WE ARE ALSO PROUD THAT OUR COUNCIL BOARD HAS A STATE BOARD MEMBER SERVING, AS WELL AS TWO CURRENT AND ONE NEWLY APPOINTED FIELD SERVICE REP.

WE COULDN'T DO ALL THAT WE DO WITHOUT YOUR SUPPORT, AND WE GREATLY THANK YOU FOR ALLOWING US TO BE A PART OF THE GISD EFFECT.

WE LOOK FORWARD TO ANOTHER YEAR OF WORKING TOGETHER FOR THE GOOD OF WHAT'S MOST IMPORTANT OUR STUDENTS.

THANK YOU FOR YOUR TIME.

EVERYONE CONNECT TO THE FUTURE AT GISD.

[APPLAUSE] THANK YOU.

THANK YOU. MAY I PLEASE HAVE MISS LUCERO CAZARES COME UP TO SPEAK, PLEASE.

GOOD EVENING. BOARD OF TRUSTEES, PRESIDENT GRIFFIN AND SUPERINTENDENT DOCTOR LOPEZ.

MY NAME IS LUCERO CAZARES AND I LIVE AT 8314 MEADOWVIEW STREET, ROWLETT, TEXAS 75088.

I'M A DYSLEXIA THERAPIST WITH THE DISTRICT.

I HAVE A DAUGHTER AT COYLE MIDDLE SCHOOL AND COUNTLESS FAMILY THROUGHOUT THE VARIOUS SCHOOLS IN GISD.

I ATTENDED SCHOOL IN GISD AND HAVE SPENT MY ENTIRE CAREER IN EDUCATION IN GISD, AND I CAN'T REMEMBER IF IT'S 19 OR 20 YEARS.

TONIGHT I AM HERE AS THE PRESIDENT OF GARLAND EDUCATION ASSOCIATION.

I AM HERE TO SPEAK TO YOU ABOUT RAISES.

I BEGAN IN THE DISTRICT IN 2001 AS AN INSTRUCTIONAL AIDE AND ESP.

ESP IS AN EDUCATIONAL SUPPORT PROFESSIONAL PROFESSIONAL.

THESE PEOPLE ARE PROFESSIONALS AT WHAT THEY DO.

OUR SUPPORT STAFF SUCH AS OUR INSTRUCTIONAL AIDES, CUSTODIANS, OFFICE STAFF, CAFETERIA WORKERS, GROUNDS CREWS, BUS DRIVERS, MAINTENANCE, AND MANY, MANY MORE. I APOLOGIZE IF I LEFT ANYBODY OUT.

OUR EDUCATIONAL SUPPORT PROFESSIONALS, OUR PROFESSIONALS, THEY DESERVE OUR RESPECT.

WHAT OUR EDUCATIONAL SUPPORT PROFESSIONALS DO IS WHAT WE ARE ABLE.

WE WOULD NOT BE ABLE TO HAVE OUR CAMPUSES BE AS SUCCESSFUL AND HAVE A SUCCESSFUL DISTRICT WITHOUT THEM.

ONE JOB SHOULD BE MORE THAN ENOUGH FOR THEM BUT IN THE REALITY OF WHAT IS OUR ECONOMY NOW IS THAT IT ISN'T.

LET'S SHOW OUR EDUCATIONAL SUPPORT PROFESSIONALS HOW MUCH WE RESPECT AND APPRECIATE ALL THAT THEY DO FOR GARLAND.

LET'S GIVE THEM AN INCREASE, A COST OF LIVING, INCREASE WAGE.

IN THE LAST FIVE YEARS, THEY HAVE NOT RECEIVED A SIGNIFICANT WAGE INCREASE.

LET'S RECTIFY THIS AND SHOW THEM THROUGH ACTION, THROUGH RAISES, HOW MUCH THEY MEAN TO US, TO OUR FAMILY, OUR FAMILY, WHICH IS OUR DISTRICT, HOW MUCH THEY MEAN TO GARLAND.

OUR TEACHERS ARE OUR FRONTLINE EVERY DAY WITH OUR STUDENTS.

THIS BODY HAS BEEN INCREDIBLY GENEROUS WITH US AS TEACHERS, AND WE GREATLY APPRECIATE YOUR GENEROSITY.

AND WE ASK THAT YOU CONTINUE THIS GENEROSITY AND CONTINUE TO GIVE US RAISES.

AND AS OUR JOBS BECOME MORE AND MORE DIFFICULT, THE AMOUNT OF TIME REQUIRED, THE SACRIFICE AND THE DEDICATION DEMONSTRATED BY OUR TEACHERS IN GARLAND IS WHAT MAKES US THE GISD EFFECT.

OUR TEACHERS ARE WHAT'S THERE WITH OUR STUDENTS DAY IN, DAY OUT, HELPING OUR SCHOOLS BECOME SUCCESSFUL, HELPING OUR SCHOOLS BECOME BLUE RIBBON SCHOOLS, HELPING OUR SCHOOLS ACHIEVE.

WE NEED TO RETAIN OUR MOST AMAZING AND DEDICATED TEACHERS.

WE NEED TO BE ABLE TO GIVE THEM RAISES AND TO DEMONSTRATE THEM HOW MUCH THEY ARE APPRECIATED.

[00:10:03]

ACCORDING TO A STUDY CONDUCTED PRE-PANDEMIC BY THE TEXAS STATE TEACHERS ASSOCIATION IT COST DISTRICTS OVER $200,000 TO TRAIN A NEW TEACHER. NOW, CONSIDERING OUR INFLATION AND HOW MUCH PRICES AND COSTS HAVE INCREASED POST PANDEMIC, THAT PRICE, I AM SURE, HAS SKYROCKETED.

THERE HAS NOT BEEN A POST PANDEMIC STUDY COMPLETED.

AND LASTLY, BUT NOT LEAST, LET'S NOT FORGET OUR ADMINISTRATIVE STAFF.

THEY WORK HARD TO ENSURE THAT OUR CAMPUSES AND DEPARTMENTS ARE RUNNING SMOOTHLY.

IN SUMMARY, I HUMBLY ASK YOU THAT YOU SHOW THE GREATEST OF RESPECT AND THE GREATEST RAISE TO OUR EDUCATIONAL SUPPORT PROFESSIONALS, ALLOWING FOR A COST OF LIVING INCREASE FOR THEM.

I ASK FOR THE SECOND HIGHEST RAISES TO GO FOR OUR TEACHERS, OUR TEACHERS WHO MAKE A DIFFERENCE DAILY IN THE LIVES OF OUR STUDENTS.

AND LASTLY, I ASK THAT OUR ADMINISTRATORS NOT BE LEFT OUT OF RAISES.

THANK YOU FOR YOUR TIME AND CONSIDERATION.

THANK YOU FOR BEING HERE THIS EVENING.

WE'RE GOING TO MOVE TO OUR NEXT INFORMATIONAL ITEM.

ITEM C WE'RE GOING TO RECEIVE INTRUDER DETECTION AUDIT REPORT MR.

[IV.C. Receive Intruder Detection Audit Report ]

QUINN. GOOD EVENING, DOCTOR LOPEZ, BOARD OF TRUSTEES.

THE TOP PRIORITY OF GARLAND ISD AND THE STATE OF TEXAS IS KEEPING STUDENTS AND STAFF SAFE EVERY DAY.

THE TEA AND REGION TEN RECENTLY CONDUCTED AN INTRUDER DETECTION AUDIT AT ONE OR MORE OF OUR CAMPUSES.

THE AUDITS TEST WHETHER A CAMPUS IS ACCESSIBLE TO AN UNAUTHORIZED INDIVIDUAL.

THIS AUDIT SEEKS TO HELP DISTRICTS IDENTIFY HOW CAMPUSES CAN IMPROVE SAFETY FOR STUDENTS, SUCH AS ENSURING EXTERIOR DOORS ARE LOCKED.

THE AUDIT PROVIDES US WITH THE OPPORTUNITY TO CREATE A SAFER LEARNING ENVIRONMENT FOR OUR STUDENTS AND STAFF.

WE'RE WORKING CLOSELY WITH OUR DISTRICT SCHOOL AND SAFETY SECURITY COMMITTEE TO ENSURE THAT WE'RE TRAINING ALL OUR STAFF AND SECURING OUR DOORS FOR THE PROTECTION OF EVERYONE AT OUR CAMPUSES. THE SUPPORT FROM THE STATE IN CONDUCTING THE INTRUDER DETECTION AUDITS IS JUST ONE OF THE MANY ACTIONS WE ARE TAKING TO ENSURE OUR SCHOOLS ARE SAFE.

WE KNOW THAT THIS WORK DOES NOT END AND WE APPRECIATE THE BOARD'S SUPPORT.

WE ACKNOWLEDGE THAT PARENTS AND COMMUNITY MEMBERS ARE LIKELY VERY INTERESTED IN THE DETAILS OF THE AUDIT RESULTS.

HOWEVER, IT IS IN THE BEST INTEREST OF THE STUDENTS THAT WE DO NOT SHARE THIS INFORMATION TO THE BROADER PUBLIC AS IT COULD LEAD TO COMPROMISING IMPORTANT CAMPUS SECURITY INFORMATION. A FULL UPDATE WILL BE PROVIDED IN THE EXECUTIVE SESSION AT THE MAY BOARD MEETING.

THANK YOU. THANK YOU.

WE WILL MOVE TO OUR NEXT INFORMATION ITEM D ANNOUNCED BOARD MEMBER, CONTINUING EDUCATION CREDIT HOURS, MISS HOGAN.

[IV.D. Announce Board Member Continuing Education Credit Hours]

YES. GOOD EVENING, BOARD PRESIDENT GRIFFIN, TRUSTEES, DOCTOR LOPEZ, GIVE ME ONE SECOND.

I'M GOING TO PULL UP OUR FORM HERE.

AND AS YOU ALL KNOW, IT'S THAT TIME OF YEAR WHERE WE ANNOUNCE OUR ANNUAL BOARD MEMBER TRAININGS CREDITS, AND IT IS WITH GREAT PLEASURE THAT I AM ABLE TO PRESENT TO YOU ALL THIS EVENING.

WHY IS IT NOT CLICKING? THERE WE GO. THAT FOR TEN YEARS STRAIGHT, MY TEN YEARS HERE, I HAVE HAD COMPLETE AND TOTAL BOARD COOPERATION AND COMPLETION OF ALL REQUIRED CREDIT HOURS.

SO GIVE YOURSELVES A ROUND OF APPLAUSE.

[APPLAUSE] IT IS NOT AN EASY FEAT TO ACCOMPLISH THE NUMBER OF HOURS YOU SEE HERE ON THIS PAGE.

IT'S TRULY SELFLESSNESS, THOROUGH DEDICATION TO OUR STUDENTS, AND I COMMEND EACH AND EVERY ONE OF YOU.

AS YOU CAN SEE, IT IS GOING TO BE A STATEMENT READ BY OUR BOARD PRESIDENT THAT'S VERY GENERIC AND BLAND.

SO I'M GOING TO GO QUICKLY THROUGH SO WE CAN EXPLAIN THESE HOURS TO OUR MEMBERS OF THE COMMUNITY SO THEY KNOW ALL THE HARD WORK YOU DO OUTSIDE OF THIS BOARD ROOM.

YOU ARE REQUIRED BY LAW TO TAKE AT LEAST FIVE CREDIT HOURS, IN ADDITION TO ALL THOSE BOXES THAT ARE CHECKED AND YOUR TOTAL HOURS IN THAT YELLOW COLUMN TO THE FAR RIGHT ARE THOSE MINIMUM FIVE HOURS, WHICH, AS YOU CAN SEE, EACH AND EVERY ONE OF YOU HAVE EXCEEDED, IN ADDITION TO YOUR THREE HOUR REQUIRED TEAM OF EIGHT, YOUR THREE HOUR REQUIRED EISO, WHICH IS EVALUATING STUDENT ACADEMIC PERFORMANCE AND SETTING GOALS.

YOUR TWO HOUR LEGISLATIVE UPDATE, THAT'S A BIANNUAL REQUIREMENT.

[00:40:04]

YOUR ONE HOUR ANNUAL CYBERSECURITY UPDATE, YOUR BIANNUAL SCHOOL SAFETY UPDATE THAT'S ONLY OFFERED THROUGH ONE AVENUE ONLINE FOR LITERALLY TWO HOURS. AND WE ALL KNOW HOW EXCITING IT WAS.

AS WELL AS YOUR ONE HOUR REQUIRED ANNUAL REPORTING OF ABUSE AND TRAFFICKING AND MALTREATMENT OF CHILDREN.

SO WITH ALL THOSE CREDIT HOURS TOTALED, YOU WILL SEE THAT EVERY SINGLE ONE OF YOU HAVE DONE THAT AND BEYOND.

I'M VERY PROUD OF YOU ALL.

THANK YOU SO MUCH FOR YOUR HARD WORK, AND I SINCERELY APPRECIATE YOU.

[APPLAUSE] MISS GRIFFIN IF YOU'LL GO AHEAD AND LET THE RECORD REFLECT THOSE HOURS PER TRUSTEE I SINCERELY APPRECIATE YOU AS WELL.

YES, LET THE RECORD STATE THAT ALL TRUSTEES MET AND EXCEEDED THE REQUIRED HOURS OF TRAINING FOR THE MAY 2024 TRAINING PERIOD.

THE RECORD FOR CONTINUING EDUCATION HOURS OBTAINED BY EACH TRUSTEE READS AS FOLLOWS.

BEACH, 30.75.

GLICK, 60.75.

GRIFFIN, 63.00.

STANLEY, 28.50.

MILLER, 21.00.

SELDERS, 33.00.

JOHNSON 22.00.

THAT CONCLUDES THIS REPORT AND RECOGNITION OF OUR TRAINING HOURS.

BOARD GIVE YOURSELVES ANOTHER ROUND OF APPLAUSE.

[APPLAUSE] JUST ONE MORE TIME.

MS. GRIFFIN.

APPARENTLY MY SIXTH GRADE MATH DID NOT CALCULATE THAT CORRECTLY.

WE HAVE A COUPLE OF DISCREPANCIES, BUT YOU STILL ALL DID A GREAT JOB.

I'M GOING TO ASK YOU TO GIVE ME A SECOND SO WE CAN RECALCULATE SOME OF THESE HOURS.

