I'M CADET LUKE EVANS AND I GO TO ROWLETT HIGH SCHOOL.
I'M CADET RAMOS AND WE GO TO ROWLETT HIGH SCHOOL.
THANK YOU. [APPLAUSE] THANK YOU.
[III. Public Forum]
MISS HOGAN, DO WE HAVE ANY CARDS? YES, MA'AM. WE HAVE THREE SPEAKERS.SORRY. GO AHEAD OR DO I? DO I GO AHEAD? DO YOU GO AHEAD? I'M. YEAH. OKAY.
PLEASE STATE YOUR NAME AND ADDRESS.
WE HAVE THE TIMER, MR. DODDS. WE'RE READY.
YEAH, I REMEMBER THAT TIMER. [LAUGHTER] MY NAME IS SHARON MORGAN.
MY ADDRESS IS 509 PRESTWICK CIRCLE.
SO, ANYWAY, I'M HERE, TO SPEAK ON AGENDA ITEM 7D DKG. IT MAY BE OTHER PLACES AS WELL.
I'M NOT QUITE SURE IF THE TOTAL QUESTION IS ANSWERED.
I SAW IN THERE THAT IT ADDRESSES VOLUNTEERS UNDER THE, BACKGROUND CHECKS.
BUT I DON'T WANT GISD TO PRECLUDE THE HIRING OF CHAPLAINS IN THE FUTURE.
I DON'T WANT THAT DOOR TO BE CLOSED.
I WANT THAT OPTION TO BE OPEN.
I'M NOT SAYING YOU HAVE TO HIRE ANYBODY, BUT I DON'T WANT THAT DOOR SHUT AS WELL.
BECAUSE IF YOU'RE GOING TO WHETHER THERE'S A LIGHT COUNSELOR OR MENTOR OR WHOEVER, IF THERE ARE NON FAITH BASED FOLKS, THEN I WOULD WANT FAITH BASED FOLKS TO BE CONSIDERED AS WELL, WHETHER THAT'S HIRED VOLUNTEERS, ETC..
SO I THINK I'M A LOT SHORTER THAN MY THREE MINUTES THIS TIME.
I CAN'T READ ALL OF THE LEGAL.
I'M GOING TO SAY, YOU KNOW, LEGALESE THAT WAS IN THERE.
AND THAT'S MY COMMENT, SO I APPRECIATE YOUR TIME.
THANK YOU. THANK YOU, MISS MORGAN.
GOOD EVENING. I BROUGHT A FAT HEAD OF MY SON.
THANK YOU FOR ALLOWING ME THE OPPORTUNITY TO SPEAK TONIGHT.
I'VE BEEN TEACHING MUSIC AT HILLSIDE ACADEMY FOR 20 YEARS THIS YEAR.
[00:05:02]
HIS PLAN AFTER HIGH SCHOOL WAS TO JOIN THE AIR FORCE, BUT BECAUSE OF A FAULTY DIAGNOSIS OF ASTHMA, THE RECRUITER TOLD HIM HE WOULD HAVE TO GET WAIVERS AND DOCTOR NOTES TO SHOW HE WAS HEALTHY. THAT BEGAN A SERIES OF APPOINTMENTS THAT FORCED US TO GET TO THE BOTTOM OF WHAT WAS GOING ON.DURING A DOCTOR APPOINTMENT THAT WE THOUGHT WAS FOR STREP THROAT, THE DOCTOR HAD ANOTHER SET OF CHEST X RAYS DONE, AND I RECEIVED A PHONE CALL THAT MY SON HAD BEEN ADVISED TO GO TO THE E.R. IMMEDIATELY.
HE WILL CONTINUE EVERY OTHER WEEK FOR A TOTAL OF 12 TREATMENTS OVER THE COURSE OF SIX MONTHS.
TO BE ABLE TO TAKE HIM TO CHEMOTHERAPY TREATMENTS, I WILL BE DOCKED A MINIMUM OF $5,000.
THIS DOESN'T EVEN ACCOUNT FOR DAYS THAT I MAY NEED MYSELF IF I GET SICK.
AS YOU KNOW, EVERY EMPLOYEE IS GIVEN A 30 DAY SUPPLEMENTAL LEAVE PACKAGE WHEN THEY ARE HIRED.
I PRAY I DON'T NEED TO USE ALL 60 DAYS AND I HOPE I WON'T.
THAT WOULD BE A TOTAL DOCKED AMOUNT OF OVER $22,000.
SINCE MY SON'S DIAGNOSIS, SEVERAL TEACHER FRIENDS OF MINE HAVE OFFERED TO DONATE SICK DAYS.
I'VE EVEN HAD THE KINDEST RETIRED TEACHER FRIENDS OFFERED TO SUB FOR FREE SO I DON'T HAVE TO WORRY.
I KNOW SEVERAL FRIENDS WHO ARE TEACHERS IN VARIOUS SCHOOLS ACROSS THE DISTRICT WHOSE ADMINISTRATORS HAVE MADE ACCOMMODATIONS FOR THEIR STAFF IN AN EFFORT TO TAKE CARE OF THEIR OWN DURING SITUATIONS LIKE MINE.
FOR EXAMPLE, WHEN A TEACHER NEEDS TO BE OUT, WHETHER IT BE FOR THEMSELVES OR FOR IMMEDIATE FAMILY, OTHER MEMBERS OF THE STAFF WILL CALL IN FOR A SUB, AND THAT SUB WILL BE PLACED IN THE TEACHER'S ROOM.
WHO IS IN NEED, WHETHER OR NOT YOU KNOW IT THIS HAS BEEN GOING ON FOR YEARS ACROSS THE DISTRICT, AND I'M CERTAIN THAT IT'S A REASON WHY TEACHERS COME BACK TO THEIR JOBS THE FOLLOWING YEAR.
OUR ADMINISTRATORS REFER TO US AS FAMILY ON A DAILY BASIS IN ANNOUNCEMENTS, IN MEETINGS.
WHAT BETTER WAY TO SHOW STAFF HOW MUCH YOU MATTER AND THAT YOU WILL TAKE CARE OF EACH OTHER WHEN LIFE ALTERING SITUATIONS LIKE MINE OCCUR? WHILE I HAVEN'T BEEN OFFERED THIS KIND GESTURE BY ADMINISTRATORS ON MY CAMPUS, I DON'T FEEL COMFORTABLE ASKING FOR IT AND PROBABLY SPEAK FOR MANY OTHER TEACHERS THAT WOULDN'T FEEL COMFORTABLE. I GOT A COUPLE MORE SENTENCES ASKING THEIR ADMINISTRATORS EITHER.
AS AN ELEMENTARY MUSIC TEACHER, I'M NOT OFFERED A STIPEND FOR STUDENT PROGRAMS AND CONCERTS.
AS AN ELEMENTARY MUSIC TEACHER, I'M NOT OFFERED A STIPEND FOR REHEARSALS I MAY NEED AFTER SCHOOL TO PROPERLY PREPARE FOR CONCERTS OR PROGRAMS. I SEE STUDENTS ONCE A WEEK.
I'VE DONE THIS WITHOUT COMPLAINING AND ASKING FOR ANYTHING IN RETURN.
YOU MAY COMPLETE YOUR SENTENCE.
AND CONSIDER MAKING IT AVAILABLE AGAIN AT THE EIGHT YEAR MARK, AND AGAIN AT THE 16 YEAR MARK.
I WOULD BE ABLE TO PROPERLY TAKE CARE OF MY SON WITHOUT THE FEAR OF A MAJOR FINANCIAL SETBACK.
THANK YOU FOR YOUR TIME. SORRY.
THANK YOU, THANK YOU, THANK YOU.
[00:10:26]
YOU MAY BEGIN.GOOD EVENING, BOARD OF TRUSTEES, PRESIDENT GRIFFIN, AND SUPERINTENDENT DR.

GOOD EVENING BOARD MEMBERS, PRESIDENT GRIFFIN, SUPERINTENDENT LOPEZ.
MY NAME IS STEPHANE ROVELO, PART OF LG CLASS 43.
I STARTED IN GISD AS A TEACHER BACK IN 2016 EIGHTH GRADE SCIENCE AT SAM HOUSTON MIDDLE SCHOOL, AND THAT WAS AROUND THE SAME TIME THAT SUPERINTENDENT LOPEZ STARTED AS WELL. AND I WAS IMMEDIATELY THROWN INTO WHAT IT LOOKS LIKE TO BE A MEMBER OF TEAM GISD.
WE WERE ABLE TO SHARE THOSE RESOURCES WITH THE COMMUNITY AND GF ALSO SUPPORTED ME IN MY PURSUIT FOR A MASTER'S DEGREE IN MY MASTER'S IN EDUCATION.
[00:15:02]
NATATORIUM TO SEE DIFFERENT KINDS OF SERVICES THAT GISD OFFERS TO ITS STUDENTS AND ITS STAFF TO BEST SUPPORT STUDENTS EDUCATION.AND ONE THING THAT HAS BEEN MADE CLEAR TO US AS WE'VE HAD THIS OPPORTUNITY TO TOUR WITH YOU HERE TODAY, IS THAT AT THE END OF THE DAY, THE MOST IMPORTANT THING FOR GISD ARE THE OPPORTUNITIES THAT ARE PROVIDED TO STUDENTS, THAT THEY HAVE MORE OPTIONS POST-GRADUATION.
SO ON BEHALF OF LG CLASS 43, AND CERTAINLY ON BEHALF OF MYSELF AND MY FAMILY, I WANT TO THANK YOU FOR THE OPPORTUNITIES THAT YOU PROVIDE TO THE COMMUNITY AND THE STUDENTS OF GISD. THANK YOU.
I THINK WE WANT TO BE HERE. RIGHT? Y'ALL WANT TO BE IN FRONT OF US? YES. OKAY.
SO I'M SURE WE'RE GONNA HAVE TO MAKE TWO ROWS.
SO MAKE SURE WE HAVE SOME WINDOWS SO YOU CAN SEE THE CAMERA LENS.
[LAUGHTER] Y'ALL WANT TO STAND? BOARD MEMBERS.
MAKE SURE YOU CAN SEE THE LENSES.
THANK YOU. OH, YOU CAN KEEP IT.
LEADERSHIP GARLAND I GUESS I SHOULD SAY LG 43 FOR BEING HERE TODAY.
WE WILL MOVE TO OUR NEXT ITEM B SPECIAL EDUCATION UPDATE DOCTOR RAMOS.
[IV.B. Special Education Update]
GOOD EVENING, PRESIDENT GRIFFIN, BOARD OF TRUSTEES, AND DR.BEFORE I GET TO THAT, I'D BE REMISS IF I DIDN'T TAKE THIS OPPORTUNITY, TO APPRECIATE EACH AND EVERY ONE OF YOU ON THIS JANUARY BOARD OF TRUSTEES APPRECIATION FOR ALL OF THE SUPPORT NOT JUST IN THE DECISIONS THAT YOU MAKE BEHIND THAT COUNTER, BUT WHEN YOU SHOW UP TO EVENTS AND TAKE GENUINE INTEREST IN ALL STUDENTS AND ESPECIALLY THOSE THAT WE SERVE IN OUR DEPARTMENT.
NOW, WE'LL GET TO THAT UPDATE.
AND, JUST LOOKING AT THE PROGRAMING SERVICES AND THE THINGS THAT WE PROVIDE OUR STUDENTS, AND THERE WERE SOME RECOMMENDATIONS THAT CAME OUT OF THAT AUDIT, WHICH THEN LED TO AN ACTION PLAN.
AND SO THIS IS OUR SEMIANNUAL ACTION PLAN UPDATE ON JUST OUR PROGRESS NOW, IN EVERY SEMESTER, WE DON'T ADDRESS EVERY PIECE OF THAT ACTION PLAN.
AND SO DURING THE UPDATE WE JUST UPDATE ON WHAT WE'VE DONE IN THE PREVIOUS SEMESTER.
SO IT WENT FROM, YOU KNOW, JUST THAT AUDIT TO OUR PLAN AND THEN TO THE ACTION STEPS THAT WE TAKE.
THIS IS A KEY TO HOW WE'RE MEASURING OUR PROGRESS ON EACH OF THE PRIORITY AREAS FROM BEGINNING EACH OF THOSE ACTION STEPS, TO FULL IMPLEMENTATION.
THIS WAS OUR STATUS REPORT FROM OUR PREVIOUS UPDATE IN JUNE OF 2023.
AND WE'VE MOVED THE NEEDLE ON SEVERAL OF OUR PRIORITY AREAS, MANY OF THAT WERE INTERCONNECTED AS WE PRESENT THIS UPDATE TODAY. WE'LL GO THROUGH EACH ONE OF THOSE PRIORITY OR GOAL AREAS.
AND THEN TALK A LITTLE BIT ABOUT WHAT WE'VE BEEN ABLE TO DO THIS SEMESTER.
[00:20:03]
SO OUR FIRST GOAL IS OUR PARENT GROUP, AND REALLY MAKING SURE THAT WE'RE GATHERING INPUT AND MAKING SURE VOICES OF PARENTS ARE INVOLVED IN OUR DECISION MAKING.AND SO ANNUALLY, WE HAVE A FOCUS GROUP TO SOLICIT FEEDBACK ON THE TRAININGS THAT WE PLAN TO PROVIDE IN THE FOLLOWING YEAR. AND SO WE DO HAVE A YEAR LONG PLAN FOR ALL OF THOSE TRAININGS AND GATHER INPUT AND FEEDBACK FROM THEM ON THE THINGS THAT WE NEED TO BE PROVIDING.
THIS SEMESTER, WE'VE REALLY FOCUSED ON DEVELOPING AND DEFINING WHAT WORLD CLASS SPECIAL EDUCATION MEANS, AND SO MUCH OF OUR PARENT INPUT HAS BEEN DEDICATED AND FOCUSED ON THOSE TASK FORCE ACTIVITIES TO DEVELOP THAT DEFINITION.
ONE THING THAT WE'VE HAD A CHALLENGE WITH IS GETTING PARTICIPATION FROM OUR PARENTS TO JOIN US DURING THOSE FOCUS GROUP MEETINGS, AND SO WE'RE GOING TO TAKE THE OPPORTUNITY FOR A NEW CROP OF THOSE THAT HAVE BEEN INTERESTED IN DEFINING WORLD CLASS, SPECIAL EDUCATION TO JOIN US ON AN ONGOING BASIS.
WE'RE GETTING CONTINUOUS FEEDBACK.
THIS WAS A NEW INITIATIVE AS WE STARTED THIS ACTION PLAN FROM DEVELOPING THE DEPARTMENT TO A HANDBOOK TO PROCESSES ON THE CAMPUS. AND SO WE'VE BEEN, REFINING AND REVAMPING PROCEDURES FOR IDENTIFYING STUDENTS WHO NEED TIERED SUPPORTS, AND WORKING CLOSELY WITH THE BEHAVIOR SPECIALISTS IN THE STUDENT SERVICES DEPARTMENT IN ORDER TO REALLY WORK ON THE BEHAVIOR INTERVENTION STRATEGIES FOR STUDENTS NEEDING TIER TWO AND TIER THREE SUPPORTS.
AND WE ARE IN THE PROCESS OF HIRING SPECIFIC MTSS BEHAVIOR SPECIALISTS THAT WILL FOCUS ON THOSE TIER TWO AND TIER THREE INTERVENTIONS ON THE CAMPUSES THROUGH OUR DEPARTMENT.
GOAL THREE IS IDENTIFICATION PRACTICES AND DISPROPORTIONALITY MONITORING.
WE CONTINUE TO TAKE DAILY AND WEEKLY REPORTS TO ENSURE PROPER PEIMS CODING OF ALL STUDENTS WHO ARE SERVED IN EITHER SECTION 504 OR SPECIAL EDUCATION.
AND WE'RE ALSO PARTNERING WITH STUDENT SERVICES, TO CREATE A TASK FORCE, A DISTRICT LEADERSHIP TEAM, TO TACKLE DISPROPORTIONALITY IN OUR DISTRICT. WE'RE ALSO, PROVIDING ADDITIONAL CAMPUS LEADERSHIP TRAINING, TO INCLUDE THAT DISPROPORTIONATE DATA REVIEW, AS WELL AS SCHEDULING ADDITIONAL DATA DIVE MEETINGS SPECIFICALLY WITH CAMPUSES THAT MIGHT BE, EXPERIENCING ADDITIONAL DISPROPORTIONALITY AS COMPARED TO OTHERS.
OUR IEP DEVELOPMENT OUR INDIVIDUAL EDUCATION PLAN.
WE'VE ESTABLISHED TRAINING PROTOCOLS FOR SPECIAL EDUCATION TEACHERS AND ESPECIALLY BRAND NEW TEACHERS WITH THE INCLUSION OF THOSE FIVE DAYS AT THE BEGINNING OF THE SCHOOL YEAR, WHERE WE WERE ABLE TO BRING THEM IN FOR TRAINING, SPECIFICALLY WITH THEM, AND ALSO, CREATING CONFERENCE STYLE PROFESSIONAL DEVELOPMENT SO THAT WE CAN DIFFERENTIATE FOR OUR VETERAN TEACHERS AND OUR NEW TEACHERS BECAUSE THEY HAVE DIFFERENT NEEDS AND ARE ON A DIFFERENT, CONTINUUM OF LEARNING AS IT PERTAINS TO IEP DEVELOPMENT.
WE'VE ALSO REALLY FOCUSED ON, LOOKING AT PRESENT LEVELS OF STUDENT PERFORMANCE THAT IS INCLUDED IN THE IEP BECAUSE THAT IS THE FOUNDATION FOR THE DEVELOPMENT OF THOSE GOALS THAT WE ANTICIPATE STUDENTS WILL MASTER THROUGHOUT THE YEAR.
EXPANDING THE LEAST RESTRICTIVE ENVIRONMENT.
WE'RE REALLY LOOKING AT SOME ROOT CAUSE ANALYSIS OF WHY WE MAY NEED SOME ASSISTANCE WITH ENSURING THAT STUDENTS ARE IN THEIR LEAST RESTRICTIVE ENVIRONMENT.
LOOKING AT PROGRAMS AND ARE PROGRAMS CONTRIBUTING TO THIS OR DO ARE WE IMPLEMENTING PROGRAMS THAT ARE REALLY HELPING US PUSH STUDENTS INTO THEIR LEAST RESTRICTIVE ENVIRONMENT OR THAT ENVIRONMENT, WHERE THEY ARE ACCESSING GENERAL EDUCATION CURRICULUM, ACCESSING NON-DISABLED PEERS? AND WE'VE IDENTIFIED STUDENTS SPECIFICALLY IN OUR MIDDLE SCHOOLS.
WE DID A DATA DIVE IN OUR MIDDLE SCHOOLS.
[00:25:02]
MORE INCLUSIVE MODEL AS OPPOSED TO A RESOURCE MODEL.AND SO WE IDENTIFIED, CLOSE TO 160 STUDENTS THAT WE WERE ABLE TO LESSEN THEIR SCHEDULE OF SERVICES AND PROVIDE MORE INCLUSION AND LESS PULL OUT SUPPORT.
SO WE'RE SYSTEMATICALLY GOING THROUGH WE STARTED THERE AND WE WILL BE CONTINUING THROUGH THAT.
WE'VE ALSO BROUGHT IN A PASS PROGRAM.
SO IT'S POSITIVE APPROACH TO STUDENT SUCCESS.
AND THAT IS AN INITIATIVE FOR THIS YEAR WHERE WE TRAINED ADMINISTRATORS AND TEACHERS IN OUR, BEHAVIOR, SUPPORT CLASSES SO THAT WE CAN PUSH THEM AND SUPPORT THEIR BEHAVIOR IN THE GENERAL EDUCATION CLASSROOM.
NOW, NOT EVERY STUDENT IS ABLE TO DO THAT.
SO WE DO HAVE DIFFERENT LEVELS OF SUPPORT THAT WE CAN PROVIDE.
BUT WE ARE DEFINITELY THROUGH THIS PROGRAM, INCLUDING THEM MORE AND MORE INTO THE GENERAL EDUCATION CLASSROOM, AS WELL AS CREATING SHORT AND LONG TERM PLANS TO CONTINUE TO DEVELOP PROGRAMS SUCH AS CO-TEACHING AND EXPANDING PASS.
GOAL SIX SPECIALLY DESIGNED INSTRUCTION, COLLABORATIVE TEACHING AND CO-TEACHING.
AND REALLY SEEING SOME SUCCESS THERE INITIALLY AND HOPING THAT, WHEN WE GO IN AND LOOK AT OUR DATA THAT WE FIND THAT THE STUDENTS THAT ARE PARTICIPATING IN THAT CO-TEACH MODEL.
WE ANTICIPATE THAT THEY'RE GOING TO OUTPERFORM BECAUSE THEY ARE BEING EDUCATED IN THAT GENERAL EDUCATION CLASSROOM WITH THE FULL CONTINUUM OF OUR CURRICULUM. AND THEN ALSO WORKED WITH OUR STUDENT MANAGEMENT PLATFORM PROVIDER TO CREATE EXPORT DATA TO LOOK AT SERVICE, WHAT SERVICES STUDENTS ARE BEING PROVIDED SO THAT WE CAN MONITOR THAT AND DIG DEEPER AND FIND WAYS IN WHICH WE CAN BRING IN THAT PROGRAMING AGAIN, TO, INCLUDE THEM IN MORE OF THAT CO-TEACH COLLABORATIVE, INSTRUCTION.
GOAL SEVEN IS INCLUSIVE PRACTICES, PLANNING, GUIDANCE AND IMPLEMENTATION.
WORKING WITH CAMPUSES AND MASTER SCHEDULING, PROVIDING THEM ASSISTANCE WE WERE ABLE TO WORK WITH SOME CAMPUSES LAST YEAR, AND WE REALLY WANT TO EXPAND THAT TO ALL CAMPUSES NEXT YEAR.
SO THAT THE MASTER SCHEDULING, THE MASTER SCHEDULE, WILL BE SUPPORTIVE OF THOSE INCLUSIVE PRACTICES.
WE ALSO ASSESSED THE USE OF THE NATATORIUM WITH OUR SELF-CONTAINED STUDENTS TO LOOK AT, WHETHER THEY'RE ABLE TO BE INCLUDED WITH THEIR GENERAL ED PEERS.
AND A LOT OF THEM ARE SOME OF OUR STUDENTS WHO REQUIRE MORE 1 TO 1 ASSISTANCE.
SO, WE DO HAVE, AGAIN, A CONTINUUM BASED ON WHAT THE STUDENT NEEDS.
THAT REALLY IS AROUND OUR OUTCOMES.
AND SO I JUST CREATED THIS WHERE WE CAN SEE SOME PROGRESS FROM OUR RDA REPORT FROM 2021 LAST YEAR AND THEN OUR MOST RECENT YEAR. AND WE CAN SEE SOME OF THE GAINS THAT HAVE BEEN MADE ACADEMICALLY WITH OUR STUDENTS.
SO IN THIS SLIDE, YOU SEE THIS IS OUR STAAR GRADES THREE THROUGH EIGHT PASSING RATES.
