[IV.A. Receive Presentation on Bond 2023 Program Summary Update – Javier Fernandez]

JOT DOWN YOUR QUESTIONS.

SO WITH THE PRESENTATIONS WE CAN PROCEED QUICKLY WITH IT.

MR. FERNANDEZ.

THANK YOU.

GOOD EVENING.

COMMITTEE CHAIR GRIFFIN, MEMBERS OF THE COMMITTEE, MEMBERS OF THE BOARD.

DOCTOR LOPEZ, HERE TONIGHT TO PRESENT TO YOU THE BOND.

PROGRAM SUMMARY UPDATE FOR THE APRIL 9TH.

A REITERATION OF THE DIFFERENT PROPOSITIONS THAT THE BOND PROPOSITION PASSED.

THERE ARE THREE PROPOSITIONS IN THERE.

YOU CAN SEE THOSE THREE PROPOSITIONS FOR A TOTAL OF 1.279 BILLION.

REPROGRAMMING THE BOND PROGRAM TIMELINE, YOU CAN SEE THERE WE'RE SHOWING YOU PHASES TWO, THREE, FOUR AND FIVE.

PHASE ONE IS WELL UNDERWAY, AND YOU'LL SEE THAT PHASE TWO AND THREE, WE WILL BE STARTING WORK ON THOSE PROJECTS AND AT THE BEGINNING OF JUNE, AND SO WE'RE IN THE PROCESS OF DOING ARCHITECT AND EXCUSE ME, DOING CMAR SELECTIONS FOR PHASE TWO ARCHITECT AND CMAR SELECTIONS FOR THREE, FOUR AND FIVE WITHIN THIS TIME FRAME.

AN UPDATE ON THE BASEBALL SOFTBALL IMPROVEMENTS.

THAT'S PHASE ONE BID PACK ONE.

WANT TO THANK EVERYONE SO MUCH FOR ALL THEIR EFFORTS THAT THE ARCHITECTS, CONTRACTORS, ALL THE SUBCONTRACTORS, EVERYONE WHO'S WHO HAS HELPED TO WORK ON THIS PROJECT, I THINK WE'VE COMPLETED MAJORITY OF THE WORK ON PART ONE.

OUR FIELDS ARE NOW BEING USED FIELDS FOR NAAMAN FOREST, ROWLETT AND SACHSE THAT BOTH BEING SOFTBALL AND BASEBALL.

OUR STUDENTS ARE USING THOSE FIELDS AT THIS TIME.

THE SPECTATOR CANOPY BLEACHERS.

THEY WILL BE INSTALLED AFTER THE SEASON.

THAT'S FOR BOTH BASEBALL AND SOFTBALL.

WE ARE ALSO ADDING NEW WINDSCREENS FOR ALL THE SOFTBALL AT NAAMAN FOREST THAT WILL BE ADDED AT THE END OF THE SEASON.

WE'RE APPROPRIATING THAT THROUGH THE CONTINGENCY FUNDS WITHIN THE PROJECT, AND THE NAAMAN FOREST SOFTBALL ALSO HAS A HANDICAPPED PARKING THAT WILL BE COMPLETED AT THE END OF THE MONTH. WITH ALL THE RAIN THAT WE'RE HAVING, HOPEFULLY WE CAN STILL GET THAT WITHIN THE END OF THE MONTH OR EARLY PART OF MAY, WE'LL BE DOING THAT WORK.

PART TWO.

WE PLAN ON PUSHING THAT OUT FOR GOVERNMENT COOPERATIVE PROCUREMENT.

SO THANK YOU BOARD FOR LAST MONTH APPROVING THE COOPERATIVE AGREEMENT THAT ALLOWS US TO MOVE FORWARD WITH THE PART TWO PIECE.

WE'RE GOING TO BE ISSUING THAT OUT THIS MONTH.

SO WE'LL BE ABLE TO WORK FORWARD AND BE ABLE TO PROVIDE YOU A SCHEDULE ON THE START AND END DATES FOR PART TWO.

