE WORKING CLOSELY WITH OUR DISTRICT SCHOOL SAFETY AND SECURITY COMMITTEE TO ENSURE THAT WE ARE TRAINING ALL OUR STAFF AND SECURING OUR DOORS FOR THE PROTECTION OF EVERYONE AT OUR CAMPUSES. THE SUPPORT FROM THE STATE IN CONDUCTING THE INTRUDER DETECTION AUDITS IS JUST ONE OF THE MANY ACTIONS WE ARE TAKING TO ENSURE OUR SCHOOLS ARE SAFE.

WE KNOW THAT THIS WORK DOES NOT END AND WE APPRECIATE THE BOARD'S SUPPORT.

WE ACKNOWLEDGE THAT PARENTS AND COMMUNITY MEMBERS ARE LIKELY VERY INTERESTED IN THE DETAILS OF THE AUDIT RESULTS.

HOWEVER, IT IS IN THE BEST INTEREST OF THE STUDENTS THAT WE DO NOT SHARE THIS INFORMATION TO THE BROADER PUBLIC AS IT COULD LEAD TO COMPROMISING IMPORTANT CAMPUS SECURITY INFORMATION. IT WAS KIND OF INTERESTING BECAUSE OUR COO IS THE COO OF LAKE POINTE HOSPITAL AND WAS ABLE TO BRING IN FOUR DOCTORS WHO DISCUSSED MALE HEALTH, AND AS EACH OF THEM POINTED OUT, THE TESTS THAT MALES SHOULD BE TAKING.

MS. GRIFFIN WOULD ASK ME IF I'VE TAKEN THAT TEST AND I ANSWERED NO TO EVERY ONE.

[LAUGHTER] SO I'VE ALSO BEEN ASKED TOO, MICHAEL GALLOPS, WHO IS THE PRESIDENT OF THE CHAMBER, IS LEAVING, AND I'VE BEEN ASKED TO BE ON THAT SELECTION COMMITTEE FOR THE NEW PRESIDENT OF THE CHAMBER.

I WANT TO THANK JENNIFER MILLER, WHO'S HEAD OF OUR DIRECTOR OF STUDENT NUTRITION SERVICES.

I HAD ASKED HER A QUESTION AT ONE OF OUR COMMITTEE MEETINGS ON HOW MANY MEALS WE SERVED ON A DAILY BASIS, AND SHE ALWAYS SAID, AND SHE RESPONDED TO ME LITERALLY THE FIRST THING THE NEXT MORNING SAYING, I ALWAYS THINK ON A MONTHLY BASIS.

SO THE NUMBERS OF MEALS WE SERVE ON A DAILY BASIS, 16,888 FOR BREAKFAST, 35,313 FOR LUNCH, WE SERVE 52,000 PLUS MEALS PER DAY, 493 CAFETERIA WORKERS AND 43 WAREHOUSE AND SUPPORT.

AND THAT SERVES ALL 71 OF OUR CAMPUSES.

IMAGINE HOW BIG A JOB THAT IS.

I THINK ALL SEVEN TRUSTEES WENT ON THE TOUR TO HIGHLAND PARK AND FRISCO TO SEE ELEMENTARY SCHOOLS, BRAND NEW ELEMENTARY SCHOOLS AT BOTH OF THOSE DISTRICTS.

I WAS AMAZED AT SOME OF THE THINGS WE SAW THAT WE MAY OR MAY NOT INCORPORATE IN TERMS OF OPEN CAMPUSES, OPEN CLASSROOMS. THE HIGHLAND PARK CAMPUS WAS THREE FLOORS.

THE HIGHEST WE HAVE RIGHT NOW FOR ANY OF OUR ELEMENTARY'S IS TWO FLOORS.

THEY HAVE UNDERGROUND PARKING SAFETY THAT THEY'VE IMPLEMENTED, MODERN DAY SAFETY LIGHTING, USE OF NATURAL LIGHT, SO MANY DIFFERENT FEATURES.