WHERE IN 2021 YOU SEE WHERE WE STARTED AND WHERE WE WERE, WHERE WE ARE IN 2023.
AND THEN JUST CALCULATED WHAT THAT CHANGE HAS BEEN IN THE PAST TWO YEARS.
THE NEXT SLIDE IS FOR OUR EOCS OR END OF COURSE EXAMS. FOR ALL OF OUR AREAS AGAIN, WE'RE SEEING A TREND OF DOUBLE DIGIT INCREASES IN STUDENT PERFORMANCE AND OUTCOMES AS IT RELATES TO STUDENTS WITH SPECIAL EDUCATION SERVICES.
GOAL NINE IS ADHERENCE WITH THE INTENT AND SPIRIT OF INDIVIDUALS WITH DISABILITIES.
THAT'S SOMETHING THAT WE'RE INCORPORATING IN OUR PROFESSIONAL DEVELOPMENT THROUGH OUR PLAN.
[00:30:06]
TO LOOK AT IMPLEMENTATION, TO SEE WHAT KINDS OF SUPPORTS ARE NEEDED ON THE CAMPUSES.NOT JUST INDIVIDUAL SUPPORTS, BUT ALSO SYSTEMIC SUPPORTS THAT WE CAN DEVELOP SOME PROFESSIONAL DEVELOPMENT AND OFFER THAT TO OUR TEACHERS AND OUR CAMPUSES. AND ALSO WORKING WITH OUR RAAD DEPARTMENT, AND OUR PEIMS DEPARTMENT TO DEVELOP RELEVANT DATA REPORTS SO THAT THE PLATFORMS THAT WE HAVE CAN CREATE THE REPORTS THAT ARE RELEVANT TO OUR STUDENTS WITH DISABILITIES.
WE ARE DEVELOPING SURVEYS TO GATHER FEEDBACK ON CHANGES IN OUR POLICIES, PROCEDURES, OPERATIONS.
HOW ARE THESE WORKING ON THE CAMPUSES FROM THEIR PERSPECTIVE AND ANY ADDITIONAL NEEDS THEY MIGHT FEEL LIKE WE WILL WANT TO PRIORITIZE AND FOCUS ON IN THE FUTURE, AS WELL AS REGULAR SCHEDULED MEETINGS WITH OUR EXECUTIVE DIRECTORS OF LEADERSHIP WHO ARE OVER OUR CAMPUSES TO GET THOSE INCREASED OPPORTUNITIES TO MEET WITH CAMPUSES AND, PROVIDE SPECIAL EDUCATION TIDBITS FOR ADMINISTRATORS.
GOAL 11 IS SPECIFIC TO PROFESSIONAL DEVELOPMENT.
AND THEN OUR POLICY AND PROCEDURE MANUAL, WE HAD COMPLETED THAT.
WITH THE BOND, WE HAVE ADDITIONAL OPPORTUNITIES TO PLAN FOR FACILITIES AND BE INVOLVED, PARTICULARLY WITH THAT PLAYGROUND DESIGN THAT WAS INCLUDED IN THE BOND, FOR ACCESSIBLE PLAYGROUNDS AT EACH OF OUR ELEMENTARY SCHOOLS, TWO OF THEM AND ALSO BOND PROJECT MEETINGS, AS WELL AS MEETING FOR JUST OUR, YEARLY, FACILITIES TRANSPORTATION COLLABORATION, TO DETERMINE IF WE ARE GOING TO HAVE ANY ADDITIONAL SITES, CAMPUS SITES FOR EXPANDING SELF-CONTAINED CLASSROOMS. AND THEN FOR GOAL 14, IT'S OUR ORGANIZATIONAL STRUCTURE AND EXPANDING THE ROLES OF MENTAL HEALTH PRACTITIONERS.
THROUGH BOARD ACTION, WE DID INCREASE THE CONTRACT DAYS FOR OUR SCHOOL PSYCHOLOGISTS.
THEY WERE LICENSED SPECIALISTS IN SCHOOL PSYCHOLOGY.
THAT WAS NOT SOMETHING THAT THEY COULD DO.
THEY HAD TO USE THE FULL LSSP TITLE.
AND NOW, OUR WE'D LIKE TO MOVE FORWARD AND, RENAME THEM AS SCHOOL PSYCHOLOGISTS, WHICH IS HOW THEY'VE BEEN SERVING OUR KIDS. WE'VE ALSO HIRED A SPECIAL EDUCATION DIRECTOR AND THEN THOSE MTSS BEHAVIOR SPECIALISTS.
ONE THING, THAT WAS NOT INCLUDED IN OUR ELEVATING RIGOR, PORTION, RDA OR OUR RESULTS DRIVEN ACCOUNTABILITY REPORT, ALSO DISCUSSES DISPROPORTIONALITY AS IT RELATES TO IDENTIFICATION OF STUDENTS WITH SPECIAL EDUCATION SERVICES, PLACEMENT OF STUDENTS WITH SPECIAL EDUCATION SERVICES, AND ALSO THE DISCIPLINE OF STUDENTS WITH SPECIAL EDUCATION SERVICES.
AND SO PART OF OUR REPORT, GIVES US INFORMATION ABOUT ANY SIGNIFICANT DISPROPORTIONALITY THAT WE MAY BE HAVING IN THE DISTRICT. AND WE HAVE HAD SIGNIFICANT DISPROPORTIONALITY IN THE AREA OF DISCIPLINE WITH OUR AFRICAN AMERICAN STUDENTS.
AGAIN, WORKING WITH RAAD AND WITH, OUR DATA SYSTEMS DEPARTMENT TO GET THOSE REPORTS AND MAKE SURE THAT WE HAVE THE WEEKLY, MONTHLY MONITORING OF OUR NUMBERS AND OUR, ACTIONS THAT WE NEED TO TAKE AND HAVE TARGETED MEETINGS WITH CAMPUS ADMINISTRATORS AT LOCATIONS WHERE WE MIGHT HAVE ADDITIONAL OR MORE SIGNIFICANT DISPROPORTIONALITY.
[00:35:09]
AND PREVENT, OR PROVIDE THE COMPREHENSIVE PROFESSIONAL DEVELOPMENT.WE'RE CREATING A REPOSITORY OF PD WHERE WE HAVE A SHORT VIDEO CLIPS THAT WE'RE GOING TO BE PROVIDING, FOR, ALL OF OUR STAKEHOLDERS, AND THEN USING SOME SELF-REFLECTIVE TOOLS WITH THEM, GETTING THAT STAKEHOLDER FEEDBACK, REVIEW ANY CHANGES FOR POLICIES AND PROCEDURES BASED ON OUR SPECIAL EDUCATION SELF-ASSESSMENT THAT WE CONDUCTED IN THE FALL.
AND THEN OUR CALENDARED MEETINGS FOR OUR FACILITIES PLANNING, AND THEN, WORKING ON GOAL FOUR WITH THAT ORGANIZATIONAL STRUCTURE DEFINING WHAT WORLD CLASS SPECIAL EDUCATION IS, AND THEN OUR PLAN FOR DISPROPORTIONALITY.
SO THAT WAS A LOT OF INFORMATION.
AND SO I SAW SOME WRITING I'M THINKING SOME OF YOU MAY HAVE SOME QUESTIONS.
NO. DID I SEE A HAND? OKAY, MR. SELDERS, THANK YOU FOR THAT UPDATE.
GOING BACK TO THE SLIDE WHERE YOU TALKED ABOUT THE FOCUS GROUPS, FAMILIES.
HOW MANY FAMILIES ARE WE ACTUALLY GETTING PARTICIPATING IN THOSE FOCUS GROUPS COMPARED TO THE NUMBER OF STUDENTS THAT WE'RE SERVING? VERY GRIM. IT'S NOT VERY MANY AT ALL.
SO I WILL TELL YOU, THE LAST MEETING WE HELD, WAS SCHEDULED AND THERE WAS ANOTHER PARENT GROUP THAT SCHEDULED A MEETING AT THE SAME TIME, AND WE ACTUALLY HAD NO ONE TO COME.
SO WE WERE DISAPPOINTED ABOUT THAT.
WHEN YOU SAY ANOTHER PARENT GROUP WERE THESE? IT WAS SAGE. YEAH.
AND I THINK THE DEFINITION THAT WAS USED.
ONE MORE. THIS ONE. YEAH. SO CONSISTENT.
AND IT'S LIKE MOST ARE ALL STUDENTS AND FAMILIES BENEFIT OR PARTICIPATE.
SO YOU HAVE IT LISTED AS THAT.
SO IF YOU WHAT ARE YOU BASING THE CURRENT SO WHEN YOU LOOK AT THE SPECIFIC ACTION STEPS AS THEY'RE WRITTEN IN THE PLAN, THEY'RE VERY KIND OF LIKE CHECKLIST. DID YOU HAVE A PARENT GROUP MEETING.
YES. IT DIDN'T REALLY HAVE THAT QUALIFIER OF SIGNIFICANT NUMBER OF FAMILIES OR ANYTHING LIKE THAT.
SO WHEN YOU'RE LOOKING AT THE SPECIFIC ACTION SET THAT IS INCLUDED, WAS THE ACTION TAKEN? YES. AND ACTUALLY HAVE WE HAD MORE PARENT PARTICIPATION? I PROBABLY WOULD HAVE RATED THAT AS FULL IMPLEMENTATION.
SURE. HAVE WE SET OUR GOAL IN TERMS OF WHAT WE'RE LOOKING AT IN TERMS OF OUTREACH AND WHAT OUR EXPECTATION IS IN ORDER TO HAVE MORE PARTICIPATION AND MAYBE DRIVE, YOU KNOW, ACTIVITIES SO THAT WE CAN GET THAT PARENTAL PARTICIPATION.
THAT'S SOMETHING THAT'S GOING UNDER REVIEW.
WE'VE SENT IT THROUGH TEACHERS BECAUSE WHAT WE KNOW IS PARENTS READ WHAT TEACHERS SEND HOME.
YOU KNOW, I'M NOT SURE WHY THEY'RE NOT ATTENDING IF THEY WOULD COME.
WE CAN ASK, BUT I DON'T KNOW IF IT'S THE DAY OF THE WEEK.
I KNOW THE LAST MEETING, IT WAS THAT IT CONFLICTED WITH THAT OTHER, PARENT GROUP MEETING.
YOU KNOW I THINK WE NEED TO LOOK AT, YOU KNOW, EVERYONE'S CALENDAR.
WERE THERE TOO MANY EVENTS THAT WEEK? AND, SO REALLY BRINGING IN MAYBE FACE THAT IS MORE INVOLVED WITH WHAT OTHER ACTIVITIES ARE HAPPENING IN THE COMMUNITY MAY BE A STRATEGY FOR US, AS WELL AS REACHING OUT TO THOSE THAT EXPRESSED AN INTEREST IN DEVELOPING OUR DEFINITION FOR WORLD CLASS.
IF, AS YOU GUYS ARE REVIEWING THIS, COULD YOU ALSO MAYBE PUT SOME THOUGHT INTO WHAT A GOOD SORT OF METRIC WOULD LOOK LIKE IN TERMS OF FOR THE NUMBER OF STUDENTS THAT WE'RE SERVING THROUGH SPECIAL ED, YOU KNOW, WHAT PARENTAL PARTICIPATION WOULD LOOK LIKE AND WHAT YOU WOULD EXPECT IN ORDER TO ACHIEVE THAT WORLD CLASS DESIGNATION.
YEAH, I THINK THERE'S TWO DIFFERENT THINGS.
ONE IS PARENTAL PARTICIPATION IN THE EDUCATION, PLANNING AND PROGRAMING AND ALL OF THAT.
AND THEN THE FOCUS GROUP, BECAUSE WITH A FOCUS GROUP, WE WANT TO MAKE SURE THAT IT'S LARGE ENOUGH TO HAVE REPRESENTATION, BUT ALSO SMALL ENOUGH TO BE MANAGEABLE TO ACTUALLY GET GOOD FEEDBACK THAT'S ACTIONABLE.
RIGHT. AND SO IF YOU HAD MORE PEOPLE, YOU HAVE A GREATER POOL TO PULL FROM FOR THE FOCUS GROUP.
[00:40:03]
ABSOLUTELY. I GET THAT.ABSOLUTELY. GOING TO YOUR SLIDE ON THE CO-TEACHING MODEL, CAN YOU GO INTO A LITTLE BIT MORE, EXPLANATION OF WHAT THAT IS, HOW IT'S WORKING, HOW IT'S STRUCTURED.
SO WHAT WE'RE LOOKING AT SO RESOURCE IS WHEN YOUR STUDENTS HAVE A MODIFIED CURRICULUM AND YOU PULL THEM OUT TO WORK ON SKILLS THAT THEY NEED IN ORDER TO PROGRESS IN THE GENERAL EDUCATION CURRICULUM AND CO-TEACHING REALLY IS BRINGING THAT SPECIAL EDUCATION TEACHER INTO THAT CLASSROOM AND SUPPORTING THE STUDENTS IN THE CLASSROOM WITH THE OTHER STUDENTS AND THE OTHER TEACHERS.
RIGHT. SO THEY HAVE ACCESS TO THE FULL, CONTINUUM OF THE CURRICULUM INSTEAD OF THAT TARGETING OUTSIDE OF THE IEP. RIGHT.
SO THEY GET BOTH IN THAT IN THAT WAY, BECAUSE THEY CAN DO SMALL GROUPS THERE.
THEY CAN BE A PART OF THAT WHOLE GROUP LESSON, AND IT REALLY INVOLVES BOTH TEACHERS IN THE EDUCATION OF THE STUDENTS OF ALL OF THEM IN THE CLASS.
WHEN WE'VE EXPANDED IT TO FIVE MIDDLE SCHOOLS, WHAT DO WE LOOK AT IN TERMS OF DEFINING SUCCESS, TO BE ABLE TO EXPAND IT TO THE MIDDLE SCHOOLS, AND THEN WHAT IS THE PROCESS OR WHAT ARE WE GOING TO USE AS A BENCHMARK TO ROLL IT OUT TO OTHER CAMPUSES? SO WHEN WE WANT TO START SOMETHING, WE ALWAYS START WITH THOSE THAT ARE READY TO TAKE THAT STEP.
AND LOOKING AT STUDENT SCHEDULES ALSO AND THEIR SERVICES TO DETERMINE ARE THESE STUDENTS THAT ARE CLOSE, LIKE THEY COULD REALLY THRIVE IN THIS CO-TEACH MODEL, OR DO THEY NEED MORE INTENSIVE SERVICES AND BE PULLED OUT? SO WE'RE NOT JUST LOOKING FOR CAMPUSES THAT ARE READY TO TAKE THAT STEP, BUT ALSO THE STUDENTS THAT THEY'RE SERVING.
WHERE ARE THEY ON THAT CONTINUUM OF LEARNING AND THOSE THAT ARE, YOU KNOW, READY TO BE IN THAT GENERAL EDUCATION AND PUSH THEM IN, THEN THAT'S WHAT WE'RE LOOKING AT.
AND THEN AS FAR AS SUCCESS, HOW IT'S DEFINED, IS IT JUST BASED ON THE NUMBERS OF STUDENTS THAT ARE READY TO TAKE THAT NEXT STEP OR ARE READY TO BE SORT OF IN THAT ENVIRONMENT, A CO-TEACHING ENVIRONMENT? SO IT DEPENDS ON WHAT PIECE OF SUCCESS YOU'RE LOOKING AT.
BUT ALSO WE WANT TO MAKE SURE THAT THE STUDENTS IN THE CLASSROOM ARE SUCCESSFUL.
DO THEY HAVE GOOD ATTENDANCE? ARE THEY YOU KNOW, ARE THEY MOTIVATED TO COME TO SCHOOL BECAUSE THEY'RE BEING INCLUDED IN THAT CLASSROOM? HOW ARE THEIR CBAS? HOW ARE THEIR MAP TESTING? AND OF COURSE, ULTIMATELY, HOW DO THEY PERFORM ON STAAR? RIGHT. I WOULD IMAGINE THAT GROWTH WOULD BE A HUGE PIECE OF THAT, RIGHT? YES, MOST DEFINITELY.
AND THE LAST QUESTION THAT I HAD WAS ON YOUR SLIDE ABOUT ELEVATING RIGOR.
I NOTICED THAT ON ALL OF THOSE, SUBJECT AREAS WITH THE EXCEPTION OF SOCIAL STUDIES AND THE DIFFERENCE WE EXPERIENCED A LITTLE BIT OF A DROP. SO I'M JUST CURIOUS IF YOU GUYS LOOKED INTO THAT TO KIND OF FIGURE OUT WHAT HAPPENED THERE AND HAVE SOME ANSWERS.
YEAH. WITH SOCIAL STUDIES, IT'S A LITTLE DIFFERENT BECAUSE IT'S NOT, TESTED EVERY YEAR.
AND SO YOU'RE LOOKING AT DIFFERENT COHORTS OF STUDENTS.
AND WE HAVEN'T SPECIFICALLY LOOKED AT, AT SOCIAL STUDIES, AND YOU KNOW, THAT PIECE, WE'VE REALLY BEEN FOCUSED, ON OUR SUPPORT PLANS ON READING AND MATH.
BUT THAT IS A GOOD CALL OUT FOR SURE.
WELL, GREAT JOB ON THE IMPROVEMENT OVER THE LAST COUPLE OF YEARS.
WELL, THAT'S HAPPENING ON THE CAMPUS.
AND SO, WE'RE REALLY APPRECIATIVE OF ALL OF OUR CAMPUS ADMINISTRATORS AND TEACHING STAFF THAT, ARE PULLING TOGETHER THOSE SPECIAL EDUCATION TEACHERS WORKING WITH THE GENERAL EDUCATION TEACHERS TO MAKE THIS HAPPEN.
AND, THE TREND IS WONDERFUL, AND WE'RE REALLY EXCITED ABOUT THAT.
AND HOPING THAT WE GET TO THAT WORLD CLASS LEVEL.
THANK YOU. MR. BEACH. YES, DR.
I'M CURIOUS OF WHAT PERCENTAGE OF PEOPLE ARE RESPONDING TO YOUR SURVEY.
IF YOU'RE NOT GETTING THEM TO SHOW UP IN ANY OF THE MEETINGS ARE WE GETTING THE SURVEYS BACK SO THAT THEY ARE INVOLVED AND THEY DO KNOW WHAT WE'RE TRYING TO DO TO GET TO THE LEVEL THAT WE NEED TO? ARE YOU GETTING ANY RESPONSE IN THAT RESPECT? SO WE HAVEN'T SENT OUT A SURVEY TO PARENTS PER SE.
[00:45:07]
SO BUT WE HAVEN'T SENT OUT A PARENT SURVEY.AND SO THAT'S ALSO A REALLY GOOD CALL OUT.
SO ESSENTIALLY WE CAN'T GET THEM TO BE THERE AT THE MEETINGS.
YOU KNOW. BUT MAYBE WE CAN DO IT THAT WAY.
YEAH I WAS BECAUSE I WAS LOOKING AT HOW ARE WE GOING TO REACH THE PARENTS WANT THE SERVICES.
THEY WANT A WORLD CLASS SPECIAL EDUCATION PROGRAM.
BUT IF WE CAN'T GET THEM TO BE INVOLVED IN IT, IT MAKES IT VERY DIFFICULT FOR US AS A DISTRICT TO TRY TO GET OVER THE HUMP AND REACH THE GOAL THAT WE'RE TRYING TO REACH FOR THOSE STUDENTS, BECAUSE WE DO WANT TO OFFER THOSE GREAT SERVICES.
SO ANYWAY, MAYBE EVEN LOOKING AT WHAT IS THEIR LEVEL OF INVOLVEMENT ON THE CAMPUS LEVEL, BECAUSE MANY TIMES WHAT WE KNOW IS THEY GET INVOLVED WITH WHO THEY KNOW, RIGHT? THEIR TEACHERS AND THEIR CAMPUS ADMINISTRATORS AND THE COMMUNITY, THE CAMPUS COMMUNITY.
GROWS EVERY DAY. [LAUGHTER] RIGHT NOW IT'S AROUND 11%.
THE MOST RECENT NUMBERS THAT I CHECKED, IT WAS JUST OVER 6,400.
AND WE WATCHED THOSE A LITTLE MORE CLOSELY THAN OUR TOTAL STUDENT ENROLLMENT.
BUT, IT'S, I WOULD SAY AROUND 11%.
THERE WAS ALSO ONE OTHER THING IN YOUR SLIDES THAT I WAS CURIOUS ABOUT.
AND WHEN YOU HAD SOMETHING THERE FROM THREE TO EIGHTH GRADE STUDENT REMOVAL OR WHATEVER, LIKE THAT, IF WE HAVE THE POLICIES IN PLACE TO ACCOMMODATE THOSE REMOVALS? IN OTHER WORDS, DO WE HAVE SOMETHING IN PLACE TO FOR PROTECTION OF THE CHILD AND ALSO THE TEACHER TOO IN THAT RESPECT? THERE ARE DEFINITELY LAWS AND POLICIES IN PLACE.
WHAT WE WILL DO AS PART OF THIS PROCESS IS TO REVIEW.
DO WE, LIKE YOU SAID, DO WE HAVE IT CLARIFIED IN THERE? DO WE HAVE INFORMATION THAT CAMPUSES MIGHT HAVE IN TERMS OF MITIGATING FACTORS THAT THEY CAN CONSIDER WHEN LOOKING AT, OUT OF SCHOOL PLACEMENTS? WELL, AND THAT'S THE THING THAT BOTHERS ME MOST OF ALL TOO, ABOUT ON PARENT INVOLVEMENT.
AND THAT BOTHERS ME BECAUSE WE REALLY THEY NEED TO BE INFORMED AND HOPEFULLY THROUGH A SURVEY OR WHATEVER, THAT WE CAN GET OUT TO THEM, THAT THEY WILL READ THAT, THAT WE CAN GET MORE PEOPLE INVOLVED IN THAT.
SO ANYWAY, THANK YOU FOR THE PRESENTATION.
OKAY. ANY OTHER? MR. MILLER? YEAH.
AND, COMPLIMENTS ON THE IMPROVEMENT.
I JUST WANTED TO VISIT SOMETHING ON THE GOAL SEVEN.
AND YOUR OPINION OF THAT EFFECTIVE, IS IT PROVING TO BE EFFECTIVE? IS THAT STILL A GOOD THING TO DO? THANK YOU. SO, THROUGH THE PAST PROGRAM, IT'S A RIGOROUSLY MONITORED SYSTEM OF STUDENTS.
SO, STUDENTS THAT ARE BEING SUCCESSFUL, YOU KNOW, THEY GET THEIR LESSON IN TERMS OF, YOU KNOW, THIS IS WHAT IS EXPECTED IN THE CLASSROOM.
THESE ARE WAYS TO INTERACT IN THE CLASSROOM.
SO THEY HAVE, COLOR CODED CARDS THAT THEY PUT IN THE WINDOW, LIKE, HERE ARE THE STUDENTS IN THE PAST PROGRAM OR UNDERPASS IN MY CLASSROOM.
