[I. Call to Order and Determination of a Quorum]
[00:00:02]
IT IS NOW 5:00, AND I CALL TO ORDER THE GARLAND ISD BOARD OF TRUSTEES REGULAR MEETING FOR TUESDAY, NOVEMBER 19TH, 2024.
I DECLARE THAT A QUORUM IS PRESENT, AND THEN WE'LL PROCEED WITH OUR AGENDA AS PRINTED.
AT THIS TIME, WE HAVE A STUDENT FROM FREEMAN ELEMENTARY WHO WILL BE LEADING US TO THE PLEDGES.
HI, MY NAME IS SINIYAH JENKINS.
I'M A PART OF THE LEADERSHIP PROGRAM AND I ATTEND FREEMAN AT GOLDEN MEADOWS ELEMENTARY SCHOOL.
THANK YOU SO MUCH, SINIYAH, FOR COMING AND LEADING US IN OUR PLEDGES.
WE WILL NOW CONTINUE WITH OUR NEXT ITEM.
[III. Public Forum]
ITEM THREE PUBLIC FORUM.I HAVE ONE CARD HERE FROM KATIE BATTENFIELD.
KATIE. JUST SO YOU KNOW, PER BOARD POLICY, BED(LOCAL), THERE'S A THREE MINUTE LIMIT ON THE COMMENTS TO ALLOW FOR AS MANY PUBLIC FORUM COMMENTS AND PARTICIPANTS AS POSSIBLE.
COMPLAINTS ABOUT STUDENT DISCIPLINE, SPECIFIC STUDENT ISSUES OR PERSONNEL MUST BE ADDRESSED THROUGH APPROPRIATE, ADMINISTRATIVE CHANNELS IN ACCORDANCE WITH TEXAS OPEN MEETINGS ACT AND BOARD POLICY.
YOU WILL HAVE THREE MINUTES TO SPEAK.
MR. DODDS WILL BE KEEPING THE TIME.
THERE ARE THREE LIGHTS IN FRONT OF YOU THAT WILL LIGHT UP.
JUST TO KIND OF GIVE YOU AN IDEA OF WHERE YOU ARE WITHIN YOUR TIME.
WHEN THE RED LIGHT ILLUMINATES, YOU'LL BE ASKED TO BE SEATED.
BOARD PRESIDENT SELDERS, BOARD OF TRUSTEES, AND DR.
EFFECTIVE COMMUNICATION IS KEY TO BUILDING RELATIONSHIPS AND LEARNING.
OUR WORK DOESN'T JUST SUPPORT THE TEKS, IT DIRECTLY ADVANCES GISD'S OBJECTIVE A OF EARLY LITERACY.
ON TOP OF THAT, SINCE 2018, THE TOTAL NUMBER OF SPEECH STUDENTS IN GARLAND HAS INCREASED BY 33%, BUT THE NUMBER OF SLPS HAS DECREASED BY 27%.
THE AVERAGE SLP CASELOAD IN THE DISTRICT IS NOW 117 STUDENTS, UP FROM 59 IN 2018.
TASB RECOMMENDS WE CARRY A CASELOAD OF 45 TO 50.
IN ORDER TO MEET THIS RECOMMENDATION, WE WOULD NEED 80 SLPS ON STAFF.
TASB REGARDS SCHOOL PSYCHOLOGISTS AND SLPS BOTH AS PART OF THE ASSESSMENT TEAM.
WE ARE ALL PART OF THE ASSESSMENT AND THERAPY TEAM AND SHOULD BE COMPENSATED EQUALLY.
SO TONIGHT WE STAND UNITED AS COMMITTED GARLAND ISD SPEECH LANGUAGE PATHOLOGISTS TO ASK YOU TO CONSIDER THE URGENT NEED FOR ACTION AND MOVE SLPS TO PAY GRADE 106 AND APPROVE ALLOCATIONS FOR AN ADDITIONAL 42 DIRECT HIRE SLPS.
RECLASSIFYING SLPS IS ESSENTIAL IN HIRING AND RETAINING HIGH QUALITY PROFESSIONALS.
THANK YOU FOR YOUR TIME AND CONSIDERATION.
[00:05:03]
WE'LL NOW MOVE TO OUR INFORMATION ITEMS FOR A EVIDENCE OF EXCELLENCE.[IV.A. Evidence of Excellence]
ONE RECOGNIZE 2024 UIL STATE MARCHING CONTEST QUALIFIERS.GOOD EVENING. BOARD PRESIDENT SELDERS, BOARD OF TRUSTEES AND DR.

ADDITIONALLY, SACHSE HIGH SCHOOL BAND UNDER THE DIRECTION OF HOLLY TAYLOR AND HER TEAM BRETT RYAN, GARRETT TUCKER, TY THU NGUYEN AND TYLER BATES ADVANCED TO THE 6A UIL STATE MARCHING CONTEST.
THIS IS THE SECOND TIME THAT THE BAND HAS ADVANCED TO STATE, BUT THE FIRST TIME THAT THEY HAVE BEEN NAMED CHAMPIONS OF THE AREA C MARCHING CONTEST. THIS IS THE FIRST TIME IN GISD ALSO THAT WE'VE HAD TWO BANDS ADVANCE TO THE STATE LEVEL IN THE SAME YEAR.
FROM THE BOTTOM OF OUR HEARTS, WE WOULD LIKE TO PERSONALLY THANK YOU, DR.
LOPEZ, OUR BOARD OF TRUSTEES AND OUR ADMINISTRATIVE STAFF FOR ALL OF THE SUPPORT THAT Y'ALL HAVE GIVEN US THAT ALLOW OUR STUDENTS THE OPPORTUNITY TO SUCCEED. THANK YOU, THANK YOU, THANK YOU.
WE COULD NOT HAVE DONE THIS WITHOUT YOU.
AT THIS TIME, DIRECTORS PLEASE COME UP TO BE RECOGNIZED.
WAY TO GO. WAY TO GO! THAT IS AWESOME.
THAT MOVES US TO ITEM NUMBER TWO.
GOOD EVENING. BOARD PRESIDENT SELDERS, MEMBERS OF THE BOARD AND DR.
SCHOOL NURSES ARE VITAL LEADERS WHO CONNECT HEALTHCARE AND EDUCATION, COORDINATE CARE, ADVOCATE FOR QUALITY, STUDENT CENTERED SUPPORT AND COLLABORATE TO CREATE SYSTEM THAT SYSTEMS THAT EMPOWER INDIVIDUALS AND COMMUNITIES TO REACH THEIR FULLEST POTENTIAL.
THE TSNO HAS RECOGNIZED THIS EXCELLENCE IN GARLAND ISD BY HONORING OUR VERY OWN DIRECTOR OF HEALTH SERVICES, RENEE KOTSOPOULOS, AFFECTIONATELY KNOWN AS NURSE K, AS THE 2024 SCHOOL NURSE ADMINISTRATOR OF THE YEAR.
WE WANT TO RECOGNIZE HER FOR THIS INCREDIBLE ACCOMPLISHMENT.
NURSE K HAS BEEN A MEMBER OF GARLAND ISD FOR 25 YEARS, AND THIS RECOGNITION NOT ONLY CELEBRATES HER INDIVIDUAL ACHIEVEMENTS, BUT ALSO SHINES A SPOTLIGHT ON THE EXCEPTIONAL CARE AND DEDICATION OF ALL THE NURSES IN OUR DISTRICT.
[00:10:01]
THANK YOU, NURSE K FOR ALL YOU DO FOR OUR STUDENTS AND NURSING STAFF, SO BEFORE THEY'RE TAKING THE PICTURE, IF ANYBODY'S NOT FEELING WELL, THIS IS A GOOD TIME; THE NURSES ARE HERE.[CHUCKLING] NURSE K, DO YOU WANT TO SAY SOMETHING? I KNOW YOU DO. COME ON.
[CHUCKLING] YOU KNOW I DO LIKE A MICROPHONE.
[CHUCKLING] YEAH. THREE MINUTE WARNING.
OKAY. YEAH, YOU BETTER PUT ME ON A TIMER.
YOU KNOW IT'S BEEN A--SHE DID PUT ON THE TIMER.
IT WAS SEVERAL WEEKS AGO THAT I WENT TO THE TSNO CONFERENCE, AND THEY PRESENTED ME WITH MY AWARD, AND I'M NOT GOING TO LIE, I WAS SUPER PROUD, AND I, YOU KNOW, I GET THIS TROPHY AND I'M STANDING IN FRONT OF ALL THE NURSES THAT ARE NURSES THROUGHOUT THE STATE SCHOOL NURSES, AND I FELT PROUD OF THE ACCOMPLISHMENTS OF GARLAND ISD, AND IN MY ACCEPTANCE SPEECH, I DID MENTION THE SCHOOL BOARD, AND THE REASON WHY I MENTIONED Y'ALL IS BECAUSE THE REASON WHY I HAVE BEEN HERE FOR 25 YEARS IS BECAUSE YOU BELIEVE THAT SAFETY AND HEALTH IS PRIORITY OF OUR STUDENTS.
YOU BELIEVE THAT WE CAN ACHIEVE ANYTHING WE PUT OUR MIND TO, AND IT'S BECAUSE YOU BELIEVE THAT I DRANK THE KOOL-AID, AND WHAT I DO IS I PASS OUT THAT KOOL-AID TO ALL THE NURSES.
SO I APPRECIATE EVERYTHING YOU'VE DONE.
DR. LOPEZ, I WANT TO SAY THAT THEY STILL MENTION YOU WHEN I GO TO THESE CONFERENCES.
WHEN YOU CAME AND SPOKE TO ALL THE NURSES, THE NURSE ADMINISTRATORS.
I DON'T THINK YOU REALIZE THE IMPACT YOU HAD ON NURSES THROUGHOUT THE STATE.
SO I APPRECIATE YOU VERY, VERY MUCH.
SO THANK YOU SO MUCH I APPRECIATE IT.
CONGRATULATIONS. NURSE K--WELL-DESERVED.
[IV.B. Going the Extra Mile (GEMs)]
THIS TAKES US TO ITEM B ON OUR AGENDA ITEMS GOING THE EXTRA MILE.THE GEM AWARD. ITEM NUMBER ONE RECOGNIZE GOING THE EXTRA MILE.
RECIPIENT. MR. WHEELER. PRESIDENT SELDERS BOARD OF TRUSTEES.
DR. LOPEZ. I WILL PUT IN A QUICK PLUG FOR NURSE K.
SO CHECK IT OUT IF YOU WANT TO HEAR HER TALK MORE TOO.
SO YOU CAN WATCH THAT VIDEO, BUT TONIGHT WE GATHER TO RECOGNIZE AND HONOR AN INDIVIDUAL WHOSE DEDICATION, PASSION, AND UNWAVERING COMMITMENT TO OUR SCHOOL COMMUNITY HAS NOT GONE UNNOTICED.
[00:15:10]
AWARD.WHAT'S GREAT ABOUT THIS PRESENTATION? HE ALREADY DID HALF OF IT FOR ME BECAUSE HE HONORED THE STATE BAND.
SO THIS IS PRETTY EASY, BUT MR. FIGARELLI'S EXCEPTIONAL LEADERSHIP HAS TRANSFORMED GARLAND ISD'S FINE ARTS PROGRAMS. UNDER HIS GUIDANCE, TWO OF OUR BANDS HAVE RECENTLY QUALIFIED FOR STATE COMPETITION, MAKING A SIGNIFICANT MILESTONE.
BOO! I MEAN, SORRY, LAKEVIEW CENTENNIAL AND SACHSE HIGH SCHOOL.
ADDITIONALLY, HIS LEADERSHIP HAS LED TO SEVERAL STATE HONORS ELEVATING THE PRESTIGE AND IMPACT OF OUR PROGRAMS. HOWEVER, THESE ACCOMPLISHMENTS ARE NOT DONE ALONE.
THEY'RE A TESTAMENT TO THE COLLABORATIVE EFFORTS OF AN EXTRAORDINARY TEAM.
DR. MICHELE CROMER, MS. TONI STEVENS, GINA MARTINEZ AND SHERRI HART HAVE BEEN PIVOTAL IN SUPPORTING MR. FIGARELLI VISION.
THANK YOU JOSEPH AND YOUR TEAM FOR YOUR UNMATCHED DEDICATION.
ALL RIGHT, LET'S GET YOUR TEAM UP HERE WITH YOU AND YOUR FAMILY.
JOSEPH, GO AHEAD AND SAY A FEW WORDS.
COME ON. I WOULD JUST LIKE TO SAY FROM THE BOTTOM OF MY HEART, THIS IS AMAZING.
THIS IS THE BEST DISTRICT IN THE WORLD, AND IT'S JUST A PRIVILEGE FOR ME TO COME TO WORK EVERY SINGLE DAY AND WORK WITH THESE AMAZING TEACHERS, WITH YOU AMAZING LEADERS, AND WITH OUR AMAZING STUDENTS.
WELL-DESERVED, MR. FIGARELLI, WELL-DESERVED.
THAT TAKES US TO ITEM NUMBER C RECEIVE PHASE TWO ELEMENTARY NUMBER THREE CONSOLIDATION UPDATE.
[IV.C. Receive Phase 2 Elementary #3 Consolidation Update - Dr. Ida Perales, Dr. Jason Adams]
I'M SORRY. WE'RE GOING TO TURN IT TO DR.WELL, PRESIDENT SELDERS, TRUSTEES, IT'S AN EXCITING TIME.
THE NEXT PHASE OF THE BOND PROGRAM, WHICH IS CONSOLIDATION NUMBER THREE CONSOLIDATION NUMBER THREE WILL CONSIST OF CONSOLIDATING MONTCLAIR AND HEATHER GLEN ELEMENTARY, BUT WE'RE NOT KEEPING EITHER OF THOSE NAMESAKES.
THE NEW NAMESAKE IS SITTING TO MY RIGHT TO MY FAR, FAR RIGHT, WHICH IS MS. LINDA GRIFFIN.
THIS IS GOING TO BE THE OFFICIAL UNVEILING OF THE PROJECT, NOT THE DESIGN.
