AROUND 10,000 OF THESE MUSICIANS EARN A DIVISION ONE AND ADVANCE TO THE STATE LEVEL.

OF THESE 10,000 STATE QUALIFIERS, VERY FEW EARN A DIVISION ONE RATING FROM THE STATE JUDGES.

FROM THESE STUDENTS THAT EARNED A DIVISION ONE AT THE STATE LEVEL.

EACH JUDGE THEN SELECTS ONE STUDENT THAT PERFORMED WITH THE HIGHEST LEVEL OF MUSICIANSHIP FROM THEIR TWO DAYS OF LISTENING.

PLEASE VISUALIZE THIS.

EACH JUDGE ADJUDICATES TWO FULL DAYS OF THE BEST STUDENT PERFORMANCES FROM THE ENTIRE STATE, AND THEN THEY SELECT JUST ONE STUDENT AS THEIR OUTSTANDING PERFORMER.

ONLY 2 TO 3% OF THE SOLO PERFORMANCES IN THE ENTIRE STATE OF TEXAS EARN THIS DISTINGUISHED HONOR.

BOARD DOCTOR LOPEZ, THANK YOU VERY MUCH.

THANK YOU FOR THAT, MR. WEISNER. WE'LL NOW MOVE TO OUR AGENDA.

[V.A. Discuss TASB Update 123 Legal Policies - Lisa Ray]

ITEM FIVE, DISCUSSION ITEMS FIVE A DISCUSS TASB.

UPDATE 123 LEGAL POLICIES.

MISS RAY. GOOD EVENING, PRESIDENT SELDERS.

DOCTOR LOPEZ. TRUSTEES.

I JUST WANT TO HAVE BEFORE YOU 32 LEGAL POLICIES THAT WERE ORIGINALLY PRESENTED AT OUR POLICY REVIEW COMMITTEE.

MR.. JOHNNY BEACH SERVES AS THE CHAIR.

AND THIS ENCOMPASSES THE CHANGES THAT WERE INCORPORATED FROM THE 88TH LEGISLATURE, INCLUDING THE REGULAR AND SESSION SPECIAL SESSIONS.

AND AGAIN, THESE ARE BEFORE YOU FOR REVIEW.

TRUSTEE ARE THERE ANY QUESTIONS? NO QUESTIONS.

[V.B. Discuss TASB Update 123 Local Policies (First Read) - Lisa Ray]

WE'LL NOW GO TO FIVE B AND DISCUSS THE TSB UPDATE 123 LOCAL POLICIES FOR FIRST READ.

MR. RAY. YES.

THANK YOU. PRESIDENT SELDERS TRUSTEES.

DOCTOR LOPEZ AGAIN, THESE WERE BROUGHT BEFORE THE POLICY REVIEW COMMITTEE ON AUGUST 1ST.

AND WE HAVE ABOUT 13 LOCAL POLICIES.

AND THESE ENCOMPASS CHANGES TO BOARD MEMBER TRAINING, THE SAFETY PROGRAMS WITH EMERGENCY PLANS, SECURITY PERSONNEL TECHNOLOGY EQUIPMENT EMPLOYMENT PRACTICES SUCH AS CONTRACTS, DBA, HOMEBOUND INSTRUCTION, EFA, WHICH IS INSTRUCTIONAL RESOURCES, INSTRUCTIONAL MATERIALS, EFB WHICH IS LIBRARY MATERIALS F

[00:35:06]

AND G AND WE ACCEPT.

OR WHEN WE BROUGHT IT BEFORE THE POLICY REVIEW COMMITTEE.

THE ADMINISTRATION ACCEPTS ALL OF THESE RECOMMENDATIONS WITH A SLIGHT CHANGE TO EFA LOCAL AND EFB LOCAL. AND THEY ARE BEFORE YOU IN THE MANILA FOLDERS.

AND THE ONLY CHANGES THAT ADMINISTRATION SOUGHT TO MAKE.

I'LL GO THROUGH. EFA LOCAL FIRST.

AND THIS WAS PROVIDED AT THE DIRECTION OF DOCTOR MELISSA HILL.

AND IF YOU LOOK ON PAGE THREE OF THREE.

THE ONLY CHANGE THAT THE ADMINISTRATION SOUGHT TO MAKE WAS TO DELETE PRINCIPAL AND INCLUDE DISTRICT LEVEL CURRICULUM ADMINISTRATOR AND THE REASON FOR THAT IS BECAUSE TASB, AS YOU KNOW, SERVICES ALL DISTRICTS, VERY RURAL ONES, WHICH MAY HAVE ABOUT 300 STUDENTS, TWO VERY LARGE URBAN SCHOOL DISTRICTS.

BECAUSE WE'RE CONSIDERED A LARGE URBAN SCHOOL DISTRICT, WE DO HAVE AN ADMINISTRATOR ADMINISTRATOR IN CHARGE OF THIS.

ASIDE FROM THE PRINCIPAL AND IN YOUR SMALLER DISTRICT, IT MAY BE JUST A PRINCIPAL.

AND THAT'S THE ONLY CHANGE FOR IF A LOCAL.

AND WHEN WE BROUGHT IT BEFORE OUR POLICY ADVISORY COMMITTEE, THE MEMBERS OF THAT COMMITTEE WERE SATISFIED WITH THAT CHANGE.

WITH EFB LOCAL, THIS IS BROUGHT TO YOU ADMINISTRATION, SPECIFICALLY.

MR. COLEMAN BRIDGMAN ADVISED ON THIS.

SIMILARLY, IF YOU LOOK ON PAGE FIVE OF SIX OF EFB LOCAL AS OPPOSED TO THE SUPERINTENDENT BEING THE PERSON WHO YOU SUBMIT THE FORM TO FOR FORMAL REQUESTS FOR RECONSIDERATION FOR LIBRARY MATERIALS.

IT IS THE DISTRICT LIBRARY SUPERVISOR.

AND THAT CHANGES AGAIN OUTLINED IN PAGE FIVE OF SIX.

SO THOSE ARE THE ONLY MODIFICATIONS THAT THE ADMINISTRATION MADE TO THOSE TWO LOCAL POLICIES.

PREVIOUSLY, THERE WERE NO LOCAL POLICIES FOR EPHA AND EPHB.

THERE WERE ONLY LEGAL POLICIES.

AND SO ASIDE FROM THOSE TWO, THE ADMINISTRATION ACCEPTS ALL OF THESE RECOMMENDATIONS.

AND THESE ARE FOR FIRST READ.

THANK YOU, MISS RAY. TRUSTEES, ARE THERE ANY QUESTIONS? AWESOME. THANK YOU.

[V.C. Trustees' Report]

ALL RIGHT. WE'LL NOW MOVE TO ITEM FIVE C GET OUR TRUSTEES REPORT.

I'LL START TO MY LEFT WITH MISS STANLEY.

THANK YOU. I JUST WANTED TO SAY WELCOME AGAIN TO OUR NEW PRINCIPLES THAT ARE COMING AND JOINING US AND WHO HAVE JUST MOVED SCHOOLS. WE VERY MUCH APPRECIATE EVERYONE.

I ALSO WANTED TO JUST CONTINUE TO SAY, GREAT.

I HEAR GREAT THINGS ABOUT SCHOOLS SO FAR, AND I'M SO THRILLED THAT EVERYBODY IS ENJOYING IT.

I KNOW THAT MY TWO YOUNG NEIGHBORS IN MIDDLE SCHOOL THINK THAT THEY ARE THE CAT'S MEOW, AND I JUST LOVE THEM.

I ALSO WANTED TO MAKE SURE THAT EVERYONE KNOWS THIS LABOR DAY ON MONDAY, LABOR DAY WILL BE HAVING THE GARLAND EXCHANGE, LABOR DAY PARADE, AND I HOPE TO SEE EVERYONE OUT THERE. I HOPE TO SEE THE TRUSTEES.

IT'S ALWAYS FUN.

LOVE TO SEE ALL THE BANDS.

AND THEN I ALSO JUST WANTED TO GIVE A SHOUT OUT.

I'VE BEEN SEEING SOME GREAT THINGS.

I HAVEN'T BEEN ABLE TO VISIT IT, BUT THE GARLAND ISD DYSLEXIA TRAINING CENTER.

I SEE ALL THE STAFF OUT THERE AND ALL THE GREAT TRAINING THAT THEY'RE DOING.

AND I JUST WANT TO SAY THANK YOU VERY MUCH FOR THAT WORK YOU DO.

IT IS SO, SO, SO IMPORTANT.

AND THEN ALSO JUST TO PLUG, YOU KNOW, NOW THAT SCHOOL HAS STARTED AND WE'VE AND WE'RE SETTLING IN.

JOIN YOUR LOCAL PTA PEOPLE.

MAKE SURE THAT WE JOIN THEM, WE SUPPORT THEM AND WE ENGAGE AND WE MAKE THIS YEAR SUPER GREAT.

AND THEN THE LAST THING I WANT TO JUST TALK ABOUT IS I HAD THE PRIVILEGE OF ATTENDING A ADVOCACY SUMMIT THIS LAST WEEK WITH RAISE YOUR HAND, TEXAS. AND I'M SUPER, SUPER EXCITED TO SHARE ALL THE THINGS THAT WE LEARNED AND DID AND ROLE PLAYED WITH MY FELLOW TRUSTEES.

AND I LOOK FORWARD TO DOING MORE STUFF.

AS FAR AS ADVOCACY, I JUST FEEL IT'S SO IMPORTANT THAT WE'RE OUT THERE NOT ONLY US, BUT OUR OUR COMMUNITY NEEDS TO KNOW ALL THE THINGS THAT ARE HAPPENING AND I'M SUPER EXCITED ABOUT THAT.

[00:40:01]

THANK YOU. THANK YOU, MISS STANLEY.

MR. JOHNSON.

THANK YOU, BOARD PRESIDENT.

I'D LIKE TO JOIN MISS STANLEY.

WE HAD THE NEW PRINCIPAL RECEPTION EARLIER TODAY.

IT WAS.

IT'S ALWAYS SOMETHING I ENJOY DOING.

EVERY YEAR IS GETTING TO MEET THE NEW CAMPUS LEADERS THAT ARE GOING TO BE GUIDING THESE CAMPUSES OVER THE COURSE OF THE NEXT YEAR, AND HOPEFULLY FOR MANY YEARS TO COME.

IT REALLY EMPHASIZES THE ROLE TO ME THAT CAMPUS LEADERSHIP PLAYS.

IF WE DON'T GET ANYTHING DONE IN THIS ROOM, NOTHING THAT WE ACCOMPLISH HERE GETS DONE.

UNLESS IT'S THOSE CAMPUS LEADERS, THE BOOTS ON THE GROUND IN EACH ONE OF THESE CAMPUSES, THEY'RE THE REAL FULCRUM THAT MAKE THIS WHOLE THING HAPPEN.

AND IT'S REALLY, REALLY SPECIAL EVERY TIME TO GET TO KNOW.

MOSTLY NOT NEW FACES.

THEY'RE KIND OF TAKING ON NEW ROLES WITHIN THE DISTRICT, BUT THEY WERE THEY'RE EAGER TO THEY'RE ALREADY GOING.

THEY'VE BEEN GOING, BUT IT'S EAGER TO SEE THE RESULTS.

AND I KNOW THEY'RE GOING TO BE POSITIVE.

OTHERWISE, AS A PARENT OF THREE YOUNG ONES THAT ARE STARTING SCHOOL THIS YEAR, I THINK IT'S ROLLED OUT PRETTY WELL.

DOCTOR LOPEZ, CONGRATULATIONS ON WHAT I THINK LOOKS LIKE ONE OF THE SMOOTHER LAUNCHES TO AN ACADEMIC YEAR THAT I'VE SEEN SO FAR.

I THINK THAT THE INVESTMENTS WE MADE IN TRANSPORTATION TECHNOLOGY WITH RESPECT TO ROUTING HAVE CLEARLY MADE A DIFFERENCE.

I THINK THAT WE'RE SEEING FEWER BECAUSE THERE'S ALWAYS A LOT OF HEADACHES AT THE BEGINNING OF THE YEAR WITH TRANSPORTATION WISE, BUT I THINK THIS IS THE LEAST WE'VE EVER GOTTEN, AT LEAST SINCE I'VE BEEN ON THE BOARD.