IF THEY START LOOKING AT YELLOW, THEN THEY MIGHT HANG OUT WAIT, KIND OF SEE IF IT'S GOING TO TURN TO RED AND WE NEED TO COME IN AND WORK WITH THE STUDENT. IF IT TURNS TO RED, WE PULL THE STUDENT OUT, WE TALK WITH THE STUDENT.
IF THEY ARE ABLE TO REENGAGE IN THE CLASSROOM, THEN THAT'S WHAT HAPPENS IF THEY NEED SOME ADDITIONAL SUPPORT BACK IN THE SPECIAL EDUCATION CLASSROOM, THEN THAT'S WHAT HAPPENS.
[00:50:01]
AND SO WHAT WE'RE REALLY LOOKING AT, KIND OF THE DEFAULT SETTING IS FOR THE STUDENTS TO BE IN THE GENERAL EDUCATION CLASSROOM.AND IT'S ONLY WHEN THEY'RE UNABLE TO MAINTAIN THAT, THAT THEY'RE PULLED OUT.
MS. GRIFFIN, CAN I FOLLOW UP ONE QUESTION? OKAY. SO WHEN I HEAR THINGS LIKE, WHAT WE THE BIG WE, WOULD LIKE TO HAVE STUDENTS DO IS TO BE IN THE GENERAL SETTING.
I GUESS WHAT I'M ASKING IS, IS THAT SOMETHING THAT'S DRIVEN BY THE STUDENTS AND THE DESIRE FOR THEM TO BE IN THE GENERAL? I MEAN, HOW IS THAT BENEFICIAL DO YOU THINK IT'S BEEN EFFECTIVE? IS THAT A CONCEPT THAT'S PROVEN OUT OVER TIME? I DON'T KNOW ENOUGH ABOUT IT TO KNOW IF THAT'S A KEY TO THE OVERALL EDUCATION PROCESS.
AND, YOU KNOW, LIKE I SAID, IN YOUR OPINION, IS THAT SOMETHING THAT IS EFFECTIVE? DO WE KEEP DOING THAT OR IS THERE ANOTHER APPROACH THAT WOULD MAYBE MORE, BETTER FIT THE NEED OF THE CHILD? THANK YOU. WELL, WHAT WE KNOW IS THAT, THAT GENERAL EDUCATION TEACHER IS THE CONTENT EXPERT, RIGHT? IF WE'RE TALKING ABOUT A MIDDLE SCHOOL, YOU HAVE MATH TEACHERS, YOU HAVE READING TEACHERS.
YOU KNOW, THEY'RE MORE GENERALIZED SPECIAL EDUCATION TEACHERS.
AND SO WHAT WE WANT IS TO HAVE STUDENTS IN THE GEN ED CLASSROOM WITH THE FULL RANGE OF THE CURRICULUM, BECAUSE WHEN WE PULL THEM OUT, WE KNOW THAT IT'S NOT THE FULL RANGE OF THE CURRICULUM WE'RE REALLY WORKING ON SKILLS.
SO THAT'S WHERE, LEAST RESTRICTIVE ENVIRONMENT COMES FROM LIKE THE WHOLE GOAL IS FOR THEM TO LEARN AND BE ABLE TO BE SUCCESSFUL WITH THE SUBJECT MATTER CONTENT.
AND THAT'S WHERE THEY'RE GOING TO GET THE FULL RANGE IS IN THAT GENERAL EDUCATION CURRICULUM.
AND AGAIN, CONGRATULATIONS ON THE IMPROVEMENTS.
MISS STANLEY. THANK YOU, MISS GRIFFIN.
SO I WASN'T GOING TO SPEAK, BUT I JUST WANT TO KIND OF GIVE MY $0.02 ON THE PARENT INVOLVEMENT.
SO I THINK PARENT INVOLVEMENT IS VERY IMPORTANT.
THEN YOU HAVE SPECIAL EDUCATION.
AND DO WE WANT THEM INVOLVED IN THEIR CAMPUS AND THEIR CHILD'S EDUCATION, OR DO WE WANT THEM INVOLVED IN ADMINISTRATION? AND SO I WASN'T AS CONCERNED WHEN I HEAR THAT, YOU KNOW, FOR ME, IF THEY CHOSE TO GO TO THE SAGE OVER THAT, I MEAN, THAT'S A WIN, RIGHT? I MEAN, THAT'S A HUGE WIN BECAUSE THAT'S A WHOLE THAT'S SUPPORT.
THAT'S THE SUPPORT THAT THE PARENTS NEED.
SO I WOULD REALLY LOVE TO SEE THEIR INVOLVEMENT AT THE CAMPUS LEVEL.
AND IF IT DOESN'T EXIST AT THE CAMPUS LEVEL, THEN YEAH, WE HAVE A PROBLEM.
BUT THAT'S JUST FROM A MOM WHO'S STRETCHED VERY THIN.
OKAY, I THINK WE'VE RECEIVED THIS REPORT.
THANK YOU FOR ANSWERING ALL OF OUR QUESTIONS, AND WE WILL STAY TUNED FOR THE NEXT UPDATE.
WE'RE NOW MOVING TO 4C TO RECEIVE THE PRESENTATION ON BOND 2023
[IV.C. Receive Presentation on Bond 2023 Program Summary Update]
PROGRAM SUMMARY UPDATE.AND AT THIS TIME, IT'S A GOOD STOPPING POINT.
LG 43, THANK YOU ALL FOR BEING HERE.
THANK YOU FOR SPENDING THE DAY WITH US.
AND AS YOU SEE, YOUR SCHOOL BOARD IS ENGAGED.
ALL RIGHT. YOU ALL HAVE A NICE SAFE TRIP HOME.
[00:55:09]
BOARD PRESIDENT GRIFFIN, MEMBERS OF THE BOARD, DOCTOR LOPEZ, HERE TONIGHT TO PRESENT TO YOU THE JANUARY BOND.PROGRAM SUMMARY UPDATE FOR THE 2023 BOND PROGRAM.
SO OUR BOND PROGRAM IS BROKEN UP INTO THREE DIFFERENT PROPOSITIONS.
OUR LARGEST PROPOSITION IS A AND FOR 1.1 BILLION.
PROPOSITION B IS OUR MULTI PROGRAM ACTIVITY CENTERS.
AND PROGRAM PROPOSITION C IS OUR TECHNOLOGY DEVICE REFRESH.
AN UPDATE ON THE ACTIVE PROGRAMS TO DATE.
PHASE ONE PROJECTS ARE SOFTBALL BASEBALL IMPROVEMENTS.
YOU CAN SEE OUR TIMELINE THAT'S ON TOP.
THAT PROJECT IS ACTUALLY BROKEN UP INTO THREE DIFFERENT PARTS.
PART ONE IS AN ACTIVE PROJECT.
WE ARE MOVING FORWARD WITH NAAMAN FOREST, ROWLETT, AND SACHSE.
PART TWO LAKEVIEW, CENTENNIAL, NORTH GARLAND AND SOUTH GARLAND.
WE'VE GOT DESIGN REVIEWS, ABOUT 95%.
AND WE'LL LOOK INTO ISSUE SOLICITATION IN FEBRUARY FOR PART TWO.
AND IN PART THREE, THE GARLAND HIGH SCHOOL PIECE WE ARE STILL IN THE DISCOVERY AND PLANNING STAGES.
THESE ARE A COUPLE OF PHOTOS OF WHAT YOU SEE AT THE ROWLETT, SOFTBALL AND BASEBALL.
THIS IS SACHSE SOFTBALL AND SACHSE BASEBALL.
NAAMAN FOREST SOFTBALL AND NAAMAN FOREST BASEBALL.
WE'RE STILL IN LINE. OUR DESIGN IS GOING FROM JANUARY THROUGH MAY.
YOU CAN SEE THAT, WE'VE AWARDED A CMAR.
AT THAT TIME, WE'LL BE BRINGING THAT TO THE BOARD FOR AWARD.
YOU SEE THE TIMELINE THAT WE HAVE THERE FOR FREEMAN.
IN THE PAST, PRESENTATIONS, WE COMBINED FREEMAN AND HILLSIDE.
I'LL SHARE WITH YOU THAT THE WORK IS REALLY TAKEN OFF ON BOTH PROJECTS.
AND SO WE WILL NOW BE REPORTING INDEPENDENTLY ON EACH ONE OF THOSE CAMPUSES AS THE WORK IS REALLY TAKING PLACE, THE DESIGN AND DISCOVERY PROCESS IS GOING ON.
I CALL YOUR ATTENTION TO THE PORTABLE RELOCATIONS FOR, THAT ARE GOING TO GO TO MEADOWS.
IT'S WHAT WE ARE CALLING THE TERM THAT WE USE IN THE INDUSTRY IS CALLED SWING SPACE, WHERE WE MOVE THE STUDENTS FROM FREEMAN ELEMENTARY OVER TO GOLDEN MEADOWS, AND WE CONTINUE INSTRUCTION THERE WHILE THE BUILDING IS BEING DEMOLISHED AND THEN REPURPOSED.
BUT THE TERM WE USE IS SWING SPACE THERE.
SO HILLSIDE ACADEMY, CALL YOUR ATTENTION TO THE PORTABLE RELOCATIONS.
WE HAVE PORTABLES FROM IDENTIFIED PORTABLES AT COOPER ELEMENTARY AND WEAVER ELEMENTARY.
LAKEVIEW, CENTENNIAL AND NAAMAN FOREST.
WE'VE DONE A LOT OF ARCHITECTURAL INTERIOR IMAGING.
WHAT THAT MEANS IS OUR TECH HAS DONE SOME REALLY EXTENSIVE, DETAILED, PHOTOGRAPHS AND IMAGING OF HOW THE BUILDING ACTUALLY EXISTS, INTERIOR INSIDE AND ABOVE THE CEILING, WHICH GIVES US A BETTER UNDERSTANDING OF HOW WE CAN IMPROVE BOTH BUILDINGS AND REALLY SERVE THE STUDENTS AS PART OF THIS BOND PROGRAM.
AS YOU RECALL, PLAYGROUNDS HAVE BEEN BROKEN UP INTO MULTIPLE PHASES.
PHASE ONE CONSISTS OF 15 CAMPUSES.
WE'VE HAD MULTIPLE MEETINGS WITH THE MANUFACTURERS, WE'VE MET WITH OUR ARCHITECTS, AND WE'VE GOT CAMPUS PRINCIPAL SURVEYS WHERE WE REACHED OUT TO THE CAMPUSES ASKING FOR INPUT, ASKING FOR DEPARTMENTAL INPUT ON SPECIFICALLY WHAT THESE PLAYGROUNDS NEED TO LOOK LIKE.
WE WANT TO MAKE SURE THAT WHAT WE OFFER OUR CAMPUSES IS, VERY, IMPROVED UPON PLAYGROUNDS.
[01:00:06]
SO WHEN PEOPLE SEE OUR SCHOOLS, THEY CAN, THEY WILL BE TEMPTED TO UTILIZE THIS PLAYGROUND 24 SEVEN BECAUSE IT'S GOING TO BE A BEAUTIFUL PLAYGROUND WHEN WE'RE ALL SAID AND DONE AND EACH CAMPUS IS GETTING TWO.SO WE'RE WORKING VERY, VERY HARD TO ACHIEVE THE GOALS OF THE BOND PROGRAM FOR THE PLAYGROUNDS.
WE'VE COMPLETED OUR SITE ASSESSMENTS FOR THOSE.
WE ARE WORKING WITH OUR ARCHITECT AND OUR CIVIL ENGINEERS TO COMPLETE SOME SITE SURVEYS.
SO WE'VE GOT QUITE A BIT OF WORK TO DO WITH THE FENCING PIECE.
WE'VE MADE A LOT OF HEADWAY WITH OUR CONSTRUCTION PROJECT MANAGEMENT SOFTWARE CALLED PROJECTMATES.
WE'VE COMPLETED OUR TRAINING FOR OUR DEPARTMENT STAFF.
WE'VE GOTTEN REALLY IMMERSED IN THAT PROGRAM.
WE'RE STARTING TO LOAD ALL OF THE DATA INTO THE PROGRAM.
NOW WE'VE GOT MULTIPLE, ADDITIONAL CALLS WITH, PROJECTMATES TO ENSURE THAT THE DATA THAT WE'RE PUTTING IN THERE IS EASILY ACCESSIBLE, THAT WE'RE, WE WANT THE GOAL IS TO TRAIN THE STAFF THAT'S WORKING ON THE BOND PROGRAM, AND THEN THE STAFF WILL HELP IN TRAINING THE ARCHITECTS, CONTRACTORS AND OTHER INDIVIDUALS WHO NEED ACCESS TO THIS SO THAT WE CAN REALLY, MAXIMIZE THE UTILIZATION OF THIS SOFTWARE.
UPCOMING BOARD ACTIONS FOR NEXT MONTH WE WILL BRING TO YOU PHASE TWO PROJECTS.
EXCUSE ME, WE'LL BRING TO YOU RECOMMENDED ARCHITECTS FOR THE PHASE TWO PROJECTS.
THE PROJECTS THAT ARE BEING IN PHASE TWO ARE THE ELEMENTARY REPLACEMENT NUMBER THREE, OUR NEW AGRICULTURE, OUR AGRICULTURAL SCIENCE FACILITY, THE NORTH GARLAND AND SOUTH GARLAND RENOVATIONS, ARE ENHANCEMENTS TO HICKMAN, NORTHLAKE, ROWLETT, AND TOLER ELEMENTARY.
THOSE ARE THE INTERIOR ENHANCEMENTS THAT WE WILL BE DOING IN THOSE CAMPUSES.
AND THEN WE HAVE A ROOF PACKAGE THAT, INCLUDES COOPER, HERFURTH, AND STEADHAM ELEMENTARY.
THOSE ARE THE PROJECTS THAT ARE IN PHASE TWO HERE.
YOU SEE THE FINANCIAL REPORT THAT IS PRODUCED FROM ORACLE.
AND THAT'S WHERE OUR LIVE DATA IS.
AND WITH THAT WE'LL TAKE ANY QUESTIONS.
BUT BEFORE WE HAVE ANY QUESTIONS, I WILL CALL YOUR ATTENTION TO WHAT WE'VE DONE FOR THE LAST SEVERAL MEETINGS WE'VE BEEN PUTTING IN YOUR PACKET, AS PART OF THIS PRESENTATION, INDIVIDUAL, WE HAVE INDIVIDUAL PROJECT STATUS REPORTS.
EACH ONE OF THESE PROJECT STATUS REPORTS, GIVES YOU MUCH MORE INFORMATION THAN THE SUMMARY SHEET.
SO AS MORE PROJECTS COME ON BOARD THESE, YOU'LL HAVE A SHEET PER, PER PROJECT.
LET ME SAY THANK YOU FOR DEVELOPING THE PROJECT SUMMARY INFORMATION SHEET.
SO I HAVE ENJOYED, READING AND REVIEWING THE SUMMARY PAGES.
ARE THERE ANY QUESTIONS? LET ME LOOK DOWN HERE.
OKAY. JAMIE. MR. MILLER. YEAH, JUST REAL QUICK AND THANK YOU FOR THE UPDATE.
MY QUESTION IS REGARDING THE FENCING PROJECT.
GIVE ME AN IDEA OF WHAT YOU FACE IN TERMS OF GOING THROUGH CITIES, GETTING APPROVALS, SETBACKS, ZONINGS OR RESTRICTIONS OF ANY KIND, AND ESPECIALLY IF ANYTHING IS GOING TO RESTRICT US BUILDING THE FENCE IN A SAFE MANNER AND WITH SAFETY REQUIREMENT IS OUR UTMOST CONCERN.
GREAT. THANK YOU FOR THE QUESTION.
IT'S A VERY GOOD QUESTION, MR. MILLER. SO FIRST OF ALL, LET ME RESPOND BY SAYING THAT, WE ARE NOT WORKING IN A VACUUM.
WE HAVE OUR SAFETY AND SECURITY DEPARTMENT HERE.
AND WE'RE COLLABORATING WITH THE SAFETY AND SECURITY DEPARTMENT, TO TALK SPECIFICALLY ABOUT UNIQUENESS TO A PERIMETER FENCE, HOW THE GATING GOES, WHAT WE CALL A MAN GATE.
AND SO THOSE ARE SOME OF THE THINGS THAT WE'RE TALKING THROUGH.
WHAT DOES THAT LOOK LIKE? WHAT IS THAT GOING TO BE? IS IT A MECHANICAL SYSTEM OR IS IT ELECTRONIC SYSTEM?
[01:05:06]
ALL THOSE TYPES OF THINGS WE'RE WORKING THROUGH, WE HAVE NOT PRESENTED TO THE DISTRICT YET OUR THREE DIFFERENT OPTIONS.IT IS OUR INTENT TO PRESENT TO THE DISTRICT THREE DESIGN OPTIONS.
WHAT I MEAN BY DESIGN OPTIONS THREE, FENCING DESIGN OPTIONS.
AS YOU KNOW, ONE OF THE THINGS THAT OUR GOAL HERE IS TO, CREATE A SECURED BUILDING PERIMETER, OF OUR CAMPUSES WITHOUT IT LOOKING, I'LL JUST SAY UNATTRACTIVE.
AND SO WE HAVE TO BE MINDFUL OF THAT.
AND SO, WE HAVE A LOT OF OUR PROPERTIES THAT WE NEED TO DO PERIMETER FENCING.
BUT IF THE BACK OF THE PROPERTY IS NOT, LET'S SAY, FOR EXAMPLE, IT'S FACING A WOODED AREA, THERE'S NO NEED TO INVEST IN SOME REALLY DECORATIVE FENCING IN THAT SENSE.
WE'VE NOT COME BACK TO THE DISTRICT AND PRESENTED THAT YET, BUT WE ARE LOOKING AT THAT PIECE.
I MUST SAY, WHEN WE START LOOKING AT OUR SITE SURVEYS, WHEN WE LOOK AT OUR PROPERTIES, WE HAVE, WE HAVE SOME SITUATIONS FOR SOME OF OUR CAMPUSES WHERE WE WE UTILIZE THE ALLEYWAYS AS PART OF A DRIVEWAY, IN OUR CAMPUSES.
AND, TO THAT EXTENT, WE UTILIZE OUR ALLEYWAYS FOR OUR BUS LANE, OUR BUSSES USE ALLEYWAYS.
SO SOME OF THESE CAMPUSES ARE GOING TO BE A CHALLENGE.
THE SOLUTION, IS ALWAYS GOING TO BE THE FIRST AND FOREMOST WILL ALWAYS BE THE SAFETY AND SECURITY OF OUR STUDENTS WHILE THEY'RE AT THE CAMPUS.
THAT MAY MEAN IN SOME INSTANCES, AND I'M NOT SAYING IN EVERY INSTANCE, BUT THAT'S GOING TO MEAN IN SOME INSTANCES, SOME INCONVENIENCE, FOR WHERE SOME OF OUR PARKING IS TODAY, SOME OF OUR PARKING TODAY MAY BE OUTSIDE OF A SECURED AREA.
THAT MAY NOT ALWAYS BE THE CASE ANYMORE.
WE'RE GOING TO HAVE AND WE'RE LOOKING AT THESE CASE BY CASES.
SOME OF THESE CAMPUSES, THE PARKING YOU MAY HAVE TO WALK A LITTLE BIT FARTHER THAN WHAT YOU'RE ACCUSTOMED TO IN ORDER TO ENSURE THAT WE'RE KEEPING OUR STUDENTS SAFE AND SECURE THROUGHOUT THE DAY.
SO WE'RE LOOKING AT ALL OF THAT.
BUT THAT IS A BIG CHALLENGE FOR US RIGHT NOW.
THAT'S AS I'VE DRIVEN AROUND AND LOOKED AT SOME OF THE CAMPUSES, I'VE THOUGHT, HOW ARE WE GOING TO DO THIS? BECAUSE I SEE THE COMMON ALLEYS THAT SHARED WITH OTHER YOU KNOW YOU CAN'T FENCE IN A PUBLIC ALLEY, THOSE KIND OF THINGS.
SO, I WOULD THINK, SPEAKING FOR MYSELF, JUST AS YOU DEVELOP THOSE PLANS, I'D BE INTERESTED TO SEE THAT ANY TROUBLES YOU'RE RUNNING INTO WITH RESPECT TO THAT.
AND THEN I NOTICE IN YOUR CALENDAR FOR FENCING IT LOOKED LIKE IT'S COMPLETED SOMEWHERE IN 25.
AM I RIGHT WITH THAT? YEAH. SO WHAT YOU SEE THERE.
SO WHAT YOU SEE THERE IS THE DESIGN, THE PROCUREMENT PIECE, THE CONSTRUCTION, 42 CAMPUSES.
IT'S A LOT IT IS A LOT OF WORK.
AND, WHEN YOU'RE LOOKING AT, THE TYPES OF FENCING AND ITS PERIMETER, IT'S THE ENTIRE SITE.
WE EXPECT TO BE FINISHED BY THE END OF THE YEAR.
SO WE'VE A LOT ON OUR PLATE JUST FOR THIS ONE SPECIFIC PROJECT.
THIS ONLY ADDRESSES THE ELEMENTARY CAMPUSES.
PHASE TWO ADDRESSES ALL THE OTHER CAMPUSES.
SO WE HAVE A BIG CHALLENGE AHEAD.
BUT I THINK THAT WE'LL BE SUCCESSFUL IN BEING ABLE TO ACHIEVE THE DATES.
WE DO WE WOULD ASK FOR THE CITIZENRY SOME PATIENCE.
AND THERE MAY BE SOME REALIGNMENT AS TO HOW YOU ENTER THE CAMPUS.
HOW YOU DO TODAY MAY NOT BE THE SAME AS YOU DO IN THE FUTURE.
AND THAT'S NOT GOING TO BE EVERY SINGLE CAMPUS, BECAUSE WE HAVE SOME VERY, VERY SMALL SITES.
[01:10:03]
SOME OF OUR ELEMENTARY SCHOOLS ARE ON SOME VERY, VERY SMALL PIECES OF PROPERTY.AND SO WE'RE WORKING THROUGH THOSE CHALLENGES.
EVERY CAMPUS HAS GOT ITS OWN UNIQUENESS TO IT RIGHT NOW.
SO THANK YOU. AND I'M GLAD TO SEE THE PIECE OF SOFTWARE INSTALLED.
AND I LOOK FORWARD TO SEE HOW MUCH WE CAN DO WITH THAT.
WHO HAD THEIR HAND UP? I'M SORRY I DIDN'T SEE YOU.
JUST A BRIEF FOLLOW UP ON WHAT YOU JUST MENTIONED JAVIER, DID YOU JUST, INDICATE THAT THE ENTRANCES FOR STUDENTS MIGHT CHANGE AS A RESULT OF THE FENCING PROJECT? NO. WHEN SO THE FENCING PROJECT.
WHEN YOU SAY THE STUDENT ENTRANCE PIECE TODAY, SOME OF OUR CAMPUSES HAVE PERIMETER FENCING THAT IS DESIGNATED. IT DOESN'T HAVE A DOOR, IT DOESN'T HAVE A GATE, BUT IT'S AN OFFSET.