[00:20:03]
THE DESIGN IS GOING TO COME, BUT THIS IS GOING TO BE THE NEW LINDA GRIFFIN ELEMENTARY SCHOOL.WE HAVE OUR TWO CHIEFS UP HERE, DR.
WHY DON'T YOU TAKE IT AWAY FROM HERE? ALL RIGHT. THANK YOU.
GREETINGS, PRESIDENT SELDERS TRUSTEES.
DR. LOPEZ I THINK HE PRETTY MUCH CAPTURED EVERYTHING WE'RE GOING TO.
HE WAS WE WERE GOING TO SAY TODAY.
NO I'M JOKING, BUT IT IS AN EXCITING TIME TO BE IN GARLAND ISD.
SO MANY DIFFERENT PROJECTS HAPPENING AROUND THE DISTRICT, INCLUDING TWO NEW ELEMENTARY SCHOOLS THAT ARE STARTING TO BE BUILT, AND TONIGHT, WE'RE EXCITED TO TALK TO YOU ABOUT PHASE TWO OF THE BOND, WHICH INCLUDES THE CONSOLIDATION LIKE DR.
LOPEZ REFERENCED WITH MONTCLAIR AND HEATHER GLEN ELEMENTARY, BUT IT STARTED HERE.
IT STARTED WITH THE 2023 BOND, AND A BIG PART OF THAT BOND, OR MOST OF THE BOND WAS PROPOSITION A OF THAT $1.3 BILLION, 1.1 BILLION WAS ALLOCATED TOWARDS INVESTING IN SCHOOLS, INVESTING IN OUR OLDER SCHOOLS THAT WE HAVE IN THIS DISTRICT, INCLUDING BUILDING SOME NEW SCHOOLS WHILE ALSO CONSOLIDATING AND SO IT'S IMPORTANT TO NOTE AT THE TIME WHEN WE PASSED THIS $1.3 BILLION BOND.
IT WAS THE LARGEST BOND IN GISD HISTORY, AND IT JUST SHOWS YOU HOW MUCH SUPPORT WE HAVE FROM OUR COMMUNITY AND HOW MUCH THEY'RE BEHIND OUR SCHOOLS, AND YOU NOTICE RECENTLY IN DIFFERENT ELECTIONS, THAT HASN'T ALWAYS BEEN THE CASE.
WE DIDN'T INCLUDE ALL THE DATES THAT KIND OF LAY OUT ALL THE WORK THAT'S HAPPENING WITH THE BONDS, BUT THESE ARE SOME IMPORTANT ONES, AND SO IN 2023, LAST YEAR, A YEAR FROM NOW, WE STARTED IMPLEMENTING AN ELEMENTARY CONSOLIDATION PLAN.
RIGHT. SO NOT ALL OF OUR CONSOLIDATIONS WERE OUR NEW BUILD, AND THEN IN FEBRUARY 2024, THERE WAS PHASE TWO OF ELEMENTARY ARCHITECTS WHERE WE LOOKED AT ARCHITECTS AND STARTED ASSIGNING ARCHITECTS TO PHASE TWO OF THE BOND.
THEN ALSO PHASE TWO OF RENAMING ELEMENTARY NUMBER THREE TO LINDA L.
GRIFFIN ELEMENTARY SCHOOL, AND THEN IN MAY OF 24, LOOKING AT PHASES TWO AND FIVE THROUGH THE CMAR, AND THEN HERE WE ARE TODAY LOOKING AT CONSOLIDATION NUMBER THREE, AND SO I'M GOING TO SHOW YOU A COUPLE OF RENDERINGS, AND THIS IS THESE ARE TWO PICTURES OF THE ELEMENTARY SCHOOLS THAT ARE CURRENTLY BEING CONSTRUCTED. I'M STARTING WITH FREEMAN ELEMENTARY.
SO IF YOU'VE DRIVEN BY FREEMAN ANY TIME RECENTLY, YOU'LL SEE A BLUE KIND OF FENCE THAT GOES AROUND AN EMPTY LOT WHERE THE BUILDING HAS BEEN RAZED AND THEY'RE STARTING TO MOVE DIRT TO GET READY FOR THE CONSTRUCTION.
I'M GOING TO GIVE YOU A SECOND JUST TO LOOK AT THAT IMAGE, BECAUSE EVERY TIME I LOOK AT THAT, IT JUST GETS SO EXCITED ABOUT THE FUTURE OF GARLAND ISD AND WHAT IT'S GOING TO MEAN TO THAT COMMUNITY, AND SO HERE, WHILE THIS BUILDING IS BEING BUILT, THIS BEAUTIFUL BUILDING, WE'VE CONSOLIDATED TWO CAMPUSES.
WE HAD A STUDENT HERE TONIGHT INTRODUCING US WITH THE PLEDGE TONIGHT AT AT GOLDEN MEADOWS AT FREEMAN ELEMENTARY, AND SO WHEN WHEN THIS BUILDING IS BUILT, THOSE STUDENTS WILL COME BACK INTO THIS BIG, BEAUTIFUL BUILDING.
THE SECOND PICTURE I'M GOING TO SHOW YOU, YOU'RE GOING TO NOTICE IS GOING TO LOOK A LOT DIFFERENT, AND THAT'S IMPORTANT TO CALL OUT BECAUSE AS WE DESIGN NEW ELEMENTARY SCHOOLS, WE DO NOT TAKE A COOKIE CUTTER APPROACH.
A LOT OF PLANNING AND DESIGN GOES INTO THESE KIND OF DESIGN FEATURES TO MAKE SURE THAT EACH ONE OF THESE BUILDINGS IS UNIQUE TO THE NEEDS AND THE CULTURE OF THAT COMMUNITY, AND SO NEXT YOU'LL SEE KIMBERLIN ACADEMY OF EXCELLENCE.
THIS WAS A PART OF THE CONSOLIDATION PLAN.
ALSO, IT INCLUDED CONSOLIDATING KIMBERLIN AND HILLSIDE ACADEMY AND WHEN THIS BUILDING IS COMPLETED, BOTH OF THOSE TWO CAMPUSES WILL COME BACK INTO THIS BIG, BEAUTIFUL BUILDING, AND YOU'LL NOTICE EACH OF THESE SCHOOLS HAS DISTINCT FEATURES AND UNIQUE TO THAT CAMPUS, AND THIS IS WHAT WE'RE REALLY EXCITED ABOUT.
TONIGHT. WE'RE GOING TO TALK TO YOU MORE ABOUT THE FUTURE OF LINDA L.
I WAS TALKING TO HER RECENTLY, AND I THINK, MS. GRIFFIN, YOU AND I STARTED IN THIS DISTRICT ABOUT THE SAME TIME IN VERY DIFFERENT ROLES.
I HAD BROWN HAIR AND I WAS AN OUT OF COLLEGE TEACHER, BUT SHE'S BEEN HERE THAT LONG, AND SO THIS IS AN EXCITING TIME TO SEE THIS COME TO FRUITION, AND SO WITH THIS CONSTRUCTION A COUPLE OF THINGS ARE GOING TO HAPPEN, AND SO I'M GOING TO GO BACK TO THAT PICTURE REAL QUICK, AND ONE THING I'M REALLY EXCITED TO DO IS IN A COUPLE OF MONTHS FROM NOW, WHEN WE COME BACK TO THIS, IS TO HAVE AN ACTUAL RENDERING INSTEAD OF THIS UNDER CONSTRUCTION, YOU KNOW, KIND OF PAGE HERE.
OKAY. BEFORE I HAND THINGS OVER TO DR.
PERALES, I THINK IT IS IMPORTANT TO REVISIT THE WHY.
[00:25:03]
HOW DID WE GET HERE? WELL, IT REALLY STARTED WITH THESE KIND OF THREE CORE COMPONENTS? THIS IS HOW WE APPROACHED THE BOND CONVERSATIONS, AND ALSO AS WE APPROACH CONSOLIDATION, IT WAS REALLY ABOUT FISCAL RESPONSIBILITY.SOME OF OUR BUILDINGS, IT JUST WASN'T FISCALLY RESPONSIBLE TO MAINTAIN.
THE AVERAGE AGE OF OUR BUILDINGS IN THIS DISTRICT IS ABOUT 50 YEARS OLD OR OLDER.
IF YOU THINK ABOUT THE LEARNING NEEDS 50 YEARS AGO, COMPARED TO WHAT THEY ARE TODAY, THEY'RE VERY MUCH DIFFERENT, AND SO IT'S ALSO AN OPPORTUNITY FOR US TO OPTIMIZE LEARNING ENVIRONMENTS FOR OUR KIDS AND OUR TEACHERS, AND THREE, THIS IS A BIG COMPONENT AS WELL.
PART OF IT WAS WE KNOW THAT WE'RE GOING TO HAVE TO CONSOLIDATE SCHOOLS.
WE KNOW THAT WE'RE GOING TO HAVE TO BUILD SOME NEW SCHOOLS TO REPLACE SOME OF THESE AGING FACILITIES, AND A BIG PART OF IT, TOO, IS TO RIGHTSIZE OUR DISTRICT BECAUSE OF A DECLINING ENROLLMENT, AND THE LAST 12 YEARS, WE'VE LOST ABOUT 5 TO 6000 STUDENTS.
SO THAT'S A LARGE GROUP OF STUDENTS THAT WE'VE LOST, AND SO I'M GOING TO HAND THINGS OVER TO DR.
PERALES TO TALK MORE ABOUT THE SPECIFICS AROUND THE CONSOLIDATION.
GOOD EVENING, MR. SELDERS. BOARD OF TRUSTEES, DR.
LOPEZ. MY NAME IS IDA PERALES.
I'M THE CHIEF LEADERSHIP OFFICER AND LIKE DR. ADAMS MENTIONED, AND DR.
LOPEZ, WE'RE VERY EXCITED TO PRESENT TO YOU AN UPDATE.
WE'RE GOING TO BE MERGING MONTCLAIR AND HEATHER GLEN.
MONTCLAIR IS MADE UP OF ENROLLMENT OF 557 STUDENTS, AND AT HEATHER GLEN, WE'RE AT ABOUT 283.
AT MONTCLAIR, WE HAVE AN AMAZING PRINCIPAL, ERIN PACHECO, AND AT HEATHER GLEN, IT'S NICOLE WILSON, AND I WILL TELL YOU THAT IS A VERY IMPORTANT ROLE TO PLAY DURING THIS TRANSITION.
WE'VE LEARNED A LOT IN OUR PAST TRANSITIONS AND OUR CONSOLIDATIONS, AND WE REALIZE THAT OUR PRINCIPALS ARE VERY IMPORTANT AND BEING ABLE TO MANAGE THIS CHANGE, AND SO WE'RE REALLY EXCITED AND WE KNOW THAT BOTH OF THESE PRINCIPALS ARE READY.
SO AS YOU CAN SEE HERE, THE DECISION HAS BEEN MADE TO CONSOLIDATE MONTCLAIR AND HEATHER GLEN.
THEY'LL BE MOVING INTO THE HEATHER GLEN FACILITY.
IT'S ABOUT 840 STUDENTS, AND DURING THIS TIME, DURING THESE TWO YEARS, THE SCHOOL WILL BE CALLED HEATHER GLEN MONTCLAIR ELEMENTARY.
LINDA L. GRIFFIN WILL NOT BE NAMED UNTIL WE ACTUALLY BUILD THE FACILITY.
SO THAT WILL BE THE NAME OF THE SCHOOL ONCE WE MERGE INTO THE NEW FACILITY.
I ALSO WANT YOU TO KNOW THAT WE'VE DONE A LOT OF WORK.
WE'VE ALREADY MET WITH OUR STAFFS AT EACH OF THE CAMPUSES.
WE MEET WEEKLY WITH PRINCIPALS, AND WE'VE DONE A LOT OF WORK AND ONE OF THE THINGS THAT WE'VE PROJECTED IS TO ONLY A FEW PORTABLES.
SO KNOW THAT THIS THIS FACILITY DOES HAVE THE CAPACITY FOR THE NUMBER OF STUDENTS, AND I ALSO WANT TO LET YOU KNOW THAT DURING THESE STAFF MEETINGS, WE WANT TO HIT ON THE FOUR DIFFERENT COMPONENTS THAT IS MOST IMPORTANT TO THEM.
THIS WAS AROUND APRIL, SO THEY'LL KNOW BY THAT TIME.
SO WE'VE GONE OVER THAT INFORMATION WITH THEM AS WELL.
JUST SO YOU KNOW, WE DO HIRE PACKING COMPANIES TO HELP US AND HELP US MOVE INTO THE NEW BUILDING, AND ANOTHER IMPORTANT THING THEY WANT TO KNOW IS LIKE, HOW ARE WE GOING TO BUILD CULTURE? HOW ARE WE GOING TO BUILD COMMUNITY WITH ONE ANOTHER.
THAT'S ALSO A VERY IMPORTANT ASPECT, AND SO WE MEET WITH PRINCIPALS WEEKLY.
THEY ALSO THEY DECIDE WHEN THEY'RE GOING TO MEET TOGETHER, PLAN TOGETHER AND BRING THE STAFF SO THAT THEY CAN START GETTING TO KNOW EACH OTHER AND FEEL MORE COMFORTABLE WITH ONE ANOTHER. ANOTHER THING THAT THEY BRING UP IS, YOU KNOW, WHAT'S GOING TO HAPPEN TO MY JOB? LIKE HOW, WHEN WILL I KNOW? THEY'VE BEEN TOLD THAT ALL THE EMPLOYEES, ALL THE STAFF, THEY GO TO THE MERGED CAMPUS.
[00:30:05]
AMOUNT OF WORK THAT IT TAKES TO TRANSITION INTO A NEW CAMPUS AND MAKE THIS POSSIBLE.MR. DODDS'S TEAM, ALONG WITH JAVIER AND MR. BOOKER AND PAUL GONZALEZ AND THEIR TEAM.
MONUMENTAL, WHAT THEY WERE ABLE TO DO ALONG WITH OUR EDLS AND OUR PRINCIPALS.
SO IF WE COULD JUST GIVE THEM A QUICK HAND BECAUSE I DON'T THINK THEY REALLY UNDERSTAND HOW APPRECIATIVE AND THANKFUL WE ARE, AND SO HERE WE ARE NOW TRYING TO CONSOLIDATE, YOU KNOW, TWO SCHOOLS WHERE LAST YEAR WE CONSOLIDATED EIGHT.
