[I. Call to Order and Determination of Quorum ]

[00:00:09]

WELCOME TO THE BOARD BOND SPECIAL MEETING OF TUESDAY, MAY 14TH, 2024.

THE TIME IS NOW 5:05 AND I CALL THE MEETING TO ORDER.

I DETERMINE THAT A QUORUM IS PRESENT, AND WE ARE ALL READY TO BEGIN. EVERYBODY IS SO EXCITED THAT THEY'RE FIVE PAGES AHEAD OF ME.

SO NUMBER TWO, MISS HOGAN, ANY PUBLIC COMMENT CARDS? NO, MA'AM.

ALL RIGHT, AND THEN, MR. SUPERINTENDENT, DO WE HAVE A NUMBER THREE OR A MESSAGE? LET'S ROLL. LET'S ROLL! OKAY. VERY GOOD.

RIGHT ANSWER. OKAY, SO ITEM FOR INFORMATION.

[IV.A. Receive Presentation on Bond 2023 Program Summary Update]

ITEMS ONLY.

OKAY. A RECEIVED PRESENTATION ON BOND 2023 PROGRAM SUMMARY UPDATE MR. JAVIER FERNANDEZ.

THANK YOU. BOARD PRESIDENT GRIFFIN.

MEMBERS OF THE BOARD. DOCTOR LOPEZ, HERE TONIGHT TO PRESENT TO YOU THE PROGRAM, THE BOND 2023 PROGRAM SUMMARY UPDATE FOR MAY.

WE'RE MOVING RIGHT ALONG.

SO A REFRESHER FOR THOSE IN THE AUDIENCE.

THE BOND PROGRAM IS MADE UP OF THREE PROPOSITIONS, AND YOU CAN SEE THOSE THREE THAT EXIST HERE.

1.279 IS THE TOTAL.

THIS IS THE PROGRAM TIMELINE THAT WE HAVE.

THIS SHOWS PHASES TWO THROUGH FIVE.

PHASE ONE IS WELL ON THEIR WAY, AND WE WILL BE TALKING MORE ABOUT THOSE PROJECTS TONIGHT ABOUT THE PHASE ONE PROJECTS.

A SUMMARY UPDATE ON THE PROJECT.

PHASE ONE, BID PACK ONE SOFTBALL AND BASEBALL.

SO THE STUDENTS ARE, STUDENTS HAD A VERY SUCCESSFUL SEASON ON ALL OF THOSE THREE FIELDS.

THE SPECTATOR BLEACHER CANOPIES ARE ON ORDER, AND THEY SHOULD BE DELIVERED AND EXPECT TO HAVE THOSE HERE PRETTY SOON.

THAT'S FOR BOTH THE SOFTBALL AND BASEBALL SPECTATORS.

THE OUTFIELD WINDSCREENS.

WE'RE STILL WORKING WITH OUR ATHLETIC GROUP, AND I THINK WE FINALIZED THE MATERIAL TYPES AND COLORS, AND SO WE'RE ORDERING THOSE, AND WE'LL HAVE THOSE AS WELL.

THE NAAMAN FOREST SOFTBALL HANDICAPPED PARKING.

IT IS NOW COMPLETE FOR THAT PORTION OF THE WORK, LAKEVIEW CENTENNIAL NORTH, GARLAND HIGH SCHOOL, SOUTH GARLAND HIGH SCHOOL HELLAS CONSTRUCTION AWARD RECOMMENDATION THAT IS BEING PRESENTED TONIGHT TO THE BOARD, AND THEN THE PART THREE IS GARLAND HIGH SCHOOL.

THE DESIGN STAGE.

WE'RE ACTIVELY MOVING THERE.

WE'RE REALLY, REALLY CLOSE TO MOVING FORWARD WITH THAT PORTION OF THE WORK AS WELL.

THESE ARE WHAT THE PART TWO OF BASEBALL IMPROVEMENTS.

WANTED TO SHARE WITH YOU.

WE ACTUALLY PRESENTED THIS TO YOU SOMETIME BACK AND WANTED TO BRING BACK TO YOU OF WHAT THE BASEBALL IMPROVEMENTS PART TWO THAT WE'RE GOING TO BE LOOKING AT TONIGHT WHAT THAT ENTAILS.

SOFTBALL FIELD FOR LAKEVIEW CENTENNIAL IS BEING RELOCATED NEXT TO THE BASEBALL FIELD, KIND OF GIVING US A FEEL OF A COMPLEX, AS OPPOSED TO THE DAY WHERE THEY ARE VERY SEPARATED FROM EACH OTHER ON THE SITE.

SOFTBALL FIELDS AND BASEBALL FIELDS AT NAAMAN, EXCUSE ME, AT NORTH GARLAND WILL REMAIN THE SAME, AND AND THE SOFTBALL FIELDS AND BASEBALL FIELDS AT SOUTH GARLAND HIGH SCHOOL WILL REMAIN THE SAME AT THEIR CURRENT LOCATIONS.

WHAT WE'VE DONE HERE IS WE'VE GONE TO OVERLAY THE INDOOR PRACTICE FIELDS, WHICH IS A COMPLETELY SEPARATE PROJECT, BUT KIND OF GIVING YOU A PERSPECTIVE OF WHERE THAT IS RELATIVE TO THE BASEBALL AND SOFTBALL FIELDS.

THE FIELDHOUSE AND MACS, THERE'S SEVEN OF THOSE, AND WE'RE PERFORMING A SCHEMATIC DESIGN PRESENTATION TONIGHT TO THE BOARD.

WE'RE ALSO AS WELL AS TONIGHT PROVIDING A RECOMMENDATION FOR GMP NUMBER ONE.

WANTED TO CIRCLE BACK WITH THAT ON YOU, WITH YOU, AND TO LET YOU KNOW THAT THE WAY THAT PROJECT IS GOING WE ANTICIPATE ACTUALLY PERFORMING THREE SEPARATE GMPS.

SO WE'LL HAVE WHAT WE CONSIDER TWO EARLY GMPS, ONE THAT IS BEING LOOKED AT TONIGHT IS [INAUDIBLE] UTILITY LOCATES AND RELOCATIONS OF NECESSARY.

ALSO WE'RE WORKING ON A GMP NUMBER TWO, WHICH IS FOR OUR PREFABRICATED METAL BUILDING STRUCTURE FOR THE MAC THAT WILL BE COMING BACK TO YOU IN THE FOLLOWING BOARD MEETING, SUBSEQUENT BOARD MEETING TO GIVE GMP NUMBER TWO, WHICH IS CONSIDERED AN EARLY RELEASE, AND THEN SUBSEQUENT TO THAT WILL PROVIDE YOU A GMP NUMBER THREE FOR THAT PROJECT, WHICH IS THE REMAINING PORTIONS OF THAT WORK.

[00:05:08]

ON FREEMAN ELEMENTARY, SCOPE TO BUDGET IS COMPLETE.

SCHEMATIC DESIGN PRESENTATIONS ARE SCHEDULED FOR JUNE.

WE ARE STILL TARGETING JUNE.

WE'VE GOT SOME WORK THAT WE'RE KIND OF WORKING THROUGH THAT.

SO THAT IS STILL TODAY.

THAT IS THAT'S THE INTENT.

WE ARE ACTUALLY PROPOSING AN EARLY GMP FOR THE DEMOLITION OF THE FREEMAN ELEMENTARY SCHOOL.

SO THIS ONE WILL ALSO HAVE TWO SEPARATE GMPS AND EARLY GMP FOR THE DEMOLITION, AND THEN A GMP FOR THE REMAINING PORTION OF THE WORK AND HILLSIDE ACADEMY FOR EXCELLENCE IS FOLLOWING ALONG THE SAME AS FREEMAN.

WE WILL BRING TO YOU IN JUNE A SCHEMATIC DESIGN PRESENTATION ALONG WITH A GMP FOR DEMOLITION, AND THAT WILL BE FORTHCOMING AS WELL.

LAKEVIEW CENTENNIAL HIGH SCHOOL AND NAAMAN FOREST.

WE'VE COMPLETED OUR LAND SURVEYS.

WE'VE GOT A LOT OF WORK THAT'S GOING ON OVER THERE.

WE'RE DOING LASER SCANNING THAT'S ONGOING.

WE WANT TO MAKE SURE THAT WE DO THIS CORRECTLY.

SO OUR CMAR IS ACTIVELY WORKING WITH OUR ARCHITECTURAL FIRMS TO MAKE SURE THAT WE'VE GOT THAT WE KNOW WHAT IS ABOVE THE CEILING.

SO THERE'S A LOT OF STUFF THAT'S ABOVE THE CEILING.

SO WE'RE OPENING UP CEILINGS.

WE'RE DOING LASER SCANNING ABOVE THE CEILINGS TO MAKE SURE THAT WE DON'T HAVE ANY CONFLICTS WHENEVER THE WORK STARTS TAKING PLACE.

ON THE PLAYGROUNDS, WE'LL HAVE A PRESENTATION TO YOU TONIGHT, EXCUSE ME, THE PLAYGROUNDS WILL BE FORTHCOMING.

WE'RE WORKING ON PROVIDING YOU A SCHEMATIC DESIGN FOR THAT, AND AS WE'VE SHARED BEFORE, WE'VE CONSOLIDATED ALL THREE PHASES TO SPEED UP THE DELIVERY OF THE PLAYGROUNDS AND HOPEFULLY GET THIS PROJECT COMPLETED MUCH SOONER THAN WE ORIGINALLY ANTICIPATED.

THE FENCING PROJECT WE PLAN ON PROVIDING TO YOU TONIGHT A SCOPED SCHEMATIC DESIGN PRESENTATION FOR THE FENCING PROJECT.

GIVE YOU AN IDEA OF ALL THE 42 ELEMENTARY SCHOOLS THAT WE'VE BEEN WORKING WITH, AND WE HAVE AN ARCHITECT TONIGHT THAT'S GOING TO SHARE SOME INSIGHT ON THAT FOR YOU.

CAMPUS CONSOLIDATION, AS YOU RECALL, WE'RE MOVING.

THERE'S A LOT OF MOVING PARTS TO THIS BOND PROGRAM, AND PART OF THAT IS MOVING STUDENTS FROM THEIR EXISTING FACILITIES HILLSIDE AND FREEMAN, INTO SOME TEMPORARY LOCATIONS.

STUDENTS FROM HILLSIDE WILL BE RELOCATED TO CENTERVILLE.

STUDENTS FROM CENTERVILLE WILL BE PERMANENTLY PLACED AT HANDLEY, AND THE STUDENTS FROM FREEMAN WILL BE TEMPORARILY MOVED OVER TO GO TO GOLDEN MEADOWS.

WHEN FREEMAN IS COMPLETE, BOTH OF THOSE CAMPUSES WILL MOVE OVER TO THE NEW FREEMAN.

SO THERE'S A LOT OF WORK THAT'S TAKING PLACE WITH THAT.

WE'RE RELOCATING SOME PORTABLES.

RAIN HAS NOT BEEN VERY FAVORABLE TO US.

WE'VE GOT LAST WEATHER REPORT THAT I SAW WE ARE SEVEN INCHES ABOVE WHAT OUR NORMAL FORECAST IS.

SO WE'VE HAD QUITE A BIT OF RAIN THAT HAS DELAYED MOVING THE PORTABLES FROM COOPER AND WEAVER OVER TO CENTERVILLE, SO, BUT ONCE WE GET THAT DONE, WE'LL BE ABLE TO MOVE THE.

WE'LL BE ABLE TO MOVE FORWARD WITH THAT.

