[I. Call to Order and Determination of Quorum ]
IT IS 4:41, AND I'D LIKE TO WELCOME YOU TO THE GARLAND INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES SPECIAL MEETING FOR TUESDAY, FEBRUARY THE 13TH, 2024.I WILL NOW CALL THE MEETING TO ORDER AND DETERMINE THAT WE DO HAVE A QUORUM PRESENT.
MISS HOGAN, DO WE HAVE ANY COMMENTS FOR PUBLIC FORUM? NO, MA'AM. THANK YOU.
NUMBER THREE SUPERINTENDENT'S MESSAGE.
[III. Superintendent's Message]
WE HAVE A NUMBER OF THINGS ON THE AGENDA TODAY.WE'RE EXCITED ABOUT THE PROGRESS WE'RE MAKING WITH THE BOND.
YOU PROBABLY HAVE SEEN MANY OF THE, WELL, BOTH SOFTBALL AND BASEBALL FIELDS, BEING RENOVATED ENTIRELY AT ROWLETT, SACHSE, AND NORMAN, WE'RE LOOKING AT PUTTING THE FILM, THE PROTECTIVE FILM AROUND ALL ENTRANCE AREAS.
WE EXPECT SOME PROGRESS REPORT COMING UP.
AND WE ARE ALSO EXCITED ABOUT DOING DESIGN PROJECTS FOR THE UPCOMING MACS.
SO, THERE'S A THERE'S A LOT OF THINGS THAT ARE IN MOTION AND WE CAN'T WAIT TO START BREAKING GROUND.
WE'RE MOVING TO ITEM FOUR INFORMATION ITEMS.
[IV.A. Receive Presentation on Bond 2023 Personal Protection Equipment]
NUMBER A IS TO RECEIVE PRESENTATION ON BOND 2023 PERSONAL PROTECTION EQUIPMENT.PAUL GONZALEZ IT'S BEGINS ON PAGE FIVE IN OUR BOOKS.
CHAIRPERSON LINDA GRIFFIN BOARD OF TRUSTEES.
DR. LOPEZ, TODAY I BRING BEFORE YOU A PRESENTATION OF OUR PROTECTIVE, OUR PPE PROTECTION, PERSONAL PROTECTION EQUIPMENT.
AND I WANT TO GIVE YOU A LITTLE HISTORY REAL QUICK.
SO, AS WE START MAJOR BOND CONSTRUCTION PROJECTS AND START MAKING SITE VISITS, ALL VISITORS MUST COMPLY WITH THE OCCUPATIONAL SAFETY REQUIREMENTS SET BY OSHA.
ANYBODY THAT STEPS ON OUR ON OUR CONSTRUCTION SITES.
WELL, IN THE PAST, I'VE GOTTEN A THIRD PARTY TO DO ALL THE GRAPHICS.
WELL, THIS YEAR I SAID, YOU KNOW WHAT? WHAT MUCH BETTER TO GET OUR STUDENTS INVOLVED.
AND AT THIS TIME, WE'RE GOING TO GET OUR STUDENTS INVOLVED IN PUTTING THIS ALL TOGETHER FOR US.
SO, THIS YEAR, WORKING WITH OUR GRCC, DEPARTMENT AND ALSO OUR GRAPHIC DESIGN TEACHER, SHELBY CALLISON, WE'VE PUT THIS ALL TOGETHER.
AND I'M EXCITED TONIGHT TO BE HERE TO SHARE THIS WITH YOU.
SO, I'D LIKE TO BRING UP, MISS CALLISON UP TO THE PODIUM.
AND I WANT HER TO SHARE A LITTLE BIT ABOUT THE PROGRAM.
AND SO, THIS YEAR, WE WERE ASKED TO DO SOME PRINTING PROJECTS FOR YOU GUYS.
AND WE USED MY PRACTICUM, MY THIRD LEVEL CLASS.
AND SO, THEY'VE DONE THEIR FIRST LEVEL AT THEIR HOME CAMPUS AND THEN SECOND AND THIRD WITH ME.
AND SO THEY HANDLE A LOT OF THE KIND OF CLIENT PRINTING, THAT KIND OF THING WHERE THEY'RE WORKING WITH CLIENTS AND THEY'RE BUILDING THAT LEVEL OF NOT JUST TURNING IT INTO A SCHOOL PROJECT, BUT ACTUALLY A PHYSICAL PROJECT FOR A CLIENT.
AND SO, I BROUGHT A COUPLE OF STUDENTS WITH ME TODAY THAT HAS HELPED PUT THESE TOGETHER.
WE'VE ALSO DONE A COUPLE OF THINGS FOR YOU GUYS IN THE PAST.
WE DO A LOT OF Y'ALL'S TRAILER BANNERS FOR THE PARADES.