SO IT'S GOOD TO SEE THAT THE THAT THE INVESTMENTS WE MADE IN THAT REGARD ARE PAYING OFF.

AND THEY'VE PROVEN TO BE GOOD STEWARDSHIP OF TAXPAYER FUNDS, AND THEY'RE ACTUALLY GOING TO SAVE US MONEY BY SAVING FUEL COSTS AND THINGS OF THAT NATURE.

SO TO ALL THE CAMPUS ADMINISTRATORS THAT GOT US ON THE RIGHT FOOT, I THANK YOU, AND I'LL PASS IT ON.

THANK YOU, MR. JOHNSON.

MR. BEACH.

THANK YOU, MR. SELDERS.

YES. I WAS ABLE TO ATTEND THE NAACP BACK TO SCHOOL BACKPACK SCHOOL SUPPLIES AT LAKEVIEW CENTENNIAL.

VERY WELL ORGANIZED AND VERY WELL PUT TOGETHER.

AND HOPEFULLY ALL THE STUDENTS THAT DID COME WERE ABLE TO GET WHAT THEY NEEDED AS FAR AS SUPPLIES WAS CONCERNED.

SO MY SHOUT OUT TO THAT PARTICULAR DAY.

ALSO THAT MORNING, I WAS ABLE TO GO OVER TO SOUTH GARLAND HIGH SCHOOL AND ATTEND THE TYRESE MAXEY CAMP BASKETBALL CAMP THAT TYRESE GIVING BACK TO THE COMMUNITY IN HIS FOUNDATION AND WHAT A WONDERFUL TIME THAT WAS FOR THE STUDENTS THAT WERE OUT THERE PLAYING AND WELL ORGANIZED WITH ALL OF THESE VOLUNTEERS, AND IT WAS REALLY GOOD TO SEE TYRESE AND WHAT HE HAS ACCOMPLISHED IN HIS LIFE.

BEING A SOUTH GARLAND GRADUATE HIMSELF AND GIVING BACK TO HIS COMMUNITY.

SO I WANT TO THANK HIM AND HIS FAMILY FOR ALL THEY'RE DOING IN THE FOUNDATION AND ALSO HELPING IN THE EXCHANGE CLUB AT THE CHRISTMAS TIME.

FOR THE KIDS THAT ARE LESS FORTUNATE AS FAR AS GIFTS ARE CONCERNED.

SO THANK YOU FOR THE MAXI FAMILY.

ALSO, I WENT TO THE ATHLETIC LUNCHEON AT SACHSE HIGH SCHOOL AND A VERY GOOD VENUE.

ALL THE COACHES IN THE AREA WERE THERE AND GAVE OUT SOME AWARDS FOR THE MIDDLE SCHOOL AND HIGH SCHOOL.

AND I JUST WANT TO THANK ALL THE COACHES AND THE TIME AND THEY'RE PUTTING IN RIGHT NOW IN THE HEAT, WHETHER IT BE SOCCER, WHETHER IT BE VOLLEYBALL, WHETHER IT BE FOOTBALL, WHATEVER THE CASE MAY BE.

THE HEAT'S BEEN PRETTY ROUGH, AND I KNOW THAT THOSE COACHES ARE GIVING AND SACRIFICING.

SO I JUST WANT TO SAY THANK YOU.

AND FOOTBALL SEASON IS HERE.

IT STARTS THURSDAY NIGHT.

SO LET'S SUPPORT OUR TEAMS AND THE RUDIMENT AND HOPE THAT WE WILL HAVE SOME DISTRICT CHAMPS COME OUT OF IT.

I ALSO TOOK THE TIME TO TO GO OUT TO THE NATATORIUM.

I WANTED TO WITNESS OUR SECOND GRADERS THAT GO OUT AND SWIM, AND I WAS OUT THERE AND SURE ENOUGH, THE BUS PULLED UP AND THEY GOT OFF.

AND I TELL YOU WHAT, COACH WIGGINS OUT THERE HAS GOT THAT.

I MEAN, WHAT A DISCIPLINED GROUP THAT THEY HAVE OUT THERE.

AND THE FORMAT THAT THEY USE FOR THESE KIDS IS UNMATCHED.

BECAUSE THOSE KIDS WERE JUMPING IN THAT POOL, I WOULDN'T HAVE JUMPED IN.

THE WATER IS STILL COLD FOR ME, BUT THEY WERE IN THERE AND THEY WERE SWIMMING.

AND SOME OF THEM LOOKED LIKE DUCKS IN THE WATER ALREADY, WHICH WAS WONDERFUL.

BUT WE'RE TEACHING EVERY KID TO SWIM, AND THAT'S A BLESSING TO WHAT I SAW.

AND ALL THE PEOPLE THAT WERE TRAINING THEM, THEY HOW GOOD THEY WERE WITH THOSE STUDENTS.

THE CARING THAT I SAW WITH THOSE STUDENTS AND THE KIDS JUST RESPONDED, EVEN THOUGH THEY DIDN'T KNOW THOSE TEACHERS, THEY RESPONDED TO THEM.

AND SO IT WAS REALLY A BEAUTIFUL THING TO SEE.

AND I WAS VERY PLEASED TO GO AND SEE THAT.

SO IF YOU HAVEN'T GOT A CHANCE TO GO BY AND SEE SOME OF THAT AT THE NATATORIUM, IT'S EVERY MORNING THEY'RE OUT THERE, THOSE SECOND GRADERS ARE SWIMMING, THERE'S BUSSES OUT THERE AND THEY'RE SWIMMING. THE OTHER THING THAT'S REALLY EXCITING IS WATER POLO IS BECOMING A VERY, VERY POPULAR SPORT.

AND WE'VE GOT A TEAM FROM EVERY HIGH SCHOOL NOW PARTICIPATING IN REFUSED STUDENT SHORT AT ONE SCHOOL HIGH SCHOOL.

AND THAT'S GOING TO BE A U.I.L.

EVENT. AND THEY THEY HAD A COMPLETE SELLOUT OUT THERE ABOUT THREE WEEKS AGO.

[00:45:02]

AND IT WAS A WATER POLO TOURNAMENT.

SO THINGS ARE HAPPENING OUT THERE IN THAT THAT POOL THAT A LOT OF PEOPLE I CALL IT A POOL.

IT'S BIGGER THAN THAT. BUT IT'S AMAZING WHAT IS GOING ON.

IT'S A BEAUTIFUL FACILITY INSIDE.

THEY'RE KEEPING IT UP WELL, AND I'M VERY PLEASED THAT WHAT COACH WIGAN IS DOING.

ALSO, I GUESS THE MOST GRATIFYING THING THAT I DO IS WHEN WE DO GRADUATIONS AND LAST NIGHT WE, WE HAD GRADUATION AT THE TRIPLE C FOR OUR SUMMER SCHOOL GRADUATES. THOSE KIDS THAT DID NOT FALL THROUGH THE CRACKS, THEY GOT TO WALK THE STAGE.

AND WE HAD 47 SIGNED UP AND 30 WALKED THE STAGE.

LAST NIGHT. ROBERT GAVE A GREAT MR. SELDERS GAVE A GREAT SPEECH.

DOCTOR LOPEZ GAVE A GOOD TALK AND IT WAS REALLY INSPIRING TO SEE THOSE PARENTS COME.

THOSE KIDS WERE EXCITED AS THEY WALKED ACROSS THE STAGE.

EVERY ONE OF THEM HAD A SMILE ON THEIR FACE.

SO IT WAS A PLEASURE TO BE PART OF SOMETHING THAT WE DON'T GIVE UP ON KIDS.

SO AND THAT'S ONE THING THAT I APPRECIATE ABOUT GISD.

WE WANT EVERYONE TO GET THAT SHEEPSKIN WHEN THEY WALK ACROSS THAT STAGE TO BETTER THEIR LIFE.

THANK YOU. THANK YOU, MR. BEACH. MR. GLICK.

THANK YOU SIR. SO TO HONOR OUR UIL GOLD MEDALIST, I WORE MY BRASS TIE TODAY.

I'M A TROMBONE PLAYER.

MY SON AND DAUGHTER WERE BOTH FRENCH HORN PLAYERS, SO CONGRATULATIONS TO ALL OF THOSE.

WE HAD THE FIRST MEETING OF OUR SAFETY COMMITTEE.

THERE ARE THREE SCHEDULED MEETINGS.

THIS WAS THE SUMMER MEETING.

THERE WILL BE ONE IN THE FALL AND ONE IN THE SPRING.

MR. SELDERS WAS ALSO THERE.

TO ME, THE HIGHLIGHTS WE HAD TALKED LAST YEAR ABOUT MAKING SURE THAT THE PROTECTIVE FILM WAS ALL DONE BEFORE THE SCHOOL YEAR STARTED THIS YEAR, AND NOT ONLY WAS IT ALL DONE, BUT OUR SAFETY EXPERTS WHO WERE WORKING WITH OUR STAFF RECOMMENDED ADDITIONAL PLACES FOR THE SAFETY FILM.

SO WHAT? WHATEVER WE THOUGHT IN THE BOND WE HAD APPROVED, THEY DID MANY, MANY MORE LOCATIONS.

SO I THINK WE'RE ABOUT AS SAFE AS WE CAN GET WITH THAT SAFETY FILM.

SO I CONGRATULATE THEM FOR GETTING IT DONE AND FOR ADDING ALL THOSE OTHER LOCATIONS.

I THINK MOST OF US GOT THIS MAGAZINE CALLED THE EFFECT.

I DON'T KNOW HOW MANY HUNDRED THOUSAND WE SEND OUT.

BUT ON PAGE FIVE THERE'S A NOTE ABOUT THE NORTH GARLAND HOSA.

THAT'S HEALTH OCCUPATIONS STUDENT ALLIANCE DREAM TEAM, WHICH WON THE WORLD CHAMPIONSHIP.

HERE'S WHAT I THINK IS REALLY COOL ABOUT THIS.

SO MANY, MANY YEARS AGO, I TALKED, I MADE I HAD A STATEMENT AND I SAID, YOU COULD GET THERE FROM HERE.

AND WHAT I WAS TALKING ABOUT IS FOR PARENTS WHO SAY, WELL, MY KID'S REALLY SMART.

I PROBABLY NEED TO SEND THEM TO A PRIVATE SCHOOL IF THEY WANT TO GET INTO THOSE SPECIAL COLLEGES.

WELL, IF YOU TALK ABOUT THE DREAM TEAM, ONE OF THEM WENT TO PRINCETON, NUMBER ONE.

U.S. NEWS.

ONE OF THEM WENT TO NORTHWESTERN.

NUMBER NINE.

ONE OF THEM WENT TO UT.

NUMBER 32.

ONE WENT TO A&M.

NUMBER 47.

NOW THAT'S JUST THIS TEAM.

OUR GRADUATES FROM LAST YEAR TWO WENT TO HARVARD.

NUMBER THREE ONE WENT TO MIT.

NUMBER TWO ONE WENT TO PENN.

NUMBER SIX ONE WENT TO CALTECH.

NUMBER SEVEN ONE WENT TO UNIVERSITY OF CHICAGO.

NUMBER 12 TWO WENT TO RICE.

NUMBER 17.

AND ONE MORE WENT TO VANDERBILT.

NUMBER 28. SO IF YOU THINK YOUR KID IS REALLY SMART AND YOU WANT THEM, GET THEM.

GET THEM INTO ONE OF THE BEST COLLEGES, UNIVERSITIES IN THE WORLD.

YOU CAN GET THERE FROM HERE.

AND THAT'S SOMETHING TO ALWAYS THINK ABOUT.

AND I THINK WE NEED TO ALWAYS PRAISE WHAT WE CAN DO.

WE START GIVING OUR KIDS TESTING IN THE EIGHTH GRADE.

WE START GETTING THEM READY FOR THE SATS THAT EARLY.

AND WHEN THEY'RE READY TO TAKE THOSE SATS THAT START COUNTING IN THE 11TH AND 12TH YEAR, THEY'RE READY.