WE'RE WORKING THE BUS LANE AND PARKING LOT AT CENTERVILLE.

WE'VE GOT A COUPLE OF CHALLENGES THERE WITH THE CITY OF GARLAND THAT WE'RE WORKING THROUGH, BUT WE STILL ANTICIPATE MOVING FORWARD WITH THAT PROJECT.

THE FURNITURE FOR WILLIAMS AT PARK CREST AND HANDLEY.

WE'VE GOT PURCHASE ORDERS THAT ARE IN THE PROCESS, AND WE'RE LOOKING AT DELIVERY FOR THAT FURNITURE IN JULY SO THAT WE CAN START.

THE INTENT IS THAT THOSE TWO CAMPUSES WILL HAVE ALL THE REPLACEMENT FURNITURE IN PLACE WHEN THE STUDENTS RETURN IN AUGUST, AND THE SIGNAGE SIGNAGE FOR THE DIFFERENT CAMPUSES IS BEING WORKED ON AS WELL.

THE FIRE ALARMS WE ARE WORKING WITH WE'VE HAD A KICKOFF MEETING WITH OUR FIRE ALARM CONTRACTOR.

THESE ARE THE SEVEN CAMPUSES THAT ARE PART OF THE PHASE ONE, AND THIS IS A COMPLETE FIRE ALARM REPLACEMENT FOR THESE SPECIFIC CAMPUSES.

THE SECURITY CAMERA REFRESH, THE ACCESS CONTROL.

THERE'S, LIKE I SAID, THERE'S A LOT OF WORK GOING ON.

WE'VE GOT A SOLICITATION OUT FOR THIS WORK, AND THESE ARE THE CAMPUSES THAT ARE INVOLVED IN PART PHASE ONE WHERE WE ARE LOOKING TO REFRESH THE CAMERAS AND DO AN ACCESS CONTROL UPDATES FOR THESE CAMPUSES THAT YOU SEE LISTED HERE.

THAT PROJECT WILL BE BROUGHT, THAT CONTRACT WILL BE BROUGHT BACK TO YOU.

THROUGH PURCHASING ONCE THAT IS ONCE THAT IS AWARDED PURCHASING WILL BRING THAT CONTRACT BACK TO YOU 510-23-06.

FORCED-ENTRY-RESISTANT FILM, WE'VE GOT 62 OF THE 76 FACILITIES.

MY UNDERSTANDING IS THAT WE ARE ON TRACK TO FINISH ALL THE FACILITIES, ALL OF THE ALL OF THE FORCED-ENTRY-RESISTANT FILM FOR ALL FACILITIES WILL BE COMPLETE BEFORE THE END OF THE MONTH.

SO WE'RE WORKING REALLY DILIGENTLY TO COMPLETE THAT PROJECT ON TIME, AND HERE YOU HAVE YOUR BOND

[00:10:03]

FINANCIAL SUMMARY.

WHERE WE STARTED OFF EARLY.

THERE WAS ONE PAGE.

THIS IS REALLY EXTENDED BECAUSE WE'VE GOT QUITE A BIT OF PROJECTS THAT WE'VE GOT GOING ON.

SO WE'RE DOWN TO FOUR PAGES NOW.

SO THERE'S QUITE A BIT OF INFORMATION THERE TO SHARE WITH YOU ON THE CURRENT BUDGETS, THE ACTUAL COST AND ENCUMBRANCES AND THE REMAINING BUDGETS THAT WE SHOW ON THESE PROJECTS, AND WITH THAT, WE'LL TAKE ANY QUESTIONS AS A REMINDER FOR THE AUDIENCE WHO'S LOOKING ONLINE AND WHO'S DOWNLOADED THESE DOCUMENTS AFTER THE COMMENT SECTION.

WE DO HAVE INDIVIDUALIZED STATUS REPORTS FOR EACH PROJECT THAT GIVES YOU MUCH MORE INFORMATION, MUCH MORE DETAILED INFORMATION FOR EACH SPECIFIC PROJECT WITH PHOTOS IF NECESSARY AS YOU GO THROUGH THE INFORMATION.

SO WITH THAT, WE'LL BE GLAD TO TAKE ANY QUESTIONS THAT THE BOARD MAY HAVE.

MR. BEACH, REAL QUICKLY IS THE TRANSITION LEARNING CENTER.

IS THAT THE OLD WARREN ELEMENTARY? NO, SIR, IT'S NOT.

THE TRANSITION LEARNING CENTER IS THE SECTION OF THE BUILDING THAT'S A TAX OFFICE.

IT'S WHERE THE TAX OFFICE, WHERE THE COVENANT COVENANT DEAL IS THE KIDS COVENANT.

YES, SIR. OKAY.

YES, SIR. WE CALL THAT THE TRANSITION CENTER.

THAT'S THE WARREN CENTER IS ACTUALLY IN A DIFFERENT BUILDING.

GOT IT. ANY MORE QUESTIONS? TRUSTEES, I WANT TO THANK THE BOND COMMITTEE AND CREW AND EVERYONE THAT'S INVOLVED FOR CONTINUING TO UPDATE US WITH CURRENT INFORMATION ON YOUR SUMMARY PAGES, AND ALSO, I'M EXCITED ABOUT THE PROJECT SUMMARY INFORMATION SHEETS THAT YOU PROVIDE.

SO EVERYTHING THAT WE NEED ON THAT ON THOSE PROJECTS, ARE THERE ANY MORE QUESTIONS TRUSTEES.

OKAY. SEEING NONE, WE WILL MOVE ON.

[IV.B. Receive Presentation on Bond 2023 Multi-Program Activity Centers at all Seven High Schools with Fieldhouse Replacement]

WE'RE STILL ON INFORMATION ITEMS. WE WILL RECEIVE THE PRESENTATION ON BOND 2023 MULTI-PROGRAM ACTIVITY CENTERS AT ALL SEVEN HIGH SCHOOLS WITH FIELD HOUSE REPLACEMENTS. THANK YOU.

OKAY. BOARD PRESIDENT GRIFFIN, MEMBERS OF THE BOARD, DOCTOR LOPEZ.

I'M HERE TONIGHT TO PRESENT TO YOU THE SCHEMATIC DESIGN FOR THE FIELDHOUSE AND MULTI-PROGRAM ACTIVITY CENTERS.

THAT WAS APPROVED AS PART OF THE BOND.

THIS IS ACTUALLY WHAT THIS IS, IS THIS IS A COLLECTION OF PROPOSITION A AND PROPOSITION B.

BEFORE WE GET TO THIS, LET ME GET TO THE ONE SECTION, BEAR WITH ME.

I WANT TO START OFF WITH, IF YOU DON'T MIND CAN YOU YOU'RE CONTROLLING THAT.

THERE YOU GO. I WANT TO START OFF WITH A SMALL ANIMATION OF WHAT THESE MULTI-PROGRAM ACTIVITY CENTERS LOOK LIKE.

ALL RIGHT, WELL, WITH THAT, I WANT TO MAKE AN INTRODUCTION.

WE HAVE REPRESENTATIVES FROM PBK HERE THAT I'M GOING TO TURN THE TURN OVER THE PRESENTATION TO PBK IS HERE TO PRESENT THE ACTUAL SCHEMATIC DESIGN FOR ALL OF OUR SEVEN MULTI-PROGRAM ACTIVITY CENTERS.

THANK YOU. GOOD AFTERNOON AND THANK YOU BOTH.

THANK YOU EVERYONE VERY MUCH FOR HAVING US HERE.

PRESIDENT GRIFFIN, BOARD MEMBERS, DR.

LOPEZ. WE'RE EXCITED ABOUT THIS PROJECT VERY MUCH, AND WE LOOK FORWARD TO GOING THROUGH EACH OF THESE.

WE'VE GOT A LOT OF SLIDES HERE.

I THINK YOU'VE SEEN SOME OF THEM.

SO WE'RE GOING TO NAVIGATE THROUGH SOME OF THE SITE PLANS VERY QUICKLY.

WE'RE GOING TO TALK ABOUT WHAT'S INSIDE THESE FACILITIES A LITTLE BIT, AND THEN WE'RE GOING TO GO THROUGH EACH OF THE FLOOR PLANS VERY QUICKLY TO TALK ABOUT WHAT'S GOING ON.

WE'RE GOING TO TALK ABOUT HOW WE'VE ADDRESSED THEM AND INDIVIDUALIZED THEM A LITTLE BIT, AND WE'LL OPEN IT UP FOR QUESTIONS ONCE WE GET TO THE END.

SO WHAT'S INSIDE OF THESE? SO WITHIN THE FIELD HOUSES THERE'S COACHES OFFICES, MEETING ROOMS, LOCKER ROOMS, BATHING FACILITIES, ATHLETIC STORAGE, SPORTS MEDICINE AND STRENGTH AND CONDITIONING.

INSIDE OF THE INDOOR PRACTICE FACILITY, WE HAVE AN 80 YARD INDOOR FIELD PLUS AN END ZONE, 12FT OF SAFETY RUN OFF, MULTI-SPORT FIELD MARKINGS, DROP

[00:15:09]

DOWN BATTING CAGES, DROP DOWN CURTAINS, OBSERVATION PLATFORMS AND IN THE STORAGE AREA.

WE ESSENTIALLY HAVE FINE ART STORAGE WITH OVERHEAD DOOR ACCESS.

SO THE WILLIAMS STADIUM SITE, AS YOU CAN SEE HERE, I THINK YOU SAW FROM THE BASEBALL SOFTBALL, THE BASEBALL SOFTBALL OCCUPY PART OF THE LEFT HAND SIDE OF THAT IMAGE.

SO THE INDOOR ITSELF IS MOVING TO THE SOUTHWEST PORTION OF THE SOUTHEAST PORTION OF THE SITE, WITH THE FIELD HOUSE FACING TOWARDS THE TRAFFIC PATTERN ENTERING THE SOUTH END OF WILLIAMS STADIUM.

LAKEVIEW. LAKEVIEW IS AN INTERESTING SITE.

LAKEVIEW ACTUALLY HAS AN EASEMENT RUNNING THROUGH THE SITE, WHICH WE ARE RELOCATING, BUT THE INDOOR LOCATION HAPPENS PROXIMALLY TO THE STADIUM AND THE BASEBALL FACILITIES AND HUGS THE REAR OF THE EXISTING SCHOOL FAIRLY WELL.

NAAMAN FOREST, POTENTIALLY THE MOST CHALLENGING OF THE SITES AS IT IS HAS SOME CONSTRAINTS, INCLUDING SOME FLOODPLAINS THAT OCCUR AT THE SOUTH END OF THE SITE.

AS SUCH, WE'VE CHOSEN THE NORTH END OF THE SITE FOR THE INDOOR PLACEMENT, AND WE WILL LOOK TO RELOCATE THE TENNIS COURTS THAT, THAT PREVIOUSLY OCCUPIED THE SPACE WHERE THE MAC WILL GO.

NORTH GARLAND.

NORTH GARLAND, THE FACILITY WOULD LOOK TO GO RIGHT IN THE MIDDLE OF THE SPORTS COMPLEX, IN BETWEEN THE BASEBALL AND FOOTBALL FACILITIES, BOUNDED TO THE SOUTH BY PARKING. AT ROWLETT.

AT ROWLETT, THE EASTERN EDGE OF THE SITE, WHICH IS THE BOTTOM OF THE PAGE IMMEDIATELY ADJACENT TO THE TENNIS COURTS, IS THE APPROPRIATE LOCATION FOR THIS INDOOR, CAPTURING ONE PRACTICE FIELD AND BEING IMMEDIATELY ADJACENT TO THE PARKING LOT.