PART THREE. WE STILL ARE IN THE DESIGN STAGE FOR GARLAND HIGH SCHOOL.

WORKING WITH THAT PROJECT THERE.

THESE ARE SOME OF THE PHOTOS THAT WE'VE TAKEN OF THE BASEBALL FIELDS.

THESE PHOTOS ARE SOMEWHAT DATED.

THE IMPROVEMENTS HAVE MOVED ON FURTHER THAN THIS.

WHILE THESE PHOTOS LOOK VERY IMPRESSIVE, THERE ARE STILL SOME THINGS THAT WE ARE WORKING ON.

FINE TUNING SOME OF THE MINOR ISSUES THAT WE HAVE AT SOME OF THESE CAMPUSES.

THIS IS ROWLETT HIGH SCHOOL.

THIS IS THE ROWLETT HIGH SCHOOL BASEBALL, AND SO THIS IS SACHSE SOFTBALL.

SACHSE BASEBALL AREAS, AND YOU SEE BASEBALL WHERE IT LOOKS LIKE IT'S NOT READY, BUT WE ARE READY FOR PLAY.

WE'VE ACTUALLY STUDENTS HAVE BEEN ON THAT FIELD.

NAAMAN FOREST SOFTBALL, AND THE NAAMAN FOREST BASEBALL.

SO THERE ARE SOME OF THE PHOTOS THAT WE'VE DONE.

SO AGAIN, THANK YOU TO EVERYONE WHO'S PARTICIPATED IN THAT PROJECT.

ALSO, I WANT TO CONGRATULATE THE ENTIRE TEAM.

WE GOT SIX PROJECTS FINISHED FROM THE BOND ALREADY, AND HASN'T EVEN BEEN A YEAR SINCE APPROVAL, AND JUST TO GO THROUGH SCHEMATIC ENGINEERING EVERYTHING FROM THE PHASE OF CONCEPTUAL DESIGN WORK AND EVERYTHING TO GET THESE PROJECTS FINISHED WITHIN A SCHOOL, WITHIN A SCHOOL YEAR.

IS A GREAT REFLECTION ON THE BOARD'S EXPECTATIONS, BUT ALSO ON THE TEAM.

SO THANK YOU. THANK YOU SIR.

THE PHASE TWO.

THE PHASE ONE BID PACK TWO.

FIELDHOUSE AND MAX FOR EVERYONE'S EDIFICATION, THAT IS ACTUALLY A PROJECT THAT CONSISTS OF TWO PROPOSITIONS PROPOSITION A AND PROPOSITION B,

[00:05:04]

AND WE ARE TRACKING IT ACCORDINGLY.

FOR THAT, THAT'S A THIS AFFECTS ALL SEVEN HIGH SCHOOLS.

WE HAVE DONE A SCHEMATIC DESIGN PROCESS WITH PBK, WHO IS THE ARCHITECT OF RECORD FOR THIS PROJECT? WE'RE CONTINUING OUR ONGOING COLLABORATIONS WITH THE MUNICIPALITIES.

ITEM OF NOTE HERE.

WE DO PLAN ON BRINGING NEXT MONTH A SCHEMATIC DESIGN PRESENTATION TO THE BOARD SO THAT YOU CAN SEE THE DESIGNS THAT WE INTEND TO USE FOR THESE FOR THE FIELD HOUSES AND THE MAX.

SO THAT WILL BE COMING IN MAY.

THE PHASE ONE BID PACK THREE FREEMAN ELEMENTARY.

WE WILL PLAN ON BRINGING A PRESENTATION TO THE BOARD IN JUNE FOR SCHEMATIC DESIGN.

WE'RE WORKING THROUGH THE SCOPE TO BUDGET AT THIS TIME.

WE'VE ALSO KICKED OFF MEETINGS WITH OUR CONSTRUCTION MANAGER AT RISK, WHO WAS AWARDED THAT PROJECT, AND SO WE'RE WORKING VERY CLOSELY WITH THEM ON THE FREEMAN ELEMENTARY REPLACEMENT PROJECT.