SO, WE DO THE MLK DAY, AND WE DO THE LABOR DAY.
AND THEN WE ALSO JUST WORK WITH, PEOPLE OUTSIDE OF THE COMMUNITY THAT COME TO US.
AND SO WE CAN ACCESS PRINTING FOR YOU GUYS AND PEOPLE OUTSIDE OF THE COMMUNITY FOR GARLAND.
BEFORE YOU BRING THE STUDENTS UP.
BUT THIS IS IZZY, AND THIS IS TOMMY, AND THEY ARE HERE TO HELP PASS OUT YOU GUYS' PPE.
SO, WE'RE GOING TO DO THAT RIGHT NOW.
SO, THERE'S THE BOX AND IT HAS THE NAMES.
AND THEN THEY HAVE THEIR NAMES ON THE SPORTS TEAMS.
[00:05:15]
THESE GUYS HAVE ALL THEIR NAMES WHILE YOU ALL ARE DISTRIBUTING THOSE.I THINK ALL OF US SITTING AROUND THE DIE CAN TALK ABOUT THE MOST RECENT MLK FLOAT.
YOU ALL CAPTURED THE THEME OF THE WEEKEND, AND WE ENJOYED BEING ON THE FLOAT WITH YOUR WORK.
WE WISH YOU JUST MUCH SUCCESS IN ALL OF YOUR PROJECTS AND THANK YOU SO MUCH FOR BEING HERE TONIGHT.
YEAH, LET'S GIVE THEM A ROUND OF APPLAUSE.
THEY NEED TO DESIGN SOMETHING THAT CAN PICK UP THE TAIL END OF THAT THING.
AND KNOW THAT WE KEEP THE ITEMS THAT YOU GIVE US.
AND I'M GLAD TO SEE THAT I WILL HAVE A PINK HARD HAT DOING THIS BOND.
THANK YOU. I APPRECIATE IT VERY MUCH.
ALRIGHT. OUR NEXT ITEM IS TO RECEIVE PRESENTATION ON BOND 2023 PROGRAM SUMMARY UPDATE.
[IV.B. Receive Presentation on Bond 2023 Program Summary Update]
JAVIER FERNANDEZ.GOOD AFTERNOON. COMMITTEE CHAIR GRIFFIN.
AND YOU CAN SEE THE REMAINING AMOUNTS THERE FOR A TOTAL OF 1.27 BILLION.
AS FAR AS THE BOND PROGRAM GOES.
SO, GETTING INTO PHASE ONE BIT, PACK ONE, THE SOFTBALL BASEBALL PROGRAM PROJECTS, AS DOCTOR LOPEZ WAS ALLUDING TO EARLIER IN HIS OPENING COMMENTS, WE ARE MAKING TREMENDOUS STRIDES IN THE PART. ONE PORTION OF IT, THE SOFTBALL FIELDS.
WE HAVE GOT ON THE SOFTBALL FIELDS.
WE'VE COMPLETED THE CONCRETE CURBS, THE DUGOUTS AND THE BACKSTOPS.
WE'VE GOT, QUITE A BIT OF WORK THAT WE STILL HAVE TO DO.
AND WE STILL PLAN TO FINISH AT, THESE THREE FIELDS WILL BE DONE, BY NEXT MONTH.
CENTENNIAL NAME? LAKEVIEW CENTENNIAL NORTH GARLAND HIGH SCHOOL AND SOUTH GARLAND HIGH SCHOOL.
AND IN PART THREE, THE GARLAND HIGH SCHOOL.
WE ARE ACTUALLY IN THE DESIGN STAGE FOR THAT ONE.
SO THAT ONE IS MOVING FORWARD AS WELL.
SO WE'RE MAKING SOME REALLY GOOD PROGRESS ON THIS PROJECT HERE.
THESE ARE SOME PHOTOS OF, DRI PHOTOS, IF YOU WILL, WHEN THE WEATHER WAS, BEING COOPERATIVE WITH US.
THAT AND BASEBALL FIELDS AT ROWLETT HIGH SCHOOL.
SACHSE SOFTBALL AND SACHSE BASEBALL.
IF YOU DRIVE BY THERE, THERE'S ACTUALLY TURF BEING LAID DOWN.
NAAMAN FOREST SOFTBALL AND NAAMAN FOREST BASEBALL.
YOU CAN SEE SOME OF THE PHOTOS THAT ARE TAKING PLACE THERE IN THE FIELD HOUSE AND THE MAX.
THIS IS A PHASE ONE BID PACK TWO THAT'S AT ALL SEVEN HIGH SCHOOLS.
WE HAD AN ARCHITECT RECEIVE THE NOTICE TO PROCEED FROM THE CONCEPT DESIGN TO SCHEMATIC DESIGN.