SO SOME OF OUR CAMPUSES HAVE AN OFFSET WHERE STUDENTS IN THE NEIGHBORHOOD, RATHER THAN COME TO THE FRONT, UTILIZE THAT OFFSET TO GAIN ACCESS TO THE BUILDING.
SO AND THAT WAS PURPOSEFUL WHEN IT WAS BUILT.
AND OF COURSE, THIS IS MIND YOU, THESE ARE 60, 70 BUILDINGS WHEN THEY WERE BUILT THAT WAY.
WE'RE LOOKING AT THE PERIMETER ITSELF, THE ENTIRE PERIMETER.
HOW DO WE TAKE TRAFFIC FLOW, STUDENT ENTRANCE, PARENT ENTRANCE.
HOW DO WE RETAKE THAT FLOW AND BRING IT INTO THIS TO THE FRONT OF THE SCHOOL? BUT JUST TO CLARIFY, WE'RE TALKING ABOUT, LIKE AN ENTRANCE IN THE GATE SO THEY CAN GET ACCESS TO THE PROPERTY, NOT TO THE BUILDING ITSELF.
THEY'RE STILL ALL BEING ROUTED AND GOING THROUGH THE SECURED VESTIBULE.
OH, ABSOLUTELY. YES. WE'RE BECAUSE THIS IS PERIMETER FENCING WHEN.
IT'S THE SITE PERIMETER FENCING, NOT THE BUILDING, BUT THE PROPERTY ITSELF.
SO WE'RE BUILDING FENCING AROUND THE PROPERTY.
SO WE'RE NOT CHANGING HOW STUDENTS ENTER THE MAIN ENTRANCE.
EVERYONE WILL STILL ENTER THROUGH THE SECURED VESTIBULE.
ONCE YOU BRING US SOME DIAGRAMS, WE CAN.
SO WHEN I LOOK AT THE THE PROJECT SUMMARY INFORMATION SHEETS.
SO I WAS LOOKING AT THE LAKEVIEW AND THE NAAMAN.
AND SO NAAMAN CALLS OUT THE DANCE STUDIO, AUDITORIUM, NEW SOUND SYSTEM.
BUT WE DON'T CALL THAT OUT IN THE LAKEVIEW.
SO IS IT AN ASSUMPTION THAT THERE IS NO DANCE STUDIO AT THE LAKEVIEW, OR THAT WE'RE NOT GOING TO DO ANY WORK ON IT? THERE IS, IT'S JUST AN OVERSIGHT ON OUR PART.
EACH OF THOSE CAMPUSES, I WOULD SAY THAT.
SO LET ME BACK UP A LITTLE BIT AND CLARIFY WHAT WE'RE DOING HERE.
THE BOND PROGRAM HAD TWO MAJOR PIECES TO IT IN PROP A.
PROP A CONSISTED OF FACILITY CONDITION ASSESSMENTS, A DOLLAR VALUE FOR THAT.
AND THEN IT HAD MAJOR PROJECTS THE MAJOR PROJECTS ELEMENTARY SCHOOL, THE MAC BUILDINGS, HIGH SCHOOL.
RENOVATIONS WERE PART OF THE PROP A PRIORITY ONE PIECE.
SO THAT'S A WHAT WE CALL A TASK LIST.
SO THOSE ARE SPECIFIC TASKS THAT WE'RE WORKING TO ADDRESS ON EACH SPECIFIC CAMPUS.
SO THE TASK LIST FOR LAKEVIEW AND NAAMAN DOES HAVE A DANCE SPACE.
SO EVERY SINGLE ONE OF OUR HIGH SCHOOLS HAS THAT AS PART OF IT.
EVERY SINGLE ONE OF OUR HIGH SCHOOLS HAS AN AUDITORIUM, RENOVATION PIECE.
IT'S A REFRESH FOR THE AUDITORIUM.
EVERY SINGLE ONE OF OUR HIGH SCHOOLS HAS A REPLACEMENT OF THE SOUND SYSTEM FOR OUR GYM.
SO THERE'S A LOT OF SIMILARITIES FOR A LOT OF OUR HIGH SCHOOLS.
AND THEN THERE'S SOME UNIQUENESS FOR EACH SPECIFIC SCHOOL.
MOVING TO 4D TO RECEIVE THE BOARD OF TRUSTEES CONTRACT RENEWAL REPORT FOR
[IV.D. Receive Board of Trustees Contract Renewal Report for January 2024]
JANUARY 2024.TO MISS GRIFFIN, MEMBERS OF THE BOARD OF TRUSTEES, I'D LIKE TO TAKE THIS OPPORTUNITY TO THANK YOU FOR THE SERVICE THAT YOU RENDER OUR TRI CITIES TO THE PATRONS OF GARLAND, ROWLETT, SACHSE TO DR.
LOPEZ. MY NAME IS MARK BOOKER.
I HAVE THE OPPORTUNITY OF SERVING THE DISTRICT AS THE EXECUTIVE DIRECTOR OF PURCHASING.
[01:15:06]
WE DO HAVE 11 CONTRACTS THAT HAVE BEEN SUBMITTED FOR RENEWAL, TWO OF WHICH HAVE EXCEEDED THE CH REGULATION REQUIREMENTS AND WILL REQUIRE APPROVAL AS AN ACTION ITEM LATER IN THE BOARD AGENDA.I'LL BE HAPPY TO ENTERTAIN ANY QUESTIONS THAT YOU MIGHT HAVE AS IT RELATES TO THE JANUARY REPORT.
QUESTIONS, TRUSTEES? THANK YOU, MR. BOOKER.
[IV.E. Receive Presentation on Fine Arts Acoustical Improvements at Secondary Schools Progress Update]
IMPROVEMENTS AT SECONDARY SCHOOL PROGRESS UPDATE.GOOD EVENING MEMBERS OF THE BOARD, BOARD PRESIDENT GRIFFIN, MEMBERS OF THE BOARD, DOCTOR LOPEZ, HERE TONIGHT TO PRESENT TO YOU AN UPDATE ON THE FINE ARTS ACOUSTICAL IMPROVEMENT PROGRAM PROJECT AT THE SECONDARY SCHOOLS.
I WANTED TO GIVE YOU AN UPDATE FOR THAT.
WE HAVE MADE TREMENDOUS STRIDES IN THE TIME THAT WE'VE BEEN WORKING ON THIS PROJECT.
I'M GOING TO TURN THE PRESENTATION OVER TO, BRIAN SAHRMANN, WHO IS WITH PBK AS A PROJECT MANAGER FOR PBK WHO WILL GO THROUGH THE PRESENTATION.
GOOD EVENING, BOARD PRESIDENT, MISS GRIFFIN, BOARD OF TRUSTEES AND DOCTOR LOPEZ.
WE'LL REVIEW BID PROPOSALS, CONSTRUCTION SCHEDULE AND NEXT STEPS.
SO SCOPE REVIEW HERE ON THE MAP, YOU'LL SEE THE HIGH SCHOOLS IN RED AND WE HAVE SEVEN OF THEM.
AND THEN THE MIDDLE SCHOOLS IN BLUE.
SO A TOTAL AND THAT'D BE THAT'S 12 OF THEM.
WE HAVE A TOTAL OF 19 CAMPUSES WE'RE DOING WORK AT.
AND THAT'S ALSO IN THREE DIFFERENT MUNICIPAL JURISDICTIONS.
AND THE SCOPE WILL VARY PER CAMPUS TOO.
WE'LL ALSO PROVIDE ACOUSTICAL IMPROVEMENTS TO THE CEILING PANEL TYPES.
WE'LL PROVIDE ACOUSTICAL WALL PANELS ON THE WALLS.
AND WE'LL ALSO HAVE TO ADD A FEW CAMPUSES REPLACE THE MUSICAL INSTRUMENT LOCKERS DUE TO THE FACT THAT THERE WAS NOT ENOUGH AVAILABLE SPACE IN THE ROOM TO PUT UP WALL PANELS.
SO IT'S NOT TO, THE REVERBERATION IS TO A RATE, AND THE TONES ARE TO A RATE WHERE THE PERFORMANCE, THE STUDENTS AND THE STAFF WILL HEAR EACH OTHER BETTER AND THE PERFORMANCE OF THE SPACE WILL ACT MUCH BETTER.
AND THEN WE DID REVIEW THIS SCOPE WITH THE CAMPUSES AND GOT FEEDBACK.
AND THAT'S WHAT THAT LAST ITEM IS.
AND SO BUT TO HELP WITH THAT SOUND REFLECTIVITY, WE'RE GOING TO PLACE CURTAINS IN FRONT OF IT.
SO THE PROCUREMENT METHODS WAS A JOB ORDER CONTRACT.
PASCHEN, LMC CORPORATION, AND PHILLIPS MAY.
THE TOTAL CONSTRUCTION COST IS $4,693,308.35.
THAT'S FOR THAT COMBINES ALL THREE VENDORS AND IS THE TOTAL FOR ALL 19 CAMPUSES.
RIGHT NOW WE'RE IN THE PRE-CONSTRUCTION PHASE.
AND THAT'S GOING THAT'S FROM NOW UNTIL ABOUT MARCH.
SO THIS IS A VERY A GENERAL OVERVIEW, BUT PERMITS ARE READY FOR ALL THREE MUNICIPALITIES.
SO THE CONTRACTORS WILL BE PICKING THOSE UP VERY SOON.
THEY JUST HAVE SOME PAPERWORK TO FILL OUT.
AND THEY'RE ALSO GOING TO START TO SEND US SUBMITTALS.
AND WE'LL REVIEW THAT FOR THEM.
AND THAT'S A HELP WITH THE QUALITY CONTROL OF THE PROJECT.
FROM MARCH TO OCTOBER, THEY'LL START THE CONSTRUCTION PHASE.
[01:20:03]
AND AGAIN, MOBILIZATION WILL VARY PER CAMPUS AND SO WILL SUBSTANTIAL COMPLETION.AND THEN THE LAST PHASE WILL BE THE FINAL CLOSEOUT, WHERE THEY DO ANY NECESSARY REPAIRS AND COMPLETION OF PUNCH LIST ITEMS AFTER WE WALK ALL THESE CAMPUSES, AND THEN THEY'LL OBTAIN WARRANTIES AND MAINTENANCE MANUALS AND ALL THE LEGAL DOCUMENTS REQUIRED FOR THE FINAL CLOSEOUT, AND WE EXPECT THAT TO BE DONE BY THE END OF THE YEAR.
NEXT STEPS. AGAIN, THEY'RE GOING TO COMPILE ALL THE LEGAL DOCUMENTATION SO THEY CAN GET STARTED.
BONDS, INSURANCE PERMITTING ALL THAT.
WE'RE GOING TO SCHEDULE PRE-CONSTRUCTION MEETINGS WITH THE CONTRACTOR AND ALSO COORDINATE WITH THE CAMPUSES AND DISCUSS SCHEDULES WITH THEM TO MAKE SURE WE'RE WORKING AROUND THEIR SCHEDULED EVENTS, AND WE DON'T DISRUPT ANYTHING.
THIS WORK WILL BE AFTER HOURS AND WEEKENDS.
THE CONTRACTOR WILL BEGIN THEIR BADGING, AND WE'LL ISSUE.
SO THAT THEY CAN GET ALL OF THEIR LONG LEAD ITEMS ORDERED AND PROCURED.
SO INSTALLATION CAN BE DONE AS SOON AS POSSIBLE.
AND AN EXAMPLE OF LIKE A LONG LEAD ITEM WOULD BE SOUND DOORS.
WE DO HAVE A FEW SOUND DOORS WE NEED TO INSTALL IN THE PROJECT.
BUT THANK YOU. AND IS THERE ANY QUESTIONS I CAN ANSWER? MS. STANLEY.
THANK YOU. MINE IS JUST MORE, WHAT DID WE HAVE BUDGETED FOR THIS? ARE WE WITHIN OUR BUDGET? UNFORTUNATELY NOT.
WE HAD 2.5 MILLION BUDGETED WHEN WE DID THAT BUDGET WE KNEW WHICH ROOMS WE NEED TO FOCUS ON.
MEANING THE ACOUSTICIAN DID THEIR STUDY.
WE KNEW WHICH ROOMS AND WHICH CAMPUSES WE NEEDED TO FOCUS ON.
IT WAS ALSO BEFORE THE ACOUSTICIAN.
SO THE ACOUSTICIAN TOLD US WHAT ROOMS WERE REQUIRED TO BE WORKED ON.
SO, YOU KNOW, WE ANTICIPATED A BUDGET OF THAT, BUT UNFORTUNATELY, THERE'S STILL A LOT OF UNKNOWNS.
THANK YOU. I WAS THE ONE WHO DID ASK FOR THIS TO BE BROUGHT FORWARD, SO THANK YOU FOR DOING THAT.
SO IF I UNDERSTOOD, ALL THE WORK WILL BE DONE IN THIS CALENDAR YEAR, IS THAT IS THAT CORRECT? THAT IS CORRECT.
OKAY. AND MY ASSUMPTION IS THAT YOU'VE WORKED CAREFULLY AND CLOSELY WITH THE BAND AND ORCHESTRA DIRECTORS AT EACH OF OUR MIDDLE AND HIGH SCHOOL CAMPUSES.
WOULD THAT BE A FAIR STATEMENT? BAND, CHOIR AND ORCHESTRA, ALL THREE.
AND JUST TO CIRCLE BACK TO, TRUSTEE STANLEY'S QUESTION, THIS IS COMING OUT OF FUND 681, WHICH IS THE, BOND PROGRAM 2014 BOND PROGRAM.
SO THESE FUNDS ARE COMING OUT OF THAT OR THE COST WILL COME OUT OF THAT FUND.
AND WE HAVE THE 4.6 MILLION LEFT IN THAT FUND? YES, MA'AM. OKAY.
YOU MENTIONED THAT THERE WERE THREE BIDS THAT WERE GIVEN BY THREE DIFFERENT CONTRACTORS.
HAVE WE SELECTED WHO WE'RE GOING TO GO WITH? WELL, THOSE ARE THE THREE CONTRACTORS.
SO, SO LET'S BACK UP A LITTLE BIT.
WHEN WE SAY BIDS, THOSE ARE ACTUALLY BIDS.
WE THE REASON WE USE JOC, THAT'S A JOB ORDER CONTRACT.
IF YOU RECALL, IN JUNE OF THIS YEAR, WE BROUGHT TO YOU A, WE ISSUED A SOLICITATION AS A DISTRICT FOR JOB ORDER CONTRACTING FIRMS. COMPANIES THAT IS WHAT, JOB ORDER CONTRACTING BASICALLY, IS IT'S A METHOD.
IT'S A MEANS AND METHOD TO DO CONSTRUCTION AND DEFINITE DELIVERABLES AND DEFINITE QUANTITIES, IDIQ THAT WE UTILIZE WHENEVER WE'RE DOING WORK THAT IS OF A REPETITIVE NATURE AND THINGS THAT ARE NOT LARGE IN CONSTRUCTION, LIKE BUILDING A BRAND NEW SCHOOL.
SO THAT'S THE PROCUREMENT METHOD THAT WAS CHOSEN TO DO THIS WORK.
[01:25:03]
OKAY. THANK YOU.THANK YOU. F WE WILL REVIEW NOVEMBER'S
[IV.F. Review November 2023 Monthly Financials]
2023 MONTHLY FINANCIALS.THANK YOU. PRESIDENT GRIFFIN BOARD OF TRUSTEES, SUPERINTENDENT DOCTOR LOPEZ.
FIRST OF ALL, I WANT TO SAY THANK YOU FOR ALL THAT YOU DO FOR THIS SCHOOL DISTRICT.
AND, THIS WILL BE MY ONE AND ONLY TIME TO TELL YOU THAT.
NO, I'M JUST KIDDING. IT IS JUST THAT MONTH.
BUT, DO THANK YOU FOR ALL THE WORK AND ALL THE TIME THAT YOU PUT IN, AND HAVING TO LISTEN TO ME.
SO, BUT, GOING ON BEFORE I GET IN TROUBLE HERE.
YEAH, YOU NEED TO. I DO WANT TO INTRODUCE OUR NEW EXECUTIVE DIRECTOR OF FINANCE.
THIS IS ARTURO, AND HE IS THE NEW EXECUTIVE DIRECTOR FOR FINANCE, AND WE'RE VERY HAPPY TO HAVE HIM.
GOING OVER THE FINANCIALS, ON PAGE 87, YOU SEE THE BUDGET BROKEN DOWN INTO THE OBJECT CODES AND THE DIFFERENT OBJECT CODES THAT WE HAVE AND THE BUDGETS THAT WE HAVE FOR THOSE OBJECT CODES.
AND THEN WHERE WE'RE SETTING, ROUGHLY ABOUT 38% OF THE TOTAL BUDGET SPENT, AND THEN ON, PAGE 90, THAT IS OUR REVENUE, THAT WE HAVE RECEIVED AS OF NOVEMBER.
SO WE'RE LOOKING AT, OUT OF THE 516.9 MILLION BUDGET WE RECEIVED 206 MILLION, WHICH IS ABOUT 39% OF THAT BUDGET.
BUT OUT OF THE 596 IN, EXPENDITURES, WE'RE SITTING AT ABOUT 38.9% OF THAT BEING SPENT OF 231.9 MILLION. AND IN OUR ESSER ON PAGE 96 AND 97, THIS IS THE ESSER 3, WHICH WILL END AT THE END OF THIS SCHOOL YEAR.
WE, HAVE A BUDGET OF 110.8 MILLION AND THAT, WE'VE HAVE REMAINING IN THE BUDGET ABOUT 37.
THIS IS 37 MILLION THAT'S AS OF NOVEMBER.
IT'S A LOT LESS THAN THAT WHEN WE GET DOWN TO WHERE WE ARE CURRENTLY.
WE'RE AT ABOUT 26 MILLION ON THAT CURRENTLY.
SO ANY QUESTIONS? MR. MILLER? THANK YOU. FIRST, A COMMENT ON THE SCHOOL BOARD BOOK.
IT'S TOO HARD TO TOO HARD FOR US PEOPLE WITH VISION, IN OTHER WORDS, OLD EYES.
I WILL TALK TO THE PERSON THAT WORKS ON IT.
YEAH, JUST SOMETHING BESIDES THE GRAY ON GRAY.
IT'S HARD TO DISTINGUISH. MAYBE I CAN JUST BRING THAT AS A HANDOUT.
YOU KNOW, IT'S OKAY. OR YOU CAN BUY US SOME COLOR PRINTERS.
THEY'RE NORMALLY COLOR. COLOR PRINT TAKES EXTRA.
SO ANYTHING THAT'S SURPRISING TO YOU OR ANYTHING THAT WASN'T ANTICIPATED? NOT YET. YOU KNOW, WE DO HAVE SOME THINGS COMING THROUGH THE BUDGET.
AND THANK YOU TO ALL THE STAFF THAT WALKED BUILDINGS WAS HERE DURING WHEN WE WERE OFF AND AND REALLY MAKING SURE THAT IF ANYTHING DID HAPPEN, THEY CAUGHT IT QUICKLY AND WAS ABLE TO GET IT REPAIRED.
SO WE WERE BACK TO SCHOOL ON WEDNESDAY, IN ORDER TO CONTINUE OUR EDUCATION PROCESS.
SO WE DON'T KNOW EXACTLY WHERE WE'RE AT ON THAT.
[01:30:04]
BUT, THOSE COULD BE SOME THINGS THAT COULD IMPACT THE BUDGET.ANY OTHER QUESTIONS? I FORGIVE YOU, MR. DODDS. THANK YOU, I APPRECIATE THAT.
ALL RIGHT. [LAUGHTER] WE'RE GOING TO MOVE TO G REVIEW NOVEMBER 2023 TAX REPORT.
[IV.G. Review November 2023 Tax Report]
MISS KRISTI COOPER.GOOD EVENING, PRESIDENT GRIFFIN BOARD OF TRUSTEES.
WE HAVE TWO REFUNDS THAT WERE GENERAL OVERPAYMENTS THAT ARE OVER $500 THAT WILL BE IN THE JUNE REPORT, AND AS OF TODAY, WE'RE AT 70.36% COLLECTED OF 2023.
I'LL BE HAPPY TO ANSWER ANY QUESTIONS.
QUESTIONS, TRUSTEES? OKAY. THANK YOU, THANK YOU.
H WE'RE GOING TO RECEIVE THE INTRUDER DETECTION AUDIT REPORT.
[IV.H. Receive Intruder Detection Audit Report ]
MR. MARK QUINN.GOOD EVENING, DOCTOR LOPEZ AND BOARD OF TRUSTEES.
THE TOP PRIORITY OF GARLAND ISD AND THE STATE OF TEXAS IS KEEPING STUDENTS AND STAFF SAFE EVERY DAY.
THE AUDITS TEST WHETHER A CAMPUS IS ACCESSIBLE TO UNAUTHORIZED INDIVIDUALS.
WE ARE WORKING CLOSELY WITH OUR DISTRICT SCHOOL SAFETY AND SECURITY COMMITTEE TO ENSURE THAT WE ARE TRAINING ALL OUR STAFF ON SECURING DOORS FOR PROTECTION OF EVERYONE AT OUR CAMPUSES. THE SUPPORT FROM THE STATE IN CONDUCTING INTRUDER DETECTION AUDITS IS JUST ONE OF THE MANY ACTIONS WE ARE TAKING TO ENSURE OUR SCHOOLS ARE SAFE.
WE KNOW THAT THIS WORK DOES NOT END AND WE APPRECIATE THE BOARD'S SUPPORT.
HOWEVER, IT IS IN THE BEST INTEREST OF THE STUDENTS THAT WE DO NOT SHARE THIS INFORMATION TO THE BROADER PUBLIC AS IT COULD LEAD TO COMPROMISING IMPORTANT CAMPUS SECURITY INFORMATION. SPECIFIC DETAILS OF THE INTRUDER DETECTION AUDIT WILL BE DISCUSSED IN EXECUTIVE SESSION AND WITH THE SAFETY AND SECURITY COMMITTEE.
THANK YOU. WE'RE GOING TO MOVE TO 5A AND HEAR DOCTOR LOPEZ TALK ABOUT THE KINKEADE REPORT.
[V.A. Kinkeade Report]
TRUSTEES, ALL RIGHT, BOARD APPRECIATION.SO WE'LL TALK MORE ABOUT THAT LATER.
BUT I JUST WANT TO SAY WE DID SUBMIT THE KINKEADE REPORT.
THERE'S A TYPO BECAUSE IT WAS ORIGINALLY JANUARY 16TH.
THAT WAS OUR DAY WHERE WE KEPT STUDENTS BACK TO GET OUR BUILDINGS READY FOR THEM.
MR. DODDS WAS ALLUDING TO A FEW OF THOSE THINGS.
IN THE JUDGES EYES, IT'S THE IMPORTANT THING THAT YOU GUYS HAVE THE REPORT.