THE HILLSIDE ACADEMY REPLACEMENT PROJECT IS PRETTY MUCH IN LINE WITH THE FREEMAN.

WE WILL BRING TO YOU A SCHEMATIC DESIGN PRESENTATION IN JUNE FOR THAT PROJECT.

SO YOU'LL BE ABLE TO SEE SOME OF THE RENDERINGS AND WHAT HAVE YOU OF THOSE TWO PROJECTS THE PHASE ONE BID PACK FIVE, LAKEVIEW CENTENNIAL HIGH SCHOOL AND NAAMAN FOREST PROJECT. WE'VE GONE BACK TO SEVERAL DIFFERENT ITERATIONS OF WHAT THE FRONT ENTRIES ARE GOING TO LOOK LIKE FOR BOTH AREAS.

WE'RE WORKING THROUGH THAT WITH THE ARCHITECTURAL FIRM.

WE ARE REVIEWING SOME STORM SHELTER DESIGNS FOR LAKEVIEW CENTENNIAL AND WE HAVE WORKING WE ARE WORKING WITH THE CONSTRUCTION MANAGER AT RISK ON THAT PROJECT AS WELL. THE PLAYGROUNDS, PHASE ONE BID PACK SIX.

AS WE SHARED EARLIER, WE ARE COMBINING THE PHASE ONE, TWO, AND THREE TO REDUCE THE ESCALATION THAT WE ARE SEEING IN THE MARKET AT THIS POINT.

WE PLAN ON BRINGING TO YOU A SCHEMATIC DESIGN FOR THE BOARD IN MAY, SO YOU'LL BE ABLE TO SEE WHAT THE PLAYGROUND CONCEPTS LOOK LIKE FOR ALL OF OUR ELEMENTARY SCHOOLS.

WE HAVE COMPLETED OUR PRE SUBMITTAL MEETINGS FOR THE CITY OF GARLAND AND CITY OF SACHSE, AND WE PLAN ON HAVING ONE WITH THE CITY OF ROWLETT AT THE END OF THE MONTH.

OUR FENCING PROJECT CONSISTS OF.

PHASE ONE CONSISTS OF 42 ELEMENTARY SCHOOLS.

THAT'S QUITE A BIT OF. THAT'S QUITE A BIT OF WORK.

MAY SEEM LIKE A SMALL PROJECT, BUT IT IS IT TELLS A LOT OF DETAILED WORK FOR THAT PROJECT.

AGAIN, WE PLAN ON BRINGING YOU A SCHEMATIC DESIGN PRESENTATION FOR MAY NEXT MONTH.

SO WE'VE GOT A LOT OF WORK AHEAD OF US TO PUT THAT TOGETHER FOR YOU SO THAT YOU CAN SEE EXACTLY WHAT WE'RE TALKING ABOUT WHEN WE LOOK AT THE DIFFERENT FENCING DESIGNS FOR THE ELEMENTARY SCHOOLS.

THE CAMPUS CONSOLIDATION WANTED TO GIVE YOU AN UPDATE ON THAT.

THERE ARE 12 CAMPUSES THAT ARE AFFECTED BY THIS.

THE GOOD NEWS IS WE CAN REPORT THAT THE PORTABLES THAT ARE GOING TO GO TO MEADOWS ARE AT GO TO MEADOWS.

SO THE PORTABLES, THE TWO FOR SPRING CREEK, THE ONE FROM LISTER AND THE ONE FROM ABBETT HAVE BEEN MOVED, AND THEY ARE ACTUALLY AT GO TO MEADOWS NOW THEY'RE BEING STRAPPED DOWN AND MADE PERMANENT THERE.

ONCE THAT'S DONE, WE WILL MOVE FORWARD WITH THE AWNINGS, THE ELECTRICAL, THE DATA AND WHAT HAVE YOU, THE SECURITY PIECES AND WE ARE MOVING FORWARD WITH THE PORTABLES FROM COOPER, ONE FROM COOPER AND THREE FROM WEAVER.

WE HAVE THIS IS AWAITING BUILDING PERMITS.