SO, I'LL SHARE WITH YOU, AS WE HAVE DISCUSSED BEFORE AND IN PREVIOUS UPDATES. THE GOAL IS TO COME BACK TO THE BOARD AND SHARE WITH YOU THE SCHEMATIC DESIGN SO THAT YOU UNDERSTAND WHAT THE SCHEME LOOKS LIKE. AND THEN FROM THERE, WE'LL MOVE ON TO DVD AND CD, WHICH IS DESIGN, DEVELOPMENT AND CONSTRUCTION DOCUMENTS.
[00:10:04]
WE HAVE A CAMPUS.MEETINGS ARE COMPLETE. WE'VE DONE QUITE A BIT OF FOLLOW UPS WITH EACH CAMPUS.
WE ARE DOING QUITE A BIT OF COLLABORATION WITH THE THREE MUNICIPALITIES, FOR THE VARIOUS, ISSUES THAT WE'VE GOT GOING ON, ON, ON ALL THREE MUNICIPALITIES. THE DESIGN SCHEDULE SHOWS US TO BE COMPLETE IN MAY.
AND SO THIS IS A PROJECT THAT HAS BEEN APPROVED AS A SEYMOUR PROJECT.
AND GETTING THE SEYMOUR ON BOARD WILL ALLOW US TO TO GIVE TO YOU MUCH MORE CLARITY ON, THE WHEN IT COMES TO THE MATERIALS AND EQUIPMENT THAT NEEDS TO BE PROCURED FOR THIS PROJECT.
PHASE ONE, BID PACK THREE, THAT'S FREEMAN ELEMENTARY.
THAT WAS A SEYMOUR WAS AWARDED IN THE JANUARY LAST MONTH.
WE AWARDED THE CONSTRUCTION MANAGER AT RISK, FOLLOW UP MEETINGS WITH CAMPUS PRINCIPALS FOR THE TRANSITION SPACES FOR GOLDEN MEADOWS TO SUPPORT FREEMAN ELEMENTARY TEACHERS, STUDENTS AND STAFF.
THAT'S SCHEDULED TO END IN FEBRUARY THE 24TH AT THIS MONTH.
THERE IS QUITE A BIT OF MOVEMENT THAT IS HAPPENING AT THIS POINT TO TALK ABOUT CONSOLIDATION AND AND HOW THAT INVOLVES AFFECTS THIS SPECIFIC CAMPUS.
THERE'S ABOUT THERE'S QUITE A FEW CAMPUSES THAT SUPPORT THIS.
WHEN YOU LOOK AT JUST THIS SHEET HERE, YOU'LL SEE THAT THIS IS FREEMAN ELEMENTARY.
SO IT'S A CONCERTED EFFORT FROM A LOT OF OUR CAMPUSES FOR EACH ONE OF THESE BUILDINGS TO BE REBUILT.
SO I JUST WANT TO PUBLICLY THANK EVERY SINGLE STUDENT STAFF.
TEACHERS WHO ARE WORKING WITH US TO MAKE THIS HAPPEN, TO MAKE THESE NEW BUILDINGS TO COME TO FRUITION FOR OUR SCHOOL DISTRICT. I THINK AT THE END OF THE DAY, WHEN WE'RE SET AND DONE WITH THESE TWO ELEMENTARY SCHOOLS, AND THE FIRST PHASE, WHEN YOU SEE THESE TWO ELEMENTARY SCHOOLS BEING BUILT, I THINK THE THE PUBLIC IS GOING TO BE AMAZED.
I THINK THEY WILL BE ABSOLUTELY AMAZED AT THE TRANSFORMATION THAT IS HAPPENING HERE IN GARLAND.
SO AGAIN, THANK YOU TO ALL OF THOSE CAMPUSES WHO ARE HELPING US MAKE THIS HAPPEN.
HILLSIDE ACADEMY AS LIKE THE FREEMAN SCHOOL, WE'VE GOT THE NOD TO SUPPORT HILLSIDE.
WE HAVE HILLSIDE STUDENTS AND TEACHERS AND STAFF ARE GOING TO BE MOVING TO THE CENTERVILLE CAMPUS IN ORDER TO SUPPORT THAT, THE STUDENTS FROM CENTERVILLE ARE MOVING OVER TO HANLEY, SO THERE IS A LOT OF COLLABORATION HAPPENING BETWEEN THESE.
WE'VE GOT DOUBLE PORTABLES THAT ARE COMING FROM COOPER AND WEAVER IN ORDER TO MAKE THIS HAPPEN.
SO AGAIN, A LOT OF COLLABORATION BETWEEN A BUNCH OF DIFFERENT CAMPUSES.
LAKEVIEW, CENTENNIAL AND NAAMAN FOREST.
