[IV.F. Receive Presentation on Bond 2023 Program Summary Update]

2023 PROGRAM SUMMARY UPDATE AND WE ARE STARTING ON PAGE 23 IN OUR BOOKS.

MR. FERNANDEZ.

GOOD EVENING, PRESIDENT GRIFFIN, MEMBERS OF THE BOARD, DOCTOR LOPEZ, HERE TO PRESENT TO YOU THE DECEMBER BOND PROGRAM SUMMARY UPDATE.

AGAIN, THE BOND PROGRAM IS BUILT IN THREE PROPOSITIONS.

YOU CAN SEE THE PROPOSITIONS, LISTED NAMES AND THE AMOUNTS THERE 1.27.

THIS IS THE PROGRAM TIMELINE FOR THE COMMUNITY TO SEE.

THIS IS BROKEN UP INTO FIVE PHASES.

THE BOND PROGRAM LETS YOU KNOW WHAT PHASES WE'RE IN.

SO GIVE YOU AN UPDATE ON SOFTBALL, BASEBALL IMPROVEMENTS.

IT IS BROKEN UP INTO THAT PROJECT IS BROKEN UP INTO THREE PARTS.

PART ONE IS NAAMAN FOREST, ROWLETT HIGH SCHOOL, SACHSE HIGH SCHOOL.

WE'VE COMPLETED THE DEMOLITION OF THE DUGOUTS, THE EXCAVATION OF THE SOFTBALL FIELDS.

BASEBALL EXCAVATION IS ONGOING, AND WE WANTED TO SHOW YOU THE MOW PATTERNS AND THE LOGOS THAT HAVE BEEN APPROVED BY ATHLETICS FOR THOSE CAMPUSES.

THE PART TWO IS LAKEVIEW CENTENNIAL, NAMED, NORTH GARLAND, SOUTH GARLAND.

THOSE ARE IN THE DESIGN STAGES.

AND PART THREE IS GARLAND HIGH SCHOOL, WHERE THE DISCOVERY STAGES OF THAT PROJECT.

SO THESE ARE THE, UM, LAYOUTS, WHAT WE CALL A MOW PATTERN FOR THE CAMPUSES THAT ARE UNDER CONSTRUCTION AT THIS TIME.

THIS IS THE SOFTBALL FIELD.

NAAMAN FOREST YOU CAN SEE THE THE PATTERNS THAT ARE BEING USED AND THE LOGOS THAT ARE BEING USED FOR THE SOFTBALL FIELDS.

THIS IS THE BASEBALL FIELD AT NAAMAN FOREST.

AGAIN, GIVING YOU WHAT THE LOOK IS GOING TO LOOK LIKE WHEN, UH, WHEN THE FIELD IS COMPLETE.

THIS IS ROWLETT HIGH SCHOOL SOFTBALL FIELD.

ROWLETT HIGH SCHOOL BASEBALL FIELD, SACHSE SOFTBALL.

AND SACHSE BASEBALL.

AND JUST TO REMIND YOU, THESE, RENDERINGS, WHICH YOU CALL HAVE BEEN HAVE BEEN APPROVED BY ATHLETICS, A COMBINATION OF ATHLETICS AND THE SCHOOL CAMPUS, UH, COACHING STAFF HAS REVIEWED AND APPROVED THESE.

A FIELDHOUSE AND MAX.

WE HAVE A SIMILAR SELECTION HAS BEEN APPROVED AT LAST MONTH'S BOARD MEETING.

WE ANTICIPATE GETTING A SCOPE TO BUDGET AT THE END OF THIS MONTH.

WE'RE CURRENTLY IN DISCOVERY AND PLANNING.

[00:10:03]

DESIGN IS GOING TO BE FROM JANUARY TO MAY OF NEXT YEAR.

ELEMENTARY REPLACEMENTS FOR ONE AND TWO.

ONE IS FREEMAN ELEMENTARY AND NUMBER TWO IS HILLSIDE ACADEMY FOR EXCELLENCE.

WE'RE DEVELOPING TRANSITION SPACE REQUIREMENTS, FOR THE STUDENTS AT FREEMAN THAT WILL BE MOVED TO GO TO MEADOWS TEMPORARILY.

FOR THE STUDENTS THAT ARE AT HILLSIDE ACADEMY, THEY WILL TRANSITION OVER TO CENTERVILLE, TEMPORARILY.

AND THE STUDENTS AT CENTERVILLE WILL TRANSITION OVER TO HANLEY AND A PERMANENT LOCATION.

LAKEVIEW CENTENNIAL.

THAT PROJECT IS A COMBINATION OF LAKEVIEW CENTENNIAL NAAMAN FOREST ARCHITECTS HAS COMPLETED THEIR SITE ASSESSMENTS.

WE'VE DONE A FACILITY CONDITION DEBRIEF BETWEEN WRA, WHICH IS THE ARCHITECT OF RECORD FOR THIS PROJECT, AND PBK, WHO IS THE ARCHITECTURAL FIRM THAT WAS HIRED TO DO THE FACILITY CONDITION ASSESSMENT.

SO WE'VE DONE THAT, MAKING SURE THAT WE KNOW EXACTLY WHAT THE SCOPE OF WORK IS TO TAKE PLACE IN THIS PROJECT.

PLAYGROUND UPDATES. PHASE ONE HAS 15 CAMPUSES AND SITE ASSESSMENTS ARE COMPLETE ON THOSE.

WE'VE, UH, WE'RE FINALIZING OUR PRODUCT MANUFACTURERS FOR THE PLAYGROUNDS, THE FALL ZONES AND THE SHADE STRUCTURES.

SO WE'VE WHITTLE THAT DOWN TO A SELECTED NUMBER OF MANUFACTURERS THAT WE'RE LOOKING AT PROCURING FOR THOSE FOR THAT PROJECT.

THE SAFETY PERIMETER FENCING.

PHASE ONE CONSISTS OF 43 ELEMENTARY.

EXCUSE ME, 42 ELEMENTARY CAMPUSES.

WE ARE WORKING WITH THE ARCHITECT ON THIS.

AND AS FAR AS THE FENCING PARAMETERS, WE'VE MET WITH MAINTENANCE, GOT THEIR UNDERSTANDING OF SOME OF THE REQUIREMENTS AND THE MOST TRIPS AS FAR AS WHAT MAINTENANCE IS, IS REQUESTING. OUR SOON TO BE, PROJECT MATES, WHICH IS OUR, UM, CONSTRUCTION PROJECT MANAGEMENT SOFTWARE. UH, WE'RE LOOKING AT GOING TRAINING.

WE ARE PROCESSING TRAINING THIS WEEK.

HOPING TO GO LIVE AT THE END OF THIS MONTH, UH, WITH SOME OF THE DATA THAT WE'VE BEEN IMPORTING INTO IT.

SO WANTED TO SHARE WITH YOU SOME OF THE BOARD ACTIONS THAT, UH, THIS IS A LITTLE BIT FLUID , SOME OF THIS IS SUBJECT TO CHANGE.

AGAIN, I CALL YOUR ATTENTION TO THE TO THE NOTE AT THE BOTTOM THAT SAYS THE INFORMATION IS PRELIMINARY AND SUBJECT TO CHANGE.

AND SO SOME OF THESE ITEMS, UH, MAY MOVE, BUT.

MR. FERNANDEZ, CAN I STOP YOU? YES MA'AM. AND JUST LET'S ASK IF THERE ARE ANY QUESTIONS ON THE RENDERINGS OF THE SOFTBALL FIELDS.

ANYTHING ELSE YOU'VE MADE? BEFORE WE GET TO THESE NEXT ITEMS FOR THE BOARD? ABSOLUTELY. BOARD ARE THERE ANY QUESTIONS ON ANYTHING THAT YOU'VE SEEN THUS FAR? YOU MAY.

OKAY. THANK YOU. SO IN JANUARY, WE THE GOAL IS TO BRING YOU A CONSTRUCTION MANAGER AT RISK FOR THREE BIG PROJECTS, WHICH IS THE ELEMENTARY SCHOOLS AND THE PROJECT FOR THE HIGH SCHOOLS PLAN TO BRING YOU THAT IN JANUARY.

AND FOR THE FEBRUARY WE'RE LOOKING TO BRING TO YOU, THE ARCHITECTS FOR PHASE TWO WHEN WE PLAN ON BRINGING THAT WORK.

IN PHASE TWO THE PROJECTS THAT ARE IN PHASE TWO ARE ELEMENTARY REPLACEMENT NUMBER THREE, OUR AGRICULTURAL SCIENCE FACILITY NAAMAN, NORTH GARLAND, SOUTH GARLAND RENOVATIONS, AND THEN THE ENHANCEMENTS FOR SOME OF OUR ELEMENTARY SCHOOLS, THE HICKMAN, NORTHLAKE, ROWLETT, AND TOLER ELEMENTARY ENHANCEMENTS.

THOSE ARE PART OF PHASE TWO, AND THEN A ROOFING PACKAGE FOR COOPER, HERFURTH AND STEADHAM ELEMENTARY.

AND THEN IN MARCH, WE PLAN ON BRINGING YOU, THE CONSTRUCTION MANAGERS AT RISK FOR THE SUBSEQUENT PROJECTS THAT WE JUST LISTED.

AND HERE YOU SEE OUR FUNDING WE HAVE FOR FUND 683, WHICH IS OUR FUND THAT WE'RE USING FOR OUR BOND PROGRAM.

AND WITH THAT, WE'LL TAKE ANY QUESTIONS THAT THE BOARD MAY HAVE.

TRUSTEES I'D LIKE TO ASK A QUESTION ON PAGE 20.

WE HAVE BEEN ASKING ABOUT FUNDING AND FUNDS ASSIGNED TO PROJECTS.

ON THAT PAGE 20.

ARE THERE ANY QUESTIONS OR IS THAT WHAT WE WANTED OR CLOSE TO? MISS STANLEY. THANK YOU, MISS GRIFFIN.

SO THANK YOU AGAIN FOR THIS.

UM, NOW, THE ONLY THING AGAIN IS HOW ARE WE GOING TO.

I DON'T MEAN TO HARP ON IT, BUT WHEN WE DO LIKE THAT HVC, WHERE WE DID THAT APPROVAL, ARE WE GOING TO WHERE IS THAT IN THIS OR ARE WE JUST GOING TO LIKE FOR NOW, JUST PUT A PERCENTAGE TO DIFFERENT SITES.

THAT'S ACTUALLY IN HERE. THAT'S UNDER WE'VE ADDED THAT UNDER DDC CONTROLS, THAT'S ACTUALLY PROJECT NUMBER 683503.

OKAY SORRY. SO THEN THAT WOULD BE OKAY.

THANK YOU. YES MA'AM I APPRECIATE IT.

YES, MA'AM. MR. MILLER. EXCUSE ME.

THANK YOU. JAVIER.

[00:15:01]

UH, JUST REAL QUICK, TALK TO ME.

I KNOW WE'VE GOT A BIG JOB AHEAD OF US WITH REMOVAL OF PORTABLES AND DIFFERENT GOALS THAT WE HAVE FOR THAT.

UM, IN THE TITLE OF THIS IS REMOVAL, RELOCATION AND POSSIBLE ADDITIONS.

TAKE ME THROUGH WHAT COULD BE WHERE WOULD WE BE RELOCATING TO? AND THEN TALK TO ME ABOUT ADDITIONS.

PERFECT. THANK YOU.

APPRECIATE YOUR QUESTION.

IT'S JUST I'M SURE WE'VE TALKED ABOUT IT.

I DON'T REMEMBER ADDITIONS BEING PART OF THIS.

YES. SO ONE OF THE THINGS ABOUT ONE OF THE THINGS ABOUT THE ELEMENTARY PORTABLE REMOVAL THAT'S ACTUALLY BROKEN UP INTO THREE PHASES, THE TOTAL DOLLARS FOR THAT ARE BROKEN UP INTO THREE PHASES. THE BIGGEST PIECE FOR THE ELEMENTARY PORTABLE, REMOVAL IS ONE THE COMMUNITY HAS APPROVED THAT MAJOR PROJECT TO REMOVE ALL PORTABLES FOR ALL ELEMENTARY SCHOOLS BY THE END OF THE BOND.

IN THE INTERIM, THERE ARE GOING TO BE SITUATIONS WHERE WE'RE HAVING TO RELOCATE PORTABLES FROM THEIR EXISTING SPACE INTO A NEW SPACE IN ORDER TO ACCOMMODATE SOME OF THE SWING SPACE, SUCH AS WHAT WE ARE DOING WITH HILLSIDE AND WHAT WE'RE DOING WITH FREEMAN.

SO THAT'S PART OF THAT.

THE OTHER PART OF IT IS WHEN WE GET TO A COUPLE OF A COUPLE OF PROJECTS.

LET ME GET BACK TO THIS ONE.

UH, WHEN YOU GET TO ON PHASE TWO, YOU HAVE, UM.

OKAY? OKAY.

WHEN YOU GET TO PHASE TWO, THERE'S THREE SEPARATE PROJECTS, THREE MAJOR PROJECTS THAT HAVE TO DO WITH INTERIOR ENHANCEMENTS.

HICKMAN, NORTHLAKE, ROWLETT, AND TOLER ELEMENTARY.

ONE OF THE THINGS THAT WE THAT THE COMMUNITY WAS WANTED TO SEE AS PART OF THE BOND IS TO ENHANCE THE INTERIOR PERIMETER SECURITY OF OUR CAMPUSES. THESE CAMPUSES HERE, UM, WHILE THEY ARE SECURE, THEY'RE 100% SECURE, JUST LIKE ANY ONE OF OUR OTHER CAMPUSES.

THERE ARE SOME ENHANCEMENTS THAT WE'RE TRYING TO DO WITHIN THOSE BUILDINGS.

AND IN ORDER TO ACCOMPLISH THAT, THERE MAY BE SITUATIONS WHERE WE'RE ACTUALLY REDUCING THE INTERIOR CAPACITY OF THAT, BUILDING WHAT EXIST TODAY IN ORDER TO MAKE THAT WHAT WE WANT TO SEE, WHAT THE DISTRICT WANTS TO SEE IS A MORE ENHANCEMENTS IN THAT SECURITY PIECE.

