[I. Call to Order and Determination of Quorum]
TUESDAY, MARCH 19TH, 2024.THE TIME IS NOW 4:30, AND I CALL THIS MEETING TO ORDER AND DETERMINE THAT THERE IS A QUORUM PRESENT.
PUBLIC FORUM MEMBERS ARE FROM THE PUBLIC WHO WISHES TO SPEAK AT THIS TIME.
MISS HOGAN, DO WE HAVE ANY CARDS? NO, MA'AM.
WE WILL NOW MOVE TO ITEM THREE SUPERINTENDENTS MESSAGE.
[III. Superintendent's Message]
WELL, I WANT TO WELCOME THE PUBLIC TO OUR MONTHLY BOARD MEETING, SPECIAL BOND MEETING, WHERE WE DEAL WITH STRICTLY A LOT OF THE BOND PROJECTS THAT HAVE THAT HAVE HAPPENED IN THE PAST, PRESENT AND BUILDING FOR THE FUTURE.WE ARE MOVING FAST AND FURIOUS.
SO WITH FURTHER ADO, WE'D LIKE TO HAND IT BACK OVER TO YOU, MADAM PRESIDENT.
ITEM FOUR INFORMATION ITEM A RECEIVE PRESENTATION ON BOND 2023 PROGRAM SUMMARY UPDATE MR.
[IV.A. Receive Presentation on Bond 2023 Program Summary Update ]
JAVIER FERNANDEZ.MEMBERS OF THE COMMITTEE, COMMITTEE CHAIR, MRS. GRIFFIN, MEMBERS OF THE COMMITTEE, DR.
WE'RE HERE TODAY TO GIVE YOU A PROGRAM SUMMARY.
THE BOND PROGRAM SUMMARY UPDATE FOR MARCH.
AND HERE YOU CAN SEE THE COST FOR EACH PROPOSITION.
THE PROPOSITIONS ONE AND TWO AND THREE.
SO I WANTED TO SHARE THIS TIMELINE IT'S A LITTLE SMALL.
I CAN MAKE THAT A LITTLE BIT BIGGER.
BUT WHAT I WANTED TO DO IS TO HIGHLIGHT TO YOU BOARD.
WE'VE HAD SOME CHANGES IN OUR PROGRAM TIMELINE.
AND SO I WANTED TO CALL ATTENTION TO THIS FOR YOU.
WE'VE MOVED UP THE ARCHITECTURAL SELECTION AND THE CONSTRUCTION MANAGER AT RISK SELECTION FOR PHASES THREE, FOUR AND FIVE. AND SO WHAT WE'RE SHOWING YOU HERE IS WHERE WE HAVE MOVED THAT UP IN THE TIMELINE AND THE PHASING FOR PHASE THREE, FOUR AND FIVE STILL REMAIN AS, AS AS PRESENTED EARLIER FROM A DESIGN AND CONSTRUCTION STANDPOINT.
BUT WE WANTED TO HIGHLIGHT TO YOU THE CHANGES THAT WE MADE AS WE CALLED OUT LAST MONTH, IF YOU'LL RECALL, WE HAD MENTIONED THAT WE RE MOVING FORWARD WITH BRINGING UP THE SELECTION OF ARCHITECTS AND CONSTRUCTION MANAGER AT RISK FOR THE ENTIRE BOND RATHER THAN THE PUTTING OUT THAT BEING PUT OUT IN PHASES.
AND SO THAT HAS BEEN WELL RECEIVED FROM THE MARKET.
AND SO WE CONTINUE TO DO THAT.
SO GIVE YOU AN UPDATE ON THE PHASE ONE BID PACK ONE OUR SOFTBALL BASEBALL FIELDS.
IF YOU RECALL IF YOU WERE HERE DURING SPRING BREAK FOR THOSE WHO STAYED HERE.
WE HAD QUITE A BIT OF RAIN LAST WEEK.
HOWEVER, WE CONTINUE TO REMAIN ON SCHEDULE FOR PART ONE.
ABOVE YOU CAN SEE THE TIMELINE HAS THAT'S A MODIFIED TIMELINE FROM WHAT WAS PRESENTED BEFORE.
THE ARCHITECTURAL SELECTION AND THE DESIGN PROCESS AND THE CONSTRUCTION PROCESS.
I JUST WANT TO CALL YOUR ATTENTION THAT THERE'S BEEN A MINOR CHANGE TO THAT BULLET THERE THAT YOU SEE WHERE IT'S CSP PROCUREMENT SCHEDULED FOR MARCH. THERE'S BEEN A SLIGHT CHANGE TO THAT, AND THAT ITEM IS ACTUALLY BEEN TAKEN OFF OF THE BOARD AGENDA ITEM.
AND SO THAT I WANT TO CALL YOUR ATTENTION TO THAT ONE BULLET THERE.
OKAY. PART THREE GARLAND HIGH SCHOOL.
[00:05:01]
IT'S IN A DESIGN STAGE STILL AS WE SPEAK.THERE HAVE BEEN A LOT MORE IMPROVEMENTS IN THE TIME THESE PHOTOS WERE TAKEN.
BUT THIS GIVES YOU AN IDEA AS TO HOW THESE FIELDS ARE TURNING OUT.
THIS IS A SOFTBALL FIELD AT ROWLETT HIGH SCHOOL.
AND SO BEING CONSISTENT WITH THE WORK, THE SOFTBALL FIELDS ARE FURTHER ALONG THAN THE BASEBALL FIELDS, BUT WE STILL FEEL LIKE WE'LL BE ABLE TO FINISH THE ENTIRE PROJECT BY THE END OF THE MONTH.
OKAY, SO WE'LL BE SUBSTANTIALLY COMPLETE BY THE END OF THE MONTH.
REALLY TARGETING APRIL 1ST IS WHEN WE'RE LOOKING AT DOING OUR WALKS FOR OUR CAMPUSES.
AND SO QUITE A BIT OF WORK THERE.
YOU CAN SEE THE SOFTBALL FIELD FOR SACHSE.
AND THE BASEBALL FIELD FOR SACHSE.
THE WORK THAT'S BEING TAKEN PLACE THERE.
AND THEN THIS IS THE NAAMAN FOREST SOFTBALL FIELD.
MULTIPLE TIMES. MR. DODDS AND I WERE RIGHT AFTER A CHAMBER MEETING THAT HAPPENED.
ON WEDNESDAY, WENT AND MADE SURE WERE LOOKING AT SOME OF THE FIELDS.
YOU WOULD BE IMPRESSED ON HOW FAR THEY'RE COMING.
I BELIEVE WE SHOULD BE READY FOR SOFTBALL AT THE END OF THIS WEEK.
AND THEN AT THE END OF MARCH, WE SHOULD BE READY FOR BASEBALL.
SO. I THINK JUST TO GET SOME CLARITY, I THINK THAT WE GOT THE LATEST UPDATE THIS MORNING THAT WE'RE LOOKING AT SOFTBALL AND BASEBALL BEING AVAILABLE THE 1ST OF APRIL.