AND SO IF YOU THINK YOUR KID IS THAT SMART, THEY CAN GET THERE FROM HERE.

AND FINALLY, IF YOU SAW THE PLAY HAMILTON, THERE'S A VERY FAMOUS SONG CALLED THE ROOM WHERE IT HAPPENS.

AND IT'S ABOUT HAMILTON AND BURR AND MADISON AND JEFFERSON ABOUT THE COMPROMISE OF 1790.

I WON'T GO INTO THAT, BUT WHAT I'M REALLY PROUD TO SAY IS, I THINK THIS LEGISLATIVE SESSION COMING UP WILL BE THE MOST IMPORTANT FOR THE FUTURE OF PUBLIC EDUCATION IN THIS STATE.

I DON'T THINK THERE'S ANY DOUBT ABOUT IT.

AND THERE IS A GROUP CALLED THE TEXAS SCHOOL ALLIANCE, AND THEY WILL HAVE THEY WILL BE IN THE ROOM WHERE IT HAPPENS. WHY IT'S ONLY 48 DISTRICTS THAT ARE PART OF THE TEXAS SCHOOL ALLIANCE, ONLY 48.

[00:50:04]

BUT THOSE 48 SCHOOLS REPRESENT 45% OF THE KIDS IN THIS STATE, 47% OF THE DISADVANTAGED KIDS IN THE STATE.

WHEN THE TEXAS LEGISLATURE, WHEN THE GOVERNOR, WHEN THE LIEUTENANT GOVERNOR WANT TO GET THE OPINION OF WHAT THE PUBLIC SCHOOLS NEED, THEY WILL HAVE THE TEXAS SCHOOL ALLIANCE IN THE ROOM.

AND THE UPCOMING PRESIDENT OF THAT TEXAS SCHOOL ALLIANCE IS OUR OWN DOCTOR LOPEZ.

SO, SIR, CONGRATULATIONS.

AND I COULD NOT THINK OF A BETTER PERSON TO BE TALKING AND REPRESENTING THE 5 MILLION KIDS OF THIS DISTRICT THAT DOCTOR LOPEZ, WHEN THEY'RE IN THEIR ROOM AND WHEN THE IT'S IT'S THE LAST MOMENTS.

WHAT ARE WE GOING TO DO FOR PUBLIC EDUCATION? WE KNOW WHAT'S COMING.

WE KNOW THE VOUCHERS MAY BE COMING.

WE KNOW THERE ARE OTHER REASONS TO START CUTTING THE AMOUNT OF TAXES.

THE QUESTION IS WHAT IS PUBLIC EDUCATION GOING TO GET? AND HE'S GOING TO BE OUR REPRESENTATIVE.

SO THANK YOU. THANK YOU SIR.

YEAH. THANK YOU, MR. GLICK.

MR. MILLER. THANK YOU.

THIS IS MY MIC. PRETTY LOUD.

THANK YOU SO MUCH.

I JUST WANT TO ECHO A FEW THINGS.

NUMBER ONE, WHEN YOU GO AFTER JOHNNY BEACH, THERE'S A LOT OF STUFF THAT HE ATTENDS THAT I ATTENDED AS WELL.

I WOULD LIKE TO ECHO HIS APPRECIATION OF THE TYRESE MAXEY FOUNDATION AND THE WHOLE FAMILY THAT'S INVOLVED WITH THAT EFFORT.

I DID ATTEND THAT AND IT'S JUST WONDERFUL WHAT HE'S BEEN ABLE TO GIVE BACK TO THE COMMUNITY.

SO I REALLY APPRECIATED THAT AND THAT'S A GREAT ANNUAL THING TO DO ALSO WAS A PART OF THE SUMMER GRADUATION LAST NIGHT, I THINK.

MR. BEACH SUMMARIZED THAT I WILL ECHO HIM AGAIN AND SAY THAT THAT IS JUST A WONDERFUL EVENT.

THE FACT THAT THESE KIDS DID NOT FALL THROUGH THE CRACKS AND THEY FINISHED WHAT THEY STARTED IS OUTSTANDING.

AND I ALSO WANT TO ECHO FOR EVERYBODY THAT WAS IN ATTENDANCE AT THE NATATORIUM, HOW MUCH WE APPRECIATE THAT JOHNNY BEACH DID NOT JUMP INTO THAT POOL WHEN HE WAS THERE. SO I THINK THAT HAD TO BE MENTIONED.

ATTENDING THE CHAMBER MEETING THIS PAST MONDAY, OUR OWN DOCTOR LOPEZ GAVE THE STATE OF THE DISTRICT ADDRESS.

AND WAS IT THE FIRST TIME THAT THE VIDEO HAD BEEN SHOWN MR. WHEELER? YEAH. REALLY GOOD WORK.

MY, MY HATS OFF TO THE STAFF AND EVERYBODY.

JASON, EVERYBODY THAT WAS INVOLVED IN THE PRODUCTION OF THAT.

YOU DON'T HAVE TO DO MUCH TO MAKE DOCTOR LOPEZ LOOK GOOD.

BUT THAT WAS A REAL GOOD VIDEO, AND I APPRECIATE THAT.

AND I LOOK IN THE BACK WALL AND I SEE ALL THE ART.

THE SLOGAN IS SO WELL DEPICTED WITH THE CHILDREN THAT YOU'VE PICKED OUT AND EXCELLENT ARTWORK.

SO THANK YOU TO YOU AND YOUR STAFF FOR ALL YOU DO TO REALLY BRIGHTEN THE LIGHT THAT SHINES FROM THIS DISTRICT.

I DO WANT TO REMIND YOU OF A COUPLE OF THINGS.

THERE IS A OCTOBER 12TH.

MR. FIGARELLI WILL BE INVOLVED WITH ME IN PUTTING ON A THING CALLED THE WHEELS OF HOPE.

IT IS A CAR SHOW, AND IT'S GOING TO INVOLVE PERFORMANCES FROM A LOT OF OUR SCHOOL KIDS.

MR. FIGARELLI IS WORKING HARD WITH US ON FIGURING OUT WHO THAT WILL BE AND WHEN, BUT THAT WILL HAPPEN ON OCTOBER 12TH.

DOWNTOWN GARLAND. IT IS A CLASSIC CAR SHOW, BUT WE FEATURE KIDS IN ALL KINDS OF PERFORMANCES.

IT IS ONE WAY THAT WE CAN GIVE APPRECIATION TO THOSE WHO WORK SO HARD TO DEVELOP THEIR TALENT.

SO IF YOU GET A CHANCE TO COME TO THAT, IT WOULD BE GREAT.

THE ATHLETIC APPRECIATION LUNCHEON.

A COUPLE OF WEEKS AGO WAS EXCELLENT, AND I WAS ABLE TO ATTEND AND WELCOME THE CROWD TO THE CITY OF GARLAND THAT HAD AN EXHIBIT CALLED MEMENTOS.

AND IT WAS REALLY COOL BECAUSE IN THE CITY HALL AT GARLAND, IT'S A CELEBRATION.

AND A LADY, I CAN'T REMEMBER HER NAME, BUT SHE WROTE A BOOK ABOUT THE HISTORY OF THE MOM, HOW IT STARTED OFF AS A FLOWER THAT YOU HELD IN YOUR HAND.

AND TODAY I THINK THERE'S A MOMENT THERE THAT'S 18FT TALL.

IS THAT MOMS HAVE GOTTEN OUT OF HAND.

BUT THE THE DISPLAY OF THE MEMORABILIA FROM ALL OF OUR ALL SEVEN OF OUR HIGH SCHOOLS, ALL OF OUR COMMUNITIES, IT GOES ALL THE WAY BACK TO THE 40S.

SOME REALLY COOL UNIFORMS AND THINGS.

SCHOOL BOOKS, ANNUALS.

IT'S WORTH YOUR VISIT.

JUST TAKE A TRIP BACK THROUGH TIME AND APPRECIATE ALL THOSE WHO'VE COME BEFORE US.

AND THE LAST THING I'LL SAY AS I WAS ABLE TO ATTEND FOR A MINUTE, THE NAACP BACK TO SCHOOL FAIR.

THEY DO SUCH A GREAT JOB WITH THAT IS WELL ATTENDED, AND THEY REALLY MEET THE NEED OF A LOT OF KIDS.

THANK YOU. THANK YOU, MR. MILLER. MR. GRIFFIN, WHAT IS LEFT TO SAY? THANK YOU, TRUSTEES, FOR YOUR REPORTS.

BUT I WANT TO GIVE A SHOUT OUT TO ALL OF OUR PARENTS AND ALL OF OUR STUDENTS PARENTS, FOR ENTRUSTING YOUR

[00:55:07]

CHILDREN IN THE BEST DISTRICT IN THE UNITED STATES.

AND STUDENTS.

A SHOUT OUT TO YOU BECAUSE YOU ARE READY TO GO.

YOU'RE FIRED UP AND YOU'RE GOING TO DO WELL.

SO AHEAD OF EVERYTHING THAT'S GOING ON, I WISH ALL OF YOU JUST A VERY SUCCESSFUL SCHOOL YEAR.

IT'S BEEN A BUSY SUMMER.

IT'S BEEN A BUSY AUGUST AND I WANT TO GIVE ANOTHER SHOUT OUT TO OUR FACILITY AND MAINTENANCE DEPARTMENT.

IF PEOPLE ARE HERE, WOULD YOU STAND? YES. YES. WOULD YOU STAND? THESE PEOPLE DO NOT GET THE SUMMER OFF.

THIS IS THEIR HARDEST TIME OF THE SEASON AND THEY HAD A LOT OF DIFFERENT CHALLENGES AHEAD OF THEM THIS YEAR THAT THEY DID NOT HAVE BEFORE.

AS WE ARE BEGINNING THE CONSOLIDATION PERIOD AND NEW BUS LANES AND EVERYTHING THAT NEEDED TO BE DONE, KNOW THAT THE COMMUNITY HAS SEEN YOUR WORK AND THEY ARE VERY PROUD OF IT.

AND TO ALSO MENTION THE DEEP CLEANING OF THE SCHOOLS AND HOW PARENTS ARE EXCITED ABOUT THE CLEANLINESS OF OUR SCHOOLS, AND I HAD THE OPPORTUNITY TO WATCH THAT NEW BUS LANE AT CENTERVILLE ELEMENTARY WITH THE CONSOLIDATION, AND I FORGOT THAT SCHOOL WAS OUT YESTERDAY AND WENT THAT WAY AT 3:00 OR 230 OR SOMETHING. THE CARS WERE ALL THE WAY BACK TO BROADWAY, AND I WAS LIKE, OH, LET ME TURN IN KINGSLEY AND LET ME SEE HOW FAR IT GOES.

IT WAS ALL THE WAY FROM THE FRONT OF THE BUILDING.

I CAME BACK THAT WAY IN LESS THAN 40 MINUTES.

THERE WERE NO CARS.

SO REGARDLESS OF HOW WE LOOK LIKE, SOMETHING IS NOT WORKING.

AND I DID THIS OBSERVATION AND CONGRATULATED THE PRINCIPAL AT THE RECEPTION IN 30 TO 40 MINUTES.

THERE WERE NO CARS IN THAT PARKING LOT ON KINGSLEY, SO THE WORK YOU DID HAS ALLOWED THEM TO MOVE VERY QUICKLY. AND SHE NOTED THAT 70% OF THE STUDENTS AT CENTERVILLE THIS YEAR ARE ARRIVING IN CARS AND 30% WITH BUS.

SO THAT'S THE KIND OF WORK THAT YOU'VE DONE TO MAKE THE LIVES OF OUR ADMINISTRATORS ARE VERY SUCCESSFUL.

WE WERE ABLE TO ATTEND A SPECIAL OLYMPIC FUNDRAISER ACTIVITY AND AT THE FLIGHT MUSEUM IN DALLAS, AND IT'S JUST A LOT OF GOOD INFORMATION WHEN YOU'RE ABLE TO LEAVE YOUR DISTRICT AND GO SEE THE OTHER THINGS THAT'S HAPPENING, BASICALLY IN OUR NEIGHBORING DISTRICTS AND TO DOCTOR LOPEZ.