WHAT I MEAN BY THAT IS WE HAVE A LOT OF CLASSROOMS WHERE YOU CAN ENTER ONE CLASSROOM AND YOU CAN MOVE TO ANOTHER CLASSROOM WITHOUT HAVING TO GO BACK INTO THE, CIRCULATION SPACE, UH, INTO THE CORRIDOR.

AND SO THE GOAL IS TO MAKE THOSE CAMPUSES, UH, THOSE SPACES TO WHERE YOUR TRADITIONALLY WALK INTO A CLASSROOM THROUGH ONE DOOR, THEN YOU EXIT OUT OF THAT SAME DOOR.

IN ORDER TO DO THAT, THERE ARE SOME SITUATIONS WHERE WE'RE ANTICIPATING REDUCING CAPACITY WITHIN THAT BUILDING IN ORDER TO SERVE THAT.

IF THAT BECOMES THE CASE, WE'RE LOOKING AT ADDING AN ADDITION TO SUPPORT THAT LOST CAPACITY BECAUSE THAT ENHANCEMENT THAT WE'RE DOING.

SO WE'VE GOT THAT THAT'S PART OF THE PORTABLE.

SO WHEN WE TALK ABOUT PORTABLE REMOVALS, THERE WAS A PORTABLE REMOVAL SLASH POSSIBLE ADDITIONS.

AND WE SAID POSSIBLE ADDITIONS IS BECAUSE AT THE TIME WHEN WE WERE DOING THE BOND, THERE WASN'T, WE HADN'T COMPLETED THAT ENTIRE ANALYSIS BECAUSE WE DIDN'T HAVE A CONTRACT, AN ARCHITECT ON BOARD. AND SO THAT'S PART OF WHAT PART TWO DOES PHASE TWO BRINGS.

THE ARCHITECT ON BOARD HAS THOSE DEEP DISCUSSIONS WITH THE DISTRICT AS FAR AS WHAT WE'RE TRYING TO DO WITH THAT.

THE OTHER THING ABOUT THAT IS THE ENHANCEMENTS HAVE TO DO WITH OUR LIBRARIES.

WE DO HAVE SOME LIBRARIES THAT ARE OPEN LIBRARIES, WITHIN OUR CAMPUSES.

SO WE'RE PART OF THAT IS TO TRY TO SECURE THAT.

AND SO IT ENSURE THAT WE DO SERVE THE NEEDS OF THE STUDENTS INTERIOR OF THE BUILDING.

IF WE REDUCE THE CAPACITY OF THAT BUILDING, WE ARE LOOKING AT ADDING ADDITIONS SO THAT AT THE END OF THE DAY, THE CAMPUS DOESN'T GET SO SMALL THAT IT DOESN'T SERVE OUR NEEDS.

SO AND THANK YOU.

WITHIN WHAT YOU SAID AGAIN, REMOVAL, RELOCATION AND POSSIBLE ADDITIONS BY THE END OF THE BOND ISSUE, DO YOU SEE THAT WILL STILL BE UTILIZING, ANY OF THE PORTABLES BASED ON WHAT THE ARCHITECTS OR ENGINEERS OR WHOEVER IS WORKING ON THIS PROJECT NOW? NO. SO THE INTENT OF THE BOND IS TO ELIMINATE ALL PORTABLES AT ALL ELEMENTARY SCHOOLS? YES, SIR. AT THE END OF THE BOND.

YES, SIR. THAT IS OUR GOAL.

THAT'S WHAT WE'RE WORKING TOWARDS.

WE DON'T ANTICIPATE HAVING ANY PORTABLES EXISTING AT THE END OF THE BOND FOR OUR ELEMENTARIES.

WE WILL STILL HAVE PORTABLES AT OUR MIDDLE SCHOOLS AND HIGH SCHOOLS BECAUSE THAT WASN'T, PART OF THIS BOND.

SO THAT'S PART OF THE BOND.

SO, SO OKAY, SO IN CASES WHERE WE'RE WHETHER FOR SECURITY REASONS OR TEMPORARY REASONS OF RELOCATION OF STUDENTS OR WHATEVER, AND WE MIGHT HAVE TO USE PORTABLES, THEN WE'RE GOING TO UTILIZE WHAT NEW CONSTRUCTION TO

[00:20:06]

EXPAND THOSE SCHOOLS TO.

I MEAN, WHAT ARE WE DOING TO GET RID OF THAT NEED FOR PORTABLES, ESPECIALLY IF WE'RE ADDING SOMETHING TO A CAMPUS? IF I'M UNDERSTANDING THIS RIGHT.

I JUST WANT TO I JUST WANT TO.

BECAUSE TO ME, THE GOAL WAS AND WHAT WE'VE BEEN TALKING ABOUT AROUND THIS HORSESHOE WAS GET RID OF ALL PORTABLES AT ALL ELEMENTARIES.

I JUST WANT TO MAKE SURE THAT'S STILL THE GOAL.

DOCTOR LOPEZ.

SO, YEAH, IT'S A GOOD QUESTION.

SO I GUESS TO PUT IT SUCCINCTLY, IF THOSE PORTABLES HAVE A LOT OF KIDS IN THEM, THEY'RE NOT EMPTY STORAGE SPACES BECAUSE SOMETIMES YOU'LL SEE A LOT OF PORTABLES, BUT THEY'RE NOT BEING UTILIZED.

RIGHT. MIGHT BE A STRINGS ROOM OR SOMETHING, BUT LET'S JUST SAY IT'S UTILIZED THAT SCHOOL GETS A WING.

OKAY. SO THAT'S WHAT THE BOND HAD.

SO IN THAT WE HAVE A WING.

IN OTHER SPOTS YOU MIGHT SEE US ADD PORTABLES BECAUSE WE'VE GOT TO GET THE KIDS OUT OF THE DUST WHILE WE SECURE THE INSIDE AND THEN BRING THEM IN, AND THEN WE GET RID OF ALL THE OTHER PORTABLES. SO THOSE ARE THE TWO MAIN INSTANCES.

WE'RE EITHER EXPANDING SO THE KIDS COULD EVENTUALLY HAVE THEIR OWN WING, OR WHAT WE'RE DOING IS PUTTING IT TEMPORARILY SO WE CAN RECONSTRUCT THE INSIDE, AND THEN THEY CAN MOVE IT IN. AND THAT'S WHAT I WANTED.

YEAH. IF WE HAVE TO ADD SOMETHING TO A CAMPUS, I DON'T WANT ANYBODY PANICKING THAT WE'RE NOT GOING TO THEN IMPROVE THAT SCHOOL TO THE POINT WHERE WE CAN GET RID OF THE PORTABLE AT A LATER DATE. AND SO BY THE END OF THE BOND ISSUE OR VERY SOON THEREAFTER, WE SHOULD BE TO OUR GOAL.

IS THAT WHAT YOU SEE, DOCTOR LOPEZ? THAT IS THE VISION.

OKAY. THANK YOU. TRUSTEES.

ANY OTHER QUESTIONS? I HAVE ONE THIS REPORT.

IS THIS REPORT OFF OF THE TECHNOLOGY SYSTEM OR IS THIS A REPORT WE DESIGN? SO THIS IS THIS IS ACTUALLY A POWERPOINT PRESENTATION, THAT WE ARE DOING AND.

I'M SORRY, PAGE 20.

WHEN WE LOOK AT THE, BOND FINANCIAL SUMMARY.

SORRY. SO THE BOND FINANCIALS IS ORACLE.

AND WE WILL CONTINUE TO REPORT ON THE ORACLE DATA.

WE WILL USE A CONSTRUCTION PROJECT MANAGEMENT SOFTWARE TO TRACK THE DOLLAR SPENT.

BUT WE WILL ALWAYS REPORT ON THE ORACLE DOLLARS BECAUSE THAT GIVES YOU A TRUE PICTURE OF WHAT THE DOLLARS FORECASTED SPENT WHATEVER'S ENCUMBERED.

AND SO THAT'S WHAT WE WILL CONTINUE TO PROVIDE IS THE ORACLE REPORT.

SO THIS COMES STRICTLY FROM ORACLE WHICH IS THE DISTRICT'S ERP SYSTEM.

RIGHT. THANK YOU.

THANK YOU. THERE ARE NO MORE HANDS.

SO THANK YOU SO MUCH.

YES, MA'AM. YOU'RE STILL UP

[IV.G. Receive Presentation on Baseball/Softball Turf Installation and Field Improvements]

FOR G RECEIVE PRESENTATION ON BASEBALL, SOFTBALL, TURF INSTALLATION AND FIELD IMPROVEMENTS.

YES. GOOD EVENING, PRESIDENT GRIFFIN.

MEMBERS OF THE BOARD, DOCTOR LOPEZ.

WE WANTED TO DO TONIGHT IS TO GIVE YOU.

THIS IS AN INFORMATIONAL ITEM.

THIS IS THE PART TWO OF THE BASEBALL SOFTBALL FIELD IMPROVEMENTS.

UH, WE SHARED WITH YOU WHAT THE PART ONE FIELDS WERE GOING ARE UNDER CONSTRUCTION RIGHT NOW.

AND WHAT THEY'RE GOING TO LOOK LIKE.

UH, THIS IS PART TWO THAT SHARES WITH YOU, THOSE CAMPUSES THAT WOULD BE SOUTH GARLAND, NORTH GARLAND AND LAKEVIEW CENTENNIAL OF THE WORK THAT'S GOING ON IN TAKING PLACE FOR PART TWO.

SO WANTED TO TAKE THIS OPPORTUNITY TO BRING BACK THE ARCHITECT OF RECORD HKS TO GO THROUGH A PRESENTATION FOR YOU, SIMILAR TO WHAT WE DID WITH PART ONE, GIVING YOU A PRESENTATION FOR THE PART TWO PIECE OF WHERE WE'RE AT THERE.

SO WITH THAT, I'D LIKE TO CALL UP DOUG WITH HKS, WHO WILL THEN PROVIDE YOU A QUICK SUMMARY OF OUR PART TWO PIECE.

THANK YOU. THANK YOU.

WELCOME. PRESIDENT GRIFFIN, MEMBERS OF THE BOARD, DOCTOR LOPEZ, APPRECIATE THE OPPORTUNITY TO COME AND PRESENT THIS INFORMATION TO YOU.

SO WE'RE LOOKING AT THREE ADDITIONAL CAMPUSES NORTH GARLAND HIGH SCHOOL, SOUTH GARLAND HIGH SCHOOL, AND LAKEVIEW CENTENNIAL HIGH SCHOOL.

WE'LL GO OVER THE PROJECT SCOPE, AND THEN WE'LL LOOK AT THE PLANS AND THE FIELD LAYOUTS AND THE NEXT STEPS.

SO JUST A REMINDER OF THE SCOPE.

THIS IS SIMILAR TO THE CAMPUSES IN PART ONE.

AND WILL BE IN PART TWO.

WE'RE LOOKING AT NEW ARTIFICIAL TURF CMU DUGOUTS AND BACKSTOPS, PROTECTIVE NETTING BETWEEN THE FIELD AND THE BLEACHERS, NEW BLEACHER CANOPIES OVER THE BLEACHERS, TWO LANES OF BULLPENS BOTH ON THE HOME AND VISITOR SIDE FOR BASEBALL AND SOFTBALL, A NEW SOUND SYSTEM AND SPEAKERS, AND THEN BRINGING WATER AND ELECTRICAL TO VARIOUS PARTS OF THE FIELDS AS WELL.

[00:25:06]

AND THEN WE'RE ALSO THERE'S SOME DIRT MODIFICATION TO MAKE SURE THAT THE TURF GOES IN CORRECTLY.

SO THE SCOPE IN THESE PART TWO CAMPUSES ARE VERY SIMILAR TO THE SCOPE AND THE PART ONE CAMPUSES.

EACH OF THE NEW CAMPUSES THAT WE'RE LOOKING AT, EACH OF THE FIELDS HAS A FEW KIND OF UNIQUE THINGS OR A LITTLE BIT DIFFERENT FROM PART ONE.

SO I WANTED TO KIND OF GO OVER THOSE REALLY QUICKLY.

FOR LAKEVIEW CENTENNIAL HIGH SCHOOL, PROBABLY THE BIGGEST CHANGE IS THE RELOCATION OF THE SOFTBALL FIELD, AND I'LL SHOW YOU A PLAN IN A LITTLE BIT OF THAT, FROM WHERE IT IS TO MORE ADJACENT TO THE EXISTING BASEBALL FIELD.

THAT BASEBALL FIELD ALSO IS THE LARGEST FIELD IN THE DISTRICT.

SO WE'RE LOOKING AT MAYBE KIND OF SHRINKING THE SIZE A LITTLE BIT TO MAKE IT A LITTLE BIT MORE HITTER FRIENDLY.

AND THEN AND THEN FIVE OF THE SIX FIELDS HAVE KIND OF AN OLD STYLE SCOREBOARD THAT DOESN'T HAVE INNINGS KIND OF UP ON THE SCOREBOARD.

SO WE'RE LOOKING AT REPLACING THOSE AS WELL.

AND THEN SPECIFICALLY AT LAKEVIEW CENTENNIAL THERE ARE SOME DRAINAGE AND WALK ACCESS ISSUES THAT WE'LL BE LOOKING AT AS WELL.

AT NORTH GARLAND, WE'LL BE LOOKING AT KIND OF THE BLEACHERS AND THE BLEACHER CANOPY.

RIGHT NOW, THE MAJORITY OF THE BLEACHER IS RIGHT BEHIND HOME PLATE, AND THERE'S NOT VERY MUCH BLEACHER AREA KIND OF ON THE FIRST AND SECOND BASE OR FIRST AND THIRD BASE SIDE.

SO IT'LL BE KIND OF LOOKING AT MAKING SURE THAT WE'VE GOT THE RIGHT BLEACHER CANOPY SYSTEM OVER A GOOD AMOUNT OF BLEACHER SPACE.

AND THEN IF YOU KIND OF LOOK AT AND AGAIN, WE'LL LOOK AT THE PLAN ABOUT HOW PEOPLE SOFTBALL FIELD, IT'S A LITTLE BIT OUT OF THE WAY.

SO WE'LL BE COORDINATING TO MAYBE PROVIDE A MORE DIRECT ACCESS THERE AND THEN SCOREBOARDS AT THOSE TWO.

AND THEN SOUTH GARLAND WILL BE LOOKING AT PROVIDING SOME PARKING AND SOME ACCESSIBILITY ACCESS TO THE SOFTBALL FIELD.