AND WE'LL BE ABLE TO THINK ABOUT WHAT WE SAW AS WE START TO INCORPORATE OUR IDEAS WITH THE ARCHITECTS FOR OUR AS WE START LOOKING AT THE FIRST OF OUR TWO NEW ELEMENTARY'S.

I DID ATTEND, AND SEVERAL OTHER TRUSTEES ATTENDED THE PLAYOFF GAME WITH SACHSE VERSUS ROCKWALL HEATH.

I THINK THE MOST AMAZING THING OF THAT GAME, UNFORTUNATELY, SACHSE LOST.

BUT SACHSE'S WIDE RECEIVER KALIQ LOCKETT MADE MANY, MANY CATCHES.

I THINK ONE OF THEM WAS ACTUALLY ON SPORTS CENTER SENT ALL AROUND THE NATION, AND MR. LOCKETT IS ONE OF THE TOP RECEIVERS IN THE COUNTRY AS A JUNIOR, AND HE WILL CERTAINLY BE A TOP PROSPECT FOR EVERY UNIVERSITY GOING INTO HIS SENIOR YEAR.

I HAPPENED TO DRIVE BY THE NATATORIUM ALL THE TIME, AND TWO WEEKS AGO THE PARKING LOT WAS AS PACKED AS I'VE EVER SEEN IT.

IT TURNS OUT IT WAS JUST CLUB SWIMMING, BUT THIS WAS CLUB SWIMMING FROM ALL AROUND THE METROPLEX, SO WE ARE USING THAT FACILITY AS WE ANTICIPATED.

I'M TOLD THAT WE HAVE 600 SWIMMERS COMING IN FOR ANOTHER CLUB OF MEET, 800 SWIMMERS FROM ALL AROUND THE NATION FOR ANOTHER CLUB MEET, AND WE WILL BE HOSTING THE SOUTHERN COLLEGIATE ATHLETIC CONFERENCE SWIMMING CHAMPIONSHIPS IN JANUARY.

SO AGAIN, WE'RE USING THE NATATORIUM AS WE HOPED WE WOULD.

LAST WEEK WE HOSTED THE NORTH TEXAS AREA ASSOCIATION OF SCHOOL BOARDS.

MISS GRIFFIN WAS THERE.

MR. SELDERS WAS ONE OF THE PARTICIPANTS.

AND AS A MEMBER OF THE NTAASB BOARD, WE COLEMAN BRUMAN INTRODUCED THE BUILDING AND TALKED ABOUT ALL THE INDUSTRY BASED CERTIFICATIONS THAT WE GET.

ONE OF THE THINGS THAT WAS VERY COOL IS THESE ARE TRUSTEES FROM REGIONS 10 AND 11.

SO PRETTY MUCH THE WHOLE DFW METROPLEX WAS THERE.

AND AS HE GAVE THE NUMBERS, THEY WERE OOHING AND AWING AND HOW SUCCESSFUL OUR PROGRAM WILL BE.

AND AS YOU ALL KNOW, IN OUR BOND THAT WAS PASSED, WE HAVE AN ADDITION COMING TO THAT BUILDING OF ABOUT ANOTHER 40,000FTĀ².

SO WE'LL BE ABLE TO HAVE MORE PROGRAMS IN THAT AMAZING FACILITY.

THE KEYNOTE SPEAKER WAS A GUY NAMED MICHAEL YORIO, AND WHEN I HEARD HIS NAME, I THOUGHT I RECOGNIZED THAT HE'S BEEN ON MULTIPLE PROGRAMS ON JUST ABOUT EVERY TELEVISION CHANNEL YOU CAN THINK OF ON CABLE.

HE IS ONE OF THE LEADING, IF NOT THE LEADING EXPERT ON SCHOOL SAFETY AND HIS PRESENTATION WAS AMAZING.

ONE OF THE THINGS HE TALKED ABOUT, HE SAID, I THINK THE NUMBER HE USED WAS ABOUT 95% OF SCHOOL SHOOTINGS ARE FROM EITHER CURRENT OR FORMER STUDENTS.