I THINK THAT TAB WAS NOT UPDATED ON THIS VERSION THAT I'VE SUBMITTED FOR THIS EVENING, BUT IT IS TECHNICALLY 18 PLUS 9 HOURS FOR MR. BEACH AND 48.75 PLUS 9 HOURS FOR MR. GLICK AND 51 POINT PLUS NINE HOURS FOR MISS GRIFFIN.

16.50 PLUS NINE HOURS FOR MISS STANLEY.

NINE HOURS PLUS NINE HOURS FOR MR. MILLER, 24 PLUS NINE HOURS FOR MR. SELDERS AND TEN HOURS PLUS NINE HOURS FOR MR. JOHNSON. SO SORRY ABOUT THAT.

I THINK THIS WAS A ONE THAT WAS NOT UPDATED BEFORE I UPLOADED IT THIS EVENING.

LET THE RECORD REFLECT THE CORRECTIONS MADE BY MISS HOGAN.

[LAUGHTER] THANK YOU.

YOU STILL DID A WONDERFUL JOB.

WE EXCEEDED OUR REQUIREMENTS.

ALL RIGHT. OKAY.

AGENDA ITEM FIVE.

[V.A. Discuss Revisions to Board Policy CV(LOCAL) First Read]

DISCUSS REVISIONS TO POLICY, BOARD POLICY, CV LOCAL FIRST READING AND LET'S TAKE THESE ONE AT A TIME.

SO, MISS RAY, IF YOU WILL JUST GO OVER CV LOCAL.

YES, MA'AM. GOOD EVENING.

THE POLICY ADVISORY GROUP MET IN MARCH AND IN APRIL TO REVIEW THREE POLICIES THAT WILL BE DISCUSSED THIS EVENING.

THE FIRST POLICY THAT WE WILL BE DISCUSSING IS CV LOCAL, WHICH IS REGARDING CONSTRUCTION CONTRACTS.

BEFORE YOU TRUSTEES IS A MANILA FOLDER ENTITLED BOARD OF TRUSTEES, AND IT HAS THE POLICY CHANGES OUTLINED IN BLUE, WHICH IS NEW VERBIAGE, AND RED WHICH IS DELETED TEXT.

AND I'LL DEFER TO THE POLICY CHAIR, MR. GLICK, WHO HAD WANTED TO SAY SOMETHING ABOUT THIS POLICY.

THANK YOU MA'AM.

WE SPENT ALMOST THREE HOURS IN OUR POLICY MEETING DISCUSSING THESE ISSUES.

THIS, THE ONE THAT TOOK THE MOST NUMBER OF HOURS WAS ACTUALLY THE CHANGE ORDER POLICY.

AND AS YOU PROBABLY KNOW, A MATTER OF FACT, IN YESTERDAY'S DALLAS MORNING NEWS AND ARTICLE TEXAS SCHOOL DISTRICTS ARE ASKING IN THE UPCOMING MAY ELECTION FOR TWO AND A HALF BILLION DOLLARS MORE IN CONSTRUCTION COSTS.

THAT WAS JUST YESTERDAY.

WE KNOW ALL THE BONDS THAT PASSED, INCLUDING OURS, A YEAR AGO.

RIGHT NOW WE'RE IN A POSITION WHERE THE CONTRACTORS ARE DETERMINING THE WORK RATHER THAN US AS THE BUYERS. SO IT'S BECOMING MORE AND MORE DIFFICULT.

AND IN OUR DISCUSSION, IT WAS IT WAS BELIEVED THAT WE NEEDED TO GIVE THE SUPERINTENDENT THE AUTHORITY TO MAKE CHANGES VERY, VERY QUICKLY.

IN THE PAST, THOSE CHANGES, CHANGE ORDERS HAVE COME TO US.

BUT BASED ON THE FEELING OF OUR PEOPLE IN CONSTRUCTION, WE CAN'T WAIT FOR OUR MEETINGS, ESPECIALLY AS WE GET INTO THE SUMMER WHERE WE HAVE ONE MEETING A MONTH.

SO THE CHANGE THAT YOU'LL SEE HERE IS TO GIVE THE SUPERINTENDENT THE AUTHORITY TO MAKE UP TO 10% CHANGES IN THE CONTRACT.

[00:45:03]

SO LET'S TALK ABOUT A CONTRACT FOR A BUILDING THAT LET'S SAY WE TALK ABOUT $20 MILLION, BUT THAT'S THE TOTAL COST.

SO LET'S SAY CONSTRUCTION COSTS ARE $15 MILLION.

THE SUPERINTENDENT WOULD HAVE THE AUTHORITY TO MAKE CHANGES, CUMULATIVE CHANGES, UP TO 10% OF THAT $15 MILLION, OR $1.5 MILLION.

AFTER THAT, CUMULATIVE CHANGES HAVE REACHED THAT SUM ALL FUTURE CHANGE ORDERS WOULD HAVE TO COME TO THE BOARD.

WE FELT COMFORTABLE IN GIVING THE SUPERINTENDENT THAT AUTHORITY BASED ON THE SITUATION AS PRESENTED BY OUR EXPERTS.

THANK YOU, MR. GLICK.

SIMILARLY, WITH THE CONSTRUCTION CONTINGENCY FUNDS IT JUST OUTLINES A LITTLE BIT MORE CLEARLY THE AUTHORITY OF THE SUPERINTENDENT FOR THE APPROVAL OF THE EXPENDITURE FUNDS.

AND IT SETS THAT LIMIT OF THE MAXIMUM AMOUNT WHICH CORRELATES WITH YOUR LOCAL, WHICH IS $50,000 OR LESS.

AND SO JUST TO BE CLEAR, CONTINGENCIES IMPLY DOLLARS THAT ARE ALREADY INCLUDED IN THE EXECUTED CONTRACT.

CHANGE ORDERS, ADD DOLLARS TO A CONTRACT.

AND SO THIS THE REVISIONS TO THIS POLICY, WHICH WAS WORKED WITH IN CONJUNCTION WITH OUR CONSTRUCTION COUNSEL, OUTSIDE COUNSEL, JUST MAKES IT CLEAR IT PUTS VENDORS ON NOTICE WHO HAS THE AUTHORITY TO APPROVE WHAT, BECAUSE BEFORE IT WAS A LITTLE BIT VAGUE.

AND SO THIS POLICY, THESE POLICY CHANGES WILL MAKE IT CLEAR TO VENDORS WHO HAS THE AUTHORITY TO APPROVE WHAT IN WHAT CONTRACT.

SO. AND THIS POLICY IS FOR FIRST READ.

TRUSTEES. AND JUST LET ME ADD ONE THING, MISS GRIFFIN.

THE POLICY MEMBERS ARE MISS STANLEY, MISS GRIFFIN, AND MYSELF.

YES, SIR. AND AGAIN, IN YOUR FOLDER, THESE PROPOSED CHANGES ARE IN BLUE.

THE DELETED TEXT IS IN RED.

AND THERE'S ALSO A PARAGRAPH SUMMARY THAT OUTLINES THOSE PARAGRAPHS, WHAT THOSE CHANGES ARE AND GIVES YOU FURTHER EXPLANATION.

THANK YOU. TRUSTEES, I WANT TO ASK IF THERE ARE ANY COMMENTS AT THIS TIME.

THE VERSION THAT YOU'RE SEEING IN YOUR FOLDERS IS THE SAME VERSION THAT WAS IN YOUR BOARD BOOK.

THE ONLY THING IS THAT WE COLOR CODED THIS FOR PRESENTATION BASICALLY TONIGHT.

SO IS THERE ANY QUESTIONS FROM ANY BOARD MEMBER, MR. MILLER? YEAH.

THANK YOU. AND I COMMEND THE POLICY COMMITTEE FOR GIVING US SOME, I CALL IT MATERIALITY.

THERE ARE SOME THINGS THAT THAT I THINK IT'S JUST A GOOD PRACTICE TO HAVE SOME MATERIALITY CLAUSES IN HERE. FOR INSTANCE, I THINK I READ WHERE CHANGE ORDERS CAN HAPPEN UP TO $50,000.

AND CAN BE HANDLED BY THE SUPERINTENDENT, BUT THE COMBINED TOTAL CANNOT EXCEED 300,000 ON ANY ONE JOB, AT WHICH POINT THE BOARD DOES GET TO APPROVE THOSE.

AND IF I UNDERSTAND THAT RIGHT, I JUST WANT TO MAKE SURE THAT'S WHAT THAT PARAGRAPH SAID.

WELL, THE CHANGE ORDER BASICALLY STATES THAT THE SUPERINTENDENT HAS UP TO 10% OF THE TOTAL CONTRACT COSTS, SO IT CAN'T SUPERSEDE THAT 10% OF THAT CONTRACT COST.

BECAUSE REMEMBER, CHANGE ORDERS ADD DOLLARS TO THE CONTRACT.

AND SO PRIOR TO THAT, EVERY SINGLE CHANGE ORDER HAD TO GO TO THE BOARD FOR APPROVAL.

AND SO THIS ALLOWS SOME FLEXIBILITY, SOME EFFICIENCY, ESPECIALLY WITH HOW QUICKLY THESE CONSTRUCTION CONTRACTS ARE MOVING AND IN LIGHT OF OUR BOND PROJECTS.

SO 10% OF 50 MILLION IS WHAT? SO LET ME JUST READ IT.

I JUST WANT TO MAKE SURE I'M CLEAR ON THIS.

WHAT PAGE? MR. MILLER.

IT'S PAGE 26 IN THE ACTUAL BOOK.

OKAY. THE BOARD BOOK.

IT'S NOT IN COLOR OR ANYTHING, BUT IT SAYS IF THE DISTRICT IS BUILDING A NEW ELEMENTARY SCHOOL WITH A $50 MILLION BUDGET, THE BOARD COULD AUTHORIZE THE SUPERINTENDENT TO APPROVE A SINGLE CHANGE ITEM UP TO $50,000.

IS THAT WHAT WAS INTENDED? THAT'S AN EXAMPLE THAT WAS GIVEN, AS FAR AS I KNOW.

IT'S AN EXAMPLE. BUT IS THAT 10% OR IS THAT JUST.

WHAT IS UP TO $50,000 RELATE TO? SO $50,000 IS WHAT IS OUTLINED IN CH LOCAL AS FAR AS THE SUPERINTENDENT AUTHORITY BEFORE IT NEEDS TO COME TO THE BOARD.

AND SO.

THE 10% RULES DOESN'T APPLY HERE.

[00:50:01]

ARE YOU LOOKING AT THE CONSTRUCTION CONTINGENCY FUND? ARE YOU LOOKING AT THE CHANGE ORDER, SIR? OKAY, SO LOOKING ON PAGE 26 AND IT SAYS THE PROPOSED POLICY ALLOWS THE BOARD TO SET FORTH LIMITS OF AUTHORITY ON A CONTRACT BY CONTRACT BASIS.

IF SO, THE BOARD.

SO IF THE BOARD WANTED TO DELEGATE AUTHORITY TO THE SUPERINTENDENT TO APPROVE A CHANGE ORDER TO INCREASE A CONTRACT AMOUNT, IT COULD DO SO IF THE DISTRICT IS BUILDING AND THEN IT GIVES THE EXAMPLE.

HERE'S AN EXAMPLE. IF THE DISTRICT'S BUILDING A $50 MILLION DOLLAR SCHOOL.

THE BOARD COULD AUTHORIZE THE SUPERINTENDENT TO DO A SINGLE CHANGE ORDER UP TO $50,000.

AND I GOT THAT CONFUSED WITH THE 10% RULE.

SO LET ME EXPLAIN.

WAIT, WAIT ONE SECOND.

IT'S BASICALLY KIND OF A I THINK WHAT WE'RE LOOKING AT IS A SLIGHT MATH ERROR.

RIGHT ON IT.

SHOULD SAY $500,000 FOR 10%.

YEAH. SO I THINK THAT'S 10% OF 50 MILLION.

10% OF 50 MILLION WOULD BE $5 MILLION DOLLARS.

5 MILLION. RIGHT. SO THIS IS NOT THE 10% RULE BECAUSE I THINK 500,000, 50,000 OR 5 MILLION.

THAT'S WHAT I'M TRYING TO GET TO.

I THINK I CAN CLARIFY.

OKAY. SO WITH THAT CHART THAT YOU HAVE BEFORE YOU, SIR, THE PARAGRAPH SUMMARY.

SO WHAT THE POLICY COMMITTEE DID IS INSERTED THAT 10%.

AND WHEN THIS PARAGRAPH SUMMARY WAS PROVIDED BY OUR OUTSIDE COUNSEL, THAT WAS JUST EXPLAINING CHANGES WITHOUT THIS INPUT OF THE 10%. OKAY.

SO THAT'S WHERE THE MATH DISCREPANCY COMES INTO PLAY.

LET'S FORGET THE MATH AND LET ME HAVE YOU JUST TELL ME IN ONE SENTENCE WHEN IT COMES TO CHANGE ORDER, WHAT DOES THIS POLICY APPROVE FOR THE SUPERINTENDENT TO HAVE THE WHAT IS THE AUTHORITY LEVEL OF THE SUPERINTENDENT WITHIN THIS NEW POLICY? 10% FOR CHANGE ORDERS.

SO SAY YOU HAVE A CONTRACT FOR A CERTAIN AMOUNT.

THE SUPERINTENDENT CANNOT GO BEYOND THAT 10% CHANGE OF AGAIN, ADDING DOLLARS TO THAT CONTRACT AMOUNT.

IF IT EXCEEDS THAT, THEN HE HAS TO COME TO THE BOARD FOR APPROVAL OR A VENDOR NEEDS TO COME TO THE BOARD.

SO WHAT A BETTER EXAMPLE WOULD BE $50 MILLION DOLLAR PROJECT.

IT COULD BE INCREASED TO 55 MILLION.

THAT'S A 10% INCREASE.

BUT ANYTHING ABOVE THAT WOULD NEED TO COME BACK TO THE BOARD.

YES. LET.

I JUST WANT TO MAKE SURE BECAUSE I DON'T WANT IT TO BE CONFUSED.

AND I READ THIS.

YES, SIR. SO THE EXAMPLE DOESN'T THE EXAMPLE THAT I READ IS NOT AN EXAMPLE OF WHAT THE NEW POLICY IS STATING.

I DON'T KNOW WHAT IT'S EXAMPLE OF, [LAUGHTER] BUT IT'S NOT AN EXAMPLE OF WHAT THE NEW POLICY IS STATING.

AND SO THAT CAUSED ME TO HAVE SOME CONFUSION OF COURSE.