WE HAVE RECEIVED THOSE PERMITS, AND SO WE ARE MOVING FORWARD WITH WITH THAT PROJECT AS WELL CENTERVILLE BUS LANE AND PARKING.

JOC COST PROPOSAL WE HAVE RECEIVED THAT.

THAT'S AN ADDITIONAL ITEM THAT'S ON THE AGENDA TONIGHT TO TALK ABOUT A JOC PROPOSAL AND THE APPROVAL OF THAT FOR CENTERVILLE FURNITURE FOR WILLIAMS AND PARKCREST AND HENLEY WILLIAMS AT PARKCREST AND HENLEY WE'VE DEVELOPED A SPECIFICATIONS HAVE DEVELOPED, AND THE EVALUATION TEAM IS COMPLETING THE EVALUATIONS FOR THAT FURNITURE, THE SIGNAGE FOR OUR CONSOLIDATION SCHOOLS.

WE ARE WORKING ON THAT IDENTIFYING THE EXACT WORDING, THE EXACT LOCATION FOR THE SIGNAGE.

WHILE IT SAYS SIGNAGE, THAT'S TWO TYPES.

IT'S BUILDING AND MARQUEE.

SO WE WANT TO MAKE SURE THAT WHEN STUDENTS ARRIVE WHEN THEY ARRIVE IN AUGUST, THEY WILL ARRIVE TO A BUILDING THAT IS THAT TELLS THEM EXACTLY WHAT BUILDING THAT THEY'RE GOING TO.

SO IT WILL HAVE THE NEW SIGNAGE ON THE BUILDING THE PHASE ONE BID PACK NINE, WHICH IS THE FIRE ALARM.

WE'VE GOT A KICK-OFF MEETING SCHEDULED FOR THIS MONTH, AND THESE ARE THE SEVEN FACILITIES THAT WE'LL BE KICKING OFF THAT PROJECT THERE.

THIS IS A LOT OF INFORMATION HERE, BUT THIS IS CONTRACT 510-23-06.

WE'RE GOING TO SOLICIT FOR THAT AT THE END OF APRIL.

THAT IS CONSISTING OF TWO DIFFERENT PROJECTS.

SECURITY CAMERA REFRESH AND OUR ACCESS CONTROL.

WE'RE PUTTING THAT OUT, AND WE WILL ISSUE A SOLICITATION ON BEHALF OF THE DISTRICT, AND THESE ARE THE PROJECTS THAT ARE ASSOCIATED WITH THE FIRST PART OF PHASE ONE.

[00:10:07]

THE FOURTH CENTURY RESISTANT FILM, WE CAN REPORT THAT 57 OF THE 76 FACILITIES ARE COMPLETE WITH THE FORCED, ENTRY RESISTANT FILM.

WE STILL PLAN ON COMPLETING THAT PROJECT BEFORE THE END OF THE YEAR, EXCUSE ME BEFORE THE END OF THE SCHOOL YEAR.

UPCOMING BOARD ACTIONS, IN ADDITION TO THE ONES THAT YOU SAW EARLIER IN THE PRESENTATION, WE PLAN ON BRINGING TO YOU IN MAY THE RECOMMENDATION FOR ARCHITECTS FOR PHASES THREE AND FIVE, THREE THROUGH FIVE, AND RECOMMENDATIONS FOR CONSTRUCTION MANAGER AT RISK FOR THE PHASES TWO THROUGH FIVE FOR THE BOND PROGRAM.

ONCE THAT IS DONE, THAT WILL COMPLETE ALL OF OUR SOLICITATIONS FOR ARCHITECTS AND CMARS FOR THE ENTIRE BOND PROGRAM.

FOLLOWING UP WITH THE FUNDING FROM ORACLE.

