SO OUR TEXAS EDUCATION CODE, 39.363 DOES REQUIRE THAT WE BRING THESE TO YOU BEFORE AUGUST 1ST. AND AS DOCTOR LOPEZ ALLUDED TO, I DID PUT A LITTLE ONE PAGER ON YOUR AT YOUR DESK SO THAT YOU COULD SEE ALL OF THE CHANGES IN EVERY SINGLE YEAR OVER THE LAST FEW YEARS. I'VE COME UP HERE AND I'VE SAID, I DON'T REALLY KNOW JUST YET. WE'RE WAITING ON THE STATE. AND SO FOR THIS TIME WE ARE EXCITED TO SAY, YOU KNOW, WHAT WE ANTICIPATED THE RESULTS THAT WE RECEIVED. BUT FOR NOW, IT SEEMS LIKE THE SYSTEM IS IS RATHER STABLE. SO MOVING INTO OUR ACTUAL PRESENTATION AS A REMINDER, THERE ARE THREE DIFFERENT DOMAINS THAT FEED INTO A DISTRICT AND A CAMPUS RATING. WE HAVE OUR STUDENT ACHIEVEMENT, OUR SCHOOL PROGRESS, AND OUR CLOSING THE GAPS. AND FROM THESE THREE DOMAINS, WE END UP WITH SIX DIFFERENT RATINGS. WE END UP WITH A RATING FOR STUDENT ACHIEVEMENT, ACADEMIC GROWTH, RELATIVE PERFORMANCE, CLOSING THE GAPS, AND THEN AN OVERALL SCORE AS WELL AS THE OVERALL SCHOOL PROGRESS SCORE. SO IN OUR DISTRICT, OUR GISD OVERALL RATING WAS AN 84. AND AS THE EXTERNAL CONSULTANT THAT PRESENTED DURING THE FINANCE COMMITTEE NOTED, WE ARE AMONG THE HIGHEST IN THE [00:05:09] DALLAS AREA WITH OUR RATING, ESPECIALLY WHEN CONSIDERING THE PERCENTAGE OF STUDENTS THAT WE SERVE THAT ARE IN POVERTY. THIS NUMBER IS NOT ONLY IS A GAIN FROM THE 81 FROM THE PRIOR YEAR, BUT JUST SHOWING THAT WE ARE HEAD AND SHOULDERS ABOVE SO MANY OF THE DISTRICTS IN OUR AREA. THE OTHER THING TO CALL OUT HERE THAT WE SHOULD BE EXCEPTIONALLY PROUD OF IS THE STUDENT ACHIEVEMENT DOMAIN. FOR THE LAST COUPLE OF YEARS THAT'S BEEN IN THE 70S RANGE, AND NOW WE'RE CLEARING THAT B MARK. SO IT'S NOT LIKE IT'S WE'RE JUST LOOKING AT ALL THE DIFFERENT WAYS TO BUILD UP OUR SYSTEM, OUR STUDENT ACHIEVEMENT, WHICH IS WHAT WE TELL OUR CAMPUSES, OUR DOMAIN ONE IS OUR GOAL ULTIMATELY. AND WE ARE STRIVING TO TO MOVE THAT INTO THE A RANGE ALONG WITH EVERYTHING ELSE. OKAY. THEN WE GO INTO ALL OF THE DISTRICTS THAT ARE IN THE AREA. WE LOOKED AT THE PERCENTAGE OF ECODIS RATE THAT WAS GREATER THAN 70%. AND AS YOU CAN SEE OUR SCHOOL DISTRICT DID FARE MUCH BETTER THAN MANY OF OUR OTHER DISTRICT PEERS. SO THEN MOVING INTO THE GARLAND ISD CAMPUS RATING COMPARISONS. SO HERE YOU'LL SEE THE BREAKDOWN FROM THE A, B, C, AND D, AND DOCTOR LOPEZ ALLUDED TO HAVING FOUR A-RATED HIGH SCHOOLS. THAT'S A MAJOR FEAT. NOT ONLY DO WE HAVE FOUR A-RATED HIGH SCHOOLS, BUT WHEN I WENT BACK AND I LOOKED AT SINCE THE SYSTEM STARTED IN 2019, WE ACTUALLY HAD AN IMPROVEMENT IN 22 OF OUR ELEMENTARY SCHOOLS FROM 2019 TO 2025, WITH ALL OF THE UPS AND DOWNS AND ROLLER COASTER WAYS. SIX OF OUR MIDDLE SCHOOLS AND SIX OF OUR HIGH SCHOOLS ALL IMPROVED SINCE THIS SYSTEM WAS INTEGRATED IN 2019. MOVING INTO