SO JUST SO EVERYBODY HERE IS CLEAR, THE WAY I'M READING IT NOW IS WE'RE GIVING THE SUPERINTENDENT 10% ON CHANGE ORDERS.

ARE WE GIVING HIM 10% ON ANY OTHER ITEM WITHIN A BOND ISSUE OR A COST OR OVERRUNS OR.

ALL WE CAN DISCUSS IS WHAT THE TWO ARE THAT'S ON IN THIS POLICY.

MY QUESTION IS A GENERAL QUESTION WITHIN THIS POLICY THEN THAT WE'RE HERE TONIGHT TO DISCUSS.

WE'VE GOT 10% ON CHANGE ORDERS.

IS THERE 10% ON ANYTHING ELSE.

NO. OKAY.

SO IT'S JUST ON THE CHANGE ORDERS.

YES, SIR. OKAY. MR. JOHNSON HAS A COMMENT.

AND THEN I'M GOING TO ASK MR. DODDS TO CLEAN THIS UP AND FIGURE OUT IF WE'RE CHANGING IT AND BRINGING IT BACK FOR SECOND READ WITH THE CHANGE.

SO YOU HAVE TIME TO THINK ABOUT THAT BEFORE YOU HAVE TO ANSWER.

THANK YOU SIR. WITH DUE RESPECT TO WHAT TRUSTEE MILLER JUST SAID, THAT'S NOT HOW I READ THIS.

OKAY. IT SPECIFICALLY STATES MEANS ANY CHANGE TO THE CONTRACT SUM NOT TO EXCEED 10% OF THE TOTAL CONTRACT COST, NOT THE CHANGE ORDER THE ENTIRE.

SO YEAH, WE ARE BACK TO THE 5 MILLION ON THE $50 MILLION ELEMENTARY SCHOOL.

AND I DON'T KNOW IF THAT'S NECESSARILY WHAT WAS INTENDED, BUT THAT IS WHAT IT SAYS.

SO. I MEAN, THAT'S JUST WHAT'S THERE.

SO I THINK IT IS THE 5 MILLION.

AND I DO AGREE, I DON'T UNDERSTAND WHAT THE VALUE OF THE $300,000 AGGREGATE LIMIT WAS IF IT'S A 10% OF THE TOTAL CONTRACT COST. TO ME, THIS DOESN'T MAKE A LOT OF SENSE.

OKAY, SO MR. DODD IS GOING TO STEP FORTH.

AND WE'RE GOING TO CLEAR UP THE LANGUAGE.

BECAUSE WHAT WE WANT TO LEAVE WITH TONIGHT IS A FIRST READ, EITHER A FIRST READ WITH CORRECTIONS OR FIRST READ AS WHAT WE'RE READING. COULD I JUST MAKE BEFORE MR.

[00:55:01]

DODDS? YES. MR. GLICK.

LET'S GO BACK TO THE EXAMPLE I GAVE.

IF THERE'S A CONTRACT FOR A PROJECT OF $20 MILLION AND THE CONSTRUCTION COST IS $15 MILLION, WE'RE TALKING ABOUT CONSTRUCTION COSTS, NOT ALL THE EXTRAS TO GET FROM 15 MILLION TO 20.

THE SUPERINTENDENT HAS THE AUTHORITY UNDER THAT $15 MILLION DOLLAR CONSTRUCTION TO HAVE CHANGE ORDERS CUMULATIVELY UP TO $1.5 MILLION.

DOES THAT MAKE SENSE? THAT'S NOT WHAT IT SAYS.

YEAH. I THINK WHERE WE'RE STUCK IS WHERE THE.

WES TURN ON YOUR MIC SO WE CAN HEAR.

I SAID IT SAYS TOTAL CONTRACT COSTS.

IT'S NOT LIMITED TO CONSTRUCTION COSTS.

WELL OKAY. BUT WHEN WE WRITE A CONTRACT FOR THE CONSTRUCTION COMPANY WHO WE'VE WHO IS GOING TO DO THE JOB, THAT IS NOT THE TOTAL COST. THAT IS THE CONSTRUCTION COST.

AGAIN, THAT'S NOT DELINEATED IN THIS.

WELL, THAT SHOULD BE BUT THAT'S WHAT WE'RE TALKING ABOUT.

NOT THE FULL AMOUNT. THE 15 MILLION AMOUNT OVER YEAH. OKAY. WHAT IN THIS CASE IS THERE A BUDGETED AMOUNT THAT WOULD BE LIKE IN YOUR EXAMPLE INSTEAD OF.

LET ME JUST MAKE THIS UP.

INSTEAD OF WE'VE ALLOCATED $12 MILLION, WE'RE GOING TO LET THE CONTRACT FOR $10 MILLION.

SO THERE'S A CONTINGENCY OF $2 MILLION.

SO WE WOULD LET THE CONTRACT AT $10 MILLION, AND THE 10% RULE WOULD APPLY TO THE $10 MILLION COST OF THE CONTRACT AS EXECUTED WITH THE CONTRACTOR, VERSUS OUR BUDGETING CONTINGENCY OF 12 MILLION FOR THAT PROJECT.

IS THAT WHAT YOU'RE SAYING? NO, BECAUSE NOW YOU'RE BRINGING IN ADDITIONAL CONTINGENCY.

IN WHAT CASE WOULD THE CONTRACT BE FOR A DIFFERENT AMOUNT? WES WAS. OKAY AND MAYBE DIDN'T HAVE THE BENEFIT OF SITTING IN YOUR MEETING, AND I'M SORRY.

BUT I JUST WANT TO MAKE SURE WE'RE CLEAR, BECAUSE I WANT TO WHEN WE GET THROUGH WITH ALL THIS, I WANT TO GET BACK TO MY CONCEPT OF MATERIALITY.

SO ONE MORE TIME, IF YOU DON'T MIND, FOR ME, EXPLAIN WHAT THE INTENTION OF THIS POLICY IS.

THE INTENTION IS BECAUSE RIGHT NOW WHEN YOU TAKE, LET'S SAY, BUYERS AND SELLERS OR BUILDERS AND CONTRACTORS, THE CONTRACTORS ARE IN CONTROL RIGHT NOW.

THEY WILL COME IN AND SAY, IF YOU DON'T MAKE THIS CHANGE NOW, WE'LL FIND ANOTHER JOB BECAUSE WE HAVE ENOUGH JOBS BACKED UP THAT WILL TAKE OUR CREW AND BRING THEM THERE.

THAT WAS EXPLAINED TO US BY ALL OF OUR PEOPLE ON THE BOND IN THIS MEETING.

SO WITH THAT ASPECT, THE IDEA WAS WE HAVE TO MOVE QUICKLY, AND THE WAY TO MOVE QUICKLY IS NOT TO HAVE IT COME BACK TO THE BOARD, WHICH WE'VE DONE IN THE PAST, BUT TO GIVE THE SUPERINTENDENT THE AUTHORITY UNDER THE CONTRACT TO RAISE IT ON A CHANGE ORDER.

OKAY. THE REASON THAT'S GETTING CONFUSING IS AND THIS GOES BACK, UNFORTUNATELY, TO OUR 2014 BOND, WHEN WE ALWAYS HAD TWO DIFFERENT COSTS BEING GIVEN TO US.

WHAT'S THE COST OF THE FULL PROJECT AND WHAT'S THE CONSTRUCTION COST? WE UNDERSTAND THAT BEYOND CONSTRUCTION THERE ARE ALL THE OTHER FURNITURE, ARCHITECTURAL DRAWINGS, THINGS OF THAT NATURE THAT'S EXCLUDED.

SO WHAT WE'RE TALKING ABOUT IS THE CONSTRUCTION COST.

WE HAVE A CONTRACT WITH THE CONSTRUCTION COMPANY.

THAT AMOUNT, AND IT'S 10% OF THAT AMOUNT GIVES THE SUPERINTENDENT THE AUTHORITY CUMULATIVELY.

OKAY. SO I THINK I UNDERSTAND THAT CONCEPTUALLY AND SOMEWHERE IN A REWRITE THAT'S GOING TO BE MORE CLEAR TO THE READER, HOPEFULLY.

BUT LET ME ASK YOU IN THOSE OTHER ITEMS, CONTINGENCY ITEMS, FURNITURE, ETC., IF THEY EXCEED BUDGET, WILL YOU APPLY THE SAME 10% RULE TO THOSE ITEMS AS WELL.

THAT IS NOT COVERED IN THIS? THAT IS NOT. OKAY, THAT WAS NOT DISCUSSED.

THAT'S FINE. I JUST WANT TO MAKE SURE I DON'T MISUNDERSTAND.

YEAH. THANK YOU. SO, AND I'M NOT SURE I HAVE THE MAGIC WORDS TO CLEAR EVERYTHING UP.

OKAY, WELL, LET ME ASK THE QUESTION THIS WAY.

FOR US TO SEE WHERE WE ARE.

IT APPEARS THAT THE EXAMPLE IS NOT APPROPRIATE IN THE LANGUAGE OF THE POLICY THAT'S WRITTEN HERE.

WELL THE EXAMPLE IS NOT IN THE POLICY.

THE EXAMPLE IS NOT IN THE POLICY.

THE EXAMPLE IS OUTLINED IN THE PARAGRAPH SUMMARY IN THAT CHART.

THAT'S NOT PART OF THE POLICY.

OKAY. BUT SEE WHEN WE'RE TALKING ABOUT IT.

YES MA'AM. WE ARE TALKING AS IF IT IS IN THE POLICY.

LET ME FINISH.

PEOPLE AREN'T LOOKING AT THE SUPPLEMENTARY INFORMATION.

SO I THINK WE NEED TO BE REFERRING TO WHEN WE'RE TRYING TO CLEAR UP THE MISUNDERSTANDING IS NOT IN THE ACTUAL POLICY, BUT THIS WAS IN THE POLICY EXPLANATION THAT WAS PROVIDED BY THE BOND CONSULTANT

[01:00:10]

PERSON. YES.

MR. GLICK.

DO YOU? ONE OF THE CLARITIES.

AND, YOU KNOW, I NEED TO GET CLEAR.

SO LET'S LOOK AT THE POLICY IN CV LOCAL.

WHEN WE TALK ABOUT CHANGE ORDERS, IT SAYS A CHANGE ORDER MEANS ANY CHANGE TO THE CONTRACT SUM NOT TO EXCEED 10% OF THE TOTAL CONTRACT COST, CONTRACT TIME OR CONSTRUCTION DOCUMENTS APPLIED TO THE TRUSTEES.

RIGHT. SO I SEE WHERE MR. JOHNSON HAS SOME CONFUSION BECAUSE IT TALKS ABOUT THE CONTRACT, NOT JUST THE CONSTRUCTION COST, BUT WHEN WE GO TO THE BOTTOM ONE WHERE IT SAYS CONSTRUCTION CONTINGENCY FUNDS, IT SAYS WHERE A CONTRACT INCLUDES CONSTRUCTION CONTINGENCY, THE SUPERINTENDENT MAY APPROVE AN EXPENDITURE FROM THE CONTINGENCY FUND, NOT TO EXCEED A GREATER OF AN AMOUNT EXPRESSLY DELEGATED TO THE SUPERINTENDENT UNDERLYING CONTRACT AMOUNT, YOU KNOW WILL GO THROUGH IT.

THE CONTRACT DOES NOT DELEGATE THE SUPERINTENDENT TO APPROVE EXPENDITURES FROM THE CONSTRUCTION CONTINGENCY IN TERMS OF A SPECIFIC DOLLAR AMOUNT, IT'S THE AUTHORITY OF THE INDIVIDUAL CONTINGENCY.

TWICE THEY'RE TALKING ABOUT THE CONSTRUCTION CONTINGENCY EXPLICITLY.

SO IF WE'RE GOING TO BE MORE CLEAR, WHAT WORDS DO WE NEED BECAUSE WE'RE LOOKING AT CONSTRUCTION COSTS.

THAT'S WHERE THE CONTINGENCIES ARE BUILT IN.

THE CONTINGENCIES AREN'T IN THE SOFT PART AT AFTERWARDS.

I DO WANT TO SAY THAT MR. GLICK DID AN EXCELLENT JOB EXPLAINING HOW THEY CALL THEY CALL THEM TRADE PARTNERS NOW.

OKAY, SO IN OLD TERMS, SUBCONTRACTORS, THE TRADE PARTNERS ARE NOW DICTATING EXACTLY WHERE THEY WILL GO WORK.

THEY'RE NOT GOING TO WAIT ON WORK.

THEY'RE GOING TO SAY, WELL, WE NEED TO GET THIS PIER DONE.

PIERING IS GOING TO BE SOMETHING THAT WE DON'T KNOW HOW IT'S GOING TO HIT.

WE CAN BE OFF, ESPECIALLY WITH THE CLOSER YOU ARE TO WATER LIKE ROWLETT IS, THE DEEPER THOSE PIERS HAVE TO GO.

SO THAT THERE COULD BE SOME THAT THEY SAY WE'RE GOING TO DO SOME PIERING.

WE NEED TO KNOW IF THIS IS GOING TO BE APPROVED, THIS IS OUR ESTIMATES.

AND THEN WE WORK ON IT FROM THERE, RATHER THAN BRINGING IT TO THE BOARD OR CALLING EMERGENCY MEETINGS.

ALL OF THAT TIME JUST LAPSE.

AND THE TRADE PARTNERS WANT TO GET PAID.

AND SO THEY'RE GOING TO SAY YOUR DELAYS ARE CAUSING US DELAYS.

AND WE HAVE OTHER WORK THAT WE CAN WORK ON WITHOUT WITH ALL THIS BUREAUCRACY.

SO THAT'S WHERE WE'RE AT.

SO IF WE COULD JUST FACILITATE TO BE A LITTLE CLEARER ON WHAT WE'RE SAYING SO WE COULD, WE COULD REALLY SOLIDIFY THIS BECAUSE WE'RE GOING TO GET INTO CONSTRUCTION THIS SUMMER.

AND THAT'S THE REASON.

SO WE COULD HAVE BOTH FIRST READ AND SECOND READ READY BY THE TIME WE START BREAKING DIRT.

THAT'S THE VISION.

SO I WOULD ASK AGAIN.

LET'S LOOK AT THE TWO PAGES OR THE FOUR PAGES OF POLICY CV LOCAL.

THAT IS WHAT WE NEED TO APPROVE FOR FIRST READING, BECAUSE ALL OF OUR POLICIES REQUIRE TWO READINGS.

SO WE NEED TO MAKE SURE WE UNDERSTAND.