SACHSE SITE. WE LOOK TO THE FAR END OF THE SITE.

THE RED LINE YOU SEE ON THERE IS A ZONING REQUIREMENT SETBACK FOR THAT FACILITY BASED ON THE CITY'S NEEDS, AND SO THE PLACEMENT THERE SITS IMMEDIATELY ADJACENT TO THE STADIUM, WHICH WE THINK WORKS FAIRLY WELL.

SOUTH GARLAND.

SOUTH GARLAND THE SOFTBALL IS BEING REDONE TO THE WESTERN EDGE OF THIS SITE, AND SO WE'VE PLACED THE MAC IN PROXIMITY TO IT SO THAT WE MIGHT PROVIDE SOME SOFTBALL PARKING AS AN EXTENSION OF THE MAC PROJECT.

THE FACILITIES THEMSELVES ARE TWO LARGE COMPONENTS.

AS YOU'RE AWARE, THERE'S BAND STORAGE, FINE ART STORAGE ESSENTIALLY TO THE LEFT HAND SIDE OF THAT IMAGE OF ABOUT 1000FTĀ², THE INDOOR AND 80 YARD INDOOR, PLUS AN END ZONE SUPPORTING BASEBALL PRACTICE, SOFTBALL PRACTICE, OBVIOUSLY BAND PRACTICE, SOCCER LINING AND DROPPABLE QUADRANT SCREENS AND BATTING CAGES THROUGHOUT THE FACILITY.

WITHIN THE FIELDHOUSE, THE LARGE BLUE BOX IS ACTUALLY THE WEIGHT ROOM, SO THERE'S STRONG ADJACENCIES BETWEEN THE STRENGTH TRAINING COMPONENTS OF THE PLAN AND THE INDOOR PRACTICE FACILITY.

THE PLANS THEMSELVES ORGANIZE AROUND RELATIONSHIPS TO THE INDOOR FACILITY ITSELF, THE WEIGHT ROOM, SPORTS MEDICINE, FOOTBALL, COACH ASSISTANCE AND ON THE FIRST FLOOR WITH FOOTBALL LOCKER ROOMS IMMEDIATELY ADJACENT THE WEIGHT ROOM.

ATHLETIC DIRECTORS SIT CLOSE TO THE FRONT OF THE BUILDING FOR IMMEDIATE ADJACENCY OF SIGHT AND SECURITY AND ACCESS CONTROL, AND ON THE SECOND FLOOR WE HAVE SPORTS SUCH AS SOFTBALL, CROSS COUNTRY AND TRACK AND SOCCER, ALONG WITH BASEBALL, TRACK AND SOCCER FOR THE GENTLEMEN, WE HAVE SOME ATHLETIC STORES DEDICATED TO THOSE SPECIFICALLY ON THE SECOND FLOOR, SOME MEETING ROOMS AND COACHES OFFICES.

IT'S WORTH NOTING THAT THE WEIGHT ROOM IN THIS FACILITY IS ONE AND A HALF STORIES HIGH, SO IT WILL CREATE SOME VOLUME, WHICH IS WONDERFUL FOR THE CHILDREN WORKING IN THERE.

ISOMETRICALLY, THIS GRAPHIC SHOWS YOU THE OVERALL SIZE OF THE FACILITY.

SO THE INDOOR ITSELF STANDS THERE ABOUT 310FT LONG BY 194FT WIDE.

THE FIELDHOUSE ITSELF, YOU CAN SEE IT STARTS TO ARTICULATE THE SHAPES AND FORMS OF THAT TO BREAK DOWN SOME OF THE LARGER SCALE OF THE STRUCTURE.

THIS IS A CUT THROUGH ISOMETRIC, SO YOU CAN SEE THE WEIGHT ROOM'S ADJACENCY TO THE FIELD ITSELF AND THE OTHER PROGRAM LEADING TO THE INDOOR.

THIS IS A SECTION CUT THROUGH THE INDOOR.

WITHIN THIS THERE'S A COUPLE KEY METRICS.

SO WHEN WE TALK ABOUT THE TOTAL HEIGHT OF THIS IT'S ABOUT 52FT SIX INCHES.

THERE'LL BE PADDING AROUND THE PERIMETER OVERHEAD DOORS THAT PROVIDE VENTILATION, BAND TOWERS FOR BAND PRACTICE, OBSERVATION DROP DOWN NETS AND LARGE FANS FOR CIRCULATION AND VENTILATION WITHIN THE SPACE.

THIS IS A QUICK SECTION SHOWING THE OBSERVATION TOWER.

IT ALSO SHOWS YOU THE EAVE HEIGHT OF THESE STRUCTURES.

SO THE LARGE STRUCTURE EAVE HEIGHT IS ABOUT 34FT.

WHAT WE CALL THE SPRING HEIGHT.

THAT'S WHERE THE STRUCTURE STARTS, AND THE ACTIVITIES BENEATH NEED TO FUNCTION.

[00:20:04]

THAT'S 30FT.

THE OBSERVATION DECK RIGHT NOW IS ABOUT 20FT ABOVE THE PLAYING FIELD WITH SEVEN FOOT WALL PADS AROUND THE PERIMETER.

SO THESE ARE SOME ELEVATIONS QUICKLY.

AS YOU CAN SEE, WE'VE STARTED TO BREAK DOWN THE SCALE OF THE FACADE TO CREATE A SENSE OF ENTRY, CREATE A SENSE OF THEMATIC ENHANCEMENT FOR EACH OF THE SEPARATE HIGH SCHOOLS, AND TO CREATE SOME INTEREST ACROSS THE PROGRAM, THE REAR OF THE FACILITY.

SO SOME OPPORTUNITIES FOR SOME SIGNAGE AND IDENTIFICATION.

THE ELEVATIONS OF THE SIDES OF EACH OF THESE, THE TOP ELEVATION, THE LARGE PIECE OF GLAZING THAT YOU SEE THERE JUST PAST THE LOGO.

THAT'S THE WEIGHT ROOM. SO A LOT OF OPPORTUNITY FOR NATURAL LIGHT IN THE WEIGHT ROOM, AND ABOVE EACH OF THOSE OVERHEAD DOORS THAT MARCHED THEIR WAY DOWN THE INDOOR, THERE'S SEMI-TRANSLUCENT PANELS.

SO OPPORTUNITIES FOR NATURAL LIGHT WITHIN THE INDOOR FACILITY AS WELL.

THIS IS A QUICK RENDERING OF GARLAND HIGH SCHOOL'S FRONT, AND AS WE GO THROUGH, EACH OF THESE IMAGES WILL REFLECT EACH OF THE HIGH SCHOOL'S SCHOOL COLORS AND BRANDING TO INDIVIDUALIZE THEM ACROSS THE PROGRAM.

SO THIS IS A FRONT IMAGE.

THIS IS AN IMAGE AT NIGHT.

SO OPPORTUNITIES FOR BACKLIGHTING AND ENGAGING THE SITE THROUGHOUT EVEN DAY AND NIGHT AS THESE ARE USED.

ANOTHER PERSPECTIVE OF GARLAND HIGH SCHOOL TO GET AN IDEA OF THE SCALE.

INDOOR. QUICK RENDERING SHOWING WHAT THE DROPDOWNS MIGHT LOOK LIKE AS THEY COME DOWN AND THE SIZE AND SCALE OF THAT SPACE.

ANOTHER INDOOR IMAGE SIMILAR.

AS YOU SAW ON THE FLY THROUGH.

THIS IS ESSENTIALLY WHAT THE WEIGHT ROOMS WILL LOOK LIKE, EACH WITH INDIVIDUALIZED BRANDING AND THEMING FOR EACH HIGH SCHOOL.

AT THE FAR END, AN ABUNDANCE OF NATURAL LIGHT WILL FLOOD THESE SPACES FOR STUDENTS TO FEEL AS THOUGH THE SPACES ARE NOT COMPARTMENTALIZED.

THIS IS ALSO ONE AND A HALF STORY HEIGHT SPACE, AND SO AS THOSE RACKS FIT IN THERE, YOU'LL GET A SENSE OF VOLUME AND AIRINESS IN THERE.

THAT IS REALLY BENEFICIAL, AND STRENGTH TRAINING FACILITIES.

ANOTHER VIEW LOOKING TOWARDS THE FIELD SO YOU CAN SEE THE OVERHEAD DOORS WILL ALLOW FOR STRENGTH TRAINING ACTIVITIES TO HAPPEN INSIDE OF THE WEIGHT ROOM, BUT ALSO ENGAGE THE INDOOR AS AN EXTENSION OF THE PROGRAMING, AND THEN WE'LL MOVE TO SOME OF THE ELEVATIONS OF THE OTHER FACILITIES.

SO THIS IS LAKEVIEW WITH THEIR OBVIOUSLY THEIR LOGO AND THEIR NAME ON THE SCHOOL ON THE MAC, I'M SORRY.

NAAMAN FOREST.

NORTH GARLAND.

ROWLETT. GARLAND OR THIS IS SACHSE, ACTUALLY.

IT'S LABELED INCORRECTLY.

SOUTH GARLAND, AND I THINK THOSE IMAGES DESCRIBE A LOT OF UNIQUENESS WITHIN THAT.

CURRENTLY WE'VE GONE THROUGH THE PROJECT BUDGET.

SUMMARY OF ESTIMATED CONSTRUCTION COSTS IS A LITTLE OVER 202 DONE BY US AS PBK.

THE STATED TARGET CONSTRUCTION BUDGET REMAINS AT AROUND 187.

WE'RE STILL AT SCHEMATIC DESIGN.

THERE'S A LOT OF CONTINGENCIES WITHIN THE BUDGET, AND SO WE BELIEVE WE'RE IN STRIKING DISTANCE AND WE'RE STILL OPERATING IN GOOD ORDER.

THE PROJECT SCHEDULE ITSELF, WE'RE MOVING TOWARDS CONSTRUCTION.

DOCUMENT COMPLETION.

COME LATE JULY, MID-JULY FOR US TO BE MOBILIZED AND START PUTTING SHOVELS IN THE GROUND IN EARLY SEPTEMBER.

GMP ONE, WHICH YOU'RE TALKING ABOUT A LITTLE BIT LATER THIS EVENING, IS RELATED TO SOME SERVICES FOR SURVEYING, ESSENTIALLY OF THE SITE AND SOME SITE UTILITY RELOCATION.

GMP TWO, WHICH MR. FERNANDEZ SPOKE ABOUT WAS ABOUT THE INDOOR PRACTICE FACILITY PROCUREMENT AND GMP THREE IS THE REMAINING PACKAGES WITHIN THAT SCHEDULE.

THANK YOU VERY MUCH.

ARE THERE ANY QUESTIONS? MR. GLICK? YES, SIR.

THANK YOU, MA'AM, WE'RE ON PAGE, OUR PAGE 65, WHERE YOU INDICATED AT THE TOP OF THE ROOF IS 52FT, SIX INCHES.

WILL THAT ACCOMMODATE A PRACTICE PUNTING AND PRACTICE FIELD GOALS? SO THE PRACTICE FIELD GOALS GENERALLY HAPPEN AT THE FAR END OF THE FIELD.

PUNTING OPERATIONS, IT WILL VARY, AND GENERALLY WITHIN THESE FACILITIES YOU CAN DO PUNTING, BUT THE STRUCTURE MAY OBSTRUCT SOME PUNTING ACTIVITIES.