SO THIS IS A GLIMPSE OF THE CURRENT AND PROJECTED DEMOGRAPHICS FOR OUR STUDENTS.
LIKE I MENTIONED BEFORE, IT'S ABOUT 840.
WE WILL CONTINUE WITH HISPANIC POPULATION BEING THE HIGHEST ABOUT 75% BLACK, 14.2%, WHITE ABOUT 4% AND ASIAN 3%, AND THIS IS JUST A QUICK GLIMPSE.
LIKE I TOLD YOU BEFORE, WE'VE DONE A LOT OF WORK.
WE'VE ALREADY. SO THE TIMELINE IS ACTUALLY THREE PAGES LONG.
LONGER THAN THAT. IT'S A VERY LONG TIMELINE.
WE MET WITH CAMPUS STAFF NOVEMBER 6TH AND SEVENTH.
TODAY IS THE UPDATE, AND THEN OUR NEXT MEETING WILL BE DECEMBER 2ND.
WE'LL HAVE OUR MULTI-ETHNIC COMMITTEE MEETING DECEMBER 3RD.
DURING THIS TIME WE'LL GO OVER A LOT OF IMPORTANT INFORMATION WITH THEM.
THE MEETING LOOKS A LITTLE DIFFERENT BECAUSE OF COURSE THEY THEY WANT THEY WANT TO KNOW MORE ABOUT STUDENTS AND HOW IT WILL IMPACT THEIR CHILD, AND THEN DECEMBER, WHICH IS VERY EXCITING TIME BECAUSE LIKE DR.
ADAMS SHOWED YOU EARLIER, THE RENDERINGS OF THE OTHER SCHOOLS.
THIS IS WHEN OUR STAFF COMES TOGETHER AND THEY ENVISION AND THINK ABOUT AND PROVIDE US INPUT ON WHAT THEY FEEL THAT SCHOOL SHOULD LOOK LIKE, AND SO IT IS A GREAT OPPORTUNITY FOR OUR STAFF THAT WORK DIRECTLY WITH OUR STUDENTS TO GIVE US THEIR INPUT AND GIVE US THEIR PERSPECTIVE.
SO THE ARCHITECTS, WHICH IS WRA WILL BE MEETING WITH OUR CAMPUS STAFF, AND LIKE DR.
ADAMS MENTIONED, THIS SCHOOL WILL LOOK VERY DIFFERENT FROM THE OTHER TWO BECAUSE IT'S GOING TO BE TAILORED TO NOT ONLY THE COMMUNITY, BUT THE NEEDS OF THE STUDENTS AT THAT CAMPUS. I MENTIONED EARLIER THAT THE NEXT MEETING WOULD WILL BE WITH OUR COMMUNITY MEMBERS AND OUR PARENTS, AND THAT MEETING IS TUESDAY, DECEMBER 3RD.
THEY ALSO WANT TO KNOW, LIKE HOW IS MY SON OR DAUGHTER GOING TO TRANSITION TO A NEW SCHOOL WITH NEW FRIENDS? SO THAT IS A PRIORITY AS WELL.
JUST AS LONG WITH STAFF, WE DO A LOT OF CULTURE BUILDING WITH OUR STUDENTS.
WE'LL ALSO GO OVER SOME LOGISTICS WITH THEM WITH BUS TRANSPORTATION AND ATTENDANCE ZONES.
THAT IS NOT GOING TO CHANGE, AND THEN WE GO OVER, WE TRY TO GET THEM A LITTLE EXCITED, TOO.
NOW THAT WE HAVE RENDERINGS OF OUR TWO NEW TWO OTHER CAMPUSES, WE CAN SHOW THEM WHAT THE POSSIBILITIES MIGHT LOOK LIKE, AND SO WE'LL GIVE THEM A FEW A TIMELINE OF HOW LONG THEY WOULD BE IN THE HEATHER GLEN-MONTCLAIR BUILDING, AND THEN LAST BUT NOT LEAST, PARENTS AND COMMUNITY MEMBERS ALWAYS WANT TO KNOW HOW DO WE PROVIDE FEEDBACK? WHAT DO WE DO TO, YOU KNOW, WHEN WE HAVE A QUESTION, WHO'S GOING TO ANSWER MY QUESTION? SO THAT'S ANOTHER IMPORTANT ASPECT OF THAT MEETING.
WE GIVE THEM INFORMATION ON HOW THEY'LL BE RECEIVING UPDATES, AND THEN IF THEY HAVE A CONCERN OR IF THEY HAVE ANY QUESTIONS, HOW DO THEY GET THOSE VOICED, AND SO I WANT TO CLOSE BY SAYING WHAT I REMIND MY SONS EVERY DAY, ESPECIALLY THE ONE THAT'S AT THE AIR FORCE ACADEMY RECENTLY.
I HAVE TO REMIND THEM WITH THIS DAILY THAT THESE THIS IS NOT EASY.
ADAMS AND DR. PERALES FOR THAT PRESENTATION.
TO YOUR POINT, YOU KNOW, THERE'S DEFINITELY CHALLENGES ASSOCIATED WITH IT, BUT IT'S ALSO IT PRESENTS US WITH AN OPPORTUNITY TO DO SOME GREAT THINGS ON BEHALF OF OUR KIDS AND OUR COMMUNITY, AND WITH THAT, I JUST WANTED TO EXTEND AN OPPORTUNITY TO MS. GRIFFIN IF SHE WANTED TO SAY JUST A WORD OR TWO, AND THEN I'LL OPEN IT UP FOR QUESTIONS TO ALL THE TRUSTEES. I
[00:35:04]
DIDN'T MEAN TO PUT YOU ON THE SPOT, BUT I KIND OF DID.HOW CAN I SAY THANKS? I'M BLESSED.
THE WORDS THAT COME TO MIND IS TO GOD BE THE GLORY.
THE EMOTIONS THAT I'VE HAD ALL DAY.
THE EMOTIONS THAT I'M FEELING RIGHT NOW.
I CAN'T EXPRESS THEM IN WORDS.
LOPEZ AND YOUR CABINET AND YOUR STAFF, AND THEN I WOULD LIKE TO THANK EACH OF MY FELLOW BOARD MEMBERS FOR THIS VOTE OF CONFIDENCE AND HONOR.
SOME OF YOU KNOW ME VERY WELL, AND SOME OF YOU ARE JUST BEGINNING TO KNOW ME, BUT KNOW THAT FROM THE BOTTOM OF MY HEART, THIS IS AN HONOR THAT I NEVER THOUGHT ABOUT OR SAW COMING.
IT'S PROBABLY MY CHRISTMAS FOR 2024.
IT'S PROBABLY MY BIRTHDAY FOR 2025.
I PRAY FOR A SMOOTH TRANSITION OF THIS PROJECT.
THE PROJECT BEGINS WITH OUR STUDENTS AND IT WILL END WITH OUR STUDENTS AND TO THE COMMUNITY AND PEOPLE WHO HAVE BEEN THERE FOR ME OVER THESE YEARS.
THANK YOU FOR YOUR SUPPORT BECAUSE I WOULDN'T BE HERE WITHOUT IT.
TRUSTEES., DO YOU GUYS HAVE ANY QUESTIONS FOR DR.
ADAMS AND DR. PERALES? MR. GLICK. JUST ONE QUICK ONE.
ARE THE ARCHITECTS GOING TO BE THERE ON DECEMBER 3RD? YES, SIR. GOOD.
ANYONE ELSE. MR. JOHNSON? DECEMBER 3RD.
THIS IS JUST WITH COMMUNITY AND THE TEAM.
I THOUGHT YOU WERE TALKING ABOUT DECEMBER 4TH AND FIFTH.
THERE'S A DIFFERENCE IN ONE IS ABOUT THE CONSOLIDATION, AND THEN LATER ON THEY START WHAT'S CALLED A CHARRETTE, AND THEN THE CHARRETTE IS GATHERING INPUT, AND IT'S FROM A SELECT GROUP OF PARENTS THAT LIKE PTA MEMBERS OR OTHER PEOPLE THAT THE PRINCIPAL RECOMMENDS.
SO THERE'S DIFFERENT AVENUES TO GET THERE.
THAT COMMUNITY IS ABOUT WHAT'S GOING TO HAPPEN WITH THE IMMEDIATE CONSOLIDATION.
OKAY. MR. JOHNSON. YEAH. REAL REAL QUICK.
YOU LISTED THAT YOU EXPECTED THE COMBINED ATTENDANCE SCHOOL TO BE 840.
DO WE HAVE. I MEAN, OBVIOUSLY WE DON'T HAVE ARCHITECTS THAT HAVE EVEN GIVEN US A PLAN YET, BUT DO YOU HAVE ANY TYPE OF IDEA OF WHAT THE EXPECTED CAPACITY OF THE NEW SCHOOL WOULD BE? WE GAVE THEM A MINIMUM OF 850.
THEY SAID IN ORDER TO DO THAT WITH THE PROPER THINGS, WE'RE LOOKING AT PROBABLY A THREE STORY BUILDING, AND THE REASON WHY I ASK IS BECAUSE THE NEW LINDA GRIFFIN ELEMENTARY IS GOING TO BE DESIRED BY MORE THAN JUST THE KIDS THAT ARE CURRENTLY IN THE HEATHER GLEN AND MONTCLAIR ZONE.
SO AS A SCHOOL OF CHOICE DISTRICT, THAT'S SOMETHING TO CONSIDER AS WELL.
WE'RE GOING TO HAVE A LOT OF KIDS IN SOUTH SOUTH GARDEN AREA ARE GOING TO WANT IN.
THANK YOU ALL VERY MUCH FOR THIS.
IT REALLY IS, AND CONGRATULATIONS TO MS. GRIFFIN. JUST TWO SUGGESTIONS ABOUT THE PRESENTATION THAT I WOULD LIKE TO MAKE IF YOU DON'T MIND AND IS THIS PRESENTATION GOING TO BE GIVEN OUT
[00:40:05]
AT THE MEETING WHEN YOU ALL MEET? IT'S SIMILAR, BUT SOME SLIDES SLIDES DIFFERENT ARE DIFFERENT.OKAY. ONE IS BECAUSE NOT KNOWING IF THERE'S GOING TO BE SOME NEW STUDENTS COMING IN THE FALL OR WHENEVER TO ATTEND THIS SCHOOL MAY NOT KNOW WHERE O'BANION MIDDLE SCHOOL IS. YOU MIGHT WANT TO PUT THE ADDRESS OF THAT CAMPUS SO THAT PEOPLE COULD LOOK THAT UP, OR USE IT WHENEVER THEY'RE TRYING TO FIND THAT CAMPUS TO COME TO THIS MEETING.
OKAY. JUST SO YOU KNOW, IN ADDITION TO THAT, WE HAVE COMMUNICATION GOING OUT TO PARENTS.
THAT INCLUDES THAT WITH FLIERS, EMAILS.
WE'RE GOING TO START SENDING THAT TOMORROW.
SO YES, WE'LL DEFINITELY MAKE SURE THAT THE ADDRESS IS THERE.
THE OTHER THING ON PAGE 18 OF THE SLIDE CONSOLIDATION.
IT'S THE JUST THE PICTURES OF THE SCHOOL.
THANK YOU. GREAT PRESENTATION.
SO I JUST HAD A QUESTION, AND IT'S ONLY BECAUSE JUST RECENTLY I HAD KIND OF GOTTEN BOMBARDED WITH TRAFFIC ISSUES, AND WE HAVE TRAFFIC ISSUES AT OUR SCHOOLS, ALL THE SCHOOLS. SO MONTCLAIR IS NOT UNIQUE, BUT WHEN YOU LOOK AT HOW MANY STUDENTS WE'RE GOING TO BE BRINGING THERE HAVE WE DONE ANY KIND OF TRAFFIC STUDY? ARE WE GOING TO DO TRAFFIC STUDY? BECAUSE THAT'S A VERY SMALL NEIGHBORHOOD BOTTLENECK.
THEY WERE ACTUALLY DESIGNED FOR KIDS TO RIDE TO SCHOOL.
THE GARLAND SCHOOLS WERE WERE REALLY THE NEIGHBORHOOD SCHOOL.
THAT'S WHY YOU HAVE ALL THESE SCHOOLS THAT ARE SMALL AND ACROSS THE WAY.
SO YOU DON'T HAVE AREAS FOR PARENT DROP OFF.
SO THAT'S WHY IT HAS TO BE A THREE STORY BUILDING, BECAUSE THE LAYOUT WON'T ALLOW FOR ALL OF THOSE TRAFFIC PATTERNS, AND IF YOU LOOK AT THE CURRENT MONTCLAIR DESIGN, THEY ACTUALLY USE THE ALLEYWAY AS A ROAD IN THE BACK.
SO WE WOULD HAVE TO DESIGN ALL AROUND THAT IN ORDER FOR IT TO HAPPEN, AND THEY FEEL THAT THEY WOULD BE ABLE TO DO THAT, BUT WE WOULDN'T BE USING THE ALLEYWAY IN OUR DESIGNS. CORRECT? NO, THAT'S BECAUSE THAT'S ONE OF THE COMPLAINTS.
YEAH, BECAUSE THOSE PEOPLE NEED TO GET IN AND OUT, RIGHT? OKAY. IT'S JUST, AND I KNOW WE DON'T HAVE A LOT OF OPTIONS, BUT I ALSO KNOW THAT BECAUSE WE'RE CREATING GOING AWAY FROM THE COMMUNITY, NEIGHBORHOOD SCHOOLS, WE HAVE SOME MORE CHALLENGES, RIGHT? YEAH. THANKS.
THANK YOU. MR. GLICK. THANK YOU.
WHEN MS. GRIFFIN AND I ARE USUALLY TOGETHER, I ALWAYS INTRODUCE HER AS OUR SENIOR TRUSTEE AND SHE NORMALLY RESPONDS THAT I'M OLDER, SO, AND SHE'S RIGHT BY A COUPLE OF DAYS.
SO AS THE SECOND SENIOR TRUSTEE, BUT ALSO THE OLDEST, I WANT TO CONGRATULATE HER.