RIGHT NOW IT'S KIND OF OFF IN A CORNER BY ITSELF, WITH NO PARKING AND NO ACCESSIBLE KIND OF TRUE ACCESSIBLE PATH THERE AND THEN THE SAME THING WITH THE BLEACHER, CANOPY SITUATION AT THE BASEBALL FIELD, KIND OF LOOKING AT HOW THAT WORKS.

AND THEN THIS IS JUST KIND OF AN IDEA TO GIVE YOU A VISUAL IDEA OF THE OF THE SIX DIFFERENT SCOREBOARDS THAT ARE AT THE SIX DIFFERENT FIELDS, YOU CAN SEE SOUTH GARLAND HIGH SCHOOL HAS A NEWER SCOREBOARD THAT HAS THE PER INNING, UM, KIND OF BEING ABLE TO TRACK THAT, BUT THE OTHER FIVE DO NOT.

AND SO THESE WERE IMPROVEMENTS THAT THE FIRST THREE OF THESE IMPROVEMENTS WE ACTUALLY BID OUT IN PHASE ONE BUT DID NOT TAKE THESE ALTERNATES.

AND THEN THESE OTHER ONES WERE THESE OTHER ITEMS WERE THINGS THAT WERE DISCUSSED BUT WERE SELECTED NOT TO BE IN THE SCOPE OF THIS PROJECT.

SO LOOKING AT THE CAMPUS PLANS AND THE FIELD LAYOUTS, HERE'S LAKEVIEW CENTENNIAL HIGH SCHOOL, AND YOU CAN SEE THE SOFTBALL FIELD TO THE SOUTHEAST AND THE BASEBALL FIELD TO THE NORTHWEST, AND KIND OF SEE HOW THEY'RE DISTANT FROM EACH OTHER.

AND THEN IF YOU KIND OF LOOK AT THE PLAN, WHICH WOULD INCLUDE THE KIND OF THE POTENTIAL LOCATION OF THE MULTIPURPOSE FACILITY, WE'RE LOOKING AT RELOCATING THE SOFTBALL FIELD KIND OF OVER BY THE BASEBALL FIELD, KIND OF TUCKED IN RIGHT THERE BEHIND IT TO GIVE IT A LITTLE BIT MORE CONNECTION POINT THERE.

WE LOOKED AT A COUPLE OF DIFFERENT PLACES TO RELOCATE IT, AND WE FELT LIKE THAT THIS ONE WAS THE BEST.

AND THEN LOOKING A LITTLE BIT MORE IN DETAIL, THIS IS THE BASEBALL FIELD.

YOU CAN KIND OF SEE THE OUTFIELD IS A LITTLE BIT OF AN ODD CONFIGURATION, AND TRYING TO HIT SOMETHING PAST THAT OUTFIELD WALL IN THE CENTER FIELD IS A LITTLE BIT DIFFICULT.

WE LOOKED AT TWO OPTIONS TO REDUCE THAT HOME PLATE TO OUTFIELD DISTANCE.

AND AFTER DISCUSSION WITH THE ENGINEERS, WE THINK THAT KIND OF MODIFYING THAT OUTFIELD FENCE IS PROBABLY THE BEST WAY TO GO THERE.

AND THEN THIS KIND OF SHOWS HOW THE SOFTBALL FIELD WOULD KIND OF FIT IN RIGHT THERE BEHIND THERE, AND THAT WOULD HAVE FULL KIND OF OTHER THINGS LIKE LIGHTS, SCOREBOARD, BULLPENS, BATTING CAGE, KIND OF IT WOULD BE A FULL NEW SOFTBALL WITH KIND OF ALL THE SUPPORT FACILITIES NEEDED.

EXCUSE ME, CAN I ASK YOU A QUESTION ABOUT ON LAKEVIEW? YES, SIR. I KNOW WHEN THAT FIELD WAS FIRST BUILT, THE LIGHT POLES WERE INSIDE THE FIELD.

ARE THEY STILL THAT WAY OVER THERE TODAY? THEY ARE NOT INSIDE THE FIELD.

THEY'RE RIGHT BEHIND THE FIELD.

AND WE'VE BEEN KIND OF LOOKING AT HOW MODIFYING THAT FENCE LINE WOULD AFFECT THE LIGHTING OR WOULD NOT AFFECT THE LIGHTING, AND WE'RE COMFORTABLE THAT KIND OF WHERE THEY ARE RIGHT NOW WOULD BE OKAY, BUT NOT THEY'RE NOT INSIDE THE FIELD AS FAR AS I KNOW.

OKAY, GOOD. MOVING ON TO THE NORTH GARLAND HIGH SCHOOL CAMPUS.

AGAIN, THIS IS THE EXISTING.

YOU CAN KIND OF SEE THAT THEY'RE BACK TO BACK SOUTH AND NORTH.

AND THEN AGAIN, THIS IS WHAT POTENTIALLY IT WOULD LOOK LIKE WITH THE THE INDOOR MULTI-PURPOSE FACILITY.

[00:30:07]

SO THE BASEBALL FIELD WOULD PRETTY MUCH STAY THE SAME.

WE'D BE ADDING THE BULLPEN AREAS, AND THEN YOU CAN KIND OF SEE DOWN TO THE BOTTOM RIGHT.

THE MAJORITY OF THE BLEACHERS ARE KIND OF RIGHT THERE BEHIND THE HOME PLATE.

WE COULD CERTAINLY LEAVE THOSE THERE RIGHT NOW, BUT AT SOME POINT YOU'D PROBABLY WANT A PRESS BOX THERE.

SO THE CONVERSATION ABOUT DO WE ADD BLEACHERS TO KIND OF THE FIRST AND THIRD BASE SIDE WHEN THE BLEACHER CANOPIES GO IN? WE'RE STILL HAVING THAT CONVERSATION.

AND THEN THE SOFTBALL FIELD AGAIN WOULD STAY IN PLACE AND YOU'D ADD THOSE SAME BULLPENS AND BLEACHER CANOPIES.

LOOKING BACK JUST REAL QUICK, YOU CAN KIND OF SEE THE ACCESS FROM THE PARKING AREA JUST NORTH OF THE HIGH SCHOOL.

TO GET TO THAT SOFTBALL, YOU KIND OF HAVE TO GO UP SAM HOUSTON, DRIVE THERE, AND THEN GO ALL THE WAY TO THE LEFT.

SO WE'RE LOOKING AT DOING COORDINATING WITH THE ARCHITECT OF THE MULTI-PURPOSE CENTER TO PROVIDE A LITTLE BIT MORE DIRECT ACCESS TO THAT SOFTBALL FIELD.

AND THEN SOUTH GARLAND HIGH SCHOOL.

YOU CAN SEE THE SOFTBALL FIELD DOWN THERE AT THE VERY BOTTOM, AND THEN THE BASEBALL FIELD KIND OF RIGHT THERE IN THE MIDDLE.

AND THEN LOOKING AT THE OVERALL SITE WITH THE INDOOR PRACTICE FACILITY, YOU CAN KIND OF SEE THAT PARKING AREA.

WE KIND OF EXTEND THE EXISTING PARKING RIGHT ADJACENT TO THE HIGH SCHOOL, AND WE'D EXTEND THAT TO THE LEFT TO PROVIDE SOME ACCESSIBLE PARKING, A LITTLE BIT MORE CLOSE PATH FOR PEOPLE TO PARK AND GET TO THAT SOFTBALL FIELD.

THE BASEBALL FIELD HAS THE SAME ISSUE, WITH THE MAJORITY OF THE BLEACHERS BEING DIRECTLY BEHIND HOME PLATE.

SO WE'RE LOOKING AT KIND OF HOW TO MAKE SURE THAT WE GET THE BLEACHER CANOPIES CORRECT THERE.

YOU GOT THE BULLPEN SHOWING.

AND THEN THE SOFTBALL.

SAME THING. WE KIND OF HAD TO BRING IN THE BULLPENS A LITTLE BIT BECAUSE OF THE EXISTING BATTING CAGE, BUT UM, THAT'S HOW THAT WOULD WORK.

AND THEN OBVIOUSLY THAT WOULD CONNECT TO THE NEW PARKING THAT WE'D BE ADDING.

ANY QUESTIONS ON ANY OF THE SITES? YES, SIR. MR. MILLER. YEAH I HAVE COUPLE QUESTIONS.

OKAY, SO GOING BACK TO LAKEVIEW, SO WHEN WE INITIALLY DID OUR ASSESSMENT AND WE VISITED ALL 14 OF THE FIELDS, WE ALSO HAD CONVERSATIONS WITH THE. TURN YOUR MIC ON.

YOU KNOW THEY CAME OUT . TEST. AND WE HAD DISCUSSION WITH THE COACHES AND THE, CAMPUS PERSONNEL, AND THEY HAD CONCERNS THAT THIS PARTICULAR FIELD, I BELIEVE THAT THE OUTFIELD FENCING WAS OVER 400FT.

AND JUST THE IDEA IF THERE WAS ANY WAY TO MAKE IT A LITTLE BIT MORE OF A TYPICAL SIZED BASEBALL FIELD, THAT, THAT WOULD REALLY BE A BIG POSITIVE TO THE, TEAM AND TO THE FIELD.

AND SO WE KIND OF LOOKED AT IT BOTH WAYS, EITHER MOVING THE OUTFIELD IN OR PUSHING THE INFIELD OUT.

AND AFTER SOME DISCUSSIONS, THE IDEA OF KIND OF MOVING THAT, THAT OUTFIELD AND MAKING THAT CURVE A LITTLE BIT MORE GRADUAL THAN IT IS RIGHT NOW, AND THAT THAT OUTFIELD FENCE, IT'S A METAL FENCE THERE IN THE CENTER FIELD.

IT'S IN NOT GREAT SHAPE.

THERE ARE SOME PUNCTURES IN THERE AND SOME OTHER THINGS THAT'S WEATHERED PRETTY HARD.

SO, IT'S PROBABLY PAST ITS LIFETIME AND.

YEAH. SO. SO WHAT WILL THE DISTANCE BE THEN? UM, I BELIEVE IT'S MOVING IN 15FT, SO I DON'T HAVE THE EXACT I DON'T HAVE THE EXACT RATE, BUT I BELIEVE IT'S GOING FROM APPROXIMATELY 400FT TO LIKE 385 OR 3 9385.

SO, THIS IS A GENERAL QUESTION FOR ALL OF OUR BASEBALL FIELDS.

I GUESS SOFTBALL FIELDS, ARE THEY ALL PRETTY SYMMETRICAL? SAME DIMENSIONS, RIGHT FIELD, LEFT FIELD, CENTER FIELD, UM, OR DO THE FIELDS HAVE ANY VARIATION IN, IN LIKE RIGHT FIELD VERSUS LEFT OR LEFT? I MEAN, I'M JUST TRYING TO GET A FEEL FOR WHAT WE'LL BE FINISHED WITH.

UH, AND IS THERE A GOAL TO HAVE THEM ALL THE SAME, OR WILL THEY HAVE THEIR OWN CHARACTER? THE SOFTBALL FIELDS IN PARTICULAR ARE VERY SIMILAR FROM SITE TO SITE, BOTH FROM A DIMENSIONAL STANDPOINT AND A KIND OF A SYMMETRICAL STANDPOINT.

THE BASEBALL FIELDS ARE A LITTLE BIT DIFFERENT, BUT OVERALL THEY'RE FAIRLY SYMMETRICAL AND FAIRLY THE SAME KIND OF IN LENGTH AND DISTANCE AND THINGS LIKE THAT.

SO THEY ARE ALL FAIRLY SIMILAR KIND OF IN LAYOUT RIGHT NOW.

[00:35:02]

SOME OF THEM HAVE A LITTLE BIT DIFFERENT THINGS GOING ON, KIND OF IN THE FOUL LINE AREA DEPENDING ON THE SITE.

BUT OTHER THAN THAT, THE FIELD ITSELF IS PRETTY MUCH THE SAME FOR MOST OF THE SITES.

YEAH. AND I WAS GOING TO ASK YOU ABOUT THE FOUL GROUND TERRITORY TOO.

SO PRETTY MUCH EVERY FIELD YOU GO TO IN GISD, WHEREVER THE KIDS ARE PLAYING, THE FIELD IS GOING TO BE FAIRLY THE DISTANCES IN FOUL GROUND, THE DISTANCE TO THE FENCE, THE DIFFERENCE TO HOME PLATE AND BEHIND HOME PLATE.

IS THAT ALL, UH, A PADDED AREA OR IS THAT A BRICKED AREA OR IT WOULD BE FENCED AREA.

IT WOULD BE A MASONRY OR PUTTING IN A NEW MASONRY BACKSTOP FROM DUGOUT TO DUGOUT, AND THEN YOU'LL HAVE PADS FROM DUGOUT TO DUG OUT ON THAT, ON THAT MASONRY BACKSTOP.

RIGHT. AND THEN WITH RESPECT TO LAKEVIEW, LOOKING AT WHERE THE LEFT FIELD WALL IS OF THE BASEBALL FIELD AND THE RIGHT FIELD WALL OF THE SOFTBALL FIELD.

I GUESS THE FIRST QUESTION, MAYBE FOR DOCTOR LOPEZ, IS THE SOFTBALL AND BASEBALL PLAY AT THE SAME TIME.

YES. SO THERE'S A PROBABILITY THAT WE'LL HAVE GAMES GOING ON IN BOTH FIELDS.

I'M JUST WONDERING ABOUT HOW FAR THAT LEFT FIELD WALL IS AND HOW CLOSE IT IS GOING TO BE TO BALLS FLYING INTO THE SOFTBALL FIELD FROM THE BASEBALL FIELD.

I KNOW THAT THAT'S SOMETHING THAT WE'VE TALKED ABOUT INTERNALLY ABOUT DOES THERE NEED TO BE A NET BETWEEN THOSE TWO? YOU'VE GOT ONE OTHER FIELD SIMILAR TO THAT.

YEAH, THERE'S A COUPLE.

IF YOU LOOK AT NORTH GARLAND, KIND OF YOU'VE GOT A LITTLE BIT OF THE SAME THING WHERE YOU'VE GOT TWO OUT FIELDS KIND OF BACK TO BACK.