WE AWARDED THE SEYMOUR IN JANUARY FOR THIS PROJECT.
WE'VE HAD PRINCIPAL VISIONING MEETINGS WITH WITH THE CAMPUSES THERE.
WE CONTINUE TO HAVE THOSE SO WE CAN FLUSH OUT EXACTLY THE NEEDS FOR EACH SPECIFIC DEPARTMENT.
AND SO WE CONTINUE TO DO THAT.
I WILL POINT OUT THAT, LAKEVIEW CENTENNIAL HAS LAKEVIEW AND NAAMAN HAVE THE EXPANSION OF THE DINING AREA, AND LAKEVIEW HAS A BRAND NEW KITCHEN.
SO A LOT OF A LOT OF MOVING PARTS AND, AND A LOT OF DEPARTMENTS, BEING INVOLVED WITH THIS, THE PLAYGROUNDS OF PHASE ONE HAS 15 CAMPUSES.
WE'VE GOT WE FINALIZING THE PLAYGROUND MANUFACTURERS AND THE FALL ZONES AND THE SHADE STRUCTURES.
WE PLAN ON HAVING THAT BACK TO THE CONCEPTS ON THOSE.
AND, DESIGN ON THAT ONE SCHEDULED TO END IN FEBRUARY, THAT ACTUALLY MAY PUSH TO MARCH.
AND SO WE CONTINUE TO MAKE GREAT PROGRESS ON THAT.
PERIMETER FENCING. THAT'S 42 ELEMENTARY CAMPUSES.
[00:15:02]
WE HAVE, WE'VE GOT, CONCEPTS FOR ALL 42 ALREADY, AND WE PLAN ON BRINGING THAT BACK TO ADMINISTRATION SO THEY CAN SEE WHERE WE'RE AT ON THE FENCING AND WHAT KIND OF CONCEPTS WE'VE GOT, THE TYPES OF MATERIALS THAT WE'RE LOOKING TO, TO PROPOSE FOR, FOR THIS PROJECT.AND WE'RE ALSO WORKING WITHIN THE WITH THE MUNICIPALITIES ON THE MATERIAL TYPES.
THEY SOMETIMES, WANT TO GIVE US A RECOMMENDATION AS TO WHAT TYPES OF MATERIALS WE ARE ABLE TO USE.
AND SO THERE'S SOME COLLABORATION GOING ON WITH, WITH THE MUNICIPALITIES ON THIS PROJECT AS WELL.
SO THE BID PACK NINE, PHASE ONE, BID PACK NINE, THERE'S ACTUALLY THREE BID PACKS ON THIS PAGE.
THERE'S THE SECURITY CAMERA REFRESH AND THE ACCESS CONTROL.
THESE ARE THE VARIOUS BID PACKS THAT WE HAVE THAT ARE GOING OUT FOR THIS.
THAT'S CONTRACT FIVE 1020 3-02.
THAT'S SEVEN CAMPUSES THAT ARE WORKING ON THE FIRE ALARM PIECE.
SECURITY CAMERA REFRESH HAS 11 CAMPUSES.
NOW, MIND YOU, THIS IS OVER FIVE PHASE PROJECT.
SO WHEN WE SAY SECURITY CAMERA REFRESH FOR 11 CAMPUSES, THAT'S NOT 11 FOR THE ENTIRE BOND.
ACCESS CONTROL FOR TEN CAMPUSES.
WE'RE LOOKING TO DO SOME RECOMMENDATIONS WITH PURCHASING WHEN IT COMES TO THE FIRE ALARM PIECE.
FOR CENTURIES RESISTANT FILM, ALL FACILITIES ARE BEING AFFECTED OR BEING BEING, WE'RE MAKING IMPROVEMENTS, I SHOULD SAY, TO ALL FACILITIES.
SO I THINK IT'S IMPORTANT TO NOTE THAT WE USE THE TERM FACILITIES, NOT SCHOOL, NOT CAMPUS, BECAUSE WE ARE NOT JUST DOING THE FORCE ENTRY RESISTANT FILM FOR OUR SCHOOLS.
WE'RE ALSO DOING IT FOR OUR OTHER FACILITIES AS WELL.
IT ENCOMPASSES ADMINISTRATIVE BUILDINGS, CAMPUSES AND WHAT HAVE YOU.
SO THERE'S 31 OF 76 AT THE TIME OF THIS, OF THIS PRINTING HAD BEEN COMPLETED.
PROJECT MATES, THE CMP CPMS, WHICH IS THE CONSTRUCTION PROJECT MANAGEMENT SOFTWARE.
WE HAVE STARTED EXTERNAL USER TRAINING.