COMMUNICATION TEAM, YOU HAVE WORKED DILIGENTLY, CAREFULLY, PRECISELY TO, TO START THIS SCHOOL YEAR OFF.

AND WHAT WE SAW AT THE STATE OF THE DISTRICT ON YESTERDAY, YOU ALL MADE DOCTOR LOPEZ LOOK VERY WELL, AND YOU LAID OUT A STORY THAT WAS EASY FOR HIM TO EXCITE THE CROWD.

I'M EXCITED ABOUT THIS YEAR BECAUSE THINGS ARE ALREADY POPPING, SO JUST KEEP UP THE GOOD WORK.

THANK YOU. THANK YOU, MISS GRIFFIN.

WE'RE GOING INTO THE THIRD WEEK OF THE 2425 SCHOOL YEAR, AND LIKE MANY OF MY FELLOW TRUSTEES, I'D LIKE TO ACKNOWLEDGE ALL OF THE WORK THAT'S BEEN DONE BY EVERYBODY TO GET TO KICK THE SCHOOL YEAR OFF FROM CAMPUSES TO CENTRAL ADMINISTRATION TO FACILITIES AND MAINTENANCE, SAFETY AND SECURITY.

TRANSPORTATION. I KNOW THAT THERE'S A LOT OF MOVING PARTS HAPPENING AS WE TRANSITION FROM THE SUMMER INTO THE START OF THE SCHOOL YEAR.

SO HATS OFF TO TO ALL OF YOU FOR THE HARD WORK THAT YOU'VE DONE AND PUT IN TO MAKING THIS SCHOOL YEAR START OFF RELATIVELY SMOOTH.

IT'S AN INTERESTING YEAR.

[01:00:03]

THERE'S A LOT TO BE DONE.

AND SO I JUST WANT TO THANK YOU AND APPRECIATE YOU GUYS FOR THAT.

I WANT TO ALSO APPRECIATE MY FELLOW TRUSTEES.

YOU KNOW, AS MISS YOU KNOW, GRIFFIN MENTIONED, THEY'RE WHAT'S LEFT TO TALK ABOUT.

THERE'S A LOT OF ACTIVITY.

SO I WANT THE COMMUNITY TO UNDERSTAND.

AND YOU UNDERSTAND THAT, YOU KNOW, WE'RE NOT JUST A SITTING BOARD.

WE'RE AN ACTIVE BOARD, AND WE'RE ACTIVE IN OUR COMMUNITY, ACTIVE IN THE DISTRICT, DOING THINGS AND TAKING PART AND PARTICIPATING IN VARIOUS EVENTS, AS MANY AS WE CAN BE INVITED TO.

AND AS I WAS TELLING SOME OF THE NEW PRINCIPALS THIS EVENING AT THE RECEPTION, JUST SEND A NOTE OR INVITATION TO MISS HOGAN AND SHE'LL MAKE SURE THAT WE ALL GET IT.

AND SO BETWEEN THE SEVEN OF US, WE'LL DO OUR VERY BEST TO MAKE SURE THAT WE'RE THERE AND PRESENT AND PARTICIPATE.

HOWEVER YOU NEED US TO BE IN SUPPORTING YOU AND SUPPORTING THE WORK OF THE DISTRICT.

[V.D. Superintendent's Report]

AND WITH THAT, I'M GOING TO TURN IT OVER TO DOCTOR.

LOPEZ ATTENDED A LOT OF THE EVENTS THAT WERE TALKED ABOUT.

SO I'LL LET YOU GIVE YOUR REPORT.

SO HEARING EVERYONE SPEAK UP HERE, I'LL TELL YOU MY MY HEART'S FULL, RIGHT.

BUT I WANT YOU TO THINK OF THE LEVITY AND THE GRAVITY AND EVERYTHING THAT CAME WITH WHAT WE JUST DISCUSSED.

TRUSTEES. I DON'T KNOW WHEN GARLAND HAS EVER CONSOLIDATED EIGHT SCHOOLS INTO FOUR AT ONE TIME.

THINK OF THE LOGISTICS BEHIND NOT ONLY MOVING THE STUDENTS, BUT THE AIR WORK BEHIND IT, THE FACILITIES WORK BEHIND IT, THE ROUTING BEHIND IT, THE BUILDING OF A NEW LANE, MOVING PORTABLES, FURNITURE.

THE LOGISTICS BEHIND THIS WERE INSANE.

TOOK IT TOOK REALLY THE ENTIRE TEAM FROM CENTRAL OFFICE TO THE CAMPUS STAFF TO THE PRINCIPALS AND LEADERSHIP TO MAKE IT WORK.

BUT WE DIDN'T MAKE IT WORK.

EVERYBODY'S ALL LIKE, THIS IS THE BEST START EVER.

THINK ABOUT THAT.

WE HAD THE BIGGEST LIFT THAT WE'VE EVER HAD TO DO WITH, AND IT WAS THE BEST START EVER.

AND I WILL TELL YOU, IN MY CAREER, THIS IS MY 30TH YEAR.

IT WAS THE BEST START EVER.

IT WAS SEAMLESS.

IT WAS RESPONSIVE.

IT WAS IT TOOK THE WHOLE TEAM AND IT WAS NOT EASY.

IF YOU COULD HAVE SEEN ALL THE LITTLE LOGISTICS, EVEN BETWEEN HOW TO PROPERLY STAFF TO WHERE THE STAFF GOES AND WHERE THEY REPORT TO TO OH MY GOSH, I WAS WALKING THE SCHOOLS THE SUNDAY BEFORE TEACHERS CAME AND THEN BEFORE KIDS CAME.

AND I'M ALL LIKE, WE'RE PUSHING IT.

OH MY GOODNESS. BUT WE'RE GOING TO MAKE IT LOOK COOL AND AND THE PATIENCE OF THE PARENTS UNDERSTANDING BECAUSE SOME THINGS AREN'T PERFECT.

SO THIS IS JUST REALLY, REALLY SOMETHING TO CELEBRATE.

AND AND I WILL TELL YOU, EVERYBODY PULLED IN FOR THIS AND THE WORK IS STILL BEING CONTINUED.

WE GOT MORE WORK TO DO.

ALSO THE BOND PROJECTS, YOU KNOW, WE'RE WE'RE JUST A LITTLE OVER A YEAR IN, WE'RE CELEBRATING THE FILM AT EVERY SCHOOL PLUS.

RIGHT. WE'RE CELEBRATING SIX FIELDS BEING DONE, THREE SOFTBALL, THREE THREE BASEBALL.

WE'RE ALSO KICKING OFF THE NEW INDOOR FACILITIES.

WE SHOULD START SEEING GROUNDWORK WITHIN THE NEXT MONTH.

WE SHOULD START SEEING DEMOLITION OF SOME OF OUR BUILDINGS WITHIN THE NEXT MONTH.

I MEAN, THINGS ARE ROLLING.

AND, YOU KNOW, IT'S NOT EASY TO DEAL WITH $1.3 BILLION WORTH OF WORK AND IT TAKES A LABOR FORCE THAT'S COMMITTED TO IT.

SO EVEN WITH THE ADDED LAYER OF THE CONSOLIDATIONS AND YOU PUT THE BOND PROJECTS AND THEN YOU PUT OUR NEW EXPECTATIONS, AND LET'S NOT FORGET, WE WERE REDESIGNING OUR CURRICULUM BECAUSE WE WANT TO BE THAT A DISTRICT, REGARDLESS OF WHAT THE STATE THROWS AT US.

I WOULD SAY WE HAVE A LOT TO BE PROUD OF.

SO THANK YOU FOR ACKNOWLEDGING IT.

BOARD. IT REALLY MEANT A LOT TO ME, HEARING YOU GUYS SAY IT FIRSTHAND THAT YOU GUYS ARE NOTICING IT, BECAUSE IF YOU'RE NOTICING IT, YOU'RE HEARING IT FROM THE COMMUNITY AND THE WORD IS OUT. WE DID A LOT.

THIS WAS NOT A STATIC YEAR.

AND LOOK AND LOOK HOW WE'RE KICKING IT OFF.

AND I THINK IT'S APPROPRIATE THAT WE'RE UNMATCHED.

AND I'M GOING TO LEAVE ON THIS NOTE.

SO WHEN WE DID THE UNMATCHED UNVEILING, PEOPLE DO NOT REALIZE THAT REALLY CAME FROM THE KIDS.

THE KIDS WANTED AN IDENTITY FROM THE SCHOOL DISTRICT THAT THEY COULD RELATE TO.

AND THIS IS WHAT SURFACED.

AND WHEN. MR. BEACH, I DON'T KNOW IF YOU CAUGHT THIS NUANCE, BUT WHEN MR. BEACH WAS HIGHLIGHTING TO THE BAND KIDS THAT THEY'RE UNMATCHED, HOW MANY KIDS TURN TO EACH OTHER AND SAID, THAT'S RIGHT, THAT'S RIGHT.

ONE EVEN TURNED TO THE BOARD AND SAID, THAT'S RIGHT.

THINK ABOUT THAT. THIS RESONATES WITH CHILDREN AND THIS RESONATES WITH THEIR TYPE OF PARENTS.

AND AND THAT'S WHAT WE WANT TO DO.

WE WANT TO BE THAT DISTRICT THAT THEY IDENTIFY WITH.

SO I LOVE IT.

LET'S REMAIN UNMATCHED.

THANK YOU, MR. SELDERS.

THANK YOU, DOCTOR LOPEZ.

WE'LL NOW MOVE TO OUR DISCUSSION.

ITEM FIVE E FOR FUTURE AGENDA ITEMS.

SO, MR. JOHNSON, WILL YOU PLEASE AMEND YOUR MOTION ACCORDINGLY, SINCE YOU VOTED? WHICH ITEM? 66.

SEE, THE CONSIDER APPROVAL OF RESOLUTION FOR USE OF A DISTRICT FACILITY FOR NOON EXCHANGE CLUB OF GARLAND.

ALL RIGHT. DO YOU WANT ME TO GO BACK THROUGH IT AGAIN WITHOUT IT? NOT EVERYTHING. JUST. JUST AMEND YOUR MOTION.

MINUS THAT ONE.

MY MOTION IS FOR EACH ITEM THAT I JUST LISTED WITHOUT THE INCLUSION OF SIX C, WHICH IS.

[01:10:05]

CONSIDER APPROVAL RESOLUTION FOR USE OF DISTRICT FACILITY FOR THE NEW EXCHANGE CLUB OF GARLAND.

SECOND. IT'S BEEN MOVED BY MR. JOHNSON, SECONDED BY MR. GLICK. IS THERE ANY ADDITIONAL DISCUSSION? THERE'S NO DISCUSSION. WE'RE PREPARED TO VOTE.

VOTE OPEN. THERE'S NO SUCH THING AS THAT.

WITH THAT, YOU NEED TO USE YOUR HANDS SINCE YOU MADE SPECIAL AMENDMENTS.

SINCE IT'S NOT YOUR HAND. CORRECT.

OKAY. ALL IN FAVOR, RAISE YOUR HAND.

ALL OPPOSED? THAT MOTION CARRIES SEVEN ZERO.

ALL RIGHT. SO FOR ITEM SIX, C, DO I HAVE A MOTION?

[VI.C. Consider Approval of Resolution for Use of a District Facility for Noon Exchange Club of Garland – Dr. Babetta Hemphill and Javier Solis]

YES, SIR. MR. MILLER. MR. SELDERS, I WOULD.

I WOULD MAKE A MOTION THAT WE CONSIDER APPROVAL OF ITEM SIX C, WHICH IS A RESOLUTION FOR THE USE OF A DISTRICT FACILITY FOR THE NEW EXCHANGE CLUB OF GARLAND, AS PRESENTED ON 480IN OUR BOARD BOOK.

SECOND. IT'S BEEN MOVED BY MR. MILLER, SECONDED BY MR. GLICK. ALL THOSE IN FAVOR, RAISE YOUR HAND.

ALL OPPOSED? THE MOTION CARRIES SIX ZERO.

THANK YOU. WHAT'S THE VOTE FOR? ARE YOU RECUSING YOURSELF OR ABSTAINING? WHAT? SHE'S RECUSING HERSELF.

