IT GIVES ME GREAT PLEASURE TO BE IN FRONT OF YOU TONIGHT TO PRESENT THE ANNUAL PERFORMANCE REPORT FOR THE 22-23 SCHOOL YEAR.

SO THIS ANNUAL REPORT IS REQUIRED BY BOARD POLICY, AIB LEGAL AND TEXAS EDUCATION CODE, CHAPTER 39, SECTION 306. SO TEXAS EDUCATION CODE 39, SECTION 306 REQUIRES THE DISTRICT TO PUBLISH THE ANNUAL PERFORMANCE REPORT, AS WELL AS HOLD A PUBLIC HEARING ABOUT THE ANNUAL REPORT, WHICH IS WHAT WE ARE DOING TONIGHT, AND THEN WIDELY DISSEMINATE THE ANNUAL REPORT THROUGHOUT THE DISTRICT.

AND THAT DOES INCLUDE WE'RE ABLE TO COMPLETE THAT REQUIREMENT BY POSTING TO OUR GARLAND ISD WEBSITE.

AND THEN ANY MEMBER OF THE PUBLIC WHO WISHES TO VIEW THE REPORT IN PRINT MAY DO SO BY VISITING THE OFFICE OF RESEARCH, ASSESSMENT AND ACCOUNTABILITY HERE AT THE HARRIS HILL BUILDING. SO THE COMPONENTS OF TONIGHT'S ANNUAL REPORT DO INCLUDE THE DISTRICT ACCREDITATION STATUS, THE TEXAS ACADEMIC PERFORMANCE REPORT, WHICH IS THE BULK OF THE REPORT THAT WE HAVE FOR YOU ALL TONIGHT, THE FINANCIAL STANDARD REPORT, CAMPUS PERFORMANCE OBJECTIVES, THE REPORT ON VIOLENT AND CRIMINAL INCIDENTS.

AND THEN LASTLY, THE POST-SECONDARY PERFORMANCE.

SO THE GOAL OF TONIGHT IS NOT TO DIVE INTO EACH ONE OF THESE REPORTS IN DETAIL, MUCH RATHER TO ENSURE THAT TRUSTEES ARE ABLE TO FOLLOW THE DIFFERENT SECTIONS OF THE REPORT AND THEN WHAT INFORMATION IS PROVIDED.

IN ADDITION TO THAT THIS IS JUST A REMINDER THAT THIS IS REALLY A SUMMARY OF ALL OF THE DIFFERENT DATA POINTS THAT HAVE BEEN PRESENTED TO TRUSTEES OVER THE LAST FEW YEARS. YOU'LL NOTICE ON THE SLIDE THAT THE YEARS ARE HIGHLIGHTED IN MAROON TO NOTE WHAT SCHOOL YEAR IS REPRESENTING THE DATA POINT FOR THAT PARTICULAR REPORT.

SO WE START OUT WITH THE ACCREDITATION AND RATING SUMMARY.

SO GARLAND ISD IS AN ACCREDITED DISTRICT AS WELL AS THE FIRST RATINGS FOR THE FINANCIAL STATUS OR THE HEALTH OF OUR FINANCIAL SYSTEM IN GARLAND ISD IS BEING A-SUPERIOR.

YOU WILL NOTE THAT THERE IS A DELAY IN REPORTING THE ACCOUNTABILITY RESULTS AS WELL AS A SPECIAL EDUCATION DETERMINATION STATUS.

THIS IS ALL ON ACCOUNT OF THE DELAY AT THE STATE LEVEL ON THE A THROUGH F ACCOUNTABILITY SYSTEM.

AND BASED ON THE LAWSUIT.

SO AT THIS TIME, WE DON'T HAVE ANY INFORMATION RELATED TO DISTRICT OR CAMPUS RATINGS.

BECAUSE THE TEXAS ACADEMIC PERFORMANCE REPORT IS SO COMPREHENSIVE.

IN YOUR BOARD PACKET, YOU WILL NOTE THAT THERE IS A DISTRICT SUMMARY SCORECARD FOR YOU THAT REALLY JUST TAKES INTO ACCOUNT SEVERAL OF THE COMPONENTS THAT ARE LISTED IN THE TAPR REPORT OR THE TEXAS ACADEMIC PERFORMANCE REPORT, AND SO ON THE SLIDE, YOU'LL NOTE ALL OF THE DIFFERENT SECTIONS THAT WILL BE FOUND.