WE'VE COMPLETED OUR INTERNAL TRAINING WHERE, FOR THE STAFF WHO'S WORKING ON THE BOND PROJECTS, WE'RE DOING OUR EXTERNAL TRAINING FOR ARCHITECTURAL FIRMS, CONTRACTORS AND THOSE THAT NEED TO GET GAIN ACCESS TO THIS.
WE'RE CONTINUING TO DO, BUILDING EACH PROJECT WITHIN IT.
WE I'LL TELL YOU WHAT WE'VE DONE IS, IS WE'VE ALSO REACHED OUT TO A COUPLE OF OTHER SCHOOL DISTRICTS, BECAUSE WE WANT TO MAKE SURE THAT WE'RE NOT RECREATING THE WHEEL.
SO WE'RE WANTING WE ARE SHARING BEST PRACTICES ON HOW THIS SYSTEM OPERATES.
AND SO WE'VE REACHED OUT TO, LOCAL.
EXCUSE ME. WE'VE REACHED OUT TO TEXAS K-12 DISTRICTS WHO ARE USING THIS SOFTWARE AS WELL.
SO WE WANT TO MAKE SURE THAT HOW WE IMPLEMENT IT, HOW WE USE IT, WE'RE DOING IT EFFECTIVELY.
SO IN MAY, I WANT TO BRING TO YOUR ATTENTION THAT IN MAY WE WILL BE BRINGING TO YOU FOR CONSIDERATION FOR RECOMMENDED ARCHITECTS FOR THE 2023 PHASE THREE THROUGH FIVE.
THAT WILL BE BROUGHT TO YOU IN MAY.
THAT'S, THAT'S WHAT WE'RE TARGETING.
WE'RE ALSO GOING TO BRING TO YOU IN MAY, A RECOMMENDATION FOR CONSTRUCTION MANAGERS AT RISK FOR PHASES TWO THROUGH FIVE OF THE BOND PROGRAM.
SO I WANT TO TAKE A MOMENT HERE AND STOP AND DISCUSS A LITTLE BIT MORE IN CLARITY FOR THE ITEM.
NUMBER THREE, EXCUSE ME FOR BULLET POINT NUMBER TWO.
SO WHAT WE'RE GOING TO DO IS WHAT WE'VE WHAT WE'VE DONE IN THE PAST.
AND MAX BROUGHT THAT TO YOU IN ONE MONTH.
[00:20:02]
THEN WE CAME BACK TO YOU AND BROUGHT TO YOU THE CONSTRUCTION MANAGER AT RISK RECOMMENDATIONS FOR THE REMAINING PROJECTS THAT ARE SEYMOUR PROJECTS IN PHASE ONE.WHAT WE'RE GOING TO DO IS A LITTLE DIFFERENT NOW.
WE'RE GOING TO PUT OUT AN RFQ THAT CAPTURES EVERY SEYMOUR PROJECT FOR PHASE TWO THROUGH FIVE.
AND SO THE MARKET IS TELLING US THAT IT IS A VERY COMPETITIVE MARKET.
THE K-12 MARKET RIGHT NOW IS VERY COMPETITIVE IN THE NORTH TEXAS AREA, IS WHAT WE'RE HEARING.
COUPLE THAT WITH ALL OF THE GROWTH THAT'S HAPPENING HERE, NOT JUST IN THE K-12, BUT ALL OF THE OTHER SECTORS THAT IN THE NORTH TEXAS AREA, IF YOU LOOK AROUND, THERE ARE CRANES EVERYWHERE.
YOU GOT A LOT OF HOSPITAL WORK THAT'S GOING ON.
YOU GOT A LOT OF, PRIVATE BUSINESS WORK THAT'S GOING ON.
SO THERE'S A LOT OF CONSTRUCTION ACTIVITY TAKING PLACE IN NORTH TEXAS.
WE WANT TO TRY TO, WHAT WE'RE TRYING TO DO IS TO CAPTURE THE MARKET, GET, GET CONSTRUCTION MANAGERS AT RISK TO LOOK AT OUR WORK AND TO PARTICIPATE IN OUR RFQS, BUT AT THE SAME TIME, GIVING THEM THE ABILITY TO FORECAST WHAT WE'RE HEARING FOR THE MARKET IS THAT THE TRADITIONAL WAY OF PHASE ONE, DO IT, PHASE TWO, DO IT, PHASE THREE, DO IT.
SO WE'VE CHANGED A LITTLE BIT IN HOW WE'RE GOING TO DO THIS.
SO WE'RE GOING TO PUT ALL FIVE PHASE TWO THROUGH FIVE OUT.
AND WE'LL PUT THAT OUT ON THE STREET FOR ONE RFQ FOR ALL OF THOSE PROJECTS.
AND THEN WE'RE GOING TO EVALUATE ALL OF THOSE, FOR THE PROJECT, FOR THE BOND PROGRAM.