THE ONLY DIFFERENTIATION FROM PAST REPORTS WOULD BE ON PAGE 110, ITEM 13.
BEING PART OF THE COURT ORDER, THERE ARE CERTAIN PROCESSES AND FEEDBACK LOOPS THAT WE MUST TAKE.
DOESN'T MEAN THAT WE HAVE TO TAKE THEIR ACTION.
IT'S JUST WE HAVE TO INFORM, CERTAIN GROUPS.
SO WITH THAT, I'LL ANSWER ANY QUESTIONS ON THE KINKEADE REPORT.
MR. GLICK. THANK YOU, MADAM PRESIDENT.
DOCTOR LOPEZ, ON PAGE OUR PAGE 109.
NUMBER 9, WE PREVIOUSLY WOULD REPORT WHICH SCHOOLS WERE NOT IN COMPLIANCE.
BASED ON MY READING IS KEELEY THE ONLY ONE WHO IS NOT IN COMPLIANCE AT THIS POINT? NO. I BELIEVE THERE'S ANOTHER CAMPUS.
BUT THEY USE BRADFIELD AS THEY USE TWO EXAMPLES.
THEY USE KEELEY AND THEY USE BRADFIELD.
BRADFIELD IS THE OPPOSITE OF WHAT THE COURT ORDER HAS WITH A POTENTIALLY, IF I REMEMBER CORRECTLY, ON TOP OF MY HEAD, 1%, WHITE PARTICIPATION AND 99% NOT WHITE, WHERE ABOUT 80 SOMETHING PERCENT OF BRADFIELD WOULD BE HISPANIC AND THEN THE
[01:35:08]
OTHERS WOULD FALL INTO THE OTHER RACES.SO OUTSIDE OF THAT, THAT'S WHY THE GENERALITY WAS THERE.
SO ON THE TOP END THOUGH, IT'S JUST KEELEY AT THIS POINT.
OKAY. THANK YOU, MISS GRIFFIN.
OKAY. OH, I'M SORRY, MR. JOHNSON. YEAH.
JUST REAL QUICKLY, WITH RESPECT TO THE KINKEADE REPORT, I NOTICE IN THE PARAGRAPH YOU ALLUDED TO EARLIER REGARDING THE CONSOLIDATION ISSUES, IT APPEARS THAT THE COURT HAS ALREADY SIGNED OUR UNOPPOSED MOTION TO APPROVE THE CONSOLIDATION PLAN.
THIS IS JUST LETTING THEM KNOW THAT IT WAS SIGNED, EXECUTED WITHIN 12 HOURS.
SO THEY WERE IN FULL AGREEMENT IN IT BECAUSE IT'S A NEW THING IT GOES INTO OUR KINKEADE REPORT.
EVERYTHING IS ALREADY APPROVED, PRE-DONE.
DID YOU HAVE A QUESTION, MISS STANLEY? OH, OKAY.
WE'RE GOING TO MOVE TO B WITH TRUSTEE REPORTS.
DR. SUSANNA RUSSELL, WILL YOU PLEASE COME TO THE PODIUM? THIS IS GOOD. [LAUGHTER] YOU KNOW, I HAVE A TENDENCY TO MAKE YOUR HEARTS JUST KIND OF, I THINK THIS IS YOUR LAST BOARD MEETING WITH GARLAND ISD.
AND YOU JOINED US WHEN? IN THE SUMMER OF 2018.
2018. SO I CAN'T SPEAK FOR ALL BOARD MEMBERS, BUT I WILL SPEAK FOR THE GENERAL BOARD TO SAY THANK YOU FOR THE SERVICES THAT YOU HAVE RENDERED TO THIS DISTRICT, THE CONTINUOUS IMPROVEMENT MODEL, THE ADVANCEMENT AND THE SUCCESS OF OUR STUDENTS.
WE KNOW YOU ARE GOING TO DO YOUR DREAM JOB, AND WE WISH YOU THE ABSOLUTE BEST.
BUT KNOW THAT WE WANT YOU TO KNOW THAT YOU WILL BE MISSED.
I APPRECIATE YOU AND I'M NOT GOING FAR.
I WILL STILL BE ABLE TO WORK WITH OUR STUDENTS HERE IN GARLAND AND SOME OTHER COMMUNITY DISTRICTS.
THANK YOU, DOCTOR RUSSELL, MUCH SUCCESS.
YEAH. I JUST WANT THE PUBLIC TO BE AWARE I'VE KNOWN DOCTOR RUSSELL FOR 12, 14 YEARS, AND, FROM THE DAY WE MET, WE WORKED SIDE BY SIDE AS COLLEAGUES, AND WE WENT AND GOT OUR DOCTORATE TOGETHER.
AND WHEN SHE CAME HERE AND YOU WERE GETTING A CHAMPION FOR CHILDREN.
A LOT OF THE ACCOLADES THAT HAVE, COME HERE, SHE HAS LED THE CHARGE WITH.
AND IT'S AMAZING WHAT WE'VE ACCOMPLISHED.
AND IT SEEMS LIKE A LONG TIME, BUT IT WAS A SHORT TIME.
WE HAVE SOMEBODY WHO DROPPED OUT OF HIGH SCHOOL WHO IS NOW GOING TO BE THE CEO OF A NONPROFIT TO ENSURE STUDENTS DON'T DROP OUT OF COLLEGE, AND THAT'S A PROFOUND CALLING. SO WITH THAT, I WISH YOU MUCH LOVE, SUCCESS AND HAPPINESS.
YOU DESERVE IT. THANK YOU FOR EVERYTHING.
THANK YOU. [APPLAUSE] FOR THE TRUSTEES REPORT, TRUSTEES I'M GOING TO ASK
[V.B. Trustees' Report]
YOU WE'RE GOING TO GO FROM MY RIGHT TO MY LEFT.[01:40:04]
AND I WOULD LIKE FOR YOU TO GIVE YOUR BRIEF REPORT.AND AS ONE TRUSTEE FINISHES, THE NEXT TRUSTEE JUST STARTS.
AND I'M GOING TO START WITH MR. GLICK. THANK YOU, MADAM PRESIDENT.
SO LAST WEEK I HAD THE HONOR OF BEING AT LIBERTY GROVE ELEMENTARY.
THE GLICK FAMILY WAS AWARDING $1,000 CHECK TO SPECIAL ED TEACHER, MICHELLE THOMPSON.
THAT WAS A REALLY A GREAT, GREAT THRILL.
AND THANK YOU AGAIN TO PRINCIPAL BOTTOMS. SHE TOOK ME FOR A TOUR OF THE SCHOOL, BUT ALSO WHILE WE WERE WAITING FOR THE OTHERS TO COME WITH THE CHECKS AND ALL THAT.
THE GENTLEMAN WHO'S DOING THE FENCING THAT WE'VE JUST TALKED ABOUT EXTENSIVELY CAME, AND HE WAS DOING A TOUR OF THE SCHOOL AND HAD HIS MAP, AND HE ASKED, MISS BOTTOMS A WHOLE BUNCH OF QUESTIONS ABOUT INGRESS AND EGRESS, JUST LIKE WE TALKED ABOUT.
AND SO I LEARNED A LOT FROM HIM AND HER ANSWERS.
SO THAT PROCESS IS ON THE WAY.
I DID I'M STILL PART OF THE ROWLETT CHAMBER PRESIDENT'S SEARCH.
SO THERE IS WHAT'S KNOWN AS THE TRINITY RIVER NATIONAL WATER TRAIL.
AND AS WE KNOW, THERE ARE MULTIPLE FORKS OF THE TRINITY RIVER.
AND SO I HAD A MEETING WITH THE ALL THE EXECUTIVES OF THE CITY OF ROWLETT, AND WE HAD A JOINT MEETING WITH ABOUT 40 PARTICIPANTS, SECOND MEETING TO TRY TO MAKE SURE WE CAN INCORPORATE THE EAST FORK OF THE TRINITY INTO THIS NATIONAL TRAIL.
SO I HAVE SOME EXPERIENCE WITH BIRDING AND ALL THAT.
WHAT WE'RE TRYING TO END UP IS THIS TO BE A NATIONAL MONUMENT, WHICH WOULD BE THE LARGEST NATIONAL MONUMENT IN THE STATE OF TEXAS, AND AGAIN, FOR TOURISM, FOR ECONOMIC DEVELOPMENT.
WE NEED RAMPS, WE NEED SIGNAGE.
THE SAFETY COMMITTEE DID MEET, MISS GRIFFIN WAS NOT ABLE TO ATTEND, SO MR. SELDERS ATTENDED IN IN HER ABSENCE.
THIS IS SOMETHING THAT WE'VE TALKED ABOUT BEFORE HERE, BUT I THINK IT'S CRITICALLY IMPORTANT AS WE TRY TO IDENTIFY BEFORE THE ACT OF WHO THE KIDS ARE, WHO MIGHT BE READY TO DO SOME HARM.
AND AS SHE EXPLAINED TO US, THERE'S A TEAM AT EACH SCHOOL.
HOPEFULLY WE NOW CAN SHORT CIRCUIT THAT.
THESE ARE PEOPLE WITH SIGNIFICANT, POLICE EXPERIENCE, OVER 500 YEARS OF EXPERIENCE PLUS MILITARY EXPERIENCE FOR THE PEOPLE WE'RE HIRING.
SO WE'RE HIRING VERY, VERY SIGNIFICANTLY WELL TRAINED PEOPLE TO BE AT OUR ELEMENTARY SCHOOLS.
MISS GRIFFIN AND I WERE THERE.
THIS WAS THE RSVP, THE FAMOUS DECEMBER LUNCHEON REALLY GREAT SHOW WAS PUT ON.
AND JUST FINALLY, YOU KNOW, I'VE TALKED ABOUT THE NATATORIUM BEFORE.
WE HAD OVER 750 SWIMMERS, CLUB SWIMMERS, FROM AROUND THE AREA.
AND SO EVERYTHING WE TALKED ABOUT IN THE PAST IS WORKING.
THANK YOU, MISS GRIFFIN. THANK YOU, MADAM PRESIDENT.
IT WAS MY HONOR TO ATTEND A FAIRLY BRISK MLK DAY PARADE.
IT WAS COLD, BUT IT WASN'T THAT COLD.
[01:45:02]
IT WAS COMFORTABLE IN THE SUN.RIGHT, DOCTOR ADAMS? IT WAS COMFORTABLE IN THE SUN.
SO WE HAD A GOOD TIME, AND THE FLOAT WAS, WELL RECEIVED, I THINK, BY THE POPULATION.
I CAME OUT AND AND WE IMPRESSED.
I THINK WE DELIVERED ABOUT SIX GRANTS, AT THE SCHOOL.
AND IT JUST ALWAYS IT'S AN AMAZING FEELING TO GO IN TO A TEACHER WHO HAS HAD A CONCEPT OF A WAY THEY CAN REALLY REACH THEIR STUDENTS, BUT THERE'S LIMITED FUNDING.
IT'S NOT SOMETHING THAT WE PROVIDE FOR IN THE CURRICULUM, BECAUSE IT'S PROBABLY A LITTLE BIT OUTSIDE OF THE BOUNDS OF WHAT NORMALLY, BUT THEY GO TO THE GEF, THE GEF REVIEWS IT, THEY FUND IT, AND THEY MAKE THAT.
THEY TURN THOSE DOLLARS INTO THAT TEACHER'S DREAMS. AND THEN THAT TEACHER COMES BACK AND IS ABLE TO EXCITE THEIR STUDENTS AND MAYBE INSPIRE THEM TO DO SOMETHING SPECIAL IN THE CLASS.
IT'S REALLY ONE OF THE MOST FUNDAMENTALLY GREAT THINGS THAT WE CAN DO AS A DISTRICT.
AND I DON'T THINK WE GIVE THEM ENOUGH CREDIT.
WE TALK ABOUT IT HERE AND THERE, BUT I THINK WE TAKE THE GEF FOR GRANTED.
I'VE SEEN OTHER DISTRICTS AND THEIR EDUCATION FOUNDATIONS.
AND THEY CONTINUE TO DRIVE UP MORE AND MORE MONEY.
AND THEY'RE GETTING INTO THOSE CLASSROOMS. I MEAN, A HUGE PERCENTAGE OF THE GRANTS ARE BEING FUNDED THAT ARE GETTING REQUESTED NOW.
SO I JUST WANT TO TIP MY HAT TO LISA COX AND THOSE GUYS OVER THERE.
IT WAS ALSO MY DISTINCT PLEASURE ON FRIDAY NIGHT, ALONG WITH MR. FIGARELLI OVER THERE, WE ATTENDED THE ALL REGION BAND CONCERTS OVER AT MESQUITE, POTEET HIGH SCHOOL, AND WE HAD A NUMBER OF STUDENTS THROUGHOUT ALL OUR HIGH SCHOOLS THAT PARTICIPATED IN THIS, AND THEY ALL SOUNDED GREAT.
AND ALWAYS ENJOY THAT EVERY YEAR, AND I JUST WANT TO TIP MY HAT TO MR. FIGARELLI AND ALL OF OUR BAND DIRECTORS AND FINE ARTS DIRECTORS FOR SEEMINGLY PUTTING A RECORD NUMBER OF STUDENTS INTO THAT CATEGORY.
[LAUGHTER] AND YOU DID A GREAT JOB, ROBERT.
ALSO BUT THE THING THAT I GUESS THAT I DID, THAT I WAS REALLY PLEASED I WENT TO A CELEBRATION FOR ONE OF OUR INTERVENTIONIST FOLKS BECOMING A GARLAND POLICE OFFICER, MR. DERRICK CULPEPPER.
THANK YOU. LIKE MR. GLICK SAID, I ATTENDED THE SAFETY COMMITTEE MEETING.
I THOUGHT THAT WAS REALLY INFORMATIVE.
IT'S THE FIRST TIME I'D GONE TO THAT IN A WHILE.
SO ONE OF THE THINGS THAT, WAS ALSO TALKED ABOUT WAS, ORGANIZATION HERE IN GARLAND THAT'S DOING REMARKABLE WORK WITH OUR SCHOOL DISTRICT COMMUNITY AND THAT'S TRUSTED WORLD.
SO IF YOU GET AN OPPORTUNITY TO LOOK UP THE WORK THAT THEY'RE DOING, IT'S REALLY PHENOMENAL.
THE SERVICE THAT THEY'RE PROVIDING TO OUR FAMILIES AND OUR STUDENTS HERE IN THE GISD.
MLK PARADE IS ALWAYS ALL, I WAS GOING TO SAY OFF THE CHAIN.
I MIGHT AS WELL SAY IT. IT'S ALWAYS FUN.
[LAUGHTER] AND WE HAD A GOOD TIME.
AND I HAVE ALREADY MADE REQUESTS FOR NEXT YEAR ABOUT OF OUR FLOAT MUSICAL SELECTIONS.
BUT, JASON, MR. WHEELER IS GOING TO HELP ME WITH THAT NEXT YEAR.
GOT AN OPPORTUNITY TO ATTEND THE LIFT EVERY VOICE AND SING'S PRODUCTION AFTERWARDS.
AND IT WAS A TREMENDOUS PERFORMANCE BY OUR STUDENTS.
IT WAS VERY WELL ATTENDED AND THEY DID A FANTASTIC JOB.
I ALSO HAD AN OPPORTUNITY LIKE MR. JOHNSON TO, GO WITH LISA COX AND SOME OF THE OTHER MEMBERS OF THE GARLAND EDUCATION FOUNDATION BOARD TO GIVE OUT GRANTS TO SIX HIGH SCHOOLS IN THE ROWLETT AREA.
WE WENT TO ROWLETT HIGH SCHOOL, ROWLETT ELEMENTARY, STEPHENS ELEMENTARY, BACK, DORSEY, COYLE.
[01:50:05]
ONE OF THE THINGS THAT WAS REALLY INTERESTING ABOUT THIS WAS SOME OF THE RECIPIENTS THIS YEAR WERE FIRST TIME GRANT WINNERS.AND THE THING THAT KEPT COMING UP WAS THAT THIS IS JUST THE FIRST TIME THAT I APPLIED.
AND, YOU KNOW, SOMEBODY EVEN MADE THE STATEMENT THAT I GUESS I WOULD NEVER WIN IF I NEVER APPLIED.
AND SO THAT WAS SOMETHING THAT WAS A REALLY, HUGE MESSAGE AND TO GO OUT TO ALL TEACHERS AND ADMINISTRATORS AND EVEN PRINCIPALS IF THERE'S SOMETHING THAT, YOU KNOW, YOU HAVE SET THAT YOU NEED ADDITIONAL FUNDING AND SUPPORT FOR OR RESOURCES.
YOU'LL NEVER KNOW UNLESS YOU PUT IT OUT THERE.
THANK YOU. SO WE WON THE BEST FLOAT FOR THE MLK PARADE.
BECAUSE OF THE MUSIC. IT WAS BECAUSE OF THE MUSIC.
I THINK IT NEEDS TO GO TO SOMEONE WHO ACTUALLY MADE THE FLOAT.
I MEAN, WE WERE PRETTY ADORNMENTS ON IT, I WOULD AGREE, BUT IT WAS THE THEME OF WAS IT JUST VOTE? WAS THAT JUST THE THEME WAS JUST VOTE? YEAH. SO THAT WAS EXCITING.
AND THEN I ALSO GOT TO PARTICIPATE WITH THE GARLAND EDUCATION FOUNDATION AT HERFURTH, AND WE HANDED OUT THREE GRANTS, BUT WE ALSO GOT TO HANDED OUT A SCHOLARSHIP.
AND ONE OF OUR GRANTS WAS FOR A FIRST TIME, SPECIAL EDUCATION TEACHER.
IT'S JUST, SO, THAT WAS A LOT OF FUN.
SO THEY'RE RUNNING OUT OF ROOM TO DISPLAY THEM, SO THEY MIGHT NEED A BIGGER LIBRARY.
JUST SAYING. AND THAT'S ABOUT IT.
PRESIDENT GRIFFIN, I'M A LITTLE UPSET THAT LARRY GLICK WAS THE ONLY ONE INVITED, BASED ON HIS CREDENTIALS OF KAYAKING AND CANOEING TO THE TRINITY RIVER, BECAUSE I ONCE TUBED THE GUADALUPE WHEN I WAS IN COLLEGE, AND I WOULD HAVE THOUGHT I WOULD HAVE BEEN INVITED BASED ON THAT EXPERIENCE, BUT, I HAVE NO IDEA WHAT YOU'RE TALKING ABOUT.
[LAUGHTER] I GUESS I WAS SNUBBED.
FIRST OF ALL, THE PARADE WAS GREAT.
IT IS EVERY YEAR. USUALLY IT'S THE USHERING IN OF BAD WEATHER FOR THE DALLAS FORT WORTH METROPLEX.
BUT IT ACTUALLY WASN'T THAT BAD THIS YEAR.
SO IT WAS KIND OF COMFORTABLE STANDING OUT ON THE FLOAT.
AND WE HOPE THAT THE CITIZENRY, DID APPRECIATE IT.
I DID WANT TO, THE ONLY OTHER THING I HAVE IS I DO WANT TO ALSO OFFER UP THE HEARTFELT THANKS TO THE GEF, THE GARLAND EDUCATION FOUNDATION, FOR THE GREAT WORK THEY DO.
AND IT'S THROUGH THE FUNDRAISING EFFORTS AND ALL THE FINE WORK THAT THAT BOARD DOES.
AND THANK YOU TO LISA COX FOR BEING THEIR LEADER.
THANK YOU. I JUST WANT TO SAY TO THE STAFF, TO THE SCHOOLS, TO OUR STUDENTS, THANK YOU FOR EVERYTHING THAT YOU HAVE DELIVERED IN THIS BOARDROOM TODAY FOR ALL SEVEN OF US AS BOARD MEMBERS. THERE ARE OTHER THINGS IN THE CONFERENCE ROOM, SO KNOW THAT WE REALLY APPRECIATE YOU TAKING THE TIME, TO TELL US THANK YOU AND ALL OF THE OTHER THINGS THAT YOU SHARE IN YOUR LETTERS THAT YOU WRITE TO US AND THE NOTES THAT YOU SEND.
SO TO STAFF, TO STUDENTS, TO PARENTS, TO EVERYONE, TO ADMINISTRATION.
THANK YOU. BECAUSE WE DO HAVE THINGS COMING FROM DEPARTMENTS.
SO THANK YOU FROM ADMINISTRATION AND CENTRAL OFFICE.
WELL, FIRST OF ALL, I WANT TO THANK THE BOARD.
[V.C. Superintendent's Report]
JANUARY IS TRADITIONALLY OUR BOARD APPRECIATION MONTH.[01:55:01]
A LOT OF PEOPLE ONLY SEE WHAT HAPPENS ON TWO DAYS A MONTH.AND THEY THINK TO THEMSELVES, WELL, THAT'S COOL.
THEY GO TWO DAYS A MONTH, RIGHT? NO, NO.
ACTUALLY, A LOT OF THEM GIVE UP THEIR HOBBIES, THEIR PERSONAL LIFE, EVERYTHING ELSE.
BECAUSE THE COMMITMENT IS A CALLING.
IT'S NOT JUST SOMETHING YOU'RE CHECKING ON A BOX.
AND EACH ONE OF THESE TRUSTEES DOES IT IN A DIFFERENT WAY, WHICH IS AWESOME.
OKAY. AND LET ME TELL YOU WHY IT'S AWESOME BECAUSE THAT WAY ALL BASES ARE COVERED.
IF EVERYBODY WAS THE SAME, WE'D ONLY BE TAKING CARE OF A SMALL GROUP OF STUDENTS ALL THE TIME.
BUT EACH AND EVERY ONE OF THEIR PERSPECTIVES MAKES US THE GREAT DISTRICT WE ARE.
BUT I COULD I CAN SHOW YOU THE RECEIPTS.
WELL, YOU GOT RECEIPTS FOR THAT STATEMENT, LOPEZ.
I'M PROUD TO OFFICIALLY ANNOUNCE THAT THIS BOARD, THE GARLAND 2024 BOARD THAT YOU'RE SEEING HERE, IS AN HEB FINALIST FOR BOARD OF THE YEAR. THEY'RE ONE OF FIVE FINALISTS THAT IS GOING UP FOR THE BOARD OF THE YEAR AWARD.
IT'S A VERY SELECTIVE PROCESS.
ONLY THE BEST OF THE BEST CAN DO THIS.
YOU ARE LOOKING AT ONE OF THE TOP FIVE BOARDS IN THE STATE OF TEXAS.
[APPLAUSE] NOW LET'S GO WIN THE THING.
NO PRESSURE. [LAUGHTER] ALL RIGHT, SO, WOULD YOU SAY THAT AGAIN? LET'S GO WIN THIS THING.
SO WE ALL KNOW WHAT TYPE OF QUARTERBACK THAT IS AND EACH OF THEM HAVE THOSE ATTRIBUTES.
SO I'M SURE THEIR COMPETITIVE JUICES ARE FLOWING.
I ALSO WANT TO THANK THE COMMUNITY AT THIS TIME.