YOU JUST KICK HIGHER THAN THE LOWER END OF THE STRUCTURE SOMETIMES, BUT THE FIELD GOAL OPERATIONS AT THE FAR END OF THE FIELD SHOULD NOT BE AN ISSUE.

THIS IS PRETTY STANDARD IN HIGH SCHOOL FACILITIES OF THIS TYPE.

OKAY, SO YOU'D HAVE TO I KNOW THERE'S ALWAYS BEEN SOME COMMENTS ABOUT COWBOY STADIUM WITH THE PUNTS HITTING THE SCOREBOARD.

[00:25:07]

YES, SIR. HOW HIGH IS THAT? THE SCOREBOARD THERE IS IN EXCESS OF 90FT OKAY OKAY.

SO OBVIOUSLY THERE WILL BE YOU CAN PRACTICE PUNTING BUT NOT POTENTIALLY THE HIGHEST PUNTS.

IS THAT WHAT YOU'RE SAYING? THAT'S CORRECT, BUT FIELD GOALS SHOULD BE NO PROBLEM.

FIELD GOALS WOULD BE NO PROBLEM.

YOU'LL SET UP DOWN AT THE END ZONE.

YOU'LL HAVE A NET THAT COMES DOWN WITH FIELD GOAL MARKINGS, AND THEY CAN PRACTICE ALL DAY WITH NO ISSUE.

THANK YOU. MR. MILLER. YEAH.

THANK YOU. GARLAND NEVER PUNTS ANYWAY, SO THAT'S NOT A MATTER.

SO WITH RESPECT TO WHEN THE FACILITIES BUILT, WHAT IS THE IS THERE SPECIAL PARKING ARRANGEMENTS? I MEAN, WHAT GOES ON AROUND THE PARKING AROUND THE FACILITIES? SURE. SO THE FACILITIES THEMSELVES ARE NOT FUNDAMENTALLY ADDING PARKING TO THE SITES BECAUSE THE USERS ARE GOING TO BE INDIVIDUALS THAT ARE COMING FROM THE CAMPUSES.

IN MOST INSTANCES IN THE SITE PLANS, YOU CAN SEE THAT THERE'S PARKING IMMEDIATELY ADJACENT TO THE FACILITY.

SO THAT ADDS AND THE USERS CAN ACTUALLY PARK ADJACENT TO THE FACILITY WHEN THEY'RE USING IT SPECIFICALLY.

SO MAYBE THIS IS A QUESTION FOR JAVIER.

SO IN THE CASE OF LIKE A GARLAND HIGH WHERE THERE'S A FENCE, THERE'S TRAVIS STREET AND THEN THERE'S THE FENCE, RIGHT, AND THEN THERE'S A LITTLE GATE WHERE PEOPLE PULL INTO THE EXISTING FIELD HOUSES, LOCKER ROOMS, ETC.

THIS BIG FACILITY, DO WE ARE WE DOING ANYTHING WITH THE FENCING BETWEEN WHERE THE STREET PARKING WOULD BE AND THE MAC, OR ARE WE JUST LEAVING THAT FENCING UP AND THE STUDENTS WOULD PARK AND WALK AROUND? OF THE INTENT FOR THE MAC IS TO BUILD THE BUILDING WHERE IT SITS TODAY.

THERE HAS NOT BEEN ANY DISCUSSION TO MAKE ANY IMPROVEMENTS FROM A FENCING STANDPOINT ON THE TRAVIS SIDE OR THE STADIUM SIDE OF THAT PROPERTY. TODAY, HOW STUDENTS ENTER THE BUSSES AND STUDENTS ENTER, THEY ACTUALLY ENTER IN BETWEEN THE TWO BETWEEN THE WEIGHT ROOM AND THE TWO ATHLETIC LOCKER ROOM AREAS.

THAT'S WHERE THE STUDENTS GET DROPPED OFF.

WE'LL CONTINUE TO DO THAT, AND WE'LL CONTINUE TO UTILIZE THERE'S ACTUALLY PARKING IN THAT SPACE TODAY THAT WE'LL CONTINUE TO UTILIZE THAT SPACING FOR THIS MAC, BUT THERE ARE NO INTENTS TO INCREASE THE HEIGHT OF THAT OF THAT FENCING WITHIN THIS PROJECT.

OKAY. MR. BEACH. YES.

YOU MENTIONED THAT THE SHOVELS IN THE GROUND IN AUGUST.

IS THAT ALL FACILITIES AT ONE TIME, OR IS THAT ONE AT A TIME? SO WE THE INTENT IS THAT THEY'LL ALL GO AT THE SAME TIME.

YEAH. PERFECT.

THANK YOU. JUST A CAVEAT.

THAT DOESN'T MEAN THEY'LL END ON THE SAME TIME.

YEAH, BECAUSE THESE ARE BIG PROJECTS.

WE DON'T KNOW WHAT'S ON THE GROUND.

SOME WILL GO SMOOTHLY, SOME WILL GET DELAYS, BUT WE'RE WE'RE WE'RE COMING OUT THE GATE AT THE SAME TIME.

YEAH. I JUST WANTED THEM TO EVERYBODY TO KNOW BECAUSE I DIDN'T WANT ONE SCHOOL SAYING, OH, THEY'RE GETTING IT BECAUSE, YOU KNOW, I WANTED, YOU KNOW, AND THEY WE'VE BEEN HEARING THAT ABOUT THE SOFTBALL FIELDS AND THE BASEBALL FIELDS.

SO THANK GOODNESS THAT THEY'RE ALL STARTING AT ONE TIME.

SO THAT'S A GOOD THING. SO APPRECIATE THAT.

SURE. MR. GLICK. THANK YOU MA'AM.

ONE OF THE THINGS WHEN WE TALKED TO THE COMMUNITY ABOUT THESE BUILDINGS IS THEY'RE, AGAIN, MULTI-PURPOSE, AND THAT THEY'D BE SUITED FOR IN THE BEGINNING, PRACTICE FOR MARCHING BANDS.

SO I SEE IN YOUR DRAWINGS YOU HAVE OBSERVATION INSTRUCTION DECK.

IS THAT DESIGNED FOR THE BAND DIRECTORS? IT IS, AND WHEN WE WENT THROUGH THE PROGRAMMING, WE COORDINATED THE PLACEMENT OF THOSE.

SO GENERALLY THEY PRACTICE FROM 20 YARD LINE TO 20 YARD LINE.

THE OBSERVATION POST GENERALLY HAPPEN AT THE 50 YARD LINE, AND SO WE'VE COORDINATED THAT WITH THEM, AND THEY'RE VERY HAPPY WITH THE PLACEMENT.

GOOD. THANK YOU.

MR. BEACH.

IS THE TURF IN THESE FIELDS THE SAME THAT'S ON THE FOOTBALL FIELDS OUTSIDE? WE'RE STILL WORKING THROUGH THE DYNAMICS OF WHAT THE ATHLETIC DIRECTORS WANT INSIDE THE FACILITY.

SOMETIMES INDOOR FACILITY TURF IS A LITTLE BIT DIFFERENT THAN OUTDOOR, BUT WE'RE WORKING THROUGH THAT, AND WE'LL GET YOU WHATEVER YOU NEED.

OKAY. THANK YOU. SURE.

TRUSTEES. ANY MORE QUESTIONS ON--MR. GLICK REAL QUICK FOR ALSO THE FINE ARTS.

NORMALLY WHAT WHAT WE DID IS NOTICE THE CENTER POINT IS THE 50 YARD LINE.

SO THAT WAY THE MARCHING BANDS WILL HAVE A NATURAL ASSEMBLY TO THE FIELD.

SOME OF THE OTHER FIELDS DIDN'T DO THAT, AND THAT'S WHY WE REALLY WANTED TO FOCUS ON AN 80 YARD FIELD WITH AN END ZONE ON ONE SIDE.

SO AT LEAST THEY COULD COME DOWN TECHNICALLY AND HAVE AN IDEA OF WHAT'S GOING WHAT'S HAPPENING, BUT IF YOU LOOK AT THE FIELD, RIGHT, IF YOU'RE IN THE FOOTBALL

[00:30:01]

SIDE, YOU'RE NOT NECESSARILY GOING 50 TO THE TOUCHDOWN AREA.

THAT'S NOT 50 YARDS, OKAY? IT'S REALLY LIKE 40, RIGHT.

SO THESE WERE BUILT FOR THE BANDS AND THEIR ACCLIMATION TO HOW THEY'RE GOING TO LINE UP IN COMPETITION.

OKAY. ANY MORE QUESTIONS ON THIS ONE? THANK YOU SO MUCH.

THANK YOU VERY MUCH. WE'LL BE LOOKING FOR DIRT TO TURN AT THE SAME TIME.

SO I GUESS ALL SEVEN OF US WILL BE IN ONE LOCATION AND WE WILL SET OUR TIMES AND SAY, OKAY, TURN DIRT OKAY AT THE SAME TIME.

MISS GRIFFIN, ARE WE SAYING WE SHOULD BREAK? WE SHOULD HAVE A GROUNDBREAKING AT THREE OF THE FACILITIES ONE IN ROWLETT, ONE IN GARLAND AND ONE IN SACHSE TO GET THE COMMUNITY EXCITED ABOUT THIS? I'M ALWAYS EXCITED ABOUT THE COMMUNITY BEING INVOLVED.

SO I HOPE WE'RE THINKING NOTHING LESS.

ALL RIGHT. THANK YOU.

I DON'T KNOW WHERE WE'RE GOING TO GET THE MONEY FROM, BUT I THINK WE HAVE WE HAVE SHOVELS FROM 2014.

WE CAN GO OUT TO THE COMMUNITY AND ASK THEM TO GIVE US SOME DONATIONS, AND, MISS GRIFFIN, YOU ARE GOING TO DIRECT US TO ALL WEAR OUR HARD HATS, RIGHT? YES. YOU KNOW, AND I WON'T BE THE ONLY ONE WITH A PINK ONE ON.

ALRIGHTY. OKIE DOKIE.

ALL RIGHT. CONTINUING WITH OUR INFORMATION, ITEM C RECEIVE A SCHEMATIC DESIGN PRESENTATION ON BOND 2023 SAFETY PERIMETER FENCING

[IV.C. Receive Schematic Design Presentation on Bond 2023 Safety Perimeter Fencing at all Elementary School Campus Locations]

AT ALL ELEMENTARY SCHOOL CAMPUS LOCATIONS.

THANK YOU.

BOARD PRESIDENT. GRIFFIN. MEMBERS OF THE BOARD.

DOCTOR LOPEZ HERE TONIGHT TO PRESENT TO YOU AN INFORMATIONAL ITEM.

THIS IS THE SCHEMATIC DESIGN PRESENTATION FOR THE BOND 2023 SAFETY PERIMETER FENCING.

WE'VE INVITED REPRESENTATIVES FROM ORCUTT WINSLOW, THE ARCHITECT OF RECORD FOR THIS PROJECT, TO GIVE US A OVERVIEW OF THE CHALLENGES AND WHERE WE'RE AT ON SCHEMATIC DESIGN FOR THE SAFETY PERIMETER FENCING FOR ALL OF OUR ELEMENTARIES.

THE PRESENTATION ITSELF I'LL JUST GIVE YOU A LITTLE INSIGHT ON THIS.

IT IS STRUCTURED THE SAME WAY THAT WE DID OUR BOND SUMMARY UPDATE.

WE WILL GET TO WE'RE GOING TO SHOW YOU A COUPLE OF OF THE CAMPUSES BUT EVERY SINGLE CAMPUS IS IN HERE, BUT WE'RE NOT GOING TO GO THROUGH EVERY SINGLE CAMPUS BECAUSE THERE'S 42 OF THEM.

