IN ACCORDANCE WITH BOARD POLICY EHBAF AND TEXAS EDUCATION CODE 29.022, DISTRICTS MAY CONDUCT VIDEO AND AUDIO SURVEILLANCE IN CERTAIN SPECIAL EDUCATION CLASSROOMS OR SETTINGS UPON REQUEST. TONIGHT, WE'RE REQUESTING YOUR APPROVAL OF A RESOLUTION TO ACTIVATE ALL OF THE CAMERAS IN THIS DISTRICT UNDER THE STATUTE. WHILE CAMERAS MAY BE ACTIVATED THROUGH INDIVIDUAL REQUEST, YOUR APPROVAL OF THIS RESOLUTION WILL ENSURE ALL CAMERAS ARE ACTIVATED ON THE FIRST DAY OF SCHOOL FOR OUR SCHOLARS. THE STATUTE IS INTENDED TO PROTECT STUDENTS WHO BECAUSE OF A DISABILITY, MAY NOT BE ABLE TO REPORT MISTREATMENT BY OTHER STUDENTS OR BY STAFF. FOR THE '24/'25 SCHOOL YEAR, THERE ARE 39 ELEMENTARY SCHOOLS, 10 MIDDLE, AND SEVEN HIGH SCHOOLS THAT HAVE CAMERAS FOR A TOTAL OF 333 CAMERAS. THE TEXAS ASSOCIATION OF SCHOOL BOARDS HAS PROVIDED GUIDANCE TO SCHOOL DISTRICTS ON THIS STATUE, AND THIS IS INCLUDED IN THE ATTACHMENT TO THIS MEMO. IN PART OF THAT GUIDANCE, THE TEXAS ASSOCIATION OF SCHOOL BOARDS SPECIFIES THAT A PARENT, A STAFF MEMBER, A PRINCIPAL, ASSISTANT PRINCIPAL, OR A BOARD OF TRUSTEES MAY REQUEST IN WRITING THAT THE DISTRICT INSTALL VIDEO AND AUDIO RECORDING EQUIPMENT IN A SELF CONTAINED CLASSROOM OR OTHER SPECIAL EDUCATION SETTING. THE STATUTE ALSO REQUIRES THAT VIDEO CAMERAS MUST COVER ALL AREAS OF THE CLASSROOM SETTING, INCLUDING ATTACHED AREAS USED FOR TIME OUT. VIDEO SURVEILLANCE IS NOT ALLOWED IN REST ROOMS, OR CHANGING AREAS, AND IT'S ONLY PERMITTED IN THOSE AREAS TO THE EXTENT THAT SUCH COVERAGE IS DUE TO THE LAYOUT OF THE CLASSROOM OR THE SETTING. THERE ARE TWO TYPES OF WAIVERS THAT WE CAN REQUEST FOR ATTENDANCE. ONE IS THE LOW ATTENDANCE WAIVER, AND THE OTHER IS THE MISSED SCHOOL DAY WAIVER. WE'LL BE GOING OVER BOTH OF THOSE THIS EVENING. BUT AS A REMINDER, I JUST WANTED TO GO OVER WHAT THE LOW ATTENDANCE WAIVER ALLOWS US TO DO. WE'RE ABLE TO REQUEST THOSE WAIVERS. WHENEVER STUDENTS ATTEND, BUT ATTENDANCE IS, AT LEAST 10 PERCENTAGE POINTS BELOW THE LAST SCHOOL YEAR'S OVERALL AVERAGE ATTENDANCE FOR THE DISTRICT, OR FOR AN INDIVIDUAL CAMPUS DUE TO INCLEMENT WEATHER, HEALTH OR SAFETY RELATED ISSUES. THE MISSED SCHOOL DAY WAIVER, WE'RE ALLOWED TO REQUEST WHENEVER STUDENTS DO NOT ATTEND OR WHEN ATTENDANCE IS NOT TAKEN DUE TO INCLEMENT