SO WE'LL BE TALKING TO THE COACHES A LITTLE BIT MORE ON THAT TO KIND OF VERIFY IF THAT, IF THAT'S AN ISSUE, IF IT'S AN ISSUE, YOU COULD CERTAINLY PUT SOME MORE PROTECTIVE NETTING BETWEEN THOSE TWO FIELDS.

IF IT'S NOT AN ISSUE THEN YEAH.

I MEAN, IT'S, UH, SAFETY AND JUST BEING INTERRUPTED IN THE MIDDLE OF A GAME TO HAVE A BALL COME ROLLING THROUGH YOUR FIELD IS NOT FUN.

OKAY, SO, PRESSBOX.

YES. WHERE DO THE SCORES AND OFFICIAL SCOREBOARD PEOPLE, WHERE DO THE OPERATORS SIT.

IF THERE'S NOT A PRESS BOX? PROBABLY IF YOU ASKED FOR, LIKE, SIMILARITY AMONG ALL THE FIELDS, THAT'S PROBABLY ONE OF THE BIGGEST VARIETY THINGS WHEN WE DID OUR ASSESSMENT.

TO START OFF WITH, YOU'VE GOT A FEW FIELDS THAT HAVE PRESS BOXES, YOU'VE GOT A FEW FIELDS THAT HAVE KIND OF A LITTLE IMPROMPTU CANOPY SYSTEM, AND THEN YOU'VE GOT OTHER PRESS, YOU'VE GOT OTHER AREAS THAT LITERALLY YOU HAVE A BENCH AND A PORTABLE TABLE.

SO THAT'S SOMETHING THAT WE BID OUT.

WE DID AN ALTERNATE IN THE FIRST GROUP OF THREE CAMPUSES.

UNFORTUNATELY, THE PRICING CAME A LITTLE BIT HIGHER THAN I THINK WHAT WE WERE EXPECTING.

SO THAT GOT PULLED FROM THAT SCOPE.

WE DID NOT ACCEPT THAT THAT ALTERNATE.

BUT WHAT WE ARE TRYING TO DO IS WE'RE TRYING TO MAKE SURE THAT WHATEVER WE DO WITH THESE IMPROVEMENTS, THAT WE LEAVE A SPACE KIND OF AVAILABLE AND HAVE KIND OF THE ELECTRICAL INFRASTRUCTURE AND DATA INFRASTRUCTURE TO BE ABLE TO KIND OF CONNECT INTO A PRESS BOX AT SOME TIME IN THE FUTURE IF THE DISTRICT DECIDES TO GO IN.

SURE. HOW MANY OF OUR FIELDS BASEBALL SOFTBALL CURRENTLY HAVE PRESS BOX? I'M GOING TO SAY THREE.

I BELIEVE THAT THERE'S TWO.

ONE, TWO.

I BELIEVE THERE'S TWO BASEBALL AND ONE SOFTBALL THAT HAVE PRESS BOX.

I THINK THE ROWLETT HAS IT AT BOTH.

AND THEN I BELIEVE TRYING TO THINK.

AND THEN, THE GARLAND HIGH SCHOOL BASEBALL HAS A PRESSBOX.

SURE. WELL, AND JAVIER, MAYBE THIS LAST QUESTION.

THANK YOU. MISS GRIFFIN.

LAST QUESTION ON THIS, JAVIER, IS JUST WHEN WE GET TO THE END OF THESE PROJECTS, IF THERE'S ANY WAY TO MAKE SURE OUR SCOREKEEPERS ARE OUT OF THE ELEMENTS, OUT OF THE WIND, RAIN, AND WHATEVER ELSE MAY BE GOING ON SO THAT THEY CAN CONDUCT THEIR JOB PROPERLY.

I'M SURE THE SCOREBOARD, CONTROLLERS AND ALL THAT STUFF THAT DOESN'T NEED TO BE GETTING WET, DURING GAME PLAY, I JUST, IF THERE'S WAYS TO BE CREATIVE AND MAKE THAT HAPPEN, THAT WOULD BE GREAT.

THANK YOU, MISS GRIFFIN.

ANY OTHER QUESTIONS, MISS STANLEY? SO I THOUGHT IN PREVIOUS CONVERSATIONS WHEN WE ASKED THE QUESTION ABOUT THE SOFTBALL AND THE BASEBALL BEING NEAR, I THOUGHT WE HAD ALREADY DECIDED THAT WE WERE GOING TO HAVE NETTING UP THAT WAS GOING TO MAKE THAT NOT REALLY AN ISSUE.

DID THAT COME OFF THE TABLE AT SOME POINT? SO IF YOU DON'T MIND, THE NETTING THAT WE HAVE TALKED ABOUT IS THE NETTING THAT'S BEHIND THE THE HOME PLATE AND THE SPECTATORS, THE NETTING THAT WE'RE TALKING ABOUT HERE.

POTENTIAL NETTING WOULD BE IN THE OUTFIELD NETTING, BUT THE NETTING THAT WE HAVE TALKED ABOUT BEFORE IS STILL IN THE PROJECT.

THAT'S ON THE HOME PLATE SIDE TO PREVENT THE BALLS FROM GOING OVER INTO THE SPECTATOR SIDE.

OKAY. SO THEN THAT WAS A MISS ON MY PART BECAUSE I THOUGHT WE WERE ALSO TALKING ABOUT

[00:40:03]

SORRY. THANK YOU.

NOW, SOME OF THE FIELDS WE'VE EXTENDED THE NETTING, LIKE PAST THE DUG OUT A LITTLE BIT TO BECAUSE THERE'S PARKING OR SOMETHING LIKE THAT RIGHT NEXT DOOR.

WE HAVE DONE THAT AT A FEW FIELDS BECAUSE I JUST, I FEEL LIKE WE HAD DISCUSSED IT THAT, THAT WE WANTED TO MAKE SURE THAT BECAUSE MR. MILLER HAS BROUGHT THIS UP MULTIPLE TIMES ABOUT THE PROXIMITY.

AND I THOUGHT THAT WE HAD DISCUSSED THAT WE WOULD HAVE OUTFIELD NETTING.

SO IT'S JUST I GUESS THAT'S A MISS ON MY PART.

SO I KNOW AT SACHSE I'LL USE SACHSE HIGH SCHOOL AS AN EXAMPLE.

ON THE FIELDS AT SACHSE YOU'VE GOT PARKING LITERALLY KIND OF RIGHT ADJACENT TO THERE.

SO WE'VE, KIND OF MADE THE NETTING TEN FEET HIGHER.

WE NEED TO EXTEND IT A LITTLE BIT FURTHER JUST TO KIND OF ADD SOME ADDITIONAL PROTECTION TO KIND OF EITHER SIDE.

BUT NO, AT THIS POINT WE HAVEN'T HAD ANY NETTING IN THE OUTFIELD.

OKAY. THANK YOU.

SO JUST TO CLARIFY, WHEN AT NORTH GARLAND HIGH SCHOOL, THE ONE THAT'S ACTUALLY UP RIGHT NOW ON THE SCREEN, WE HAD TALKED ABOUT REPOSITIONING THAT FIELD, TURNING IT 90 DEGREES TO PREVENT THE BASEBALLS FROM ACTUALLY GOING INTO THE PARK. INTO THE STREET.

BUT WHAT WE'VE OPTED TO IS TO INCREASE THE NETTING HEIGHT AT NORTH GARLAND FOR THERE TO SUPPORT, THE BALL SO THAT THEY WOULD NOT END UP IN THE STREET.

THAT'S THE ADDITIONAL NETTING THAT WE HAD TALKED ABOUT, UH, SPECIFICALLY TO NORTH GARLAND.

OKAY. I MEAN, I COME FROM A SMALL TOWN WHERE THEY PLAYED IN A BEAUTIFUL BASEBALL FIELD THAT SAT ON A LAKE, AND SO WE HAD THE NETTING IN THE OUTFIELD. OTHERWISE YOU WOULD BE FIELDING YOUR BALLS INTO THE LAKE.

SO IT WORKS.

THE NETTING WORKS.

THANKS. YES MA'AM.

ANY OTHER QUESTIONS.

AND I THINK YOU WERE ON NUMBER THREE.

NEXT STEPS AND THEN NEXT STEPS.

OH. ALL RIGHT.

SO NEXT STEPS FOR THIS PART TWO WOULD BE WE ARE LOOKING AT FINISHING UP THE DOCUMENTS IN JANUARY AND THEN WE'RE STILL TALKING ABOUT THE PROCUREMENT METHOD, A LITTLE BIT UNIQUE FOR THIS PROJECT.

AND THEN WE'RE LOOKING AT BY BIDDING AND TAKING BIDS AND APPROVING THAT KIND OF EARLIER, WE'RE ABLE TO KIND OF GET ALL THAT STUFF KIND OF PROCURED AND OUT TO THE JOB SITE.

SO THAT. RIGHT, THE FIRST DAY OF SUMMER, THEY CAN START THE CONSTRUCTION PROCESS RIGHT OUT THERE ON ALL THESE THREE CAMPUSES.

TRUSTEES DO WE HAVE ANY MORE QUESTIONS? ONE FINAL. ONE FINAL.

YES. MR. MILLER. SO, UH, JAVIER, WHAT ABOUT EQUIPMENT STORAGE FOR BOTH SOFTBALL AND BASEBALL? SO THE DUGOUTS ACTUALLY HAVE A STORAGE AREA.

EVERY DUGOUT WILL HAVE STORAGE ASSOCIATED WITH IT.

OKAY. THANK YOU.

ALL RIGHT. SEEING NO MORE QUESTIONS.

THANK YOU SO MUCH FOR BEING HERE.

AND THANKS FOR THE REPORT. THANK YOU VERY MUCH.

4H RECEIVED THE INTRUDER DETECTION AUDIT REPORT.

[IV.H. Receive Intruder Detection Audit Report]

MARK QUINN. GOOD EVENING, DOCTOR LOPEZ.

BOARD OF TRUSTEES.

THE TOP PRIORITY OF GARLAND ISD AND THE STATE OF TEXAS IS KEEPING STUDENTS AND STAFF SAFE EVERY DAY.

THE TEXAS EDUCATION AGENCY RECENTLY CONDUCTED AN INTRUDER DETECTION AUDIT AT ONE OR MORE OF OUR CAMPUSES.

THE AUDITS TEST WHETHER A CAMPUS IS ACCESSIBLE TO AN UNAUTHORIZED INDIVIDUAL.

THIS AUDIT SEEKS TO HELP DISTRICTS IDENTIFY HOW CAMPUSES CAN IMPROVE SAFETY FOR STUDENTS, SUCH AS ENSURING EXTERIOR DOORS ARE LOCKED.

THE AUDIT PROVIDES US WITH AN OPPORTUNITY TO CREATE A SAFER LEARNING ENVIRONMENT FOR OUR STUDENTS AND STAFF.

WE ARE WORKING CLOSELY WITH OUR DISTRICT'S SCHOOL SAFETY AND SECURITY COMMITTEE TO ENSURE THAT WE ARE TRAINING ALL OUR STAFF AND SECURE AND SECURING DOORS FOR THE PROTECTION OF EVERYONE AT OUR CAMPUSES.

THE SUPPORT FROM THE STATE IN CONDUCTING THE INTRUDER DETECTION AUDITS IS JUST ONE OF MANY ACTIONS WE ARE TAKING TO ENSURE OUR SCHOOLS ARE SAFE.

WE KNOW THAT THIS WORK DOES NOT END AND WE APPRECIATE THE BOARD'S SUPPORT.

WE ACKNOWLEDGE THAT PARENTS AND COMMUNITY MEMBERS ARE LIKELY VERY INTERESTED IN THE DETAILS OF THE AUDIT RESULTS.

HOWEVER, IT IS IN THE BEST INTEREST OF THE STUDENTS THAT WE DO NOT SHARE THIS INFORMATION TO THE BROADER PUBLIC AS IT COULD LEAD TO COMPROMISING IMPORTANT CAMPUS SECURITY INFORMATION. SPECIFIC DETAILS OF THE INTRUDER DETECTION AUDIT WILL BE DISCUSSED IN THE EXECUTIVE SESSION AND WITH THE SAFETY AND SECURITY COMMITTEE.

GARLAND ISD IS COMMITTED TO PROVIDING A SAFE AND SECURE LEARNING ENVIRONMENT FOR OUR STUDENTS AND STAFF.

THANK YOU. THANK YOU.

TRUSTEES. TRUSTEES, WE'RE MOVING TO ITEM FIVE DISCUSSION ITEMS.

[V.A. Discuss Update 122 Legal Policies]

AND WE'RE GOING TO START WITH WE'RE JUST GOING TO GO THROUGH A, B, C, D, E AS WE DISCUSS ONE UPDATE, 122 AND SOME LOCAL POLICIES.

[00:45:02]

UM, 122 LEGAL POLICIES, THEN LOCAL POLICIES, THEN POLICY EHBAF LOCAL, EIC LOCAL AND GKG LOCAL.

MISS RAY IS HERE AND MR. GLICK IS THE CHAIR OF THE POLICY COMMITTEE.

GOOD EVENING, MISS GRIFFIN.

PRESIDENT GRIFFIN, BOARD OF TRUSTEES, SUPERINTENDENT LOPEZ.

THE POLICY ADVISORY GROUP MET LAST WEEK ON DECEMBER 7TH WITH OUR CHAIR, MISS GRIFFIN AS A MEMBER.

AND ALSO MISS STANLEY, TO DISCUSS UPDATE 122, WHICH WAS RECENTLY ISSUED BY TASB.

AND WITH THAT, THEY HAVE 106 LEGAL POLICIES.

AND THIS WAS BASICALLY ALL OF THE REMAINING POLICIES FROM THE 88TH REGULAR SESSION AND TEN LOCAL POLICIES. UM, AND IF I MAY MISS GRIFFIN, I JUST WANTED TO PASS OUT FOR THE TRUSTEES A COPY OF THE LOCAL POLICIES THAT ARE REDLINED, BECAUSE I REALIZED IN YOUR BOOK YOU DON'T SEE THE DIFFERENT COLORS.

THAT'S FINE. IF SOMEONE COULD.

UM, AND JUST AS A REMINDER, TRUSTEES, THE LEGAL POLICIES ARE FOR REVIEW ONLY.

YOU CAN CONTINUE. I DON'T KNOW IF THERE'S ANY QUESTIONS ABOUT THE LEGAL POLICIES MS. GRIFFIN. WHAT WAS YOUR STATEMENT? I DIDN'T COME ACROSS.