SO WHAT WE'LL DO IS GIVE YOU THE ONES THAT THE FIRST THREE THAT WE'VE GOT, AND THEN IF YOU HAVE ANY QUESTIONS PERTAINING TO THE ONES AFTER THAT, WE CAN DEFINITELY TALK ABOUT THOSE, BUT THEY ARE INCLUDED AS PART OF THE PRESENTATION FOR YOU.

SO WITH THAT I'LL TURN IT OVER TO THE REPRESENTATIVES OF ORCUTT WINSLOW.

PRESIDENT GRIFFIN. BOARD MEMBERS.

DOCTOR LOPEZ, THANK YOU FOR HAVING US TODAY.

MY NAME IS BRIAN HARLAN.

WE'RE, IT'S OUR FIRST PROJECT.

CAN YOU ALL HEAR ME? I CAN HEAR ME. [CHUCKLING] THIS IS OUR FIRST PROJECT WITH GARLAND ISD.

SO WE'RE VERY EXCITED TO BE HERE WITH YOU AND PRESENT IN FRONT OF YOU.

MAY NOT HAVE THE WOW FACTOR AS THE [CHUCKLING] MULTI-PROGRAM FACILITIES, BUT WE ARE NONETHELESS EXCITED TO BE HERE AND AND BE ABLE TO WORK WITH YOU GUYS. WE CAN PAINT THE FENCES WHATEVER COLOR YOU'D LIKE.

[CHUCKLING] SO WITH THAT SAID, THERE ARE 42 ELEMENTARY SCHOOLS WITHIN YOUR DISTRICT AND OUR TEAM HAS BEEN OUT TO EACH AND EVERY ONE OF THEM AND DID OUR SITE INVESTIGATIONS.

AM I CONTROLLING THIS OR ARE YOU CONTROLLING THIS? OKAY. YEAH, I HIT THE BUTTON.

OKAY. WE'LL SKIP TO THE FUN STUFF.

SO OUR PRIMARY OBJECTIVES, ONCE WE MADE OUR SITE INVESTIGATIONS MEETING WITH JAVIER AND JACK AND BILLY OVER HERE, THE BOND BOND COMMITTEE OR THE BOND CONSTRUCTION DEPARTMENT ALL THREE CITIES MET WITH THE MUNICIPALITIES.

OUR PRIMARY OBJECTIVES WERE TO CREATE THIS.

IT'S NOT A COMPLETE PERIMETER TO MAKE IT LOOK INSTITUTIONAL.

IT'S AN EDUCATIONAL [INAUDIBLE].

WELL, AND FENCING CAN BE.

I HATE TO SAY THAT, BUT, YOU KNOW, WE DON'T WANT TO MAKE IT TOO TERRIBLY INSTITUTIONAL, BUT WE CAME UP WITH AN IDEA OR AN APPROACH TO MAKE IT MORE OF A EDUCATIONAL, WHAT WAS THAT WORD WE USE? I DON'T THINK I HAVE IT IN HERE, BUT AN EDUCATIONAL ENVELOPE, IF YOU WILL.

SO AS MANY DOORS AS WE COULD SECURE ALL THE PLAYGROUNDS WE COULD SECURE AS KIND OF OUR APPROACH.

SO, AS YOU CAN IMAGINE, 42 DIFFERENT SITES.

THERE'S NO WAY WE COULD.

THERE'S NO ONE SIZE FITS ALL.

I GUESS ALL BUT FOUR OF THE FOUR PROTOTYPES THAT ARE THE ONLY SAME FOOTPRINT, BUT ALL THE SITES THERE ARE DIFFERENT.

SO QUITE FEW OPPORTUNITIES FOR SOMETHING A LITTLE BIT DIFFERENT.

WE ARE TRYING TO WE ARE TRYING TO REDUCE VEHICULAR GATES AS POSSIBLE, AS MUCH AS POSSIBLE, BUT WHEREAS WHERE A HARD SURFACE OR A FIRE LOOP SITS INSIDE OR A PLAYGROUND IS ON TOP OF THAT, WE DO WANT TO SECURE THAT.

[00:35:08]

SO YOU'LL SEE, I THINK AN EXAMPLE OF THAT WHEN WE GET UP HERE, BUT OUR BASIC OBJECTIVE, IF IT'S VISIBLE FROM THE STREET, WE WOULD DO A SIX FOOT DECORATIVE METAL.

SO IT'S A STEEL METAL, A STEEL FENCE, AND IF IT'S NON VISIBLE OR LESS VISIBLE FROM THE STREET, WE'D GO WITH AN EIGHT FOOT CHAIN LINK GALVANIZED, NOT GALVANIZED, BUT I'M DRAWING A BLANK HERE.

YEAH, VINYL COATED. GOOD NIGHT.

THANK YOU. SO IT'LL BE VINYL COATED, EIGHT FEET.

NOW WITH TEA REQUIREMENTS, THE EIGHT FEET WITHOUT VERTICAL SLATS MEETS THAT REQUIREMENT.

IF WE WENT TO A SIX FOOT CHAIN LINK, WE'D HAVE TO PUT.

SORRY. WE'D HAVE TO PUT SLATS, AND I THINK WE DECIDED BETWEEN MEETING WITH MAINTENANCE SECURITY, THERE'S NO VISION BETWEEN THAT.

SO WE DECIDED TO GO ON WITH YOUR GUYS HELP.

WE DECIDED TO GO TO THE EIGHT FOOT WITHOUT THE SLATS.

OF COURSE. HERE'S JUST KIND OF AN EXAMPLE.

AGAIN. MY PICTURES AREN'T AS NICE AS SEAN'S OVER THERE, BUT THIS IS OUR DECORATIVE METAL.

SO IT WOULD BE A STEEL PREFINISHED BLACK IS WHAT YOU TYPICALLY SEE OUT THERE.

WE COULD ALTER THE COLORS WE HAD TO, BUT TYPICALLY YOU'RE GOING TO SEE BLACK.

YOU DO HAVE A GOOD WARRANTY FOR THE FINISH AT 20 YEARS, AND THEN PEDESTRIAN GATES WITHIN THEM.

WE ARE WORKING THROUGH WITH YOUR DISTRICT, WITH THE SECURITY, WITH THE CAMPUSES, HOW THE GATES ARE GOING TO WORK BECAUSE WE WOULD DO HAVE TO SECURE THAT WITH LOCKING MECHANISMS. SO AS YOU SEE IN THIS PICTURE, YOU'VE GOT CRASH BAR FOR YOUR PANIC, YOU'VE GOT AN AUTOMATIC CLOSURE, AND THEN I THINK ON THIS SLIDE I HAVE A COUPLE MORE EXAMPLES. THEY'LL BE CONTROLLED ACCESS.

SO THEY'LL BE TIED TO YOUR SECURITY SYSTEM.

SO YOU'LL HAVE ON THE PEDESTRIAN GATES KEY FOBS AND OF COURSE ON THE OTHER SIDE YOU'LL HAVE THE CRASH BAR AND THEN THE ADA ACCESS FOR BOTH SIDES. WHERE WE CAN, WHERE WE HAVE TO DO THE GATES, AND IT'S ONLY FOR FIRE VEHICULAR ACCESS.

WE'RE GOING TO PROPOSE A MORE SIMPLISTIC, LESS NOT AUTOMATED.

IT DOESN'T NEED TO BE CONTROLLED.

IT JUST BE LOCKED DOWN WHEN NEEDED.

KNOX BOX FOR THE FIRE DEPARTMENT TO GET THROUGH, BUT IT WILL KEEP YOUR KIDS SAFE.

SO IT'S A LITTLE BIT SIMPLER, BUT WHERE YOU DO HAVE THE CONTROLLED ACCESS, YOU'D HAVE A YOU HAVE A DRIVE UP KEYPAD, KEY FOB.

HOWEVER THAT HOWEVER THAT MIGHT BE, AND OF COURSE, THERE'S OUR GREAT LOOK AT EIGHT FOOT CHAIN LINK WITH THE VINYL COATING, AND AGAIN, THE PEDESTRIAN GATES, WHERE IT'S A MAINTENANCE ONLY, WILL HAVE A PRETTY SIMPLE LOCKING SOLUTION, BUT AGAIN, IF WE HAVE TO HAVE ACCESS, PUBLIC ACCESS, STUDENT ACCESS, WE'LL HAVE A MORE CONTROLLED ACCESS WITH THE KEY FOB, AND I BELIEVE WHAT WE'RE AGAIN, WHAT WE'RE WORKING THROUGH IS IN THOSE KEY FOB SITUATIONS, THOSE CONTROLLED ACCESS SITUATIONS, WE DON'T WANT TO, WE DON'T WANT TO DENY THE PUBLIC AND THE NEIGHBORHOODS THE ACCESS TO THOSE SCHOOLS THAT THEY'VE ALWAYS HAD.

SO WE'RE KIND OF WORKING THROUGH SOME OF WHAT THOSE WHAT THOSE DETAILS MIGHT MEAN.

OF COURSE, HERE'S YOUR DISTRICT.

WE WENT, BELIEVE IT OR NOT, ALL 42, AND WE'RE JUST GOING TO LOOK AT THREE RIGHT NOW BECAUSE TRUST ME, IF WE WENT TO 42 Y'ALL WOULD BE HERE ALL DAY, AND Y'ALL HAVE ALREADY BEEN HERE QUITE A WHILE. SO THE FIRST ONE IS IN SACHSE.

SO THIS IS ABBOTT ELEMENTARY SCHOOL, AND I DON'T KNOW IF, AND YOU GUYS HOPEFULLY CAN SEE A LITTLE BIT BETTER THAN I CAN TODAY, BUT DOWN AT THE BOTTOM IS OUR LEGEND.

REALLY SIMPLIFIED IT AS MUCH AS WE COULD.

AGAIN, THE VISIBLE PART UP FRONT IS THE MAGENTA.

IF YOU CAN TELL THE COLORS, I DON'T KNOW, BUT ON THE MAGENTA IS A SIX FOOT DECORATIVE METAL, THE CYAN OR THE BLUE.

THE LIGHT BLUE IS THE EIGHT FOOT CHAIN LINK, AND I THINK ABBOTT, WE WERE ABLE TO KEEP ALL EXCEPT ONE.

SO YOU'LL SEE THE LITTLE FIRE LOOP.

THEY'LL TURN AROUND THAT'S GATED, AND THAT CAN BE A MANUAL GATE.

THAT DOES NOT HAVE TO BE THE ACCESS-CONTROLLED BECAUSE IT'S SIMPLY A FIRE VEHICLE OR FIRE VEHICLE ACCESS.

OVER ON THE RIGHT SIDE PLAN RIGHT, THAT'S THE DROP OFF AND PARKING.

NO GATES AS MUCH AS WE COULD.

WE TRIED TO KEEP THE PARKING, THE KITCHEN AREAS, THE DUMPSTER AREAS NON GATED, BUT AGAIN WHERE IT COMES INTO A SITUATION WHERE THERE'S A HARD SURFACE PLAY AREA, WE DO HAVE THOSE GATED.

SO THAT'S ABBOTT. THEN WE GOT ARMSTRONG THAT'S IN.

[00:40:01]

IS THAT SACHSE? THAT'S A SACHSE.