SO I APOLOGIZE ABOUT THAT, SIR.
THANK YOU. 1ST OF APRIL. THANK YOU, THANK YOU.
SO GOING BACK TO THE FIELD HOUSES AND THE MACS PHASE ONE, PART TWO.
EXCUSE ME, PHASE ONE, BID PACK TWO.
THIS IS WHAT THIS PROJECT TAKES CARE OF.
SO WE'VE DONE OUR ARCHITECTURAL SELECTION.
WE'VE DONE OUR CMAR SELECTION.
WE'VE BEEN PROVIDED PBK WHO IS THE DESIGN FIRM OF RECORD TO MOVE FORWARD WITH SCHEMATIC DESIGN AGAIN, AS WE HAVE SHARED WITH THE BOARD. PART OF OUR PROCESS HERE IS TO COME BACK TO THE BOARD, HAVING THE DESIGN FIRM BRING TO YOU A SCHEMATIC DESIGN PRESENTATION THAT WILL BE PRESENTED TO YOU AT A LATER DATE, GIVING YOU WHAT THESE EACH ONE OF THESE BUILDINGS LOOKS LIKE FROM A RENDERING PERSPECTIVE, FROM BOTH THE EXTERIOR AND THE INTERIOR.
SO WE WILL BE BRINGING THAT BACK TO YOU.
MR. FERNANDEZ CAN YOU JUST REMIND US OF MAC THE DEFINITION.
OH THE ACRONYM FOR MACS IS THE MULTI-PROGRAM ACTIVITY CENTER.
THAT IS WHAT WE CALL A MULTI-PROGRAM ACTIVITY CENTER.
AND WANT TO BE CLEAR THAT AND I APPRECIATE YOU ASKING ABOUT THAT BECAUSE THERE WAS JUST AN ARTICLE THIS WEEKEND AT FORNEY ISD IS CELEBRATING A MAC, WHICH IS COMPLETELY DIFFERENT BUILDING.
IT'S NOT EVEN ANYTHING LIKE THIS, BUT IT'S A THEY CALL IT A MAC.
IT'S ACTUALLY LOOKS MORE LIKE A HIGH SCHOOL.
BUT THIS IS A MULTI-PROGRAM ACTIVITY CENTER WHERE WE'RE ACTUALLY HAVING OUR OUTDOOR EVENTS.
AGAIN, YOU CAN SEE THE ITEMS THAT THAT WE ARE ONGOING AT ALL OF OUR SEVEN HIGH SCHOOLS.
FREEMAN ELEMENTARY, WE'RE MOVING ALONG REALLY NICELY ON THE FREEMAN ELEMENTARY DESIGNS.
WE'VE COMPLETED OUR CHARRETTES WITH THE ADMINISTRATION.
WE'RE ACTUALLY IN THE PROCESS OF FINALIZING OUR PROGRAMING FOR FREEMAN ELEMENTARY.
AND FOR HILLSIDE ACADEMY, WE ARE IN THAT STAGES AS WELL.
WE'VE RECEIVED JUST THIS WEEK, WE RECEIVED OUR PRELIMINARY PROGRAMING FOR HILLSIDE ACADEMY AS WELL.
[00:10:04]
AND SO I'LL JUST WANT TO REITERATE, WHILE IT DOESN'T SAY THIS, IT SAYS THE HILLSIDE ACADEMY, BUT THIS IS GOING TO BE AN ACADEMY THAT IS A COMBINATION THAT THAT CONSOLIDATES BOTH KIMBERLIN AND HILLSIDE.SO AT SOME POINT THIS PRESENTATION WILL SHIFT TO START IDENTIFYING THIS TO KIMBERLIN ACADEMY, BUT FOR NOW, IT'S STILL THE HILLSIDE ACADEMY. BUT JUST WANTING TO LET EVERYONE KNOW THAT THIS IS A COMBINATION OF TWO FACILITIES.
AND SO THE NAMING WILL SUBSEQUENTLY CHANGE DOWN THE ROAD.
OKAY. OR PHASE ONE BID PACK FIVE, LAKEVIEW CENTENNIAL HIGH SCHOOL AND NAAMAN FOREST HIGH SCHOOL.
WE CONTINUE TO WORK REAL CLOSELY WITH OUR ARCHITECTS.
THEY'RE WORKING ON COMMENCING THE SCHEMATIC DESIGN STAGE FOR THIS PROJECT.
HOW THAT GETS PUT INTO THE BUILDING.
WE'RE WORKING REALLY CLOSELY WITH EACH SPECIFIC DEPARTMENT.
AS A MATTER OF FACT, WE HAD OUR SNS GROUP WITH WRA, THE ARCHITECTS OF DESIGN WENT AND VISITED SPECIFIC CAFETERIAS AND KITCHENS AND OTHER DISTRICTS TO GET A DIFFERENT PERSPECTIVE TO SEE WHAT EXACTLY WE WANT THE LAKEVIEW CENTENNIAL DINING EXPERIENCE TO BE. AND SO WE'RE WORKING REALLY CLOSELY WITH THAT DEPARTMENT.
AND SO I THINK AT THE END OF THE DAY, WHEN THIS PROJECT IS COMPLETE, I THINK THAT YOU'LL BE VERY PROUD OF THE OUTCOME THAT WE HAVE THERE AT LAKEVIEW. MR. GLICK, QUESTION? THANK YOU, MRS. GRIFFIN. DO YOU HAVE AT THIS POINT? ANY IDEA ON HOW MUCH SQUARE FOOTAGE WE'RE GOING TO ADD TO LAKEVIEW AS WE ELIMINATE THE PORTABLES? SO WE'RE DOING A COUPLE OF THINGS.
WE'RE ACTUALLY WANTING TO UTILIZE SOME OF THE SQUARE FOOTAGE TODAY THAT IS NOT BEING USED.
WE HAVE SINCE LOOKED AT THAT WITH THIS ARCHITECT.
WHAT WE DETERMINED IS THAT THE BUILDING IS ACTUALLY STRUCTURALLY SOUND.
WHAT IT IS, IS THE FOUNDATION UNDERNEATH THAT IS RISING.
AND SO WE'VE GOT SOME ISSUES THAT WE'RE GOING TO ADDRESS THERE.
WE ARE ACTUALLY LOOKING AT SHIFTING SOME OF THE ACADEMIC EXCUSE ME, THE ADMINISTRATIVE SPACE WHERE SO THAT WE CAN EXPAND THE CAFETERIA.
ONE WAS AN EXPANDED LEGAL ANOTHER A COURTHOUSE TYPE OF SETTING.
AND WE HEARD WHAT YOU HEARD THAT IT WAS IMPOSSIBLE BECAUSE QUESTIONS WITH THE FOUNDATION.
SO YOU'RE SAYING NOW YOU THINK THAT AREA IS WORKABLE? YES SIR. IS THAT? INTERESTING.