I'M SORRY. UPDATE 122 LEGAL POLICIES ARE FOR REVIEW ONLY.

THAT EXTRA COPY IS FOR YOU, DOCTOR LOPEZ.

EVEN THOUGH IT SAYS BOARD.

OKAY. TRUSTEES, ANY QUESTIONS ON LEGAL POLICIES? WE CAN MOVE TO B 122 LOCAL POLICIES.

[V.B. Discuss Update 122 Local Policies (First Read)]

YES, MA'AM. AND IT'S ALSO THE LEGAL POLICIES ARE FOR FIRST READ ONLY.

UM, AGAIN, FOR THE LOCAL POLICIES BEFORE YOU IS UPDATE 122 LOCAL POLICIES.

AND AGAIN, THIS IS COMING OUT OF THE 88TH REGULAR LEGISLATIVE SESSION.

THIS WAS ALSO REVIEWED IN OUR POLICY ADVISORY GROUP LAST WEEK ON DECEMBER 7TH.

THEY CONCERN VARIOUS POLICIES REGARDING CYBERSECURITY, EMPLOYMENT OF BUS DRIVERS, DYSLEXIA AND RELATED DISORDERS, ACCELERATED INSTRUCTION, CAREER INVESTIGATION DAYS, OPIOID ANTAGONISTS, THREAT ASSESSMENT, STUDENT RECORDS, SAFETY AND SECURITY.

AS DISCUSSED IN OUR POLICY ADVISORY GROUP.

GARLAND ISD HAS ACTUALLY BEEN AHEAD OF THE CURVE IN A LOT OF THESE LOCAL POLICIES THAT YOU'LL SEE BEFORE YOU AND, UM, THE LOCAL POLICIES ARE JUST KIND OF FORMALIZING OUR PRACTICE THAT WE'VE ALREADY IMPLEMENTED.

WOULD YOU REMIND US IN OUR PACKET WITH THE STAPLE COPIES FOR THE LOCAL POLICY COMPARISONS, THE DIFFERENCE IN THE RED AND THE BLUE INK? YES, MA'AM.

THE RED IS DELETED TEXT AND THIS IS TASB'S RULE.

AND BLUE IS GOING TO BE NEW LANGUAGE ADDED BY TASB.

AND GREEN IS GOING TO BE TEXT THAT'S MOVED FROM ONE PART OF THE POLICY TO ANOTHER.

OKAY. THANK YOU FOR PROVIDING IT IN COLUMN.

YES, MA'AM.

AND ALL OF THESE POLICIES HAVE BEEN VETTED BY OUR ADMINISTRATORS THAT ARE OVER THESE PARTICULAR DEPARTMENTS.

FOR EXAMPLE, OUR SAFETY AND SECURITY WOULD BE HAS BEEN VETTED THROUGH THE TEAM UNDER DOCTOR SHELLEY GARRETT, TECHNOLOGY RESOURCES, CYBERSECURITY HAS BEEN, VETTED BY MR. MATT YEAGER AND TECHNOLOGY FACILITY STANDARDS, SAFETY AND SECURITY.

AGAIN, THAT ALSO FALLS WITH, DOCTOR GARRETT AND ALSO PAUL GONZALEZ.

EMPLOYMENT PRACTICES HAS BEEN SENT TO HUMAN RESOURCES, AND OUR VARIOUS CURRICULUM, POLICIES HAVE BEEN SENT TO DOCTOR KIMBERLY CADDELL AND THEN OUR ATTENDANCE, WELLNESS, STUDENT WELFARE AND STUDENT RECORDS HAVE BEEN SENT TO DOCTOR BABETTA HEMPHILL, AND THEY'VE ALL BEEN VETTED.

AND THEN THERE HAVE BEEN NO CHANGES.

OKAY, SO THAT TAKES US THROUGH A AND B.

SO NOW WE'RE MOVING TO C.

[V.C. Discuss Board Policy EHBAF(LOCAL) First Read]

YES, MA'AM. AND AGAIN THAT WAS FIRST READ.

SO THE FINAL READ WOULD BE FOR JANUARY.

THE NEXT POLICY BEFORE YOU WILL BE THE EHBAF LOCAL POLICY. AND THE ONLY CHANGE THAT WE ARE MAKING WITH THAT POLICY IS THAT IS REVIEW OF SPECIAL

[00:50:07]

ED CLASSROOM VIDEOS.

AND IF YOU LOOK ON THE LAST PAGE OF THAT PARTICULAR POLICY, THAT JUST REFLECTS THE CHANGE OF THE FACT THAT THE TWO INVESTIGATORS THAT WERE FORMERLY IN THE HUMAN RESOURCES DEPARTMENT HAVE NOW IN THE NEW DEPARTMENT OF EMPLOYEE RELATIONS, AND THAT CHANGE JUST REFLECTS THAT IN THE POLICY. ANY QUESTIONS? TRUSTEES ON EHBAF.

ALL RIGHT. THE NEXT POLICY, MISS GRIFFIN IS EIC LOCAL.

[V.D. Discuss Board Policy EIC(LOCAL) First Read]

AGAIN, THAT'S FOR FIRST READ.

AND THIS ALSO WAS HAS GONE BEFORE THE POLICY ADVISORY GROUP.

UM, ONE OF THE STATUTES THAT CAME OUT OF THE LEGISLATURE WAS HB 3803.

THAT ALLOWS DISTRICTS THE OPTION TO DETERMINE WHETHER IT USES ITS GRADES FROM RETAKING COURSES IN CLASS RANK CALCULATION.

UM STATUTE ALLOWS A STUDENT TO RETAKE A HIGH SCHOOL COURSE, BUT IT'S IMPORTANT FOR A DISTRICT TO CLEARLY INDICATE IN ITS POLICY WHETHER THE GRADE FROM THAT RETAKING COURSE WILL BE USED IN THE CLASS RANK CALCULATION.

SO WITH THAT, GARLAND ISD WITH OUR ACADEMICS TEAM HAS BROUGHT FORWARD THIS MINOR CHANGE, WHICH IS ON PAGE ONE OF FOUR AND IT DELINEATES GPA CALCULATION AGAIN, THAT'S IN BLUE.

AND ALSO THE EXCLUSION DUPLICATE COURSES, WHICH ARE COURSES THAT A STUDENT REPEATS AFTER HAVING ALREADY EARNED CREDIT, SHALL BE CONVERTED TO LOCAL CREDIT.

BUT LOCAL CREDITS ARE NOT CALCULATED INTO CLASS RANK DETERMINATION.

I LEARNED THROUGH THIS PROCESS THAT WE HAVE SOME SAVVY STUDENTS THAT WOULD PREVIOUSLY RETAKE A CLASS IN ORDER TO BUMP UP THEIR GPA, AND THIS POLICY NOW DISALLOWS THAT.

SO. OKAY.

NO QUESTIONS.

SO NOW THAT TAKES US TO 5E.

[V.E. Discuss Board Policy GKG(LOCAL) First Read]

YES, MA'AM.

IF YOU RECALL, UM, AT OUR PREVIOUS BOARD MEETING WE HAD BROUGHT FORWARD FOR OUR SCHOOL CHAPLAIN, UM, A RESOLUTION THAT TASB HAD PROVIDED.

UPON FURTHER INQUIRY WITH OTHER SCHOOL DISTRICTS IT IS NOT REQUIRED TO DO A RESOLUTION PER SE.

RATHER, THE STATUTE SAYS, AND THIS IS, HB 23.001, SCHOOL CHAPLAINS, A SCHOOL DISTRICT OR AN OPEN ENROLLMENT CHARTER SCHOOL MAY EMPLOY OR ACCEPT AS A VOLUNTEER A CHAP OR A AS A VOLUNTEER, A CHAPLAIN TO PROVIDE SUPPORT SERVICES PROGRAMS FOR STUDENTS ASSIGNED AS ASSIGNED BY THE BOARD OF TRUSTEES.

AND IT JUST REQUIRES A BOARD TO REGISTER A VOTE AND TO NOTE WHETHER THEY WILL EMPLOY OR ALLOW A CHAPLAIN TO VOLUNTEER.

SO WITH THAT, WE I ACTUALLY INQUIRED WITH OTHER SCHOOL DISTRICTS, AND THERE WERE SEVERAL LARGE SCHOOL DISTRICTS THROUGHOUT THE STATE THAT DECIDED TO IMPLEMENT A POLICY.

AND THIS IS A TASB POLICY, GKG LOCAL, THAT I RECEIVED FROM OUR TASB CONSULTANT.

AND THE ONLY LANGUAGE THAT WE ARE ADDING TO THAT IS THE ONE IN BLUE, WHERE IT SAYS, THROUGH THIS POLICY, THE BOARD OF TRUSTEES AFFIRMS THE DISTRICT'S CURRENT PRACTICE OF PERMITTING ALL ELIGIBLE, QUALIFIED AND TRAINED INDIVIDUALS TO SERVE AS VOLUNTEERS AND OR MENTORS THROUGH THE DISTRICT'S VOLUNTEER AND MENTORSHIP PROGRAMS, INCLUDING CHAPLAINS AND OTHER FAITH BASED LEADERS.

SO THAT COMPLIES WITH THE BOARD ADOPTING THIS POLICY THAT WILL COMPLY WITH THE LAW, WHERE IT STATES THAT A BOARD MUST VOTE TO EITHER ALLOW OR DISALLOW CHAPLAINS TO SERVE AS EITHER VOLUNTEERS OR EMPLOYEES.

MR. BEACH. MS. RAY MAYBE YOU CAN GIVE ME SOME CLARIFICATION TO, MAYBE A CRAZY QUESTION, BUT I'M GOING TO ASK IT.

THE DIFFERENCE BETWEEN DOING A RESOLUTION THAT WAS THERE AND POLICY, IF IT'S COMING DOWN FROM TASB OR WHOEVER, WE AS A DISTRICT AND A BOARD OF TRUSTEES, WE HAVE THE RIGHT THEN TO DO POLICY OVER RESOLUTIONS.

THAT IS CORRECT, SIR.

OKAY. IS THAT IN ANY INSTANCE OR ANY SITUATION.

[00:55:05]

YOU KNOW, RESOLUTIONS, A LOT OF DISTRICTS DON'T LIKE TO DO RESOLUTIONS BECAUSE THEY'RE A ONE TIME DEAL.

THEY FEEL THAT, UM, INCORPORATING IT INTO A POLICY MAY GIVE IT A LITTLE BIT MORE TEETH.

AND THAT'S SOMETHING YOU CAN REFER TO ON A REGULAR BASIS AS OPPOSED TO A COMMUNITY IS NOT ALWAYS GOING TO SEARCH FOR WHETHER OR NOT A RESOLUTION WAS ADOPTED.

FOR EXAMPLE, WE'LL BE BRINGING FORTH OUR HUMAN RESOURCES TEAM WILL BE BRINGING FORTH JUNETEENTH AS A ONE DAY HOLIDAY.

THAT'S GOING TO BE COMING UP IN JUNE 2024.

THAT'S NOT SOMETHING THAT NECESSARILY NEEDS TO BE INCORPORATED IN A POLICY, BUT IT'S DONE BY RESOLUTION BECAUSE THE DATE CAN CHANGE EVERY YEAR.

AND SO THAT'S AN EXAMPLE OF A RESOLUTION.

SOME DISTRICTS HAVE DONE A POLICY, SOME DISTRICTS HAVE DONE A RESOLUTION, YOU CAN DO BOTH.

WE THOUGHT THAT THE POLICY ADVISORY GROUP MET, AND WE THOUGHT THAT THIS COMPLIES WITH THE SPIRIT OF THE LAW, UH, WITH THE POLICY, IT'S SOMETHING THAT IS ANCHORED AND EVERYONE CAN REFER TO.

AND, WE HAVE PRECEDENTS.

I ACTUALLY CHECKED WITH OUR TASB CONSULTANT AND TOLD HER ABOUT OUR DRAFT.

IT HAD NOT GONE TO THE BOARD YET, BUT I JUST WANTED TO GET THEIR BLESSING BEFORE IT WENT TO THE BOARD, AND THEY'RE FINE WITH IT.

SO. WELL, AND I APPRECIATE THIS BECAUSE THIS IS WHAT WE PROBABLY WOULDN'T HAD ANY YELLOW CARDS AT ALL IF WE'D HAD THIS TYPE OF WORDING WHEN WE OF COURSE, I KNOW THAT THAT WAS THE WORDING THAT CAME FROM TASB.

I UNDERSTAND. YES.

THAT WE HAD TO THE LAST BOARD MEETING.

IS THAT NOT RIGHT? IS THAT CORRECT? SO TASB HAD ISSUED THREE SEPARATE TYPE OF POLICIES.

I MEAN, A RESOLUTION SAMPLE RESOLUTIONS.

THEY SAID A, YOU CAN ACCEPT THEM AS VOLUNTEERS OR EMPLOYEES OR B NOT ACCEPT THEM.

OR IF YOU HAD HAD THEM AS EMPLOYEES, AS VOLUNTEERS OR VOLUNTEERS, YOU CAN CONTINUE DOING THAT PRACTICE.

WE HAVE HAD SCHOOL CHAPLAINS WORK AS VOLUNTEERS.

SO THIS IS NOT SOMETHING NEW.

WE'VE ALSO HAD. HAD OTHER FAITH BASED LEADERS WORK AS VOLUNTEERS.

SO THIS JUST.

LET'S THEM KNOW THEY'RE WELCOME.

CORRECT. THAT'S WHAT I WANTED.

THAT'S THE POINT I WANTED TO MAKE.

BUT LET ME JUST ADD THIS, MR. BEACH, WE DO HAVE A VOLUNTEER APPLICATION PROCESS THAT IS THAT GOES THROUGH OUR FAMILY AND ENGAGEMENT TEAM, AND THEY HAVE TO COMPLY WITH THE SAME PROTOCOLS THAT ANY OTHER VOLUNTEER WOULD DO, SUCH AS CRIMINAL BACKGROUND CHECKS.

THAT'S NO DIFFERENT FROM LIKE UPWARD BASKETBALL AT OUR CHURCH.

WE HAVE TO GO THROUGH A QUALIFICATION AND AT THE SAME TYPE OF THING.

SO THAT'S NO DIFFERENT FROM THIS BASICALLY.

I MEAN, JUST IT'S BASICALLY A BACKGROUND CHECK OR WHATEVER.