BECAUSE IF WE DELAY THIS TILL NEXT MONTH THEN SHOULD WORK BEGIN HOPEFULLY WE WON'T HAVE ANY CHANGE ORDERS THAT QUICKLY, BUT WE MIGHT.

SO THE INTENT TONIGHT IS TO MAKE SURE THAT THE BOARD APPROVES THE FIRST READING OF CV LOCAL AS PRINTED.

MS. GRIFFIN.

YES. EXPLAIN TO ME APPROVE, BECAUSE THIS IS AN INFORMATION ITEM.

SO IT'S REALLY NOT A TECHNICALLY APPROVAL.

IT'S A FIRST READING.

IT'S A FIRST READING. SO THE POLICY, THE PROCEDURE IS YOU HAVE TO GET PAST THE FIRST READING FOR IT TO COME TO THE SECOND READING.

NO, NO, THAT'S FINE. FOR IT TO BE APPROVED.

OKAY. WELL, I THINK THERE WERE SOME SUGGESTED REVISIONS FOR CLARITY, TO THE POLICY.

WELL, I WAS GOING TO GET TO THAT.

SO SO RIGHT NOW MY QUESTION IS, IS THERE ANY CLARITY ON CV POLICY THAT ANYBODY FEELS NEED TO BE ADDED? NOT THE EXPLANATION PARAGRAPHS.

THE POLICY CV LOCAL.

MR. JOHNSON? YES, MADAM PRESIDENT, I THINK THE TERM NOT TO EXCEED 10% OF THE TOTAL CONTRACT COST SHOULD BE CHANGED TO NOT TO EXCEED 10% OF THE CONTRACTED FOR CONSTRUCTION COSTS.

ALL RIGHT. MR. GLICK, ARE YOU PROCESSING THAT AS CHAIR?

[01:05:01]

YEAH, I THINK THAT'S ACCEPTABLE.

I THINK WE UNDERSTOOD WHEN WE TALKED ABOUT THIS, BUT I THINK THAT WOULD CLARIFY IT.

AND THAT'S ACCEPTABLE CERTAINLY.

OKAY. BECAUSE IF WE'RE GOING TO MAKE SOME CHANGES WE'RE DECLARING FIRST READ WITH THE CHANGES.

AND I THINK WE CAN DO THAT.

YES, MA'AM. WE CAN IF YOU ALL WOULD LIKE TO CONTINUE THIS PROCESS OF MAKING ON SPOT FIRST READ EDITS AND MS. RAY WILL BE THERE MAKING THOSE EDITS FOR YOU TO PROVIDE THE CLARITY.

I HAVE NO PROBLEM WITH US ADVANCING THIS FOR APPROVAL AT THE END OF MAY.

OKAY. AND THAT'S WHY I'M TRYING TO GET CLARITY BECAUSE MR. OUR CHAIR IS SITTING HERE POLICY.

THE ATTORNEY WHO HANDLES ALL OF OUR POLICY IS HERE.

THE DEPARTMENT HEAD WHO'S RESPONSIBLE IS HERE.

SO, MS. RAY, WHAT'S YOUR.

YES. YES, MA'AM. THANK YOU.

JUST SO I'M CLEAR, MR. JOHNSON, HOW YOU WOULD LIKE IT TO READ IN THAT PARAGRAPH.

IN THIS POLICY, A CHANGE ORDER MEANS ANY CHANGE TO THE CONTRACT SUM NOT TO EXCEED 10% OF THE TOTAL CONSTRUCTION COSTS? NO, NOT TO EXCEED 10% OF THE CONTRACTED FOR CONSTRUCTION COSTS.

OKAY. THAT REMOVES THE WORD TOTAL BECAUSE TOTAL IS ENCOMPASSING MORE THAN THE CONSTRUCTION COSTS THEMSELVES.

AND THEN YOU WANT TO TAKE OUT CONTRACT TIME AND CONSTRUCTION DOCUMENTS, YADDA YADDA YADDA.

YOU CAN LEAVE ALL THAT. OKAY.

OKAY, SO FOR CLARITY.

LET'S MR. JOHNSON, WOULD YOU START AT THE BEGINNING OF THAT PARAGRAPH AND READ IT TO ITS COMPLETION WITH THE NEW WORDING? IN THIS POLICY, A CHANGE ORDER MEANS ANY CHANGE TO THE CONTRACT SUM NOT TO EXCEED 10% OF THE CONTRACTED FOR CONSTRUCTION COSTS, CONTRACT TIME OR CONSTRUCTION DOCUMENTS APPROVED BY THE BOARD OF TRUSTEES OR THE SUPERINTENDENT.

MR. GLICK AS CHAIR.

YEAH. THAT'S FINE.

MISS RAY, AS THE KEEPER OF THE POLICIES, DO YOU HAVE THE LANGUAGE? I DO. AND IF NOT, I WILL ALWAYS GO BACK AND WATCH THIS VIDEO AND MAKE SURE I GET IT.

[LAUGHTER] TRUSTEES, ARE WE READY TO MOVE FORWARD WITH THAT CHANGE? IS THAT CLEAR? DOES IT ADD THE CLARITY THAT'S NEEDED? OKAY. VERY GOOD.

SO WE HAVE A CV LOCAL FIRST READ WITH CORRECTIONS.

ALL RIGHT.

THANK YOU SO MUCH.

NOW WE'RE GOING TO MOVE ON TO DISCUSS THE REVISION TO BOARD POLICY DBA LOCAL FOR FIRST READ.

[V.B. Discuss Revisions to Board Policy DBA(LOCAL) First Read]

MISS RAY. YES, MA'AM.

THIS SHOULD BE A LOT SIMPLER.

THIS IS BEING BROUGHT FORWARD BY OUR HUMAN RESOURCES TEAM.

AND THIS IS TO ALLOW ALIGNMENT WITH THE POLICY WITH THE DISTRICT'S INNOVATION PLAN WITH THE CURRENT RECRUITMENT AND SCREENING PROCESSES.

AND YOU SHOULD HAVE IN YOUR FOLDER THAT BOARD OF TRUSTEES FOLDER, THE DELINEATION OF THE CROSS OUT OF THE RED AND THE NEW VERBIAGE IN BLUE.

AND I TOOK A LOOK AT OUR ACTUAL VERBIAGE THAT IS IN OUR DISTRICT INNOVATION PLAN THAT THE BOARD AMENDED APPROVED FOR AMENDMENT IN 2023.

AND IT IS THE SAME VERBIAGE THAT ALLOWS THE DISTRICT TO LOCALLY CERTIFY TEACHERS IN AREAS OF HIGH DEMAND TO BETTER MEET THE EDUCATIONAL NEEDS OF OUR STUDENTS.

TEACHERS WITH INDUSTRY CERTIFICATIONS AND QUALIFIED EXPERIENCE SHOULD BE, COULD BE ELIGIBLE TO TEACH A COURSE THROUGH A LOCAL TEACHING CERTIFICATION.

AND THEN, IN ADDITION, THE SUPERINTENDENT HAS THE AUTHORITY TO PERMIT A CERTIFIED TEACHER TO TEACH OUTSIDE HIS OR HER CERTIFIED FIELDS, WHICH THE BOARD HAD ALREADY PREVIOUSLY APPROVED IN DK LOCAL.

TRUSTEES SAME POLICY THAT CAME TO US IN BOARD BOOK.

DO WE HAVE ANY QUESTIONS ON DIA LOCAL.

DBA. SORRY.

I'M SORRY. DBA YES.

OKAY, LET ME RESTATE THAT.

DO WE HAVE ANY REVISIONS TO BOARD POLICY DBA LOCAL FOR FIRST READ? OKAY. THANK YOU.

NOW FOR C.

[V.C. Discuss Revisions to Board Policy DIA(LOCAL) First Read]

[01:10:02]

WE WANT TO DISCUSS THE REVISION TO BOARD POLICY DIA LOCAL, MISS RAY.

YES, MA'AM. EXCUSE ME.

THANK YOU, PRESIDENT GRIFFIN, TRUSTEES.

BEFORE YOU IS FIRST READ FOR DIA LOCAL, ALSO BROUGHT BY OUR HUMAN RESOURCES TEAM WHICH THEY DESIRE TO ALIGN THIS POLICY WITH THE CURRENT RECRUITMENT AND SCREENING PROCESSES AND UPDATE PAY GRADES REFERENCED IN THE POLICY TO REFLECT THE CURRENT PAY GRADES THAT ARE OUTLINED IN THE SALARY SCHEDULE.

AND THOSE CHANGES BEGIN ON PAGE TWO OF TEN OF THE POLICY.

I WAS INFORMED BY OUR HUMAN RESOURCES TEAM IF YOU LOOK ON ROMAN NUMERAL, I MEAN NUMBER SEVEN AND NUMBER NINE, THEY DON'T ADVERTISE IN NEWSPAPERS ANYMORE. THEY ACTUALLY PLACE VACANCIES IN JOB PLACEMENTS AND SOCIAL MEDIA SITES AND THE DISTRICT WEBSITE.

SO THAT CHANGE REFLECTS THAT.

AND THEY DEVELOP RECRUITMENT MATERIALS.

THEY DON'T ALWAYS USE PRINT BROCHURES ANYMORE.

AND IF YOU LOOK ON PAGE THREE OF TEN THOSE WERE SOME OUTDATED PAY GRADES THAT ARE NO LONGER UTILIZED.

AND THE NEW PAY GRADES ARE REFLECTED IN BLUE PAY GRADES 106 THROUGH 115, 205 THROUGH 211.

AND THEN ON PAGE FOUR OF TEN, IT ALSO REFLECTS THOSE SAME PAY GRADES IN AND NUMBER TWO AND NUMBER FIVE.

AND THOSE ARE THE ONLY CHANGES.

SO, TRUSTEES BOARD POLICY DIA.

ANY QUESTIONS? GOOD. SO THAT WILL CONSTITUTE FIRST READING.

THANK YOU, MISS RAY.

THANK YOU TRUSTEES.

ALL RIGHT. WE'RE GOING TO MOVE TO OUR TRUSTEES REPORT.

[V.D. Trustees' Report]

IT IS 6:12 AT THIS TIME.

AND WE'RE GOING TO BEGIN TO MY RIGHT WITH MR. GLICK, AND WE'LL JUST COME ON DOWN.

THANK YOU, MADAM PRESIDENT.

I HAVE A LOT. I'LL TRY TO GO THROUGH IT REALLY QUICKLY.

GIVE ME FIVE MINUTES.

OKAY. I DON'T REMEMBER THAT, BUT I'LL TRY.

OKAY, SO I DID ATTEND TWO PLAYOFF SOCCER GAMES.

ONE FOR THE ROWLETT BOYS AND THE OTHER FOR THE SACHSE GIRLS.

UNFORTUNATELY, BOTH TEAMS LOST BY THE IDENTICAL SCORE OF 2 TO 1.

BUT OUR SOCCER PROGRAMS, AS WE REMEMBER FROM LAST YEAR, ARE REALLY THRIVING.

I DID ATTEND TWO DIFFERENT ART SHOWS.

ONE WAS ELEMENTARY ART.

AND AS SOME TRUSTEES WILL REMEMBER, WAY BACK IN 2015, DECISION WAS MADE TO ADD ELEMENTARY ART TO OUR ELEMENTARY SCHOOLS.

BEFORE IT WAS JUST ELEMENTARY, ART WAS JUST AT THE ACADEMIES.

THE BIG THING THEN WAS OBVIOUSLY ADDING SINKS, BUT IF YOU WENT TO THE ELEMENTARY ART SHOW, YOU WOULD HAVE BEEN VERY, VERY IMPRESSED WITH THE INCREDIBLE WORK BEING DONE BY OUR ART TEACHERS AT THAT LEVEL.

ALSO, AGAIN, I WENT TO THE MIDDLE SCHOOL AND HIGH SCHOOL ART SHOW.

DOCTOR CROMER, I INDICATED TO HER MANY, MANY YEARS AGO, TRUSTEES WERE ALLOWED TO GO AND ACTUALLY DO AWARDS FOR THE DIFFERENT DISCIPLINES. AND SHE SAID, WE CAN DO THAT AGAIN.

SHE WANTED TO DO IT THIS YEAR.

SHE WAS GOING TO CALL IT GLICKS PICKS.

I SAID, WELL, LET'S DO IT NEXT YEAR AND HAVE ALL TRUSTEES.

AND SO HOPEFULLY NEXT YEAR ALL TRUSTEES WILL BE ABLE TO DO AWARDS FOR THE HIGH SCHOOL AND MIDDLE SCHOOL ART PROGRAM.

WE ALL DID THE FIRST PITCH.

I'LL LET OTHERS TALK ABOUT THAT, AT BOTH NAAMAN AND SACHSE THAT WAS INCREDIBLE.

JUST SEEING THE NEW STADIUMS WAS AMAZING.

I HAD TWO MEETINGS WITH THE ROWLETT CHAMBER FOUNDATION, WHERE I'M A VOTING MEMBER, AS WE PREPARE FOR OUR SUBMISSION TO THIS BOARD IN THE NEXT MONTH.

YOU KNOW, ABOUT THE POLICY REVIEW COMMITTEE? HERFURTH WAS ONE OF THE ONLY TEN PTAS IN THE COUNTRY TO BE ASKED TO HOLD A NATIONAL FIRE SAFETY PROGRAM SPONSORED BY KIDDE.

WE GAVE OUT OH, I THINK 1000 SMOKE ALARMS. PLEASE, IF YOU'RE WATCHING THIS BROADCAST, DON'T ASSUME YOUR SMOKE ALARMS ARE EFFECTIVE AND WORKING.

HAVE THEM CHECKED OUT.

IF THERE ARE BATTERIES MAKE SURE THE BATTERIES HAVE CHANGED.

IF THEY'RE WIRED, MAKE SURE THAT THEY'RE LESS THAN TEN YEARS OLD BECAUSE THEY DO GO BAD AFTER ABOUT TEN YEARS.

SO PLEASE, THAT WAS THE WHOLE THING.

ROWLETT FIRE WAS THERE, AND ROCKWALL FIRE WAS THERE.

I WAS INVITED TO THE PLANETARIUM THE DAY BEFORE THE ECLIPSE BY DOCTOR RUIZ.

WE HAD A SPECIALIST, NASA ASTROPHYSICIST, DOCTOR ANJALI TRIPATHI, WHO TALKED ABOUT EXOPLANETS.

[01:15:08]

WE KNOW WE HAVE EIGHT PLANETS.