THIS IS WHAT WE'VE GOT WITH THIS.
AND WHAT WE'RE SEEING IS THAT THE FOUNDATION ITSELF, WHILE THE INTERIOR PARTS FROM THE FLOOR LOOK TO BE MOVING AND CAUSING SOME OF THE NON STRUCTURAL WALLS.
SO WE'RE ACTUALLY GOING TO MAXIMIZE THAT SPACE AND WE'RE GOING TO REUSE THAT SPACE.
WE'RE GOING TO CONVERT THAT SPACE.
SO THE EXTRA SQUARE FOOTAGE WILL BE PROBABLY A LOT LESS THAN I WAS ASSUMING.
IS THAT WHAT YOU WERE SAYING? SO THE NET GAIN I'LL BE ABLE TO GIVE YOU THE NET GAIN, BUT WE ARE LOOKING AT SOME OF THE ADDITION BEING THE ADMINISTRATIVE AREA, ALONG WITH SOME OTHER SUPPORTING PIECES TO THAT, BUT WE'LL BE ABLE TO BRING THAT TO YOU.
I'LL BE ABLE TO BRING THE NET GAIN TO YOU BEFORE WE BRING THE SCHEMATIC DESIGN.
[00:15:09]
EXACTLY WHERE THE BUILDING IS GOING TO EXPAND AND HOW WE'RE ABLE TO EXPAND IT, UTILIZING MAKING SURE THAT WE'VE GOT THE SPACES.WHAT WE CALL SPATIAL RELATIONSHIPS ARE TAKEN CARE OF CORRECTLY WITHIN THIS BUILDING.
SO WE'LL BRING ALL THAT BACK TO YOU.
THANK YOU. THANK YOU, MISS GRIFFIN.
ONE OF THE CHANGES WE'VE MADE WE'VE LOOKED AT OUR PLAYGROUNDS AND WE'VE LOOKED AT INITIALLY, YOU'LL SEE THAT IN OUR PRIOR PRESENTATIONS WE SHARED WITH YOU THAT WERE LOOKING AT DOING THE PLAYGROUNDS.
PHASE ONE, TWO'S, AND THREE'S, 15 AT A TIME.
AS WE'RE WORKING WITH THE ARCHITECTS WE HAVE DETERMINED THAT BY COMBINING ALL THREE PHASES, THE THREE DIFFERENT PHASES THAT WE HAVE INTO ONE PROJECT FROM A DESIGN STANDPOINT, IS GOING TO ACTUALLY HELP US MEET A QUICKER COMPLETION DATE FOR ALL OF OUR PLAYGROUNDS.
SO WE STILL HAVE SOME WHAT BY DOING THIS THOUGH, WHAT HAS HAPPENED IS THAT OUR DESIGN TEAM DESIGN TIME HAS EXTENDED BEYOND WHAT WE'VE ORIGINALLY PRESENTED TO YOU LAST MONTH.
WE'RE HEARING THAT THE INDUSTRY CONTINUES TO EXPERIENCE INCREASES IN COST FROM THE BIGGEST DRIVER IS LABOR IS WHAT WE'RE HEARING.
AND SO BECAUSE THIS IS LABOR INTENSIVE, WE BELIEVE THAT BY BRINGING ALL OF THE PROJECTS UP SOONER, TO HAVE THEM ALL DESIGNED AND PROCURING THEM ALL OUT AT THE END OF THE YEAR, WE WILL BE ABLE TO ACHIEVE SOME COST SAVINGS FROM A, FROM AN ESCALATION STANDPOINT.
AND SO THIS IS WHY WE'VE WE'VE KIND OF MADE IT A CHANGE IN THIS PROJECT HERE.
ON OUR FENCING PHASE ONE BID PACK SEVEN THAT HAS IT'S STILL IN TWO DIFFERENT PHASES.
IT HAS PHASE ONE IS 42 ELEMENTARY CAMPUSES.
THIS HAS BEEN AN ARDUOUS TASK FOR US.
WE'VE GONE THROUGH ALL OF OUR PROPERTIES.
WE'VE GOT PROPERTY CHALLENGES.
AND SO WE'RE WORKING THROUGH THAT WITH OUR CAMPUS ADMINISTRATION, ANY CAMPUS THAT HAS A CHALLENGE, WE'RE WORKING DIRECTLY WITH THAT CAMPUS TO TALK ABOUT HOW WE'RE GOING TO PROVIDE THE PROPER FENCING FOR THOSE CAMPUSES.
AS I SHARED BEFORE, OUR PROPERTIES SOME WE ARE PROPERTY BOUNDARIES THAT WE HAVE WE CURRENTLY UTILIZE SOME CITY OUR FIRE LANES, IF YOU WILL WE HAVE SOME OF OUR SCHOOLS THAT HAVE THE FIRE LANE, BUT IT'S REALLY THE ALLEYWAY OF THE NEIGHBORHOOD.
BUT WE HAVE DESIGNATED THAT FOR YEARS AS OUR FIRE LANE.
AND SO IT'S NOT SOMETHING THAT WE CAN JUST TAKE OVER THAT PROPERTY.
SO WE'RE HAVING TO LOOK AT HOW WE MAKE SOME OF THESE CORRECTIONS, SOME OF THESE CAMPUSES.
WE HAVE BEEN UTILIZING FOR YEARS UTILIZING CITY PROPERTY AS PART OF OUR PLAYGROUNDS.
AND WE'VE COME TO FIND OUT THAT THAT'S REALLY NOT WE DON'T OWN THAT.
SO THIS HAS BEEN A VERY GOOD EXERCISE FOR US.
AS WE'RE WORKING THROUGH THIS.
BUT WE WILL AT THE END OF THE DAY, AGAIN, I REALLY BELIEVE THAT OUR COMMUNITY WILL BE REALLY, REALLY HAPPY WITH THE TYPE OF WORK THAT WE ARE DOING AND BEING ABLE TO SECURE OUR BUILDINGS.
SO WE'VE ADDED ANOTHER SLIDE THIS MONTH TO TALK ABOUT THE CAMPUS CONSOLIDATIONS.
[00:20:07]
BUT IN ORDER TO SUPPORT THAT, THOSE ARE JUST TWO CAMPUSES WE WANTED TO HIGHLIGHT.AND WE'VE KIND OF SHARED THIS A LITTLE BIT LAST MONTH.
WE WANTED TO HIGHLIGHT THAT THERE'S ACTUALLY 12 CAMPUSES THAT ARE ASSOCIATED WITH THIS CONSOLIDATION, 12 CAMPUSES ARE BEING I SHOULD USE THE WORD AFFECTED BY THIS.
AND SO WHAT WE'VE DONE IS WE'VE KIND OF HIGHLIGHTED THE BIGGER BULLET PIECES THAT ARE ASSOCIATED WITH THIS, THE CAMPUS CONSOLIDATION, OUR PORTABLE RELOCATIONS TO GOLDEN MEADOWS.