AND YOU'RE OKAY AFTER THAT? YES, SIR. OKAY, GOOD.

OKAY. THANK YOU.

ANY OTHER COMMENTS? OKAY. SEEING NONE.

THANK YOU, MISS RAY. YES, MA'AM.

THANK YOU. TRUSTEES DISCUSSION.

[V.F. Future Agenda Items]

ARE THERE ANY FUTURE AGENDA ITEMS? MR. GLICK? UH, YES. THANK YOU.

UM, BACK IN SEPTEMBER, I HAD MADE A REQUEST, UM, FOR THERE TO BE A PRESENTATION BEFORE THE BOARD ABOUT THE FENTANYL CRISIS.

I MENTIONED THAT THE DALLAS MORNING NEWS HAD RUN A SERIES OF ARTICLES FOR OVER A MONTH, SO THAT NOW IS OVER THREE MONTHS, AND NOTHING'S HAPPENED SINCE THEN.

SO, UH, I KNOW I WAS TOLD AT THE TIME THAT I WAS TOLD AT THE TIME, IT TAKES A WHILE, BUT IT HAS BEEN THREE MONTHS ALSO NEXT WEEK MARKS THE TWO YEAR ANNIVERSARY WHEN I DISCOVERED BY TOTALLY BY ACCIDENT THAT NO WORK HAD BEEN DONE ON THE BAND HALLS, FOR SOUND SYSTEMS AND ALL THAT, WE HAD A PRESENTATION, I THINK IT WAS IN AUGUST.

I'VE ASKED MULTIPLE TIMES WHERE WE ARE.

HAS ANY WORK BEEN DONE? AND AGAIN, NOW IT'S TWO YEARS SINCE I FOUND OUT.

AND THE WORK, WE'VE HAD THE MONEY AVAILABLE SINCE 2014.

AND I'M JUST WONDERING WHERE THAT'S AT.

THANK YOU. OKAY.

THE STAFF HAS HEARD YOU AND THEY WILL GET BACK ON THOSE TWO ITEMS. MR. MILLER.

YEAH. THANK YOU.

JUST REAL QUICK.

I HAD THE PLEASURE OF GOING TO SOME, PLAYOFF FOOTBALL GAMES, WATCHING MY GRANDDAUGHTER CHEER AT SOME THINGS.

AND DURING THAT, I WAS JUST, BEGAN TO NOTICE ALL THE TRAINING STAFF THAT'S AVAILABLE

[01:00:03]

FOR THE KIDS WHEN THEY GET HURT ON THE SIDELINES, PREP AND ALL THAT STUFF.

AND I GOT TO THINKING, YOU KNOW, I DON'T EVEN KNOW WHO ALL OF OUR TRAINERS ARE.

I DON'T KNOW HOW THE STUDENT PROGRAM WORKS.

I JUST DON'T KNOW MUCH ABOUT THAT.

OUR ATHLETIC TRAINING, DEPARTMENT, IF YOU WILL.

AND IT WOULD BE GREAT TO HAVE SOME KIND OF PRESENTATION SO WE COULD RECOGNIZE, FOR OUR DISTRICT, ALL THE WORK THAT GOES IN FROM BOTH OUR PROFESSIONALS AND THE KIDS WHO ARE SERVING IN THOSE ROLES, AND IT ALSO MADE ME THINK OF HOW GREAT IT'S GOING TO BE WHEN THEY GET NEW LOCKER ROOM FACILITIES AND ACTUALLY DON'T HAVE TO WRAP ANKLES IN A CLOSET. SO IF WE COULD TILE THAT OUT TOGETHER SOMEHOW, MS. GRIFFIN AND I'M NOT SAYING WHEN IT HAS TO BE, BUT I WOULD JUST REALLY LIKE TO KNOW A LITTLE MORE ABOUT OUR TRAINING PROGRAM.

YEAH. OKAY.

DOCTOR LOPEZ AND STAFF HAS HEARD YOU.

ANYONE ELSE.

OKAY. THAT TAKES US TO ITEM SIX IS THE CONSENT AGENDA TO APPROVE HUMAN RESOURCES REPORTS.

[VI. Consent Agenda]

YOU HAVE YOUR CLICKERS AT YOUR STATIONS KNOW THAT THIS IS THE ONLY CONSENT ITEM.

EVERYTHING ELSE WE WILL BE TAKING, UH, INDIVIDUAL VOTES.

SO IS THERE A MOTION? MR. BEACH. YES, MR. PRESIDENT GRIFFIN. I'LL MAKE A MOTION THAT WE APPROVE THE 2024 PUBLIC INFORMATION REQUEST.

NO. EXCUSE ME. NO. THE HUMAN RESOURCES REPORT AS PRINTED IN OUR BOARD BOOK.

IS THERE A SECOND? SECOND? IT'S BEEN PROPERLY MOVED BY MR. BEACH. SECOND, BY MR. MILLER, THAT WE ACCEPT THE HUMAN RESOURCE REPORT PRINTED IN OUR AGENDA.

ALL IN FAVOR, VOTE OPEN.

VOTE NOW.

OKAY. VOTE CLOSE.

THAT PASSES 7 TO 0.

THANK YOU.

WE'LL MOVE NOW TO ACTION ITEM 7 NON CONSENT.

[VII.A. Consider Approval of 2024 Public Information Request Calendar]

CONSIDER APPROVAL OF 2024 PUBLIC INFORMATION REQUEST CALENDAR.

MISS RAY. GOOD EVENING, PRESIDENT GRIFFIN, BOARD OF TRUSTEES, DOCTOR LOPEZ.

IF YOU RECALL, BACK IN AUGUST, I HAD I WAS BEFORE YOU, REGARDING THIS NEW LAW, HB 3033 THAT SAYS THAT A DISTRICT CANNOT JUST AUTOMATICALLY COUNT AS A CLOSURE, UM, FOR PUBLIC INFORMATION REQUESTS PURPOSES. UM, THEY CAN'T COUNT IT AS NOT A DAY.

AND SO NOW WE HAVE TO DESIGNATE TEN DAYS.

UM, OUTSIDE OF FEDERAL OR STATE HOLIDAYS THAT ARE GOING TO BE OUR NON-BUSINESS DAYS.

AND SO THE BOARD HAS TO VOTE ON THAT.

AND IF YOU LOOK BEFORE YOU, I'VE INCLUDED ON OUR CALENDAR THAT'S ALSO ON YOUR SCREENS THERE IS A, A KEY, BELOW, THE RED HYPHEN, I GUESS YOU CAN CALL IT IS A DISTRICT CLOSURE DATE. THE YELLOW HYPHEN OR HIGHLIGHT IS A STATE OR FEDERAL HOLIDAY.

AND THE BLUE X IS WHAT WE'VE DETERMINED ARE GOING TO BE OUR PUBLIC INFORMATION NON-BUSINESS DAYS.

SO AS YOU CAN SEE, EVEN THOUGH WE'RE CLOSED SOME OF THAT TIME, WE STILL NEED TO BASICALLY BE RESPONSIVE.

AND THOSE COUNT AS DATES OR DAYS AS FAR AS OUR CALCULATION OF TIMELINES.

QUESTIONS, TRUSTEES.

MISS STANLEY. SO JUST SO I'M UNDERSTANDING WHEN I LOOK AT THIS CALENDAR.

SO WE WOULD COUNT JANUARY 1ST.

YOU WOULD HAVE TO COUNT THAT AS A DAY.

NO. OKAY.

AND IF YOU'LL LOOK MISS STANLEY ON JANUARY 1ST, IT HAS A RED HYPHEN.

REMEMBER, DISTRICT CLOSURE.

REMEMBER, WE HAVE NO COLOR.

OH, IT'S UP ON THE SCREEN.

YEAH, IT'S UP THERE. ALL RIGHT.

OKAY. AND THEN IT ALSO HAS A YELLOW, UH, HIGHLIGHT WHICH IS A STATE OR FEDERAL HOLIDAY.

SO WE DON'T NEED TO COUNT THAT. WE DON'T HAVE TO COUNT THOSE.

SO THEN WE JUST THOSE THOSE BLUE X'S ARE JUST ADDITIONAL DAYS.

IF WE SAY THAT OF A FEDERAL HOLIDAY OR A DISTRICT CLOSURE.

YES. AND THEN BEFORE YOU IN YOUR PACKET IS A MEMO, THAT WE HAVE AND IT WAS THE SAME MEMO THAT WE HAD SUBMITTED TO THE BOARD BACK IN AUGUST, WHICH OUTLINES BY STATUTE, WHAT ARE THOSE DAYS THAT ARE GOING TO BE CATEGORIZED AS FEDERAL HOLIDAYS AND STATE

[01:05:06]

HOLIDAYS? AND AGAIN, I LEARNED OF STATE HOLIDAYS I NEVER KNEW, LIKE CONFEDERATE HEROES DAY AND JEFFERSON DAVIS DAY AND SAN JACINTO DAY.

SO BUT SO IT WAS ILLUMINATING FOR ME.

SO NOTHING'S REALLY CHANGED FROM OUR AUGUST PRESENTATION, ONLY I HAVE LESS DAYS TO WORK WITH BECAUSE IT'S BY CALENDAR YEAR.

AND SO WHEN THE BOARD APPROVED IT IN BECAUSE THE LAW WAS EFFECTIVE SEPTEMBER 1ST.

OH, GOTCHA. OKAY. I HAD SEPTEMBER THROUGH DECEMBER AND NOW IT'S JANUARY.

OKAY. NOW IT'S JANUARY THROUGH DECEMBER.

YEAH. I'LL BE A BUSY GIRL.

OKAY. ANY MORE DISCUSSION? IS THERE A MOTION? MADAM PRESIDENT? YES. I MOVE THAT WE APPROVE THE 2024 PUBLIC INFORMATION REQUEST CALENDAR AS PRINTED IN OUR BOARD BOOK.

SECOND. IT'S BEEN PROPERLY MOVED BY MR. JOHNSON. SECOND BY MISS STANLEY, THAT WE APPROVE THE 2024 PUBLIC INFORMATION REQUEST CALENDAR AS PRINTED IN OUR BOARD BOOK.

ARE WE READY TO VOTE? VOTE OPEN.

VOTE CLOSE.

THANK YOU. THAT PASSES SEVEN ZERO.

THANK YOU. TRUSTEES.

B CONSIDER APPROVAL OF RATIFICATION OF RESOLUTION FOR EVENT AT THE CURTIS CULWELL CENTER.

[VII.B. Consider Approval of Ratification of Resolution for Event at the Curtis Culwell Center]

DOCTOR BABETTA HEMPHILL.

AND I THINK THAT IS NOT.

THAT'S DR.

RAMONA AGUILAR.

HELLO. PRESIDENT GRIFFIN, BOARD OF TRUSTEES.

DOCTOR LOPEZ. YES, I'M FILLING IN FOR DOCTOR HEMPHILL TODAY.

I'M RAMONA MOREEN THE PROUD DIRECTOR OF THE FAMILY AND COMMUNITY ENGAGEMENT DEPARTMENT.

AND BEFORE YOU IS THE RESOLUTION FOR THE NOON EXCHANGE CLUB OF GARLAND TO USE THE CURTIS CULWELL CENTER FOR THE NOON EXCHANGE CLUB CHILDREN'S HOLIDAY PARTY WITHOUT CHARGE. THIS EVENT IS DESIGNED TO PROVIDE GISD ELEMENTARY STUDENTS IN NEED WITH HOLIDAY GIFTS.

THE EVENT WAS HELD ON WEDNESDAY, DECEMBER 6TH, 2023, FROM 11 A.M.

TO 1 P.M.

. FOR THE CURTIS CULWELL CENTER TO BE USED FOR THE EVENT WITHOUT CHARGE THE BOARD OF TRUSTEES MUST DETERMINE THAT THE USE SERVES THE DISTRICT'S PUBLIC'S PURPOSE. THIS RESOLUTION SERVES AS A FINDING OF THE PUBLIC PURPOSE, AND ALLOWS THE ADMINISTRATION TO DETERMINE NECESSARY CONTROLS TO ENSURE THE PUBLIC PURPOSE IS CARRIED OUT.

TRUSTEES IN YOUR BOOKS ON PAGE 128, YOU HAVE THE RESOLUTION.

ARE THERE ANY QUESTIONS? IS THERE A MOTION? OH, WAIT. DID YOU HAVE A QUESTION? YES, MR. MILLER.

MAYBE THIS IS, MAYBE THIS IS FOR YOU.

UH, ISN'T THIS AN EVENT THAT'S HELD EVERY YEAR? IT IS AN ANNUAL EVENT? YES. AS LONG AS I'VE BEEN IN THE DISTRICT, THEY'VE HELD THIS EVENT.

WILL THIS WOULD THIS BE THE FIRST TIME IT WAS HELD AT THE CULWELL? NO. SO WE'VE HAD IT THERE.

SO IS THERE A WAY TO DO WE NEED TO APPROVE THIS EVERY YEAR? IT'S MY UNDERSTANDING THAT IT HAS TO BE APPROVED EVERY YEAR.

SO COULD WE EARMARK THE CALENDAR FOR MAYBE AUGUST, SEPTEMBER FOR THAT APPROVAL NEXT YEAR? YES, SIR. THANK YOU.

ANY OTHER COMMENTS? I'LL MAKE A MOTION. MR. BEACH. I MAKE A MOTION THAT WE APPROVE THE RATIFICATION OF RESOLUTION FOR EVENT AT THE CURTIS CULWELL CENTER AS PRINTED IN OUR BOARD BOOK.

SECOND.

IT'S BEEN MOVED AND SECOND, MOVED BY MR. BEACH. SECOND, BY MISS STANLEY, THAT WE CONSIDER THE APPROVAL OF THE RATIFICATION OF THE RESOLUTION FOR THE EVENT AT THE CURTIS CULWELL CENTER. ARE WE READY TO VOTE? VOTE OPEN.

VOTE NOW.

VOTE CLOSE.

THAT PASSES SEVEN ZERO.

THANK YOU. TRUSTEES.

C CONSIDER APPROVAL OF BUDGET TRANSFERS AND AMENDMENT TO THE 2023 2024 GENERAL FUND.

[VII.C. Consider Approval of Budget Transfers and Amendments to the 2023-2024 General Fund]

MISS LONG. YES.

OKAY. GOOD EVENING, PRESIDENT GRIFFIN.