WE USED TO THINK IT WAS NINE.

WE HAVE EIGHT. SHE IS STUDYING AND HAS ALREADY COME UP WITH 5600 PLANETS IN OTHER SOLAR SYSTEMS. IT WAS AN INCREDIBLE PRESENTATION, AND SHE MADE, I THINK, FOUR PRESENTATIONS THAT DAY AT THE PLANETARIUM.

I BELIEVE MISS STANLEY AND I WERE THE PARTICIPANTS AT THE GILBREATH-REED PROFESSIONAL I'M NOT SURE WHAT TO CALL IT, BUT THE BUSINESS TEACHERS HAD THE STUDENTS COME FOR PROFESSIONAL RESUMES AND PRESENTATIONS AND WE WERE ABLE TO ASK 15 ABOUT 15 MINUTES WORTH OF QUESTIONS.

IT'S ONE OF THE THINGS I'VE LOOKED FORWARD TO EVERY YEAR.

I THINK THIS IS THE THIRD OR FOURTH YEAR I'VE DONE IT.

THE KIDS ARE VERY WELL PREPARED.

THEY COME WITH THEIR RESUMES.

ONE YOUNG MAN ALREADY, I BELIEVE, WILL HAVE THE MOST SUCCESSFUL PLUMBING BUSINESS IN THE WORLD.

[LAUGHTER] ANOTHER YOUNG LADY WHO MOVED HERE FROM JAPAN IS MOVING BACK TO JAPAN TO ATTEND COLLEGE.

SHE IS READY, FLUENT IN ENGLISH, JAPANESE AND SPANISH.

LOOK OUT FOR HER.

ANOTHER YOUNG LADY IS PREPARING TO GO TO COLLEGE, MAJOR IN POLITICAL SCIENCE, AND HOPES TO BE A LAWYER.

WE SPENT A LOT OF TIME TALKING ABOUT THAT, SO IT WAS A LOT OF FUN.

I DID ATTEND THE ROWLETT BOARDS AND COMMISSION BANQUET.

I'M A MEMBER OF TWO DIFFERENT BOARDS IN THE CITY OF ROWLETT AND THIS PAST FRIDAY THE TEAM OF MR. MILLER, MR. SELDERS, MR. BEACH AND MYSELF PARTICIPATED IN THE GARLAND EDUCATION FOUNDATION GOLF TOURNAMENT.

IT WAS THE MOST ATTENDED TOURNAMENT IN THE HISTORY.

I DON'T KNOW THE SUM THAT OF MONEY THAT WAS RAISED, BUT I THINK IT WAS EXTRAORDINARY FROM WHAT I'VE HEARD.

OUR TEAM TOOK FIRST PLACE.

[APPLAUSE] YEAH, WE ALL GOT THIS WONDERFUL TROPHY.

NOW THE PRESSURE.

THE LAST TIME WE WON FIRST PLACE, MR. MILLER REFERRED TO ME ON OCCASION AS LAWRENCE.

THIS TIME IT WAS NOT JUST MR. MILLER, BUT MR. SELDERS REFERRING TO ME AS LAWRENCE, MR. BEACH DID NOT.

SO I HAD A LOT OF PRESSURE, BUT AGAIN, FIRST PLACE.

[LAUGHTER] AND FINALLY I WAS GIVEN A GREAT HONOR.

I WAS ASKED TO WRITE AN ARTICLE IN A NATIONAL A WORLD MAGAZINE ABOUT PHOTOGRAPHY.

SPECIFIC BIRD PHOTOGRAPHY REFERRED TO ME AS AN ESTEEMED PHOTOGRAPHER.

I'M NOT SURE IF THAT'S NECESSARILY TRUE, BUT THAT ARTICLE DID GO AROUND THE WORLD.

I'VE GOTTEN COMMENTS FROM FAMOUS PHOTOGRAPHERS, VERY FAMOUS PHOTOGRAPHERS ALL AROUND THE WORLD.

THIS IS ONE OF THE PICTURES THAT EVERYBODY'S COMMENTED ON.

THERE ARE THREE VERY FAMOUS EAGLES.

SORRY BALD EAGLES, YOU'RE NOT ONE OF THEM.

THIS IS KNOWN AS THE STELLER'S SEA EAGLE.

MOST PEOPLE CONSIDER IT THE LARGEST EAGLE IN THE WORLD.

AND OF THE 10,000 BIRDS IN THE WORLD, PROBABLY IN THE TOP TEN OF EVERYBODY'S CHOICE TO WANT TO SEE THIS BIRD.

THE STORY BEHIND THIS IS WE LEFT HOKKAIDO, WHICH IS THE NORTHERNMOST ISLAND IN JAPAN, HEADED EAST.

AFTER ABOUT THREE HOURS, I LOOKED THROUGH MY BINOCULARS AND SAW A LAND MASS.

I WENT TO THE CAPTAIN OF THE SHIP AND SAID, IS THAT THE KURIL ISLANDS? HE REPEATED, YES, I SAID, ARE WE IN RUSSIAN WATERS? HE SAID, YES.

I SAID, ARE WE ILLEGALLY IN RUSSIAN WATERS? HE SAID YES.

SO THIS PICTURE OF THE STELLER SEA EAGLE ON PACK ICE WAS TAKEN ILLEGALLY IN RUSSIAN WATERS.

AND PEOPLE HAVE LOVED IT AROUND THE WORLD.

AND ONE MORE PHOTO.

THIS IS KNOWN AS THE CROWNED PIGEON, SPECIFICALLY THE SCLATER'S CROWNED PIGEON.

THIS IS IN PAPUA NEW GUINEA, IN ONE OF THE MOST INHOSPITABLE AREAS I'VE EVER BEEN IN MY LIFE.

THIS IS A TOP TEN BIRD IN THE WORLD.

EVERYBODY'S LIST CRITICALLY ENDANGERED.

AND IT WAS ONE OF THE GREAT THRILLS OF MY BIRDING CAREER TO SEE THE SCLATER'S CROWNED PIGEON.

THANK YOU, MISS GRIFFIN. THANK YOU, MR. GLICK. MR. JOHNSON. I HATE TO DISAPPOINT YOU, BUT I DIDN'T GO TO RUSSIA, THE KURILE ISLANDS DIDN'T SEE BIRDS ON PACK ICE. I WENT TO NAAMAN FOREST HIGH SCHOOL AND THREW OUT THE FIRST PITCH AT THE NEW STADIUM.

[LAUGHTER] IT WAS A VERY IMPORTANT MOMENT FOR THAT TO OCCUR, THOUGH.

IT WASN'T JUST A FUN EVENT WHERE THE TRUSTEES GOT TO GO THROW OUT THE FIRST PITCH.

IT WAS THE FIRST COMPLETED BOND PROJECT FROM THE 2023 BOND, AND IT HAPPENED LESS THAN ONE ACADEMIC YEAR AFTER WE PASSED THE 2023 BOND.

[01:20:01]

AND THAT'S A PRETTY IMPRESSIVE ACCOMPLISHMENT.

IT'S VERY RARE YOU GET BOND PROJECTS THAT ARE DONE THE YEAR THAT THE BOND BASICALLY PASSED.

SO MY HATS ARE OFF TO ALL OF THE PEOPLE ON THE TEAM THAT HELPED MAKE THAT HAPPEN ESPECIALLY JAVIER AND HIS TEAM, BECAUSE THEY REALLY PUSHED THAT THING THROUGH.

AND I JUST WANT TO GIVE A HATS OFF TO THEM ON THAT.

ALSO WENT TO SACHSE AND WE THREW OUT THE FIRST PITCH AGAIN ON THEIR NEW FIELD.

AND LET'S NOT FORGET ABOUT ROWLETT, BECAUSE ROWLETT ALSO GOT A BEAUTIFUL NEW STADIUM OUT OF THIS BOND PROJECT AS WELL.

AND IT'S OPEN AND THEY'VE GOT THEY'VE BEEN PLAYING ON THAT NOW FOR A COUPLE OF WEEKS AS WELL.

IT WAS MY HONOR TO PARTICIPATE ALONG MR. SELDERS AND THE GAFHA CANDIDATE FORUM.

BOTH MR. SELDERS AND I HAVE NO OPPONENT IN THE MAY ELECTION.

BUT THAT BEING SAID, GAFHA WAS GRACIOUS ENOUGH TO ASK US TO PARTICIPATE IN THAT CANDIDATE FORUM, AND WE GOT TO ANSWER NUMEROUS QUESTIONS FROM A VERY WELL ATTENDED FORUM.

I FELT AND I'LL LET HIM ELABORATE ON HIS THOUGHTS ON IT, BUT I THOUGHT IT WAS VERY ENGAGED AS FAR AS SOME OF THE QUESTIONS WENT.

A LOT OF THEM WERE ABOUT SCHOOL FINANCE AND FUNDING, AND WE RESPONDED AS BEST WE COULD.

WITH RESPECT TO THAT, CONSIDERING THE RATHER SUSPECT STATE OF BOTH OF THOSE ISSUES WE HAVE RIGHT NOW COMING OUT OF AUSTIN ON SATURDAY, IT WAS MY PLEASURE TO ATTEND THE GISD ALL STAR BAND AUDITIONS.

YOU MIGHT ASK WHAT THE GISD ALL STAR BAND IS, AND THERE IS AN ALL STAR BAND FOR THE SIXTH GRADE, AND IT IS A TON OF FUN TO GO SEE THOSE GUYS, BECAUSE YOU GO TO THESE BAND COMPETITIONS AND THEY'RE ALL, LIKE, SUPER INTENSE BECAUSE THEY'RE TRYING TO JUST EDGE OUT THE OTHER ONE WITH EXCELLENCE AND STUFF.

AND THEN YOU GO TO SEE THE SIXTH GRADE ALL STAR BAND IT'S A LITTLE DIFFERENT.

RIGHT THEY'RE STILL JUST THEY'RE STILL ASKING, SO HOW DO I PLAY THIS NOTE AND STUFF? [LAUGHTER] BUT IT'S A LOT OF FUN.

I MEAN, THE KIDS WERE REALLY, REALLY GOOD CONSIDERING THEIR AGE.

I MEAN, THEY STILL HAVEN'T FINISHED ONE YEAR OF BEING IN BAND, AND SOME OF THESE KIDS WERE REALLY KNOCKING IT OUT OF THE PARK.

SO I WAS REALLY, REALLY IMPRESSED WITH THAT AND A LOT OF FUN.

THANK YOU FOR BUSSEY MIDDLE SCHOOL FOR HOSTING THAT.

IT WAS A MONSOON THAT MORNING.

SO EVERY SINGLE PERSON THEY I CAN ASSURE YOU THE AIR CONDITIONER AT BUSSEY MIDDLE SCHOOL WORKS FINE [LAUGHTER] BECAUSE WE WERE ALL FREEZING INSIDE THERE BECAUSE WE WERE SOAKED TO THE BONE. THANK YOU VERY MUCH, MADAM PRESIDENT.

THANK YOU, MR. JOHNSON. MR. BEACH.

YES, I WAS GOING TO TAKE PICTURES OF THE HUMMINGBIRDS IN MY BACKYARD, BUT THEY WERE TOO FAST.

SO SORRY, MR. GLICK, I'LL HAVE TO INVITE YOU OVER.

[LAUGHTER] ANYWAY, I DID ATTEND THE NAAMAN AND ALSO SACHSE FIRST PITCH.

ALSO WENT TO THE FFA SHOW FOR A COUPLE OF NIGHTS, AND IT WAS A TREMENDOUS OUTING AND A GREAT SHOWING FOR ALL THE STUDENTS OUT AT THE AG FACILITY AND PUT ON VERY, VERY WELL, NOT ONLY BY THE AG COMMITTEE, BUT MR. BRUMAN WAS THERE JUST ABOUT EVERY NIGHT.

IT WAS A GREAT VENUE FOR THE KIDS.

GREAT SHOW, THE JUDGES VERY COMPLIMENTARY OF WHAT THEY CAME IN FROM OUT OF THE REGION, OF WHAT WE PUT ON FOR A REGIONAL, JUST OUR OWN SHOW JUST BLEW ME AWAY.

THEY WERE JUST SO COMPLIMENTARY THAT THEY DON'T HAVE IT THAT GOOD WHERE THEY GO OTHER PLACES.

SO MY HAT'S OFF TO THE AG TEACHERS AND WHAT THEY PUT ON AND ALL THE STUDENTS AND THE VOLUNTEERS THAT WERE THERE AT THOSE PARTICULAR SHOWS.

I ALSO ATTENDED THE ART, THE ELEMENTARY ART SHOW.

I'M BLOWN AWAY BY WHAT THOSE LITTLE KIDDOS COULD DO.

I WAS AMAZED I WANT TO THANK EVERYONE ON MONDAY, APRIL THE 8TH ON THE ECLIPSE AND WHAT EVERYBODY DID, TEACHERS AND STUDENTS.

I WENT TO ONE OF THE CAMPUSES AND HAD THE GLASSES ON MYSELF AND STANDING OUT FRONT WITH A BUNCH OF STUDENTS AND TEACHERS AND THEN I COULD ALL OF A SUDDEN I HEAR ALL THESE SCREAMS AND EVERYTHING. AND IT WAS THE PRE-K BEHIND MEMORIAL PATHWAY THAT WAS JUST HAVING A FIT.

WELL, THAT HOW EXCITED THEY WERE.

SO EVERYBODY, WHAT AN EDUCATIONAL EXPERIENCE THE KIDS GOT TO EXPERIENCE.

AND JUST THANK YOU THAT TEACHERS FOR MAKING IT AN EDUCATIONAL DAY FOR THOSE STUDENTS, FOR SOMETHING THAT THEY'LL PROBABLY NEVER SEE AGAIN IN THEIR LIFETIME.

SO IT WAS A WONDERFUL, WONDERFUL DAY.

DIDN'T THINK WE WERE GOING TO GET IT FOR A MINUTE THERE BECAUSE THE CLOUDS.

BUT WHEN IT POPPED OPEN, IT WAS IT WAS FABULOUS.

I THINK EVERYBODY IS STILL IN AWE ABOUT THAT PARTICULAR DAY.

I ALSO WENT TO WILLIAMS STADIUM THIS LAST SATURDAY FOR THE EXPLORER, FOR THE PRE-K ENROLLMENT.