AND HE TALKED ABOUT SOMETHING THAT I THINK WE'RE DOING VERY WELL NOW IS THREAT ASSESSMENT IS THE QUESTION OF CAN YOU FIGURE OUT AHEAD OF TIME? AND I'VE ASKED I'M ON THE SAFETY AND SECURITY COMMITTEE, AND WE WILL HAVE THAT AS A TOPIC, SPECIFICALLY AT OUR NEXT MEETING, BECAUSE OF THE IMPORTANCE OF BEING AHEAD OF THE CURVE ON THREAT ASSESSMENT.

AND I ALSO ATTENDED, ALONG WITH MR. DODDS, WHO I SAT NEXT TO AT THE STATE VOLLEYBALL CHAMPIONSHIPS, WHICH WAS REALLY A LOT OF FUN AT CURTIS CULWELL CENTER.

I WAS INTRODUCED BY MR. WILBORN, WHO RUNS THAT CENTER, AND BY THE WAY, HIS STAFF DID AN INCREDIBLE JOB OF WELCOMING THE PARTICIPANTS FROM ALL AROUND THE STATE.

I GOT TO MEET SEVERAL OF THE UIL EXECUTIVES AND THANK THEM FOR COMING TO OUR FACILITY.

AND MR. WILBORN SAYS HE BELIEVES THE NEGOTIATIONS ARE PROCEEDING FOR THE NEXT CONTRACT.

SO IT APPEARS THAT WE WILL BE HOSTING UIL VOLLEYBALL FOR THE STATE CHAMPIONSHIPS FOR SEVERAL MORE YEARS.

THIS MORNING, ALONG WITH MISS GRIFFIN AND MR. SELDERS, I WAS AT BOWLERO, BOWLERO, BOWLERO? IS THAT HOW IT'S PRONOUNCED? BOWLERO BOWLING LANES IN GARLAND FOR THE SPECIAL OLYMPICS BOWLING.

THERE WERE ALMOST 300 ATHLETES PARTICIPATING ON EVERY LANE WAS FULL.

IT WAS A GREAT TIME.

I WANT TO JUST GO BACK.

I DIDN'T MENTION THE LAST TIME ABOUT DOING THE BEING AT THE THE BOCCE, SPECIAL OLYMPICS BOCCE.

ONE OF THE THINGS THAT WAS REALLY NEAT IS I NOTICED THAT WYLIE AND WYLIE EAST WERE PARTICIPATING.

AND I ASKED ONE OF THE DIRECTORS, I SAID, WHY ARE THEY HERE? IS THAT SOMETHING NEW? AND WE INVITED THEM.

THEY ARE IN THE INFANCY OF THEIR SPECIAL OLYMPICS PROGRAM, AND I THOUGHT THAT WAS REALLY NICE THAT WE ASKED THEM TO COME, AND THEY ALSO WILL BE AT OUR TRACK AND FIELD EVENTS. AT THE LAST MEETING, MISS GRIFFIN, I SAID I WANTED TO TALK FOR JUST ANOTHER MOMENT ABOUT THE CONVENTION WE ALL ATTENDED THIS YEAR AND IT WAS DIFFERENT.

THIS WAS MY 17TH YEAR OF GOING TO THE STATE CONVENTION.

THERE'S A MIXTURE OF LARGE GROUPS AND SMALL GROUPS.

MAINLY LARGE GROUPS LIKE OURS ARE IN THE MINORITY.

MOST OF THE SCHOOL DISTRICTS ARE 700, 900, TO 1000 PEOPLE STUDENTS.

AND ALTHOUGH WE WERE TRYING TO DO THE SAME THING, WE'RE ALL TRYING TO EDUCATE OUR KIDS AS BEST AS POSSIBLE.

THERE ARE DIFFERENCES BETWEEN HAVING 700 KIDS AND HAVING 50,000 PLUS KIDS.

AND SO I TRY TO GO TO SESSIONS THAT ARE MORE RELATED TO WHAT I THINK ARE IMPORTANT TO US AS TRUSTEES.

BUT THIS YEAR WAS VERY DIFFERENT BECAUSE EVERYBODY WAS ON THE SAME PAGE.