MEMBERS OF THE BOARD.

SUPERINTENDENT LOPEZ, TONIGHT, WE LIKE FOR YOU TO APPROVE THE DECEMBER BUDGET TRANSFERS AND AMENDMENTS FOR THE GENERAL FUND.

THERE ARE NO AMENDMENT ITEMS. WE ONLY HAVE REGULAR BUSINESS PRACTICES OF CROSS FUNCTIONAL, BUDGET NEUTRAL TRANSFERS THAT HAVE NO IMPACT TO THE BUDGET.

TRUSTEES ARE THERE ANY QUESTIONS FOR THE BUDGET TRANSFERS AND AMENDMENTS AS PRINTED IN YOUR BOARD BOOK? YOU HAVE A QUESTION? OH, MOTION.

ALL RIGHT, MR. MILLER. MOTION.

YEAH. THANK YOU.

PRESIDENT GRIFFIN, I'D LIKE TO MOVE THAT.

WE APPROVE BUDGET TRANSFERS AND AMENDMENTS TO THE 2023-24 GENERAL FUND AS PRESENTED IN OUR BOARD BOOK TONIGHT.

[01:10:05]

SECOND. IT'S BEEN MOVED BY MR. MILLER, SECOND, BY MR. SELDERS THAT WE CONSIDER APPROVAL OF THE BUDGET, TRANSFERS AND AMENDMENT TO THE 2023 2024 GENERAL FUND.

ARE WE READY TO VOTE? VOTE OPEN.

VOTE CLOSED.

THAT PASSES SEVEN ZERO.

THANK YOU TRUSTEES. THANK YOU.

MISS COOPER, CONSIDER APPROVAL OF RESOLUTION AUTHORIZING THE RESALE OF STRUCK OFF PROPERTY TO THE CITY OF GARLAND.

[VII.D. Consider Approval of Resolution Authorizing the Resale of Struck-Off Property to the City of Garland]

TRUSTEES, THAT BEGINS ON PAGE 133 IN OUR BOOK.

AND WE DO HAVE MR. BURNSIDE PRESENT ALSO.

WE DO. YES. GOOD EVENING, PRESIDENT GRIFFIN BOARD OF TRUSTEES.

DOCTOR LOPEZ, WE HAVE RECEIVED AN OFFER FROM THE CITY OF GARLAND TO PURCHASE THE PROPERTY.

EXCUSE ME. LET ME START OVER.

[LAUGHTER] WE'VE RECEIVED AN OFFER FROM THE CITY OF GARLAND TO PURCHASE THE STRUCK OFF PROPERTY LOCATED AT 2701 CENTERVILLE ROAD.

MR. BURNSIDE WITH PERDUE BRANDON IS HERE TO PRESENT THAT OFFER TO YOU TONIGHT.

MR. BURNSIDE, WELCOME.

THANKS FOR BEING HERE. PRESIDENT GRIFFIN.

MEMBERS OF THE BOARD. DOCTOR LOPEZ, THANK YOU FOR HAVING ME HERE TODAY.

AS MS. COOPER. COOPER.

WOW. [LAUGHTER] WE'VE ONLY WORKED TOGETHER FOR, LIKE, A DECADE, SO IT'S NOTHING NEW.

AS MISS COOPER SAID, WE ARE OFFERING, THE CITY OF GARLAND HAS OFFERED TO PURCHASE A PROPERTY AT 2701 CENTERVILLE ROAD.

IT IS A LARGE TRACT OF LAND THAT IS MOSTLY FLOODPLAIN.

IT'S ABOUT 50 ACRES OF LAND.

IT'S BEEN DELINQUENT THE ENTIRE TIME THAT I'VE BEEN DOING THIS, WHICH IS FOR THE SCHOOL DISTRICT, WHICH I BELIEVE IS 26 OR 27 YEARS.

AT ONE POINT IN TIME, IT WAS STRUCK OFF TO THE SCHOOL DISTRICT AT A TIME WHEN I DIDN'T REPRESENT THEM.

AND WE ACTUALLY UNDID THAT BECAUSE THE CITY WAS WANTING THE SCHOOL DISTRICT TO MAINTAIN THE PROPERTY, AND WE VACATED THAT SALE AND ACTUALLY GOT IT BACK IN THE ORIGINAL OWNER'S NAMES.

BUT AT THIS POINT, THE CITY OF GARLAND HAS DETERMINED THAT THAT GARLAND POWER AND LIGHT HAS A USE FOR THIS PROPERTY.

AND SO WE HAVE ALLOWED IT TO BE STRUCK OFF.

AND THEY ARE WANTING TO PURCHASE IT OUTRIGHT, AND THEY ARE OFFERING WHAT IT IS, THE APPRAISAL DISTRICT APPRAISED VALUE OF $124,700 PLUS THE POST-JUDGMENT TAXES.

SO OUT OF THAT, THE SCHOOL DISTRICT WOULD GET JUST UNDER $70,000.

AND SO WE ARE OFFERING THAT OR WE ARE ASKING THAT THE CITY IS ASKING THE SCHOOL DISTRICT TO APPROVE THAT.

YOU HAVE ANY QUESTIONS? ANY QUESTIONS? TRUSTEES, IS THERE A MOTION? MR. MILLER? YES. THANK YOU.

MISS GRIFFIN, I WOULD LET ME GET TO IT.

I WOULD, LIKE TO MAKE A MOTION THAT WE APPROVE A RESOLUTION AUTHORIZING THE RESALE OF STRUCK OFF PROPERTY, THE CITY OF GARLAND.

AND THIS PROPERTY IS 2701 CENTERVILLE ROAD.

SECOND, IT'S BEEN PROPERLY MOVED.

AND SECOND, THAT WE APPROVE THE RESOLUTION AUTHORIZING THE RESALE OF THE STRUCK OFF PROPERTY TO THE CITY OF GARLAND AS PRINTED IN OUR BOARD BOOK.

IS THERE A SECOND? SECOND? OH, OKAY.

MOVE BY MR. MILLER. SECOND. BY MR. GLICK. WE'RE READY TO VOTE.

VOTE OPEN.

VOTE CLOSE THAT PASSES SEVEN ZERO.

THANK YOU. E CONSIDER, APPROVAL OF RESOLUTION CASTING VOTE FOR THE ELECTION OF A REPRESENTATIVE TO THE DALLAS CENTRAL APPRAISAL

[VII.E. Consider Approval of Resolution Casting Vote for the Election of a Representative to the Dallas Central Appraisal District Board of Directors]

DISTRICT BOARD OF DIRECTORS.

MISS COOPER, YOU'RE STILL UP? YES, MS. PRESIDENT GRIFFIN, THE RESOLUTION BEFORE YOU IS TO CAST THE DISTRICT'S VOTE FOR MISS CASSANDRA PHILLIPS TO SERVE ON THE DALLAS CENTRAL APPRAISAL DISTRICT'S BOARD OF DIRECTORS, REPRESENTING THE SUBURBAN SCHOOL DISTRICTS.

MISS PHILLIPS HAS HELD THIS POSITION SINCE 2020 AND WAS NOMINATED BY DUNCANVILLE ISD, FOR WHICH SHE HAS SERVED ON THEIR BOARD OF TRUSTEES SINCE 2017.

SHOULD THE BOARD CHOOSE TO VOTE ON BEHALF OF THAT THE RESOLUTION IS THERE.

TRUSTEES, IS THERE A MOTION? SHE'S REPRESENTED US.

SHE HAS SERVED ON THE BOARD OF DIRECTORS FOR THE APPRAISAL DISTRICT SINCE 2020.

BUT FOR OUR AREA, I GUESS.

YES, FOR ALL SUBURBAN SCHOOL DISTRICTS YES.

FOR ALL SUBURBAN, YES.

WE ARE CONSIDERED SUBURBAN SCHOOL DISTRICTS.

YES, MA'AM. IS THERE A MOTION? MR. MILLER. MS. GRIFFIN? YES.

MAY I ASK, WHAT ARE OUR OPTIONS WITH THESE KIND OF APPOINTMENTS, IF YOU WILL? THE VOTES ON THESE TYPES OF APPOINTMENTS.

WHAT'S THE BOARD'S OPTIONS? AND THE ISSUE I HAVE.

JUST BE HONEST WITH YOU, I DON'T KNOW HER.

I DON'T KNOW ANYTHING. I MEAN, IT'S REALLY DIFFICULT TO VOTE FOR PEOPLE THAT YOU DON'T KNOW ANYTHING ABOUT.

YOU HAVEN'T SEEN THEM OR YOUR VISITED WITH THEM, TALK TO THEM, DON'T KNOW ANYTHING ABOUT THEIR WORK.

[01:15:02]

WITH REGARD TO THE APPOINTMENT THAT WERE VOTING HER TO OR A REPRESENTATIVE TO AND NOT TO DISCOUNT ANYTHING, I JUST DON'T KNOW.

OKAY. WILL YOU TELL US THE PROCESS? I THINK I KNOW IT. YOU CAN CHOOSE NOT TO VOTE IF WE WANT TO TAKE THAT POSITION AS A DISTRICT.

HOWEVER, WE DO GO THROUGH A PERIOD.

THERE IS A LETTER THAT WAS SENT TO OUR ADMINISTRATION EARLIER THAT ALLOWED FOR OTHER NOMINEES TO BE NOMINATED, AND SHE UNFORTUNATELY WAS THE ONLY ONE THAT WAS NOMINATED.

SO HOW MANY INSTITUTIONS WHO ALL VOTES FOR THIS? EVERY SCHOOL DISTRICT, EVERY SUBURBAN SCHOOL DISTRICT ONLY SCHOOL DISTRICTS SO? FOR THIS POSITION FOR THE SPECIFIC CHAIR.

YES. OKAY.

YES. SO I THINK THAT MAY BE ROUGHLY 72 OR 76 SCHOOL DISTRICTS THAT'S IN THIS AREA.

AND THIS INDIVIDUAL HAS SERVED ON THE APPRAISAL BOARD FOR HOW LONG? ON THE BOARD OF DIRECTORS SINCE 2020.

AND SHE'S BEEN A TRUSTEE OF BOARD OF FOR DUNCANVILLE SINCE 2017.

NOW, WHILE WE CAN'T DO ANYTHING ABOUT NOMINATING SOMEONE ELSE AT THIS TIME FOR THIS YEAR, WE CAN MAKE A NOTE TO WATCH FOR THE NOMINATIONS NEXT YEAR SO THAT YOU GUYS CAN HAVE MORE INPUT IN THAT MATTER.

I HAVE A QUESTION, MS. GRIFFIN. MR. SELDERS. SO, MS. COOPER, AT SOME POINT WE HAVE VOTED FOR THIS INDIVIDUAL TO BE IN THIS SEAT.

IS THAT CORRECT? WE DID NOT VOTE FOR HER LAST ELECTION.

NO. OKAY. WE VOTED FOR THE GENTLEMAN THAT WAS MR. PRIOR, I BELIEVE WAS HIS NAME.

BUT A VOTE WAS TAKEN IN 2020 CORRECT. YEAH. BUT WE, CHOSE TO VOTE FOR MR. PRIOR AT THAT TIME.

BUT HE DID NOT WIN THE ELECTION OR THE VOTE MAJORITY VOTE.

SO SHE'S GOING UNCONTESTED.

JUST FOR THE RECORD, SHE IS THIS YEAR.

YES. MR. BEACH, SO IF WE STILL DID A NO VOTE, SHE STILL COULD GO FORWARD AS THE APPRAISER FOR THIS DISTRICT.

THAT'S CORRECT. EVEN IF WE DON'T VOTE.

THAT'S CORRECT. OKAY.

TRUSTEES, WHAT'S YOUR PLEASURE? OH, MISS STANLEY, I'VE HAD STRUGGLES WITH THIS BEFORE.

I'M KIND OF WITH MR. MILLER. WE MAY HAVE VOTED OR NOT VOTED PREVIOUSLY, BUT I, YOU KNOW, IT JUST GOES AGAINST MY TO NOT KNOW ANYTHING.

I DON'T EVEN KNOW IF SHE'S DONE GOOD WORK OR BAD WORK.

I MEAN, THIS IS ABSOLUTELY NEW.

AND HOW DO WE GO ABOUT, IF I DON'T KNOW, I STRUGGLE WITH SOMEONE WANTING A VOTE THAT I'VE NEVER, EVER SEEN, EVER.

I JUST STRUGGLE.

BUT THE NOMINATIONS WENT TO ALL.

I THINK SHE SAID IT WENT TO ADMINISTRATION.

IT WENT TO ADMINISTRATION.

I DID NOT RECEIVE THAT, I BELIEVE THAT'S SENT OUT IN AUGUST, SEPTEMBER, BUT I UNFORTUNATELY, I DON'T HONESTLY RECALL.

OKAY THAT'S FINE. MS. GRIFFIN ONE OTHER QUESTION REAL QUICK ON THIS ROLE AS A BOARD MEMBER OF THIS BOARD, WHAT DOES AN INDIVIDUAL DO THAT GETS ELECTED? HOW OFTEN? I MEAN, WHAT DO THEY DO? THEY ARE THE VOICE FOR THE SCHOOL DISTRICTS.

THEY PUT THEIR INPUT IN.

IT IS MY UNDERSTANDING SHE'S DONE A VERY GOOD JOB ADVOCATING FOR THE SCHOOL DISTRICTS, AND THAT'S FROM SPEAKING WITH PEOPLE WITHIN THE APPRAISAL DISTRICT.

BUT AS YOU, I DO NOT KNOW HER PERSONALLY EITHER.

I'VE SPOKEN WITH HER ON THE PHONE TO ASK HER IF SHE WAS INTERESTED IN RUNNING AGAIN, AND REQUESTED HER BIO, AND SHE WAS A VERY PLEASANT PERSON TO TALK WITH.

BUT THAT DOESN'T THAT DOESN'T JUSTIFY YOUR QUESTION.

WELL, YEAH. I MEAN, TO ME, I'M SITTING HERE GOING, OKAY, APPRAISAL DISTRICTS APPRAISE.

THEY HAVE PEOPLE THAT GO OUT IN THE FIELD AND DO THE APPRAISALS.

I DON'T KNOW WHAT THE BOARD DOES BECAUSE THE VALUE IS WHAT THE VALUE IS.

RIGHT. AND THEN THE LEVY RIGHT.