AND BOY, WHAT A GREAT I WANT TO COMPLIMENT ALL OF OUR ELEMENTARY SCHOOLS AND THE SETUP THAT THEY HAD FOR EACH CAMPUS, I MEAN, PEOPLE WERE FLOCKING IN THERE LIKE CRAZY, AND THEY WERE BEING GREETED BY TEACHERS AND ASSISTANT PRINCIPALS AND STAFF AND EVERYTHING ELSE.

I MEAN, IT WAS JUST A WARM WELCOMING.

THERE WAS FOOD TRUCKS THERE.

WHAT A GLORIOUS DAY. AND I DON'T KNOW HOW MANY WE SIGNED UP, BUT BOY, I TELL YOU WHAT, IT WAS A NICE DAY AT WILLIAMS STADIUM FOR THE PRE-K SIGN UP.

I ALSO WENT TO THE NAACP ATHLETIC SIGNING LAST WEEK, AND IT WAS UNBELIEVABLE THE AMOUNT OF ATHLETES THAT WE HAVE IN THE COLLEGES THAT ARE GOING TO BE ATTENDING.

AND I'M VERY APPRECIATIVE THAT FOR THAT INVITATION, ALONG WITH MISS GRIFFIN AND DOCTOR LOPEZ AND MR.

[01:25:01]

DODDS, WE WERE THERE.

AND IT WAS REALLY A GREAT EVENING FOR THE NAACP ATHLETES, WHICH WILL BE BACK TOMORROW AT THE TRIPLE C.

SO WE'RE LOOKING FORWARD TO THAT.

AND THEN I'D ALSO LIKE TO CONGRATULATE THE COUNCIL OF PTA AND THE REASON I WANT TO CONGRATULATE THEM, I WENT TO THE MEETING AND I WAS KIND OF CURIOUS WHEN A TRUSTED WORLD GOT UP THERE BECAUSE I DIDN'T KNOW THAT MUCH ABOUT THEM.

BUT I'LL TELL YOU WHAT THEY DID TO ME.

THEY MADE ME GO HOME, AND I GOT TWO BIG OLD BLACK TRASH BAGS, AND I JUST FILLED THEM FULL OF CLOTHES THAT I NEEDED TO GET RID OF.

AND I DID THE SPRING CLEANING.

SO I INVITE EACH OF YOU TO.

IF YOU NEED TO DO A SPRING CLEANING, GET TAKE, GO TO YOUR CLOSET AND GET IT DONE.

THEY CAN USE ANYTHING AND EVERYTHING.

AND WHAT A GREAT PARTNERSHIP THE GISD HAS WITH THAT PARTICULAR GROUP THROUGH THE PTA.

AND SO MAKE SURE THAT YOU DO THAT.

AND THEN LAST BUT NOT LEAST, ON A SOMBER NOTE I JUST WANT TO SAY TO MATT AND MELISSA HILL ABOUT LITTLE ARCHER ON THE CELEBRATION THAT THEY DID FOR HIM AND HOW THOSE PARENTS GOT UP THERE AND DID WHAT THEY DID FOR THAT YOUNG MAN.

AND WE KNOW THAT HE'S IN A BETTER PLACE.

AND JUST THANK YOU FOR ARCHER'S LIFE.

THANK YOU. THANK YOU, MR. BEACH. MR. SELDERS.

THANK YOU, MS. GRIFFIN.

LIKE MR. JOHNSON SAID, HAD AN OPPORTUNITY TO GO TO THE GAHFA FORUM TO SPEAK WITH COMMUNITY MEMBERS AND ANSWER QUESTIONS.

I ALSO ATTENDED THE NAACP CANDIDATES FORUM AS WELL.

AND LIKE YOU MENTIONED, WE DON'T HAVE OPPONENTS THIS ELECTION CYCLE, BUT I THINK IT'S REALLY IMPORTANT FOR US TO HAVE OPPORTUNITIES TO SPEAK TO PEOPLE IN THE COMMUNITY AND TO HEAR FROM THEM, ANSWER QUESTIONS AS BEST WE CAN, AND THEN JUST HAVE CONVERSATIONS.

THERE'S A LOT OF WISDOM THERE IN THE COMMUNITY, AND IT'S ALWAYS GOOD FOR US TO HEAR FROM THEM AND ALSO INTERACT AND ENGAGE.

I DIDN'T GO TO THE TWO SOCCER GAMES THAT MR. GLICK WENT TO. I ACTUALLY WENT TO A SOCCER PLAYOFF GAME FROM GARLAND HIGH SCHOOL PLAYING DUNCANVILLE.

THEY LOST THAT MATCH 0 TO 1.

BUT ONE OF THE THINGS THAT IT HIGHLIGHTED FOR ME WAS THAT WE HAVE GREAT TALENT WITHIN OUR DISTRICT.

WE HAVE SEVEN HIGH SCHOOLS, AND TO HAVE THREE OF THEM ACTUALLY MAKE A PLAYOFF, YOU KNOW, THAT WAS THAT WAS PRETTY REMARKABLE.

THE FIRST PITCH WAS COOL.

AS A FORMER BASEBALL PLAYER AND SEEING, I NEVER GOT A CHANCE TO PLAY ON TURF BASEBALL FIELDS, SO THAT WAS PRETTY SPECIAL TO SEE THE EXCITEMENT FROM THE PLAYERS AND THE COACHES, THE PARENTS, EVERYBODY IN THE COMMUNITY, THEIR SUPPORT ON THAT OCCASION.

SO IT WAS A GREAT, GREAT DAY.

I ALSO HAD A CHANCE TO ATTEND THE NATIONAL SCHOOL BOARD ASSOCIATION NATIONAL CONFERENCE.

AND ONE OF THE THINGS THAT WAS REALLY THE HIGHLIGHT FOR ME THERE WAS I HAD AN OPPORTUNITY TO SEE EAGLE THEATER COMPANY AT ROWLETT HIGH SCHOOL PERFORM SIX THE TEEN EDITION THE MUSICAL.

AND THEY WERE THE FIRST HIGH SCHOOL IN TEXAS TO PERFORM THE TEEN VERSION OF THIS MUSICAL.

AND THEY DID A PHENOMENAL JOB.

THERE WERE THOUSANDS OF ATTENDEES THERE.

WE GOT A CHANCE TO TAKE PICTURES WITH RUBY BRIDGES.

AND ONE OF THE BOARD OF DIRECTORS FROM THE NATIONAL SCHOOL BOARD ASSOCIATION CAME UP TO THE GROUP AFTERWARDS AND TOLD THEM THAT THEY BROKE THE MOLD FOR STUDENT PERFORMANCES AT THAT NATIONAL CONFERENCE, WHICH WAS HUGE.

THEY HAD NEVER SEEN A PERFORMANCE THAT ELECTRIC.

THE CAST MEMBERS, THEY DID AN OUTSTANDING JOB SUPER PROUD OF THAT.

IT WAS SO FUNNY BECAUSE AFTER THAT I WOULD ATTEND DIFFERENT SESSIONS AND I WOULD INTRODUCE OR MEET OTHER TRUSTEES FROM DIFFERENT PLACES, AND THEY WOULD TELL ME WHERE THEY WERE FROM. AND THEN I WOULD SAY I WAS FROM GARLAND ISD, AND THEY WOULD KIND OF GIVE ME A FUNNY LOOK.

I SAID, YOU KNOW, THAT GROUP THAT PERFORMED EARLIER, THEY WERE LIKE, OH, YEAH, YOU KNOW, THEY WERE GOING ON AND ON AND ON ABOUT HOW WELL AND HOW MUCH THEY ENJOYED THEIR PERFORMANCE. I ALSO ATTENDED THE NORTH TEXAS AREA ASSOCIATION OF SCHOOL BOARDS MEETING OUR FOURTH MEETING APRIL MEETING WE HAD REPRESENTATIVES FROM SBOE, THE STATE BOARD OF EDUCATION THERE TO JUST SHARE SOME OF WHAT THEY HAVE BEEN UP TO SOME OF THE CONVERSATIONS THAT THEY'VE BEEN HAVING AND THEY BROUGHT UP, IN PARTICULAR THE ELEVATED SB 900 AND I'M SORRY, HB 900 AND HB 1605.

AND THEY KIND OF WENT INTO A LITTLE BIT MORE DETAILS ABOUT WHAT THOSE BILLS HAVE THE POTENTIAL TO DO.

WE HAVE THE REPRESENTATIVES, PAT HARDY FROM DISTRICT 11 AND PAM LITTLE DISTRICT 12.

AND THEN I ALSO ATTENDED THE GAABSE ANNUAL SCHOLARSHIP GALA.

IT WAS AN AWESOME EVENT THAT WAS HELD AT THE CCC.

AND JUST HUGE SHOUT OUT TO GAABSE AND THE ORGANIZERS OF THAT GALA.

EBONY FORTE, I THINK SHE WAS THE LEAD, BUT SHE HAD A HOST OF PEOPLE HELPING HER TO PUT ON A PHENOMENAL EVENT.

THERE WERE A LOT OF AWARDS GIVEN A LOT OF RECOGNITION THERE, AND JUST HUGE CONGRATULATIONS TO THAT ORGANIZATION AND ALL OF THE PEOPLE THAT WERE HONORED THAT EVENING. THANK YOU. THANK YOU, MR. SELDERS. MISS STANLEY.

[01:30:03]

THANK YOU. I'M JUST GOING TO HIT A FEW OF THE ITEMS SINCE WE'VE ALREADY TALKED ABOUT MANY OF THEM.

SO I DID GET TO DO MOCK INTERVIEWS, WHICH IS KIND OF THE HIGHLIGHT OF THE THINGS I LIKE TO DO.

I'VE BEEN DOING MOCK INTERVIEWS FOR KIDS SINCE MY SON WAS IN SCHOOL.

AND I JUST THIS YEAR, I WAS TALKING TO ONE OF THE INSTRUCTORS AND THERE WAS A HUGE DIFFERENCE THIS YEAR OF OUR KIDS THEN THEY HAD BEEN IN THE PRIOR YEARS, AND YOU CAN TELL THAT THEY'RE REALLY BEGINNING TO SOCIALIZE A LITTLE BIT MORE.

PRIOR TO THIS YEAR, THEY WERE SO HESITANT.

AND THEY JUST IT WAS HARD TO GET THEM TO ENGAGE, TO BE QUITE HONEST.

BUT THIS YEAR THEY WERE SO ENGAGING AND THEY HAD DONE SO MUCH.

AND THEY'RE GOING PLACES AND I LOVE WHEN THEY WANT TO ASK YOU QUESTIONS TOO, BECAUSE THEY HONESTLY WANT TO KNOW ABOUT DIFFERENT PATHS AND DIFFERENT AVENUES.

AND SO THAT WAS REALLY GREAT.

I ENJOYED THAT.

AND THEN I GOT THE PLEASURE OF PARTICIPATING OR WATCHING, NOT PARTICIPATING BECAUSE YOU DON'T WANT ME SINGING, BUT THE GARLAND CHILDREN'S CHORUS 50TH ANNIVERSARY PROGRAM WAS LAST WEEK, I THINK IT WAS.

I'M NOT REALLY SURE, BUT TO WATCH THOSE FOURTH AND FIFTH GRADERS.

SO I TEND TO WATCH THEIR FEET AND THEIR HANDS.

I KNOW THAT PROBABLY SOUNDS KIND OF ODD, BUT YOU CAN REALLY TELL THE ONES THAT ARE REALLY GIVING IT THEIR ALL WHEN YOU START LOOKING AT THEIR BODY LANGUAGE AND THEIR VOICES AS WELL. SO THAT WAS TRULY FUN.

AND THEN THE PRE-K EXPLORE EXPO, I THAT'S JUST A HIGHLIGHT.

I JUST LOVE THE LITTLE KIDS.

THEY WERE DRESSED UP, THEY WERE TURNED OUT AND THEY ARE READY TO GO TO SCHOOL.

AND THAT WAS PRETTY COOL.

AND THEN OF COURSE, THE THROWING OUT THE PITCH WAS VERY NOSTALGIC FOR ME.

AND THEN I GOT TO WATCH THE CERTIFY AND PREPARE EDUCATORS KICKOFF CAPE, WHICH IS SOMETHING THAT OUR DISTRICT IS DOING TO HELP BRING UP OUR PARAPROFESSIONALS.

I THINK IT IS THAT THEY'RE GOING TO BE ABLE TO BECOME TEACHERS THROUGH THIS PROGRAM AT NO COST TO THEM.

AND SO THAT WAS JUST IT'S SO FUN TO WATCH THESE PEOPLE THAT ARE, THAT ARE REALLY STEPPING OUTSIDE THEIR COMFORT ZONE, AND THEIR FAMILIES ARE SO INCREDIBLY PROUD OF THEM AND SO SUPPORTIVE.

AND THEY COULDN'T DO IT WITHOUT THEIR FAMILIES.

AND IT'S JUST NICE TO SEE HIM BRING THE FLOWERS AND JUST THEY SHOWED UP.

SOME OF THEM COME RUNNING IN AT THE LAST MINUTE, BUT THEY WERE THERE.

AND THEN I DID ACTUALLY, SATURDAY HAD OUR FIRST LEGISLATIVE ADVOCACY COUNCIL MEETING WITH TASB.

THERE WAS OVER 100 OF US THAT SHOWED UP IN AUSTIN ON SATURDAY.

IT WAS QUITE AN EXPERIENCE.

AMAZING PASSION.

LOTS OF THINGS WE TALKED ABOUT, AND I'M LOOKING FORWARD TO SHARING IT WITH THE BOARD AS I GET SOME MORE INFORMATION.

AND WE'LL GO FROM THERE.

AND THEN I ALSO GOT TO TAKE THE COUNCIL OF PTA TO TRUSTED WORLD TO DO A TOUR.

BECAUSE THIS IS JUST ONE OF MY PASSIONS, THIS TRUSTED WORLD, IS A GAME CHANGER, IN MY HUMBLE OPINION, FOR OUR FAMILIES.

FOR THE WRAPAROUND SERVICES, IT'S NOT IT'S GOING TO BE LIFE CHANGING FOR ANY OF OUR FAMILIES THAT TAKE ADVANTAGE OF IT. AND, I LOVE TO TALK TO STAFF AND HOW THEY ARE FINDING THIS TO BE AMAZING.

AND I AM SO THRILLED ALL THE WORK HAS PAID OFF.

AND I JUST WANT TO SAY THANKS FOR IT.

IF ANYBODY KNOWS ME MENTAL HEALTH AND SITUATIONAL POVERTY, THOSE ARE REAL HOT SPOTS FOR ME.