THEN MOVING ON TO PAGE 14 OF THAT REPORT, YOU'LL NOTICE THAT THIS IS THE SCHOOL PROGRESS DOMAIN.

SO IN GARLAND AND ACROSS THE STATE, WE REALLY VALUE TREMENDOUSLY NOT ONLY THE PERFORMANCE OF OUR STUDENTS, BUT ALSO THEIR GROWTH FROM ONE YEAR TO THE NEXT. SO THE STATE HAS ACTUALLY EMBEDDED INFORMATION RELATED TO ACADEMIC GROWTH INTO THE TAPR REPORT OKAY.

THEN ON PAGE 13, YOU'LL NOTE THAT THERE IS INFORMATION RELATED TO THE BILINGUAL EDUCATION AND ESL SERVICES THAT ARE PROVIDED TO OUR STUDENTS, AS WELL AS KIND OF GETTING INTO ALL OF THE DIFFERENT LEVELS OF STAAR PERFORMANCE AND ACADEMIC GROWTH.

AND BECAUSE WE ALSO KNOW THAT STAAR IS NOT THE END ALL, BE ALL.

THEN WE MOVE INTO THE DEMOGRAPHIC DISTRICT PROFILE INFORMATION.

SO YOU SEE THE STUDENT ENROLLMENT INFORMATION, STAFF INFORMATION AND PROGRAM INFORMATION.

SO ANYTIME WE'RE DOING ANY KIND OF DISTRICT COMPARISON OR CAMPUS COMPARISONS, WE RELY HEAVILY ON THIS SECTION OF THE TAPR REPORT.

SO THE INFORMATION THAT YOU SEE IN THAT REPORT IS FOR THE CLASS OF 2020, 2021 HIGH SCHOOL GRADUATES AND THEIR PERSISTENCE THROUGH COLLEGE THROUGH SUMMER OF 2022.

SO IT IS IMPORTANT TO NOTE HERE THAT THIS INFORMATION IS ONLY FOR STUDENTS THAT ENROLL IN A POST-SECONDARY INSTITUTION IN TEXAS.

WE DO NOT HAVE ACCESS TO STUDENT DATA FOR STUDENTS WHO PARTICIPATE IN SCHOOLS OUTSIDE OF THE STATE OF TEXAS OR WHO GO ON TO RECEIVE PROFESSIONAL CERTIFICATIONS.

[LAUGHTER] INFLATION IS CURRENTLY AT 3.2% ACCORDING TO THE US BUREAU OF LABOR STATISTICS, MANY EMPLOYEES HAVE TWO OR MORE JOBS TO HELP MEET AND MAKE ENDS MEET.

I WOULD LIKE TO PROPOSE A 5% RAISE FOR OUR ESPS.

ESPS ARE OUR SUPPORT PERSONNEL.

THOSE INCLUDE CUSTODIANS, AIDES, BUS DRIVERS, MAINTENANCE, CAFETERIA WORKERS, GROUNDSKEEPERS, ETC.

MANY OF THEM HAVE HAD.

IT'S BEEN MANY YEARS SINCE THEY HAVE HAD A SUBSTANTIAL RAISE.

WE SPEAK OF BEING A FAMILY.

WE NEED TO TAKE CARE OF THOSE WHO ARE MOST VULNERABLE.

OUR ESP POPULATION IS OUR MOST VULNERABLE AND DESERVE TO BE RECOGNIZED WITH THROUGH RAISES.

I WOULD LIKE TO ALSO PROPOSE A 3% RAISE TO OUR TEACHERS.

WE MAY NOT HAVE A RETENTION BONUS NEXT YEAR FOR TEACHERS, WITH MANY SURROUNDING DISTRICTS PROVIDING RAISES AND FOUR DAY WORK WEEKS.

WE NEED RAISES TO BE ABLE TO STAY COMPETITIVE AND KEEP OUR MOST SUCCESSFUL AND SEASONED VETERAN TEACHERS.

IT COSTS OVER $200,000 TO TRAIN A NEW TEACHER, A BRAND NEW TEACHER WHO COMES INTO OUR DISTRICT.

IT COSTS US A DISTRICT $200,000 TO TRAIN THEM.