SO SACHSE, LET ME TELL YOU WHAT SACHSE, IF WE WERE TO REPLACE THIS PERIMETER FENCE IN BLACK, THEY'RE GOING TO WANT US TO DO MASONRY FENCING, AND THAT'S BECAUSE IT'S UP AGAINST RESIDENTIAL AREAS NOW THAT'S WITHOUT A VARIANCE, AND WE HAVE NOT TALKED TO THEM ABOUT VARIANCES BUT WHAT OUR IDEA WAS, AND SINCE YOU'VE GOT THIS TRACK, YOU DO HAVE A NICE LITTLE, YOU KNOW, PUBLIC TRACK ON.

I CAN ASSURE YOU THOSE NEIGHBOR NEIGHBORS ARE USING THAT TRACK QUITE A BIT.

WE WENT ON, AND THIS IS WHERE THAT EDUCATIONAL ENVELOPE TERM CAME TO, CAME INTO PLAY, BECAUSE WE'RE NOT TRULY CREATING A PERIMETER AROUND THE SITE.

IT'S STRICTLY AROUND THE SCHOOL AND THE PLAY AREAS.

THE ONE CHALLENGE HERE IS WE CAN'T REALLY CREATE A PERIMETER, A SECURED PERIMETER, PER TEA, WITHOUT KEEPING THAT, WITHOUT INCLUDING THAT PARKING LOT.

SO IF YOU SEE THE PARKING IN THE BACK, THAT'S STAFF PARKING, AND THAT'S THAT IS THEIR ONLY AND MAIN PARKING, MAIN AND ONLY PARKING.

SO HERE YOU WILL SEE AN AUTOMATIC CONTROLLED ACCESS GATE.

SO THE TEACHERS WILL HAVE TO HAVE AN ACCESS OR A KEY FOB OR SOME SORT OF ACCESS, AND THEN THE LAST ONE I'VE GOT IS BACK ELEMENTARY.

A LITTLE MORE STRAIGHTFORWARD AGAIN.

WE COULD KEEP ALL THE STUDENT DROP OFF, PARENT DROP OFF PARKING, DUMPSTERS DELIVERIES OUTSIDE THAT SECURED AREA, BUT WE HAVE QUITE A BIT YOU CAN SEE BECAUSE YOU GOT IT'S KIND OF A CORNER LOT.

SO YOU DO HAVE TWO WHERE YOU HAVE TWO SIDES.

SO YOU HAVE QUITE A BIT OF ORNAMENTAL FENCING THERE AND THEN YOUR CHAIN LINK IN THE BACK.

SO THEN WE GET TO OUR OPINION OF PROBABLE CAUSE.

WE WORKED WITH A THIRD PARTY ESTIMATOR, AND AT THIS POINT, YOUR BUDGET THAT YOU GAVE US WAS $9.6 MILLION, AND THEN WE'VE THROUGH SOME, YOU KNOW, WELL, AND I GUESS I SHOULD BACK UP AND SAY WE'VE ADDED SOME ALTERNATES, WHICH WOULD BE THE ALTERNATE OR THE ACCESS CONTROL, BECAUSE ORIGINALLY WE WEREN'T TALKING ACCESS CONTROL AT ALL.

WE WERE JUST TALKING ABOUT A FEW GATES NON-ELECTRIFIED.

SO WE'VE GOT AS ALTERNATES THE MOW STRIPS, DIGITAL KEY FOBS, ACCESS CONTROL AT LARGER GATES, AND THEN WE ARE AT THIS POINT ABOUT $1.2 MILLION UNDER THE, UNDER THE ORIGINAL BUDGET, AND AGAIN, IT'S SD PHASE, SO I DO HAVE SOME CONTINGENCY IN THERE TO COVER SO WE CAN BE CONSERVATIVE NEXT.

NEXT TIME WE HAVE A PRICING, WE'LL HAVE BETTER DETAILED DRAWINGS, AND WE'LL HAVE A YOU KNOW, THAT CONTINGENCY WILL GO DOWN MAYBE TO 10%.

MS. GRIFFIN.

OKAY, WAIT I WASN'T LOOKING, SO I DON'T KNOW WHO WAS FIRST.

MR. BEACH, YOU WERE FIRST? OKAY. REAL QUICK WHEN YOU HAVE A SCHOOL, LIKE THE SIZE AND THE LOT LIKE PEARSON ELEMENTARY.

OKAY, WE'RE NOT FENCING ALL THE WAY DOWN THAT FENCE LINE ALL THE WAY TO THE ROAD AND ALL THE WAY ACROSS.

I MEAN, WE'RE NOT USING THAT WHOLE, WE'RE NOT FIXING ALL OF THAT, ARE WE? I COULD FIND PEARSON AND LET YOU KNOW.

YEAH, WE'RE I'D HAVE TO FIND PEARSON.

IT'S IN HERE. THAT'S A HUGE LOT.

THAT'S A HUGE LOT, BUT, YEAH, GENERALLY SPEAKING, NO, THE ANSWER IS NO.

OKAY, I REMEMBER PEARSON NOW.

THAT'S AN INTERESTING LOT.

YEAH. YOU'RE CORRECT. WE MET WITH THE PRINCIPAL AND WE'RE GOING BACK PRETTY MUCH WITH WHAT'S THERE JUST NOW IT MEETS TEA STANDARDS.

OKAY. NO WE'RE NOT, NOT AT ALL.

YEAH, I HAD TO LOOK AT IT.

I COULDN'T REMEMBER WHICH ONE IT WAS.

OKAY. THANK YOU.

SURE. MR. MILLER. YEAH.

THANK YOU. WITH RESPECT TO CHAIN LINK STEEL OR METAL OR MASONRY, WHAT'S THE DIFFERENCE IN, LIKE, LINEAR FOOT COST ON THOSE, YOU KNOW? YES, SIR. SO THE EIGHT FOOT CHAIN LINK, WE'RE LOOKING AT ABOUT A $40/FOOT PRICE, AND, AND THEN THE SIX FOOT DECORATIVE METAL IS ABOUT $100 PER LINEAR FOOT WITH THE CHAIN, AND NOW, IF WE GO WITH THE MOW STRIPS, I THINK WE'RE LOOKING AT ABOUT A $40 LINEAR FOOT FOR THE ON TOP OF THAT, FOR THE MOW STRIPS.

NOW MASONRY WE'VE HAVEN'T DONE SO MUCH PRICING WITH JUST BECAUSE WE'RE WE'RE NOT RECOMMENDING THAT AND WE'RE TRYING TO STAY AWAY FROM THAT IF WE CAN.

SO WITH RESPECT TO THAT, I GUESS THERE'S A PLAN TO REQUEST A WAIVER OR A VARIANCE.

WELL, CURRENTLY WE DON'T HAVE TO DO ANY MASONRY.

WE'VE BEEN VERY STRATEGIC IN SACHSE BECAUSE THAT'S THE THAT'S WHO'S REQUIRING IT.

NO ONE ELSE REQUIRES IT, BUT WE'VE BEEN PRETTY STRATEGIC STRATEGIC AND NOT GOING UP AGAINST THE BOUNDARIES OF THE PROPERTY IF WE COME

[00:45:02]

IN. SO THOSE THAT PROPERTY LINE IS IN AN ALLEY OR IS IT JUST RIGHT UP TO THE HOUSES.

THEY'RE RIGHT UP AT THE HOUSES.

YEAH, AND THE ONE THAT WE SHOWED, I BELIEVE THE ONE THAT WE SHOWED WAS RIGHT UP TO THE JUST THE HOUSES.

GOES RIGHT UP TO THE FENCES.

YEAH, YEAH, AND THE HOUSES ALL HAVE FENCES? CORRECT, YES.

YEAH. RIGHT. RIGHT.

YEAH I WOULD SAY ARMSTRONG HAS PROBABLY BETTER QUALITY FENCES, BUT SOME AROUND THIS, THIS SOUTHERN SOUTHERN TIP, THAT'S A DRAINAGE KIND OF EASEMENT.

THOSE ARE, THAT'S A ACTUALLY IT'S A FOUR FOOT CHAIN LINK AROUND IT, AND IT'S KIND OF BEAT UP, BUT IF WE LEAVE IT, YOU DON'T INCUR THAT COST, BUT IF WE GO ON TOP OF IT WITHOUT A VARIANCE AND WE DON'T AGAIN, WE HAVEN'T DONE ANY OF THAT INVESTIGATION, BUT WE'D HAVE TO TALK ABOUT MAYBE REPLACING IT WITH A NEWER YEAH VERSION, BUT THE SAME PLACE, SAME MORE OF A REPAIR THAN A REPLACEMENT.

RIGHT. OKAY.

THAT'S A WAY AROUND IT, YOU THINK? WELL, WE'LL HAVE TO INVESTIGATE.

YEAH, SURE. YEAH. OKAY.

THANK YOU.

MR. SELDERS.

THANKS FOR THE PRESENTATION.

FOR YOUR GATE SYSTEMS, I NOTICED THAT THE WARRANTY TERMS WERE DIFFERENT IN TERMS OF THE NUMBER OF YEARS THAT THEY WERE WARRANTY FOR.

WHAT ARE THE FACTORS THAT DETERMINE WHY SOME ARE WARRANTED FOR THREE YEARS, AND OTHERS ARE FOR ONE.

I THINK THAT'S JUST THE TYPE OF GATE WE'RE USING.

I KNOW THE ONES THAT WE GET FROM WHERE IS THAT? YEAH, THE GATE SYSTEMS ARE GOING TO BE A LITTLE BIT SMALLER THAN THE ACTUAL FENCING ITSELF, JUST BECAUSE YOU'VE GOT THE HARDWARE AND YOU'VE GOT SEVERAL FACTORS IN THERE THAT I DON'T HAVE A FULL ANSWER FOR THAT SO WE CAN FIND THAT ONE, BUT IT'S PRIMARILY BECAUSE OF THE GATE, ALL THE HARDWARE.

YOU'RE NOT GOING TO GET A TEN YEAR, 20 YEAR OUT OF OUT OF THAT, I GET THAT.

I MEAN, THE GATE SYSTEMS ARE DIFFERENT.

SO CAN YOU JUST KIND OF SHARE WHAT THE DIFFERENCES ARE WHENEVER YOU GET THAT INFORMATION? JUST. YEAH, SURE, AND THEN THE SECOND QUESTION IS MORE, I DON'T KNOW WHO IT'S FOR, BUT BECAUSE WITH SOME OF THE GATES ARE GOING TO BE AWAY FROM CAMPUS AND REQUIRE ENTRANCE, YOU KNOW, WITH A FOB OR SOME SORT OF CARD, WHAT KIND OF SURVEILLANCE ARE WE GOING TO HAVE IN TERMS OF CAMERAS TO MAKE SURE THAT THOSE ARE SAFE ENTRY POINTS? TRUSTEE SELDERS YOU BRING UP A VERY GOOD COMMENT.

SO ONE OF THE THINGS THAT WE'RE DOING WITHIN THE BOND PROGRAM IS WE'VE GOT A LOT OF DIFFERENT SAFETY INITIATIVES.