AND SO THIS IS SOMETHING I'M SUPER, SUPER EXCITED ABOUT.

AND I THINK THAT'S ABOUT IT.

THANK YOU. THANK YOU, MISS STANLEY.

MR. MILLER. THANK YOU.

NOW IS MY OPPORTUNITY TO BE THE BRIEFEST SPEAKER ON THE PODIUM.

I'M JUST GOING TO TALK ABOUT A COUPLE OF THINGS.

OBVIOUSLY, THE FIRST PITCH WAS GREAT.

BEING ABLE TO SEE A FACILITY THAT'S AS EQUAL AS ANYTHING I PLAYED IN COLLEGE BACK WITH THE SOUTHWEST CONFERENCE WHEN WE WERE PLAYING UT AND TEXAS A&M AND SMU AND RICE AND HOUSTON, BAYLOR, ALL THOSE FIELDS THAT WE HAVE NOW THAT WE'RE PUTTING IN PLACE ARE GOING TO BE ON EQUAL FOOTING TO ANYTHING I'VE EVER PLAYED ON AND ANYTHING THAT I'VE SEEN LATELY.

SO CONGRATULATIONS TO THE CONTRACTORS AND ALL THE WORK THAT WENT INTO THAT.

AND CONGRATULATIONS TO THE ATHLETES THAT GET TO PLAY ON THOSE FIELDS.

THE ART DISPLAY, THE ART SHOWS THAT THE KIDS HAD IF YOU DIDN'T MAKE IT I THINK IT WAS THE SECOND OR THIRD YEAR IN A ROW, I'VE BEEN ABLE TO HAVE SELECTED PIECES PUT UP IN THE BANK LOBBY AT VERITEX BANK AT 1001 MAIN.

[01:35:03]

IF YOU DIDN'T GET TO SEE THOSE WORKS WHEN THEY WERE ON DISPLAY AT THE CTC THEN YOU CAN COME TO THE BANK AND SEE THEM.

THEY'RE AWESOME. THEY'RE GREAT.

THEY'RE ELEMENTARY SCHOOL, MIDDLE SCHOOL, HIGH SCHOOL.

THERE'S A GOOD MIXTURE OF IT.

THERE'S A GOOD MIXTURE OF SKILLS, GOOD MIXTURE OF TYPES OF ART.

AND WE'RE REAL PROUD TO HAVE THOSE UP.

AND WE'LL HAVE THEM UP AS LONG AS THE ART DEPARTMENTS WILL LET ME REAL PROUD THAT WE HAVE THOSE IN OUR LOBBY.

THE I WAS ABLE TO ATTEND THE VISUAL AID VOLUNTEER LUNCHEON APPRECIATION LUNCHEON THAT WE HAD HERE AT THE HARRIS HILL. AND THAT IS A GROUP THAT HAS BEEN AWESOME.

YOU KNOW, WE HAVE SO MANY GOOD, REALLY GOOD CHARITIES THAT SHOULD BE MENTIONED.

I KNOW WE'RE ABLE TO TALK A LOT RIGHT NOW ABOUT TRUSTEE WORLD, AND THANK GOD FOR THEM AND WHAT THEY DO, BUT WE ALSO HAVE A LOT OF OTHER CHARITIES.

I DON'T WANT US TO NEGLECT OR OVERLOOK BECAUSE THERE'S A LOT OF GOOD WORK GOING ON IN THIS COMMUNITY.

SO THANK YOU TO ALL OUR GROUPS FOR EVERYTHING YOU DO FOR OUR SCHOOLS.

MISS GRIFFIN. THANK YOU.

THANK YOU, MR. MILLER.

AND TRUSTEES, THAT CONCLUDES OUR TRUSTEES REPORTS FOR THE EVENING.

DOCTOR LOPEZ, DO YOU HAVE A SUPERINTENDENT'S REPORT?

[V.E. Superintendent's Report]

I DO, THERE'S A FEW THINGS I WANT TO COVER THAT ARE PRETTY IMPACTFUL.

ONE OF THE THINGS THAT HAPPENED WHEN I FIRST ARRIVED IN 2018 A LOT OF A FEW OF OUR PROGRAMS, MARIACHI AND OUR STEP TEAMS WERE AFTER SCHOOL ACTIVITIES. THEY WEREN'T EMBEDDED IN THE CURRICULUM.

AND WHEN I STARTED EVALUATING THAT, I JUST FELT THAT, THAT PUTS THESE TYPE OF PROGRAMS AT A DISADVANTAGE.

I FELT THERE WAS ENOUGH INTEREST TO BE ABLE TO START MAKING THEM EMBEDDED IN THE PROGRAM, BUT THAT MEANS SHARED SPACE.

THERE WERE SO MANY LOGISTICS.

EVEN BELIEF SYSTEMS WERE CHALLENGED.

LIKE, IS THIS A FINE ART? RIGHT. THOSE TYPE OF THINGS CAME CAME ACROSS OUR DESK.

WE COURAGEOUSLY MOVED FORWARD AND MADE OUR STEP TEAMS PART OF THE CURRICULUM.

AND WHAT WE HAVE SEEN OVER TIME IS THAT IS NOW THE FABRIC OF EVERY SCHOOL.

YOU GO TO PEP RALLIES YOU GO TO DIFFERENT EVENTS.

THOSE TEAMS ARE BEING HIGHLIGHTED AND THEY'RE COMPETING AT THE NATIONAL LEVEL.

AND SO WHEN I TALK TO DIFFERENT PEOPLE AND THEY'RE LIKE, HOW ARE YOUR GROUPS SO GOOD? WELL, THEIR GROUPS ARE SO GOOD BECAUSE THEY ACTUALLY HAVE TIME TO PRACTICE.

THEY HAVE ACTUALLY A SPONSOR TO ORGANIZE THEM, AND THEY ACTUALLY HAVE A PLACE TO GROW AND REALLY FEEL PART OF THE WHOLE ORGANIZATION. BUT IF YOU LOOK AT OUR TEAMS, THEY'RE MULTIRACIAL.

SO WHAT THAT TELLS YOU IS THE KIDS INTERESTS ARE THESE TYPE OF PROGRAMS, AND A KID INVOLVED IN SCHOOL IS GOING TO THRIVE MORE WHENEVER THEY'RE NOT ENGAGED. THESE TYPE OF PROGRAMS SAVE LIVES.

AND SO WE GOT AN INVITATION TO DO A NATIONAL CONFERENCE AT A NATIONAL STAGE.

AND THE KIDS FROM ROWLETT SHINED.

YOU SAID IT.

THEY CHANGED BARRIERS BECAUSE PEOPLE DIDN'T UNDERSTAND THIS ART FORM, AND NOW THEY GOT A TASTE OF IT.

THE OTHER ART FORM THAT WE STARTED, INCLUDING IN THE SCHOOL DAY, WAS MARIACHI.

WELL, I'M PLEASED TO ANNOUNCE THAT OUR MARIACHI GROUP WAS NOTIFIED TODAY THAT THEY'RE ACTUALLY GOING TO PERFORM AT A STATE CONFERENCE THIS SUMMER FOR THE TEXAS ORGANIZATION OF ORCHESTRA DIRECTORS ASSOCIATION.

AND IT'S GOING TO BE A STATEWIDE CONFERENCE, AND IT'S GOING TO BE OUR SIXTH, SEVENTH, AND EIGHTH GRADERS FROM JACKSON MIDDLE SCHOOL THAT ARE GOING TO BE PRESENTING.

SO I WANT TO COMMEND THE COMMUNITY, AND I WANT TO COMMEND THE BOARD FOR THE COURAGEOUS EFFORTS OF DOING SOMETHING DIFFERENT.

AND NOW WE'RE GETTING PROFOUND RESULTS.

YOU KNOW, WE DID IT JUST BECAUSE WE KNEW IT WAS GOING TO BENEFIT KIDS.

BUT NOW THEY'RE THRIVING.

THEY'RE SHOWCASING OUR DISTRICT AT THE NATIONAL LEVEL CONSISTENTLY AT THE STATE LEVEL.

AND IT'S REALLY REFRESHING.

I DO WANT TO TALK A LITTLE BIT ABOUT OUR BOND PROJECTS.

IT WAS MONUMENTAL.

I WANT YOU TO THINK ABOUT THIS.

AT THIS TIME LAST YEAR, ALL OF US WERE SWEATING IT OUT BECAUSE WE HAD THREE REFERENDUMS ON A BOARD, THE NOT ONLY A BOND, BUT THE BIGGEST BOND IN GARLAND HISTORY.

THE CLOSEST BOND WE COULD ALMOST TRIPLE ON WHAT THE AMOUNT ON THIS ONE WAS.

AND IT PASSED ALL THREE MEASURES BY SIGNIFICANT MARGINS.

ONE OF THE THINGS WE PROMISED PEOPLE IS WE'RE GOING TO GRAB THE LOW HANGING FRUIT FIRST.

OKAY. NOW, WHEN WE SAY LOW HANGING FRUIT, THOSE ARE THE EASIEST PROJECTS TO MANAGE.

BUT NO PROJECT IS EASY.

YOU HAVE TO GO THROUGH ALL THESE PROCUREMENT THINGS.

WE HAVE TO SELECT ARCHITECTS, THEN THE CONTRACTING COMPANY, THEN GO THROUGH CIVIL ENGINEERING, THEN GO AHEAD AND DO BIDS FOR CONTRACTORS.

[01:40:04]

IT IS A SLOW PROCESS, BUT WE HAD A PLAN.

AND THE GREAT THING ABOUT IT IS AT THIS TIME, OKAY, IT'S NOT EVEN A YEAR INTO IT.

WE COMPLETED SIX PROJECTS.

WE COMPLETED SIX BASEBALL FIELDS AND SIX SOFTBALL FIELDS.

I MEAN THREE BASEBALL FIELDS AND THREE SOFTBALL FIELDS A TOTAL OF SIX PROJECTS.

OKAY, WHY IS THAT SIGNIFICANT? WE WERE ABLE TO DO IT SO THEY COULD STILL HAVE A SEASON.

THEY COULD STILL DO IT WITHIN SEASON.

AND IT GAVE A TASTE TO THE OTHER SCHOOLS THAT THIS IS WHAT YOU'RE GOING TO GET.

AND I'M GOING TO TELL YOU PEOPLE ARE BLOWN AWAY BY WHAT WE DELIVERED.

NOW, THIS IS THE THING WE DID IT BECAUSE THOSE SCHOOLS GOT CHOSEN BECAUSE THOSE WERE THE EASIEST ONES TO DO.

WE DIDN'T HAVE TO MOVE FIELDS.

WE DIDN'T HAVE TO DO A LOT OF CIVIL ENGINEERING.

WE DIDN'T HAVE TO DO ALL THESE EVALUATION THINGS.

SO THE NEXT PHASE OF BASEBALL FIELDS ARE GOING TO BE COMING, AND YOU WILL BE SEEING THAT ON OUR BOND MEETING.

SO STAY TUNED TO OUR BOND MEETING.

I'M ALSO PLEASED TO ANNOUNCE THAT THE FILMING THAT WE WERE GOING TO PUT ON ALL OUR DOORS TO PROTECT OUR KIDS FOR SECURITY MEASURES.

ALL OF THAT SHOULD BE COMPLETE BY THE END OF THIS SCHOOL YEAR.

SO YOU'RE TALKING ABOUT WITHIN ONE YEAR'S TIME, THAT'S ANOTHER CHECK THAT WE'RE GOING TO BE ABLE TO COMPLETE.

AND THAT'S A HUGE ENDEAVOR, ESPECIALLY FOR CHILD SAFETY.

ANOTHER THING THAT YOU'RE GOING TO BE SEEING AT THE BOND IS NOW YOU'RE GOING TO START SEEING SCHEMATIC DESIGNS.

OKAY. SO WE DID THE SCHEMATIC DESIGNS FOR OUR BASEBALL FIELDS.

NOW YOU'RE GOING TO START SEEING SCHEMATIC DESIGNS FOR ELEMENTARY SCHOOLS COMING IN THE SUMMER MONTHS STARTING IN MAY.

I HOPE TO BRING THE SCHEMATIC DESIGNS OF OUR MULTI-PURPOSE ACTIVITY CENTERS TO THE BOARD FOR THEIR FINAL APPROVAL, SO WE COULD START MOVING FORWARD.

BIG THINGS COMING.

WATCH OUR BOND MEETING.

GET A TASTE. NOW THE DIFFERENCE ON THE MAX.

I WANT TO LET EVERYBODY KNOW.

THE LOW HANGING FRUIT IS GOING TO BE ABLE TO HAPPEN AT ALL SEVEN SCHOOLS.

SO WE'RE GOING TO BE ABLE TO START CONSTRUCTION ON ALL SEVEN AT THE SAME TIME.

NOW THAT DOESN'T MEAN THEY END AT THE SAME TIME.

ONCE YOU START DIGGING, EVERYTHING'S DIFFERENT.

OKAY. BUT WE'RE GOING TO START CONSTRUCTION ON ALL OF THEM AT THE SAME TIME.

SO EVERY SCHOOL IS GOING TO START THOSE INDOOR FACILITIES RIGHT AROUND SEPTEMBER.

WE HOPE TO THAT'S OUR TARGET DATE TO START SEEING ACTUAL CONSTRUCTION.

SO WE'RE REALLY EXCITED ABOUT IT.

AND YOU KNOW, THE BOARD IS YOU SAW TODAY THEY WERE LOOKING OVER A POLICY.

AND I WILL TELL YOU, IT'S HARD TO GIVE UP THAT TYPE OF AUTHORITY BECAUSE WE WANT TO BE FISCALLY RESPONSIBLE.

BUT WHEN THE MARKET HAS CHANGED, THESE PEOPLE BESIDE ME UNDERSTAND THAT WE GOT TO CHANGE WITH THE MARKET.

WE CANNOT MAKE THINGS HARDER ON OURSELVES BECAUSE THE KIDS ARE AND THE STAFF ARE DEPENDING ON THESE BUILDINGS TO BE BUILT.

SO THANK YOU. THANK YOU, DOCTOR LOPEZ, FOR THAT UPDATE.

AND THANK YOU FOR YOUR CONTINUOUS LEADERSHIP IN WHAT I CALL THIS TRANSFORMATIVE ENVIRONMENT THAT WE'RE IN, IN GARLAND ISD.

THE NEXT ITEM IS F.