THANK YOU. WE'LL NOW MOVE TO INFORMATION ITEM D RECEIVE THE INTRUDER DETECTION AUDIT REPORT,
[IV.D. Receive Intruder Detection Audit Report - Mark Quinn]
MR. QUINN. GOOD EVENING, DR.THE TOP PRIORITY OF GARLAND ISD AND THE STATE OF TEXAS IS KEEPING STUDENTS AND STAFF SAFE EVERY DAY.
THE TEA IN REGION TEN RECENTLY CONDUCTED AN INTRUDER DETECTION AUDIT AT ONE OR MORE OF OUR CAMPUSES.
THE AUDITS TEST WHETHER A CAMPUS IS ACCESSIBLE TO AN UNAUTHORIZED INDIVIDUAL.
WE'RE WORKING CLOSELY WITH OUR DISTRICT SCHOOL SAFETY AND SECURITY COMMITTEE TO ENSURE THAT WE ARE TRAINING ALL OUR STAFF AND SECURING OUR DOORS FOR THE PROTECTION OF EVERYONE AT OUR CAMPUSES.
WE KNOW THAT THIS WORK DOES NOT END AND WE APPRECIATE THE BOARD'S SUPPORT.
HOWEVER, IT IS IN THE BEST INTEREST OF THE STUDENTS THAT WE DO NOT SHARE THIS INFORMATION TO THE BROADER PUBLIC AS IT COULD LEAD TO COMPROMISING IMPORTANT CAMPUS SECURITY INFORMATION. SPECIFIC DETAILS OF THE INTRUDER DETECTION AUDIT WILL BE DISCUSSED IN EXECUTIVE SESSION AND WITH THE SAFETY AND SECURITY COMMITTEE.
[00:45:01]
WE'LL NOW MOVE TO OUR DISCUSSION ITEMS WHERE WE WILL HAVE DISCUSSION FIVE A TRUSTEES REPORT.[V.A. Trustees' Report]
TRUSTEES ATTENDANCE AT RECENT DISTRICT AND COMMUNITY EVENTS.ANNOUNCEMENT OF UPCOMING DISTRICT AND COMMUNITY EVENTS.
WE'LL START TO MY LEFT WITH MS. STANLEY. WELL.
OKAY, SO THE FIRST THING I WANTED TO TALK ABOUT, BECAUSE I'M KNEE DEEP IN IT, IS WE'VE GOT OUR GARLAND NOON EXCHANGE CHILDREN'S CHRISTMAS PARTY COMING UP ON DECEMBER 4TH.
SO TRUSTEES WILL BE GETTING AN INVITATION ON THAT, AND I'M HOPING THAT EVERYONE WILL ATTEND BECAUSE IT IS THE MOST AMAZING, CHAOTIC EVENT YOU'LL EVER HAVE, AND THIS YEAR THEY'RE DOING THINGS VERY DIFFERENTLY, AS WE ALWAYS DO WITH BRINGING IN MORE COMMUNITY MEMBERS AND SUPPORTS, WHILE WE'RE ALSO PAIRING WITH SOME FOUNDATIONS. SO I'M VERY EXCITED ABOUT THAT.
I, YOU KNOW, I DID THE NORMAL STUFF WITH I ONLY GOT TO MAKE THREE OF THE, THE, THE A CAMPUS CELEBRATIONS, AND I'M SO THANKFUL THAT I GOT TO MAKE THOSE THREE, AND I WISH I COULD HAVE MADE ALL OF THEM BECAUSE IT'S SO AMAZING TO SEE THE KIDS AND BEING ABLE TO HONOR THE TEACHERS AND THE STAFF, AND I WAS REALLY TOUCHED BY HOW WE I DIDN'T KNOW ABOUT THE PINNING AND ALL THAT KIND OF STUFF, BUT I'M SO TOUCHED BY HOW WE REALLY MAKE IT, NOT ONLY ABOUT THE KIDS, BUT THE RECOGNITION THAT THE STAFF THAT THE KIDS WOULDN'T BE WHERE THEY'RE AT IN THAT SCHOOL WOULDN'T BE WHERE IT'S AT IF IT WASN'T FOR THE DEDICATION OF NOT ONLY TEACHERS, BUT THE ADMINISTRATION, AND WE CALL OUT OUR CAFETERIA WORKERS AND OUR CUSTODIANS, BECAUSE IT'S REALLY, AS I'VE SAID BEFORE, I LOVE GARLAND ROWLETT AND SACHSE BECAUSE NO MATTER WHERE YOU GO, IT'S MULTIGENERATIONAL AND YOU SEE THAT EVERYWHERE.
SO I GOT TO DO THAT, AND THEN I ALSO GOT TO.
SO AS YOU GUYS KNOW, I USUALLY ATTEND THE SAGE MEETINGS FOR THE COUNCIL, PTA, THE SPECIAL AND GIFTED PARENT SUPPORT GROUP, AND IT'S REALLY EVOLVED IN THE LAST YEAR AND A HALF INTO A SUPPORT GROUP, AND I THINK WHAT I LIKE THE MOST ABOUT IT IS THIS LAST WEEK WHEN WE WERE MEETING AND I GOT TO I GOT TO LIFT UP A PARENT THAT IS STRUGGLING AS PARENTS WOULD AND IT'S, YOU KNOW, IT'S SPECIAL ED, SPECIAL NEEDS.
THERE'S JUST IT'S SO COMPLICATED AND THERE'S JUST SUCH A HUGE UMBRELLA WITH THAT, BUT THE STRESS THAT CAREGIVERS AND FAMILY MEMBERS AND MOMS AND DADS AND AUNTS AND UNCLES AND GRANDPARENTS.
IT'S THERE'S NOT A LOT OF BREAKS FOR US, AND SO WHEN I GET TO HAVE A PARENT THAT'S JUST FEELING SO DOWN, AND BY THE TIME WE LEAVE I, THEY'RE LIFTED UP BECAUSE, YOU KNOW WHAT? I'M GIVING THEM KUDOS FOR NOT ALL THE MISTAKES YOU'RE MAKING, BUT I'M GIVING THEM KUDOS FOR TRYING, AND SOMETIMES THE FACT THAT WE GET UP IN THE MORNING IS JUST AN AMAZING LITTLE FEAT THAT WE'VE ALL ACCOMPLISHED.
SO I'M JUST SUPER HAPPY FOR I'M JUST PROUD TO BE A PART OF THAT, AND I'M THRILLED THAT THE COUNCIL PTA CONTINUES THAT GREAT WORK, AND THEN I ALSO GOT TO DO AND THIS IS FOR SOMETHING MR. GLICK IS GOING TO LOVE.
SO I GOT TO STOP BY HADLEY ELEMENTARY WHEN THEY WERE DOING THEIR SALE.
ALL THE PARENTS HAD COME IN IN THE EVENING AND THEY WERE THEY WERE GOING OVER ALL THE DIFFERENT WAYS THAT THEY'RE DOING OUR NEW READING PROGRAM AND WAIT TILL YOU SEE THIS MR. GLICK, BECAUSE THIS IS JUST GOING TO MAKE YOUR DAY BECAUSE THIS IS WHAT THEY WERE HANDING OUT.
YES. ALL THESE KINDS OF THINGS WERE GOING ON, AND YOU SHOULD HAVE SEEN THESE KIDS JUST GRASP.
IT'S LIKE $1 MILLION, AND IT'S THESE BOOKS, AND THEN THEY WERE GOING OVER THE LOGS AND HOW IT'S JUST REALLY, AND ANYONE WHO WANTS TO LOOK THROUGH THIS, PLEASE LOOK THROUGH THIS. BECAUSE REALLY WHAT STRUCK ME WAS THAT IT'S NOT IT'S NOT TEACHING THEM READING.
IT'S ENGAGING THE PARENTS AND IT'S ENGAGING THE STUDENTS AND KIDS ARE SO PROUD OF THEIR SCHOOLS, AND WHEN THEY WERE WALKING THE HALLS AND, AND I DID THE LITTLE PLANETARIUM, ALTHOUGH I'M TOO BIG FOR THAT PLANETARIUM, SO I JUST OOHED AND AAHED, BUT I DIDN'T GO VERY FAR.
SO I JUST WANTED TO SHARE THAT WITH YOU BECAUSE, YOU KNOW, I'M A BOOK READER.
I, YOU KNOW, I'M AN AVID BOOK READER, AND I LIKE THE TURNING OF THE PAGES.
I MEAN, I HAVE TO DO MY TABLET, TOO, LIKE EVERYBODY ELSE, BUT, OH, THE BOOKS ARE MY THING.
[00:50:04]
DISTRICT AND I'M VERY PROUD OF OUR DISTRICT, AND THAT'S.AWESOME. THANK YOU, MS. STANLEY. MR. JOHNSON.
FINALLY, MY JOURNEY AS A BAND PARENT FOR THE FALL SEMESTER HAS COME TO AN END, AND IT ENDED AT THE STATE CHAMPIONSHIPS IN SAN ANTONIO, WHICH I'M GLAD TO SAY I WAS IN ATTENDANCE, ALONG WITH MS. STANLEY, WHO DID NOT GIVE HERSELF CREDIT FOR ATTENDING.
MR. GLICK AND MS. GRIFFIN WERE ALL PRESENT AS WELL.
IT WAS A WONDERFUL TIME IN SAN ANTONIO.
WE DIDN'T GET THE WORLD'S GREATEST DRAW IN THAT WE WERE THE FIRST ONES TO GO AT 830 IN THE MORNING IN FRONT OF A MOSTLY EMPTY ALAMODOME, BUT DESPITE THAT, THE KIDS HAD A GREAT TIME. THEY PERFORMED EXTREMELY WELL, AND THEY PLACED WELL IN SPITE OF THE RATHER ROTTEN CALL TIME.
I WAS PLEASED TO SEND OFF LAKEVIEW CENTENNIAL ONTO THEIR OWN VERY STATE MARCHING CHAMPIONSHIPS, AS WE HEARD EARLIER FROM MR. FIGARELLI, WE HAD TWO BANDS THAT WENT TO STATE THIS YEAR.
I WAS GLAD TO SEE BOTH OF THEM OFF AT THEIR VARIOUS DIFFERENT CELEBRATIONS.
MOVING ON, I ALSO WAS VERY PLEASED TO ATTEND THE ELEMENTARY, A CAMPUS CELEBRATION, WHICH IS IF YOU'VE NEVER BEEN TO AN ELEMENTARY A CAMPUS CELEBRATION, YOU HAVE NOT BEEN TO A PARTY YET, AND ONE, MY APPLE WATCH HAS THE SOUND WARNING THING ON IT.
IT TELLS YOU YOU NEED TO LEAVE THIS AREA NOW OR YOU'RE GOING TO GO DEAF.
IT'S NEVER GONE OFF MORE THAN IT WENT OFF AT VILE ELEMENTARY ON THAT DAY.
IT'S LITERALLY SCREAMING, WHAT ARE YOU DOING? LEAVE! THE ROCK CONCERTS AREN'T AS LOUD AS THAT PLACE, BUT IT WAS A LOT OF FUN. THOSE KIDS, I WOULD HAVE HATED TO BE A TEACHER THE REST OF THE DAY BECAUSE THEY WEREN'T COMING BACK DOWN FROM THAT HIGH, BUT ANYWAY, IT WAS GREAT, AND HATS OFF TO THOSE THOSE GUYS.
VIAL, EVERY YEAR, BRINGS IT, LIKE ALL OF OUR A CAMPUSES DO.
I ALSO WAS VERY PLEASED TO BE PART OF THE ARMSTRONG ELEMENTARY VETERANS DAY PANCAKE BREAKFAST.
IT'S A WONDERFUL EVENT, AND I ENCOURAGE YOU, IF YOU'VE NEVER BEEN TO MAKE IT OUT THERE, IT'S ALWAYS THE SATURDAY BEFORE VETERANS DAY, AND THEY WILL ROLL UP GRADE AFTER GRADE TO PERFORM FOR THE VARIOUS VETERANS THAT COME, AND THERE'S ALWAYS A GOOD CROWD OF VETERANS THAT DO, AND I APPRECIATE I MEAN, OBVIOUSLY WE APPRECIATE THEIR SERVICE, BUT I APPRECIATE THE FACT THAT THEY'RE STILL ENGAGED AND THEY WANT TO HELP WITH OUR SCHOOLS.
MS. GRIFFIN AND I HAD A WONDERFUL TIME WITH RESPECT TO THAT, AND I THINK I WILL TURN IT OVER TO MR. BEACH. THANK YOU, MR. JOHNSON. MR. BEACH.
THANK YOU, PRESIDENT, AND I WENT TO CELEBRATION AT EIGHT CAMPUSES ATTENDED BEAVER NORTH, GARLAND HIGH SCHOOL, WALNUT GLEN ARMSTRONG, SACHSE HIGH SCHOOL, LAKEVIEW AND VIAL.
I GUESS YOU WANT TO CALL IT WHERE THEY GAVE TO ALL THE PRINCIPALS AND STAFFS THAT CAME OUT HERE ON HALLOWEEN, AND I REALLY APPRECIATE THE FACT THAT THEY DID THAT TO SHOW THEIR SUPPORT FOR THE PEOPLE OUT THERE IN THE CAMPUS AND EVERYTHING.
ALSO, I WENT TO GARLAND HIGH SCHOOL AND SAW THE US ARMY BAND PRESENTATION.
AMAZING VENUE THAT I WENT TO AND I WANT TO THANK THE BAND FOR BEING THERE.
UNBELIEVABLE MUSICIANS THAT PLAYED AND IT WAS VERY MOVING.
I FELT LIKE I SHOULD HAVE HAD A $100 TICKET THERE.
IT WAS SO GOOD. SO IT WAS VERY GOOD.