I NEED FOR THAT TO BE NOTED.

DON'T JUST NOT VOTE OR NOT PARTICIPATE.

ALL RIGHT. I WILL SAY THAT THE MOTION CARRIES SIX ZERO WITH MISS STANLEY RECUSING HERSELF FROM THE VOTE.

I GET IT. THANK YOU.

ALL RIGHT, SO WE'RE GOING TO NOW MOVE TO OUR ACTION ITEMS.

[VII.A. Consider Approval of Slope Easement, Electrical Easement and Right of Way Dedication Between Garland ISD and the City of Garland - Paul Gonzales]

ITEM SEVEN FOR NON CONSENT.

WE HAVE ITEM A CONSIDER APPROVAL OF SLOPE EASEMENT ELECTRICAL EASEMENT AND RIGHT OF WAY DEDICATION BETWEEN GARLAND ISD AND THE CITY OF GARLAND.

MISTER GONZALEZ.

GOOD EVENING. PRESIDENT SELDERS BOARD OF TRUSTEES AND DOCTOR LOPEZ.

I'M HERE AGAIN TO PRESENT THE CONSIDER OF APPROVAL FOR SLOPE EASEMENT, FOR ELECTRICAL RIGHT OF WAY AND DEDICATION AND THE DEDICATION BETWEEN GARLAND ISD AND THE CITY OF GARLAND AS PRESENTED AT THE FACILITIES AND FINANCE COMMITTEE, THERE WAS QUESTIONS THAT WERE ASKED BY THE BOARD.

THE INFORMATION WAS SHARED TO THE BOARD.

AND I'M HERE TO ANSWER ANY QUESTIONS.

THANK YOU, MISTER GONZALEZ. TRUSTEES, ARE THERE ANY QUESTIONS FOR THIS ITEM? FOR MISTER GONZALEZ.

MISTER BEACH.

MISTER GONZALEZ. MY UNDERSTANDING THIS IS THEY'RE WANTING TO BUILD A ROUNDABOUT AROUND IN THIS AREA.

IF THERE WAS AN ACCIDENT HAPPENING ON THAT ROUNDABOUT THAT WAS ADJACENT TO OUR PROPERTY, EVEN THOUGH WE APPROVED THE EASEMENT, WOULD WE BE LIABLE? NO, WE WOULD NOT BE LIABLE.

THAT WOULD BE A CITY STREET.

THAT WOULD NOT BE OUR RESPONSIBILITY.

THANK YOU. THANK YOU VERY MUCH.

ANY OTHER QUESTIONS? MR. MILLER? I'M SORRY, I DON'T HAVE A QUESTION.

I WAS GOING TO MAKE A MOTION.

SURE. NOBODY ELSE HAS IT.

NO QUESTIONS. YOU CAN GO FOR IT.

OKAY. MR. PRESIDENT WITH REGARD TO ITEM SEVEN, A CONSIDER APPROVAL OF SLOPE EASEMENT, ELECTRICAL EASEMENT, AND RIGHT OF WAY DEDICATION BETWEEN GARLAND ISD AND THE CITY OF GARLAND.

I WOULD RECOMMEND THAT WE APPROVE THIS ITEM AND MAKE THAT MOTION.

SECOND. IT'S BEEN MOVED BY MR. MILLER, SECONDED BY MR. JOHNSON. ANY ADDITIONAL DISCUSSION? THERE IS, MR. GLICK. YES. THANK YOU SIR.

THANK YOU FOR GIVING US THE ADDITIONAL INFORMATION THAT HELPED.

I SPENT 12 YEARS ON ROWLETT PLANNING AND ZONING COMMISSION.

LOOKING AT THINGS LIKE THIS.

I THINK I TOOK ENOUGH COURSES AT THE URBAN LAND INSTITUTE TO QUALIFY AS A CITY PLANNER AND ALMOST EVERY CITY IN THE COUNTRY.

AND I UNDERSTAND THE IMPROVEMENTS TO OUR PROPERTY.

I'VE JUST LOOKED AT THE ROUNDABOUT.

I DROVE UP AND DOWN THE STREET FOR ABOUT A HALF HOUR, GOING UP AND DOWN, TRYING TO ENVISION WHAT A PROJECT THAT WE WOULD BUILD THERE IF WE DECIDED TO BUILD THERE.

AS I SAID AT THE LAST MEETING, IT'S TO ME THE MOST VALUABLE PROPERTY THAT THIS DISTRICT OWNS THAT'S NOT TOUCHED.

IT'S JUST HARD FOR ME TO AGAIN, AFTER GOING UP AND DOWN TO ENVISION WHAT THE ROUNDABOUT WILL DO TO

[01:15:03]

ANY FUTURE INGRESS OR EGRESS TO OUR PROPERTY, AND I UNDERSTAND THE IMPROVEMENTS TO THE ROAD.

I UNDERSTAND ALL THE ELECTRICAL.

I UNDERSTAND THEY THEY ALL IMPROVE OUR PROPERTY.

I JUST UNDERSTAND THAT TO ME, THE ROUNDABOUT DOES THE OPPOSITE, SO I CAN'T VOTE AGAINST IT.

SO I WILL ABSTAIN ON THIS.

BUT I WANT YOU TO EXPLAIN MY ABSTENTION VOTE ONLY BECAUSE I THINK THERE'S A LOT OF GOOD.

BUT I THINK EVENTUALLY IF WE WANT TO PUT A STRUCTURE THERE, IT'LL BE MORE DIFFICULT.

THANK YOU SIR. THANK YOU.

ANY ADDITIONAL MS STANLEY? SO ACTUALLY, MR. GLICK SUMS IT UP FOR ME AS WELL.

I'M ALL FOR THE IMPROVEMENT OF THE BUT I AM.

WE DON'T KNOW WHAT WE'RE GOING TO DO WITH THAT PROPERTY.

AND AND IT JUST I TOO HAVE LOOKED INTO IT AND I DROVE IT AS WELL, AND I'M NOT COMFORTABLE WITH THAT ASPECT AS WELL.

THANK YOU, MR. JOHNSON.

YOU KNOW, I USED TO LIVE IN THIS NEIGHBORHOOD.

I DROVE BRAND ROAD EVERY SINGLE DAY.

I'M NOT AS A FORMER BACK WHEN I LIVED THERE, WHICH HAS BEEN A WHILE NOW.

THIS WAS PROPOSED.

AND WE HAD ALL THESE DISCUSSIONS BACK IN 2015.

AS A RESIDENT, I MADE MY OPINION KNOWN ABOUT THAT PARTICULAR PROJECT AT THE TIME.

IT REALLY HASN'T CHANGED FUNDAMENTALLY MUCH SINCE THEN, IN THE DECADES PAST.

BUT AS A TRUSTEE, I SIT HERE AND THE QUESTION BEFORE ME IS, DO WE GRANT A SLOPE EASEMENT, ELECTRICAL EASEMENT AND RIGHT OF WAY WORKING WITH THE CITY OF GARLAND? AND THE OBVIOUS ANSWER TO ME IS, OF COURSE WE DO.

WE WORK WITH THE CITY OF GARLAND ON THESE KIND OF MATTERS AS FAR AS THE PROPRIETY OF THE ROAD DESIGN AND THINGS OF THAT NATURE.

I WASN'T ELECTED AS CITY COUNCILMAN IN GARLAND.

I DON'T EVEN LIVE IN GARLAND ANYMORE.

SO I'M NOT GOING TO QUESTION THE CITY COUNCIL.

I'M NOT GOING TO QUESTION THE GARLAND CITY MANAGER.

I'M NOT GOING TO GO INTO INTO THAT ISSUE.

AS FAR AS WHETHER OR NOT WE'RE GOING TO WORK WITH THE CITY ON DEDICATING THIS IMPORTANT EASEMENT FOR THEIR PROJECT.

TO ME, THAT'S A NO BRAINER.

THAT'S WHAT WE DO.

AGAIN, I DON'T THINK IT'S OUR ROLE TO QUESTION WHETHER THEIR DISCRETIONARY ROAD DESIGN AND THINGS OF THAT NATURE.

SO I, OF COURSE, WILL BE SUPPORTING THIS.

ANYONE ELSE? ALL RIGHT.

WE'RE PREPARED TO VOTE.

VOTE OPEN. VOTE CLOSED.

THAT MOTION CARRIES FIVE ZERO WITH TWO ABSTENTIONS.

FOR ITEM SEVEN, B AND C.

THOSE ITEMS DIRECTLY IMPACT MY DAUGHTER, WHO'S A SENIOR IN HIGH SCHOOL THIS YEAR.

SO AS A RESULT OF THAT, I'M GOING TO RECUSE MYSELF FROM THE DISCUSSION AS WELL AS THE VOTE.

AND I WILL ASK MR. BEACH, VICE PRESIDENT OF THE BOARD TO PRESIDE OVER THOSE TWO MATTERS.

OKAY. THANK YOU, MR. SELDERS. ITEM SIX.

[VII.B. Consider Approval of Resolution Concerning Waiver of Local Board Policy to Require Two Readings of Policy before Adoption - Lisa Ray, Dr. Jason]

EXCUSE ME. SEVEN.

BE. CONSIDER APPROVAL OF RESOLUTION CONCERNING A WAIVER OF LOCAL BOARD POLICY.

TO REQUIRE TWO READINGS OF POLICY BEFORE ADOPTION.

AND THIS IS A POLICY.

EIC POLICY WHICH IS CONCERNING THE GRADUATION RATINGS.

IS THAT CORRECT? CLASS RANK, SIR.

CLASS RANK. I'M SORRY. CLASS RANK.

SO, MRS.. MRS..

RAY AND MR. ADAMS. GOOD EVENING, MR. SELDERS. MR..

BEACH. TRUSTEES.

SUPERINTENDENT. LOPEZ.

THIS PROPOSED POLICY, WHICH YOU WILL SEE AFTER THE RESOLUTION AFFECTS CLASS RANKING.

AND IF YOU LOOK WITH AT YOUR MANILA FOLDERS, WE HAVE THE PROPOSED POLICY CHANGE BEFORE YOU ON PAGE ONE, PAGE TWO AND PAGE FOUR.

I MEAN, AT PAGE ONE AND TWO.

EXCUSE ME. THE DELETED TEXT AGAIN IS IN RED AND THE NEW INFORMATION IS IN BLUE.

AND BEFORE YOU IS A RESOLUTION CONCERNING A WAIVER TO ALLOW JUST ONE READ OF THIS POLICY AS OPPOSED TO TWO READINGS TO BASICALLY FOR THE EXIGENCY OF THE, THE CLASS RANKING CHANGE TO THE POLICY AND FOR ADMINISTRATION TO NOTIFY ALL STUDENTS AND PARENTS IN A TIMELY FASHION, SINCE IT IS GOING TO BE EFFECTIVE FOR THIS SCHOOL YEAR. SO BEFORE YOU IS THE RESOLUTION TO ALLOW ONE READ OF THIS POLICY BEFORE ADOPTION? MR. GRIFFIN? YES.

SINCE WE HAVE TO SINCE WE HAVE TO EXPLAIN THIS TO PARENTS AND TO SENIORS.

[01:20:03]

DO YOU EXPLAIN TO ME AND DESCRIBE WHAT IS GOING TO BE THE APPROACH, SO THAT WE MAKE SURE THAT ALL SENIORS UNDERSTAND AND THAT AS MANY PARENTS AS POSSIBLE UNDERSTAND? I KNOW, YOU KNOW, IT'S A DIFFICULT DEAL, BUT WHAT I WANT TO MAKE SURE IS THAT WE'RE GOING OUT OF OUR WAY.

IT'S NOT SOMETHING WE INITIATED.

WE KNOW THAT. BUT I THINK WE NEED TO GO OUT OF OUR WAY TO ADDRESS AND AND NOTIFY AND GIVE SENIORS AND PARENTS THE UNDERSTANDING.

AND I DON'T WANT US TO I DON'T WANT US TO THINK THAT BECAUSE WE EXPLAIN IT VERY WELL TO THE STUDENTS.

IT'S NOT THE STUDENT'S RESPONSIBILITY TO EXPLAIN THIS CHANGE FOR US TO THE PARENTS.

