THESE ARE SOME OF THE BUDGET IMPACTS WE HAVE IN OUR CURRENT BUDGET FOR 24-25.
THE DISTRICT RAISES SOME ADDITIONAL FUNDING FOR OUR SPECIAL EDUCATION.
OF COURSE, WE HAD THE STORM REPAIRS, AND THAT WAS NOT ALL OF IT.
WE HAD MOVED ABOUT 2 MILLION BEFORE THIS CURRENT BUDGET.
SO IT WAS SOMEWHERE ROUGHLY AROUND 4.5 MILLION, AND THEN GIBSON AUDIT WAS SEVERAL YEARS AGO, GOING THROUGH OUR SECONDARY CAMPUSES ON SOME STAFF AND IN SOME CONSOLIDATION OF SCHOOLS, AND THESE ARE JUST REALLY POSITIONS THAT WERE DUPLICATE ONCE WE CONSOLIDATED.
SO THAT'S THE NET EFFECT 11.5 MILLION. THIS IS OUR CURRENT BUDGET.
YOU SEE THIS? YOU'LL SEE THIS AGAIN WHEN WE TALK ABOUT FINANCIALS HERE IN THE NEXT MEETING, BUT OUR ESTIMATE FOR OUR YEAR END ACTUALS ON THE FAR RIGHT HAS US ENDING SOMEWHERE AROUND 63 MILLION GOING AGAINST OUR FUND BALANCE.

HERE IS OUR FUND BALANCE. WHAT IT'S DONE SINCE 2019, AND WHERE WE ESTIMATE THAT IT WILL END FOR THIS CURRENT YEAR 24-2 5. I WENT AHEAD AND PUT OUT HERE AS A REMINDER, OUR THREE MONTHS REQUIRED FUND BALANCE, AND THAT IS ESTIMATED AT 100 AND RIGHT AT 151 MILLION.ONE OF THE THINGS WE DID TALK ABOUT IN OUR STEERING COMMITTEE WAS WHAT OUR FUND BALANCE IS.
SOMETIMES THERE IS MISCONCEPTIONS ABOUT WHAT A FUND BALANCE IS.
SO I PUT IT IN HERE. WE USE IT AS A CASH MANAGEMENT TOOL.
A LOT OF TIMES FUNDING FOR SCHOOLS DOESN'T JUST ALWAYS COME IN EVERY MONTH OR DOESN'T COME IN AT, AT TIMES WHERE WE NEED CASH TO MAKE PAYROLL AND DIFFERENT THINGS.
SO WE USE OUR FUND BALANCE AS A CASH MANAGEMENT TOOL, AND THEN ANY UNFORESEEN EXPENDITURES LIKE THE STORM I JUST TALKED ABOUT AND IT'S PART OF OUR CREDIT RATING. WE HAVE TO HAVE A GOOD FUND BALANCE IN ORDER TO HAVE A GOOD CREDIT RATING.
IT'S NOT A SAVINGS ACCOUNT, RAINY DAY FUND OR SLUSH FUND, AND ESSENTIALLY IT'S OUR ASSETS MINUS LIABILITIES OR REVENUES MINUS OUR EXPENDITURES. AND SO ONE THOUGHT THAT I THINK ABOUT IS, YOU KNOW, WE HAVE MANDATED EXPENSES THAT WE HAVE, AND THEN WE ALSO HAVE SOME THAT ARE MORE DISCRETIONARY, AND SO THE INCOME IS GOING TO BE WHAT IT IS, AND NOT EVERY DOLLAR IS AS FLEXIBLE AS PEOPLE MIGHT THINK.
SO WITHIN THE CONTEXT OF THAT, IS THERE A WAY THAT YOU COULD BREAK DOWN WHAT OUR EXPENSES IS IN THIS CURRENT BUDGET THAT YOU'RE PROPOSING THAT SHOWS MANDATED OR NON-DISCRETIONARY SPENDING OR EXPENDITURES VERSUS DISCRETIONARY EXPENDITURES? AND THAT MIGHT KIND OF HELP WITH HAVING A PERSPECTIVE OF WHERE WE ARE WITH THE BUDGET ON THINGS THAT WE ABSOLUTELY HAVE TO HAVE VERSUS THINGS THAT ARE KIND OF LIKE, RIGHT, AND WE'RE PUTTING ALL THAT TOGETHER NOW.

THAT IS REALLY AN UNFUNDED MANDATE THAT BUT WE WANT TO MAKE SURE OUR STUDENTS ARE EXTREMELY SAFE, RIGHT. MAY I ADD JUST A LITTLE EXPANSION TO THAT? YOU KNOW, IN A PERFECT WORLD AND WE TALKED A LITTLE BIT ABOUT THIS.
IF WE LOSE 700 KIDS, IT'S NOT FROM ALL ONE SCHOOL, RIGHT.
SO IT'S NOT IF IT WAS ALL FROM ONE SCHOOL, THAT MAKES IT EASY.
YOU CLOSE THE SCHOOL, THERE'S NO KIDS THERE, BUT YOU HAVE 700 KIDS, LET'S SAY 70 CAMPUSES.
THAT'S TEN KIDS PER CAMPUS AND MULTIPLE GRADE LEVELS.
SO WE STILL HAVE CLASS LOADS THAT STILL NEED TO BE FILLED, AND SO THAT'S WHERE THESE CONSOLIDATION EFFORTS ARE REALLY COMING TO, TO LOOK AT PLACES THAT WE COULD REALLY MAXIMIZE STUDENT POPULATION.
SO I THINK THAT'S PART OF IT TOO. THE UNFUNDED MANDATES SPECIAL ED IS VERY DEAR TO MY HEART.
I MEAN, FOR A LOT OF REASONS, BUT THE MONEY WE GET DOES NOT MAKE SPECIAL ED MEET .

OUR CHOICE SYSTEM AND THAT'S, THAT'S KIND OF LIKE AN UNFUNDED MANDATE BECAUSE WE'RE UNDER A COURT ORDER, RIGHT? SO THE CHOICE SYSTEM COMES INTO PLAY. I MEAN, I THINK HAVING VISIBILITY TO THAT THOUGH GIVES YOU A MUCH BROADER PERSPECTIVE SO THAT YOU CAN KIND OF KNOW, AGAIN, WHAT THINGS ARE MANDATED VERSUS WHAT THINGS ARE DISCRETIONARY, OR AT LEAST WHAT WE'RE CALLING THAT THE MANDATE ITSELF.
WE KNOW WHAT THAT IS, AND THEN AS IT RELATES TO THE UNFUNDED MANDATES, I MEAN, FOR THE LAST SIX YEARS OR SO, WE HAVEN'T RECEIVED ANY INCREASES IN THE BASIC ALLOTMENT, BUT WE'VE GOTTEN ADDITIONAL MANDATES THAT WE ARE, YOU KNOW, UTILIZING FUNDING FOR, RIGHT? SO I DON'T KNOW IF THERE'S A WAY TO DO THAT, BUT TO GO BACK AND BE ABLE TO PULL THAT FORWARD TO, TO SHOW THESE ARE THE THINGS THAT WE'VE DONE AND TAKEN ON.
