SO IT'S INCURRED WHEN EARNED. AND WE HAVEN'T THEY HAVEN'T EARNED IT PER SE YET.
THAT'S WHY THE EXPENSES ARE NOT IN THERE. BUT I WOULD SAY THAT IT WOULD.
SO IF WE'RE TALKING ABOUT EMPLOYEES DRIVE MY POINT HOME.

SAME. SAME LEGISLATION. WE GET ALMOST $20 MILLION AND UNDER IDEA INDIVIDUALS DISABILITY EDUCATION ACT, WE GET ALMOST $15 MILLION. THAT'S UNDER 611 AND 619 OF IDEA.
WE GET THAT AMOUNT OF MONEY. SO. ASSUMING THAT THE DEPARTMENT OF EDUCATION ENDS SOMETIME IN THIS FISCAL YEAR, WHETHER THAT'S THE FEDERAL FISCAL YEAR OR OUR FISCAL YEAR, DO WE HAVE ANY ANTICIPATION THAT THAT MONEY EVENTUALLY, SOMEHOW WILL TRANSFER TO THE STATES BY THE FEDERAL GOVERNMENT FOR DISTRIBUTION BY THE STATES? OR WILL THAT MONEY JUST TOTALLY DISAPPEARED? DO YOU HAVE ANY IDEAS, ANY THOUGHTS? ARE YOU HEARING ANYTHING ABOUT WHERE THAT MIGHT END UP? I HAVEN'T HEARD ANYTHING CONCLUSIVE. I HOPE THEY HAVE SOME BRIGHT PEOPLE UP THERE, AND THEY CAN MANAGE TO SEE WHAT'S BEST FOR THE COUNTRY AND OUR KIDS, BECAUSE I THINK WE'RE TALKING ABOUT BETWEEN 7 AND 8% OF OUR GROSS REVENUES COME FROM THE FEDERAL GOVERNMENT.
AND THE QUESTION WOULD BE, I DON'T THINK IT WOULD BE, WE'D BE AFFECTED THIS FISCAL YEAR BECAUSE THAT MONEY IS ALREADY ALLOCATED UNDER THE FEDERAL FISCAL YEAR. BUT I CAN SEE THAT NEXT YEAR WHERE I DON'T KNOW HOW THEY WOULD TRANSFER MONEY TO THE STATES.
I THINK IT'D HAVE TO BE A CONGRESSIONAL ACT TO CHANGE HOW THE DEPARTMENT OF EDUCATION CURRENTLY DISTRIBUTES THE MONEY, AND HOW THE FEDERAL GOVERNMENT WOULD THEN SEND IT OUT TO THE STATES UNDER A SEPARATE GRANT PROGRAM.
SO THAT MIGHT BE SOMETHING WE SHOULD CERTAINLY BE LOOKING AT AS WE GET INTO BUDGETARY PREPARATIONS.
YEAH. AND WE ARE WATCHING WHAT'S GOING ON. IT IS SOMETHING THAT, YOU KNOW, I'VE HEARD THAT, YES, THE DEPARTMENT OF EDUCATION MAY BE GOING AWAY OR CONSOLIDATED INTO A DIFFERENT DEPARTMENT.

WE RECEIVE STATE AND LOCAL SPENDING PER STUDENT.
THERE'S SOME MISCONCEPTIONS OUT THERE BECAUSE NOT ALL FUNDS ARE AVAILABLE FOR GENERAL OPERATIONS.
THERE'S A DIFFERENCE BETWEEN USABLE AND NON USABLE FUNDS.
THERE IS ALSO FUNDING THAT COMES FROM SPECIFIC MANDATES.

I MENTIONED EARLIER THAT THAT THE EDUCATION FUNDING IS DOWN BY 10 BILLION IN CONSTANT DOLLARS.
AND THAT IS TRUE THAT IN FACT, LEGISLATIVE BUDGET BOARD STATES THAT PUBLIC EDUCATION FUNDING HAS DECREASED BY 9.8 BILLION FROM 2020 TO 2025 WHEN ADJUSTED FOR INFLATION. SO CONSIDER THAT.
AND ALSO KNOWING THAT IN TEXAS WE'RE RANKED IN THE BOTTOM TEN STATES PER FUNDING PER STUDENT.

BUT NOW IT HAS ONLY INTENSIFIED. WHAT WE ANTICIPATE IT HAS NOW COME BECOME A REALITY.
AND THE FINANCIAL STRAIN ON OUR SCHOOL DISTRICT HAS WORSENED.
AND THE FUNDING GAPS HAVE SOUGHT TO ADDRESS HAVE ONLY BEEN HAVE ONLY GROWN.
SO I ALSO WANT TO ADDRESS THE FACT THAT WE HAD ESSER FUNDS.

HOW WILL THIS AFFECT THE COMMUNITY? WELL, MAYBE WE'LL HAVE TO SCALE DOWN TO CHOICE, TO THE LETTER OF THE LAW, IN THE COURT ORDER. AND THAT MEANS IT'S NOT AS BROAD AND WIDE AS IT ONCE WAS.