FENCING IS JUST ONE OF THEM, FIRE ALARM REPLACEMENT IS ANOTHER, ACCESS CONTROL IS ANOTHER, AND CAMERA REPLACEMENT IS ANOTHER AS PART OF THE CAMERA REPLACEMENTS, THAT'S SOMETHING THAT WE'LL HAVE TO LOOK AT IS WHERE IS THESE NEW PERIMETER BARRIERS THAT WE'RE NOW CREATING THAT WE HAVEN'T? WHAT DO WE NEED TO DO AS PART OF THE DOLLARS THAT ARE ALLOCATED TOWARDS THESE CAMPUSES F ROM THE CAMERA PORTION THAT WE PRESENTED EARLIER, THAT CONTRACT IS OUT ON THE STREET? THE BID, IF YOU WILL, IS OUT ON THE STREET, AND SO WE'LL BE LOOKING AT THESE SPECIFIC AREAS ONCE WE'VE IDENTIFIED SPECIFICALLY WHERE THE ENTRANCES ARE AND WHAT NEEDS TO TAKE BEST PRACTICES IN THOSE IN THOSE AREAS, I WILL TELL YOU THAT THERE HAS ALREADY BEEN A LOT OF COMMUNICATIONS WITH OUR SAFETY AND SECURITY DEPARTMENT, BUT WE ARE GOING TO CONTINUE TO WORK WITH THEM TO IDENTIFY SPECIFICALLY HOW WE FOR LACK OF A PROPER TERM, LOCKDOWN THAT AREA AND SECURE THAT AREA APPROPRIATELY.

SO WE'RE STILL WORKING WITH THE SAFETY AND SECURITY DEPARTMENT TO OUTLINE THAT.

ALONG WITH THE VEHICULAR GATES.

THE VEHICULAR GATES LOOK GREAT, IDEAL WISE.

OKAY, WE'RE SECURING THE AREA, BUT THAT PRESENTS A LOT OF CHALLENGES TO THE CAMPUS.

SO HOW DOES THAT WORK? HOW IS THAT OPERATIONALLY GOING TO FUNCTION? THOSE ARE CONVERSATIONS THAT WE ARE HAVING WITH OUR SAFETY AND SECURITY DEPARTMENT TO OUTLINE WHAT THAT MEANS FOR EVERY SPECIFIC CAMPUS.

SO YES, THAT IS SOMETHING WE ARE AWARE OF FROM A CAMERA PERSPECTIVE.

THERE ARE DOLLARS WITHIN THE BOND, NOT WITHIN THIS PROJECT, BUT WITHIN A SEPARATE PROJECT THAT WOULD ADDRESS THAT.

OKAY, COOL.

THANK YOU. ANY MORE QUESTIONS? OH OKAY, MS. STANLEY. SO IN HERE, AT THE VERY END, IT HAS HERE THAT WE'RE GOING TO FENCE THE WILLIAMS MIDDLE SCHOOL, BUT ARE WE REALLY GOING TO FENCE.

WELL, WE'RE OUR DIRECTION IS TO DO ALL 42.

SO THAT'S WE'VE GOT A SOLUTION FOR IT.

OKAY. UNTIL OTHERWISE NOTED, WE WILL PREPARE TO FENCE THAT ONE.

SO ARE WE GOING TO DO SOME KIND OF, I GUESS IT'S A DOCTOR LOPEZ.

[00:50:02]

I MEAN, ARE WE GOING TO SPEND MONEY TO FENCE--SO SOME OF THESE PERIMETER FENCING IS JUST SAFETY OPERATIONS RIGHT TO KEEP IT IN.

SO AS SOON AS WE KNOW ALL OUR CONSOLIDATION SCHOOLS THEN WE DO A SITE ASSESSMENT AND THEN WE DECIDE HOW WE'RE GOING TO PROCEED.

RIGHT. SO LET'S JUST SAY IN A FUTURE PLAN FOR WILLIAMS, MAYBE IT BECOMES A PRE-K OKAY.

WE MIGHT HAVE TO SECURE IT.

OR IF IT BECOMES OUR SECURITY SITE, WE WOULD STILL HAVE TO SECURE IT.

WE COULDN'T HAVE IT OPEN.

IF IT'S A SECURITY SITE FOR EVERYBODY TO COME IN.

SO THOSE THOSE DOLLARS MAY STILL BE SPENT ON THAT, BUT THEN THAT WOULDN'T THAT ASK WHY WE WOULD HAVE DEEMED THIS BUILDING A BUILDING WE WANTED TO GET RID OF BECAUSE OF IT BEING IN SUCH BAD SHAPE THAT NOW WE'RE GOING TO REPURPOSE IT.

IT WAS BAD.

SO, FOR INSTANCE, WE'RE GOING TO HAVE TO REPURPOSE IT; IF WE DON'T REPURPOSE IT, WE HAVE TO TEAR IT DOWN OR WE HAVE TO SELL IT, BUT THE BUILDING'S FACILITY TOOK A LOT OF NEEDS TO FIX.

YOU'RE RIGHT, BUT IT'S ALSO A SMALL FOOTPRINT.

WE CAN'T KEEP A BUILDING THAT SMALL OPEN.

SO THERE WAS A LOT OF MITIGATING FACTORS ON WHY WE HAD TO MOVE WILLIAMS OUT ALONG WITH CENTERVILLE.

SO WE DO A WHOLE ANALYSIS, AND WE HAVEN'T DETERMINED EXACTLY WHAT THAT SITE IS, AND IT'S NOT A PRIORITY FACTOR.

SO IT'S NOT LIKE THE FIRST ONE OUT OF THE GATE THEY'RE GOING TO GET, BUT WE HAVE TO DECIDE WHAT WE'RE GOING TO USE IT FOR AND DECIDE THE PERIMETER FENCING IS NECESSARY.

ANY OTHER QUESTIONS? WELL, I'M ASSUMING.

THANK YOU FOR YOUR PRESENTATION.

I'M ASSUMING THAT WHEN WE APPROVE THIS, THEN WE WILL GET THE DETAIL PROJECT SUMMARY SHEETS ON EACH OF THE CAMPUSES.

YES, MA'AM. OKAY, AND THEN YOU WILL ALSO, AT THAT TIME, PROVIDE US THE TIMELINE.

ABSOLUTELY. YES.

WE'LL PROVIDE YOU A TIMELINE ON A PER CAMPUS BASIS.

YES, MA'AM. RIGHT, AND THEN THE SUMMARY SHEETS.

YES, MA'AM. OKAY.

ALL RIGHT. ANY OTHER QUESTIONS, TRUSTEES.

OKAY. WE'RE NOW GOING TO MOVE INTO THE ACTION ITEMS NON-CONSENT PORTION OF THIS MEETING.

I'M SURE YOU ALL HAVE YOUR CLICKERS READY TO GO.

YOU ALL THAT HAVE THESE CONTESTS GOING OF WHO COMES UP FIRST OR WHATEVER OKAY.

JUST GET YOUR CLICKERS READY AND WE WILL TAKE EACH ITEM ONE AT A TIME, AND THEN WE WILL VOTE AFTER WE HAVE HEARD THE PRESENTATION.

MR. FERNANDEZ, YOU'RE STILL UP.

[V.A. New Awards]

WE'RE ON ACTION ITEM A, NEW AWARDS.

THANK YOU. FOR PRESIDENT GRIFFIN.

MEMBERS OF THE BOARD, DR.

LOPEZ. WE'RE HERE TONIGHT TO PRESENT TO YOU A RECOMMENDED ACTION FOR CONTRACT 510 -01-1.1.2 PART TWO.

THAT'S A MOUTHFUL.

THIS IS THE SECOND PART OF PHASE ONE BIT PACK ONE OF THE OF THE BOND PROGRAM.

WE HAVE HAD A SUCCESSFUL PART ONE PORTION WHERE WE DID THE SOFTBALL AND BASEBALL REPLACEMENTS THERE AT NAAMAN FOREST, ROWLETT HIGH SCHOOL AND SACHSE HIGH SCHOOL.

THIS ACTUALLY DOES THE SOFTBALL AND BASEBALL REPLACEMENTS FOR LAKEVIEW CENTENNIAL SOUTH, GARLAND NORTH GARLAND, AND IT TAKES CARE OF THOSE THREE BOTH BASEBALL AND SOFTBALL, AND SO WITH THAT TONIGHT WE ARE RECOMMENDING A CONTRACTOR OF HELLAS CONSTRUCTION TO DO THIS WORK AS PART OF PART TWO, AND IT WILL BE FUNDED OUT OF THE 6A3 BOND SERIES 2023, AND WITH THAT, WE'LL TAKE ANY QUESTIONS THAT THE BOARD MAY HAVE.

ARE THERE ANY QUESTIONS? MR. MILLER, JUST REAL QUICK, JAVIER, WITH THIS AND ANY OTHER PROJECTS THAT YOU'RE PUTTING OUT FOR BID, ARE WE GETTING GOOD ACTIVITY ON THE BIDS, OR IS IT STILL PRETTY SKINNY? SO WE ARE GETTING GOOD ACTIVITY FROM THE BIDS THAT WE'RE PLACING OUT ON THE STREET.

I WILL ADD THAT THIS PARTICULAR ONE HERE WAS NOT A BID THAT WE SOLICITED THROUGH OUR NORMAL PROCUREMENT PROCESS OF WHETHER IT'S A CSP, CMARS AND WHAT HAVE YOU. THIS WAS A COOPERATIVE.

WE USED THE ONE GPA COOPERATIVE TO DO THIS BIDDING, AND SO ONE GPA IS A COOPERATIVE THAT WE ARE ALLOWED TO PROCURE THE

[00:55:03]

SERVICES FROM, SIMILAR TO IT'S A COOPERATIVE, SIMILAR TO BUY BOARD, TIPS, TAPS, ALL OF THE DIFFERENT COOPERATIVES THAT ARE OUT THERE.

ONE GPA PUT OUT A CONTRACT, PUT OUT A BID SEVERAL YEARS BACK AND, AND AWARDED HELLAS AND OTHER VENDORS WORK WITHIN THAT COOPERATIVE, AND WE WERE ABLE TO, IF YOU WILL, PIGGYBACK ON THAT COOPERATIVE ONE GPA'S COOPERATIVE TO SOLICIT FOR US TO DO THIS WORK.

OKAY. THANK YOU. TRUSTEES, WHOEVER IS THINKING ABOUT MAKING THE MOTION, I WOULD ASK THAT YOU USE THE MOTION LANGUAGE THAT'S IN YOUR BOARD BOOK ON THIS PARTICULAR AGENDA ITEM.

ARE THERE ANY OTHER QUESTIONS? THEN IS THERE A MOTION? MR. GLICK.

I'M SORRY I DIDN'T SEE YOU. I MOVE TO APPROVE HELLAS CONSTRUCTION FOR THE MULTI-CAMPUS SOFTBALL BASEBALL FACILITY IMPROVEMENTS PART TWO AS PRESENTED THIS EVENING. SO IT'S BEEN PROPERLY MOVED, AND SECOND, THAT WE ACCEPT THE HELLAS CONSTRUCTION AND CORPORATION FOR THE MULTI CAMPUS SOFTBALL BASEBALL FACILITY IMPROVEMENT PART TWO AS PRESENTED TO THE BOARD OF TRUSTEES TONIGHT.

MOTION MADE BY MISTER GLICK.

SECOND BY MR. SELDERS. VOTE OPEN.

VOTE NOW.

VOTE CLOSE.

THANK YOU, TRUSTEES.

THAT MOTION PASSES 7 TO 0.

THANK YOU.

CONTINUE. THANK YOU.

IF IT HAS AN ASTERISK NEXT TO IT, IT'S AN HISTORICALLY UNDERUTILIZED BUSINESS WHICH IS ALSO CALLED A HUB.

SO WITH ANY OTHER, OH, THE FINANCIAL IMPACT AND FUNDING SOURCE FOR THIS PROJECT IS FOR COMING OUT OF 6A3 BOND 2023.

TRUSTEES, ARE THERE ANY QUESTIONS? I HAD A QUESTION FOR MR. SELDERS THEN, MR. BEACH. YES.