THESE SHEETS HERE REFLECT OUR FUNDING FROM ORACLE THAT HAS BEEN HAS HAS BEEN LOADED, AND AND TO REITERATE RIGHT AFTER THE QUESTIONS AND COMMENTS, WHILE WE WILL NOT SPECIFICALLY ADDRESS THESE WITHIN THE PACKET IS EVERY SPECIFIC PROJECT HAS A REPORT, A MONTHLY REPORT THAT IDENTIFIES IN GREATER DETAIL OF THE THINGS THAT ARE TAKING PLACE WITHIN THAT PROJECT SCOPE, AND WITH THAT, WE'LL TAKE ANY QUESTIONS THAT THE BOARD MAY HAVE.

TRUSTEES, ARE THERE ANY QUESTIONS? MR. MILLER.

JUST REAL QUICK. JAVIER, REMIND ME WHAT WE'RE DOING, THE SCOPE OF WORK WITH REGARD TO THE WINDSCREENS ON THE BASEBALL AND SOFTBALL FIELDS THAT THEY GO ALL THE WAY AROUND THE FENCES.

OR IS IT JUST A CERTAIN SECTION? NO, THE WINDSCREENS WILL GO AROUND THE ENTIRE FIELD.

THAT IS ONLY FOR SOFTBALL AND BASEBALL.

EXCUSE ME. IT'S ONLY FOR ALL OF THE SOFTBALL AND NAAMAN BASEBALL.

THE OTHER FIELDS, FOR EXAMPLE, ROWLETT AND SACHSE, THEY HAVE A METAL PANEL OUTFIELD FENCE, SO THEY WON'T REQUIRE THAT, BUT IT WILL GO.

IT IS FROM FOUL POLE TO FOUL POLE.

OKAY. THANK YOU.

ANY OTHER QUESTIONS, TRUSTEES? CONTINUING WITH OUR AGENDA.

[V.A. Consider Approval of Job Order Contract (JOC) Contractor for Centerville Elementary School Bus Lane and Parking Lot Construction Project – Javier Fernandez]

WE NOW MOVE INTO AN ACTION ITEM NON-CONSENT AND IS TO CONSIDER APPROVAL OF JOB ORDER CONTRACTOR FOR CENTERVILLE ELEMENTARY SCHOOL BUS LANE AND PARKING LOT CONSTRUCTION PROJECT.

JAVIER FERNANDEZ AND TRUSTEES YOUR CLICKERS ARE AT YOUR STATIONS.

THANK YOU, COMMITTEE CHAIR GRIFFIN.

MEMBERS OF THE COMMITTEE.

MEMBERS OF THE BOARD. DOCTOR LOPEZ, HERE TONIGHT TO PRESENT TO YOU A RECOMMENDATION FOR A JOB ORDER CONTRACT.

I WANT TO CALL YOUR ATTENTION TO GOVERNMENT CODE 2269.403.

WHILE WE DO HAVE A CONTRACT FOR JOC, WHICH IS A JOB ORDER CONTRACT IN PLACE TODAY, ANY CONTRACT THAT IS IN EXCESS OF $500,000, THAT SPECIFIC PROJECT ITSELF MUST BE APPROVED BY THE BOARD. SO THAT'S A SEPARATE BOARD ACTION, AND SO THAT'S WHY WE'RE BRINGING THIS HERE TONIGHT FOR YOU.

THIS IS WITHIN THE CONTRACT THAT WE HAVE.

HOWEVER, THE CONTRACT THAT WE'RE LOOKING AT IS IN EXCESS OF $500,000 AND THAT IS FOR THE CENTERVILLE ELEMENTARY SCHOOL, THAT IS THE SCHOOL THAT IS GOING TO BE USED BY HILLSIDE ACADEMY FOR THE NEXT FEW YEARS.

ONE OF THE REQUIREMENTS AS WE'RE TRANSITIONING STUDENTS THERE IS HAVING A BUS LANE FOR OUR BUS TRAFFIC TODAY IF YOU LOOK AT IF YOU LOOK AT HILLSIDE AND YOU LOOK AT CENTERVILLE, WHAT ONE OF THE THINGS THAT YOU LOOK AT, YOU SAY, WELL, THERE DOESN'T SEEM TO BE A LOT OF BUS LANE AREA WITHIN HILLSIDE.