THE PORTABLES, THEY'RE COMING FROM SPRING CREEK, LISTER AND ABBETT.
AND SO THOSE THREE CAMPUSES ARE HAVING THEIR PORTABLES, SOME OF THEIR PORTABLES BEING MOVED TO GO TO MEADOWS IN ORDER TO SUPPORT THE STUDENTS THAT ARE COMING FROM FREEMAN. PORTABLE RELOCATIONS TO HILLSIDE ACADEMY AT CENTERVILLE.
THOSE WE HAVE PORTABLES COMING FROM COOPER AND WEAVER IN ORDER TO GET THAT DONE.
THAT IS TO SUPPORT THE STUDENTS THAT ARE COMING FROM HILLSIDE.
AND WE HAVE FURNITURE BEING REPLACED.
WE ARE IDENTIFYING ITEMS FOR REPURPOSING AND REPLACEMENT AND DISPOSAL FOR SOME OF THE CAMPUSES THAT ARE BEING IMPACTED WITH THE CONSOLIDATION, THOSE BEING PARK CREST AND THOSE BEING HANDLEY.
AND THEN SIGNAGE WE WANT TO MAKE SURE THAT WHEN OUR STUDENTS ARRIVE BACK IN APRIL.
APRIL. THERE'S NO REST FOR THE WEARY.
[LAUGHTER] WE ROLL RIGHT IN FROM SCHOOL INTO SCHOOL.
AND SO THOSE ARE THE DIFFERENT PIECES THAT ARE ASSOCIATED WITH THE CAMPUS CONSOLIDATION.
SO A LOT OF MOVING PARTS WITH THAT PROJECT AND THE FIRE ALARM.
WE HAVE FIRE ALARM, SECURITY CAMERA REFRESH AND ACCESS CONTROL.
THAT'S ACTUALLY THREE SEPARATE PROJECTS WITHIN THE BID PACKAGE.
IT HAS WE'RE ACTUALLY BRINGING THAT TO YOU THIS MONTH FOR APPROVAL.
THAT CONTRACT. AND THEN WE'RE DOING THE SECURITY CAMERA REFRESH AND THE ACCESS CONTROL.
OUR FORCED ENTRY-RESISTANT FILM, THAT PROJECT CONTINUES TO GO ON.
THAT IS BEING MANAGED BY THROUGH OUR OUR SCHOOL SAFETY ORGANIZATION, SCHOOL SAFETY DEPARTMENT.
THEY HAVE COMPLETED 48 OF THE 76 FACILITIES.
AND THE FUNDS THAT WE'RE USING FOR THAT IS THE STANDARD FORMULA GRANT OF 425.
AND AGAIN, THAT STILL STAYS ON SCHEDULE.
AND WE EXPECT TO HAVE ALL OF OUR CAMPUSES DONE BEFORE THE END OF OUR SCHOOL YEAR, THIS SCHOOL YEAR.
WE ARE USING THAT FOR ALL OF OUR PROJECTS NOW.
WE'VE MOVED FROM WHAT WE CALL WE'RE MIGRATING OUR DATA FROM A SERVER TYPE OF DATA, AND WE'VE NOW MIGRATED THAT OVER TO WHAT WE CALL A IT'S A VIRTUAL PLATFORM THAT ALLOWS US TO INTERACT WITH THE DESIGN TEAMS. AND AS WE GET WITH THE CONSTRUCTION TEAMS, THEY WILL BE INTERACTING WITH US THROUGH, THROUGH THIS PLATFORM.
YOU CAN SEE THE DIFFERENT THINGS THAT WE'VE DONE.
AND SO WE'VE GOT A LOT OF DIFFERENT ABILITIES TO RUN THE DIFFERENT PIECES.
I'LL TELL YOU THAT WE'VE GOT THE FIELD REPORTS, THE MOBILE APP, IT SAYS MOBILE APP AVAILABLE.
WE'VE ALL DOWNLOADED THE MOBILE APP.
SO THIS IS SOME OF THE PROJECTS.
THIS IS IN THE MY PROJECT PIECE.
SO THIS TRACKS ALL OF OUR PROJECTS.
WE'LL HAVE EVERY ONE OF OUR PROJECTS UP TO PHASE FIVE ALL LOADED IN THIS.
IT'LL BE CONSTRUCTION AND CLOSE OUT.
WE'LL BE ABLE TO PROVIDE ALL OF THAT INFORMATION.
SO IT'S A DRILL DOWN APPLICATION.
THIS IS JUST SOME OF THE PIECES THAT WE'RE ABLE TO PROVIDE FROM IT.
[00:25:03]
IT GIVES US THE ABILITY TO DO SCHEDULES AND MAJOR MILESTONES THAT WE'RE ABLE TO TRACK WITHIN EVERY PROJECT.SO IT'S A VERY POWERFUL TOOL THAT WE'RE USING IN HOUSE TO BE ABLE TO TRACK OUR PROJECTS AND TO KEEP US IN LINE AND TO MAKE SURE THAT WE SEE WHEN WE HAVE DIFFERENT BALLS IN COURTS THAT WE'RE ABLE TO TRACK AND, AND TAKE ISSUE ON.
WHILE WE ARE USING ORACLE AS OUR MAJOR COMPONENT FOR TRACKING ALL OF OUR FUNDS WITHIN THE BOND.
SO A LOT OF OUR INVOICING IS BEING DONE THROUGH THE PROJECT MATES PIECE.
THEN THAT'S BEING PUSHED OUT TO EVENTUALLY WE'LL BE PUSHED OUT SEAMLESSLY INTO ORACLE.
BUT WE WILL UTILIZE WE ARE UTILIZING THE BUDGET MODULE FOR THIS VERY INTENSELY AT THIS TIME.
I WANTED TO REITERATE SOME OF OUR BOARD ACTIONS THAT WE GOT COMING UP IN MAY.
THAT WE'LL BE BRINGING TO YOU IN MAY.
AND HERE IS THE SUMMARY FOR WHAT IS IN ORACLE.
YOU CAN SEE THAT THIS IS A MUCH LARGER PRINTOUT THAN WHAT IT WAS BEFORE.
BECAUSE WE HAVE NOW ADDED ALL OF THE DIFFERENT PROJECTS THAT WE HAVE.
SO THIS IS A THREE PAGER AS OPPOSED TO WHAT YOU SAW BEFORE WAS JUST A ONE PAGER.
SO WE HAVE ALL OF THAT INFORMATION IN HERE FOR YOU TO SEE.
WHILE WE WON'T SPECIFICALLY TALK ABOUT THESE WE DO HAVE OUR MONTHLY UPDATES THAT GIVE YOU MUCH MORE DETAIL WITHIN EACH SPECIFIC PROJECT THAT ALLOWS YOU TO TRACK MORE INFORMATION THAN JUST THE SUMMARY.