WEATHER, HEALTH, SAFETY RELATED OR OTHER ISSUES. THIS YEAR, WE ARE GOING TO BE REQUESTING BOTH OF THOSE WAIVERS. THE FIRST LOW ATTENDANCE WAIVER WE'LL BE REQUESTING IS FOR APRIL 8TH OF THIS SCHOOL YEAR. THAT DAY WE HAD A SOLAR ECLIPSE. BECAUSE THE TEXAS DEPARTMENT OF PUBLIC SAFETY ISSUED AN EMERGENCY DECLARATION, WE ARE ALLOWED TO REQUEST A LOW ATTENDANCE WAIVER FOR SAFETY REASONS FOR THAT PARTICULAR DAY. OUR ATTENDANCE WAS LESS THAN 75% ON THAT DAY, WHICH WAS WELL BELOW THE 10 POINT SPREAD THAT WE ARE ALLOWED TO ASK FOR THIS WAIVER FOR. THE NEXT DATE WE'LL BE LOOKING AT IS FOR AN INDIVIDUAL CAMPUS. WE DON'T USUALLY HAVE A LOT OF THESE WAIVERS FOR INDIVIDUAL CAMPUSES. BUT ON THE 15TH OF APRIL, JUST A WEEK LATER, NAAMAN FOREST HIGH SCHOOL EXPERIENCED A POWER OUTAGE, AND STUDENTS DID REPORT TO SCHOOL ON THAT DAY, BUT THEY WERE DISMISSED AT 9:30, WHICH IS BEFORE THE ATTENDANCE ACCOUNTING PERIOD. NOW WE'RE LOOKING AT THE MISSED SCHOOL DAY WAIVERS. THE DAYS THAT WE MISSED WERE MAY 29TH AND MAY 30TH, NOT TOO LONG AGO. AS YOU ALL MAY REMEMBER, WE DID HAVE SEVERE WEATHER AND SAFETY ISSUES ON BOTH OF THOSE DAYS SO WE ARE REQUESTING THE WAIVERS FOR THOSE TWO DAYS. YOU MAY BE THINKING, WOW, WE WERE ALSO OUT ON THE 28TH? IN ORDER TO REQUEST THIS WAIVER, WE HAVE TO USE THE TWO BUILT IN DAYS THAT WE ADD TO OUR CALENDAR EACH YEAR. THE OVERALL AGREEMENT ALLOWS GIST AND DALLAS COLLEGE TO CONTINUE [00:10:03] OUR SUCCESSFUL PARTNERSHIP AND INCLUDES ATTACHMENTS A THROUGH G. LAST MONTH, THE COLLEGE FOR ALL UPDATE WAS PRESENTED TO THIS COMMITTEE. SINCE THE COLLEGE FOR ALL ROLLOUT, GISD AND DALLAS COLLEGE HAVE PROVIDED MILLIONS OF DOLLARS IN TUITION AND FEES AND TEXTBOOK SAVINGS TO GISD FAMILIES, WHILE GISD STUDENTS HAVE EARNED OVER 160,000 COLLEGE CREDIT HOURS SINCE THE BEGINNING OF THE COLLEGE FOR ALL ROLL OUT. THE AGREEMENTS BEFORE YOU REPLACE THE AGREEMENTS ESTABLISHED TO SUPPORT THE COLLEGE FOR ALL ROLL OUT, WHICH BROUGHT TO FRUITION THE FIRST COLLEGE FOR ALL GRADUATING CLASS LAST MONTH, WHERE 499 GISD STUDENTS WERE ELIGIBLE TO PARTICIPATE IN DALLAS COLLEGE COMMENCEMENT CEREMONIES. IN ADDITION TO THE OVERALL DUAL CREDIT AGREEMENT, THERE ARE SIX P-TECH AND FIVE ECHS PROGRAM INTER-LOCAL AGREEMENTS. THE INTER-LOCAL AGREEMENTS ARE ALL