WE NEED OUR RAISES TO BE ABLE TO RETAIN OUR AMAZING TEACHERS AND TO KEEP THEM HERE, KEEP THEM WORKING WITH OUR CURRENT STUDENTS.

FOR OUR ADMINISTRATORS, I SUGGEST WE HAVE A 2% RAISE.

WE CANNOT LEAVE OUR ADMINISTRATORS OUT AS THEY TOO ARE VALUED AND DESERVE A RAISE.

ADMINISTRATORS MAKE THE MOST MONEY, THEREFORE THE LEAST RAISE.

INDIVIDUALS PERFORM SELECTED MUSIC FOR A PANEL OF JUDGES WHO RANK EACH INSTRUMENT OR VOICE PART.

A SELECT GROUP OF MUSICIANS ADVANCE TO COMPETE AGAINST MUSICIANS FROM OTHER REGIONS IN THEIR TMEA AREA.

THE HIGHEST RANKING MUSICIANS JUDGED AT THE TMEA AREA COMPETITIONS QUALIFY TO PERFORM IN ONE OF THE TEXAS ALL STATE ENSEMBLES SPONSORED BY THE BAND, ORCHESTRA AND VOCAL DIVISIONS.

ALL STATE IS THE HIGHEST HONOR A TEXAS MUSIC STUDENT CAN RECEIVE.

LESS THAN 3% OF ALL STUDENTS ARE SELECTED THROUGH THIS PROCESS.

ALL STATE STUDENTS PARTICIPATE IN THREE DAYS OF REHEARSALS DIRECTED BY NATIONALLY RECOGNIZED CONDUCTORS DURING THE ANNUAL STATE TMEA CLINIC CONVENTION. THEIR PERFORMANCES BEFORE THOUSANDS OF ATTENDEES BRING THIS AMAZING EVENT TO A CLOSE.

THE FOLLOWING STUDENTS HAVE ACHIEVED THIS AMAZING STATUS AND WILL FOREVER BE KNOWN AS A TMEA ALL-STATE MEMBER.

MR. CREEL AND I HAD HOMECOMING THAT WEEK.

AND IF YOU KNOW ANYTHING ABOUT WHAT MISTER CREEL AND I DO AND HOW SACHSE CELEBRATES HOMECOMING, YOU DON'T MISS HOMECOMING AND MISSING THAT EVENT THAT WAS SPONSORED BY THE TEA AND ALL OF THE REGION WINNERS FROM AROUND THE STATE WERE THERE FOR THE ANNUAL COMPETITION.

DOCTOR LOPEZ DID NOT GET TO GO AS THE SUPERINTENDENT OF THE DISTRICT AND CELEBRATE AMONGST HIS OTHERS.

MY PRINCIPAL, MR. CREEL, DID NOT GET A CHANCE TO GO BECAUSE WE WERE DOING OTHER HOME BASED THINGS.

SO WITH GREAT RESPECT, THEY SENT TO ME MY OWN, MY OWN AWARD TO MY HOUSE, WHICH WAS MARVELOUS.

AND I SO APPRECIATE THAT.

BUT I ASKED MR. WHEELER AND I ASKED MISTER MATA.

I SAID, LISTEN, CAN WE JUST SHARE A LITTLE LOVE WITH ALL OF US? BECAUSE THIS IS OUR AWARD.

IN WINNING THE CAMPUS TEACHER OF THE YEAR.

THIS DISTRICT DOES A GREAT JOB OF HONORING.

AND I WAS VERY BLESSED AND WAS AWARDED THE DISTRICT TEACHER OF THE YEAR.

AND THAT WAS JUST IT'S A CAREER DEFINING MOMENT.

THERE'S NO EXPECTATIONS TO WIN AT A PLACE LIKE REGION TEN, ESPECIALLY WHEN YOU FIND OUT THE MAGNITUDE OF REGION TEN.

IT'S 88 SCHOOL DISTRICTS, IT'S DALLAS AND IT'S HIGHLAND PARK AND IT'S PLANO AND IT'S RICHARDSON, AND YOU HEAD ALL THE WAY UP TO FORNEY AND MCKINNEY.

AND I MEAN, ANY DIRECTION YOU WANT TO GO, THAT'S REGION TEN.