YOU KNOW, WHILE, WE STRATEGICALLY I'M BEING FACETIOUS, PUT THE MLK PARADE ON THE SATURDAY WITH GOOD WEATHER, THE DAY OF MLK WAS NOT SO GOOD. OKAY.
AND SO WE HAD TO CANCEL SCHOOL THE NEXT DAY.
AND SOME PEOPLE ARE LIKE, IT IS SUNNY, IT IS BRIGHT.
IT'S GREAT. WELL, LET'S LOOK BEHIND THE CURTAIN.
AND IT WAS GOING TO BE CLOSE TO ZERO DEGREES WAITING OUT THERE.
AND EVEN WITH THOSE CONDITIONS, BUSSES WON'T SHOW UP ON TIME.
RIGHT? BEYOND THAT, WHEN YOU HAVE THESE PROLONGED FREEZES, OUR BUILDINGS SUFFER.
AND I'M GOING TO TELL YOU, IT REALLY WAS, IT WAS A GOOD THING THAT WE HAD THAT EXTRA DAY TO GET THOSE BUILDINGS UP AND RUNNING, BECAUSE OUR MAINTENANCE DEPARTMENT WENT IN FULL SCALE.
WE HAD LEAKS, WE HAD CHILLERS THAT WEREN'T WORKING.
WE HAD PLACE, WE HAD SCHOOLS THAT WEREN'T WARM, Y'ALL.
SO CAN YOU IMAGINE? WE OPENED SCHOOL AND IT'S COLD.
IT'S COLD INSIDE AS IT IS OUT.
OKAY. THOSE WERE THE THINGS THAT WE WERE FACING.
SO THAT EXTRA DAY GAVE EXTRA TIME FOR EVERYBODY TO GALVANIZE.
AND SO I WANT TO THANK THE COMMUNITY FOR YOUR PATIENCE.
SOME PEOPLE DIDN'T UNDERSTAND.
MOST PEOPLE WORKED WITH US BECAUSE THEY KNOW THAT WE ALWAYS TRY TO DO WHAT'S BEST FOR CHILDREN.
BUT, THAT EXTRA DAY REALLY HELPED US GET THROUGH.
SO WITH THAT. THANK YOU, MISS GRIFFIN.
OKAY, TRUSTEES, ON OUR CALENDARS, IT'S QUITE BUSY FOR THE NEXT 60 DAYS.
SO, AS WE SAY IN CHURCH, GOVERN YOURSELVES ACCORDINGLY.
AND AS WE MOVE TO D FUTURE AGENDA ITEMS, ARE THERE ANY, MR.
[V.D. Future Agenda Items]
MILLER? YEAH.MISS GRIFFIN, THIS MAY BE FOR DOCTOR LOPEZ OR MAYBE EVEN MARK QUINN.
BUT AS WE PROCEED TO GET READY FOR OUR CONSTRUCTION PROJECTS, I WOULD LIKE, TO HAVE SOMETHING AS A REMINDER TO THE BOARD OF THE SCREENING AND BACKGROUND CHECK PROCESS THAT THE CONTRACTORS GO THROUGH FOR THE PEOPLE WHO ARE GOING TO BE ENTERING OUR CAMPUSES, ESPECIALLY IF IT'S DURING SCHOOL DAYS AND SCHOOL HOURS, THE PEOPLE THAT WILL BE ON OUR CAMPUSES.
SO IF WE COULD HAVE SOME KIND OF BRIEF REPORT ON THAT, THANK YOU.
ISN'T THAT EXISTING POLICY? I'M LOOKING OUT FOR SOMEONE TO GIVE ME A NOD.
DOCTOR LOPEZ, ISN'T THAT PART OF EXISTING POLICY? YES, BUT WE CAN GIVE AN UPDATE ON WHAT THAT LOOKS LIKE.
YEAH, ABSOLUTELY. THE POLICY, BECAUSE IT'S ALREADY IN PLACE.
ANYTHING ELSE? OKAY. WE'RE GOING TO MOVE TO ITEM 6 ON OUR CONSENT AGENDA TO CONSIDER THE HUMAN RESOURCE REPORT.
[VI. Consent Agenda]
DO I HAVE A MOTION? MS. GRIFFIN, I'LL MAKE A MOTION THAT WE APPROVE THE HUMAN RESOURCES REPORT AS IT'S PRINTED IN OUR BOARD BOOK.[02:00:06]
SECOND. YOU KNOW.I AM SO PROUD OF OUR SUPPORT TEAM THAT SUPPORTS THE BOARD MEETING.
WE HAD A LOT GOING ON, SO THEY COULDN'T REMEMBER WHAT ALL OF THE GIFTS AND THINGS THAT WE HAVE.
JUST TOTALLY ENJOY THE ABILITY TO PUSH THE BUTTON.
OKAY, SO IT'S BEEN PROPERLY MOVED.
WAS IT SECONDED? OKAY. IT WAS PROPERLY MOVED BY MR. BEACH. SECOND BY MR. SELDERS THAT WE ACCEPT THE CONSENT AGENDA ITEM HUMAN RESOURCE.
AND THAT MOTION PASSES 7 TO 0.
OUR NEXT SET OF ACTION ITEMS IS SEVEN, AND WE WILL TAKE EACH OF THESE INDIVIDUALLY.
[VII.A. Consider Approval of TASB Update 122 Local Policies]
BECAUSE THEY ARE NOT A PART OF OUR CONSENT AGENDA.SO FOR THE NEXT THREE FIVE, WE WILL BE TALKING ABOUT THE UPDATE TASB UPDATE TO 122.
AND THEN WE HAVE SOME OTHER POLICIES.
TRUSTEES. LET'S TAKE THEM ONE AT A TIME.
MISS RAY. GOOD EVENING, PRESIDENT GRIFFIN, RESPECTED TRUSTEES, DOCTOR LOPEZ, THANK YOU FOR YOUR SERVICE IN THIS BOARD APPRECIATION MONTH.
BEFORE YOU IS UPDATE 122 LOCAL POLICIES.
AND WITH THAT WE HAVE CKC LOCAL, CQB LOCAL, CSA LOCAL, DC LOCAL, DP LOCAL, EHB LOCAL, EHBC LOCAL, EHBCA LOCAL, FEA LOCAL, FFAC LOCAL, FFB LOCAL AND FL LOCAL.
THERE WERE NO CHANGES FROM THE FIRST READ WHEN WE CAME BEFORE YOU IN JANUARY.
TRUSTEES SHE WAS READING FROM PAGE 252.
IS THERE A MOTION TO APPROVE THE TASB UPDATE FOR 122 LOCAL POLICIES? MISS STANLEY? THANK YOU, MISS GRIFFIN.
I MOVE THAT WE APPROVE THE UPDATE 122 LOCAL POLICIES AS WRITTEN IN OUR BOARD BOOK.
QUESTIONS? IT'S BEEN PROPERLY MOVED AND SECONDED THAT WE ACCEPT THE TASB UPDATE 122 LOCAL POLICIES AS PRINTED IN OUR BOARD BOOK.
[VII.B. Consider Approval of Revisions to Board Policy EHBAF (LOCAL)]
BEFORE YOU TRUSTEES IS EHBAF LOCAL, THAT IS THE POLICY THAT ALLOWS PERSONNEL AND PARENTS TO VIEW, VIDEO IN A SPECIAL ED CLASSROOM.AND THE ONLY MINOR CHANGE TO THAT IS ON THE LAST PAGE, WHERE IT NOTES THE NEW DEPARTMENT OF EMPLOYEE RELATIONS, RATHER THAN HUMAN RESOURCES, AS THE INVESTIGATORS HAVE MOVED TO THE EMPLOYEE RELATIONS DEPARTMENT.
AND THERE'S BEEN NO CHANGE SINCE THAT FIRST READ IN JANUARY.
ANY QUESTIONS? DO I HAVE A MOTION? MS. GRIFFIN, I MOVE THAT WE APPROVE THE REVISIONS TO THE BOARD POLICY EHBAF LOCAL AS WRITTEN IN OUR BOARD AGENDA.
[02:05:01]
IT'S BEEN PROPERLY MOVED AND SECOND, THAT WE ACCEPT THE REVISIONS TO POLICY EHBAF LOCAL AS PRINTED IN OUR BOARD BOOK. AND SECOND BY, MR. GLICK. ANY QUESTIONS? VOTE OPEN.THANK YOU. TRUSTEES THAT PASSED 7 TO 0.
C CONSIDER APPROVAL OF REVISIONS TO POLICY BOARD POLICY EIC LOCAL.
[VII.C. Consider Approval of Revisions to Board Policy EIC (LOCAL)]
MISS RAY. YES, MISS GRIFFIN.AGAIN, THIS IS A SECOND READ POLICY.
THIS IS REGARDING OUR CLASS RANK.
AND IT OUTLINES IF THEY REPEAT A COURSE THAT WILL NOT BE, THAT WILL BE CONVERTED INTO LOCAL CREDIT, AND IT'S NOT CALCULATED INTO CLASS RANK DETERMINATION.
QUESTIONS. IS THERE A MOTION? MISS STANLEY. THANK YOU.
I MOVE THAT WE ACCEPT THE POLICY REVISIONS OF EIC LOCAL AS WRITTEN IN OUR BOARD BOOK.
SECOND, IT'S BEEN PROPERLY MOVED BY MISS STANLEY, SECOND BY MR. JOHNSON THAT WE ACCEPT THE REVISIONS TO POLICY BOARD POLICY, EIC LOCAL AS PRINTED IN OUR BOARD BOOK.
[VII.D. Consider Approval of Revisions to Board Policy GKG (LOCAL)]
YES, MS. GRIFFIN, THIS IS A NEW POLICY, THAT IS RECOMMENDED BY TASB.AND IF YOU RECALL, UNDER THE STATUTE THAT CAME ABOUT, SEVEN, SIX THREE, IT INDICATED THAT A BOARD OF TRUSTEES MUST VOTE, REGISTER A VOTE BETWEEN SEPTEMBER 1ST, 2023 AND MARCH 1ST, 2024, WHETHER TO ALLOW CHAPLAINS TO SERVE AS VOLUNTEERS OR TO BE EMPLOYED BY A SCHOOL DISTRICT.
AND, THIS POLICY IS A TASB POLICY, AND THE ONLY VERBIAGE THAT WE INCLUDED THAT IS NEW IS IN THAT LAST PARAGRAPH WHERE IT STATES, THROUGH THIS POLICY, THE BOARD OF TRUSTEES AFFIRMS THE DISTRICT'S CURRENT PRACTICE OF PERMITTING ALL ELIGIBLE, QUALIFIED, AND TRAINED INDIVIDUALS TO SERVE AS VOLUNTEERS AND OR MENTORS THROUGH THE DISTRICT'S VOLUNTEER AND MENTORSHIP PROGRAMS, INCLUDING CHAPLAINS AND OTHER FAITH BASED LEADERS.
OTHER SCHOOL DISTRICTS HAVE IMPLEMENTED THIS POLICY WITH THE SAME VERBIAGE.
SEVERAL LARGE SCHOOL DISTRICTS IN THE STATE OF TEXAS.
I ALSO RAN THIS BY OUR TASB CONSULTANT PRIOR TO BRINGING IT TO THE BOARD FOR FIRST READ, AND IF THE BOARD SO CHOOSES, IT WOULD BE APPROVED. DISCUSSION.
MR. GLICK AND THEN MR. JOHNSON. YEAH. THANK YOU.
I SERVE AS CHAIR OF THE POLICY COMMITTEE, ALONG WITH MISS STANLEY AND MISS GRIFFIN.
AND WE SPENT ALMOST A FULL HOUR TALKING ABOUT THIS ONE SUBJECT.
AND THIS HAS BEEN VERY, VERY CONTROVERSIAL AROUND THE STATE.
I'VE SPOKEN TO TRUSTEE FRIENDS AT SOME OF THE LARGEST DISTRICTS.
JUST RECENTLY, FORT WORTH COMPLETELY VOTED SEVEN ZERO TO TURN IT DOWN.
SOME OF THE OTHER VERY LARGE DISTRICTS HAVE ALSO TURNED IT DOWN.
ONE OF THE STATEMENTS I MADE DURING THAT MEETING WAS, I FELT THAT I WAS REPRESENTING ALL OF THE OTHER RELIGIONS IN OUR DISTRICT THAT WOULD BE SIKHS, BUDDHISTS, MUSLIMS, HINDUS, SHINTO, JEWS, TAOISTS, AND THEY ALL EXIST IN OUR DISTRICT.
THE KEY WORDS IN THE BEGINNING ARE DIVERSE COMMUNITY.
[02:10:05]
CULTURES. SO I WONDER IF WE ARE DOING THAT.WHEN THE STATE WROTE THIS, THEY DID NOT REQUIRE PARENTAL OPT IN.
THEY DID NOT REQUIRE CHAPLAINS TO HAVE ANY TRAINING, MEANING SOMEBODY LITERALLY WALKING OFF THE DART TRAIN IN GARLAND OR IN ROWLETT OR IN SACHSE OBVIOUSLY COULD HAVE NO TRAINING, CALL THEMSELVES A CHAPLAIN.
SO THESE ARE SOME OF THE QUESTIONS WE TALKED ABOUT.
LUCKILY FORTUNATELY, I'VE BEEN ABLE TO TRAVEL AROUND THE WORLD AND HAVE SEEN ALL OF THE RELIGIONS THAT I JUST MENTIONED AND SOME OF THE HOLIEST SITES OF THESE RELIGIONS.
MATTER OF FACT, IT'S RECENTLY BECAUSE NIKKI HALEY'S FAMILY IS ACTUALLY FROM AMRITSAR.
IT'S RECEIVED SOME SOME PUBLICITY.
RECENTLY, WHEN I ATTENDED THE GOLDEN TEMPLE, I HAD TO TAKE OFF MY SHOES AND SOCKS AND WEAR A HEAD COVERING, RELIGIOUS SITES FOR ALL THOSE RELIGIONS IN MULTIPLE COUNTRIES THROUGHOUT THE WORLD.
SO I GOT AN INTERESTING LETTER FROM SOMEONE WHOSE NAME YOU ALL RECOGNIZE.
LET ME JUST READ A MIDDLE PARAGRAPH.
WE HAVE THE FORTUNE OF BEING IN ONE OF THE MOST DIVERSE SCHOOL DISTRICTS IN THE STATE.
WE HAVE STUDENTS WHO ADHERE TO A VARIETY OF BELIEFS AND NON-BELIEFS, WHICH GIVES OUR CHILDREN THE VALUABLE OPPORTUNITY TO BE MULTI-CULTURED. THESE STUDENTS HAVE BEEN, AND CONTINUE TO NEED TO BE PROTECTED FROM THE WILL AND PROSELYTIZATION OF ANY ONE SPECIFIC SET OF RELIGIOUS BELIEFS THAT DIFFER FROM THEIR OWN.
THE SENATE BILL DISALLOWS THAT PROTECTION.
AND THEN THERE WAS A VERY LARGE GROUP OF CHAPLAINS.
IT WAS CALLED THE BAPTIST JOINT COMMITTEE FOR RELIGIOUS LIBERTY, INTERFAITH ALLIANCE, AND TEXAS IMPACT, AND THEY ALL SIGNED THIS IT SAYS TRAINS CHAPLAINS WE STRONGLY CAUTION AGAINST THE GOVERNMENT ASSERTION OF AUTHORITY FOR THE SPIRITUAL DEVELOPMENT AND FORMATION OF OUR PUBLIC SCHOOL CHILDREN.
STATE SPONSORED RELIGION IN PUBLIC SCHOOLS WITHOUT PARENTAL CONSENT.
BUT THIS WAS KIND OF INTERESTING.
AND THIS WAS FROM MISS JANIE BRITTON, WHO SPOKE THE LAST TIME THIS CAME BEFORE US.
AND SHE WAS IN FAVOR OF WHAT WE'RE ABOUT TO LOOK AT.
AS AN ASIDE, I'D ALSO LIKE TO REMIND EVERYONE THAT PARENTS ARE RESPONSIBLE FOR THE UPBRINGING OF THEIR CHILDREN, ANY AND ALL COUNSELING OR SEL IN THE SCHOOLS, WHETHER SECULAR OR FAITH BASED, MUST REQUIRE.
AND THIS IS BOLDED BY HER, NOT BY ME.
INFORMED OPT IN PARENTAL CONSENT.
SO, MS. RAY AND I HAVE HAD SEVERAL CONVERSATIONS, SOME LENGTHY CONVERSATIONS ABOUT THIS TOPIC.
OKAY, LET ME ASK A QUESTION RIGHT NOW.
YES, MA'AM. I'M TRYING TO UNDERSTAND. OKAY. ALL RIGHT. YES, MA'AM.
SO WHAT I ASKED FOR IN THAT MEETING THAT WE HAD IN THE POLICY COMMITTEE MEETING, AND WE'VE AGAIN, MS. RAY AND I'VE TALKED ABOUT SINCE THEN, IS DO WE HAVE AN ABILITY FOR PARENTS TO OPT IN? SO IF YOU'RE A PARENT OF ONE OF THE MANY, MANY RELIGIONS THAT ARE IN OUR DISTRICT, AND YOU DON'T WANT A CHAPLAIN OF A DIFFERENT RELIGION, WORKING WITH YOUR CHILD, DO YOU HAVE A RIGHT NOT TO HAVE THAT HAPPEN? NOW, THERE IS SOME LANGUAGE, IN OUR HANDBOOK.
SO YOU COULD PROBABLY READ IT TO US.
BUT THE QUESTION IS, HOW IMPORTANT IS IT TO GIVE A PARENT A RIGHT TO OPT IN, JUST LIKE WE DO WITH SEX EDUCATION? REMEMBER, WE DID THAT SEVERAL YEARS AGO.
THE LEGISLATURE SAID, YOU WANT TO TEACH THIS, FINE, BUT THE PARENT HAS TO KNOW ABOUT IT AND OPT IN.
SO MY ONLY THOUGHT WAS, IF WE'RE GOING TO GO AHEAD WITH THIS, AND MY BELIEF IS THAT WE ARE THAT WE THE ADMINISTRATION WORK ON GETTING THE ABILITY FOR PARENTS TO OPT IN.
[02:15:01]
RAY, IF YOU WANT TO GO. THANK YOU, MISS GRIFFIN, FOR ALLOWING ME TO SPEAK.OKAY? I JUST WANT TO MAKE SURE I'M UNDERSTANDING.
SO THE DRAFT THAT'S BEFORE US.
YOU HAVE NO PROBLEMS WITH THE DRAFT OF THE POLICY? AS STATED, AS VOLUNTEERS, I JUST THINK THERE ARE ADMINISTRATIVE ADDITIONS THAT CAN BE MADE TO PROTECT PARENTS AND THEIR CHILDREN.
OKAY, SO WE HAVE TO VOTE ON A POLICY.
THE OTHER THING I HEARD WAS HOW WE IMPLEMENT AND, ALL THE THINGS WE HAVE OPT IN AND OPT OUT, AND I NEED THE DEPUTIES TO CHIME IN AND DOCTOR LOPEZ IS THAT USUALLY THOSE THINGS ARE TOLD TO US THAT HAVE COME FROM STATE REGULATIONS OR WHATEVER.
AND SO IF YOU CAN EXPLAIN JUST THAT PROCESS.
SO, YOU KNOW, WE'RE ALWAYS LOOKING AT IMPLEMENTATION OF ANY POLICY.
THIS ISN'T THE ONLY ONE ANYTIME WE HAVE A POLICY THERE'S AN IMPLEMENTATION PHASE.
SO I NEED TO LET PEOPLE UNDERSTAND THAT THIS ISN'T JUST THE ONLY TIME WE LOOK AT IT.
SO WHEN WE TALKED ABOUT OTHER THINGS LIKE SEX EDUCATION, OPT IN, OPT OUT, THAT'S A COURSE.
SO WHEN YOU GO IN PARENT OPTS OUT.
THIS IS IN A MOMENT OF CRISIS, RIGHT? WHENEVER YOU'RE HAVING KIDS AT ITS WORST.
RIGHT. WHENEVER YOU'RE HAVING KIDS COME IN AND YOU HAVE THIS CHAPLAIN HELP IT'S ALMOST IMPOSSIBLE IN A MOMENT OF CRISIS TO GO LOOK UP WHETHER A KID OPTED IN AND OPTED OUT TO GET SERVICED BY A CHAPLAIN.
NOW, THE SECOND PART TO THE CHAPLAIN IS THE FACT THAT, THEY'RE NOT THERE TO RECRUIT AND DO ALL THESE OTHER THINGS. AND SO THE MILITARY HAS CHAPLAINS.
WHEN YOU GO FOR PROCEDURES, THEY HAVE CHAPLAINS FOR YOU.
WHEN THERE IS A MULTITUDE OF DIFFERENT DYNAMICS THAT THE CHAPLAINS ARE LOOKING AT.
AND SO, I DON'T WANT TO FEARMONGER PEOPLE ON THIS ISSUE BECAUSE IT'S ALREADY GOTTEN ENOUGH SCRUTINY THAT IT THAT PEOPLE ARE JUST MAKING IT BIGGER THAN WHAT IT REALLY IS.
THAT'S WHY WE HAVE THAT OVERALL POLICY FOR ALL OUR VOLUNTEERS TO PREVENT THAT.
NOW WE WILL LOOK AT REGULATIONS.
IF A PERSON DOES NOT WANT THIS, WE WILL LOOK AT IT, BUT IT HAS TO BE PRACTICAL AND APPLICABLE.
WELL, WE GOT TO WHO'S GOING TO HAVE ACCESS TO THAT OPT OUT FORM? HOW WILL WE KNOW? HOW WILL A KID BE FLAGGED ON THIS? BECAUSE THIS ISN'T AN EVERYDAY OCCURRENCE.
SO WE HAVE TO LOOK AT THE PRAGMATIC VIEW OF WHAT'S GOING TO HAPPEN.
SO THE POLICY IS WRITTEN ALIGNS WITH EVERYTHING WE'VE DONE.
WE JUST ARE VERY CLEAR ABOUT PERMITTING ELIGIBLE, QUALIFIED, TRAINED INDIVIDUALS AS VOLUNTEERS, SUCH AS CHAPLAINS IN OUR SYSTEM. OKAY.
BUT WE HAVE TO DO SOMETHING THAT'S PRAGMATIC AND THAT MAKES SENSE.
MR. BEACH. FIRST OF ALL, I WANT TO THANK THE POLICY COMMITTEE FOR ADDING THE VERBIAGE THAT YOU HAVE FROM WHAT WE HAD BEFORE.
ALL THAT WORD IS ENCOMPASSING.
THAT'S VERY GOOD. VERY LAWYERLY.
[LAUGHTER] I'LL POINT OUT, ONE, THIS IS NOT WHAT WAS COMMON AT THE BEGINNING OF THIS PROCESS.
TASB, WAS RECOMMENDING THAT WE ALL BASICALLY TOOK THE LAWYER'S ADVICE AND I'M ONE TOO.
AND BASICALLY SAY THAT WE'RE GOING TO OPT OUT OF HAVING CHAPLAINS AND FAITH BASED LEADERS.