THEN I ALSO JUST GOT BACK FROM CUBE A CONFERENCE IN LAS VEGAS, AND I WANT TO TELL YOU THAT, BOY, WHAT I LEARNED WHILE I WAS THERE ABOUT WHERE ARTIFICIAL INTELLIGENCE IS GOING ALL OVER THE COUNTRY AND THE THINGS THAT THE SESSIONS THAT I ATTENDED, FOLKS WERE WAY AHEAD OF THE CURVE IN A LOT OF AREAS COMPARED TO THE REST OF THE COUNTRY, AND I'M VERY PLEASED TO BE PART OF THAT HERE AND SHARE WHAT WE HAVE DONE HERE IN GARLAND ISD WITH OTHER PRINCIPALS AND SUPERINTENDENTS ALL OVER THE UNITED STATES, AND IT WAS A VERY MOVING EXPERIENCE FOR ME TO HEAR OTHER PEOPLE TALK ABOUT SOME OF THE SAME THINGS THAT WE HAVE ON A DAILY BASIS, BUT FOR THE MOST PART, JUST GETTING TO COLLABORATE WITH PEOPLE AND LISTEN TO HOW THEY SOLVE THEIR PROBLEMS AND IT'S VERY, VERY MOVING EXPERIENCE.
SO I WANT TO I'M GLAD THAT I WAS ABLE TO ATTEND.
ALSO, I TOO WAS ABLE TO GO TO LAKEVIEW ON THE SEND OFF OF THE BAND, AND I WAS ABLE TO DO A PRAYER FOR THAT BAND BEFORE THEY WENT BECAUSE IT POURED DOWN RAIN, AND WHEN I GOT UP TO SPEAK, IT STOPPED RAINING, AND THAT'S WHAT DR.
[00:55:09]
SO MY HEART IS THERE.ALSO, I GOT TO GO OUT TO RICHLAND COLLEGE AND BE PART OF THE RIBBON CUTTING OUT THERE FOR THE RED RIVER HAUL THAT THEY JUST BUILT A NEW FACILITY, AND I'M GLAD I WENT BECAUSE THEY INVITED US UP TO TALK.
I DIDN'T REALIZE THAT WE HAD OVER A THOUSAND STUDENTS THERE THAT ARE DOING DUAL CREDIT AT RICHLAND COLLEGE CAMPUS, AND SO I WAS VERY PROUD TO SEE THOSE STUDENTS OUT THERE AND JUST SEE WHAT THAT CAMPUS IS OFFERING AND THE DUAL CREDITS THAT THEY'RE GETTING, AND IT'S JUST AN AMAZING, AMAZING BUILDING THAT NOW IS JUST BEAUTIFUL, JUST LIKE WHAT WE SAW TODAY WITH OUR ELEMENTARIES AND EVERYTHING ELSE.
SO I'M PROUD FOR RICHLAND COLLEGE.
THEN I WANT TO GO ONE STEP FURTHER AND THIS IS THE LAST THING I'LL TALK ABOUT, BUT TODAY I WANT TO CONGRATULATE SOMEBODY SITTING ON THIS BOARD, AND IF WE SOMETIMES WE DON'T LOOK AROUND AND SHAKE THE HAND OR THANK THE PEOPLE THAT ARE HERE SERVING, BUT THE GENTLEMAN SERVING, SITTING TO MY LEFT HERE, WES JOHNSON, RECEIVED THE TEXAS MUSIC EDUCATORS AWARD FOR THE SUPPORT OF ADVOCACY OF THE ARTS THAT NORMALLY ONLY GOES TO ADMINISTRATORS AND WES GOT IT.
SO AT THE LAST BOARD MEETING, I TALKED ABOUT 25 YEARS OF GOING TO STATE MARCHING CONTESTS, AND NEVER DID I DREAM IN ALL THOSE YEARS THAT WE'D ACTUALLY HAVE TWO BANDS TO GO TO STATE.
A LOT OF YEARS, IT WAS HARD TO GET ONE, AND THIS YEAR, TWO.
SOME OF THE THINGS I NOTICED AT THE LAKEVIEW SENDOFF.
SEVERAL OF THE PARENTS HAD CUTOUTS OF THEIR KIDS, THE PICTURES OF THEIR KIDS.
NOW, I'VE SEEN THAT AT FOOTBALL GAMES AND OTHER SPORTS.
I'D NEVER SEEN IT FOR BAND KIDS.
THE SAME THING AT THE SEND OFF.
I THINK IT BODES WELL FOR OUR PROGRAMS, BECAUSE ONCE THE JUDGES START KNOWING THAT YOU'VE GONE TO STATE, THEY START RECOGNIZING NAMES, THEY START RECOGNIZING THE NAME OF THE DISTRICT, AND THEY START GIVING YOU MORE CREDIBILITY.
THAT'S THE WAY IT'S ALWAYS WORKED.
I'VE TALKED ABOUT MORGAN'S WONDERLAND BEFORE, AND I JUST HEARD YESTERDAY THAT WE'VE MORE THAN DOUBLED THE NUMBER OF SCHOOLS THAT ARE GOING IN MAY. SO IF YOU'RE A SPECIAL ED TEACHER, PLEASE TALK TO YOUR COORDINATORS.
LET'S TRIPLE THE NUMBER OF SCHOOLS GOING, AND MR. MILLER HAS GUARANTEED MY LINE OF CREDIT TO PAY FOR THE BUSSES, SO? SO HOPEFULLY HE HAS ENOUGH MONEY FOR THAT.
JANUARY 11TH AT NINE IN THE MORNING AT COYLE MIDDLE SCHOOL TO HONOR THE MEMORY OF MARCI ZAFUTTO, WHO IS, IN MY PERSONAL OPINION, THE MOST SUCCESSFUL MUSIC TEACHER WE'VE EVER HAD IN THIS DISTRICT, AND SO WE'RE GOING TO HAVE I KNOW THE COYLE BAND IS PREPARING SOME SPECIAL NUMBERS. WE'RE INVITING FAMILIES, WE'RE INVITING FORMER STUDENTS.
SO IF YOU'RE A FORMER STUDENT OF COYLE, COME BRING YOUR INSTRUMENT, AND I HAVE A WHOLE COLLECTION OF MEMORABILIA FROM THAT TIME, SO I'M GETTING THAT ALL FRAMED, AND WE'LL HAVE THAT ON THE WALLS.
FINALLY, WHAT WAS REALLY INTERESTING IS, AS YOU MAY REMEMBER, AT THE LAST MEETING THAT WE HAD, I TALKED ABOUT MY KNOWING DIZZY GILLESPIE AND MILES DAVIS, AND I GOT MORE INQUIRIES ABOUT THAT THAN ANY OTHER SUBJECT NORMALLY AND SO JUST QUICKLY DIZZY CALLED ME LARRY G, MILES CALLED ME MR. G, AND JUST A REAL FUNNY STORY.
I WAS ON SOME SALES CALLS, CAME BACK TO MY OFFICE AND MY ASSISTANT SAID SAID ANY PHONE CALL.
SHE SAID, YEAH, YOU GOT A CALL FROM SOME GUY.
HE INVITED YOU TO A JAZZ CONCERT, AND I SAID, REALLY? SHE SAID, I SAID, WHO WAS? IT WAS, AND SHE SAID, SOME GUY NAMED MILES, AND I SAID, DID HE HAVE A RASPY VOICE? SHE SAID, YES, HE DID, AND I KEPT THAT PAPER IN MY WALLET.
[01:00:02]
SO THANK YOU, SIR. THANK YOU, MR. GLICK. MR. MILLER.IF YOU'D GONE TO GARLAND HIGH, THEY'D CALL YOU G-TOWN.
[CHUCKLING] BELIEVE ME, I KNOW THE VALUE OF A PERSONAL GUARANTEE.
IT'S NOT WORTH THAT MUCH. SO YOU KNOW, FIRST OF ALL, I THINK JUST TO ACKNOWLEDGE AS A BOARD MEMBER, WE GET A LOT OF THESE REPORTS, AND WE KNOW WHAT'S GOING ON ACROSS THE DISTRICT, AND WE GET TO READ ALL THE ACCOMPLISHMENTS OF EVERYBODY, AND THE ACCOMPLISHMENTS ARE, YOU KNOW, THERE'S A THERE'S A BUNCH OF THEM AND SO TO ALL THE STUDENTS AND ALL THE STAFF AND ALL THE PEOPLE WHO PUT IN THE HARD WORK TO HELP GET THE STUDENTS THERE, I JUST WANT TO SAY CONGRATULATIONS.
I'M NOT GOING TO GO DOWN THE LIST BECAUSE IT'S REALLY LONG, BUT YOU KNOW WHO YOU ARE.
YOU KNOW HOW MUCH WORK WENT INTO IT, AND WE'RE SO PROUD OF YOU.
WE'RE VERY PROUD OF OUR ATHLETIC TEAMS THAT MADE IT TO THE PLAYOFFS.
WE'RE SO PROUD OF THOSE ATHLETIC TEAMS THAT ARE OUT THERE WORKING FOR SUCCESS RIGHT NOW IN THE MIDDLE OF THEIR SEASONS, AND THANK YOU TO ALL THE COACHES, ADMINISTRATORS AND EVERYBODY WHO MAKE THINGS WORK FOR ALL THESE KIDS.
IT IS SO SATISFYING TO ME TO KNOW THAT KIDS CAN GO OUT AND WORK HARD, PRACTICE OR REFINE THEIR SKILL AT WHATEVER THEY DO, AND THEN BE ABLE TO PERFORM IN FRONT OF THEIR FAMILIES, AND TO ME, THAT'S REALLY SUMMARIZED WITH ALL THE EXCITEMENT THAT WAS WITNESSED WHEN THESE PARENTS GOT TO SEND THESE KIDS OFF FOR THOSE FINAL COMPETITIONS.
SO THANK YOU SO MUCH FOR ALL OF THAT.
I THINK THAT TO ME IS THE MAGIC OF BEING IN A GOOD SCHOOL DISTRICT.
I GOT TO GO TO FREEMAN CAREER DAY.
IT IS NOW COMBINED WITH GOLDEN MEADOWS, AND I JUST GOT TO TELL YOU ABOUT MY EXPERIENCE.
I WON'T NAME A NAME, BUT I HAD A A YOUNG FIFTH GRADE GIRL MET ME AT THE DOOR AND TOLD ME THAT SHE WAS GOING TO BE MY ESCORT TO TAKE ME TO MY ROOM, AND I HAD SIX DIFFERENT CLASSROOMS TO GO TO DURING THE DAY, AND I FOUND OUT VERY QUICKLY THAT SHE WAS IN CHARGE.
SHE WAS DEFINITELY IN CHARGE BECAUSE AT THE FIRST CLASS, YOU KNOW ME, I PROBABLY I ONLY HAD 15 MINUTES, AND WHEN YOU'RE DOING IT, IT SEEMS LIKE TWO. SO I WAS ABOUT A THIRD OF THE WAY FINISHED WHEN I WAS APPROACHED BY MY ESCORT TO SAY, MR. MILLER, YOU HAVE TO STOP. WE'RE LEAVING, AND I'M LIKE, OKAY, WHERE ARE WE GOING? SHE GOES, WE GOT TO GO TO THE NEXT CLASS.
YOU KNOW, WE GOT TO GO, AND I'M LIKE, OKAY, ALL RIGHT, WE'RE GOING.
SO SO I WRAPPED IT UP AND WE TOOK OFF.
JUST, YOU KNOW, I POINT THIS OUT BECAUSE A LOT OF KIDS YOU GO UP TO, THEY'RE AFRAID TO EVEN LOOK YOU IN THE EYE AND SHAKE YOUR HAND OR SAY A WORD TO YOU THAT'S LOUD ENOUGH FOR YOU CAN HEAR. FOR THIS YOUNG LADY TO COME UP TO ME AND PRETTY MUCH ELBOW ME AND SAY, GET OUT OF HERE.
IF YOU YOU KNOW, ALSO ATTENDED HILLSIDE AND THE KIMBERLIN A CAMPUS AWARDS, AND WHOEVER TALKED ABOUT THE EXCITEMENT, I THINK IT WAS MR. JOHNSON TALKED ABOUT THE NOISE AND EXCITEMENT.
THESE KIDS ARE SEATED AND THEY CAN JUMP WHILE SEATED.
THAT'S ONE OF THE REASONS WE'RE MEETING TWO WEEKS IN A ROW HERE.
THANK YOU. THANK YOU, MS. MILLER. MS. GRIFFIN. YES.
I WOULD LIKE TO EXTEND MY THANK YOU'S TO ALL OF THE STUDENTS THAT ARE PARTICIPATING IN ALL OF THE UIL COMPETITIONS ACROSS ALL DISCIPLINES, AND THANK THE PARENTS FOR GETTING THEM THERE, AND THEN THANKS AGAIN TO THE SPONSORS AND THE ADMINISTRATORS EVERYWHERE WE LOOK. GARLAND ISD IS REPRESENTED, AND I WANT TO SAY NOT ONLY IN SCHOOL AND UIL COMPETITIONS, I DON'T KNOW HOW MANY OF YOU KEEP UP WITH THE CITY PRESS OR THE NEWSPAPER OUT OF ROWLETT WHEN
[01:05:01]
THEY ARE HAVING CITIZENS AND CITY EVENTS? GUESS WHO'S THERE? IF YOU EVER SHOW UP TO ANY CITY EVENTS, OUR KIDS ARE THERE FROM SINGING, PERFORMING, PAINTING, PARTICIPATING, VOLUNTEERING A LOT.SO I WANT TO THANK THE KIDS FOR YOUR WILLINGNESS, BECAUSE YOU DON'T KNOW THAT YOU ARE DEVELOPING CITIZENSHIP AND YOU ARE DEVELOPING AN UNSELFISH TYPE NATURE, THAT YOU CAN PARTICIPATE IN THINGS THAT YOU ARE NOT TOTALLY BASICALLY A PART OF.
SO I JUST WANT TO SAY THANK YOU FOR ALL THE COMMUNITY INVOLVEMENT.
THANK YOU FOR SO FAVORABLY REPRESENTING GISD ANYWHERE YOU GO, AND ALWAYS REMEMBER, "THEY NOT LIKE US;" WE ARE UNMATCHED.