SO JUST TELL ME WHAT YOUR THOUGHTS ARE IN MAKING SURE THAT WE'RE NOT SITTING HERE AT THE END OF SPRING BREAK, AND THEN WE HAVE EVERYONE WITH, I MEAN, WHAT I DON'T KNOW OR WHATEVER.

SO JUST SHARE WITH ME YOUR YOUR THOUGHT PROCESS AROUND THAT.

MR. CHAIR. POINT OF ORDER.

YES. MR.. YES.

MR.. GLICK, I THINK WE SHOULD REALLY DISCUSS THAT UNDER ITEM NUMBER C, NOT B.

B IS JUST I WAS GOING TO EXPLAIN THAT, THAT THESE BOTH OF THESE, BOTH OF THESE GO TOGETHER.

REALLY BOTH OF THESE.

YEAH. BUT ONE IS JUST A WAIVER AND THAT'S A SEPARATE VOTE.

THAT IS CORRECT. SO WE SHOULD PROBABLY DISCUSS IT REALLY ON THE SEE OF WHAT SHE IS DISCUSSING.

OKAY. YEAH. BUT HOW CAN YOU DO THE WAIVER AND DON'T UNDERSTAND AND DON'T UNDERSTAND WHAT WE'RE DOING? I DON'T HAVE A PROBLEM WITH IT.

BUT, YOU KNOW, WE WE GO BACK AND FORTH IN TERMS OF WHEN THINGS COME TOGETHER.

NO, I UNDERSTAND SO BUT I WASN'T THAT'S WHY I DID IT BEFORE WE MADE A MOTION SO THAT THERE IS CLARITY OF THE INTENT.

BUT I AM AT THE WILL OF THE BOARD.

THANK YOU. WELL, LET'S LET DOCTOR ADAMS GIVE AN EXPLANATION OF THE.

OF WHAT THE WHAT WE'RE TALKING ABOUT.

YES, SIR. AND THAT'S THE REASON WHY WE'RE ASKING IT TO BE A ONE READ TO ADDRESS YOUR CONCERNS.

AND SO THE TEAM HAS BEEN WORKING FOR WEEKS NOW TO DEVELOP A COMMUNICATION PLAN BECAUSE WE KNOW THIS IS IMPACTING OUR CURRENT SENIORS.

AND SO BETWEEN COUNSELING DEPARTMENT ADVANCED ACADEMICS LS, THERE'S BEEN A LOT OF PEOPLE AROUND THE TABLE TO TALK ABOUT WHAT HOW DO WE COMMUNICATE THIS TO MAKE SURE EVERYONE KNOWS AND ESPECIALLY FOCUSING ON THOSE THAT POTENTIALLY COULD BE IMPACTED THE MOST.

AND THAT'S GOING TO BE OUR HIGHEST PERFORMING STUDENTS ARE TOP 20% OF OUR STUDENTS.

AND SO WHAT WE'RE GOING TO DO IS HAVE A PLAN FOR COUNSELORS TO MEET WITH KIDS, EXPLAIN THE CHANGES, MEET WITH PARENTS, AND THEY'RE ACTUALLY GOING TO SIGN OFF THAT THEY UNDERSTAND, OKAY, THIS IS THE CHANGE THAT'S HAPPENED AND REALLY TRY TO PROVIDE CONTEXT.

AND THIS IS, YOU KNOW, THIS IS NOT SOMETHING THAT IS AN EASY CHOICE, BUT WE UNDERSTAND IT IMPACTS KIDS.

AND SO THAT'S WHY WE ARE ASKING FOR THE FIRST READ.

AND IT'S REALLY THE DISTANCE BETWEEN DALLAS COLLEGE AND THEIR GRADES BEING FINALIZED AND OUR FIRST GRADUATION.

THERE'S JUST NOT ENOUGH WINDOW OF TIME TO CALCULATE GRADES.

AND WE'D RATHER BE ACCURATE AND TRANSPARENT AND CLEAR UP FRONT.

AND SO THAT'S WHY WE'RE HERE TONIGHT.

THANK YOU. MR. JOHNSON. I GUESS, YOU KNOW, I'VE READ THE POLICY, BUT I'M NOT 100% CERTAIN OF HOW THIS IS GOING TO WORK.

ARE WE GOING TO USE THE LAST GRADE PERIOD PRIOR TO THE END OF THE YEAR? YES, AND IT'S SIMILAR TO WHAT WE'VE DONE BEFORE, THE EXPANSION OF DALLAS COLLEGE.

WE USED TO FINALIZE GRADES A SEMESTER BEFORE, AND WE USED TO BE ON SIX WEEK CYCLES, AND WE FINALIZED GRADES AT THE END OF THE FIFTH SIX WEEKS.

IN THIS CASE, BECAUSE OF DALLAS COLLEGE IS SET UP ON SEMESTERS.

WE HAVE TO USE THE GRADES AT THE END OF THE FALL SEMESTER.

AND SO WE SOMETIMES GET QUESTIONS, WHY COULDN'T WE DO IT AT THE END OF THE, YOU KNOW, THE THIRD GRADING PERIOD? WELL, WE CAN'T BECAUSE DALLAS COLLEGE HAS THEIR GRADING CYCLES ON SEMESTERS.

SO THIS WILL HAPPEN AT THE END OF THE FALL SEMESTER.

OKAY. SO IF YOU HAVE STUDENTS WHO ARE TAKING IN THEIR LAST SEMESTER OF THEIR SENIOR YEAR, FOR INSTANCE, WE HAVE SEVERAL AP ONE SEMESTER EXAMS. YEAH, I MEAN ONE SEMESTER CLASSES.

AND WE OBVIOUSLY THAT IS HAS THE POTENTIAL OF BEING THE HIGHEST GPA BUMP FOR THE WEIGHTING THAT WE HAVE EFFECTIVELY, THEY'RE NOT GETTING ANY BENEFIT FOR THAT IN TERMS OF THEIR CLASS RANK.

GRADES WILL STILL BE CALCULATED TO THE END OF THE YEAR, BUT GRADES RANKINGS WILL HAPPEN.

YES, AT THE END OF THE FIRST SEMESTER.

[01:25:01]

BUT ON YOUR QUESTION, IF THEY'RE TAKING THE AP COURSE AND IT'S IT'S IT ENDS, LET'S SAY, IN THE FALL, THEIR AP SCORES WILL BE IN BEFORE THE END OF THE YEAR.

EVEN RIGHT NOW, IF THEY TOOK THE AP COURSE, IT DOESN'T COME IN UNTIL AFTER THE SUMMER, SO THEY STILL WOULDN'T BENEFIT.

AP MIGHT NOT BE THE BEST EXAMPLE, BUT SAY A DUAL CREDIT COURSE, WHICH IS ONE OF THE THINGS WE'RE TALKING ABOUT HERE.

YOU OBVIOUSLY GET MORE WAITING FOR THAT, OR EVEN AN HONORS CLASS OR THINGS OF THAT NATURE.

SO I GUESS MY, MY POINT IS, I THINK IT WOULD ALTER HOW SOME OF THESE, SOME OF THESE, SOME OF THESE STUDENTS WOULD HAVE SCHEDULED THEIR CLASS WORK OVER THE COURSE OF THEIR TENURE IN HIGH SCHOOL.

AND I GUESS MY CONCERN IS THAT MAY HAVE DETRIMENTALLY RELIED ON THE WAY WE HAVE DONE IT TO THIS POINT, AND THAT IS THAT IS A VALID CONCERN.

BUT THEN THE OTHER PART TO IT IS, LET'S SAY THEY FOLLOW THEIR PATH AND WE DON'T HAVE THE GRADES IN AND THEY DON'T GET THE CREDIT ANYWAY BECAUSE IT'S A TWO EDGED SWORD.

RIGHT. SO THE PROBLEM IS BECAUSE WE MOVE GRADUATIONS UP, WE'RE WE'RE STARTING SO EARLY ON GRADUATIONS.

THERE'S NO BASICALLY DALLAS COLLEGE SAID THEY CANNOT GUARANTEE US GRADES DURING THAT TIME, EVEN THOUGH THEY HAVE A TIMELINE FOR GRADES.

IT'S IT'S DIFFERENT FOR A UNIVERSITY AND IT IS FOR A SCHOOL SYSTEM.

SO THEY CANNOT BE FACTORED IN TO THIS GPA.

SO LET'S JUST SAY THEY DID THE SAME THING THAT YOU SAID.

BUT BECAUSE WE MOVED UP OUR GRADUATIONS RIGHT NOW, THAT STILL WOULDN'T APPLY TO THEM.

SO RIGHT NOW, EITHER WAY, THERE'S A HIGH LIKELIHOOD THAT THEY WOULDN'T HAVE IT APPLIED AND WE WOULD STILL BE USING THE SEMESTER EXAM OF THE PREVIOUS SEMESTER.

AND THAT'S WHERE THIS LOGIC CAME FROM.

I UNDERSTAND THE LOGIC.

I'M JUST TRYING TO KIND OF WRAP MY HEAD AROUND THE RAMIFICATIONS OF IT NECESSARILY.

FOR ONE, THIS THIS POLICY IS GOING TO BE IN PLACE UNTIL WE CHANGE IT.

CORRECT? I MEAN, IT'S THIS IS NOT A ONE YEAR POLICY THAT WE'RE APPROVING.

SO I GUESS ONE OF MY THINGS IS WE DO WE KNOW WHEN OUR GRADUATIONS ARE NEXT YEAR, CAN WE DO THEM AT A LATER TIME TO WHERE WE DON'T RUN INTO THIS ISSUE? NO, BECAUSE THEY'RE ALREADY GOING TO BE SCHEDULED EARLY BECAUSE IT GOES ON OUR END DATES.

OUR END DATES ARE WAY UP THERE IN MAY NOW, WHICH IS WHAT THE COMMUNITY WANTED.

SO THE TWO PART ISSUE HERE IS THIS.

SO WHEN WE'RE LOOKING AT THE GRADUATION RATES.

WHEN WE'RE LOOKING AT, LET'S SAY, FOR NEXT YEAR, THE KIDS WILL ALREADY KNOW THAT THEY HAVE AN ADVANTAGE HOW EVERYTHING'S GOING TO BE SCALED UP.

NOW, THE BIG QUESTION THAT SOME PEOPLE ARE GOING TO SAY, OH MY GOSH, THIS MAY AFFECT SO MUCH.

THE KIDS ALREADY THAT ARE IN THIS TOP TEN LIST ARE ALREADY APPLYING FOR SCHOOLS AND EVERYTHING ELSE.

SO THEY'RE GETTING THE CURRENT RANKINGS EVEN BEFORE THE FINAL RANKINGS, RIGHT? SO THEY'RE SUBMITTING THEIR CLASS LISTS OF WHERE THEIR RANKINGS ARE RIGHT NOW, LIKE AS WE SPEAK.

SO A LOT OF OUR KIDS THAT ARE VOWEL SOUNDS AND EVERYTHING ELSE ARE IN THERE.

NOW LET'S LOOK AT LOGISTICS DURING THE LOGISTICS.

BECAUSE WE DON'T WE CANNOT USE THE THIRD WEEK GRADING CYCLE.

WE RECOGNIZE OUR KIDS FOR TOP TEN.

WE RECOGNIZE OUR KIDS FOR WHO'S GOING TO BE IN THESE THINGS.

AND WE HAVE THESE CELEBRATIONS, WHETHER IT'S THROUGH THE CAMPUS OR AS A DISTRICT.

WE HAVE OUR HONORS CEREMONY WITH OUR TOP TEN.

THOSE ARE OUR PRE-IDENTIFIED.

AND IF IF WE ALREADY ARE SOLID ON THEM, THEN THERE'S NO CHANGING THAT.

EVERYBODY KNOWS WHERE THEY'RE GOING GOING INTO GRADUATION.

IF WE LEAVE IT FLUID, YOU KNOW, YOU'RE INVITING KIDS AND THEN NEXT THING YOU KNOW, THEY'RE NOT GOING TO BE SITTING IN TOP TEN BECAUSE THERE THERE'S SUCH A MINUTE DIFFERENCE BETWEEN GRADUATES FROM 1 TO 10 AND THEN 10 TO 40 FOR THE TOP 10%.