AND SO WE'LL CONTINUE TO PROVIDE THAT AS SUPPORTING INFORMATION FOR THE PRESENTATION.
SO WITH THAT, WE'LL TAKE ANY QUESTIONS THE BOARD MAY HAVE.
THANK YOU FOR THAT INFORMATIVE REPORT.
BOARD DO YOU HAVE ANY QUESTIONS? I'M GOING TO START ON THIS END, MR. BEACH. FIRST OF ALL, I WOULD JUST LIKE TO COMMEND YOU FOR THIS, THIS PRESENTATION AND PLUS THE TEAM THAT YOU'VE PUT IN PLACE THAT I KNOW THAT THEY'VE GONE OUT TO AND WHAT I'M GETTING FEEDBACK FROM, SOME OF THE PRINCIPALS THAT ARE WALKING THE FIELDS AND DOING THINGS WITH THEM.
IT'S BEEN AMAZING THE RELATIONSHIP BUILDING THAT IS TAKING PLACE IN THIS BOND PROGRAM.
I JUST WANT TO SAY I APPRECIATE WHAT IS BEING DONE.
JUST REAL QUICK ON THE FIRE ALARM SYSTEM.
I GUESS THAT'S A REPLACEMENT FOR WHAT'S CURRENTLY THERE.
JUST BRIEFLY TELL ME WHAT GOES INTO THAT PROJECT.
SO THE PROJECT ITSELF IS A REPLACEMENT OF OUR EXISTING FIRE ALARMS. ONE OF THE THINGS THAT THE BIGGEST CHALLENGE IN OUR INDUSTRY IS THAT OVER THE YEARS, THE FIRE ALARM INDUSTRY HAS HAD WHAT WE CALL PRIORITY TYPE OF SYSTEMS, AND SO ARE SOME OF OUR BUILDINGS HAVE FIRE ALARM SYSTEMS THAT ARE PRIORITY BASED.
AND SO PARTS ARE NO LONGER AVAILABLE FOR THOSE.
AND SO WE'RE MOVING INTO A MUCH MORE OPEN TYPE OF FIRE ALARM SYSTEMS, THINGS WHERE REPAIR PARTS ARE READILY AVAILABLE THAT WE CAN UTILIZE AND WILL EXTEND THE LIFE OF OUR FIRE ALARM SYSTEMS. BUT THIS IS A REPLACEMENT FOR FIRE ALARMS. SO WE HAVE SOME OF THE CAMPUSES WHERE WE'RE REPLACING THE OLD FIRE ALARM WITH A NEW FIRE ALARM.
THERE'S A LOT OF TESTING THAT HAPPENS.
AND SO WE WANT TO MAKE SURE THAT THAT IS DONE OFF CYCLE WHEN THERE IS NO INSTRUCTION TAKING PLACE.
BOARD ARE THERE ADDITIONAL QUESTIONS? SEEING NONE. THANK YOU SO MUCH FOR YOUR REPORT.
YES, MA'AM. BOARD WE WILL NOW MOVE TO OUR ACTION ITEMS NON CONSENT.
AND WE'RE ON PAGE 54 OF OUR AGENDA.
[00:30:04]
ITEM A TO CONSIDER APPROVAL OF RENAMING THE PHASE TWO AGRICULTURE CENTER AND DR.[V.A. Consider Approval of Renaming the Phase II Agricultural Center to Carson-Mulkey Agricultural Science Center ]
RICARDO LÓPEZ.THANK YOU. BOARD PRESIDENT, TRUSTEES, CITIZENS.
WE'RE REALLY EXCITED ABOUT HOW THIS BOND PROJECT HAS BEEN MOVING FORWARD.
AND AS YOU CAN SEE, WE'VE BEEN MOVING FAST AND FURIOUS.
WE HAVE ALREADY APPROVED A NUMBER OF ITEMS, AND PART OF THOSE ITEMS ARE DEALING WITH NEW STRUCTURES.
AND SOME OF THOSE STRUCTURES NEED TO HOST THE LEGACY OF GARLAND ISD.
THEY REFLECT PEOPLE'S LIVES AND ACCOMPLISHMENTS THAT HAVE BEEN SEEN AS POSITIVE ROLE MODELS FOR STUDENTS THAT WILL ATTEND AND PARTICIPATE IN THIS SCHOOL OR FACILITY. THAT IS THE ELEMENT OF EVERY RECOMMENDATION THAT WE HAVE HERE.
CARSON AND MULKEY, THEIR BIOS ARE ON ONLINE, WE'RE PIONEERS IN THE AG CENTER.
WE DO HAVE MR. MULKEY IN THE AUDIENCE, AND WE DO HAVE A MEMBER OF THE CARSON FAMILY ALSO IN THE AUDIENCE.
IT IS ADMINISTRATORS RECOMMENDATION TO CONTINUE THE GARLAND LEGACY OF EXCELLENCE AND MOVE TO NAMING THE PHASE TWO AGRICULTURAL CENTER TO THE CARSON-MULKEY AG SCIENCE CENTER OF GARLAND ISD.
BOARD MEMBERS DO WE HAVE A MOTION? THIS IS AN ACTION ITEM.
I'LL MAKE A MOTION. MR. BEACH.
I'D LIKE TO MAKE A COMMENT. IT'S BEEN PROPERLY.
MAY I MAKE A COMMENT? MAY I MAKE A COMMENT? YES.
THE NOTES THAT YOU SEE IN THE BOARD AGENDA TODAY I SUBMITTED.
MY BROTHER WAS ALSO A STUDENT OF MR. CARSON, ALONG WITH DALE MULKEY, THE SAME YEAR AT GARLAND HIGH SCHOOL.
THE NOTE YOU SEE DOWN THERE AT THE BOTTOM ABOUT A FUNNY NOTE.
THE HEIFER KICKING MR. CARSON IN THE EYE AT STATE FAIR OF TEXAS WAS MY BROTHER'S HEIFER.
[LAUGHTER] AND HE HAD A BLACK EYE FOR OVER TWO WEEKS.
BUT HE NEVER STOPPED HELPING KIDS IN EVERY FORM OR FASHION.
AND TO THIS DAY, UNTIL HE PASSED, HE WAS STILL HELPING KIDS WITH ANIMALS.
WHERE OH, PAY ME IF YOU CAN, JUST WHENEVER, BUT SO THAT KIDS COULD HAVE ANIMALS TO RAISE.
SO THE TWO MEN THAT WE'RE LOOKING AT RIGHT HERE AND MR. MULKEY WAS ONE OF THEM RIGHT BEHIND HIM, ONE OF HIS FORMER STUDENTS THAT JUST KEPT THAT TRADITION GOING.
AND THE KIDS THAT THEY TAUGHT HAVE BECOME BETTER STUDENTS AND DISCIPLINED TO THE COMMUNITY I'M JUST REAL THRILLED ABOUT WHAT WE'RE DOING HERE. THANK YOU.