RIGHT. I CAN GET YOU MORE INFORMATION ON EXACTLY WHAT HER ROLE IS.

YOU KNOW, IT'S KIND OF A LATE IN THE GAME, AGAIN, THESE KIND OF ITEMS, I THINK IF THE BOARD DOES HAVE IS UNCOMFORTABLE WITH THE PROCESS.

IT WOULD BE GOOD JUST TO HAVE MORE EDUCATION, MORE EXPOSURE TO THE INDIVIDUAL AND THE TYPES OF VOTES BEING CAST AND WHAT IS BEING DISCUSSED.

AND THEN, YOU KNOW, HOW DID THIS INDIVIDUAL VOTE ON IT? I DON'T KNOW WHAT TO DO HERE.

SO. OKAY.

I DO NOT HAVE A MOTION AT THIS POINT, MISS GRIFFIN.

WELL, MR. BEACH.

CAN WE IT DOESN'T HAVE TO BE A SCHOOL INDIVIDUAL THAT'S INVOLVED WITH THIS PARTICULAR.

IT CAN. AND CAN THIS BOARD GO OUT AND RECRUIT? CAN WE GO OUT AND RECRUIT SOMEONE OR GO AFTER SOMEONE THAT WE THINK WOULD BE A GOOD FIT FOR GARLAND TO RUN, I MEAN, OR BE ELECTED TO THIS POSITION? I DO NOT KNOW WHAT THE RULES ARE WHEN IT COMES TO NOMINATING AN INDIVIDUAL FOR THE BOARD OF DIRECTORS.

I CAN GET THE INFORMATION, BUT I DO NOT KNOW THE ANSWER TO THAT.

DO YOU KNOW THE ANSWER? YEAH.

OH, WELL, THERE WE GO.

LET'S GO. ON THE BOARD OF DIRECTORS.

YES, IT CAN BE ANYONE CAN BE APPOINTED TO IT.

IT'S IN THE PAST, THERE'S BEEN A VERY DIFFICULT TIME TO FIND INDIVIDUALS WHO WANT TO BE ON THE BOARD OF DIRECTORS FOR APPRAISAL DISTRICTS.

[01:20:08]

AND TO ANSWER MR. MILLER'S QUESTION, THE BOARD OF DIRECTORS FOR THE APPRAISAL DISTRICT DOES THE SAME KIND OF FUNCTION THAT YOU DO.

IT'S THE GOVERNANCE OF THE APPRAISAL DISTRICT.

THEY HELP SET THE BUDGET.

THEY YOU KNOW, THE DALLAS CENTRAL APPRAISAL DISTRICT HAS HUNDREDS OF EMPLOYEES, AND THEY'RE THE ONES WHO DO THAT.

THEY HIRE AND FIRE, THEY'RE IN CHARGE OF THAT OVERALL.

YOU KNOW, THEY HIRE THE CHIEF APPRAISER AND THEN WORK WITH THEM.

IN THEIR OVERSIGHT ARE THEY SUPPOSED TO SEND REPORTS TO US THAT WE RECEIVED FROM THEM? YEAH. WHAT DO YOU MEAN BY REPORTS.

AS FAR AS HIRING AND FIRING OR WHERE WE ARE AS FAR AS.

[LAUGHTER] YOU KNOW, THE APPRAISAL DISTRICT DOES HAVE TWO ENTITY MEETINGS A YEAR.

I KNOW MISS COOPER ATTENDS IT.

I KNOW DOCTOR RINGO DID. I'M NOT SURE IF DARRELL IF YOU'VE BEEN TO ONE.

MR. DODDS HAS BEEN TO ONE YET OR NOT, BUT THEY DO HOLD THEM.

THE LAST COUPLE OF YEARS HAVE BEEN VIA ZOOM, WHEREAS THEY USED TO BE IN PERSON, DOWN AT THE APPRAISAL DISTRICT.

BUT YES, THEY DO PROVIDE THAT INFORMATION.

AND IT HAS I MEAN, THEY PROVIDE A BOOKLET OF INFORMATION THAT HAS THE HIRINGS, FIRINGS, THE BUDGET, THE NUMBER OF APPRAISALS, YOU KNOW, THE TRENDS UP AND DOWN AND THAT KIND OF INFORMATION. YES.

TRUSTEES, WHAT'S YOUR PLEASURE? MOTION. THERE'S NO MOTION.

OKAY. I'M JUST MAKING SURE I'M OKAY.

THANK YOU. SO.

AND ONE OTHER THING IS, IN NEXT YEAR, ONE THING IS GOING TO CHANGE ON APPRAISAL DISTRICT IS THAT THERE WILL NOW BE THREE BOARD POSITIONS THAT ARE ACTUALLY ELECTED BY THE POPULATION AT LARGE.

SO THAT'S GOING TO BE VERY INTERESTING.

AND THERE'LL BE THREE PEOPLE RUNNING TO FIRE THE CHIEF APPRAISER EVERY YEAR.

ALL I CAN SAY IS THAT WE DID HAVE A COMMUNITY MEMBER WHO SERVED.

THAT WAS, YES, A NUMBER OF YEARS, PROBABLY UPWARDS OF 12 YEARS NAME RIGHT NOW.

I WANT TO CALL IT, YOU KNOW.

YEAH, BUT WE WE HAVE HAD THE PRIVILEGE OF HAVING SOMEONE FROM GARLAND SERVE.

I WANT TO SAY JERRY JONES MIGHT HAVE BEEN THE REPRESENTATIVE.

YES. A COUPLE OF YEARS AFTER HE RETIRED FROM THE SCHOOL DISTRICT.

YES. OKAY. ALL RIGHT.

OKAY. ALL RIGHT. WE'RE GOING TO MOVE ON TO F CONSIDER APPROVAL OF RESOLUTION

[VII.F. Consider Approval of Resolution Authorizing the Resale of Struck-Off Property to the Habitat for Humanity of Greater Garland, Inc. ]

AUTHORIZING THE RESALE OF STRUCK OFF PROPERTY TO HABITAT FOR HUMANITY OF GREATER DALLAS.

MS. COOPER, I GUESS THE DUO IS STILL UP.

YES. OKAY.

MISS GRIFFIN, THE DISTRICT HAS RECEIVED AN OFFER FROM THE HABITAT OF HUMANITY TO PURCHASE THE STRUCK OFF PROPERTY LOCATED AT 5218 DUCK CREEK DRIVE.

ONCE AGAIN, MR. BURNSIDE IS HERE TO PRESENT AND DISCUSS THAT WITH YOU.

ALL RIGHT, PRESIDENT GRIFFIN, MEMBERS OF THE BOARD.

DOCTOR LOPEZ, THIS OFFERS A LITTLE BIT OF DIFFERENT.

THIS IS AN OFFER FROM HABITAT FOR HUMANITY THIS IS A PIECE OF PROPERTY THAT'S BEEN STRUCK OFF TO THE CITY FOR ALMOST TEN YEARS.

IT IS JUST UNDER FOUR ACRES OF LAND.

AGAIN. IT'S GOT A CREEK BED RUNNING THROUGH THE MIDDLE OF IT.

IT'S FLOODPLAIN.

IN THE TIME IT'S BEEN STRUCK OFF, WE'VE ONLY RECEIVED TWO OFFERS, OR THE CITY HAS RECEIVED TWO OFFERS, AND BOTH OF THEM WERE FOR THE PROPERTY TO BE DONATED.

HABITAT HAS DONE SOME SITE STUDIES ON IT, AND IT'S PROBABLY GOING TO COST BETWEEN 3 AND $500,000 JUST TO REMEDIATE, TO GET IT TO WHERE THEY CAN BEGIN TO BUILD ON.

THE PROJECT THAT HABITAT WANTS TO BUILD ON THAT PROPERTY IS A VETERAN FOCUSED COMMUNITY, AND THERE WILL BE A COMMUNITY CENTER AND THEN HOUSING FOR VETERANS AT THIS POINT.

THERE WILL BE AN AFFORDABLE HOUSING ASPECT TO IT, BUT NOT ALL OF THE PROPERTIES WILL BE AFFORDABLE HOUSING.

THAT MIGHT BE CHANGING.

BECAUSE DALLAS COUNTY, I THINK, WANTS TO BE ALL AFFORDABLE HOUSING, BUT IT WILL BE ALL VETERANS.

THE OFFER AMOUNT IS FOR $10,000.

PLUS THERE'S ABOUT ANOTHER $11,000 IN POST-JUDGMENT TAXES.

SO IF YOU CHOOSE TO ACCEPT THIS, THE SCHOOL DISTRICT WILL GET JUST OVER $8,000 OUT OF IT.

ANY QUESTIONS? IS THERE A MOTION NOW? MR. MILLER, DO YOU HAVE A QUESTION? YOU KEEP FORGETTING THE QUESTIONS PART.

QUESTIONS. SO, MY EXPERIENCE HAS ME ASK WANT TO ASK THIS QUESTION? YES, SIR. IF WE WERE TO INDEED SELL THIS TO HABITAT AND THEY NEVER GO FORWARD WITH THIS PROJECT AND LATER JUST DUMP OR FLIP OR WHATEVER YOU WANT TO CALL IT, THE LAND.

YOU SEE WHAT I'M GETTING? YES. A LOT OF TIMES I'VE SEEN THINGS.

I DON'T KNOW HOW TO.

I DON'T KNOW THE LEGAL TERMS, BUT, YOU KNOW, IF SOMETHING'S NOT DONE ON THIS IN TEN YEARS, IT REVERTS BACK OR, YOU KNOW, THERE'S OTHER WAYS TO PROTECT YOURSELF ON THESE.

SURE. AND I THINK IT'S A GREAT PROJECT AND I APPLAUD HABITAT.

FIRST OF ALL, IT'S GREAT.

I HOPE THEY CAN GO FORWARD WITH IT, BUT IT JUST SEEMED LIKE A WHOLE LOT OF DIRT WORK TO BE DONE FOR THIS PROJECT.

THERE IS THAT'S ONE OF THE REASONS WHY THEY WANT, YOU KNOW, THEY WANT IT TO BE APPROVED AT SUCH A LOW PRICE.

BUT AS FAR AS HAVING A REVERT BACK TO THE SCHOOL DISTRICT, YOU KNOW, AS IT STANDS RIGHT NOW, WE DON'T HAVE ANYTHING LIKE THAT CURRENTLY IN THIS DEAL, IN THIS

[01:25:06]

OFFER. IF THE SCHOOL DISTRICT WOULD LIKE US TO DO THAT, WE COULD PUT A REVERTER CLAUSE IN IT.

UM, YOU KNOW, THERE USED TO BE A REVERTER CLAUSE AS TO WHERE, YOU KNOW, FOR INSTANCE, THE STATE HAD TO STATE LAW, SAID WE HAD TO PUT A REVERTER CLAUSE THAT SAID IF A SEGREGATED SCHOOL WAS TO BE BUILT ON, ON PROPERTY, YOU KNOW, IT WOULD REVERT BACK TO THE ORIGINAL SCHOOL DISTRICT.

AND SO, YOU KNOW, JUST CRAZY THINGS LIKE THAT.

BUT IT CAN ABSOLUTELY BE DONE IF THAT'S WHAT YOU WANT.

IS THIS ITEM CRUCIAL FROM A TIME STANDPOINT RIGHT NOW FOR HABITAT.

THEY ARE WANTING IT TO GO AS QUICKLY AS POSSIBLE.

I CAN SAY RIGHT NOW THAT DALLAS COUNTY IS SLOWING THINGS UP A LITTLE BIT.

THERE MIGHT BE, UM, AN INTERLOCAL AGREEMENT ENTERED INTO BETWEEN THE COUNTY AND THE CITY REGARDING AFFORDABLE HOUSING ON IT, BUT RIGHT NOW, I MEAN, THEY WANT TO GO AS FAST AS POSSIBLE, BUT, YOU KNOW, IF IT TAKES A LITTLE MORE TIME, IT TAKES A LITTLE MORE TIME.

ANY MORE QUESTIONS? MS. STANLEY.

I GUESS THE THING I THINK OF IS, UM, WE CAN SELL THE LAND, BUT IS THE CITY OF GARLAND GOING TO ALLOW THE PERMITTING AND WHATEVER ELSE I GET KIND OF CONCERNED, TOO, ON SOMETHING LIKE THIS, WHERE YOU HAVE THIS MUCH WORK BEFORE YOU CAN EVEN START, AND YOU LOOK AT OTHER PROPERTIES, AND I CAN COME UP WITH ONE NOT TOO FAR FROM MY HOME THAT IS STILL SITTING VACANT THREE, FOUR YEARS, BECAUSE THEY CAN'T COME UP WITH THE FUNDING TO DO WHAT THEY'RE GOING TO DO, BECAUSE IT'S A LOT OF WORK.

SO IT JUST SEEMS LIKE, I MEAN, I'M JUST TO US.

BUT. HABITAT IS WORKING IN CONJUNCTION WITH THE CITY OF GARLAND ON THIS PROJECT.

SO AS FAR AS YOU KNOW, GETTING APPROVAL FROM THE CITY AND THINGS LIKE THAT, I DON'T BELIEVE THERE WILL BE ANY PROBLEM THERE.

HABITAT, I DO BELIEVE, HAS THE MONEY FOR THIS PROJECT AND THEY ARE GETTING FEDERAL FUNDS TO DO IT ALSO.

SO THERE'S I DON'T REALLY THINK THAT'S GOING TO BE AN ISSUE.

THEY HAVE A FINITE AMOUNT OF FUNDING, WHICH IS ONE OF THE REASONS WHY THEY WANT TO KEEP THE PURCHASE PRICE AS LOW AS POSSIBLE.

OKAY. THANK YOU.

AND A LOT OF THAT YOU'RE GETTING INTO MORE INFORMATION THAN I HAVE TO AS FAR AS YOU KNOW, THE NITTY GRITTY OF IT.

OKAY, TRUSTEES, WHAT IS YOUR PLEASURE? MR. MILLER. MS. GRIFFIN? YES.

PRESIDENT GRIFFIN, I WOULD LIKE TO MOVE THAT WE APPROVE A RESOLUTION AUTHORIZING THE RESALE OF STRUCK OFF PROPERTY TO THE HABITAT FOR HUMANITY OF GREATER GARLAND. THIS IS KNOWN AS 5218 DUCK CREEK DRIVE.