WE WERE ALL TALKING ABOUT THE SAME TOPICS, WE WERE ALL TALKING ABOUT VOUCHERS, WE WERE ALL TALKING ABOUT THE LACK OF STATE FUNDING.

WE WERE ALL TALKING ABOUT THE NEW ACADEMIC SYSTEM OF A THROUGH F, AND EVERYBODY WAS ON THE SAME PAGE.

AND EVERY MEETING I WENT TO IT DIDN'T MATTER WHAT THE DISTRICT WAS FROM.

WE ALL FELT THE SAME WAY.

WE ALL HAD THE SAME BELIEFS ON WHAT THE STATE IS DOING OR DOING TO US, OR NOT DOING FOR US, AND I THOUGHT THAT WAS ONE OF THE MOST INTERESTING CONVENTIONS I'VE EVER BEEN TO.

AS FOR CONCEPTUAL IDEAS THAT ARE LOOKING TO BE INCORPORATED, I CAN ASSURE THE GENERAL PUBLIC OF THE GARLAND ISD WE ARE I DON'T THINK ANYBODY IS ACTUALLY LOOKING AT UNDERGROUND PARKING FOR GARLAND ELEMENTARY SCHOOL, [LAUGHTER] BUT HIGHLAND PARK DID HAVE THAT, WHICH I THOUGHT WAS A LITTLE CRAZY.

BUT I GUESS THEY HAVE SPACE CONSIDERATIONS THAT WE DON'T HAVE.

IT WAS A FASCINATING TOUR.

THERE WAS A LOT OF DIFFERENT CONCEPTS THAT ARE BEING PLACED.

THE TWO SCHOOLS THAT WE SAW COULDN'T HAVE BEEN MORE DIFFERENT.

I THINK THAT'S THE NET RESULT.

SO WE COULD EASILY BORROW CONCEPTS FROM BOTH.

AND WE'D HAVE A SCHOOL THAT WOULD BE COMPLETELY UNIQUE AS WELL.

BUT IT WAS FASCINATING AS ALL THE DETAIL THAT GOES INTO PLANNING OUT A NEW SCHOOL AND HOW A NEW FACILITY CAN DRAMATICALLY IMPACT THE TYPE OF CURRICULUM THAT YOU OFFER INSIDE THAT BUILDING.

AND SO THAT WAS VERY GOOD FOR ALL OF US TO ATTEND.

I WAS ALSO FORTUNATE TO ATTEND THE SACHSE HIGH SCHOOL OPEN HOUSE THAT WAS CONDUCTED.

I'D LIKE TO GIVE MY HATS OFF TO MR. SHAE CREEL AND HIS TEAM OF COUNSELORS.

THEY PUT ON A TREMENDOUS SHOW FOR PEOPLE WHO WERE LOOKING AT POTENTIALLY CHOOSING SACHSE AND THE CHOICE PERIOD.

IF THERE'S OTHER SUCH OPEN HOUSES THAT ARE GOING ON, LET US KNOW ABOUT IT.

I THINK THE BOARD MEMBERS WOULD LIKE TO ATTEND THOSE TOO, BECAUSE THOSE ARE SOME OF THE BEST ADVERTISEMENTS FOR OUR SCHOOLS, BECAUSE IN A CHOICE DISTRICT, OUR SCHOOLS PUT IT OUT THERE AND THEY SHOW THEIR WARES BECAUSE THEY WANT THOSE KIDS TO COME TO THEIR SCHOOL.

SO IT'S AN INTERESTING DYNAMIC THAT WE HAVE.

I WAS ALSO PRIVILEGED TO BE INVITED TO ATTEND THE LEWISVILLE DRUMLINE INVITATIONAL THIS YEAR, AND THE GISD FINE ARTS HAD TWO GREAT DRUM LINES THAT PARTICIPATED IN THIS.

NAAMAN FOREST HIGH SCHOOL AND SACHSE HIGH SCHOOL BOTH PARTICIPATED IN IT.

IT WAS A VERY EXCITING EVENT.

I'VE NEVER BEEN TO A DRUMLINE COMPETITION BEFORE AND I DIDN'T KNOW HOW IT WOULD GO, BUT MAN, IT WAS.