IT'S BEEN PROPERLY MOVED AND SECOND, THAT WE CONSIDER APPROVAL OF RENAMING THE PHASE TWO AGRICULTURE CENTER TO CARSON MULKEY AGRICULTURE SCIENCE CENTER.
ARE ANY FURTHER DISCUSSIONS OR QUESTIONS? ARE YOU READY FOR THE VOTE? VOTE OPEN.
WE HAVE RENAMED THAT CENTER WITH A 7 0 0 VOTE.
FOR THOSE OF US WHO DON'T KNOW THESE GENTLEMEN, IF THEY'RE OUT THERE, WOULD YOU STEP UP OR STAND UP SO WE WOULD KNOW THEM? YOUR DIRECTING THAT TO ME? YES. OKAY. PLEASE. THANK YOU.
CONGRATULATIONS AND THANK YOU FOR BEING HERE.
COME ON UP INTRODUCE YOURSELVES.
AND THIS WILL BE WITH THE NEW AG CENTER THAT'S BEING BUILT.
SO DON'T GO TO THAT OLD ONE AND BE LOOKING FOR YOUR NAMES.
THAT'S GOING TO COME WITH THE NEW ONES. [LAUGHTER].
I'M DALE MULKEY I'M THE STUDENT.
DON'T LOOK IT NOW, BUT I PUT IN MR. CARSON HIRED ME BACK WHEN THE TIME CAME, AND I WAS READY TO GO TO WORK.
I PUT IN 39 YEARS WITH THE DISTRICT.
16 OF THOSE YEARS WITH MR. CARSON. WE BOTH HAD THE PLEASURE OF TEACHING MR.
[00:35:04]
SESCO.HE WAS OUR STUDENT. SO HE'S FOLLOWING UP THE TRADITION.
BUT IT WAS IT'S BEEN A GOOD TRIP FOR US.
AND THANK THE BOARD FOR WHAT THEY'RE DOING.
I AM ONE OF FOUR NEPHEWS OF RAY CARSON.
RAY ACTUALLY LIVED WITH MY FAMILY.
HE WAS A CONFIRMED BACHELOR HIS WHOLE LIFE.
AND SO I HAD THREE PARENTS GROWING UP WITH UNCLE BUD BEING THERE WITH MY MOM AND DAD.
SO THERE'S A LOT OF INCREDIBLE MEMORIES THAT I HAVE, AND I CAN TELL YOU THAT MY UNCLE BUD, AS I AFFECTIONATELY CALLED HIM, RAY CARSON, WOULD HAVE BEEN SO PLEASED TO HAVE HIS NAME ASSOCIATED WITH THIS BECAUSE HE SPENT HIS LIFE.
ALL THESE KIDS THAT CAME THROUGH FFA WERE HIS KIDS, AND HE LOVED THEM, AND HE DID HIS BEST TO HELP THEM.
AND I'M SO GRATEFUL FOR THIS MAN BEHIND ME.
AND THAT GENTLEMAN STANDING OVER THERE, MR. SESCO. AND THE INCREDIBLE JOB THAT THEY DID IN FOLLOWING UP WHAT MY UNCLE HAD DONE.
CONGRATULATIONS. AND THANK YOU.
I JUST BASICALLY SAID CONGRATULATIONS AND THANK YOU.
[V.B. Consider Approval of Renaming the Phase II Elementary #3 to Linda L. Griffin Elementary]
GRIFFIN ELEMENTARY. DR.LÓPEZ. WELL, AS WE'RE MOVING TO THE NEXT PHASE RIGHT NOW, WE HAVE A LIVING LEGEND THAT'S BEEN ON BOARD FOR OVER A QUARTER CENTURY AND HAS REALLY MADE A BIG, DEEP IMPACT WITHIN OUR TRI CITY AREA.
ACTUALLY, I GIVE HER CREDIT FOR COINING THAT PHRASE.
THESE NEXT TWO COME FROM ADMINISTRATION.
AND IF WE SAT HERE AND TALKED ABOUT THEM, WE WOULD LEAVE AT MIDNIGHT.
WE'RE VERY PROUD TO MAKE A RECOMMENDATION TO CONSIDER THE APPROVAL OF RENAMING OUR PHASE TWO ELEMENTARY CONSOLIDATION NUMBER THREE TO LINDA L.
LÓPEZ HAS BROUGHT AN ADMINISTRATIVE RECOMMENDATION.
IS THERE A MOTION? MR. GLICK. THANK YOU SIR.
I'D LIKE TO MOVE THE APPROVAL OF THE RENAMING OF THE PHASE TWO ELEMENTARY NUMBER THREE TO LINDA L.
SECOND. IT'S BEEN MOVED BY MR. GLICK, SECONDED BY MR. MILLER. IS THERE ANY DISCUSSION? YES. MISS STANLEY.
AND THIS IS WHAT I'M GOING TO SAY APPLIES TO THE NEXT RECOMMENDATION AS WELL.
WE WOULD NOT HAVE THE GISD AS WE KNOW IT TODAY WITHOUT MISS GRIFFIN AND MR. GLICK'S CONTRIBUTION.
BUT I DO HAVE CONCERNS ABOUT THE POLICY THAT THAT IS BASICALLY UNDER DISCUSSION.
IT'S NOT REALLY A POLICY UNDER DISCUSSION, BUT WHEN I READ THE POLICY IT'S KIND OF AMBIGUOUS, AND I FEEL LIKE WE'RE HEADING IN THE WRONG DIRECTION. NOT THAT I DON'T FEEL THAT MISS GRIFFIN AND OR MR. GLICK DON'T DESERVE RECOGNITION, BUT I'M UNCOMFORTABLE WITH A SITTING ELECTED OFFICIAL HAVING SOMETHING NAMED AFTER THEM, ESPECIALLY AFTER THE MONEY THAT WENT TO THE CITY AND ASKED FOR.
SO I THINK THAT WE ARE HEADED IN THE WRONG DIRECTION.
AND I REVIEWED A NUMBER OF POLICIES FROM AREA CITIES AND SCHOOL DISTRICTS.
AND ALTHOUGH THE SCHOOL DISTRICTS ARE VERY AMBIGUOUS, THE CITY POLICIES HAVE A COMMON THEME.
IN GENERAL, FACILITIES SHOULD NOT BE NAMED FOR CURRENT EMPLOYEES OR CURRENT OFFICE HOLDERS.
AND THERE'S A NUMBER OF REASONS FOR THIS.