IT THESE THINGS MATTER.

AND THAT'S WHY WE'RE TRYING TO GET AHEAD OF IT.

AND I UNDERSTAND THEY MATTER.

AND I WANT TO I MEAN, I'M JUST NOT I'M JUST BEING HONEST WITH THE FACT I'M NOT PARTICULARLY COMFORTABLE THAT AN ENTIRE SEMESTER'S WORTH OF WORK ISN'T GOING TO BE RECOGNIZED. AND I GET THAT.

IT'S THE LAST SEMESTER OF SENIOR YEAR, AND MOST KIDS HAVE ALREADY PROBABLY PLANNED FOR A RELATIVELY LIGHT SEMESTER.

THAT SEEMS TO BE THE WAY MOST WANT TO GO, BUT THAT DOESN'T ALWAYS WORK OUT.

I MEAN, I KNOW MOST OF OUR KIDS ARE TAKING EITHER GOVERNMENT OR ECONOMICS.

AND IF YOU'RE TAKING IT AS A DUAL CREDIT OR AP CLASS, YOU'RE PROBABLY DOING IT IN THAT SEMESTER.

ONE OF THOSE TWO.

SO THAT'S GOING TO BE BUT THOSE KIDS ARE ALREADY ENROLLED IN SCHOOL.

THAT'S THE THING. THE GPA THAT THEY'RE SUBMITTING ISN'T EVEN THE FINAL GPA.

[01:30:01]

YOU'RE TALKING ABOUT COLLEGE.

AND I GET THAT. THAT'S THAT'S THAT'S WONDERFUL BECAUSE THIS IS WHAT'S GOING TO AFFECT IS THE TOP 10%.

IT DOESN'T AFFECT YOUR GPA.

YOUR GPA WILL IF YOU'RE NOT ONE OF THOSE TOP 10% KIDS AND YOU STILL NEED YOUR GPA AFTER YOU GRADUATE, THAT'S STILL GOING TO BE FACTORED IN IN THE FINAL GRADE.

I'M TALKING ABOUT THE KID THAT AFTER THEY GET THEIR GPA IN JUNE, REALIZES THEY SHOULD HAVE BEEN RANKED NUMBER ONE, AND THEY WEREN'T.

WHAT DO WE DO? ARE WE EVEN GOING TO RE RANK THEM? NO. THAT'S WHY WE HAVE TO MAKE THIS POLICY.

THAT'S WHY THE POLICY WILL SAY THIS IS WHERE IT STICKS RIGHT NOW IF BECAUSE THAT DOES HAPPEN.

LET'S BE HONEST THAT THAT HAS HAPPENED BEFORE.

KIDS FROM 3 TO 4 JUMP THAT.

IT'S VERY STRATEGIC.

BUT NOW THEY'RE GOING TO KNOW WHERE THEY RANK AND WHAT WHAT THEY'RE GOING TO BE HONORED WITH.

NOW THEIR GPA WILL STILL GO IN THERE.

AND IF YOU'RE GOING IF YOU'RE IF WE'RE WORRIED ABOUT VAL, SAL ONE, TWO AND THREE WE COULD STILL RUN INTO A BIGGER ISSUE WITH NO GRADES. AND THEN BECAUSE OUR POLICY SAYS SOMETHING, THEN HONOR THEM AFTER THE FACT.

THE ONLY OTHER WAY TO DO THIS, TO KEEP THE POLICY THE SAME, IS TO MOVE OUR GRADUATIONS BACK A WEEK.

AND YOU'RE NOT GOING TO HAVE ANYBODY ON STAFF.

YOU'RE NOT GOING TO HAVE TEACHERS ON CONTRACT.

YOU'RE NOT GOING TO HAVE THOSE ARE THE LOGISTICS BETWEEN BETWEEN WHAT IS HAPPENING.

AND BECAUSE WE HAVE SO MANY KIDS TAKING DUAL CREDIT CLASSES, THAT'S WHERE THIS QUAGMIRE BEGINS.

IT'S BECAUSE OF THAT.

IF WE DIDN'T HAVE THAT, WE COULD MOVE IT.

WE COULD HAVE IT. THIRD SEMESTER LIKE WE DID, BUT THEY DON'T DO SEMESTER GRADES.

MR. GLICK. THANK YOU SIR.

I AGREE WITH EVERY WORD MR. JOHNSON SAID.

IN THE PAST WE HAD THE ISSUE WITH THE AP SCORES.

HOW DID HOW ARE WE.

HANDLING THAT NOW? AND HE REFERENCED THE AP.

THE AP TESTS THAT YOU TAKE AT THE END OF YOUR SENIOR YEAR.

HOW ARE WE HANDLING THAT RIGHT NOW? I'M GOING TO INVITE MR. MASSEY OR DOCTOR GILMORE TO COME UP AND ANSWER AND EXPAND ON SOME OF THIS.

CAN YOU ASK THAT? CAN YOU REPEAT THAT QUESTION? YES, SIR. MANY YEARS AGO, THE ISSUE CAME UP OF THE FACT THAT THE SENIOR YEAR, SECOND SEMESTER AP TESTS WERE VERY LATE.

THE RESULTS. HOW ARE WE HANDLING THAT RIGHT NOW? SO CURRENTLY IN POLICY IT OUTLINES THAT THAT GPA ONE AND A HALF POINT ADD DOES NOT APPLY TO ANY SENIOR LEVEL AP EXAMS OR IB EXAMS BECAUSE WE RECEIVE THE AP SCORES NOT JUST FOR THE SEMESTER LONG COURSES, BUT EVEN FOR THE FULL YEAR COURSES POST GRADUATION.

SO WE RECEIVE THOSE IN THE MIDDLE OF JULY, RIGHT? SO IF YOU TAKE A TEST AFTER YOUR FIRST SENIOR, FIRST SEMESTER OF SENIOR YEAR, THOSE TEST RESULTS ARE IN.

NO. ALL AP EXAMS ARE ADMINISTERED IN MAY, REGARDLESS OF THE SEMESTER IN WHICH THE COURSE WAS TAKEN.

OKAY, SO SO THAT'S BEEN A POLICY.

I THOUGHT THERE WERE SOME THAT WE DID OKAY.

THERE WERE NONE. SO WE HAVEN'T BEEN COUNTING THEM FOR QUITE A WHILE.

CORRECT. OR AT LEAST NOT FOR SENIOR FOR AP, NOT FOR SENIORS, NOT FOR SENIORS.

YEAH. BECAUSE WE DON'T HAVE THE WE DON'T HAVE THE ABILITY TO BECAUSE WE DON'T HAVE ANY SCORES FOR ANY EXAMS. ALL EXAMS ARE ADMINISTERED IN THOSE FIRST TWO WEEKS OF MAY.

OKAY. AND THEN WE RECEIVE ALL SCORES FOR ALL STUDENTS MID-JULY.

AND THAT HAS NOT CHANGED.

THAT HAS NOT CHANGED. OKAY.

SO OUT OF THE OUT OF OUR CLASS OF SENIORS THIS YEAR, HOW MANY ARE IN DUAL CREDIT OF SENIORS THIS YEAR THAT YOU EXPECT WILL BE IN DUAL CREDIT? 45% OF OUR STUDENTS.

OKAY. AND THAT NUMBER IS OBVIOUSLY GROWN DRAMATICALLY FROM A VERY SMALL NUMBER.

IT HAS GROWN EXPONENTIALLY OVER THE LAST FOUR YEARS.

AND IS THAT THE ISSUE WE'RE TALKING ABOUT? YES. WE WANT TO MAKE SURE THAT NO STUDENTS ARE NEGATIVELY IMPACTED BY AN ADULT IN ACTION.

MEANING IF THERE'S A INSTRUCTOR THAT DOESN'T PUT GRADES IN IN A TIMELY FASHION AND YOU YOU'RE THE KID THAT'S IMPACTED BY THAT, THAT'S A PRETTY BIG HIT.

AND SO THERE'S I MEAN, MR. JOHNSON'S RAISED SOME VALID CONCERNS.

HOWEVER, WE'RE TRYING TO MAKE SURE THAT WE'RE BALANCING OUT AND GETTING THE BEST CASE SCENARIO BASED ON THE INFORMATION THAT WE HAVE IN THE TIMELINE THAT WE HAVE.

I THINK WHAT HE MAY HAVE BEEN IMPLYING, AND I WILL PROBABLY STATE I DON'T WE DON'T WANT KIDS.

MAYBE NOT THIS YEAR.

IT'S PROBABLY TOO LATE FOR THIS COMING YEAR.

NO NO NO NO NO NO I UNDERSTAND.

BUT IN FUTURE YEARS, AS THEY START LOOKING AT WHAT COURSES TO TAKE AND WHEN TO TAKE THE COURSES AND THE DIFFICULTY OF THE COURSES AND WHEN WHEN

[01:35:05]

THEY'LL APPLY, AND IF THEY WON'T APPLY, HOW TO MAKE SURE THEY HAVE THE HIGHEST GPA.

AND AGAIN, TOP TEN IS VERY IMPORTANT.

TOP SEVEN I THINK IS TOP SEVEN OR TOP 6%.

HOW YOU GO TO UT FIRST OR IF YOU'RE VAL OR SAL, YOU GET CERTAIN SCHOLARSHIPS.

THERE'S A LOT RIDING ON THIS.

CERTAINLY THERE IS.

AND I THINK UNFORTUNATELY, WHAT WILL START HAPPENING NOT THIS YEAR.

IT'S REALLY TOO LATE TO START CHANGING WHEN YOU TAKE STUFF, BUT IN THE FUTURE, KIDS WILL START FIGURING OUT, AND IT'LL MAINLY BE THEIR PARENTS WHO START FIGURING IT OUT FOR THEM.

YOU KNOW IT, RIGHT? THEY'LL START SAYING, LET'S WAIT AND TAKE THAT ONE, BECAUSE IT'LL LOOK GOOD ON YOUR RESUME THAT YOU TOOK IT, BUT YOU'RE NOT GOING TO HAVE A GRADE FOR IT.

AND THAT'S THE FEAR THAT I HAVE.

YEAH. THANK YOU SIR.

MR. MILLER. YEAH.

THANK YOU. I'M JUST THINKING THROUGH THIS A LITTLE BIT.

SO IN THAT LAST SEMESTER FOR THESE SENIORS WHO KNOW THAT CERTAIN COURSES MAY NOT COUNT IN THEIR RANK, TELL ME WHAT INCENTIVES THERE ARE FOR THE STUDENTS TO GO AHEAD AND TAKE THOSE IN THOSE YEARS.

WHAT OTHER INCENTIVE IS THERE BESIDES CLASS RANK FOR A KID TO ACHIEVE THOSE THINGS? OKAY, ONE, IT'LL BE COLLEGE CREDIT FOR SO MANY OF THESE CLASSES ARE RECEIVING CREDIT, AND TWO, IT STILL WILL CALCULATE INTO THEIR OVERALL GPA. BUT I THINK THE OBVIOUS ONE THAT'S IN FRONT OF YOU IS, WELL, YEAH, I'M STILL GETTING CREDIT FOR THIS COURSE AT THIS LEVEL, AND THAT COMES WITH ME WHEN I LEAVE AFTER I GRADUATE. SO THE THE LAST SEMESTER IS NOT GOING TO BECOME A BLOW OFF SEMESTER.

KIDS ARE STILL MOTIVATED TO ACHIEVE FOR OTHER REASONS.

MAYBE OTHER THAN RANK.

YES, WHICH IS VERY IMPORTANT.

I THINK EVERYBODY'S MADE THAT CASE, AND I DON'T EVEN HAVE A KID IN COLLEGE OR IN HIGH SCHOOL, AND I'M ALREADY SWEATING OVER THIS.

BUT I UNDERSTAND THE IMPORTANCE.

IF YOUR GOAL IS TO GO TO UT AND YOU WANT TO BE IN THE TOP 6%, YOU NEED TO BE THERE.

SO KIND OF A QUANDARY.