IT WAS REALLY COOL.

I REALLY IT'S LOUD.

I MEAN, I ASSUMED IT WAS IN A STADIUM LIKE THE BAND COMPETITION.

NO, IT'S IN A GYM. IT GETS LOUD.

SO IT WAS IT GREAT.

PLEASED TO REPORT BOTH OF OUR BANDS DID REALLY GOOD.

SACHSE ACTUALLY FINISHED THIRD OVERALL AT IT, AND TWO OF THE THREE JUDGES HAD SACHSE FIRST AND A THIRD ONE WAS CONFUSED [LAUGHTER] AND MARKED THEM DOWN. NAAMAN DID GREAT AS WELL, SO I THINK I'LL GO AHEAD AND PASS OFF AT THAT POINT.

BOTH THOSE SCHOOLS WERE FIRST AND THIRD WITH SACHSE WINNING THE DISTRICT PLAYOFFS AND REPRESENTED OUR GARLAND HIGH SCHOOL WENT INTO OVERTIME WITH NORTH FORNEY AND I JUST WANT TO CONGRATULATE BOTH OF THEM.

AND ALSO THE GIRLS SACHSE VOLLEYBALL TEAM AND HOW FAR THEY WENT INTO THE PLAYOFFS.

CONGRATULATIONS TO BOTH OF THOSE TEAMS. ALSO, I WAS VERY FORTUNATE TO GET TO INVITED TO GO DOWN TO THE MAINTENANCE DEPARTMENT AND HAVE LUNCH WITH THE MAINTENANCE GUYS AND THE ONES THAT DO ALL THE LANDSCAPING BEFORE THANKSGIVING.

AND TOM O'LEARY, THEY THREW A BIG SPREAD DOWN THERE AND I WAS ABLE TO THEY ASKED ME TO SAY A FEW WORDS AND I DID, AND I JUST WANTED TO WISH THEM ALL A HAPPY THANKSGIVING.

I THOUGHT THAT WAS PRETTY INTERESTING, HOW THEY HANDLED ALL OF THAT AND ACCOMMODATED ALL OF THE CONSIDERATIONS THAT THEY NEEDED TO MAKE SURE THAT STUDENTS WERE SAFE AND SECURE.

I ALSO ATTENDED THE UIL VOLLEYBALL CHAMPIONSHIPS AND GOT A CHANCE TO MEET RAY.

I THINK HIS NAME IS ZEPEDA, AND ONE OF THE THINGS THAT, YOU KNOW, HE WENT ON AND ON AND TALKED ABOUT HOW WELL RUN THAT EVENT WAS AND HAD LOTS OF ACCOLADES FOR MR. WILBORN AND HIS STAFF.

AND THERE'S THIS QUOTE THAT SAYS, MANY PEOPLE WILL FORGET WHAT YOU SAID OR DID, BUT PEOPLE WILL NEVER FORGET HOW YOU MADE THEM FEEL.

AND ONE OF THE THINGS THAT HE TALKED ABOUT WAS HOW WELL CARED FOR HE AND HIS STAFF FELT BEING AT THE TRIPLE C, AND HOW MR. WILBORN AND HIS STAFF TREATED THEM AND MADE THEM FEEL AT HOME.

AND THIS WAS THE FIRST TIME, I THINK, MAYBE IN THE STATE THAT WE'VE HAD THE OPPORTUNITY TO DISPLAY ALL OF THE STATS FOR EACH OF THE ATHLETES AS THEY ENTERED THE GAME, AND THAT WAS PRETTY REMARKABLE BECAUSE YOU COULD ALWAYS SEE, LIKE THE STUDENTS TURN AND LOOK AND SEE, YOU KNOW, WHERE THEY WERE, HOW MANY KILLS THEY HAD, HOW MANY DIGS THEY HAD.

AND TURNS OUT, I THINK THERE WERE A COUPLE RECORDS THAT WERE BROKEN AS A RESULT OF THAT.

YOU KNOW, MR. GLICK COMMENTS ALL THE TIME ABOUT THE NATATORIUM AND HOW ENVIRONMENT MATTERS.