[00:40:03]
I COULD PROBABLY GO ON FOR ALL ALL DAY LONG WITH IT, BUT IT'S JUST SOME OF IT IS WHAT I ENCOUNTERED IN WHERE IT JUST SEEMS BAD THAT WE'RE SPENDING MONEY TO RECOGNIZE A CURRENT OFFICE HOLDER WHO WILL BE SEEKING REELECTION, AND I'M WORRIED.AND I KNOW THAT'S NOT ON THE TABLE FOR THIS EVENING, BUT SOMETIMES WE HAVE TO LOOK AT WHEN WE DO SOME RENAMING OF THINGS, THAT MAYBE WE CAN TAKE ON SOME NEW NAMES AND NOT HAVE TO ALWAYS CARRY THE LEGACY NAMES, BECAUSE TIMES CHANGE AND THERE ARE PEOPLE THAT COME FORWARD AND WILL BRING TO THE COMMUNITIES, AS WELL AS NEVER LOSING SIGHT OF WHERE WE COME FROM.
BUT THEN THEY WENT THROUGH THE REBUILD, THEY STILL GAVE MR. TUGGLE HIS PLAQUE AND HIS RECOGNITION, BUT THEN THEY ALSO RENAMED IT JUST SHOWING UP MORE OF CURRENT THINGS.
AND I WOULD BE THE FIRST ONE TO PUT UP MS. GRIFFIN OR MR. GLICK FOR FUTURE NAMING OF THINGS SHOULD THEY DECIDE AT SOME POINT IN THE FUTURE TO RETIRE.
I THINK THAT THIS TYPE OF HONOR IS APPROPRIATE AND IN LINE WITH THE FEELINGS AND OPINIONS OF MANY PEOPLE, THAT ONCE THIS WAS PUT INTO AGENDA FORM, I DIDN'T FEEL I COULD DISCUSS IT UNTIL THEN, AND I STRESS ENOUGH HOW IMPORTANT IT IS A MATTER OF GOOD GOVERNANCE THAT WE SEPARATE IN THE MINDS OF THE COMMUNITY, THE NEED FOR FUNDING NEW STRUCTURES AND HONORING OURSELVES.
WE NEED TO GOVERN THIS DISTRICT IN A WAY THAT IS FULLY TRANSPARENT.
SO THERE'S NEVER A QUESTION OF IMPROPRIETY.
AGAIN, MR. GLICK AND MRS. GRIFFIN THIS HAS NOTHING TO DO WITH WHAT I FEEL YOU DESERVE.
IT'S JUST MORE OF AN UNCOMFORTABLE POLICY THAT I SEE US MOVING INTO.
ANY OTHER COMMENTS? IT'S BEEN PROPERLY MOVED BY MR. GLICK AND SECONDED BY MR. MILLER, THAT WE CONSIDER APPROVAL OF RENAMING THE PHASE TWO ELEMENTARY NUMBER THREE TO LINDA L.
ANY MORE DISCUSSION OR QUESTIONS? WE'LL NOW PUT IT TO A VOTE.
CONGRATULATIONS, MISS GRIFFIN.
WE HAVE YOUR SON IN THE AUDIENCE, MR. REUBEN GRIFFIN.
COME SEE SOME BEAUTIFUL NOTES TO YOUR MOM.
YOU'RE NEVER BEEN A MAN OF FEW WORDS.
COME, SAY A FEW CONGRATULATIONS TO YOUR MOM.
FROM MOTHER TO SON, SON TO MOTHER.
LIFE AIN'T BEEN NO CRYSTAL STAIR.
IT'S BEEN A LONG TIME COMING, BUT THIS IS AN HONOR DESERVED.
AND I'M THANKFUL TO BE ALIVE TO SMELL THESE ROSES.
[APPLAUSE] ITEM C, CONSIDER APPROVAL OF RENAMING THE NATATORIUM TO THE LARRY H.
[V.C. Consider Approval of Renaming the Natatorium to Larry H. Glick Natatorium]
GLICK NATATORIUM.I GOT ONE WORD TO DESCRIBE THIS GENTLEMAN AND IT'S PASSION.
SINCE DAY ONE HE'S ALWAYS BEEN VERY PASSIONATE ABOUT KIDS SAFETY.
AND I WILL TELL YOU THAT THE VISIONING THAT WAS HAPPENING BACK THEN, A LOT OF US COULDN'T SEE.
AND I WOULD EVEN FAULT MYSELF INCLUDED.
BUT WHAT WAS BUILT HAS BEEN SO IMPACTFUL.
IT'S PROBABLY ONE OF OUR MOST USED FACILITIES.
THAT PARKING LOT SOMETIMES IS OVERFLOWING THAT THE IT'S IN THE GRASS AND EVERYTHING ELSE.
BUT WHEN YOU TALK TO MR. GLICK, THE MOST AMAZING PART ABOUT IT IS JUST THE KIDS BEING EXPOSED TO WATER AND HOW TO ENGAGE IN WATER.
[00:45:02]
YOU CAN'T LEARN TO SWIM IN A WEEK, BUT YOU CAN LEARN DIFFERENT WAYS ON HOW TO NAVIGATE, TO BE AROUND WATER AND IT SAVES LIVES.HAVING KIDS COME IN AND COME OUT OF THE NATATORIUM JUST BRINGS AN EXCITEMENT.
AND OUR PROGRAM HAS FLOURISHED.
I THANK YOU, MR. GLICK, FOR HAVING THE VISION AND THE FORESIGHT OF BEING THE CHAMPION FOR THIS.
I FEEL THAT IT'S A VERY FITTING AND APPROPRIATE WAY TO HONOR YOUR LEGACY.
YOU'RE APPROACHING PROBABLY 20 YEARS ON BOARD AND DOING NUMEROUS THINGS IN THE TRI CITY AREA, AND IT'S WITH GREAT PRIDE THAT I ASKED TO CONSIDER APPROVAL OF RENAMING THE NATATORIUM TO THE LARRY H.
I LIKE THAT. WE LIKE FOR US TO CONSIDER APPROVAL OF RENAMING THE NATATORIUM TO LARRY H.
SECOND. IT'S BEEN PROPERLY MOVED BY MR. SELDERS, AND SECOND BY MR. BEACH THAT WE RENAME THE NATATORIUM TO LARRY H.
ANY DISCUSSION? ANY QUESTIONS? VOTE OPEN.
CONGRATULATIONS, MR. GLICK. CONGRATULATIONS.
LÓPEZ. TRUSTEES WE'RE GOING TO PULL 5D.
[V.D. Consider Approval of Resolution for Project Delivery/Contract Award Method for 2023 Bond Program Construction Method of Procurement ]
WE'RE PULLING 5D AND NOW WE'RE GOING TO MOVE TO OUR NEW BIDS ITEM E.[V.E. New Bids]
CONTRACT NUMBER 50-23-02.CONSIDER APPROVAL OF PURCHASE OF FIRE ALARM INSTALLATION.
IT'S A ONE YEAR CONTRACT WITH FIVE ANNUALLY RENEWABLE OPTIONS.
IT IS A $3 MILLION CONTRACT WITH 67% OF THAT WOULD BE GOING TOWARDS THE BOND FUNDING.
THAT'S THE RECOMMENDATION BEFORE THE BOARD OF TRUSTEES AS IT RELATES TO THE AWARD OF THE FIRE ALARM CONTRACT TO TEXAS FIRE SOUND INCORPORATED FOR NOT TO EXCEED AMOUNT OF $3 MILLION.