AND THIS IS A FINANCIAL SUMMARY THAT AGAIN THIS IS A REPORT THAT COMES STRAIGHT OUT OF ORACLE.
SO THIS IS WHERE OUR BUDGETS ARE LOADED.
THIS IS WHERE OUR COSTS ARE SHOWN.
AND SO THIS COMES STRAIGHT OUT OF ORACLE.
SO IF A CITIZEN HAS A QUESTION ABOUT A SPECIFIC PROJECT, THEY CAN GO TO THE WEBSITE AND SEE THOSE DETAILED REPORTS ON EXACTLY THE WORK THAT IS BEING TAKEN PLACE ON THESE PROJECTS.
SO WITH THAT, I'LL ASK ANY QUESTIONS YOU MAY HAVE.
OKAY. TRUSTEES, FORMULATE YOUR QUESTIONS.
WE HAVE ADDITIONAL PROJECT BY PROJECT AFTER, THIS PARTICULAR BUDGET SUMMARY PAGE.
AND I THINK THEY BASICALLY PROVIDED THE INFORMATION THAT WE HAVE REQUESTED.
MR.. BEACH, JUST QUICKLY, WILL MR. FERNANDEZ, WILL WE GO AHEAD WITH FENCING DURING THE DEMOLITION OF CERTAIN CAMPUSES? WILL THERE STILL BE FENCING GOING ON WHILE THAT IS TAKING PLACE FOR THE CONSTRUCTION PEOPLE TO GO AROUND THE FENCING TO GET IN AND DO WHAT THEY NEED TO DO? BUT WILL THE FENCING GO AHEAD AND BE DONE? AS FAR AS THE FENCING PROJECT? YES SIR. NO SIR.
IF THERE IS A CAMPUS THAT IS SCHEDULED TO BE RAZED, THEN, FOR EXAMPLE, WHEN WE BUILT THE BOND PROGRAM, THE DOLLARS FOR HILLSIDE WERE ALL ALLOCATED TO HILLSIDE.
JUST LIKE FREEMAN, IT DOES NOT HAVE A LINE ITEM FOR FENCING AS THE OTHER CAMPUSES DO.
HOW DO YOU COORDINATE THE SCHOOLS THAT ARE BEING FILMED FOR FOR PROTECTION, BUT YET THERE'S GOING TO BE DEMOLISHED AT THIS PARTICULAR TIME.
YOU SEE WHAT I'M SAYING? IN OTHER WORDS, HILLSIDE, WE ARE WE STILL GOING TO GO AHEAD AND PUT FILM UP AT THAT PARTICULAR SCHOOL BEFORE THE DEMOLITION? I BELIEVE IF, I HAVE MR. QUINN HERE WHO CAN ANSWER YOUR QUESTION IF THAT'S APPROPRIATE.
MR. QUINN, WOULD YOU MIND ANSWERING THE QUESTION?
[00:25:06]
GOOD EVENING. YES, ALL OF THE CAMPUSES ARE LISTED TO TO GET FILM.TRUSTEES, ARE THERE OTHER QUESTIONS? OKAY. SEEING NONE.
[V.A. Consider Approval of Resolutions for Project Delivery/Contract Award Methods for 2023 Bond Program Construction Methods of Procurement]
CONSENT. AND A IS TO CONSIDER APPROVAL OF RESOLUTIONS FOR PROJECT DELIVERY CONTRACT AWARD METHODS FOR 2023.MEMBERS OF THE COMMITTEE, MEMBERS OF THE BOARD.
DOCTOR LOPEZ, HERE TONIGHT TO PRESENT TO YOU A CONSIDERATION FOR A RESOLUTION FOR PROJECT DELIVERY AND CONTRACT AWARD FOR, FOR THE BOND PROGRAM 20 2023 BOND PROGRAM.
SO WHAT YOU SEE HERE IS A TWO RESOLUTIONS.
THERE'S ACTUALLY TWO RESOLUTIONS.
BEAR WITH ME. THE FIRST RESOLUTION BOARD MEMBERS IS 47, IN OUR BOOKS.
THANK YOU. THE FIRST RESOLUTION IS A COMPETITIVELY SEALED PROPOSAL RESOLUTION.
WE'VE IDENTIFIED THE DISTRICT HAS IDENTIFIED THE FOLLOWING PROJECTS TO BE, PROCURED AS A COMPETITIVELY COMPETITIVE SEAL PROPOSAL.
AND THEN CLUB HILL ELEMENTARY, VIAL ELEMENTARY, DAVIS ELEMENTARY, ETHERIDGE ELEMENTARY.
BUSSEY MIDDLE SCHOOL, SELDERS MIDDLE SCHOOL, WEBB MIDDLE SCHOOL, SHOREHAVEN ELEMENTARY, PARKCREST ELEMENTARY, AND WALNUT GLEN ELEMENTARY. RENOVATIONS.