YOU GUYS COVERED PRETTY MUCH EVERYTHING THAT I WAS GOING TO COVER, SO I WON'T REPEAT THOSE THINGS, BUT I DO WANT TO GIVE YOU GUYS A HUGE SHOUT OUT. I MEAN, IF YOU GUYS ALL HEARD OF ALL OF THESE DIFFERENT EVENTS THAT OUR TRUSTEES HAVE BEEN ABLE TO ATTEND JUST TO REALLY APPRECIATE YOU GUYS BEING INVOLVED AND ENGAGED NOT ONLY IN THE COMMUNITY, BUT ALSO IN THE SCHOOL DISTRICT, AND WITH THAT, WHAT I WILL SHARE IS THAT WE HAVE A NORTH TEXAS AREA ASSOCIATION OF SCHOOL BOARDS MEETING ON TOMORROW. IT'S GOING TO BE HELD IN IRVING ISD AT THE MAGDA A.
HERNANDEZ INSTITUTE OF WELLNESS AND PROFESSIONAL LEARNING, AND THE TOPIC IS GOING TO BE ON MASTERING THE LEGISLATURE ESSENTIAL TRAINING AND PRE-SESSION BRIEFING FOR 2024. SO YOU GUYS KNOW WHAT'S HAPPENING IN JANUARY.
SO IF YOU HAVE THE ABILITY TO BE THERE.
IT WOULD BE SOMETHING THAT YOU WOULD GET A LOT, LOT OF BENEFIT FROM, AND I ECHO THE SENTIMENTS OF MR. MILLER AND MS. GRIFFIN. JUST TO EXPRESS SINCERE GRATITUDE TO OUR ENTIRE DISTRICT.
I MEAN, WE DO A LOT OF DIFFERENT THINGS, AND SO AS WE APPROACH THANKSGIVING, I JUST WANT TO THANK OUR TEACHERS, STAFF, STUDENTS, OUR FAMILIES, EVERYBODY INVOLVED IN THE MACHINE THAT IS GARLAND ISD FOR ALL OF THE WORK YOU DO.
YOUR DEDICATION, CONTINUED COMMITMENT AND WORK ETHIC, AND SO I JUST WANT YOU TO ENJOY A WELL-DESERVED BREAK, AND BE READY TO ROLL UP YOUR SLEEVES AND FINISH STRONG WHEN YOU COME BACK.
SO WITH THAT, I'LL TURN IT OVER TO DR.
LOPEZ FOR SUPERINTENDENT WORK.
RIGHT AROUND THE CORNER IS OUR ANNUAL BREAK FOR THANKSGIVING, AND THANKSGIVING GENERALLY IS WHEN WE REFLECT AND WE HAVE GRATITUDE AND WE PROCEED WITH GRATITUDE, AND IT'S THAT TIME OF YEAR WHERE WE THINK TO OURSELVES, YOU KNOW, WITH ALL THESE STRESSORS WE HAVE IN OUR LIVES WITH EVERYTHING THAT WE HAVE, THE HURDLES OR THINGS THAT DON'T GO OUR WAY, WHAT ARE THE THINGS OF SIGNIFICANCE THAT HAVE SOMETIMES WE GOT TO REMIND OURSELVES OF THE BLESSINGS THAT WE ARE GRANTED IN LIFE, AND WHEN WE REALLY START REFLECTING THEM, WE TAKE IT ONE STEP FURTHER AND SAYING THANK YOU TO A NUMBER OF PEOPLE FOR THOSE THINGS.
ONE OF THE THINGS I DO WANT TO GIVE GRATITUDE FOR IS I KNOW OUR SPEECH PATHOLOGIST CAME OUT AND SPOKE TODAY, BUT I HAVE A DEEP SENSE OF GRATITUDE FOR NOT ONLY THEM, BUT THE ENTIRE SPECIAL EDUCATION DEPARTMENT.
SPECIAL EDUCATION IS IS NOT AN EASY VENUE, ESPECIALLY UNDER TODAY'S STRESSORS, AND IF YOU KEEP UP WITH THE AMOUNT OF SPECIALIZED SERVICES THAT ARE IN THE SPECIAL ED MARKET, IT'S INSURMOUNTABLE TO KEEP UP WITH THE COSTS.
WHAT WE NEED TO REALIZE IS THAT WITH THE UNIQUENESS OF EVERY CHILD AND THE SPECIALIZATIONS OF COSTS THERE'S NOT ENOUGH PROGRAMMING TO ALWAYS SUSTAIN THESE TYPE OF THINGS AND THE AMOUNT OF FUNDS THAT WE GET FROM THE STATE AND WE GET FROM THE FEDERAL GOVERNMENT, WE ACTUALLY HAVE TO DOUBLE OR TRIPLE THAT FROM OUR OWN BUDGET JUST TO BARELY MAKE THINGS MEET, AND SO WHAT WHAT I WANT EVERYBODY TO KNOW IS WE RECOGNIZE THE DILEMMA.
I AM REALLY ENCOURAGED BY THE ENGAGEMENT WE'VE HAD WITH LEGISLATURES.
MARK MY WORDS, EVERY SINGLE ONE OF THEM WANTS TO INVEST A LOT MORE MONEY IN SPECIAL EDUCATION, SO THEY CAN DEAL WITH THE PROGRAMING NEEDS THAT ARE HAPPENING STATEWIDE. IF YOU DON'T KEEP UP, WHAT'S GOING ON IN THE NEWS? WE GOT CUT BACK ON SHARS FUNDING.
[01:10:01]
THAT'S MEDICAL FUNDING THAT'S COMING STRAIGHT FROM THE FEDERAL GOVERNMENT.THAT'S NOT COMING TO SCHOOL DISTRICTS ANYMORE.
YOU START LOOKING AT THE RISING COSTS FOR CLINICIANS.
IF YOU GO TO HOSPITALS, SPECIALIZED CARE AND CONTRACTED SERVICES AREN'T AS ACCESSIBLE AS THEY ONCE WERE, AND SO WHEN WE GO, IT'S MORE THAN BEING DIRECT AND ASKING FOR ADDITIONAL FUNDING TO MAKE ENDS MEET.
YES, WE'RE ALL FACING DEFICIT BUDGETS.
YES, WE'RE ALL FACING THOSE THINGS, BUT THE NUMBER ONE ASK IF THEY SAID, WHAT COULD YOU DO? LEAD WITH THE SPECIAL EDUCATION FUNDS TO BE TO BE PROPERLY FUNDED ACROSS THE STATE.
SO I AM GRATEFUL FOR OUR TEAM.
I AM GRATEFUL FOR EVERY SINGLE ONE OF THEM.
THAT IS LIKE STAYING UP AT NIGHT, WORKING WEEKENDS, ADDING THOSE EXTRA CASELOADS TO MAKE ENDS MEET.
SOMETIMES THEY COME SLOWLY AND NOT AS QUICKLY AS WE ONCE WANT THEM, BUT WE DO FIND THOSE SOLUTIONS AND WE'RE WORKING HARD TO RECTIFY OUR NEEDS WITH FINDING THE FUNDS THAT ARE OUT THERE TO COME GET IT SO WE CAN SATISFY THE NEEDS FOR EVERYBODY.
SO I'M GRATEFUL FOR ALL MEMBERS OF THAT TEAM.
I'M ALSO GRATEFUL FOR OUR COMMUNITY AND OUR DISTRICT.
I'M REALLY GRATEFUL FOR THE BOARD.
IF YOU DIDN'T KNOW HOW INVOLVED THEY ARE.
THIS ISN'T A TWICE A MEETING MONTH JOB AND THEY DON'T GET PAID ANYTHING FOR IT.
OKAY, IN SOME STATES THEY MIGHT, BUT HERE THEY DON'T.
THIS IS FULLY, ALMOST A SECOND CAREER THAT THEY HAVE TO TAKE ON, AND IN SOME CASES, WHENEVER THEY'RE WORKING ADULTS, THEY'RE LOSING MONEY BECAUSE THEY HAVE TO MAKE TIME TO DO THIS ROLE.
IT'S GOING TO BE A NICE LITTLE BREAK AND THEN WE'RE GOING TO GET BACK TO THE GRIND.
WE'RE VERY COMMITTED TO DO IT.
WE MAKE NO EXCUSES AND WE'RE GOING TO BE CHARGING ON.
THANK YOU, DR. LOPEZ, FOR THAT, AND ALSO THANK YOU FOR REITERATING AND BEING AS COMMITTED AS EVER TO YOUR PILLAR OF HAVING GARLAND ISD HAVE A WORLD CLASS SPECIAL EDUCATION DEPARTMENT.
SO I REALLY APPRECIATE YOU SAYING THAT.
WITH THAT, WE'RE GOING TO MOVE TO DISCUSSION ITEM FIVE B, I'M SORRY, FIVE C, FUTURE AGENDA ITEMS. ARE THERE ANY FUTURE AGENDA ITEMS. TRUSTEES THAT YOU WISH TO HAVE.
OKAY. IF THERE ARE NONE, WE'RE GOING TO MOVE TO ITEM SIX CONSENT AGENDA.

[VII.A. Consider Approval of the Independently Audited Financial Statements for Fiscal Year 2024 – Arturo Valenzuela]
WE'LL NOW MOVE TO ITEM SEVEN, OUR ACTION ITEMS. ACTION ITEM A CONSIDER APPROVAL OF THE INDEPENDENTLY AUDITED FINANCIAL STATEMENTS FOR FISCAL YEAR 2024.YEAH. AS MR. ARTURO VALENCIA COMES UP, THERE WERE SOME SOME CHANGES THAT CAME IN TO THE APPROVAL FOR THE AUDITED FINANCIAL SYSTEM.
SOME WERE SCHEMATIC OTHERS WE'RE GOING TO GO OVER, BUT THIS IS OUR ANNUAL AUDITING FINANCIAL, AND WE'RE PLEASED TO TURN IT OVER TO ARTURO.
GOOD EVENING, PRESIDENT SELDERS, BOARD TRUSTEES, AND DR.
AS DR. LOPEZ MENTIONED, THE REPORT THAT YOU HAVE AT YOUR DESK NOW THAT YOU ALSO HAVE THROUGH PDF AND THAT WE HAVE ON THE SCREEN, HAS HAD SOME CHANGES FROM THE ONE THAT WE PRESENTED ON THE 12TH, I PROVIDED A LIST OF THE CHANGES THAT HAPPENED.
I TRY TO DIVIDE THEM IN TWO PIECES.
THOSE ARE THE ONES THAT ARE ON THE BOTTOM.
I WOULD LIKE TO ALSO INTRODUCE CELINA CERECERES, WHO WILL BE PRESENTING THE AUDITED FINANCIAL STATEMENTS TO YOU, AND AFTER THAT, I BELIEVE WE CAN TAKE A VOTE FOR THE ACTION ITEM.
THANK YOU SO MUCH. PRESIDENT SELDERS, MEMBERS OF THE BOARD AND DR.
LOPEZ, THANK YOU FOR HAVING ME HERE TONIGHT TO PRESENT THE RESULTS OF THE FISCAL YEAR 2024 AUDIT OVER BOTH YOUR FINANCIAL STATEMENTS AND THE FEDERAL SINGLE AUDIT. THE AUDIT STARTED AS EARLY AS THE SPRINGTIME MARCH APRIL TIMEFRAME, WHERE WE STARTED WITH OUR PLANNING, IDENTIFIED THE KEY CONTROLS, TESTED THOSE KEY CONTROLS NOT JUST OVER FINANCIAL STATEMENTS, BUT ALSO OVER YOUR FEDERAL PROGRAMS THAT WERE TESTED AS MAJOR. ONCE THE DISTRICT CLOSED ITS BOOKS.
WE CAME BACK ON SITE IN LATE SUMMER, EARLY FALL AND BEGAN OUR SUBSTANTIVE TESTING, WHICH IS STEP NUMBER FOUR, AND THAT INVOLVES VARIOUS STEPS OF VOUCHING, CONFIRMING WITH THIRD PARTIES, LOOKING AT THE PAYMENT REPORT, STATE AID REPORTS, ETC.
[01:20:01]
ALL OF THIS IS IN AN EFFORT TO ISSUE OUR OPINIONS OVER THE FINANCIAL STATEMENT AND ALSO OVER GARLAND ISD'S COMPLIANCE WITH ITS FEDERAL PROGRAMS THAT WE TESTED AS MAJOR.ANY ENTITY CAN RECEIVE ONE OF THESE THREE OPINIONS, AND THEY WORSEN WHEN YOU MOVE FROM RIGHT TO LEFT, AND SO NO ONE WANTS A DISCLAIMER OR OF A QUALIFICATION. SO EVERYONE AIMS TO EARN A UNMODIFIED OPINION OR A CLEAN OPINION, AND I SAY EARN BECAUSE, AS I MENTIONED, THE STEPS ONE THROUGH FIVE, IT IS QUITE A PROCESS THAT BEGAN AS EARLY AS MARCH AND CONCLUDES HERE TONIGHT.
I AM PLEASED TO REPORT THAT YOU ARE RECEIVING AN UNMODIFIED OR CLEAN OPINION.
WHAT THIS INDICATES IS THAT RATING AGENCIES, THE TEXAS EDUCATION AGENCY OR REGULATORS CAN TAKE THE REPORT AND SAY, WE CAN RELY ON THE ON THE FINANCIALS, ON THE FINANCIAL STATEMENT FIGURES THAT ARE PRESENTED THEREIN AND BECAUSE YOU DO SPEND MORE THAN $750,000 IN FEDERAL FUNDS, WE ARE REQUIRED TO PERFORM OUR AUDIT IN ACCORDANCE WITH NOT JUST ONLY GENERALLY ACCEPTED AUDITING STANDARDS, BUT ALSO GOVERNMENT AUDITING STANDARDS, WHICH REQUIRES US TO LOOK AT INTERNAL CONTROLS OVER FINANCIAL REPORTING AND ALSO ANY NONCOMPLIANCE.
THERE WERE NO MATERIAL WEAKNESSES OR SIGNIFICANT DEFICIENCIES THAT WE HAD TO REPORT HERE TONIGHT, NOR ANY INSTANCES OF NONCOMPLIANCE THAT ARE MATERIAL, DIRECT AND MATERIAL TO THE FINANCIAL STATEMENTS.
AGAIN, A CLEAN REPORT IN IN THIS SECTION OF THE AUDIT ON THE FEDERAL SINGLE AUDIT SIDE, WE HAVE TO SELECT VARIOUS MAJOR PROGRAMS FOR TESTING.