OKAY, DO WE HAVE A MOTION, MR. MILLER? YES, MA'AM.
THANK YOU. MISS GRIFFIN, I WOULD MOVE THAT WE APPROVE THE PURCHASE OF FIRE ALARM INSTALLATION CONTRACT NUMBER 510- 23-02, AS PRESENTED TONIGHT.
SECOND. IT'S BEEN PROPERLY MOVED AND SECOND, MOVED BY MR. MILLER. SECOND BY MR. GLICK THAT WE CONSIDER APPROVAL OF THE PURCHASE OF THE FIRE ALARM INSTALLATION 510-23-02 ARE THERE ANY QUESTIONS OR DISCUSSION? SEEING NONE. VOTE OPEN.
THAT MOTION PASSES SEVEN ZERO.
MR. BOOKER, IF YOU WILL CONTINUE.
THE NEXT CONTRACT FOR APPROVAL IS THE AWARD OF 51023-07 ELECTRICAL SERVICE AND PARTS.
THIS CONTRACT WOULD BE UTILIZED THROUGHOUT THE BOND PROGRAM FOR ELECTRICAL REPAIR SERVICES, AND ANY MAINTENANCE RELATED PROJECTS THAT WOULD BE IMPACTED BY THE BOND. IT IS A NEW AWARD REPLACEMENT CONTRACT THROUGH A COOPERATIVE CONTRACTOR OR THROUGH A CONTRACT WITH GROVES ELECTRICAL SERVICE INCORPORATED, CRAWFORD ELECTRICAL SUPPLY COMPANY.

WE ARE BRINGING IT TO THE COMMITTEE BECAUSE THEY ARE ADDING FUNDS 683 TO THE EXISTING AWARD.
IT'S JUST THAT WE NEED BOND APPROVAL FROM THIS COMMITTEE TO USE BOND FUNDS.

[V.G. Increase to Awarded Bids]
THE DISTRICT HAS AWARDED A SERIES OF VENDORS TO PROVIDE JOB ORDER CONTRACTING SERVICES.THIS CONTRACT WAS ORIGINALLY APPROVED BY THE BOARD OF TRUSTEES FOR $4 MILLION.
ANY QUESTIONS? IS THERE A MOTION? MR. MILLER.

SECOND. IT'S BEEN PROPERLY MOVED.
[00:55:01]
MILLER, SECOND BY MR. JOHNSON. IS THERE A QUESTION, MR..JUST EXPLAIN THE BREAKDOWN OF THE FUNDING, PLEASE.
IF YOU COULD JUST TAKE ME BACK TO THAT SLIDE.
WE'RE ON PAGE 69, IN OUR BOARD BOOK.
YES. THE ORIGINAL CONTRACT WAS SUBMITTED FOR $4 MILLION, WHICH DID NOT INCLUDE FUNDS 683.
THE ADDITIONAL $2 MILLION OR EXCUSE ME, THE INITIAL $2 MILLION WERE BROUGHT, WHICH WAS THE AMOUNT WE THINK WOULD BE NEEDED SO THAT 683 WOULD BE USING 75% OF THAT CONTRACT.
I GUESS THAT'S WHAT I'M UNCLEAR ABOUT.
IS THIS A A SPECIFIC PROJECT? NO IT'S NOT. THERE'S A SERIES OF PROJECTS, ONE OF WHICH IS THE PARKING LOT CONSTRUCTION.
IS THAT CORRECT? I BELIEVE THERE'S A PARKING LOT.
YOU WANT TO ADD SOMETHING TO THAT, PAUL? A PARKING LOT NOT ASSOCIATED WITH THE BOND.
IS THAT CORRECT? IS THAT IS THE RATIONALE? IT IS ASSOCIATED WITH THE BOND.
IT IS ASSOCIATED WITH THE BOND.
THIS IS JAVIER FERNANDEZ SPEAKING.
SO ONE OF THE RATIONALES FOR UTILIZING THE BOND SERIES FUNDS FOR THE JOC'S IS WE HAVE WE HAVE SITUATIONS WHERE THE CONSOLIDATION IS REQUIRING CERTAIN WORK TO TAKE PLACE.
THE WORK IS SUCH IN MAGNITUDE THAT IT'S SMALL.
IT'S NOT A $20 MILLION PROJECT.
IT'S NOT A $5 MILLION PROJECT.
AND SO WE'RE UTILIZING THE JOC PROCUREMENT METHOD TO TAKE CARE OF SOME OF THOSE CONSTRUCTION PIECES THAT WE NEED TO TAKE CARE OF AS PART OF THE PROJECT, ONE BEING A BUS LANE THAT WE'RE WORKING ON AT CENTERVILLE THAT WILL SUPPORT THE STUDENTS THAT ARE GOING THERE FROM HILLSIDE.
OKAY. SO WHAT I'M TRYING TO UNDERSTAND IS THE 1.5 MILLION THAT WE'RE ALLOCATING TO 199.
JUST EXPLAIN THAT IF YOU COULD.
THE 1.5 MILLION TO THE 1? IT SAYS 25% OF GENERAL FUND INTO THE GENERAL FUND.
YEAH. SO IN THE GENERAL FUND WE HAVE PART OF WHAT WE CONSISTENTLY DO ON THE FACILITY SIDE.
WE STILL HAVE SOME OUTSTANDING WORK THAT NEEDS TO TAKE PLACE FROM THE ACOUSTICAL PROJECTS.
AND SO THE ACOUSTICAL PROJECT PIECE IS A JOC PROJECT.
AND SO WE ARE AT A LIMIT IN ORDER TO SUPPORT THAT WORK.
AND SO THIS ALLOWS US TO PROCEED WITH THAT WORK AS WELL.
AND THE ACOUSTICAL IS FOR THE BAND HALLS, THE ORCHESTRAS.
THAT WAS THE EXPLANATION I DIDN'T KNOW.
THANK YOU. YES, SIR. AND THE JOC PROJECT.
WE'RE TALKING ABOUT THE JOB ONLINE SYSTEM.
NO, THIS IS A JOB ORDER CONTRACTOR.
YES. YES, MA'AM. THIS IS ONE OF THE DELIVERY METHODS THAT THE STATE STATUTES ALLOWS US TO UTILIZE.
THANK YOU, MISS GRIFFIN. OKAY, WE'VE HAD A MOTION FROM MR. MILLER, A SECOND FROM MR. JOHNSON. ANY MORE QUESTIONS OR DISCUSSION? SEEING NONE VOTE OPEN.
TRUSTEES, IT IS NOW 5:28, AND WE DON'T HAVE A NEED FOR AN EXECUTIVE SESSION.
[VII. Adjournment]
MRS. GRIFFIN I MOVE THAT WE ADJOURN.THANK YOU. TRUSTEES, WE'RE ON A ROLL TONIGHT.