DODDS CAN EXPLAIN THIS FROM YOU ALL'S STANDPOINT BETTER, IS THE 800 MILLION OF PROCEEDS THAT YOU'LL RECEIVE AS THEY'RE BEING SPENT YOU HAVE AN OPPORTUNITY TO EARN PROBABLY AS HIGH OR HIGHER RATE THAN YOU WILL SEE THE OPPORTUNITY TO BE, YOU KNOW, AS TIME MOVES ON.

AND SO THOSE DOLLARS CAN BE UTILIZED TOWARD PROJECT COSTS AS WELL.

YEAH. MR. DODD, WOULD YOU MIND WHY DON'T YOU TALK ABOUT THAT INVESTING OPPORTUNITY AND WHAT WE SEE IN THE MARKET RIGHT NOW? WELL, RIGHT NOW, YOU KNOW, MOST EVEN THE POOLS ARE GOING SOMEWHERE ABOUT 5.3%.

AND WE HOPE THAT THAT CONTINUES NEXT WEEK.

YOU NEVER KNOW WHEN YOU WILL STEP INTO THE MARKET WHAT WILL HAPPEN.

I DO KNOW THAT COMING OUT IN JANUARY, WE WILL BE FACING A LOT OF THE COMPETITION OF ALL THE BONDS THAT WERE PASSED, BUT BEING ABLE TO EARN WHAT WE CAN ON THIS GIVES US A LITTLE BIT OF A PADDING IN THE FIGHT AGAINST INFLATION.

AND SO WE WANT TO MAKE SURE THAT, YOU KNOW, WHAT WE WHAT WAS PASSED IN THE BOND.

WE HAVE THOSE FUNDS AVAILABLE AND THE INTEREST THAT IS EARNED OFF THESE BOND PROCEEDS CAN ONLY BE USED IN THE BOND PROJECT.

IT CANNOT BE USED FOR ANYTHING ELSE.

AND SO THAT THIS, TO ME IS A WAY TO MAKE SURE THAT WE ARE ABLE TO FUND ALL BOND PROJECTS. NOT THAT ANYTHING IS ANY JEOPARDY, BUT YOU DON'T KNOW WHAT THE INFLATION IS GOING AND ALSO YOU DON'T.

HOW TIGHT DOES THAT MAKE IT WITH RESPECT TO US BEING ABLE TO, I DON'T KNOW, COVER THE AIR BALL, IF YOU WILL, BETWEEN OUR INCOME FROM OUR TAX RATE IN COMBINATION WITH OUR BOND FUND.

AND SO WE ANTICIPATED THAT.

AND SO THAT'S WHAT WE WERE USING TO SPEND DOWN THAT FUND BALANCE AS A PLAN OF THIS PROCESS.

AS FAR AS THE TAX RATE AND THE VALUES WE BUILT OUR TAX RATE BASED ON GOING OUT FOR AN EARLY SALE.

AND SO THE TAX RATE THAT WAS SET IN SEPTEMBER WILL ACCOMMODATE THE BOND PAYMENTS AND THE AMORTIZATION SCHEDULE THAT WAS BUILT.

AND I KNOW THAT WHEN GEORGE AND ERIC RUN THOSE MODELS, THEY SET THOSE INTEREST RATES FAIRLY HIGH AND THEY DID NOT INCREASE THE VALUES, BUT I THINK 1% OR 2% EACH YEAR, AND THAT'S ONLY FOR THREE YEARS. AND WE WERE ABLE TO STAY UNDER OR STAY WITHIN THE 3840 TAX RATE THAT WAS APPROVED.

AND SO WE TRIED TO TAKE IN EVERY ASPECT WHEN WE WERE GOING THROUGH THE MODELS AND MAKING SURE THAT ONE, WE DIDN'T LOOK, WE DIDN'T WANT TO INCREASE THE TAX RATE.

AND SO WE MADE SURE WE WERE WE WOULD STAY WITHIN THAT.

MR. DODDS, I SEE THAT IN OUR MANUAL SAYS THAT THE TRUE INTEREST COST OF THE BONDS IS NOT TO EXCEED 6%.