THERE'S NO EXPECTATIONS WHATSOEVER.

SO THEY TOOK US TO A VERY NICE NICE LUNCH AT THE AIR AND SPACE MUSEUM OVER BY LOVE FIELD.

DOCTOR LOPEZ GAVE UP TIME FROM HIS SUMMER TO COME OUT.

IT WAS A WONDERFUL DINNER.

AND AT THAT POINT, I LOOKED AT DOCTOR LOPEZ AND I LOOKED AT MISTER CREEL, AND THEY HAD THEIR PHONES GOING BECAUSE THEY ALREADY KNEW.

ALL OF THEM ASKED, WHY DO YOU LOVE TEACHING SO MUCH? SHARE A SHOWPIECE EXAMPLE OF A LESSON THAT YOU TEACH IN YOUR CLASSROOM THAT APPEALS TO LEARNERS OF ALL LEVELS.

TALK ABOUT THE RELATIONSHIPS YOU CULTIVATE WITH PEERS AND WITH THE COMMUNITY, AND WITH FAMILY MEMBERS, ETC.

AND WHAT I FOUND IS THOSE ESSAYS ARE MEANT TO HAVE PEOPLE NOT SUBMIT JUST IN THE APPEAL BECAUSE IT'S THAT MUCH YOU'RE BLESSED TO WIN YOUR DISTRICT AWARD. NOW WE ALSO DID A THREE VIDEO INTERVIEWS AND IT CAME UP AND WHEN THEY MADE THE ANNOUNCEMENT SAT DOWN AND WAS STUNNED.

AFTER THAT, THEY ROLLED THIS MARVELOUS VIDEO TRIBUTE.

THE TEXAS EDUCATION AGENCY RECENTLY CONDUCTED AN INTRUDER DETECTION AUDIT AT ONE OR MORE OF OUR CAMPUSES.

THE AUDIT TESTS WHETHER A CAMPUS IS ACCESSIBLE TO AN UNAUTHORIZED INDIVIDUAL.

THIS AUDIT SEEKS TO HELP DISTRICTS IDENTIFY HOW CAMPUSES CAN IMPROVE SAFETY FOR STUDENTS, SUCH AS ENSURING EXTERIOR DOORS ARE LOCKED.

THE AUDIT PROVIDES US WITH THE OPPORTUNITY TO CREATE A SAFER LEARNING ENVIRONMENT FOR OUR STUDENTS AND STAFF.

WE ARE WORKING CLOSELY WITH OUR DISTRICT SCHOOL SAFETY AND SECURITY COMMITTEE TO ENSURE THAT WE ARE TRAINING UP ALL OUR STAFF AND SECURING OUR DOORS FOR THE PROTECTION OF EVERYONE AT OUR CAMPUSES.

EVERYBODY'S HEARD OF THE VISUAL AID VOLUNTEERS AS A GROUP THAT PROVIDES BRAILLE CONVERTING TEXTBOOKS TO BRAILLE FOR OUR STUDENTS ALL OVER THE REGION.

NOW, IT USED TO BE, I THINK IT STARTED IN 1961.

AND GARLAND WAS THE FIRST SCHOOL DISTRICT IN THE STATE TO OFFER THIS KIND OF MATERIAL SO THAT THESE KIDS COULD BE IN THE REGULAR SCHOOL CLASSES. BUT THEY'VE BEEN GOING STRONG EVER SINCE.

AND IN CONJUNCTION WITH THE SCHOOL DISTRICT, THEY HAVE AN ART CONTEST.

I WAS INVITED TO BE A JUDGE.

AND I CAN SEE A LOT OF YOU SCRATCHING YOUR HEAD AS TO WHAT MY QUALIFICATIONS WERE FOR THAT.

AND ALL I CAN SAY IS, I KNOW WHAT I LIKE.

AND IT WAS A BLAST.

AND TO BE A PART OF THIS, THIS WAS THIS WAS ONE OF THE BEST NIGHTS I'VE SPENT LATELY TO BE WITH THESE KIDS AND TO BE WITH THE FAMILIES AND TO BE ABLE TO SHARE IN WHAT WAS REALLY CAN'T COME UP WITH THE RIGHT WORD.

I WAS JUST VERY IMPRESSED WITH THEIR SKILLS AND THE ART AND THE MANNER IN WHICH THEY WERE ABLE TO GO ABOUT DISPLAYING THIS.