THANK YOU FOR SHARING THIS INFORMATION.

JUST OUT OF CURIOSITY WITH RESPECT TO THESE PROJECTS, THE SCOPE OF THE PROJECTS WERE THEY PRESENTED TO US EARLIER IN THE WHOLE BOND MEETING PROCESS, JUST SO THAT WE HAD AN IDEA OF WHAT THE SCOPE WAS AND THEN WHAT THE ASSOCIATED PROJECT BUDGETS WERE FOR EACH ONE

[01:05:03]

OF THESE? ABSOLUTELY.

FROM THE VERY BEGINNING, AS WE STARTED DEVELOPING THE SCOPES AND THE BUDGETS, THEY WERE SHARED WITH THE BOND ON SEVERAL OCCASIONS.

OKAY, AND JUST OUT OF CURIOSITY, BECAUSE I DON'T HAVE THAT INFORMATION IN FRONT OF ME.

I WAS JUST TRYING TO FIGURE OUT, LIKE WANTED TO GET SOME IDEA IF YOU CAN POINT ME BACK TO OR GIVE ME THAT INFORMATION.

I DON'T KNOW IF MISS HOGAN OR YOU CAN GET WITH MISS HOGAN.

WE CAN GET THAT INFORMATION BACK TO YOU WHEN WHEN THAT INFORMATION WAS SHARED WITH THE BOARD.

OKAY. THANK YOU.

MR. BEACH. PAUL, WILL YOU DO ME A FAVOR? EXPLAIN WHAT HUB MEANS OR I MEAN WHEN YOU SAY UNDERUTILIZED, I DON'T, I'VE NEVER HEARD THAT TERM BEFORE.

I MAY ASK FOR MR. BOOKER TO GIVE ME THE OFFICIAL, BUT IT'S BASICALLY A PROGRAM THAT IF YOU'RE A USUALLY A BUSINESS THAT IS USUALLY MINORITY OWNED, WOMAN OWNED THAT IS TRYING TO GET INTO THE MARKET, YOU REGISTER WITH THE STATE AND GET ACTUALLY YOU GET ACTUALLY APPROVED BY THE STATE TO BE PART OF THIS ORGANIZATION OR THIS DEPOSITORY, AND MARK, AM I, YOU NEED YOU MAY NEED TO COME HELP ME BEFORE I BUTCHER THIS ALL UP.

[CHUCKLING]. THANK YOU.

PRESIDENT GRIFFIN MEMBERS OF THE BOARD OF TRUSTEES, IF YOU'LL RECALL 18 I THINK IT'S APPROXIMATELY 18 OR 24 MONTHS AGO, THE DISTRICT MADE SOME CHANGES IN OUR POLICIES AND REGULATIONS REGARDING OPENING UP THE NUMBER OF OF AGENCIES THAT WOULD QUALIFY AS HISTORICALLY UNDERUTILIZED BUSINESSES. THOSE COULD BE SMALL BUSINESSES, WOMEN-OWNED BUSINESSES.

THERE'S DIFFERENT TYPES OF CATEGORIES THAT WOULD FALL UNDER THE TERM OF HISTORICALLY UNDERUTILIZED BUSINESSES.

IT IS ADDING THE ADDITIONAL CERTIFICATION AGENCIES HAS HELPED AND ASSISTED IN OPENING UP THAT AVAILABILITY TO THOSE HISTORICALLY UNDERUTILIZED BUSINESSES, BUT THAT WAS A DECISION THAT WAS MADE APPROXIMATELY 18-24 MONTHS AGO WHEN WE INCREASED THE AGENCIES THAT WOULD BE USED FOR CERTIFYING HISTORICALLY UNDERUTILIZED BUSINESSES.

GOOD. THANK YOU. I APPRECIATE THE INFORMATION.

THANK YOU. I SEE ANOTHER HAND.

MS. STANLEY.

JUST CONFIRMATION THAT WHEN YOU GET THAT INFORMATION FROM MR. SELDERS, YOU'LL SHARE IT WITH ALL OF US.

WE'LL MAKE SURE IT'S SHARED WITH THE WHOLE BOARD.

THANK YOU. ONE OTHER QUESTION, MR. SELDERS, AND I KNOW THAT WE GOT THE INFORMATION, BUT WHAT WE DIDN'T, I DON'T RECALL SEEING IS THE I GUESS THERE WAS A RUBRIC THAT WENT THROUGH IN.

ASSESSED OR GAVE US INFORMATION ON HOW EACH OF THESE ARCHITECTS CAME TO BE SELECTED FOR THESE PROJECTS BASED ON, YOU KNOW, IN COMPARISON TO THE OTHER ARCHITECTS THAT, YOU KNOW, MAY HAVE SUBMITTED BIDS FOR THAT, IS THAT INFORMATION GOING TO ALSO BE A PART OF WHAT YOU WHAT YOU SHARE, IF I'M NOT MISTAKEN? YES, IT WILL BE IF IT'S NOT IN YOUR BOARD BOOK, BUT THERE WAS A RUBRIC DEVELOPED.

IF YOU REMEMBER, AS I STATED BACK IN 23 THERE WAS A LOT OF FIRMS THAT SUBMITTED INFORMATION ABOUT THEIR FIRMS. THERE WAS A COMMITTEE IDENTIFIED IN FACILITIES AND OTHER DEPARTMENTS THAT CAME TOGETHER TO FORMALIZE A COMMITTEE, AND WE IDENTIFIED THESE COMMITTEE MEMBERS, AND WE HAD A RUBRIC THAT WAS DEVELOPED BY THE PURCHASING DEPARTMENT, AND WE BASICALLY WE PUT THE BEST ARCHITECT FIRM FOR, WHAT WE FELT AS A COMMITTEE FOR THE BEST PROJECT.

THEY WOULD BE ABLE TO EXECUTE THE PROJECT AND MAKE IT A A SUCCESSFUL PROJECT.

YEAH. OKAY. JUST INCLUDE THAT AS WELL.

THANK YOU. WE'LL INCLUDE THAT.

ANY MORE QUESTIONS? IS THERE A MOTION? MS. GRIFFIN? MR. SELDERS? MOVE THAT WE CONSIDER APPROVAL OF THE RECOMMENDED ARCHITECTS FOR THE BOND 2023 PHASES THREE THROUGH FIVE PROJECTS AS PRINTED IN OUR BOARD BOOK.

SECOND. IT'S BEEN PROPERLY MOVED BY MR. SELDERS, SECONDED BY MR. GLICK, THAT WE APPROVE THE RECOMMENDED ARCHITECTS FOR BOND 2023 PHASES THREE THROUGH FIVE PROJECTS AS PRESENTED TO US TONIGHT IN ACCORDANCE WITH GOVERNMENT CODE 2254.004B ARE WE READY TO VOTE? VOTE OPEN.

VOTE NOW.

VOTE CLOSED.

TRUSTEES THAT PASSED 7 TO 0.

THANK YOU SO MUCH.

MOVING RIGHT ALONG.

THANK YOU. TRUSTEES, THAT PASSES 7 TO 0.

MOVING RIGHT ALONG, MR.

[V.B. Increase to Awards]

BOOKER. YOU'RE STILL UP FOR THE INCREASE IN THE AWARD? YES, MA'AM. THE CONTRACT BEFORE YOU IS FOR DISTRICT AWARDED FURNITURE.

THIS IS THE FURNITURE THAT WOULD BE USED TO FACILITATE THE CONSOLIDATION PLAN FOR PARK CREST ELEMENTARY AND HANDLEY.

WE ARE RECOMMENDING A CONTRACT TERM OF ONE YEAR WITH FOUR ANNUALLY RENEWABLE OPTIONS.

WE ARE INCREASING THE AWARD FOR THE COMPANY PUBLIC PARTNERS GROUP, LLC FROM $74,000 TO AN INCREASE OF $426,000, MAKING THE NEW NOT TO EXCEED AMOUNT $500,000, WHICH WOULD BE FUNDED OUT OF THE 6A3 THE BOND FUNDS.

ARE THERE QUESTIONS? MISS STANLEY? I DON'T WRITE THESE CHECKS OFTEN, BUT THAT SEEMS LIKE A VERY BIG SWING FROM 74,000 TO 500,000, AND THAT WAS NOT EXPECTED OR IT WAS EXPECTED? WE HAVE WE HAVE SEVERAL FURNITURE CONTRACTS TWO OF WHICH THE BOARD OF TRUSTEES HAD ALREADY INCREASED THE AMOUNTS TO FACILITATE BOND PURCHASES.

THIS WAS A SEPARATE CONTRACT THAT WAS PUT IN PLACE.

WE TOOK THE QUOTES FROM ALL OF OUR APPROVED SUPPLIERS.

THIS PARTICULAR PROVIDER PROVIDED BEST VALUE AND IS THE REASON FOR THE INCREASE.

SO ALL OF THE COMPANIES THAT WE HAD ORIGINALLY AWARDED FOR FURNITURE, ALL OF THEM WERE GIVEN OPPORTUNITIES TO PRESENT QUOTES ON THE FURNISHINGS.

THIS PARTICULAR COMPANY THROUGH THE EVALUATION, DETERMINED THAT WAS THE AWARD FOR THAT PARTICULAR CONTRACT BECAUSE IT IS A DIFFERENT CONTRACT THAN TWO THAT WERE. SO IT'S NOT NECESSARILY AN INCREASE.

WELL, YES, MA'AM, IT WAS ORIGINALLY PRESENTED AS $74,000.

JUST FOR THIS ONE VENDOR.

YES. OKAY.

SO IT'S WELL, WHAT IT IS, IS WE THE BOARD PREVIOUSLY APPROVED OUR FURNITURE CONTRACTS. WE HAD A SEPARATE FURNITURE PROVIDER THAT MADE THEMSELVES AVAILABLE FOR NOT TO EXCEED AMOUNT OF $74,000 WHEN THE CONSOLIDATION PROJECT CAME UP BECAUSE OF THE SIZE OF THE PROJECT, IT IS OUR PROCESS TO GET QUOTES FROM ALL OF THE APPROVED FURNITURE PROVIDERS.

WE WENT THROUGH THAT PROCESS.

THIS FIRM, PUBLIC PARTNERS GROUP, DETERMINED TO PROVIDE BEST VALUE IN THE AMOUNT OF APPROXIMATELY 426,000, WHICH WOULD MAKE THE NEW AWARDED AMOUNT 500,000. SO IS IT WITHIN OUR ORIGINAL ESTIMATE OF OUR BUDGET, I GUESS IS WHAT I'M ASKING BECAUSE--YES.

OKAY. SO WE'RE NOT GOING OVER BUDGET IN THIS.

NO, MA'AM. OKAY.

THANK YOU, AND THE BUDGET SOURCE IS THE 6A3 BOND 2023.

SO DO WE HAVE A MOTION? OKAY. ANY MORE QUESTIONS?

[01:20:02]

SO IS THERE A MOTION? MADAM PRESIDENT, I MOVE THAT WE APPROVE THE INCREASE IN AWARD AMOUNT FOR DISTRICT FURNITURE.

I BELIEVE IT'S CONTRACT 34-21-01.

SECOND. IT'S BEEN PROPERLY MOVED BY MR. JOHNSON AND SECOND BY MR. SELDERS TO APPROVE THE INCREASE IN AWARDED AMOUNT FOR DISTRICT FURNITURE.

NUMBER 34-24-01.

READY TO VOTE.

UNLESS I HAVE FORGOTTEN SOMETHING, IS THERE A MOTION FOR ADJOURNMENT?

[VII. Adjournment]