STUDENT ACHIEVEMENT. THE OTHER THING I WANT TO POINT OUT HERE, AND WE DIDN'T EXPLICITLY CALL IT OUT, BUT 2025 WAS THE YEAR OF OUR CONSOLIDATIONS. AND WITH OUR CONSOLIDATED SCHOOLS, WE UNLIKE MANY OTHER SCHOOL DISTRICTS THAT CONSOLIDATED SCHOOLS, WE DIDN'T SEE ANY DIPS. SO BH FREEMAN EARNED AN A. MD WILLIAMS, OH MY GOODNESS, SO CLOSE TO THE 80. THEY WERE RIGHT AT A 79. AND THEN HANLEY STEM CAME IN IN THE 80S RANGE. SO THINKING ABOUT THE CONSOLIDATION EFFORTS AND THE WORK THAT OUR PRINCIPALS DID TO NOT ONLY BRIDGE COMMUNITIES, BUT ALSO BRIDGE THE GAPS IN ACHIEVEMENT THAT WERE COMING IN FROM SOME OF OUR LOWEST PERFORMING SCHOOLS. FOR THEM TO COME OUT AHEAD AND BE PART OF THESE THESE GREAT GAINS JUST SAYS A LOT ABOUT THE SYSTEMS THAT WERE WRAPPED AROUND THESE CAMPUSES, BUT ALSO THE WORK, THE TIME AND EFFORT THAT OUR PRINCIPALS AND OUR TEACHERS PUT INTO INTO THE ACADEMIC YEAR. MOVING INTO STUDENT ACHIEVEMENT FOR OUR ELEMENTARY SCHOOLS AND OUR MIDDLE SCHOOLS. 100% OF THEIR SCORE IS DERIVED FROM STAAR ASSESSMENTS, WHEREAS HIGH SCHOOL 40% IS DERIVED FROM STAAR, 40% FROM CCMR. AND THEN WE HAVE 20% FROM OUR GRADUATION RATES. LOOKING AT SPECIFICALLY STUDENT ACHIEVEMENT ACROSS READING, MATH, SCIENCE AND SOCIAL STUDIES, YOU'LL SEE HERE THAT AS A DISTRICT, WE ADMINISTERED ALMOST 75,000 STAAR OR EOC ASSESSMENTS OVER THE COURSE OF THE YEAR. FROM THERE, YOU'LL NOTICE THAT OUR PERCENTAGES FOR APPROACHES WERE 73%, 48% MEETS AND 21% MASTERS, AND I BOLDED THE MEETS AND THE MASTERS PURPOSEFULLY BECAUSE THOSE HAD GAINS FROM THE PRIOR YEAR. SO REMEMBER WE SAID THAT THAT DOMAIN ONE MOVED OUT OF THAT 78 RANGE INTO THE 80 RANGE. AND IT'S NOT JUST ABOUT JUST GETTING KIDS TO PASS. IT'S ABOUT GETTING STUDENTS ON GRADE LEVEL SO WE CAN SEE HOW THOSE GAINS FROM THE PRIOR YEARS REALLY MADE AN IMPACT. AS IN 2025 THE MEETS PLUS NUMBER WAS 46% AND THE MASTERS WAS 18%. FOR COLLEGE CAREER MILITARY READINESS, THIS IS A JEWEL IN OUR DISTRICT. 96% OF OUR 2024 GRADUATES GRADUATED WITH ONE OF THE VARIOUS INDICATORS FOR COLLEGE CAREER MILITARY READINESS. THIS IS AN INCREASE FROM 92% IN THE PREVIOUS YEAR FOR 2023. NOT ONLY THAT AS A WHOLE, BUT I WANT TO CALL OUT THE TREMENDOUS EFFORTS BEING MADE BY OUR HIGH SCHOOLS TO HELP OUR STUDENTS MEET THAT TEXAS SUCCESS INITIATIVE CRITERIA. AND OH, YES, SIR, I'M SORRY TO INTERRUPT YOUR PRESENTATION, BUT YES, SIR. GOING BACK TO THE SLIDE PRIOR TO THIS, ON THE MEETS AND THE MASTER ON A BELL CURVE WHERE WOULD THAT MASTER'S [00:10:04] POINT BE? IN OTHER WORDS, FOR THAT STUDENT TO GET 21%, IS THAT A 70, THAT 80, THAT A 90? WHAT I MEAN, WHAT IS THE GRADE? IS THERE A GRADE POINT THERE? IT DEPENDS ON EACH ASSESSMENT. SO EVERY ASSESSMENT HAS A DIFFERENT CUT POINT FOR THE RAW SCORE THAT WOULD