SO THANK YOU SO MUCH TO VAV VISUAL AID VOLUNTEERS FOR WHAT YOU DO FOR OUR KIDS AND KIDS THROUGHOUT THE DISTRICT.

I WENT TO THE WILLIAMS ELEMENTARY SCHOOL, WALK THROUGH THE RECEPTION THEY'RE HAVING THAT THE ALUMNI HAD, AND THAT WAS EXCELLENT.

IT HAD A LOT OF PEOPLE THAT I WENT TO SCHOOL WITH AT GARLAND HIGH, EVEN THOUGH I DIDN'T GO TO WILLIAMS. MY WIFE DID, AND THERE WERE JUST SO MANY PEOPLE.

PEOPLE CAME FROM REALLY ALL OVER, ALL OVER TEXAS AND ALL OVER THE BASICALLY THE COUNTRY TO BE A PART OF THIS.

SO THERE'S A LOT OF STRONG TIES TO THAT SCHOOL.

AND WE APPRECIATE EVERYBODY FOR THEIR FEELINGS FOR THAT SCHOOL.

AND WE GOT QUESTIONS ABOUT OUR EXPERIENCE AS SCHOOL BOARD MEMBERS AND WHAT MOTIVATES US.

AND YOU SAY, WAIT, THERE ARE ABOUT A THOUSAND IN THE STATE, BUT THOSE 46 SCHOOL DISTRICTS REPRESENT 43% OF THE KIDS IN THE STATE, 47% OF THE DISADVANTAGED KIDS, AND 58% OF THE EMERGENT BILINGUAL.

IT IS THE MOST POWERFUL ORGANIZATION.

AS HE TOLD US AT THAT LUNCHEON, THEY HAD BEEN INVITED AS LEADERS OF THE TEXAS SCHOOL ALLIANCE TO TALK TO THE STATE LEGISLATURES AND AS THE LEADER OF THAT ORGANIZATION. AS WE GET INTO NEXT LEGISLATIVE SESSION, HE WILL BE A SPOKESMAN FOR ALL OF THE KIDS IN THIS STATE.

FINALLY, MY WIFE AND I WENT TO JUST RECENTLY TO THE PLAY ANNIE IN AT THE AT&T PERFORMING ARTS CENTER IN DOWNTOWN DALLAS.

WHAT AMAZED ME WAS HOW MANY KIDS WERE THERE.

THIS WAS UNBELIEVABLE.

I HAD SEVERAL PARENTS COME UP AND SAY HELLO TO ME FROM OUR SCHOOL DISTRICT.

THERE WERE MULTIPLE PERFORMING ARTS KIDS FROM OTHER HIGH SCHOOLS THERE.

WE SAW TODAY, THE AWARDS GIVEN OUT AND THE HONORS WON BY DIFFERENT OF OUR PERFORMING ARTS GROUPS.

WE HAVE TO ALWAYS MAKE SURE THAT WE CONTINUE DOING THAT BECAUSE THESE LITTLE KIDS SOME VERY, VERY YOUNG, SAW AN INCREDIBLE PERFORMANCE WITH MANY OF THE ACTORS OR ACTRESSES, I THINK THEY ALL CALL ACTORS NOW WERE YOUNG GIRLS.

AND I CAN JUST IMAGINE HOW MANY HAVE SAID I CAN DO THAT IN THE FUTURE.

AND SO THE STRENGTH OF OUR PERFORMING ARTS, WHICH IS AMONG THE BEST IN THE STATE AND HOPEFULLY THAT CONTINUES.

AND I NOTICED THAT THE TWO, TWO OF THE YOUNG MEN THAT WERE IN THE ALL-STATE BAND, LITERALLY, IF THEY LOOK WELL DRESSED BECAUSE THEY LITERALLY WALKED OFF THE STAGE AND INTO THIS ROOM. SO AND I WANT TO GIVE MY HATS OFF TO MR. FIGARELLI BECAUSE WE HAVE A ROBUST PRE UIL AND WHAT YOU MIGHT SAY, WHAT IS PRE UIL.

WE LITERALLY DO A RUN THROUGH FOR ALL OF OUR BANDS, BOTH MIDDLE SCHOOL AND HIGH SCHOOL.