SO WHY WOULD WE HAVE TO DO THIS IF WE'RE MOVING STUDENTS TO CENTERVILLE? AND YOU'RE ABSOLUTELY CORRECT.

IF YOU DO A GOOGLE MAP AND YOU LOOK AT THEM, YOU'LL SAY THAT THERE IS NO NEED FOR A BUS LANE.

HOWEVER, THE REALITY IS, WHEN WE HAVE SO MANY STUDENTS, SO MANY BUSSES AT HILLSIDE, THOSE BUSSES ARE TAKING UP SPACE IN THE STREET, AND SO W HILE THEY'RE MEANDERING THROUGH THE PARKING LOT, IT IS A, IT IS A RATHER TEDIOUS TASK THAT WE ARE GOING THROUGH AT HILLSIDE.

SO NOW THAT WE'RE MOVING THE STUDENTS TO CENTERVILLE, WE WILL ELIMINATE THAT BY PUTTING IN A BUS LANE THAT ALLOWS ALL OF OUR STUDENTS TO BE SERVED PROPERLY

[00:15:05]

WHILE THEY'RE AT CENTERVILLE AT A TEMPORARY BASIS.

SO THIS IS THE THIS IS THE PAVING PLAN, WHICH INCLUDES A BUS LANE AND A SMALL PARKING ADDITION FOR THE PARKING LOT.

MR. MILLER? YEAH.

JUST REAL QUICK.

HELP ME UNDERSTAND.

WHERE WILL THE KIDS WHEN THEY ARE DROPPED OFF ON THE BUS? WHERE DO THEY WALK INTO THE BUILDING? SO THEY WILL WALK INTO THE BUILDING FROM THOSE TWO PORTABLES THERE ON THE END? NO, THAT'S ACTUALLY A BUILDING.

THOSE PORTABLES UP THERE, THAT'S A SEPARATE PROJECT.

THOSE ARE THE PORTABLES WE SPOKE OF EARLIER.

THOSE PORTABLES ARE JUST SHOWN ON THIS PAVING PLAN BECAUSE WE HAVE THE SAME THIS IS THE SAME CIVIL THAT'S DOING THE BUS LANE AND THE PORTABLES, BUT THEY WILL WALK.

THERE WILL BE A SIDEWALK THAT ALLOWS THE STUDENTS TO ENTER THE BUILDING.

IS IT COVERED? THE WALK PATH IS NOT COVERED.

SO VERY SIMILAR TO ALL OF OUR OTHER SPACES.

THANK YOU. ANY OTHER QUESTIONS? TRUSTEES. SEEING NONE.

IS THERE A MOTION FOR ACTION ITEM 5A? MS. GRIFFIN.

YES. I WOULD MOVE THAT.

WE APPROVE ACTION ITEM A THE BUS LANE PROJECT AS DESCRIBED IN OUR BOARD BOOK HERE TONIGHT.

THEIR SECOND SECOND.

IT'S BEEN PROPERLY MOVED, AND SECOND, TO CONSIDER APPROVAL OF JOB ORDER CONTRACT CONTRACTOR FOR CENTERVILLE ELEMENTARY SCHOOL BUS LANE AND PARKING LOT CONSTRUCTION PROJECT AS PRINTED IN OUR AGENDA.

MOTION BY MR. MILLER, SECOND BY MR. SELDERS. VOTE OPEN.

VOTE CLOSED.

THAT MOTION PASSES 6 TO 0.

THANK YOU. TRUSTEES.

OUR NEXT ITEM IS ITEM SIX, EXECUTIVE SESSION.

DOCTOR LOPEZ, IS THERE A NEED? SINCE THERE'S NO NEED FOR AN EXECUTIVE SESSION, IS THERE A MOTION FOR ADJOURNMENT?

[VII. Adjournment]

I MOVE THAT WE ADJOURN.

WE ARE NOW CLOSED OUT OF THIS MEETING.

THIS MEETING HAS ADJOURNED AT 5:28.

THANK YOU FOR YOUR PARTICIPATION AND COOPERATION.