CONVERT TO A MASTERS. SO I DON'T HAVE A CLEARLY DEFINED ANSWER FOR YOU SINCE EVERY TEST HAS A DIFFERENT METRIC. I WAS CURIOUS WHERE, YOU KNOW, I KNOW MR. WE HAVE TO WAIT FOR THE STANDARD SETTING PROCESS TO OCCUR IN THE SUMMER BEFORE WE'RE EVEN GIVEN THOSE THRESHOLDS. SO SO EVEN THOUGH I MIGHT GIVE YOU SOMETHING RIGHT NOW AND SAY IT WAS ARBITRARILY 85% TO GET A MASTERS ON AN ENGLISH 1 EOC. RIGHT. JUST MAKING NUMBERS UP. NEXT YEAR I MIGHT COME BACK AND SAY THAT WAS AN 87 OR IT WAS AN 84. SO THAT STANDARD SETTING DOESN'T OCCUR UNTIL AFTER OUR STUDENTS TAKE THE ASSESSMENT. OKAY. SO BACK TO THE COLLEGE CAREER, MILITARY READINESS. THE ONE I WANTED TO TEASE OUT, WAS THAT 75%, OR ALMOST 76% OF OUR STUDENTS, MET THE TSI CRITERIA. THE TEXAS SUCCESS INITIATIVE CRITERIA ON BOTH READING LANGUAGE ARTS AND MATH. THIS IS A DRASTIC INCREASE FROM 58% FROM THE CLASS OF 2023. AND THE OTHER ONES THAT I WANTED TO POINT OUT ARE THE PERCENTAGE OF OUR STUDENTS GRADUATING WITH AN ASSOCIATE'S DEGREE. IN 2023 THAT NUMBER WAS 4.8. WHEREAS OUR CLASS OF 2024, WE'RE LOOKING AT 9%, SO DOUBLING THE NUMBER OF STUDENTS THAT ARE GRADUATING WITH AN ASSOCIATE'S DEGREE. YES, MA'AM. MISS GRIFFIN. TELL ME. WHAT HAS BEEN OUR STRATEGY FOR US TO LOOK AT COLLEGE CAREER, MILITARY READINESS AND SEE THESE INCREASES? YOU KNOW, SPECIFICALLY IN THE MATH IN THE COLLEGE BRIDGE. AND ALSO WITH EARNING OF THE ASSOCIATE'S DEGREE. TELL ME, WHAT HAVE WE DONE SO DRASTICALLY DIFFERENT? BECAUSE IN MY ASSESSMENT, THIS IS JUST LINDA GRIFFIN. IT JUST LOOKS LIKE THERE'S MORE KNOWLEDGE AND AWARENESS OUT THERE OF THESE OPPORTUNITIES. WE REALIZED THAT WASN'T WORKING, SO WE TOOK A STEP BACK AND WE STARTED DRILLING DOWN TO, HEY, HOW ARE THESE INDIVIDUAL STUDENTS PERFORMING? WE PUT THEM IN SEPARATE CLASSES, TUTORING TRACKING HOW WELL THEY WERE DOING, AND THEN WE DRILLED DOWN EVEN FURTHER. THE LAST COUPLE OF YEARS, WE GOT DOWN TO MASTER SCHEDULES, ACCELERATED MATH FROM THE MIDDLE SCHOOL LEVEL AND HOW THAT TRICKLES UP AT THE HIGH SCHOOL LEVEL. FOUR YEARS OF MATH ENSURING KIDS WERE TAKING AP CALCULUS AS A SENIOR. THESE LITTLE DETAILS, THESE MICRO MOVES HAVE ADDED UP OVER THE YEARS. SO WE'VE GOTTEN REALLY BETTER AT TRACKING OUR STUDENTS AND GETTING OUR TEACHERS INFORMED HOW TO PUT OUR STUDENTS IN THE BEST POSITION TO BE SUCCESSFUL. OKAY. ANY OTHER QUESTIONS? ALL RIGHT. SO IN THIS CASE, WE'RE GOING WITH OUR SIX YEAR EXTENDED GRADUATION RATE. OUR CAMPUSES DON'T STOP TRYING TO GET THESE STUDENTS BACK IN AND GET THEM ACROSS THE STAGE AND GET THEM A DIPLOMA. SO THAT'S WHY YOU SEE THE DIFFERENCES ACROSS THE THREE YEARS. THE SIX YEAR ALSO INCLUDES SPED. YES. THE SIX YEAR ALSO INCLUDES OUR STUDENTS WITH AN IEP. YES. THEN MOVING INTO OUR ACADEMIC GROWTH DOMAIN. HERE, WE