THIS YEAR, THE CHILD NUTRITION CLUSTER WAS A MAJOR PROGRAM, AND THAT TOTALED $33.5 MILLION.
YOU SPENT $140 MILLION THIS YEAR IN FEDERAL FUNDS, BECAUSE WE HAVE TO ISSUE AN OPINION AND ALSO ASSESS INTERNAL CONTROLS. I'M PLEASED TO REPORT THAT YOU, AGAIN, HAVE EARNED AN UNMODIFIED OPINION OVER THE CHILD NUTRITION CLUSTER, AND WE HAVE NO INTERNAL CONTROL FINDINGS OR NONCOMPLIANCE TO REPORT OVER THIS PROGRAM, AND AS YOU CAN SEE HERE IN THE SUB BULLET POINTS THAT THE CHILD NUTRITION CLUSTER IS MADE UP OF BOTH SCHOOL AND LUNCH PROGRAM.
ANY QUESTIONS BEFORE I GET INTO THE GOVERNMENT WIDE FINANCIAL STATEMENTS? ANY QUESTIONS, TRUSTEES? NO QUESTIONS. YOU MAY PROCEED.
THE FIRST SET OF FINANCIAL STATEMENTS, WHICH ARE EXHIBITS A1 AND B1 IN YOUR ANNUAL COMPREHENSIVE FINANCIAL REPORT THAT WERE CIRCULATED, MIMICS THAT OF A CORPORATE OF A CORPORATION.
THE ONLY DIFFERENCE IS THAT YOU HAVE QUASI ASSET AND LIABILITIES CALLED DEFERRED OUTFLOWS AND INFLOWS THAT ARE PRESENTED HERE, BUT THIS FINANCIAL STATEMENT AGGREGATES ALL THE ACTIVITIES SHORT TERM, LONG TERM, LONG LIVED ASSETS, LONG TERM LIABILITIES ALL IN ONE STATEMENT, AND IT GIVES THE NET POSITION OR NET WORTH OF THE DISTRICT.
THE TOTAL ASSETS AND DEFERRED OUTFLOWS TOTALED $2.3 BILLION, WHICH THE LARGEST ASSET BEING $1.28 BILLION, AND A LOT OF THAT IS THE UNSPENT BOND PROCEEDS THAT YOU HAVE IN YOUR CAPITAL PROJECTS, WHICH ARE RIGHT UNDER $1 BILLION OR $999 MILLION.
YOU ALSO HAVE CAPITAL ASSETS, NET OF DEPRECIATION AND AMORTIZATION, AMORTIZATION RELATING TO LEASES AND YOUR SUBSCRIPTION, RIGHT TO USE ASSETS TOTALING $789.1 MILLION.
MOVING INTO LIABILITIES THE AND DEFERRED INFLOWS.
THEY TOTALED $1.9 BILLION, WITH BONDS PAYABLE BEING AT $1.1 BILLION.
YOU HAVE TWO ITEMS THAT HAVE AN ASTERISK BY THEM THE NET PENSION AND NET OPEB LIABILITIES, TOTALING 226.5 AND $90.8 MILLION, RESPECTIVELY.
WE INCLUDE A NOTE ALSO AT THE BOTTOM TO SAY THAT THIS REPRESENTS YOUR PROPORTIONATE SHARE.
WHEN WE LOOK AT THE ENTIRE LIABILITY AT THE STATE LEVEL, WHAT'S IMPORTANT TO NOTE ABOUT THESE TWO LIABILITIES? IT IS NOT LIKE YOUR BOND PAYABLE.
IT'S NOT LIKE AN ACCOUNTS PAYABLE.
THIS IS NOT A CHECK THAT GARLAND ISD, NOR ANY SCHOOL DISTRICT OR ANY GOVERNMENT THAT PARTICIPATES IN A COST SHARING PLAN WILL HAVE TO WRITE A CHECK FOR. SO TRS IS JUST THAT IS A COST SHARING PLAN.
YOUR PROPORTIONATE SHARE IS BASED ON YOUR CONTRIBUTIONS COMPARED TO ALL THE CONTRIBUTIONS OF THE PARTICIPANTS OR THE PARTICIPATING GOVERNMENTS, COLLEGES, AND EVEN NONPROFITS WITHIN TRS.
YOU'LL ALSO SEE HERE A SIDE BY SIDE OF HOW YOUR LONG TERM LIABILITIES CHANGED.
[01:25:05]
YOU'LL SEE THAT YOUR GENERAL OBLIGATIONS WENT FROM 345 MILLION TO 1.1 BILLION, AND YOU HAVE THE RELATED BOND PREMIUMS AT 116 MILLION, WHEN THEY WERE ABOUT 35 MILLION LAST YEAR.YOUR NOTES PAYABLE STAYED ABOUT THE SAME AT ABOUT $5 MILLION, AND THEN YOU HAVE ARBITRAGE LIABILITY THAT HAS TO DO WITH THE INVESTMENT EARNINGS ATTRIBUTABLE TO THE BONDS.
SO ANY TIME THAT YOU EARN MORE INTEREST THAN IS ALLOWED, THE IRS REQUIRES YOU TO RETURN SOME OF THOSE INTEREST EARNINGS BACK TO THE FEDERAL GOVERNMENT, AND HERE YOU'LL SEE AS WELL THE NET PENSION AND NET OPEB LIABILITIES SIDE BY SIDE, AND IN THE NEXT SLIDES WE HAVE WHAT HAS WHAT HAVE THESE LIABILITIES DONE IN THE LAST FIVE YEARS, BUT AGAIN REMEMBER THIS LIABILITY IS CONTINGENT ON YOUR CONTRIBUTIONS.
YOU CAN'T CHANGE THAT. THERE ARE STATUTORILY DETERMINED RATES IN WHICH THE DISTRICT CONTRIBUTES, AND ALL PARTICIPATING ENTITIES CONTRIBUTE INTO IT, AS WELL AS THE NET OPEB LIABILITY FROM THERE.
AGAIN, ALL YOUR RESPONSIBILITY IS TO PAY IN AT THE RATES THAT ARE GIVEN TO YOU BY THE STATE, BUT AGAIN, THEY'RE DETERMINED ALWAYS A YEAR BEFORE BECAUSE TRS ALSO HAS AN AUGUST 31ST YEAR END.
IF WE WERE TO WAIT FOR THE AUGUST 31ST 2024 REPORT TO COME OUT, WE WOULDN'T HAVE THOSE NUMBERS.
SO WE ALWAYS HAVE TO USE ONE YEAR BEHIND.
YOU ALSO HAVE YOUR WORKERS' COMPENSATION, WHICH STAYED RELATIVELY THE SAME, CHANGED ABOUT $100,000.
IT DECREASED, AND THEN YOUR LEASES AS WELL.
NOT A HUGE CHANGE IN COMPARISON TO THE REST OF YOUR LIABILITIES.
THEN YOU HAVE YOUR SUBSCRIPTION SOFTWARE AS WELL.
REMEMBER LAST YEAR YOU IMPLEMENTED GASB NUMBER 96, WHICH REQUIRED YOU TO RECOGNIZE ANY LONG TERM LIABILITIES FOR THE RIGHT TO USE ASSETS RELATED TO SUBSCRIPTION SOFTWARE, AND THEN FINALLY, YOU HAVE YOUR COMPENSATED ABSENCES, WE'RE AT $1.2 MILLION COMPARED TO ROUGHLY 1.1 MILLION LAST YEAR, AND AGAIN, WE HAVE A NOTE HERE WHERE YOU ISSUED SERIES 2023A $746 MILLION IN BONDS THAT CONTRIBUTED TO THE OUTSTANDING LIABILITIES, BUT AS I MENTIONED, YOU ALSO HAVE UNSPENT BOND PROCEEDS.
AS OF JUNE 30TH, 2023, OF $991 MILLION.
YOU'LL ALSO SEE IN THIS CHART WHAT THE LIABILITY HAS DONE IN THE LAST FIVE YEARS.
AS I ALLUDED TO EARLIER, YOU'LL SEE THAT THE NET PENSION LIABILITY HAS INCREASED THIS YEAR AND THAT HAS TO DO WITH YOUR PROPORTIONATE SHARE, WHICH DID INCREASE SLIGHTLY, AND AGAIN, THERE'S NOTHING THAT YOU CAN DO WITH IT.
SO THERE IS A FUNCTION AND A FORMULA FOR FIRST PURPOSES THAT BACKS THOSE LIABILITIES OUT.
WHEN YOU LOOK AT YOUR NET OPEB LIABILITY YOU'LL SEE THAT IT ACTUALLY DECREASED.
WELL, THE ACTUARIES DETERMINE THE PRESENT VALUE ACTUALLY WENT FROM 3.91% TO 4.13%.
THERE IS ALWAYS AN INVERSE RELATIONSHIP BETWEEN THE DISCOUNT RATE AND THE LIABILITY, AND THAT'S WHAT YOU'RE SEEING HERE TONIGHT, AND ALSO ANY CHANGE IN THE DISCOUNT RATE IN THE NOTE DISCLOSURE, YOU'LL SEE THE SENSITIVITY OF THESE LIABILITIES.
ANY QUESTIONS BEFORE WE GET INTO THE GENERAL FUND? YES, MR. MILLER. SORRY.
I'M GOING TO BE REAL QUICK, BUT YOU WERE TALKING ABOUT THE DISCOUNT RATE AND HOW SMALL CHANGES IN THAT AFFECT THE LET'S CALL IT THE LIABILITY ACCOUNT. SO THE DISCOUNT RATE.
WHAT IS THAT MARKED TO? WHAT IS THAT? SO IT STARTS WITH THE MUNICIPAL BOND RATE AT THE 20 YEAR BOND RATE, AND THEN IT ADJUSTS WITH THE MARKET AS WELL, BUT IT STARTS WITH THAT, AND SO IT'S AN INDEXED RATE. CORRECT.
[01:30:02]
SO IF WE'RE IN A FALLING RATE ENVIRONMENT WE'RE GOING TO EXPECT THAT AN INCREASE IN YOUR LIABILITY.O-P-E-B. WHAT DO YOU CALL IT? OPEB? YES.
THE OPEB TO SLIGHTLY INCREASE AS WELL? CORRECT. OKAY. THANK YOU.
ANY OTHER QUESTIONS? OKAY, GREAT.
WE'LL DISSECT YOUR GENERAL FUND REVENUE FIRST.
YOU'LL SEE THAT IN IN 2024, REVENUES WERE $512.8 MILLION, WHICH WAS ABOUT A $10 MILLION DECREASE FROM THE PRIOR YEAR, WHICH TOTALED $522 MILLION.
YOU'LL SEE THAT YOUR STATE AID TOTALED 276.6 MILLION, WHICH MAKES UP 54% OF YOUR TOTAL.
YOU'LL ALSO SEE YOUR PROPERTY TAXES MAKE UP 35% AT $178.1 MILLION.
IF YOU'RE TRYING TO REMEMBER WHAT LAST YEAR'S FINANCIAL STATEMENTS LOOK LIKE.
YOU'LL NOTICE THAT THERE IS A HUGE SWING BETWEEN STATE AID AND PROPERTY TAXES.
SO PROPERTY TAXES WERE 236 MILLION LAST YEAR, AND STATE AID WAS $228 MILLION.
REMEMBER, THERE'S ALWAYS AN INVERSE RELATIONSHIP BETWEEN PROPERTY TAXES AND STATE AID.
SO HERE IS A PERFECT EXAMPLE WHERE STATE PROPERTY TAXES HAVE DECREASED, BUT THE STATE PORTION HAS INCREASED, AND IT'S NOT A DOLLAR FOR DOLLAR INCREASE AT ALL, SOME WILL SAY, BUT THAT IS THE REASON FOR THE CHANGE IN BOTH CATEGORIES.
BECAUSE OF THAT INVERSE RELATIONSHIP, YOU ALSO HAVE $31 MILLION IN OTHER STATE FUNDING.
THAT HAS TO DO WITH THE TRS ON BEHALF.
WHAT THAT MEANS IS THAT THE STATE IS CONTRIBUTING ON BEHALF OF GARLAND ISD EMPLOYEES INTO THEIR TRS PENSION AND OPEB ACCOUNTS, AND SO THIS YEAR THAT TOTALED $31 MILLION.
SO THE TWO HAS ZERO EFFECT ON FUND BALANCE, BUT WE HAVE TO POINT IT OUT BECAUSE IT IS $31 MILLION.
IT IS NOT CASH THAT THE DISTRICT IS RECEIVING.
IT IS SIMPLY A RECOGNITION OF WHAT THE STATE IS CONTRIBUTING ON BEHALF OF THE EMPLOYEES.
THEN YOU HAVE YOUR OTHER LOCAL FUNDING.
THE BULK OF THAT IS YOUR INTEREST EARNINGS, AND THEN FINALLY, YOUR FEDERAL FUNDING TOTALING $10.7 MILLION, WHICH IS MADE UP OF YOUR SCHOOL, HEALTH AND RELATED SERVICES.
THIS YEAR, IT WAS ONLY ABOUT $2 MILLION.
LOPEZ HAD MENTIONED EARLIER, IT WAS ABOUT DOUBLE OF WHAT YOU RECEIVED AND YOU ALSO HAVE YOUR INDIRECT COSTS RELATED TO YOUR FEDERAL FUNDS.
ON THE EXPENDITURE SIDE, YOU'LL SEE THAT 61% OR $341 MILLION OF THE TOTAL EXPENDITURES, GOES TOWARDS INSTRUCTION AND RELATED SERVICES. TOTAL EXPENDITURES WERE $556 MILLION, AN INCREASE FROM THE PRIOR YEAR OF 520.
WELL, IT INCREASED FROM THE PRIOR YEAR, WHICH WAS $528 MILLION.
MOST DISTRICTS ARE BETWEEN 2 AND 3%, AND SO YOU'RE ON THE LOWER END OF THAT AS WELL.
WE DO SEE SOME OUTLIERS, BUT ALSO THE STATE OF TEXAS WILL LOOK AT THESE ADMINISTRATIVE COSTS AND OR COMPARE THIS PERCENTAGE TO AN 8% CEILING OR THRESHOLD.