[02:20:05]
THAT WAS THE SAFE ROUTE, SO TO SPEAK.I WOULD HAVE NEVER VOTED FOR THAT POLICY IN A MILLION YEARS.
I BELIEVE IT WAS DISCRIMINATORY FOR PEOPLE OF FAITH.
AND THEY JUST DO IT THROUGH THE LENS OF THEIR FAITH.
IT DOESN'T MEAN THEY'RE INDOCTRINATING PEOPLE.
IT JUST MEANS THAT THAT'S THE CALLING THAT THEY'VE HAD.
AND THAT'S PART OF A DIVERSE COMMUNITY.
THEY HAVE A POINT OF VIEW TOO, AND THEY CAN STILL HELP YOU NOW.
THEY CAN HELP PEOPLE THROUGH CRISIS.
THEY CAN HELP PEOPLE THROUGH DIFFICULT TIMES.
AND I JUST THOUGHT THAT IF WE HAD THE POLICY THAT WAS IN PLACE, WHAT ABOUT, A STUDENT OF JUDAISM, A STUDENT WHO IS FROM JUDAISM? THEY MIGHT HAVE NEEDED SOMEBODY TO HELP THEM THROUGH WHAT HAPPENED IN OCTOBER, BECAUSE WHAT HAPPENED IN OCTOBER WAS TERRIBLY DEVASTATING.
I CAN'T SEE THAT THROUGH MY PERSPECTIVE.
I'VE NEVER HAD THAT SHARED EXPERIENCE.
I DON'T, BUT A RABBI COULD HELP, COULD COME AND HELP STUDENTS OF THAT FAITH GET THROUGH THAT TIME.
AND OUR ORIGINAL DRAFT OF THIS WOULD HAVE PRECLUDED THAT COMPLETELY.
WHY WOULDN'T WE TAKE HIS HELP? BECAUSE OF HIS FAITH.
THAT'S DISCRIMINATION, PURE AND SIMPLE.
AND I WOULD NEVER HAVE SUPPORTED IT.
I AM VERY PLEASED THAT OUR DISTRICT, ALONG WITH SOME OTHERS, STOOD UP AGAINST THIS.
THANK YOU. ANY MORE COMMENTS? BECAUSE AGAIN, THE TASK BEFORE US RIGHT NOW IS TO APPROVE THE REVISION TO POLICY BOARD POLICY GKG LOCAL, MISS STANLEY.
THANK YOU. SO BEING ON THE BOARD POLICY, I UNDERSTAND, MUCH OF WHAT MR. GLICK HAS SAID, BUT FOR ME THIS IS WHEN WE TALK ABOUT CHAPLAINS.
IF THEY'RE TRULY A TRAINED CHAPLAIN, THEY ARE NOT PROSELYTIZING THEIR FAITH.
THEY ARE NOT SPEAKING TO ANYBODY IN THEIR FAITH.
IF THEY ARE TRUE CHAPLAIN, THEY ARE SPEAKING TO THE PERSON SEEKING THAT FAITH BASED COMFORT IN THE FAITH OF THE PERSON WHO IS SEEKING THE HELP.
SO I THINK WHAT FRUSTRATES ME THE MOST IS THAT CHAPLAINS WERE PUT INTO THIS WORLD FOR A REASON, FOR WHATEVER REASON, AND THAT WAS TO SERVE A VERY DIFFERENT AND DIVERSE COMMUNITY OF MULTIPLE FAITHS, MULTIPLE FAITHS.
SO FOR ME AND GARLAND AND ALL OF OUR MULTIPLE FAITHS, A CHAPLAIN BASED FAITH MAKES PERFECT SENSE.
AND SO THAT'S WHAT I'VE BEEN STRONG FOR.
AND, I FEEL VERY CONFIDENT THAT WE WOULD NEVER NOT HIRE A PERSON FOR A POSITION OR ALLOW A VOLUNTEER POSITION BECAUSE THEY HAD A STRONG FAITH.
JUST I DON'T SEE THAT HAPPENING.
ANY MORE DISCUSSIONS BEFORE WE TAKE THE VOTE.
THANK YOU. IT SEEMS AS IF WE'RE DEFINING CHAPLIN AS MAYBE WE WISH THE STATE HAD DEFINED CHAPLIN, BUT UNFORTUNATELY WE DON'T.
THERE IS NO DEFINITION FOR CHAPLIN.
WELL, RABBI IS A TRAINED PROFESSIONAL WHO GOES THROUGH SEMINARY SCHOOL AND THINGS OF THAT NATURE.
AND SO, JUST CALLING YOURSELF A CHAPLAIN WITHOUT ANY INDICIA OF ANY TYPE OF TRAINING IS WHAT SCARES ME THE MOST.
AND NOW WE DO HAVE IN OUR HANDBOOK.
AND, MS. RAY, COULD YOU JUST READ THAT? SURE. I THINK THIS MAYBE THIS HELPS.
WHY DON'T YOU READ THAT? IF YOU COULD.
ABSOLUTELY. AND I'M NOT GOING TO TAKE CREDIT FOR THIS AT ALL.
I HAVE TO GIVE ALL THE CREDIT.
IS THIS THE REG? NO, MA'AM. THIS IS ON OUR, THIS IS A HANDBOOK, AND THIS IS ON OUR WEBSITE, OUR COMMUNITY AND
[02:25:04]
FAMILY ENGAGEMENT DEPARTMENT.OKAY, SO THIS IS FROM THE FACE? YES, MA'AM. OKAY. ALL RIGHT.
AND IT ALREADY SAYS FOR ANY VOLUNTEER CHAPLAIN OR OTHERWISE, AVOID PROPOSING ANY PERSONAL OR RELIGIOUS DOCTRINES OR BELIEFS TO STUDENTS.
AND THAT IS THEY ALSO HAVE A HANDBOOK EVERY YEAR.
AND THAT'S ALSO IN THE HANDBOOK.
SO THEY DON'T DELINEATE WHETHER SOMEONE IS A CHAPLAIN OR A RABBI, A HINDU PRIEST.
THEY DON'T SEPARATE OUT RELIGIOUS AFFILIATION, WHICH I THINK IS THE TRUE SPIRIT OF THIS POLICY, AND I THINK AFFORDS THE COMFORT LEVEL THAT YOU MAY NEED, MR. GLICK. AND THAT'S PART OF AS MS. GRIFFIN, AS I WAS MENTIONING BEFORE, WE'VE HAD MULTIPLE LENGTHY CONVERSATIONS OVER THE LAST FEW WEEKS, AND IT GIVES ME SOME CONFIDENCE THAT WE HAVE A STARTING POINT.
DOCTOR LOPEZ DID INDICATE WE MIGHT HAVE SOME REGS COMING FORWARD.
SO I THINK WITH THAT I'M OKAY TO MOVE AHEAD.
THANK YOU. AND I JUST WOULD LIKE TO SAY THAT ALL OF OUR DEPARTMENTS, WE'VE HAD VOLUNTEERS.
WE CAN'T EXIST IN THIS DISTRICT WITHOUT VOLUNTEERS.
AND WE HAVE HAD VOLUNTEER GUIDELINES FOREVER FOR ALMOST IN THE EXISTENCE OF THIS DISTRICT.
SO WE'VE HAD REQUIREMENTS ALL THE TIME.
SO WITH THAT, ARE WE READY TO VOTE OR IS THERE A MOTION? MA'AM? YES.
I MOVE THAT WE APPROVE THE REVISIONS TO BOARD POLICY GKG LOCAL AS PRINTED IN OUR BOARD BOOK.
I SECOND IT'S BEEN PROPERLY MOVED AND SECOND BY MR. JOHNSON, SECOND BY MR. BEACH THAT WE APPROVE THE REVISIONS TO POLICY BOARD POLICY GKG AS LISTED IN OUR BOARD BOOK.
ARE WE READY TO VOTE? VOTE OPEN.
NICE VISITING WITH YOU, MS. RAY. THANK YOU. THANK YOU TRUSTEES.
WE WILL MOVE NOW TO, I KNOW WE'VE BEEN GOING FOR 2.5 HOURS. MAY I ASK THAT WE DO MY TWO, THEN WE TAKE A BRIEF RECESS.
WELL, I'M TRYING TO SAY LET'S NOT TAKE A RECESS.
OKAY. SO 7E CONSIDER APPROVAL OF THE MAY 2024 GENERAL
[VII.E. Consider Approval of May 2024 General Trustee Election Order]
TRUSTEE ELECTION ORDER, MISS MECHELLE HOGAN.GOOD EVENING, BOARD PRESIDENT GRIFFIN, DR.
ONCE AGAIN, YOU KNOW I WORK WITH YOU EVERY DAY, SO I THANK YOU FOR YOUR SERVICE.
EVEN THOUGH SOME OF Y'ALL KEEP ME UP AT NIGHT.
WAIT A MINUTE. I AM COMING BEFORE YOU THIS EVENING FOR APPROVAL OF THE GENERAL TRUSTEE ELECTION ORDER FOR THE MAY 2024, BOARD OF TRUSTEES ELECTIONS FOR PLACES SIX HELD CURRENTLY BY TRUSTEE ROBERT SELDERS AND PLACE SEVEN, CURRENTLY HELD BY TRUSTEE WES JOHNSON.
AS YOU CAN SEE THROUGHOUT THE ORDER, THIS IS JUST THE ENGLISH VERSION.
OKAY, I JUST WANT TO POINT US TO PAGE 315.
I KNOW WE'VE ALL READ IT AND LOOKED AT IT, AND SO ARE WE READY TO APPROVE MS. GRIFFIN. I WOULD LIKE TO MAKE THE I DON'T NEED TO READ THE ORDER, DO I? JUST MAKE THEM. ALL YOU NEED TO DO IS SAY I MOVED TO APPROVE THE BECAUSE IF WE WERE, I WAS GOING TO LET JOHNNY DO IT.
IT'S BEEN PROPERLY MOVED BY MR. MILLER, SECOND BY MR. BEACH THAT WE APPROVE THE MAY 2024 GENERAL TRUSTEE ELECTION ORDER AS PRINTED IN OUR BOARD BOOK.
I THINK I KEEP GETTING THOSE OUT OF ORDER.
[02:30:02]
THAT PASSES SEVEN ZERO.[VII.F. Consider Approval of the Joint Election Contract submitted by the Dallas County Elections Department]
GOOD EVENING ONCE AGAIN, BOARD PRESIDENT GRIFFIN, DOCTOR LOPEZ AND TRUSTEES.WHAT I AM REQUESTING YOU ALL DO THIS EVENING IS TO GIVE ME PERMISSION TO SIGN THE FINAL CONTRACT, AS THERE WERE NO SUBSTANTIAL CHANGES AS FAR AS THE ADMINISTRATIVE RIGHTS OF THE DALLAS COUNTY ELECTIONS DEPARTMENT, NOR OF THE ENTITIES WHO PARTICIPATE.
THE ONLY THINGS THAT HAVE CHANGED FROM LAST YEAR TO THIS YEAR ARE THE ELECTION ADMINISTRATORS NAME.
WE HAVE A NEW ELECTION ADMINISTRATOR FOR DALLAS COUNTY ELECTIONS, MR. HEIDER GARCIA, WHO WAS FORMERLY OF TARRANT COUNTY ELECTIONS, WHO DID A GREAT JOB THERE AND RECENTLY TOOK OVER FOR THE RETIRED MICHAEL SCARPELLO, WHO WAS OVER DALLAS COUNTY ELECTIONS AS OF LAST YEAR.
THE FILING PERIOD IS CURRENTLY OPEN.
IT STARTED ON JANUARY 17TH AND WILL CLOSE AT 5 P.M.
I BELIEVE THAT FOLLOWING WEDNESDAY IS THE LAST DAY FOR US TO NOTIFY DALLAS COUNTY ELECTIONS INTERNALLY IF WE NEED TO CANCEL OUR ELECTIONS BECAUSE THERE ARE NO CONTESTED RACES. SHOULD THERE BE A CONTESTED RACE ON EITHER PLACE 6 OR 7, WE WILL DRAW FOR NAMES TO AND POSITIONS ON BALLOTS ON MONDAY, MAY 20TH.
TRUSTEES QUESTIONS? MS. GRIFFIN. YES, MR. MILLER.
SUBJECT TO THE COMMENTS, CURRENTLY MADE BY OUR JUST NOW MADE BY, MISS HOGAN, I WOULD LIKE TO MOVE THAT WE CONSIDER APPROVAL OF THE JOINT ELECTION CONTRACT SUBMITTED BY THE DALLAS COUNTY ELECTIONS DEPARTMENT, BOTH IN OUR BOARD BOOK AND SUPPLEMENTED IN OUR, MANILA FOLDER.
AND SECOND, THAT WE APPROVE THE JOINT ELECTION CONTRACT SUBMITTED BY THE DALLAS COUNTY ELECTION DEPARTMENT, AS SUBMITTED IN OUR BOARD BOOK AND WITH SUPPLEMENTED DATA.
ARE WE READY TO VOTE? VOTE OPEN.
MISS GRIFFIN, FOR THE RECORD, I'D LIKE TO NOTE THAT MR. GLICK GAVE US THE SECOND AND ALSO THAT FINANCIAL PAGE THAT WAS PROVIDED IN YOUR BOARD BOOK IT MAY FLUCTUATE AS WELL AS THE COVER SHEET BECAUSE AS ENTITIES DROP OUT, OUR COST WILL INCREASE SHOULD WE HAVE A CONTESTED ELECTION.
ALL RIGHT. WE'VE GOT THAT TAKEN CARE OF.
WE'RE TRYING TO MAKE IT TO HOME RUN HERE.
[VII.G. Consider Approval of ChildCareGroup Memorandum of Understanding]
DOCTOR HEMPHILL.OKAY. CONSIDER APPROVAL OF THE CHILD CARE GROUP MEMORANDUM OF UNDERSTANDING.
GOOD EVENING, PRESIDENT GRIFFIN, TRUSTEES, AND DOCTOR LOPEZ.
I'M BABETTA HEMPHILL, THE EXECUTIVE DIRECTOR OF STUDENT SERVICES AND SCHOOL CHOICE.
AND I BRING BEFORE YOU THIS EVENING OUR NEW MEMORANDUM OF UNDERSTANDING WITH THE CHILD CARE GROUP.
WE ARE ASKING FOR AN ADDITIONAL FIVE YEARS WITH THIS MOU.
THEY ARE CURRENTLY IN OUR CLASSROOMS AT BOTH CISNEROS AND PARSONS.
THEY HAVE TWO CLASSROOMS IN EACH.
AND THE DETAILS OF THE ARRANGEMENT ARE OF COURSE, IN THE MOU.
DO YOU ALL HAVE ANY QUESTIONS? TRUSTEES. ANY QUESTIONS? IS THERE A MOTION? TRUSTEES. WE NEED A MOTION.
OKAY, MS. GRIFFIN, LET'S BREATHE IN AND BREATHE OUT.
IT'S BEEN PROPERLY MOVED BY MR. SELDERS. SECOND, BY MR. GLICK THAT WE APPROVE THE CHILD CARE GROUP MEMORANDUM OF UNDERSTANDING AS PRINTED IN OUR BOARD BOOK.
[02:35:01]
ANY QUESTIONS? READY TO VOTE? VOTE OPEN.OUR NEXT H IS CONTRACT 510-01-1.3 CONSIDER APPROVAL OF
[VII.H. Contract #510-01-1.3 – Consider Approval of Recommended Construction Manager at Risk (CMaR) for Bond 2023 Elementary School Replacement #1 B.H. Freeman Elementary]
RECOMMENDED CONSTRUCTION MANAGER AT RISK CMAR FOR BOND 2023 ELEMENTARY SCHOOL REPLACEMENT NUMBER 1 BH FREEMAN ELEMENTARY.BOARD PRESIDENT GRIFFIN, MEMBERS OF THE BOARD, DOCTOR LOPEZ.
INTERVIEW. SOLICITATIONS WERE SUBMITTED.
LEE LEWIS CONSTRUCTION WAS SELECTED AS THE BEST VALUED CONTRACTOR FOR THE WORK.
QUESTIONS? IS THERE A MOTION? I'LL MAKE A MOTION THAT WE APPROVE CONTRACT 510-01-1.3 THE APPROVAL OF A RECOMMENDED CONSTRUCTION MANAGER AT RISK, LEE LEWIS, AS PRINTED IN OUR BOARD BOOKLET.
SECOND, IT'S BEEN PROPERLY MOVED BY MR. BEACH. SECOND, BY MR. SELDERS THAT WE TAKE CONTRACT 510-01-1.3 TO CONSIDERATION OF CONSTRUCTION MANAGER AT RISK FOR OUR BOND 2023 ELEMENTARY SCHOOL REPLACEMENT NUMBER 1 BH FREEMAN ELEMENTARY.
WERE ANY OTHER ANYBODY ELSE CONSIDERED FOR THIS? WAS THERE A MATRIX? YES, SIR THERE WAS SIR, I WOULD LIKE TO DEFER TO PURCHASING THAT THIS WAS DONE THROUGH A, PURCHASING PROGRAM.
AND SO, MR. BOOKER, WOULD YOU LIKE TO PRESENT THE INFORMATION THAT, HAS BEEN REQUESTED FROM THE PROCUREMENT STANDPOINT? THERE IS AN EVALUATION RUBRIC THAT WAS UTILIZED TO DO THE EVALUATION.
THE EVALUATION TEAM THEN UTILIZES THAT RUBRIC TO EVALUATE THE SCORING.
AND BASED OFF THAT THERE IS A SECONDARY INTERVIEW PROCESS THAT'S PART OF THAT.
AND AT THE CONCLUSION OF THE DISTRICT BEGINS NEGOTIATING CONTRACT THAT, WITH THE CONTRACTOR THAT DETERMINES WHAT, ENDS UP BEING BEST VALUE BASED ON THE RUBRIC AND THE EVALUATION CRITERIA OF THE EVALUATION TEAM.
SHOULD WE HAVE SEEN THAT MATRIX RUBRIC? I THINK IN THE PAST WE HAVE.
WE'RE TALKING ABOUT COMPETITIVE BID PROPOSALS.
IN THE CMAR PROCESS WE HAD, I BELIEVE, WHAT YOU SAID IT WAS TWO FINALISTS.
WHAT YOU'RE GOING TO SEE WAS THAT, THIS IS A PERFECT EXAMPLE.
NOW, THERE'S TOO MUCH COMPETITION GOING ON IN THE NORTH TEXAS AREA.
IF WE DON'T BID OUT OUR PROJECTS NOW, WE'RE NOT GOING TO GET NOT ONLY, PROBABLY THE MOST EXPERIENCED, CONSTRUCTION AND ARCHITECT W E'RE ALSO NOT GOING TO GET, THE ONES THAT HAVE PROBABLY THE LARGEST AMOUNT OF MANPOWER.
SO YOU'RE GOING TO SEE THAT WE'RE GOING TO BID OUT ALL OUR PROJECTS.
WE SHOULD HAVE ALL OUR PROJECTS READY BY THE END OF MAY FOR YOU TO APPROVE.
AND THEN WE'LL GO AHEAD AND STAY WITH OUR TIMELINE.
SO THEN THEY KNOW WHEN TO SEND THEIR TEAMS. THIS IS A PERFECT EXAMPLE THAT WE, FOR THESE PROJECTS, THESE THREE PROJECTS THAT YOU'RE GOING TO VOTE ON, WE HAD THE SAME TWO BIDDERS.
AND THROUGH THAT WHOLE INVESTIGATION, THAT'S HOW THEY CAME DOWN TO ONE.
AND IN THE PAST WE HAVE DONE CONSTRUCTION AGENT AND AGENT AND CONSTRUCTION MANAGER.
AND I THINK WE WE'VE RECEIVED INFORMATION ON THIS STYLE OF BIDDING FOR THIS BOND, THIS PHASE ONE FOR SURE. Y'ALL CORRECT ME IF I'M WRONG, BUT YOU ALL PROVIDED US THE INFORMATION THAT WE WANTED TO DO ALL CONSTRUCTION AT RISK.
I DON'T THINK MY QUESTION HAS BEEN ANSWERED, BUT I'LL ASSUME THAT IT WAS.
[02:40:02]
OKAY. WE HAVE A MOTION AND A SECOND.AND THE MOTION WAS BY MR. BEACH AND SECOND.
SECOND BY MR. SELDERS FOR CONTRACT 510 01-1.3.
AND THAT VOTE PASSES SEVEN ZERO.
THAT VOTE PASSES 6 TO 1 WITH MR. GLICK ABSTAINING.
[VII.I. Contract #510-01-1.4 – Consider Approval of Recommended Construction Manager at Risk (CMaR) for Bond 2023 Elementary School Replacement #2 Hillside Academy for Excellence]
CONTRACT 510-01-1.4 APPROVAL OF RECOMMENDATION CONSTRUCTION MANAGER AT RISK FOR BOND 2023 ELEMENTARY SCHOOL REPLACEMENT NUMBER TWO HILLSIDE ACADEMY FOR EXCELLENCE.GOOD EVENING BOARD PRESIDENT GRIFFIN, MEMBERS OF THE BOARD, DOCTOR LOPEZ.
THE RECOMMENDED CMAR, WHICH IS CONSTRUCTION MANAGER AT RISK IS LEE LEWIS CONSTRUCTION.
AND THIS WAS AGAIN THIS WAS A TWO STEP PROCESS FOR CMAR SELECTION.
AND SO THE ADMINISTRATION IS RECOMMENDING LEE LEWIS CONSTRUCTION AS THE AWARDED CONTRACTOR.
IS THERE A MOTION? MADAM PRESIDENT.
YES. I MOVE THAT WE APPROVE CONTRACT 510-01-1.4 APPROVAL OF RECOMMENDED CONSTRUCTION MANAGER AT RISK FOR BOND 2023 ELEMENTARY SCHOOL REPLACEMENT NUMBER TWO, HILLSIDE ACADEMY FOR EXCELLENCE.
IT'S BEEN PROPERLY MOVED BY MR. JOHNSON. SECOND, BY MR. SELDERS THAT WE ACCEPT CONTRACT 510-01-1.4 FOR CONSIDERATION OF CONSTRUCTION MANAGER AT RISK FOR THE BOND 2023 ELEMENTARY SCHOOL REPLACEMENT NUMBER TWO, HILLSIDE ACADEMY FOR EXCELLENCE.
ANY QUESTIONS? YES. YES, MR. GLICK. YEAH. THANK YOU MA'AM.
OKAY. AND THAT PASSES 6 0 1, WITH ONE ABSTENTION, MR. GLICK. J CONTRACT 510-01-1.5 CONSIDER APPROVAL OF RECOMMENDED CONSTRUCTION MANAGER AT RISK FOR BOND 2023 LAKEVIEW
[VII.J. Contract #510-01-1.5-Consider Approval of Recommended Construction Manager at Risk (CMaR) for Bond 2023 Lakeview Centennial HS and Naaman Forest HS Addition/Renovation]
CENTENNIAL HIGH SCHOOL AND NAAMAN FOREST ADDITION AND RENOVATION.GOOD EVENING, BOARD PRESIDENT GRIFFIN.