IDENTICAL WITH THE EXCEPTION OF THE DESIGNATED CAMPUS AND PROGRAM. P-TECH PROGRAMS ALLOW STUDENTS AN OPPORTUNITY TO RECEIVE BOTH A HIGH SCHOOL DIPLOMA AND A CREDENTIAL AND OR AN ASSOCIATE DEGREE THAT IS SPECIFIC TO GOING INTO A CAREER POST GRADUATION, IF THEY CHOOSE, OR CONTINUING ON WITH THEIR COLLEGE EDUCATION. THE HALLMARK OF THE P-TECH MODEL IS ITS CAREER FOCUS AND PROVISION OF WORK BASED EDUCATION. ECHS PROGRAMS ON THE OTHER HAND, THEY ARE ALSO OPEN ENROLLMENT PROGRAMS, AND THEY PROVIDE AN OPPORTUNITY FOR A STUDENT TO RECEIVE THEIR HIGH SCHOOL DIPLOMA AND EARN EITHER AN ASSOCIATE DEGREE IN HIGH SCHOOL OR UP TO 60 CREDIT HOURS TOWARDS A BACHELOR'S DEGREE WITH THE FOCUS BEING CONTINUING ON TO A FOUR YEAR INSTITUTION. ALL DO CREDIT AGREEMENTS FOR YOUR CONSIDERATION, HAVE AN INITIAL ONE YEAR TERM STARTING AUGUST 1ST, 2024 AND ENDING JULY 31ST, 2025. AT ANY POINT PRIOR TO THE EXPIRATION OF THE TERM, GISD AND DALLAS COLLEGE MAY RENEW THE AGREEMENTS FOR THE TWO SUBSEQUENT ONE YEAR TERMS BY WRITTEN AGREEMENT. DALLAS COLLEGE IS REDUCING COSTS FOR ISD PARTNERS, STUDENTS, AND FAMILIES FOR THE '24/'25 SCHOOL YEAR CHANGES TO TUITION AND FEE POLICY ARE OUTLINED IN ATTACHMENT E. PREVIOUSLY, TUITION AND FEES WERE CHARGED TO EITHER THE ISD OR THE STUDENT FOR RETAKEN COURSES. NEITHER THE ISD OR THE STUDENT WILL BE CHARGED FOR RETAKEN COURSES FOR THE '24/'25 SCHOOL YEAR. DALLAS COLLEGE IS TRANSITIONING TO MANAGING THEIR OWN BOOKSTORES AS OUTLINED IN ATTACHMENT F. HISTORICALLY, DALLAS COLLEGE HAS CONTRACTED WITH FOLLETT FOR BOOKSTORE MANAGEMENT. THIS CHANGE WILL RESULT IN THE COST OF LEARNING MATERIALS BEING REDUCED BY $3.25 PER CREDIT HOUR, EXCUSE ME FOR ISD DUAL CREDIT PARTNERS COMPARED TO PRICING THIS YEAR FOR THE '23/'24 SCHOOL YEAR. CONSIDERING WE EARNED OVER 55,000 CREDIT HOURS SO FAR IN DUAL CREDIT, THAT'S A SIGNIFICANT SAVINGS FOR GISD. DALLAS COLLEGE IS CONTINUING TO REFINE INSTRUCTOR SUPPORT AND COMMUNICATION AS IT IS ONE OF THE LARGEST COMMUNITY COLLEGES IN TEXAS WITH SEVEN MAIN CAMPUSES AND ADDITIONAL SERVICE CENTERS THROUGHOUT THE METROPLEX THAT SERVE MANY DUAL CREDIT PARTNERS. ATTACHMENT G FORMALIZES INSTRUCTOR GUIDELINES BY OUTLINING BEST PRACTICES AND GUIDELINES TO TEACH DUAL CREDIT COURSES ACROSS THE DALLAS COLLEGE SYSTEM.