SO YOU'RE WELL BELOW THAT 8% AS WELL.
WHEN WE COMPARE THE FINAL REVENUES, THE ACTUAL REVENUES THAT THE DISTRICT EARNED COMPARED TO THE BUDGET, THE FINAL BUDGETED AMOUNT, YOU'LL SEE THAT YOU CAME UNDER BUDGET BY $7.9 MILLION, AND YOUR ACTUAL EXPENDITURES WERE UNDER BUDGET BY $35.8 MILLION, WHICH IS ABOUT 6%.
YOUR REVENUE WAS WITHIN 1.5% OF THE FINAL BUDGET.
YOUR EXPENDITURES AND OTHER USES EXCEEDED REVENUES OF OTHER SOURCES OF $53.6 MILLION.
SO THAT WAS A DECREASE TO FUND BALANCE FROM THE PRIOR YEAR.
[01:35:02]
NON SPENDABLE FUND BALANCE.THAT IS FOR YOUR INVENTORY AND PREPAIDS AS THE NAME INDICATES YOU CAN'T CONVERT THAT TO CASH.
SO THOSE HAVE TO BE SET ASIDE.
THEN YOU HAVE YOUR COMMITTED FUND BALANCE, WHICH MEANS THAT THE BOARD CAN COMMIT TO THESE FUNDS THROUGH RESOLUTION BEFORE THE YEAR END, AND IT CAN CONTINUE UNTIL THE BOARD REPURPOSES THE COMMITMENT THROUGH BOARD RESOLUTION RESOLUTION AS WELL, AND FINALLY, THE UNASSIGNED FUND BALANCE TOTALED $199.8 MILLION.
YES, SIR. JUST TO POINT OUT, WOULD YOU GIVE ME AN EXAMPLE OF WHAT IS IN THE COMMITTED FUND BALANCE TONIGHT OR AS OF THIS REPORT? SURE.
SO WHAT ITEMS? YEAH WHAT CATEGORIES? SURE.
SO THE COMMITTED FUND BALANCE INCLUDES IN THE GENERAL FUND ALONE IS FOR SELF-INSURANCE FOR WHICH IS IN YOUR NOTE TEN OF THE DISCLOSURE, SO THE BOARD PASSED A RESOLUTION IN JUNE OF 2023 TO SET ASIDE ABOUT $6 MILLION FOR THE CITY OF GARLAND.
SO THIS INDICATES THAT LET'S SET IT ASIDE.
THE UNASSIGNED FUND BALANCE IS THE INDICATOR THAT TEA LOOKS AT IN COMPARISON TO THE TOTAL FUND BALANCE, THE TOTAL GENERAL FUND EXPENDITURES. YOU'LL SEE THAT FOR FISCAL YEAR 24, IT TOTALED $200 MILLION, OR 35.9%, 35.9% EXCUSE ME 131 DAYS IS WHAT IT EQUATES TO, AND WHAT THAT INDICATES IS THAT I ALWAYS LIKE TO SAY IS THAT IF ALL REVENUES WERE TO CEASE, THE DISTRICT COULD CONTINUE TO OPERATE TO APPROXIMATELY, FOR 131 DAYS.
THAT'S NOT THAT'S NOT LIKELY, BUT IT'S ALSO IMPORTANT TO NOTE, BECAUSE YOU'RE A JUNE 30TH YEAR END, YOUR PROPERTY TAXES DON'T START COMING IN TILL THE DECEMBER JANUARY TIME FRAME, SO YOU NEED RESERVES TO CARRY YOU THROUGH JULY 1ST UNTIL THOSE PROPERTY TAXES AND STATE AID START, START COMING IN.
TEA WILL LOOK AT THESE RESERVES, THE UNASSIGNED FUND BALANCE.
THEY'LL ALSO LOOK AT ASSIGNED FUND BALANCE, BUT GARLAND ISD DOES NOT HAVE ANY ASSIGNED FUND BALANCE.
GFOA, THE GOVERNMENT FINANCE OFFICERS ASSOCIATION, RECOMMENDS APPROXIMATELY 90 DAYS.
YOU'RE STILL WITHIN THOSE THOSE PARAMETERS AND ABOVE THOSE PARAMETERS.
ANY QUESTIONS? NO. PRESIDENT SELDERS. OKAY.
YOU BROUGHT IN $36.7 MILLION, WHICH WERE GREATER THAN THAN THE BUDGETED AMOUNTS BY $500,000.
IF YOU RECALL EARLIER, THE TOTAL FEDERAL REIMBURSEMENT WAS ABOUT $34 MILLION.
SO ALL OF IT IS FEDERAL REIMBURSEMENT FOR THOSE CHILDREN THAT QUALIFY FOR FREE AND REDUCED MEALS.
ACTUAL EXPENDITURES TOTALED $43.2 MILLION, AND THEY WERE UNDER BUDGET BY $5.4 MILLION.
IN FISCAL YEAR 2025, DISTRICTS WILL BE ABLE TO RESERVE UP TO SIX MONTHS OF FOOD SERVICE FUND BALANCE, BUT PRIOR TO LAST YEAR, YOU COULD NOT ACCUMULATE MORE THAN THREE MONTHS. THE DISTRICT HAD A SPEND DOWN PLAN TO BRING THAT FUND BALANCE DOWN TO THREE MONTHS, AND THAT'S WHAT THEY'VE BEEN WORKING ON WHICH IS VERY DIFFERENT FROM WHAT WE SEE ON THE TEXAS EDUCATION SIDE.
THEY WANT YOU TO HAVE AT LEAST 75 TO 90 DAYS, WHILE THE TEXAS DEPARTMENT OF AGRICULTURE TAKES A DIFFERENT APPROACH, AND THAT WILL CHANGE AGAIN IN FISCAL YEAR 25.
FINALLY, YOUR DEBT SERVICE FUND ACTUAL REVENUES WERE 122 OR $123 MILLION, AND THEY WERE GREATER THAN YOUR BUDGETED REVENUES BY $5 MILLION, AND YOUR ACTUAL EXPENDITURES WERE UNDER $12 MILLION, OR TOTAL $144 MILLION.
FUND BALANCE INCREASED BY $2.1 MILLION, AND YOU HAVE AN ENDING FUND BALANCE OF $94.8 MILLION.
I WILL SAY, TOO, THAT IN AUGUST YOU MAKE LARGE PRINCIPAL AND INTEREST PAYMENTS.
[01:40:01]
SO OF JUNE 30TH, YOU NEED TO HAVE THE CASH FLOW TO MAKE THOSE PAYMENTS THAT COME DUE IN AUGUST, AND THEN THERE'S OTHER PAYMENTS THAT ARE ALSO DUE IN FEBRUARY, BUT AGAIN PROPERTY TAXES DON'T COME IN TILL NOVEMBER, DECEMBER, JANUARY.SO THE RESERVES ARE NECESSARY.
RIGHT. 45 DAYS OR SO AFTER YEAR END FINALLY REQUIRED COMMUNICATIONS.
WE DO HAVE TO LOOK AT INDUSTRY STANDARDS AND IT AND IT STARTS WITH YOUR CAPITAL ASSETS, YOUR SUBSCRIPTION ASSETS LEASES ETC, AND SEE HOW THEY COMPARE TO INDUSTRY STANDARDS, WHAT THE TEXAS ASSOCIATION OF SCHOOL BOARD OFFICIALS RECOMMENDS, AND THEN THERE'S ALSO ESTIMATES, AS WE DISCUSSED EARLIER, STATE AID IS A COMPONENT OF MANY FACTORS, BUT ATTENDANCE IS A KEY INPUT, WHICH WE DO TEST WHILE WE'RE HERE AT INTERIM, AND THEN YOUR ALLOWANCE FOR UNCOLLECTIBLE TAXES IS BASED ON THOSE THE HISTORICAL COLLECTIONS IN THE PRIOR YEARS, AND FINALLY, THE LARGE LIABILITY IS AN ESTIMATE BASED ON THE INPUTS, AND IT'S ACTUARIALLY DETERMINED AT THE STATE LEVEL, AND WE HAVE TO DISCLOSE THAT HERE TO YOU ALL, AND WE BELIEVE THAT THE SIGNIFICANT JUDGMENTS AND ESTIMATES ARE ARE PROPER WITHIN THE FINANCIAL STATEMENTS.
THEY'RE NOT SPECIFIC TO GARLAND ISD MANAGEMENT.
OVERRIDE OF CONTROLS IS ALWAYS A RISK FOR US, AND WE HAVE TO DEVELOP CONTROLS OR PROCEDURES TO MITIGATE THAT RISK ON OUR SIDE, AND THE SAME IS TRUE FOR IMPROPER REVENUE RECOGNITION, WHICH WE MITIGATE THROUGH CONFIRMING WITH THIRD PARTIES USING THE TEA PAYMENT REPORTS AND SUMMARY OF FINANCES.
IT IS QUITE AN UNDERTAKING TO HAVE TO DEAL WITH US FROM MARCH TO NOVEMBER.
SO KUDOS TO YOUR MANAGEMENT TEAM, AND I KNOW THAT MR. ARTURO IS NEW THIS YEAR AND MR. DODDS IS AS WELL.
SO THANK I THANK THEM FOR FACILITATING THE AUDIT AND GETTING US WHAT WE NEEDED IN A TIMELY MANNER.
FINALLY, I THOUGHT THAT WAS FINAL.
SO THE MANAGEMENT REPRESENTATION WAS THE LAST PIECE OF AUDIT EVIDENCE THAT WE RECEIVED FROM YOUR MANAGEMENT TEAM, INDICATING THAT THEY DID NOT WITHHOLD ANY INFORMATION, AND ANYTHING THAT WE REQUESTED WAS FULLY PROVIDED TO US.
THE SECOND BULLET OR SECOND DISCLOSURE IS THAT DOESN'T MEAN THAT YOU CANNOT HAVE FRIENDS AT OTHER CPA FIRMS. IT JUST MEANS THAT IF WE WERE TO GET INTO A SITUATION WHERE YOU HAD TO OPINION SHOP, WE'D HAVE TO REPORT THAT HERE TONIGHT AND WE ARE NOT AWARE THAT HAS HAPPENED, AND ANY RESPONSE TO INQUIRIES BY YOUR MANAGEMENT TEAM? OUR RESPONSE IS NOT CONTINGENT ON YOU RETAINING US AS YOUR AUDITORS.
YOUR TEAM IS IS SECURE AND ACCEPTS IF OUR ANSWER IS NO OR YES BECAUSE WE ALWAYS BACK IT UP WITH SUPPORTING DOCUMENTATION, AND WE'RE APPRECIATIVE OF MANAGEMENT TEAMS SUCH AS THAT, AND THAT IS ALL I HAVE TONIGHT.
ANY OTHER QUESTIONS, MR. MILLER? YEAH.
I'M NOT A FASB, GASB, OR ANY OF THE OTHER ACCOUNTING STANDARDS ACCOUNTANT, BUT I DID JUST WANT THE BOARD TO KNOW THAT I DID HAVE A PAGE OF QUESTIONS THAT I WAS ABLE TO GET TO MR. DODDS YESTERDAY, HE WAS ABLE TO GET ME AN ANSWER TODAY.
WE WILL SHARE THAT WITH THE BOARD.
WITH RESPECT TO I THINK IT WAS ON YOUR PAGE 15 WITH THE DEBT SERVICE FUND, THERE WAS A NOTE IN OUR BOOK ON PAGE 47 OR 48 THAT HAD TO DO WITH CORRECTING AN ACCOUNTING PROCEDURE THAT WE HAD.
ARTURO, YOU MAY HAVE TO ANSWER THIS.
I KNOW AT ONE POINT WE TRANSFERRED $23 MILLION FROM THE GENERAL FUND TO THE DEBT SERVICE FUND, AND WHAT I REALLY AM ASKING IS FOR YOU TO REFRESH MY MEMORY OF THAT TRANSACTION, AND WHAT WAS INTENDED WITH THAT.
WAS THAT A CASH FLOW MOVE? BECAUSE WE WERE BUYING BONDS EARLY, AND WE WANTED TO BE ABLE TO MAKE PAYMENTS BEFORE WE HAD THE TAXING MONEY COME IN.
[01:45:08]
DOES IT EVER GET TO BE REPAID OR COMMITTED? IS IT FOREVER IN THE BOND FUND? YEAH, IT'S NOT CONSIDERED A LOAN.IT WAS CASH THAT CAME IN FOR CAPITALIZED INTEREST THAT WE HAVE WHENEVER WE ISSUED THE BONDS ON DECEMBER, AND THE DEPOSIT WAS MADE INTO THE BOND FUND WHEN IT SHOULD HAVE BEEN MADE TO INTEREST AND SINKING FUND, THE DEBT SERVICE FUND, AND WE MADE THE CORRECTION IN IT, AND INSTEAD OF DELETING WHAT HAPPENED AND CREATING A NEW TRANSACTION, WE DECIDED TO JUST FLOW THE HOW IT HAPPENED.
THE HISTORY OF THE TRANSACTION.
SO IT IS THERE ARE FUNDS THAT DO BELONG TO THE DEBT SERVICE FUND AND THEY'LL STAY THERE.
SO FOR CLARITY THEN ALL THE MONEY THAT WAS INTENDED TO GO TO THE DEBT SERVICE FUND ARRIVED THERE, EVEN THOUGH IT MIGHT HAVE PASSED THROUGH ANOTHER ACCOUNT FIRST, ALL THAT MONEY DID ARRIVE WHERE IT WAS INTENDED TO GO.
ANY OTHER QUESTIONS? THERE ARE NO QUESTIONS.
I'M SORRY. I'M TRYING TO FIND WHERE WE WERE 7A, TOP LEFT.
I WOULD LIKE TO MAKE A MOTION THAT WE CONSIDER APPROVAL OF THE INDEPENDENTLY AUDITED FINANCIAL STATEMENTS FOR FISCAL YEAR 2024 AS PRESENTED TONIGHT TO THIS BOARD.
SECOND, IT'S BEEN MOVED BY MR. MILLER, SECONDED BY MR. GLICK. THERE ANY OTHER QUESTIONS OR ITEMS TO DISCUSS? IF NOT, PREPARE TO VOTE.