SEE THE GROWTH FROM THE PRIOR YEAR. SO FOURTH GRADE THROUGH EIGHTH GRADE RLA. THEN WE HAVE EIGHTH GRADE MATH TO ALGEBRA ONE. AND ONE OF THE THINGS THAT REALLY IS IMPACTFUL, IT'S IMPACTING OUR SIXTH GRADE MORE THAN ANYTHING, BECAUSE OUR STUDENTS ARE GOING FROM TAKING THE SPANISH EXAM IN FIFTH GRADE TO TAKING AN ENGLISH EXAM IN SIXTH GRADE. SO WE SEE THAT THAT DIP ON THE GROWTH SIDE. BUT IT'S NOT SOMETHING THAT IS UNIQUE TO GARLAND ISD. AND FOR THE 2028 ACCOUNTABILITY REFRESH, I ALREADY HAVE MY NOTES TYPED UP AND READY TO GO FOR THE STATE TO LET THEM KNOW, LIKE, HEY, THIS IS NOT SUSTAINABLE AND IT'S JUST NOT FAIR FOR OUR INCOMING SIXTH GRADE CAMPUSES. SO THE OTHER PART FOR ACADEMIC GROWTH, THIS WAS A HUGE CELEBRATION FOR US. 24 OF OUR CAMPUSES EARNED AN ACADEMIC GROWTH DISTINCTION, AND A GROWTH DISTINCTION IS BEING ABLE TO TAKE 40 CAMPUSES THAT ARE VERY SIMILAR TO OUR INDIVIDUAL CAMPUSES, AND THEY GET RANKED. AND RELATIVE PERFORMANCE IS THE NOTION THAT POVERTY MAKES AN IMPACT ON STUDENT ACHIEVEMENT. SO THE STATE HAS CREATED THIS PATH SO THAT CAMPUSES AND DISTRICTS THAT HAVE HIGH POVERTY CAN STILL EARN AN A. AND SO FOR US, THAT IS EXCEPTIONALLY IMPACTFUL. AS A DISTRICT, OUR BEST OF SCORE IS ACTUALLY THROUGH RELATIVE PERFORMANCE. WE TAKE OUR STAAR RESULTS AND OUR CCMR RESULTS, AND THEN WE LOOK AT THEM AS COMPARED TO THE POVERTY RATE IN THE DISTRICT. AND SO THAT 80 THAT YOU SAW ON THAT FIRST SLIDE CONVERTED OVER TO AN 83 BECAUSE OF THE STATE UNDERSTANDS THAT POVERTY DOES MAKE AN IMPACT ON ACHIEVEMENT. THEN LASTLY, WE LOOK AT CLOSING THE GAPS. SO CLOSING THE GAPS DOMAIN IS 30% OF THE OVERALL SCORE. AND IN THIS DOMAIN WE'RE LOOKING AT THE TWO LOWEST PERFORMING RACE AND ETHNICITY GROUPS. SO EVERY YEAR IT CAN BE DIFFERENT FOR A SCHOOL. [00:20:02] SO GOING FROM LIKE IF ONE YEAR IT'S AFRICAN AMERICAN AND HISPANIC, THEN ANOTHER YEAR IT MAY TOGGLE TO HISPANIC AND TWO OR MORE RACES. SO WE'RE ALWAYS LOOKING AT WHAT THE TWO LOWEST PERFORMING RACE AND ETHNICITY GROUPS ARE. IN ADDITION TO THAT, WE LOOK AT HIGH FOCUS. SO LOOKING AT OUR STUDENTS THAT ARE ECONOMICALLY DISADVANTAGED, STUDENTS THAT CURRENTLY HAVE AN IEP OR STUDENTS THAT ARE CURRENTLY OR BEING MONITORED AS ENGLISH LEARNERS, AS WELL AS OUR HIGHLY MOBILE STUDENTS, OUR FOSTER, MCKINNEY VENTO AND MIGRANT STUDENTS. IN CLOSING THE GAPS, AGAIN, SOMETHING TO CELEBRATE AS A DISTRICT 21 OF OUR CAMPUSES EARNED AN A RATING IN CLOSING THE GAPS DOMAIN, AND OF ALL OF OUR CAMPUSES, 27 OF THEM EARNED A CLOSING THE GAPS DISTINCTION. AGAIN, A COMPARISON TO THEIR 40 LIKE CAMPUSES. AND AGAIN, YOU HEARD THE PRESENTER FROM THE FINANCE COMMITTEE OF WE'RE PUTTING MUCH MORE INTO OUR STUDENTS THAN THAN OUR NEIGHBORING PEERS. AND YET WE'RE OUTPERFORMING THEM.