YOU KNOW, I FEEL LIKE THIS IS A TOTAL QUANDARY.

I MIGHT NOT BE AS MUCH NEXT YEAR, BUT I WANT TO OVERALL, REGARDLESS OF RANK, I WANT TO KEEP THE KIDS MOTIVATED TO CONTINUE LEARNING THROUGH THE HIGH SCHOOL EXPERIENCE AND NOT LET THAT BE A A DOWNER FOR YOUR LAST SEMESTER.

SO THAT'S THAT'S WHAT I WANTED TO SAY.

MR. JOHNSON, JUST ONE LAST POINT.

ONE, YOU TALKED ABOUT BLOW OFF SEMESTERS, MR. MILLER. I ACTUALLY THINK THIS COULD HAVE THE EXACT OPPOSITE EFFECT, WHERE PEOPLE BURY THEIR HARDEST CLASSES AS MUCH AS THEY CAN IN THE LAST SEMESTER BECAUSE THEY'RE NOT GOING TO COUNT ANYMORE IN THEIR GPA.

SO TRUST ME, I'VE GOT THREE KIDS, TWO KIDS IN HIGH SCHOOL, AND THEY'RE ALREADY LOOKING AT THIS KIND OF STUFF.

WHY DOESN'T IT COUNT ON THEIR FINAL GPA? WHATEVER THEY TAKE FINAL GPA, COUNT ON GPA TOWARDS CLASS RANK.

OKAY, CLASS RANK.

BUT THEY'LL ALREADY BE ACCEPTED.

YES. YEAH. YEAH.

I MEAN, I UNDERSTAND THE THE DISTRICT'S CONSIDERATION, AND THIS IS WELL REASONED AND LOGICAL POLICY, I GET IT.

I KNOW WHY WE HAVE TO DO IT.

WE'VE INTERWOVEN IN WITH DALLAS COLLEGE SO MUCH TO A LARGE DEGREE THAT WE KIND OF LOSING CONTROL OF OUR OWN POLICIES AND PROCEDURES, WHICH IS A LITTLE FRUSTRATING TO ME SPECIFICALLY.

AND I WOULD LIKE TO MOVING FORWARD WITH THE CALENDARS COMMITTEE AND ADOPTING NEW CALENDARS.

WE'RE ON TWO YEAR CYCLES.

THIS IS SOMETHING THAT WE NEED TO MAKE CONSIDERATION OF NOW WHEN WE MAKE OUR CALENDARS, IS TO MAKE CERTAIN WE DON'T RUN INTO ISSUES WITH DALLAS COLLEGE'S END OF SEMESTER AND THINGS OF THAT NATURE, BECAUSE WE'VE NEVER REALLY CONSIDERED THAT IN THE PAST.

BUT 45% OF OUR STUDENTS ARE NOW ATTENDING DALLAS COLLEGE WHILE THEY'RE HERE, SO WE HAVE TO CONSIDER THAT NOW.

I GUESS JUST TO TO CLEAR IT UP, THE STATE PULLED A NUMBER ON ALL OF PUBLIC EDUCATION LAST YEAR WHEN IN THE MIDDLE OF A TESTING CYCLE, THEY CHANGED THE STAR EXAM.

THEY JUST DROPPED THAT ON US RIGHT IN THE MIDDLE, AND WE HOWLED AND WAILED THAT THEY CHANGED THIS ON US IN THE MIDDLE OF THE OF THE SCREEN.

AND I GET WHY WE'RE DOING THIS, BUT IT DOESN'T CHANGE THE FACT WE JUST DID THIS TO THIS SENIOR CLASS, TO THAT'S WHAT THIS IS DOING.

AND I UNDERSTAND THAT THEY WOULD HAVE ALREADY BEEN ACCEPTED TO THEIR COLLEGES AND SUCH, BUT THERE'S A FAIRLY SMALL NUMBER OF STUDENTS HERE THAT ARE FIGHTING, SCRATCHING AND CLAWING, TRYING TO MAKE THAT TOP TEN OR BE THE VOWEL OR BE THE SAL.

AND THE REALITY IS THEY'RE NEVER GOING TO KNOW IF THEY REALLY WERE OR NOT, BECAUSE WE'RE GOING TO CUT IT OFF HALFWAY IN THE MIDDLE OF THE YEAR.

AND THAT'S NOT WHAT THEY WERE TOLD WE WERE GOING TO DO, BUT THAT'S WHAT WE'RE GOING TO DO.

THEY LITERALLY NOW HAVE ABOUT TWO AND A HALF MONTHS LEFT BEFORE THEY'RE DONE ON THAT ISSUE.

SO THAT'S MY CONSIDERATIONS, CONCERNS.

THANK YOU VERY MUCH, MR. GLICK. AND AGAIN, AS WE'VE KIND OF POINTED OUT, WE BROUGHT THIS ON OURSELVES AS WE KEPT ENCOURAGING DUAL CREDIT.

AS MORE DUAL CREDIT COURSES CAME, AS WE NOW HAVE A LOT OF SENIORS WHO ARE ACTUALLY GOING TO THE SCHOOLS TO TAKE COURSES WHERE WE'VE HAD I THINK WE HAVE

[01:40:10]

NURSES THERE AND ALL THIS.

WE'VE DONE ALL THESE CHANGES TO ENCOURAGE THIS CLASS.

AND SO WE'RE AT 45% AND THAT NUMBER IS NOT GOING TO GO DOWN.

AND WE WE BRAG ON HOW MUCH MONEY THE KIDS ARE SAVING AND THE PARENTS ARE SAVING WHEN THEY GET THESE COLLEGE CREDITS THAT YOU ALLUDED TO.

SO, AND I AGREE, MAYBE AT SOME POINT WE HAVE TO LOOK AT MARRYING WHAT WE DO WITH WHAT COLLEGE.

WE HAD THE PROBLEM ALREADY THIS YEAR WHERE THEY HAD A VACATION WEEK AND WE WERE NOT THE SAME VACATION WEEK.

I THINK WE SOLVED THAT PROBLEM, BUT THIS IS GOING TO BE A CONTINUING PROBLEM, AND I THINK THIS IS A SOLUTION, BUT IT'S GOING TO HAVE TO BE LOOKED AT CONTINUOUSLY.

THANK YOU SIR. PLEASE NOTE THAT THIS WAS THE SAME DISCUSSIONS THAT WE HAD IN THE POLICY REVIEW COMMITTEE MEETING.

THE SAME THING. WE HAD THESE DISCUSSIONS AND WE KNOW THAT IT DOES STEP ON SOME TOES AND IT'S NOT A COMFORTABLE FEELING.

AND I AGREE WITH WHAT MR. JOHNSON SAID.

BUT IS THIS SOMETHING THAT WE WE'RE GOING TO HAVE TO LOOK AT AND WE'RE GOING TO HAVE TO DO OR, YOU KNOW, TO FOLLOW THE WAY THAT OUR CALENDAR FALLS AND DALLAS COUNTY.

SO ANY OTHER COMMENTS, QUESTIONS? MR.. MR.. MILLER? YEAH.

JUST ONE LAST THING I WANT TO ADD.

I'M JUST TRYING TO ALWAYS TRY TO GO TO 50 ZERO ZERO ZERO FEET AND LOOK DOWN AND KIND OF GET AN OVERALL ASSESSMENT OF A SITUATION.

AND WHILE THIS 1ST MAY NOT BE TOTALLY BEAUTIFUL AND TOTALLY GREAT, MAN, THE BENEFITS OF THIS PROGRAM IN MY OPINION, FAR OUTWEIGH A COUPLE OF NEGATIVES THAT MAY BE CROPPING UP HERE AND THERE.

IT'S GOING TO PUT A LITTLE STRESS ON SOME PEOPLE, I UNDERSTAND, BUT WHEN YOU LOOK AT THE AMOUNT OF HOURS OF COLLEGE CREDIT THAT KIDS ARE GETTING THROUGH THESE PROGRAMS AND THE MONEY THEY SAVE AND THE EXTRA EFFORT THAT THEY'RE LEARNING TO PUT IN TO STUDY AND BE READY FOR COLLEGE.

TO ME, IT'S JUST A TOTALLY GREAT THING.

45% I DIDN'T KNOW THAT.

THAT'S, TO ME, AN OUTSTANDING NUMBER.

SO I'M YOU KNOW, I REALIZE LOGISTICALLY EVEN DOCTOR LOPEZ PROBABLY SWEATED A LITTLE BIT.

BUT, YOU KNOW, ROCK AND A HARD PLACE.

THERE'S REALLY NOT MUCH TO DO BECAUSE WE DON'T WANT TO GRADUATE WITHOUT KNOWING WHAT THE GRADES WERE AND WHAT THE FINAL RANK WAS.

WE DON'T WANT TO RISK THAT.

SO AGAIN, MY MY OPINION IS THE ENTIRETY OF THE PROGRAM.

THE BENEFITS FAR OUTWEIGH THE FEW NEGATIVES.

THANK YOU. ANY OTHER COMMENTS FROM THE BOARD? OKAY. DO WE HAVE A MOTION? THANKS. WE'RE STILL PAYING.

PARDON? WE'RE STILL ON B.

YES. CONSIDER APPROVAL OF RESOLUTION CONCERNING WAIVER OF LOCAL BOARD POLICY TO REQUIRE TWO READINGS BEFORE ADOPTION.

THE MOTION IS BEFORE YOU ON THE AGENDA ON THE ACTION SHEET.

I'LL MAKE THE MOTION.

MR.. BEACH.

ANYONE. I MEAN, I WON'T DO IT.

OKAY. YES. THANK YOU, MR. ANY. SURE.

I MOVED TO APPROVE THE RECOMMENDED CHANGES TO BOARD POLICY.

IS THAT THE RIGHT ONE? I KNOW, I KNOW.

JUST READ IT OFF THE SCREEN.

IT'S NOT ON MY SCREEN.

I WAS GOING TO READ IT. OH.

OH, SORRY. OKAY. CONSIDER APPROVAL OF RESOLUTION CONCERNING WAIVER OF LOCAL BOARD POLICY TO REQUIRE TWO READINGS OF POLICY BEFORE ADOPTION.

SO YOU WOULD SAY I MOVED TO APPROVE.

I MOVED TO APPROVE THE RESOLUTION CONCERNING WAIVER OF LOCAL BOARD POLICY TO REQUIRE TWO READINGS OF POLICY BEFORE ADOPTION.

SECOND. WE HAVE A MOTION BY MISS STANLEY TO APPROVE THE RESOLUTION AND A SECOND BY MR. MILLER. WOULD YOU PLEASE VOTE? VOTE OPEN.

VOTE CLOSED.

WE HAVE VOTE OF SIX.

YES. AND ONE ABSTENTION FROM ROBERT SELDERS.

[VII.C. Consider Approval of Board Policy EIC(LOCAL) - Lisa Ray, Dr. Jason Adams]

THAT MOVES US TO ITEM NUMBER SEVEN.

C, CONSIDER APPROVAL OF BOARD POLICY EMC LOCAL.

DO YOU HAVE A MOTION OR OUR DISCUSSION.

MR. CHAIR, I MAKE A MOTION TO APPROVE BOARD POLICY.

EIC LOCAL, AS PRINTED IN OUR BOOK.

SECOND. WE HAVE A MOTION TO APPROVE A BOARD POLICY.

EIC LOCAL BY MR. GLICK AND A SECOND BY MR. MILLER. WOULD YOU PLEASE VOTE? AND THAT VOTE PASSES FIVE.

YES. ONE. NO.

BY MR. JOHNSON AND ONE ABSTENTION BY MR. SELDERS. THANK YOU.

TRUSTEES. THANK YOU. TRUSTEES.

BACK TO YOU, MR. SELDERS.

THANK YOU, MR. BEACH. WE'LL NOW MOVE TO ITEM EIGHT, EXECUTIVE SESSION.

[01:45:03]

DOCTOR LOPEZ, ARE THERE ANY EXECUTIVE SESSION ITEMS? THERE ARE NONE.

I WILL ENTERTAIN A MOTION TO ADJOURN.

SO MOVED.

IT IS 645 IN.

THIS MEETING IS ADJOURNED.

THANK YOU.