PART PARSONS PRE-K AND CISNEROS PRE-K RENOVATIONS.
THESE ARE RENOVATIONS, THE MARVIN PAGEANT, THE TAX OFFICE AND THE TRANSITION CENTER.
HARRIS ADMINISTRATION AND HEATHER GLENN ROOF REPLACEMENT AS A PACKAGE.
THE CONSTRUCTION MANAGER AT RISK PACKAGES THAT, THAT THE DISTRICT IS RECOMMENDING IS THE ELEMENTARY SCHOOL REPLACEMENT NUMBER FOR SOUTH GARLAND HIGH SCHOOL, NORTH GARLAND HIGH SCHOOL, LAKEVIEW CENTENNIAL ATHLETICS.
EXCUSE ME. LAKEVIEW CENTENNIAL.
THE NEW TECHNOLOGY CENTER, THE GILBERT GILBREATH-REED CAREER AND TECHNOLOGY CENTER ADDITION, THE ROWLETT HIGH SCHOOL AND SAXY HIGH SCHOOL RENOVATIONS, THE NEW MEMORIAL PATHWAY ACADEMY STUDENT SERVICE CENTER, THE NEW TRANSPORTATION CENTER, AND THE GARLAND HIGH SCHOOL RENOVATIONS.
THIS IS THE ACTUAL RESOLUTIONS THAT, THAT YOU'LL SEE.
TRUSTEES. ARE THERE QUESTIONS? TWO RESOLUTIONS, MR. GLICK. THANK YOU, MA'AM, COULD YOU EXPLAIN THE DIFFERENCE BETWEEN ENHANCEMENTS AND RENOVATIONS, PLEASE? ABSOLUTELY. SO, ENHANCEMENTS, FOR WHAT WE'RE DOING IS THE TERM ENHANCEMENTS FOR US IS WHERE WE HAVE AN EXISTING BUILDING AND WE ARE ENHANCING, THERE ARE CORRIDOR ENHANCEMENTS, LIBRARY ENHANCEMENTS, MEANING THAT WE ARE CREATING A, WHAT YOU CALL A MORE TRADITIONAL STYLE LOOK.
SO THERE'S ANY CONSIDERATION OF OUR CAMPUS SECURE.
OUR CAMPUSES ARE ABSOLUTELY SECURE.
YOU'RE IN A VERY SECURE BUILDING.
[00:30:03]
CLASSROOMS WITHOUT HAVING TO GO THROUGH A DOOR.SO YOU GO INTO ONE AREA AND IT'S IT'S KIND OF A POD, IF YOU WILL.
AND SO WITHIN THAT POD, ONCE YOU WALK IN YOU THERE'S NO DOORS FOR THE CLASSROOM.
SO THERE'S A DOOR TO THE POD, BUT THERE'S NO DOOR INTO EACH CLASSROOM.
THESE ENHANCEMENTS WILL CREATE SPECIFIC DOOR ENTRANCES FOR EACH ONE OF OUR ROOMS, AND SOME OF OUR ROOMS HAVE SOME OPENINGS ON THE BACKSIDE OF OUR OUR ROOMS. SO WE'RE GOING TO CLOSE THAT OFF SO THAT WE CAN MAKE SURE THAT THERE'S, YOU KNOW, ONE POINT OF, INGRESS AND EGRESS FOR THOSE, FOR THOSE ROOMS. SO WE'VE GOT QUITE A FEW PROTOTYPES THAT WE'RE WORKING ON TO DO THAT.
THERE ARE SOME WEATHER WATER WEATHER PROOFING THAT WE'RE DOING.
AND SO THAT'S MORE OF A TRADITIONAL TYPE OF RENOVATION THAT YOU SEE THERE.
BECAUSE OF THE 12 CAMPUSES, I THINK YOU TOTAL 12 CAMPUSES THAT WERE SIMILAR TO ROWLETT ELEMENTARY.
THAT'S NOT INCLUDED HERE, RIGHT? YES, SIR. THAT IS THAT.
SO WHEN WE SAY 12, THERE'S ACTUALLY THERE'S ACTUALLY 13 CAMPUSES.
SO THAT PROJECT WAS OUR, SO WHAT WE'RE DOING, AND I KNOW IT'S A LITTLE CONFUSING BECAUSE, WHAT WE'VE DONE IS, IS WE BROUGHT THE LAST TIME WE BROUGHT THIS TO YOU, WE BROUGHT YOU PHASE ONE RESOLUTION, THEN WE BROUGHT YOU, SO YOU SAW THAT RESOLUTION THAT SAID, THESE ARE THE PROJECTS THAT ARE GOING TO BE SEYMOUR. THESE ARE THE PROJECTS THAT ARE GOING TO BE, CSPS.