[V.F. Future Agenda Items]

ARE THERE ANY FUTURE AGENDA ITEMS? MR. MILLER? YEAH. LET ME ASK YOU A QUESTION, AND I CAN TELL YOU WHETHER OR NOT I WANT THIS AS AN AGENDA ITEM.

WITH RESPECT TO THE POLICIES THAT WE LOOKED AT WHEN IN ANTICIPATION OF THINGS THAT COULD CHANGE WITH THE COST OF OUR PROJECTS, WILL THOSE BE INCORPORATED INTO THE VERY NEXT BOND COMMITTEE MEETING SO WE CAN BE UPDATED OF ANY COST CHANGES OR ANYTHING LIKE THAT? HOW WILL THAT BE COMMUNICATED TO.

I SEE DOCTOR LOPEZ MOVED UP SO I WILL LET HIM ANSWER.

SO DEFINE EXACTLY WHAT YOU'RE LOOKING FOR.

THAT'S A LIKE? WELL, IF.

THAT'S LIKE A BLANKET STATEMENT.

IF WE THOUGHT A BUILDING WOULD COST $10 MILLION, BUT IT'S GOING TO COST 11 MILLION NOW.

RIGHT. WHEN DOES THE BOARD FIND THAT OUT? THEY FIND OUT WHENEVER WE BRING THE DESIGN TO YOU.

WE'LL BRING THE LIKE FOR INSTANCE, WHEN WE BRING THE MAX TO YOU, WE'LL SAY THIS IS WHAT WE BUDGETED AND THIS IS WHAT THE PROJECTED COST IS WITHOUT ANY CONTINGENCIES OR WHATEVER THE I'M GOING TO SAY.

THE CONTRACT AMOUNT.

YES. SO I'M GOING TO SAY THIS.

THE CONSTRUCTION CONTRACT AMOUNT.

NO, IT WILL BE THE ENTIRE CONTRACT AMOUNT.

OKAY. WELL TO INCLUDE CONSTRUCTION COSTS.

JUST SOMEWHERE IN THE BOND COMMITTEE INCORPORATE THAT.

THE BOARD UNDERSTANDS WHAT'S GOING ON WITH THE PROJECTS, THE LETTING OF THE PROJECTS.

AND THEN ONCE THE CONSTRUCTION IS UNDER, IF THEY'RE CHANGE ORDERS AND THOSE KIND OF THINGS JUST THAT THE REPORTING MECHANISM BACK TO THE BOARD TO LET US KNOW, YOU KNOW, TOTALS AND THOSE KIND OF THINGS ARE WELL COMMUNICATED.

AND IT CAN BE DONE MS. GRIFFIN, IT DOESN'T HAVE TO BE AN AGENDA ITEM.

IF IT NEEDS TO BE, I'LL RECOMMEND THAT.

IF NOT, IF IT CAN BE INCORPORATED INTO THE BOND COMMITTEE REPORTS FROM STAFF, THEN THAT WOULD BE APPRECIATED.

IN OUR BOARD.

OH. OH I'M SORRY.

SO THE RUNNING TOTALS, THAT'S WHAT WE HAVE AT THE END.

[01:45:02]

SO THAT WAY IT'S CLEAR FOR EVERY PROJECT WHAT WE'RE DOING.

WHEN WE GET A TOTAL AMOUNT, WE'RE GOING TO LET YOU KNOW THIS IS WHAT THE AMOUNT IS.

THE BEAUTIFUL THING THAT WHAT YOU GUYS HAVE APPROVED IS CALLED THE CMAR.

SO THAT'S WHEN THE ARCHITECT DESIGNS AND THE CONSTRUCTION COMPANY COMES AND SAYS, THIS IS WHAT WE'RE LOOKING AT.

SO THEN IT GIVES US TIME TO WORK THROUGH THE PROJECT.

OKAY. IN THE PAST, WHAT WE WOULD DO IS GET AN ARCHITECT.

WE'D SAY, THIS IS WHAT WE WANT.

WE PUT IT OUT FOR BID, AND THEN THAT'S WHEN WE FIND OUT EVERYTHING'S OVER BUDGET.

OKAY, SO THE BOARD HAS DONE A REALLY GOOD THING ABOUT APPROVING ALL THESE CMAR'S.

IT'S GOING TO BE A WHOLE DIFFERENT PROCESS.

SO WHEN YOU SEE THE SCHEMATIC DESIGN, YOU WILL SEE THE TOTAL AMOUNT OF THE BUDGET THAT'S ANTICIPATED WITH CONSTRUCTION COSTS, SOFT COSTS, EVERYTHING WHEN WE PRESENT IT.

AND CHANGE ORDERS WILL BE HANDLED.

SO HANDLE THAT.

ALL I'M SAYING IS SOMEWHERE IN THIS, REMEMBER HOW WHEN WE DO THE RENEWAL CONTRACT REPORT, AND MR. BOOKER COMES UP AND SAYS, HERE'S EVERYTHING WE DID THE PAST MONTH.

YES. AND WE GET TO SEE IT.

YES. NOT FOR OUR APPROVAL.

IT'S JUST FOR OUR VISION.

SO I JUST WANT TO MAKE SURE THAT'S INCORPORATED.

SO PART OF THE CHANGE ORDER PROCESS IS NOTIFYING THE BOARD.

AND WE TALKED ABOUT THAT IN POLICY.

THE BOARD WILL ALWAYS BE NOTIFIED ON THE AMOUNT OF CHANGE ORDERS THAT ARE HAPPENING.

IT'S JUST THE 10% RULE WILL HAPPEN BEFORE YOU GET APPROVAL, BUT YOU WILL BE NOTIFIED.

THIS ISN'T GOING TO BE SOMETHING IN THE BACKGROUND.

AT THE BOARD BOND SPECIAL COMMITTEE'S WE HAVE PURCHASED A SOFTWARE THAT WE'RE USING.

AND RIGHT NOW WE ARE GETTING INFORMATION PER PROJECT.

AND ALL OF THE INFORMATION THAT THEY HAVE OF THAT PARTICULAR PROJECT AT THAT PARTICULAR TIME.

SO THINGS THAT ARE AFFECTED THROUGH THE CHANGE ORDER PROCESS, WE WILL SEE IT IN THOSE INDIVIDUAL REPORTS THAT ARE BEING BROUGHT TO US AT THE SPECIAL BOARD BOND MEETING, AND WE ARE CARRYING IN THAT AGENDA ALL OF THE PROJECTS.

AND THEN WHEN THEY COME AND GIVE US AN UPDATE, THAT'S WHEN THEY WILL GIVE US THE CHANGES AS WELL AS IT BEING INCLUDED ON THE PROJECT PAGE OF THAT SPECIFIC PROJECT.

SO I THINK WE I'M NOT GOING TO SAY WE HAVE EVERYTHING PERFECTLY CORRECT, BUT AT THIS TIME WE DO HAVE THE REPORTING PROCESS AND THE MODEL IN PLACE.

AND WITH THAT ANSWER THEN I DON'T HAVE AN AGENDA ITEM.

OKAY AND I'M LOOKING OUT HERE TO TWO PEOPLE AND THEY'RE SHAKING THEIR HEADS THAT I DID NOT MISSTATE.

SO THAT'S WHERE WE WILL SEE IT IN THE BOARD SPECIAL MEETINGS.

ALL RIGHT. OKAY.

THANK YOU. ALL RIGHT.

TRUSTEES WE ARE NOW READY FOR THE CONSENT AGENDA.

[VI. Consent Agenda]

B. CONSIDER APPROVAL OF INTERLOCAL AGREEMENT FOR UT ON RAMPS, MR.

[VII.B. Consider Approval of Interlocal Agreement for UT OnRamps]

MASSEY. GOOD EVENING, PRESIDENT GRIFFIN, MEMBERS OF THE BOARD, AND DOCTOR LOPEZ.

TONIGHT I BRING BEFORE YOU THE UT ONRAMPS INTERLOCAL AGREEMENT.

GISD HAS WORKED COLLABORATIVELY WITH THE UNIVERSITY OF TEXAS AT AUSTIN TO PROVIDE ONRAMPS COURSES TO STUDENTS SINCE 2018.

ONRAMPS COURSES OR DUAL ENROLLMENT COURSES NOT TO BE CONFUSED WITH DUAL CREDIT COURSES.

ONRAMPS STUDENTS EARN A HIGH SCHOOL GRADE AND A COLLEGE GRADE.

THE TWO GRADES CAN BE DIFFERENT.

ONRAMPS STUDENTS HAVE THE OPTION TO ACCEPT OR DECLINE THE TRANSCRIPTION OF THE COLLEGE GRADE ON THE COLLEGE TRANSCRIPT.

FOR COMPARISON, DUAL CREDIT STUDENTS EARN ONE GRADE, WHICH IS THE COLLEGE GRADE.

THE GREATEST TRANSCRIBED ON THE COLLEGE TRANSCRIPT, AND DALLAS COLLEGE PROVIDES THE GRADE TO GISD AT THE END OF THE SEMESTER, AND WE TRANSCRIBE IT ON THE HIGH SCHOOL TRANSCRIPT.

ONRAMPS INCLUDES PROFESSIONAL DEVELOPMENT, CURRICULUM AND ASSESSMENT SUPPORT FOR ONRAMPS TRAINED TEACHERS.

THE 23-24 BUDGET FOR ONRAMPS IS $15,000, AND THAT IS HOUSED IN THE ADVANCED ACADEMICS BUDGET.

AT THIS TIME, I WOULD LIKE TO ANSWER ANY QUESTIONS YOU MAY HAVE ABOUT THE ONRAMPS INTERLOCAL AGREEMENT.

TRUSTEES, YOU HAVE THIS DETAILED INFORMATION IN YOUR BOARD BOOK FROM PAGES 83 TO PAGE 110.

MADAM PRESIDENT. YES.

I MOVE THAT WE APPROVE THE INTERLOCAL AGREEMENT FOR UT ONRAMPS AS PRINTED IN OUR BOARD BOOK.

C. CONSIDER APPROVAL OF SSA WITH MESQUITE REGIONAL DAY SCHOOL DOCTOR TANYA RAMOS.

[VII.C. Consider Approval of SSA with Mesquite Regional Day School ]

GOOD EVENING, PRESIDENT GRIFFIN, BOARD OF TRUSTEES, DOCTOR LOPEZ.

BEFORE YOU, YOU HAVE AN UPDATED SHARED SERVICE AGREEMENT WITH THE MESQUITE REGIONAL DAY SCHOOL FOR THE DEAF AND HARD OF HEARING.

THIS WAS BROUGHT BEFORE YOU DURING THE OCTOBER 24TH BOARD MEETING FOR APPROVAL.

THERE HAVE BEEN SOME REVISIONS MADE TO THE FEE SCHEDULE.

AND SO BECAUSE OF THAT, IT HAS BEEN REVISED TO SHOW THOSE CHANGES IN THE FEE SCHEDULE.

AND SO I'M BRINGING IT BACK FOR YOUR APPROVAL.

THOSE CHANGES AND FEES DON'T AFFECT US.

THOSE AREN'T REALLY SERVICES THAT WE USE.

THEY'RE MOSTLY OCCUPATIONAL THERAPY, PHYSICAL THERAPY, AND OUR OWN STAFF SERVE OUR STUDENTS IN THAT CAPACITY.

SO THERE WAS A CHANGE IN PARENT IN-HOME TRAINING, BUT NOT ANYTHING THAT IS GOING TO SIGNIFICANTLY IMPACT WHAT WE PAY.

TRUSTEES THIS DOCUMENT IS IN YOUR BOARD BOOK FROM BEGINNING ON PAGE 112, AND IT GOES ALL THE WAY TO 150. ARE THERE ANY QUESTIONS? I HAVE ONE REAL QUICK.

[VII.D. Consider Approval of Annual TEKS Certification ]

DOCTOR KIMBERLY CADDELL.

OKAY. GOOD EVENING, PRESIDENT GRIFFIN, TRUSTEES, DOCTOR LOPEZ.

IN ACCORDANCE WITH TEXAS EDUCATION CODE SECTION 31.1011, SCHOOL DISTRICTS ARE REQUIRED TO ANNUALLY CERTIFY TO THE STATE BOARD OF EDUCATION AND THE COMMISSIONER THAT FOR EACH SUBJECT IN THEIR REQUIRED CURRICULUM OTHER THAN PHYSICAL EDUCATION, STUDENTS HAVE ACCESS TO INSTRUCTIONAL MATERIALS THAT COVER ALL OF THE TEXAS ESSENTIAL KNOWLEDGE AND SKILLS, OR TEKS, FOR THE COMING SCHOOL YEAR.

ADDITIONALLY, IN ACCORDANCE WITH TEXAS ADMINISTRATIVE CODE 19, SECTION 66.105 SCHOOL DISTRICTS ARE REQUIRED TO CERTIFY THAT THEY PROTECT AGAINST ACCESS TO OBSCENE OR HARMFUL CONTENT IN COMPLIANCE WITH THE REQUIREMENTS FOR CERTIFICATION UNDER THE CHILDREN'S INTERNET PROTECTION ACT.

THESE CERTIFICATIONS MUST BE RATIFIED BY LOCAL SCHOOL BOARDS AT PUBLICLY NOTICED MEETINGS.

DISTRICTS WILL BE UNABLE TO ORDER INSTRUCTIONAL MATERIALS THROUGH OUR EMAT SYSTEM UNTIL THOSE CERTIFICATIONS HAVE BEEN RECEIVED BY THE TEXAS EDUCATION AGENCY.

THIS ITEM IS PRESENTED TO THE BOARD OF TRUSTEES TONIGHT AS AN ACTION ITEM.

ASSUMING A SUCCESSFUL RATIFICATION TONIGHT, OUR GISD TEXTBOOK COORDINATOR, MR. CHARLIE ROSE, WILL ENTER OUR DRAFT SURVEY RESPONSES THAT YOU RECEIVED IN YOUR BOARD BOOK IN ADVANCE OF TONIGHT'S PRESENTATION INTO TEA'S ONLINE SURVEY RESPONSE SYSTEM FIRST THING IN THE MORNING.

ONCE HE DOES THAT, THEN WE WILL BE ABLE TO ENTER OUR TEXTBOOK ORDERS IN ADVANCE OF OUR SCHOOL YEAR OPENING SO THAT WE CAN RECEIVE ALL OF OUR MATERIALS FOR THE START OF THE 24-25 SCHOOL YEAR.

THANK YOU. AND TRUSTEES, I MADE AN ERROR ON THE PREVIOUS THAT RESOLUTION DIDN'T GO TO PAGE 150.