MEMBERS OF THE BOARD, DOCTOR LOPEZ.
THIS ACTION ITEM PRESENTS, THE CONSTRUCTION MANAGER AT RISK FOR BID PACKAGE THAT INCLUDES LAKEVIEW CENTENNIAL HIGH SCHOOL, NAAMAN FOREST HIGH SCHOOL ADDITIONS AND RENOVATIONS.
THAT IS A RECOMMENDATION FROM ADMINISTRATION.
MR. GLICK? YEAH, THIS IS FOR MAJOR CONSTRUCTION PROJECTS, ALL TO THE SAME PERSON.
I THOUGHT WE'RE UNDER SOME TIME CONSTRAINTS.
YOU WOULD THINK MORE THAN ONE PERSON COULD DO THE JOBS.
I DON'T KNOW HOW BIG LEE LEWIS IS.
THEY'VE WORKED FOR US IN THE PAST.
I KNOW THAT, BUT YOU WOULD THINK YOU COULD FIND SOMEBODY ELSE IN THE WHOLE METROPLEX WHO COULD BUILD A WORK ON A HIGH SCHOOL OR AN ELEMENTARY SCHOOL, SO WE COULD BE DOING THE PROJECT SIMULTANEOUSLY, BUT.
OR WE'D HAVE A NAME OR WE'D HAVE A CRITERIA, OR WE'D HAVE A MATRIX OR A RUBRIC.
I DON'T THINK IT'S A GOOD LOOK, TO BE HONEST.
ONCE AGAIN, WE ONLY HAD TWO BIDDERS, WHICH I EXPLAINED EARLIER.
THIS IS WHAT WE'RE FACING IN NORTH TEXAS.
[02:45:07]
THAT'S WHAT WE'RE UP AGAINST.I DON'T KNOW HOW TO SAY IT MULTIPLE TIMES.
THESE AREN'T THE SAME TIMES THAT WE WERE IN BEFORE.
THE PRICING IS VERY DIFFERENT WHEN YOU START GETTING INTO THESE.
HAVING ACCESS TO THE RIGHT CREWS IS VERY, VERY IMPORTANT BECAUSE IF A PERSON BIDS ON THIS AND WHETHER THEY'RE LOWER OR HIGHER, WE HAVE TO GO WITH WHAT WE FEEL IS GOING TO GET THE JOB DONE, WE WOULD HAVE PREFERRED TO DIVERSIFY THIS.
WE HAVE SO MUCH ON THIS BOND, WE WOULD LOVE TO DIVERSIFY IT.
BUT WHEN YOU COME DOWN TO IT, WE HAVE TO GO DOWN TO WHO HAS BEEN PROVEN TO HELP US.
CCC. OKAY, SO IN THEORY WE WANT TO DO THAT.
AND SO YOU'RE GOING TO SEE THESE TYPE OF THINGS.
MAYBE WE SHOULD GET YOU MORE DOCUMENTATION SO YOU COULD SEE EVERYTHING.
I DON'T DISAGREE WITH YOU ON THAT.
I TOTALLY AGREE WITH YOU ON THAT.
THEY CAN'T SIT AND WAIT ON US NOW.
SO THOSE THAT ARE BUSY RIGHT NOW ARE SAYING, HEY, GUESS WHAT? MAYBE IN THE TWO YEARS OR THREE YEARS WHEN THEY REBID AND WE DON'T HAVE ANY WORK, WE CAN BID ON THOSE, RIGHT? BECAUSE THEY HAVE WORK NOW.
SO WE'RE GOING TO BID THEM ALL OUT.
WE'RE GOING TO GET EVERYBODY IN BY THE END OF MAY.
SO WE'LL HAVE ARCHITECTS AND THINGS.
AGAIN DOCTOR LOPEZ, MY ONLY QUESTION IS THE LACK OF DOCUMENTATION SO WE KNOW WHAT'S GOING ON.
IT JUST APPEARS WE'VE CHOSEN ONE PERSON.
AND I DON'T QUESTION LEE LEWIS.
LIKE, I LIKE I'VE SAID, WE KNOW THEY DO GOOD WORK.
IS THERE A MOTION? YES. MS. GRIFFIN. MR. MILLER. GO AHEAD.
I'LL TAKE THIS ONE ROBERT. GO AHEAD.
OKAY. [LAUGHTER] IT'S GOOD TO KNOW I'VE GOT SUPPORT.
I GOT YOU, MAN. PRESIDENT GRIFFIN, I'D LIKE TO MAKE A MOTION THAT WE APPROVE CONTRACT 510-01-1.5 TO APPROVE RECOMMENDED CONSTRUCTION MANAGER AT RISK CMAR FOR THE BOND 2023 LAKEVIEW CENTENNIAL HIGH SCHOOL AND NAAMAN FOREST HIGH SCHOOL ADDITION AND RENOVATION.
SECOND. IT'S BEEN PROPERLY MOVED AND SECOND.
SECOND, BY MR. SELDERS THAT WE ACCEPT 510-01-1.5 APPROVAL OF RECOMMENDED CONSTRUCTION AT RISK BOND 2023 FOR LAKEVIEW CENTENNIAL HIGH SCHOOL AND NAAMAN FOREST HIGH SCHOOL ADDITIONS AND RENOVATIONS.
ANY QUESTIONS? ARE WE READY TO VOTE? VOTE OPEN.
AND OUR RESULTS IS A 6 0 1 WITH MR. GLICK ABSTAINING.
[VII.K. Contract #510-23 – Consider Approval of Purchase of Local Area Network Equipment and Services]
AND WE'RE DOING K CONSIDER APPROVAL OF PURCHASE OF LOCAL AREA NETWORK EQUIPMENT.OH I'M SORRY. YOU'RE GOING TO DO IT.
I'M SORRY. I'M JUST I WAS READING THE AGENDA.
MR. YEAGER, OF COURSE, IS AVAILABLE TO DISCUSS THE TECHNICAL SIDE OF THE HOUSE.
THE RECOMMENDED SUPPLIER FOR THAT IS DISYS SOLUTIONS.
THE FUNDS IDENTIFIED FOR THAT PURCHASE ARE IDENTIFIED AND THE.
683, 85% AND ESSER 3 FUND 282 FOR 15%.
YOU'LL SEE THE PROPOSED PRICE AND THE RUBRIC THAT WAS UTILIZED FOR MAKING THE RECOMMENDATION.
ONE QUICK QUESTION IS THIS, PROPOSAL GOING INTO THE FACILITY WHERE YOU ARE RIGHT NOW?
[02:50:07]
IN OTHER WORDS, THE MONEY IS BEING SPENT WHERE YOU'RE GOING TO BE RIGHT NOW INSTEAD OF GOING INSTEAD OF US ARE BUILDING A NEW PROJECT, AND HERE WE'RE GOING TO HAVE TO PUT ALL NEW STUFF OVER THERE. THIS IS, PART OF PROPOSITION A, AND THE BOND THAT WE WENT OUT FOR ALL THE LAN EQUIPMENT.SO THAT'S ALL THE SCHOOL, ALL THE CAMPUSES HAVE LOCAL NETWORKS.
SO ALL NEW SCHOOLS WILL HAVE THE EXACT SAME EQUIPMENT AS WELL.
ANY MORE QUESTIONS? IS THERE A MOTION, MR. SELDERS? I MOVE TO APPROVE CONTRACT NUMBER 510-23 LOCAL AREA NETWORK EQUIPMENT AND SERVICES AS PRESENTED TO US IN OUR BOARD BOOK.
IT'S BEEN MOVED BY MR. SELDERS SECOND BY MR. GLICK THAT WE APPROVE CONTRACT 510-23 TO APPROVE PURCHASE OF LOCAL AREA NETWORK EQUIPMENT.
VOTE. WELL, VOTE NOW AND THEN VOTE CLOSE.
ALL RIGHT. THAT PASSES 7 TO 0.
MR. BOOKER, IF YOU WOULD CONTINUE.
[VII.L. Contract #510-23-03 – Consider Approval of Purchase of Wide Area Network Equipment and Services]
THAT CONTRACT IS BEING RECOMMENDED TO A FOR AN AWARD TO DISYS SOLUTIONS INCORPORATED WITH A ONE YEAR, FIVE, ONE YEAR WITH FIVE ANNUALLY RENEWAL OPTIONS. THE NOT TO EXCEED AMOUNT, $5,657,261.AND THE FUNDING BREAKDOWN IS PROVIDED, FOR APPROVAL.
ANY DISCUSSION QUESTIONS, MR. GLICK? WELL, THANK YOU, MA'AM.
JUST A QUESTION FOR MR. DODDS. ON PAGE THREE FOUR, DO WE DO REFERENCE THAT SOME OF THE DOLLARS ARE COMING FROM ESSER THREE? ARE THESE SOME OF THE DOLLARS YOU REFERENCED EARLIER THIS EVENING? YES, SIR. IT IS.
YES? I MOVE TO APPROVE CONTRACT 510-203 WIDE AREA NETWORK.
EQUIPMENT AND SERVICES AS PRESENTED IN OUR BOARD BOOK.
SECOND. IT'S BEEN PROPERLY MOVED BY, MR. SELDERS. SECOND, BY MR. GLICK THAT WE ACCEPT CONTRACT 510-23-03 APPROVAL OF THE WIDE AREA NETWORK EQUIPMENT AND SERVICES.
WE ARE PULLING M AND WE'RE MOVING TO N.

MISS GRIFFIN, MOVE TO APPROVE THE BOARD RESOLUTION FOR A FOUR DAY SUMMER WORK SCHEDULE AND HOLIDAY SHUTDOWN FOR THE 2024, 2025 AND 2025 2026 SCHOOL YEAR AS PRESENTED IN OUR BOARD BOOK.I HAVE A SECOND. ANY QUESTIONS? WE'RE READY TO VOTE.
THANK YOU. TRUSTEES, THAT PASSES 7 TO 0.
DOCTOR BROWN, YOU'RE STILL UP.
THE BOARD RESOLUTION RECOGNIZING JUNE 19TH, 2024.
[VII.O. Consider Approval of Board Resolution Recognizing June 19, 2024 as a Garland ISD Staff Holiday]
YES. THANK YOU AGAIN.THIS IS A RESOLUTION THAT MAKES IT A FORMAL STAFF HOLIDAY FOR GISD EMPLOYEES JUNE 19TH, 2024.
THIS DATE RECOGNIZES THE EMANCIPATION OF ALL ENSLAVED AFRICAN AMERICANS IN THE UNITED STATES.
IT WAS OFFICIALLY PASSED AS A FEDERAL HOLIDAY LAST YEAR, AND, WAS NOT INCLUDED IN THE CALENDAR THAT WAS APPROVED FOR 24, JUNE 2024.
IT IS INCLUDED IN OUR NEXT TWO YEARS CALENDARS.
MISS GRIFFIN, IF I MAY ELABORATE.
YES. WE NEED TO UNDERSTAND THAT JUNETEENTH IS A FEDERAL HOLIDAY.
IT IS RECOGNIZED AS THE SECOND DAY OF INDEPENDENCE.
OKAY, SO THAT MEANS THE HOLIDAY FALLS ON THE DAY THAT THE DAY FALLS ON.
SO IF IT'S A WEDNESDAY, THE WEDNESDAY IS THAT HOLIDAY MUCH LIKE 4TH OF JULY.
THAT'S WHEN WE WOULD DECIDE EITHER IT'S A MONDAY OR FRIDAY.
SO, THIS IS A REAL IMPORTANT MOVE FORWARD.
MS. GRIFFIN. YES MR. SELDERS. I MOVE TO APPROVE THE BOARD RESOLUTION RECOGNIZING JUNE 19TH, 2024, AS A GARLAND ISD STAFF HOLIDAY AS PRESENTED IN OUR BOARD BOOK.

[VII.R. Renewal Bids]
YES. THE NEXT CONTRACT FOR YOUR CONSIDERATION IS THE RENEWAL FOR OUR LAPTOP INSTRUCTIONAL EQUIPMENT.THIS IS A RENEWAL. THIS ONE, REQUIRES ACTION AS IT IS A RENEWAL WITH AN INCREASE.
THE NEW NOT TO EXCEED AMOUNT IS, $1 MILLION.
GENERAL FUND IS 65% GENERAL FUND AND 35% FEDERAL FUND.
IT'S IN ITS SECOND, ANNUAL RENEWAL OPTION.
MR. JOHNSON? YES. MR. BOOKER AND I MIGHT NEED, MR. YEAGER'S ASSISTANCE WITH RESPECT TO THIS ONE AS WELL.
IN GOING THROUGH THE SPECIFIC CONTRACT HERE, THE ONLY THING I'M SEEING IS FUTURE INFRASTRUCTURE LLC REGARDING FIBER OPTIC CABLING MAINTENANCE.
BUT YET WHAT OUR AGENDA ITEM IS ABOUT LAPTOPS, INSTRUCTIONAL EQUIPMENT.
YOU RECEIVED AN UPDATED COVER PAGE.
I HAD TO WAIT FOR YOU TO FINISH YOUR QUESTION.
I DIDN'T WANT TO BE RUDE AND SAY YOU'RE GOING TO SEE DISCREPANCIES.
THERE WERE CORRECTIONS MADE THEY'RE IN YOUR FOLDER.
THE AWARDED VENDOR WILL NOT BE FOR THE FIBER OPTIC CABLING.
IT WILL BE FOR THE TECHNOLOGY.
YES, SIR. IT'S THE HARD COPY SINGLE PAGE.
WE COULDN'T MAKE ANY REVISIONS TO THE POSTED STUFF AT THE TIME.
[LAUGHTER] SO IT'LL BE LENOVO.
AND THAT SEEMS TO BE MORE LIKE A LAPTOP TO ME.
THAT'S GOOD, BECAUSE I WAS CONFUSED.
WELL THANK YOU. THAT CLEARS THAT UP.
WE APOLOGIZE FOR SLIPPING THE FOLDER.
OKAY. ALL RIGHT. OKAY, I'LL TAKE THAT.
PLEASE DO NOT GO OFF OF WHAT IS PRINTED IN YOUR BOARD BOOK.
WOULD YOU PLEASE AMEND YOUR MOTION AND NOTE IT THAT IT IS FOR THE ITEM IN YOUR FOLDERS, PLEASE? YES. THANK YOU. [LAUGHTER] THANK YOU, MS. HOGAN. MS. GRIFFIN. AMEND MY MOTION AND MOVE TO APPROVE THE RENEWAL OF CONTRACT 327-21 LAPTOP INSTRUCTIONAL EQUIPMENT AND RELATED ACCESSORIES AND SERVICES AS GIVEN TO US IN THE UPDATED, AGENDA ITEM IN OUR BOARD FOLDERS.
IT'S BEEN PROPERLY MOVED BY MR. SELDERS. SECOND, BY MR. GLICK THAT WE ACCEPT THE APPROVAL OF THE PURCHASE OF THE LAPTOP INSTRUCTION EQUIPMENT FROM THE AMENDED AND ADDED INFORMATION WE HAD IN OUR FOLDER.
I WAS TRYING TO NOT SAY FOLDER, BUT, ANY QUESTIONS? VOTE OPEN.
THANK YOU, MISS HOGAN. MR. BOOKER, YOU'RE STILL UP FOR INCREASING AWARDS?
[VII.S. Increase to Awarded Bids]
YES, MA'AM. THE NEXT INCREASE BEFORE YOU IS FOR THE AMAZON SERVICES.THE AMAZON INCREASE IS BEING RECOMMENDED FOR AN ADDITIONAL $700,000, WHICH WOULD MAKE THE NEW AWARD $1,800,000 OUT OF THE GENERAL FUND.
ANY QUESTIONS ON ITEM S? IS THERE A MOTION? I'LL MAKE A MOTION THAT WE APPROVE CONTRACT 22-18.
SECOND. IT'S BEEN MOVED BY MR. BEACH. SECOND BY MR. SELDERS THAT WE ACCEPT CONTRACT 22-18 TO APPROVE THE INCREASE IN THE AWARDED AMOUNT FOR THE AMAZON SERVICE, LLC.
[03:05:01]
ANY QUESTIONS? VOTE OPEN.[VII.M. Contract #510-23-05 – Consider Approval of Purchase of District Furniture]
CONSIDER APPROVAL OF INCREASE IN AWARD AMOUNT FOR DISTRICT FURNITURE.ONCE AGAIN, THIS CONTRACT IS BEING PRESENTED TO THE BOARD OF TRUSTEES TO INCREASE THE NOT TO EXCEED AMOUNT TO FACILITATE ADDITIONAL FURNITURE PURCHASES FOR THE REMAINDER OF THE CONTRACT YEAR OF THE NEW NOT TO EXCEED AMOUNT.
THE INCREASE IS $1,100,000, AND THE NEW NOT TO EXCEED AMOUNT IS $2,250,000.
THE FUNDING SOURCES ARE IDENTIFIED FOR THIS CONTRACT.
ANY QUESTIONS? TRUSTEES? QUESTION.
WELL, WHAT WE LOOK AT IS WE DO A DATA ANALYSIS OF OUR CONTRACT SPENDS.
THE PERFECT EXAMPLE IS THE ONE WE JUST INCREASED FOR AMAZON.
WE HAD TO CEASE THE SERVICES FOR THAT CONTRACT BECAUSE IT HAD BEEN FULLY FUNDED.
SO OUR SYSTEM DOES, IN FACT STOP THE EXPENDITURES FROM OCCURRING WHEN WE REACH ONE OF THOSE AMOUNTS.
SO OUR DEPARTMENT HAS THRESHOLDS, FOR EXAMPLE, WHEN WE GET WITHIN 70 TO 80% OF A NOT TO EXCEED AMOUNT, WE START PREPARING AND DISCUSSING A NOT TO EXCEED AMOUNT OR BRINGING IT TO THE INCREASE.
THE ONE THING WE DON'T WANT TO HAVE HAPPEN IS A DISRUPTION OF SERVICES.
AND SO, WE DO OUR VERY BEST TO TRY TO PREDICT BASED OFF LAST YEAR'S EXPENDITURES.
AND WE MONITOR CURRENT EXPENDITURES.
BUT THERE ARE SOME TIMES WHEN THERE IS AN INPUT OF FUNDING.
SO THERE'S JUST SOME FUNDING THAT JUST THE DATA DOESN'T REVEAL THOSE UPCOMING PURCHASES.
SO WITH RESPECT TO THAT, AND THANK YOU FOR THE EXPLANATION.
THERE'S TWO THINGS GIVE ME JUST QUICKLY GIVE ME AN IDEA OF WHAT FURNITURE WE'RE TALKING ABOUT.
IT COULD BE CLASSROOM FURNITURE.
SO IT COULD BE FOR THE STUDENTS.
IT COULD BE FOR IT COULD BE FOR STUDENTS.
IT COULD BE FOR THE OFFICES, ADMINISTRATIVE OFFICES.
THE FURNITURE CONTRACT IS USED FOR ANY PLACE THAT YOU SEE IN THE DISTRICT THAT HAS FURNITURE.
IT'S NOT JUST RESTRICTED TO CLASSROOMS, BUT ADMINISTRATIVE SPACES, AS WELL.
SO IT'S MAINLY REPLACEMENT AND NOT ADDITIONAL ROOMS OR SOMETHING THAT WERE BUILT.
SO. SO HOW DOES MR. DODDS PAY FOR THIS WHEN WE SPEND IT? WELL, THE FUNDING. MAYBE MR. DODDS CAN ANSWER THAT FOR YOU.
YES. A LOT OF IT IS TRANSFER AND THEY'RE TRANSFERRING FUNDS TO THAT LINE ITEM.
RIGHT. AND SO, LIKE YOU SAID, SOME OF THIS IS SOME FEDERAL FUNDS THAT SOME OF THE CAMPUSES HAVE DECIDED THAT THEY WOULD RATHER SPEND THEIR FEDERAL FUNDS ON THAT INSTEAD OF WHAT THEY MAY HAVE BUDGETED, OR THEY MAY HAVE BUDGETED FOR A POSITION.
THEY DIDN'T FILL THAT POSITION.
THEY MAY WANT TO TRANSFER THOSE FUNDS TO THIS SO THEY CAN REPLACE SOME FURNITURE, THAT TYPE OF DEAL.
DID WE HAVE A MOTION? NO. IS THERE A MOTION TO CONSIDER APPROVAL OF THE INCREASE IN THE AWARDED AMOUNT FOR DISTRICT FURNITURE? MR. JOHNSON. OH.
OKAY. MADAM PRESIDENT, I MOVE THAT WE APPROVE AN INCREASE IN AWARD AMOUNT FOR DISTRICT FURNITURE.
SECOND. IT'S BEEN MOVED BY MR. JOHNSON AND SECOND, BY MR. GLICK THAT WE ACCEPT CONTRACT 34-20-02 OF THE INCREASE AMOUNT FOR DISTRICT FURNITURE.
THANK YOU. THAT PASSES SEVEN ZERO.
MR. BOOKER, YOU'RE STILL UP TO CONTRACT 44-22 CONSIDER APPROVAL OF INCREASE IN AWARDED AMOUNT FOR PORTABLE STAGING? YES.
[03:10:06]
WHICH WOULD MAKE THE NEW NOT TO EXCEED AMOUNT $110,999.ANY QUESTIONS? IS THERE A MOTION? MADAM PRESIDENT, I MOVE THAT WE APPROVE THE INCREASE IN AWARDED AMOUNT FOR PORTABLE STAGING AS PRINTED IN OUR BOARD BOOK.
SECOND. IT'S BEEN MOVED THAT BY MR. JOHNSON, SECOND BY MR. BEACH THAT WE ACCEPT CONTRACT 44-22 IN THE INCREASE IN AWARD AMOUNT FOR PORTABLE STAGING.
ARE THERE ANY QUESTIONS? VOTE OPEN.
FOR CONTRACT 303-22 CONSIDER APPROVAL OF INCREASE IN AWARD AMOUNT FOR HVAC MAINTENANCE AND RELATED SERVICES, MR. BOOKER. YES. ONCE AGAIN, THIS CONTRACT IS DESIGNED OR USED BY THE MAINTENANCE DEPARTMENT TO REPLACE AND REPAIR OUR AIR CONDITIONING SYSTEMS. WE HAVE SEVERAL VENDORS ON CONTRACT PREFERRED MECHANICAL INTAKE SALES, TEXAS AIR SYSTEMS. WE ARE ASKING FOR AN ADDITIONAL $1 MILLION INCREASE TO MAKE THE NEW AWARD $2 MILLION.
AND THAT IS BEING FUNDED OUT OF THE GENERAL FUND.
ANY QUESTIONS? IS THERE A MOTION? MR. BEACH.
SECOND. ANY QUESTIONS? VOTE OPEN.
TRUSTEES, I WANT TO THANK YOU FOR YOUR WORK.
WE ONLY HAD ONE BOARD MEETING THIS THIS MONTH, AND IT IS NOW 8:13.