WE THEN BROUGHT YOU, PHASE TWO RECOMMENDED DELIVERY METHOD FOR PHASE TWO.
WHAT THIS IS, IS A RECOMMENDATION FOR PHASES THREE THROUGH FIVE.
SO THIS ENCAPSULATES ALL OF THAT OKAY.
SO LET'S TALK ABOUT THE SAFETY WITH THE ENHANCEMENTS.
NO, THIS IS EXACTLY WHAT WE'VE BEEN TALKING ABOUT.
SAME THIS IS EXACTLY WHAT WE'VE BEEN TALKING ABOUT WHEN WE TALKED ABOUT THE ROWLETT MODEL.
AND SO THEY'RE NOT ALL LIKE ROWLETT, BUT THEY ALL HAVE THE SAME ISSUES AS ROWLETT.
SO EVERYTHING SO WE CAN LOOK AT BACK LUNA ROACH, THEY'RE ALL THE SAME MODEL, THEY'RE SAME DESIGN.
AND WHEN THE COMMITTEE LOOKED AT THOSE, EACH OF THOSE SCHOOLS HAD ADDITIONAL DOLLARS INCLUDED, NOT THE BIGGER DOLLARS THAT WE TALKED ABOUT AT THE BEGINNING, BUT THERE WERE BIGGER DOLLARS, RIGHT? YES, SIR. YES, SIR. THOSE THOSE ARE ENHANCEMENTS ARE SPECIFICALLY TOWARDS THAT TO MAKE THOSE AREAS, TO ENCAPSULATE THOSE AREAS, AND LIBRARIES AS PART OF THAT.
OKAY. AND THEN FURTHER DOWN YOU TALK ABOUT AN ATHLETIC PACKAGE.
DOES THAT INCLUDE MULTI-PURPOSE AND FIELDHOUSE.
IS THAT THE TERM WE'RE USING FOR BOTH OF THOSE? NO, SIR. SO THE SO, THE ATHLETIC PACKAGE WITHIN THE BOND PROGRAM, WE HAVE A NEW FIELD, A NEW SO IT'S A NEW FOOTBALL FIELD, A NEW TRACK, A PRESS BOX, AND BLEACHERS FOR THE CAMPUSES WHO DON'T HAVE BLEACHERS, ALL OF THOSE AMENITIES, AMENITIES, ALL THOSE AMENITIES ARE GOING TO BE PUT.
AT THESE CAMPUSES THAT DON'T HAVE THEM TODAY.
BUT THE TRACKS THERE ARE, THEY THEY PASTOR IN THE LIFE.
AND SO IN ORDER TO REPLACE THE TRACK AND THE TURF THERE, THAT'S A COMPLETE REBUILD.
SO THAT PACKAGE THERE, BECAUSE IT'S, IT'S A DIFFERENT TYPE OF WORK THAN THE MULTI-PURPOSE.
AND TO MAKE SURE THAT WE HAVE THE GOAL.
IT'S A BEAUTIFUL FIELD, BEAUTIFUL TRACK, BUT WE CAN'T HOST GAMES THERE.
WE CAN'T HAVE EVENTS THERE BECAUSE THERE THERE ISN'T ANY SPECTATOR BLEACHERS.
THERE ISN'T A PRESS BOX, SO THERE ISN'T ANY LIGHTING THERE.
SO THAT'S WHAT THIS PACKAGE DOES.
[00:35:02]
NORTH GARLAND HIGH SCHOOL, IF YOU GO THERE.YES, IT DOES HAVE LIGHTS, BUT WE'RE USING PARKING LOT LIGHTS FOR FOR OUR FIELD LIGHTS.
AND WE ARE GOING TO CHANGE THE DYNAMICS OF ALL THIS.
YES, SIR. OKAY. THANK YOU, THANK YOU.
OKAY. ALL RIGHT. OTHER QUESTIONS.
OKAY. SO TRUSTEES THIS IS AN ACTION ITEM.
FIVE A ANY MORE QUESTIONS? IS THERE A MOTION? MR. BEACH, I'LL MAKE A MOTION THAT WE APPROVE THE RESOLUTIONS FOR THE PROJECT DELIVERY SLASH CONTRACT.
AWARDS METHODS FOR THE 2023 BOND PROGRAM.
CONSTRUCTION METHODS OF PROCUREMENT AS PRESENTED TODAY.
SECOND, IT'S BEEN PROPERLY MOVED AND SECOND, MOVED BY MR. BEACH. SECOND, BY MR. IF WE ARE, WILL YOU PLEASE RAISE YOUR RIGHT HAND? AND THAT PASSES SEVEN ZERO.
I DIDN'T NOTICE THEY WERE NOT AT THE STATION.
